“That’s where I gained my

love for swimming. Then I

joined the swim team and

became a lifeguard, now I’m

teaching — have fun, listen

and learn. I want students to

wan to come to swim lessons,

not dislike coming,

because I want them to

enjoy swimming maybe

even more than I did.”

This is Koopmans’ fifth

year as a lifeguard and swimming

le sons instructor.

“It fits with my major in

that I have to make le son

plans for elementary age

kids but I also ge to connect

with elementary kids in

a di ferent way than jus the

cla sr om se ting,” she said.

“I also wan to instruct

course last semester, he

received a notification it had been

flagged by an artificial intelligence

detector as generated by A.I.

“The online interface that the college

uses checks for A.I. and originality

in each individual assignment, and

one of my assignments I put in, it got

flagged as A.I.-written — but it wasn’t,”

ORANGE CITY—Hospice care provides peace for

people in their final moments, but finding a comfortable

place to stay while receiving such services

is a challenge in N’West Iowa.

Janelle Volkers of Orange City knows from personal

experience how valuable quality hospice care

facilities can be, and she’s seeking to build a hospice

care facility of her own in Orange City.

Fundraising material describes the facility, named

Evensong Hospice Home, as Iowa’s first and only

nonprofit private-pay hospice home.

“The name Evensong was in my devotions about

four years ago,” Volkers said. “It’s a Gaelic term for

the end of the day, the last songs of the day or the

last worship of the day. It can mean the last hour

REGIONAL—It’s been a bit of a slow flow

for the Lewis & Clark Regional Water System

for the past few months, but another

round of federal funding has led to a rush

of excitement.

President Joe Biden signed the fiscal

year 2023 Appropriations Bill on Dec. 29,

REGIONAL—Students got a little extra

winter vacation this week as another

snowstorm rolled in, with this one topping

records as it dropped more than a foot of

which includes $18.6 million for ongoing

construction for Lewis & Clark.

While Lewis & Clark received $22 million

from the same bill last fiscal year, the $18.6

million is what leaders from the regional

water system were asking for in 2023.

“We were very pleased. Part of it was

proposed by the administration and the

biggest chunk came from a congressional

request, known as an earmark,” said Troy

The flakes started falling Monday afternoon

and continued into Thursday morning.

The storm system totaled an estimated

13.1 inches in Rock Rapids, according to

the National Weather Service.

Some areas saw as much as 7.5 inches of

snowfall from the first major wave of the

storm on Tuesday, a record according to

NWS data.

The snow was not quite as intense

farther south. Orange City, for example,

re ceived 4.4 inches. However, high winds

resulted in low visibility and led to multiple

government agencies advising against

travel, especially on rural roads.

REGIONAL—Retiring Family

Crisis Centers executive director

Shari Kastein has had the word

“first” paired with her name

more often than most in the

decades she has advocated for

victims of domestic violence,

human trafficking and other

violent crimes.

The 59-year-old opened South

Dakota’s first family crisis center

in Redfield in 1986.

Shortly thereafter, former

South Dakota Gov. George Mickelson

appointed Kastein to serve

on the state’s first Victim Compensation

Board of Directors,

which oversaw the compensation

of crime-related expenses

for crime victims.

In 2015, Kastein partnered

with the Iowa attorney general

Tom Miller to establish the

state’s first and only statewide

call center dedicated to victim services. Last

year, she established the first family visitation

center of its kind in Iowa, creating a

safe space for supervised visits and custody

exchanges for families in the tristate region.

“It’s really groundbreaking for Iowa,” Kastein

said. “It was so, so much work — but so

rewarding to do.”

Joining the other “firsts,” Kastein also

was the first Iowan to be honored by the

U.S. Justice Department with the Special

Courage Award, which she was presented

in 2019. The award recognizes

Americans who have responded to

their own victimization with exceptional

perseverance or who have

acted bravely to prevent the victimization

of others.

“Both myself and my daughter are

survivors of violent crimes,” Kastein

said. “That definitely became a quest of

mine. I was like, ‘We need to be able to

give survivors a voice.’”

That quest has animated

her nearly 40-year career

in victims’ services,

including her 25 years of

Head Women’s Basketball Coach
