CITY OF BRONSON
BRONSON CITY COUNCIL MINUTES -- JULY 9, 2024
BRONSON CITY HALL CHAMBERS
Meeting called to order at 6:00 PM by Mayor Jason Garnand. Council
members answering roll:
Brandi Jessen, Chad Merchant, Dave West, and
Jeff Keleher. Attorney Ryan Beardshear was present.
Woodbury County Sheriff’s report. There were 7 direct patrols for the month
of June.
Visitors: Tyler Widman: Representative for Greg Smith Farms. They have
received a grant from USDA for expanded housing for additional employees.
They would like to convert the existing garage at 10 E. Second into a 2
bedroom 1 bathroom stand alone dwelling. Tyler presented the council with
a drawing of the plan. After discussing the matter, there was a motion from
Councilman Keleher and a second from Councilman West, with all council
present voting yes to approve the building permit. The address of the house
will be 10 ½ E. Second.
Buddy Gordon: Has a potential buyer for the body shop. The buyer would
like the property fenced in. Buddy is having his property surveyed. Attorney
Beardshear looked into ordinances and it requires the fence to be at least 2
feet away from his property line. He asked about a culvert so there would be
a second access to his property. Council said he would have to put one in the
same size as to what is already there.
Reports:
Ambulance:
Nick was present to give his report. Things were pretty calm
over the 4th. He has ordered his 6 month supply for the ambulance.
Water/Sewer: Nick was present to give his report. Reported water service
line broke at 99 Pine Street in which it is up to homeowner to call plumber
and fix. Water has been turned off at the residence for now. Water useage
over the 4th was normal. Nick reported that he has ordered his supplies for
the water for the city. Matter of Mpire bill at 116 Oak brought back up. City
requested a video on the work done on their sewer problem so the city could
determine if the city was liable for some of the cost. Drain Specialists never
produced a video. After discussing the matter, Mayor Garnand proposed that
the city pay for $350.00 of the bill for the camera fee. Since there was not a
motion or second from the council, proposal was not passed by the council.
Maintenance: CJ was not present. New gate installed between
maintenance building and new city hall looks great! CJ changed locks at
concession stand.

Councilman West had a question on the S&S bill of $4098.75 on repairs of
the tractor. After discussing the matter, Mayor Garnand will talk to S&S.
There was a motion from Councilman Merchant and a second from
Councilman Keleher, with all council present voting yes, to approve to pay the
aforementioned bills.
Business:
1. Remote for scoreboard: a new remote was purchased for the
scoreboard. It was reported that it worked well over the 4th. Councilman
Merchant has the remote in his possession at the moment.
2. Ideas for ICAP $1000.00 grant: council will bring back ideas at next
meeting.
3. Ideas to spend $8000.00 left in ARPA: council will bring back ideas at
next meeting.
4. Bronson sign at park: lettering seems to be coming off. Mayor Garnand
will look into it.
5. Update on house 210 Pine: Attorney Beardshear has sent a certified
letter to the owners but it has been returned unopened. City is just trying to
find out the status of the damaged property and the timeline on reconstruction
of the home. Attorney will send another letter; if that fails, the City will move on
to the next steps.

ON THE MATTER OF THE PROPOSAL TO CONVEY REAL
PROPERTY TO DKOI, INC. PURSUANT TO A
PROPOSED PURCHASE, SALE, AND DEVELOPMENT
AGREEMENT, AND THE HEARING THEREON
PUBLIC NOTICE is hereby given that the Council of the City of
Correctionville in the State of Iowa, will hold a public hearing before itself at
its meeting that commences at 7:00 P.M. on August 12, 2024, in the Council
Chambers, City Hall, 312 Driftwood Street, Correctionville, Iowa, at which
meeting the Council proposes to take action on the proposal to enter into a
Purchase, Sale, and Development Agreement (the “Agreement”) with DKOI,
Inc. (the “Developer”), and the proposal to convey certain real property (the
“Development Property”) located within the Correctionville Commercial Urban
Renewal Area to the Developer, pursuant to the terms and conditions of the
Agreement. The Development Property is legally described as:
Lot 1, Nelle Belle Addition to the Town of Correctionville, Woodbury
County, Iowa
The Agreement proposes that the City would sell the Development
Property to Developer for $6,600 and in consideration of Developer’s other
obligations set forth in the Agreement, including that the Developer will
construct a digital advertising sign, and all related improvements, on the
Development Property subject to the detailed terms and conditions set forth
in the Agreement.
The Agreement also proposes that the Developer and the City will enter
into a Minimum Assessment Agreement with the County setting the minimum
actual value of the Minimum Improvements for tax purposes at not less than
$200,000.
A copy of the Agreement is on file for public inspection during regular business
hours in the office of the City Clerk, City Hall, City of Correctionville,
Iowa.
At the time and place set for the public hearing, interested individuals will
be given the opportunity to express their views, both orally and in writing,
on the proposed conveyance and proposed Agreement. After all objections
have been received and considered, the Council may at this meeting or at
any adjournment thereof, take additional action to approve the Agreement
or to modify the Agreement, or may abandon the proposal to authorize said
Agreement.
