Italian electronics manufacturer

not coming to London

By A. Kevin Corvo

Messenger staff writer

An Italy-based company focused on the

renewable energy sector has decided not to

locate in London later this year.

“Our understanding is that after an internal

interview, the company is not moving

forward with the project,” said Jon Keeling,

communication director for Columbus Partnership,

a private, non-profit, membershipbased

organization of CEO’s in central Ohio.

De Angeli Prodotti was to occupy the vacant

Honeywell Intelligrated plant, 475 E.

High St.

The plant’s closure was announced in

April 2024 and the company has since entirely

vacated.

De Angeli Prodotti, headquartered in the

northern city of Padua, Italy, specializes in

manufacturing conductors that support sustainable

and flexible power grid solutions.

“When we heard that Honeywell Intelligrated

was closing, we immediately started

to look for someone to come in and call the

vacated building their home,” London Mayor

Patrick Closser said earlier this year.

Closser said the city of London collaborated

with Madison

Developer David

Kell, as well as One

Columbus, an economic development organization

that assists in identifying development

opportunities in Franklin County and

10 other central Ohio counties.

“Together we worked to identify businesses

that would be a good fit for the building

and our community. De Angeli Prodotti

seemed to be a great fit for London and we

are excited they chose our city,” Closser said

previously.

But now that Prodotti has withdrawn,

the mayor has once again began to search

for a potential occupant.

"The loss of jobs–both from the original

business and the one that was planned–has

an impact on our local economy," Closser

said. "We're actively working hard to attract

a new company to the space to restore those

job opportunities for our community. "

On Feb. 24, Governor Mike DeWine’s office

disclosed the company was poised to

bring 231 jobs to London that would have

had an annual payroll of $12 million by 2030.

Honeywell Intelligrated employed about

100 people when the closure was announced

last year.

According to Madison County Auditor’s

records, De Angeli Prodotti, USA CORP,

purchased the 28-acre site on East High

Street for $16.9 million on March 24, 2025,

from Gately Enterprises LLC.

Mother of Madison County Baby Doe indicted

On June 15, 2023, a human

corpse was located in the back of a

garbage truck by waste management

employees within Plain City.

The female infant was identified as

Madison Baby Doe. An investigation

was conducted by the Plain City Division

of Police, with assistance from

the Madison County Sheriff's Office,

Ohio Bureau of Criminal Investigation,

Madison County Coroner and

the Madison County Prosecutor's Office.

At the onset of the investigation,

law enforcement did not have

any actionable leads. Through the

exhaustive efforts of the Plain City

Meet Blue

Your future best friend!

Hello there! My name is Blue,

and I’m an incredibly cute terrier

mix. I currently weigh a healthy and

robust 56 lbs, but don’t let that fool

Police, a suspect was identified, interviewed

and a DNA sample was

obtained.

A Grand Jury convened on

March 13, and returned a single

count indictment against Anuradha

Manukonda for Gross Abuse of a

Corpse, a felony of the fifth degree.

The fact that a Defendant has been

charged with a criminal offense is

merely an accusation and the Defendant

is presumed innocent until and

unless proven guilty. Ms.

Manukonda is the mother of Madison

Baby Doe and is alleged to have

put the human corpse in an exterior

you–I’m smaller in stature than

you might think! Everyone here tells

me I’m the cutest, and I have to

agree with them.

Before coming here, a really

amazing person adopted me, and we

both thought it would be forever. Unfortunately,

forever was cut way too

short when my previous owner

passed away. But don’t worry, I have

so many humans who love me. They

all ask me almost daily, “Blue, why

are you still here, buddy?” And I just

don’t have the answer.

When I know you, I love you with

everything that I am. I get to go on

lots of walks. One of the amazing vet

techs takes me to the local park almost

every day for her lunch. While

there we stroll along the bank of the

water, and I really love it. I even do

wonderfully on the car ride.

rollout trash can. She did not reside

or work within Plain City or Madison

County.

The postmortem examination

was conducted by the Montgomery

County Coroner's Office. The delay

in the discovery of the corpse and

the injuries caused by the garbage

truck compactor have made it impossible

to determine the time or

cause of death; however, there is no

evidence to support allegations relating

to homicide.

An arraignment was held in the

Madison County Court of Common

Pleas on April 2.

Loving pals available at the Madison Co. Humane Society

I love to keep my kennel nice and

tidy as long as I am walked regularly.

So, I will transition quickly to

a new home and house training. I

have been crate trained.

I love to play with toys! It doesn’t

matter what kind, but I especially

love anything that makes noise.

Even though I’m a pro at my routine

here, I am an anxiety warrior. I

take daily medicine for anxiety because

this place can be a lot for a dog

like me.

I think my perfect match would

be someone who has a lot of energy

like I do. Someone who can take me

on walks, and play with me daily

would be so awesome!

I am very smart and treat-motivated.

I already know "sit", "down",

and "off". So, do you think we can be

the perfect match for each other?

LoMein's his name

& charming is his game!!

This wonderful boy was

brought to us along with his

siblings, through no fault of

their own, but only after

their owners lost their home,

and were unable to care for

them any longer. LoMein

has an estimated birth date

of Nov. 25, 2023, so he's just

a little over one year young!

LoMein is an absolutely

wonderful boy, who adores

people and wants to spend as

much time with them as possible.

This lucky boy currently

resides in a foster

home, and he's soaking up as

much move and attention as

possible! His foster mom says that he is a

super sweet boy, and that he loves to cuddle

up next to her on the couch.

LoMein is a chatty boy too and is quite

the conversationalist. He loves looking out

the windows of his foster home, in hopes of

seeing some birds, and he would love to

have his very own cat tree! This sweet boy

likes to be picked up and brushed too. In addition

to being a total lovebug, LoMein also

loves to play! His favorites are feather toys

and kitty catnip kickers.

This guy has so much personality and is

just THE SWEETEST, most playful boy

around. He gets along well with female kitties,

but he has not been a big fan of other

male cats, especially those that haven't been

neutered yet. So yes, he's a bit "cat selective",

but only with male cats. We think that

he would be fine with a female kitty companion

at home, or as an only kitty.

He would likely do fine with dogs as well,

but slow and proper introductions to any

new furry friends is a must! LoMein comes

from a home with children, but since he's

kind of a high energy boy, he may do best

with children who are a little older and not

so "grabby" towards the cute and fuzzy kitty.

Would you like to meet the sweetest

tuxedo clad boy around? If so, please fill out

an application, and once approved, schedule

a meet and greet. Remember that this cool

cat lives in a foster home, so a meet and

greet must be scheduled!

Annual Easter Bake Sale!

The Humane Society of Madison County

West Broad Street Tractor Supply Co. location.

Silent film power couple Don Lockwood (Judah Miller) and Lina Lamont (Lydia Masula)

perform a scene in what will be their first talking motion picture.

Shekinah's Singin’ in the Rain Jr.

Shekinah Christian School dazzle audiences

this spring with its production of Singin’

in the Rain Jr., a musical adaptation of

the beloved classic that brings the golden

age of Hollywood to life. Performances took

place on April 11 and 12 in the school’s theater/gymnasium,

featuring a talented cast

of students in grades six through 12.

The show follows the story of Don Lockwood,

a silent film star navigating the transition

to “talkies” in 1920s Hollywood. Don

is played by Judah Miller, with Lindsey

Cooley starring as aspiring actress Kathy

Selden. David Gingerich brings charisma to

the role of Don’s comedic sidekick Cosmo

Brown, while Lydia Masula plays the famehungry

but vocally challenged Lina Lamont.

Seventh grader Kenna Showalter, who

plays multiple roles including a Broadway

dancer and a chorus girl, described the plot:

“The story is about actors trying to make a

talking movie and one girl who can't talk

well, so they get another girl to talk for her.

Don, the main character, falls in love with

that girl, but the girl who can’t talk very

well gets jealous.”

Showalter, who also appeared in last

year’s Shekinah production of The Lion

King, added, “It is real fun and we have

great casting–it’s going to be an all around

a good musical.”

Sixth grader Sophia Beachy, a member

of the ensemble, said, “Singin’ in the Rain is

the biggest thing since The Lion King,

which was a really great musical. I remember

watching and I was like, ‘I want to be in

this!’”

Elise Miller, a seventh grader making

her stage debut, shared her perspective:

“It’s real entertaining and it’s fun watching

the studio try to transition into talkies–it’s

an overall really fun show.”

Ohio Chamber of Commerce offers political candidate training

The Ohio Chamber of Commerce has

launched a new nonpartisan initiative, the

Ohio Institute for Political Leadership, that

will help to recruit and train pro-business

candidates across the state who are interested

in running for office at the local or

state level.

The Ohio Institute for Political Leadership

aims to provide individuals with the

knowledge, tools and confidence to run for

office, and to cultivate leaders committed to

serving their communities and advancing

Ohio’s future.

“It’s so important that people who are interested

in holding office have access to the

resources and support that they need,” said

Ohio Chamber President & CEO Steve

Stivers. “This process can be complex to

navigate for the first time, and the opportunity

to hear from experts who can help ease

the burden is invaluable.”

The institute’s first training day will

take place in Columbus on May 16, 2025.

The event will feature government leaders

and political strategists who will discuss

topics like legal requirements, fundraising,

campaign messaging, voter contact and

more.

Subsequent trainings will be held across

the state. To learn more or register for the

Thompson is London High's April Student of the Month

The London Rotary Club is pleased to

honor senior student Holly Schiering as a

Student of the Month for Madison-Plains

High School (MPHS) for the month of April.

Students are selected by the MPHS administration

based upon the following criteria:

academic and extracurricular achievement

The London Rotary Club is proud to recognize

Luke Thompson, an exceptional senior

at London High School, as the April

Student of the Month. Luke exemplifies academic

excellence, strong leadership, and

outstanding character–qualities that make

him a standout choice for this prestigious

honor.

A dedicated and high-achieving student,

Luke boasts an impressive 4.6 GPA and

ranks 10th in his class. His passion for

learning, especially in mathematics, sets

him apart. He has been a consistent presence

on the merit honor roll and is a twoyear

member of the National Honor Society.

Luke’s talents extend far beyond the

classroom. He is a dual-sport athlete, excelling

in swimming and baseball, and has

earned seven varsity letters–with his senior

baseball season just underway. As a

swimmer, Luke has made a lasting mark,

earning First Team All-Central Buckeye

and positive character.

Holly has a 3.9 grade point average, and

she is currently ranked 12th in her class.

Her favorite course is anatomy.

While in high school, Holly has been in

the marching band for four years and has

served as the trombone section leader. She

has also been in concert band, serving as

vice-president, and she was named to the

OSU Honor Band, as well.

She has been in the MPHS choir for

three years, and she was also a part of the

Ohio Heritage Conference Choir. In other

artistic endeavors, she has been in the

Drama Club for four years. Holly has also

been in FFA for four years, and she has

also participated in Envirothon. Finally,

Holly has been a member of the MPHS

chapter of National Honor Society (NHS)

for three years.

When asked which Madison-Plains staff

member inspires her, Holly picked Madison-Plains

social studies teacher Mr.

(Jason) Hunt. Regarding Mr. Hunt, Holly

said, "He was able to find a job that he has

so much passion for and be able to coach a

sport he also loves."

Regarding Holly, Mr. Hunt said, “Holly

Conference honors four times and Second

Team honors twice. He holds five school

records and was recently honored with the

team’s Sportsmanship, Ethics, and Integrity

Award.

When asked to reflect on an educator

who has significantly influenced him, Luke

named his swim coach and District Superintendent,

Dr. Lou Kramer. Luke shared:

“Dr. Lou Kramer has been an exceptional

role model to me, both as my swim coach

and as the district superintendent. The energy

and professionalism that he shows in

both roles are qualities that I wish to replicate

as I move towards my college and professional

life. In the four years Dr. Kramer

has coached me he has taught me so much

about not only swimming but also about life

itself. I am honored to be able to learn from

Dr. Kramer.”

Dr. Kramer, in turn, offered glowing

praise for Luke:

is a really wonderful human. She is an excellent

student who pushes herself to learn

and do her best. She is introspective and

soft spoken, but also confident and empathetic.

In short, Holly is someone who

makes the world a kinder place and Madison-Plains

is a better

school because she is

here."

After graduation,

Holly plans to attend

Capital University

“Luke Thompson is a selfless, hard-working

student-athlete who leads by example–

both in the pool and in the classroom. His

work ethic, positive attitude, and determination

are a model for others. He has played

a pivotal role in establishing the Aqua

Raiders as a perennial leader in boys’ swimming

in the CBC. Outside the pool, Luke is

a daily reminder of why I love my job as an

superintendent and value the time spent

coaching. I am incredibly proud of him and

excited to see all that he will accomplish in

the future.”

After graduation, Luke plans to attend

The Ohio State University,

where he

will pursue a degree

in Statistics. He is

the son of Ashley

and Paul Thompson

of London.

DILLARD

Russann L. Dillard, 65, of London, went

home to glory on April 1, in Riverside Methodist

Hospital, surrounded by the love of her family.

Born Nov. 22, 1959, at Greene Memorial

Hospital in Cedarville, Ohio, Russann was a

daughter of Russell Peterson and Anna (Nelson)

Peterson. She loved working with children,

and appropriately dedicated her career to London

City Schools as a special education paraprofessional.

Truly a pure soul who could light up

any room when she walked in, Russann would

give the shirt off her back to anyone in need.

She was a member of the JJ Hartley Committee

at London High School and would routinely attend

school sporting events to support her students.

With an eye for creativity, Russann

enjoyed arts and crafts of all sorts. Some of her

favorite memories included spending time with

her grandkids and of course her beloved granddogs.

The love she had for her family will forever

serve as a lasting testament to the

inspirational and irreplaceable woman Russann

was, and we are truly blessed to have

known a world with Russann in it.

She gave in death, as she gave in life by giving

the gift of life for others through being an

organ donor.

Russann is survived by her adoring husband

of almost 44 years, Charles Dillard; beloved children:

Charles “Chuck” (Daniele) Dillard, Jr.,

Justin (Melissa) Dillard, Joshua Dillard, and

Laura Dillard; precious grandchildren Payton

and Braylon Dillard; sister Diana (Roy) Tillman

and brother Russell (Angie) Peterson, Jr; nieces

Anna (Jason) Kent and Janice (Stanley) Harrison

Sr.; nephews: Roy Tillman Jr., Maurice

O'Neal, Russell (Tiffany) Peterson III, and

Matthew Peterson; great-nieces: Dianna

Cooper, Janae Kent, Jadan Harrison Jordyn

Harrison, Emiya Peterson, Jordin Peterson, and

Miche' Miller; great-nephews: Jayson Kent,

Stanley Harrison Jr, Damon Meriwether, Russell

J Peterson, and Josiah Peterson. She also

leaves behind brothers-in-law Henry (Felicia)

Dillard, James (Tammy) Dillard, Robert

(Sharon) Dillard, David Dillard, Keith (Shelly)

Dillard, Val (Mona) Dillard, Raymond (Nozipo)

Glenn; sisters-in-law Charlene (Eric) Tillman,

Ann (Dwight) Williams, Brenda Dillard.

She was preceded in death by her parents; sisters

Carrie O’Neal and Ruthanna Peterson;

brother-in-law John Wayne Dillard, sister-in-law

Florence Taylor.

Russann’s family received friends on April

11 in the EBERLE-FISHER FUNERAL HOME

AND CREMATORY, 103 North Main Street,

London. Homegoing services were held on April

12. Interment followed at Kirkwood Cemetery.

Memorials in Russann’s name may be sent

to benefit the London High School Athletic

Boosters, Attn: London High School Football

trouble they could find their way into. His infectious

personality and passion for life was evident

by his ability to light up any room he walked into

in the true Ernst fashion. Phil’s smile, laughter,

SIMPSON

Mary Katherine Simpson, 90, of London, died

April 13, at Dublin Methodist Hospital following

a brief illness. Born June 22, 1934, in Columbus,

she was the daughter of Lottie (Souder) and Darrell

Strine. A lifelong resident of Madison County,

she attended London High School and was often

seen behind the cash register at Strine’s Drugstore.

After high school, she went on to attend

Wittenberg University for a year before marrying

Dwight Simpson in 1953 and went on to enjoy 63

years of marriage.

She spent most of her adult life working in retail

sales throughout Madison County before retiring

in the spring of 2002. During this time, she

developed numerous lasting friendships within

the community. Mary was a lifelong member of

St. John’s Lutheran Church and especially enjoyed

attending Tuesday’s Bible Study group.

She also enjoyed her Wednesday afternoon card

her Senior Center visits became limited

as her macular degeneration advanced.

She was preceded in death by her parents,

her loving husband Dwight Simpson, son

Richard Simpson, sister Ruth Ann Blain,

brother-in-law William Blain, and sister-in-law

Mary Louise Strine.

Mary was a devoted mother to her surviving

children, James (Carol) Simpson, David (Ellen)

Simpson, Mary Beth Simpson, and Diane Gifford;

a proud grandmother to Coree, Connor,

Kati, Tyler, Michael, Abbi, and Marki. The

blessings continued with twelve great-grandchildren,

five great-great-grandchildren, and

numerous nieces and nephews.

She enjoyed a very close relationship with

her surviving brother, John Strine. They would

travel throughout Columbus, enjoying numerous

restaurants, always searching for the best

coupon deals.

Visitation will be held April 14, at St. John’s

Lutheran Church from 11:00 a.m. until 1:00

pm. Private funeral services will be held at the

family’s convenience followed by interment in

serve the community she was raised in working

both as patient care technician at Madison

County Hospital and as an EMT for the Madison

continued to care for the Madison County community

for numerous years. While dispatching

for the Madison County Sheriff’s Office for

nearly a decade, she attended the Community

Hospital School of Nursing where she earned

her Associate’s Degree in Nursing and obtained

her R.N. Michelle proudly worked in the Emergency

Department for Springfield Regional

Medical Center, caring for each patient with

kindness and compassion, she was the true embodiment

of a selfless caregiver.

The countless hours together and priceless

memories made as a family will be forever kept

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

To All Interested Agencies, Groups, and Individuals:

On or about, but not before, April 22, 2025, Madison County will submit a request to the State of Ohio for the

release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of

1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA),

as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for

the following project(s):

Project Name: Madison County PY 2024 CDBG Program

Source of Federal Funds: CDBG funds

Description of the Project: Reconstruct the parking lot of the Madison County

DD Board’s Fairhaven School

Single or Multi-Year Project: Single

Location: London, Ohio

Estimated Cost of Project: $250,000

The activities proposed are categorically excluded under U.S. Department of Housing and Urban Development

(HUD) regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An

Environmental Review Record (ERR) that documents the environmental determinations for the project(s) is

available for review in the Madison County Commissioners’ Office, Madison County Courthouse, 1 N. Main

Street, London, Ohio. The ERR may also be provided upon request electronically via email. Please submit your

request by U.S. mail to Madison County Commissioners, Madison County Courthouse, 1 N. Main Street, London,

Ohio, 43140, or by email to amy.rees@madison.oh.gov.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Madison County by U.S. mail

or email at the address above. All comments received before Close of Business (4:00 pm) on April 21, 2025

will be considered by Madison County prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

Madison County certifies to the State of Ohio that Chris Wallace, in his capacity as President of Madison

County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to

enforce responsibilities in relation to the environmental review process and that these responsibilities have

been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and

related laws and authorities and allows Madison County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The State of Ohio will accept objections to its release of funds and Madison County certification for a period

of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is

later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying

Officer of Madison County; (b) Madison County has omitted a step or failed to make a decision or finding required

by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development

process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before

approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40

CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental

quality. Objections must be prepared and submitted in accordance with the required procedures

(24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Development Services Agency, Office of Community

Development at OCD@development.ohio.gov. Potential objectors should contact the State of Ohio to

verify the actual last day of the objection period.
