Philip Arps
BY DYLAN SMITS
White supremacist Philip Arps
is making a bid for the city’s
mayoralty.
Arps gained notoriety for
sharing the livestream video of
the March 2019 mosque attacks
filmed by the terrorist Brenton
Tarrant who murdered 51
people at Al Noor Mosque and
Linwood Islamic Centre.
He shared
the video with
30 people and
asked a friend to
modify the video
by editing in
cross-hairs and
a ‘kill-count’.
When
interviewed
by police he Philip Arps
described the
video as “awesome”.
Arps was charged with
distributing an objectionable
publication. He pleaded guilty
and was sentenced to 21
months prison in June, 2019.
At one of his court appearances,
Arps distributed
holocaust denial material to
journalists and the public.
He was released on bail in
January, 2020 but sent back to
prison for four months in April,
2023 due to a range of breaches
to release conditions.
About two weeks before
he was sent back to prison,
Arps threatened his ex-wife’s
partner.
Player gets lengthy ban for king hit
BY SAM COUGHLAN
The rugby player who
sucker-punched an opponent
in a club match has been
banned for 28 games –
effectively ruling him out of
the sport for two years.
The Christchurch premier
reserve grade player ran into a
melee from fullback in a match
against Marist Albion on June
28 at South Hagley Park, striking
an opposition player from
behind with a wild swinging
king hit-type punch.
The incident was captured on
video and sent to The Star by a
spectator.
The Christchurch player was
ordered off by the referee, but
he then got involved in a scuffle
with a touch judge on the sideline
– a Marist Albion player on
the bench filling in the role.
That led to another fight
between players and the match
was prematurely ended by the
referee when Marist Albion
was leading 43-0. Other incidents
off the field involving the
player followed.
The player, and a teammate,
were expelled from the
Christchurch club following the
incidents before Canterbury
Rugby Football Union made its
28-match ban ruling.
“I think it’s justified. It’s an
outcome that was not unexpected,”
said Marist Albion
president Brendan Callaghan.
Christchurch chair Mark
Arneil also supported the
outcome.
But he would not answer
questions about why a second
player was also expelled from
the club, other than confirming
his involvement in the incident.
The CRFU would not answer
questions about the second
player who was expelled from
the club or say if he too had
been stood down from matches.
$500 knockout bid secures
quake damaged properties
Neighbours who joined forces to
sell their earthquake damaged
properties have walked away
with an extra $322,500 after
an auction frenzy involving 13
registered bidders.
The two cross-lease properties
on Aikmans Rd, Merivale, had
only been on the market for two
weeks when an offer of $1.43
million pulled forward the sale,
OneRoof reported.
The auction
at Harcourts
Grenadier
was packed,
but the fight
quickly became
a struggle
between two
developers. The
knockout blow
was an extra
$500 bid in the
end.
Sean Innes
Harcourts listing agent Sean
Innes said his clients were
“exceptionally happy” with the
result – $1.7525m.
The properties had been damaged
in the earthquake and
sold “as is, where is”. The owners
had decided to sell together
so they could present buyers
with a single 617sq m freehold
section.
“They knew their properties
were worth more together than
individually,” he said.
Innes said buyers recognised
The cross-lease properties on Aikman’s Rd, Merivale, sold under hammer for $1.7525m. Below – the nearby Cox St section,
which sold recently for $1.545m, set a high bar for development land in the suburb.
the value of the land and
the location. Innes said the
Aikmans Rd sale and the
$1.545m sale of a vacant section
in nearby Cox St had set a high
bar for development land in the
suburb. Both fetched more than
$2500 per sq m.
“Merivale is undergoing a lot
of regeneration at the moment,”
Innes told OneRoof.
Harcourts agent John Fulton,
who sold the Cox St section,
told OneRoof in May that vacant
land in Merivale was highly
prized by developers.
The 586sq m Cox St section
was bought by downsizers who
had been unable to find an
existing house that met their
needs and decided to buy the
section to build their next home.
They fought off a developer who
wanted to build two high-end
homes on the section.
Protest against
greyhound racing ban
About 100 greyhound racing
industry members will protest
outside the National Party’s
conference at the Air Force
Museum of NZ in Wigram on
Sunday. They are opposing
the Government’s ban on
greyhound racing which will
come into effect next July. The
protestors say they are against
the perceived hypocrisy of the
Government as it continues
to allow the broadcast of
Australian greyhound racing
and betting while banning the
sport in New Zealand.
Lyttelton Club
lease delayed
The move to lease the iconic
Lyttelton Club to the
Armadillos restaurant chain
has been delayed until the
start of September. The club
has had issues getting the
business licence changed
with the city council. But club
governance group member
Steve Gallop said the plan to
lease and renovate the club
remains unchanged. Until the
leasing plan was confirmed
in May, the club was at risk of
closing.
A tradie managed to escape after his van hit black ice and plunged into the Halswell River.
A tradie had a miraculous
escape when his van struck
black ice and plunged into the
Halswell River.
The driver lost control heading
south on River Rd, near the
intersection with Carters Rd,
between Lincoln and Tai Tapu,
about 11.30am on Friday.
The van slid into the grass
verge, careered about another
40m before tumbling down
the bank and into the river,
where it was almost completely
submerged.
It stayed upright and the carpet
company driver escaped.
And, soon after police
arrived, another vehicle got
into trouble on the ice.
“Watch out, watch out,” yelled
the police officer to The Star
editor Barry Clarke and another
person who were at the scene
soon after the crash.
Said Clarke: “We looked up
and a car travelling north was
sliding and snaking and coming
right towards us. It wasn't going
that fast, but it was too fast for
black ice.
“We stayed where we were
waiting till the last moment to
see where the car would end
up before making a call which
way to get out of the way if we
needed to.
“The driver was holding onto
“She did a pretty good job but
whether it was luck or good management
that she didn't slam into
us, who knows. She was clearly
shaken.”
Clarke said the stretch of road
where the van went into the
river was heavily shaded, even
though it was late morning.
He was also charged with
He pleaded not guilty to the
Should businesses pass on PayWave costs?
Finance Minister Nicola Willis
says when a ban on contactless
card payment surcharges
comes into effect, businesses
should pass on the cost to
customers – if they can't
absorb it.
The Government plans to ban
surcharges on contactless card
payments no later than May
2026.
Commerce and Consumer
Affairs Minister Scott Simpson
announced the change on
Monday.
Said Simpson: "That pesky
note or sticker on the payment
machine will become a thing of
the past.
"Shoppers will no longer
be penalised for their choice
of payment method, whether
that's tapping, swiping or using
their phone's digital wallet."
The ban builds on the
Commerce Commission's
recent decision to reduce the
interchange fees imposed on
businesses for accepting Visa
and Mastercard payments.
Willis said
that change
has led to
an average
reduction in
costs for a small
business of
about $500 a
week.
"So our
Nicola Willis
concern has
been, now that reduction has
happened, how do we make
sure that gets passed through to
you, when you're at the shop?
“What's to stop the retailer
just charging you the same fee,
even though their costs has
dropped."
Banning the fee was the
simplest and most transparent
thing to do, Willis said.
Businesses need to treat the
interchange fee like any other
cost in their business "and just
include it in the price tag on the
shelf", she said.
But the retail sector is
warning prices may need to rise
at restaurants and cafes due the
ban.
Retail New Zealand chief
executive Carolyn Young said
retailers are not happy with the
change and have told them they
will increase prices as a result.
More people will use
contactless payments as a result
of the change, she said.
“It means that a retailer, a
higher percentage of their
transactions will incur a fee
so any savings that they may
have seen from the interchange
fee, they’ll be countered by the
fact that a higher percentage
of transactions will incur a fee
anyway.”
Young said retailers were
already having a hard time
trying to stay open.
Matthew Lane is the
general manager of 54
Night ‘n Day shops around the
country and has never put a
surcharge on payments.
“We fold it into the . . .
overall cost of business, we
never charged it . . . we like to
keep things consistent to the
customer,” he said.
While Lane welcomed the
ban on PayWave surcharges,
he said it was the interchange
fee which was a massive cost to
business.
“For context, one of our
stores paid over $80,000 to the
merchant provider over the last
year and that’s just a massive
cost to business for simply a set
payment in store.”
Contactless payments being
used more as a result of a
surcharge ban would further
diminish savings, he said.
He questioned whether the
reduction of the interchange
fee went far enough and said
it was likely some businesses
would revert back to offering
only eftpos for transactions.
When asked if she thought
the ban would lead to
inflationary prices, Willis said:
“I think that overall, people will
charge the price that they think
they can get away with.”
The change doesn’t
include international credit
card payments or online
payments.
Willis said these payments
were usually much more
expensive to process and
people using these systems
have to pay a bit more because
they are protected from things
like online scams and fraud.
cost of PayWave surcharges to
customers?
Double duty: Mischievous twins
Identical twins Bob and Rolly
Janek arrived in New Zealand
as refugees with their family.
They went on to serve in
the air force, despite their
father’s harrowing wartime
experiences. Geoff Sloan
speaks to the brothers about
survival, service, and a fair bit
of mischief
After their family fled Europe to
escape the Russians after World
War 2, identical 67-year-old
twins Robert ‘Bob’ and Roland
‘Rolly’ Janek were determined to
serve their new country, enlisting
in the air force as soon as they
could despite what their father
had been through.
ANNIVERSARY
Their Hungarian father, Joseph
Zolten Janek, had been a pilot
before the war and was conscripted
into the Luftwaffe,
Germany’s air force, serving in
France, Germany and Russia.
“He had no choice. He would
have been shot otherwise, and
his family taken away,” Bob said.
Janek flew Junkers Ju 88 bombers
and Ju 87 Stukas before
switching to the Messerschmitt
ME109 fighter plane.
“He did a lot of his fighting in
Stalingrad as a 109 fighter pilot
and was shot down twice. The
first time was from anti-aircraft
The second time Janek was
shot down, he was captured by
Rolly (left) and Bob Janek both served in RNZAF but were never stationed together.
the Russians and imprisoned for
six months before escaping.
“He flew from the start of the
war right through until the end.
He was very lucky to survive,”
Bob said.
When the war ended, Janek
was one of about 2000 men
rounded up by the Russians and
forced to clear minefields, digging
up the explosives by hand.
“He had to do that for five
years. A lot of his friends got
blown up – he was one of about
700 who survived,” Bob said.
After being released, Janek
took part in the 1956 Hungarian
Revolution, an ultimately
unsuccessful attempt to free the
country from Soviet control.
The 15-day uprising was
crushed by Soviet tanks and
troops, killing or wounding thousands
of Hungarians.
After the revolution failed, the
Janeks joined the 250 million
Hungarians fleeing the country.
“Unfortunately my dad’s
brother was shot and killed by
the Russians as they made their
escape through swamps to reach
the Austrian border,” Bob said.
Joseph and Maria Janek successfully
made it to Austria
where Bob and Rolly were born.
Bob said his dad never felt safe,
always looking over his shoulder
for the Russians, so in 1961
the construction engineer and
his family were accepted by New
Zealand as refugees.
“It would have been hard for
in Auckland with two three-yearolds,
two suitcases and only £6.
“I honour him for doing what
he had to do to survive, and look
after his family,” Bob said.
Growing up in Point Chevalier,
Auckland, the twins watched
military aircraft coming and
going from the airbase at
Whenuapai, both deciding to join
the Royal New Zealand Air Force
when they turned 18.
Bob, who had always wanted to
be a firefighter, joined the Crash,
Fire, Rescue Unit, while Rolly
became a military police officer.
The pair said their father
was upset when they enlisted in
1976.
“He didn’t talk to us for a year.
He didn’t want us to go through
what he did, but eventually he
came around,” Rolly said.
The new recruits were flown to
RNZAF Base Wigram to start their
training.
“As soon as we got off the
aircraft we heard one of the
general service instructors say
‘Oh no, f***ing twins’.”
tell their tale of air force antics
Rolly said they gave the
instructors hell.
“We got away with blue
murder. They couldn’t tell us
apart, and we also had the same
initials – RJ,” he said.
Bob said one night he was
spotted visiting a “wee lassie” in
the women’s barracks.
“I jumped out of a secondstorey
window and escaped. The
instructors tried to charge me
but I said no, it was my brother.
But he denied it and said it was
me.”
The investigation was dropped
because they couldn’t identify
which twin was responsible.
Bob’s quick footwork
earned him the nickname ‘The
Hare’, while Rolly’s fondness
for champagne earned him
‘Bubbles’.
However, there were occasions
when the mischievous pair came
unstuck.
“One of our instructors was a
corporal called Digby Bentley.
One night we both snuck off the
base into town and got t-shirts
made up saying ‘Digby Bentley:
Public Enemy Number One’. We
got into a lot of trouble for that,”
Rolly said.
The twins had to clean toilets
and scrub floors for two weeks as
punishment, Bob said.
Rolly was posted to RNZAF
Base Ohakea after completing
his military police training, while
Bob remained at Wigram.
Three years later, Bob was
transferred to the air force
base at Ohakea, only to find
Rolly (left) and Bob Janek served for 20 years in the RNZAF. Joseph and Maria
Janek were married in 1957. Bob Janek with fellow firefighters during a formal
Operation Wise Owl evening function in 1985.
Rolly had just been posted to
Whenuapai. “We were never
allowed to be on the same base
together. I think we were too
much trouble,” Rolly said.
Even when they did catch up,
things didn’t always go smoothly.
Said Bob: “I was visiting the
base at Whenuapai where Rolly
was stationed, and he was on gate
duty instructing all the vehicles to
reverse into the car parks.
“I told Rolly to f*** off and
parked nose first.”
Rolly said Bob just wanted to be
stubborn. “He thought because I
was his brother, he could push it,
but I was a corporal and he was
still a trainee.
“Bob kept mouthing off so I
threw him in the back of the
Morris Minor police van, and
bounced him around in the back
a bit as we drove to the cells
where he cooled off overnight,”
Rolly said.
When the military police
disbanded in the late 1980s, Bob
suggested Rolly join him in the
Crash, Fire, Rescue Unit.
“But they still never let us
serve together,” Bob said.
Over two decades in the
RNZAF, Bob responded to 17
plane crashes, some of them
fatal.
“I saw some pretty bad stuff.
To deal with it, I just (mentally)
put it in a bag, and froze it.”
After his stint with the
air force, Rolly joined the
firefighting crew at Hamilton
Airport, before becoming
maintenance co-ordinator at
Waikato University. Bob retired
from the air force in 1996 and
shifted to Christchurch where he
spent nine years loading aircraft
for Air New Zealand before
becoming a steward.
However, his aviation career
was halted when he was badly
hurt in the February 2011
earthquake.
Bob now volunteers as a guide
at the Air Force Museum in
Wigram. He works alongside
Chris Checketts, the son of
World War 2 fighter ace Johnny
Checketts, who also flew in
Europe during the war.
“We haven't been able to find
any records of my dad’s forced
service with the Germans. But
it's possible our dads may have
met each other in combat,” Bob
said.
Every Easter, Bob spends
about $1200 buying 600
chocolate Easter bunnies to
give to children and staff at
Christchurch Hospital’s cancer
ward.
“I’ll never stop doing that.
They shouldn’t be in there, us
oldies should be,” Bob said.
He said he has always tried to
give back.
“When we came to
New Zealand we didn’t
know anybody, and people
helped us.”
With Rolly living in Hamilton
and Bob in Christchurch,
the twins try to meet up
every month, but claim their
mischievous, trouble-making
days are over.
Billboard camera footage
used to spot vehicles
BY PHIL PENNINGTON
$750k playground
for QEII approved
BY GEOFF SLOAN
Footage from cameras in
billboards at intersections have
been secretly used by the NZ
Transport Agency for the first
time to spot cars and trucks.
NZTA Waka Kotahi's trial
started in February, and is
designed to combat fraud by
illegal garages issuing warrants
of fitness to cars, or passing
trucks.
Two sources close to the vehicle
inspection industry say the
move is surprising and questioned
why the agency would do
it, especially with using thirdparty
technology systems.
Police already tap into
privately-owned automated
number plate recognition
(ANPR) cameras to identify
number plates hundreds of
times a day.
But this is the first known use
of that power by another state
agency.
“The ANPR donor cameras
in the trial are not being used
'to spy on mechanics issuing
warrants', nor would they be
capable of being used for that
purpose,” NZTA told RNZ.
“These cameras are typically
located in billboards at urban
intersections.
“The trial is simply looking at
the potential for using images
gathered by these cameras to be
used as proof of the location of
NZ Transport Agency Waka Kotahi has trialled using footage from billboard
cameras to combat fraud.
a particular vehicle at a point in
time.”
An inspector who claimed
they had checked a car in Auckland
at a certain time could be
exposed if the car was spotted
at a Christchurch intersection
at that time, it said.
It “could be of benefit in supporting
investigations into
specific cases where fraudulent
or illegal activity is suspected”.
A well-connected industry
source told RNZ: “Yeah, that has
been a bit secret.”
NZTA might not have wanted
to tip people off, the source
said.
“For the purpose the agency is
stating, I don't have much issue
with that, but the way they have
gone about it is what alarms
me. Especially because it's
third-party (cameras and ANPR
system). What else might they
use them for?”
NZTA Waka Kotahi said it
was not using the images in
any actual fraud investigations,
only as a test for potential
future use. The test is separate
from how the agency is taking
over many speed and redlight-runner
cameras from
police, and replacing some with
higher-tech models, which it
will own or lease.
After three years of delays, a
$750,000 play space at Queen
Elizabeth II Park near Ascott
Ave has been given the green
light.
The Waitai Coastal-Burwood-
Linwood Community Board was
briefed about the project at its
recent meeting, with a decision
report expected in early
September.
The new play space is part of
the larger Queen Elizabeth II
Park Master Plan, released in
2019.
Community Board member
Alex Hewison said despite the
delay, it was a great outcome
for the community.
“Quite frankly, our community
has waited too long, it's
been years of delays.”
The concept playground
design pays homage to the
park's Commonwealth Games
history with game markings,
podium and running tracks.
It will include a kids running
track, two 3x3 basketball half
courts, nature play, and more
advanced structures for older
children.
A standalone public toilet
with two unisex cubicles will
also be installed.
Work to build the play space
is scheduled to start in December
and be completed by March
next year.
The location of the new play space at
QEII Park near Ascott Ave.
The news comes as planning
gets under way for four new
play spaces at Lancaster
Park, following community
consultation.
The plan introduces four
separate play zones around the
sports fields, with historically
inspired seating, an athletics
track with historical markers,
sport themed play equipment,
and a ‘mix and match’ rotating
hero column.
The main play space will be
a sports-themed playground
catering to a wide range of ages
and activities.
City council head of parks
Rupert Bool said the concept
designs aim to remember the
rich and beloved history of the
park.
Redevelopment of Lancaster
Park has been ongoing over
the past four years, with
the heritage gates restored
and new sports grounds and
recreational spaces already
completed.
COURT
Jailed sex offender
worried about cats
while in custody
BY AL WILLIAMS
A teenager with a head injury
who suffered years of sexual
abuse says he is angry and
hopes the man responsible will
be jailed for “a long time”.
The teen and his father confronted
Shane Bell in court,
telling him other young people
should not have to go through
what the teen had.
“I find it hard at times to
express myself,” the teen told
the court.
“I am angry with him, with
what he did to me.”
He said Bell’s actions had
made him feel insecure.
“I could not trust other men,
I thought they would do the
same. I think he should go to
jail for a long time – other teenagers
should not have to go
through this.”
Bell, 49, sat expressionless
in the district court as the teen
and his father, flanked by supporters,
struggled to contain
their emotions at times during
the sentencing hearing.
Judge Gerard Lynch
sentenced Bell to six years and
three months’ jail. He was also
placed on the Child Sex Offenders
Register as part of his
sentencing.
Bell’s main concern while in
custody was with the well-being
of his cats.
The boy’s father said he had a
lot of trust in Bell being around
his son.
“I don’t have any trust in him
now after what he has done to
my son. I don’t even like talking
about him, as it makes me
angry, what (he did) to my son.
“It has made me mindful
of who I allow around my
other kids, as I don’t want this
to happen to any of them. It
has become a very traumatic
experience.”
He added the experience
“has made me closer to my son,
which I am grateful for”.
The boy’s father said the
abuse had taken a toll on his
family as they had to deal with
residual trauma.
The court heard the victim
was extremely vulnerable, with
a head injury, and Bell had
taken advantage of him.
A pre-sentence report indicated
Bell was at high risk of
reoffending, with distorted
thinking and no display of
remorse.
Alongside charges of sexual
connection with a young person
and indecent acts with a young
person, Bell faced charges of
possessing hundreds of objectionable
publications and
making an objectionable publication
that involved the victim.
He would look after the victim,
who would often spend
time at Bell’s house and stay
overnight.
Over 18 months, he performed
sex acts on the boy and
told him not to tell anyone. The
victim was too scared to reveal
what was happening.
The boy told Bell it was
illegal and tried to get away
from him once, but Bell held
him down.
Bell also supplied the boy
with cannabis and alcohol.
Bell came to the attention of
Polish authorities via a cellphone
that had received child
exploitation material, and in
early 2023 the information
was passed on to New Zealand
police, which executed a search
warrant on his home, seizing
several devices.
More than 1000 files were
found on his laptop and cellphone,
images involving young
boys in a variety of sexual acts
and a large array of animals
being sexually violated.
Bell’s web history showed
more than 100 searches for
child exploitation material and
bestiality. Also on his phone
were photographs and videos
of Bell and the victim.
Judge Lynch described the
offending as deplorable, vile
and degrading.
He said Bell had told
authorities if the victim
had been unhappy with the
offending, he would not have
visited his home. Bell was at
high risk without treatment. It
was noted an intensive sexual
treatment programme would
be vital.
NEWS
What is the city council spending on?
About $1.6 billion will be spent
on the city council’s Annual
Plan this financial year. Dylan
Smits examines where it is
going
Significant amendments to
the draft Annual Plan were
made by city councillors, with
funding going to unexpected
projects.
The Air Force Museum of New
Zealand will now receive $5
million towards its $16m extension
project. The new wing will
house the museum’s C-130H
Hercules and P-3K2 Orion.
Another amendment is a
pause in the Christ Church
Cathedral reinstatement levy
after the project was put on
hold. The cathedral levy cost
ratepayers $6.52 annually and
was planned to last at least
another three years.
Other notable spending
greenlighted through
amendments include more
chlorine-free water taps like
those at Burnside Park and
Rawhiti Domain.
The taps will be installed
Rates cover about half of city
council income with borrowing
about a quarter.
The rest mostly comes from fees
to access city council services,
and facilities and dividends from
investments, particularly the city
council’s owned strategic assets
such as Lyttelton Port Company
and Christchurch International
Airport.
Spending on maintaining and
upgrading water and transport
infrastructure makes up close to
half of the budget at about 45%.
Recreation-based city council
funded services and facilities
such as sport, arts, libraries and
parks make up about 21% of
spending.
Three waters (drinking, waste,
storm): 28% 435m
Transport (roads, traffic
City council income
with $900,000 allocated to the
programme over three years
from July next year. This will
be enough to install at least two
stations a year and potentially
more if Government water regulations
are relaxed as has been
speculated.
University students are
winners of the budget with discounted
prices for city council
pools. A student ID will reduce
prices to $4.90 from $6.70, in
line with gold and community
services cards. The reduced
prices will start in July next
year.
Altogether, amendments
added 0.04% to the rates
increase.
Rates have gone up by
6.6% on average to help pay
for the $1.6 billion budgeted
to cover the cost of running
Christchurch.
There will be $871 million in
operational spending on dayto-day
services and $648m in
capital spending, including
$95.5m for One New Zealand
Stadium.
Debt repayment will cost
$81m.
The city council will borrow
Rates: 52% $837m
Borrowing: 25% $366m
Fees, charges and operational
subsidies: 12% $197m
Dividends and interest from
investments (including
council-owned companies): 6%
102m
Capital contributions, grants and
subsidies: 3% $51m
Development contributions: 2%
$24m
City council spending
infrastructure): 17% 260m
Other: 12% $197m
Includes $92m for One New
Zealand Stadium construction,
$7m for upgrading corporate,
non-public city council facilities
and $4m for internal IT upgrade
projects
Parks, heritage and coastal
environment: 10% $148m
Solid waste and resource
recovery: 5% $85m
Recreation and sport: 5% $83m
Debt repayment: 5% $81m
Construction of One New Zealand Stadium at Te Kaha accounts for $92m of this year’s Annual Plan budget.
about $366m to meet a budget
shortfall with the goal of
returning to surplus in 2028.
Total debt will reach $2.8b
after this year’s Annual Plan.
Mayor Phil Mauger says the
Annual Plan strikes a “difficult
but necessary” balance
between maintaining spending
on services and keeping rates
manageable.
“Across New Zealand, both
organisations and households
are grappling with challenging
economic conditions and
rising living costs, and our
council is not immune to these
pressures.”
The rates increase will be
6.6% overall, including commercial
properties, and 6.49%
for the average household.
This compares to a 9.52%
average increase in the 2024/25
Annual Plan approved last year.
Mauger points to 1.75% of this
Libraries: 5% $77m
Regulatory and compliance: 4%
$71m
Community development and
facilities: 3% $45m
Governance: 1% $22m
Strategic planning and policy: 1%
Housing: 1% 19m
Economic development: 1% $17m
Art gallery and museums: 1% 17m
Community development and
facilities other spending: 1%
$15m
budget’s rates increase going
towards the One New Zealand
Stadium build.
“If you take that out of the
equation, the overall increase is
below 5%,” he said.
“We will build on the foundation
set this year – ensuring that
Christchurch is well-positioned
to face whatever lies ahead.”
Several notable projects
already had funding allocated
in the draft Annual Plan ahead
of the final budget.
They include $20.3m for
the continued Ōmōkihi South
Library and Service Centre
rebuild, expected to open end
of next year.
Flood protection and control
infrastructure get $20m, which
will help improve service and
meet increasing demand.
There is $19.6m for the activated
sludge reactor at the
Bromley waste plant, which
aims to reduce greenhouse
emissions and odour.
Ongoing construction of the
Ōtākaro-Avon River Corridor
City to Sea shared pathway will
cost $9.7m. It is due to open end
of next year.
The Akaroa Wharf will get
$6.8m for its continuing upgrade,
expected to finish in 2027.
City council-funded community
housing will receive $5.2m
for any needed improvements.
The Eastman Sutherland and
Hoon Hay Wetlands will get
$4.5m to improve stormwater
capacity and reduce flooding.
There is $3.5m for the Botanic
Garden’s Cunningham House,
PHOTO:CCC
The Air Force Museum of New Zealand
has received $5m towards its $16m
extension project. The new wing will
house the museum’s C-130H Hercules
and P-3K2 Orion.
or main greenhouse, for an
ongoing upgrade expected to
finish next year.
City council-owned companies
and private organisations
continue to receive significant
grants from the city council.
The funding includes Canterbury
Museum getting $9m
to continue its redevelopment
and $4m going to city councilowned
Venues Ōtautahi for any
upgrades to major venues such
as the Town Hall or Wolfbrook
Arena.
The city council-owned economic
development agency
ChristchurchNZ will receive
$966,000.
There is a $618,000 fund
which major events hosts can
request grants from.
Some other well-known
organisations receiving grants
are Orana Wildlife Park
($260,000), The Arts Centre
($250,000) and the Watch This
No mad Monday for try scoring hero
BY SAM COUGHLAN
Mad Mondays are a traditional
rite of passage for grand final
winning sports teams.
But for try-scoring
hero Shun Miyake, he could
not go overboard after his
last-minute score gave Marist
Albion a 27-25 win over
Linwood in the Metro premier
final on Sunday.
"I was in Rugby Park training
(with Canterbury) first thing on
Monday,” he said.
“I’ve seen the boys on the
group chat putting random
stuff up. I think they’re
enjoying the victory and
celebrating the season well.”
Miyake shimmied past
Linwood wing Sharn Robinson
and crashed over in the 82nd
minute to seal an incredible
comeback victory for his side.
Said Miyake: “I was just kind
of sniffing on any opportunity
that popped up.
"Our 12 Elliot (Smith) made
a good carry, sucked in a few
defenders and from there I just
held onto the ball and put it
over the line.”
Marist trailed 22-8 at halftime
and, with 1min 30sec
remaining on the clock, were
down 25-22, defending on their
own 22m line.
Substitute George Gunn got
over the ball to win a penalty
and Marist forced their way to
the Linwood try line, battering
it for more than 20 phases
before Miyake crashed over.
Shun Miyake scored the match-winning try against Linwood in the final seconds of the game. Below – Marist Albion celebrate
their third title in the last five seasons.
PHOTOS: KATE SMITH
"Just utter jubilation at that
point,” said victorious captain
and lock Gus Farnan.
"I always knew we could
win it, but there's still times
where you're thinking, I don't
know how we're going to win
it. I knew we could, but I don't
know how.”
Once they were on the
Linwood line, it was just back
to basics for Marist.
"We just kept chipping away,”
Farnan said.
"I think we knew if we just
held onto it and looked after
the ball, pressure would come
and the moment would come.”
Miyake said it was easier
scoring a try to win than taking
a shot at goal.
"If you’re kicking to win,
all the focus is on you, but in
general play it’s not really on
you.
"I didn’t really think about it
too much to be honest.”
The title is Marist’s third in
five seasons, while they have
made five of the last six finals.
It has been a successful
period for the club.
Farnan said it was
special to be part of it since
he joined after moving to
Christchurch from Melbourne
in 2023.
"We’re a big family club, and
we’ve seen that over the last
few years, a lot of colts players
coming up and playing for us
and div 2 boys that have been
part of it.
"I also think we’ve really built
a connection with the juniors,
and that’s what rugby’s all
about.”
Riccarton back in grand final after 21-year wait
A massive preliminary final
victory over Halswell Hornets
has given Riccarton Knights
their first grand final berth since
Beers and banter; classic rugby stuff
BY KEES CHALMERS
Sumner premier metro team
forwards coach Hugh Pyle
played professional rugby for
13 years in Australia, France
and Japan.
Now the 36-year-old is back
on the field facing the Lions
across the Tasman. Not the
British and Irish Lions who
are looking to clean sweep
Australia on Saturday – but the
Classic Wallabies, taking on the
British and Irish Lions Legends
in a much more friendly and
less competitive series.
Pyle got the call up from
former Australian hooker,
James Hanson.
"I was surprised, but I was
also nervous because I'm in no
mood to be injured and put my
body on the line like I used to,”
he said.
"The British and Irish Lions
tour is pretty awesome, so I
thought if I got a free trip over
to Australia and get to be a
little part of that, that would be
pretty cool,” he said.
Tonight he will be back out
battling the Lions Legends at
North Sydney Oval, still feeling
slightly battered after playing
the full 80 last week in his side’s
41-31 win over the tourists at
Melbourne’s AAMI Park.
The venue brought back
memories for the 2.01m lock;
it is the home ground of the
Melbourne Rebels, who he
played 57 matches for before
heading to France where he
played 121 matches for top side
Hugh Pyle making a tackle on former England second five Mike Tindall.
Stade Francais. From there he
headed to Japan and had a stint
with Toshiba Brave Lupus.
In 2023 he moved to
Christchurch where his wife
Ceila is from and settled in
Redcliffs. “I just started going
down to trainings and helping
out where I can, and I liked it,
liked the coaches down there,
liked the players down there,
I just enjoyed it,” Pyle said of
linking up with Sumner.
"I kind of got to the point
where it's definitely always
fun playing, but it wasn't as
fun doing all the trainings and
having it as a full-time job.”
Pyle is playing alongside
former Australian greats,
Matt Giteau, Adam Ashley
Cooper and Drew Mitchell, in
the Classic lineup. The Lions
Legends team includes former
internationals such as Mike
Tindall and Alex Cuthbert.
The series is also back to the
future of sorts for Pyle – he was
in the Rebels side which was
beaten by the Lions in 2013.
But the classics’ matches
are far less competitive with
minimal contact and much
banter, epitomised when
Mitchell polished off a fan’s
schooner after pulling a
hamstring running down the
left hand touch line.
“We got to go back to playing
for fun, which is why we all
started playing rugby anyway,”
Pyle said.
It was “really cool” to be in
the environment, especially
going to the pub with Lions
supporters after the match.
"It was just nice to be part of
it,” he said.
Former Wallabies wing Drew Mitchell
downing a spectator’s schooner after
being forced from the field with a
hamstring injury.
Pyle winning a lineout for Toshiba
Brave Lupus in Japan.
In brief
Schoolboy rugby
preliminary final
Christchurch Boys’ High
School will host defending
champions Nelson College
on Saturday for a place in
the final of the Miles Toyota
Premiership. Nelson beat
Boys’ High 20-17 in last year’s
decider, while Boys’ High
beat them in 2023. The other
preliminary final will see
Christ’s College play Marlborough
Boys’ College away from
home. Marlborough and Boys’
High were both undefeated in
the regular season, drawing
33-33 in their final game. Both
games kick off at 11am.
United lose cup clash
Christchurch United will have
to pick themselves up quickly
after letting a 2-0 lead over
Auckland United slip with less
than 10 minutes remaining
in their Chatham Cup clash
on Saturday. Auckland scored
twice late on to send the game
to extra time then netted two
more to win 4-2 and make
the semi-finals. United play
Universities in the Southern
League on Saturday and
Coastal play Nomads on
Sunday, while third-place
Cashmere Technical host
Nelson Suburbs on Saturday.
After the mud,
the drought, and
everything in
between…
Suzuki Swift Hybrid:
Leaner, greener and
still a scene-stealer
Doing the basics exceptionally
well and offering great value for
money has long been the key to
the success of Suzuki’s compact
Swift hatch. It’s been a sales
hit for decades - both in New
Zealand and around the world.
The latest model continues
that tradition, delivering even
more of what Swift buyers
expect – excellent fuel economy,
low emissions, and further
refinement of an already wellrounded
package.
Some variants of the previous
generation are still available for
now, but all three versions of
the new fourth-generation Swift
offered locally are hybrids.
Pricing starts at $25,990 for
the entry-level GLS, with an
extra $2000 for the automatic.
Motoring with Bob Nettleton
The premium RSC model –
which was supplied for this
road test – is priced at $29,990.
A $500 two-tone roof option
helps sharpen the otherwise
fairly understated appearance.
Built in Japan, the Swift
comes with a five-year
warranty (including a threeyear/100,000km
vehicle
warranty and a two-year
powertrain extension), plus five
years of unlimited-kilometre
roadside assistance.
Aerodynamics have been
improved, with a smoother
front bumper, rear hatch
spoiler, and roof-end spoiler all
working to reduce drag.
Redesigned LED headlamps
feature an inner lens and light
rod for a wider look, while the
MOTORING The Star, July 31, 2025 | 19
rear lamps mirror this styling
with a three-dimensional effect
when lit. A gloss black finish on
the hexagonal grille, clamshell
bonnet, and blacked-out pillars
create a ‘floating roof’ visual.
While neat and tidy, the
design lacks the visual punch
needed to stand out in the
competitive mini car market
– something that could help
broaden the Swift’s appeal.
Engineering upgrades have
reduced wind and road noise
at highway speeds. The 12-volt
mild hybrid system functions
as both a generator and electric
motor, assisting with engine
restarts and acceleration.
While this older hybrid setup
lags behind newer systems,
its low cost allows Suzuki to
remain competitive in the
hybrid segment.
The new 1.2-litre, threecylinder
engine delivers an 8%
improvement in fuel efficiency
over its predecessor.
Paired with a CVT
automatic, it averages a
claimed 4.3L/100km – down
from 4.7L/100km – with CO₂
emissions at just 97g/km.
Thanks to a higher 13.9:1
compression ratio, it produces
60kW at 5700rpm and 110Nm
of torque at 4500rpm – modest
figures, especially compared to
the 77kW produced by the 1.5L
Swift more than a decade ago.
To offset these lower outputs,
Suzuki has trimmed the
vehicle’s weight – the test model
tipping the scales at just 984kg.
Rating out of 10: Performance 6, Handling 8, Build Quality 7, Comfort
7, Space 6, Styling 7, Fuel Economy; on road test average consumption
4.6L/100km, Value for money 7, Safety ANCAP rating - not tested yet
Overall points out of 10: 7
Despite the conservative
power figures, the Swift feels
perkier than expected, with
decent in-gear acceleration,
though performance drops off
with a full passenger load.
A 0-100km/h time just over
12 seconds is certainly sedate,
but in everyday driving the car
still feels like it’s making good
progress.
For most buyers, this level of
performance will suffice. For
those wanting more pep, the
previous-generation Swift Sport
is still available.
The three-cylinder engine
brings a bit of character with its
distinct thrum, while the overall
smoothness adds to the driving
experience.
The cabin is slightly roomier
than before, with marginally
more passenger and cargo
space, though it still retains a
snug, driver-focused feel.
A cleaner fascia, upgraded
materials, and improved fit and
finish give the interior a more
upmarket feel.
The boot is deep but not
especially wide, which slightly
compromises access.
The RSC trim comes wellequipped,
featuring a 9-inch
touchscreen, a 4.2-inch
colour information display,
Apple CarPlay, Android Auto,
Bluetooth, and climate control.
Paddle shifters add a bit of
fun, and the driver’s seat height
adjuster helps with visibility.
Front seat heaters and a rear
seat heater duct keep all
occupants warm on colder days.
Safety tech is comprehensive,
including lane departure
warning, blind spot monitoring,
and rear cross-traffic alert.
High-beam assist automatically
switches between high
and low beams when it detects
oncoming traffic at speeds over
40km/h – reducing the burden
of night driving.
Other features include
adaptive cruise control, LED
daytime running lights, a rear
fog lamp, and electrically
adjustable heated mirrors.
Suzuki’s new radar system,
Dual Sensor Brake Support
II, improves detection of
pedestrians and vehicles,
particularly at night, providing
additional reassurance for the
driver.
The Swift’s tried-and-true
MacPherson strut and coil
spring suspension has taken
a noticeable step forward in
refinement. Updates include a
larger front stabiliser bar and
Teflon-lined stabiliser mounts,
which reduce friction and
improve steering feel. Rear
suspension travel has also been
increased to better absorb
rough road surfaces.
The result is a car that retains
the Swift’s trademark agility
while offering improved ride
quality and more precise
handling.
Add in the crisp, responsive
steering, and you have one of
the most engaging drives in the
affordable mini car segment.
