Nothing was going to stop
Waihora flanker Bailey
Clark from bringing up his
100th division 1 game in the
combined country rugby final
at the weekend.
Battling an ankle ligament
injury suffered in the quarterfinal
win over Southbridge,
Clark had been told by a
doctor he would be out for
“three to six weeks”.
Cost of tap water used by households jumps 25%
BY DANIEL ALVEY
Residents will be hit with a 25%
increase for the water they use.
Anyone on a metered water
supply will pay $1.25 a cubic
metre from July, which is 25c
more than what it was for the
year ending on Monday.
The charges have been
increasing since 2021 when the
cost was 50c a cubic metre.
The council justified its decision
to increase the price then
on the basis it was not enough
to keep up with the cost of providing
water.
Now the council says the latest
increase is part of paying
for the new council controlled
organisation managing water
and wastewater, Selwyn Water
Ltd.
Alongside the increase in the
metered rate, the connection
costs for water and wastewater
will rise from $370 to $422
and from $702 to $807, respectively.
That charge is included
in residents rates bills – which
have just increased on average
14.2%.
The new water company will
be operational from Tuesday,
but the council will remain
responsible for billing residents
until the start of the 2026
financial year. From that date,
Selwyn Water will bill residents
for all water, both metered and
for water and waste water connections.
Those amounts will
then drop out of residents rates
bills.
For a nine-month period from
next month Selwyn Water is
expected to spend up to $9m,
which 75% of funding is focused
on operation costs. During
this period, Selwyn Water will
receive a monthly payment
from the council.
All councils in New Zealand
have to get their water services
delivery plans approved by the
Government to ensure they
meet the new regulations and
are financially viable.
Road rage.
There’s plenty of it about. Take
the incident on Friday morning
on Springs Rd near the Marshs Rd
roundabout.
There was a car in front of me,
slowing up as it approached the
roundabout heading north. A car
behind me whipped into the righthand
lane and came up quickly
alongside the other car.
Then the fun and games began.
They accelerated across the
roundabout in unison, both drivers
gunning for the advantage
before the two lanes merged ahead.
Neither would yield. Horns tooted
and at one point they came close to
colliding. I was in the trail and could
almost feel the anger of what was
happening in front of me.
As the lanes merged there was one
more close call, but the right-hand
driver held their nerve and wouldn’t
be denied taking the lead as the
lanes merged back into Springs Rd.
But there was more to come. The
loser of this battle did not take it
well; they tailgated the victor all of
the way to the Halswell Junction
Rd roundabout, appearing to get
angrier as the brake lights on the
vehicle in front came on and off.
I took the right-hand lane at the
roundabout to turn off onto the
motorway and came alongside the
news
letters
two vehicles
stopped in
traffic in the
left-hand lane
to get a look
at who the
combatants
were.
The trailing
vehicle
was driven by a woman in her 70s
I would say, the victor in front a
woman probably in her mid-to-late
50s.
Not your stereotypical road
ragers.
Survey gives council staff thumbs up
BY DANIEL ALVEY
People maybe unhappy with
the 14.2% rates rise, but they
have given council staff a tick of
approval for their helpfulness.
Nearly 3000 residents took
part in a customer service
survey which showed an average
satisfaction rating of 84%.
Frontline teams at council offices
and community facilities received
high praise, with satisfaction
scores as high as
93%.
While some
areas scored
highly, others
received lower
ratings, with the
lowest being
requests for
service handled
by departments
within the council
Denise Kidd
rather than frontline staff at 68%.
Council executive director of
community services and facilities,
Denise Kidd, said this is where
efforts will be focused.
Kidd said survey respondents
were particular happy with the
service they receive, especially at
the first point of contact.
“We’re really proud of the work
our teams are doing to support
our community. The feedback
shows that when people get the
help they need straight away
whether in person, online, or
over the phone they’re satisfied.
But we also know there are areas
where we can do better, especially
when it comes to follow-up and
making sure customers stay
informed once their request
moves to another team,” she said.
“We’re taking a ‘whole
journey’ approach to customer
service. That means making
sure people not only get a
good first impression, but also
feel supported and informed
throughout the process.
“We’ve already started work
on improvements, including
a new online booking system,
better tools to manage
customer requests, and clearer
communication through our
‘Together we Thrive’ customer
promise.”
The council has launched a
three-stage improvement plan
aimed at making services easier
“We’re taking a ‘whole
journey’ approach to
customer service.
That means making
sure people not
only get a good first
impression, but also
feel supported and
informed throughout the
process.”
– Denise Kidd, council
executive director of
community services and
facilities
to access, improving internal
systems, and building a stronger
customer-first culture.
During the survey period
alone, the Customer Services
team handled nearly 28,000
interactions, creating almost
4000 service requests for other
departments.
“We’re upgrading our digital
tools so we can better understand
and respond to what our
community needs. We’ve also
brought our customer services
team together under one roof,
so they’re better equipped to
support both council and AA
services, especially during busy
times.”
The last time the council had
detailed customer feedback
was in 2020, when the overall
satisfaction rating was 63%.
The survey was held between
January and March.
Close vote to raise rates
Water
services
delivery
plan gets
approved
› From page 1
Councillors approved the
district’s water services delivery
plan at last week’s council
meeting.
Selwyn Water Ltd chair
Murray Strong said the
Department of Internal Affairs
(DIA) had raised no red flags in
an informal pass-through of the
plan.
“It is good to note the DIA has
not raised any red flags at all
and in general they consider
the plan to compriehensive,
detailed and an easy read which
is always nice when you send a
document of this size and scale.
Strong said the plan will be
formally reviewed by DIA after
it has been certified by council
chief executive Sharon Mason.
BY DANIEL ALVEY
What is normally a clear cut
decision, the approval of the
Annual Plan, turned into a close
five-to-three vote.
The sign-off of the Annual
Plan confirms an average rates
increase of 14.2%.
Ellesmere Ward councillor
Elizabeth Mundt, Springs Ward
councillor Grant Miller, and
Malvern Ward councillor Lydia
Gliddon voted
against it.
Mayor Sam
Broughton,
deputy mayor
Malcolm Lyall,
Ellesmere Ward
councillor Shane
Epiha, Malvern
Ward councillor
Bob Mugford and
Sam Broughton
Rolleston Ward councillor Nicole
Reid voted to approve the plan.
Springs Ward councillor Debra
Hasson was absent for part of
the council meeting for a family
matter, but said she would have
voted against it.
Rolleston Ward councillor
Sophie McInnes, who was in the
United Kingdom visiting family,
said she probably would have
supported it, but could not say
for sure how she would have
voted as she had not been able
to catch up with the meetings
she had missed.
If both were present, it could
have meant a six-to-four vote or
split vote, meaning Broughton
would have had to use his
HAVE YOUR SAY What do you think of the rates rise? Send you views in 200 words
casting vote to break the tie. But
he would not say if he would
have used it when asked by
Selwyn Times.
"The important point here is
that the Annual Plan passed,”
Broughton said.
If the council had voted
against the Annual Plan, the
14.2% rates rise would have
remained the same because it
was the same in the Long Term
Plan.
Councillors decided not to
have a consultation for the
Annual Plan in November.
Miller and Gliddon voted for a
consultation in November, and
the lack of one contributed to
them voting against the Annual
Plan last week.
Said Miller: “I think we’ve
missed an opportunity where
we should be going through it
line by line like other councils
and trying to minimise our rates
increases.”
Gliddon said while there were
other councils which did not go
out for public consultation those
councils reviewed the spending
and were able to bring back
lower rates rises.
"From my perspective, I sit a
little disappointed to not have
that opportunity to do so,” she
said.
Hasson, who was absent from
the November decision as well,
said the lack of consultation and
chance to review it would have
affected her vote.
Mundt said her vote was a
protest against the plan because
she did not support the content
within it.
"I didn’t agree with the Long
Term Plan, therefore I don’t
agree with the budgets set in the
Annual Plan.”
Mundt supported not going out
for consultation.
As part of the Annual Plan
council compared the average
rates per person with other councils
from the 2023/24 financial
year.
While Selwyn had the lowest
rates at $1128, it did not include
last year’s 14.9% rise or the
incoming increase.
The number was calculated
by dividing the rates take by
population, and did not take into
account the property type, value,
or services.
A Lincoln resident who also
owns a similar house in Halswell
told Selwyn Times the Lincoln
property just surpassed what she
pays for the Halswell rental, and
with Christchurch forecasting a
6.77% rise, she expects the gap to
get bigger.
Broughton said continuing
with what was agreed in the
Long Term Plan helps the council
deliver faster for the community.
"I hear a lot that councils can
be slow and councillors take too
long to deliver things.”
Where the council is spending its money
The council is expecting
to spend $145.8m on new
infrastructure over the next
year. Reporter Daniel Alvey
unpacks where it is being spent
Almost 80% of the $145.8m will
be spent on water and transport
infrastructure as the council
tries to keep up with population
growth.
The majority of capital
expenditure is paid for by debt,
which rates contribute to.
On top of its capital expenditure,
the council has budgeted
$236.5m for operational costs
to cover the day-to-day expense
of keeping the district running
and includes things like resealing
roads.
The council is expecting to get
$263.5m in revenue; $135.7m
will come from ratespayers,
courtesy of a 14.2% average
rates rise.
Some of the key projects for
the community include continuing
upgrading Lincoln's town
centre, which is forecast to cost
$46m when complete – a long
way from the $15.6m budgeted
in 2016 when the project was
first planned.
Of the $46m, the council plans
to spend $10m over the next
12 months on stage one, which
includes new car parks, adding
cyclelanes, and replacing existing
parking with a community
plaza.
Construction will start on
Leeston's new library and
community centre, which is
Among the projects on the council’s list for 2025-26 is stage one of the Lincoln Town Centre upgrade.
budgeted to cost $16m, $3.2m of
which will be spent in the next
year.
Water projects, which make
up 49% of the capital works
budget ($71.8m), include
improving the resilience and
reliability of water supplies,
continuing to explore lownitrate
sources, and upgrading
the Castle Hill wastewater treatment
plant.
Transport projects, which
make up 29% of the capital
works budget ($42.5m), include
traffic lights at the intersection
of Dunns Crossing Rd and Burnham
School Rd, and widening of
a section of Hoskyns Rd, Hamptons
Rd, and Two Chain Rd.
There are also a number of
smaller projects in each ward.
In the Ellesmere Ward, the
council is planning to restore
the Leeston War Memorial
($145,400) and develop a wetland
at Coes Ford ($87,300).
In the Rolleston Ward, the
council intends to add toilets to
its youth space ($206,100) and
reserve areas ($170,700).
In the Springs Ward, it has
plans to add a toilet to the
Springston Reserve ($272,200)
and a walkway in Tai Tapu
($256,800).
In the Malvern Ward, it
aims to upgrade the Castle Hill
Reserve car park ($105,700),
add a car park to Almond Park,
Darfield ($35,300), and install
street light controls in Castle
Hill as part of the dark sky project
($51,500).
Alongside rates, the council is
forecasting $26.9m from development
contributions, $27.5m
from subsidies and grants, and
$31.8m from fees and charges.
While the average rates rise
is 14.2%, this can vary depending
on the type of property, its
value, and whether it has water
and sewage connections.
For a residential $550,000
home with sewage, rates are
expected to be $4379, a 14%
increase. The same value home
without sewage is expected to
be $3572, a 13.8% increase.
For a residential $847,000
home with sewage, rates are
expected to be $4723, a 14.2%
increase. The same value home
without sewage is expected to
be $3916, a 14.1% increase.
For a residential $1.1m home
with sewage, rates are expected
to be $5015, a 14.4% increase.
The same value home without
sewage is expected to be $4208,
a 14.3% increase.
For a lifestyle property valued
at $840,000, with or without
sewage, rates are expected to be
$2630, a 14.6% increase.
For a rural property valued at
$4.47m without water races and
with 11 water units, rates are
expected to be $10,781, a 19.3%
increase.
Consultation opens on safer speeds for Selwyn
Selwyn District Council is inviting community
feedback on proposed speed limit reductions at
36 locations across the district to support new
infrastructure developments and improve road
safety.
The proposed changes are required to be
consulted on under the new Land Transport Rule:
Setting of Speed Limits 2024, which came into
effect on 30 October 2024. The Rule sets out how
speed limits are determined across New Zealand
to improve safety, support economic activity, and
keep people and goods moving efficiently.
The proposed changes reflect the way Waikirikiri
Selwyn is growing. “As our district grows, roads
that were once rural now connect new housing
developments, schools, and commercial areas,”
says Tim Mason, Executive Director Infrastructure
and Property. “This proposal is about making
smart, targeted speed changes to keep people safe
while supporting the district’s continued growth.”
Each proposed speed change is backed by a Cost
Benefit Disclosure Statement, weighing up the
likely safety benefits, impact on travel times, and
implementation costs.
“Speed isn’t the only factor in crashes, but it’s a
key contributor to how serious the outcomes are,”
says Mason. “Lowering speeds in the right places
is one of the most effective tools we have to reduce
harm.”
Feedback from the community will help shape
the final proposal, which will then be considered
for adoption by the Council and submitted to NZ
Transport Agency Waka Kotahi for final approval.
The consultation is open from 9am, Wednesday
25 June to 5pm, Wednesday 6 August 2025.
Selwyn Year 12 and 13 students can apply to get
a head start with their fees, through the Council’s
tertiary scholarship.
There are 12 scholarships up for grabs, including
eight scholarships for year 12 and 13 students
attending Darfield High School, Ellesmere College,
Lincoln High School or Rolleston College. In
addition, there are four scholarships to be awarded
The scholarship is awarded to secondary
students who reside in Selwyn and are planning
to undertake full-time education or training at
a recognised university, polytechnic or training
institution in New Zealand.
Ellesmere College alumna Paige Robertson was
a recipient of a Tertiary Scholarship in 2024 for
her studies this year. Paige is studying to be a
Manor with a climbing wall sold
A Tai Tapu home with an indoor
climbing wall and 18-car garage
has been snapped up by a local
family after interest from as far
away as the United States and
United Kingdom.
Bayleys listing agent Chris
Jones told Oneroof.co.nz he was
unable to disclose the sale price
of the six-bedroom estate on Tai
Tapu Rd.
But he told OneRoof he had
only shown the property, which
has an RV of just $5 million, to
qualified buyers.
"It generated quite a bit of
inquiry because it’s not something
you see every day, with
the garaging and the climbing
wall. It's a massive home.
"We had 10 people through,
and at the higher end of the
lifestyle market that is a lot. The
vendors were very pleased.”
Jones said many of the overseas
buyers were frustrated to
learn that they weren’t qualified
to buy in New Zealand.
"The Americans do not really
understand our rules. They say:
‘We’d like to buy that’ and don’t
understand why they cannot.
Even on the new investment
visa, it is not a five-minute process
getting residency."
The 1373sq m home was
larger than most city sections
and sat on more than 4ha
beside the Halswell River.
One of the vendors told
OneRoof the previous owners,
Canterbury racing enthusiasts
Debbie and Dennis Chapman,
had installed the two-storey
The six-bedroom manor on Tai Tapu Rd features a professional grade climbing wall
which runs through the middle of the home.
professional-grade climbing
wall that shoots through the
inside of the home.
The wall was built for their
then-teenage children and came
with an auto belay system. The
garage has a car hoist, extraheight
doors for boats and a
kitchenette and bathroom. At
one point there was an indoor
pool, but the vendors covered
it up and turned the room into
an entertaining space. They also
converted a go-cart room into a
large billiards/pool room, complete
with a kauri table from
the Mataura Paper Mill employees’
social clubrooms.
The vendors, Richard and
wife Lynda, said they bought
the estate after their beloved
“forever home” was nearly
destroyed in the 2010 Christchurch
earthquake. They told
OneRoof in April
that they were selling
because they had
found a way to repair
their old home.
“It’s one of those
earthquake stories
where your house is
a write-off, you don’t
know if it can be
repaired, you think
you’re going to move
on and then find you
can fix it,” they told
OneRoof.
Mental health
battle leads
to a career
of helping
After Kate Webb went through
a mental health journey in her
family, she was driven
to use what she learned to
help others. Daniel Alvey
reports
“The year from hell.”
That is how Selwyn Parenting
Network operational lead Kate
Webb described her 2016.
At one point, Webb’s family
was connected with more than
six different agencies to help
a member of her family with
their mental health struggles.
"You could pay me all the
money on the planet, and I
would not relive that year,”
Webb said.
After the family member successfully
came out the other
side, Webb wanted to use the
experience to help others.
She became operational lead
with the parenting network in
2017, coinciding with her move
from Halswell to Prebbleton.
“The opportunity came along,
and I thought, oh my gosh, if
there's ever a sign, this is it.
This is what I want my mission
to be.”
She took the brave decision
to leave her job as a business
consultant to take on the role,
which is paid part-time, but the
majority is volunteer work.
While Webb said it was a difficult
decision to leave full-time
work, she was supported by her
family to do it.
Eight years later, Webb is
responsible for keeping the network
running day-to-day, along
with four other trustees and the
many volunteers who step in to
help.
The big lesson her own family
experience taught her was it is
okay to ask for help.
"It's okay to actually hold
your hand up and say ‘I'm
struggling’.
"You don't have to pretend
that you've got it all wrapped
up.”
Webb said that’s the message
she wants to get across as part
of the network.
“I want to get across that
they’re not alone. Let's all talk.
Nobody needs to be alone.”
Originally from Portsmouth
in the south of England, Webb
and her family moved to New
Zealand in 2005, first settling in
Blenheim and then shifting to
Halswell in 2011.
Webb, her husband, Gary, and
two of her three children live
on a lifestyle block on the outskirts
of Prebbleton. When not
working, she also spends her
time looking after a ram, two
goats, ducks and chickens.
Webb also volunteers for
Rolleston Rotary Club.
The parenting network
has been running since 2011
in various forms, and is in
the process of becoming a
charitable trust.
Rather than a support agency
itself, the network is designed
to help parents connect with the
right people or agency for help.
In May, the parenting
network ran its most
successful parenting week to
date, attracting 650 families
to events, workshops and
webinars over the week.
Each year, the network runs
Selwyn Children’s Day, which
Webb said 8000 -10,000 attend
annually.
"What we do together is far
bigger than me as an individual.
I see us almost like a grassroots
powerhouse that relies on these
volunteers.
"I'm very proud of the impact
that we can make.”
Each year, the Selwyn Parenting Network attracts 8000-10,000 people for Selwyn Children’s Day.
Webb said while on paper
Selwyn has an affluent population,
parents are still battling.
”I think there's always this
perception that Selwyn is very
affluent and we're this kind of
little utopia of our own. But that
doesn't mean that everyone's
got it easy. But families are
struggling.
“Mental health doesn't
discriminate, neurodiversity
doesn't discriminate, the
lack of family support doesn't
discriminate.”
Webb said the network has
also helped groups of parents
who may also be struggling with
a specific issue form groups.
"There are parents who want
to come together, and they just
want to find a sounding board
and an ear of support.”
Alongside events, Webb said
the network aims to advocate
for better services.
"There's been a lot that has
happened in the last few years,
which has seen services that
were fought so hard for taken
back out of the region. So we're
trying to get behind that and
say, look, we really do need
this.”
Webb said the groups to have
funding cuts included Parent to
Parent and Birthright.
She said the network is also
aiming to set up some peer support
over the next year to help
fill some gaps in the mental
health space.
Webb said in Selwyn, many
families like her own may have
moved to the district from
Kate Webb is parenting network operational lead.
elsewhere and no longer have
a wider family network to lean
on for support.
"We do have a lot of families
here that don't have any backup
support. They don't have the
PHOTO: GEOFF SLOAN
grandparents, they don't have
the aunties and uncles.
“I think building that kind
of social support absolutely
essential to those families that
have come here.”

LETTERS
starnews.co.nz
‘All unnecessary spending must stop’
Selwyn District Council is
effectively a business and like
all businesses at the moment,
they're doing it tough.
When businesses aren't doing
well the first thing that must
be done is cutting costs – all
unnecessary spending must be
stopped, and if that does not
happen jobs go.
As an operations manager for
a company in Selwyn, we are
cutting costs.
We personally have had an
increase in rates every year
since 2022. Between QV valuations
(on behalf of SDC) and
SDC’s own increases we feel
that all SDC does is demand
more money, instead of being
smarter with the money they
have.
We got a letter in March from
QV saying our improvements
had increased by 80k. I'm
not sure creating a pile tree
clippings in a paddock, a small
path from our front door to our
driveway (about 4m long) and
redoing a corner of an existing
shed so our water pump
doesn't freeze equates to 80k of
improvements. I got fed up and
told QV to come back with proof
of the 80k in improvements;
haven't heard a thing since.
We live rurally, not connected
to mains water but a bore we
pay for. We are not connected to
waste water but a septic system
we paid for and service every
year.
Ratepayers are fed up. We
don't care it is the fastest
Ratepayers are frustrated by the continual increase in rates, with a reader saying the council is ‘out of touch with reality’.
growing district.
SDC: Unless you provide evidence
of cuts, and any spending
on critical needs I'm not paying
anymore.
- Jose Roberts
I’m all for development in
Rolleston and Selwyn, but the
ratepayers being cut off from
having a say is just not acceptable.
There is a cost of living
crisis, wages can’t keep up with
the increase in rates and water
bills. The council is clearly out
of touch with reality.
- Amal Puthalath
The mayor and majority of
councillors appear to have lost
touch with the people they were
elected to represent.
Despite 86% of submissions
supporting retaining in-house
water services, council chose
to proceed with a Council
Controlled Organisation
(Selwyn Water Ltd), prioritising
ideology over public feedback.
To then spend ratepayer funds
on a misleading campaign
“Together – we decided” is
deeply disingenuous.
Even more concerning is
the decision not to consult
the community on the Annual
Plan, while pushing through
rates increases more than
double those of neighbouring
councils. Some residents are
now questioning their future
in Selwyn, unable to absorb
the cumulative impact of steep
rates increases and water
charges they will face.
Meanwhile, financial
miscalculations on
development contributions
which are supposed to cover
the cost of growth have left a
funding gap that ratepayers are
now expected to fill.
5 April 2026 will cease to exist and lose control over any property it held –
that property will be dealt with not by the members but by the Registrar of
Incorporated Societies.
In order for a society to re-register by 5 April 2026, the society’s rules or
constitution will need to meet all the new requirements set out in the Act
While many societies’ rules will already include most of these requirements,
it is very likely they won’t include all of them. It is therefore very important
that societies get their rules checked and updated now to ensure they are
compliant and within time to re-register. Each society will need to ensure they
follow their correct process for amending or updating their rules, as well.
The new constitution requirements include:
• Dispute resolution procedures, which must be consistent with “natural
justice” and align with procedures set out in the Act
• Processes for keeping the register of members up to date
• A method for electing a contact person or persons for the society
• More detail on the composition and procedures of society officers and its
committee
The new Act also imposes additional requirements on society officers and
financial reporting.
• Officers of a society now face all the same duties that company directors
face when making decisions for a company. This means that volunteers
who help run and manage a society may face personal liability for their
decisions, if they turn out unexpectedly badly for the society. There may
be insurance cover available, but the society’s constitution will need to
allow the society to take out this cover (which comes at a cost).
• All societies will have to file annual financial statements. These will need to
be professionally prepared, unless a society is a “small” one, with less than
$50,000 worth of assets or annual expenses.
Almost every incorporated organisation and not-for-profit will need to seek
specialist advice over what is required to ensure compliance with the new
Act and what is needed to re-register to remain in existence. Societies have
had two and a half years to re-register – there is now less than 10 months to
go. Those societies who still need to re-register should get in contact with us
as soon as possible to start the process to re-register to ensure they do not
disappear.
Globe-trotting Schulte sets his sights on
Hagen Schulte has led
Waihora to their first piece of
silverware in seven years in
just his second year as head
coach. The former Glasgow
Warriors and Germany first-five
caught up with sports reporter
Sam Coughlan to discuss his
career and how he ended up at
Rhodes Park
Rugby has taken Waihora head
coach Hagen Schulte all over the
world.
The 32-year-old has played
professionally in Scotland, Germany
and the United States, but
is now settled in Christchurch,
where he grew up and played
before heading overseas.
On Saturday, his Waihora side
edged Ashburton Celtic 25-23 in
the combined country final to
win the club’s first division 1 trophy
since 2018.
“It's really special. We all
put in a lot of work behind the
scenes, and at the end of the day,
you're trying to develop players
and keep them motivated
through the year and get the
best out of them,” Schulte said.
“So to get that across the line, I
was obviously stoked for myself
and also the other coaches as
well. First time winning a title
for all three of us, brilliant.”
Schulte first linked up with
the club in 2023, after being
Hagen Schulte with Waihora’s Connor O’Neill and assistant coach Derek Smith
during the 25-23 win over Ashburton Celtic.
convinced by a couple of mates
who played there. He served as
an assistant coach under Ross
Soper that year, before stepping
into the head coach role in
2024.
“They twisted my arm to
come and help that year in the
assistant role. Then the coach
(Soper) was due to leave, so they
were sort of looking around.
I didn't really put my name
in the hat, but (the club) said
'would you be keen on doing it',”
Schulte said.
“I asked a few people for a bit
Schulte, pictured tackling Samoa's Teofilio Fidow in 2018, came close to qualifying
for the 2019 Rugby World Cup with Germany.
of advice and they said give it a
crack.”
One of those people was his
father-in-law, former All Black
and Hurricanes and Highlanders
coach Mark Hammett. Schulte
is married to Hammett’s daughter,
Billie, and the couple have a
two-year-old son, Leo.
“ He was one that really
encouraged me to push into the
head coach role,” Schulte said of
Hammett.
“I can draw a lot of knowledge
(from) there.”
It was Schulte's relationship
with Billie that persuaded him to
end his own professional career
as a player in 2021 and return
home, turning down a contract
extension at Major League
Rugby side Utah Warriors.
“We (he and Billie) were
doing long-distance for the last
two seasons, there was a contract
there if I wanted it but that
would mean that we would've
been away for four seasons in a
row,” he said.
“At that time I was 27 or 28,
if I do another two years I'll be
30 and I didn't really have any
qualifications.
“I've got to pull the pin at
some time, I may as well do it
when I felt like I was playing
Schulte has been working as
an electrician for the last four
years alongside his coaching – a
big change for the former firstfive,
who played professionally
for Glasgow Warriors in Scotland
in 2016-17 and in Germany until
2019.
He was eligible for both Scotland
and Germany through
grandparents, and after one year
at Glasgow before being released
he jumped at the chance to play
in Germany, for Heidelberger
RK.
“It was a bit of a strange one,
not much really knowing about
German rugby, but at that
point in time they were really
ambitious about qualifying for
the World Cup and trying to
build a strong squad for that,”
Schulte said.
He made his international
debut in late 2017 and played
eight times for Germany as the
side narrowly missed out on
qualification to the 2019 World
Cup, losing over two legs to
Samoa and then finishing second
to Canada in the final repechage
tournament.
“It was agonisingly close,"
Schulte said.
“I knew I wasn't going to play
for Scotland, so I was like, this is
the only chance I'll get to have a
crack at the World Cup, and we
almost got there.”
Schulte's playing days are
behind him – he suited up for
Waihora's division 1 side for one
game in 2023 and said he got
“absolutely smashed”.
Now focusing on coaching, he
has decided to do one more year
at Waihora before moving on.
“Really focused on this year,
then trying to do my last year
with Waihora next year and
make sure it’s successful.
“But also making sure whoever
comes in behind me doesn't get
left with an exodus of players.
“ I haven't even really thought
about where I'd want to go or
But he returned after just two
weeks and put in an 80-minute
performance as Waihora beat
Ashburton Celtic 25-23 away
from home for their first title in
seven years.
“We’ve finally done it,” Clark
said.
“It’s been a long time coming,
so it was bloody awesome.”
The 25-year-old made the call
to play after training on Thursday,
saying it would be “hard
to miss” a game of this stature,
especially with the added personal
milestone.
“You always want to try to do
everything you can do to play,”
he said.
“I didn't even feel it, with the
adrenaline rush of being out
there.”
Clark was sporting heavy
strapping on his right ankle and
had the physio regularly checking
on him, but pushed through
to play the full 80.
His parents Darren and Jo,
sister Janaya and grandparents,
Shirley and Barry Blackmore
were in the crowd, spurring
Waihora to victory.
“They try and make every
single game, I think that's what
they look forward to on a Saturday,
nana and granddad are
pretty much the No 1 supporters
so it's always good to have
them in your corner,” Clark
said.
“It was just an awesome
Waihora’s Bailey Clark with the
combined country trophy on Saturday.
feeling, especially after falling
short the last few years.”
Clark made his debut as an
18-year-old in 2018, the same
year Waihora last won the competition.
They also went onto
win Ellesmere's prized silverware,
the Coleman Shield.
He aims to be part of the team
for years to come.
“Hopefully get the 200
(appearances) next, and got
eyes on the Coleman there.”
He said the ankle would
be ready to go for Saturday’s
Coleman Shield clash with
Prebbleton at Waihora’s Rhodes
Park.
“It's easy to do yourself up for
a game like that,” he said.
Magpies set sights on shield glory after title win
BY SAM COUGHLAN
Waihora won’t be resting on
their laurels after winning the
combined country trophy on
Saturday, with this weekend’s
Coleman Shield clash looming
large.
The Magpies edged Ashburton
Celtic 25-23 away from home
to secure their first piece of
silverware in seven years. But
head coach Hagen Schulte
has already turned his focus
to Saturday’s vital Ellesmere
competition match against
Prebbleton.
“That's (the success) all in the
past now and we've enjoyed
that moment, but this is a mustwin
game for us if we want to
guarantee ourselves a semifinal,
there's still a lot on the
line for us,” he said.
Waihora face the shortest
turnaround between games
of any Ellesmere team, having
been the only side in action
over the weekend. All other
teams had a week off – except
for Lincoln, who are coming off
a two-week break.
"You just have to have to
accept that and get on with it, I
guess,” Schulte said.
He was delighted his side
came away with the win, and
the combined country title,
after a seesawing battle with
Celtic.
Fullback Harrison Kirk kicked
the decisive penalty with six
minutes to go to put Waihora
ahead.
The Magpies held onto the
ball as much as possible before
Waihora lock Liam Robinson wins a lineout and Wil Gualter, above right, looks for a gap in the Ashburton Celtic line while Bailey Clark hops a defender to stay in support.
PHOTOS: SMR EVENT PHOTOGRAPHY
winning a penalty on full-time
and kicking the ball out to
spark celebrations.
Schulte refused to single any
one player out for praise – he
said the Waihora performance
was so good, they did not even
award a player of the match.
“Everyone just owned
their role, there was no real
standouts.
“Some people made some big
moments when they needed to.
The boys just kept getting up
and making tackle after tackle.
"It's a bit cliché, but it was
actually just a genuine team
performance.”
Waihora will defend two
trophies when they host
Prebbleton on Saturday –
the Murray Cooper Shield,
Ellesmere’s version of the
Ranfurly Shield, and the Hoff
Shield, contested between the
two clubs.
In other Coleman Shield
matches this weekend,
Southbridge host Springston,
Darfield are travelling to
Lincoln, and West Melton have
the bye.
Waihora’s combined country triumph was their first division 1 trophy since 2018.
Home hacks to keep you cosy
With mornings starting at -3 degrees,
winter calls for hot mugs of soup and
brings the desire to hunker down
indoors. With a few simple home hacks,
you can create a warm and comfortable
space that feels like a true winter haven
without breaking the bank.
If you’re only using a couple of rooms
during the day, why heat the entire
house? Only warm the rooms you are
using, not the whole house. It’s easy to
close doors and place draught stoppers
to keep heat where you need it most. It
doesn’t need to be a fancy stopper, as a
rolled-up towel or even a pool noodle
cut in half and placed under a door can
work wonders.
One of the easiest hacks is to open
your curtains wide during sunny days
to let the sun work for you. As the day
cools, close them to keep the warmth
inside. If you don’t already have thermal
drapes, you can line lighter drapes with
thick fleece blankets to achieve a similar
effect.
If you still have single-glazed windows,
there is a way to add an extra layer of
insulation and privacy. Lightly spray
your window with water and add a
sheet of bubble wrap, and press it onto
the glass. There are also a number
of insulation film products available
commercially.
It’s time to swap out cotton sheets for
those cosy flannelette or polar fleece
ones. Add a heavier weight duvet or
a few extra blankets. If you're really
feeling the cold, a wheat bag or an
electric blanket can provide additional
warmth and comfort. Although it doesn't
use a lot of power, it’s best not to leave
an electric blanket on all night.
Winter brings damp air and
condensation, as well as the potential
for mould. Open windows for a few
minutes each day, especially in kitchens
and bathrooms, to let stale air out. It’s
not only good for your breathing and
wellbeing but for your home as well.
With a few simple, low or no-cost
adjustments, your home can be warmer,
drier, and much more comfortable.
Winter doesn't have to be just about
enduring the cold; it can also be about
embracing comfort and creating a cosy
environment where you can relax and
enjoy the season.
Politics not welfare behind push for
The Government
is looking to
ban greyhound
racing next year.
Christchurch
Greyhound
Racing manager
Sarah Clausen says why it
shouldn’t happen
Since learning to love
greyhound racing at university,
I have also discovered the
inhumanity of politics.
The Government has
announced it will ban
greyhound racing by July 2026,
but a poll recently undertaken
by The Star showed 73% of
people believed greyhound
racing should continue.
That is surprising and
heartening. Like most people, I
once had no ties to the sport. I
was ambivalent about it.
At university, I met my
partner, Matt Roberts. He grew
up in the greyhound racing
community as his parents both
owned greyhounds.
I was welcomed onto their
property, and I fell in love with
the dogs.
I saw how they lit up in
training. My eyes were opened
to the care that went into
ensuring the dogs had a good
life and were in top shape.
Our families now live within
20 minutes of each other in
Selwyn. We are breeders,
The Government intends to ban greyhound racing in New Zealand by July 2026 citing animal welfare concerns.
trainers, owners, and re-homers.
For the past three years, I
have been the Christchurch
Greyhound Racing manager. I
have witnessed the same level of
care we have, going into every
dog.
It is unbelievable the
Government says the ban is
about animal welfare. Yes,
injuries can occur in any
energetic sport, but greyhound
racing has made significant
improvements over the last five
years.
We do everything possible to
prevent injuries, and current
data shows deaths in greyhound
racing are now half those in
horse racing.
It’s still improving. Straight
tracks result in less-than half the
injuries compared to traditional
circular tracks. Due to the ban,
we’ve suspended installing a
straight track at Ashburton.
Our dogs love to race – they
are athletes and are treated as
such.
Last year, we hosted an open
track day with Kiwikiwi Hounds
where owners brought their
retired dogs back to the track.
Some owners believed racing
was wrong, but changed their
minds after their dogs pulled
them onto the track, wanting to
race again.
One of our most beloved dogs
was Quistis Bale. After racing,
she became a mum to three
litters of puppies. She lived in
PHOTO: ODT
the house with our family and
loved playing wsith our kids.
She had the kindest energy. She
was our favourite, but every dog
becomes part of the family in
some way.
So, I believe the Government
ban is inhumane. It will bring
an end to a life that about 1500
local greyhounds love, a lifestyle
I have come to cherish deeply,
and an important economic
activity.
The ban will mean $49.1
million dollars lost to the
Canterbury economy.
Before the sport is ended, I
have one request: Come and
meet the people and the dogs
behind the sport. This ban isn’t
about welfare it’s political.
Selwyn back
to winning
ways
BY SAM COUGHLAN
Selwyn Schools have snapped a
three-match losing streak ahead
of two bumper games which
will define their season.
The combined side beat
bottom-place Rangiora High on
Saturday thanks to tries from
Brooklyn Dalgety, Patrick Halligan
and Fionn Burke, to move
into seventh in the Miles Toyota
Premiership – just one place
outside the finals.
Selwyn will play unbeaten
Marlborough Boys’ College
at Lincoln High School this
Saturday – the scene of their
stunning 35-33 upset win over
Christ’s College earlier in the
season – and St Thomas away
after the school holidays on
June 19.
Head coach Sid Tauamiti said
they would need to win at least
one of those games, possibly
both, to force their way into the
reckoning.
"We'd be doing ourselves a
disservice if we didn't go in
with some confidence, and be
prepared to show everything
we have in it.
“We definitely will be
approaching these games with a
positive result in mind.”
The match at Lincoln High
kicks off at 11am on Saturday.
PETS & PAWS
Keeping pets happy and
healthy during winter
As the temperatures drop, it's vital
to ensure our pets are well cared for
during the winter months. Winter has
already brought cold winds, heavy
rains, and even snow in some areas. Just
like humans, pets also feel the chill, and
taking a few simple steps can help keep
them warm, comfortable, and healthy
throughout the season.
Warm and dry shelter is a must. A
cosy spot near a warm part of the house
is ideal. If you have an outdoor pet,
provide a dry, draught-free shelter
that's raised off the ground and
insulated from the cold, waterproof and
windproof. Make sure the bedding is
thick and warm. Change any blankets
regularly to keep them clean and dry.
For indoor pets, avoid placing beds in
cold or damp, uninsulated areas, such
as garages. If you are using heating
options safe for pets, use pet-safe heat
pads and avoid electric blankets. Check
pet doors to ensure they are working
correctly so they can come into the
warmth. Consider keeping your cats
Like humans who often eat more
comfort foods during winter, pets may
need extra calories to maintain their
body heat. If they spend a lot of time
outside, it might be an idea to increase
their food intake slightly. However,
if weight management is a concern,
consult your vet. Always let pets have
access to clean, fresh water; also, check
any outside bowls to ensure the water
hasn't frozen in them.
Outdoor exercise on winter days can
feel like a chore, but pets still need
physical activity and mental stimulation.
Daily walks and dog parks are great,
but in terrible weather, consider indoor
games, toys, and slow- or puzzle feeders
to keep your dog entertained. Exercise
your cat as well with the physical
challenge and fun of puzzle feeders.
Pets who feel the cold or have short
coats can wear pet jackets during
walks to help them regulate body
temperature.
Another advantage of dogs wearing a
jumper or jacket is that it may help older
animals who suffer from arthritis and
other conditions manage the cold better.
A heating pad to sleep on might be a
good idea for your senior or arthritic
pets. If your pet is having difficulty in
winter, seems reluctant to move or is
limping, consult your veterinarian for
advice on how to help them cope with
the cold weather.
People aren't happy sitting in a
freezing car for any length of time, and
pets shouldn't be subjected to the same
conditions, either. Never leave your
pet alone in a car during winter, as the
interior can become dangerously cold
quickly.
Reliable workhorse
FIONA ROBINSON
It's not a flashy ride like a Lamborghini
or as speedy as a McLaren, and it
doesn't have the sleek looks of an Aston
Martin, but this 1984 John Deere 2140 is
a reliable workhorse on the farm. This
John Deere tractor, with 92 horsepower
and over 10,000 hours of use, is essential
on the farm. It's resilient and gets the job
done!
Lindsay learned to drive on his dad's
Massey Ferguson TEA in the early 60s.
He has owned the John Deere tractor
for 25 years, initially purchasing it from
Southern Tractors in Templeton after
previously owning a Massey Ferguson
165. He needed more horsepower for his
55-acre farm. He thinks many lifestyle
Advanced
Advanced
block owners buy a small tractor and try
to do big things with it. Lindsay says it's
what you get used to driving, learning
its capabilities, and getting it to do what
you need. He's also clear that tractors
are just tools for getting the job done.
When asked about the main use of the
tractor, with a grin and with his wife of
49 years looking on, he states, "to dodge
the missus". With general farm work,
the tractor is capable of doing most jobs,
including mowing, baling, and carting
hay. With hydraulics on the front and
back working simultaneously or "third
bank", he can use bale forks, a front-end
loader bucket and even a road sweeper
to pick up and spread animal poop.
Lindsay is solution-focused and has used
the tractor to hold up tree trunks in the
Service,
Upholstery
forks while cutting them into rings.
The John Deere is older, and as Lindsay
admits, it doesn't have all the bells and
whistles that the more modern tractors
have. But luckily, it's got an AM radio
to keep him happy! On a small block,
modern features, including GPS controls
or self-steer, may never be needed.
Lindsay thinks modern tractors with
computerised systems have their place,
but if something goes wrong, it can
go wrong "big time". When his tractor
needs repairs, he can still obtain original
parts, stating that it is a very mechanical
tractor that requires an old-school
mechanic who knows about tractors
rather than computerised systems.
Due to ageing and wear and tear, it
has undergone a significant overhaul,
including the replacement of the
hydraulics, turbo, and several windows.
Mechanics can perform many repairs
on the farm or pick it up by truck;
Lindsay has also been known to drive it
to the repair shop. Although not keen to
admit driver error, Lindsay says, "Tree
branches have a habit of walking out in
front of you without you seeing them."
The tractor used to have working air
conditioning, but now open windows
provide natural airflow. With the back
window broken, it led to a memorable
moment where Lindsay came in after
haymaking with his face covered in dirt.
Even though the tractor is shed-stored,
birds appear to be picking bits from
the seat. They have also been known to
build nests in it.
Lindsay says it's hard to justify the
cost of a new tractor, as you're paying
around $1,000 per horsepower. About
the tractor's lifespan, he says, "I think
about that every day. The older it gets,
the more things that can go wrong, but
with good maintenance, it seems to hold
on. There's nothing really that can't be
fixed on it. Give it another 4-5 years of
use, and like me, it can retire".
Safe driving in winter
Winter has well and truly arrived.
While modern vehicles come equipped
with advanced safety features, such
as traction control, stability systems,
collision warnings, and automatic
braking, it's still up to you, the driver, to
ensure your vehicle is operated safely
and to manage seasonal hazards on the
roads.
During this time of year, it's common
to find a thick layer of frost on your car's
windscreen if it hasn't
been covered. Before
you start driving, take
the time to completely
remove the ice and wipe
away any condensation
from the inside of
the car using a cloth.
Regularly clean the
windscreen with water
and detergent or a
window cleaning product. Also, inspect
your wiper blades and replace them if
they are worn or ineffective.
In winter, a common cause of
accidents, especially at intersections, is
glare from the sun. Use your car's sun
visors effectively, and don't forget that
you can also swivel them to block glare
from the side windows.
Keep your headlights clear and
bright, as dull or foggy headlights
reduce visibility. Fortunately, there are
numerous low-cost and straightforward
ways to clean or restore them. Use your
headlights during dark or rainy days,
and always dip your high beams for
oncoming traffic.
Regularly inspect your tyre tread
depth. Although the legal minimum is
1.5mm, more tread improves grip on wet
or icy roads. If your tyres are slipping or
worn, it's time to replace them.
Winter conditions demand a more
cautious driving style. Drive smoothly
and stay alert, allowing extra time to
react. Maintain a greater following
distance and slow down well before
intersections or corners. Avoid sudden
braking and stay alert for road signs.
Black ice is one of winter's biggest
hidden dangers, and it's not uncommon
to encounter it. It often forms on shaded
roads, bridges, or underpasses, and you
may only notice it when your car starts
to slide. If you hit a patch, don't panic
or brake suddenly. Keep your steering
steady and maintain a consistent speed.
If you're heading to areas where snow
or heavy frost is likely,
carry snow chains and
make sure you know how
to fit them. It's also wise
to keep an emergency kit
in your vehicle. Essentials
include a reflective
warning triangle, a highvis
vest, and a torch. These
could prove lifesaving in
low-visibility breakdown
situations.
Always follow the road
rules, adjust your speed
for the conditions, and
avoid distractions. There
are several ways to reduce
risks this winter, helping
you to complete your
journey safely.
Rooted in success: Clever planting for tricky spots
From sheltering vegetable
patches to choosing the right
shrubs and fruits for tricky soils,
thoughtful planting can help
every part of the garden thrive
year-round
VEGETABLES
Hedges planted in strategic
places protect vegetable crops
from wind damage but because
they need regular clipping,
busy gardeners and those with
small patches may prefer to use
windcloth, manuka scrub or
similar.
The ideal shelter hedge is no
more than 1.5m tall.
Keep its base compact by
clipping plants hard from the
earliest stages of growth and
keep soil around them free of
weeds.
Lonicera nitida, an evergreen
honeysuckle sometimes sold
under the name ‘box’, is
suitable as a close-growing
shelter hedge with small-leaved,
dense growth.
Propagate from cuttings taken
in autumn and winter.
Growing best on moderate to
heavy soils, this honeysuckle
has a root system which does
not travel far into neighbouring
plots.
Golden akeake or akiraho
(Olearia paniculata) and
Escallonia – the pink-flowered
form is best – are other hedge
plants suitable for the vegetable
garden.
They can be grown from
cuttings but a head start will be
achieved if plants two or three
years old are used.
Broad beans and artichokes,
planted in the right position,
will give temporary shelter
to protect tender crops from
strong, early summer winds.
Another shelter option is
manuka scrub.
FLOWERS
Even the smallest section
should have some space for a
Even the smallest section should have some space for a shrub. For lime-free soils,
try a rhododendron.
If planted in strategic places, a hedge can protect precious vegetable crops from wind damage. The ideal shelter hedge is no
more than 1.5m tall.
PHOTOS: GETTY
shrub or two, perhaps an azalea
or rhododendron, a camellia,
lilac or an evergreen native
shrub.
Identifying a site's soil
conditions will help determine
what type will grow best.
Transforming hard clay or a
rocky, dry slope into an area of
fertile, friable soil is hard work
but there are attractive shrubs
that will grow in poor soils.
There are plants to withstand
salt-laden winds and others that
will grow in locations where
high trees, steep slopes or tall
buildings limit direct sunlight.
Avoid digging holes for shrubs
in the middle of an uncultivated
area. Circles of cultivated
ground surrounded by firm soil
collect rain water.
Dig over a larger site to
surround the spot where the
shrub is to grow, covering the
soil later with ground cover
plants or wood chips.
Add compost, well-rotted
stable manure, leaf mould or
rotted straw to the soil.
Let this settle for a few days or
weeks before planting the shrub.
Always consider how wide
and tall the shrub will grow and
provide sufficient space.
If planting several in an area
with a main focal point of view,
ensure tall specimens are at the
back and short ones near the
front.
Shrubs suitable for seaside
gardens include rosemary, ngaio
(Myoporum laetum), lilac and
Olearia avicenniaefolia, which
flowers in autumn.
For lime-free soils, try
rhododendrons, azaleas, Kalmia,
daphne, Erica, camellias, Pieris,
magnolia, Gaultheria and
hydrangeas.
For heavy, clay soils, Deutzia,
Pyracantha, Spiraea and Weigela
are suitable.
Tamarix and the spindle tree
(Euonymus) are strong enough
for wind-swept gardens.
Rock rose (Cistus), rosemary
and many South African and
Australian shrubs are suitable for
dry, stony soils.
For shade or beneath trees,
rhododendrons, Cistus and
Viburnum are options.
FRUIT
Blueberries are one of the
most antioxidant-rich fruits
and as higher intakes of certain
antioxidants are believed to
lower the incidence of some
cancers, the popularity of this
fruit is increasing worldwide.
The blueberry is native to the
eastern United States and the
fruit was collected by Native
Americans for centuries before
European settlement but it was
not until the early 20th century
that work was undertaken
on developing large-fruited
hybrids.
Notable in this work was
botanist Frederick Coville
(1867-1937) who had a keen
interest in the foods used by
Native Americans.
In New Zealand, efforts
started in about 1979 to breed
new cultivars with an eye to
developing an export market.
Blue Magic and Tasty Blue are
among the New Zealand-bred
varieties.
There are three main types
of blueberries: highbush,
rabbiteye (the most heattolerant)
and southern
highbush.
Blueberries are often
unsuccessful when tried by
home gardeners, mainly
because they will not do well in
heavy clay soils and hate lime.
Like rhododendrons, they
prefer well-drained, damp
peaty soil.
The fruit ripens from mid to
late summer and the bushes
need to be picked over several
times as not all the fruit ripens
at once.
Blueberries prefer well-drained, damp
peaty soil.
Connecting Your Local Community
starnews.co.nz
Issue 17 - winter 2025
Kia ora
One of the areas where we feel the
effects of the fast growth of our district
is in our schools. Over the last 18
months, I’ve had an increasing number
of conversations with students and
school leaders, and it was great to
see our education needs become a
national story at the end of last month
with a positive announcement on
much needed investment to support
our children and families.
In May, I had the opportunity to
visit Burnham, Rolleston, Weedons,
Waitaha, Rolleston Christian, Darfield
Primary, West Rolleston, and Tai
Tapu Schools. We discussed the
importance of civic engagement and
encouraged students to present to
Council. Pupils shared their desire for
improved public transport, their love
of the arts, and the value these bring
to our community. I was welcomed
with waiata, and pupils and teachers
also raised important issues around
maintenance and the need
for more greenspaces.
Their passion and
thoughtfulness continue
to shape how we plan
for the future of our
district.
Big boost for Selwyn Schools
Thank you to Minister Erica Stanford for taking the time to visit Selwyn and announce $108
million in education funding for our district. I’m particularly pleased to see land banking
included in this investment to accommodate future growth.
Our local principals provided clear, compelling insight into the infrastructure needs of Selwyn
when Minister Stanford visited last year. Ministry of Education staff have obviously worked
hard to develop a Selwyn-specific education plan, and we appreciate their commitment.
The $108 million funding will support:
• Ten classrooms at Lincoln Primary School
• A 12-classroom expansion with learning support at Ararira Springs Primary
• Six new classrooms at Te Rōhotu Whio in Rolleston
• 12 classrooms, six tech spaces, and a multipurpose room at Te Rau Horopito
• A new 12-classroom block and admin area for Rolleston College’s second campus
• A site purchase and construction of Stage 1 for a primary school in Prebbleton
• A site for a new primary school in Lincoln
This funding is a welcome step toward meeting the education needs of our
growing district.
Youth week
We celebrated the incredible young
people of Selwyn with an actionpacked
Youth Week Carnival, hosted by
the Selwyn Youth Council.
New Doctor’s Open
I was honoured to officially open the new
Phoenix Healthcare general practice based
in the Toka Hapai Rolleston Health Hub.
This is an important step forward for
Selwyn’s healthcare services.
Currently, 32% of Selwyn residents are
enrolled with a GP outside of the district.
This shows how much demand we have
and how under-served we are in terms of
local healthcare options. Phoenix Health is a
welcome addition that will ease some of this
pressure and allow more people to access
care closer to home.
The new practice has modern facilities
and is designed to meet the needs of our
growing community. It’s a space where both
patients and health professionals will thrive.
It will play an important role in reducing
travel times for families, improving continuity
of care, and enhancing wellbeing outcomes
across Selwyn.
It’s great to see the investment we made as
a council in building the health hub is paying
off for our community with important new
health services now available through
the hub.
I remain committed to advocating to central
government for increased investment in
health services in Selwyn. Our population
growth has outpaced previous projections,
and our health infrastructure needs to
keep up. The opening of Phoenix Health is
a positive milestone, but there is still more
that central government needs to do to
ensure all Selwyn residents have timely and
accessible healthcare.
The event included a vibrant youth
market featuring local stallholders, free
food and drinks thanks to the team at
FRESH!, live performances by talented
young musicians, and a range of games
and inflatable rides. It was a great
opportunity for our young people to
come together, have fun, and showcase
their talents.
This year’s Youth Week theme was
‘Take Our Place – Whai Wāhitanga,’
which encouraged everyone to see the
world through the eyes of youth and
value their perspectives. The Carnival
is not just an event—it’s a celebration of
youth identity, energy, and community
connection. I’m proud of the leadership
shown by our Youth Council and can’t
wait for next year!
Working together for Malvern tourism
Our Council’s Memorandum of
Understanding with KiwiRail continues to
deliver benefits as we focus on unlocking
the tourism potential in Selwyn as especially
in the Malvern ward.
I had the privilege of experiencing the
scenic plus carriage on the Tranz Alpine
where KiwiRail has built strong relationships
with Selwyn-based suppliers and is
showcasing local produce, offering visitors
a genuine taste of our district. We also
had the opportunity to visit the fantastic
new luxury lodge at Flock Hill with Minister
Matt Doocey. This is a great asset to the
district which exponentially increases
the number of jobs in that beautiful part
of the high country and showcases our
natural environment, adventures activities,
and cuisine to the most discerning of
international travellers.
KiwiRail are valued partners and we and
working toward shared goals. Whether it’s
about tourism growth or ensuring freight
can efficiently move through our region, it’s
all part of building a future-proofed transport
system that benefits Selwyn and the wider
Canterbury area.
Eid Gala
The Rolleston Eid Gala is a fantastic
celebration of culture, unity, and
community spirit, organised by the
Rolleston Islamic Trust in partnership
with Age Concern Canterbury.
Held at the Rolleston Community
Centre, this annual event brings
people together from all walks of life
to mark the important Islamic holiday
of Eid al-Adha. The event was open to
all, and guests were invited to bring
a plate of food to share—whether
snacks, sweets, or breakfast items—to
help foster a sense of hospitality and
connection.
The 2025 Eid Gala took place on
Friday, June 6, and featured music,
food, storytelling, and space for
reflection and conversation.
Eid al-Adha honours the story of
Prophet Ibrahim’s devotion and is a
time marked by charity, prayer, and
celebration.
It was a wonderful opportunity to
connect with neighbours, learn
from each other, and celebrate the
diversity that strengthens our Selwyn
community. I thank all the organisers
for putting together this inclusive and
joyful gathering.
ANZAC Day
April 25th marked the 110th anniversary of ANZAC Day—the day when New
Zealand and Australian troops landed at Gallipoli in 1915. Since then, ANZAC
Day has been a time to reflect on the service and sacrifice of all those who have
served our country in war and peacekeeping efforts.
I was honoured to attend both the dawn service at Burnham and the
commemorative event in Darfield. These gatherings remind us not only of the
bravery of those who gave their lives but also of the communities they left
behind.
In preparing for ANZAC Day, I came across stories of some of our own:
• Private Thomas Guy of Annat, who died in France in 1918, aged 32.
• Rifleman Mick Harrison of Darfield, a talented sportsman, who died in
Belgium in 1917.
• Rifleman Samuel Haughey, a farm labourer from Darfield, whose resting
place is unknown.
• WWII veteran Charlie McQuorn of Darfield, who served in North Africa
and Italy.
These men were more than soldiers. They were sons, husbands, and community
members whose legacy we carry forward. ANZAC Day gives us a moment to
acknowledge their courage and to ensure future generations understand the
cost of peace and the value of freedom.
Let us also acknowledge those who serve today in our armed forces, emergency
services, and volunteer organisations. Their commitment keeps our country safe
and strong. Lest we forget.
News in Brief
Celebrating with the stars
Mānawatia a Matariki. We’ve had a really fun week of celebrating Matariki with a variety of
community celebrations under the stars. The Mānawatia a Matariki event on on Thursday
was a particular highlight with some amazing kapa haka from our schools and a spectactular
light show.
Our many cultures that we are able to celebrate in Waikirikiri Selwyn bring colour, life and
vibrancy to our community and our stars are a beautiful highlight for our district. I look
forward to many more celebrations of community events over the year.
Huge effort to bring relief
A big shout out and thank you to our Emergency Management Team and community
volunteers through last month’s flooding.
During the response, our community volunteers really pulled together, putting in a total of
400 hours, doing welfare checks and needs assessments and providing support to the areas
that needed it the most.
We visited 41 homes directly to speak with people and have been following up with them
after the event.
Mayoral Relief Fund Open
The Mayoral Relief Fund is now open for residents who suffered hardship or damage to
their property during the floods.
You can find more information and apply for support through the council website
selwyn.govt.nz or email mayoral.relief.fund@selwyn.govt.nz.
It was great to have support from the National Emergency Management Minister
Mark Mitchell, who has provided $50,000 for the fund.
Investing in our future
We are putting a focus on investing in our infrastructure to make sure we are building the
Selwyn of the future.
This includes increasing our investment in roading.
Last year, we completed a total of 82.3km of chipseal resurfacing and 9.8km of pavement
rehabilitation across the district. This year, we are planning to complete a total of about 80km
of chipseal resurfacing along with major intersection and roading upgrades.
In the past year, our staff worked hard to deliver
services for Selwyn, picking up your rubbish, fixing 4,786 potholes, maintaining 645 reserves
and parks, providing swimming lessons to 13,826 learners, answering 62,116 phone calls from
the public and registering 17,042 dogs.
If you have any questions or feedback please contact me at mayor@selwyn.govt.nz
