RESIDENTS want greenbelts 

protected as towns continue to 

get closer to each other. 

It was one of the key themes to 

come from residents’ feedback 

on the council’s planning for the 

future. 

Subdivsions in Rolleston have 

now reached Selwyn Rd only 

a handful of kilometres from 

Lincoln. 

In the next 10 years, Rolleston’s 

population is expected to grow 

from 32,000 to about 40,000, 

while Lincoln is expected to 

increase from about 10,000 to 

14,000. 

The growth has led some to 

compare what is happening in 

Selwyn to the North Shore, which 

in the space of 50 years went from 

settlements and townships to a 

large city. 

The North Shore grew rapidly 

after the completion of the 

Auckland Harbour Bridge in 

1959. 

Selwyn residents want 

the council to put township 

boundaries in place. 

Mayor Sam Broughton said he 

has no desire for Rolleston and 

Lincoln to merge. But the council 

did not have power to put in 

boundaries.

ROLLESTON will get three new 

medical centres over the next 

six months to alleviate pressure 

on GP services. 

There are currently two 

medical centres in the town. But 

only Rolleston Central Health 

on Masefield Dr is taking new 

patients, while the Rolleston 

Medical Centre on Brookside 

Rd is not. 

The three new centres already 

have services either in Christchurch 

or elsewhere in Selwyn. 

Village Health 

Medical Centre, 

which operates 

a practice on 

Lincoln Rd, 

Addington, is 

expected to open 

its new centre on 

Masefield Drive 

in June. It plans 

to adapt an 

existing house into a clinic.

“With many Selwyn-based 

patients already enrolled at our 

Lincoln Rd clinic, expanding 

into Rolleston was a natural 

step.”

Norman Kirk Drive in May. We 

Care Health is currently building 

a new centre on Northmoor 

Blvd which is expected to be 

completed in the first half of 

this year. 

However, none of the new GP 

practices will offer a 24/7 service 

which residents have been 

calling for. 

Martin said GP practices simply 

do not get enough funding 

to operate 24 hours a day, seven 

days a week. 

“Residents frustrated with 

limited after-hours GP services 

may need to turn their attention 

to Government funding 

structures. 

“Current funding for general 

practice services, provided 

through capitation, does not 

extend to cover after-hours or 

24/7 care.” 

Data from Health New Zealand 

shows about 32% of Selwyn 

residents are enrolled at GP 

practices outside the district. 

Mayor Sam Broughton said 

he would have expected that 

number to be 5-10%.

Selwyn weighs options for future of 

Consultation will start 

tomorrow on the future 

of the district’s water 

services. Reporter Daniel 

Alvey unpacks the 

options and why it is 

happening 

WATER IS ONE of the council’s 

most important and costly services, 

and it may soon be even 

more expensive. 

From tomorrow until March 

12, the council will consult the 

public on two main options 

for drinking water, sewage and 

stormwater. 

One option is to develop a 

council-controlled organisation 

(CCO), an entity that would still 

be owned and controlled by the 

council but as a separate company 

– similar to council-owned 

contractor CORDE. 

The second option is to keep 

water services in-house, but different 

from the council’s current 

process due to changes proposed 

by the Government. 

In the short term, the CCO 

will be more expensive due to 

the increased setup costs. On 

current estimations, in 2025/26 

it will be 10% more expensive, 

increasing to 14% more in year 

two, and 35% in year three. 

But over a 10-year period it

other services such as the 

disposal of trade waste.

to be able to provide a good trade 

waste solution.” 

Mason said the process to set 

up a CCO would be easier due to 

the district already having water 

meters installed and a user pays 

system. 

An in-house model would still 

involve preparing and adopting 

a water services delivery plan 

outlining how the council will 

sustain its existing water services 

infrastructure and operations. 

The benefit of an in-house 

model is the council maintains 

full control over all decisionmaking 

and is more similar 

to the way water is currently 

managed. 

But the council says the inhouse 

model has far more risks 

than the CCO, including limited 

funding, increased operational 

costs over the long term, and

Mason said the council has left

CCO, an option no other council 

has taken. 

“ We were always keen to 

partner with other councils, and 

we gave that a pretty good shot. 

We saw the benefits quite early in 

joint CCOs. 

“I think it was probably too 

early, and we struggled to get 

other councils interested in doing 

that.”

A GROUP of residents will today 

present a letter to council raising 

their concerns about groundwater 

contamination. 

Forty-four residents from 

Bethels, Swamp, Corbetts, 

Chamberlains, and Marshall Rds 

have signed the letter pointing to 

increasing nitrate levels in wells 

making them unusable.

water, and how it will prevent any 

further pollution of groundwater 

coming from the increased 

treatment of the district’s sewage 

at the Rolleston treatment plant.

SPORTS CLUBS have welcomed the 

decision to maintain the current liquor 

licensing policy, avoiding potential 

financial hardship. 

Clubs had opposed a proposal 

which would have required a duty 

manager to be present whenever 

more than 20 patrons were at the bar. 

It was one of a number of changes 

looked at as part of a review into the 

district’s local alcohol policy, including 

a proposal to extend bottle store 

hours. 

Clubs were concerned the change 

could financially cripple their operations, 

forcing them to either hire 

additional staff or close the bars at 

certain times to comply. 

Councillors Lydia Gliddon and 

Grant Miller were in charge of 

recommending any changes to the 

policy, which is expected to be signed 

off by the full council next month. 

Gliddon and Miller decided to effectively 

keep the status quo requiring clubs to have a 

duty manager within 15 minutes of the bar. 

Said Gliddon: “We just want to have a 

pragmatic approach to policy. 

“It doesn’t need to be over-complicated 

and it needs to be simple and clear for 

people to understand.”

Eastwick said the recommendation was 

“great news” and alleviated the club’s 

concerns. 

“Most of our managers live within 

15 minutes of the club anyway,” 

Eastwick said. 

Gliddon and Miller also decided 

not to extend the opening hours of 

bottle stores from 9pm to 10pm as 

had been proposed. 

The extension had been opposed 

by the police and Health New 

Zealand, which raised concerns 

about increasing the amount of 

alcohol-related harm in the district. 

Said Miller: “There was no strong 

demand for 10pm closing times.” 

The councillors also chose not to 

add a one-way door policy as part 

of the discretionary conditions, the 

addition of which was opposed by 

Hospitality New Zealand. 

The policy stops patrons coming 

into a bar after a certain time, but 

allows existing patrons to stay until closing 

time. 

“We thought we were creating more 

problems by having (a one-way door policy), 

because you have people loitering, when 

you’re actually safer to be inside a premise,” 

Gliddon said.

“The council has no plans to join 

Lincoln Rolleston,” Broughton said. 

Concerns over the merger of the towns 

came out of a workshop in Lincoln where 

residents gave their feedback on what they 

wanted the eastern Selwyn area to look 

like in the next 30 years. 

The council will be factoring in the 

residents’ feedback as it develops area 

plans for eastern Selwyn, Malvern, and 

Ellesmere. 

So far the council has spoken to 

more than 600 people in face-to-face 

conversations district-wide, many of which 

happened in workshops, and thousands 

more online. 

Broughton would like to see more intensive 

housing to manage the growth. 

“As we grow I think we need to go up 

rather than continue to spread out. 

“So it’s about the density that we’re 

willing to live in. At the moment in our 

towns, it’s 12 to 15 houses per ha and what 

does that one look like when it’s 25 to 50 

houses per ha,” Broughton said. 

Lincoln, Rolleston and Prebbleton are 

zoned for medium density, but most new 

homes are still three-bedroom, singlestorey 

houses. 

Housing intensification was brought up 

at the workshop and residents were open 

to it but only in the right places. 

Residents wanted green space in Lincoln 

protected and did not want intensification 

to come at the sacrifice of trees and parks 

in the town. 

Once the plans have been developed 

the council head back out for more 

consultation in August. 

Said council strategy team leader Ben 

Baird: “It’s nice to go out to people and 

listen and hear those ideas and use build 

that to build a plan for the community.” 

The final workshop is scheduled for 

March 6 at Te Ara Ātea from 6.30-8pm.

Strong opposition to new bottle store 


A PHARMACY owner is one of 

more than 100 people opposing a 

new bottle store in Leeston.

David Craig is making a bid to 

open a Bottle-O in an empty shop 

between the supermarket and 

Leeston Pharmacy. 

The application 

has received 124 

public objections 

and is also opposed 

by police 

and the medical 

officer for health.

anti-addiction medication, having 

a bottle store next door may tempt 

those being treated. 

“It’s ludicrous. We dispense 

medication to help with alcohol 

addiction, and you walk in and 

you’ve got temptation right there.” 

APPLICATION: The Bottle-O is proposed to go in between the Leeston Pharmacy (left) and 

Fresh Choice. 

Stevens said while the supermarket 

also offers alcohol, it is more 

discreet than a bottle store. 

Craig said while he understood 

the concerns, he believed the pharmacy, 

which has its main door on 

the street, would be far enough 

away from the bottle store. 

“It is beside it, but we wouldn’t 

be branding that (side) with 

alcohol advertising,” Craig said. 

Stevens also believed Leeston 

already had enough places to buy 

alcohol. 

“We’ve got Super Liquor 50m 

down the street, and we’ve got the 

Crate and Barrel 200m down the 

road. You’ve got the Suburban Eatery 

which you can also purchase 

alcohol at,” she said. 

“So it really does beg the question, 

do we need another one?” 

Craig said he has received a lot 

of support for the idea. 

“We’re dealing with a lot of 

locals and hearing feedback from 

people that Leeston needs more.” 

Super Liquor owner Gulshan 

Gluati said he could not make a 

submission due to being a direct 

competitor, and declined to 

comment any further. 

Craig said he was looking at 

offering premium beer and wine 

options, along with spirits. 

‘I’m not interested in selling 

rocket juice and all that stuff,” 

said Craig, adding that the 

supermarket would reduce the 

amount of alcohol it sold if the 

Bottle-O was approved. 

He would also look at 

establishing a wine club to 

promote local vineyards. 

Craig said he is not bothered if 

the application fails. 

“The community will have its 

say when the feedback comes 

through.”

draws big crowd

Terrace Station were abuzz 

on Saturday as 400 eager 

treasure hunters explored the 

station’s inaugural antiques and 

collectibles market. 

Siteholders from across 

Canterbury set up stalls full of 

unique finds, from rare antiques 

to timeless collectables. 

“It was a very happy day – we 

are just thrilled with how it went,” 

said Terrace Station’s Kate Foster. 

“Many thanks to all the 

volunteers, the Hororātā 

Community Trust, and the site 

holders who helped make it 

happen.” 

Attendee Steve Raukawa 

praised the organisation of the 

event. 

“The location was fantastic, 

and the execution was brilliant, 

from the parking attendants to 

the overall smooth running of the 

day,” he said. 

“The high quality of the 

stallholders really set this event 

apart – I’d love to see it become 

an annual occurrence.”

Legal loss but ‘moral win’ in ticket fight 


FOR JOHN Boulton, fighting a 

parking ticket was much more than 

the $40 penalty from the council. 

Boulton was ticketed for parking 

his ute with two wheels on the 

berm outside his Lucca Cres property 

on August 16. 

The Rolleston resident lost his 

battle to have the ticket dismissed, 

but said his story will raise awareness 

so others do not get caught. 

“The moral win is that we’ve 

got the story out there about what 

Selwyn District Council are doing 

to people.” 

“Win or lose, I’d won already.” 

It was the first time the council 

had been taken to court over a 

parking ticket. 

In court, the council’s parking 

compliance officer, who was 

granted name suppression, said 

they were on the street responding 

to a different complaint when 

they noticed Boulton’s ute parked 

illegally. 

In cross examination, Boulton 

asked the officer why they did not 

knock on the door. 

They responded: “We don’t 

knock on doors for the safety of our 

officers.” 

In his evidence, Boulton said 

before he was issued the ticket 

he had been parking in the same 

spot without issue for four-and-ahalf 

years.

On the day he was ticketed, 

Boulton said a truck was parked 

on the other side of the road. If he 

had not parked on the berm there 

would not have been enough space 

on the road for the likes of emergency 

vehicles to pass through. 

The council’s lawyer Sophie 

Meares asked Boulton why he did 

not park further down the road. 

“I did not think of that at the 

time,” Boulton responded. 

“Win or lose, I’d won

“I’d raced home because we 

were going to a wedding and when 

I got home my wife was still out 

getting her hair done so I parked 

on the road.” 

When asked by Meares if he 

knew of the bylaw which states 

you cannot park on berms in residential 

areas, Boulton said he was 

not aware of it at the time. 

Meares said the council had 

been running an education 

campaign about safe parking since 

2022. 

In delivering his verdict, 

Justice of the Peace John Skipper 

said while he sympathised with 

Boulton, he could not go past the 

“black and white” of the law. 

Boulton will pay the $40 ticket 

plus $34 in court fees. 

“$34 for court costs is nothing. 

It has cost council a lot more to 

drag me through to this stage – it 

would have been cheaper for them 

to wipe the ticket in the first place.” 

Council head of regulatory 

Susan Atherton would not say 

specifically what the exercise had 

cost the council. 

“There was a fee to lodge the 

request for a hearing, the staff 

time spent on the case was part 

of their regular work requirements 

and was not recorded as 

there was no additional cost to 

the council,” Atherton said. 

“It is useful to have our 

processes reviewed and we are 

pleased they were upheld in this 

case. We will take some time to 

review the comments made in 

the decision and consider if there 

are any changes needed.”

flower show 

A HUSBAND and wife gardening 

duo took out the top prize 

for the second year running 

at Southbridge Horticultural 

Society’s annual flower show on 

Friday. 

Claudine and Jack McCormick 

won the R J Parkin Cup for the 

most points across all sections. 

Additionally, they secured the 

most points in four different 

judged categories: Fruit, 

vegetables and flowers; cut 

blooms other than dahlias; cut 

blooms including dahlias and 

rose classes. 

“It has been a season of variable 

weather, but the flower show must 

go on,” society secretary Warren 

Greenwood said. 

With competition entries up 

on last year, Greenwood said the 

flower show was a success with 

visitors impressed by the quality of 

the flower, dahlia and art displays. 

Sand saucer art created by pupils 

from Southbridge Primary School 

provided a backdrop for visitors 

enjoying their Devonshire teas.

Sunflower field fundraiser blooms again

AFTER LAST year’s successful 

event, the Christchurch Sunflower 

Field is back, bigger and better 

than ever. 

Visitors to this year’s event, 

which is a fundraiser for 

Ladbrooks School, can explore 

more than 100,000 sunflowers and 

enjoy more amenities, including 

coffee, ice cream, and food trucks 

on-site during weekends, as well as 

‘Food Truck Friday in the Field’ for 

a sunset picnic. 

“We’re really trying to do a bit 

more than just the sunflowers,” 

said organiser James Christie, a 

Ladbrooks parent and owner of 

the field next to Rossendale Wines 

on Old Tai Tapu Rd. 

Focused on creating a familyfriendly 

atmosphere, the event 

continues to involve Ladbrooks 

pupils, a highlight from last year. 

“The kids really love being 

involved and coming along with 

the adults to work the shifts. 

“It’s got a really good family 

atmosphere,” he said. 

While there isn’t a set 

fundraising target, organisers 

expect to surpass the $40,000 

raised last year. 

“We’re really grateful for the 

support we got last year and we got 

lots of people asking if we could do 

it again.”

which was past its use-by date, 

Christie said. 

Funds raised last year helped 

the school purchase new iPads, 

charging stations, and monitoring 

tools to enhance pupils’ learning 

experiences. 

“Before that, it was a bit of a 

race to see who got the two good 

(iPads), who got the second tier, 

and who got stuck with the ones 

that don’t really work,” said 

Christie. 

“It’s a small little country school 

and they don’t really have enough 

funding to give our kids the best 

educational outcomes. 

“This enables us to get a bit 

closer to those goals.” 

Thanks to extra volunteers, the 

field is open every day this year, 

compared to just Wednesdays and 

weekends last year. 

A $5 entry donation is 

recommended, with sunflower 

stems priced at $3 each. 

“Other fields are charging quite 

a lot more than that, but we’re 

really keen to make sure it stays 

accessible to the community,” said 

Christie.

AFTER BEING denied a T20 

three-peat, Weedons have now 

turned their attention to the 

defence of their one-day title 

with two games remaining in the 

regular season. 

Weedons went down by four 

runs to Cheviot in the T20 final 

at Mainpower Oval on Sunday, 

talking to Finn Rudd, a self-taught 

kicker who finished at Lincoln 

High School in 2016. 

Rudd got a scholarship with 

division 1 college University of 

California, Davis, in 2021. 

Rudd now works as a 

groundsman at New Zealand 

Cricket’s high performance centre 

at Lincoln University. 

Said Redman: “ I knew what 

American football was but that 

was it until October, November 

last year. 

“As I was getting better, I started 

looking into it a bit more, posting 

on social media. 

“That’s when I decided, maybe 

a couple months ago, that I could 

actually be keen to give it a shot.” 

Redman kicks goals on the 

rugby field. But while taking a 

field goal in American football 

is similar to converting a try, 

the two disciplines do have their 

differences. 

“The football is a lot firmer, so 

it takes a lot more effort to kick it, 

probably twice the effort, and it’s 

a lot smaller, so there’s more of a 

point of error,” Redman said. 

He said the biggest difference 

between kicking a goal in 

American football is you don’t 

chasing 138. Jeremy Benton’s 53 

not out failed to get them over 

the line, despite scoring 18 off 

the last over. 

It meant they surrendered the 

T20 trophy which they won last 

season and in 2023. 

But they still have the one-day 

trophy in hand after winning it 

last year. 

The two round-robin games 

use a tee like you do in rugby. He 

is eyeing a scholarship to a top 

college, similar to the path Rudd 

took four years ago. 

“ If you go to university, you can 

kick for a few years and get much 

better,” Redman said. 

“ (I’ll) try and go study over 

there, doesn’t matter what it is, 

just to kill the time while I’m there 

playing.” 

In pre-season with New 

Brighton at the moment, he 

doesn’t know how long it will take 

for him to find out if his trial has 

been successful or not. 

He will focus on rugby once he 

returns from the US. 

“ It could take up until 

August, when their season starts. 

A team might have a kicker, so 

they’ll go: ‘We don’t need you, 

we’ve already got a kicker’,” he 

said. 

“And then, who knows, 

they could have an injury, 

and then they’ll start looking 

elsewhere. Maybe I could get a 

phone call then saying: ‘I saw you 

kicking, do you want to come play 

for us?’ 

“It could be a month, it could be 

all the way to August, so I’ve still 

got my rugby on the go.”

Restoring one of Canterbury’s original 

matai forests made easier with grant 

WHEN THEY’RE not giving 

jet boat experiences on the 

Waimakariri Gorge, Robyn and 

Paul Mullan from Alpine Jet 

Thrills are working on protecting 

and restoring the natural 

environment of their backyard, 

with support from the Selwyn 

Natural Environment Fund 

(SNEF). 

The purpose of the SNEF is to 

encourage and assist landowners, 

individuals, community groups, 

and mana whenua to protect, 

restore, and enhance the natural 

environment. Thanks to the 

fund, a range of new planting and 

biodiversity projects have taken 

place across the district over the 

last year. 

The site Robyn and Paul Mullan 

lease for their business is adjacent 

to a small remnant of native forest 

that has one of the largest remaining 

matai trees on the Canterbury 

Plains. 

Until recently, the bush was 

overrun with woody weeds such as 

blackberry, as well as predators. 

During the Covid-19 lockdowns, 

Robyn and Paul began 

clearing out the weeds and putting 

a walking track through the forest. 

In the past couple of years,

walking track and added native plantings, a predator trapping network and educational signage to a small patch of native 

forest adjacent to their business.

The bush is now almost free of 

weeds and with the reduction in 

predators, it is full of birdlife and

Robyn says the funding has 

allowed them to develop this small 

but significant piece of native bush 

into something that can illustrate 

the diversity of a section of wilderness 

in New Zealand. 

“It has enabled our small project 

to come alive and be a significant 

addition to our business with several 

thousand international guests 

annually having the opportunity 

to appreciate a select sample of 

New Zealand native bush.” 

She says the support shown by 

the council through this fund has 

been extremely important. 

“It has supported us both 

financially and encouraged us to 

continue the work we are doing. 

“The feedback we have 

received from our visitors and 

the council has been very helpful 

and certainly has spurred us on 

to do more.”

Southbridge sunflower innovation

Altonbrook Farm, Southbridge, is now 

in its fifth year of large scale sunflower 

production, inspired by innovative 

research from the Foundation for Arable 

Research (FAR). 

FAR, working with Rolleston-based 

Pure Oil NZ, led a two-year project 

to explore sunflowers’ potential as an 

alternative land use and crop rotation 

tool. While sunflowers grow well in NZ 

conditions, they are traditionally grown 

here for bird feed. This research explored 

whether high-oleic varieties could be a 

viable and profitable crop in their own 

right. 

FAR’s Ivan Lawrie explains: “Consumer 

demand is strong for hi-oleic sunflower 

oil, which is a top-quality oil with 

a higher smoke point than regular 

sunflower oil, and many sought-after 

health attributes, including low saturated 

fat content and high monounsaturated 

fat.” 

Pure Oil NZ sought suitable farms 

to establish this crop, and Altonbrook 

Farm jumped on the opportunity. Farm 

Manager Vanessa Shearer recalls that 

the first couple of years brought some 

challenges, but the farm is now fully in its 

stride with this alternative and striking 

crop. “Getting the sunflowers established 

can be tricky, but once they’ve grown 

to knee height we know they’re going 

to make it. From there, they are low 

maintenance, with few pests, until the 

seeds ripen within the flowers and the 

birds come!” 

Jacob Babington, the farm’s Arable 

Manager, sings their praises as a 

restorative crop. “Sunflowers are great for 

soil health. They draw lots of nutrients up 

from the ground that other crops don’t. 

They are also deep-rooting, which aerates 

the soil. They are a perfect rotation crop 

for us – these fields transform from 

winter grazing to sunflower production 

from November to March, and then 

are ready to go straight into cereal 

production.” 

Science aside, there is no denying that 

Vanessa Shearer and Jacob Babington with the fruits of their labours 

this is a joyous crop. Each plant grows 

to over 6 foot tall, so being in their 

presence is remarkable. Combine that 

with the scale – Altonbrook Farm grows 

an astonishing 5.5 million sunflowers! 

The effect of so much colour is truly 

energising. “We all love it when it’s 

sunflower season”, says Vanessa. 

Pure Oil NZ crushes the seeds then 

extracts and cold presses the oil, all on site 

in Rolleston. To taste that Southbridge

These tropical blooms 

make us think of balmy 

weather, blue skies and 

beaches, but not all 

members of this glorious 

genus require resort-like 

conditions to thrive,

THE VIBRANT, jewel-bright 

flowers of hibiscus are synonymous 

with blue skies and hot summers, 

but there are also varieties 

that hanker for cooler climes. 

From heat-loving, evergreen 

types that bring a tropical feel to 

the backyard through to the coldhardy, 

deciduous species, there is a 

variety to suit everyone and every 

climate. 

A classic beauty 

For most of us, the word hibiscus 

conjures up a memory of the 

iconicHibiscus rosa-sinensis, with 

its masses of bright scarlet, singlepetalled 

flowers and lush, darkgreen 

foliage all through summer 

and into autumn. But there are 

more than 200 diverse species of 

this tropical, tall-growing member 

of the mallow family, which can 

reach 4m high x 3m wide in five to 

ten years. 

H. rosa-sinensisplants are 

evergreen and well suited to New 

Zealand’s warmer areas north 

of Gisborne, such as Northland, 

Auckland and Bay of Plenty. For 

cooler regions, look for hardier, 

older-style Fijian varieties such as 

‘Gold Sovereign,’ a real show-off 

with shaggy, double, yellow flowers 

with a reddish base, and rose-red 

single, ‘Ruby.’ 

Hawaiian styles 

With enormous flowers with 

wrinkled and textured petals, the 

spectacular Hawaiian hibiscus 

comes in a huge array of vivid 

colours (except blue). It is less vigorous 

and more frost-tender than 

its Fijian counterpart. 

Look for the single-flowered 

‘Tango’, a bright iridescent orange 

to brick red with a deeper red 

eye; ‘Molly Cummings’, a dark, 

velvety red that’s almost black; 

and ‘Hawaiian White’, which has 

huge, white, funnel-shaped flowers 

with a surprising, albeit delightful, 

fragrance. 

If you’re after a clear, strong 

orange, go for ‘Prince of Orange’, a 

gorgeous flower with gold edging. 

Cooler customers 

If you live in a cooler, frost-prone 

region and hanker after a hibiscus, 

the cold-hardy, deciduous types 

such asH. syriacus, known as rose 

of Sharon, are just as appealing. 

Although lacking the flamboyance 

of the larger-flowered heat lovers, 

the plant’s extreme hardiness 

makes it a valuable garden shrub. 

These vigorous, upright plants 

grow to 2m high by 1.5m wide. 

The hollyhock-style flowers are 

single and semi-double, and appear 

freely throughout summer 

and also autumn. Easy-care, beeattracting 

‘Coelestis’ is a favourite, 

with pale violet-blue, single flowers 

with a rose base. 

Colour chameleon 

Late-summer and autumnflowering 

H. mutabilisis called 

the Confederate rose in the USA, 

with legend telling us the flowers 

soaked up the blood of fallen soldiers 

on Civil War battlefields. 

It is a real southern belle, with 

frilly skirts of frothy, double flowers 

smothering a bush that’s 3.5m 

high and almost as wide. The 

flowers open white in the morning, 

then change to light then dark 

pink as the day progresses, hence 

the name ‘mutabilis’, which means 

changeable.

Native bloomers 

Until you see the flowers, you 

might find it hard to believe that 

our native hibiscus are related to 

the more iconic representatives of 

the genus. This is partly because 

their growth form is very different. 

We have three native hibiscus 

species but one of them, H. trionum, 

is a bit of a puzzle. 

While it hasn’t been considered 

a true native for some time, 

scientists have discovered that 

the New Zealand and Australian 

plant is slightly different from H. 

trionum growing in other parts of 

the world. 

Classified as an annual or 

short-lived perennial, depending 

on the climate in which it grows, 

the large flowers are a charming 

creamy yellow with a maroon, 

almost-black eye. The flowers last 

only a day but appear freely for 

several months (from late spring 

to autumn) on a small (50cm), 

verging on dainty, groundcovering 

bush. 

A favourite of birds and foraging 

bees, H. trionumis easy to 

grow, tolerating dry conditions 

and coastal winds. 

Known commonly as the bladder 

plant, it produces inflated, 

pale-green seedpods that are 

streaked with purple and look like 

oriental paper lanterns, which are 

great for picking and floral work. 

The seed pods self-seed freely, 

so much so that in other parts of 

the world the plant is viewed as a 

weed. 

The two other species, which 

are verified natives, are H. richardsonii, 

a similar species that has 

smaller, uniformly cream flowers

without the coloured eye, and H. 

diversifolius, which has the purple 

blotch and grows in a wiry tangle. 

Growing information 

Hibiscus need protection from 

strong winds and love a place in 

full sun, although direct sunshine 

for long periods may burn flowers. 

Planting in semi-shade, however, 

may result in sparse foliage and 

fewer flowers. Ideally, get them 

into the ground during spring and 

summer so the root system can 

establish while the soil is warm. 

A perfect situation is against a 

sunny wall where overhanging 

eaves can provide shelter from 

excessive rain and frost (generally, 

hybrid hibiscus will tolerate temperatures 

down to 3-4°C). 

Plants will flourish if fed 

monthly with a well-balanced 

fertiliser, preferably one that’s high 

in potassium, during the growing 

season. 

Hibiscus are lovers of light, welldrained 

soil, so perfect drainage is 

essential. Despite that, they do require 

ample moisture, and a regular, 

deep soaking during warmer 

months will not only prevent soil 

drying out but encourage good 

health and abundant blooms. 

To keep shrubs bushy and 

free-flowering, prune back oneto 

two-thirds of the past year’s 

growth in late winter or early 

spring – any more than this will 

harm your hibiscus.

Dealing with carpet cleaning emergencies

With the best will in the world, carpet 

stains do happen. From spills to shoes 

to little presents offered up by a baby 

or fur baby, the culprits are legion but 

fortunately the fixes can be simpler than 

you might think. And are usually found in 

your pantry. 

Act fast! 

1. Take initial action fast. Even if 

you’re hosting a dinner party, 

people won’t be offended if you take 

initial action on a wine stain. 

2. Remove any solids from whatever 

the stain is. 

3. Start dry. Blot the area with a clean, 

dry, absorbent item – kitchen towel, 

tea towel or any other cleaning 

cloth. The key word is blot – not 

rub! Rubbing pushes the stain into 

the fibres. 

4. Blot your dry cloth from the outside 

of the stain inwards, until your 

cloth no longer picks up any colour. 

5. Now it’s time for a clean wet 

cloth, using cold water plus 

your preference out of the usual 

household superstars – white 

vinegar or dishwash liquid or 

baking soda. These are safe whether 

your carpet is wool or synthetic.

Summer is here, and with it comes 

the season of harvest, long days, 

and warm evenings spent outdoors. 

I hope everyone had the opportunity 

to reconnect with family and friends 

over an unusually cool January, and 

took some time to reflect on what was 

achieved in 2024 and what you want 

to focus on in 2025. 

To those in our community for whom 

this time of year is especially busy 

— our farmers working through the 

harvest, emergency service personnel 

keeping us safe, and the many in retail 

and hospitality ensuring we have 

what we need — thank you for your 

dedication. Lets all work together for a 

great 2025. 

A Thriving District 

Selwyn’s rapid growth continues to present exciting opportunities and unique challenges 

and we are proud of the dynamism and innovation that define our communities. 

This growth requires long term strategic planning and partnership with central government 

and mana whenua to ensure we maintain our quality of life. Recently, I met with Education 

Minister Erica Stanford to discuss how our schools are adapting to increased demand. 

From Rolleston to Windwhistle, schools are feeling the pressures of roll growth and the 

balance of teaching and administrative responsibilities. Minister Stanford committed to 

working with the Ministry of Education on a Selwyn-specific education plan to ensure 

our district is equipped to meet current and future needs. 

I am looking forward to seeing this plan once finalised. This is a positive step toward 

ensuring our tamariki have the resources and spaces they need to thrive.

Delivering on 

Year One of the 

Long-Term Plan 

We’re halfway through the financial 

year, and I’m pleased to share that 

we’re on track with the Long-Term Plan 

commitments we made to the community. 

In Lincoln, the Town Centre upgrade has 

started with the construction of two new 

car parks, the first phase of a wider project 

to improve Gerald Street, increase public 

space, and enhance traffic safety. Funding 

for this project was brought forward in the 

Long-Term Plan. 

Shaping Selwyn’s Future 

Looking ahead, the Waikirikiri Ki Tua Future Selwyn framework provides a visionary plan 

for intergenerational well-being, sustainability, and growth. Launched at Te Ara Ātea, this 

strategy reflects the input of over 600 community submissions and sets priorities for 

creating a liveable, innovative, and connected district. We have started to engage with 

residents, businesses and schools to develop area plans that bring localism to the forefront 

of these initiatives. 

These area plans will allow us to tailor solutions to the unique needs of each community, 

ensuring that everyone has a say in shaping Selwyn’s future. I encourage all residents to 

participate in this process and share your aspirations. Tell us what you love and want to keep, 

as well as what you’d like to change and improve, so that these plans work for all our towns, 

both big and small. 

Community Spirit 

At its heart, our community is built on the connection and collaboration of volunteers. This is 

evident in the many volunteer-driven events, cultural celebrations, and community projects 

that take place across the district. Whether it’s organizing a local sports day, contributing to 

cultural festivals, or simply offering a helping hand to a neighbour, these acts of kindness and 

generosity strengthen the bonds that make Selwyn a special place to live. 

Thank you for your many volunteer hours and together lets continue to build a thriving, 

inclusive, and innovative community that we are all proud to call home 

The Ellesmere to Pines Pipeline is ahead 

of schedule, and we’ve completed key 

projects including the refurbishment of 

Southbridge Pool, upgrades to the Trices 

Road and Tosswill Road intersections, the 

Broadlands Drive Park and Ride, and the 

Shands Road roundabouts. 

Our road maintenance program has been 

successful, with over 60 kilometres of road 

resealed by the end of the year, putting us 

on track to reach 75 kilometres by April. 

A reference group has been established 

to support the development of Whata 

Rau, Leeston’s new community facility, and 

consultation with the Sheffield community 

is underway regarding the future of the 

Sheffield Memorial Pool. 

In economic development, 62% of you 

supported the Council playing a greater 

role. In November, we adopted the Kai Aku 

Rika Economic Development Strategy, 

signed partnership agreements with 

Lincoln University and Kiwirail. We have 

also begun work on an Energy Plan and 

investigating dark sky accreditation for 

Arthur’s Pass and Castle Hill. 

Finally, we’ve launched a new booking 

system to improve access to Council 

facilities. 

We’re making strong progress, and I look 

forward to what’s ahead as we continue to 

build a stronger community.

Economic Development and Innovation 

The launch of the Kai Aku Rika Economic 

Development Strategy marks a pivotal 

step for our future. This initiative provides 

a roadmap for sustainable and inclusive 

growth, aligning with our vision for innovation 

and resilience. 

With a dual name and a whakataukī unveiled 

by Dr. Liz Brown of Te Taumutu Rūnanga, 

the strategy emphasizes the cultural and 

economic aspirations of Waikirikiri Selwyn. 

The Council has signed a Memorandum 

of Understanding with KiwiRail, which will 

bolster economic opportunities in our region. 

KiwiRail’s investment in low-emission 

locomotives and a proposed world class 

freight hub in Rolleston aligns with our goals 

of enhancing connectivity and reducing 

road traffic. 

These initiatives not only support businesses 

but also position Selwyn as a key player in 

regional and national commerce. 

One focus of the Economic Development 

Strategy is on decentralised renewable 

energy. 

Lincoln University’s acquisition of New 

Zealand’s first fully electric tractor highlights 

the innovation taking place right here in our 

community. Powered by the Lincoln Energy 

Farm, this initiative ties into the Council’s 

broader goals of promoting sustainable 

energy through collaboration with 

universities and energy providers.

Engaging with All Ages 

Our young people are not only our future, but also vital 

contributors to shaping Selwyn’s present. The Piki 

Amokura Youth Strategy, adopted last year, underscores 

our commitment to supporting young people in Selwyn. 

With one-third of our population under 24, this strategy 

ensures we are creating an environment where youth can 

thrive. From education to employment opportunities, no 

matter how long you have lived here, we aim to provide 

the resources and support necessary for their success. 

Equally, our seniors are a valued part of our community, 

and we continue to support their well-being and 

inclusion. The SWELL Senior Lifestyle Expo brought 

together over 70 community organizations and wellbeing 

providers to connect older residents with services 

and opportunities. Events like these are vital for fostering 

a sense of belonging and ensuring that everyone 

in Selwyn feels supported and valued. This is also 

supported by the Te Paepae Ageing Positively Strategy. 

Both the Piki Amokura Youth Strategy and Te Paepae 

Ageing Positively Strategy were designed with feedback 

from more than 1000 residents over 60 years of age and 

more than 2500 people under 24 years and set us up 

well for supporting all ages of our community to thrive.

Darfield Multicultural Dinner 

The Darfield Residents’ Association Multicultural Dinner was 

a wonderful celebration of our community’s diversity. With 

performances including kapa haka, traditional Indian dancing, comedy, 

and a lively ukulele band, the evening was a fantastic showcase of 

culture and talent. 

Tuna Eel Sculpture Opening 

After years of hard work spearheaded by the Ellesmere Lions and supported by 

dedicated volunteers and contractors, the eel sculpture in Leeston was officially 

completed. I had the honour of opening the sculpture alongside Lions President 

Donald Green, with Puamiria Parata-Goodall offering a blessing on behalf of 

Te Taumutu Rūnanga. The opening was well attended and celebrated under the 

sunny spring skies, marking a special day for the Leeston community. 

Enjoying Summer in Selwyn 

Despite the weather, we will have over 50 events happening through our Summer 

in Selwyn calendar. Emergency Services Day and Teddy Bear’s picnic have been 

highlights already and there’s still plenty to come with the Month of Sundays music 

in the sun in Lincoln, along with picnics, pool sessions and the Darfield Skate Jam. 

Hororata Highland Games 

The Hororata Highland Games drew over 10,000 visitors to enjoy outstanding 

entertainment and spirited competition. Games included tossing the caber, 

tug o’ war, piping and drumming and highland dancing. 

Leeston Cenotaph Anniversary 

It was a privilege to commemorate the 100-year anniversary of the unveiling of the 

Leeston cenotaph. We remembered those who made the ultimate sacrifice for our 

freedoms. My thanks to the organising committee and everyone who attended 

this meaningful event.

Keep your cool 

this summer 

As the temperature rises and we enjoy those hot 

summer sunny days, there are natural ways to keep 

the temperature down in your home without resorting 

to an air conditioner. Not only can you save money, 

but you can also help protect the environment. 

• Closing your blinds is one of the most 

straightforward solutions. Closed blinds will 

reflect heat radiating from the sun’s rays through 

the windows. However, you can still allow indirect 

sunlight by opening the curtains on windows that 

don’t face the sun directly. Another option is to use 

blackout curtains to block sunlight and insulate the 

room. At the same time, solar screens and window 

tints can prevent specific wavelengths of radiation 

from penetrating and reduce heat in a room. 

• Using nature’s own airflow is another effective 

method to keep cool in the heat. For example, open 

windows can provide a cross breeze that will direct 

hot air away. However, keeping the windows shut 

and using ceiling or floor-based fans may be the 

answer when our warm northwest winds are blowing. 

These appliances require less power to operate than 

air conditioning and create an artificial breeze. For 

warmer weather, many ceiling fans have a switch 

that changes the direction to a counterclockwise spin 

which pulls warmer air up towards the ceiling and 

forces cooler air down. Placing fans exactly where you 

need them also has its advantages. One trick is to put 

ice or cool water in front of a fan to allow the air to 

pass over the ice, become chilled and then circulate 

cold air around the room. 

• Close doors to unused rooms during the day. This 

prevents cool air from moving into the rest of the 

house, but lets air flow naturally throughout the house 

at night. 

• Change your lighting to LED. This simple step will 

help cool a room, as incandescent lights produce heat 

and waste energy. 

• Shield your home by using awnings or shade sails. 

Consider planting trees near windows as this will help 

reduce the heat entering your home. 

• Kiwis love cooking on BBQs, and this is a great 

way to reduce heat build-up in your home. Using 

your oven or stove in the summer will make your 

house hotter, so perhaps use a pressure cooker or a 

microwave. Plan to use large appliances like ovens, 

dishwashers, and washing machines in the cooler 

evening hours. 

• During the day choose loose and comfortable 

clothing and drink chilled drinks to keep you 

hydrated and cool. You can also lessen the impact of 

warm nights by changing your sheets to cotton or 

bamboo. 

Summer doesn’t have to mean relying on your air 

conditioning when there are several natural and easy 

ways to be cool in your home, saving you money and 

being environmentally friendly.
