Elderly axe murderer
‘I didn’t intend to do it’
“TOO LITTLE too late”.
That was Justice Rachel
Dunningham’s response to
Elliot Cameron’s apology in
court this week for the axe
murder of 83-year-old Faye
Phelps on her Mt Pleasant
property in October.
Cameron, 76, had been
her gardener, and for other
residents, in Mt Pleasant.
“You knowingly killed a
vulnerable woman without any
provocation from her. You’ve
shown no real remorse for
doing so,” Justice Dunningham
said when she handed him
down a life sentence with a
minimum period of 10 years.
Phelps and other people
he gardened for over about a
decade were unaware he was
a mental health patient who
had been living at Hillmorton
Hospital for many years.
Before sentencing started
Cameron told Justice
Dunningham he “didn’t intend
doing that, I just don’t know
what happened”.
The court heard there had
been discussion over the years
about Cameron moving from
Hillmorton. But he had made
threats if he was required to
Faye Phelps
leave the hospital.
In December 2022, he told
nursing staff “he would be hard
to ignore if he was “chopping
bodies” and continued
with more threats to kill if
discharged.
In July last year he
threatened “disastrous
measures” if he was moved on.
No big celebration for Canty 175th
• By Dylan Smits
THERE WILL be no large-scale
celebrations of Canterbury’s
175th anniversary later this
year, with the group behind
the effort not applying for city
council funding.
NZ Heritage Events members
saw obstacles in city council
bureaucracy and a lack of support
from Ngāi Tahu rūnanga
as creating too many barriers
for a larger event or funding to
get approval.
Star Media Home & Leisure
Show.
Running across three days
from Friday, June 27 to Sunday,
June 29 at Wolfbrook Arena,
the Home & Leisure Show will
be bursting with thousands
of inspiring ideas, innovative
products, and on-trend solutions
for your home.
The event is free to enter and
ideal for anyone who is thinking
of renovating or doing home
improvements, or simply loves all
things home and leisure.
If sprucing up your home isn’t
on your to-do list right now,
you’ll still find plenty to catch
your eye at the Home & Leisure
Show.
You will also get the chance
to see several fresh and exciting
brand-new exhibitors.
Head over to the Taste Zone
to check out the delicious food
and drink offerings along with
tastings from a host of vendors.
Or visit the Leisure Zone,
purpose of engaging with city
council staff about creating
A spokesperson confirmed
the group would not be applying
for funding.
Smaller-scale events are being
worked on by the Canterbury
INNOVATIVE: The Star Media Home & Leisure Show is back for another year with $20,000 in
city council would not support
large-scale events to mark the
arrival of European settlers,
Man arrested on
A 42-year-old man has been
arrested and charged following
an investigation into a series of
burglaries across Canterbury.
Three police search warrants
were executed on Monday in
North Canterbury and the
by the public and from building
Stylish salute for Mr Mod with top
• By Tim Cronshaw
MR MOD has gone out on a
high note with a pair of 1960s
armchairs selling for a world
record price at the auction of
his large mid-century furniture
collection.
Ross Morrison, who was based
in St Martins, has signed off
as a collector and dealer after
the two-day auction of 674 lots
culminated in bidding reaching
$13,500 for the teak armchairs
by Danish designer Erik
Kirkegaard.
By the final bid the overall
total matched the $500,000
netted from a previous Auckland
auction, once after-sales and a
buyers’ premium of just over 17%
were added up.
Among the highlights was
another pair of Kirkegaard
teak-framed armchairs selling
for $7750 and a first-series
black leather egg chair by Arne
Jacobsen, imported into
New Zealand in 1961, making
$9000.
The collection was assembled
by Morrison over four decades of
dealing and trading in decorative
arts.
He spent the week before the
auction overseeing deliveries
and the picking up of Italian,
United States and Scandinavian
interior design from the 1950s
to the 1970s alongside vintage,
SITTING PRETTY: ‘Mr Mod’ Ross Morrison with the first-series black leather egg chair by
Arne Jacobsen, which sold for $9000 (left) and an ant chair, also by Jacobsen.
Georgian, William IV and
earlier antiques.
Morrison said he was both
exhausted and elated after a
better than expected result.
He was glad to see the
collection go to new homes
throughout the country and a
few items heading to Australia
with no regrets, he said.
‘‘There was fierce bidding for
two pairs of Erik Kirkegaard
chairs and that’s before the
buyers’ premium of 17.25% as
well so that is a world record.
Nobody has paid that sort of
money for those chairs. Then on
the final day the Arne Jacobsen
egg chair sold for $9000 plus
buyers’ premium. I’ve had it for
Canterbury Maps
15 years and always wanted that
sort of money and finally it got
there.’’
It followed the egg chair being
passed in for $5000 at one of two
Auckland auctions of items from
his Mr Mod store in 2023.
He said it was difficult to
explain how the chairs reached
such a high price, but Erik
Kirkegaard was a well-known
Danish designer from the 1950s
and 1960s.
‘‘When you get two people
who want something that was it.
It was basically a fight between
someone here on the floor and
someone on the phone who won
the auction for the first matching
pair and then the second pair.’’
The chairs which he bought
in Denmark will remain in
Canterbury.
Many of the better items sold
for double to treble his starting
bids, he said.
A mahogany chest with a
carved, poly-chromed and gilded
pair of dragons at the base and
a marble top from Hollywood
actor James Coburn’s house will
be going to the North Island
after a $2100 final bid.
He said some pieces sold well
above expectations and other
below, but it was time for him to
let the collection go.
‘‘There were a couple of things
I thought: what the heck? The
sofas and display cases went
pretty well, but I think people
got a good buy with the Jens
Quistgaard enamel pot and also
some of the Eames stuff was low.
I guess that’s a sign of the market
for reproductions has caused
that . . . Overall, it was about the
law of averages and the whole of
the auction.’’
Elderly killer threatened to ‘chop up
• By Sam Sherwood
AN ELDERLY mental health
patient who murdered a
pensioner at her Mt Pleasant
home says he is “extremely sorry
that I’ve done what I did”, but
does not recall doing it.
It can now be revealed he had
made threats to kill over the
past decade if required to leave
Hillmorton Hospital.
Elliot Cameron, 76, was
sentenced in the High Court
at Christchurch on Tuesday by
Justice Rachel Dunningham
to life imprisonment, with a
minimum period of 10 years for
murdering 83-year-old Frances
Anne Phelps, known as Faye, in
October 4 last year.
Phelps and
other residents
who had Cameron
do their
gardens on Mt
Pleasant for
about a decade,
did not know
he was a mental
health patient
who had been
Rachel
Dunningham
living at Hillmorton Hospital for
many years.
Before sentencing began Cameron
told Justice Dunningham
he “didn’t intend doing that, I
just don’t know what happened”.
“I’m very, very sorry and
MURDER: Police at the scene of the fatal attack on Faye Phelps. PHOTO: ADAM BURNS/RNZ
Karen Phelps the daughter of
Faye Phelps said what I did was
very out of character and that is
true I think.”
At sentencing the summary
of facts detailing what Cameron
did was released for the first
time.
The summary said Cameron
had been the gardener for Phelps’
neighbour for more than 10
years.
After her husband died in
2022, Cameron continued to
help with Phelps’ garden on a
casual basis.
Cameron first came to the
attention of Mental Health Services
in 1968 after a brain injury
thought to have arisen following
surgery as a teenager.
His special patient status
ended many years ago, however
he remained residing at Hillmorton
Hospital. As at 2024, there
were no court orders or other
legal requirements compelling
him to remain nor was he under
treatment.
Accordingly, there was no
lawful impediment to Cameron
leaving and living elsewhere. He
had resided within the mental
health system since 1975.
Since 2016, Cameron had been
a voluntary patient, chosen not
to self-discharge, and basically
refused to leave Hillmorton
Hospital despite efforts made to
move him.
Because of his voluntary
status, he was free to come and
go from the hospital most days
using public transport and riding
his bike.
There had been discussion
about him moving. However,
over the last decade Cameron
had made threats to kill if
required to leave Hillmorton
Hopsital.
In December 2022, he told
nursing staff he would be “hard
to ignore if he was chopping up
bodies” and continued threats
over the next couple of months
to kill people if discharged from
hospital.
In July 2024, he threatened
“disastrous measures” if he was
discharged.
On September 30, 2024,
Cameron was doing gardening
work for Phelps’ neighbour. He
called in at her house and asked
whether she would like any gardening
done.
Over the next week Phelps and
Cameron exchanged emails, and
it was arranged he would come
that Friday.
During this time, Hillmorton
Hospital staff were assisting him
to reduce some of his belongings
that he had accumulated at the
hospital. Hospital notes recorded
he was anxious regarding his immediate
future.
On October 4, 2024, Cameron
left the hospital at 8.50am after
breakfast. He walked to the bus
stop on Annex Rd and caught
the bus to Mt Pleasant getting
off at the stop directly opposite
Phelps’ driveway at 10.07am.
Cameron met Phelps at the
garage door which Phelps had
opened.
From inside the garage
Cameron retrieved a small axe
that he had previously used in
the garden.
bodies’ if moved on from hospital
He then struck Phelps in the
head with an axe multiple times,
causing fatal injuries.
He then left her and walked
to the bus stop and caught a bus
back to Annex Rd. He arrived
back at the hospital at 12.17pm.
About 1.30pm a hospital staff
member suggested to Cameron
a box of bike parts could be
removed from his room, in
response to which he threatened
to “kick her head in”.
About 4pm, he disclosed to
two separate nurses that between
10am and 10.30am he had
assaulted a woman on the corner
of Mt Pleasant and Bellview Ave
with an axe and to call police.
The nurses reported
his comments to police
communications at 4.36pm,
however due to a number of
factors this was not taken
further.
About 4.55pm on October 7,
Phelps’ lawnmower man found
her dead lying on the steps
beside the garage door. He called
emergency services.
When spoken to by police,
Cameron said he went to Phelps’
home as he occasionally did.
He said that when he arrived,
he saw she had been injured
and left the property as he
didn’t want to be blamed for the
injuries.
– RNZ
‘I am eternally grateful she was my mum’
Phelps’ daughter Karen Phelps
wrote a victim impact statement
for sentencing. She was not in
court, but gave a copy of her
statement to RNZ.
“The effect on our family of
losing Faye in such a violent and
sudden way has been indescribably
traumatic,” she said.
Her mother was a “kind and
generous soul” who was loved
and treasured by all who met
her.
“It seems unfathomable that
she would suffer such an awful
death. It still feels surreal and
is hard to get my head around
what’s happened.
“You read about things like
this in the newspaper but you
never think it will happen to
your family. I was really close
to my mum. She wasn’t just my
mother; she was also my friend.
It’s incredibly painful that I will
never see her again.”
Karen Phelps said counselling
had been “helpful,” but there
were still a lot of emotions and
it would take a long time to process
what had happened.
“I’m haunted by visions of the
way she died, her lying alone for
TRAGEDY: Faye Phelps, pictured with her late husband
Bill, was described by her daughter Karen as a “fit 83-yearold”
who “had a lot of life to live”.
days before she was discovered
and all the aftermath I have had
to deal with. At times I’ve had
trouble eating and functioning
on even a basic level.
“I’ve had to take time off
work and it’s made me hesitant
to socialise as wherever I go
somebody will say something
about what’s happened to Mum.
My life will never be the same
again.”
She said her family “trusted”
Cameron, and had known him
for over a decade.
“It is particularly astounding
he was allowed to do gardening
for an elderly woman widower.
Mum’s death is a tragedy for us
but also for Elliot and his family,”
she said.
“The greatest tragedy is that
I believe mum’s death was
preventable if Elliot had received
the care he wanted and needed.”
She believed Cameron needed
to be held in a secure facility for
the rest of his life, so he could
get the support he needed to
keep both him and the public
safe.
“No matter what his age,
he could be a threat. It would
certainly make me feel anxious
if he was ever out in the public
again as it would others in the
community.”
She ended her statement by
saying Faye Phelps was a “fit
83-year-old” who “had a lot of
life to live”.
“She was an introvert, happy
to mainly be at home, which is
why it is ironic that her death
has been so public. Mum would
have hated all the attention.
“I’d like her to be remembered
as a giving, kind-hearted,
compassionate Christian woman
who always thought of others
before herself. She had a strong
inner character. I learned a lot
from her and really admired
her, as did so many others. I
will miss her forever but I am
eternally grateful that she was
my mum.”
Green light for turning right debated
• By Dylan Smits
A NEW REPORT highlights
some of the issues with installing
more right-turning arrows at
intersections, with each upgrade
possibly costing up to $850,000.
Christchurch is somewhat notorious
for lacking green arrows
compared to other major cities.
City council data shows out of
288 intersections, only 147 have
at least one signalised arrow to
turn right.
That is slightly more than half.
The city council transport
team answered questions from
Heathcote Ward city councillor
and mayoral candidate
Sara Templeton about what is
required to install more rightturning
arrows.
A report given
to Templeton last
week highlighted
relatively high
costs and unintended
impacts
on traffic flows as
factors for consideration
when
installing more
turn signals.
Sara
Templeton
Templeton said it raises more
questions for city councillors and
the public going forward.
“Apart from cost, it looks
like it comes down to whether
QUEUED: Cars on Moorhouse Ave wait to turn onto Waltham Rd.
drivers would be okay waiting a
bit longer at lights heading in one
direction, to allow others to have
a green turning arrow coming
from another direction.”
The report states the age,
condition and capacity of
underground electrical cables
makes upgrading intersections
with right-turning arrows “very
costly”.
The earthquakes caused damage
to the cable network, some of
which remains today.
The damage limits the capacity
of existing cables, while some of
the ducts which the cables run
through are also still blocked
with silt from the earthquakes.
This prevents more cabling
from being easily added.
Fixing ducts or re-cabling
an intersection to enable rightturning
arrows is costly, the
report states, with a full intersection
upgrade generally about
$600,000 and up to $850,000.
A partial upgrade could be
about $150,000 to $200,000.
Templeton said she will request
PHOTO: GEOFF SLOAN
an information session between
city councillors and staff to
discuss the next best options for
right-turning arrows.
The installation of green
turning arrows is currently
being delivered where possible
through the city council’s minor
safety upgrade programme
or the intersection re-cabling
programme.
The minor safety upgrade
programme is currently overcommitted
with safety projects,
the report states.
HAVE YOUR SAY
Should the city council
prioritise installing more
right-turning arrows at
intersections? Send your
thoughts to dylan.smits@
starmedia.kiwi in 200
words or less
To accommodate an increase
in the number of right-turn
arrows being installed, the city
council would have to vote for
more budget to the programme.
Installing more turn signals
has safety benefits for vehicles
turning right, but can also have
unexpected impacts on traffic
flow, the report states.
Right-turning traffic generally
causes vehicles going straight to
be stopped for longer.
This reduces the amount of
green light time given to lanes
going straight, which typically
carry the most traffic.
However, sometimes when
there is heavy traffic on a right
turn, a turning arrow can lead to
an improvement in overall delay
at the intersection.
Turning arrows may also cause
further unintended delays at
other intersections due to the
co-ordinated timing of the city’s
traffic lights and more vehicles
being attracted to turning right.
Kiwi porn site founder pleads guilty to sex trafficking
EX-PAT CANTABRIAN
Michael James Pratt is facing a
lengthy jail term in the United
States after pleaded guilty to
multiple sex trafficking counts.
Pratt, owner of adult website
GirlsDoPorn, had been awaiting
trial after initially pleading not
guilty following his arrest and
extradition from Spain to the
US, the NZ Herald reported.
Prior to being arrested at a
Madrid hotel in 2022, Pratt, 42,
was on the FBI’s Top 10 Most
Wanted Fugitives list.
In his plea agreement, Pratt
pleaded guilty to conspiracy to
sex traffic and sex trafficking. He
will be sentenced on September
8, the Herald reported.
The charge of sex trafficking
carries a mandatory minimum
penalty of 15 years in prison
and a maximum penalty of life
in prison and a US$250,000
($414,000) fine.
Pratt was charged in October
2019 in the Southern District of
California with sex trafficking
crimes in connection with a
scheme to deceive and coerce
young women to appear in pornographic
videos.
He liquidated his assets and
fled the United States in mid-
2019.
Pratt is one of five codefendants
of the scheme – three
of which have been sentenced
to prison, while a fourth awaits
sentencing.
Childhood friend, fellow Kiwi,
and GirlsDoPorn employee
Matthew Isaac Wolfe was jailed
for 14 years last year for tricking
scores of women into becoming
porn stars, the Herald reported.
“From approximately 2012 to
October 2019, in the Southern
District of California and elsewhere,
Michael James Pratt and
others allegedly participated in a
conspiracy to recruit young adult
and minor women to engage in
commercial sex acts by force,”
the FBI’s wanted poster alleged.
Pratt, who moved from New
Zealand to the United States in
2009, was wanted on 19 charges,
including sex trafficking, production
of child pornography,
sex trafficking of a minor and
money laundering.
It was alleged he used pornography
to rake in earnings of
US$17m.
The women, many of whom
were struggling financially,
were allegedly offered between
US$3000 and US$5000 as payment,
as well as an “all expenses”
trip to San Diego, authorities
claim.
“They repeatedly assure the
victims they will never publish
the videos online and that the
women will remain anonymous,”
according to a civil claim that
has subsequently been successful
in the US courts.
Central Ward.
Once a prominent left-wing
the party fell into obscurity
after a series of poor general
election results.
Now its candidate in Central,
library worker Tom Roud,
is running on a platform of
opposing asset sales.
RESIDENTS OF one of the
city’s streets most prone to water
outages are relieved to hear longawaited
pipe renewal work is
now scheduled for August.
The city council has brought
forward the upgrade for Hillsborough’s
Grange St, originally
planned for the 2026/27 financial
year, to begin later this year.
Claire Burridge hopes she will
not have to worry as much about
stocking up on drinking water
or having her family’s laundry
and shower plans interrupted.
“It’s a relief to know that hopefully
after August it will all be
safe and more reliable. Reliability
is the big thing,” she said.
The decision follows a report
by The Star two weeks ago
highlighting the street’s ongoing
water issues.
Grange St’s pipes, untouched
since 1944, have caused around
a dozen water outages since 2022
– each lasting several hours.
The worst stretch was a series of
bursts on April 3, 4 and 5.
Grange St residents are
generally pleased with the
timeframe for a fix given by the
city council.
“It’s great. Anytime this year is
an advance on what we thought it
might be,” said Burridge.
Residents have worked together
to bring the issue to the attention
of the city council and media.
“I was very skeptical that
anything would actually move,
but it has been very encouraging
to see that they (city council)
actually did listen to us,” Burridge
said.
Cathedral fence may be moved to
free up square for entertainment
• By Dylan Smits
THE BOUNDARY fence around
the Christ Church Cathedral
could have its perimeter reduced
to help encourage more live
music events and recreation in
the “lifeless” heart of the city.
With the cathedral restoration
on pause, city council staff are
engaging with Christ Church
Cathedral Reinstatement Ltd to
have the boundary moved closer
to the immediate perimeter of
the unfinished landmark.
The cathedral restoration
has been paused since August
last year due to a significant
estimated funding shortfall of
between $75-85 million.
A CCRL spokesperson said the
trust was supportive of the city
council staff proposal.
“We appreciate the importance
of Cathedral Square for events
and to improve amenities.”
Any movement of the fence
boundary would only be for the
duration of the construction
pause, the spokesperson said.
“Once construction
recommences, we would need
the space back. The council is
aware of that in shaping the
proposal.”
as possible.
“If council
Andrei
Moore
can’t get a fence moved, it doesn’t
say much about the effectiveness
of the organisation as a whole,”
he said.
Moore believes the extra
space would encourage more
frequent and larger music
events in the square, which has
become increasingly popular for
promoters.
Grandchildren inspire cancer battle
• By Dylan Smits
GRAHAM Tippen’s greatest
fear is his two-year-old
granddaughter Lily not
remembering him.
Every moment is precious
because he does not know how
much time he has left.
Cancer is the problem and if
Tippen does not find enough
money for treatment, he will
have less time with Lily and his
other grandchildren – Millie, 8,
Mia, 9, and Henry, 7.
“I’m not sure if it’s selfish or
whatever, but I really want to
do what I can to make sure she
remembers me,” Tippen said.
The 65-year-old found out he
had rectal cancer in February,
2020 after getting a scan because
he was concerned about some
bleeding.
Another scan later revealed
the cancer had spread to his liver
and lungs.
Tippen started chemotherapy
on the first day of level four
Covid-19 lockdown.
Given only months to live, he
has beaten the odds and has been
living with cancer for more than
five years.
Tippen cherishes time with all
his grandchildren along with his
wife Chris and adult children,
Laura and Ben.
Tippen’s life expectancy today
is unclear, but there is a hope
of holding off further tumour
growth for a few months with a
particular treatment regime.
A small number of patients
have responded especially well to
the treatment and had tumour
growth slowed for even longer.
But the cost is steep – more
than $11,000 a month for six
months.
Tippen requires the drugs
Lonsurf and Vegzelma, neither
of which are funded by Pharmac
in his case.
Pharmac pharmaceuticals
director Geraldine MacGibbon
said Vegzelma is funded for
some types of inoperable liver
cancer which have spread to
other parts of the body.
There had been no application
to Pharmac for Lonsurf to be
funded, she said.
Tippen does not qualify for
Vegzelma funding as his cancer
originated in his rectum rather
than his liver.
His family has launched a
Givealittle campaign to help
cover treatment costs and possibly
fund a short holiday for him
and Chris.
Tippen will start the treatment
in coming weeks and will need
five more monthly rounds.
While he can pay for the first
round of treatment with the help
of insurance, the rest will need to
be paid for through fundraising.
Tippen is no stranger to the
radiology field, having spent 18
years in IT at Pacific Radiology.
Receiving treatment in the
near-empty St George’s Hospital
on the first day of lockdown was
surreal.
“Of course there’s always a
focus on patient first, but in my
job there was not much patient
interaction. So you sort of end up
viewing people as numbers and
not quite real,” he said.
Tippen was nervous about
treatment but was encouraged
by the kindness shown towards
patients.
“Being on the other side of
the fence now, you really get to
see what an amazing job the CT
techs and MRI techs do handling
the patients. There’s a lot of care
there,” he said.
Before retiring on medical
leave in 2022, Tippen helped
maintain and monitor the
complex computer systems
inside MRI and CT scanners.
These days, the most
important thing for him is
spending as much time as
possible with his grandchildren.
He is currently on school dropoff
duty most days during the
week and enjoys taking the
grandchildren out on weekend
activities.
Like many families in similar
situations, Tippen and his wife
have considered the possibility of
selling their home to help pay for
the treatment.
“You have to really weigh all
that stuff up. It’s very hard to
balance up the extra time you get
with these drugs with selling the
house off. My wife is in perfect
health so I don’t want to leave
her with nothing,” he said.
Mayor’s Welfare Fund continues
legacy of helping disadvantaged
Recent debate has
again raised the issue
of city councillors
donating their
directorship fees to the
Mayor’s Welfare Fund.
So what is the fund and
who does it support?
Reporter Dylan Smits
finds out
IN APRIL, it was revealed
Fendalton Ward city councillor
James Gough had not donated
$54,300 in Transwaste
directorship fees for 2023 and
2024 to the welfare fund.
All city
councillors
are required
to donate their
directorship fees
for organisations
controlled by the
city council to
the fund.
Gough was
the only city
James
Gough
councillor not to donate his fees.
Gough said he always intended
to donate the fees and will
contribute all three years’ worth
to the fund at the end of term to
avoid repeated administrative
costs and tax issues.
The fund was established in
1897, then called the Mayor’s
Coal and Blanket Fund.
People then in need received
coal, wood or blankets to keep
warm.
Nowadays, it functions as a last
resort emergency fund for people
and families in extreme financial
difficulty.
Applicants need to have been
denied their request of support
from Work and Income and the
Ministry of Social Development.
A motion which would have
directed Gough to donate his
Transwaste fees to the fund
within 30 days failed in a tied 7-7
vote two weeks ago.
BLANKET RULE: City councillors are required to donate directorship fees of councilcontrolled
organisations to the Mayor’s Welfare Fund – a last-resort emergency fund for
those in extreme hardship. James Gough is yet to donate his fees for 2023–24, but says he
will by the end of term.
PHOTO: GETTY
The vote was divided on ideological
lines, with Mauger and
right-leaning city councillors
voting against the motion.
Labour-aligned The People’s
Choice and left-leaning city
councillors voted in favour of it.
The fund’s chair Linwood
Ward city councillor Yani Johanson
and Gough abstained due to
a possible perception of bias.
Riccarton Ward city councillor
Tyla Harrison-Hunt, who said he
would have voted in favour of the
motion, was absent.
Further controversy
erupted
after Harewood
Ward city councillor
Aaron Keown
referenced
the “c-word”
when criticising
Spreydon Ward
city councillor
Melanie Coker
Aaron
Keown
for bringing the motion forward.
“I don’t think the people of
Spreydon are being well represented
here. There was a word
recently used
in Parliament
which was an
interesting c-
word,” he said
during the meeting.
Keown was interrupted
by the
meeting’s chair,
Waimairi Ward
Melanie
Coker
city councillor Sam MacDonald,
who said, “Don’t go there”.
Keown then said, “Well, it
was used and I was going to use
another one here today, communism.”
He has since faced criticism
from some city councillors for
referencing the word in relation
to Coker and her motion.
The welfare fund covers
specific types of bills which
recipients have no other way of
paying, such as overdue rent and
power, funerals costs, childcare,
and medical needs.
Grants can also sometimes
cover school camp fees and
learning assessments for
children which parents cannot
afford.
Applicants can only receive
one grant from the fund a year.
A city council spokesperson
said the fund paid out $229,300
to 180 applicants last financial
year.
The city council has most
recently made a $100,000 annual
contribution to the fund on top
of the donations from city councillor
directorships.
The fund does not receive any
funding from the Government
and only a small portion
comes from private donors
with $4679 contributed last
financial year.
There is currently a balance of
$695,000 in the fund.
All city councillors with directorships
on city council-controlled
organisations (CCO) and companies
have been expected to donate
their fee to the fund since 2013.
Except for Gough, all city
councillors and the mayor have
had their director’s fees donated
to the fund this term for board
positions on CCOs like Christchurch
City Holdings Ltd and
ChristchurchNZ.
The donations totalled
$573,374 for 2023 and 2024.
The rule was pushed for by
former mayor Lianne Dalziel
and approved in 2013.
Dalziel supported bringing
in the rule to stop city councillors
being paid on top of their
base salaries and to prevent
directorships from being used as
rewards.
After an independent review of
the policy at the end of Dalziel’s
final term recommended the
policy be scrapped, Mayor Phil
Mauger put forward a motion in
January 2023 to have all director’s
fees paid to city councillors.
The motion failed in a 6-10
vote.
For: Mauger, Kelly Barber
(Burwood), James Gough
(Fendalton), Victoria Henstock
(Papanui), Aaron Keown
(Harewood), Sam MacDonald
(Waimairi).
Against: Pauline Cotter
(Innes), Melanie Coker (Spreydon),
Celeste Donovan (Coastal),
Tyrone Fields (Banks Peninsula),
Tyla Harrison-Hunt (Riccarton),
Yani Johanson (Linwood), Jake
McLellan (Central), Andrei
Moore (Halswell), Tim Scandrett
(Cashmere), Sara Templeton
(Heathcote).
Abstained: Mark Peters
(Hornby).
City councillors who
supported the change felt it was
appropriate to be compensated
for the additional work and
reputational risk for working on
a CCO board.
Those in favour of the current
policy believe city councillors
should not earn more than the
$117,000 salary for the base
job and view it as potentially
opening the door to corruption
with city councillors appointed
to boards as rewards and
personal favours.
ON SHOW: Canterbury All Breeds Cat Club judge Faye Gibson inspecting Karbarla Tiffany
Lady in June 1974. Above right – Dorothy Lewis with her lilac point siamese, Bunyarra Trinity,
1976 – TIGER, CHAMPION CAT
He was an unlikely national
champion. But Tiger, Hornby
Working Men’s Club’s resident
moggie, won top domestic cat
at the National Cat Show in
June 1976.
The ginger bar cat won four
first prizes, six special prizes,
five ribbons, two cups, five
rosettes and a trophy for best
short-haired cat.
Hornby Working Men’s
Club member Mr F. A Iggo
had entered Tiger, not realising
the show was a national one.
The rest of the club’s members
thought Tiger’s entry a joke,
The Press reported. But they
were happy to toast his win.
Tiger had taken up residence
the previous December as a
kitten. He had also been made a
member of the club.
Iggo told The Press Tiger’s
daily routine was to stay in the
bar until noon, go out for the
afternoon, return at 10pm for
supper and go out for the night.
However, since his win, he had
been kept indoors.
Christchurch’s first cat show
was held in 1884. The show
was a novelty inclusion in the
Christchurch Poultry Society’s
Exhibition. A number of fancy
cats were known to be in the
households of Canterbury and
“ladies may be fairly assumed
to take a special interest in
these household pets”, The
Lyttelton Times reported. The
show was “a decided success”
with 72 exhibits.
Numerous cats have graced
the pages of The Star over
the years, including Karbala
Tiffany Lady, an entry in the
All Breeds Cat Club Show
in June 1974, and Bunyarra
Let’s give volunteers a
Big shout-out
this June
The Big Shout Out is a month-long
celebration recognising the people across
Aotearoa New Zealand who give their
time, skills, and energy to help others.
Back for its third year, the campaign
runs throughout June and includes
National Volunteer Week (15–21 June).
It’s all about shining a spotlight on the
quiet contributions volunteers make
— often behind the scenes and without
expectation.
“Volunteers are the heart of our
communities. From foodbanks to festivals,
sports teams to support services – they
make things happen,” says Michelle Kitney,
Chief Executive of Volunteering New
Zealand.
Over 53% of New Zealanders volunteer,
and while formal volunteering through
organisations has dipped slightly since
2021, the hours given are increasing.
Volunteering is evolving – more flexible,
informal, and community-led than ever
before.
“Many volunteers go unrecognised –
this campaign gives us all a chance to
say, loudly and clearly: a big thank you!”
Michelle says.
Led by Volunteering New Zealand,
The Big Shout Out is a nationwide, social
media-based campaign encouraging
everyone to say thanks to the volunteers
who make our communities stronger.
The power of giving time –
celebrating our volunteers
At Orana Wildlife Park, we’re incredibly
fortunate to have a team of dedicated
volunteers whose passion, energy, and
commitment help us bring conservation to
life. These amazing people contribute their
time and talents in many ways, especially
by creating memorable experiences for
visitors. Whether it’s driving a shuttle,
conducting walkabout tours or spot
guiding, volunteers are a vital part of our
team.
Take Phil, for example. After 48 years of
working indoors, Phil was
ready for a new kind of
challenge in retirement—
one that involved sunshine,
storytelling, and a little
adventure. “I saw an advert
for shuttle drivers at Orana
and thought, wow, that’s
me!” he recalls. “Now, I
spend Wednesdays driving
people around the Park,
chatting about Reggie the
tiger, our gentle giraffes and cheeky kea. I
also help out at the Farmyard feed. It’s the
Make a difference
to the life of an
older person
Volunteering at Age Concern Canterbury
offers a deeply rewarding experience.
Volunteers play a vital role in supporting
the wellbeing and dignity of older people
by providing companionship through
regular visits, assisting with social outings,
or helping with events, activities and
education.
These interactions help reduce loneliness
and isolation among seniors, fostering
meaningful connections and friendships.
Volunteers often report gaining just as
much as they give—developing lasting
relationships, learning from the life stories
of older adults, and feeling a strong sense of
purpose and fulfillment. With full training,
ongoing support, and flexible roles, Age
Concern Canterbury ensures that every
volunteer feels valued and empowered to
make a real difference in their community.
“Our team of volunteers is like a jigsaw
puzzle, with each member representing a
unique piece that contributes to the bigger
picture. Every puzzle piece has a specific
shape and role, and each volunteer brings
distinct skills and personality. Together,
they fit perfectly to build a powerful
representation of what Age Concern
Canterbury is all about.”- Greta Bond, CEO,
Age Concern Canterbury.
IHC volunteer
friendships last a
lifetime
Volunteer Mark and Rob have been
friends for a year after being matched
through the IHC volunteer friendship
programme in Christchurch, and they
thoroughly enjoy each other’s company.
They meet up once a week, often going
for a drive, watching (and taking photos of)
airplanes and playing mini golf and ten-pin
bowling.
Robert says they always have a lot of fun
on their outings, in particular visiting the
International Antarctic Centre and riding
the Hägglund, all-terrain amphibious
Antarctic vehicle that’s been built to conquer
the rough terrain on the ice.
Mark says wherever they go, it’s always
about having fun and a good laugh together.
IHC’s volunteer friendship programme
matches people with shared interests to
spend time together. The relationship is oneto-one.
This means people spend time with
only one person, so that they get to know
each other and form a good connection.
The pair can choose how they spend
their time together. It could be getting out
for a walk, attending local sporting and
community events, learning something
new, going to a café for a coffee and a chat
or seeing the latest movie - the options are
endless.
Volunteers save lives
every day
NZ Blood is fortunate to have dozens of
dedicated volunteers who provide afterdonation
support and refreshments to donors
at donor centres and mobile collections.
Many of our volunteers are also donors
themselves, and here in Christchurch, NZ
Blood’s volunteers have together contributed
an incredible 2074 donations. That includes
3 volunteers who have each made 200+
donations.
One of those lifesaving volunteers is Lyn
Bell who recently gave her 400th donation.
Donating for over 55 years, Lyn gives whole
blood, platelets, and plasma. “I’m very proud
to be able to reach this number and humbled
in the knowledge that we really do save lives.
Every donor is a champ and should feel
the warmth that our success gives all our
recipients.”
With each whole blood donation having
the potential to save 3 lives and each plasma
donation creating up to 11 lifesaving
treatments, the impact of being a volunteer
donor is immense. Everyday NZ Blood
celebrates and thanks volunteer donors
for their lifesaving contributions but today
we pay special tribute to all of NZ Blood’s
lifesaving whānau.
Thirty years of service
Christchurch
South Community
Patrol has been
patrolling the streets
of Christchurch for
more than thirty
years. The patrol
was involved in
responding to the
2011 earthquake
and both Port Hills
fires. Its fifty-strong
Christchurch South
team of volunteers
are out in the
community both
day and night up to
six days a week. The
patrol works closely
with the community,
the police and
the City Council,
observing recording
and reporting any
activity of concern.
Making your community a safer place
Christchurch South Community Patrol is a voluntary
Honouring our
volunteers!
This week, we’re taking a moment to
celebrate some of the quiet heroes in our
communities, the 200 volunteers who
gift their time, skills, and compassion to
Presbyterian Support Upper South
Island.
Their roles are many and varied. They
drive vans, help prepare meals, lend an ear,
or simply show up for someone who needs
a steady presence. Each one brings their
own story, heart, and commitment, and in
doing so, they help change lives.
Thinking about volunteering?
Give it a go
If you’ve been thinking about doing
some voluntary work, then National
Volunteer Week 2025 is the perfect time
to take the plunge.
The week is dedicated to honouring
and celebrating the millions of volunteers
who help our communities thrive, but
volunteering doesn’t just help the people,
good causes and organisations that are
being supported, it also brings countless
benefits to those who volunteer.
Giving back to your community, taking
care of the land with a beach or park clean
up, and helping others all feel good. Using
your free time and skills to volunteer is
proven to boost wellbeing and can instil
a strong sense of purpose, it can also
increase your happiness and give you
more self-confidence.
Not only that, but it is a great way to
make you feel more connected to your
local community or a cause that is close to
your heart. Volunteers are the lifeblood of
many services, from food banks to sports
clubs, and by offering to lend a helping
hand you’re helping to build a better
community.
Voluntary work is also a great
judgement, Dave has become a trusted role
model. “I’m not here to fix things,” he says.
“I’m just here, so he knows he doesn’t have
to face stuff alone.”
Volunteers like Dave remind us that
mentoring isn’t about having all the
answers, it’s about showing up with
patience, honesty, and a bit of time. It’s
these everyday acts of kindness that
strengthen the fabric of our communities.
To all our volunteers, a massive
thank you! Your generosity creates real
connection, restores hope, and makes New
Zealand a better place to belong.
Ton of trouble for Burnside as
Marist Albion hits milestone
• By Sam Coughlan
“LET’S GET to 100.”
That was the call throughout the
second half as Marist Albion piled
on the points against Burnside in
the Metro premier competition on
Saturday.
With the scoreboard reading 97
and full-time approaching, Marist
Albion were awarded a penalty directly
in front of the posts. Captain
George Methven didn’t hesitate.
“All I could hear from the bench
was my name being called, and
they’re all just pointing towards
the posts,” Methven said.
“ The boys around me on the
field were thinking the same thing,
so I think it was a no-brainer to
take the three out in front and get
that hundred on the board.”
Halfback Nic Shearer slotted the
kick. Full-time score: 100-12.
“There was a lot of disbelief,”
Methven said.
“More like ‘did that just happen’
sort of thing, and also joy to
see that hundred points on the
scoreboard.
“It (100) didn’t fit so someone
had to hold up a one so it could
look like it was on there.”
It marked the first time in
Marist Albion’s history the
club has reached 100 points in
a match. However, before their
Russley’s Yuki Miya has taken
out the senior gross stableford at
the Canterbury men’s Champion
Bottle Lake on Sunday. Braving
cold conditions and the looming
threat of rain, Miya scored 36
points to win the title, ahead of
Ellesmere’s Mike Berry. Berry,
alongside James Geddes and
Bill Marshall won the teams
event with Ellesmere, while
Erik Jorgenson (Templeton) and
Head coach Ross Kennedy
said his side just put together the
So when you combine those, you
he said.
• By Kees Chalmers
ROBBIE TIMO thought his
playing days were over at the end
of last season. After all, he was
55 and had already racked up an
incredible 502 games for Sumner
senior grade sides.
But on Saturday, now 56, Timo
pulled on the boots once more
and took his tally to 503, running
out for Sumner’s division 2 team
in atrocious weather.
“It was nice – good to
experience what the boys are
going through every week,” he
said.
Timo, who is also the side’s
head coach, was forced out
of retirement after a string of
injuries left the team short on
players.
“I had no choice but to put
on the boots and get out there
again,” he said.
He played 50 minutes at
loosehead prop, taking the
field for the full first half before
returning for the final 10
minutes.
Sumner went down 50–5 to
High School Old Boys, who sit
seventh on the ladder.
Despite the scoreline and the
physical toll, Timo said his body
Marist Albion had led 47-7
at half-time before continuing
to pile on misery in the second
period.
Burnside head coach Willie
Brown joked he was “just waiting
for the final whistle” during
the tumultuous second half but
felt the result would be a one-off
for his side.
He emphasised the importance
of sticking together as a
team in the aftermath.
pulled up well, thanks to a spa on
Monday and besides a few bumps
and bruises, he was feeling good.
“ At that time, it would be
really easy for the team to go
their separate ways. Straight
after the game I made a point of
making sure we showed respect
to Marist, I think that’s the right
thing to do,” he said.
“Then straight away made
sure went back to show our club
respect – that we appreciate we
had our supporters there.
“Even though we didn’t put out a
performance to be proud of, we’re
still proud of our club.
“But mostly just so the boys are
around each other, so they feel
the disappointment, but move
on from the disappointment
together.”
The win keeps Marist Albion
in second place on the table, two
points behind University of Canterbury
with three regular season
games remaining.
Marist Albion take on
Although technically retired,
Timo has continued training
just as hard, keeping himself in
Sydenham this weekend at
Sydenham Park, their opponents
coming off a 52-5 win over
Christchurch.
Elsewhere, Lincoln University
and New Brighton will do battle
for the Kevin Lundon Trophy
while University of Canterbury
play third-placed HSOB.
Burnside will face Christchurch,
looking to bounce back from their
drubbing. Linwood host Belfast
kick-off in all games at 2.45pm on
He had planned a comeback
earlier in the season, but a calf
injury kept him sidelined for a
month.
Timo admitted watching the
boys play made him miss getting
out there.
It has been a tough season for
the Sumner side, losing all seven
of their games and sitting on the
bottom of the points table.
“We’ve had some good finishes
but poor starts. We just have to
get it right in the first half and
get a win soon,” he said.
Helping out at times this
season has been All Blacks coach
Scott ‘Razor’ Robertson – his son
Cass is the Sumner captain.
“He can’t help himself, which
is great,” Timo said of his highprofile
assistant.
While Timo will remain
available as a player for the rest
of the season, he insists this year
will be his last on the field.
“I’ll make sure we recruit
well over summer,” he said,
confirming he plans to return
next season on a coach-only role.
On Saturday the Sumner
Tsunami will take on Shirley at
Winner takes
all in race to
Chatham Cup
knockouts
• By Sam Coughlan
TWO OF Canterbury’s top
teams will go head-to-head in
the Chatham Cup tomorrow
night.
Christchurch United will play
Cashmere Technical at 7pm at
the United Sports Centre in a
third-round cup clash, with only
one side advancing in the nationwide
knockout competition.
Both teams boast an
impressive history in the cup
– Tech have won it three times
since the club’s formation in
2012 while United has won seven
titles dating back to the 1970s,
the equal-most of any club.
United captain Travis Graham
said the club’s proud history
inspires the current squad.
“ We know the importance of
where this club has been, and we
want to create our own history.
“This bunch of players are
a good, hardworking, humble
team, we want to create own
legacy, and it starts on Friday,”
he said.
Tech head coach Dan Schwarz,
who has been involved in all
three of the club’s cup triumphs
as both a player and coach, said
The Government is
looking
to ban
greyhound
racing
next year.
Christchurch
Greyhound
Racing manager Sarah
Clausen says why it
shouldn’t happen
SINCE LEARNING to love
greyhound racing at university,
I have also discovered the
inhumanity of politics.
The Government has announced
it will ban greyhound
racing by July 2026, but a poll recently
released by The Star showed
73% of people believed greyhound
racing should continue.
That is surprising and
heartening. Like most people, I
once had no ties to the sport. I was
ambivalent about it.
At university, I met my partner,
Matt Roberts. He grew up in the
greyhound racing community
as his parents both owned
greyhounds.
his side is hungry for another
run.
“ We didn’t go as far as we
would have liked to last year, so
we’re hoping to put that right this
season and see how far we can
push this competition,” he said.
“ There’s lot of good memories
from 2013 and 2014, and an interesting
one in 2021 with Covid
and everything else.
“Now we want to go deep and
test ourselves against the best
teams around, and that starts on
Friday night by getting a positive
result.”
Both sides come into the game
off the back of wins, though by
different routes.
United thrashed Wanaka 7-0,
while Tech edged Dunedin City
Royals 3-2 thanks to two late
goals from substitute Charlie
Peacocke.
Ferrymead Bays are the only
other Canterbury team left in the
competition. They face Nelson
Suburbs on Saturday afternoon,
with the winner to meet either
United or Tech in the fourth
round in July with only one
Mainland team able to make it to
the cup quarter-finals.
FINISH LINE: The Government intends to ban greyhound racing in New Zealand by July
2026 citing animal welfare concerns. PHOTO: ODT
I was welcomed onto their
property, and I fell in love with the
dogs.
I saw how they lit up in
training. My eyes were opened to
the care that went into ensuring
the dogs had a good life and were
in top shape.
Our families now live within 20
minutes of each other in Selwyn.
We are breeders, trainers, owners,
and re-homers.
For the past three years, I have
been the Christchurch Greyhound
Racing manager. I have witnessed
the same level of care we have,
going into every dog.
It is unbelievable the
Government says the ban is about
animal welfare. Yes, injuries can
occur in any energetic sport,
but greyhound racing has made
significant improvements over the
last five years.
We do everything possible
to prevent injuries, and current
data shows deaths in greyhound
racing are now half those in horse
racing.
It’s still improving. Straight
tracks result in less-than half the
injuries compared to traditional
circular tracks. Due to the ban,
we’ve suspended installing a
straight track at Ashburton.
Our dogs love to race – they are
Politics not welfare behind push for racing ban
athletes and are treated as such.
Last year, we hosted an open
track day with Kiwikiwi Hounds
where owners brought their
retired dogs back to the track.
Some owners believed racing was
wrong, but changed their minds
after their dogs pulled them onto
the track, wanting to race again.
One of our most beloved dogs
was Quistis Bale. After racing, she
became a mum to three litters of
puppies. She lived in the house
with our family and loved playing
with our kids.
She had the kindest energy.
She was our favourite, but every
dog becomes part of the family in
some way.
So, I believe the Government
ban is inhumane. It will bring an
end to a life that about 1500 local
greyhounds love, a lifestyle I have
come to cherish deeply, and an
important economic activity.
The ban will mean $49.1
million dollars lost to the
Canterbury economy.
Before the sport is ended, I have
one request: Come and meet the
people and the dogs behind the
sport. This ban isn’t about welfare
it’s political.
Rhubarb, beans
and blooms to
brighten June
There is plenty of work
to keep yourself busy in
your garden this week
Vegetables
June is a good time to develop
or extend a rhubarb bed as the
plants (crowns) are dormant
during winter. Dividing and
replanting every three years is
recommended, as it gives an
opportunity to remove any perennial
weeds such as dandelions
or docks that have been missed
and more importantly, enables
the soil to be enriched. Rhubarb
needs constant nourishment and
thrives on the addition of plenty
of animal manure to the soil.
Lift the crowns and chop them
with a sharp spade. Each section
to be replanted should have a
couple of buds and a root. Work
lots of compost and manure into
the bed and replant.
If replanting is not being done
this season, clear dead leaves and
weeds from the soil and cover
with compost or manure. This
is one place where fresh manure
and sawdust from a stable can
be used. Mix it with a handful of
blood and bone (about 100g) to
each square metre of bed.
If a new rhubarb bed is
planned, choose a cool spot with
good drainage. A raised bed is
ideal, solving the drainage problem
and enabling layers of fresh
manure and compost to be added
each winter. Fill the bottom with
manure, then soil mixed with
compost, and top with a layer
of clean soil into which the new
plants are placed.
Rhubarb is easily grown from
seed sown in late spring, with
Victoria and Glaskins Perpetual
offered by seed companies.
Broad beans can still be sown
in lighter soils. ‘Exhibition Long
Pod’ is a reliable old variety, while
‘Evergreen’ is a faster maturing
broad bean. ‘Coles Prolific’ and
‘Imperial Green’ both grow to
about 1.3m.
If frosts are not too severe,
cabbage and cauliflower plants
can be put in but the spot chosen
must be well-drained. Established
spring cabbages can have soil gently
hoed up around their stalks to
improve drainage and let any sun
warm the upper levels of the soil.
Spring-flowering plants, such as pansies, polyanthus and
primulas, are available in garden centres over the next
couple of months.
Latest Canterbury news at starnews.co.nz
Flowers
Fine days are a good time to dig
up, split and replant perennials
such as Michaelmas daisies and
phlox. Add compost or general
fertiliser to the soil before replanting.
A green film on the surface of
the soil is an indication that lime
is needed, so apply this at the rate
of 50g to 70g a square metre.
Gladioli still in the ground
should be lifted and stored in a
warm, dry spot in paper bags
until quite dry. Do not remove
the papery cover (sometimes
called the tunic) until drying is
complete.
Sweet peas can be grown in
trenches, an old method but
one virtually guaranteed to give
top-notch blooms. Prepare the
spot by putting plenty of manure
or compost in the bottom of the
trench. Sweet peas also need lime,
about 30g to 50g to each metre of
trench before topping with soil.
Spring-flowering plants, such
as pansies, polyanthus and
primulas, are available in garden
centres over the next couple of
months. Most will give sporadic
flowers during winter and potted
polyanthus make a good doorstep
display to brighten the entranceway
in winter. Potted plants can
go into the garden when they
have finished flowering.
Hydrangeas can be cut back
now.
For blue flowers, hydrangeas
need acidic soil and for pink
flowers, alkaline soil. To get
better blues add aluminium
sulphate. Lime, being alkaline,
will make the flowers more
pink.
Fruit
It will be next month before
garden centres have the bulk of
this season’s fruit trees but if a
particular variety is wanted, it
pays to order it, as some types
such as double and triplegrafted
trees are often in short
supply.
Pruning of existing apple and
pear trees can begin when the
leaves turn yellow and continue
until the beginning of August
GARDENING 27
If a new rhubarb bed is planned, choose a cool spot with good drainage. A raised bed is
ideal, solving the drainage problem and enabling layers of fresh manure and compost to
be added each winter.
when the buds start to swell.
Fruit is mainly produced on
fruiting spurs, short growths
with clusters of flower buds,
so keep this in mind when
pruning.
Cover every cut surface, no
matter how small, with pruning
paste to prevent disease getting
into the tree.
Do not leave prunings on the
ground as they attract insects
and fungal diseases, and keep
ground clear around the base
of fruit trees or grow suitable
herbs, such as chives, tansy
or comfrey, to deter pests and
diseases.
Pruning of existing apple and pear trees can begin when
the leaves turn yellow and continue until the beginning of
August when the buds start to swell.
