Rensburg has been living and<br />
breathing baking for the past six<br />
months.<br />
And it all paid off when she<br />
won the Australasian baking<br />
industry’s prestigious LA Judge<br />
award, for baking apprentice of<br />
the year, in Sydney.<br />
“You hope and you dream,<br />
but to win it is insane,” the<br />
22-year-old from New World<br />
Rolleston said.<br />
“I just didn’t want to come<br />
last.<br />
“You have really got to back<br />
yourself, and when you come up<br />
against the best of the best, it is<br />
easy to start doubting yourself,<br />
so you have to push yourself and<br />
know it is time to step up.”<br />
The competition, established<br />
in 1967, recognises Australasia’s<br />
top bakers aged 25 and under.<br />
The win means Van Rensburg<br />
will head to Belgium next year<br />
for a week to train with global<br />
baking group Puratos Headquarters.<br />
The three-day competition<br />
tested every aspect of the<br />
craft, from technical skills and<br />
production efficiency to theory<br />
and creativity.<br />
“The judges were looking<br />
at your point of difference,<br />
creativity and how you handle<br />
the challenges in a one-person<br />
bakery, like time management<br />
and using machinery that is<br />
not common such as a tweedy<br />
mixer, Eberhardt and Oshikiri,”<br />

Her win last year came with a<br />
$15,000 research grant, which Van<br />
Rensburg will put towards studying<br />
brand management in the United<br />
Kingdom and marketing experience<br />
in the Netherlands. She leaves for<br />
three months on June 8.<br />

<strong>Selwyn</strong> Schools’ Waste Art<br />
Competition Launched<br />
Lincoln Envirotown Trust is again running<br />
its Waste Art Competition for students of<br />
year 7 and above who attend a school or<br />
are home-schooled in <strong>Selwyn</strong>.<br />
This competition first ran in 20<strong>21</strong> at the<br />
suggestion of a local businessperson who felt<br />
strongly that too many materials which can<br />
find other uses are discarded.<br />
The artwork is aimed at making us<br />
reconsider our views on rubbish and<br />
reusing. The pieces must be assembled<br />
or constructed from previously used<br />
materials which otherwise would have<br />
likely gone to landfill. The work must be<br />
done individually or in pairs. All entrants<br />
receive a prize; with special prizes for age<br />
category winners and an overall prize.<br />
The response to this recently introduced<br />
project has been overwhelming and it now<br />
runs every two years. In the first year there<br />
were 22 entries and in the 2023 event there<br />
were over 30 pieces of art presented. The<br />
judges from the Youth Council, along with<br />
a local artist and library team member were<br />
hugely impressed with the high standard of<br />
work.<br />
In recent years the awards and exhibition<br />
of the work have been held over a weekend<br />
in Te Ara Atea in Rolleston. This is the<br />
perfect venue, and Lincoln Envirotown is<br />
very grateful for the support and assistance<br />
of <strong>Selwyn</strong> District Council’s library team<br />
and the Creative Communities Scheme. The<br />
whole project is enhanced by excellent work<br />
being on public display in this prominent<br />
venue.<br />

honest assessment of how to<br />
mitigate flooding.<br />
Mitchell has written to all councils<br />
asking them to review current<br />
decision-making processes around<br />
flood protection and control and<br />
report back by next Friday.<br />
“As you will be aware, there has<br />
been heightened public interest in<br />
how regional and<br />
local authorities<br />
have managed<br />
flood protection<br />
and control works<br />
during, and in<br />
the lead-up to<br />
significant weather<br />
events,” Mitchell<br />
wrote.<br />

In the aftermath of flooding<br />
caused by two months’ worth of<br />
rainfall in eastern <strong>Selwyn</strong> over 48<br />
hours, debate has emerged over<br />
whether opening Lake Ellesmere<br />
earlier could have reduced the<br />
damage.<br />
Environment Canterbury chair<br />
Craig Pauling told <strong>Selwyn</strong> <strong>Times</strong> it<br />
was in the process of preparing a<br />
response to Mitchell.<br />
“We are confident our opening<br />
decision-making processes are robust,<br />
but are planning to meet with<br />
representatives from Te Rūnanga<br />
o Ngāi Tahu and the Te Waihora/<br />
Lake Ellesmere consultation group<br />
soon to debrief and discuss future<br />
management approaches.”<br />
The opening of Lake Ellesmere<br />
is governed by the National Water<br />
Conservation (Te Waihora/Lake<br />
Ellesmere) Order 1990.<br />
Under the order, the lake can be<br />
opened anytime from April 1 to<br />
June 15 to assist fish passage. Otherwise<br />
it can be opened between<br />
April 1 and July 31, only when it<br />
reaches a water level of 1.13m.<br />
Last week <strong>Selwyn</strong> <strong>Times</strong><br />
reported community concerns<br />
about the increase in subdivisions<br />
worsening the impact of floods.<br />
Said Pauling: “We’re also working<br />
with our communities to<br />
review how we manage and fund<br />
flood and river resilience so we can<br />
strengthen and have appropriate<br />
infrastructure into the future.”<br />
Mitchell’s letter also asked<br />
councils to identify any additional<br />
regulatory powers they may need.<br />
Pauling said ECan was considering<br />
this as part of its response.<br />
However, <strong>May</strong>or Sam<br />
Broughton said no additional powers<br />
were necessary.<br />
“The council currently has a<br />
strong framework of legal instruments<br />
to respond to a weather<br />
emergency, and we are not looking<br />
for any additional legislative levers<br />
to enhance our response.”<br />
A Christchurch City Council<br />
spokesperson said staff were<br />
working on a response to<br />
Mitchell’s letter and could not<br />
comment further until it was<br />

WE WERE CRUISING down<br />
the motorway back towards<br />
Christchurch when a black<br />
Toyota Landcruiser overtook us<br />
in the right lane, travelling about<br />
130km/h.<br />
It was the vehicle we clocked<br />
going the fastest, but on our<br />
circuit of the motorway from<br />
the city to Rolleston and back<br />
we saw most were travelling at<br />
120km/h – 10km/h over the<br />
new limit.<br />
A 17.7km stretch of the<br />
motorway – between the<br />
Curletts Rd interchange in<br />
Middleton and the Weedons<br />
Rd interchange in Rolleston –<br />
became the South Island’s first<br />
110km/h state highway last<br />
month.<br />
Heading south, some drivers<br />
reduced their speed to 110km/h<br />
when the limit dropped to<br />
100km/h near Rolleston. Others<br />

Rolleston resident Nicholas Grimmer,<br />
30, uses the motorway four times a week to<br />
travel to work and was excited by the new<br />
limit.<br />
“I love it, I’m a big fan. My only worry is<br />
that people who are not confident going 110<br />
are sometimes in the right-hand lane, which<br />
is typically the quicker lane,” he said.<br />
Prebbleton resident Lucas McGillivray, <strong>21</strong>,<br />
said the speed limit change had not affected<br />
his commute.<br />
“I think the change is a good thing. Traffic<br />
can get pretty bad in the morning, but<br />
at the same time, is the difference between<br />
100km/h and 110km/h actually going to do<br />
that much?”<br />

Like Macleod and McGlinchy, a key<br />
motivation for standing was Lincoln<br />
Voice’s fight to stop the huge <strong>21</strong>00-home<br />
Carter subdivision, Earlsbrook.<br />
Lincoln Voice had appealed the private<br />
plan change, which the council approved<br />
in the Environment Court.<br />
But before the case was heard, the<br />
appeal was made null and void after the<br />
subdivision was included in the District<br />
Plan, which the council controversially<br />
signed off on with only six councillors<br />
present. The remaining five and <strong>May</strong>or<br />
Sam Broughton were either away or not<br />
voting due to a conflict of interest.<br />
Because Lincoln Voice was never<br />
involved in the District Plan process,<br />
which started a number of years before the<br />
group was formed, it had no grounds to<br />
appeal the plan.<br />
That prompted questions and criticism<br />
from Lincoln Voice as to why the vote was<br />
not delayed until more councillors could<br />
be present for the vote.<br />
Carrick said if she was elected and a<br />
similar big decision was to happen<br />
she would want a full council to be<br />
present.<br />
“Those sorts of big decisions need to be<br />
handled better.”<br />
Carrick said now the subdivision is<br />
under construction, she wants to focus on<br />
ensuring Lincoln has the infrastructure to<br />
cope with the extra homes.<br />
“It is in the background, because what’s<br />
done is done.<br />
“But the repercussions of it are still<br />
becoming very evident with growth<br />
in population and the need for<br />
infrastructure.”<br />
Carrick is also on the <strong>Selwyn</strong><br />
Community Patrol committee and works<br />
part-time as a teacher aide at Rolleston<br />
College.<br />
Macleod owns and operates NTM<br />
Consulting, while McGlinchy is a parttime<br />
consult operations manager for Eco<br />
Index.<br />
In recent years Carrick’s focus has<br />
been on Lincoln, but she said she can<br />
still represent the other Springs Ward<br />
townships. This now includes West<br />
Melton.<br />
“Each of our townships has got different<br />
issues, but we all have quite a lot in<br />
common with how quickly we’ve grown<br />
and the issues that brings,” she said.<br />

Engagement process reveals<br />
residents’ top future priorities<br />

CHEAPER HOUSING, better<br />
public transport, and a focus on<br />
infrastructure were recurring<br />
themes when it comes to what<br />
people want in the district’s<br />
future.<br />
The ideas came out of the<br />
council’s early engagement<br />
with the public to look at how<br />
townships in Ellesmere, Malvern<br />
and eastern <strong>Selwyn</strong> (Rolleston,<br />
Lincoln and Prebbleton) could<br />
develop over the next 30 years.<br />
Council staff told the housing<br />
and urban development meeting<br />
last week it was “the council’s most<br />
extensive engagement to date”.<br />
Since late last year, more than<br />
150 people have participated in<br />
workshops and 2650 comments<br />
have been made on the council’s<br />
online crowd-mapping tool. The<br />
council has also had more than<br />
900 face-to-face conversations.<br />
“The in-person opportunities<br />
enabled meaningful conversations<br />
with residents in a relaxed,<br />
informal setting, where people<br />
shared what they value about<br />
their town, the challenges they<br />
face, and their hopes for the<br />
future,” council staff said in<br />
a report.<br />
The feedback gathered will<br />
help develop three draft area<br />
plans for Ellesmere, Malvern<br />
and eastern <strong>Selwyn</strong>, which<br />
are due to be presented to the<br />
committee on June 11, followed<br />
by the full council on June 25<br />
before further consultation with<br />
the community.<br />
The area plans are part of the<br />
council’s wider project, Waikirikiri<br />
Ki Tua Future <strong>Selwyn</strong>,<br />
which sets out the council’s vision<br />
for the district for the next<br />
50-100 years.<br />
Among the feedback, the<br />
council received a lot of comments<br />
about businesses people<br />
want – like supermarkets,<br />
Kmart, and movie theatres – all<br />
of which the council has no<br />
control over.<br />
Staff told councillors as part<br />
of the next stage of consultation,<br />
they plan to include education<br />
about what the council does and<br />
does not do.<br />
FEEDBACK FROM EACH AREA<br />
Malvern<br />
Feedback reflected the diverse needs of its varied<br />
communities, with water supply and wastewater<br />
systems dominating discussion. Concerns were<br />
raised about both capacity and quality, from support<br />
for expanding reticulated systems in Darfield, to<br />
opposition to water chlorination in remote villages like<br />
Lake Coleridge and Arthurs Pass. Flooding issues in<br />
Hororata and Whitecliffs and a lack of fire infrastructure<br />
in Arthurs Pass highlighted vulnerability to natural<br />
hazards.<br />
Ellesmere<br />
Feedback reflected a strong desire for affordable,<br />
resilient infrastructure that can meet the demands of<br />
growth while responding to the increasing risks posed<br />
by climate change. Leeston was the focal point of most<br />
feedback, with particular attention given to flooding,<br />
fire, earthquakes, and tsunamis – risks that local<br />
residents are keen to see planned for and mitigated<br />
through better design and investment.<br />
Eastern <strong>Selwyn</strong><br />
Feedback reflected a strong focus on the growing<br />
infrastructure demands created by urban development<br />
in key townships, such as Rolleston, Lincoln and<br />
Prebbleton. Lincoln was widely praised for its existing<br />
infrastructure, particularly water services, but there<br />
were also calls for ongoing investment to maintain<br />
this standard, especially in telecommunications and<br />
emergency services.<br />

halts plans<br />
for billboard<br />

COMMUNITY opposition has<br />
seen the council reconsider its<br />
plan for an electronic billboard.<br />
The proposed billboard was to<br />
be located between the <strong>Selwyn</strong><br />
Aquatic Centre and <strong>Selwyn</strong><br />
Sports Centre on Broadlands Dr<br />
in Rolleston. It would have stood<br />
9m tall, featuring two digital<br />
screens measuring 6m by 3m<br />
each.<br />
Council chief digital officer<br />
Matt McGrath said the feedback<br />
from residents has led them to<br />
revisit the proposal.<br />
“Through the public notification<br />
process, we received feedback<br />
from the community supporting<br />
the intent for the digital sign, but<br />
not the location.<br />
“Given this feedback, we will<br />
be looking into other locations<br />
and once we have options for<br />
feedback, we will engage with the<br />
community,” McGrath said.<br />
One of the seven submissions<br />
came from the Rolleston<br />
Residents Association. Its<br />
chair, Mark Alexander, said<br />
commonsense had prevailed.<br />
“To be fair to council, staff have<br />
been told to look for alternative<br />
revenue sources, and it is a good<br />
idea, but the site is wrong.”<br />

Broughton sets his sights on<br />
matching mayoral milestone<br />

FIFTEEN YEARS ago, a council<br />
decision about the Darfield<br />
Library unknowingly set Sam<br />
Broughton on a path to becoming<br />
<strong>Selwyn</strong>’s mayor.<br />
Back then, Broughton was a<br />
youth worker in his late 20s. He<br />
was frustrated when the council<br />
decided to convert the old council<br />
chambers into a library rather<br />
than choose a more central<br />
location.<br />
“The council at the time decided<br />
to put the library down the far<br />
end of town in what seemed like<br />
the most convenient and cheapest<br />
option for them, but it was not<br />
really the best option for the<br />
community, so that annoyed me,”<br />
he said.<br />
Broughton had never been<br />
drawn to politics, but he was<br />
deeply invested in his community.<br />
While chatting to a fellow youth<br />
worker who was running for a seat<br />
on the Christchurch City Council,<br />
Broughton had a lightbulb<br />
moment.<br />
“When they (the youth worker)<br />
said that, I thought ‘I could do<br />
that’.”<br />
The conversation led to<br />
Broughton standing for, and<br />
winning, a seat in the Malvern<br />
Ward at the 2010 election.<br />
Three years later, he ran for<br />
mayor but lost to incumbent<br />
Kelvin Coe, finishing third behind<br />
Coe and Dr Olive Webb.<br />
“I’d been a bit frustrated that<br />
we’d talked about doing things but<br />
didn’t seem to actually deliver stuff<br />
for our community.”<br />
Broughton continued serving<br />
as a councillor and ran for mayor<br />
again in 2016. This time, he won<br />

– becoming the youngest mayor<br />
in New Zealand at 35, and the<br />
first in <strong>21</strong> years to not be a farmer<br />
from the Ellesmere Ward, as the<br />
district was rapidly growing and<br />
becoming younger and more<br />
urban.<br />
While not a farmer himself,<br />
Broughton comes from farming<br />
roots. He grew up on his family’s<br />
farm between Darfield and<br />
Coalgate.<br />
“Through school, I had jobs<br />
on neighbours’ farms and other<br />
farms around the district, and<br />
after school, I did some work<br />
in-and-out of farming. But I got<br />
into youth work.<br />
“Grandma’s still there, she’s<br />
95. Mum and dad still live on the<br />
farm, and one of my brothers is<br />
running it,” he said.<br />
After leaving school, Broughton<br />
spent a year volunteering at<br />
a boarding school in Oxford,<br />
England, and travelling around<br />
Europe.<br />

On his return he had a failed<br />
attempt at an economics degree at<br />
Canterbury University.<br />
“I was good at economics at<br />
school, went to university and<br />
ended up getting distracted by<br />
playing too much pool with one<br />
of my friends at the Riccarton<br />
(Working Men’s) Club and I just<br />
didn’t go back for a second year.”<br />
After university, he started work<br />
as a youth pastor at the Darfield<br />
Baptist Church and a youth<br />
worker with high schools around<br />
<strong>Selwyn</strong>.<br />
Before taking on the mayoralty,<br />
Broughton was already busy –<br />
he was juggling youth work, his<br />
council seat, and managing a day<br />
spa at Terrace Downs with wife<br />
Liz, a massage therapist. He was<br />
also preparing to become a dad,<br />
with daughter Elliot on the way.<br />
When he was elected mayor,<br />
Broughton stepped back from<br />
youth work and the spa business to<br />
focus on the mayoralty full time.<br />
Now seeking a fourth term, he’s<br />
campaigning in a climate where<br />
people are looking for someone to<br />
blame as cost-of-living pressures<br />
bite.<br />

Broughton said people in public<br />
positions can be blamed for cost<br />
increases whether they have any<br />
control over them or not.<br />
“People like to be able to find a<br />
scapegoat and blame someone.’’<br />
For the first time as mayor,<br />
Broughton is being challenged for<br />
the job by a sitting councillor, after<br />
Malvern Ward’s Lydia Gliddon<br />
announced her bid.<br />
While Broughton said it was<br />
a “surprise” to see Gliddon’s<br />
challenge, it would not change his<br />
campaign.<br />
“I always take elections seriously.<br />
I have a track record of delivering<br />
good outcomes for <strong>Selwyn</strong>.”<br />
As he looks to be elected for a<br />
fourth term, matching Michael<br />
McEvedy’s record, Broughton says<br />
there is still more to be done.<br />
“In a growing community you<br />
can’t just rely on the way things<br />
were. Even 10 years ago, 30,000<br />
people did not live in <strong>Selwyn</strong> that<br />
do now. So we have to constantly<br />
think and plan for future.”<br />
Last financial year, rates rose an<br />
average of 14.9% and are expected<br />
to rise about 14.2% this year when<br />
water bills and rates are combined.<br />
At the moment, a portion of<br />
people’s general rates is for water,<br />
with the usage being charged<br />
separately.<br />
Once the water services council<br />
controlled organisation (WSCCO)<br />
takes over, it will take over all the<br />
billing, except for stormwater,<br />
which will stay in-house.<br />
While Broughton said 14% rates<br />
rises are untenable, he also does<br />
not want to keep rates low and<br />
defer any necessary work.<br />
He said some councils<br />
keeping rates artificially low<br />
has contributed to the country<br />
needing up to $185 billion of<br />
investment in its drinking water,<br />
wastewater, and stormwater over<br />
the next 30 years.<br />
“My conscience won’t let me do<br />
that for our community.”<br />
When Broughton does get a free<br />
moment, he spends time playing<br />
lawn bowls, motorbiking and<br />
playing guitar.<br />
“I started lawn bowls many<br />
years ago and ended up stopping<br />
after five years, then it wasn’t until<br />
Covid I realised I loved it.<br />

Inspired by watching bowls<br />
played at the Commonwealth<br />
Games, Broughton once<br />
imagined he might represent New<br />
Zealand one day.<br />
While that dream hasn’t materialised,<br />
he did become Malvern<br />
singles open champion this year<br />
and plays in the Darfield team<br />
competing in Christchurch’s<br />
premier city competition.<br />
These days, he spends more<br />
time supporting his family’s<br />
sports than playing himself.<br />
“I support Elliot in things she<br />
wants to do, she’s just taken netball<br />
and dance after school.<br />
Liz plays for the <strong>Selwyn</strong> United<br />
in the premier women’s team, and<br />
recently marked her 100th game.<br />
A key part of Broughton’s<br />
public image are his pink shoes,<br />
which he wears the majority of<br />
the time he is out and about.<br />
“My wardrobe is very black and<br />
blue, and I tend to wear the same<br />
thing all the time, so I don’t have<br />
to think about what I’m wearing<br />
in the mornings. But at my core,<br />
I am colourful and have always<br />
loved pink.<br />
“When I was a young boy, I<br />
had a pink school bag and a pink<br />
sweater. About five or six years<br />
ago, I wondered, ‘why am I suppressing<br />
that little part of me that<br />
just wants to be not dull?’”<br />
A major focus for Broughton<br />
is getting the Government to<br />
step up and invest in <strong>Selwyn</strong> in<br />
areas such as education, police,<br />
transport, health and public<br />

housing.<br />
“The Government keeps saying<br />
we are going for growth, and that<br />
growth should pay for growth.<br />
I think at the moment our<br />
community is really feeling the<br />
extra cost of growth because we<br />
are having to locally fund things<br />
when the Government should be<br />
stepping in.”<br />
As chair of Local Government<br />
New Zealand since 2023,<br />
Broughton now advocates<br />
nationally as well.<br />
“It really benefits <strong>Selwyn</strong>. It<br />
means we are front and centre of<br />
national discussions on anything<br />
that shifts or changes.<br />
“When I’m in those positions,<br />
I speak on behalf of all councils,<br />
not just <strong>Selwyn</strong>, but for any<br />
examples, the first I know are<br />
<strong>Selwyn</strong> examples.<br />
He also wants the Government<br />
to give councils more financial<br />
tools – like returning GST from<br />
new housing developments.<br />
Broughton said if the<br />
Government does not respond to<br />
local needs, then New Zealand<br />
will be “in a pretty stink place”.<br />
“That is a message the<br />
Government needs to hear<br />
because it is not just one or two<br />
councils and one or two families<br />
that are struggling with rates<br />
increases, it is across the country.”<br />
In April, the council was widely<br />
criticised for opting to set up a<br />
new company to manage water<br />
and wastewater, which Broughton<br />
and five councillors backed<br />
despite 86.1% of submitters not<br />
wanting it.<br />
“It has been really hard, and<br />
I get some in our community<br />
didn’t want the decision that<br />
was made, but we are now set for<br />
success in a high-growth space.<br />
“We’re in a good place to not<br />
only look after the community’s<br />
water supplies but also have the<br />
best staff and best governance.”<br />
Broughton knows the WSCCO<br />
will cost him come election time.<br />
“Making the decision on the<br />
WSCCO will hurt. It will mean<br />
some people won’t vote for<br />
me, bur weighing up all of the<br />
options and thinking about all<br />
of the information I have, I can<br />
honestly say I think it’s the best<br />
decision for the future of our<br />
district.”<br />
Broughton says he has “no plans”<br />
yet for what life looks post his<br />
mayoralty whenever that may be.<br />

A TEMPORARY building may<br />
be added to Rolleston’s police<br />
station to ease growing pains.<br />
Police officers have told their<br />
union, the Police Association,<br />
the Tennyson St station is at capacity<br />
with toilets being used for<br />
locker rooms and limited space<br />
for the storage of exhibits. Gear<br />
bags littered hallways and were<br />
stuffed into any space available<br />
in the meal room.<br />
The building is about<br />
13-years-old.<br />

said when he first visited<br />
the station, he was<br />
“shocked” at how small<br />
it was.<br />
“It is definitely not fit<br />
for purpose anymore and the<br />
sooner something else is developed<br />
the better,” Cahill said.<br />
While no timeline for the extra<br />
building is known, it is understood<br />
when it arrives it could<br />
provide a dedicated training<br />
room, office space for an expanding<br />
youth aid and family harm<br />
team, space dedicated to the processing<br />
and storage of exhibits,<br />

The temporary building is<br />
aimed to fill the gap between<br />
now and the planned emergency<br />
service campus, tipped to go<br />
at the back of Helpet Park on<br />
Lincoln Rolleston Rd.<br />
The campus would have<br />
a police station, fire station,<br />
ambulance station<br />
and space for civil defence<br />
emergency management,<br />
along with shared services.<br />
A timeline for when the<br />
campus will be built has<br />
yet to be set out.<br />
Cahill said if the campus did go<br />
ahead it was unlikely any police<br />
would remain at Tennyson St.<br />
The association also reported<br />
police have completed work at<br />
the Lincoln police station to<br />
repair leaks and fix mould issues<br />
in the roof and internal walls,<br />
while rotten posts have been<br />
remedied in the foyer of the<br />
Darfield police station.<br />

After the recent heavy rains<br />
and the subsequent flooding to<br />
streets and property, it is obvious<br />
the current infrastructure for<br />
stormwater drainage is totally<br />
inadequate. Heavy rains are<br />
expected to be the new norm,<br />
so urgency must be taken to<br />
upgrade the drainage systems<br />
we have.<br />
The requirement for subdivisions<br />
to have land that is impermeable<br />
exacerbates the situation,<br />
in that what would have drained<br />
naturally into the land now<br />
has to go into the stormwater<br />
network.<br />
Additional stormwater from<br />
the upcoming Earlsbrook<br />
subdivision (<strong>21</strong>00 homes plus<br />
commercial) being added to an<br />
already overloaded stormwater<br />
network is foolhardy and will<br />
cause further problems as it is<br />
progressed.<br />
The L II River (and its tributaries)<br />
is the only option to take<br />
stormwater from Lincoln for<br />
discharge into Lake Ellesmere,<br />
but clearly it can’t cope with the<br />
current volumes produced in<br />
heavy rains.<br />
Until the capacity of the<br />
L II River and its tributaries<br />
are increased to accommodate<br />
greater volumes of stormwater,<br />
no consents for new builds or<br />
further developments should be<br />
considered.<br />
Trusting the <strong>Selwyn</strong> District<br />
Council and Environment<br />
Canterbury treat this matter<br />
with urgency.<br />

Improving public transport<br />
across Malvern is long overdue,<br />
but saddling <strong>Selwyn</strong> ratepayers<br />
with the cost is neither fair nor<br />

weekdays only, offers no<br />
guarantee of success. Where<br />
is the data demonstrating this<br />
route’s demand? Why exclude<br />
Hornby, Lincoln or Riccarton –<br />
centres with larger populations<br />
and clear commuter flows to<br />
Christchurch?<br />
Before committing scarce<br />
council funds, ECan must commission<br />
an independent feasibility<br />
study, exploring on‐demand<br />
shuttles and public‐private<br />
partnerships that transfer risk<br />
away from ratepayers.<br />
Second, it is disingenuous for<br />
our <strong>May</strong>or to suggest that if this<br />
service “fails,” we can always<br />
revisit “the conversation about<br />
saving rates”.<br />
That approach smacks of political<br />
convenience, not genuine<br />
community engagement.<br />
It mirrors the backtracking we<br />
witnessed when SDC ignored<br />
overwhelming feedback to<br />
keep water services in‐house,<br />
justifying the creation of a costly<br />
council‐controlled organisation.<br />
Malvern communities deserve<br />
better than trial‐and‐error<br />
proposals that put financial<br />
risk (on) ratepayers/renters. If<br />
affordability and accountability,<br />
are valued, ratepayers and<br />
residents must be at the heart of<br />
transport planning. This requires<br />
rigorous analysis, transparent<br />
costing and diversified funding<br />
to provide the most cost-effective<br />
public transport.<br />

FOSTER PARKRUN will<br />
celebrate a major milestone on<br />
Saturday – its 300th event since<br />
launching in 2018.<br />
Co-event director Stuart Charteris<br />
said the weekly run’s success<br />
was largely due to its social and<br />
inclusive atmosphere.<br />
“It’s as much about community<br />
and the coffee afterwards than it is<br />
about the competing. Parkrun is a<br />
great gateway activity for exercise.”<br />
The theme for the 300th event is<br />
‘high-vis heroes’.<br />
The first Foster parkrun attracted<br />
205 participants. Since then,<br />
attendance has averaged between<br />
100 and 150 runners, with the<br />
highest turnout reaching 287.<br />
Charteris believes the event’s<br />
appeal lies in its family-friendly<br />
nature and the manageable 5km<br />
distance.<br />
“You can run, walk or jog,<br />
whatever level of fitness or speed.<br />
It is a big enough (distance) to<br />

run director and about 10 helpers<br />
covering roles across the course –<br />
even someone walking at the back<br />
to ensure no one finishes last.<br />
“You are catching up and<br />
seeing friends and making new<br />
ones. Right from the start it has<br />
been a welcoming group and it<br />
has become known as the Foster<br />
whānau.<br />
“The nice thing about park run<br />
is you can’t come last,” Charteris<br />

One of the true highlights of<br />
the week was attracting not one,<br />
but two of New Zealand’s most<br />
respected clinical psychologists<br />
to <strong>Selwyn</strong> – Nigel Latta and<br />
Professor Julia Rucklidge.<br />
To bring speakers of this<br />
calibre into our district – and<br />
make their insights accessible to<br />
everyday families – was nothing<br />
short of extraordinary. It’s the<br />
kind of access usually reserved<br />
for national conferences or citybased<br />
summits. Instead, <strong>Selwyn</strong><br />
parents got front-row seats to<br />
practical, evidence-based guidance,<br />
right here in their own<br />
community.<br />
While the content was powerful,<br />
what truly set the week apart<br />
was the sense of connection.<br />
Parents, caregivers and whānau<br />
showed up not just for expert<br />
advice, but to be seen, supported<br />
and heard.<br />
We kept tickets as close to free<br />
as possible, because access matters.<br />
Families told us this was<br />
the first time they could afford<br />
to attend something like this<br />
and the organisation, speakers<br />
and welcoming environment<br />
made all the difference.<br />
Backed by just one part-time<br />
contractor who volunteers an<br />
additional 60% of her time and<br />
a lean team of passionate local<br />
volunteers, <strong>Selwyn</strong> Parenting<br />
Network delivered a week that<br />
raised the bar for communityled<br />
family support.<br />
This is what happens when we<br />
stop waiting and start acting.<br />

they showed up for it.<br />
With the momentum now<br />
behind them, SPN will soon<br />
launch this year’s annual<br />
online parenting survey to help<br />
identify the ongoing needs<br />
and gaps families are facing<br />

listen deeper, advocate smarter,<br />
and keep building the kind of<br />
practical, local support that<br />
<strong>Selwyn</strong> families truly need and<br />

IN 1862, JAMES Edward<br />
FitzGerald of ‘The Springs’<br />
subdivided some of his freehold<br />
land for the new township of<br />
Lincoln, named after the Earl of<br />
Lincoln, a foundation member<br />
of the Canterbury Association<br />
and from 1851 a member of the<br />
management committee.<br />
The site of Lincoln on the L1<br />
River would allow for a flour mill<br />
to be built to service the growing<br />
farming district.<br />
Lincoln was laid out in a grid<br />
layout and FitzGerald named the<br />
four belts North, East, South and<br />
West and the cross streets after<br />
his own children Robert, Maurice<br />
and William.<br />
The main streets James, Edward<br />
and Gerald were names after<br />
himself.<br />
The new township steadily grew<br />
and by 1873 Lincoln had a post office,<br />
butcher, brewers, a baker and<br />
confectioner, a storekeeper who<br />
had a hotel, a wheelwright and a<br />
carpenter, and a blacksmith.<br />
The peaceful quality of Lincoln<br />
changed with the arrival of the<br />
railway line in 1875 and the<br />
opening of the Little River line in<br />

LIZ BROUGHTON has become<br />
the second player to notch up 100<br />
games for the <strong>Selwyn</strong> United’s<br />
premier women’s side.<br />
The 38-year-old winger followed<br />
in the footsteps of club<br />
captain Emily Andrew, who<br />
reached the milestone in 2022.<br />
Broughton said marking the occasion<br />
was something special.<br />
“ I walked in to the music<br />
blaring, and my name up in balloons,”<br />
she said.<br />
“We had a wee speech and<br />
presentation of the cap and guard<br />
of honour to run through at the<br />
end of our game, it was really<br />
cool.”<br />

playing career than the beginning,<br />
she’s excited to see younger<br />

“ I played (77) minutes on Saturday,<br />
the youngster (Madeline<br />
Powell) who subbed on for me<br />
is 15, and she came onto my<br />
position and scored the winning<br />
goal,” Broughton said.<br />
“ With all the amazing coaching<br />
and young ones coming<br />
through and skills growing, it’s<br />
a real cool honour to be a part of<br />
that growth and progression and<br />
see the team progressing.”<br />
Broughton’s 2023 and 2024 seasons<br />
were disrupted by surgeries<br />
for breast cancer, each requiring<br />
three months of recovery, and she<br />
said it was a good feeling to be<br />
back playing again.<br />
“Knowing I would get to chase<br />
a ball around with the team again<br />
was so good for my recovery. To<br />
be in my first full season back<br />
after all that, and getting to 100<br />
caps early on feels pretty great.”<br />

<strong>Selwyn</strong> Artistic Swimming Club athletes made a splash<br />
at the South Island Artistic Swimming Championships,<br />
winning five gold medals at their home pool. It was the first<br />
time the club has hosted the event. Kristina Stepchenko<br />

junior tech and free duet events. Hardy also claimed gold in<br />

With winter almost<br />
upon us, now’s the<br />
time to get your garden<br />
in shape for spring<br />
– starting with soil<br />
preparation<br />
Vegetables<br />
Start preparing soil now for<br />
early potato plantings in August<br />
by adding plenty of compost,<br />
but no lime, to an area of garden<br />
facing north or northeast.<br />
Ideally, it will be a sheltered site<br />
along the western side by a hedge,<br />
fence or artificial windbreak.<br />
Compost heaps and topless<br />
bins need to be protected from<br />
heavy winter rains. Heavy plastic<br />
fertiliser bags are ideal, as they<br />
help keep the bin warm, but sheets<br />
of corrugated iron are satisfactory.<br />
Keep coverings in place with<br />

the main winter-flowering group<br />
and will tolerate some lime in the<br />

longest period, bearing masses<br />
of small, coral-pink flowers from<br />

Fruit<br />
This is the time to buy raspberries,<br />
blackberries, boysenberries,<br />
loganberries, youngberries and<br />
tayberries, as they are planted<br />
when relatively dormant.<br />
Tayberries are increasingly<br />
popular as they make excellent<br />
jam, as well as being a good<br />
dessert fruit.<br />
One plant would be sufficient<br />
for a small family, as established<br />
plants crop heavily.<br />
Black Satin and Navaho are<br />
thornless blackberries that fruit<br />
on the previous season’s wood,<br />
while Mapua, Tasman and<br />
McNichol’s Choice are almostspineless<br />
boysenberries.<br />
Like raspberries, these<br />
brambles all give better crops<br />
if grown in moist soil to which<br />
plenty of manure or compost has<br />
been added.<br />

Is frost affecting one<br />
of your main assets?<br />

Frosts are already upon us, and you’ve probably<br />
taken the necessary precautions for your home<br />
and outdoor surroundings by now. But have you<br />
considered one of your other most important<br />
assets?<br />
If you own a car, you may not have a garage or<br />
carport to park it in, especially in these times of<br />
densified housing.<br />
If your car is in the drive or on the street, it’s<br />
inevitably going to be affected by our powerful<br />
<strong>Selwyn</strong> frosts, so it’s best to have plans in place<br />
for what you should and shouldn’t do.<br />
Preventing frost on the outside<br />
Cover the windows, viewing mirrors and<br />
windscreen the night before. Purpose-bought<br />
items will be the right shape and most efficient<br />
fabric, but it’s also possible to use large towels or<br />
old duvet covers, if you can secure them in place.<br />
Bear in mind that when you take the covers<br />
off, you need somewhere handy to put them,<br />
especially to get them dry to re-use that night.<br />
Preventing fogginess on the inside<br />
Homemade remedies can also work here, but<br />
automative glass cleaner is designed to add a<br />
coating that repels water and stops that fogginess<br />
from happening in the first place. Pretty<br />
tempting, in comparison to keeping an old damp<br />
towel in the car that leaves fibres and smears.<br />
Dealing with frost on the windscreen<br />
Do not pour hot or even warm water on the<br />
windscreen, as the glass could crack.<br />
Prep a bucket of cold water the night before, and<br />
keep it just inside your back door. If the ice is<br />
so thick that you also need an ice scraper, use a<br />
proper one, not any other tool. You might be able<br />
to pick up the official <strong>Selwyn</strong> District Council ice<br />
scraper for free at any of their facilities.<br />
Dealing with frost in the locks<br />
If your first attempt to unlock the car or open<br />
the door doesn’t work, don’t force it – car door<br />
handles can snap if severely frosted. This is one<br />
instance in which it is ok to use warm water. Find<br />
a simple safe way of pouring a small amount over<br />
the handle, or if you’re more cautious, dip a towel<br />
in warm water and press that to the door handle<br />
for a minute.<br />
Whatever your approach, make a plan in<br />
advance to save yourself stress on a freezing<br />
morning!<br />

This impressive book chronicles how a<br />
turn-of-the-century farmer became one<br />
of this country’s most prolific and loved<br />
photographers, and was a fitting finalist<br />
in this year’s prestigious Ockham New<br />
Zealand Book Awards.<br />
Leslie Adkin stumbled into both<br />
farming and photography. In 1899 his<br />
rich father bought the family’s first farm,<br />
and teenage Leslie used a camera to<br />
record the farm’s exciting firsts. Soon<br />
hooked, he continued to document all his<br />
explorations throughout life, seemingly<br />
getting more satisfaction from this than<br />
from his own farming. Although his father<br />
bought him land, it was badly chosen and<br />
a constant struggle. However its setting<br />
in the Tararua Ranges brought Leslie to<br />
his life successes: he explored, mapped<br />
and photographed the mountains<br />
extensively, ultimately making important<br />
contributions to the origins of organised<br />
tramping in this country, to academic<br />
geological discovery and to the mapping<br />
and understanding of Māori placenames.<br />
At the same time, Leslie documented<br />
his personal life. His posed, complex<br />
tableaux of family events are creative<br />
masterpieces, deploying humour and<br />
directorial skill. He also captured small<br />
moments of domestic rural life: his<br />
sisters washing up, siblings at the dining<br />
room table, Māori shearers on smoko,<br />
family members relaxing or playing.<br />
The activities, clothing and furnishings<br />
in these photos give important insights<br />
into life in those times, but the greater<br />
impact of these b&w images is their almost<br />
otherworldly beauty. The familiar colours<br />
and textures of classic kiwi rural scenes<br />
are rendered luminous by the well<br />
executed glass plate photography.<br />
Most astonishing are the pictures<br />
documenting his relationship with<br />
Maud. Held back from declaring love<br />
until Leslie could establish himself<br />
as “a man of means”, their courtship<br />
was long. However, Leslie’s photos<br />
of their stolen courtship moments<br />
are breathtaking in their intensity<br />
and intimacy. Then once married,<br />
his photo of Maud with their first<br />
baby – in bed, the day after the<br />
birth – is quite simply unheard<br />
of from that era. It is these photos that<br />
reach beyond eras and ensure that Leslie<br />
Adkin will be one of NZ’s most loved<br />
photographers for generations to come.<br />

New MG3 a punchy, quirky little hatch<br />
THE DIMINUTIVE MG3 hatch,<br />
one of the first offspring sold here<br />
from MG tying the knot with<br />
Chinese automotive giant SAIC,<br />
now has a more modern and<br />
sophisticated successor.<br />
The MG3 and larger EV-only<br />
MG4 are the only surviving<br />
hatchbacks in the New Zealand<br />
range. That could all change in<br />
the next 12 months with a raft of<br />
new arrivals.<br />
Among them the sensational<br />
Cyberster EV Sports coupe with<br />
an equally sensational price tag<br />
that only leaves you small change<br />
from $130,000.<br />
This latest MG3 offers two<br />
variants, Hybrid+ and MG3<br />
(petrol) with two distinct grade<br />
options – Excite and Essence,<br />
with both well equipped.<br />
The four model range<br />
comprises two petrol engines<br />
starting $25,990 for the entry<br />
level Excite with a $2k price bump<br />
to the more generously specified<br />
Essence.<br />
The hybrid Excite commands<br />
a hefty $4k premium over the<br />
equivalent petrol, that’s repeated<br />
with the Essence in petrol and<br />
hybrid forms.<br />
Motoring with Bob Nettleton<br />
The most expensive Essence<br />
hybrid was supplied for this<br />
road test, although the Excite<br />
isn’t without appeal at $2k less<br />
– especially if you are on tighter<br />
new car buying budget.<br />
At the heart of these<br />
advancements is the<br />
introduction of a new 1.5-litre<br />
Hybrid+ four-cylinder engine<br />
that charges while you drive.<br />
This latest MG3 is far more<br />
expensive than the old one.<br />
There is some justification<br />
for this given it is a complete<br />
redesign from the ground up<br />
including a new platform, new<br />
exterior and interior, as well as<br />
superior performance, reduced<br />
CO2 emissions and improved<br />
fuel economy.<br />
The look and feel of the<br />
cabin closely mirrors its larger<br />
stablemate the EV-only MG4<br />
hatch.<br />
It’s a pity it didn’t draw a<br />
bit more on the clean modern<br />
styling of its sibling rather<br />
opting for the awkward and<br />
unimaginative lines they settled<br />
for.<br />
To me, it’s the biggest let down<br />
in an otherwise well-engineered<br />
and designed compact hatch.<br />
The company has shown they<br />
can create eye-catching looking<br />
vehicles with the MG4 and<br />
recently launched of mid-sized<br />
HS SUV.<br />
The Hybrid+ has squeaky<br />
green credentials with claimed<br />
CO2 emissions of 111g/km and<br />
fuel consumption of 4.8L/100km<br />
and a kerb weight of 1298kg<br />
(Hybrid+ Excite), 1308kg<br />
(Hybrid+ Essence). Petrol models<br />
are a trimmer 1199kg.<br />
The hybrid, with a combined<br />
petrol/electric power output has<br />
a best in class 155kW, is a little<br />
ripper, proving responsive and<br />
strong.<br />
Tyre rumble especially on<br />
coarse chipped seal is tiresome<br />
especially on longer trips.<br />
Smoothness and plenty of power<br />

I was pleasantly surprised<br />
at how long the test vehicle<br />
remained in electric-only mode<br />
over flat terrain in town driving,<br />
and it is better in this regard<br />
than most small hybrids I’ve<br />
driven recently.<br />
A dedicated three-speed<br />
hybrid transmission adds to<br />
the lively driving experience,<br />
although it is spoilt on occasions<br />
by gear changes that weren’t<br />
always on-cue or in-sync with<br />
the power train.<br />
The cabin is light, modern<br />

up over the outgoing model,<br />
but does a great job of creating<br />
the perception that it is, and as<br />
they say, perception is reality for<br />

The rear hatch cargo<br />
compartment is superior to its<br />
predecessor and you can pile a<br />
decent amount of luggage into<br />
what is, at the end of the day, a<br />
mini-sized hatch.<br />
The Excite comes with halogen<br />
headlights, 16-inch alloy wheels,<br />
and connectivity options such<br />
as Apple CarPlay and Android<br />
Auto, among others. The<br />
Essence, for an additional $2k,<br />
adds a smallish sunroof, LED<br />
headlights, 360-degree camera<br />
and ability to remotely turn<br />
on and off the air conditioner<br />
or heater via MG iSmart.<br />
Connected services for this are<br />
free of charge for 1 year from the<br />
vehicle’s registration date.<br />
Safety has come in for plenty<br />
of attention, with enhancements<br />
such as adaptive cruise control,<br />
lane departure warning,<br />
automatic emergency braking,<br />
and blind-spot detection, just<br />
a taster of the many features<br />
available on the MG Pilot safety<br />
system.<br />
However, MG3’s impressive<br />
safety CV wasn’t enough to earn<br />
more than a recent three star<br />
ANCAP crash rating, although it<br />
was apparently close to scoring a<br />
more respectable four star rating.<br />
You can bet MG will be working<br />
hard to rectify this safety wobble<br />
and have a five star rating in<br />
their sites sooner than later.<br />
This mini hatch is no classleader<br />
in the ride quality stakes.<br />
Low speed ride comfort is off<br />
the pace being set by some of the<br />
leading models in this market<br />
segment.<br />
The suspension is also a few<br />
decibels on the high side to<br />
make the refined category. Being<br />
heavier than the petrol-powered<br />
version, the hybrid confidently<br />
locks itself down on the road,<br />
with body roll kept neatly in<br />
check, even in up-tempo driving<br />
over undulating and twisty<br />
terrain.<br />
Suspension noise during<br />
lower speed urban driving<br />
over patchwork and pot holed<br />
surfaces isn’t well muted at<br />
times.<br />
The steering points the vehicle<br />
diligently where you want it to<br />
go, and has just the right amount<br />
of road feel and weighting to<br />
satisfy most drivers, myself<br />

A series of intermittent weapon firing will<br />

<strong>Selwyn</strong> District Council has received a notice of a requirement for an alteration from NZ Transport Agency<br />
Waka Kotahi, in relation to Designation NZTA-1 – State Highway 1.<br />
The site to which the requirement applies is as follows: The requirement applies to approximately<br />
68,803m2 of land located North and South of State Highway 1 (SH1) and east to west of SH1, at the intersection<br />
of Rolleston Drive and SH1 and Jones Road, Rolleston.<br />
The requirement includes Crown land (administered by KiwiRail Holdings Limited) and land owned by <strong>Selwyn</strong><br />
District Council. The proposed work to be undertaken within the area of the proposed designation alteration<br />
involves:<br />
• The closure of the existing intersection of SH1 and Rolleston Drive North and the construction of an<br />
overpass, over SH1 and the railway, to connect to Jones Road, with walking and cycling facilities.<br />
• A new exit lane from SH1 southbound to Rolleston Drive North and a new service lane, to improve<br />
access to the Rolleston town centre, highway amenities and suburbs.<br />
• Left turn only access / egress at Tennyson Street, Brookside Road, and Rolleston Drive South.<br />
• A left turn only egress from Hoskyns Road onto SH1 northbound.<br />
• Various ancillary works including, but not limited to, the construction of stormwater detention basins,<br />
reconfiguration of property access and associated road works within the local road network.<br />

Smart storage solutions<br />
for small spaces<br />
Living in a smaller home, or making use of a<br />
tiny room, needn’t mean you have to put up with<br />
clutter. There are plenty of ways to maximise the<br />
space you have with smart storage solutions that<br />
will help your rooms feel… well, roomier.<br />
So, make the most of every square inch of space<br />
with our simple storage tips.<br />
Go vertical<br />
If you don’t have much floor space, think about<br />
going up – not out. Wall mounted shelves are an<br />
ideal solution for smaller spaces as they allow you<br />
to make the most of empty wall space. Consider<br />
fitting shelves above doorframes and windows for<br />
items that are rarely used.<br />
Similarly, tall bookcases or cabinets, will give<br />
you plenty of space to store your stuff without<br />
taking up too much room on the floor – as a<br />
bonus, taller furniture items can make a room feel<br />
bigger and less cramped. Pop some pegboards or<br />
hanging rails onto an empty wall to make a smart<br />
storage zone without taking up any floor space.<br />
Double duty<br />
To maximise your space, choose furniture<br />
that is multifunctional, such as beds that have<br />
drawers underneath, an ottoman that can be used<br />
as bench seating, and nesting tables that can be<br />
neatly tucked away when not in use.<br />
A convertible couch or sofa bed is a great<br />
investment if you’re short on space and are ideal<br />
for guest rooms or for visiting relatives.<br />
In the kitchen, extendable tables or bar carts<br />
can be used as both storage and preparation<br />
spaces; you can make the most of cupboard<br />
space with a Lazy Susan; while cooking utensils<br />
can be kept in a large pot on the hob to save on<br />
drawer space – just make sure you move it before<br />
cooking!<br />
Think small<br />
There are lots of small, often overlooked ways<br />
to save on space – including overdoor organisers,<br />
slim bins, and rolling drawers for under beds and<br />
sofas.<br />
Wall mounted racks and magnetic strips in the<br />
kitchen can free up drawer and worktop space by<br />
holding knives, spices, and other bits and pieces<br />
– or invest in some bigger hooks and make a<br />
hanging pot rack for your pots and pans, which<br />
not only gives you more room but also makes an<br />
interesting feature piece.<br />
Buy some vacuum seal bags to store away out<br />
of seasonal clothes or extra linens, these can then<br />
be neatly stacked up and stored away on top of a<br />
wardrobe or under the bed.<br />
Don’t cut corners<br />
Corners can often be dead space but make the<br />
most of it by fitting some handy corner shelves, or<br />
tucking away a corner desk or bar cart to give the<br />
area a function as well as storage.<br />
The key to living in a smaller space is to be<br />
intentional with your design – with a bit of<br />
planning even the tiniest of rooms can have big<br />
potential.<br />
