Koning to get another shot

SEVEN YEARS ago, evergreen 

Waihora flanker Ryan Koning 

mucked up the dates for a 

planned trip to Europe. 

It cost him a chance to play in 

his second combined country 

division 1 final, as his side beat 

Rakaia to win the trophy. 

Koning had intended on 

leaving a week later. 

“I ballsed up my flights, flew 

out the week before, so I had to 

miss that final,” he said. 

“I had a bit of a ‘mare there.” 

Koning, now 33, and his 

Waihora side will meet 

Ashburton Celtic in the final on 

Saturday, their first combined 

country final since that 2018 

campaign. 

He was also a part of the team 

that beat Southbridge in the 

yoursection.nz

COMMUTERS between 

Rolleston and Christchurch may 

soon be able to ride in a Bentley. 

Bentley Coachlines is making 

an application to Environment 

Canterbury this week to establish 

a new service, which would see six 

buses leaving Rolleston between 

5.45am and 9am and returning 

with the same number leaving 

Christchurch between 3pm and 

5.30pm. 

Because it is a fully user-pay 

system, Bentley said rides would 

be about $3.50 a trip, about 50c 

more expensive than ECan’s 

service when its price rises from 

$2 to $3. 

The company believes it will 

alleviate the pressure on ECan’s 

existing service, which often runs 

at capacity and leaves people 

behind due to full buses. 

A community survey backs 

this up, with people expressing 

frustration with current service 

including overcrowding, reaching 

new subdivisions, and the lack of 

guaranteed seating. 

Company owner Liam Bentley 

said the feedback to a survey 

from 472 respondents was 

overwhelmingly positive.

Wording of campaign draws ire 

after lack of public consultation 


‘TOGETHER WE decided’. 

That is the catchphrase of a 

council campaign to tell people 

how their rates will be spent. 

But the word ‘together’ has 

come under fire because the 

council bypassed public consultation, 

relying on the 1500 

submissions it received as part of 

the Long Term Plan just over a 

year ago. 

The campaign, which the 

council spent $8000 advertising 

focuses on two tag lines ‘together 

we decided’ and ‘together we’re 

delivering’ and was designed to 

provide an update on projects 

scheduled for the year ahead. 

It comes as councillors will today 

vote on a 14.2% average rates 

increase, which Selwyn Times 

readers have expressed their frustration 

with on pages 10-11. 

Darfield Residents Association 

chair Harvey Polglase was not 

impressed with the campaign and 

said it was farcical the council did 

not recognise the need for consultation 

given the amount rates 

were increasing. 

“We certainly did not decide, 

we were denied the opportunity 

to decide,” he said.

In November, councillors voted 

8-2 not to have a consultation on 

this year’s rates rise. Instead they 

opted to “engage and inform”, 

which this campaign is part of. 

The decision to forgo 

consultation also meant 

councillors were unable to make 

any changes to the wording in the 

draft annual plan beyond small 

tweaks. 

Rolleston Residents Association 

chair Mark Alexander said he 

personally did not agree with the 

campaign. 

“We haven’t decided anything 

– except not to consult the 

community in 2025,” he said. 

Mayoral candidate and Malvern 

Ward councillor Lydia Gliddon 

said the campaign was “tonguein-cheek” 

given there was no 

consultation on this year’s annual 

plan. 

“The wording is not quite right 

when saying ‘together’ when we 

are ‘engaging and informing’.” 

Gliddon, along with Springs 

Ward councillor Grant Miller, 

had voted in favour of holding a 

consultation. 

Mayor Sam Broughton defended 

the choice of wording. 

“I think we have talked to 

our community, and it has been 

very transparent. We had 1500 

submissions to the long term 

plan, which includes what we are 

delivering this year,” he said. 

“So together we did decide to do 

all of the things we are continuing 

to deliver for our community.” 

Broughton said it would be a 

waste of ratepayers’ money to 

have another consultation just a 

year after deciding on the long 

term plan. 

The last time the council 

skipped consultation in year two 

of a long-term plan was in 2019, 

when rates rose by 6%. 

Gliddon and Ellesmere Ward 

councillor Elizabeth Mundt were 

surprised at the timing of the 

campaign which started a week 

ago – before councillors had 

approved the draft annual plan. 

Broughton said he had expected 

the campaign to start tomorrow 

after the councillors had voted. 

Council executive director of 

people, culture and capability 

Steve Gibling did not offer an 

explanation for the timing of 

the campaign when asked by 

Selwyn Times.

Formal consultation has begun 

on the future of the Upper Selwyn 

Huts. The settlement’s residents 

have been in a long-running 

dispute with the council over 

renewal of leases and whether 

a finite date for eviction should

runs until 5pm, July 21 will lead 

into hearings and deliberation in 

August, before a final decision is 

made by councillors in September. 

TRACTOR, CAR CRASH 

A driver was uninjured after 

hitting the back of a tractor. 

Hororata Volunteer Fire Brigade 

responded to the crash in 

Hororata at 7.15am on Monday. 

Fire chief Bruce Sayer said the

and travelling along Brookside 

Drive. 

“The feedback was pretty much 

split down the middle of which 

one was preferred, so we’re probably 

going to give both a go,” 

Bentley said.

bus routes from Rolleston to Christchurch. 

this year, ECan’s service had 

an average patronage of 6309 

people a month, peaking at 7730 

passengers in March. 

The ECan service runs four

Faringdon Blvd and stopping at 

Kidman St. 

When it gets to the city, it stops 

at Christchurch Hospital, the bus 

interchange, and Ara Institute. 

It returns to Rolleston between 

4.02pm and 6.10pm. 

Bentley said its service would 

stop at the same points in the 

city. 

ECan is reviewing the best way 

to expand its service. It plans to 

have an updated version up and 

running by end of this year or 

early next year.

to see their faces at the end of it, 

what it means to them.”

funding gap 


AN OVERESTIMATE of 

development contributions has 

left the council facing a $14.4 

million sewerage funding deficit. 

The council will have to borrow 

to make up the shortfall, but 

it says ratepayers will not be 

affected. 

Development contributions 

(DCs) are paid by developers or 

property owners to the council, 

primarily to offset any additional 

infrastructure which may be 

needed to support new homes 

they are building. 

DCs help the council pay for 

the cost of new community facilities, 

roading upgrades, water and 

sewerage, and reserve upgrades. 

The amount paid varies depending 

on the location and the 

infrastructure required. 

While most of the DCs for 

infrastructure are on target, the 

sewerage shortfall has been put 

down to modelling that did not 

take into account developers paying 

different rates. 

For the current financial year, 

the council had forecast receiving 

$21.8m in development contributions, 

based on 1691 applications 

at an average of $12,917 each. 

However, only 1057 contributions 

are now expected – 634 

fewer than predicted – and 

because some contributions are 

on rates up to five years old, the 

average amount per contribution 

is significantly lower, at $6419. 

Some have been as low as $3000. 

Council capital projects 

accountant Peter Edghill told 

councillors the different rates 

were not included in their 

forecasting.

rates had been accounted for, 

they might have increased the 

new rates to make the deficit 

smaller. 

He said the deficits will balance 

out over time and any extra 

interest on that debt will be 

included in future DC rates. 

He added that future modelling 

will include the timing assumption 

to avoid similar issues. 

Under current policy, DC 

rates are fixed at the time a 

resource consent is granted. 

These consents are valid for five 

years, but the council cannot 

predict when during that period 

a development will proceed – 

triggering the payment of the 

contribution. 

Although DCs can be adjusted 

for inflation after two years, the 

financial impact is likely to be 

minimal. 

The council is planning to 

review the DC policy in coming 

months as part of the transfer of 

water and wastewater services 

to Selwyn Water Ltd. 

However, the future of 

development contributions is 

uncertain. 

The Government is proposing 

to replace DCs with development 

levies, intended to be more 

responsive to growth and less 

dependent on the council’s longterm 

infrastructure planning. 

Housing Minister Chris Bishop 

said the new system is part of the 

Government’s ‘going for growth’ 

mantra and is designed to lessen 

the infrastructure funding 

burden on councils. 

There is currently no timeline 

for when the Government plans 

to introduce the levies.

A COMMUNITY group is 

forging a vision for the future 

of the Craigieburn basin as the 

area continues to recover from 

a large scrub fire. 

The Bridge Hill fire, caused 

by three students from 

Christchurch on a school trip, 

burnt through about 900ha of 

the high country in December. 

About two-thirds of the land 

was on Flock Hill Station. 

Station manager and chair 

of Craigieburn Fire Recovery 

Trust Anna Hill said the 

group’s aim is to restore the 

area and make it even better. 

The trust wants to establish 

a 100-year vision for the wider 

basin, not just the area burned 

in the fire. 

“We need to keep that 100- 

year view in place so we are 

heading in the right direction,” 

she said. 

Hill said the fire, while 

devastating, had kick-started 

the group getting together. It 

is made up of land owners, 

conservationists and other 

stakeholders. 

The group held its first 

workshop in April. 

“It was amazing how 

everyone in the room had the 

same view of what we wanted. 

“Since the fire, the focus has 

been on assessing the extent of

the damage, but also on weed 

and pest control. 

“We know the biggest risk 

to the area is weeds and pests, 

and left completely to its own 

devices, it most likely will just 

revert to gorse and broom. 

“There has also been a focus 

on gathering seeds which can 

be planted in the burnt area.” 

One upside to the fire is it 

knocked out a large number 

of wilding pines, which have 

plagued the basin. 

When the weather is 

favourable, the group plans to 

plant test plots of beech and 

other natives that can be used 

for future regeneration. 

Hill said they also want 

to map the area to track the 

progress of the regeneration. 

In the long-term, the group 

wants not just to recover the 

burnt area, but develop the 

whole of the basin. 

The Department of 

Conservation has been 

working with the trust and 

allowing access to gather seeds 

from conservation land. 

Hill said the group is 

initially working on a five-year 

plan, which will form the basis 

for a community agreement 

between the trust and DOC. 

While the three students 

responsible for the fire were 

not charged, they did go 

through an intervention 

course run by Fire and 

Emergency New Zealand.

Consultation opens on new Deed of Licence for Upper 

Selwyn Huts 

We’re inviting the public to give feedback on a 

new Deed of Licence for Upper Selwyn Huts. 

Located on Crown-owned land beside Te 

Waihora Lake Ellesmere, the Upper Selwyn 

Huts community has changed over time from 

recreational huts to include a mix of temporary 

and permanent residences. The land is managed 

by Council on behalf of the Crown, and the current 

Deed of Licence (DOL), which gives hut owners 

the right to occupy the land, has been extended 

several times. Many of its terms no longer reflect 

the current situation. 

“This consultation is about informing a new 

agreement that provides clarity and certainty for 

licence holders and residents, while also ensuring 

environmental risks are responsibly managed and 

obligations are fair, practical, and transparent,” 

says Denise Kidd, Executive Director Community 

Services and Facilities. 

The consultation is seeking public feedback on 

four key terms proposed for inclusion in the new 

DOL, including: 

1. The length of future licence terms 

2. Whether serious environmental events should 

be grounds for a licence ending early 

3. The introduction of a bond to support land 

restoration at the end of a licence term 

4. How Council should undertake building 

condition inspections 

“This is an opportunity for the community to have 

input on how we manage the settlement now and 

into the future,” says Kidd. “The huts are located 

on public land, so decisions must be made with 

fairness and the broader interests of the district 

in mind.” 

“Whether you’re a licence holder, a resident, 

or simply have a connection or interest in the 

area, your feedback matters,” Kidd says. 

The consultation will run for five weeks 

and is open from 9am Monday 16 June to 5pm 

Monday 21 July 2025. Drop-in sessions will 

be held throughout the consultation period by

The majority of fees for the Selwyn Aquatic 

Centre, Selwyn Sports Centre, and Group 

Fitness classes will increase by approximately 

2.7%. The change for most services will be less 

than 50 cents per visit. 

General pool entry to the Selwyn Aquatic 

Centre will increase by 20 cents for an adult 

and by 10 cents for a child or preschooler. 

Casual entry for Group Fitness classes will 

increase by 30 cents for adults and 20 cents 

for Gold, Community Services and Hapai card

Planning for future wildfire risk in Rolleston’s growth 

Crown Research Institute, Scion, recently 

hosted a workshop on wildfire risk. 

Designed to foster future-focused thinking, 

the session brought together a diverse mix 

of professionals from planning, development, 

engineering, landscape architecture and 

emergency management. Mayor Sam Broughton 

attended the event and highlighted the importance 

of proactively addressing wildfire risk. 

The workshop is part of broader research led 

by Scion scientist Lisa Langer, which explores 

how wildfire risk is being considered in urban 

development. “Examination of anticipated 

increasing wildfire risk is essential in integrated 

planning design and development decisionmaking 

for future residential expansions,” 

says Langer. 

The focus on Rolleston, a rapidly growing 

residential area, provided the opportunity to 

explore wildfire risk residential housing planning 

with a proactive council preparing for the future. 

The case study examines gaps in current planning 

approaches. Interviews with professionals revealed 

wildfire risk is often seen as a low priority; it is 

overshadowed by more familiar hazards such as 

flooding and typically excluded from planning. 

The workshop created a valuable space for crosssector 

collaboration, encouraging professionals 

to reflect on urban expansion and explore how 

integrating wildfire risk considerations could lead 

to more resilient communities.

Development contributions, rates rises 

It’s great for the mayor and 

councillors to say if we want the 

infrastructure and services for 

a super-fast growing district we 

have to pay for it. Why should 

we? Why shouldn’t those who 

are causing the growth pay 

instead? 

Is the major part of the cost of 

extra infrastructure to support 

new subdivisions being paid by 

we ratepayers, while developers 

walk away with the gold? Who 

asked them to make us the fastest 

growing district in the country? 

Certainly not those residents 

struggling with massive rates 

and water cost rises thrust on us 

by what appears to an uncaring 

and out-of-control council. 

Developers have flocked here, 

causing the massive growth, 

clogging our dismally designed 

roads and creating the need for 

yet more infrastructure. Surely it 

is only fair that if the actions of 

profit-making developers lead to 

need for more infrastructure to 

meet the needs of their developments, 

then they should pay the 

full cost of this? Growth should 

pay for growth. Not the existing 

residents. 

The needs of existing ratepayers 

must come first for any 

democratic council. It appears 

some in our council may have 

forgotten what democracy 

means.

Surprise, surprise, Selwyn 

ratepayers are now going to be 

hit with an 8-10% increase in 

water costs.

It will also be interesting to see 

how the ratepayers’ $9 million 

transition payment is used and 

into whose pockets that will go. 

Selwyn may be the fastest 

growing district in New Zealand 

and Steve Gibling (a council 

manager) says growth impacts 

costs, but shouldn’t those costs 

be funded by those creating the 

growth and who then expect 

others to fund the amenities and 

infrastructure? 

Farmers and station owners at 

the western end of Malvern have 

to provide most of their own 

services. Why should they be 

expected to pay up to $100,000 

in rates to help fund the growth 

of Rolleston?

and the opportunity to replace 

some idealism with some good 

old realism.

ratepayers a break, or maybe it’s 

time for voters to replace them 

altogether at the 2025 local elections.

additional flexibility and

us have viable options that suit 

our work schedules. Beyond just 

benefiting individual workers, 

such a service would be a major 

asset to the broader community. 

It would support older residents 

with limited transportation 

options, younger generations 

who need safe and accessible 

transit, and school children 

who would benefit from better 

connectivity. 

Given the ongoing 

expansion of subdivisions in 

the area, demand for public 

transport is only going to 

increase. Investing in a more 

comprehensive network now 

will future-proof the region’s 

transport infrastructure and 

provide sustainable, equitable 

mobility for all. I strongly urge 

Environment Canterbury 

and the Selwyn District 

Council to take this matter 

into urgent consideration and 

work towards a solution that 

serves the needs of our growing

KILLINCHY, near Leeston, 

was named by settlers who 

came from a village of the 

same name in County Down, 

Ireland. 

From as early as 1862, the first 

freeholders acquired land near 

the Killinchy swamp, which 

was about 7000 acres in size, 

and subsequently drained. 

By 1880, there 

was a district 

school with about 

70 pupils, a library 

in the school 

grounds, and an 

Anglican church. A 

blacksmith’s shop 

and post office 

were also in place. However, the 

planned larger settlement never 

eventuated: it is thought that 

economic factors had a part to 

play. 

In recent decades the name 

of Killinchy has been attached 

to ice-cream production,

ROLLESTON COLLEGE won 

the open category at this year’s 

Showquest, while Darfield High 

School placed third among the 13 

Canterbury schools competing in 

the Douglas Lilburn Auditorium 

at the Christchurch Town Hall. 

Rolleston’s performance was 

centred on the theme of ‘Sonder’ 

– the realisation that each 

random passerby is living a life as 

vivid and complex as your own. 

Lead teacher Jemma Dalley 

said it was only the second year 

Rolleston College had entered the 

event. 

“It is very surreal and pretty 

amazing. Going into it, I was 

telling the girls to have fun and 

(I am) so proud of the growth in 

our dancers.” 

Dalley said the 47 performers 

on stage and the team of 

backstage staff had been 

rehearsing for the past threeand-a-half 

months to achieve 

the result and plans for 2026 had 

already started. 

“On the bus home, the year 

12 students were already talking 

about it.”

performing arts competition.

and run for 8-10 minutes, 

incorporating music, dance, 

drama, art, culture, and technology 

around a chosen theme.

performance will now be entered 

in the national final, where they 

will be up against other regional 

winners from across the country. 

The final will be held online on 

July 30.

ammunition and 

the Firearms 

Registry 

From 24 June, 2025, some 

changes are happening relating 

to ammunition and the Firearms 

Registry. These will help us 

ensure ammunition is only being 

sold to current firearms licence 

holders, and support the smooth 

uptake of the Registry over the 

coming years. Here’s what you 

need to know. 

1. When buying ammunition, the sale will be recorded by the 

firearms dealer or ammunition seller 

On and from 24 June 2025, the firearms dealer or ammunition seller selling 

you ammunition, must record the ammunition sale in the Firearms Registry 

using the online Dealer Transactions form. This is a record of the sale, not a 

registration of ammunition. 

As the licence holder, you do not need to record the ammunition you 

purchase. The Arms Regulations say the firearms dealer or ammunition 

seller needs to record the sale. This is at the time the ammunition is 

dispatched or handed over, or immediately after. As a licence holder, you 

should expect that when you purchase ammunition you’ll need to assist the 

dealer or ammunition seller with information required for the online Dealer 

Transactions form, for example, your firearms licence number. 

2. The first time you buy ammunition, you’ll need to register 

all your firearms – if you have not done so already 

After 24 June 2025, licence holders will have an activating circumstance 

when they purchase ammunition from a firearms dealer or ammunition 

seller - if they haven’t already had one. This means you will need to register 

all the firearms and arms items in your possession within 30 days of 

purchasing ammunition, if you haven’t already registered your firearms. 

Once you have entered your details into the Firearms Registry, you must 

keep your information up to date when buying or selling arms items.

Probus Club 

marks 20 years 

of fellowship 

THE ORIGINAL Rolleston Probus Club 

celebrated its 20th birthday with a catered 

luncheon, a celebratory cake cutting, and the 

lighting of three candles symbolising past, 

present, and future Probus members. 

About 70 members gathered in the club’s 

regular meeting space at the Rolleston 

Community Centre to celebrate the happy 

occasion. 

Foundation member and club initiator 

Esme Humm reflected on the club’s 

beginnings in 2005. She recalled seeing a 

need for such a group in Rolleston, as many 

retirees were moving to the town at the time. 

When she advertised for the club’s 

inaugural meeting, she was “blown away” 

when 56 people turned up. 

Today, the club has grown to 116 members, 

with people coming from Christchurch, 

Templeton, Prebbleton and Leeston. 

The Probus motto – fun, friendship and 

fellowship – for retired or semi-retired 

people is evident at every meeting. Members 

celebrate birthdays, enjoy guest speakers, 

draw lucky door prizes, and, of course, share 

the ever-important morning tea. 

In addition to the meetings, members also 

enjoy monthly outings, usually followed 

by lunch at a local café or restaurant. Next 

month’s trip is to the Selwyn Heritage Centre, 

followed by lunch at the Crate and Barrel in 

Leeston. 

Said Esme: “If your interest lies in walking, 

bowls or crafts, the club has you covered with 

its sub groups. There’s also a monthly Sunday 

lunch group that explores new dining spots 

across Selwyn. 

“The highlight of the year is the club’s 

annual Christmas luncheon – always held at 

a Selwyn venue and always well attended. We 

seem to do a lot of eating!” 

Club meetings are held at 9:45am on 

the second Tuesday of every month at the 

Rolleston Community Centre. Visitors are 

always welcome. We’re a friendly bunch, so

The Energy Minister, (ironically called) 

Simon Watts, called in April for a 

second engagement about the Electricity 

(Hazards from Trees) Regulations 2003, 

which are designed to lower the risk to 

power lines from trees that are close 

to but not immediately beside the line. 

These changes come in response to 

recent events such as Cyclone Gabrielle, 

where trees outside the Growth Limit 

Zone caused power outages to 68,000 

households. 

There are two key changes: 

• Lines owners become 

responsible for assessing the likelihood 

and potential impact of a fall for trees 

they consider could be a risk to lines, 

then issuing a Treefall Hazard Notice for 

moderate- and high-risk trees. 

• On land that is outside urban 

areas and not already forested, 

landowners may only plant trees 

expected to have a mature height lower 

than the tree’s distance from the line. 

The current engagement focuses 

on the first of those, where the 

lines owner, seeking the advice of a 

qualified arborist, will be responsible 

for assessing the appropriate level of 

treefall hazard, and determining the 

weighting of the factors, by considering 

only the likelihood and impact factors 

specified in the Regulations. So it is 

essential that these criteria and the risk 

matrix are clear, sufficient and workable 

from everyone’s point of view, including 

landowners and arborists.

WAIHORA HAVE got the first 

monkey off their back by making 

the combined country final – 

now they are chasing a first piece 

of silverware in seven years. 

The Magpies’ 42-27 win over 

Kaiapoi marked their first semifinal 

victory in the competition 

since 2018, when Waihora won 

both the combined country and 

Coleman Shield titles. 

On Saturday, they will face 

Ashburton Celtic on their opponent’s 

home ground, hoping 

to set the record straight after 

several near misses in recent 

years. 

Having gone down to 

Prebbleton at this stage of the 

competition in each of the last 

three seasons, each time by fewer 

than five points, head coach 

Hagen Schulte said the win over 

Kaiapoi was a “huge sigh of 

relief ”. 

“They came out really strong 

and probably had the better of 

us there for 15, 20 minutes,” he 

said. 

“Fortunately we managed to 

weather that storm, get a little 

bit of position and a bit of ball 

ourselves. Pretty happy with how 

it ended up.”

– centre Stephen Swain and 

blindside flanker Ryan Koning, 

who played that season but was 

forced to miss the final because 

of a planned trip to Europe. 

Koning also played in Waihora’s 

2015 combined country triumph. 

“ Ryan, he’s massive with that 

experience and being there and 

doing it before,” Schulte said. 

“He knows the club really well. 

He knows what makes the boys 

tick and he’s a key member for us 

around that leadership stuff. 

“ Stephen has been playing 

midfield for us, so it’s quite nice 

having one (leader) in the backs 

and one in the forwards – the 

boys can lean on them for a bit of 

experience.” 

Now in his second year coaching 

Waihora, Schulte has never faced 

Celtic before – the teams were in 

different pools this season and last 

year’s match was cancelled – but 

he knows to expect a challenge. 

“ They’ve got some dangerous 

outside backs and a strong 10, and 

I’m sure there’ll be some strengths 

up in the forwards as well. 

“Probably we just have to get 

down and watch a little bit (of 

footage) on them and see if we can 

pick any holes.” 

Schulte said the title would 

mean a lot to both him and the 

team. 

“ It would be a reward for all the 

hard work. (The team) has been in 

training since January, so that’s a 

lot of work they put in for us. 

“You just want to see them get 

the result at the end of the day and 

enjoy themselves.”

WE STAND at a critical juncture 

for local government in New 

Zealand. 

Significant resource 

management, water, housing and 

infrastructure reform is coming 

our way, and with the change 

in national direction, it has 

never been clearer that we need 

comprehensive local government 

reform, now.

doing at Canterbury Regional 

Council (Environment 

Canterbury) will allow us to shift 

from a reactive stance, to one of

Canterbury’s voice is heard at the 

highest levels. 

A proactive approach is crucial, 

and I am proud of the work we 

have done as a council to develop 

positions that support proactive 

strategic work and advocacy 

opportunities. 

In uncertain times, clarity is 

paramount, and we have done 

the work as a council to develop 

some shared positions on a range 

of issues including managing 

environmental effects; managing 

natural resource use; economic 

prosperity; structure of local, 

regional and central government; 

and Treaty partnership. 

These positions provide a 

coherent basis for our message 

to central government, mana 

whenua, stakeholders, and our 

communities. 

Canterbury is unique and 

we need a locally informed 

approach. We have about 70% 

of New Zealand’s groundwater, 

as well as braided rivers, diverse 

ecosystems, and productive 

farmlands. 

Our council champions the 

region and provides a regional 

lens to central government, 

ensuring national standards are 

complemented by our specific 

needs and knowledge. 

We understand our region 

and the importance of fostering 

ecological coherence, integrated 

catchment-based thinking and 

a ki uta ki tai (mountains to the 

sea) approach. 

We are committed to ensuring 

our significant freshwater 

resources and highly productive 

farmlands are managed with the 

nuance they require. 

Our region is a powerhouse for 

national economic prosperity. At 

Canterbury Regional Council we 

are committed to fostering that 

prosperity, valuing what we have 

– including our food producing 

ability –while embracing 

innovation and ensuring our 

infrastructure is resilient against 

the impacts of climate change. 

We recognise our region’s 

contribution to the country’s longterm 

economic prosperity and

in the room: the unsustainable 

structure and funding of local

Even if central government is 

hesitant, we must continue to 

advocate for the regulatory clarity, 

better alignment, and diversified 

funding tools our communities 

desperately need. 

The current structure and funding 

of local government service 

delivery is unsustainable and we 

are calling for New Zealand’s systems 

of government to adjust and 

respond accordingly. 

The reforms are happening now 

and the implications that come 

with them are significant, not 

just for our role and function as a 

regional government, but for our 

region. 

We will not stand idle and have 

change done to us. We are taking 

every opportunity to champion 

and advocate for Waitaha 

Canterbury.

Notice for consultation on proposed Enrolment Scheme amendments 

for several Canterbury Schools 

The Ministry of Education, in consultation with the boards of Glentunnel School, Hororata School, Lemonwood Grove 

School, West Rolleston Primary School, has established proposed enrolment scheme amendments under the Education 

and Training Act 2020 to better balance local demand to capacity across the network. In addition, in consultation with the 

establishment board of Te Rau Horopito School, the Ministry has established a new proposed enrolment scheme for the 

opening of the school. 

As part of this process, we are consulting with the schools’ communities and with people living in the areas for which the 

schools are reasonably convenient schools. 

Under these schemes, students will be able to enrol if they live within the proposed home zone. The enrolment of out-ofzone 

students is governed by the provisions of the Education and Training Act 2020. 

The Ministry is also consulting on proposed enrolment schemes for Our Lady of Victories, St Anne’s School (Woolston), 

St Bernadette’s School (Hornby) and St Teresa’s School (Riccarton).

Dressing your 

property up 

for sale 

Your house is on the 

market and you hope to 

get a good price. While 

market performance will 

largely influence this, 

presenting your home at 

its best will help. 

First impressions count from the 

moment potential buyers view a property 

from the street to the moment they 

walk through the front door. 

Weed the garden, cut back unruly 

shrubs and prune trees where needed. 

Kill off weeds in the lawn, sprinkle grass 

seed over bald patches and fertilise the 

lawn. 

Indoors, tidy up. Get rid of excess or 

bulky furniture, toys, books, hobby items 

or fitness equipment and if too many 

photos on the wall pack these away so 

the home looks roomy. 

If there is a gap or a room needs 

enhancing, look at what you have. A 

piece of furniture might be painted up 

or an old leather bound book popped 

on the coffee table. Shelves will also add 

depth to a narrow space while mirrors 

may give the illusion of a larger space. 

In entryways, add an easy chair, small 

table, bookcase or large vase. 

Awkward spaces such as coved ceilings 

in attics or upstairs rooms might be 

converted into storage shelving and the 

room given a purpose as an office, playroom 

or extra bedroom so viewers can 

see how the room might be used. 

Stow possessions neatly in containers, 

shelving or tidily in cupboards; highlighting 

the storage potential within the 

home, ensuring it is clean and tidy for 

viewing at any time. 

Move the pets outside as not all buyers 

will be pet lovers while some may suffer 

pet allergies putting them off a house if 

they see a pet inside. 

If parts of the house look tired, consider 

renovating by painting walls, 

replacing worn carpet, or modernising 

the kitchen, bathroom and toilet; 

rooms that should sparkle. Replace tired 

cabinetry, or the benches and cupboard/ 

drawer fronts then update old toilets, 

showers or kitchen appliances. Modernising 

these rooms can lift the final selling 

price. 

Use consistent and light paint colours
