London to build new police headquarters on corner of Walnut & 1st

A new $9 million headquarters for the

London Police Department is expected to

open in late summer or early fall of 2026, according

to London Mayor Patrick Closser.

The 14,896-square-foot facility will be constructed

at the northeast corner of South

Walnut Street and East First Street. The site

is currently an open field, but a memorial bell

honoring soldiers lost in America’s wars and

conflicts will remain in place.

The new headquarters will replace the existing

facility at 10 E. First Street, providing

improved safety for officers and residents visiting

the lobby for police reports or other business,

said London Police Chief Glenn Nicol.

At the current headquarters, open common

areas in the lobby pose challenges, and

officers must ensure arrestees moving

through the building do not come into contact

with others, Nicol explained.

“We’ve never had a building designed for

modern policing until now,” Nicol said.

The current police department consists of

two adjoined buildings: one built in 1910,

measuring 2,000 square feet, and another

constructed in 1920, measuring 4,400 square

feet. Together, these buildings total less than

half the size of the future headquarters.

“The modern design will be much safer,”

Nicol said.

for arrestees, the new facility will provide officers

and detectives with more workspace for

writing reports, as well as additional areas for

conflict mediation and interviewing witnesses

or victims.

The headquarters will also feature secure

parking for police cruisers and a sallyport–a

designated area for safely transporting arrestees

between vehicles and the processing

area inside the station.

“Our new headquarters will provide all the

features required for a modern police station,

including adequate office space, a training

room, larger record storage, and evidence

storage,” Closser said.

Construction is expected to begin in May.

On March 6, London City Council approved

legislation appropriating the necessary

funds for the project. More than half of

the $9 million cost will be covered by federal

funding. The city received a $5 million grant

from the United States Department of Agriculture

(USDA), Nicol said.

The USDA’s Community Facilities Direct

Loan and Grant Program provides funding

for essential community facilities in rural

areas, such as health clinics, town halls, libraries,

fire stations, and police stations, according

to the USDA’s website.

To cover the remaining cost, the London

City Council approved issuing $4 million in

bonds to fund the rest of the capital improvement

project.

Dairy producers: 2025 margin coverage program deadline is March 31

The U.S. Department of Agriculture

(USDA) is encouraging dairy producers

to enroll in Dairy Margin Coverage

(DMC), an important safety net program

that helps offset milk and feed

price differences. This year’s DMC

signup began Jan. 29 and the deadline

to enroll is March 31.

“We encourage producers to join the

368 dairy operations in Ohio that have

already signed up for this important

safety net program in advance of the

deadline,” said USDA Farm Service

Agency (FSA) Deputy State Executive

Director Traci Garza. “At $0.15 per hundredweight

for $9.50 coverage, risk protection

through Dairy Margin Coverage

is a cost-effective tool to manage risk and

provide security for your operations.”

The American Relief Act, 2025 extended

provisions of the Agricultural Improvement

Act of 2018 (2018 Farm Bill)

authorizing DMC for coverage year 2025.

DMC provides dairy operations

with risk management coverage that

pays producers when the difference

(the margin) between the national

price of milk and the average cost of

feed falls below a certain level selected

by the program participants.

DMC offers different levels of coverage

minus a $100 administrative fee.

The administrative fee is waived for

dairy producers who are considered

limited resource, beginning, socially

disadvantaged or a military veteran.

DMC payments are calculated

using updated feed and premium hay

costs, making the program more reflective

of actual dairy producer expenses.

has grown exponentially

in the past several

years," agrees

Trent Parker, Director

Trades Center,

which serves the International

Brotherhood

of Electrical

Workers Local 683.

“I have been working

here since 2005 and

in those years, we

had around 250 apprentices

enrolled at

any given time. But

from 2018 to today,

we have almost

tripled in size. Right

now, we have over

650 apprentices registered

with the Department

of Labor

who are attending

classes and completing

their on-the-job

training.”

And there’s no end

in sight, he adds. “In

the next two or three

years, we will eclipse

the 800 apprentice

mark.

There is just an

unbelievable number

of projects of significant

dollar size being

completed or still on

the books to get

started.”

The Tolles program

could provide a

pipeline for the local

electrical industry,

helping employers

find the workers they

need and students

find lucrative opportunities directly upon

graduation.

“The electrical apprenticeship program,

which would be the next step for students

after they graduate high school, is an earnwhile-you-lean

model,” Parker explains.

“They are earning wages while they’re

learning and walking away with tangible

skills, health care benefits, a pension — and

they have accrued zero college debt.”

“Right now when someone completes our

apprenticeship program, their wage minimum

is at least $40.50 per hour,” he adds.

Completing Tolles’ Electrical Program

will also give graduates a distinct advantage

if they opt to apply to an electrical apprenticeship

program after Tolles.

“It’s going to help them tremendously,”

Parker says. “They should be better qualified

candidates and students who go through

the Tolles’ program will be eligible to receive

some on-the-job credits.”

That could allow faster completion of an

apprenticeship program.

Students with a full year of electrical

training will also have an easier time getting

a job upon graduation.

“By making the program seniors only, it’s

going to be a lot easier to connect with the

industry,” Hacker says.

“Companies can see the end point for

these students and they can incorporate an

informal internship into their studies so

they can get the experience and be ready

upon graduation for a job. It could provide

near-immediate access to the next generation

workforce.”

“I used to tell people if you’re looking for

an electrical job, it might take me a week,”

Hacker continues. “That still holds true

today. A student who wants to start a job in

the electrical industry within a week of

graduating, we can find you a company

that’s hiring.”

Hacker says. “For kids coming straight out

of school, I see $20-$25 per hour. Both my

kids do construction in the summer and

make that. One of my boys was working a

skilled trade so he made closer to $35 an

hour. They were making good money right

out of high school.”

Electrical careers — like all construction

trades — have evolved and become more sophisticated

over the years, he adds.

“It’s not the career your mom or dad

might think it is,” Hacker says. “Construction

used to be compared to

LEGOs and Lincoln Logs — putting

things together. That’s changed. The

metaphor now is Minecraft. It’s the ability

to use and manipulate computer programs

to understand traditional processes. It’s all

technological advances and things you build

and create. It’s not just wiring a plug into

your house.”

“This is the furthest thing away from monotonous

you can get,” echoes Parker. “The

electrical industry is advancing and changing

more rapidly than probably any other

construction trade.”

Students who have good spatial reasoning

skills, enjoy working with their hands,

building things, working in a team environment,

having a variety of tasks and new

challenges each day and aren’t afraid of

hard, but rewarding work should do well in

Tolles’ new Electrical Program, Parker says.

HAMMOND

It is with heavy hearts that we share the

unexpected passing of Joshua Ray Hammond

on March 19, into his heavenly home

at the age of 40. Born July 26, 1984, in

Cleveland, Ohio, he was the eldest son of

Frank and Cheryl Hammond.

Joshua spent his youth in Tennessee, returning

to Ohio in 1994. He graduated in

2002 from London High School and moved

to Florida for several years before returning

to Ohio. Joshua adopted a faithful feline

companion in 2008, Starfire, who remained

glued to his side until his passing. A music

fanatic, Joshua enjoyed all genres and became

an avid record collector. Joshua collected

shoes, coats and became quite the

bargain hunter at auctions where he would

always seem to come home with a new project

to work on. Joshua loved nature, camping,

and his daughter, Haley remembers

childhood trips to the park. He enjoyed playing

cards and chess which quickly became

some of his favorite family pastimes with

son, Crosby. His son, Brody, will remember

the hours Joshua spent playing catch and

sharing the passion of baseball. Joshua also

assisted with the local London Area Baseball

Council teams. An avid Cleveland fan,

Joshua was sure to never miss a Cavaliers

or Indians game. Joshua will also be remembered

for his kind disposition and his

love and knowledge of the starry night sky.

Joshua was growing in the Lord at Guide

Church in Hilliard, Ohio, even attending

nightly revival the week of his passing and

encouraging others to attend.

Joshua strived to be the best dad he

could. His family was the light of his life.

Although our hearts are saddened by his

passing, the priceless memories of time together

will forever be cherished and fondly

remembered for years to come. He will be

missed deeply and forever loved.

Madison Plains continues powerlifting state championship tradition

The Madison Plains Powerlifting Tradition

Teams traveled to Kenton on March 15

for the Bill McClains Powerlifting Meet.

The Madison Plains Powerlifting Tradition

Teams has been around since 2011. The

program consists of our school athletes

that train in the weight room

year-round which is the foundation

of winning in life and winning championships.

Our lifters consist of football,

wrestling, basketball (both girls and

guys), volleyball, baseball, softball,

track, cheerleaders and just the

lifter that is a powerlifter. These kids compete

in other sports and still have time to

win championships and place in Divisions

5,6 and 7.

This meet has been up and running for

37 years and has been proclaimed to be the

Ohio High School State Powerlifting Championships.

Is there a formula? Yes, this is because

all the athletic programs are supporting

each other through all the different seasons

and doing what is in the best interest of our

kids at Madison Plains.

I have said this for many years, "It takes a

community to win championships. The core

value of MP Tradition Powerlifting is Team

First and Me Second.”

We coach our kids to be "selfless and not

selfish.” The expectation at Madison Plains

is to win championships in any sport we

have, and even more important - to teach

our kids to win in life. In order to win, you

have to exceed expectations as well as learn

to overcome and face adversity.

Leading the charge this year for the MP

Girls Team is three-time Ohio High School

State Powerlifting Champion (in the 155lb

Girls Weight Class), Senior Mackenzie

Reeves. Reeves is a four-sport varsity athlete

at Madison Plains, participating in volleyball,

basketball, softball and powerlifting.

She is the only three-time state individual

champion in school history. Mackenzie

placed first as an individual in the 155 lb

weight class with the top deadlift at 365 lbs

and top squat of 350 lbs.

Along with Reeves, is first-time state

champion Megan West, leading the 125 lb

class. Reeves set a new state record in squat

at 325 lbs and had the top deadlift of 290 lbs.

Dallas Johnston led the boys team with

his second individual state clinching 195 lb

Boys with the top squat of 600 lbs.

Hayes Smith, first-time state champion,

led the weight class of 165 lbs with the top

squat of 510 lbs and top deadlift of 470 lbs.

These lifters continue the tradition of individual

state champions at Madison

Plains High School now totaling 12

girls and six guys with plenty more

to come in the future! These stats

lead Madison County High Schools

with more individual state champions

in any sport!

Madison Plains Powerlifting Tradition

makes the mark for our Girls

Team as a three-peat championships totaling

5745 lbs. This will put another mark on

the banner, which makes it the fourth team

championships that the girls hold in school

history. While the boys powerlifting team

has only one Boys Team State Championship

Banner in history done in 2019. The

the schools record of 12,635 lbs, school

record 12,890 lbs

Our lifters, parents and coaches had a

long and remarkable day! The Ohio High

School State Powerlifting meet had close to

350 lifters total. We took 37 lifters to represent

Madison Plains. Madison Plains had

many State placers in each weight class as

well as. The state meet takes the top eight

girls in each weight class which we had 11

out of 16 places and the boys take the top 12

in each weight class which we had nine out

of 22 for individual placing.

It was such a rewarding day for Coach

Paul Bryant and Coach Michael Siders to be

able to coach such great kids that represent

Madison Plains High School. To top things

off for the day our Girls Team clinched the

state titles three years in a row which is historic

for any Madison County High School

athletic team!

I must say it was a humbling moment for

our school. Words can not express what us

coaches get out of being able to do this with

such great support from our community,

school board, administrators, parents,

coaches and our students! (Commitment To

Excellence!)
