SEVEN YEARS ago, evergreen<br />

Waihora flanker Ryan Koning<br />

mucked up the dates for a<br />

planned trip to Europe.<br />

It cost him a chance to play in<br />

his second combined country<br />

division 1 final, as his side beat<br />

Rakaia to win the trophy.<br />

Koning had intended on<br />

leaving a week later.<br />

“I ballsed up my flights, flew<br />

out the week before, so I had to<br />

miss that final,” he said.<br />

“I had a bit of a ‘mare there.”<br />

Koning, now 33, and his<br />

Waihora side will meet<br />

Ashburton Celtic in the final on<br />

Saturday, their first combined<br />

country final since that 20<strong>18</strong><br />

campaign.<br />

He was also a part of the team<br />

that beat Southbridge in the<br />

Rolleston and Christchurch may<br />

soon be able to ride in a Bentley.<br />

Bentley Coachlines is making<br />

an application to Environment<br />

Canterbury this week to establish<br />

a new service, which would see six<br />

buses leaving Rolleston between<br />

5.45am and 9am and returning<br />

with the same number leaving<br />

Christchurch between 3pm and<br />

5.30pm.<br />

Because it is a fully user-pay<br />

system, Bentley said rides would<br />

be about $3.50 a trip, about 50c<br />

more expensive than ECan’s<br />

service when its price rises from<br />

$2 to $3.<br />

The company believes it will<br />

alleviate the pressure on ECan’s<br />

existing service, which often runs<br />

at capacity and leaves people<br />

behind due to full buses.<br />

A community survey backs<br />

this up, with people expressing<br />

frustration with current service<br />

including overcrowding, reaching<br />

new subdivisions, and the lack of<br />

guaranteed seating.<br />

Company owner Liam Bentley<br />

said the feedback to a survey<br />

from 472 respondents was<br />

overwhelmingly positive.<br />

Wording of campaign draws ire<br />

after lack of public consultation<br />

‘TOGETHER WE decided’.<br />

That is the catchphrase of a<br />

council campaign to tell people<br />

how their rates will be spent.<br />

But the word ‘together’ has<br />

come under fire because the<br />

council bypassed public consultation,<br />

relying on the 1500<br />

submissions it received as part of<br />

the Long Term Plan just over a<br />

year ago.<br />

The campaign, which the<br />

council spent $8000 advertising<br />

focuses on two tag lines ‘together<br />

we decided’ and ‘together we’re<br />

delivering’ and was designed to<br />

provide an update on projects<br />

scheduled for the year ahead.<br />

It comes as councillors will today<br />

vote on a 14.2% average rates<br />

increase, which <strong>Selwyn</strong> <strong>Times</strong><br />

readers have expressed their frustration<br />

with on pages 10-11.<br />

Darfield Residents Association<br />

chair Harvey Polglase was not<br />

impressed with the campaign and<br />

said it was farcical the council did<br />

not recognise the need for consultation<br />

given the amount rates<br />

were increasing.<br />

“We certainly did not decide,<br />

we were denied the opportunity<br />

to decide,” he said.<br />

In November, councillors voted<br />

8-2 not to have a consultation on<br />

this year’s rates rise. Instead they<br />

opted to “engage and inform”,<br />

which this campaign is part of.<br />

The decision to forgo<br />

consultation also meant<br />

councillors were unable to make<br />

any changes to the wording in the<br />

draft annual plan beyond small<br />

tweaks.<br />

Rolleston Residents Association<br />

chair Mark Alexander said he<br />

personally did not agree with the<br />

campaign.<br />

“We haven’t decided anything<br />

– except not to consult the<br />

community in <strong>2025</strong>,” he said.<br />

Mayoral candidate and Malvern<br />

Ward councillor Lydia Gliddon<br />

said the campaign was “tonguein-cheek”<br />

given there was no<br />

consultation on this year’s annual<br />

plan.<br />

“The wording is not quite right<br />

when saying ‘together’ when we<br />

are ‘engaging and informing’.”<br />

Gliddon, along with Springs<br />

Ward councillor Grant Miller,<br />

had voted in favour of holding a<br />

consultation.<br />

Mayor Sam Broughton defended<br />

the choice of wording.<br />

“I think we have talked to<br />

our community, and it has been<br />

very transparent. We had 1500<br />

submissions to the long term<br />

plan, which includes what we are<br />

delivering this year,” he said.<br />

“So together we did decide to do<br />

all of the things we are continuing<br />

to deliver for our community.”<br />

Broughton said it would be a<br />

waste of ratepayers’ money to<br />

have another consultation just a<br />

year after deciding on the long<br />

term plan.<br />

The last time the council<br />

skipped consultation in year two<br />

of a long-term plan was in 2019,<br />

when rates rose by 6%.<br />

Gliddon and Ellesmere Ward<br />

councillor Elizabeth Mundt were<br />

surprised at the timing of the<br />

campaign which started a week<br />

ago – before councillors had<br />

approved the draft annual plan.<br />

Broughton said he had expected<br />

the campaign to start tomorrow<br />

after the councillors had voted.<br />

Formal consultation has begun<br />

on the future of the Upper <strong>Selwyn</strong><br />

Huts. The settlement’s residents<br />

have been in a long-running<br />

dispute with the council over<br />

renewal of leases and whether<br />

a finite date for eviction should<br />

be set. The consultation which<br />

runs until 5pm, July 21 will lead<br />

into hearings and deliberation in<br />

August, before a final decision is<br />

made by councillors in September.<br />

TRACTOR, CAR CRASH<br />

A driver was uninjured after<br />

hitting the back of a tractor.<br />

Hororata Volunteer Fire Brigade<br />

responded to the crash in<br />

Hororata at 7.15am on Monday.<br />

Fire chief Bruce Sayer said the<br />

car was badly damaged, and the<br />

tractor received minor damage.<br />

the eastern part of Rolleston and<br />

the second starting at Foster Park<br />

and travelling along Brookside<br />

Drive.<br />

“The feedback was pretty much<br />

split down the middle of which<br />

one was preferred, so we’re probably<br />

going to give both a go,”<br />

Bentley said.<br />

Between January and April<br />

SERVICE: Bentley Coachlines will apply to ECan to run two<br />

bus routes from Rolleston to Christchurch. ​<br />

this year, ECan’s service had<br />

an average patronage of 6309<br />

people a month, peaking at 7730<br />

passengers in March.<br />

The ECan service runs four<br />

times Monday-Friday from<br />

6.35-7.30am, leaving from<br />

Faringdon Blvd and stopping at<br />

Kidman St.<br />

When it gets to the city, it stops<br />

at Christchurch Hospital, the bus<br />

interchange, and Ara Institute.<br />

It returns to Rolleston between<br />

4.02pm and 6.10pm.<br />

Bentley said its service would<br />

stop at the same points in the<br />

city.<br />

ECan is reviewing the best way<br />

to expand its service. It plans to<br />

have an updated version up and<br />

running by end of this year or<br />

early next year.<br />

“It’d be awesome, it has been<br />

a wee while,” he said. “I’m lucky<br />

enough to have won it before, so<br />

if we can do it for the boys that<br />

haven’t been there, more than<br />

anything for myself I’d just be<br />

stoked to see those boys get it,<br />

to see their faces at the end of it,<br />

what it means to them.”<br />

AN OVERESTIMATE of<br />

development contributions has<br />

left the council facing a $14.4<br />

million sewerage funding deficit.<br />

The council will have to borrow<br />

to make up the shortfall, but<br />

it says ratepayers will not be<br />

affected.<br />

Development contributions<br />

(DCs) are paid by developers or<br />

property owners to the council,<br />

primarily to offset any additional<br />

infrastructure which may be<br />

needed to support new homes<br />

they are building.<br />

DCs help the council pay for<br />

the cost of new community facilities,<br />

roading upgrades, water and<br />

sewerage, and reserve upgrades.<br />

The amount paid varies depending<br />

on the location and the<br />

infrastructure required.<br />

While most of the DCs for<br />

infrastructure are on target, the<br />

sewerage shortfall has been put<br />

down to modelling that did not<br />

take into account developers paying<br />

different rates.<br />

For the current financial year,<br />

the council had forecast receiving<br />

$21.8m in development contributions,<br />

based on 1691 applications<br />

at an average of $12,917 each.<br />

However, only 1057 contributions<br />

are now expected – 634<br />

Under current policy, DC<br />

rates are fixed at the time a<br />

resource consent is granted.<br />

These consents are valid for five<br />

years, but the council cannot<br />

predict when during that period<br />

a development will proceed –<br />

triggering the payment of the<br />

contribution.<br />

Although DCs can be adjusted<br />

for inflation after two years, the<br />

financial impact is likely to be<br />

minimal.<br />

The council is planning to<br />

review the DC policy in coming<br />

months as part of the transfer of<br />

water and wastewater services<br />

to <strong>Selwyn</strong> Water Ltd.<br />

However, the future of<br />

development contributions is<br />

uncertain.<br />

The Government is proposing<br />

to replace DCs with development<br />

levies, intended to be more<br />

responsive to growth and less<br />

dependent on the council’s longterm<br />

infrastructure planning.<br />

Housing Minister Chris Bishop<br />

said the new system is part of the<br />

Government’s ‘going for growth’<br />

mantra and is designed to lessen<br />

the infrastructure funding<br />

A COMMUNITY group is<br />

forging a vision for the future<br />

of the Craigieburn basin as the<br />

area continues to recover from<br />

a large scrub fire.<br />

The Bridge Hill fire, caused<br />

by three students from<br />

Christchurch on a school trip,<br />

burnt through about 900ha of<br />

the high country in December.<br />

About two-thirds of the land<br />

was on Flock Hill Station.<br />

Station manager and chair<br />

of Craigieburn Fire Recovery<br />

Trust Anna Hill said the<br />

group’s aim is to restore the<br />

area and make it even better.<br />

The trust wants to establish<br />

a 100-year vision for the wider<br />

basin, not just the area burned<br />

in the fire.<br />

“We need to keep that 100-<br />

year view in place so we are<br />

heading in the right direction,”<br />

she said.<br />

Hill said the fire, while<br />

devastating, had kick-started<br />

the group getting together. It<br />

is made up of land owners,<br />

conservationists and other<br />

stakeholders.<br />

The group held its first<br />

workshop in April.<br />

“It was amazing how<br />

everyone in the room had the<br />

same view of what we wanted.<br />

“Since the fire, the focus has<br />

been on assessing the extent of<br />

the damage, but also on weed<br />

and pest control.<br />

“We know the biggest risk<br />

to the area is weeds and pests,<br />

and left completely to its own<br />

devices, it most likely will just<br />

revert to gorse and broom.<br />

“There has also been a focus<br />

on gathering seeds which can<br />

be planted in the burnt area.”<br />

One upside to the fire is it<br />

knocked out a large number<br />

of wilding pines, which have<br />

plagued the basin.<br />

When the weather is<br />

favourable, the group plans to<br />

plant test plots of beech and<br />

other natives that can be used<br />

for future regeneration.<br />

Hill said they also want<br />

to map the area to track the<br />

progress of the regeneration.<br />

In the long-term, the group<br />

wants not just to recover the<br />

burnt area, but develop the<br />

whole of the basin.<br />

The Department of<br />

Conservation has been<br />

working with the trust and<br />

allowing access to gather seeds<br />

from conservation land.<br />

Hill said the group is<br />

initially working on a five-year<br />

plan, which will form the basis<br />

for a community agreement<br />

between the trust and DOC.<br />

While the three students<br />

responsible for the fire were<br />

not charged, they did go<br />

through an intervention<br />

course run by Fire and<br />

Emergency New Zealand.<br />

New fees and charges will be in place from<br />

1 July <strong>2025</strong> for some fitness and swimming<br />

classes and Council services following an<br />

Consultation opens on new Deed of Licence for Upper<br />

<strong>Selwyn</strong> Huts<br />

We’re inviting the public to give feedback on a<br />

new Deed of Licence for Upper <strong>Selwyn</strong> Huts.<br />

Located on Crown-owned land beside Te<br />

Waihora Lake Ellesmere, the Upper <strong>Selwyn</strong><br />

Huts community has changed over time from<br />

recreational huts to include a mix of temporary<br />

and permanent residences. The land is managed<br />

by Council on behalf of the Crown, and the current<br />

Deed of Licence (DOL), which gives hut owners<br />

the right to occupy the land, has been extended<br />

several times. Many of its terms no longer reflect<br />

the current situation.<br />

“This consultation is about informing a new<br />

agreement that provides clarity and certainty for<br />

licence holders and residents, while also ensuring<br />

environmental risks are responsibly managed and<br />

obligations are fair, practical, and transparent,”<br />

says Denise Kidd, Executive Director Community<br />

Services and Facilities.<br />

The consultation is seeking public feedback on<br />

four key terms proposed for inclusion in the new<br />

DOL, including:<br />

1. The length of future licence terms<br />

2. Whether serious environmental events should<br />

be grounds for a licence ending early<br />

3. The introduction of a bond to support land<br />

restoration at the end of a licence term<br />

4. How Council should undertake building<br />

condition inspections<br />

“This is an opportunity for the community to have<br />

input on how we manage the settlement now and<br />

into the future,” says Kidd. “The huts are located<br />

on public land, so decisions must be made with<br />

fairness and the broader interests of the district<br />

in mind.”<br />

“Whether you’re a licence holder, a resident,<br />

or simply have a connection or interest in the<br />

area, your feedback matters,” Kidd says.<br />

The consultation will run for five weeks<br />

and is open from 9am Monday 16 <strong>June</strong> to 5pm<br />

Monday 21 July <strong>2025</strong>. Drop-in sessions will<br />

be held throughout the consultation period by<br />

The majority of fees for the <strong>Selwyn</strong> Aquatic<br />

Centre, <strong>Selwyn</strong> Sports Centre, and Group<br />

Fitness classes will increase by approximately<br />

General pool entry to the <strong>Selwyn</strong> Aquatic<br />

Centre will increase by 20 cents for an adult<br />

and by 10 cents for a child or preschooler.<br />

Planning for future wildfire risk in Rolleston’s growth<br />

Crown Research Institute, Scion, recently<br />

hosted a workshop on wildfire risk.<br />

Designed to foster future-focused thinking,<br />

the session brought together a diverse mix<br />

of professionals from planning, development,<br />

engineering, landscape architecture and<br />

emergency management. Mayor Sam Broughton<br />

attended the event and highlighted the importance<br />

of proactively addressing wildfire risk.<br />

The workshop is part of broader research led<br />

by Scion scientist Lisa Langer, which explores<br />

how wildfire risk is being considered in urban<br />

development. “Examination of anticipated<br />

increasing wildfire risk is essential in integrated<br />

planning design and development decisionmaking<br />

for future residential expansions,”<br />

says Langer.<br />

The focus on Rolleston, a rapidly growing<br />

residential area, provided the opportunity to<br />

explore wildfire risk residential housing planning<br />

with a proactive council preparing for the future.<br />

The case study examines gaps in current planning<br />

approaches. Interviews with professionals revealed<br />

wildfire risk is often seen as a low priority; it is<br />

overshadowed by more familiar hazards such as<br />

flooding and typically excluded from planning.<br />

The workshop created a valuable space for crosssector<br />

collaboration, encouraging professionals<br />

to reflect on urban expansion and explore how<br />

integrating wildfire risk considerations could lead<br />

to more resilient communities.<br />

Development contributions, rates rises<br />

It’s great for the mayor and<br />

councillors to say if we want the<br />

infrastructure and services for<br />

a super-fast growing district we<br />

have to pay for it. Why should<br />

we? Why shouldn’t those who<br />

are causing the growth pay<br />

instead?<br />

Is the major part of the cost of<br />

extra infrastructure to support<br />

new subdivisions being paid by<br />

we ratepayers, while developers<br />

walk away with the gold? Who<br />

asked them to make us the fastest<br />

growing district in the country?<br />

Certainly not those residents<br />

struggling with massive rates<br />

and water cost rises thrust on us<br />

by what appears to an uncaring<br />

and out-of-control council.<br />

Developers have flocked here,<br />

causing the massive growth,<br />

clogging our dismally designed<br />

roads and creating the need for<br />

yet more infrastructure. Surely it<br />

is only fair that if the actions of<br />

profit-making developers lead to<br />

need for more infrastructure to<br />

meet the needs of their developments,<br />

then they should pay the<br />

full cost of this? Growth should<br />

pay for growth. Not the existing<br />

residents.<br />

The needs of existing ratepayers<br />

must come first for any<br />

democratic council. It appears<br />

some in our council may have<br />

forgotten what democracy<br />

means.<br />

Surprise, surprise, <strong>Selwyn</strong><br />

ratepayers are now going to be<br />

hit with an 8-10% increase in<br />

water costs.<br />

That is why 86% of submitters<br />

were against the new water entity.<br />

It will also be interesting to see<br />

how the ratepayers’ $9 million<br />

transition payment is used and<br />

into whose pockets that will go.<br />

<strong>Selwyn</strong> may be the fastest<br />

growing district in New Zealand<br />

and Steve Gibling (a council<br />

manager) says growth impacts<br />

costs, but shouldn’t those costs<br />

be funded by those creating the<br />

growth and who then expect<br />

others to fund the amenities and<br />

infrastructure?<br />

Farmers and station owners at<br />

the western end of Malvern have<br />

to provide most of their own<br />

services. Why should they be<br />

expected to pay up to $100,000<br />

in rates to help fund the growth<br />

of Rolleston?<br />

Roll on the October elections<br />

and the opportunity to replace<br />

some idealism with some good<br />

Even with this new rates rise,<br />

the rates in Waimakariri are still<br />

support to be much better in<br />

<strong>Selwyn</strong>.<br />

rate, we are going in the other<br />

Our council is dysfunctional<br />

and incompetent, both at the<br />

councillor level and at the staff<br />

is that the central government<br />

years of steep rate hikes, last year<br />

Much like a SimCity player,<br />

the council seems fixated on<br />

rapid development – expanding<br />

suburbs, upgrading roads, and<br />

pushing infrastructure to its<br />

limits – all while residents bear<br />

the financial strain. A $4000<br />

rates bill in 2023/24 could soar<br />

to nearly $6000 by 2028/29, assuming<br />

projections hold – if only<br />

household incomes could keep<br />

pace.<br />

Perhaps it’s time for <strong>Selwyn</strong><br />

District Council to slow down,<br />

rethink priorities, and give<br />

ratepayers a break, or maybe it’s<br />

time for voters to replace them<br />

altogether at the <strong>2025</strong> local elections.<br />

does not align with standard<br />

working hours, forcing us – and<br />

many others – to seek alternative<br />

solutions, some of which are<br />

unreliable, such as hitchhiking<br />

from Rolleston to Darfield.<br />

A crucial solution would be<br />

a connecting service between<br />

Darfield and Rolleston, providing<br />

additional flexibility and<br />

ensuring that commuters like<br />

us have viable options that suit<br />

our work schedules. Beyond just<br />

benefiting individual workers,<br />

such a service would be a major<br />

asset to the broader community.<br />

It would support older residents<br />

with limited transportation<br />

options, younger generations<br />

who need safe and accessible<br />

transit, and school children<br />

who would benefit from better<br />

connectivity.<br />

Given the ongoing<br />

expansion of subdivisions in<br />

the area, demand for public<br />

transport is only going to<br />

increase. Investing in a more<br />

comprehensive network now<br />

will future-proof the region’s<br />

transport infrastructure and<br />

provide sustainable, equitable<br />

mobility for all. I strongly urge<br />

Environment Canterbury<br />

and the <strong>Selwyn</strong> District<br />

Council to take this matter<br />

into urgent consideration and<br />

work towards a solution that<br />

serves the needs of our growing<br />

KILLINCHY, near Leeston,<br />

was named by settlers who<br />

came from a village of the<br />

same name in County Down,<br />

Ireland.<br />

From as early as <strong>18</strong>62, the first<br />

freeholders acquired land near<br />

the Killinchy swamp, which<br />

was about 7000 acres in size,<br />

and subsequently drained.<br />

By <strong>18</strong>80, there<br />

was a district<br />

school with about<br />

70 pupils, a library<br />

in the school<br />

grounds, and an<br />

Anglican church. A<br />

blacksmith’s shop<br />

and post office<br />

were also in place. However, the<br />

planned larger settlement never<br />

eventuated: it is thought that<br />

economic factors had a part to<br />

the open category at this year’s<br />

Showquest, while Darfield High<br />

School placed third among the 13<br />

Canterbury schools competing in<br />

the Douglas Lilburn Auditorium<br />

at the Christchurch Town Hall.<br />

Rolleston’s performance was<br />

centred on the theme of ‘Sonder’<br />

– the realisation that each<br />

random passerby is living a life as<br />

vivid and complex as your own.<br />

Lead teacher Jemma Dalley<br />

said it was only the second year<br />

Rolleston College had entered the<br />

event.<br />

“It is very surreal and pretty<br />

amazing. Going into it, I was<br />

telling the girls to have fun and<br />

(I am) so proud of the growth in<br />

our dancers.”<br />

Dalley said the 47 performers<br />

on stage and the team of<br />

backstage staff had been<br />

rehearsing for the past threeand-a-half<br />

months to achieve<br />

the result and plans for 2026 had<br />

already started.<br />

the Firearms<br />

Registry<br />

From 24 <strong>June</strong>, <strong>2025</strong>, some<br />

changes are happening relating<br />

to ammunition and the Firearms<br />

Registry. These will help us<br />

ensure ammunition is only being<br />

sold to current firearms licence<br />

holders, and support the smooth<br />

uptake of the Registry over the<br />

coming years. Here’s what you<br />

need to know.<br />

1. When buying ammunition, the sale will be recorded by the<br />

firearms dealer or ammunition seller<br />

On and from 24 <strong>June</strong> <strong>2025</strong>, the firearms dealer or ammunition seller selling<br />

you ammunition, must record the ammunition sale in the Firearms Registry<br />

using the online Dealer Transactions form. This is a record of the sale, not a<br />

registration of ammunition.<br />

As the licence holder, you do not need to record the ammunition you<br />

purchase. The Arms Regulations say the firearms dealer or ammunition<br />

seller needs to record the sale. This is at the time the ammunition is<br />

dispatched or handed over, or immediately after. As a licence holder, you<br />

should expect that when you purchase ammunition you’ll need to assist the<br />

dealer or ammunition seller with information required for the online Dealer<br />

Transactions form, for example, your firearms licence number.<br />

2. The first time you buy ammunition, you’ll need to register<br />

all your firearms – if you have not done so already<br />

After 24 <strong>June</strong> <strong>2025</strong>, licence holders will have an activating circumstance<br />

when they purchase ammunition from a firearms dealer or ammunition<br />

seller - if they haven’t already had one. This means you will need to register<br />

all the firearms and arms items in your possession within 30 days of<br />

purchasing ammunition, if you haven’t already registered your firearms.<br />

Once you have entered your details into the Firearms Registry, you must<br />

keep your information up to date when buying or selling arms items.<br />

Probus Club<br />

marks 20 years<br />

of fellowship<br />

THE ORIGINAL Rolleston Probus Club<br />

celebrated its 20th birthday with a catered<br />

luncheon, a celebratory cake cutting, and the<br />

lighting of three candles symbolising past,<br />

present, and future Probus members.<br />

About 70 members gathered in the club’s<br />

regular meeting space at the Rolleston<br />

Community Centre to celebrate the happy<br />

occasion.<br />

Foundation member and club initiator<br />

Esme Humm reflected on the club’s<br />

beginnings in 2005. She recalled seeing a<br />

need for such a group in Rolleston, as many<br />

retirees were moving to the town at the time.<br />

When she advertised for the club’s<br />

inaugural meeting, she was “blown away”<br />

when 56 people turned up.<br />

Today, the club has grown to 116 members,<br />

with people coming from Christchurch,<br />

Templeton, Prebbleton and Leeston.<br />

The Probus motto – fun, friendship and<br />

fellowship – for retired or semi-retired<br />

people is evident at every meeting. Members<br />

celebrate birthdays, enjoy guest speakers,<br />

draw lucky door prizes, and, of course, share<br />

the ever-important morning tea.<br />

In addition to the meetings, members also<br />

enjoy monthly outings, usually followed<br />

by lunch at a local café or restaurant. Next<br />

month’s trip is to the <strong>Selwyn</strong> Heritage Centre,<br />

followed by lunch at the Crate and Barrel in<br />

Leeston.<br />

Said Esme: “If your interest lies in walking,<br />

bowls or crafts, the club has you covered with<br />

its sub groups. There’s also a monthly Sunday<br />

lunch group that explores new dining spots<br />

across <strong>Selwyn</strong>.<br />

“The highlight of the year is the club’s<br />

annual Christmas luncheon – always held at<br />

a <strong>Selwyn</strong> venue and always well attended. We<br />

seem to do a lot of eating!”<br />

Club meetings are held at 9:45am on<br />

the second Tuesday of every month at the<br />

Rolleston Community Centre. Visitors are<br />

always welcome. We’re a friendly bunch, so<br />

come along and check us out!<br />

The Energy Minister, (ironically called)<br />

Simon Watts, called in April for a<br />

second engagement about the Electricity<br />

(Hazards from Trees) Regulations 2003,<br />

which are designed to lower the risk to<br />

power lines from trees that are close<br />

to but not immediately beside the line.<br />

These changes come in response to<br />

recent events such as Cyclone Gabrielle,<br />

where trees outside the Growth Limit<br />

Zone caused power outages to 68,000<br />

households.<br />

There are two key changes:<br />

• Lines owners become<br />

responsible for assessing the likelihood<br />

and potential impact of a fall for trees<br />

they consider could be a risk to lines,<br />

then issuing a Treefall Hazard Notice for<br />

moderate- and high-risk trees.<br />

• On land that is outside urban<br />

areas and not already forested,<br />

landowners may only plant trees<br />

expected to have a mature height lower<br />

than the tree’s distance from the line.<br />

The current engagement focuses<br />

on the first of those, where the<br />

lines owner, seeking the advice of a<br />

qualified arborist, will be responsible<br />

for assessing the appropriate level of<br />

treefall hazard, and determining the<br />

weighting of the factors, by considering<br />

only the likelihood and impact factors<br />

specified in the Regulations. So it is<br />

essential that these criteria and the risk<br />

matrix are clear, sufficient and workable<br />

from everyone’s point of view, including<br />

landowners and arborists.<br />

2. Species of tree is predisposed to<br />

falling<br />

3. Tree root plate is showing signs of<br />

failure<br />

4. Tree has been destabilised by<br />

nearby trees or structures<br />

6. Topography puts tree at elevated<br />

risk of falling<br />

7. The presence of subsidence<br />

around the tree<br />

Impact factors<br />

8. Access to the line at the location of<br />

the tree is constrained<br />

9. Number of customers served by<br />

11. Critical infrastructure served by<br />

“ Ryan, he’s massive with that<br />

experience and being there and<br />

doing it before,” Schulte said.<br />

“He knows the club really well.<br />

He knows what makes the boys<br />

tick and he’s a key member for us<br />

around that leadership stuff.<br />

“ Stephen has been playing<br />

midfield for us, so it’s quite nice<br />

having one (leader) in the backs<br />

and one in the forwards – the<br />

boys can lean on them for a bit of<br />

experience.”<br />

Now in his second year coaching<br />

Waihora, Schulte has never faced<br />

Celtic before – the teams were in<br />

different pools this season and last<br />

year’s match was cancelled – but<br />

he knows to expect a challenge.<br />

“ They’ve got some dangerous<br />

outside backs and a strong 10, and<br />

I’m sure there’ll be some strengths<br />

up in the forwards as well.<br />

“Probably we just have to get<br />

down and watch a little bit (of<br />

footage) on them and see if we can<br />

pick any holes.”<br />

Schulte said the title would<br />

mean a lot to both him and the<br />

team.<br />

“ It would be a reward for all the<br />

hard work. (The team) has been in<br />

training since January, so that’s a<br />

lot of work they put in for us.<br />

“You just want to see them get<br />

the result at the end of the day and<br />

enjoy themselves.”<br />

WE STAND at a critical juncture<br />

for local government in New<br />

Zealand.<br />

Significant resource<br />

management, water, housing and<br />

infrastructure reform is coming<br />

our way, and with the change<br />

in national direction, it has<br />

never been clearer that we need<br />

comprehensive local government<br />

reform, now.<br />

We know this is a politically<br />

challenging path for central<br />

government, one they are<br />

currently reluctant to tread. In this<br />

absence, we cannot afford to wait.<br />

We must act.<br />

My hope is the work we are<br />

doing at Canterbury Regional<br />

Council (Environment<br />

Canterbury) will allow us to shift<br />

from a reactive stance, to one of<br />

proactive influence.<br />

We will not simply respond to<br />

central government proposals,<br />

we will shape them, ensuring<br />

Canterbury’s voice is heard at the<br />

highest levels.<br />

A proactive approach is crucial,<br />

and I am proud of the work we<br />

have done as a council to develop<br />

positions that support proactive<br />

strategic work and advocacy<br />

opportunities.<br />

In uncertain times, clarity is<br />

paramount, and we have done<br />

the work as a council to develop<br />

some shared positions on a range<br />

of issues including managing<br />

environmental effects; managing<br />

natural resource use; economic<br />

prosperity; structure of local,<br />

regional and central government;<br />

and Treaty partnership.<br />

These positions provide a<br />

coherent basis for our message<br />

to central government, mana<br />

whenua, stakeholders, and our<br />

communities.<br />

Canterbury is unique and<br />

we need a locally informed<br />

approach. We have about 70%<br />

of New Zealand’s groundwater,<br />

as well as braided rivers, diverse<br />

ecosystems, and productive<br />

farmlands.<br />

Our council champions the<br />

region and provides a regional<br />

lens to central government,<br />

ensuring national standards are<br />

complemented by our specific<br />

needs and knowledge.<br />

We understand our region<br />

and the importance of fostering<br />

ecological coherence, integrated<br />

catchment-based thinking and<br />

a ki uta ki tai (mountains to the<br />

sea) approach.<br />

We are committed to ensuring<br />

our significant freshwater<br />

resources and highly productive<br />

farmlands are managed with the<br />

nuance they require.<br />

Our region is a powerhouse for<br />

national economic prosperity. At<br />

Canterbury Regional Council we<br />

are committed to fostering that<br />

prosperity, valuing what we have<br />

– including our food producing<br />

ability –while embracing<br />

innovation and ensuring our<br />

infrastructure is resilient against<br />

the impacts of climate change.<br />

We recognise our region’s<br />

contribution to the country’s longterm<br />

economic prosperity and<br />

the need for active environmental<br />

management alongside openness<br />

to innovation.<br />

Importantly, we are united as a<br />

council and want to reaffirm our<br />

deep and maturing partnership<br />

with Ngāi Tahu based on mutual<br />

respect, shared understanding and<br />

shared values. This is not just a<br />

statutory obligation – it is a shared<br />

vision, and a relationship that<br />

underpins all our work.<br />

We want to tackle the elephant<br />

in the room: the unsustainable<br />

structure and funding of local<br />

government.<br />

Even if central government is<br />

hesitant, we must continue to<br />

advocate for the regulatory clarity,<br />

better alignment, and diversified<br />

funding tools our communities<br />

desperately need.<br />

The current structure and funding<br />

of local government service<br />

delivery is unsustainable and we<br />

are calling for New Zealand’s systems<br />

of government to adjust and<br />

respond accordingly.<br />

The reforms are happening now<br />

and the implications that come<br />

with them are significant, not<br />

just for our role and function as a<br />

regional government, but for our<br />

region.<br />

We will not stand idle and have<br />

change done to us. We are taking<br />

every opportunity to champion<br />

and advocate for Waitaha<br />

Canterbury.<br />

Notice for consultation on proposed Enrolment Scheme amendments<br />

for several Canterbury Schools<br />

The Ministry of Education, in consultation with the boards of Glentunnel School, Hororata School, Lemonwood Grove<br />

School, West Rolleston Primary School, has established proposed enrolment scheme amendments under the Education<br />

and Training Act 2020 to better balance local demand to capacity across the network. In addition, in consultation with the<br />

establishment board of Te Rau Horopito School, the Ministry has established a new proposed enrolment scheme for the<br />

opening of the school.<br />

As part of this process, we are consulting with the schools’ communities and with people living in the areas for which the<br />

schools are reasonably convenient schools.<br />

Under these schemes, students will be able to enrol if they live within the proposed home zone. The enrolment of out-ofzone<br />

students is governed by the provisions of the Education and Training Act 2020.<br />

The Ministry is also consulting on proposed enrolment schemes for Our Lady of Victories, St Anne’s School (Woolston),<br />

St Bernadette’s School (Hornby) and St Teresa’s School (Riccarton).<br />

for sale<br />

Your house is on the<br />

market and you hope to<br />

get a good price. While<br />

market performance will<br />

largely influence this,<br />

presenting your home at<br />

its best will help.<br />

First impressions count from the<br />

moment potential buyers view a property<br />

from the street to the moment they<br />

walk through the front door.<br />

Weed the garden, cut back unruly<br />

shrubs and prune trees where needed.<br />

Kill off weeds in the lawn, sprinkle grass<br />

seed over bald patches and fertilise the<br />

lawn.<br />

Indoors, tidy up. Get rid of excess or<br />

bulky furniture, toys, books, hobby items<br />

or fitness equipment and if too many<br />

photos on the wall pack these away so<br />

the home looks roomy.<br />

If there is a gap or a room needs<br />

enhancing, look at what you have. A<br />

piece of furniture might be painted up<br />

or an old leather bound book popped<br />

on the coffee table. Shelves will also add<br />

depth to a narrow space while mirrors<br />

may give the illusion of a larger space.<br />

In entryways, add an easy chair, small<br />

table, bookcase or large vase.<br />

Awkward spaces such as coved ceilings<br />

in attics or upstairs rooms might be<br />

converted into storage shelving and the<br />

room given a purpose as an office, playroom<br />

or extra bedroom so viewers can<br />

see how the room might be used.<br />

Stow possessions neatly in containers,<br />

shelving or tidily in cupboards; highlighting<br />

the storage potential within the<br />

home, ensuring it is clean and tidy for<br />

viewing at any time.<br />

Move the pets outside as not all buyers<br />

will be pet lovers while some may suffer<br />

pet allergies putting them off a house if<br />

they see a pet inside.<br />

If parts of the house look tired, consider<br />

renovating by painting walls,<br />

replacing worn carpet, or modernising<br />

the kitchen, bathroom and toilet;<br />

rooms that should sparkle. Replace tired<br />

cabinetry, or the benches and cupboard/<br />

drawer fronts then update old toilets,<br />

showers or kitchen appliances. Modernising<br />

these rooms can lift the final selling<br />

price.<br />

Use consistent and light paint colours<br />

throughout for balance and seamlessness,<br />

making the house appear more<br />

spacious. An effect that is increased<br />

when walls and curtains share the same<br />

or a similar colour.<br />

Consider the personality and purpose<br />

of a room. Bright colours lift living areas<br />

especially if large and open. However,<br />

bedrooms are suited to calmer softer<br />

colours with just a touch of bold. Layer<br />

bedding or use throws for effect along<br />

with cushions or a stuffed toy in a children’s<br />

room.<br />

With curtaining, smaller patterns or<br />

plain fabrics are the rule for smaller<br />

rooms whereas larger patterns make<br />

spacious areas cosier. If blinds or drapes<br />

are past their best, replace these even<br />

if it is only with neutral cotton curtains.<br />

The effect will be worth it.<br />

Eco-friendly features will also add<br />

value for some buyers though not universally,<br />

however earthy natural colours<br />

and features are popular. Consider who<br />

your target buyers are likely to be and<br />

what will appeal to them.<br />
