Councillor
blames
subdivisions
for making
floods worse
• By Daniel Alvey
THERE IS concern that
subdivisions are making flooding
in parts of the district worse.
As more land, which was once
open farmland, gets replaced by
roading and houses, more pressure
is being put on the district’s
drainage networks.
Almost a fortnight
ago, Selwyn
was plunged into
a state of emergency
as it was hit
by two months
of rainfall in 48
hours, on ground
already wet from Grant Miller
heavy rain over
Easter weekend. It led to bad
flooding at Tai Tapu, Ladbrooks
and Doyleston.
Springs Ward councillor Grant
Miller said people should expect
this to be the new normal.
“The developers have been very
good at building subdivisions,
roads and stormwater plans to
get the water in a pipe and to the
river, but once it hits the river,
there has been very little thought
given to how to manage the
increased water flows,” he said.
THERE’S BEEN a torrent
of discussion over what
impact the mushrooming
subdivisions are having
on flooding in parts of the
district.
The sometimes robust views
are espoused over an ale at “the
Many are adamant when
the very swampy paddocks are
which now settles in until it
slowly drains will have nowhere
to go. They point particularly
to south Lincoln which was
A DARFIELD to Rolleston bus
service may be abandoned before
it gets off the ground.
Environment Canterbury is
currently reviewing potential
public transport improvements
for its 2025/26 Annual Plan.
One proposed addition was to
introduce a return bus service
from Darfield to Rolleston twoor-three
times a day.
However, ECan staff reported
that public submissions did not
support the proposal.
A key issue is funding – the
service would need to be 100%
paid for by ratepayers, as it does
not qualify for a subsidy from
the NZ Transport Agency Waka
Kotahi.
For the Darfield bus,
ratepayers in Kirwee, Darfield
and West Melton would face an
annual targeted rate of between
$140 and $178 a year.
But Mayor Sam Broughton has
urged ECan to trial the service to
determine actual demand, pointing
out that potential users may
not have submitted feedback.
“If in 12 months time (you
decide) that was the wrong decision
then you are going to have
a different conversation with the
community about saving rates,”
Broughton said in his submission
to ECan.
After public submissions were
reviewed, ECan staff said people
were unwilling to pay for the bus
service.
“We’ve looked at the people
who pay this targeted rate, and
we don’t feel there is significant
support showing the communities
are behind paying this
targeted rate,” ECan staff told
councillors.
Staff said submitters wanted
Bus proposal facing the axe as
public balk at funding options
AT RISK: Darfield may miss out on a bus service to Rolleston
after ECan said public submissions did not support the
proposal.
the service to be user-pays, rather
than funded by ratepayers.
Despite the Darfield service
being under threat, Selwyn
may still see improved public
transport.
ECan is looking at adding an
additional school bus from West
Melton to Riccarton or central
Christchurch to relieve pressure
on the 86 route from Darfield to
the city.
There are also plans to increase
services on the direct Rollestonto-city
Route 85, though details
are still being worked out.
ECan councillors will deliberate
the annual plan on May 27 and 29,
with adoption scheduled for June
25.
From July, the adult bus fare
from Selwyn into Christchurch
will rise from $2 to $3. This follows
an April decision to introduce a
two-zone fare structure aimed at
increasing fare revenue, a move
requested by the Government.
Among the submitters was
12-year-old Frankie Hindson,
who spoke alongside Broughton in
requesting improved services.
Frankie asked ECan for a bus
service to run to Tai Tapu.
“As I get older it would be fun
to go out and socialise with my
friends without my parents having
to transport me everywhere.”
ECan plans to conduct a broader
public transport review, including
requests like a Tai Tapu bus. The
review is expected to be completed
by December 2026.
Subdivisions can increase overall
• From page 1
Miller said two waterways particularly
affected were the L II River,
which runs from Lincoln out to
Te Waihora/Lake Ellesmere, and
the Halswell River, which runs
from Halswell through Tai Tapu
and out to the lake.
Since the earthquakes,
Halswell and Lincoln have
grown rapidly.
Halswell has grown from an
estimated population of 11,000
to 20,000, while Lincoln has
grown from an estimated 3600
to 11,600.
In Lincoln, another 2100
homes are expected to be built
as part of Earlsbrook, formerly
Lincoln South. In the subdivision
plan, part of the land has
been allocated for a wetland area
which will feed into the L II.
While tricky to link stormwater
run-off from subdivisions,
each hard surface such as a
house has replaced what was
once farmland, which would
have drained naturally rather
than via drains.
Miller said in Tai Tapu where
previously one pump would be
needed to keep the township dry,
five were needed during the rain
event. Residents along part of
Old Tai Tapu Rd also were asked
to evacuate due to the rising
Halswell River.
Since the February 2011
earthquake, new homes must
FULL UP: The Halswell River was at its max during rain two
weeks ago.
be built on technical category 1
land. This means in places like
Lincoln developers have to strip
the soil back and compact it so
there is an impermeable layer,
forcing water to run off via the
stormwater network rather than
through the soil.
Environment Canterbury general
manager of hazards Leigh
Griffiths said there are no major
upgrades to the Halswell drainage
scheme planned, but it is
investigating additional storage
in the upper Halswell catchment
to improve water management.
“Previous work in other areas
has found that subdivisions
don’t significantly affect peak
flood levels. However, they can
increase the overall volume of
water in the drainage network,”
Griffiths said.
L II Drainage Committee
secretary Brian Moir said it was
fortunate the L II had its weed
cut before the storm, assisting
flow.
“If we hadn’t done that, it
would have been chaos.”
The L II river peaked at
11.761m 3 , which is about the
most it can handle.
Moir said when he was young
the L II used to have silt removed
by a drag line. While not to the
same extent, Moir said some sort
of silt removal could happen in
sections over a five-year period.
“If it gets high because there is
too much silt or weed in it, the
high water level kills the grass on
the banks, and when the water
level drops, the banks fall, so
we want to try and prevent that
from happening.”
NOW AND THEN:
Lincoln now and
pre 2011 (left).
District council head of
operational delivery Gareth
Morgan said it has recently
engaged separate engineering
consultants to re-survey the
L II in order to understand its
capacity, changes over time,
and inform future development
requests that may feed into or
impact this network.
water volume in drainage network
Halswell now and
pre 2011 (right).
Another issue that has
increased is landowners being
less co-operative about drain
maintenance.
Said Miller: “What we are
seeing is that your traditional
Selwyn landowner was a farmer
who understood the value
of drainage and the need to
maintain it.
“With the advent of lifestyle
blocks, there is a proliferation
of people who may not have
the rural knowledge or don’t
understand the value of drainage,
so they don’t commit funds to
maintaining their drains or
allowing access to the council
contractors to maintain their
drains.”
Where the rain hit
Council Civil Defence manager Al Lawn said the storm lingered in Selwyn a lot longer
than was expected. “We had a weather system coming down from the tropics, it sat
outside Pegasus Bay, and then we had another weather system coming from the south
and they met together. It was supposed to go north and be an issue for Waimakariri,
Hurunui, and Kaikoura, but stayed south and hit us.” While the water pooled where it is
expected to, the likes of Tai Tapu, Ladbrooks and Doyleston were hit harder. Post the rain
event, council conducted 48 building assessments, of that 41 were deemed safe and
seven were restricted for a short time.
Also questioned during
the flooding was whether Te
Waihora/Lake Ellesmere could
have been opened earlier.
Said Griffiths: “A consultation
group made up of organisations
representing different interests
gives advice on the potential
opening. We will meet with this
group within the next month to
discuss lake management. For
now, we are happy with how the
process is managed.”
In the group are Te Taumutu
financial year after the district’s drinking water and wastewater services were
Rates increase to be
confirmed in wake
of water restructure
• By Daniel Alvey
THE RATES increase for the 2025/26
financial year will be confirmed by mid-
June.
The 2024-34 Long Term Plan forecast a
14.2% average rates rise for 2025/26 on the
back of a 14.9% rates rise last financial year.
With the transfer of drinking water
and wastewater services to a new councilcontrolled
organisation, Selwyn Water Ltd
(WSCCO), general rates are expected to
decrease.
However, when general rates and water
bills are combined, an overall increase is
still expected. Based on council figures,
water bills will rise by 8-10%, depending
on whether a property is urban or rural
and whether it is connected to sewage
services.
At the moment a portion of people’s
general rates is for water, with the usage
being charged separately.
Once the WSCCO is operational, it
would take over all of the billing, except
for stormwater which the council will keep
in-house.
In November, the council faced criticism
for not holding a formal consultation on
the plan, instead choosing an “engage and
inform” approach.
SELWYN TIMES reporters have tasted
Daniel Alvey, pictured on right, was
judged best junior news journalist, and
Sam Coughlan was runner-up in the sports
Said the judges: “Daniel’s portfolio was
strong on spot news, but he also showed
deft treatment of the prominent Greenpark
A council rates story provided important
“The deputy mayor saving his fatherin-law’s
life is the kind of human-interest
would have been read from start-to-finish.”
The judges also said the future augured
well for journalism given the standard of
entries in the junior reporter category.
“The entries showed a dedication to
the craft, strong portfolios displaying a
Mayor Sam Broughton said the
council will be giving the community
an opportunity to understand what the
council will be doing in the 2025/26
Annual Plan and the expected rates
increase before it is formally adopted on
June 18.
“For the most part, our plans for 2025/26
haven’t altered significantly from what we
outlined in our 2024/34 Long-Term Plan,
and there are no significant changes.”
“Our team is working on confirming
the rates rise for this year as we speak, and
we will be able to share this information
with the community as part of the Annual
Plan in early June. This will be in line
with what was projected in the Long-Term
Plan, subject to amendments agreed as
part of the decision to set up a WSCCO,”
Broughton said.
Selwyn Water Ltd is scheduled to begin
operations on July 1. The council will
vote on the company’s initial constitution
and statement of expectations on May 21,
enabling it to be legally incorporated.
The constitution will be updated and
a statement of intent issued once the
Government signs its Local Water Done
Well legislation into law, expected in
October.
Domain transformed by light festival
A SELLOUT crowd of 11,000
packed Hororata Domain on
Saturday for the Hororata Glow
Festival.
The festival featured 12 hot air
balloons, the Marama Energy
glow walk, live music, food trucks
and free children’s entertainment,
including The Wonky Donkey
author and musician Craig Smith.
The hot air balloons, which glowed
in unison and were set to music,
included ‘Owlbert’ – an owl-shaped
hot air balloon from the United
States.
The festival was organised by the
Hororata Community Trust in association
with Ballooning Canterbury.
Said event manager Cindy
Driscoll: “This festival is about so
much more than entertainment.
“It’s about building community
pride, celebrating our rural way of
life, and giving people something
magical to be part of right here in
the heart of Selwyn.”
Driscoll said more than 130
volunteers were involved in
bringing the festival to life.
“What many don’t see is the
week-long effort behind the scenes.
We host balloon crews from around
New Zealand and the world. It takes
a huge volunteer effort.”
The festival is a key initiative of
the community trust and raises
funds for projects like rebuilding
the historic Hororata Hall.
The biennial event will return
in 2027.
TALENT: The Hororata Glow
Festival line-up included
Board members launch
campaigns for council
TWO MALVERN Community
Board members are looking to
take the step up to council.
Deputy chair John Verry and
board member Sharn Nu’u will
contest the single Tawera Malvern
Ward seat in October’s local
body elections.
As part of the council’s
new ward structure, Malvern
dropped from two councillors,
to one.
Current Malvern councillor
Lydia Gliddon, who is standing
for mayor, is undecided on
whether she will also run for reelection
to her current seat.
Fellow Malvern councillor Bob
Mugford has confirmed he will
not be standing again.
Verry was elected to the
community board in a byelection
in December 2023,
while Nu’u has served since
2022.
Verry said he wants to see
more community-driven
decision-making at council.
“In the current economic
times, we must do things
differently. Growth must
be managed and costs for
developers.
while their voices are being
Nu’u said she is running to
strengthen rural representation
on the council.
“It is quite obvious there needs
to be more representation of the
voices of the rural communities
around the council table.”
She cited the Local Water
Done Well process as a key factor
in her decision to run.
“Five councillors and the
mayor refused to acknowledge
the majority voice who said no
to a Water Services Council-
Controlled Organisation,” Nu’u
said.
Verry also criticised the
council’s decision not to consult
the public on the 2025/26
Annual Plan.
“The decision to decide and
inform is disrespectful and goes
against the essence of localism,
which is all about harnessing
the power, knowledge, skills
and views of local people to
strengthen decision-making.”
Call for use
of AI to be
expanded
• By Daniel Alvey
LINCOLN University chancellor
Bruce Gemmell believes the
council should not be afraid of
expanding its use of artificial
intelligence.
Gemmell, a member of the
council’s audit and risk committee
said new technology should be
embraced.
“The change is coming and it’s
inevitable and those who don’t embrace
it will find themselves very
disadvantaged,” Gemmell told the
committee.
In July, the council introduced
a policy outlining how AI can be
used by staff. Earlier this year, it
implemented the technology and
27 cameras at the Selwyn Aquatic
Centre to enhance swimmer safety.
Gemmell also encouraged the
council to consider AI solutions
before hiring new staff.
“The question needs to be asked
– before you go to the market to
hire a person, whether or not AI
can do that work.”
He suggested AI could be used
behind the scenes – for example, to
process straightforward building
consents – allowing staff to focus
on more complex tasks and increasing
efficiency without adding
to costs.
I was rather surprised at the
comments from MP Nicola
Grigg (Selwyn Times, May 7)
Latest Canterbury news at starnews.co.nz
Grigg called out over funding
for district, pay equity bill
NOT ON: Readers have
expressed disappointment
in Nicola Grigg’s responses
to recent funding issues.
regarding the push by our
Mayor for greater support
from Government. As our
local MP surely she should be
pushing for more resources for
her constituents rather than
defending the status quo and
attacking the messenger.
- Harvey Polglase,
Darfield
Nicola Grigg clearly thinks we
are all simpletons.
No! We see her defence of the
rewrite of the pay equity bill for
what it is. For once, Seymour
got it right with his “Brooke
van Velden saved the budget”
comment, backed up by commentators
Richard Harman and
Janet Wilson. Even Willis and
Luxon mentioned the enormous
savings coming from this sneaky,
cowardly move. Yes, cowardly
denying the people affected the
right to submit to a select
committee.
I note, too, neither van Velden
nor Grigg had the guts to face
the protest at their respective
offices. Minister for Women’s
Affairs? What a joke.
District branding
I am 70-years-old, born in
Christchurch, but have been
a resident in Rolleston since
2007.
Te reo Māori is not my
language, however, I do try to
absorb the languages around
me and to take what I can from
their meanings and relevance
to myself and to us all as a
collective. Te Taumutu Rūnanga
and Ngāi Tahu were the first
occupiers in this district. It
was their land, so I feel the te
reo to be necessary as a mark of
respect for the branding of the
district.
Tired of Not Sleeping? Research
Shows 25% of Kiwis Struggle
If you’re tired of tossing and
turning, yearning for deep and
rejuvenating sleep, you’re far
from being alone. According to
PubMed, approximately 25% of
adults in New Zealand may suffer
from chronic sleep issues. Even
for those whose sleep struggles
aren’t chronic, the impact on daily
life can be significant.
Sleep deprivation affects
every facet of our lives—from
physical health and mental
well-being to relationships and
overall productivity. It leaves us
drained, irritable, and unfocused,
undermining our performance at
work and our interactions with
loved ones.
Koru Nutrition, a local health
company based just north
of Christchurch have had a
breakthrough in formulating a
blend of natural nutrients proven
to ease sleep transition, calm
thoughts, and support restorative
and REM sleep for a refreshed
and energised waking process.
This potent formula combines
Valerian root, L-Theanine, Zinc,
Passionflower, Vitamin B-6,
5-HTP, and Magnesium into a
capsule known as ‘Koru Sleep’.
Being all-natural, Koru Sleep
doesn’t pose the risk of the
negative side effects associated
with many synthetic sleep
products on the market.
Despite being a small
New Zealand business, Koru
Nutrition’s impact on Kiwis’
health is ever-growing. Having
already made a name for
themselves in the world of joint
Kiwis improve their sleep!
Supporting the Arts in Selwyn
Selwyn artists and community groups have
an exciting opportunity to bring their creative
projects to life with support from the Creative
Communities Scheme. Applications for the next
round of funding are now open and close on
Sunday 8 June.
The scheme aims to increase participation in the arts
at a local level and broaden the range and diversity
of artistic experiences available within communities.
Whether you’re planning a community performance,
a creative writing workshop, or an art exhibition, this
fund can help turn your vision into reality.
The Creative Communities Scheme is run in
partnership between Creative New Zealand and
local councils across the country, with each council
responsible for delivering the Scheme in its own
area. What makes the scheme unique is its emphasis
on local decision-making. All applications are
assessed by a committee of people who understand
the needs and character of the Selwyn community.
Funding is available for a wide range of costs,
including materials for arts activities, venue
or equipment hire, promotion and publicity,
and even food for participants and audiences
when appropriate.
Recipients of 2024 funding include the Malvern
School of Music an example of how the fund is
helping to support the arts in Selwyn.
Malvern School of Music used their funding for
their 37th Annual Concert (pictured) which was well
received by both the audience and participants.
A spokesperson says, “playing with a conductor is a
new experience for many, it was a great opportunity
for all our pupils to have the motivation of practising
their music so that it can be enjoyed by all.”
The 38th Annual Malvern School of Music Concert
is planned to be held on Sunday 19 October in the
Darfield High School hall.
If you have an idea for a community-based arts
activity, now is the time to act. For more information
Super Mayor
Video game Super Mayor, developed by the
Selwyn Youth Council, was recently nominated as a
finalist in the NZ Game Awards in the Excellence
in Representation Category. The 2D platformer
game was developed in collaboration with
Indever Games and invites players to step into the
shoes of a councillor and navigate the intricacies
of local governance.
Selwyn Youth Council chairperson Mackenzie
Wills is proud that Super Mayor was recognised for
raising understanding about the work that Council
does in the community.
Wills explains that the idea came from the
Youth Council’s engagement with the young
people of Selwyn which revealed a gap in local
government awareness.
“With the backing of Council, this game presented
a fresh approach to connect with youth, to make
sure the Council remains relevant and stimulates a
connection with future votes,” says Wills.
In Super Mayor, players embark on a journey to
solve community issues, engage with residents, and
ultimately ascend to the coveted position of mayor.
With local elections this year the game is a
great way to get young people engaged in local
government. Download the game from Steam at
IN 1849 THE LAKE was named Lake
Ellesmere after Francis Egerton, the
first Earl of Ellesmere (1800-1857) from
Shropshire in the West Midlands, England.
Ellesmere was a British politician, writer,
traveller and patron of the arts, who never
set foot in New Zealand.
Ellesmere served on the British
Commons Select Committee on the
affairs of New Zealand in 1844, and was
a member of the Canterbury Association
from March 1848.
The lake was named after him by
the chief surveyor of the Canterbury
Association, Joseph Thomas,
Māori named the lake Te Waihora, Te
Kete Ika a Rākaihautū, and Te Kete Ika a
Tūtekawa.
Te Waihora means ‘water spread out’.
The lake was a renowned food gathering
site for local Ngāi Tahu, particularly for
eels, flounder, mullet and a variety of
ducks.
The name Te Kete Ika a Rākaihautū
Family’s links to wartime memento
Thursday, May 8 was VE
Day, marking the end of
World War 2 in Europe.
Lincoln resident Dave
Grantham reports on
his family connection to
the historic occasion
ON VE DAY, the Supreme
Headquarters Allied
Expeditionary Force (SHAEF)
issued a four-page pamphlet
announcing the end of
hostilities. Each page was written
in a different language – English,
German, French, and Polish
– with slight variations in the
content.
One of those pamphlets now
resides in the archives of the Air
Force Museum in Wigram.
How did the pamphlet end
up there? My father, Elmer
Grantham, an Englishman,
came to New Zealand in August
1935 for his ‘OE’ (overseas
experience), sailing on the RMS
Remuera.
During the voyage, he met the
Bain family – David, his wife
Ella, and their 20-year-old son
Stuart – who were returning
to Christchurch after a trip to
Europe.
Dad struck up a close
friendship with them and
regarded the Bains as a second
HOLDING HISTORY: Dave Grantham, left, and Air Force Museum research curator Simon
Moody with the SHAEF pamphlet donated by Peter Bain.
family during his time working
for the YMCA in Christchurch.
Stuart was the eldest of eight
siblings; the youngest was Peter.
After four years in New
Zealand and a year in
Melbourne, dad returned to the
UK in 1939 as war loomed. He
joined the Royal Marines and
took part in D-Day, eventually
fighting through Belgium and
the Netherlands into Germany.
On May 8,
VE Day, he
was stationed
in Selsingen,
Germany, and
travelled 60km
northwest to
Wesermunde
where he
Elmer
obtained a copy Grantham
of the SHAEF
pamphlet, ‘Parachute Edition’.
Remembering his young friend
Peter Bain in Christchurch, dad
sent a copy of the pamphlet to
him.
Many years later in 2001, 18
years after dad died, I made
contact with Peter to renew
the family connection. He was
farming at Willowby, near
Ashburton.
He told me about the SHAEF
pamphlet he had donated to the
Air Force Museum in 1998, and
gave me a photocopy.
Ever since moving to Lincoln
four years ago, I’ve intended
to ask the museum if I could
see the original. With the 80th
anniversary approaching, I
contacted the research curator
Simon Moody and we met on the
anniversary last Thursday.
He showed me the original of
the ‘Parachute Edition’. It was
an interesting feeling holding
something dad had held 80
years ago, in very different
circumstances in the middle of
war-torn Europe.
And how did the war end
for dad? After a month in
Wesermunde and a couple of
days near Hamburg, he spent
four days on a ship before
returning to England on June 13.
He travelled to Fittleworth,
West Sussex, where mum, Erica,
and my three-year-old sister,
Ruth, were living. There, they all
met up with Jack Bain, an older
brother of Peter who had been
wounded and captured on Crete.
He had spent the following
three-and-a half-years as a
prisoner of war.
Dad was really keen to return
to New Zealand to settle and,
with another daughter, Esther,
the family arrived on the RMS
Rangitata in August 1947.
Paul Burns has received
his New Zealand Order
recognition of leading
the search and rescue
earthquake. Reporter
Dylan Smits caught
up with Burns at his
Prebbleton home to
look back on his career
and lessons learned
from disaster
PAUL BURNS was loading
golf clubs into his car, about
to head off for a round at the
Weedons when the February 22
earthquake struck at 12.51pm.
He was head of the southern
search and rescue (SAR) team
based out of Christchurch, which
undertakes complicated rescue
operations.
Burns knew it was a serious
earthquake because it was even
stronger than the shaking in
September 2010.
“The cell phones were down
so I had to get on my landline.
I rang Wellington immediately
and told the (search and rescue)
commander up there to start
preparing a team.”
Burns tried to drive from his
RESPONSE: Firefighters at the PGC building after the February 22, 2011 earthquake.
Inset – Paul Burns has retired from southern search and rescue, which he helped establish in 2002.
rescue base at the Woolston Fire
Station, but when he reached
Garlands Rd near the station
liquefaction brought traffic to a
standstill.
“I had to get picked up by a
colleague in a four-wheel drive
so we could get through and
then assemble at the station from
there,” he said.
As media reports of collapsed
buildings in the city centre
emerged, Burns waited two
hours for about 30 search and
rescue operators to arrive at the
station, while fire crews carried
out an initial response in the city
centre.
“It’s not a lot of people, but it’s
the best we could do. You just
had to plan with the resources
you had,” he said.
Once all rescue equipment was
prepared, Burns and the team
drove into the city centre and set
up an operations base at Latimer
Square, near the collapsed CTV
and PGC buildings.
“We could see the destruction,
but you just had to focus on the
job you had to do, like everyone
else responding that day,” he
said.
ceremony at Government
NEWS 21
you just had to focus on the job’
On the first day, while the
destruction of the city where
he grew up weighed on Burns’
mind, he went “back to basics” to
get the job done.
“We’d trained for years for this,
and so you go about the job in
quite a matter of fact way. Every
day it helped to plan ahead in
just two to three hour slots and I
think that helped,” he said.
He co-ordinated the arrival of
international search and rescue
teams but New Zealand emergency
responders would be on their
own in the search for trapped
survivors until 3am the next day.
A search and rescue team from
New South Wales was the first to
arrive, followed by Singaporean,
Japanese and American teams.
The role of search and rescue
was to conduct more complicated
rescue operations with heavy
equipment like concrete crackers.
Burns, who was also a senior
fire station officer, mostly worked
the night shift alongside now Fire
and Emergency Canterbury area
commander Dave Berry.
About 120 people were rescued
from collapsed buildings.
“Emotions were high and
there were just huge highs and
lows throughout those first two
days. Some people were saved,
but some people, alive people,
were not. That took a big toll on
certain people,” said Burns.
Born and raised in Christchurch,
after leaving school Burns
worked as a photolithographer at
The Press.
He was inspired to become
a firefighter when he saw an
advertisement in the newspaper,
and later helped create the
volunteer-based southern SAR
team in 2002. He had recently got
married to his wife Maryanne.
They have three daughters.
“I’d never thought about doing
it but I did like the idea of a job
helping people in bad moments,”
he said.
Burns moved from Templeton
to Prebbleton three years ago.
After the earthquake response,
Burns was asked to help write the
2015, and later 2020, edition of
the SAR handbook.
The set of policies is used
internationally by SAR teams to
co-ordinate and execute the best
possible responses.
Burns says writing the policy
manuals is “very boring” work,
but its importance to the effectiveness
of SAR internationally
was a large part of why he
received the order of merit award.
HUMBLED: Former senior fire station officer Paul Burns
received a New Zealand Order of Merit for services to search
and rescue and fire and emergency from Governor General
Dame Cindy Kiro in Wellington. Above – Burns with other
FENZ award recipients Neville Phillips, John Oliver, Harry
Carter and Ian Pickard.
He doesn’t take credit for the
earthquake response and says
there are “smarter” people in
southern SAR who came up with
the ideas he integrated into the
manuals.
An example of a lesson from
the earthquake implemented
into the manuals was setting up
decontamination processes like
showers to prevent SAR teams
from bringing dust and contaminants
back into the operations
base.
Burns has retired from leading
the southern SAR team and the
fire service, but has retained his
role as a mentor for SAR teams in
Singapore and Australia.
He is going to Singapore
this week, certifying the two
SAR rescue teams based on the
handbook by examining their
policies and training.
It will be his last official work
in SAR.
“It’s time to hang up the boots.
I’ve done 40 plus years in the
fire service and there are people
now who can take my place. So
I’m really comfortable that I can
retire.”
ROLLESTON College’s Jack
Hocken is buzzing ahead of his
international football debut for
the New Zealand under 16 team.
The year 12 student, a member
of the school’s first XI, has been
selected to travel to Switzerland
for a mini tournament involving
the host nation, Guatemala,
Malaysia, Paraguay and Tunisia.
The team departs tomorrow,
with their first match set for
Monday morning (NZT) against
Switzerland.
Hocken said he’s most excited
about stepping onto the pitch
wearing the national jersey for
the first time.
“ It’s pretty cool, especially
because I’ve watched all the New
Zealand games. I’ve watched age
group and now I’m playing in it.”
He received the call from head
coach Martin Bullock two weeks
ago, following a national trial in
Auckland alongside top players
from across the country.
“I was so happy, I couldn’t
really think properly,” he said.
“ In the (trial) game, I thought
I played pretty normal – it wasn’t
anything great – so I didn’t really
expect to make the team.”
Christchurch United’s under
18 side at the Mediterranean
International Cup in Spain last
month.
“ It was so cool. We played
against Real Sociedad’s under
18s. The level over there is just
crazy – all the pitches and just
experiencing what it’s like and
what they do,” he said.
Normally a centre-back,
Hocken said he will likely
play both there and at rightback
during the Switzerland
tournament.
“ They have some good centrebacks
and also I can play rightback
too,” he said.
“ I’m quite good on the ball,
that.”
Tight points table in race to quarter-finals
WITH JUST three rounds
remaining in the Combined
Country Rugby competition, the
battle for quarter-final spots in
Pool B is heating up.
Five points separate five teams,
with only four to go through.
Southbridge and Prebbleton are
in the thick of the action. Southbridge
sits third on 22 points after
a 52-37 win over Saracens on Saturday,
while Prebbleton dropped
to fifth on 19 points following a
35-33 loss to Kaiapoi.
The top four teams from each
pool qualify for the quarter-finals.
Darfield is still in contention,
sitting fifth on 17 points – just
The Hornby Club
A community hub
Hornby Club is opening
the doors for all on
Sunday 18 May to share
what the Club has to offer.
Growing its membership by more than 4,000, to hit 12,000 members
since the Hornby Club redevelopment was completed in 2022, management
now has its sights set on strengthening ties with the local area.
“We have created a unique offering in the West of Christchurch. Our club
offers a family restaurant, café and sports bar. Alongside this, we offer
meeting and events spaces. To top it off, our club has social groups and
sports clubs, a TAB, raffles and member events. is complete hospitality
experience ensures the Hornby Club offers its members a full service with
something for everyone in the family,” says Tim Mathews, General Manager
of Hornby Club.
Creating a place for the whole family required a revised view of the club
experience and encouraged the Hornby Club to nd new ways to engage
with different demographics.
“We introduced two children’s playgrounds; we host events for all ages
including a family day in the winter and the club picnic every summer. We
cater for our traditional members through our sporting sections that have
interclub competitions and national tournaments. We also offer a family
buffet on Sunday, a family restaurant experience with an indoor playground
Visitors of their open day can check
out their sports bar, family restaurant,
Pavilion Café, as well as its
extensive function areas,
social groups and sporting groups.
during the week, and café with kids’ lunchboxes and big breakfasts. We also
open our club for parent groups, community groups and sports groups to
get together. Sport is a big feature of the Club, and our Legends sports bar
appeals to those who enjoy watching the game in the weekend with a pint
or two,” shares Tim.
Clubs have always catered to wide ranging groups, but it is in recent
times, as clubs renovate and refresh, that this is starting to be recognised by
the next generation of members.
“We are excited for the future of clubs. We’ve seen in Australia how club
life is being embraced for its affordable meals and beverages and for its
family focus and safe atmosphere. Clubs, like the Hornby Club, are working
hard to emulate these ideas here in NZ,” shares Tim.
To check out the Hornby Club and all it has to offer, visit the upcoming
open day on Sunday 18 May between 10am and 2pm. ere will be free
coffee, candy oss, a bouncy castle, face painting, competitions, club tours
and an opportunity to see the different sporting opportunities including
pool, darts, cards, snooker, travel, racing and more.
Expert advice on what
to do for your garden
this week
Vegetables
As winter comes closer, the opportunities
for growing vegetables
are reduced, but garlic and shallots
should go in from now until
early spring.
Plant small sections of bulbs,
pushing them down to half their
depth in rich, well-cultivated soil.
As they begin growing, check
that roots haven’t pushed the
bulbs out of the soil. If they have,
gently press them back in.
Plant cabbage and cauliflower
now for early-summer harvest.
Choose a warm, well-sheltered
place and plant on raised ridges if
the drainage is poor.
Earth up celery and leeks.
Celery plants will have nearly
finished growing, but leeks will
continue until the first hard frost.
Both plants will make further
growth in spring before going to
seed. If celery does show signs
of forming seed heads (bolting),
dig up the plants, wash and dry
stems, cut into 2cm pieces and
freeze.
PHOTOS: GETTY
Flowers
Rose bushes, if they are showing
signs of old age, should be dug
up and their roots trimmed before
replanting, either in fresh soil on
a new site or in the old position
with plenty of compost, garden
lime and bone dust added.
Some top growth on rose
bushes can be removed now but
wait until August before more
severe pruning.
Rambling roses, however, can
be pruned now. Remove all old,
flowering wood and tie back long,
new growth (canes) made last
summer. Shortening them can
be advantageous, as wood at the
ends which fails to ripen will not
produce flowers.
Pansies, violas, wallflower
(Cheiranthus) and the Primula
group, including polyanthus and
primroses, can go in now for
spring bedding displays.
Plants that flower in early summer,
including Sweet William,
antirrhinums and Canterbury
bells, can also be planted now, as
can Iceland poppies, scabious and
stock.
Crocuses, snowdrops, tulips,
hyacinths and almost all other
spring-flowering bulbs should all
be in by now, but a last-ditch effort
can be made with anemones
and Ranunculus, unless the soil is
heavy and sunshine limited.
Fruit
Strawberries are available in
garden centres now and should be
planted before the soil becomes
too wet for cultivation.
Fresh soil and fresh plantings
are advisable every two or three
years.
Pajaro and the old favourite Red
Gauntlet are reliable choices for
the home garden.
March is a better time to plant
strawberries. If planting now,
prevent them from fruiting this
summer to help them grow strong
for next season.
Instead, let them grow strong
and sturdy for the following two
fruiting seasons.
Apples, pears, plums and cherry
trees can be planted now, but have
the soil in good order first.
Dig it deeply and remove all
perennial weeds, such as docks,
dandelions and couch grass.
Rich manure isn’t essential,
but good soil is vital – fruit won’t
grow well in poor, barren ground.
Stable manure can be stacked
on heavy soils as a mulch around
the young trees in early summer,
when it will help retain moisture
and be in better condition to apply
to delicate root systems.
Dig a circular space for each
tree, about 1.5m across, and 60cm
to 70cm deep.
Put topsoil to one side then mix
some lime and bone dust into the
subsoil, along with a little garden
compost or old, rotted turf.
Firm, then cover with half
the topsoil, leaving a hole deep
enough to plant the tree.
Have the hole slightly higher
in the centre to help drain heavy
rain away from the stem.
Staking is often necessary so
put one in now, to avoid damaging
the roots once the tree is in.
Root pruning can be a solution
if vigorous tree growth has not
been matched by spring blossom
quantity.
Trees younger than eight to 10
years can be dug up completely
and have vigorous roots cut in
half and taproots removed.
Replace tree, firm soil and
provide support against strong
winds.
Older trees can be root-pruned
by taking out a trench half-way
round the tree, 1-1.5m from the
trunk.
Cut the thick roots that have
been uncovered, then try to burrow
below the tree to sever any
taproot that may have formed.
Avoid damaging fine, matted
feeding roots which help form
and feed fruit buds.
Mitsubishi’s upgraded Triton the best yet
OUR NEW UTE sales race
is a two-horse affair between
perennial front-runners the
Toyota Hilux and the Ford
Ranger, with the best of the rest,
the value for money Mitsubishi
Triton.
More than 50,000 Tritons have
now been sold here, cementing
its place as the third most popular
ute in the land and well clear
of its nearest rivals the Nissan
Navara and Isuzu D-Max.
Mitsubishi is looking to widen
the gap on this pair with a new
Triton, the first in nine years, but
worth the wait.
There is more new Triton
to embrace with worthwhile
increases in its overall length and
width of the chassis compared to
its predecessor.
An additional 130mm
between the wheels reduces rear
overhang for greater stability,
cargo capacity and towing
performance.
Prices for the 16-strong line-up
start at $38,690 for the entry level
Motoring with Bob Nettleton
GLX 2WD single cab and chassis
before heading north to $59,990
for the range topping VRX AWD
double cab provided for this
review.
Powered by Mitsubishi’s new
150kW 2.4-litre bi-turbo diesel
with 470Nm of torque, managed
by a proven six-speed automatic,
collectively raise the Triton’s
performance bar to new heights.
Weight reductions and
enhanced components
deliver greater efficiency and
responsiveness. There’s enough
low speed pulling power locked
and loaded to tow sizeable loads.
The test ute cruised sweetly
at open road speeds, with a lot
more hush than before around
engine and road noise. Assertive
accelerative qualities ensures
performance is lively and upbeat
when you need it to be. A sixspeed
automatic does a fine job
with smooth well-sequenced
gear changes that are a good
fit with the motor’s power and
torque profiles.
With its larger footprint, there
are welcome gains in room for
the driver and passengers over
the cabin in the previous model
that, by contrast, felt snug and
narrow.
The in-cab experience is much
better thanks to redesigned seats
featuring power lumbar support
and adjustments. The only thing
you get less of is road noise and
vibration, resulting from chassis
and suspension upgrades, and
new sound insulation on the
doors.
This model showcases plenty
of technology. Up front, is a
9-inch smartphone link display
audio system, a significant
upgrade on the previous model’s
7-inch display, and comes
with an embedded navigation
system, AM/FM radio and
wireless Android Auto/ Apple
CarPlay functionality. Vehicle
information is presented on a
separate 7-inch driver’s display
behind the steering wheel.
While the old model had solid
safety credentials, its successor
takes these onwards and upward
including never-seen before
features.
One is front cross traffic alert,
using radar to alert the driver
via visual and audio alarms if an
approaching vehicle is detected
Rating out of 10: Performance 7; Handling 6; Build Quality
7; Comfort 7; Space 7; Value for money 8; Safety - ANCAP
5-star crash test rating.
Overall points out of 10: 7.5
when entering an intersection.
Other notables on the safety
roster include a new centre
airbag that helped the new
Triton snare a prized five-star
rating under ANCAP’s much
tougher crash testing regime.
Handling is neat and tidy
although there is just a bit too
much body roll when driving
briskly over undulating roads or
during higher speed cornering.
I put this down to slightly
softer springs designed to
improve ride comfort. These and
the dampers could be firmer
to improve the handling ride
comfort balance.
The steering is a big
improvement over the previous
model with welcome increases in
road feel and directness. My off
road excursions only scratched
the surface of this Triton’s crosscountry
traversing abilities.
The farm and forestry tracks I
drove, apart from a few menacing
corrugations and muddy patches,
Incorporating show homes
in your planning process
There are many things to think about when you’re
considering building a new home.
Browsing show homes is a fantastic way
to get you thinking about practicalities,
needs, aesthetics and your wish list! Here
are a few consideration’s to help spark your
planning process.
• What is your exterior style? What kind
of homes do you like? Look around and
take a mental note of what you are drawn
to most.
• What kind of exterior materials do you
like? Once you’ve worked out the look
you like, research what materials are
available and find out about durability.
• How will you use your house? It’s
important to most people to have a good
indoor/outdoor flow and attractive,
sheltered outdoor living. Imagine your
home in various seasons.
• Landscaping is important. Look around
and consider what you like and don’t like.
Are you a structured formal garden type
or do you like a contemporary native
style?
• Sustainability and future-proofing
aren’t just buzzwords anymore. It’s
very important for your new home to
be environmentally friendly. Research
insulation requirements, solar hot water
heating, ventilation options and new
technology to ensure your home will be
affordable to run.
• Interior décor is really exciting. This is
where show homes can really help you get
to know current trends, colours, beautiful
furnishings and furniture. Collect home
magazines and figure out what you’d love
to emulate.
• Also, pause to give thought to
architectural components inside. Do you
remember a raised ceiling? What kind of
finishing do top homes use and which
styles are you drawn to?
• Heating is also a consideration. Have a
look at what show homes are offering.
• Kitchens form the heart of the house.
Show homes give you insight into the
latest styles, materials and storage
facilities available.
• Bathrooms are another big component.
They need to be as luxurious as you can
make them, so start dreaming.
Kitchens form the heart
of the house. Show
homes give you insight
into the latest styles,
A breath of fresh air
There’s nothing worse than the smell of your
latest culinary creation wafting through your
living spaces. Beyond just dealing with kitchen
aromas, kitchen range hoods address the more
serious issue of condensation from cooking
steam. There are many different types, so
which one should you choose?
First, if you are building or renovating, you
need to decide whether to opt for ducted
or recirculating models. In New
Zealand, ducted range hoods
must vent outside, preventing
potential fire hazards and
condensation-related rot in
the ceiling cavity.
Ducted or recirculating?
Recirculating models use
carbon or charcoal filters
to recirculate air, with
replacement filters needing to
be purchased every three to
six months. They also don’t
remove moisture. On the
other hand, ducted hoods
are more efficient at moisture
removal but involve a higher
installation cost.
Types of range hoods:
Fixed hood - As the
name suggests, they are
permanently fixed
to the wall
or
under a cupboard like a flat box. Fixed hoods
are limited in how much steam they can
remove, but smooth-surfaced hoods are easy
to clean.
Canopy - These are usually made in various
shapes in stainless steel or glass and are fixed
to the wall or hung from the ceiling. Most
canopy hoods are ducted vertically through
the ceiling or wall. Canopy hoods often have
additional features, including electronic
controls and three or four fan speeds. These
fans are efficient with a higher airflow than
fixed hoods.
Tilt hoods - These are built-in and have
a front panel that tilts open to be used. Tilt
hoods are mounted between cupboards and
have a good capacity to remove a lot of steam.
Retractable or slide-out hoods - These are
usually mounted under cupboards and are
designed to be out of the way when you’re not
using them. The extension slides out with an
automatic fan and light. They have a limited
capacity for collecting steam.
Undermount or integrated hoods -
These are out of sight and built into a cupboard
above the cooktop. Undermount or integrated
hoods may not be as efficient as a canopy
hood.
Downdraft hoods - For the ultimate in
being discreet, these range hoods rise from the
back of the cooktops when needed. However,
they may not be as effective as other types.
Choose a range hood that
best suits your needs and
budget, and create a functional
and inviting kitchen. Breathe
easier and cook with comfort!
MEET LUCY & SARAH -
YOUR DREAM TEAM
IN PROPERTY
(and a bit of a power duo in activewear)
Two local mums. One mission: to sell your home with style, strategy,
and a whole lot of savvy.
Between school drop-offs and gym class, Lucy & Sarah are closing deals
and building real connections - because behind every sold sign is a story,
and these two know how to tell it. With years of sales expertise, a sharp
eye for digital marketing, and enough neighbourhood know-how to
navigate the trickiest of markets, they bring double the energy, double
the value, and a whole lot of passion to every property they touch.
They’re not your average agents - they’re real women, real mums with
real results. Sarah’s chasing after her two boys (Cohen & Ethan), Lucy’s
juggling her daughter Riley and their golden retriever Ace, but when it
comes to selling your home? All focus, all fire.
Whether it’s online strategy or old-school relationship building, they
blend tech-savvy promotion with personal touch to get your property
seen - and SOLD.
Trustworthy. Respectful. Relatable. And just cheeky enough to make
real estate feel fun again.
Ready to sell with sparkle? Lucy & Sarah have the hustle,
the heart, and the high-fives to get you there.
Add style and comfort with accessories
Freshen up your living space by
swapping out throws and cushions.
These accessories can easily transform
a room’s look and atmosphere, adding
comfort and style to any home without
costing lots of money.
The temperature can fluctuate this
time of year, and some nights are chillier
than others. Throws, also known as
blankets or afghans, are both practical
and decorative. Beyond keeping you
warm on chilly evenings, throws add
texture and colour to your furniture.
They are often made from soft materials
like fleece, wool, or cotton and are
perfect for draping over sofas, chairs,
or the foot of your bed. However, apart
from their comfort, they can also add a
touch of personality and visual interest
to your room. Choose throws in colours
and patterns that complement the
colour scheme of your decor, or opt for
bold patterns to make a statement.
Cushions can be easily switched
out to refresh the look of a room and
are a cost-effective way to update the
room’s style. You can get a pop of colour
while making the most of the cushion’s
lumbar support on the couch or bed.
Mix and match different sizes, shapes,
colours, patterns and textures creatively
for visual interest. You can also tie
together the existing colours of your
curtains, wall art or furniture for a more
cohesive look.
Updating these accessories doesn’t
need a significant investment. Swapping
out throws and cushions enables you to
experiment with new season trends or
current styles and your tastes without
committing to completely overhauling
your decor. Depending on the season,
you could choose lightweight cotton
throws and cushions in spring and
summer and opt for warmer, richer
tones in soft and inviting materials like
fleece or faux fur for the autumn and
winter.
Throws and cushions combine style
and comfort, and by using these simple
accessories, you can transform any
space into a warm and inviting haven.
Showcase your creativity and style and
enhance the comfort and look of your
living space with versatile and budgetfriendly
throws and cushions.
Selling your home?
Your guide to all things Real Estate
in the Selwyn District
Preparation is key when it
comes to paint
23
As we move towards winter and we’re all spending
more time inside, it’s the ideal time to perk up and
refresh your home – and few things have as big an
impact as giving your walls a fresh coat of paint.
You can hire out professionals to get the job done
for you, but if you fancy tackling it yourself then it
isn’t too difficult a job. It can be tempting to cut a
few corners to save time, especially if DIY isn’t your
favourite way to spend your free time, but by taking
a bit of time to prepare before you get going, you’ll
end with a much smarter, professional-looking
finish and potentially save yourself a lot of hassle
later down the line.
So, let’s get cracking, shall we?
Clear the way
Before you get started make things easier by
clearing out the room as much as you can. Take
down any artwork, mirrors, or framed photographs
from your walls, but don’t stop there – remove as
much furniture from the room as you can. For
larger items or things you can’t find room for
elsewhere cover them with an dust sheet – or an old
bed sheet – to keep them safe from splashes.
Finally, remove any rugs or mats and then cover
up carpets or floors with dust sheets, old bedding,
or even newspaper.
Check your walls
With everything nicely cleared out, it’s a good
time to check for any signs of damage to your walls
before you get going with the paintbrush.
Small holes or cracks can be easily fixed with
some filler. Choose one that is designed for the
surface you’re painting. Before applying filler, make
sure the area is clean and scrape off any old paint or
loose plaster that may be hanging around.
Apply a thin layer of the filer, ensuring the hole
or crack is completely covered. Carefully spread the
filler across the area as required and then remove
excess with a swift downward stroke. Once the
filler is in place, and you’ve allowed it to dry, sand it
down until its nice and smooth.
Any other rough patches of plaster or flaking
paint can also be tackled with the sandpaper to give
yourself a consistent surface to work with.
Clean it up
With your walls now clear and free of cracks,
bumps, or holes, it’s time to get cleaning to make
sure you’ve got rid of any dust, grease, or grime – all
of which can stop the paint from sticking.
Grab and a bucket of warm, soapy water, and a
cloth and get going. Once you’ve given the walls a
thorough clean, give them a final once-over with a
damp sponge to remove any traces of soap and once
that’s done, let them air dry naturally.
Tape it off
To get nice, neat edges, grab a roll of masking
tape and carefully roll it along edges you don’t want
to paint, including skirting boards and window
frames. Push the tape down firmly and make sure
there’s no gaps for paint to seep underneath.
Last checks
If you’ve followed all the steps above, it’s almost
time to get going, but before you do take a quick
look around you. Chances are, the cleaning and
sanding may have made a bit of a mess, so take
a few minutes to clear it up before you start. The
