Two-Tier Property

Market

Guernsey operates a two-tier

property market: the Local Market

and the Open Market. The Local

Market is primarily reserved for

individuals who hold Employment

Permits or have strong familial ties

to the island.

In contrast, the Open Market

provides a pathway to residency

for newcomers without prior

connections to Guernsey. It allows

individuals who are not eligible

for an Employment Permit to buy

or rent property and establish a

home on the island.

Ease of Relocation

to Guernsey

Relocating to Guernsey is

straightforward for holders of a

UK or Irish passport, those with

UK settled or pre-settled status,

individuals with the Right of Abode,

and their spouses, partners, and

children. These individuals are

eligible to:

• Reside in an Open Market Part A

property (family home), granting

them and their immediate family

the right to live in Guernsey

indefinitely

• Work, if they choose, or live

independently on private income

or investments

• Establish and operate a business,

if desired

There are no minimum income

thresholds, no formal application

process, and no minimum property

spend or wealth requirement—

only the ability to support oneself

without relying on public funds. As

part of your application, a criminal

record check will be carried out.

Tax Benefits

Guernsey offers a competitive and

transparent tax environment, with

generous allowances and tax caps

that are particularly attractive

to high earners. The island’s tax

system complies with international

standards and is supported

by numerous double taxation

treaties and information exchange

agreements. Key highlights include:

• A flat 20% rate of personal

income tax, with no higher rate

for higher earners

• No Inheritance Tax

• No Capital Gains Tax

• No wealth or estate taxes

• Attractive tax caps for individuals

with substantial income

• 0% Corporation Tax for most

businesses

While the system is straightforward,

Locate Guernsey strongly

recommends seeking professional

advice from a qualified local

tax adviser. A list of trusted

practitioners is available

upon request.

Quality of Life &

Work/Life Balance

Guernsey offers an exceptional

quality of life, especially during the

summer months. After work, it’s

common to see residents enjoying

beach picnics, hopping on a boat

to Herm for a relaxing evening, or

taking part in a vibrant mix of sports

and musical events.

The island stands apart with its

absence of fast-food chains, instead

boasting over 120 locally owned

beach kiosks, cafés, restaurants,

and bars. Guernsey also has a lively

cultural and social scene, hosting

literary, food, and photography

festivals that regularly attract

well-known personalities.

Healthcare

While Guernsey is not part of the

NHS, it provides a high standard of

healthcare through a network of

medical centres and the Princess

Elizabeth Hospital. Services such

as GP appointments, A&E visits,

ambulance use, dental care, and

physiotherapy are delivered privately,

but access is straightforward and

waiting times are typically short.

The Medical Specialist Group (MSG),

a private practice of specialist

consultants, delivers consultantled

care. When referred by a GP,

treatment through the MSG is

funded by the States of Guernsey.

The Princess Elizabeth Hospital

functions similarly to a District

General Hospital, with all care led by

consultants, as there are no junior

doctors employed on the island.

Education

Guernsey’s education system closely

mirrors that of the UK, offering

free education through the States

of Guernsey for children up to

the age of 18. The system is broad

and inclusive, encompassing early

years, primary, secondary, post-16

education, special educational needs,

and adult learning across multiple

campuses.

The island is also home to three

independent colleges: Elizabeth

College and Blanchelande College,

which are co-educational, and

The Ladies’ College, which is

exclusively for girls.

Academic standards across all

schools are high, with smaller class

sizes than typically found in the

UK. Students are well-prepared for

further education and regularly

progress to universities around

the world.

Transport links

Guernsey owns its own airline,

Aurigny, which provides regular

flights to most UK regional airports

and twice weekly to Paris. Other

smaller airlines link to Jersey,

Southampton and Edinburgh.

Brittany Ferries provide direct

ferries to France, Jersey and UK

ports Poole and Portsmouth.

“We still work just as hard, but when the day

finishes it’s so quick and easy to get to the sea

or town... we are doing a lot more ‘life’ whilst

the same amount of ‘work’!”

MARK & GEMMA ROBERTS,

RELOCATED FROM UK, MARCH 2021

“Relocating after 30 years abroad felt

daunting, but Locate Guernsey made

it smooth. They clarified complex

immigration steps, connected us

with locals, and welcomed us warmly.

Their support turned a major life change

into an exciting new beginning.”

HONG KONG, 2022
