for students

It was minutes before the morning bell
rang, and Bo Shaw was eagerly anticipating
his first day at Central Crossing High
School. With his hair neatly groomed and
sporting a cute bow tie around his neck,
he sat by the main entrance of the building,
ready to greet his new friends.
At the same time across town, Luna
Eads was preparing for her first day at
Franklin Heights High School. While not
as ready to be the center of attention as
Bo, she peered through the glass doors of
the main office, wanting to see the people
who might become her new friends.
Although most of the students who
walked by looked as if they already had a
lot on their minds, they couldn’t help but
stop, stare, and then smile as they saw
the furry creatures staring back at them
with unconditional love.
“These are the reactions we had hoped
to see; this is what it is all about,” said
Pat Shaw, the school resource officer at
Central Crossing. “These animals are
here to make our students smile and to
change someone’s day.”
Bo and Luna made their first appearance
at their respective campuses in the
South-Western City School District last
week. They are therapy dogs with local
law enforcement agencies and they are a
part of the district’s ongoing efforts to
support student well-being while creating
positive connections between school officials,
students, and police officers.

Dispensary not
deterred by veto

Last month, Grove City Council
approved a special use permit that would
clear a path for Ohio Cannabis Company
to set up shop at 1947 Stringtown Road.
This measure was approved with a 4-2
vote.
Grove City Mayor Richard “Ike” Stage
vetoed that legislation. To override the
mayor’s veto, the council would need five
votes, and they would have had to make
that motion at the Jan. 21 meeting. No
council member made a motion to override
the veto, thus allowing it to stand.

said Deputy Superintendent Dr. Jamie Lusher.
“Expanding our therapy dog program in partnership
with local law enforcement is an innovative way to connect
with students and provide them with additional
care and support.”
Meet the new dogs
Bo is a 3-year-old Great Pyrenees who will be stationed
at Central Crossing. He will work alongside his
handler, Grove City Police Officer Pat Shaw.
Bo has been a certified therapy dog since the age of
1. Shaw believes he was born to serve in this role.
“What makes Bo a great therapy dog is that he is
very patient, he does not lick, and his movements are
extremely slow,” he said of the 120-pound dog. “He is
very calm and he has been that way since he was a
puppy, which I thought was odd.”
Shaw said he initially believed there was something
wrong with Bo, perhaps an undiagnosed medical condition
that made him appear lethargic. He soon discovered
that was just his natural state of being.
“That has just been his temperament since day
one,” said Shaw.
Serving as a therapy dog at Central Crossing and
becoming the first official therapy K9 with the Grove
City Division of Police, Bo was known as the star of the
aptly named “Books with Bo” literacy program at the
Grove City Library. Shaw said even though Bo has a
new job, he will still make appearances at the local
library system.
“I don’t see us giving that up anytime soon,” he said,
noting their next scheduled event on Feb. 20 at 4:30
p.m.
Although Bo has only been working at the high
school since Jan. 23, he has been deployed several
times to help students in emotional distress. Shaw said
watching Bo work his magic by simply being in the
room is awe-inspiring.
“It’s very difficult to be in a learning environment
and it’s very difficult to be in a learning mindset when
you’re distraught or you’ve had a bad day, sometimes
even before you get to school,” said Shaw. “And so my
goal with Bo is to give these kids the opportunity to
feel better and have a different day so that the learning
environment is increased and they leave with a
smile on their face because they deserve it.”
Luna is a 4-month-old Greater Swiss Mountain dog
who will be stationed at Franklin Heights. She will
work alongside her handler, Deputy Rebecca Eads,
with the Franklin County Sheriff’s Office.
Luna is the newest therapy K9 in the county program.
She is still in training. Eads said this “sassy”
girl who is still growing into her body is full of potential.
“I think she is going to be a great therapy dog
because she is so stinking smart, she is just on it,” said
Eads, who is also the school resource officer at
Franklin Heights. “She’s only been doing this for a
week-and-a-half and she’s already following commands
we’ve only been practicing for a few days.
“She also has a very loving demeanor and she just
loves these kids. She wags her tail when she comes
into the building in the morning, and we have been
able to progress her very quickly because she is tolerant
of everything.”
Like Bo, Luna is already making a positive impact
on the students and staff at the westside school. She
has been deployed to help students with panic attacks
and to offer comfort for students with physical, emotional,
or mental disabilities.
Principal Tim Donahue said he is excited that a
therapy dog has been assigned to Franklin Heights.

“I am a big fan of
school resource officers
and I think having
a therapy dog with
them will open up even more avenues for kids to connect
with Deputy Eads. We want them to know that
they are in this school to help them. That is what they
do and that is what we do.”
Remembering Mattis
The district’s board of education revised its therapy
animal policies last year, paving the way for Bo and
Luna to serve at the schools. The policy change was
sparked by Christina Shore, an employee at Westland.
As a counselor at the high school, she observed the
benefits a therapy dog and their law enforcement handler
could bring to the community. At that time, Sgt.
Darrah Metz with the Franklin County Sheriff’s Office
was serving as a relief resource officer with her partner,
Mattis K9.
Mattis was an English Labrador retriever who
became the agency’s first law enforcement therapy dog
in 2017. Known for his intelligence, calm demeanor,
and affection for humans, he comforted victims of
crime and inspired other law enforcement departments
to establish their own therapy dog programs.
He even inspired Shore to request the change in policy
so more schools in the district could benefit from
therapy dogs and their handlers. The board also recognized
the benefits of the law enforcement tandem, voting
unanimously to change its policies in order to
advance the program.
Before he could start a new school year at Westland,
Mattis died on June 28, 2024 due to liver failure. He
was 7 years old.
In recognition of this pioneering canine, Shaw
designed emblems for the collars of Bo and Luna to
commemorate the life and service of Mattis.
“He was the first law enforcement therapy dog in
the state of Ohio and it’s important that we remember
how we all got here,” said Shaw. “We have to carry on
his legacy and we get to carry on his legacy here at
South-Western City Schools.”
Sgt. Metz is currently overseeing the agency’s
school resource officer program. She said she is proud
that the new generation of therapy dogs will strive to
“be like Mattis” while shaping the lives of students and
staff alike.
“I’m proud, I’m humbled, and it makes me want to
cry,” she said.
District spokesperson Evan Debo said that
Westland is expected to have a new therapy dog within
the next year or two. Currently, there are no plans to
station a full-time therapy dog at Grove City High
School; however, Bo and Officer Shaw can be deployed
there or at any Grove City school if the need arises.

If Ohio Cannabis Company plans to move forward
with a marijuana dispensary in Grove City, a new
application would be filed and it would be considered a
new project, even for the same location. According to
Brian Wingfield, with Ohio Cannabis Company, they
plan to do just that.
“We were disappointed the mayor vetoed the 4-2
vote,” Wingfield said. “We really
like Grove City and we would
like to move forward.”
Stage said he vetoed the legislation
because it violated the
city’s code, which says that a
marijuana dispensary must be
500 feet away from residential
properties.
Last summer, the council set
its own rules and regulations for
cannabis dispensaries that wish
to operate in the city. Grove City
leaders agreed to not only duplicate
the state guidelines but add
a few more restrictions.
The city’s legislation states
that no medical and/or recreational
marijuana retailer shall
be located within 500 feet, measured
from the boundary of the
parcel, of an opioid treatment
center, a church, public library,
public playground, public park,
school, a childcare facility, and
residential properties. The residential
component is not part of
the state law and was added
locally. The city’s code also
states that only two dispensaries
would be permitted to operate in
the area.

Enforcement Together (S.A.L.T.) meetings at 10 a.m. on
the second Thursday of each month at the Evans Center,

Stage said his objection to the legislation was the
500 feet rule. He said in the summer of last year, council
members agreed to allow more than 500 feet of distance
between marijuana dispensaries and residential
units.
“This is contrary to what we agreed to in August,”
said Stage of his veto.
Wingfield said Ohio Cannabis Company has
already applied for the necessary paperwork to operate
at 1947 Stringtown Road.
“We really want to go there,” he said. “It’s a great
location. It has good access. It just checks so many
boxes.”
According to Wingfield, there are other locations
the company could consider, but he wants to stick with
the China Bell spot because it has two entrances and
is by a traffic signal.
Wingfield said he is hoping the newly appointed
council member will swing the favor in his direction.
There is a vacant council seat, which is open after
Mark Sigrist was elected to serve in the Ohio House of
Representatives. The city received 29 applications to
fill that seat and 24 have been interviewed. Of the 29
applicants, three were not eligible, one withdrew their
application, and one did not show up for the interview.
As of press time, the council had yet to announce its
appointment.
If that new council member votes in favor of Ohio
Cannabis Company once the legislation works its way
through the process, the council would have the five
votes needed if the mayor vetoed the legislation again.
The legislation should make its way back before
council by late March or early April.
Wingfield said another option for the company
would be to split the Stringtown Road property and
use a smaller space on the property, which would be
500 feet away from the residential parcels.
“We really like this location and like the people of
Grove City,” said Wingfield. “And we think the people
like us.”
He said their goal is to prove that a well-regulated,
community-focused dispensary can exist near a residential
area without disrupting the character of the
neighborhood.
“We want to be another business that supports the
community.”

A Successful Start in 2025
As we embark on this new year, I want to reflect on 2024
and share my gratitude for the incredible privilege of
serving you in the Ohio Senate. We achieved remarkable
milestones together, and I am optimistic about

affect our future generations.
● HB 173 – Designating “Ohio Black Media Week:”
This bill celebrates the vital contributions
of Black media outlets in our state, recognizing
heir role in amplifying voices, sharing stories,
and fostering informed communities. I am pleased

Dog license deadline extended
The deadline to license a dog without
incurring extra fees has been extended
through Feb. 28 to accommodate more owners
obtaining licenses, Franklin County
Auditor Michael Stinziano said.
The new deadline will enable Franklin
County dog owners who were busy during
the holidays or otherwise distracted to register
for their legally required dog license.
The price of a license doubles after the Feb.
28 deadline.

residents with more opportunities to be
able to complete the all-important step of
protecting their pal by registering their dog
with the county,” said Stinziano.
Licenses may be purchased online at
doglicense.franklincountyohio.gov, or at
the auditor’s office license counter, 373 S.
High St., 21st floor in downtown
Columbus. The counter is open Monday
through Friday, from 8 a.m. to 4 p.m.
Owners can also change addresses,
download forms and update dog information
via the online licensing system.
In addition to being required by state
law, dog licensing ensures that any lost dog
is returned quickly to their owners. License
fees help support the Franklin County Dog
Shelter and Adoption Center.

One Door initiative streamlines
access to health and human services
On Jan. 21, the Franklin County
Commissioners launched the opening of
One Door, an initiative designed to streamline
access to essential Health and Human
Service resources. The program was
unveiled with a ribbon-cutting ceremony at
the Michael J. Dorrian Building, where the
One Door office is now open to serve residents
on the first floor of the county government
complex.
The One Door initiative marks a pivotal
advancement in serving Franklin County’s
1.4 million residents. By consolidating services
from five key agencies, the Office on
Aging, Child Support Enforcement Agency,
Job and Family Services, Justice Policy
and Programs and Veterans Services, into
a single, integrated system, the office is
purposely tailored to meet the diverse
needs of the community with efficiency and
care.
“One Door isn’t an ordinary transactional
resource, it’s a philosophy rooted in equity
and designed to empower every resident,”
said commission president Erica
Crawley. “This initiative is a game changer,
meeting residents where they are with
dignity, compassion, and opportunities to
thrive.”
Residents often face barriers when navigating
multiple agencies to access crucial
services, resulting in time-consuming and

public, Monday through Friday, from 9
a.m. to 3 p.m., on the first floor of the

Encountering an aggressive driver can be stressful, but your safety is the
top priority. Follow these tips to stay calm and avoid escalating the
situation:
• Stay Calm & Avoid Eye Contact - Do not engage with the aggressive
driver or respond with anger like honking or gesturing as this can
escalate the situation. Keep your focus on the road.
• Give Them Space - If someone is tailgating or driving recklessly, safely
move over and let them pass. Do not speed up or block their way.
• Stay in Control - Drive defensively and maintain a safe distance from
aggressive drivers.
• Report Dangerous Behavior - If an aggressive driver is putting
others at risk, pull over to a safe location and report the behavior to
authorities with as much detail as possible.
• Never Stop to Confront - If an aggressive driver follows you, do not
stop or get out of your vehicle. Drive to a populated, well-lit area
or a police station for safety.
Your best response is to stay calm, stay safe, and let aggressive drivers
move on. Protect yourself and others by driving responsibly.

The South-Western City Schools Board of
Education has purchased new vehicles for the transportation
department.
During the meeting on Jan. 27, the board unanimously
approved a resolution to acquire 14 school
buses from Cardinal Bus Sales and Service Inc. at a
cost of $1.9 million.
Under the terms of the agreement, the district will
receive:
•Eight 78-passenger school buses
•Six 48-passenger school buses
The school buses will be equipped with digital video
systems. The cost of the REI digital video systems is
included in the $1.9 million expenditure.
The capital purchase will come from the permanent
improvement fund.
The resolution to approve the
purchase of more than a dozen
school buses does not mean
there is an immediate need to
replace over a dozen school
buses in the fleet. Instead, what
the resolution signifies is the
continuation of an annual
replacement cycle to maintain the health of the vehicles,
said district officials.
“The district targets a purchase of 10 to 15 school
buses each year to maintain a strong fleet,” said board
member Camille Peterson.
According to the most recent numbers released by
the transportation department, the district currently
has 210 school buses in its fleet. More than half of
those buses have model years between 2014 and 2024.
District spokesperson Evan Debo said all of the
buses in the fleet have passed inspection by the state
highway patrol.
The new buses are slated to arrive during the summer.
The board of education also approved the purchase
of two additional buses to replace the ones that were
totaled in accidents in 2024. The district will receive
one 78-passenger school bus and one 48-passenger
school bus at a cost of $267,063.
The capital purchase will be made with insurance
proceeds and from permanent improvement funds.
In other news, the board approved a resolution to
replace the boilers at Jackson Middle School. The boilers
will be replaced by General Temperature Control
at a cost of $111,370.
Peterson said the heating unit is working in the
building.

Greyhound returns and finds success

Invitational. There were 232 wrestlers in the tournament, and she won three of her
four matches in the 125-pound weight class. Hart is shown here on her way to a
win over Watkins Memorial senior Zahkia Debose. Hart had a good bit of experience
in youth wrestling prior to fifth grade, and took a break from the sport until
she made a successful return in middle school last season. This year, she is the
lone female wrestler at Grove City High School and leaves the New Lexington tournament
with a record of 24-3.
