Waimak Mayor<br />
unhappy with<br />
Fast-Track Act<br />

Projects whichhavealready been<br />
rejected by councils should not be<br />
fasttracked, Waimakariri Mayor<br />
Dan Gordon says.<br />
‘‘In my opinion, projects which<br />
havealready been decided on and<br />
declined in DistrictPlans or other<br />
Resource Management Act<br />
processes should not be eligible<br />
for consideration by the Fasttrack<br />
Approvals Act,’’ Mr Gordon<br />
said.<br />
‘‘There is atremendous amount<br />
of work, sometimes over several<br />
years, that goes in to reviewing<br />
the District Plan, and any Act<br />
which undermines that process,<br />
or trumps it, is<br />
counterproductive.’’<br />
The Waimakariri District<br />
Council rejected aprivate plan<br />
change for aproposed 850home<br />
development at Ohoka, near<br />
Rangiora, by Carter Group in<br />
November 2023, following a<br />
recommendation from<br />
independent commissioners.<br />
But the proposed development<br />
was subsequently included in the<br />
new legislation, along with two<br />
other proposed housing<br />
developments in the district.<br />
All three housing developments<br />
were the subject of submissions to<br />
the proposed Waimakariri<br />
DistrictPlan.<br />
The District Plan is expected to<br />
become operative this year.<br />
In its submission on the Fast<br />
Track Approvals Bill last year, the<br />
council said it supported the Bill<br />
in principle, but expressed<br />
concerns around the loss of local<br />
decisionmaking.<br />
Those concerns remain, Mr<br />
Gordon said.<br />
‘‘We do support cutting through<br />
the bureaucracy and red tape<br />
whichsurround plan creations<br />
and consenting processes.<br />
‘‘I think everyone can agree that<br />
simplifying and streamlining<br />
those processes are in everyone’s<br />
best interest.’’<br />
Carter Group appealed the<br />
November 2023 decision to the<br />
Environment Court, with acourt<br />
hearing still pending.<br />
Mr Gordon said the decision to<br />
reject the housing development<br />
‘‘took into account the type of<br />
development and the<br />
appropriateness of the location’’.<br />
Under the new legislation,<br />
projects selected for the Fasttrack<br />
process are considered by<br />
an ‘‘expert panel’’, with local<br />
councils invited to give feedback.<br />
But Mr Gordon said it remained<br />
unclear what the extent of the<br />
council’s involvement would be.<br />
‘‘Like many other councils<br />
around the country, we will be<br />
waiting to see what this new Act<br />
actually means to councils.<br />
‘‘There will be aperiod of<br />
adjustment and learning what<br />
immediate effect, if any, it will<br />
have on current processes.<br />
‘‘Ultimately the council’s<br />
concerns, and that of council<br />
staff, is ensuring we still have<br />
strong local decisionmaking<br />
about what is best for our district<br />
now and in the future.’’<br />

protection bund<br />
lengthen and grow.<br />
Renourishment work on<br />

started in late January and is<br />
expected to be completed in<br />
March.<br />
The renourished bund will<br />
be 1100m long, covering the<br />
extent of the Amberley<br />
Beach township, and is<br />
constructed of granular fill<br />
material, similar to natural<br />
beach material.<br />
Hurunui District Council<br />

Dobbie says the essential<br />
works are part of ongoing<br />
efforts to provide storm<br />
protection to the beach<br />
community.<br />
The bund was designed by<br />
the Amberley Beach<br />
Residents and Ratepayers<br />
Community last year as one<br />
of several options that came<br />
out of three years of<br />
communityled consultation<br />
to proactively manage the<br />
risks of coastal inundation.<br />
The Coastal Adaptation<br />
Plan (CAP), adopted by<br />
council in June 2023, sets out<br />
how the beach community<br />
will adapt to changing risk<br />
over the next 100 years.<br />
The bund is designed to<br />
reduce the impact of storm<br />
surges, which can cause<br />
coastal erosion and flooding.<br />
Originally built in the<br />
1990s to provide gravel to<br />
nourish the beach, today the<br />
bund provides protection for<br />
the beach community.<br />
The bund has been<br />
periodically renourished<br />
over the years as the sea has<br />
eaten away at it.<br />
Council’s Programme<br />
Management Manager Dan<br />
Blair says it was due for<br />
another renourishment to<br />
add volume and height to the<br />
beach profile in order to<br />
raise the crest elevation and<br />
replace eroded material.<br />
Erosion and sediment<br />
control measures are being<br />
put in place to safeguard<br />
against sediment being<br />
dispersed by heavy rainfall,<br />
and high wave conditions<br />
while the bund is being<br />
construction.<br />
‘‘Visitors and resident<br />
should expect some<br />
temporary disruptions,<br />
including restricted access<br />
to certain areas of the beach<br />
where machinery is<br />
operating,’’ Mr Blair says.<br />

Volunteers ensure avery<br />
MerryChristmas for many<br />

A tiny group is having ahuge impact on<br />
alot of children as aChristmas project<br />
has grown in the Waimakariri district.<br />
It began helping some kids at<br />
Christmas, and has grown into widereaching<br />
community response to a<br />
social issue.<br />
Nicola McGrath and Senior<br />
constable Rebecca French, who was<br />
stationed in the Waimakariri, began<br />
by wrapping up 30 gifts for children<br />
who Rebecca felt were in need of some<br />
Christmas cheer.<br />
For the past seven years Christmas<br />
presents have been arranged for<br />
children in need, and demand has<br />
grown significantly.<br />
Clients visiting MOTUS Physio<br />
clinics kicked the project off, donating<br />
goodies for victims of family harm.<br />
Rebecca then arranged for Police<br />
staff to take them when they were<br />
called to jobs involving tamariki at<br />
Christmas time.<br />
But after visiting a<strong>North</strong><br />
<strong>Canterbury</strong>School on ajob, Rebecca<br />
realised there were many kids Police<br />
did not know about who were also in<br />
need.<br />
Nicola says the first consignment to<br />
aschool was for eight boys and eight<br />
girls gifts.But the school quickly came<br />
back andsaid it needed gifts for 43<br />
children.<br />
‘‘It grew legs,’’ she says.<br />
Rebecca and Nicola reached outto<br />
dental clinics, foodbanks, local groups<br />
and colleagues to help fund the<br />
presents.<br />
Initially the gifts, which numbered<br />
about 30 in total, were wrapped at<br />
Nicola’s house.<br />
Asitgrew they moved moved to<br />
Rebecca’s garage as more schools<br />
joined the project.<br />
Today their quest for goods has seen<br />
two Rotary Clubs donate funding to<br />
the cause, and several sponsors<br />
ensuring they get great value for<br />
money when buying the goodiesfor the<br />
gifts.<br />
The tiny group, whichhas no name,<br />
lastyear reached over 500 kids, with<br />
wrappingmoved to the Kaiapoi<br />
Community hub so the gifts and small<br />
army of wrappers they sought help<br />

needed basics such as toiletries,<br />
including toothpaste, toothbrush,<br />
soap, face cloth and deodorant. The<br />
gifts can now include abeach towel,<br />
drink bottle, an age appropriate toy,<br />
and asmall bag of treats.<br />
“Lots of people chipped in and we<br />
realised there are many people who<br />
would like to giveatChristmas but are<br />
unsure who to give to.”<br />
‘‘We made sure to draw the names of<br />
people who would benefit from the<br />
gifts at this time of year and some<br />
children who needed aboost. Thank<br />
you from the bottom of our hearts.”<br />
Nicola says come Christmas time the<br />
group grows to include many willing<br />
volunteers, including Police staff who<br />
came and helped wrap.<br />
‘‘We hit up friends and colleagues.<br />
We are really lucky to have aclose<br />
group of likemindedpeople who know<br />
HurunuiDistrict Council.<br />

Their efforts do not stop at schools.<br />

ensure gifts get to little people in<br />
hospitals with around 200 gifts being<br />
distributed.<br />
‘‘It runs concurrently thanks to<br />
wonderful sponsors some of whom<br />
want to remain anonymous,’’ says<br />

Exhibitionevolved from one elm<br />

Aproject that began when the timber<br />
from afallen 140yearold English elm<br />
tree was milled has evolved into an<br />
exhibition of handcrafted furniture.<br />
It has been athreeyear process for<br />
Amberley carpenter David Laird who<br />
wanted to celebrate the life and value of<br />
asingle elm tree by transforming it into<br />
anew material life that is timeless and<br />
sustainably carbonfree.<br />
‘‘The purpose of this exhibition is to<br />
start the conversation about the<br />
possibilities for endoflife trees,’’ he<br />
says.<br />
David also wants the furniture he<br />
makes to honour the vital role trees play<br />
during their lifetime in maintaining a<br />
healthy environment.<br />
‘‘Trees, when they are in their prime,<br />
give up oxygen as abyproduct of<br />
photosynthesis.<br />
‘‘This is vital to reduce greenhouse<br />
gases, carbon dioxide in particular.<br />
‘‘Timber is asmall part of the solution,<br />
but nevertheless very important, as for<br />
approximately every ton of growing tree<br />
in its prime, it takes out 1.48 tons of<br />
carbon,’’ David says.<br />
‘‘We can all do our part by planting<br />
trees, harvestable and native species.<br />
‘‘So, in time our children can harvest<br />
our efforts, best use, and replant this<br />
vital resource.’’<br />
David’s furniture is all made from<br />
trees that have fallen or are past their<br />
prime.<br />
‘‘They are agift from the past,’’ he<br />
says.<br />
‘‘By making quality furniture to last a<br />
lifetime, the lumber will continue to<br />
sequester the carbon for the life of the<br />
furniture.’’<br />
David is the son of acarpenter and<br />
grew up watching many skilled<br />

tradesmen which left him in awe and<br />
inspired him to also become a<br />
carpenter.<br />
‘‘I was lucky to learn the joy of working<br />
with my hands from ayoung age, striving<br />
for perfection, aconviction that any task<br />
must be executed with all of your skill, to<br />
create the best object you are capable of<br />
making,’’ he says.<br />
‘‘My passion is in craftsmanship, but<br />
central to the evolution of my furniture<br />
is finding green and sustainable ways of<br />
producing items that will last and can be<br />
repaired. Considering the<br />
environmental challenges we face I<br />
believe that sustainability should be<br />
synonymous with good design.’’<br />
David's The One Tree Exhibition, in<br />

Gallery, closes on March 1.<br />
This Saturday, on <strong>February</strong> 15, David<br />
is holding atalk with aquestion and<br />
answer session, in the gallery about the<br />
exhibition, the furniture in it, the life<br />
journey of the elm tree, and the<br />
inspiration David gains for his work<br />
from George Nakashima, acelebrated<br />
JapaneseAmerican woodworker,<br />
architect, and furniture maker, who<br />
died in 1990.<br />
David will also talk about the<br />
Victorian technique of a‘‘weighted<br />
gravity join,” he uses in his work. The<br />
talk will begin at 1pm.<br />
Agirls day out in the support of SHE<br />

at aGirls Day Out at Waimak Classic<br />
Cars on <strong>February</strong> 16.<br />
The event is afundraiser for SHE<br />
—formerly Battered Women’s Trust.<br />
The team at Waimak Classic Cars<br />
is amajor supporter of Violence<br />
Free <strong>North</strong> <strong>Canterbury</strong>, and<br />
regularly holds functions to raise<br />
awareness and funds for S.H.E.<br />
It already supports the cause with<br />
‘Handbags for Hope’ —recycled<br />
handbags with toiletries, fuel and<br />
supermarket vouchers.<br />
The day has the support of<br />
Hurunui Mayor Marie Black,<br />
Waimakariri Mayor Dan Gordon and<br />
Waimakariri MP Matt Doocey who<br />
have been approached about what<br />
can be done to better provide more<br />
urgent support to those<br />
experiencing family violence and<br />
prevent family harm.<br />
Mrs Black says The Girls Day Out<br />
event is agreat initiative<br />
‘‘supporting and showcasing women<br />
in business’’.<br />
She says it is important as a<br />
community to support the work of<br />
SHE and enable it to ‘‘support, heal<br />
and empower’’ women who require a<br />
safe environment free from violence<br />
and judgement.<br />

police answered over 1000 calls<br />
from women and children<br />
experiencing family harm between<br />
October 2023 and 2024.<br />
These statistics emphasised the<br />
need for support for women and<br />
children to be readily available<br />
through organisations such as SHE.<br />
‘‘Thus, we are having aOur Girls<br />
Day Out on <strong>February</strong> 16.<br />
‘‘It will raise awareness of SHE,<br />
support local women in business,<br />
and provide aday out for ladies to<br />
enjoy.’’<br />
The event will be held at Waimak<br />
Classic Cars premises on the<br />
northern motorway, on the corner<br />
with Ashworths Beach Rd.<br />
It will run between 10am and 2pm.<br />

System Changes) AmendmentBill,<br />
Environment <strong>Canterbury</strong><br />
chairperson Craig Pauling said<br />
local and regional knowledge led to<br />
better outcomes.<br />
While the council supported the<br />
overall direction of the Bill, it was<br />
concerned about measures which<br />
reduced iwi /hapū participation,<br />
and gave additional Ministerial<br />
powers to override council<br />
decisionmaking.<br />
The Bill proposes changes to how<br />
infrastructure, energy, housing<br />
growth, farming, natural hazards<br />
and emergencies are managed<br />
under the Resource Management<br />
Act (RMA).<br />
Mr Pauling said his council’s<br />
submission emphasised the<br />
importance of ‘‘local andregional<br />
knowledge in decisionmaking’’.<br />
‘‘It is important to share our views<br />
and expertise with Government to<br />
help ensure any changes in<br />

strategy advisor Olivia Cook said<br />
the tone was ‘‘balanced’’.<br />
‘‘It actually welcomes alot of the<br />
proposed changes, but generally<br />
urges restraint on<br />
recommendationstoissues that<br />
impinge on local decisionmaking.’’<br />
ECan’s submission supports<br />
changes which ‘‘enable local<br />
decisionmaking’’, increase<br />
transparency and efficiency,<br />
reduce consenting costs, and<br />
strengthen enforcement.<br />
But the council is opposed to new<br />
rules which would give greater<br />
powers to direct councils to change<br />
planning documents, restrict what<br />
measures aregional council can<br />
use to protect marine biodiversity,<br />
and direct how and when councils<br />
must hold ahearing.<br />
Councilstaff said there were<br />
already requirements under the<br />
RMA to update council planning<br />
documents in line with changes to<br />
National Policy Statements within<br />
set timeframes, and these changes<br />
would put pressure on councils,<br />
increase costs to ratepayers and<br />
undermine council authority.<br />
RMA Reform Minister Chris<br />
Bishop said the Bill is before the<br />
select committee and all feedback<br />
will be considered.<br />
‘‘There is always abalance to be<br />
struck between local decisionmaking<br />
and government powers and<br />
direction.’’<br />

the Ministry for the Environment.<br />

activities associated<br />

These included Tai<br />
chi, an ancient Chinese<br />
martial art initially<br />
developed for combat<br />
and selfdefence, now a<br />
sport and popular form<br />
of exercise.<br />
There was also rounds<br />
of Mahjong, plus Lunar<br />
New Year storytimes<br />
and toddlertimes for<br />
patrons at the libraries.<br />

Honouring animals<br />

The wartime service of animals will be<br />
honoured in aceremony at the Rangiora<br />
Cenotaph on Monday, <strong>February</strong> 24.<br />
Purple Poppy Day will acknowledge,<br />
and show respect for animals involved in<br />
war service, and those who paid the<br />
ultimate sacrifice.<br />
Local advocates and supportersof<br />
animals in service, along with Rangiora<br />
RSA personnel will attend the service.<br />
Members of the public are invited to<br />
attend the service to mark the day, and are<br />
welcome to bring pets along.<br />
Acommemorative plaque, recognising<br />
the wartime service of animals, was<br />
unveiled on the cenotaph on <strong>February</strong>24,<br />
2022, thanks to the efforts of agroup of<br />
supporters, led by Theresa Rosanowski<br />
and Clare Hammond.<br />
Clare says it is mainly horses people<br />
think of as ‘‘our courageous animals’’ that<br />
served for the New Zealand Defence<br />
Force over the many years of war.<br />
‘‘But there were many animals that<br />
bravely gave their service —horses, mules,<br />
donkeys, dogs, cats, birds including<br />
pigeons and canaries, and camels —in<br />
their respective theatres of war. ‘‘<br />

recognised as the symbol to remember war<br />
animals by on the special day.<br />

The purple poppy was created in 2006 by<br />

Around the electorate with<br />

Wilful blindness no<br />
longer an option<br />
Manufacturing companies have driven<br />
downcosts by accessing cheap labour<br />
in developing nations in the past half<br />
century and turning ablind eye to the<br />
environmental practicesintheir<br />
supply chains.<br />
Unwinding this systemwould come at<br />
acost, however wilful blindness is no<br />
longer an option and thereinlies the<br />
paradox.<br />
In July 2024, the European<br />
Commission (EU) finally approved<br />
their Corporate Sustainability Due<br />
Diligence Directivewhich aims to<br />
foster sustainable and responsible<br />
corporate behaviour in companies<br />
operations and acrosstheir global<br />
value chains.<br />
In practice, it means companies are<br />
now responsible for identifying and<br />
addressing adverse human rights and<br />
any environmental impacts of their<br />
actions inside and outside Europe.<br />
Companies must align their<br />
corporate goals with the EUs<br />
environmental ambitions and labour<br />
laws and are financially liable for the<br />
associated costs of establishing and<br />
operating within this new regulatory<br />
framework.<br />
The directive applies to EU<br />
companies with more than 1000<br />
employees and 450 million in<br />
worldwiderevenue as well as global<br />
companies exporting to the EU with<br />
more than 450 million in revenue.<br />
The directive has good intentions,<br />
aiming to increase consumer<br />
confidence and supply chain<br />
transparency while improving<br />
conditions for workers and reducing<br />
environmental impacts.Nevertheless,<br />
it also exposes abroader economic<br />
dilemma.<br />
Some global supply chains are in<br />
genuine crisis with human rights<br />
violations and worker exploitation<br />
deeply embedded in modern<br />
commerce.<br />
Cobalt mining in the Democratic<br />
Republic of Congo and iPhone factory<br />
assembly conditions are two such<br />
examples. The EU Directive forces<br />
individual companies to conductdue<br />
diligence on their entire supply chain,<br />
potentially exposing and addressing<br />
these longhidden abuses.<br />
❛Unwinding this system would<br />

and therein lies the paradox.❜<br />
Inaddition, by combining labour<br />
rights with aggressive climate targets,<br />
the EU may have created afatal flaw in<br />
the legislation.<br />
Qatar's threat to halt gas exports to<br />
Europe over the directive's<br />
environmental requirements, exposes<br />
the EU's strategic vulnerability.<br />
Itsdependence on fossil fuels creates<br />
an inherent contradiction in thatit<br />
cannot simultaneously enforce strict<br />
environmental standards while<br />
maintaining energy security.<br />
The directive’s implementation<br />
challenges mirror larger questions<br />
facing Western economies. How can we<br />
balanceethical imperatives with<br />
economic realities?<br />
The EU'sattempt to address these<br />
issues through legislation is<br />
commendable, but its effectiveness<br />
may be limited by its own internal<br />
contradictions.<br />
Furthermore, the directive's impact<br />
would reach far beyond corporate<br />
boardrooms into the daily lives of<br />
consumers worldwide.<br />
Nearly every electronic device we<br />
depend on includingsmartphones,<br />
laptops, electric vehiclesand solar<br />
panelsrely on supply chains that could<br />
be disrupted by these regulations.<br />
Companies might need to redesign<br />
products, find new suppliers, or absorb<br />
higher production costs to meet<br />
compliance standards.<br />
Without separatinglabour rights<br />
from climate objectives, andwithout<br />
securing alternative energy sources,<br />
the directive risks becominganother<br />
wellintentioned but ultimately<br />
toothless attempt at reform. The global<br />
economy's dependence on the status<br />
quowon't be solved by legislation alone<br />
it requires afundamental reimagining<br />
of how we produce andconsume goods.<br />
It will be interestingtosee if, and<br />
how, the directive will be enforced, or<br />
if the wilful blindness continues.<br />
ECan continues to<br />
wait for advice<br />

<strong>Canterbury</strong>’s regional council is none<br />
the wiser on how torespond to largescale<br />
solar farm applications, after<br />
seeking advice from agovernment<br />
agency last year.<br />
An Environment <strong>Canterbury</strong> (ECan)<br />
spokesperson said the council had yet<br />
to receive ‘‘any feedback or direction’’<br />
from the Ministry for the Environment<br />
regarding the handling of largescale<br />
solar farm applications.<br />
It follows ECan giving its support in<br />
May 2024 to an Environment<br />
Protection Authority proposal to ask<br />
the Environment Ministerto‘callin’ a<br />
consent application for alargescale<br />
solar farm in the Mackenzie district.<br />
The Environment Minister can be<br />
asked to ‘callin’ the decisionmaking<br />
process for resource consents when it<br />
is consideredaproposalofnational<br />
significance.<br />
The consent application can then be<br />
referredtothe Environment Court or<br />
aboard of enquiry to make the<br />
decision.<br />
At the time ECan hoped the ‘callin’<br />
process would provide feedback on<br />
how it might respond to future<br />
applications for largescale solar<br />
farms, particularly concerns around<br />
environmentaleffects.<br />
However, the application for the<br />
largesolar farm has been included in<br />
the Government’s Fasttrack<br />
Approvals Act, which could<br />
potentially speed up the process.<br />
Critics have raised concerns that the<br />
legislation doesn’tgive enough<br />
consideration to environmental<br />
considerations.<br />
In June last year, ECan chairperson<br />
Craig Pauling said if the solar farm<br />
went ahead, it would be the largest in<br />
New Zealand and could set a<br />
precedent for how such consents are<br />
consideredinthe future.<br />
When the council first learned the<br />
application was being considered as a<br />
Fasttrack project, Mr Pauling<br />
expressedconcern.<br />
‘‘It has raised some very important<br />
discussion because when we put this<br />
through, we had the Environment<br />
Court and other processes in front of<br />
us, which we have had experience<br />
with,’’ he said last year.<br />
‘‘But now we are looking at new<br />
legislation which we don’t know what<br />
it looks like.’’<br />

A Ministry for the Environment<br />
spokesperson said under the new<br />
legislation, applicants can choose<br />
whether to seek approval via the Fasttrack<br />
process or the resource consents<br />
process under the Resource<br />
Management Act (RMA).<br />
Under the Fasttrack process<br />
projects are considered by an ‘‘expert<br />
panel’’, with councils, such as ECan,<br />
invited to give feedback.<br />
‘‘Expert panels will be responsible<br />
for deciding conditions for the project<br />
if they decide to grant it,’’ the<br />
spokesperson said.<br />
‘‘Under the RMA, Environment<br />
<strong>Canterbury</strong> is responsible for<br />
considering applications and setting<br />
conditions for consent.’’<br />
Under the legislation, the expert<br />
panel is required to consider<br />
environmental impacts.<br />
Far <strong>North</strong> Solar Farm Ltd applied<br />
to ECan and the Mackenzie District<br />
Council for resource consents in 2023<br />
to establish and operate alargescale,<br />
670ha, solar farm on a968ha property<br />
near Twizel.<br />
At its peak, the proposed solar farm<br />
would generate 420 megawatts of<br />
electricity, which was around four<br />
percent of New Zealand’s total<br />
electricity generation capacity in<br />
2022.<br />
The company has also applied to<br />
ECan and the Hurunui District<br />
Council for resource consents to build<br />
a180.8ha solar farm near Waipara.<br />
Those applications are on hold<br />
while the councils seek more<br />
information. Consent applications for<br />
two solar farms are being considered<br />
by the Waimakariri District Council,<br />
while athird was approved last year.<br />

Exercisegroup provingtobe`lifesaving'<br />

Aheart failure support group exercise<br />
class in Rangiora is attracting high praise<br />
from members with some saying it has<br />
been ‘‘lifesaving’’ for them.<br />
The classes were established in 2022 by<br />
Rangiora’s Sadie Ross, aclinical nurse<br />
specialist for heart failure, with support<br />
from the Heart Foundation of New<br />
Zealand.<br />
She was joined by exercise trainers<br />
Amanda Richardson and Ruthie Hubber<br />
who are Live Stronger for Longer,<br />
strength and balance accredited by Sport<br />
<strong>Canterbury</strong>.<br />
‘‘Amanda and Ruthie's combined<br />
expertise provides the group with<br />
exercise sessions that suit all abilities,’’<br />
Sadie says.<br />
The Living Well <strong>North</strong> <strong>Canterbury</strong><br />
Heart Failure and Support Group<br />
exercise class is held in the conference<br />
rooms at MainPower Stadium every<br />
Tuesday, starting at 10am.<br />
However the classes are providing<br />
participants with much more than just a<br />
workout.<br />
‘‘The group supports each other<br />
through the heart failure journey,’’ Sadie<br />
says.<br />
‘‘Each week participants develop<br />
friendships, share stories and advice over<br />
acuppa and some delicious home baking.<br />
‘‘There are multiple information<br />
sessions throughout the year designed to<br />
help participants understand heart<br />
failure, and learn about differentaspects<br />
of selfcare,’’ she says.<br />
The classes have been shown to<br />
improve exercise capacity, functional<br />
abilities and also reduce heart failure<br />
symptoms and depression symptoms.<br />
‘‘The people who attend the group<br />
frequently tell us how importantitisto<br />
them. That it has saved their life, helped<br />
them look forward to living instead of<br />

waiting for death and supported them<br />
through frequent health scares.’’<br />
Pre and post assessmentshave also<br />
provided testament to the benefits of<br />
participating in the classes.<br />
‘‘Every participant who attended for<br />
only three months improved their<br />
exercise capacity,’’ Sadie says.<br />
‘‘Most experienced areduction in heart<br />
failure symptoms and described finding it<br />
easier to perform everyday tasks.<br />
‘‘Depressionsymptoms were greatly<br />
reduced and the participants raved about<br />
the improvementsthey saw in themselves<br />
after attending Living Well, with many<br />
participants able to get back to exercise<br />
they had previously enjoyed like golf,<br />
Zumba and the gym.’’<br />
One of the participants, Leslie<br />
Kavanagh, of Rangiora, joined the group a<br />
year ago after being diagnosed with heart<br />
failure when she sought medical help for<br />
apersistent cough.<br />
She says the classes are ‘‘amazing’’.<br />
Leslie’shusband Pat attends the classes<br />
withher as her supportperson and also<br />
enjoys being part of the group.<br />
‘‘Sadie, Ruthie and Amanda are just so<br />
nice, so obliging and very helpful.<br />
Nothing is abother,’’ Leslie says.<br />
‘‘People in the group are good too.<br />
There are some hard cases which is good.<br />
We have alot of fun.’’<br />
Heart failure is alifelimiting, chronic<br />
condition that requires constant<br />
monitoring. It occurs when the heart<br />
muscle isn’t pumping properly, and can<br />
be fatal, but can also improve with proper<br />
treatment and care, such as making<br />
lifestyle changes to improve quality of life<br />
by losing weight, exercising, cutting back<br />
on salt and managing stress.<br />

Community boards play an<br />
important role in providing<br />
avoice for local residents,<br />
says Waimakariri Mayor<br />
Dan Gordon.<br />
The Waimakariri District<br />
Council is proposing to set<br />
aside $40,000 to support<br />
local community boards<br />
when making submissions<br />
on resource consents in the<br />
<strong>2025</strong>/26 annual plan and it<br />
has the backing of Mr<br />
Gordon.<br />
He said the strong<br />
relationship between the<br />
council and the four local<br />
community boards ‘‘is a<br />
real point of difference’’<br />
for the district.<br />
‘‘I support our boards.<br />
They haveavery important<br />
role to play inour local<br />
democracy.<br />
‘‘There is alot of work<br />
involved in preparing<br />
submissions and it is<br />
important for our boards to<br />
provide avoicefor our<br />
community.’’<br />
The future of community<br />
boards is in doubt in other<br />
parts of the country, with<br />
several councils<br />
considering axing local<br />
boards.<br />
‘‘At last year’s local<br />
government conference we<br />
had community board<br />
representatives coming<br />
and asking us ‘how we do<br />
do it so well’?,’’ Mr Gordon<br />
said.<br />
In recent years the<br />
OxfordOhoka Community<br />
Board has taken stands<br />
against aproposed<br />
850home housing<br />
development at Ohoka and<br />
aproposed landfill and<br />
quarry near Oxford.<br />
The RangioraAshley<br />
Community Board has<br />
submitted against a<br />
proposed landfill at White<br />
Rockinthe northern part<br />
of the district.<br />
The boards had sought<br />
legal and expert advice<br />
when preparing their<br />
submissions, which came a<br />
cost.<br />
Mr Gordon said<br />
community boards ‘‘have a<br />
lot more freedom’’ than the<br />
council to take astand on<br />
issues of concern to the<br />
community.<br />
Whereas the council, as<br />
the consenting authority,<br />
needed to maintain alevel<br />
of independence.<br />
The council is preparing<br />
adraft policy to present to<br />
the community boards to<br />
set some rules around the<br />
$40,000 funding.<br />
The Waimakariri district<br />
has not always had strong<br />
community boards.<br />
From 1989 to 2010, there<br />
was only one community<br />
board in Kaiapoi, with the<br />
other wards having<br />
advisory committees.<br />
In recent years the<br />
WoodendSefton<br />
Community Board has been<br />
an advocate for road safety<br />
improvements, for the<br />
proposed Woodend Bypass<br />
and for anew community<br />
centre in Pegasus.<br />
The KaiapoiTuahiwi<br />
Community Board played a<br />
major role in the recovery<br />
following the 2010 and 2011<br />
earthquakes.<br />
‘‘It was noted at our last<br />
council meeting that the<br />
KaiapoiTuahiwi board has<br />
only returned to a‘normal<br />
workload’ in this council<br />
term,’’ Mr Gordon said.<br />
‘‘The board members<br />
carried ahuge workload<br />
for anumber of years after<br />
earthquakes and played a<br />
key role in ensuring the<br />
community had avoice in<br />
the recovery.’’<br />
More recently the board<br />
has spoken out on the state<br />
of the Kaiapoi River.<br />
The RangioraAshley<br />
Community Board has<br />
advocated for after hours<br />
healthcare and for trees in<br />
Queen Street, while the<br />
OxfordOhoka board,<br />
which serves the largest<br />
geographical area, has<br />
been active in anumber of<br />
projects.<br />

Several hundred people turned out to<br />
the Ashley Gorgeous Gala day on<br />
Waitangi Day.<br />
The community event proved an<br />
amazing day out for families, with<br />
around 500 enjoying bouncy castles,<br />
food stalls and live music.<br />
‘‘It was agreat day for younger<br />
kids,’’ one visitor said.<br />
The event included aduck race<br />
sponsored by Pak’n’Save which saw<br />
little plastic yellow ducks bobbing<br />
down the river.<br />
The winner, Rebecca Pearce, took<br />
home the top prize of a$250 grocery<br />
voucher.<br />
There were sack races, buggy rides,<br />
araffle and aclown who rode up in<br />
style in abright yellow car, providing<br />
plenty of entertainment.<br />
The Gala wasn’t just fun and games.<br />
There was abio security stall teaching<br />
people about the importance of<br />
trapping pests, and helping<br />
preserving the natural beauty of the<br />
reserve and beyond. The event was<br />
aimed at raising funds for the reserve<br />
with proceeds dedicated to the<br />
construction of an information<br />
shelter.<br />
‘‘It was great to see the kids and<br />
families and everyone come together,<br />
it was avery busy day” says Jean<br />
Pierre Derveaux, owner of the Ashley<br />
Gorge Holiday Park.<br />
He said the Gala would not have<br />
happened without the help from<br />
sponsors, the Friends of the Ashley<br />
Gorge, the Ashley Gorge Advisory<br />
group and the Rangiora Air Cadets.<br />

As Junior Nix members<br />
the young players all<br />
received free tickets to the<br />
game, as long as aparent<br />
was with them.<br />
Although the juniors<br />
were not able to formally<br />
meet any of the Phoenix<br />
players, they did get an<br />
opportunity to have ‘‘high<br />
fives’’ with some of them<br />
when they came on to the<br />
playing field.<br />
‘‘Some also got to highfive<br />
with the Phoenix<br />
coach, Giancarlo Italiano,<br />
which they were very<br />
excited about, and most<br />
members stayed at the end<br />
to get autographs from the<br />
players,’’ Deb said. The<br />
young players had to be at<br />
the stadium two hours<br />
before kickoff at 5pm, but<br />
didn’t have to do apractice<br />
run for their pregame and<br />
halftime activities.<br />
‘‘We had been sent clear<br />
instructions from Phoenix<br />
prior to arriving, and<br />
Phoenix staff were there<br />
on the day to help where<br />
we needed,’’ Deb said.<br />

Chair and Deputy Chair Hurunui's new<br />
Youth Council are preparing for afulloctane<br />
year ahead.<br />
The <strong>2025</strong> Youth Council met for the<br />
first time this week .<br />
Aliannah Thompson of Rangiora<br />
High School was elected Chair and<br />
Madison Wayne of Amuri Area School<br />
was elected Deputy Chair.<br />
Aliannah, who is serving her third<br />
year on the Youth Council, anticipated<br />
an interesting year ahead and<br />
acknowledged this year’s new youth<br />
councillors, who represent different<br />
areas and all walks of life.<br />
‘‘It's going to be an amazing year<br />
ahead.’’<br />
Madison highlighted open<br />
discussions and representing young<br />
people's opinions as apriority of her<br />
tenure.<br />
The Youth Council also appointed<br />
its youth representatives to sit on the<br />
ward and community committees.<br />
Hurunui’s new youth community<br />
committee representatives (with<br />
voting rights) are:<br />
Aliannah Thompson (South Ward<br />
Committee), Zinnea Cohen (Glenmark<br />
Community Committee), Jack Crump<br />
(Cheviot Community Committee),<br />
Gypsy Thornton (Amuri Community<br />
Committee), and Shea Kelly and Lexi<br />
ThomsonHall (Hurunui Community<br />
Committee).<br />
Kathrynne Taduran, herself a<br />
migrant, and Shea Kelly were also<br />
elected as youth representatives to the<br />
Welcoming Communities Advisory<br />
Group, while Madison Wayne and<br />
Sylvia Jongerius were elected as<br />
Youth Voice representatives.<br />
The youth councillors and leaders<br />
have already rolled up their sleeves to<br />
add value to their community,<br />
contributing atotal of 51.5 volunteer<br />
hours to support January’s Hurunui<br />
pool parties.<br />
Hurunui Youth has hosted the<br />
popular Learn to Surf holiday session,<br />
facilitated by Surfwise Waikuku, and a<br />
Christmas Present Making workshop<br />
over the holidays.<br />
Events like these will continue to be<br />
delivered thanks to Hurunui Youth’s<br />
successful application to the Rātā<br />
Foundation for anew threeyear grant<br />
of $35,000 per year.<br />
Hurunui Mayor Marie Black<br />
endorsed the value of the youth<br />
council to the district in bringing fresh<br />
perspectives, astrong voice for<br />
Hurunui’s young people, and helping<br />
to create an inclusive community.<br />

It’s acinch to have flavoursome herbs at your fingertips all summer long<br />

Basil Ocimum Basilicum<br />
Nicknamed the ‘king of herbs’, basil is<br />
one of the few herbs with amale gender<br />
name. Strip the leaves of the squareshaped<br />
steam and either cutupor add<br />
whole to salad.<br />
How to grow: Basil, in its nativeAsia, is<br />
aperennial that grows all year round.<br />
Alas in New Zealand’s temperate<br />
climate it grows as asummer annual.<br />
Planted too soon in spring, it will usually<br />
fizzle.<br />
Best to get plants established indoors,<br />
then plant into the sunniest sheltered<br />
garden plot in December.<br />
Keep pinching out the top growth and<br />
side shoots trying to form flowers; this<br />
encourages fresh leaf growth.<br />

Rocket Eruca Sativa<br />
Tangy, spicy and sharp, rocket tends to<br />
be either loved or loathed. Young tender<br />
leaves are best as older leaves can be<br />
tough and chewy.<br />
How to grow: Rocket, an annual herb,<br />
can be grown from seed sprinkled<br />
directly on the ground. Keep well<br />
watered when established, and pluck<br />
out the flowering steam to ensure new<br />
leaf growth.<br />
Chives Allium Schoenoprasum<br />
Parsley and chives make aperfect pair<br />
of herbs to useinavariety of recipes.<br />
These two make an equally great<br />
combination in salads as they do in<br />
sauces, egg and fishdishes. The mild<br />
onion flavour supports atasty salad<br />
withoutbeing the dominant note.<br />
How to grow: Chives grow as aclump of<br />
individual chive plants, hence it is<br />
known by its plural name. Every two<br />
years, dig up the whole plant in early<br />
summer and break it into smaller<br />
clumps. Good sun and drainage are<br />
needed. Chives are perennialand have<br />
adormant period over winter.<br />
Salad Burnet Sanguisorba Minor<br />
Related to roses, this herb has small<br />
round leaves that have serrated edge.<br />
No thorns through, justtasty, almost<br />
cucumberflavoured foliage. Strip the<br />
leaves off the steam and toss into asalad<br />
base of lettuce leaves.<br />
How to grow: Salad burnet form aclump<br />
of about 30cm. New leaves grow from the<br />
centre outwards (rosette form). The<br />
flowerhead has asolid cluster of<br />
unusualcreamypurple flowers, and<br />
each large seed producedwill readily<br />
germinate so there is acontinual supply<br />
of new plants. Needs good drainage,<br />
loomy solid and aposition that gets at<br />
least half aday’s sun.<br />
All theseherbs thrive in arich<br />
growingmedium, so add manure,<br />
compostand fertilisertoensure plenty<br />
of tasty leaves for salads.<br />
Flowers of all these herbs can be<br />
added in salads as attractive, edible<br />
garnishes.<br />
Avoid growing the annual herbs dill<br />
and corianderinwarm, dry weather.<br />
Only heartbreak will ensue trying to get<br />
them to flourish over summer. Grown in<br />
autumn and winter instead.<br />

Mr Rasmussen says domestic demand<br />
remains solid, and prices are firm.<br />
‘‘This is driven by increasing demand<br />
within New Zealand, fuelled by amore<br />
confident economy, decreasing interest<br />
rates and stability in building costs.<br />
‘‘These factors are encouraging<br />
projects to move forward.’’<br />
He says carbon prices are relatively<br />
stable at present, with focus on the next<br />
auction in March.<br />
‘‘Recent government legislation<br />
changes regarding wholefarm<br />
conversions, land classification and<br />
registration are expected to reshape the<br />
carbon landscape.‘‘However, many<br />

Living slash traps, or living fences, are<br />
strategically planted trees on either side of<br />
awaterway which are designed to trap<br />
slash or woody debris.<br />
They need to be species which can<br />
handle getting wet feet.<br />
They can be planted instead of, or in<br />
addition to traditional railway iron and<br />
wire cable slash traps.<br />
They are most effective if they are<br />
located where the speed of the stream is<br />
reduced.<br />
Forest Management Group is amember<br />
of the Motueka Catchment Collective<br />
(MCC) who was looking for asite to<br />
establish aPoplar living fence.<br />
Two sites were identified as being<br />
suitable in Gibbons Riwaka Forest. T<br />
Poplar poles were planted in August<br />
2024 in acatchment which had been<br />
harvested.<br />
The poles were provided free of charge<br />
by the Tasman District Council and the<br />
planting costs were covered by the MCC.<br />

provided the plan for where the Poplars<br />

New Zealand might be in<br />
for arough ride as a<br />

But for now NZ<br />
exporters are enjoying a<br />
low US$ exchange rate,<br />
and shipping rates are also<br />
under downward pressure<br />
for bulk shipments and<br />
containers.<br />
‘‘I have seen many times<br />
before the international<br />
softwood log trade behaves<br />
abnormally to worldly<br />
pressures.<br />
‘‘Indeed, for NZitisas<br />
much about what other<br />
nations are attempting to<br />
play in our supply sandpit.<br />
‘‘The scale of NZ<br />
operations is ensuring we<br />
enjoy lower shipping rates<br />
even compared to some<br />
like Australia who are<br />
much closer to China and<br />
India than we are,’’ Mr<br />

Another competitive<br />
advantage NZ enjoys is<br />
wood fibre is relatively<br />
handy to ports.<br />
‘‘We think we are hard<br />

Funding boost from zone<br />

Six environmental projects in<br />
the Waimakariri district are set<br />
to receive afunding boost.<br />
The Waimakariri Zone<br />
Committee has allocated $50,000<br />
across six projects from its<br />
action plan budget, in one of its<br />
final acts beforeitis disbanded<br />
as part of the <strong>Canterbury</strong><br />
Mayoral Forum’s zone<br />
committee review.<br />
Committee chairperson<br />
Carolyne Latham said the<br />
funding has been granted on the<br />
condition applicants work with<br />
the Waimakariri District<br />
Council and Environment<br />
<strong>Canterbury</strong> to ensurethey can<br />
meet the requirements before<br />
May.<br />
The zone committee is due to<br />
hold its last meeting in May,<br />
beforeitisexpected to be<br />
disbanded the following month.<br />
The largest recipient is the<br />
4.3ha Springvale wetland<br />
project near Cust, with sheep<br />
and beef farmer Ken Robinson<br />
granted $20,000 to complete the<br />
final stage of amulti year<br />
project.<br />
Andrew Olorenshaw has been<br />
granted $10,190 to begin amultiyear<br />
woody weed control project<br />
to protect awetland which feeds<br />
into the Garry River, an Ashley<br />
Rakahuri River tributary.<br />
Jersey Land Dairies Ltd will<br />
receive $10,000 for riparian<br />
planting on the banks of the<br />
lower Waikuku Stream. Other<br />
projects include $3843 to restore<br />
the natural ecosystem in the<br />
Ohoka Stream near Mill Road,<br />
Wetland restoration ... Springvale wetland has been left to its natural<br />
state, aside from some weed control.<br />

May to discuss the proposed new<br />
model to replacethe region’s<br />
water zone committees, which<br />
wereestablished in 2010 under<br />
the <strong>Canterbury</strong> Water<br />
Management Strategy. It is<br />
expected the committees will be<br />
replaced by new local<br />
freshwater leadership groups<br />
comprising local council,<br />
Environment <strong>Canterbury</strong> and<br />
Mana Whenua representatives,<br />
with the possibility of<br />

Three farmers —two of them from<br />
<strong>North</strong> <strong>Canterbury</strong> —with three<br />
different reasons for improving the<br />
genetics in their sheep, have paid<br />
$24,500 for an elite ram at the<br />
Southern Shedding Sheep sale.<br />
From the Enfield Genetics<br />
breeder Grant Kean at Winton, the<br />
Wiltshire crossed with an Exlana<br />
shedding ram, received competitive<br />
bids up to $20,000 before selling at<br />
$24,500, the top price of the day.<br />
An ‘‘odd bunch’’ is how one of the<br />
farmers describes the syndicate —<br />
Hamish Bielski from Clinton, who<br />
did the bidding, is ashearer and<br />
farmer, Chris Ensor fromCust is an<br />
organic farmer, while Daniel<br />
Wheeler, who farms at Broomfield,<br />
had to get up in the wee hours in the<br />
outer Hebrides of Scotland where he<br />
was scanning sheep.<br />
But they say there will be no<br />
problems working together to make<br />
use of the ram over the full mating<br />
season, as they all have different<br />
mating dates.<br />
It will begin work at Cust, move on<br />
to Broomfield before ‘‘hitch hiking’’<br />
to Clinton for Hamish to use, says<br />
Chris.<br />
Daniel will use it over their<br />
Meatmaster flock which already<br />
excels at reproduction and lamb<br />
survival.<br />
He says it is an outstanding ram<br />
with great legs, feet and structure,<br />
backed up by great figures and<br />
importantly is out of an ‘‘old proven<br />
ewe’’.<br />
‘‘We believed he was the bestram<br />
available forsale in New Zealand<br />
this year,’’ he says.<br />
Chris says the ram will help<br />
improve the genetics of his 1500<br />
shedding ewe flock ‘‘quicker’’, on his<br />
low input farming system.<br />
‘‘It’s just about putting it over<br />
some of my top ewes, and keeping<br />
the replacements,’’ he says.<br />
Meanwhile Hamish, who says the<br />
ram ‘‘ticked all the boxes’’, and who<br />
does notrun shedding ewes, will use<br />
it overhis Poll Dorset, Romney/Poll<br />
Dorset ewe flocks, to cut down the<br />
work input on his farm and negate<br />
the cost and necessity for crutching<br />
and bellying ewes.<br />
‘‘Itmaybe ironic that Iam<br />
shearing to pay forthis ram,’’ says<br />
Hamish. But he says while the future<br />
of wool, and its return remains<br />

uncertain, if he can save the cost of<br />
crutching, and taking off the the<br />
bellies, this will give him savings in<br />
time and costs, and he will only have<br />
to shear once ayear, cutting down<br />
his shearing bill.<br />
‘Our aim here is to breed asheep<br />
that’s got high growth, high milk,<br />
that will get heaps of lambs off mums<br />
at weaning because we get dry<br />
here.’’<br />
Abreeding objective was<br />
maintaining production traits, such<br />
as meat production per hectare,<br />
lambing percentage and survival.<br />
‘‘We want asheep with low input<br />
that requires very little assistance<br />
like drenching, crutching and<br />
dagging.’’<br />
If wool was to recover he could<br />
easily move back into wool<br />
production.<br />
‘‘We (the syndicate) are all doing<br />
different things, for similar<br />
outcomes —stripping the costs, and<br />
take the costs and time out of sheep<br />
farming’’.<br />
The ram had anice balance across<br />
all production traits, stood very<br />
square, with good legs and feet and<br />
was verygood at shedding his wool.<br />
In the Sheep Improvement Ltd<br />
database across all sheep breeds,<br />
the ram was in the top 9% for meat<br />
yield and top 16% for growth, he<br />
said. ‘‘So he stacks up.’’<br />
Hamish says Daniel has been an<br />
integral part of the ram breeding<br />
industry with good connections with<br />
others in the very young shedding<br />
industry<br />
He ‘‘generously’’ swapped rams,<br />
and helped out the whole industry<br />
with his ‘‘connectiveness’’, and data<br />
at his finger tips between flocks.<br />
There is aservicing agreement in<br />
place to ensure the ram remains in<br />
good health, and does not get worn<br />
out.<br />
With lambing starting on Ensor’s<br />
farm in late August, the first<br />
offspring of the elite ram will be on<br />
the ground in the not too distant<br />
future.

Jacob, who belongs to one of New<br />
Zealand’smost prominentharness racing<br />
families,had his first raceday drive at the<br />
meeting behind the Mark Smolenski<br />
trained Sophia Bromac, which finished<br />
fourth.<br />
He said he was excited to begin his racedriving<br />
career and grateful to Mark for<br />
giving him the opportunity.<br />
Jacob works for his parents, John and<br />
Jenna Dunn at Woodend Beach andhad<br />
plenty of options for prerace advice from<br />
family members.<br />
John is one of New Zealand’s leading<br />
drivers while Jennatrains in partnership<br />

spectators were onsite at the Glenmark<br />
Polo ground at Omihi in <strong>North</strong><br />
<strong>Canterbury</strong>.<br />
‘‘It was great to see so many spectators<br />
enjoyingall the fastpacedaction during<br />
the fivechukker test match. We had the<br />
biggest turnout we have had in along time.<br />
‘‘We split the Chukkers in half to give the<br />
horses agood spell, and keepthem fresh<br />
for the competition.’’<br />
He says the association tries to have a<br />
test match with adifferent visiting<br />
international team eachyear.<br />
Last year it hosted the Australian team.<br />
‘‘Generally, it is held at Glenmark as the<br />
fields are very good there thanks to the<br />
work of the Dormer familywhoseland it is<br />
on’’.<br />
Andrew also praised the wonderful<br />
response by <strong>North</strong> <strong>Canterbury</strong> and<br />
<strong>Canterbury</strong> horse owners who kindly<br />
provided mounts to the visiting England<br />
team.<br />
‘‘Without them, and the many who give<br />
up their time for free working behind the<br />
scenes, means wecouldn't host events of<br />
this high caliber.’’<br />
New Zealand won the test match 118.<br />
Andrew says it’s comforting to see the<br />
continued growth in the sport despite the<br />
high cost of participation.<br />
‘‘It’s mainly centered around<br />
<strong>Canterbury</strong> and thanks to the good work<br />
done by the Wood’s at Seftonand others to<br />
get school kids interested in playing the<br />
sport, it’s growing again’’.<br />
The upcoming Savile cup, polo’s biggest<br />
national competitioncelebrates its <strong>13</strong>5th<br />
anniversary this year. It is New Zealand’s<br />
oldestteam sporting trophy.<br />
This year the South Island Polo<br />
Association hosts the tournament from<br />
<strong>February</strong> 25 to March 2.<br />

<strong>Canterbury</strong> Country earned the right to<br />
challenge for the Hawke Cup, the<br />
supremacy of district cricket in New<br />
Zealand, following afirst innings defeat<br />
of Nelson in the top half of the South<br />
Island zonal final played at Rangora's<br />
Mainprise Oval last weekend.<br />
After arain delay on day one, Nelson<br />
was asked to bat first and was dismissed<br />
for 231. George Gunn headed the<br />
bowling attack returning the impressive<br />
figures of 4/27 from <strong>13</strong> overs.<br />
In reply, asolid 70 run first wicket<br />
partnership between Archie Redfern<br />
and Robbie Foulkes set Country up for<br />
its victory. Solid contributions<br />
continued through out the innings<br />
enabling it to declare at 310/8 after 92<br />
overs.<br />
Country will play the winner of the<br />
challenge between Hamilton and<br />
Taranaki.<br />

Thelma Smith teamed with<br />
Jimmy Gifford, who is 30 years<br />
her junior, to win the Woodend<br />
Bowling Club’s Over 60 Pairs<br />
recently.<br />
Thelma started playing<br />
bowls at the Kaukaupakaupa<br />
club, northofAuckland in<br />
1954.<br />
She later joined the<br />
Helensville club, winning 48<br />
club titles and went on to the<br />
<strong>North</strong>Harbour champion of<br />
champions title.<br />
During the 1990s she<br />
represented New Zealand<br />
against Australia in<br />
Christchurch, skipping the<br />
triples.<br />
Thelma and Jimmy first met<br />
around 30 years ago, when<br />
playing for rival bowling clubs<br />
in Auckland Thelma played<br />
for Helensville and Jimmy for<br />
Glenfield.<br />
At the time Thelma was the<br />
<strong>North</strong> Harbour ladies selector<br />
and Jimmy was in the <strong>North</strong><br />
Harbour men's development<br />
team.<br />
‘‘The first time Imet her was<br />
on atrip away to represent<br />
<strong>North</strong> Harbour,’’ Jimmy said.<br />
‘‘We were on the team bus<br />
and she got up in front of<br />
everyone and told me off for<br />
being too noisy which was<br />
funny.<br />
‘‘Thelma was so thrilled to<br />
win this title at Woodend. Iwas<br />
honoured tohave her come<br />
and ask me to play.<br />
‘‘Originally Iwasn't playing<br />
in this, but Icouldn't say no to<br />

Under5%-LowRates focusofAnnualPlan<br />
Waimakariri District Council has settled on what is<br />
believed tobeone of the lowest rates increases in<br />
<strong>Canterbury</strong> –4.98%.<br />
Setting thebudgetahead of public consultation is an<br />
integral part creating theDraft Annual Plan –Council's<br />
one-year budget andworkprogramme –which will be<br />
outfor public commentinmid-March.<br />
Since the Council adopted the Long Term Plan last<br />
year there are tweaks that need tobemade due to<br />
external factors and adesire tokeep rates aslow<br />
as possible.<br />
Factors putting pressure on the Council’s budget<br />
for the year include:<br />
• Anadditional $360,000 needed from ratepayers<br />
to cover new Commerce Commission and<br />
Taumata Arowai levies. This added 0.4% which<br />
has been absorbed.<br />
• A reduction inroad co-funding from NZTA<br />
of $<strong>13</strong>.5m.<br />
• Local Government inflation continues to run<br />
higher than CPI. The Local Government Cost<br />
Index (LGCI) is 3.4% compared to the Consumer<br />
Price Index (CPI) which isnow 2.2%. Insurance<br />
premiums have also increased substantially.<br />
• Council continues topay loans tocover<br />
Earthquake Recovery and MainPower Stadium.<br />
Mayor Dan Gordon thanked staff for their focus on<br />
cost-efficiency, value for money, and core services.<br />
“This islikely tobethe lowest, orone of the lowest,<br />
rates increase in<strong>Canterbury</strong>. I’d like tothank staff<br />
for their work in getting the increase this low<br />
during atough environment where alot of costs<br />
are outside of our control.<br />
“We are committed to delivering onwhat wesaid<br />
we would through the LTP and are continually<br />
exploring opportunities toachieve greater value<br />
for money while providing the services that our<br />
community want.”<br />
The Draft Annual Plan will be out for public<br />
feedback between 14 March to14April and<br />
Council welcomes submissions.<br />
