A last-minute rule change to
allow small dogs on buses has
left Environment Canterbury
staff scrambling to make it
workable.
Councillors have adopted the
Canterbury Regional Transport
Plan 2025–35 after a late
amendment from councillor
David East to allow passengers
to take a small dog on the bus
with a lead and a muzzle.
East’s motion passed by 8-7,
and followed an earlier amendment
proposed by Joe Davies,
which would have allowed
small dogs to travel in their
owner’s lap, which lost 9-6.
This was despite staff advice
that dogs were not permitted
in the Christchurch bus interchange,
administered by the
city council, unless they are in a
secure carrier.

taking a pet on the bus, a dog is
different because people take
them to the park or to visit
people.

But Claire McKay said she
felt allowing dogs was a risk to
public safety as ‘‘we can never
be certain what a dog is going
to do’’.
ECan staff have been working
on the regional transport
plan since 2021 with the
Canterbury regional transport
committee, which comprises
the region’s mayors, the NZ
Transport Agency Waka Kotahi
and the Greater Christchurch
partnership committee.
The proposed plan had a
clause allowing pets to travel on
buses, as long as they were in a
secure carrier.

Helicopter-mad Harry signs up to help

A love for all things aviation is
driving young Harry Connolly
to take part in the Back to Base
challenge.
Participants take on a fitness
challenge over the month of
August to raise funds for the
Canterbury Westpac rescue
helicopters and the ROA mining
rescue helicopter.
Five-year-old Harry, from
Akaroa, is mad for helicopters
and planes. His favourite
pastime is standing by the
Christchurch Airport fence and
watching aircraft take off.
When he cannot see them in
person, he watches YouTube
videos of Emirates A380s and
tracks planes on his flight radar
app at home, while the lounge
floor is littered with toy aircraft.
Harry would love to one day
get an invite to the helicopter
base.

Harry Connolly’s love of helicopters has seen him sign up for the Back to Base challenge, to raise money for Canterbury West
Coast rescue helicopters.
“Sadly out our way we don't
get a lot of flights, but when the
helicopters come out, he gets
all excited,” said his mother
Mikayla Connolly.
Harry’s dream job is a pilot or
an air traffic controller.
He said he loves airplanes
and helicopters because they
“fly in the sky”.
Harry is a member of the
Canterbury Plane Spotters
Facebook group, which put up
a post about the 'Back to Base’
challenge.
It said if participants raised
$250 they would receive a helicopter
medal for completing the
challenge. Harry was all ears.
After Connolly explained it
was about more than just a
medal and how important it is
to give back to emergency services,
Harry decided to sign up.
There are four different distances
available to participants:
9km, 49km, 97km and 155km.
Harry opted for 9km, which
is the distance from Christchurch
Hospital back to base at
the airport.
Connolly put up the fundraiser
on Sunday with a goal of
$250.
The target was cracked within
24 hours. Harry’s goal has now
been moved out to $1500.
As of Wednesday morning,
Harry had raised $765 without
even taking a step.
The Connollys are well aware
of the importance of emergency
services, after their eldest son
Logan had a febrile seizure as
a baby.
“It was really scary at the
time because it lasted a long
time and we didn't know what it
was,” said Connolly.
She assumed the rescue
helicopters would always be
available, but at the time both
were in Mt Hutt and unable to
travel to Akaroa as the situation
was not urgent enough.
They ended up meeting Hato
Hone St John halfway, which
Harry will bike and walk the 9km Back
to Base challenge.

“I'm so passionate about
making sure those services are
available when people need
them and that all does come
down to money these days,
doesn’t it,” said Connolly.
She has donated regularly
to the rescue helicopters since
then.
Ensuring the choppers are
well funded is important for
Akaroa, as it turns a 90-minute
car ride into a 12-minute flight
to Christchurch Hospital.
Harry will complete the challenge
by biking the length of
Okains Bay beach and going for
a few bush walks while on holiday
in Hanmer Springs.
Connolly hopes spreading the
word on Harry’s challenge will
encourage other kids to do the
same.

Julie Andrews dances to her own tune

At 93, Julie Andrews is the
oldest of about 100 dedicated
volunteers at the Transitional
Cathedral on Hereford St.
She has been a volunteer
with the Anglican diocese for
more than 50 years, and admits
sometimes people get her
confused with her more famous
namesake.
“They look at you twice
sometimes. Often, when we get
American tourists, they would
get a photo with me and then go
home and say they got a photo
with Julie Andrews.”
As a young girl, Julie dreamed
of joining her school choir.
“I was turned down. I couldn’t
sing,” she said.
Her decades of selfless service
earned her a nomination for
the Canterbury Volunteer
Recognition Awards.
The Christ Church Cathedral
has been central in Julie’s life.
“I went to St Michael’s Church
School in the 1930s. We used to
walk hand-in-hand down to the
cathedral.”
All five of her children were
baptised there.
Julie trained as a nurse before
starting a family, then shifted
her focus to voluntary social
work – spending about 30
years helping at Christchurch
Women’s Hospital and the City
Mission.
She also served as a verger at
the cathedral, assisting clergy
during services.
“I got too old, so I volunteered

to work in the gift shop.”
It’s the friendships she has
formed through volunteering
that Julie values most.
“It’s been my life really,
supporting people, making
wonderful friends.”
Two friends in particular have
become especially dear – fellow
volunteers Allison Blackler and
Thelma Willett.
“We call ourselves the
Wednesday girls,” Julie said.
The trio have volunteered
together at the cathedral gift
shop for the past two decades,
and they’re not shy about
ribbing each other.
“She keeps us on the straight
and narrow, and tells us if we
do something wrong,” Blackler
said.
“Are you saying I’m bossy?”
Julie responded.
The Wednesday Girls love
their voluntary roles.
“We get to meet people from
different cultures all around the
world, it’s great,” Blackler said.
Still, they miss the old days in
the original cathedral.
“It was always busy back
then, before the earthquake. So
many people just wandered in,
regardless of what time of the
year it was.
“People still stop by (the
Transitional Cathedral), just
not as many. But we do get
tour buses full of tourists quite
often,” Julie said.
Tourists are often fascinated
by the cardboard design of the
building, but Julie has a more
practical favourite feature.
“I love the underfloor
heating.”
Among her fondest memories
is the royal visit in 2014, when
Prince William and Catherine,
Princess of Wales, visited the
Cardboard Cathedral.
“It was so lovely to see them,
they smiled at me.”

She also got to talk to Prince

Duchess (now Queen) Camilla

“He said he’ll be back again in
10 years when the cathedral is
rebuilt.”
Julie suffered a stroke a couple
of years ago, which has slowed
her down slightly, but she has no
plans to stop volunteering.
“I’m heading for 100, but as
long as my health holds out I’m
going to keep coming in as long
as I can.”
When asked how she feels
about the many lives she has
touched over the years, Julie
simply said: “I don’t think like
that, no. It’s just a way of life.”

Lake clean-up delayed
as algae solution sought

Resolving the ongoing toxic
algae issues in Pegasus Lake will
take time, says the township’s
developer.
Residents are demanding
answers on how to rectify
the artificial lake’s ongoing
problems.
A Templeton Pegasus Ltd
spokesperson said the company
is working with its consultant
WSP to find a solution to the
ongoing risk of algae bloom, but
it is taking longer than expected.
Environment Canterbury has
issued an abatement notice over
the lake’s condition, following a
public health warning in December
about the presence of toxic
algae.
Pegasus Residents’ Group chair
Matt James said the community’s
frustration was growing.
‘‘For a manufactured lake it is
very deep and the water is very
stale,” he said.
‘‘It is like a garden pond. It is
fed by aquifers, but the flows
aren’t fast enough to flush it out,
which causes the lake to layer.’’
Templeton Pegasus, a subsidiary
of Templeton Group,
presented residents with a plan
last year, but the residents’ group
has seen no visible progress
since.

responsible for and cannot control
those,” a spokesperson said.
“Nevertheless, Templeton
Pegasus continues to explore
options that may be available to
address water quality issues in
the lake.
‘‘Unfortunately, this process
is not straightforward and has
taken longer than Templeton
Pegasus had hoped.’’
The spokesperson said the
developer’s consultant is looking
at a number of proposed
solutions.
‘‘Once those proposals have
been evaluated, we will be in a
position to determine a preferred
approach and engage further
with stakeholders including the
Pegasus community.’’
The artificial lake was constructed
by the original
developer, Infinity Group,
between 2008 and 2010. Todd
Property Group took over the
development in late 2012, with
Templeton Pegasus acquiring it
eight years later.
An ECan spokesperson said
Templeton Pegasus holds four
resource consents with the
regional council and is in breach
of conditions in two of them.
‘‘The lake is prone to blooms
of potentially toxic algae (‘bluegreen
algae’) over the summer
period,’’ the spokesperson said.

woman was arrested and
charged with about 24 dishonesty

We Were
Every year, collectors waited
eagerly for health stamps to
be released. They were New
Zealand’s longest running
stamp series, established to
raise money for health camps.
The first health camps were
set up by Elizabeth Gunn in
1919 to help children who
were malnourished or had
tuberculosis. They provided
health care and education to
those aged 5-12, and were run
by the Ministry of Health and
the Education Department.
Health stamps included an
amount for charity in addition
to the postal service charge.
They were issued annually
from 1929 to 2016.
The stamps showed how
health concerns evolved over
time. The first of what were
HEALTH STAMPS
then called charity stamps were
issued in 1929, and focused on
eradicating tuberculosis. By
the 1940s, the country’s future
success was irrevocably tied to
children’s health, with slogans
like ‘children’s health is the
nation’s wealth’. From the
1950s, outdoor sports featured
prominently.
The 1931 issue is perhaps the
most famous of the early health
stamps. As a depression-era
measure, private postage rates
had increased to two pennies
(this was later reversed),
and so a second stamp was
required. The “red boy” and
“blue boy”, collectively known
as the “smiling boy”, sold
poorly because of the Great
Depression. Today they are
scarce and highly prized.
