GLOSSARY OF TERMS

Almost every age and stage of life comes with its unique set of jargon or acronyms, and the village

and care sector is no exception. Below, we highlight a few of these used within the magazine to help

you understand what is on offer and make navigating the options easier.

CFFC

Commission for

Financial Capability

This is an organisation focused on

helping retirees with the financial

and legal obligations of entering

into a retirement village. They focus

on three areas: Retirement Policies,

Retirement Villages and Financial

Capability. A large part of this is

updating the Government on policies

and procedures that will better the

retirement process for residents.

Continuum of Care

This refers to maintaining continuity

of rest home and 'hospital level' care

offered to a resident.

COP

Code of Practice

This refers to a legal document that

sits under the Retirement Villages Act

2003 called the ‘Retirement Villages

Code of Practice 2008’. This has to be

complied with by retirement villages,

and trumps any Occupation Right

Agreement (ORA) or other contract.

The requirements outlined in the

Code for village operators include

general requirements (ie. policies &

notices) and minimum requirements of

information to be included in the ORA

(ie. complaints, safety, termination

etc.). This Code is in place to ensure

village managers fulfill their legal

obligations to residents.

DMF

Deferred Management Fee

This is a cost paid after a resident

leaves or terminates their unit in a

village. Generally ranging between

20%-30% of the original ORA

purchase price, this sum is used

towards shared facilities or other

village needs. The percentage is

outlined in the ORA and varies

depending on the type of retirement

living you are situated in. The sum

is accumulated during the first few

years of residence and the balance

returned once the unit has been

resold. A village may also take costs

of repair or outstanding fees owed to

the village when the resident leaves

and there is normally no capital gain.

Disclosure Statement

This document must be provided to

an intending resident and normally

accompanies an ORA. It describes

detail relating to Village ownership,

management and supervision and the

physical state of the village (whether

or not it is completed, if there is a

building programme in progress etc.)

and is considered non-binding.

KTS

Key Terms Summary

As of April 2020, all registered

retirement villages that are members

of the RVA are required to provide

this two page statement as part of

their sales process, and covers the key

terms of your ORA. It is recommended

that you ask for a copy as part of your

decision making process.

LTO

Licence to Occupy

While this licence gives you legal

access to live in the unit or home you

will move into, it doesn’t give you

ownership of this space. This “right” is

established by the terms of the ORA.

Under an LTO, you have permission

to access and use the village’s

facilities or services as well as your

independent space.

ORA

Occupation Right Agreement

This refers to the contract you sign

with a village operator before you

move in. Outlined in the contract are

the specific details of the L.T.O you

purchase. This could also be a unit

title, cross lease, rental right or lease

for life. Essentially the ORA covers

details of your terms in the retirement

home by determining the cost (ie.

ongoing costs, how much will be paid

on termination of the contract), basic

rights (ie. village manager’s duties,

policies outlined in the Retirement

Villages Act) and any other policies

of legal importance (ie. how

complaints are processed.)

What's the difference?

Retirement living

encompasses a wide

range of choices.

Within these options,

sits lifestyle villages,

retirement villages,

and care homes —

each with their

own subtle or not so

subtle differences.

The fundamental differences

between the three options centre

around the independence available

to residents, the financial structure,

the community environment and the

care services available.

Independence

Retirement villages & lifestyle

villages offer security and peaceof-mind

for independent living.

Residents enjoy the use of a villa,

townhouse or apartment for

themselves, with the opportunity

of shared ammenities and social

interaction on their doorstep. The

key differences of ‘lifestyle’ and

‘retirement’ are usually found in the

entry age (lifestyle normally lower),

the amount of activities run by staff

(retirement will have more) and levels

of care available onsite (common in

retirement villages).

Contrastingly, care homes (or aged

care) cater to those who require

assistance to fulfill daily tasks or

activities. These facilities are focused

on taking care of the individuals basic

needs as well as health needs. A

‘Needs Assessment’ would usually be

conducted before moving into care, to

determine the level of care required,

as not all care homes offer all levels,

ranging from rest home, to hospital,

dementia and palliative.

Finance

Financially, retirement living very

rarely offers lucrative opportunities

for residents. In retirement villages,

the initial price you pay includesthe

right to occupy your home anda

contribution towards the use of

communal facilities. Residents

will also pay an ongoing weekly

or monthly fee for the running of

the village. When you leave, there

is normally a 20-30% ’deferred

management fee’ (DMF), which comes

off the money refunded to you and

is kept by the village. Retirement

Villages do not normally share capital

gains so if you change your mind and

want to leave, the general housing

market may have shifted in price

and your financial ability to purchase

elsewhere may have diminished.

Lifestyle villages usually follow a

similar financial ORA model as a

retirement village, but are more likely

to offer you shared (or full) capital

gain. Although they make up less

than 20% of the village market they

are becoming increasingly popular

with the younger 55+ demographic.

Unlike most retirement villages,

care is normally not available onsite.

Weekly fees may also be slightly

lower than a retirement village as less

staff are employed because of the

independence of residents.

Fees for care homes are user pays

based, although asset-tested. If the

resident is under the asset threshold

and qualifies for a Residential Care

Subsidy then their superannuation is

taken as the payment. Otherwise, a

resident will pay $1000 - $1200 per

week, as a maximum contribution,

for a standard room. Some care homes

charge a Premium Room fee (eg.

for an ensuite or better view) and

others offer bigger rooms / additional

services with an ORA attached

(similar to a village) so an upfront

amount is required.

Community

Retirement and lifestyle villages

normally offer a strong social

/ community environment for

their residents. This may include

ammenities such as a gym, swimming

pool, bowling green, lounge, bar,

cafe and, even a cinema.

These shared facilitates are a

great drawcard especially where

a retirement village organises

activities and social events as part

of a weekly programme. Lifestyle

villages, by contrast, may have the

same ammenities but normally leave

social events to the instigation of the

residents. Any recreational centres,

gardens and grounds are also fully

maintained by the operator - another

plus for the retiree / life-styler.

Care homes will also offer a degree

of community and social activity,

however, their focus is on managing

and maintaining an individuals health

and wellbeing.

Continuum of Care

More and more retirement villages

are offering care facilities onsite with

a full continuum of care available

(rest home, hospital and dementia),

or assisted living options by way of

serviced apartments and care suites.

Serviced apartments usually have care

packages available for purchase as

your needs change while Care Suites

have the ability to offer broader levels

of care. Both require an ORA.

Villages may also have a 24/7 call

bell system within units in the event

of an emergency - sometimes as

part of the offering or contracted

out to a 3rd party. Lifestyle villages

stereotypically have very little care

assistance onsite.

Individual care homes will provide one

or more of the levels of care. Some

only specialise in one level of care,

so, if health needs are likely to

change, you would need to look at

further care options.

Ultimately, all retirement living

offers unique opportunities for

residents depending on their needs

and preferences. The key is to do your

research first, visit the home yourself

and contact us with any questions

you may have.

Who are the players?

While we have many organisations involved in retirement living, there are a few

dominant players in the New Zealand market. We briefly look at the options,

including three of the "Big 6" companies: Ryman, Summerset & Metlifecare.

Commercially run, these organisations are located all

across Aotearoa and have established communities

connected to them. These companies have a 'continuum

of care' approach offering both care homes and

independent living homes within their villages.

The rest of the retirement living options on offer are

either independent, family owned, not-for-profit or under

an owner/operator leadership structure, tending

to have fewer locations across the country.

Independent villages can have multiple sites like the

bigger companies, but generally differ in the way they are

structured financially. For example, Karaka Pines follows

a New Generation model in order to offer their residents

capital gain when they leave the village. Others focus

on capping the weekly rates residents pay and ceasing

village tariffs as soon as individuals leave. However, many

don't and it's important that you know the Key Terms

offered by the villages you may be considering (read our

'Deciding on the Best Village' article). One benefit of these

independently owned villages is their ability to have their

own flavour, “independent” from the commercial needs

of franchise.

Owner-operated retirement villages are managed and

owned by the same people and/or organisation. This

provides an authentic way for residents to ensure

the broader commercial vision of the home is being

implemented by the same people who designed it. This

includes villages like Omokoroa Country Estate, Richmond

Villas & Speldhurst Estate to name a few.

While these not-for-profit organisations still charge

residents for general maintenance and living costs, any

surplus is invested straight into the village - meaning no

outside investors or stakeholders receive a profit. These

villages also can have “special character” often being aligned

to a denomination or religion.

While there is a relatively wide selection of village and care

operators to choose from, nearly 60% of the total national

village units in the market are owned by only six providers,

commonly referred to as ‘The Big 6’. According to a 2019 JLL

Report “Ryman has the largest average village size at 195

units per village, with Metlifecare just behind at 182 units

and Summerset with 157 units.” The report continues by

noting that Ryman and Summerset have a high proportion

of their villages across the country offering care, where as

Metlifecare is predominantly Auckland focussed with only

just over 50% of its villages offering continuum of care. The

other three, Arvida, Oceania & Bupa offer a range of both

independent living & continuum of care.

If you’re wondering where the popular spots are for

retirement village living, then you would look no further

than the Bay of Plenty. With 19% of the 75+ age population

living in a retirement or lifestyle village it is considered the

retirement hub, followed by Auckland (18.1%) and Gisbourne

(17.1%). The national average is 13.9% of people 75+ years

of age in villages.

At the time of the 2019 report, the Big 6 had almost 12,000

new units in development or pending with a total of 90 new

villages, across all providers, in the wings.

Finally, non-commercial entities such as trusts and religious

groups also provide an alternative to mainstream options.

This includes established locations such as Archer Village,

St Andrews Village and Selwyn.

THE PEOPLE'S CHOICE

ANNUAL

In 2014, three guys with

marketing, online and hospitality

backgrounds got together and

talked about their understanding

and experience with retirement

villages and aged care. It was clear

there was limited information on

these sectors, and interestingly

no review platform for residents

to share their experiences - good,

bad or otherwise. So, with the help

of an Advisory Board and many

hours in weekends and evenings,

a review site was developed and

launched in 2015.

Initially, both the aged care and

village sector showed reservations

thinking it would become a site for

complaints and that these would

be available publicly with little

they could do. However, by 2016 it

was obvious that that there were

many more good stories than bad

and awards would help to publicly

acknowledge and thank those

facilities and staff doing a great job.

The problem was that the larger

facilities received more reviews

and votes due to the number of

residents. A method was needed

to smooth results so that a 20 bed

facility had the same chances as a

120 bed facility.

“Unlike any other awards in the aged care

or village sector, the Aged Advisor winners

are based purely on independent reviews

and ratings from customers throughout

New Zealand.”

In consultation with the University

of Canterbury, AgedAdvisor

developed a series of algorithms to

calculate the ratio and mean score

of reviews over a 12-month period.

Facilities with more residents

were aggregated by the number of

‘reviews to residents ratio’ to reflect

a true score across all villages.

“Unlike any other awards in the

minimum of 3 reviews within the

previous 12 month period and have

5 or more reviews within the last

5 years to qualify. AgedAdvisor

Invercargill, Ryman Healthcare

aims to emulate a familyorientated

approach at their 36

Co-founder Kevin Hickman says

the priority has always been

providing care “good enough for

mum or dad.” And this vision

translates into how the team

intentionally invest in both

their staff and residents. Ryman

Healthcare believes happy

staff make for happy residents.

Consequently, they claim their

focused training phase for new

employees is imperative to the

wellbeing of the entire village –

imparting shared values,

from staff. With an overall rating of

92% across more than 600 reviews,

Ryman are confident they are

meeting a standard of excellence.

In one review, a resident says the

management is intentional and

thorough, identifying “excellent

care, thoughtfulness and response

to any suggestions made.”

However, it’s not just the staff but

the facilities that appear to be

popular with residents.

The facilities offered in Ryman

villages include independent

apartments and townhouses,

serviced apartments, and rest

home, hospital and dementialevel

care. Although each village

varies in size and facilities, each

is purpose-built, surrounded

by gardens and amenities.

Ranging from swimming pools to

movie theatres to cafes, Ryman

Healthcare hopes they can provide

opportunities for all residents

to get involved in something

they enjoy.

Although the COVID-19 outbreak

has had a huge impact nationally,

Ryman believes it has highlighted

their excellence in service. During

the outbreak, staff were purposeful

about creating safe havens for their

residents. Delivered groceries,

complimentary morning and

afternoon teas, happy hours in

bags and regular flu jabs were

organised to give residents comfort

during a difficult season.

themselves as small and intimate,

staff can quickly notice and

resolve any unusual behaviour

in their residents. The benefit to

executive, Linda saying it is a stand

out village to be a part of.

For the second time, Cook Street

Nursing Care Centre is the

North Island winner of Aged

Advisor’s Best Aged Care up to

40 beds award.

Operated and owned privately,

they provide a mixture of rest

home and hospital level care across

their 30 rooms.

The Palmerston North village

believe it’s the friendly,

compassionate and professional

people that make the home what it

is. Village Manager Anna Blackwell

attests their low staff turn-around

is proof their team is invested and

connected in their facility.

At Cook Street, their focus is

building community with not

just residents but their families

too. One resident’s child says they

couldn’t have asked for a better

place for their mother:

“The care by all staff, carers,

nurses, owner etc was exemplary,

the extent of effort and care to

make her feel loved cared and

valued was phenomenal. Just

would like to say how grateful we

are for such a caring place for the

last stages of life for our mother

Communication was excellent

and their knowledge of her daily

changes, requirements etc were

impressive.”

Cook Street believes the size of

their village is a large factor in

staff being able to provide such

excellent service. Having only 30

residents means no one gets lost in

a busy, huge place. Therefore, staff

have time to care for residents,

meet visitors and know everyone’s

unique needs.

Because each resident is known to

staff, the team can also recognise

very quickly if individuals need

support. By maintaining open door

access between all residents and

staff, their hope is anything that

needs organising can be easily

managed.

Additionally, being privately

owned by a registered nurse, there

are high medical and aged care

standards being adhered to in the

home. Staff outnumber residents,

ensuring no corners are cut during

their stay.

With renovations underway, they

hope their facilities will begin to

further reflect their award-winning

standard of care.

For the fourth year running,

Malyon House has claimed

Aged Advisor’s Best Aged Care

over 40 beds award for the

North Island.

As the only independently owned

care facility in Mt Maunganui, they

believe this is what sets them apart.

Founded in 1996, Malyon House

is a small rest home and hospital

with a commitment to excellence

in care. Each room is spacious,

clean and modern – designed to be

maintained easily for their residents.

As an independent facility, care

manager Amy Munro says their

difference is a unique family

atmosphere, where individuals

feel welcomed and wanted. A

homely environment for both

residents and their families is

the key goal of their 'house'. She

believes this is achieved through

staff exemplifying dignity,

privacy, comfort, kindness,

respect and love.

One reviewer writes, “My Dad saw

out the last of his life in Malyon

House and we could not have

wished for better care. The care of

Dad and the support of our family

in the last days was well above

anything we could have expected.”

By using their experience and

abilities, Malyon House staff also

aim to meet the vast physical,

cultural and psychological needs

of their residents. The balance of

encouraging independence and

also ensuring the wellbeing of each

resident is important to their team.

Looking towards the future, they

hope to maintain award-winning

service and reclaim their title again

next year. 2021 is also the company’s

25th anniversary, so a celebration is

planned for all the people who have

contributed to their success.

Five minutes with Andrew Dallas

Founded in 2017, Karaka Pines Villages

(KPV) has set out to provide a fair retirement

alternative to mainstream providers.

Implementing their “New

Generation model” is their way of

respecting residents and offering

them financial security.

This model, unlike most

New Zealand retirement villages,

allows for residents to earn capital

gain on their home. In most

villages, when a resident sells

their home, they only receive

back the purchase price value,

with the extra 20-30% deferred

management fee deducted.

However, at a Karaka Pines Village,

residents receive the capital gain

for their home. This means if the

market value of their home has

increased, residents can receive

profit on the resale of their home.

Although they do pay a 12.5%

leaving fee, this is significantly

less than the mainstream model.

The origins of the firm came

from the group trying to devise

the fairest model for residents.

They concluded the best model

was to simply hand the village

to residents once it had been

developed. This way residents

could “own their own”. When this

was trialled, however, they found

most residents didn’t want to run

their own village. At this stage of

life, many elderly people want to

reduce responsibility rather than

taking on new challenges running

their retirement village. Learning

from this, KPV designed this model

as a middle ground. With their new

generation model, operators can

make a fair return but will also

take care of the village in the long

run (with the 12.5% facility

exiting fee).

KPV’s marketing manager,

Andrew Dallas, says this allows

their residents to stay in the

property market. If circumstances

change, they are able to retain

the majority of their equity and

invest somewhere else later. He

explains that treating residents

with fairness and respect is most

important to their team.

Despite the difference in their

financial model, Andrew explains

they still have high quality

facilities for their residents.

By providing more homes

for our aging population,

they hope that this

generation will choose

their sustainable and

fair alternative.

At their largest village, Karaka

Lifestyle Estate, there are plans

underway for a bowling green,

pool and gym with the existing

historic clubhouse being

extended. But he emphasises the

independence of their residents,

with the majority of their residents

maintaining relationships with

their community and partaking

in activities outside of the village.

Moving forward, their aim is to

grow their villages across Aotearoa.

By providing more homes for our

aging population, they hope that

this generation will choose their

sustainable and fair alternative.

Carr is well-versed in

the pros and cons of

retirement living.

Travelling nationwide he helps

to inform and discuss issues with

other residents, hoping to identify

problems and encourage change on

behalf of his association.

From his wealth of experience,

Peter concludes the most

important feature of a retirement

home is relationship. Prioritizing

transparent communication

between managers, operators,

residents and owners, is what

makes a village award-winning.

With 45,000 people already

in retirement homes, and an

estimated 15,000 joining in the

next few years, Peter’s advice to all

future residents is to do thorough

homework. This means going to

the village, asking the opinion

of current residents, comparing

different villages and looking for

any special rules or regulations

a village might have. From this

research, you can ascertain the

kind of communication and

relationships already existing in

this community.

Initially, the appeal of Peter’s own

retirement village, Lauriston Park,

was the convenience it offered.

With the village only 400m down

the road from his current home,

in a neighborhood he understood,

buying a retirement home instead

of downsizing seemed the most

logical option. And after Peter and

his wife met an elderly lady in the

village, who opened a Chardonnay

they downed between them, he

knew this was the right fit.

Soon after he moved into his

current villa, he became involved

in the association.

The Retirement Village Residents

Association of New Zealand

(RVRANZ) was born after

fledgling movements in Waikato,

Bay of Plenty and Auckland

decided to come together. In

2014, the 3 branches joined to

become a national associationrepresenting

the rights and

concerns of residents in New

Zealand.

For the association, the focus is

speaking on behalf of residents to

help inform the government. In

particular, they’re wanting to see

the Government review the 2003

Retirement Villages Act and Code

of Practice. When the original

legislation was written in 2003,

the Government had looked for

advice when writing the Act. But

because there was no resident

representatives, owners and

operators dominated the scene.

Peter says views went in for onesided

legislation. Therefore, since

the Act has never been reviewed,

RVRANZ is pushing for a formal

review of the legislation with

input from residents. They’re also

wanting to establish a regular

review process, so that the Act

is regularly updated to meet the

current needs of residents.

The other key focus for the

association is lobbying to the

Government for the need for

a Government Commissioner

for Seniors. While a Seniors

portfolio is held by a Minister in

Parliament already, Peter Carr

believes they need someone who

doesn’t have political motives.

By having an independent voice,

he says politicians will have to

listen and change can happen.

Meetings with the Government

are already underway and he says

ministers are very receptive to the

association’s concerns.

The best of both worlds

The term “virtual village” may be new to you,

but the concept has really started to gain good

traction internationally. For those wanting to

know more, Nigel Matthews gives an insight

into how it all works.

gap in the retirement sector.

FOR MANY NEW ZEALANDERS

the idea of what a retirement

village offers sounds enticing,

but the comfort, familiarity and

security of remaining in your

existing home can be hard to

relinquish. Welcome to Virtual

Villages - a concept that allows

you to enjoy the services and care

usually found within a retirement

village while continuing to remain

at home.

Although the first virtual village

was founded in Boston nearly 20

years ago, it’s taken 10 years to

reach Australasia and a further 5

years for a New Zealand not-forprofit

organisation to trial it in

Auckland (in 2018). However, one

of the Big 6 village operators now

plans to make it a reality across

the country.

Arvida Good Friends is an

initiative to keep older New

Zealanders supported and

connected, while living in their

own home. By eliminating the need

for people to move into a village,

Arvida’s intention is nurturing

connections and independence for

all their members. The system is

designed to combine Living Well

Community Centres, private home

help and rideshare transport.

This allows members to have

both independence and social

connection. CEO, Bill McDonald

explains the concept as a solution

for older to live well wherever they

are, especially the 80% of people

over 65 who choose to stay in their

home. Although they already have

33 retirement communities across

the country, McDonald believes

Based in Addington, the first

Living Well Centre will be opened

in April 2021. The facility will bring

allied health services and regular

events. After the launch in

Christchurch, Arvida has plans to

roll out centres across the country

over the next five years.

During their market testing

phase, Arvida quickly identified

control, transparency, reliability

and consistency as fundamental

problems in existing home care

services. Hence, as they start

their service, they are focusing on

three components to combat these

current issues.

First, Arvida Good Friends is

powered by Lookout technology.

Australia has used this technology

for the past few years in their

Home Care Package, the National

Disability Insurance Scheme and

remote health monitoring by the

government and private insurance

companies. Seeing it’s success,

Arvida has actively invested in

the development of this app for

New Zealand.

Secondly, their focus on peoplecentred

care has driven Arvida to

offer a unique subscription-based

membership model. This gives

members the opportunity to have

full control over what services they

choose and when. Bill McDonald

explains the technology is an

important part of this service, as

it enables transparency around

care and costs, including for family

members. Furthermore, it matches

helpers to members receiving care

at home, based on their needs and

their personality.

Finally, all staff will be inducted

on the legal standards of home

and community support care and

taught the Arvida’s Attitude of

Living Well philosophy. Through

an online qualification system,

supportive clinical oversight and

Lookout they will ensure Arvida

Good Friends helpers will provide

service of the highest standards.

Bill McDonald believes these

practices will set Arvida Good

Friends apart as a one-of-a-kind,

positive and effective service for

their members. He says, “Living

Well is about having choices on

how and where we live, being able

to find the help we want when we

need it and finding it easy to stay

active and connected with friends,

family and hobbies. Arvida is

here to help older New Zealanders

choose to live well, wherever they

decide to live.”

Where to from here? Arvida’s early

concepts included a petting zoo

and a creche within the village.

really pleased with the direction

this is heading and keen to see how

virtual villages continue to develop

in Aotearoa. This is an opportunity

NAVIGATORS

As society becomes more transient and families choose to move from towns

and cities that they grew up in, this can often leave older adults all alone to

make their own decisions.

Transition Navigators is an organisation that designs

individual retirement solutions for New Zealanders.

Functioning as independent listeners, mediators and

planners, their purpose is to alleviate stress and provide

options for their clients.

Lead consultant Robyn Johnston says Transition

Navigators was in the works since 2012, although it

only got off its feet in the past few years. After her own

experiences navigating the retirement sector for her

mother-in-law, she saw the gap in the market for wellresearched

unbiased consultants. She claims people lose

hours of time and money searching for information and

visiting homes. In their firm, consultants do all that hard

work for their clients.

First, they meet with clients in their home so they can

ask them questions in a safe neutral space. They establish

what the situation is, what is already in place and what is

the client’s desire moving forward. Previously trained as

a counselor, Robyn uses her experience to pick up on not

only what is said - but also what isn’t. From there,

her team design multiple options.

While some of the solutions include retirement

accommodation in villages or care facilities, a substantial

amount involves renovating the resident’s current home,

helping them downsize or seeing how families can

support the individual where they already are.

For Transition Navigators, the focus is on the specific

preferences of the client, not the pressure around them.

She believes their work helps retirement village operators,

her clients and other industries connected to the sector.

For operators, they can be assured this resident is sure

of their decision – likely to participate, enjoy and thrive in

their environment. Because of their research, they know

the terms, expectations and privileges of their certain

environment.

“It’s about the needs of the older person.

If a family member was to pay, that

doesn’t mean they get the say.”

For her clients, they get to voice their individual

preferences resulting in well-crafted solutions. Knowing

someone else is carrying the pressure of organizing,

negotiating and researching helps to reduce the

overwhelming stress that can come with retirement.

Furthermore, families feel assured their loved one is

going to be happy and safe.

Transition Navigators provide a fully independent service.

Robyn says they can offer advice or accompany them to

visit some of the suggested options, as well as liaise with

other businesses.

Plans to expand are underway for Transition Navigators,

with Robyn already having formed consultant

relationships across the country. Their focus continues

to be providing a variety of solutions for customers, and

making sure they stay on top of changes in the sector.
