Stop Madison Co Bio Dump will hold a community meeting

Feb. 20 at 6:30 p.m. at West Jefferson High School. Several

speakers will discuss the anaerobic codigestion facility that Vanguard

Renewables intends to build on a 90-acre parcel of land

off Wilson Road in Fairfield Township.

Anaerobic codigestion facilities or biodigestors create natural

gas and fertilizer from manure and other forms of organic waste.

Usually, biodigestors are often constructed on horticultural

properties such as dairy farms which produce manure, but the

proposed Wilson Road location has no livestock. Trucks would

deliver the waste for processing.

Stop Madison Co Bio Dump is a group of citizens concerned

that Vanguard’s project would negatively impact local air and

water quality, increase truck traffic, lower property values and

pose a fire risk.

Shine prom on Feb. 7. Established by the Tim Tebow Foundation

in 2014 to celebrate individuals with special needs, more than 40

kings and queens from across the region danced the night away.

It is with great sorrow that we announce

the passing of Mrs. Lucille “Lucy” Marie

(Shoemaker) Burgess, a devoted wife,

mother, grandmother, great-grandmother,

sister, and friend to many. Lucy passed

away peacefully on Feb. 10 in the Bluebird

Retirement Community while in the arms

of her family.

Following high school, Lucy married her

forever sweetheart, Joe Burgess, on June

15, 1956. As a testament to their love, they

have joyfully spent the past 68 years together

raising their family with the same

love and compassion that brought them together.

James “Jim” Larry Donohoe, 87, of London,

Ohio died Jan. 31 at 2:43 p.m. in

Mount Carmel Grove City Hospital.

Born April 4, 1937, in Charleston, West

Virginia, he was the son of James W. and

Betty M. Donohoe.

As a practiced horticulturalist for over 50

years, he was passionate about always putting

in the time and attention needed to

make sure his plants and gardens would

thrive. He was an avid photographer and a

voracious reader with amazing recall. He always

had a dog at his side. He loved his dogs

“Performing monthly breast self-exams will

help you in knowing your normal. Breasts

can naturally feel lumpy due to breast tissue

and density. If you find changes, talk to your

doctor about getting a mammogram.”

It is also important for men to know their

family history and immediately report if

they find any lumps or bumps in their

breasts. According to Adrian, 1% of men will

develop breast cancer in their lifetime.

Maintaining a balanced diet, staying active,

avoiding smoking and excessive alcohol,

and understanding your family history are

all key steps to lowering breast cancer risk.

However, the most effective way to improve

survival rates is through early detection.

Mercy Health recently opened a state-of-theart

cancer center in Urbana. This new cancer

center, in addition to the Mercy Health -

Springfield Cancer Center, will provide enhanced

resources and advanced care for diagnosis

and treatment in the region.

According to the American Cancer Society,

women with an average risk of breast cancer

occurrence should start receiving annual mammograms

at age 40. Women who are at high

risk for breast cancer based on certain factors

should get a breast MRI and a mammogram

every year, typically starting around 30.

Preserving Madison Co. farms

Madison County Commissioners, with

assistance from Madison Soil and Water

Conservation District (SWCD), is a local

sponsor that administers the Ohio Department

of Agriculture’s Clean Ohio Local

Agricultural Easement Purchase Program.

This allows the county to accept applications

from landowners to preserve valuable

farmland within Madison County. In 2025,

the county was allocated $174,072.

An agricultural easement is a voluntary,

permanent, legally binding restriction

placed on a farm that limits the use of the

land to predominantly agricultural activity.

Interested landowners should contact Madison

Soil Water Conservation District directly

to set up a meeting to discuss

eligibility for the farm. The district is available

to assist landowners through the application

process.

Seed & butterfly conservation legalized in Ohio

“Until today, I could not legally hand On

Jan. 8, Governor Mike DeWine signed into

law Ohio House Bill 364, allowing milkweed

and other native plant seed collection and

distribution programs to legally proceed.

“Until today, I could not legally hand you

native seeds or a native plant from my

house - and many native plants were regarded

as noxious weeds,” said David

Donofrio, president of the Ohio Prairie Association

(OPA), upon its signing. “OPA set

out 2 years ago to change that, and today,

we have succeeded.”

For years, to counter the loss of wildgrowing

milkweeds and to support declining

monarch butterfly populations, Ohio conservation

organizations and government agencies

spearheaded programs where citizens

were encouraged to hand-collect milkweed

seed pods and transfer their ownership to

which supports and encourages

public planting and

appreciation of Ohio’s native

prairies, worked with former

and David Dobos, as well as

the Ohio Department of Agriculture,

to update state law to

allow that seeds may be collected

and used for “a) conservation

of pollinators and

threatened or endangered

species; b) planting and creation

of native plant habitats;

c) propagation of native plants

for their specific conservation;

and d) operation of a seed library,

provided that the seed

library ensures that any seeds

exchanged among the seed library's

members or the general

public are open-pollinated, public domain

varieties.”

The law also removes milkweeds and

several other common species from the list

of noxious weeds, which previously were required

to be mowed down by state workers

along railways and roadways. This will

allow for greater growth and maintenance

of habitat for many Ohio pollinator species

and plants, not the least of which being

monarch butterflies.

Additional Requirements:

Each shipment of air classified hydrated lime slurry may be tested at the time of delivery to assure a

percent total solid between 33% and 37% and a specific gravity of 1.231 to 1.267 g/ml. Any air classified

hydrated lime slurry shipment not meeting these parameters will be refused and then returned to the

provider at the provider’s expense.

The driver of each air classified hydrated lime slurry delivery shall have and provide to the water plant

staff a certified stamped scale weight for each shipment upon delivery. A chain of custody record shall

also be provided to assure the product delivered is the same as indicated on the certified scale weight

certificate.

Delivery tankers shall be solely used for shipping Air Classified Hydrated Lime Slurry and equipped

with a pumping system to recirculate product prior to unloading. Tankers shall also be equipped with

pumps to unload product. Delivery tankers must be rinsed of all lime slurry product when loading at

delivery site.

The Supplier shall certify no quicklime is used in the slurry manufacturing process and only finely

ground air-classified hydrated lime is used for preparation of the lime slurry product.

The slurry solids will have 99.99% or higher passing 30 mesh screen. Delivery tankers shall be solely

used for shipping lime slurry and equipped with a system to avoid spillage during the off-loading. The

delivery driver shall be responsible for adding the correct amount of dilution water if requested by the

District and request inspection and analysis of the delivery by the on-site District staff. The driver shall

be responsible for complete cleanup of any spill(s) originating from the unloading process. Safety Data

Sheets shall be provided with each bid submitted.

The supplier agrees to allow District employees to have full access to the slurry production and/or shipping

facilities on normal workdays during normal business hours. The supplier will advise staff about

site safety procedures and personal protection equipment before entering the property.

The supplier will be responsible for the removal and disposal cost of unsuitable product and/or sediment

as well as any necessary equipment repairs caused or clogged by the product up till the chemical

application point. The supplier will offer on-site technical support at no charge to the District with regards
