flexible, modular setups tailored for group discussion, peer

Introduction
In the developing landscape of Indian higher education, Dr.
Dipankar Sarkar has emerged as a distinctive voice and
agent of change in technical education. Serving as the
Principal of Dream Institute of Technology (DIT) since
2007, he has led the institution from a modest campus in
South 24 Parganas to a nationally recognised hub of
innovation, access, and academic excellence. This
narrative traces his contributions under the thematic pillars
of Voices, Vision, and Victory, and reflects the initiatives
that define transformative leadership in the context of selffinanced
technical institutions.
Voices: Reimagining the Purpose of
Technical Education
Dr. Sarkar began his career with an unwavering
commitment to educational equity. An alumnus of IIT Delhi,
he could have pursued global opportunities but chose
instead to return to grassroots India to address the
disparities in access to STEM education. When he took
charge of Dream Institute of Technology in 2007, he
prioritised building an inclusive institutional culture over
infrastructure expansion.
He consistently advocated that “students are not our
customers; they are our responsibility.” This philosophy
reshaped DIT’s institutional framework. He introduced
remedial learning programs, bridge courses, and facultyled
mentoring cells to support students, particularly those
from rural and first-generation backgrounds. He also
institutionalised gender sensitivity mechanisms, including
grievance cells and workplace safety standards, resulting
in a 5-star Safe Campus rating from AIRCL in 2020.
Dr. Sarkar positioned himself not only as an administrator
but as an accessible academic leader, maintaining an
open-door policy and personally intervening in matters of
student welfare. He maintained that academic failure
should be treated not as an individual issue, but as an
institutional gap to be addressed. Under his guidance, DIT
became an area where student voices were recognised as
central to governance, curriculum, and assessment
reforms.
Vision: Strategic Transformation and
Alignment with National Priorities
With a long-term institutional vision, Dr. Sarkar led DIT
through a comprehensive transformation in teaching,
learning, and governance, aligning closely with India’s
educational policy reforms.
In 2010, he pioneered the implementation of Outcome-
Based Education (OBE) across departments, long before
its mandatory rollout. He further led the development of the
DIT Knowledge Lab, a fully functional Moodle-based
Learning Management System that enabled real-time
content delivery, evaluation, and course outcome
mapping. This platform proved realistic in

Innovation and Entrepreneurship Development Centre
(IEDC). The centre enabled students to start up, prototype
development, interdisciplinary research, and patent filing.
By 2024, DIT had facilitated over 20 patents, many of
which were filed by undergraduate teams.
Dr. Sarkar also forged strategic partnerships with Texas
Instruments, IIT Virtual Labs, and industry bodies like
IEEE, CSI, and IET. These collaborations were
operationalised through faculty development programs,
internships, industry lectures, and research opportunities,
thereby institutionalising the industry-academia bridge.
He introduced the MATLAB Campus Agreement as part
of a strategic software expansion initiative, making
Dream Institute of Technology the only private
engineering college in West Bengal to be fully funded
for establishing a dedicated MATLAB Lab. This facility
gave students access to a world-class computing
environment for real-time simulations and modelling,
particularly in electronics, signal processing, and control
systems. It positioned DIT as a serious contender in
innovation-driven pedagogy.
Further strengthening the bridge between academia
and industry, Dr Sarkar led DIT to become the first
institute in West Bengal to align with EduSkills, a nonprofit

credit, Dr. Chatterjee is a member of esteemed
organizations such as Confederation of Indian Industry
(CII), Computer Society of India (CSI), and IEEE. He has
served on the Academic Council and Governing Board of
various universities. Before earning his Ph.D., he
completed his B.Tech. from Kalyani University and
M.Tech. from Jadavpur University, Kolkata. Dr. Chatterjee
engaged in collaborative research with the National
University of Singapore (NUS), contributing to the
development of robotic platforms.
In his administrative role, Dr. Chatterjee has implemented
the Choice Based Credit System in the university syllabus,
introduced the School of Management, and initiated
courses in cross-cultural disciplines like Bachelor of
Physiotherapy (BPT). He is actively involved in diverse
ventures, including establishing a hospital on the
university campus, constructing new facilities like
auditoriums and seminar halls, and developing industrystandard

Dr. Palla Rajeshwar Reddy, founder of the Anurag Group
and Anurag University, has been a key figure in building
the educational landscape of Telangana and the erstwhile
united Andhra Pradesh for more than two decades.
He completed his M.Sc. and Ph.D. from Osmania
University and began his career as a faculty member. In
1998, Dr. Reddy established the Anurag Group with a few
undergraduate and postgraduate programs in basic
sciences and humanities. Under his dynamic leadership,
the institution soon expanded to include engineering,
pharmacy, and management programs, growing into a
multidisciplinary university of national repute.
Today, Anurag University provides quality education to
thousands of students every year, and over 35,000
students have benefited from Dr. Reddy's vision and
