A tsunami hit coastal areas of Russia’s Kuril Islands and Japan after a
powerful, 8.8-MAGNITUDE EARTHQUAKE struck off the coast of Russia
early Wednesday. Warnings are also in place for Alaska, Hawaii and other
coasts south toward New Zealand.
The Japan Meteorological Agency said a tsunami as high as 60
centimeters (2 feet) had been detected as the waves moved south along
the Pacific coast from Hokkaido to Tokyo Bay. Officials urged caution,
saying that bigger waves could come later. Damage and evacuations were
reported in the Russian regions nearest the quake’s epicenter on the
Kamchatka Peninsula. Water recedes at Hawaii beaches as tsunami

Hawaii Gov. Josh Green said officials observed water receding by 20 to 30
feet (6 to 9 meters) at Haleiwa Harbor on Oahu, the state’s most
populous island, an indication tsunami waves will arrive. The waves
pulling out left boats to lay on dry rock and sand. “That gave us pause,”
Green said. So far no damage has been recorded, but it will take two to
three hours of observation before authorities will be able to determine
whether the event has passed, Green said.

PACIFIC ISLAND NATIONS URGE PEOPLE TO AVOID COASTLINES
Authorities in a number of small island nations in the South Pacific Ocean
urged people to stay away from coastlines, familiarize themselves with
evacuation routes and await further guidance from officials, but did not
order evacuations.
Some tiny and low-lying Pacific Island chains are among the world’s most
imperiled by tsunamis and rising seas.
Cautions to stay away from beaches until any wave surges passed late
Wednesday were issued by officials in Fiji, Samoa, Tonga, Federated

Green said Black Hawk helicopters have been activated and high-water
vehicles were ready to go in case authorities need to rescue people.
“But please do not put yourself in harm’s way,” he said.

TSUNAMI SIRENS SOUND IN REMOTE CALIFORNIA CITY
The small Northern California community of Crescent City turned on its
tsunami sirens to warn residents about possible waves.
“You are hearing a Tsunami Siren. We are under a Tsunami Warning.
Please stay away from beaches and waterways. A predicted wave may hit
at 11:55 pm. We are waiting on additional information about any level of
evacuation,” read a post from the City Hall Facebook account.
The city in rural Northern California has roughly 6,000 residents. A
tsunami in 1964 caused by an earthquake in Alaska caused a wave 21 feet
(6.4 meters) high to hit the city, killing 11 people and destroying its
downtown.
Lines form at Honolulu gas stations. There were long lines at gas stations
near downtown Honolulu, with standstill traffic even in areas away from
the shoreline. A Texaco gas station in the Nuuanu-Punchbowl
neighborhood closed early so that workers could go home. The workers
set out cones at pumps and turned away motorists. Jimmy Markowski,
on a family vacation from Hot Springs, Arkansas, ended up at the closed
Texaco station after fleeing their Waikiki beach resort in a caravan of
three cars carrying 15 people.
“All we’re trying to do is just figure out what we’re going to do for the
next three or four hours,” he said. “We’ve got water, we got some snacks
... we’re going to stay elevated. This is our first tsunami warning ever. So
this is all new to us.” Honolulu resident Kale Aʻi stopped at the station
after spending more than an hour on what would normally be a 12-
minute drive from his home near the coast. He was trying to get to his
grandfather’s house further inland.

LARGER SWELLS HIT JAPAN
A tsunami of 60 centimeters (2 feet) arrived at Hamanaka town on the
northern Japanese island of Hokkaido and Kuji port in Iwate on the main
island, up from the earlier tsunami of 40 cm (1.3 ft), according to the
JMA. A tsunami of 20 cm (7.9 inches) was detected in the Tokyo Bay,
according to the Japan Meteorological Agency.
Shiji Kiyomoto, a JMA earthquake and tsunami response official, said
second or third tsunami waves of tsunami had arrived. Kiyomoto did not
say when tsunami alerts would be lifted, and said high waves may last for
at least a day, urging residents to stay at safe places.
What is a tsunami?
Tsunamis are waves triggered by earthquakes, underwater volcanic
eruptions and submarine landslides. After an underwater earthquake,
the seafloor rises and drops, which lifts water up and down. The energy
from this pushes sea water that transfers to waves.

Many people think of tsunamis as one wave. But they are typically
multiple waves that rush ashore like a fast-rising tide. Some tsunamis are
small and don’t cause damage. Others can cause massive destruction. In
2004, a 9.1 magnitude earthquake struck off the coast of Indonesia,
causing waves that leveled remote villages, ports and tourist resorts

TSUNAMI WARNING ISSUED FOR PARTS OF CHINA
China’s Ministry of Natural Resources’ Tsunami Warning Center has
issued an alert for parts of the country’s east coast along Shanghai and
Zhejiang provinces. The warning forecasts that waves could reach
between 0.3 to 1 meter (1 to 3 feet). Shanghai and Zhejiang are already
under alert as Typhoon CoMay is expected to land in the Zhejiang
province Wednesday.

‘A SERIES OF POWERFUL WAVES’
Dave Snider, tsunami warning coordinator with the National Tsunami
Warning Center in Alaska, said Tuesday evening he had not heard of any
specific reports of damage from the tsunami generated by the 8.8-
magnitued earthquake. Forecasted maximum tsunami heights ranged
from less than 1 foot to about 5 feet (less than 30 centimeters to 1.5
meters) across parts of Alaska, Oregon, Washington and California, with
higher levels projected in isolated areas. The center said some places
could still be feeling impacts from the tsunami for hours or perhaps more
than a day. “A tsunami is not just one wave,” Snider said. “It’s a series of
powerful waves over a long period of time. Tsunamis cross the ocean at
hundreds of miles an hour — as fast as a jet airplane — in deep water.
But when they get close to the shore, they slow down and start to pile
up. And that’s where that inundation problem becomes a little bit more
possible there.”
Hawaii authorities set up evacuation shelters at schools and community
centers Honolulu won’t operate bus trips scheduled to start after 6 p.m.
local time. Drivers still on routes after that and who are in inundation
zones will head to higher ground. “We want everyone to stay safe,” said

The Bay Area is under a tsunami advisory. Communities further north are
under a warning. Tsunami forecast to hit parts of Vancouver Island,
British Columbia The province’s emergency preparedness agency said
waves of less than 30 centimeters (less than 1 foot) were expected to
reach Tofino around 11:30 p.m. Tuesday local time. A tsunami advisory
spans much of British Columbia’s coast and the agency said “multiple
waves over time” were expected. The waves are expected to first reach
remote Langara Island around 10:05 p.m.
The agency said local governments should consider evacuating marinas,
beaches and other areas near the ocean.

MEXICO’S NAVY WARNS PACIFIC COAST TO ANTICIPATE TSUNAMI WAVES
Mexico’s Navy says waves between 30 to 100 centimeters (1 to 3.3 feet)
are expected on the Mexican Pacific coast after the tsunami set off by the
8.8-magnitude earthquake in Russia’s Far East.
In a report, the Navy’s tsunami warning center said the waves will begin
to reach the northern coast in Ensenada, near California, at around 2:22
a.m. Wednesday central time in Mexico, and it will continue south along
the Pacific coast until it reaches the Chiapas states around 7:15 a.m. local
time. The Pacific coast remains under a tsunami advisory, and the Navy
recommended people stay away from the beaches until it suspends an
alert.
900,000 PEOPLE UNDER EVACUATION ADVISORIES IN JAPAN
Japan’s Fire and Disaster Management Agency said so far no injuries or
damage have been reported. The agency, in response to the tsunami
alert, issued an evacuation advisory to more than 900,000 residents in
133 municipalities along Japan’s Pacific coast, from Hokkaido to Okinawa.
The number of people who actually took shelter was not available. A
tsunami of 50 centimeters (1.6 feet) was detected at the Ishinomaki, the
highest detected so far in the aftermath of Wednesday’s earthquake,
according to the Japan Meteorological Agency.

The earthquake at 8:25 a.m. Japan time had a preliminary magnitude of
8.0, Japan and US seismologists said. The US Geological Survey later
updated its measurement to 8.8 magnitude. It appears to be the
strongest anywhere in the world since the March 2011 quake off
northeast Japan that was 9.0 magnitude and caused a massive tsunami
that set off meltdowns at a nuclear power plant.
Only a few stronger earthquakes have ever been measured around the

Connections restored in Russian peninsula hit hard by the earthquake.
Internet and phone connections have been restored in Kamchatka
following the massive earthquake, according to the Russian news agency
Tass. Videos posted on social media showed the façade of a collapsed
kindergarten in Petropavlovsk-Kamchatsky. No casualties were reported.
A port in Severo-Kurilsk, on the Kuril Islands in the Pacific, was flooded
after a tsunami wave hit the area. Russian news agencies quoting the
regional Health Ministry said several people sought medical help in
Kamchatka after the earthquake, but no serious injuries were reported.
TSUNAMI ALERT IN JAPAN COMPLICATES TRANSPORTATION
Ferries connecting Hokkaido and Aomori on the northern tip of Japan’s
Honshu Island were suspended, as well as those connecting Tokyo and
nearby islands. Some local train operations have been suspended or
delayed as well, according to operators. Sendai airport says its runway
has been temporarily closed.

their work schedule in response to the tsunami alert, but so far no
abnormalities have been reported. Tokyo Electric Power Company
Holdings, which operates the tsunami-hit Fukushima Daiichi nuclear
power plant, said about 4,000 workers are taking shelter at higher
grounds on the plant complex while monitoring remotely to ensure plant
safety. Its release of treated radioactive wastewater into the sea is also
temporarily suspended as a cautionary step.

The 8.8-magnitude earthquake was the strongest to hit that area in
Kamchatka since 1952, according to the local branch of the Geophysical
Survey of the Russian Academy of Sciences. In a statement posted on
their Telegram channel, they called the earthquake a “unique event.”
They said the epicenter was near a recent earthquake that struck the
peninsula on July 20. While the situation “was under control,” they said

The final communiqué, endorsed by participating nations, emphasized
that "war, occupation, and displacement cannot bring peace" and
AFFIRMED THE TWO-STATE SOLUTION AS THE ONLY VIABLE PATH TO
MEET THE ASPIRATIONS OF BOTH PALESTINIANS AND ISRAELIS.

The document outlined a comprehensive framework covering

The plan includes the immediate establishment of a transitional

“New York Declaration on the Peaceful Settlement of the Question of
Palestine” OUTLINED A TIME-BOUND PROCESS FOR ESTABLISHING AN
INDEPENDENT, SOVEREIGN PALESTINIAN STATE ALONGSIDE ISRAEL,
WITH SECURITY GUARANTEES FOR BOTH SIDES.
The declaration was endorsed by a broad group of international partners
that had chaired working groups during the conference, including Brazil,
Egypt, Japan, Ireland and the EU, in what ORGANIZERS DESCRIBED AS
AN “UNPRECEDENTED GLOBAL CONSENSUS” ON THE URGENT NEED TO
RESOLVE THE LONG-STANDING CONFLICT.
“The war in Gaza must end now,” the declaration stated. It condemned
the attacks by Hamas against Israeli civilians on Oct. 7, 2023, and the
subsequent Israeli military operations in Gaza that have resulted in largescale
civilian casualties and the destruction of infrastructure.
It warned that a continuing conflict, absent a credible path to peace,
“poses GRAVE THREATS TO REGIONAL AND INTERNATIONAL STABILITY,”
and called for the immediate implementation of a phased ceasefire
agreement, brokered by Egypt, Qatar and the US, to end hostilities,
secure the release of hostages, and ensure the withdrawal of Israeli
forces from Gaza.

The declaration additionally called for the reunification of Gaza and the
West Bank under the control of the Palestinian Authority, and for Hamas
to relinquish power in Gaza and surrender its weapons. A transitional
administrative committee, backed by international partners, would be
established under the authority of the PA, supported by a temporary, UNled
stabilization mission to protect civilians and assist with the security
and governance transitions.

The declaration also pledged broad international support for the
reconstruction of Gaza, endorsing an Arab-Organization of Islamic
Cooperation recovery plan, and announced a forthcoming Gaza
Reconstruction Conference to take place in Cairo. It committed to the
creation of a dedicated international trust fund, reaffirmed the role of UN
Relief and Works Agency, and backed the Palestinian Authority’s agenda
for reforms.
Recent commitments made by Palestinian President Mahmoud Abbas to
hold elections and pursue peaceful statehood, alongside plans for
democratic reforms and enhanced governance, were welcomed. The
SIGNATORIES ALSO CALLED ON ISRAELI AUTHORITIES to halt settlement

DUBAI/LONDON: The first day of the High-Level International Conference
for the Peaceful Settlement of the Question of Palestine sent a unified
message: the path toward Palestinian statehood is taking shape, with
international actors working to chart what France’s foreign minister
described as AN “IRREVERSIBLE POLITICAL PATH” TO A TWO-STATE
SOLUTION.
Co-hosted by Saudi Arabia and France at the UN from July 28 to 30, the
conference seeks to revive global momentum around Palestinian
recognition — momentum that has waned amid Israel’s military
campaign in Gaza triggered by the Hamas-led Oct. 7, 2023, attacks.
“This is a historic stage that reflects growing international consensus,”
Saudi Foreign Minister Prince Faisal bin Farhan told a near-capacity hall
on Monday, adding that THE GATHERING AIMS TO SHIFT THE
INTERNATIONAL ATMOSPHERE DECISIVELY TOWARD A TWO-STATE
SOLUTION.

“This is not simply a political position. Rather, this is a deeply entrenched
belief that an independent Palestinian state is the true keys to peace,”
which he said he envisioned in the form of the Arab Peace Initiative,
presented by Saudi Arabia and adopted by the Arab League in Beirut in
2002.
The conference comes days after French President Emmanuel Macron
pledged to officially recognize the State of Palestine at the UN General
Assembly in September — a move that would make France the first G7
country to do so.
The US, however, declined to participate, saying in a memo that the
meeting was “counterproductive to ongoing, life-saving efforts to end the
war in Gaza and free hostages.”
Washington added that it opposes “any steps that would unilaterally
recognize a conjectural Palestinian state,” arguing such moves introduce
“significant legal and political obstacles” to resolving the conflict.
Israel, which faces mounting international pressure over the
humanitarian crisis in Gaza — where the UN says starvation is taking hold
— also boycotted the meeting.
French Foreign Minister Jean-Noel Barrot said the wide attendance at the
conference proved “the consensus and the mobilization of the
international community around the appeal for an end to the war in
Gaza.” He urged participants to view the gathering as “a turning point —
a transformational juncture for implementing the two-state solution.”
“We have begun an unprecedented and unstoppable momentum for a
political solution in the Middle East, which is already beginning to bear
fruit,” Barrot said, citing tangible steps such as “recognition of Palestine,

normalization and regional integration of Israel, reform of Palestinian
governance, and the disarmament of Hamas.”
While the 1947 UN Partition Plan originally proposed separate Jewish
and Arab states, Israel’s far-right government continues to reject any
form of Palestinian statehood, advocating instead for the permanent
annexation of land and, in some cases, the expulsion of Palestinian
residents.
“This conference does not promote a solution, but rather deepens the
illusion,” said Danny Danon, the Israeli ambassador to the UN, on
Monday, accusing organizers of being “disconnected from reality” by
prioritizing Palestinian sovereignty over the release of hostages and the
dismantling of Hamas.
The future of Hamas and Israeli settler violence dominated discussions
on the first day and are expected to remain a focus throughout the
conference.
Juan Manuel Santos, the former Colombian president and Nobel Peace
Prize laureate, told the conference that the current Israeli government is
“pursuing a greater Israel through the destruction of Gaza, illegal
settlement expansion and the annexation of the occupied West Bank and
East Jerusalem.”
He called on nations to recognize the State of Palestine, saying it would
send a clear message that Israel’s “expansionist agenda will never be
accepted and does not serve their true interests.”

Intervening on the issue, Palestinian Prime Minister Mohammad Mustafa
described Gaza as the “latest and most brutal manifestation” of the crisis.
“The idea that peace can come through the destruction or subjugation
of our people is a deadly illusion,” he said, arguing that the Palestinian
people — and not Hamas — “have demonstrated an ironclad
commitment to peace in the face of brutal violence.”

Israel has defended its actions as essential to national security and has
signaled its intention to maintain military control over Gaza and the West
Bank after the war. But on Monday, several speakers insisted that true
security cannot exist without peace.
“Just as there can be no peace without security, there can be no security
without peace,” said Italian representative Maria Tripodi.
Participants proposed building an inclusive regional security framework
modeled after the OSCE or ASEAN, focused on negotiations and policy
rather than military control.
Qatar’s representative emphasized that while a ceasefire and increasing
the flow of humanitarian aid remain the immediate goals, lasting peace
requires a two-state solution, tackling root causes, protecting
independent media, and countering hate speech.
Egyptian Foreign Minister Badr Abdelatty said Cairo has “intensified
efforts” to end the war, resume aid, and provide security training to
forces that could help create the conditions for a viable Palestinian state.
The humanitarian crisis in Gaza loomed large over discussions. With the
territory’s health and food systems in a state of collapse, the UN has
warned that famine is already unfolding in parts of the enclave, where
hundreds of thousands remain trapped.
Despite mounting international pressure, Israel has maintained tight
control over land access and aid convoys, increasing the allowance of
humanitarian convoys entering the enclave on Sunday — efforts that
humanitarian groups say are insufficient, erratic, and dangerous.
Ahmed Aboul Gheit, secretary-general of the Arab League, warned that
“a new Middle East will never emerge from the suffering of Palestinians.”

Peace, he said, will not come through “starvation, deportation or total
suppression,” and cannot exist while occupation and apartheid persist.
Prince Zeid Ra’ad Al-Hussein, former UN high commissioner for human
rights, urged the international community to define a clear and pragmatic
plan for a new and independent Palestine.
“A vision is not for today’s emotional audit,” he said, but for a new
tomorrow for both Israel and Palestine. This is why, “a two-state solution
would have to be practical to gain support” and “wholesale vagueness
about the end game is not strategic; it is dangerous.”

He advocated for a “cleverly designed, regionally anchored security

Addressing delegates, UN Secretary-General Antonio Guterres said the
conflict had reached a “breaking point,” and urged a shift from rhetoric

The EU and Gulf countries agree on the urgent need for a ceasefire
agreement, she added, and a diplomatic track that guarantees security
for both Israelis and Palestinians. Suica said the role of the EU extends
beyond diplomacy to include direct financial support, particularly for
efforts to strengthen the Palestinian Authority.
“We don’t want to be only a payer, we want to be a player,” she added.
“We are financing the Palestinian Authority because we think we have to
empower them to be our interlocutor on the ground.”
While the lead diplomatic role lies with the EU’s foreign policy chief, Kaja
Kallas, Suica said her own focus is on the economic dimension,
particularly reconstruction and institutional development in a postwar
Gaza. She confirmed that the EU would launch a DONORS’ PLATFORM IN

disbursed. The EU is also supporting the UN Relief and Works Agency, the
only organization currently able to provide services such as healthcare
and education on the ground.
“But ultimately, our goal is for the Palestinian Authority to take over these
services,” Suica said, UNDERLINING THE LONG-TERM VISION OF THE EU
FOR A VIABLE, INDEPENDENT PALESTINIAN STATE.

She acknowledged the complexities involved in dealing with the Israeli
government, but said that while “Israel breached Article Two” of the EU-
Israel Association Agreement, there was no consensus among EU
member states for an outright suspension of the agreement. “We need a
channel of communication with Israel. If we block everything, who is our
interlocutor?” she said, while pointing to mounting pressure from public
opinion and the media as other possible drivers for Israeli policy shifts.
The EU remains united, however, on one key issue: the need for
humanitarian aid for the people of Gaza.
“All member states are on board,” Suica affirmed, and she criticized Israeli
authorities for the slow implementation of previous humanitarian
agreements, including the limited opening of border crossings to allow
aid to enter Gaza.

Nor did she mince her words when discussing Israeli policies in the West
Bank, noting that tax revenues owed to the Palestinian Authority —
money that is crucial for maintaining public services and governance —
have been withheld for the past three months. She also denounced a rise
in settler violence, which she said UNDERMINES PROSPECTS FOR A TWO-
STATE SOLUTION.
“Violent settlers on the ground is not acceptable,” Suica said. “We’ve had
one or two rounds of sanctions, but for more we need unanimity, and
that’s always a problem within the EU.”

INTRODUCTION” AHEAD OF THE UN’S GENERAL ASSEMBLY WEEK IN

RIYADH: Saudi Arabia’s ambassador to the US said on Tuesday that the
TWO-STATE SOLUTION TO THE PALESTINE-ISRAEL CRISIS REMAINS THE

Jonathan Harounoff, the international spokesperson for Israel’s mission
at the UN, confirmed that his country would not participate in any
conference that “doesn’t first urgently address the issue of condemning
Hamas and returning all of the remaining hostages.” The US also
boycotted the event.
Israel’s Prime Minister Benjamin Netanyahu, for whom the International
Criminal Court issued an arrest warrant in November in connection with
its investigation into war crimes during Israel’s war against Hamas in
Gaza, said the international conference “rewards terrorism” and accused
France of helping to legitimize what could become “an Iranian proxy
state.”
The UN’s humanitarian chief, Tom Fletcher, on Sunday warned that the
situation in Gaza was dire, with widespread hunger, children wasting
away and people risking their lives in their attempts simply to obtain
food.
While recent moves by Israeli authorities to ease restrictions and allow
more aid into the territory represented a step forward, he said, it was not
enough. Vast quantities of aid, safe access routes, consistent supplies of
fuel, efforts to protect civilians, and an immediate ceasefire are urgently
needed to prevent further catastrophe, he added.

France is hoping that Britain will take this step. More than 200 British
members of parliament on Friday voiced support for the idea, but Prime
Minister Keir Starmer reiterated that recognition of a Palestinian state “must

ANTONIO GUTERRES SAID AT THE MEETING “THE TWO-STATE SOLUTION is

According to an AFP database, at least 142 of the 193 UN member states
— including France — now recognize the Palestinian state proclaimed by
the Palestinian leadership in exile in 1988.
In 1947, a resolution of the UN General Assembly decided on the
partition of Palestine, then under a British mandate, into two
independent states — one Jewish and the other Arab. The following year,
the state of Israel was proclaimed. FOR SEVERAL DECADES, THE VAST
MAJORITY OF UN MEMBER STATES HAVE SUPPORTED THE IDEA OF A
TWO-STATE SOLUTION, WHICH WOULD SEE ISRAEL AND A PALESTINIAN
STATE EXISTING SIDE-BY-SIDE.
But after more than 21 months of war in Gaza, the ongoing expansion of
Israeli settlements in the West Bank, and Israeli officials declaring designs
to annex occupied territory, it is feared a Palestinian state could become
geographically impossible.
The current war in Gaza started following a deadly attack by Hamas on
Israel, which responded with a large-scale military response that has
claimed tens of thousands of Palestinian lives and destroyed most basic
infrastructure in the enclave. This week’s conference comes at a moment
when “the prospect of a Palestinian state has never been so threatened,
or so necessary,” Barrot said.

Beyond facilitating conditions for the recognition of a Palestinian state,
the meeting will focus on three other issues — reform of the Palestinian
Authority, disarmament of Hamas and its exclusion from Palestinian
public life, and NORMALIZATION OF RELATIONS WITH ISRAEL BY ARAB
STATES. However, no new normalization deals are expected to be
announced at the meeting, according to a French diplomatic source.
On the other hand, “for the first time, Arab countries will condemn
Hamas and call for its disarmament,” Barrot said. Jordan’s Foreign
Minister Ayman Safadi said “we’ve got to act to stop Israeli unilateral
actions that undermine the two-state solution, including settlements,
land confiscation, encroachments on the holy sites and attempts to
change the demographic composition of the West Bank and Gaza.”
Israel and the United States were not taking part in the meeting, amid
growing international pressure on Israel to end nearly two years of war
in Gaza. Despite “tactical pauses” in some military operations announced
by Israel, the humanitarian catastrophe in the ravaged coastal territory is
expected to dominate speeches by representatives of more than 100
countries as they take the podium.
Israeli Ambassador to the UN Danny Danon said “this conference does
not promote a solution, but rather deepens the illusion.” Bruno Stagno,
chief advocacy officer at Human Rights Watch, said “more platitudes
about a two-state solution and peace process will do nothing to advance
the conference’s goals, nor to halt the extermination of Palestinians in
Gaza.”

UNITED NATIONS: Ever since the partition of Palestine into Jewish and
Arab states in 1947, the United Nations has been inextricably linked to
the fate of Palestinians, with the organization meeting this week hoping
to revive the two-state solution.
Here is a timeline on the issue:
In November 1947, the UN General Assembly adopted Resolution 181
dividing Palestine — which was then under British mandate — into
Jewish and Arab states, with a special international zone for Jerusalem.
Zionist leaders accepted the resolution, but it was opposed by Arab states
and the Palestinians.
Israel declared independence in May 1948, triggering the Arab-Israeli
war which was won convincingly by Israel the following year.
Around 760,000 Palestinians fled their homes or were expelled — an
event known as the “Nakba,” Arabic for “catastrophe,” which the United
Nations only officially commemorated for the first time in May 2023.
In the aftermath of the Six-Day War of 1967, the UN Security Council
adopted Resolution 242, which called for the withdrawal of Israeli forces
from territories occupied during the conflict, including the West Bank,
Gaza and east Jerusalem. But linguistic ambiguities between the English
and French versions of the resolutions complicated matters, making the
scope of the required withdrawal unclear.
In November 1974, Yasser Arafat, head of the Palestine Liberation
Organization (PLO), gave his first speech to the UN General Assembly in
New York, saying he carried both “an olive branch and a freedom fighter’s
gun.”

Days later, the UN General Assembly recognized the Palestinians’ right to
self-determination and independence. It granted UN observer status to
the PLO as a representative of the Palestinian people.
One of the strongest peace initiatives did not come from the United
Nations.
In 1993, Israel and the PLO — which in 1988 unilaterally declared an
independent State of Palestine — wrapped up months of secret
negotiations in Norway’s capital Oslo.
The two sides signed a “declaration of principles” on Palestinian
autonomy and, in 1994, Arafat returned to the Palestinian territories
after a long exile and formed the Palestinian Authority, the governing
body for the Gaza Strip and the West Bank.
UN Security Council decisions on how to treat the Palestinians have
always depended on the position of the veto-wielding United States.
Since 1972, Washington has used its veto more than 30 times to protect
its close ally Israel. But sometimes, it allows key resolutions to advance.
In March 2002, the Security Council — at Washington’s initiative —
adopted Resolution 1397, the first to mention a Palestinian state existing
alongside Israel, with secure and recognized borders.
In December 2016, for the first time since 1979, the Council called on
Israel to stop building settlements in the Palestinian territories — a
measure that went through thanks to a US abstention, just before the
end of Barack Obama’s White House term.
And in March 2024, another US abstention — under pressure from the
international community — allowed the Security Council to call for an

immediate ceasefire amid Israel’s offensive on Hamas in Gaza, sparked
by the militants’ October 7 attack. That measure came after the United
States blocked three similar drafts.
In 2011, Palestinian Authority president Mahmoud Abbas initiated the
process of requesting membership of the State of Palestine to the UN,
which required a positive recommendation from the Security Council,
followed by a favorable vote from the General Assembly.
In the face of opposition from the United States, the process was halted
even before a vote in the Council. The following year, the General
Assembly granted the Palestinians a lower status as a “non-member
observer State.” In April 2024, the Palestinians renewed their request to
become a full-fledged member state, but the United States vetoed it.
If the Palestinian request had cleared the Security Council hurdle, it
would have had every chance of being approved by the necessary twothirds
majority in the Assembly. According to an AFP database, at least
142 of the 193 UN member states unilaterally recognize a Palestinian
state. In the absence of full membership, the Assembly granted the
Palestinians new rights in 2024, seating them in alphabetical order of
states, and allowing to submit resolution proposals themselves for the
first time.

WHY MACRON’S RECOGNITION MOVE IS SIGNIFICANT

This was much touted, not least by the French leader himself, even when
addressing the UK Parliament. Finally, he has confirmed his commitment,
no doubt trying to carve out some legacy in his last two years of office
and to show that France is still relevant on the world stage.
Will this matter? FRANCE JOINS 147 OTHER STATES IN MAKING THIS
MOVE. It will be the first G7 member to do so. Sweden, Spain, Ireland
and Slovenia are so far the only EU member states to have made the
move while being part of the bloc, so Macron’s announcement is
significant. Several other European states did so in the 1980s, including
Poland and Hungary during the communist era.
Who else might follow suit? France’s move will look wiser if others follow.
Belgium is a candidate. It has been one of Europe’s most ardent critics of
Israel. Reports indicate it might make a decision in EARLY SEPTEMBER.
Canada is also a possibility. However, Italian Prime Minister Giorgia
Meloni veered away from this. And Germany is unlikely to shift.
Then there is the UK. Many hoped that Prime Minister Keir Starmer
would consent to a joint position with France. A British-French
recognition would have carried more weight. The two colonial powers,
the co-authors of the 1916 Sykes-Picot Agreement, the two European
members of the UN Security Council working together symbolically
would have had strength. This option has been much debated in Britain
over recent months. The government never ruled it out, arguing it was
waiting for clarity from the French side.
In the end, Starmer has not bitten despite 221 British members of
Parliament writing to him to push for this. Starmer had a choice: either
side with US President Donald Trump or join Macron. He chose the
former.

It is a reward for the Palestinian national movement, represented by the
PLO and dominated by Fatah. Palestinians have tended not to be nearly
as excited as some politicians in Europe, or even the Western media.
Why, many ask, was this not done more than a decade ago or even
earlier? Then, there would have been a genuine dynamic toward some
form of solution. Why only now as Gaza burns and the Israeli colonization
of the West Bank is on steroids? It is now only recognizing a failed dream,
not a likely reality.
In a choice between recognition and a ceasefire with proper aid access,
those in Gaza would definitely take the latter. Talking to Palestinians in
Gaza, many dismiss such symbolic gestures. To survive, they need food
and water, even above a ceasefire. DEATH BY BOMBING OR SHELLING IS
FAR MORE PREFERABLE FOR THEM AND THEIR FAMILIES THAN THE
HORROR OF DEATH BY STARVATION OR THIRST.

stop the Israeli attacks on tents in the so-called safe zone. Critics, largely

RIYADH: STARGAZERS ACROSS SAUDI ARABIA AND THE WIDER REGION
ARE IN FOR A CELESTIAL TREAT IN THE EARLY HOURS OF WEDNESDAY,
JULY 30, as the annual Delta Aquariid meteor shower reaches its peak.
According to the Saudi Press Agency, weather and moon conditions are
expected to offer ideal viewing, especially in areas away from city lights.
Majed Abu Zahra, head of the Jeddah Astronomical Society, said the best
time to observe the meteor shower will be after 3 a.m. local time, when
the radiant point in the constellation Aquarius climbs higher in the
southern sky.
The early setting of the moon will also ensure darker skies for stargazing.
Observers can expect approximately 18 meteors per hour during peak
activity, potentially reaching 25 under ideal conditions.
Abu Zahra noted that these fast-moving meteors often produce bright
trails and occasional fireballs.
While visible in both hemispheres, the Delta Aquariids are best seen from
the tropics and and southern lattitudes, where the radiant point sits
higher above the horizon.
Abu Zahra noted that no special equipment is needed, just a clear, dark
sky, as well as allowing 20 minutes for eyes to adapt to darkness and
committing at least one full hour to observation for optimal results.
The Delta Aquariid shower occurs annually between July 12 and Aug. 23
as Earth passes through debris left by Comet 96P/Machholz.
Dust particles ignite upon entering the atmosphere at 41 kilometers per
second, vaporizing at altitudes of 70-100 kilometers to create luminous
streaks.
