Cost of tap water used by households jumps <strong>25</strong>%<br />

Residents will be hit with a <strong>25</strong>%<br />
increase for the water they use.<br />
Anyone on a metered water<br />
supply will pay $1.<strong>25</strong> a cubic<br />
metre from July, which is <strong>25</strong>c<br />
more than what it was for the<br />
year ending on Monday.<br />
The charges have been<br />
increasing since 2021 when the<br />
cost was 50c a cubic metre.<br />
The council justified its decision<br />
to increase the price then<br />
on the basis it was not enough<br />
to keep up with the cost of providing<br />
water.<br />
Now the council says the latest<br />
increase is part of paying<br />
for the new council controlled<br />
organisation managing water<br />
and wastewater, <strong>Selwyn</strong> Water<br />
Ltd.<br />
Alongside the increase in the<br />
metered rate, the connection<br />
costs for water and wastewater<br />
will rise from $370 to $422<br />
and from $702 to $807, respectively.<br />
That charge is included<br />
in residents rates bills – which<br />
have just increased on average<br />
14.2%.<br />
The new water company will<br />
be operational from Tuesday,<br />
but the council will remain<br />
responsible for billing residents<br />
until the start of the 2026<br />
financial year. From that date,<br />
<strong>Selwyn</strong> Water will bill residents<br />
for all water, both metered and<br />
for water and waste water connections.<br />
Those amounts will<br />
then drop out of residents rates<br />
bills.<br />
For a nine-month period from<br />
next month <strong>Selwyn</strong> Water is<br />
expected to spend up to $9m,<br />
which 75% of funding is focused<br />
on operation costs. During<br />
this period, <strong>Selwyn</strong> Water will<br />
receive a monthly payment<br />
from the council.<br />

delivery plans approved by the<br />
Government to ensure they<br />
meet the new regulations and<br />
are financially viable.<br />

Road rage.<br />
There’s plenty of it about. Take<br />
the incident on Friday morning<br />
on Springs Rd near the Marshs Rd<br />
roundabout.<br />
There was a car in front of me,<br />
slowing up as it approached the<br />
roundabout heading north. A car<br />
behind me whipped into the righthand<br />
lane and came up quickly<br />
alongside the other car.<br />
Then the fun and games began.<br />
They accelerated across the<br />
roundabout in unison, both drivers<br />
gunning for the advantage<br />
before the two lanes merged ahead.<br />
Neither would yield. Horns tooted<br />
and at one point they came close to<br />
colliding. I was in the trail and could<br />
almost feel the anger of what was<br />
happening in front of me.<br />
As the lanes merged there was one<br />
more close call, but the right-hand<br />
driver held their nerve and wouldn’t<br />
be denied taking the lead as the<br />
lanes merged back into Springs Rd.<br />
But there was more to come. The<br />
loser of this battle did not take it<br />
well; they tailgated the victor all of<br />
the way to the Halswell Junction<br />
Rd roundabout, appearing to get<br />
angrier as the brake lights on the<br />
vehicle in front came on and off.<br />
I took the right-hand lane at the<br />
roundabout to turn off onto the<br />
motorway and came alongside the<br />

Survey gives council staff thumbs up<br />

People maybe unhappy with<br />
the 14.2% rates rise, but they<br />
have given council staff a tick of<br />
approval for their helpfulness.<br />
Nearly 3000 residents took<br />
part in a customer service<br />
survey which showed an average<br />
satisfaction rating of 84%.<br />
Frontline teams at council offices<br />
and community facilities received<br />
high praise, with satisfaction<br />
scores as high as<br />
93%.<br />

areas scored<br />
highly, others<br />
received lower<br />
ratings, with the<br />
lowest being<br />
requests for<br />
service handled<br />
by departments<br />
within the council<br />

Denise Kidd, said this is where<br />
efforts will be focused.<br />
Kidd said survey respondents<br />
were particular happy with the<br />
service they receive, especially at<br />
the first point of contact.<br />
“We’re really proud of the work<br />
our teams are doing to support<br />
our community. The feedback<br />
shows that when people get the<br />
help they need straight away<br />
whether in person, online, or<br />
over the phone they’re satisfied.<br />
But we also know there are areas<br />
where we can do better, especially<br />
when it comes to follow-up and<br />
making sure customers stay<br />
informed once their request<br />
moves to another team,” she said.<br />
“We’re taking a ‘whole<br />
journey’ approach to customer<br />
service. That means making<br />
sure people not only get a<br />
good first impression, but also<br />
feel supported and informed<br />
throughout the process.<br />
“We’ve already started work<br />
on improvements, including<br />
a new online booking system,<br />
better tools to manage<br />
customer requests, and clearer<br />
communication through our<br />
‘Together we Thrive’ customer<br />
promise.”<br />
The council has launched a<br />
three-stage improvement plan<br />
aimed at making services easier<br />

During the survey period<br />
alone, the Customer Services<br />
team handled nearly 28,000<br />
interactions, creating almost<br />
4000 service requests for other<br />

“We’re upgrading our digital<br />
tools so we can better understand<br />
and respond to what our<br />
community needs. We’ve also<br />
brought our customer services<br />
team together under one roof,<br />
so they’re better equipped to<br />
support both council and AA<br />
services, especially during busy<br />
times.”<br />
The last time the council had<br />
detailed customer feedback<br />
was in 2020, when the overall<br />
satisfaction rating was 63%.<br />
The survey was held between<br />

and in general they consider<br />
the plan to compriehensive,<br />
detailed and an easy read which<br />
is always nice when you send a<br />
document of this size and scale.<br />
Strong said the plan will be<br />
formally reviewed by DIA after<br />
it has been certified by council<br />
chief executive Sharon Mason.<br />

split vote, meaning Broughton<br />
would have had to use his<br />

casting vote to break the tie. But<br />
he would not say if he would<br />
have used it when asked by<br />

"The important point here is<br />
that the Annual Plan passed,”<br />
Broughton said.<br />
If the council had voted<br />
against the Annual Plan, the<br />
14.2% rates rise would have<br />
remained the same because it<br />
was the same in the Long Term<br />
Plan.<br />
Councillors decided not to<br />
have a consultation for the<br />
Annual Plan in November.<br />
Miller and Gliddon voted for a<br />
consultation in November, and<br />
the lack of one contributed to<br />
them voting against the Annual<br />
Plan last week.<br />
Said Miller: “I think we’ve<br />
missed an opportunity where<br />
we should be going through it<br />
line by line like other councils<br />
and trying to minimise our rates<br />
increases.”<br />
Gliddon said while there were<br />
other councils which did not go<br />
out for public consultation those<br />
councils reviewed the spending<br />
and were able to bring back<br />
lower rates rises.<br />
"From my perspective, I sit a<br />
little disappointed to not have<br />
that opportunity to do so,” she<br />
said.<br />
Hasson, who was absent from<br />
the November decision as well,<br />
said the lack of consultation and<br />
chance to review it would have<br />
affected her vote.<br />
Mundt said her vote was a<br />
protest against the plan because<br />
she did not support the content<br />
within it.<br />
"I didn’t agree with the Long<br />
Term Plan, therefore I don’t<br />
agree with the budgets set in the<br />
Annual Plan.”<br />
Mundt supported not going out<br />
for consultation.<br />
As part of the Annual Plan<br />
council compared the average<br />
rates per person with other councils<br />
from the 2023/24 financial<br />
year.<br />
While <strong>Selwyn</strong> had the lowest<br />
rates at $1128, it did not include<br />
last year’s 14.9% rise or the<br />
incoming increase.<br />
The number was calculated<br />
by dividing the rates take by<br />
population, and did not take into<br />
account the property type, value,<br />
or services.<br />
A Lincoln resident who also<br />
owns a similar house in Halswell<br />
told <strong>Selwyn</strong> <strong>Times</strong> the Lincoln<br />
property just surpassed what she<br />
pays for the Halswell rental, and<br />
with Christchurch forecasting a<br />
6.77% rise, she expects the gap to<br />
get bigger.<br />
Broughton said continuing<br />
with what was agreed in the<br />
Long Term Plan helps the council<br />
deliver faster for the community.<br />
"I hear a lot that councils can<br />
be slow and councillors take too<br />
long to deliver things.”<br />

Where the council is spending its money<br />
The council is expecting<br />
to spend $145.8m on new<br />
infrastructure over the next<br />

Almost 80% of the $145.8m will<br />
be spent on water and transport<br />
infrastructure as the council<br />
tries to keep up with population<br />
growth.<br />
The majority of capital<br />
expenditure is paid for by debt,<br />
which rates contribute to.<br />
On top of its capital expenditure,<br />
the council has budgeted<br />
$236.5m for operational costs<br />
to cover the day-to-day expense<br />
of keeping the district running<br />
and includes things like resealing<br />
roads.<br />
The council is expecting to get<br />
$263.5m in revenue; $135.7m<br />
will come from ratespayers,<br />
courtesy of a 14.2% average<br />
rates rise.<br />
Some of the key projects for<br />
the community include continuing<br />
upgrading Lincoln's town<br />
centre, which is forecast to cost<br />
$46m when complete – a long<br />
way from the $15.6m budgeted<br />
in 2016 when the project was<br />
first planned.<br />
Of the $46m, the council plans<br />
to spend $10m over the next<br />
12 months on stage one, which<br />
includes new car parks, adding<br />
cyclelanes, and replacing existing<br />
parking with a community<br />
plaza.<br />

budgeted to cost $16m, $3.2m of<br />
which will be spent in the next<br />
year.<br />
Water projects, which make<br />
up 49% of the capital works<br />
budget ($71.8m), include<br />
improving the resilience and<br />
reliability of water supplies,<br />
continuing to explore lownitrate<br />
sources, and upgrading<br />
the Castle Hill wastewater treatment<br />
plant.<br />
Transport projects, which<br />
make up 29% of the capital<br />
works budget ($42.5m), include<br />
traffic lights at the intersection<br />
of Dunns Crossing Rd and Burnham<br />
School Rd, and widening of<br />
a section of Hoskyns Rd, Hamptons<br />
Rd, and Two Chain Rd.<br />
There are also a number of<br />
smaller projects in each ward.<br />
In the Ellesmere Ward, the<br />
council is planning to restore<br />
the Leeston War Memorial<br />
($145,400) and develop a wetland<br />
at Coes Ford ($87,300).<br />
In the Rolleston Ward, the<br />
council intends to add toilets to<br />
its youth space ($206,100) and<br />
reserve areas ($170,700).<br />
In the Springs Ward, it has<br />
plans to add a toilet to the<br />
Springston Reserve ($272,200)<br />
and a walkway in Tai Tapu<br />
($<strong>25</strong>6,800).<br />
In the Malvern Ward, it<br />
aims to upgrade the Castle Hill<br />
Reserve car park ($105,700),<br />
add a car park to Almond Park,<br />
Darfield ($35,300), and install<br />
street light controls in Castle<br />
Hill as part of the dark sky project<br />
($51,500).<br />
Alongside rates, the council is<br />
forecasting $26.9m from development<br />
contributions, $27.5m<br />
from subsidies and grants, and<br />
$31.8m from fees and charges.<br />
While the average rates rise<br />
is 14.2%, this can vary depending<br />
on the type of property, its<br />
value, and whether it has water<br />
and sewage connections.<br />
For a residential $550,000<br />
home with sewage, rates are<br />
expected to be $4379, a 14%<br />
increase. The same value home<br />
without sewage is expected to<br />
be $3572, a 13.8% increase.<br />
For a residential $847,000<br />
home with sewage, rates are<br />
expected to be $4723, a 14.2%<br />
increase. The same value home<br />
without sewage is expected to<br />
be $3916, a 14.1% increase.<br />
For a residential $1.1m home<br />
with sewage, rates are expected<br />
to be $5015, a 14.4% increase.<br />
The same value home without<br />
sewage is expected to be $4208,<br />
a 14.3% increase.<br />
For a lifestyle property valued<br />
at $840,000, with or without<br />
sewage, rates are expected to be<br />
$2630, a 14.6% increase.<br />

Consultation opens on safer speeds for <strong>Selwyn</strong><br />
<strong>Selwyn</strong> District Council is inviting community<br />
feedback on proposed speed limit reductions at<br />
36 locations across the district to support new<br />
infrastructure developments and improve road<br />
safety.<br />
The proposed changes are required to be<br />
consulted on under the new Land Transport Rule:<br />
Setting of Speed Limits 2024, which came into<br />
effect on 30 October 2024. The Rule sets out how<br />
speed limits are determined across New Zealand<br />
to improve safety, support economic activity, and<br />
keep people and goods moving efficiently.<br />
The proposed changes reflect the way Waikirikiri<br />
<strong>Selwyn</strong> is growing. “As our district grows, roads<br />
that were once rural now connect new housing<br />
developments, schools, and commercial areas,”<br />
says Tim Mason, Executive Director Infrastructure<br />
and Property. “This proposal is about making<br />
smart, targeted speed changes to keep people safe<br />
while supporting the district’s continued growth.”<br />
Each proposed speed change is backed by a Cost<br />
Benefit Disclosure Statement, weighing up the<br />
likely safety benefits, impact on travel times, and<br />
implementation costs.<br />
“Speed isn’t the only factor in crashes, but it’s a<br />
key contributor to how serious the outcomes are,”<br />
says Mason. “Lowering speeds in the right places<br />
is one of the most effective tools we have to reduce<br />
harm.”<br />
Feedback from the community will help shape<br />
the final proposal, which will then be considered<br />
for adoption by the Council and submitted to NZ<br />
Transport Agency Waka Kotahi for final approval.<br />

<strong>25</strong> <strong>June</strong> to 5pm, Wednesday 6 August 20<strong>25</strong>.<br />

There are 12 scholarships up for grabs, including<br />

Lincoln High School or Rolleston College. In<br />
addition, there are four scholarships to be awarded<br />

a recognised university, polytechnic or training<br />

Ellesmere College alumna Paige Robertson was<br />
a recipient of a Tertiary Scholarship in 2024 for<br />
her studies this year. Paige is studying to be a<br />
Veterinary Technician through Otago Polytechnic<br />
and says the scholarship is a fantastic opportunity<br />
to gain financial support while feeling connected<br />
to your local community. “Through the application<br />
process I was encouraged to reflect on my goals<br />
and aspirations,” says Robertson. “My confidence<br />
was boosted knowing that my community<br />
supports my future. It’s more than funding –<br />
it’s encouragement and recognition.”<br />

has been snapped up by a local<br />
family after interest from as far<br />
away as the United States and<br />

unable to disclose the sale price<br />
of the six-bedroom estate on Tai<br />
Tapu Rd.<br />
But he told OneRoof he had<br />
only shown the property, which<br />
has an RV of just $5 million, to<br />

"It generated quite a bit of<br />
inquiry because it’s not something<br />
you see every day, with<br />
the garaging and the climbing<br />
wall. It's a massive home.<br />
"We had 10 people through,<br />
and at the higher end of the<br />

Mental health<br />
battle leads<br />
to a career<br />
of helping<br />
After Kate Webb went through<br />
a mental health journey in her<br />
family, she was driven<br />
to use what she learned to<br />
help others. Daniel Alvey<br />

That is how <strong>Selwyn</strong> Parenting<br />
Network operational lead Kate<br />
Webb described her 2016.<br />
At one point, Webb’s family<br />
was connected with more than<br />
six different agencies to help<br />
a member of her family with<br />
their mental health struggles.<br />
"You could pay me all the<br />
money on the planet, and I<br />
would not relive that year,”<br />
Webb said.<br />
After the family member successfully<br />
came out the other<br />
side, Webb wanted to use the<br />
experience to help others.<br />
She became operational lead<br />
with the parenting network in<br />
2017, coinciding with her move<br />
from Halswell to Prebbleton.<br />
“The opportunity came along,<br />
and I thought, oh my gosh, if<br />
there's ever a sign, this is it.<br />
This is what I want my mission<br />
to be.”<br />
She took the brave decision<br />
to leave her job as a business<br />
consultant to take on the role,<br />
which is paid part-time, but the<br />
majority is volunteer work.<br />
While Webb said it was a difficult<br />
decision to leave full-time<br />
work, she was supported by her<br />
family to do it.<br />
Eight years later, Webb is<br />
responsible for keeping the network<br />
running day-to-day, along<br />
with four other trustees and the<br />
many volunteers who step in to<br />
help.<br />
The big lesson her own family<br />
experience taught her was it is<br />
okay to ask for help.<br />
"It's okay to actually hold<br />
your hand up and say ‘I'm<br />
struggling’.<br />
"You don't have to pretend<br />
that you've got it all wrapped<br />
up.”<br />
Webb said that’s the message<br />
she wants to get across as part<br />
of the network.<br />
“I want to get across that<br />
they’re not alone. Let's all talk.<br />
Nobody needs to be alone.”<br />
Originally from Portsmouth<br />
in the south of England, Webb<br />
and her family moved to New<br />
Zealand in 2005, first settling in<br />
Blenheim and then shifting to<br />
Halswell in 2011.<br />
Webb, her husband, Gary, and<br />
two of her three children live<br />
on a lifestyle block on the outskirts<br />
of Prebbleton. When not<br />
working, she also spends her<br />
time looking after a ram, two<br />
goats, ducks and chickens.<br />
Webb also volunteers for<br />
Rolleston Rotary Club.<br />
The parenting network<br />
has been running since 2011<br />
in various forms, and is in<br />
the process of becoming a<br />
charitable trust.<br />
Rather than a support agency<br />
itself, the network is designed<br />
to help parents connect with the<br />
right people or agency for help.<br />
In May, the parenting<br />
network ran its most<br />
successful parenting week to<br />
date, attracting 650 families<br />
to events, workshops and<br />
webinars over the week.<br />
Each year, the network runs<br />
<strong>Selwyn</strong> Children’s Day, which<br />
Webb said 8000 -10,000 attend<br />
annually.<br />
"What we do together is far<br />
bigger than me as an individual.<br />
I see us almost like a grassroots<br />
powerhouse that relies on these<br />
volunteers.<br />
"I'm very proud of the impact<br />
that we can make.”<br />
Each year, the <strong>Selwyn</strong> Parenting Network attracts 8000-10,000 people for <strong>Selwyn</strong> Children’s Day.<br />
Webb said while on paper<br />
<strong>Selwyn</strong> has an affluent population,<br />
parents are still battling.<br />
”I think there's always this<br />
perception that <strong>Selwyn</strong> is very<br />
affluent and we're this kind of<br />
little utopia of our own. But that<br />
doesn't mean that everyone's<br />
got it easy. But families are<br />
struggling.<br />
“Mental health doesn't<br />
discriminate, neurodiversity<br />
doesn't discriminate, the<br />
lack of family support doesn't<br />
discriminate.”<br />
Webb said the network has<br />
also helped groups of parents<br />
who may also be struggling with<br />
a specific issue form groups.<br />
"There are parents who want<br />
to come together, and they just<br />
want to find a sounding board<br />
and an ear of support.”<br />
Alongside events, Webb said<br />
the network aims to advocate<br />
for better services.<br />
"There's been a lot that has<br />
happened in the last few years,<br />
which has seen services that<br />
were fought so hard for taken<br />
back out of the region. So we're<br />
trying to get behind that and<br />
say, look, we really do need<br />
this.”<br />
Webb said the groups to have<br />
funding cuts included Parent to<br />
Parent and Birthright.<br />
She said the network is also<br />
aiming to set up some peer support<br />
over the next year to help<br />
fill some gaps in the mental<br />
health space.<br />
Webb said in <strong>Selwyn</strong>, many<br />
families like her own may have<br />
moved to the district from<br />

"We do have a lot of families<br />
here that don't have any backup<br />
support. They don't have the<br />

‘All unnecessary spending must stop’<br />
<strong>Selwyn</strong> District Council is<br />
effectively a business and like<br />
all businesses at the moment,<br />
they're doing it tough.<br />
When businesses aren't doing<br />
well the first thing that must<br />
be done is cutting costs – all<br />
unnecessary spending must be<br />
stopped, and if that does not<br />
happen jobs go.<br />
As an operations manager for<br />
a company in <strong>Selwyn</strong>, we are<br />
cutting costs.<br />
We personally have had an<br />
increase in rates every year<br />
since 2022. Between QV valuations<br />
(on behalf of SDC) and<br />
SDC’s own increases we feel<br />
that all SDC does is demand<br />
more money, instead of being<br />
smarter with the money they<br />
have.<br />
We got a letter in March from<br />
QV saying our improvements<br />
had increased by 80k. I'm<br />
not sure creating a pile tree<br />
clippings in a paddock, a small<br />
path from our front door to our<br />
driveway (about 4m long) and<br />
redoing a corner of an existing<br />
shed so our water pump<br />
doesn't freeze equates to 80k of<br />
improvements. I got fed up and<br />
told QV to come back with proof<br />
of the 80k in improvements;<br />
haven't heard a thing since.<br />
We live rurally, not connected<br />
to mains water but a bore we<br />
pay for. We are not connected to<br />
waste water but a septic system<br />
we paid for and service every<br />
year.<br />
Ratepayers are fed up. We<br />
don't care it is the fastest<br />

rates increases more than<br />
double those of neighbouring<br />
councils. Some residents are<br />
now questioning their future<br />
in <strong>Selwyn</strong>, unable to absorb<br />
the cumulative impact of steep<br />
rates increases and water<br />
charges they will face.<br />
Meanwhile, financial<br />
miscalculations on<br />
development contributions<br />
which are supposed to cover<br />
the cost of growth have left a<br />
funding gap that ratepayers are<br />
now expected to fill.<br />

Deadline date looming for<br />
Incorporated Societies<br />
Time is ticking for societies, clubs and other incorporated not-for-profit<br />
groups to re-register under the new Incorporated Societies Act 2022 (the Act)<br />
in order to remain in existence. Any society that does not re-register before<br />
5 April 2026 will cease to exist and lose control over any property it held –<br />
that property will be dealt with not by the members but by the Registrar of<br />
Incorporated Societies.<br />
In order for a society to re-register by 5 April 2026, the society’s rules or<br />
constitution will need to meet all the new requirements set out in the Act<br />
While many societies’ rules will already include most of these requirements,<br />
it is very likely they won’t include all of them. It is therefore very important<br />
that societies get their rules checked and updated now to ensure they are<br />
compliant and within time to re-register. Each society will need to ensure they<br />
follow their correct process for amending or updating their rules, as well.<br />
The new constitution requirements include:<br />
• Dispute resolution procedures, which must be consistent with “natural<br />
justice” and align with procedures set out in the Act<br />
• Processes for keeping the register of members up to date<br />
• A method for electing a contact person or persons for the society<br />

The new Act also imposes additional requirements on society officers and<br />
financial reporting.<br />
• Officers of a society now face all the same duties that company directors<br />
face when making decisions for a company. This means that volunteers<br />
who help run and manage a society may face personal liability for their<br />
decisions, if they turn out unexpectedly badly for the society. There may<br />
be insurance cover available, but the society’s constitution will need to<br />
allow the society to take out this cover (which comes at a cost).<br />
• All societies will have to file annual financial statements. These will need to<br />
be professionally prepared, unless a society is a “small” one, with less than<br />
$50,000 worth of assets or annual expenses.<br />
Almost every incorporated organisation and not-for-profit will need to seek<br />
specialist advice over what is required to ensure compliance with the new<br />
Act and what is needed to re-register to remain in existence. Societies have<br />
had two and a half years to re-register – there is now less than 10 months to<br />
go. Those societies who still need to re-register should get in contact with us<br />
as soon as possible to start the process to re-register to ensure they do not<br />
disappear.<br />

caught up with sports reporter<br />
Sam Coughlan to discuss his<br />
career and how he ended up at<br />
Rhodes Park<br />
Rugby has taken Waihora head<br />
coach Hagen Schulte all over the<br />
world.<br />
The 32-year-old has played<br />
professionally in Scotland, Germany<br />
and the United States, but<br />
is now settled in Christchurch,<br />
where he grew up and played<br />
before heading overseas.<br />
On Saturday, his Waihora side<br />
edged Ashburton Celtic <strong>25</strong>-23 in<br />
the combined country final to<br />
win the club’s first division 1 trophy<br />
since 2018.<br />
“It's really special. We all<br />
put in a lot of work behind the<br />
scenes, and at the end of the day,<br />
you're trying to develop players<br />
and keep them motivated<br />
through the year and get the<br />
best out of them,” Schulte said.<br />
“So to get that across the line, I<br />
was obviously stoked for myself<br />
and also the other coaches as<br />
well. First time winning a title<br />
for all three of us, brilliant.”<br />
Schulte first linked up with<br />
the club in 2023, after being<br />

Soper that year, before stepping<br />
into the head coach role in<br />
2024.<br />
“They twisted my arm to<br />
come and help that year in the<br />
assistant role. Then the coach<br />
(Soper) was due to leave, so they<br />
were sort of looking around.<br />
I didn't really put my name<br />
in the hat, but (the club) said<br />
'would you be keen on doing it',”<br />
Schulte said.<br />
“I asked a few people for a bit<br />

One of those people was his<br />

coach Mark Hammett. Schulte<br />
is married to Hammett’s daughter,<br />
Billie, and the couple have a<br />
two-year-old son, Leo.<br />
“ He was one that really<br />
encouraged me to push into the<br />
head coach role,” Schulte said of<br />
Hammett.<br />
“I can draw a lot of knowledge<br />
(from) there.”<br />
It was Schulte's relationship<br />
with Billie that persuaded him to<br />
end his own professional career<br />
as a player in 2021 and return<br />
home, turning down a contract<br />
extension at Major League<br />
Rugby side Utah Warriors.<br />
“We (he and Billie) were<br />
doing long-distance for the last<br />
two seasons, there was a contract<br />
there if I wanted it but that<br />
would mean that we would've<br />
been away for four seasons in a<br />
row,” he said.<br />
“At that time I was 27 or 28,<br />
if I do another two years I'll be<br />
30 and I didn't really have any<br />
qualifications.<br />
“I've got to pull the pin at<br />
some time, I may as well do it<br />
when I felt like I was playing<br />

Schulte has been working as<br />
an electrician for the last four<br />
years alongside his coaching – a<br />
big change for the former firstfive,<br />
who played professionally<br />
for Glasgow Warriors in Scotland<br />
in 2016-17 and in Germany until<br />
2019.<br />
He was eligible for both Scotland<br />
and Germany through<br />
grandparents, and after one year<br />
at Glasgow before being released<br />
he jumped at the chance to play<br />
in Germany, for Heidelberger<br />
RK.<br />
“It was a bit of a strange one,<br />
not much really knowing about<br />
German rugby, but at that<br />
point in time they were really<br />
ambitious about qualifying for<br />
the World Cup and trying to<br />
build a strong squad for that,”<br />
Schulte said.<br />
He made his international<br />
debut in late 2017 and played<br />
eight times for Germany as the<br />
side narrowly missed out on<br />
qualification to the 2019 World<br />
Cup, losing over two legs to<br />
Samoa and then finishing second<br />
to Canada in the final repechage<br />
tournament.<br />
“It was agonisingly close,"<br />
Schulte said.<br />
“I knew I wasn't going to play<br />
for Scotland, so I was like, this is<br />
the only chance I'll get to have a<br />
crack at the World Cup, and we<br />
almost got there.”<br />

with Waihora next year and<br />

“But also making sure whoever<br />
comes in behind me doesn't get<br />
left with an exodus of players.<br />
“ I haven't even really thought<br />
about where I'd want to go or<br />
what I want to do, but for me,<br />
it's just trying to develop as<br />
much as possible, and find new<br />
challenges.”<br />

to miss” a game of this stature,<br />
especially with the added personal<br />

“You always want to try to do<br />
everything you can do to play,”<br />
he said.<br />
“I didn't even feel it, with the<br />
adrenaline rush of being out<br />
there.”<br />
Clark was sporting heavy<br />
strapping on his right ankle and<br />
had the physio regularly checking<br />
on him, but pushed through<br />
to play the full 80.<br />

were in the crowd, spurring<br />
Waihora to victory.<br />
“They try and make every<br />
single game, I think that's what<br />
they look forward to on a Saturday,<br />

pretty much the No 1 supporters<br />
so it's always good to have<br />
them in your corner,” Clark<br />

“It was just an awesome<br />

The Magpies edged Ashburton<br />
Celtic <strong>25</strong>-23 away from home<br />
to secure their first piece of<br />
silverware in seven years. But<br />
head coach Hagen Schulte<br />
has already turned his focus<br />
to Saturday’s vital Ellesmere<br />
competition match against<br />
Prebbleton.<br />
“That's (the success) all in the<br />
past now and we've enjoyed<br />
that moment, but this is a mustwin<br />
game for us if we want to<br />
guarantee ourselves a semifinal,<br />
there's still a lot on the<br />
line for us,” he said.<br />
Waihora face the shortest<br />
turnaround between games<br />
of any Ellesmere team, having<br />
been the only side in action<br />
over the weekend. All other<br />
teams had a week off – except<br />
for Lincoln, who are coming off<br />
a two-week break.<br />
"You just have to have to<br />
accept that and get on with it, I<br />
guess,” Schulte said.<br />

With mornings starting at -3 degrees,<br />
winter calls for hot mugs of soup and<br />
brings the desire to hunker down<br />
indoors. With a few simple home hacks,<br />
you can create a warm and comfortable<br />
space that feels like a true winter haven<br />
without breaking the bank.<br />
If you’re only using a couple of rooms<br />
during the day, why heat the entire<br />
house? Only warm the rooms you are<br />
using, not the whole house. It’s easy to<br />
close doors and place draught stoppers<br />
to keep heat where you need it most. It<br />
doesn’t need to be a fancy stopper, as a<br />
rolled-up towel or even a pool noodle<br />
cut in half and placed under a door can<br />
work wonders.<br />
One of the easiest hacks is to open<br />
your curtains wide during sunny days<br />
to let the sun work for you. As the day<br />
cools, close them to keep the warmth<br />
inside. If you don’t already have thermal<br />
drapes, you can line lighter drapes with<br />
thick fleece blankets to achieve a similar<br />
effect.<br />
If you still have single-glazed windows,<br />
there is a way to add an extra layer of<br />
insulation and privacy. Lightly spray<br />
your window with water and add a<br />
sheet of bubble wrap, and press it onto<br />
the glass. There are also a number<br />
of insulation film products available<br />
commercially.<br />
It’s time to swap out cotton sheets for<br />
those cosy flannelette or polar fleece<br />
ones. Add a heavier weight duvet or<br />
a few extra blankets. If you're really<br />
feeling the cold, a wheat bag or an<br />
electric blanket can provide additional<br />
warmth and comfort. Although it doesn't<br />
use a lot of power, it’s best not to leave<br />
an electric blanket on all night.<br />
Winter brings damp air and<br />
condensation, as well as the potential<br />
for mould. Open windows for a few<br />
minutes each day, especially in kitchens<br />
and bathrooms, to let stale air out. It’s<br />
not only good for your breathing and<br />
wellbeing but for your home as well.<br />
With a few simple, low or no-cost<br />
adjustments, your home can be warmer,<br />

I have also discovered the<br />
inhumanity of politics.<br />
The Government has<br />
announced it will ban<br />
greyhound racing by July 2026,<br />
but a poll recently undertaken<br />
by The Star showed 73% of<br />
people believed greyhound<br />
racing should continue.<br />
That is surprising and<br />
heartening. Like most people, I<br />
once had no ties to the sport. I<br />
was ambivalent about it.<br />
At university, I met my<br />
partner, Matt Roberts. He grew<br />
up in the greyhound racing<br />
community as his parents both<br />
owned greyhounds.<br />
I was welcomed onto their<br />
property, and I fell in love with<br />
the dogs.<br />
I saw how they lit up in<br />
training. My eyes were opened<br />
to the care that went into<br />
ensuring the dogs had a good<br />
life and were in top shape.<br />
Our families now live within<br />
20 minutes of each other in<br />
<strong>Selwyn</strong>. We are breeders,<br />

trainers, owners, and re-homers.<br />
For the past three years, I<br />
have been the Christchurch<br />
Greyhound Racing manager. I<br />
have witnessed the same level of<br />
care we have, going into every<br />
dog.<br />
It is unbelievable the<br />
Government says the ban is<br />
about animal welfare. Yes,<br />
injuries can occur in any<br />
energetic sport, but greyhound<br />
racing has made significant<br />
improvements over the last five<br />
years.<br />
We do everything possible to<br />
prevent injuries, and current<br />
data shows deaths in greyhound<br />
racing are now half those in<br />
horse racing.<br />
It’s still improving. Straight<br />
tracks result in less-than half the<br />
injuries compared to traditional<br />
circular tracks. Due to the ban,<br />
we’ve suspended installing a<br />
straight track at Ashburton.<br />
Our dogs love to race – they<br />
are athletes and are treated as<br />
such.<br />
Last year, we hosted an open<br />
track day with Kiwikiwi Hounds<br />
where owners brought their<br />
retired dogs back to the track.<br />
Some owners believed racing<br />
was wrong, but changed their<br />
minds after their dogs pulled<br />
them onto the track, wanting to<br />
race again.<br />
One of our most beloved dogs<br />
was Quistis Bale. After racing,<br />
she became a mum to three<br />
litters of puppies. She lived in<br />

the house with our family and<br />
loved playing wsith our kids.<br />
She had the kindest energy. She<br />
was our favourite, but every dog<br />
becomes part of the family in<br />
some way.<br />
So, I believe the Government<br />
ban is inhumane. It will bring<br />
an end to a life that about 1500<br />
local greyhounds love, a lifestyle<br />
I have come to cherish deeply,<br />
and an important economic<br />
activity.<br />
The ban will mean $49.1<br />
million dollars lost to the<br />
Canterbury economy.<br />
Before the sport is ended, I<br />
have one request: Come and<br />
meet the people and the dogs<br />
behind the sport. This ban isn’t<br />
about welfare it’s political.<br />

Keeping pets happy and<br />
healthy during winter<br />
As the temperatures drop, it's vital<br />
to ensure our pets are well cared for<br />
during the winter months. Winter has<br />
already brought cold winds, heavy<br />
rains, and even snow in some areas. Just<br />
like humans, pets also feel the chill, and<br />
taking a few simple steps can help keep<br />
them warm, comfortable, and healthy<br />
throughout the season.<br />
Warm and dry shelter is a must. A<br />
cosy spot near a warm part of the house<br />
is ideal. If you have an outdoor pet,<br />
provide a dry, draught-free shelter<br />
that's raised off the ground and<br />
insulated from the cold, waterproof and<br />
windproof. Make sure the bedding is<br />
thick and warm. Change any blankets<br />
regularly to keep them clean and dry.<br />
For indoor pets, avoid placing beds in<br />
cold or damp, uninsulated areas, such<br />
as garages. If you are using heating<br />
options safe for pets, use pet-safe heat<br />
pads and avoid electric blankets. Check<br />
pet doors to ensure they are working<br />
correctly so they can come into the<br />

any outside bowls to ensure the water<br />
hasn't frozen in them.<br />
Outdoor exercise on winter days can<br />
feel like a chore, but pets still need<br />
physical activity and mental stimulation.<br />
Daily walks and dog parks are great,<br />
but in terrible weather, consider indoor<br />
games, toys, and slow- or puzzle feeders<br />
to keep your dog entertained. Exercise<br />
your cat as well with the physical<br />
challenge and fun of puzzle feeders.<br />
Pets who feel the cold or have short<br />
coats can wear pet jackets during<br />
walks to help them regulate body<br />
temperature.<br />
Another advantage of dogs wearing a<br />
jumper or jacket is that it may help older<br />
animals who suffer from arthritis and<br />
other conditions manage the cold better.<br />
A heating pad to sleep on might be a<br />
good idea for your senior or arthritic<br />
pets. If your pet is having difficulty in<br />
winter, seems reluctant to move or is<br />
limping, consult your veterinarian for<br />
advice on how to help them cope with<br />
the cold weather.<br />
People aren't happy sitting in a<br />
freezing car for any length of time, and<br />
pets shouldn't be subjected to the same<br />
conditions, either. Never leave your<br />
pet alone in a car during winter, as the<br />
interior can become dangerously cold<br />
quickly.<br />

Reliable workhorse<br />

It's not a flashy ride like a Lamborghini<br />
or as speedy as a McLaren, and it<br />
doesn't have the sleek looks of an Aston<br />
Martin, but this 1984 John Deere 2140 is<br />
a reliable workhorse on the farm. This<br />
John Deere tractor, with 92 horsepower<br />
and over 10,000 hours of use, is essential<br />
on the farm. It's resilient and gets the job<br />
done!<br />
Lindsay learned to drive on his dad's<br />
Massey Ferguson TEA in the early 60s.<br />
He has owned the John Deere tractor<br />
for <strong>25</strong> years, initially purchasing it from<br />
Southern Tractors in Templeton after<br />
previously owning a Massey Ferguson<br />
165. He needed more horsepower for his<br />
55-acre farm. He thinks many lifestyle<br />

block owners buy a small tractor and try<br />
to do big things with it. Lindsay says it's<br />
what you get used to driving, learning<br />
its capabilities, and getting it to do what<br />
you need. He's also clear that tractors<br />
are just tools for getting the job done.<br />
When asked about the main use of the<br />
tractor, with a grin and with his wife of<br />
49 years looking on, he states, "to dodge<br />
the missus". With general farm work,<br />
the tractor is capable of doing most jobs,<br />
including mowing, baling, and carting<br />
hay. With hydraulics on the front and<br />
back working simultaneously or "third<br />
bank", he can use bale forks, a front-end<br />
loader bucket and even a road sweeper<br />
to pick up and spread animal poop.<br />
Lindsay is solution-focused and has used<br />
the tractor to hold up tree trunks in the<br />

forks while cutting them into rings.<br />
The John Deere is older, and as Lindsay<br />
admits, it doesn't have all the bells and<br />
whistles that the more modern tractors<br />
have. But luckily, it's got an AM radio<br />
to keep him happy! On a small block,<br />
modern features, including GPS controls<br />
or self-steer, may never be needed.<br />
Lindsay thinks modern tractors with<br />
computerised systems have their place,<br />
but if something goes wrong, it can<br />
go wrong "big time". When his tractor<br />
needs repairs, he can still obtain original<br />
parts, stating that it is a very mechanical<br />
tractor that requires an old-school<br />
mechanic who knows about tractors<br />
rather than computerised systems.<br />
Due to ageing and wear and tear, it<br />
has undergone a significant overhaul,<br />
including the replacement of the<br />
hydraulics, turbo, and several windows.<br />
Mechanics can perform many repairs<br />
on the farm or pick it up by truck;<br />
Lindsay has also been known to drive it<br />
to the repair shop. Although not keen to<br />
admit driver error, Lindsay says, "Tree<br />
branches have a habit of walking out in<br />
front of you without you seeing them."<br />
The tractor used to have working air<br />
conditioning, but now open windows<br />
provide natural airflow. With the back<br />
window broken, it led to a memorable<br />
moment where Lindsay came in after<br />
haymaking with his face covered in dirt.<br />
Even though the tractor is shed-stored,<br />
birds appear to be picking bits from<br />
the seat. They have also been known to<br />
build nests in it.<br />
Lindsay says it's hard to justify the<br />
cost of a new tractor, as you're paying<br />
around $1,000 per horsepower. About<br />
the tractor's lifespan, he says, "I think<br />
about that every day. The older it gets,<br />
the more things that can go wrong, but<br />
with good maintenance, it seems to hold<br />
on. There's nothing really that can't be<br />
fixed on it. Give it another 4-5 years of<br />
use, and like me, it can retire".<br />

Winter has well and truly arrived.<br />
While modern vehicles come equipped<br />
with advanced safety features, such<br />
as traction control, stability systems,<br />
collision warnings, and automatic<br />
braking, it's still up to you, the driver, to<br />
ensure your vehicle is operated safely<br />
and to manage seasonal hazards on the<br />
roads.<br />
During this time of year, it's common<br />
to find a thick layer of frost on your car's<br />

been covered. Before<br />
you start driving, take<br />
the time to completely<br />
remove the ice and wipe<br />
away any condensation<br />
from the inside of<br />
the car using a cloth.<br />
Regularly clean the<br />
windscreen with water<br />
and detergent or a<br />
window cleaning product. Also, inspect<br />
your wiper blades and replace them if<br />
they are worn or ineffective.<br />
In winter, a common cause of<br />
accidents, especially at intersections, is<br />
glare from the sun. Use your car's sun<br />
visors effectively, and don't forget that<br />
you can also swivel them to block glare<br />
from the side windows.<br />
Keep your headlights clear and<br />
bright, as dull or foggy headlights<br />
reduce visibility. Fortunately, there are<br />
numerous low-cost and straightforward<br />
ways to clean or restore them. Use your<br />
headlights during dark or rainy days,<br />
and always dip your high beams for<br />
oncoming traffic.<br />
Regularly inspect your tyre tread<br />
depth. Although the legal minimum is<br />
1.5mm, more tread improves grip on wet<br />
or icy roads. If your tyres are slipping or<br />
worn, it's time to replace them.<br />
Winter conditions demand a more<br />
cautious driving style. Drive smoothly<br />
and stay alert, allowing extra time to<br />
react. Maintain a greater following<br />
distance and slow down well before<br />
intersections or corners. Avoid sudden<br />
braking and stay alert for road signs.<br />
Black ice is one of winter's biggest<br />
hidden dangers, and it's not uncommon<br />
to encounter it. It often forms on shaded<br />
roads, bridges, or underpasses, and you<br />
may only notice it when your car starts<br />
to slide. If you hit a patch, don't panic<br />
or brake suddenly. Keep your steering<br />
steady and maintain a consistent speed.<br />
If you're heading to areas where snow<br />
or heavy frost is likely,<br />
carry snow chains and<br />
make sure you know how<br />
to fit them. It's also wise<br />
to keep an emergency kit<br />
in your vehicle. Essentials<br />
include a reflective<br />
warning triangle, a highvis<br />
vest, and a torch. These<br />
could prove lifesaving in<br />
low-visibility breakdown<br />
situations.<br />

Keep its base compact by<br />
clipping plants hard from the<br />
earliest stages of growth and<br />
keep soil around them free of<br />
weeds.<br />
Lonicera nitida, an evergreen<br />
honeysuckle sometimes sold<br />
under the name ‘box’, is<br />
suitable as a close-growing<br />
shelter hedge with small-leaved,<br />
dense growth.<br />
Propagate from cuttings taken<br />
in autumn and winter.<br />
Growing best on moderate to<br />
heavy soils, this honeysuckle<br />
has a root system which does<br />
not travel far into neighbouring<br />
plots.<br />
Golden akeake or akiraho<br />
(Olearia paniculata) and<br />
Escallonia – the pink-flowered<br />
form is best – are other hedge<br />
plants suitable for the vegetable<br />
garden.<br />
They can be grown from<br />
cuttings but a head start will be<br />
achieved if plants two or three<br />
years old are used.<br />
Broad beans and artichokes,<br />
planted in the right position,<br />
will give temporary shelter<br />
to protect tender crops from<br />
strong, early summer winds.<br />

Avoid digging holes for shrubs<br />
in the middle of an uncultivated<br />
area. Circles of cultivated<br />
ground surrounded by firm soil<br />
collect rain water.<br />
Dig over a larger site to<br />
surround the spot where the<br />
shrub is to grow, covering the<br />
soil later with ground cover<br />
plants or wood chips.<br />
Add compost, well-rotted<br />
stable manure, leaf mould or<br />
rotted straw to the soil.<br />
Let this settle for a few days or<br />
weeks before planting the shrub.<br />
Always consider how wide<br />
and tall the shrub will grow and<br />
provide sufficient space.<br />
If planting several in an area<br />
with a main focal point of view,<br />
ensure tall specimens are at the<br />
back and short ones near the<br />
front.<br />
Shrubs suitable for seaside<br />
gardens include rosemary, ngaio<br />
(Myoporum laetum), lilac and<br />
Olearia avicenniaefolia, which<br />
flowers in autumn.<br />
For lime-free soils, try<br />
rhododendrons, azaleas, Kalmia,<br />
daphne, Erica, camellias, Pieris,<br />
magnolia, Gaultheria and<br />
hydrangeas.<br />
For heavy, clay soils, Deutzia,<br />
Pyracantha, Spiraea and Weigela<br />
are suitable.<br />
Tamarix and the spindle tree<br />
(Euonymus) are strong enough<br />
for wind-swept gardens.<br />
Rock rose (Cistus), rosemary<br />
and many South African and<br />
Australian shrubs are suitable for<br />
dry, stony soils.<br />
For shade or beneath trees,<br />
rhododendrons, Cistus and<br />
Viburnum are options.<br />
FRUIT<br />
Blueberries are one of the<br />
most antioxidant-rich fruits<br />
and as higher intakes of certain<br />
antioxidants are believed to<br />
lower the incidence of some<br />
cancers, the popularity of this<br />
fruit is increasing worldwide.<br />
The blueberry is native to the<br />
eastern United States and the<br />
fruit was collected by Native<br />
Americans for centuries before<br />
European settlement but it was<br />
not until the early 20th century<br />
that work was undertaken<br />
on developing large-fruited<br />
hybrids.<br />
Notable in this work was<br />
botanist Frederick Coville<br />
(1867-1937) who had a keen<br />
interest in the foods used by<br />
Native Americans.<br />
In New Zealand, efforts<br />
started in about 1979 to breed<br />
new cultivars with an eye to<br />
developing an export market.<br />
Blue Magic and Tasty Blue are<br />
among the New Zealand-bred<br />
varieties.<br />
There are three main types<br />
of blueberries: highbush,<br />
rabbiteye (the most heattolerant)<br />
and southern<br />
highbush.<br />
Blueberries are often<br />
unsuccessful when tried by<br />
home gardeners, mainly<br />
because they will not do well in<br />
heavy clay soils and hate lime.<br />
Like rhododendrons, they<br />

One of the areas where we feel the<br />
effects of the fast growth of our district<br />
is in our schools. Over the last 18<br />
months, I’ve had an increasing number<br />
of conversations with students and<br />
school leaders, and it was great to<br />
see our education needs become a<br />
national story at the end of last month<br />
with a positive announcement on<br />
much needed investment to support<br />
our children and families.<br />
In May, I had the opportunity to<br />
visit Burnham, Rolleston, Weedons,<br />
Waitaha, Rolleston Christian, Darfield<br />
Primary, West Rolleston, and Tai<br />
Tapu Schools. We discussed the<br />
importance of civic engagement and<br />
encouraged students to present to<br />
Council. Pupils shared their desire for<br />
improved public transport, their love<br />
of the arts, and the value these bring<br />
to our community. I was welcomed<br />
with waiata, and pupils and teachers<br />
also raised important issues around<br />
maintenance and the need<br />
for more greenspaces.<br />

to shape how we plan<br />
for the future of our<br />
district.<br />
Big boost for <strong>Selwyn</strong> Schools<br />
Thank you to Minister Erica Stanford for taking the time to visit <strong>Selwyn</strong> and announce $108<br />
million in education funding for our district. I’m particularly pleased to see land banking<br />
included in this investment to accommodate future growth.<br />
Our local principals provided clear, compelling insight into the infrastructure needs of <strong>Selwyn</strong><br />
when Minister Stanford visited last year. Ministry of Education staff have obviously worked<br />
hard to develop a <strong>Selwyn</strong>-specific education plan, and we appreciate their commitment.<br />
The $108 million funding will support:<br />
• Ten classrooms at Lincoln Primary School<br />
• A 12-classroom expansion with learning support at Ararira Springs Primary<br />
• Six new classrooms at Te Rōhotu Whio in Rolleston<br />
• 12 classrooms, six tech spaces, and a multipurpose room at Te Rau Horopito<br />
• A new 12-classroom block and admin area for Rolleston College’s second campus<br />
• A site purchase and construction of Stage 1 for a primary school in Prebbleton<br />
• A site for a new primary school in Lincoln<br />
This funding is a welcome step toward meeting the education needs of our<br />
growing district.<br />

Youth week<br />
We celebrated the incredible young<br />
people of <strong>Selwyn</strong> with an actionpacked<br />
Youth Week Carnival, hosted by<br />
the <strong>Selwyn</strong> Youth Council.<br />
New Doctor’s Open<br />
I was honoured to officially open the new<br />
Phoenix Healthcare general practice based<br />
in the Toka Hapai Rolleston Health Hub.<br />
This is an important step forward for<br />
<strong>Selwyn</strong>’s healthcare services.<br />
Currently, 32% of <strong>Selwyn</strong> residents are<br />
enrolled with a GP outside of the district.<br />
This shows how much demand we have<br />
and how under-served we are in terms of<br />
local healthcare options. Phoenix Health is a<br />
welcome addition that will ease some of this<br />
pressure and allow more people to access<br />
care closer to home.<br />
The new practice has modern facilities<br />
and is designed to meet the needs of our<br />
growing community. It’s a space where both<br />
patients and health professionals will thrive.<br />
It will play an important role in reducing<br />
travel times for families, improving continuity<br />
of care, and enhancing wellbeing outcomes<br />

It’s great to see the investment we made as<br />
a council in building the health hub is paying<br />
off for our community with important new<br />
health services now available through<br />
the hub.<br />
I remain committed to advocating to central<br />
government for increased investment in<br />
health services in <strong>Selwyn</strong>. Our population<br />
growth has outpaced previous projections,<br />
and our health infrastructure needs to<br />
keep up. The opening of Phoenix Health is<br />
a positive milestone, but there is still more<br />
that central government needs to do to<br />
ensure all <strong>Selwyn</strong> residents have timely and<br />
accessible healthcare.<br />
The event included a vibrant youth<br />
market featuring local stallholders, free<br />
food and drinks thanks to the team at<br />
FRESH!, live performances by talented<br />
young musicians, and a range of games<br />
and inflatable rides. It was a great<br />
opportunity for our young people to<br />
come together, have fun, and showcase<br />
their talents.<br />
This year’s Youth Week theme was<br />
‘Take Our Place – Whai Wāhitanga,’<br />
which encouraged everyone to see the<br />
world through the eyes of youth and<br />
value their perspectives. The Carnival<br />
is not just an event—it’s a celebration of<br />
youth identity, energy, and community<br />
connection. I’m proud of the leadership<br />
shown by our Youth Council and can’t<br />
wait for next year!<br />
Working together for Malvern tourism<br />
Our Council’s Memorandum of<br />
Understanding with KiwiRail continues to<br />
deliver benefits as we focus on unlocking<br />
the tourism potential in <strong>Selwyn</strong> as especially<br />
in the Malvern ward.<br />
I had the privilege of experiencing the<br />
scenic plus carriage on the Tranz Alpine<br />
where KiwiRail has built strong relationships<br />
with <strong>Selwyn</strong>-based suppliers and is<br />
showcasing local produce, offering visitors<br />
a genuine taste of our district. We also<br />
had the opportunity to visit the fantastic<br />
new luxury lodge at Flock Hill with Minister<br />
Matt Doocey. This is a great asset to the<br />
district which exponentially increases<br />
the number of jobs in that beautiful part<br />
of the high country and showcases our<br />
natural environment, adventures activities,<br />
and cuisine to the most discerning of<br />
international travellers.<br />
KiwiRail are valued partners and we and<br />
working toward shared goals. Whether it’s<br />
about tourism growth or ensuring freight<br />
can efficiently move through our region, it’s<br />
all part of building a future-proofed transport<br />
system that benefits <strong>Selwyn</strong> and the wider<br />
Canterbury area.<br />

Eid Gala<br />
The Rolleston Eid Gala is a fantastic<br />
celebration of culture, unity, and<br />
community spirit, organised by the<br />
Rolleston Islamic Trust in partnership<br />
with Age Concern Canterbury.<br />
Held at the Rolleston Community<br />
Centre, this annual event brings<br />
people together from all walks of life<br />
to mark the important Islamic holiday<br />
of Eid al-Adha. The event was open to<br />
all, and guests were invited to bring<br />
a plate of food to share—whether<br />
snacks, sweets, or breakfast items—to<br />
help foster a sense of hospitality and<br />
connection.<br />
The 20<strong>25</strong> Eid Gala took place on<br />
Friday, <strong>June</strong> 6, and featured music,<br />
food, storytelling, and space for<br />
reflection and conversation.<br />
Eid al-Adha honours the story of<br />
Prophet Ibrahim’s devotion and is a<br />
time marked by charity, prayer, and<br />
celebration.<br />
It was a wonderful opportunity to<br />
connect with neighbours, learn<br />
from each other, and celebrate the<br />
diversity that strengthens our <strong>Selwyn</strong><br />
community. I thank all the organisers<br />
for putting together this inclusive and<br />
joyful gathering.<br />
ANZAC Day<br />
April <strong>25</strong>th marked the 110th anniversary of ANZAC Day—the day when New<br />
Zealand and Australian troops landed at Gallipoli in 1915. Since then, ANZAC<br />
Day has been a time to reflect on the service and sacrifice of all those who have<br />
served our country in war and peacekeeping efforts.<br />
I was honoured to attend both the dawn service at Burnham and the<br />
commemorative event in Darfield. These gatherings remind us not only of the<br />
bravery of those who gave their lives but also of the communities they left<br />
behind.<br />
In preparing for ANZAC Day, I came across stories of some of our own:<br />
• Private Thomas Guy of Annat, who died in France in 1918, aged 32.<br />
• Rifleman Mick Harrison of Darfield, a talented sportsman, who died in<br />
Belgium in 1917.<br />
• Rifleman Samuel Haughey, a farm labourer from Darfield, whose resting<br />
place is unknown.<br />
• WWII veteran Charlie McQuorn of Darfield, who served in North Africa<br />
and Italy.<br />
These men were more than soldiers. They were sons, husbands, and community<br />
members whose legacy we carry forward. ANZAC Day gives us a moment to<br />
acknowledge their courage and to ensure future generations understand the<br />
cost of peace and the value of freedom.<br />
Let us also acknowledge those who serve today in our armed forces, emergency<br />
services, and volunteer organisations. Their commitment keeps our country safe<br />
and strong. Lest we forget.<br />

News in Brief<br />
Celebrating with the stars<br />
Mānawatia a Matariki. We’ve had a really fun week of celebrating Matariki with a variety of<br />
community celebrations under the stars. The Mānawatia a Matariki event on on Thursday<br />
was a particular highlight with some amazing kapa haka from our schools and a spectactular<br />
light show.<br />
Our many cultures that we are able to celebrate in Waikirikiri <strong>Selwyn</strong> bring colour, life and<br />
vibrancy to our community and our stars are a beautiful highlight for our district. I look<br />
forward to many more celebrations of community events over the year.<br />
Huge effort to bring relief<br />
A big shout out and thank you to our Emergency Management Team and community<br />
volunteers through last month’s flooding.<br />
During the response, our community volunteers really pulled together, putting in a total of<br />
400 hours, doing welfare checks and needs assessments and providing support to the areas<br />
that needed it the most.<br />
We visited 41 homes directly to speak with people and have been following up with them<br />
after the event.<br />
Mayoral Relief Fund Open<br />
The Mayoral Relief Fund is now open for residents who suffered hardship or damage to<br />
their property during the floods.<br />

It was great to have support from the National Emergency Management Minister<br />
Mark Mitchell, who has provided $50,000 for the fund.<br />
Investing in our future<br />
We are putting a focus on investing in our infrastructure to make sure we are building the<br />
<strong>Selwyn</strong> of the future.<br />
This includes increasing our investment in roading.<br />
Last year, we completed a total of 82.3km of chipseal resurfacing and 9.8km of pavement<br />
rehabilitation across the district. This year, we are planning to complete a total of about 80km<br />
of chipseal resurfacing along with major intersection and roading upgrades.<br />
In the past year, our staff worked hard to deliver<br />
services for <strong>Selwyn</strong>, picking up your rubbish, fixing 4,786 potholes, maintaining 645 reserves<br />
and parks, providing swimming lessons to 13,826 learners, answering 62,116 phone calls from<br />
the public and registering 17,042 dogs.<br />
