Stop Madison Co. bio
dump meeting Feb. 20
Stop Madison Co Bio Dump will hold a community meeting
Feb. 20 at 6:30 p.m. at West Jefferson High School. Several
speakers will discuss the anaerobic codigestion facility that Vanguard
Renewables intends to build on a 90-acre parcel of land
off Wilson Road in Fairfield Township.
Anaerobic codigestion facilities or biodigestors create natural
gas and fertilizer from manure and other forms of organic waste.
Usually, biodigestors are often constructed on horticultural
properties such as dairy farms which produce manure, but the
proposed Wilson Road location has no livestock. Trucks would
deliver the waste for processing.
Stop Madison Co Bio Dump is a group of citizens concerned
that Vanguard’s project would negatively impact local air and
water quality, increase truck traffic, lower property values and
pose a fire risk.

As a practiced horticulturalist for over 50

thrive. He was an avid photographer and a
voracious reader with amazing recall. He always

Women, love yourself - schedule a mammogram
Springfield Cancer
Center.
“It’s critical to
know what’s normal
for your body,” added
Tracy Adrian, RN,
BSN, CN-BN, Breast Health Navigator for
Mercy Health - Springfield Cancer Center.
“Performing monthly breast self-exams will
help you in knowing your normal. Breasts
can naturally feel lumpy due to breast tissue
and density. If you find changes, talk to your
doctor about getting a mammogram.”
It is also important for men to know their
family history and immediately report if
they find any lumps or bumps in their
breasts. According to Adrian, 1% of men will
develop breast cancer in their lifetime.
Maintaining a balanced diet, staying active,
avoiding smoking and excessive alcohol,
and understanding your family history are
all key steps to lowering breast cancer risk.
However, the most effective way to improve
survival rates is through early detection.
Mercy Health recently opened a state-of-theart
cancer center in Urbana. This new cancer
center, in addition to the Mercy Health -
Springfield Cancer Center, will provide enhanced
resources and advanced care for diagnosis
and treatment in the region.
According to the American Cancer Society,
women with an average risk of breast cancer
occurrence should start receiving annual mammograms
at age 40. Women who are at high
risk for breast cancer based on certain factors
should get a breast MRI and a mammogram
every year, typically starting around 30.
Call Mercy Health — Springfield central
scheduling at (937) 328-8100 to schedule a
mammogram. An order from your primary
care provider is preferred but not required.

Preserving Madison Co. farms
Madison County Commissioners, with
assistance from Madison Soil and Water

sponsor that administers the Ohio Department
of Agriculture’s Clean Ohio Local
Agricultural Easement Purchase Program.
This allows the county to accept applications
from landowners to preserve valuable
farmland within Madison County. In 2025,
the county was allocated $174,072.
An agricultural easement is a voluntary,
permanent, legally binding restriction
placed on a farm that limits the use of the
land to predominantly agricultural activity.
Interested landowners should contact Madison
Soil Water Conservation District directly
to set up a meeting to discuss
eligibility for the farm. The district is available

households must have a gross
annual income at or below
175 percent of the federal
poverty level. For a family of
four, that is $54,600.
Last year, the Winter Crisis
Program assisted nearly
77,000 households in Ohio,
providing a total of $23.5 million
in benefits.
“When temperatures drop
this winter, no one should have to worry
about if they can afford to keep their home
warm,” said Lydia Mihalik, director of the
Department of Development. “Every year,
this program serves as a lifeline for thousands
of Ohioans, ensuring they can stay
safe and comfortable during our coldest
months.”
Households serviced by a Public Utilities
Commission of Ohio (PUCO)-regulated utility
must sign up for PIPP or another payment
plan if there is still an outstanding
balance on the utility bill after receiving assistance.
Ohioans can start their application online
but must schedule an appointment with
their local energy assistance provider to
complete the application. Depending on the
agency, the appointment may be in person,
on the phone, or remotely. The application
and list of providers can be found online at
energyhelp.ohio.gov.
Andrew Binegar, Executive Director,
stated, "The Home Energy Assistance Program
(HEAP) remains a fundamental initiative
of Bridges Community Action Partnership.
Many customers, due to limited financial
resources, struggle to maintain
their utility services. HEAP's primary goal
is to create positive financial outcomes by
addressing the payment challenges faced by
low-income customers due to affordability
issues."
Clients need to bring copies of the following
documents to their appointment:
• Copies of their most recent energy bills,
if available
• A list of all household members and
proof of income for the last 30 days or 12
months for each member
• Proof of U.S. citizenship or legal residency

Donofrio, president of the Ohio Prairie Association
(OPA), upon its signing. “OPA set
out 2 years ago to change that, and today,
we have succeeded.”
For years, to counter the loss of wildgrowing
milkweeds and to support declining
monarch butterfly populations, Ohio conservation
organizations and government agencies
spearheaded programs where citizens
were encouraged to hand-collect milkweed
seed pods and transfer their ownership to

then donate the collected milkweed
seeds to citizens who
would deliberately plant new
stands of plants.
With these citizen-planted
stands of new milkweed plants,
monarch butterfly populations
in Ohio have been strongly
supported. Yet, all of these programs
technically violated
Ohio’s seed certification law,
with potential penalties incurring
fines up to $250 or thirtyday
jail sentences.
The Ohio Prairie Association,
which supports and encourages
public planting and
appreciation of Ohio’s native
prairies, worked with former
Representatives Laura Lanese
and David Dobos, as well as
the Ohio Department of Agriculture,
to update state law to
allow that seeds may be collected
and used for “a) conservation
of pollinators and
threatened or endangered
species; b) planting and creation
of native plant habitats;
c) propagation of native plants
for their specific conservation;
and d) operation of a seed library,
provided that the seed
library ensures that any seeds
exchanged among the seed library's
members or the general
public are open-pollinated, public domain
varieties.”
The law also removes milkweeds and
several other common species from the list
of noxious weeds, which previously were required
to be mowed down by state workers
along railways and roadways. This will
allow for greater growth and maintenance
of habitat for many Ohio pollinator species
and plants, not the least of which being
monarch butterflies.
