Poll shows 82% in favour of public holidays
AN ONLINE poll shows strong
rejection of high-profile property
developer Matthew Horncastle’s
opposition to
public holidays.
In the
starnews.co.nz
poll, 82% said
businesses
should be forced
Matthew
Horncastle
to close or pay
employees more
on public holidays
with only 18% against.
Last week, The Star reported
how Horncastle’s Instagram
views on public holidays had
sparked backlash in the comments.
Horncastle is the co-founder
and co-managing director of
Williams Corporation, one of
the largest property developers
in Christchurch.
On April 24 and Anzac
Day, Horncastle posted public
THE
POLL
starnews.co.nz
holidays were “unethical” as they
were mandated by the Government
and forced businesses to
close or pay employees more if
they did work.
“The Government mandates
when a day is special. It forces
many businesses to close. It
forces employers to pay more if
someone works that day. It dictates
the terms of private agreements
between employer and
employee,” Horncastle wrote.
Online readers responded to
Horncastle’s view.
“All I read into this, is that this
guy wants his staff to work seven
days a week,” said Peter Mitchell.
“It’s people like this who keep
New Zealand’s wages low. Our
workers are extremely tired of
being overtaxed and underpaid.
People are treading water and
some are backsliding,” said Keith
Taylor.
“He’s welcome to go to work if
he wants to. The rest of us will be
chilling in the backyard with our
ice coffees,” said Keala Taunoa.
NEW VIDEO footage shows
how the central city stadium is
rapidly coming together.
At the entrance of the western
stand of One New Zealand Stadium
at Te Kaha, the escalators,
stairs, lifts and the glass façade
are all in place.
“Fit-out works are continuing
on all four levels of the western
stand, with kitchens, bathrooms
and back-of-house areas now
essentially complete,” said city
council project director Kent
Summerfield.
The 23 corporate suites are
also nearing completion, with
wall linings, joinery and ceilings
in place.
“One of the major focuses on
site for the team continues to
be the installation of the roof
cladding,” Summerfiled said.
The stadium will be covered,
with much of the roof made
of a clear material – ethylene
tetrafluoroethylene – which will
let natural light shine through
to support the turf growth.
“The solid portion of the roof
to the south comprises of two
layers. Installation of the base
layer is now fully complete,
and the team have commenced
installation of the top layer,” he
said.
The landscaping is under way
and is expected to be completed
in a year and will feature green
spaces and paved areas.
“Despite the recent wet
weather, the team continue to
make great progress, and we
remain on track for an opening
in April 2026 and on budget,”
Summerfield said.
Teenager gives back to
chopper after rescue
A HIGH SCHOOL student
has defied the odds after a
devastating crash – and now he’s
giving back to the air rescue crew
who saved him.
Sports-loving teenager Riley
Abbott’s life changed in an instant
in July 2023. The St Bede’s College
boarder and rugby enthusiast
from Hawarden misjudged a jump
while riding his dirt bike, leaving
him with a shattered femur and
dislocated hip.
In cold conditions and fading
light, Westpac Rescue Helicopter
paramedics stabilised Riley
on-site and flew him to Christchurch
Hospital using night vision
technology that made the urgent
flight possible. Riley underwent
surgery and faced months of
rehab, leaving his future in sport
uncertain.
A year later, Riley, now 17,
learned he would need a full hip
replacement due to severe joint
damage. With resilience and
determination, Riley joined his
parents in the Coast to Coast. He
cycled all 140km of the bike stages,
raising $3500 for the Westpac
Rescue Helicopter service.
Tomorrow, members of the
public will have the opportunity
to support Westpac rescue chopper
teams too. The organisation
will be shaking buckets around
the country to raise money for its
annual Chopper Street Appeal
Day.
Canterbury’s Westpac Rescue
helicopters flew 765 missions
across the region last year, up
15% on 2023. Of the call-outs,
42% were to attend accidents
‘Even if I win Lotto I will not step down’
• By Dylan Smits
JAMES DANIELS has thrust
himself back into the political
spotlight by making a bid for the
city council in October’s local
body elections.
The iconic radio host will
stand as an independent in the
Coastal Ward – the ward he
turned his back on in 2021, forcing
a by-election.
“I understand that some
residents felt let down by my decision,
I hear you and I’m sorry.
But life has its twists and turns,
although my life and heart have
always been centred in the east,”
he said.
Daniels was elected in 2019,
beating sitting councillor David
East by 339 votes.
But in June 2021, Daniels
resigned from the city council to
take up what he said was a “oncein-a-lifetime”
job as co-host with
Simon Barnett on NewstalkZB
afternoons.
“As radio has been my life it
was an incredible opportunity
– but one that meant stepping
away from council.”
His resignation forced a byelection,
costing $65,000, which
was won by Celeste Donovan.
She held onto the ward in the
2022 election.
Daniels, 70, acknowledges
some voters may question his
return, and says he is ready for
that conversation.
Daniels is the third candidate
making a bid for the ward,
alongside Donovan and Jo Zervos,
but nominations don’t close
until August 1.
Zervos is an independent
Coastal Ward member on the
Waitai Coastal-Burwood-Linwood
Community Board.
Since leaving radio in 2024,
Daniels has been working alongside
his children in the family
business.
He said it’s time to step up
again, because the ward “needs
a stronger voice at the council
table”.
“I’ve watched what’s been happening
around the council table
and I’m frustrated,” he said.
Daniels is supportive of Mayor
Phil Mauger.
“Phil Mauger is a good man,
trying hard to do the right thing
for Christchurch, but he doesn’t
have the numbers to get practical
outcomes across the line –
especially for our side of the city.
Coastal deserves better,” he said.
Daniels says he is committed
to serving a full-term if elected.
“I will look anyone in the eye
and say, even if I win Lotto, I will
not step down.”
Daniels hopes to work with
Mauger to lower rates increases
and get more value for city
council spending, but said
he would also work well with
Heathcote Ward city councillor
Sara Templeton if she is elected
mayor.
“I’m not saying I agree with
Phil on everything, but we have
a great relationship with mutual
respect. What he needs are more
independent, experienced councillors
willing to roll up their
sleeves and get stuck in. That’s
what I bring.”
He declined to comment on
Donovan’s record.
“I’m not going to comment
on anyone else. I’m just going
to present people with my good
skills and experience.
“I think we need to do the
basics really well. I guess all
candidates will say that, but I
mean it.”
He wants more investment in
the New Brighton commercial
precinct to support businesses
and jobs.
Improving housing supply,
safety and resilience in the face
of worsening weather events will
also be a priority.
Daniels said he was approached
by the left-leaning The
People’s Choice political group
to run under its banner in the
ward. But after “serious thought”
he decided against it to remain
independent.
But People’s Choice chair
Paul McMahon said “wires may
have been crossed”. He denied
People’s Choice had “officially”
approached Daniels.
“One (People’s Choice) person
caught up with him pretty casually
at a cafe, but there was no
official approach or asking him
to stand.”
Daniels said his choice to not
run under People’s Choice relates
to his opposition to party politics
at the city council.
“I’ve always been fiercely independent.
I’m not part of a voting
bloc, and I don’t take instructions
from any party or special
interest group. I vote based on
what’s right for our people and
our future.”
Daniels says he is “at the centre”
politically and wants to work
well with all city councillors, left
or right-leaning.
“I know how to communicate,
I know how to listen, and I know
how to bring people together to
solve problems,” he said.
“This is about making sensible,
smart, long-term decisions – for
us and our children after us.”
EYE SURGEON Ian
Dallison who attempted to
murder his former business
landlord has been granted
parole.
After being declared
bankrupt on August 4,
2022, Dallison (right)
stormed into the Lyttelton
home of Alberto Ceccarelli
and attempted to shoot
him while he was eating
Dallison was jailed for
almost seven years in 2023.
A parole board
appeared
He will be
It was
Dallison had been in an
intimate relationship with
district court Judge Jane
Farish was Dallison’s
girlfriend at the time of his
attack on Ceccarelli and
Schmidt.
Dallison was armed with
nine guns and 167 rounds
of ammunition when he
drove to the couple’s home
summary of facts stated.
People’s Choice won’t contest four
• By Dylan Smits
THE PEOPLE’S Choice will not
be running candidates in four
swing wards as the left-leaning
political ticket reveals its lineup
for the October local body
elections.
Despite running candidates in
the Halswell, Hornby, Coastal
and Cashmere wards in previous
elections, People’s Choice will
not contest the seats. It will instead
focus on unseating incumbent
councillors in the Papanui
and Burwood wards.
Living wage advocate Nathaniel
Herz Jardine will run for the
vacant seat in Heathcote Ward,
as incumbent city councillor
Sara Templeton is running for
mayor only.
Waipapa Papanui-Innes-
Central Community Board
deputy board chair Simon
Britten will challenge Papanui
Ward city councillor Victoria
Henstock under The People’s
Choice banner.
Community worker Fionna
Chapman will run against city
councillor Kelly Barber in the
Burwood Ward.
All six incumbent People’s
Choice city councillors are seeking
re-election.
They are deputy mayor Pauline
Cotter (Innes), Jake McLellan
(Central), Tyla Harrison-Hunt
Tyrone
Fields
(Riccarton), Melanie Coker
(Spreydon), Tyrone Fields (Banks
Peninsula) and Yani Johanson
(Linwood).
Harrison-Hunt said People’s
Choice will focus on “making
sure we preserve services like
libraries, pools,
and parks, while
also retaining
ownership of assets
like the port,
airport, and
lines company”.
People’s
Choice chair Paul
McMahon would
not go into detail
as to why no
candidates will
run in Halswell,
Hornby Coastal
or Cashmere
wards, specifically
to protect
the group’s political
strategies.
But he said:
“You have to
weigh up the
candidates you
have and the
incumbent you
have. Where we
think we can
win, that’s where
we’re running.”
Halswell,
Hornby, Coastal
and Cashmere
wards have swung between city
councillors of different political
affiliations in the past and have
had close contests between left
and right-leaning candidates.
2022 until it was won by Andrei
Moore in the last election, who
stood as an independent.
Moore was previously elected
to the Waipuna Halswell-Hornby-Riccarton
Community Board
as part of People’s Choice. While
often a swing vote, he votes with
the left-leaning bloc more often
than the right.
In Hornby, People’s Choice city
councillor Jimmy Chen served
until 2022 when right-leaning
independent Mark Peters won.
Independent Cashmere Ward
city councillor Tim Scandrett
has fended off two challenges
from People’s Choice candidates
in 2019 and 2022.
Scandrett is often viewed
as the most independent and
centrist of currently elected city
councillors.
In the Coastal Ward,
incumbent city councillor
Celeste Donovan is independent
but often votes in alignment with
People’s Choice.
The political ticket is not
running any ward or community
board candidates in Fendalton,
Waimairi and Harewood
as these are typically not
competitive.
entering local politics, but is no
Britten said of his run in the
Papanui Ward he would bring
“well-rounded knowledge” as a
city councillor.
He points to his experience as
deputy community board chair
and in various governance roles.
“I know how to support the
community and work collaboratively
in governance and leadership
roles.”
It is Britten’s first time running
under The People’s Choice banner,
having run as an independent
for the community board.
He is a Green Party member
and identifies as “progressive”.
Britten wants to make it easier
and safer for people to get around
in his ward by bringing back
revoked funding for upgrade projects
such as Main North Rd and
the Sawyers Arms and Greers
Rds intersection.
He also supports more funding
for youth programmes and
spaces.
People’s Choice has revealed a
full line-up of candidates for the
Waipuna Halswell-Hornby-Riccarton
Community Board and
McMahon said there is a “good
opportunity” to get more of their
candidates elected.
“It’s not secret that it’s been a
bit of a challenge out there, and
we hope to provide some more
skilled and competent people.”
People’s Choice have majorities
or close to majorities on every
community board except Waipuna
and Waimāero Fendalton-
Waimairi-Harewood Community
Board which heavily slants
to centre-right candidates.
The Waipuna community
board has had several highprofile
disputes in recent years,
including the resignation of Riccarton
member Helen Broughton
from the board chair position
after accusations of poorly-run
meetings.
Upgrades to Deans Ave and
Church Corner have also been
controversial issues.
Also at community board level,
well-known People’s Choice
candidates include former city
councillor Mike Davidson, who
is running to represent Innes
on the Waipapa Papanui-Innes-
Central Community Board.
He ran as the Green Party
candidate for Ilam in the 2023
general election and lost the 2022
Papanui Ward contest to city
councillor Victoria Henstock.
Higher speed
limit not fast
enough for
some drivers
REVVED:
The 110km/h sign for traffic heading north on the Southern Motorway near Curletts
Rd. Most vehicles were already doing 120km/h by that stage.
Part of the Christchurch
Southern Motorway
now has a 110km/h
speed limit, up from
100km/h. But as
reporter Dylan Smits
and photographer Geoff
Sloan found out, many
drivers are going faster
WE WERE CRUISING down
the motorway back towards
Christchurch when a black
Toyota Landcruiser overtook us
in the right lane, travelling about
130km/h.
It was the vehicle we clocked
going the fastest, but on our
circuit of the motorway from the
city to Rolleston and back we saw
most were travelling at 120km/h
– 10km/h over the new limit.
A 17.7km stretch of the
motorway – between the Curletts
Rd interchange in Middleton and
the Weedons Rd interchange in
Rolleston – became the South
Island’s first 110km/h state
highway last month.
Heading south, some drivers
reduced their speed to 110km/h
when the limit dropped to
100km/h near Rolleston. Others
the new 110km/h speed
continued at 120km/h until
reaching the 80km/h sign near
Hoskyns Rd.
On the return trip, most
vehicles accelerated to 120km/h
just before or shortly after reentering
the 110km/h zone from
Rolleston, then slowed back to
110km/h once the limit dropped
to 100km/h.
As vehicles continued into
Christchurch, most slowed to
about 90km/h after passing the
60km/h sign at the end of the motorway
near Barrington St before
Brougham St.
After the sign, all motorists
eventually slowed to 60km/h over
the next 300m of road.
Some motorists eased from
120km/h to 110km/h when
merging with traffic from offramps
or as congestion increased.
Although driving up to 10km/h
SPEEDING: Pictured left, a Toyota Landcruiser going about 130km/h, passes The Star car
on the 100km/h section of the motorway heading towards Christchurch from Rolleston.
Right, a red Mazda station wagon passes cars on the southern motorway at a speed
estimated at about 130km/h.
over the speed limit will not get
drivers ticketed by speed cameras,
it is still illegal.
But Police road policing manager
Inspector Kelly Larsen said
police have not encountered any
“significant issues” and speeding
enforcement measures remained
business as usual.
AA road safety spokesperson
Dylan Thomsen said an increase
in the speed limit doesn’t mean
drivers will increase their speed by
the same amount.
“How much people adjust their
speed will depend on a number
of things like the look-and-feel
of the road, what speed vehicles
were travelling at
before the change
and what speed
naturally feels
right to most
people in that
environment.”
He said data
studies from
speed limit
changes indicate
a 10km/h change in the speed
Dylan
Thomsen
limit will generally see a change
of only 3-5km/h in actual driving
speeds.
Rolleston resident Nicholas
Grimmer, 30, uses the motorway
four times a week to travel to work
and was excited by the new limit.
“I love it, I’m a big fan. My only
worry is that people who are not
confident going 110 are sometimes
in the right-hand lane, which is
typically the quicker lane,” he said.
Prebbleton resident Lucas
McGillivray, 21, said the speed
limit change had not affected his
commute.
“I think the change is a good
thing. Traffic can get pretty bad in
the morning, but at the same time,
is the difference between 100km/h
and 110km/h actually going to do
that much?”
Mum challenges ACC review: ‘I just want
Ethan to have a normal childhood’
• By Paula Hulburt
A DISTRAUGHT mother is
battling to keep her home and
care for her son after Accident
Compensation Corporation
slashed funding.
Sasha Barras’ son Ethan, 11,
needs 24-hour care.
The fed-up former hairdresser’s
lawyer has now lodged papers
in the district court seeking a
judicial review, challenging the
legitimacy of the ACC needs assessment.
Barras is focusing on ACC’s
obligations under The Human
Rights Act 1993 and the United
Nations Convention on the
Rights of The Child. It guarantees
dignity and equitably for
children with disabilities. New
Zealand was a signatory. Barras
believes stonewalling by ACC
mean Ethan’s rights under this
provision are not being met.
The court action comes as she
nears 18 months of asking for an
urgent review.
The last review failed to focus
on Ethan’s physical problems
caused by a botched surgery, she
said.
“The cut in funding is devastating,”
she said.
“The latest review was conducted
differently from the prior
two in that they focused almost
exclusively on Ethan’s autism
and behaviour and spent almost
no time reviewing his physical
needs.”
The cut leaves them just $519
a week to live on and Barras has
drained the savings she set aside
for a house deposit.
It is not possible to pay both
the rent and the associated costs
of caring for Ethan, she said.
The Ilam resident has appealed
for ACC to urgently review their
decision which she said makes
no sense and contradicts their
earlier findings.
Specialists, including Ethan’s
paediatric surgeon, as well as
the outcomes of two prior ACC
reviews, show Ethan’s medical
needs have increased.
“I just want Ethan to have a
normal childhood, he deserves
to be a child,” Barras said.
Born on October 13, 2013 in
Nelson Hospital, Ethan was
four weeks premature. He has
undergone countless surgeries
for bowel problems.
A special tube was inserted
into his abdomen in 2020, but
he suffered a bowel perforation
when the tube was damaged
while being changed.
A stoma bag was fitted but has
never worked properly, Barras
said.
Ethan is covered in faecal matter
several times a day and suffers
from post traumatic stress
disorder.
“A stoma is involuntarily
activated 24hrs per day, 365 days
a year, not between 10am to
2pm daily like the ACC assessor
indicated,” Barras said.
“Nathan was an amazing, very
placid, happy little boy that has
known nothing but pain and discomfort
over the last few years.
“Ethan has never had a friend
or been to a birthday party.
He has never been able to start
school.”
The initial needs assessment by
ACC found Ethan needed
the highest level of care. Medical
supplies such as dressings were
funded and a carer from
Nurse Maude came in regularly
to help.
Barras and Ethan were getting
help from a psychologist but that
has been stopped too.
She will not stop fighting on
her son’s behalf.
“I won’t give up, Ethan’s why I
get up and fight for what’s right.”
ACC deputy chief executive
service delivery Michael Frampton
said it is happy to work with
Ethan’s family to consider any
new information.
“I’m very sorry to hear about
Ethan’s situation and the impact
this is having on him and his
family,” he said.
“A 2023 reassessment found
that while his overall needs
remained high, his injury-related
needs had reduced.
“They asked for this decision to
be independently reviewed, and
the reviewer considered that the
decision was correct. The matter
has been appealed to the district
court.
“ACC cannot provide support
for pre-existing and underlying
health conditions, but we do take
this into account because it can
impact the type of support the
client needs for their injury.
“In Ethan’s case, this meant
funding additional behavioural
support services.”
Paul Burns has received
his New Zealand Order
of Merit medal in
recognition of leading
the search and rescue
teams during the 2011
earthquake. Reporter
Dylan Smits caught
up with Burns to look
back on his career and
lessons learned from
disaster
PAUL BURNS was loading
golf clubs into his car, about
to head off for a round at the
Weedons Country Club near
Rolleston when the February 22
earthquake struck at 12.51pm.
He was head of the southern
search and rescue (SAR) team
based out of Christchurch, which
undertakes complicated rescue
operations.
Burns knew it was a serious
earthquake because it was even
stronger than the shaking in
September 2010.
“The cell phones were down
so I had to get on my landline.
I rang Wellington immediately
and told the (search and rescue)
commander up there to start
preparing a team.”
Burns tried to drive from his
home in Templeton where he
then lived to the search and
RESPONSE: Firefighters at the PGC building after the February 22, 2011 earthquake.
Inset – Paul Burns has retired from southern search and rescue, which he helped establish in 2002.
rescue base at the Woolston Fire
Station, but when he reached
Garlands Rd near the station
liquefaction brought traffic to a
standstill.
“I had to get picked up by a
colleague in a four-wheel drive
so we could get through and
then assemble at the station from
there,” he said.
As media reports of collapsed
buildings in the city centre
emerged, Burns waited two
hours for about 30 search and
rescue operators to arrive at the
station, while fire crews carried
out an initial response in the city
centre.
“It’s not a lot of people, but it’s
the best we could do. You just
had to plan with the resources
you had,” he said.
Once all rescue equipment was
prepared, Burns and the team
drove into the city centre and set
up an operations base at Latimer
Square, near the collapsed CTV
and PGC buildings.
“We could see the destruction,
but you just had to focus on the
job you had to do, like everyone
else responding that day,” he
said.
ceremony at Government
House in Wellington on April
membership in the New Zealand
to have got it. I see it as an award
for everyone from search and
Tired of Not Sleeping? Research
Shows 25% of Kiwis Struggle
If you’re tired of tossing and
turning, yearning for deep and
rejuvenating sleep, you’re far
from being alone. According to
PubMed, approximately 25% of
adults in New Zealand may suffer
from chronic sleep issues. Even
for those whose sleep struggles
aren’t chronic, the impact on daily
life can be significant.
Sleep deprivation affects
every facet of our lives—from
physical health and mental
well-being to relationships and
overall productivity. It leaves us
drained, irritable, and unfocused,
undermining our performance at
work and our interactions with
loved ones.
Koru Nutrition, a local
health company based just north
of Christchurch have had a
breakthrough in formulating a
blend of natural nutrients proven
to ease sleep transition, calm
thoughts, and support restorative
and REM sleep for a refreshed and
energised waking process.
This potent formula combines
Valerian root, L-Theanine, Zinc,
Passionflower, Vitamin B-6,
5-HTP, and Magnesium into a
capsule known as ‘Koru Sleep’.
Being all-natural, Koru Sleep
doesn’t pose the risk of the negative
side effects associated with many
synthetic sleep products on the
market.
Despite being a small New
Zealand business, Koru Nutrition’s
impact on Kiwis’ health is evergrowing.
Having already made a
name for themselves in the world
of joint and muscle support with
Koru FX, they have now helped
NEWS 11
you just had to focus on the job’
On the first day, while the
destruction of the city where
he grew up weighed on Burns’
mind, he went “back to basics” to
get the job done.
“We’d trained for years for this,
and so you go about the job in
quite a matter of fact way. Every
day it helped to plan ahead in
just two to three hour slots and I
think that helped,” he said.
He co-ordinated the arrival of
international search and rescue
teams but New Zealand emergency
responders would be on their
own in the search for trapped
survivors until 3am the next day.
A search and rescue team from
New South Wales was the first to
arrive, followed by Singaporean,
Japanese and American teams.
The role of search and rescue
was to conduct more complicated
rescue operations with heavy
equipment like concrete crackers.
Burns, who was also a senior
fire station officer, mostly worked
the night shift alongside now Fire
and Emergency Canterbury area
commander Dave Berry.
About 120 people were rescued
from collapsed buildings.
“Emotions were high and
there were just huge highs and
lows throughout those first two
days. Some people were saved,
but some people, alive people,
were not. That took a big toll on
certain people,” said Burns.
Born and raised in Christchurch,
after leaving school Burns
worked as a photolithographer at
The Press.
He was inspired to become
a firefighter when he saw an
advertisement in the newspaper,
and later helped create the
volunteer-based southern SAR
team in 2002. He had recently got
married to his wife Maryanne.
They have three daughters.
“I’d never thought about doing
it but I did like the idea of a job
helping people in bad moments,”
he said.
Burns moved from Templeton
to Prebbleton three years ago.
After the earthquake response,
Burns was asked to help write the
2015, and later 2020, edition of
the SAR handbook.
The set of policies is used
internationally by SAR teams to
co-ordinate and execute the best
possible responses.
Burns says writing the policy
manuals is “very boring” work,
but its importance to the effectiveness
of SAR internationally
was a large part of why he
received the order of merit award.
HUMBLED: Former senior fire station officer Paul Burns
received a New Zealand Order of Merit for services to search
and rescue and fire and emergency from Governor General
Dame Cindy Kiro in Wellington. Above – Burns with other
FENZ award recipients Neville Phillips, John Oliver, Harry
Carter and Ian Pickard.
He doesn’t take credit for the
earthquake response and says
there are “smarter” people in
southern SAR who came up with
the ideas he integrated into the
manuals.
An example of a lesson from
the earthquake implemented
into the manuals was setting up
decontamination processes like
showers to prevent SAR teams
from bringing dust and contaminants
back into the operations
base.
Burns has retired from leading
the southern SAR team and the
fire service, but has retained his
role as a mentor for SAR teams in
Singapore and Australia.
He is going to Singapore
this week, certifying the two
SAR rescue teams based on the
handbook by examining their
policies and training.
It will be his last official work
in SAR.
“It’s time to hang up the boots.
I’ve done 40 plus years in the
fire service and there are people
now who can take my place. So
I’m really comfortable that I can
retire.”
UNITED STATES fried chicken fast
food giant Popeyes has made a bid to
open its first South Island restaurant in
Christchurch.
Tahua Properties Ltd has lodged a
resource consent application to build a
Popeyes opposite the Durham St New
World supermarket between Moorhouse
Ave and Bath St, The Press reported.
It also wants to build a separate drivethrough
Starbucks cafe on the 2948m² site.
In a resource consent application
lodged in April, the developer has asked
the city council to allow both chain
restaurants to operate 24 hours, seven days
a week.
Instead of having just one entrance
to the site – as per council rules – the
applicants wanted customers to use either
Moorhouse Ave, Durham St, or Bath St
to access the car park or separate drivethroughs,
The Press reported.
Each proposed restaurant would contain
seats for 64 customers and share 27 car
parks, including two mobility spaces, and
an additional six bicycle parks.
Popeyes already has branches
in Hastings, Lower Hutt, Taupo,
Hamilton and Auckland. The proposed
Christchurch restaurant would be its first
in the South Island.
The American multinational restaurant
chain was founded in 1972 in New
It is currently a subsidiary of Torontobased
Popeyes has more than 3700
are run as franchises.
Homes only for buyers over 45
TWO DOZEN new-build homes
have hit the city’s property
market, but young first-time
buyers should stay clear.
Developer North Ridge
has a specific homeowner in
mind for its subdivision, near
Prestons Park and Marshland –
downsizers aged 45 and over.
Listing agent Damian
Dellabarca from The Change
Agents said the over-45
restriction is a first for
Christchurch.
There is other age restricted
housing but these are usually
found in over-65 retirement
villages or over-55 developments.
Elmbridge Mews and another
North Ridge project in Styx Mill
are the first developments he’s
encountered aimed specifically at
downsizers.
The two and three-bedroom
properties in Elmbridge Mews,
near Prestons Park, are priced
between $849,000 and $1.189m.
Dellabarca said North Ridge
isn’t targeting traditional
retirees but rather a younger
demographic ready to simplify
their lifestyle –without moving
into a retirement village.
Families are welcome in
the subdivision, but a 20-year
covenant requires that at least
one property owner must be
aged 45 or older.
“The needs of a downsizer are
AGE RESTRICTED: A completed show home in the
Elmbridge Mews subdivision near Prestons Park.
Right – An artist’s impression of the finished subdivision.
completely different from those
of a first-home buyer. (Elmbridge
Mews) is aimed at meeting the
needs of a generation that wants
to downsize, but isn’t quite
ready for a retirement village,”
Dellabarca told OneRoof.
“The whole point is to create a
community of people that are at
a similar stage in life.”
Dellabarca told The Star if an
over-45 homeowner tried to sell
to someone under-45, it would
likely result in a legal dispute.
“I understand the covenant is
quite clear and strong, but you
don’t know what would happen
until someone tries it.”
North Ridge director John
Shearer stopped developing
townhouses for investors in 2020
and started focusing on homes
specifically for downsizers.
Shearer worked with his inhouse
architect to come up with
a new design template.
“We just took all the nice bits
in a big house and put them in a
small house.”
Shearer told OneRoof the
company had added an age
restriction to give buyers
certainty about the area they
were moving into.
“These houses aren’t
really designed for young
families or younger people. They
are designed for older people
who want the butler’s pantry and
the ensuite and things like that.”
Shearer said the feedback so
far had been positive.
“It’s a new concept.
People haven’t really done
a downsizer community
development like this before.
People put age restrictions
on properties, but not for the
reasons we have done it.”
Even though the age limit is 45
and over, most of those who had
bought so far were empty-nesters
closer to 55.
“They want to travel a bit
more, get into their bowls a bit
more, and just have a bit of an
easy property to live in.”
Dellabarca told The Star, the
over-45 development is not
discriminatory of younger
homebuyers when considering
the wider real estate market.
“There are many developments
in Christchurch which are
focused on appealing to younger
first home buyers.
“Elmbridge just provides
another option for older buyers.
I don’t think a couple dozen
homes being limited to over-45s
will affect the wider property
market.”
BUSINESS
Chch EV charger
company powers
up US operations
• By Tim Cronshaw
WIGRAM-BASED Enatel
has bought the United States
distributor of its battery chargers
as part of growth plans to expand
the business.
The power electronics company
now owns DC Power Technologies
(DCPT), based in
Marysville, Washington,
which has distributed its
EcoCharge products in the
US since 2013.
Enatel, a business unit
of large US family-owned
company Ideal Industries
Inc since 2018, designs
and manufactures battery
chargers for industrial electric
vehicles.
The company sells globally
under the Enatel and EcoCharge
brands, and designs and manufactures
other products for companies
in the material handling
equipment and airport ground
support sectors.
General manager Mike Clifford
said in a statement the acquisition
was a milestone for Enatel
as it combined the market and
service expertise of the DCPT
team with its ability to invest and
Mike
Clifford
scale the business.
“We are all about supporting
the electrification of industrial
vehicles, and our world leading
technologies help maximise the
availability of those vehicles with
fast, flexible and reliable chargers.’’
The addition was part of a
strategy to get closer to
customers and expand in
the US, as well as growing
in the Asia Pacific and European
markets, he said.
Enatel exports more
than 90% of its products
and employs 200 people
across industrial design,
software and hardware engineering,
manufacturing
and business support teams.
As part of the company’s
growth strategy it is investing in
a purpose-built facility in Dakota
Park near Christchurch Airport.
This is expected to be operating
by early next year.
Clifford said the company had
outgrown its existing facilities
and the new building would give
it much needed space to grow
further.
He said the company expected
it would also need to increase
its team.
ANZCO posts $8.4m
profit in tough year
TIGHT MARGINS in a
challenging second half of 2024
have hit the pockets of major
red meat processor and exporter
ANZCO Foods, but it made a
profit nonetheless.
The Christchurch company
with seven processing and three
manufacturing sites across New
Zealand recorded a net profit
of $8.4 million in the year to
December, down from a $44.4m
after-tax profit.
Chief executive Peter Conley
said it was another challenging
year for farmers and the red
meat sector.
“Lower market returns,
especially during the main
processing season squeezed
margins and impacted business
performance,” he said.
“Global market pricing for
beef and lamb improved in the
second half of the year with
increased consumer demand in
key markets including North
Asia, USA, Canada, UK and
Europe.”
He said China was the most
challenging market last year.
“China has seen slower economic
activity, and this reduced
demand impacted beef and
sheep meat returns,” he said.
Conley said its sites were fully
staffed through the year, which
helped drive higher revenue
“through additional product
recoveries”.
Looking to 2025, he said there
were continued strengths in
key markets like North America
particularly for beef, and the
United Kingdom and European
Union for sheepmeat, but China
remained sluggish.
“The 2025 year has started
positively but with new uncertainty
as geopolitical tensions
and tariff implications are yet to
be fully understood,” he said.
“However, the underlying outlook
for beef and lamb is positive
with improving economic
conditions driving increased
demand amid global supply
constraints.”
In relation to its United States
business, Conley said it had
been able to maintain pricing
and pass on the costs to the
American end of the chain, as
it continued to benefit from the
region’s insatiable hunger for
beef.
ANZCO Foods was one of the
country’s largest exports with an
annual turnover of $1.85 billion
and nearly 3000 employees
globally.
Call for inclusive holidays in diverse society
IT WAS an interesting read
about Matthew Horncastle and
his views on public holidays.
Although I do not concur, I do
think some of his points are valid.
Many of the freedoms and the
cultural basis and bias of these
days that he states are foisted upon
us are mainly religious and observed
by the status quo in respect
of those freedoms that have been
fought for in some way.
I am agnostic and thus find
most religious holidays that we
celebrate in the Christian calendar
have no importance to me personally.
That is my freedom, but I
observe the cultural significance
out of respect for the majority
around me.
Thus, if any country or culture
I find myself part of, be it on vacation
or otherwise, I would do the
same.
However, in the 2023 census
there were 292,092 people living
in Aotearoa who claim Indian
heritage, a majority of those identify
religiously as following
Hinduism.
There are over 50 major festivals
in the Hindu religious calendar,
including Diwali, Holi, Navarati
/Dussehra, Makar Sankranti,
Raksha Bandham, Janmashtami
and Pongal.
There were also 279,039 people
who identified as being of Chinese
ethnicity, most of whom are
Christian, followed by Taoism and
criticised public holidays in two Instagram posts.
Buddhism. There are five main
religious and cultural festivals in
the Taoist calendar.
Maybe if drastic change
against any form of sacrosanct
forms of celebration in a mainly
westernised culture is to be
questioned and we are to fully and
truly become such a welcoming
and accepting multicultural
society, maybe employers should
ensure that instead of forcing
mainly religious bias holidays
on its workers, it could write up
contracts that bestow the cultural
and religious needs of any other
ethnicities that work for them
with pay, without the need for
them to book holidays.
For example, cycleways, speed
humps, housing intensification,
or any issue people think is
important.
It’s all well and good for people
to say they will keep rates down
but what does that actually mean
when it’s time for them to vote
on our behalf? Do they listen to
ratepayers or their party? That is
the key question.
“I played all of them the
last two years and I was
pretty gutted to miss the
Masters this year. There was
one spot going this week
and you to get it you had
A HUNDRED years of rugby
history will be celebrated on
Saturday when Sumner and New
Brighton clash for the Falton
Shield.
The trophy, contested annually
between the two seaside clubs,
marks its 100th anniversary this
weekend. The first match was won
by New Brighton in 1925.
New Brighton head coach Scott
Pawson, who played in the fixture
during the late 1990s, now leads
the club’s premier side and knows
exactly what the rivalry means.
“ Any time I play in a game or
coach a game, I make sure our
guys know the history of it.
“ The games I played in were
huge, close games. I can’t recall a
game that was a massive blowout.
“It’s always very close physical
games, and it will be the same on
the weekend,” Pawson said.
Sumner life member and current
division 2 coach Robbie Timo
has his own fond memories of
Falton Shield clashes.
CHRISTCHURCH Boys’ High
School has a storied history of
stars in the No 10 jersey for the
first XV, and a Darfield teenager is
the latest to stake a claim.
Sonny-Bill McAndrew has
started three times so far this
year against Selwyn Schools and
Southland Boys’ in pre-season
and in Boys’ High’s 31-15 win over
Shirley Boys’ on Saturday. He is
expected to retain the position for
their visit to St Andrew’s College
this weekend.
McAndrew, who is in year 11
and only turned 15 in February,
said he didn’t expect to make the
top side in his debut season, let
alone secure a starting spot.
“I thought I’d like to be
somewhere in the firsts or seconds
sort of bracket, but pretty rapt (at
being in the first XV),” he said.
“ I didn’t really expect it because
of my age, but I just worked my
way into the position.”
McAndrew moved to Boys’
High from Darfield High this
year hoping to challenge himself
at a higher level after starring for
Darfield’s under 15s and Selwyn
Schools’ under 16 sides last year.
CBHS head coach Pete Chaplin
said McAndrew had been a
welcome addition to the team.
“ He’s just a really nice kid.
You can see he’s worked on a
skillset and he’s eager and keen
to be better, which makes him
an exciting player.”
their offices. I think it was 1978
or 1979 until 1991 or 1992 – they
were clearing it out and they
found the shield in the back.
“ They brought it down and said,
‘we’re playing for the shield’, and I
remember going into the shed and
saying, ‘we’re grabbing that shield
today’, and we won 9-3.”
Another standout memory for
Timo came in 1996.
“We were playing at Rawhiti
and there was a real low-lying fog.
LEGENDS: Former All Blacks Andrew Mehrtens, Aaron Mauger
If his development continues,
McAndrew could join a legendary
list of Boys’ High first-fives,
including All Blacks Andrew
Mehrtens, Aaron Mauger and
Dan Carter – the latter also a
country boy, originally from
Ellesmere College.
It is a history McAndrew is well
aware of.
“I’ve heard of a few boys that
have come out of there so it’s
pretty good to pull on that No 10
jersey with that legacy behind it.”
It was so cold and we managed to
win., It was really cool because it
was just fog all around you.”
Despite the two teams’
contrasting fortunes this season –
New Brighton sit top of the table
with four bonus-point wins, while
Sumner are winless in 11th –
Pawson expects a tough battle.
“Games like this bring out a
different beast and I know their
coaches will be making sure they
are primed for this.
In the opening round of the
premiership competition, St
Thomas’ pulled off a stunning
comeback to beat Christ’s College
38-34, overcoming a 27-10
halftime deficit.
Flanker Bishop Neal sealed the
win in the final minutes, diving
over to put his team ahead.
St Thomas’ next face defending
champions Nelson College, who
cruised past Selwyn Schools 43-12.
Christ’s College take on
Rangiora High, who went down
to Marlborough Boys’ College
48-3, while Shirley Boys’ head
north to take on Marlborough.
St Bede’s claimed the Wyllie-
Earl Shield with a 25-20 win
over St Andrew’s, and they play
Selwyn at Rolleston College on
Saturday.
Tough time on the training turf
Sports reporter Sam
Coughlan has trained
in the boxing ring,
been pummelled at
rugby union and league
practices, and had
rings run around him
at football and netball
training. In the final part
of the series, he hits the
hockey turf to train with
the Marist premier team
OF ALL THE sports I’ve tried
so far, I think I felt the least
comfortable playing hockey.
It didn’t help that the skill level
was much higher than in the other
sports – instead of regular club
players, I found myself alongside
several athletes who have either
represented or are tipped to represent
the Black Sticks.
So, it’s no surprise I struggled. It
took me a while just to figure out
how to pick up and hold the stick
properly and control the ball.
We began with a warm-up of
bear crawls, short bounds, and
skips, before moving into a brutal
sprint drill. Starting on our knees,
we had to spring up – which is
harder than it sounds – and sprint
to a line.
After several reps, knees aching
from the turf, we did the same
thing but turning at the line to
sprint back to the start.
My lack of turf shoes comes
back to bite me, losing my footing
on several occasions.
Finally let loose with a stick, I
try to find my technique taking
penalty corners, flicking the ball
to a player at the edge of the circle.
After a couple of poor attempts,
I received some tips on technique
– it helps when your teacher is
Black Stick Charlie Morrison, a
key player for Marist.
Next, I tried shooting – experimenting
with drag flicks,
regular flicks, and even trying
to give it a golf-style whack.
None were successful. Most
shots dribbled wide or went
straight to the keeper – if I connected
with the ball at all.
A later drill, where a midfielder
ROOKIE MOVES: After some gruelling fitness drills, Coughlan
put his limited hockey skills to the test with penalty corners
and shooting practice. His attempt at a ‘power shot’ drew
plenty of laughs when the ball barely travelled a metre.
PHOTOS: GEOFF SLOAN
passes to a winger who then sets
up a striker to score, boosted my
confidence. I’ve worked out how
to control the ball and play a pass,
although getting much power
behind any shots is proving difficult.
When the team began a halffield
game, I was advised to sit it
out. Probably wise, considering
my tiny football shin pads, lack of
a mouthguard, and just 30 minutes
of hockey under my belt.
Watching the teams clash
proved thrilling. The ease and
accuracy with which they moved
the ball was incredible, especially
compared to my clumsy, offtarget
efforts.
Like with every other sport I’ve
thrown myself into, I loved the
challenge of trying something
new and picking up a few basic
skills, even if it’s abundantly
clear I’m so far off the pace it isn’t
funny.
SPORT
Biting ban appeal
Halswell Hornets have appealed
the handing-down of a 10-week
suspension to hooker Antonio
Lemalu for biting an opposing
player during Halswell’s 32-28 win
over Greymouth Greyhounds last
month. A date has not yet been set
for the appeal to be heard by New
Zealand Rugby League. Lemalu has
so far missed two Hornets games.
International debuts
Christchurch United academy
players Jack Hocken and Sena Vesty
will represent New Zealand for
the first time next week. The pair
have been selected for the national
under 16 team who will play a mini
tournament in Switzerland, starting
Monday morning (NZT). Hocken,
a defender, plays for United’s
reserves and Rolleston College
while Vesty, a midfielder from
Burnside High plays in United’s
senior team. The squad was set to
depart for Switzerland today.
Recognition for Coughlan
The Star sports reporter Sam
Coughlan has been awarded
runner-up in the Best Sports
Journalist category at the
Community Newspaper
Association’s national awards.
The judges said Coughlan told
great stories about people which
was “a pleasure to see”. Said The
Star editor Barry Clarke: “Week
in week out Sam is producing top
stories which has contributed to
the growth of The Star readership.”
Linwood’s title-winning under 18s
get together again after 50 years
Linwood’s champion
under 18 rugby team
of 1975 reunited on
Saturday – agreeing they
shouldn’t wait another
50 years to share a beer.
Team member Fred
Brown reports
THE TEAM CAME together to
celebrate that remarkable season
in 1975 which saw us lose just one
game on our way to the title.
It was also a time to remember
those who had passed – former
coach Phil ‘PJ’ Johnston and players
Gerry Round and Gavin Odey.
The majority of the players went
on to form the nucleus of the side
that finished fourth in the under
19 competition against the top first
XVs and university teams, while
many of us played senior rugby
and represented Canterbury at
various levels.
The team was captained by
Graham ‘Polly’ Parratt and the
vice-captain was Mark Johnston.
As under 18s, we were not allowed
into the clubrooms after
games on Saturdays, so the garage
at the Johnston home became our
unofficial clubrooms.
PJ’s wife Kay was, and still is,
affectionately known as ‘team
mother’ would ensure the boys
were well fed and looked after.
On Saturday nights, the boys,
and many of the parents, would
celebrate wins in the Johnston
garage. These gatherings were
instrumental in building the
outstanding team spirit and strong
friendships that still exist today.
The strength of the team’s bond
was clear, with only two members
missing from the reunion – one
unable to attend and one who
couldn’t be found.
PJ and Kay took a huge interest
in what we got up to outside of
rugby and were always happy to
lend an ear and offer some guidance
when it was needed.
The three members of the team
who have sadly passed on were
not forgotten and mentioned frequently
throughout the reunion,
with their photos included in the
2025 team photo and many glasses
raised in their memory.
The team were due to catch up
at Linwood’s club day on May 3,
but with all games postponed or
cancelled due to the weather, the
clubrooms were closed and the
reunion was moved to Saturday at
the Richmond Club.
Some of the team are hoping
to catch up again at Linwood’s
rescheduled club day on June 7.
THEN AND NOW: The champion side of 1975 and the gettogether
on Saturday with the players in the same seats.
The photographs represent the players and coach who
have passed away.
Swift hybrid stays true to winning formula
DOING THE basics very well
and offering strong value for
money have long been the
foundations of the Suzuki Swift’s
global success. Its compact size,
affordability and reliability
have made it a consistent sales
hit both in New Zealand and
around the world for decades.
The latest fourth-generation
model builds on that legacy,
delivering even more of what
Swift fans love — excellent fuel
economy, low emissions, and
added refinement. All three variants
offered in New Zealand are
hybrids.
Pricing starts at $25,990 for
the entry-level GLS, with the
CVT automatic costing an
extra $2000. The top-spec RSC
model – tested here – comes in at
$29,990. A two-tone roof ($500
extra) helps sharpen up its otherwise
conservative appearance.
Design updates include a
smoother front bumper for better
aerodynamics, a rear hatch
side spoiler, and a roof-end
Motoring with Bob Nettleton
spoiler to help reduce drag.
Newly designed LED headlamps
use inner lens and lightrod
styling to create a wider,
more distinctive look, echoed
in the rear combination lamps
which offer a three-dimensional
appearance when illuminated.
Under the bonnet, the Swift
now features a new 1.2-litre
3-cylinder engine, paired with
a 12V hybrid system. This setup
helps reduce fuel consumption
by 8% compared to the previous
engine, averaging a claimed
4.3L/100km with the CVT
(4.7L/100km in the previous
model).
The hybrid system acts as both
a generator and electric motor,
aiding with engine restarts and
providing a mild power boost
during acceleration.
Power output sits at 60kW at
5700rpm, with torque up slightly
to 110Nm at 4500rpm (from
107Nm). These numbers may be
modest – among the lowest for
a new car in this segment – but
Ratings out of 10: Performance 6; Handling 8; Build Quality
7; Comfort 7; Passenger and Load Space 6; Styling 7; Value
for money 6; Safety – Five Star ANCAP crash rating.
Overall points out of 10: 7
real-world performance is livelier
than expected.
The Swift feels sprightly in
everyday driving, especially with
one or two occupants, although
acceleration slows with a full
load. Its 0-100km/h time is just
north of 12 seconds, which is far
from brisk but never feels sluggish
in typical conditions.
For most buyers, this level of
performance will be perfectly
adequate. If not, Suzuki still
offers the previous-generation
Sport model for those after a
Swifter Swift.
Inside, the cabin is slightly
larger than before, offering more
passenger and cargo space while
maintaining the Swift’s familiar
cosy feel. The rear hatch is deep
but narrow, which can limit
accessibility.
The Swift RSC has a decent
list of standard equipment with
a 9-inch touchscreen and a large
4.2-inch colour information display.
Apple CarPlay, Android Auto
and Bluetooth phone connectivity
are standard along with climate
control air conditioning.
Safety has taken a step up
too. The Swift includes features
such as lane departure warning,
blind spot monitoring, and rear
cross-traffic alert. A new radar
system powers Dual Sensor Brake
Support II, which now detects
pedestrians and vehicles more effectively,
especially at night.
Suspension upgrades include a
larger front stabiliser bar and increased
rear wheel travel, improving
comfort over rough surfaces.
Combined with Suzuki’s
signature lightweight chassis
and excellent balance, the Swift
continues to offer class-leading
agility and responsive steering. It
remains one of the most engaging
drives in the affordable mini car
category.

Thursday May 15 2025 The Star 31
The Hornby Club
A community hub
Hornby Club is opening
the doors for all on
Sunday 18 May to share
what the Club has to offer.
Growing its membership by more than 4,000, to hit 12,000 members
since the Hornby Club redevelopment was completed in 2022, management
now has its sights set on strengthening ties with the local area.
“We have created a unique offering in the West of Christchurch. Our club
offers a family restaurant, café and sports bar. Alongside this, we offer
meeting and events spaces. To top it off, our club has social groups and
sports clubs, a TAB, raffles and member events. is complete hospitality
experience ensures the Hornby Club offers its members a full service with
something for everyone in the family,” says Tim Mathews, General Manager
of Hornby Club.
Creating a place for the whole family required a revised view of the club
experience and encouraged the Hornby Club to nd new ways to engage
with different demographics.
“We introduced two children’s playgrounds; we host events for all ages
including a family day in the winter and the club picnic every summer. We
cater for our traditional members through our sporting sections that have
interclub competitions and national tournaments. We also offer a family
buffet on Sunday, a family restaurant experience with an indoor playground
Visitors of their open day can check
out their sports bar, family restaurant,
Pavilion Café, as well as its
extensive function areas,
social groups and sporting groups.
during the week, and café with kids’ lunchboxes and big breakfasts. We also
open our club for parent groups, community groups and sports groups to
get together. Sport is a big feature of the Club, and our Legends sports bar
appeals to those who enjoy watching the game in the weekend with a pint
or two,” shares Tim.
Clubs have always catered to wide ranging groups, but it is in recent
times, as clubs renovate and refresh, that this is starting to be recognised by
the next generation of members.
“We are excited for the future of clubs. We’ve seen in Australia how club
life is being embraced for its affordable meals and beverages and for its
family focus and safe atmosphere. Clubs, like the Hornby Club, are working
hard to emulate these ideas here in NZ,” shares Tim.
To check out the Hornby Club and all it has to offer, visit the upcoming
open day on Sunday 18 May between 10am and 2pm. ere will be free
coffee, candy oss, a bouncy castle, face painting, competitions, club tours
and an opportunity to see the different sporting opportunities including
pool, darts, cards, snooker, travel, racing and more.
