present a demonstration. This
will showcase the precision,
discipline and control required
for a uniquely complex urban
environment. Later that day, the
GIGN, France's elite gendarmerie
special force, will take the
stage, revealing its renowned
expertise in counter-terrorism
and hostage-rescue operations,
guided, as always, by its
enduring motto: “To save lives
without losing any.”
On Thursday 20 November, the
spotlight will be turned on to
the Sécurité Civile, France's civil
defence and crisis management
agency, whose firefighters,
pilots and rescuers embody calm
precision when every second
counts. In the afternoon, the
RAID unit of the National Police
will demonstrate the seamless
teamwork and split-second
decision-making that define its
counter-terrorism operations.

security challenges intensify.
The demand for body armour
is being fuelled by geopolitical
tensions, urban crime, and a
growing focus on individual
safety across military, law
enforcement, and civilian
sectors.
According to Future Market
Insights Inc., the market is set
to reach around €2.43 billion
in 2025 and €4.35 billion by
2035, with Consegic Business
Intelligence forecasting an 8.2%
CAGR between 2025 and 2032.
The surge is largely driven by
defence modernisation, law
enforcement upgrades, and
increasing civilian adoption. The
convergence of new materials
and design innovation is
reshaping the way protection is
conceived, built, and deployed.
While the military has long
been the main customer,
the landscape is changing.
Governments are investing in
lighter, modular systems that
improve mobility and comfort

The power of cooperation in
a changing security landscape
From AI and data control to cross-border cooperation, Prefect Yann Jounot, Chairman and
CEO of CIVIPOL and President of the Milipol Network, outlines the challenges defining the
homeland security sector and how Milipol continues to drive forward-thinking solutions and
international collaboration.
Internal security increasingly relies on
cooperation between states, but also with
the private sector. What is your view on this
shift?
Homeland security is the responsibility of
individual states, particularly when it comes to
prevention and protection policies.
We live in a world marked by strong
interdependencies within and between
societies. The rise of new information and
communication technologies (ICT) and the
widespread adoption of tools such as artificial
intelligence (AI) are increasing the number of
potential threats and methods of operation.
This means that cooperation, whether
bilateral, multilateral, or intergovernmental, is
becoming increasingly important in working
jointly on issues we all face.
The private sector is also becoming a
key player in homeland security, both in
terms of actors (security companies) and
technological innovations. Naturally, this
requires appropriate legal frameworks and
effective control of associated data flows by
both governments and homeland security
players. Here, the key priority is ensuring that
governments maintain sovereignty over their
data and the tools used to process it.
In your opinion, what are the major challenges
shaping internal security strategies today,
both in France and globally?
The first lies in the growing interdependence
within and between societies. Today, an
incident can have repercussions on the other
side of the world, even on a very different
sector. Identity theft on the other side of
the world can turn into an intrusion into
the premises or network of a company or
government agency.
The second challenge concerns expertise
in security-related tools and data flows. An
exceptionally effective tool that, by design,
includes backdoors (for technical or political
reasons) leaves itself open to considerable
vulnerability. Data thefts around the world in
recent months highlight the crucial importance
of expertise in data and tools. All sectors are
affected. It is only a matter of time.
The third issue is acceptability. The days of
debating security versus privacy are over.

Look at the fervour surrounding the regulation
of private messaging services and automatic
detection algorithms on the Internet.
Collectively, we need to do better than the
binary approach of all or nothing.
Finally, the fourth challenge is the rise of
generative artificial intelligence. The issues
involved are far from trivial. Economically
speaking, it is estimated that by 2030, AI

could exceed France's electricity consumption.
In terms of crime, the impact of AI is a race
between threat and response. Criminals adapt
very quickly and adopt tools that enable them
to protect and optimise their activities.
The Milipol Paris 2025 conference programme
will revolve around the theme “Homeland
Security and Artificial Intelligence.” In practice,
how is AI transforming the work of security
forces, whether in areas such as prevention,
data analysis, or investigations?
AI involves considerable computing power
combined with continuous learning logic.
The primary effect of AI on security force
missions is the increase in capabilities: analysis
of large amounts of diverse data or image
processing, as is the case in the medical field.
It is also the emerging ability to use human
language that enables certain law enforcement
agencies around the world to use AI to write up
police reports after capturing and processing
data from the intervention.
The exhibition's conference cycle will address a
wide range of issues related to AI.
Technological innovation plays a central role
in modern security policies. How do Civipol
and the Milipol network contribute to fostering
this culture of innovation?
First, we need to remember the fundamental
difference between security and defence in
terms of their relationship to technological
innovation. While the defence market has a
single buyer, the homeland security market is
made up of many different groups.
Milipol is the only network of government
trade shows in the world exclusively
dedicated to homeland security, bringing
together professionals with specific needs
and manufacturers offering innovative
technological solutions. The network supports
technological innovation so that it can meet
constantly evolving needs.
Milipol is also a place to plan ahead. In terms
of security, major players (in Southeast Asia
and India, for example) are switching or have
switched to modular systems in which open
source is playing an increasingly important
role. Take Singapore, for example, which has
very intelligently streamlined the frames of its
homeland security vehicles, or India, which is
increasingly seeking modular solutions to equip
its homeland security forces. Manufacturers
who develop dynamic R&D on these models

Finally, with regard to Civipol, we are the
international cooperation body of the French
Ministry of the Interior. Faced with the increasing
sophistication of criminal groups' methods, it is
only natural that we should support innovation.
Given the growing complexity of risks and
threats, the solutions provided within the
projects we implement are no longer limited
to expertise. We are increasingly incorporating
technology into our work. We give priority to
innovative technologies, and the Milipol trade
shows are essential events for identifying them.
What key messages would you like visitors to
take away from Milipol Paris 2025?
Just like all other Milipol exhibitions (Doha,
Singapore, New Delhi), Milipol Paris is a key
event for professionals working in the wider
family of ministries of the interior and home
affairs. Some find solutions to their operational
needs while others use the shows as an
international platform to showcase and test
their technological solutions.
Next, visitors should recognise the importance
of “thinking broadly.” This means fostering
cooperation, creating opportunities for
dialogue, and encouraging exchanges between
industry and internal security actors, essential
steps to meet the growing challenges we face
together. In short: “Acting together to achieve
more, and to go further.”
Equally important is “thinking openly.” In my
view, this is an absolute necessity, both in
response to the evolving landscape of risks and
threats, and in anticipation of the opportunities
and challenges shaping the security market of
tomorrow

Visitors to Milipol Paris 2025 will be able to
experience FUJIFILM's new mid- and long-range
zoom camera systems in action on the company's
stand at the show, along with the European
premiere of the new surveillance camera FUJINON
SX400. The new model of the popular SX series
will be presented in cooperation with Fujifilm’s
Partner Hevi Optronics.
The new FUJINON SX400 is an extension of
FUJIFILM’s portfolio of long-range zoom camera
systems with a more compact form factor and
shorter zoom range than the SX800 and SX1600.
It is particularly well suited for surveillance and
observation for distances from 50m to 1km, for
example infrastructure surveillance, stadium and
event venue security, forest fire detection, drone
detection and others. At just 300mm in length and
3.9kg, its more compact and lightweight format
makes it easier to mount on a vehicle, ship, or
helicopter for mobile applications.
With the new SX400, the FUJINON SX series of
surveillance cameras now includes three models
that cover distances from mid-range up to longrange
and telephoto applications:
• the FUJINON SX400 with 32x zoom and up to
400mm focal length for recognition in distances
up to 1km;
