Volunteer saves the day
‘It would’ve gone up like a packet of crackers’
BY KEES CHALMERS
John Thacker was sitting
behind the desk at the Lyttelton
Information Centre when he saw
smoke spilling from underneath
the bonnet of a car parked
outside.
Fearing the fire could spread
to the information centre or
the car could explode, Thacker,
the well-known Governors Bay
Community Association chair,
grabbed a fire extinguisher.
“It was the
first time we’ve
had the extinguisher
off the
wall,” he said.
Thacker told
an onlooker to
call 111 before
he went to
work on the car.
After checking
no-one was
John Thacker
inside he began extinguishing
the side of the car closest to the
Oxford St building as he was concerned
the verandah could catch
fire.
“It would’ve gone up like a
packet of crackers,” he said.
The fire still managed to melt
the centre’s guttering and smoke
went into the building.
Just when he thought his work
was done however, the flames
began to flare up again.
Just when Thacker thought his
work was done, the fire began to
flare up again. He kept going, but
eventually the extinguisher ran
out of powder.
Luckily, the fire brigade arrived
soon after, about 15 minutes after
the original call, and quickly got
the blaze under control.
They opened up the bonnet
“like a can” and used water to
put out the flames, Thacker said.
Meanwhile, the driver and
passengers – two women and
a young child – came around
the corner and saw what had
happened to their car.
Thacker invited them into the
centre for a glass of water.
“I think they got a bit of a
shock, but they were grateful
for what everyone had done for
them.”
Firefighters
wake up
family as
blaze rages
BY KEES CHALMERS
A double garage fire in
Sumner came within minutes
of spreading to an adjacent
house where a couple and
their adult nephew were
sleeping.
In the early hours of last
Thursday morning, a series
of knocks on the window
suddenly woke John and Carol
Colvin.
Still half asleep, they got
out of bed and looked outside
to see their garage – just
metres from their home –
fully engulfed in flames as
firefighters arrived to tackle
the blaze.
“Utterly shocked, just absolutely
shocked,” was their
reaction, said John.
After a few minutes of
staring at the fire, John, Carol,
and their nephew grabbed
their cellphones and left the
house through the back door,
as the front door was too close
to the blaze.
Carol described the whole
incident as “a bit of a blur”.
“It was quite overwhelming
and quite shocking,” she said.
A neighbour had called
111 after smelling smoke on
Denman St about 4am.
Medicinal garden traces site’s history
A new temporary garden is
bringing history to life and
reimagining parts of the
building that once stood there.
The site at 2 London St,
Lyttelton, was previously home
to the United Friendly Society
Dispensary (1886 to 1918),
which provided healthcare
services similar to a modern
pharmacy.
The garden beds trace the
footprint of the dispensary
building and are designed to
inspire visitors to reimagine a
community medicine cabinet.
Traditionally, medicine gardens
were created to teach
physicians and herbalists about
healing plants. The beds feature
a mix of native and introduced
species, all locally grown and
selected for their medicinal and
symbolic properties.
“Planting a garden is like
casting a spell – the sum
is infinitely greater than
the parts,” designer Sarah
Amazinnia said.
“Carefully selecting and
combining certain plants is
an exercise in creativity and
well-being.”
Plant species will change
over the seasons, and currently
include silver tree fern, star
jasmine, Solomon’s seal,
cyclamen, canna lily and
butterfly pea.
Silver tree fern extract acts as
a natural skin barrier, with antiinflammatory
and antiseptic
properties, while butterfly pea
flower has been traditionally
used in Southeast Asia as a tea
for its strong antioxidants.
The planter boxes recreate
the look of the previous
building’s cladding, and double
as seating with views of the
harbour.
City council head of planning
and consents Mark Stevenson
said the garden aims to bring
life and activity to the corner
site, which has remained empty
post-quake.
“We’re pleased to see the site
is already a drawcard and being
used as a place where residents
can connect with one another
and learn more about the history
of the area they live in,” he said.
The project has been
delivered by the city council’s
Enliven Places programme and
Olearia Design.
Neighbours’ prompt 111 call
saves family from fire tragedy
› From Page 1
When the Sumner Volunteer
Fire Brigade arrived, they found
the home’s double garage fully
involved by fire.
Twelve crew from three
appliances attended the
incident – two from Sumner
and one from Woolston – with
an additional appliance from
Lyttelton was also called in for
backup.
Four firefighters
wearing breathing
apparatus used
two hoses to bring
the fire under
control. It was
put out within an
hour.
Said Sumner
fire chief Daryl Daryl Sayer
Sayer: “This was
a good example where prompt
action by neighbours in calling
111 resulted in the fire being
contained to the garage, with
the adjacent house suffering no
significant damage.”
Carol said a firefighter told her
it was only a matter of minutes
before the flames would have
spread to the house.
“We were very lucky,” she
said.
John was appreciative of
the brigade’s efforts and
thanked them after the fire was
extinguished.
garage following last Thursday’s fire.
The interior of the garage was
completely destroyed, including
more than 25 years’ worth of
tools, camping equipment,
bikes, and golf clubs.
“It’s terrible, it’s all your stuff.
All my years of tools, everything
just gone, it’s a horrible
feeling,” said John.
“But, you’re glad no-one was
injured, that’s the main thing.”
The cause of the fire is still
under investigation.
Contactless payment now
The first stage of a national
giving passengers the option
to pay with contactless debit or
credit cards and digital payments
like Apple Pay and Google Pay on
phones or smart watches – but
only for those paying full fare.
Concession holders will need to
continue using their Metrocards
until the next phase of the $1.4
by James Norbury
From the global bestseller of Big Panda
and Tiny Dragon, our two friends return
to undertake a beautifully illustrated
and poignant journey in search of the
most beautiful place in the world. In
James Norbury’s fifth book, we are
invited to take a closer look at the world
around us and search for beauty in the
here and now. As Big Panda and Tiny
Dragon undertake their demanding
expedition, they traverse dark forests,
hazardous mountains and derelict ruins.
But whilst the landscapes of life can
seem overwhelming, the pair slowly
come to see pockets of light and beauty
at every turn. As day-to-day life steadily
consumes us, it is easy to to miss life’s
hidden treasures. Through beautiful
illustrations and a simple tale inspired
by Buddhist philosophy, Norbury draws
our gaze back to the simple pleasures
and helps us to find hope in the most
unlikely places.
Murderer Lewis Blackburn doesn’t
want to be released from prison
BY JEREMY WILKINSON
A man who strangled his
ex-partner to death before
dumping her body inside a
wooden chest on a Ferrymead
walking track says he doesn't
want to be released from jail.
“A life for a life,” Lewis Blackburn
told the New Zealand
Parole Board on Tuesday as he
asked them to stand him down
from being considered for early
release from prison for another
five years.
“I want to stay in jail. I killed
someone.”
Blackburn murdered his expartner
Christine Hindson,
after she ended their three-year
relationship in September 2005.
Two days after she ended the
relationship, he turned up at
the 45-year-old's Christchurch
home in the early hours of the
morning, made his way into her
bedroom and grabbed her by
the throat, before strangling her
to death.
Blackburn then put her body
in a wooden chest and nailed it
shut, before trying unsuccessfully
to bury it in his backyard.
He then put the chest in his car
and drove around the city for
two days looking for a suitable
place to bury it.
Three days after the murder,
Christine Hindson’s daughter, Marla Thompson (left) and sister Megannan.
Blackburn drove the car to a
suburban Ferrymead walking
track, dragged the chest into
an area of long grass and left it
there.
A week later Blackburn confessed
his crime to another
former partner and was
arrested by police the following
day, admitting the killing and
helping them find the body.
He was 48-years-old when he
was sentenced in 2006 to life in
prison with a minimum nonparole
period of 10 years.
Nearly 20 years on, and a
decade after he became eligible
for early release from prison,
Blackburn said he still thinks
about his victim every day.
“It's non-stop,” he said.
“I'm in no hurry to get out,
put it that way.”
Blackburn said his primary
reason for wanting to remain in
prison was the strain his yearly
parole hearings would likely be
having on Hindson's family and
they should be given a break.
“I'm trying to have
PHOTO: OPEN JUSTICE/NZME
compassion for Christine's family,”
he said.
“Year after year, it just seems
too much for them.”
Ironically, it was his lack of
compassion at the time that
was one of the hardest parts
of Hindson's murder for her
family to come to terms with.
Her daughter, Marla
McKenzie, told the court at
Blackburn's sentencing in 2006
that she recalled him asking
during the search for her
mother how she was faring.
She realised now her mother's
body must at that stage have
been in his car just metres from
where they were talking.
“For one week Lewis led us to
believe she had just gone away
somewhere and not to worry,”
McKenzie said.
“I don't ever want him
released.”
If Blackburn had confessed
earlier, McKenzie said, it
could have saved the family's
“torment and heartbreak”
in being unable to view
Hindson's body after it was
recovered because of its state of
decomposition.
Blackburn asked to be stood
down from parole hearings
for five years, which the board
didn't have the power to
approve. The maximum standdown
period it can order is two
years.
The board asked Blackburn to
work with a psychogeriatrician,
begin to work on a risk
management plan and to
start thinking about where he
might be able to live if he was
released.
He will be seen again in July
next year.
Families feeling
the pinch as beef
mince price soars
BY TIM CRONSHAW
Beef mince is shifting from
a budget-friendly staple to a
luxury item for families battling
steep grocery bills.
Once a reliable way to stretch
the food budget, beef mince has
risen by about $3.50 a kilogram
in the past year.
Statistics New Zealand
data shows the average price
climbed 17.5% to $23.11
per kilogram in the year
to September.
Shoppers are now buying
smaller portions,
shopping around, or turning
to chicken and pork
to make their money go
further.
However, the Christchurch
City Mission said
the escalating weekly
grocery bill was leaving many
low-income families with few
otheroptions to cover their
needs.
City Missioner Corinne
Haines said mince had become
too expensive for low-income
families.
“It was always known as the
cheap meat option, but now our
foodbank and financial mentor
clients can’t afford it.
Corinne Haines
“Sausages and chicken are
probably the cheaper options
now. The high cost of food is a
significant problem for all our clients,”
she said.
Families already struggling
with bills and debt had long relied
on trimming food costs to get by,
but that was no longer possible,
she said.
“Mince used to be a way you
could buy a pack and split
it into two or three meals
by adding extra bits, like
vegetables or pasta, to
make it go further, but
price rises are making this
way of saving money more
difficult.”
Haines said the mission
valued all its meat donations,
but mince was prized
because it could be used in
so many ways.
Priority was being given to
large families ahead of individuals
to help maximise the benefit.
Infometrics principal economist
Brad Olsen said the high beef
mince prices were hitting everyone
at the moment.
“There was a period where we
were completely losing our minds
over butter, and mince appears to
be the new butter at the moment
The price of budget-friendly beef mince is becoming out of the range of everyday New Zealanders.
in terms of the
price increases
coming through,”
he said.
Olsen said beef
mince prices
had continued to
push up during
the past 18
months because
of international Brad Olsen
supply and
demand.
“You don’t have nearly as
much supply of beef in the
global market, and if you look
at the likes of the US, even with
the tariffs they are still having
to take a fair amount of NZ
beef because they don’t have as
many cattle themselves.”
Olsen said it could be worse
as increased prices for cattle at
slaughter were higher over the
past year.
Mince prices were unlikely to
drop any time soon as there was
little change in beef demand
around the world, he said.
In comparison, sausages
PHOTO: GETTY
average $13.52/kg, pork loin
chops $16.82/kg and chicken
breast $15.54/kg.
A Stats NZ spokesperson said
lamb chops averaging $21.70/
kg were similar to $23.11/kg for
beef mince, but beef blade steak
was $28.70/kg and porterhouse
steak averaged $43.26/kg.
A year ago, sausages averaged
$12.50/kg, pork loin chops were
$17.14/kg, chicken breast was
$15.65/kg, lamb chops $18.31/
kg, blade steak $24.88/kg, and
porterhouse and sirloin $36.65/kg.

Music festival returns to raise funds for dojo
BY KEES CHALMERS
Jordan Luck and The Eastern
are topping the bill for
Saturday’s Little River Music
Festival at Western Hills Farm.
It is back for its second year
in a row – and is close to selling
out.
The festival was resurrected
by The Exponents frontman
after a 10-year hiatus, to raise
money to restore what is
commonly known as the old
‘recycling shed’.
The building was purchased
by the Little River Ju-Jitsu Club
in 2018 with plans to convert it
into a community facility with
a focus on martial arts.
But the club has struggled
to come up with the funds to
refurbish it.
Joining Luck and The Eastern
Jordan Luck headlining last year’s Little River Music Festival.
are Adam Hattaway and the
Haunters, Patients, The Late
Starters, Assembly Required,
The Western Valley Road
Band, Al Park, Dangerbaby, the
Wairewa Rūnanga Choir, and
Steph McEwin and Rosanna
Harvey.
Last year, it was a tight
turnaround to put the festival
together, with consents and
alcohol licenses only coming in
the day before.
Festival director Mario
Downes said the event raised
about $2000 for the dojo.
Including what the club
has put into the building, he
estimated between $10,000
and $15,000 has generated for
materials and floor covering.
Since then, Downes and
his team have been working
away in the background,
The festival is a fundraiser for the jiu-jitsu club’s community shed.
putting more time and focus
on advertising.
Last year’s festival hosted
about 500 out of a possible
2000. But, with the current trajectory
of ticket sales, Downes
expects close to a sellout crowd
on Saturday.
“It’s looking pretty awesome,
it’s going to be a huge day out,”
he said.
Downes originally started the
festival in 2001 at his former
property in Cooptown and ran
it annually until 2013 when he
sold the venue.
Pest plant discovered at Robinsons Bay
The invasive pest plant
Chilean needle grass has been
discovered for the first time on
Banks Peninsula.
Environment Canterbury
biosecurity officers have controlled
the site and checked for
any spread to neighbouring
land. Investigations are ongoing
to determine how it got onto the
property.
It is the Southern-most finding
of the plant.
Chilean needle grass is
notorious for its sharp, needlelike
seeds that can injure
animals and reduce wool and
meat quality. It can spread on
machinery and stock, and once
established can be difficult to
control.
Said ECan senior biosecurity
officer Noel Crump: “Chilean
needle grass can be very
difficult to identify when it’s not
seeding and is often mistaken
for other common weeds like
ripgut brome. We encourage
everyone to learn the key
characteristics and let us know
if you see something suspicious
or are unsure.”
ECan is holding an
information session from
10am-noon on Tuesday,
December 9 at Duvauchelle Hall
to help residents learn how to
identify the plant and prevent
its spread.
We’re investing in your electricity network
Have your say on our plans
To continue providing the safe, reliable and resilient
power supply that you depend on, we must invest
more. This includes renewing ageing assets,
expanding capacity, and strengthening resilience.
Electricity use is changing, so we’re also making
the network smarter to support two-way energy
flows and technologies like solar and batteries –
giving you more choice and us more flexibility to
meet demand. While this means a small increase in
electricity distribution charges, you’ll benefit from
a reliable and future-ready network.
Skipper upbeat
despite heavy
Weedons loss
Coach wants more ‘ruthless’ approach
as Heathcote denied outright victory
BY KEES CHALMERS
Peninsula Harbour’s premier
side is shaking off a tough day at
the office against Weedons ahead
of their clash with Oxford on
Saturday.
The Peninsula bowlers were
put to the sword by an in-form
Harry Chamberlain, who blasted
194 off 116 balls, including 16
sixes and 16 fours. It was Chamberlain’s
fourth century in just
four weeks.
He was supported by Felix
Naish, who was out for 99 off 81
balls.
Said Peninsula skipper David
Neal: “It was pretty impressive
to watch, it’s just unfortunate we
were on the receiving end.
“I don’t think we bowled too
badly, it’s just two good batters
got in and took us to town.”
Weedons went on to post 367/6.
In reply, Peninsula lost early
wickets and were forced to
attack, which led to a batting collapse.
They were bowled out for
129, falling short by 238 runs.
“Put it in the rear-view mirror
and take a few learnings, but
there’s no point dwelling on it,”
Neal said.
Despite the heavy loss, Neal is
confident his side can still push
for the semi-finals but admits
they will need to lift their game.
“We know we need to start
winning a few games soon if
we’re going to make a run for
finals, but spirits are still high.”
BY KEES CHALMERS
Heathcote remain unbeaten but
are ruing a missed opportunity
to secure an outright victory over
St Albans from a strong position.
They next head to Sydenham
Park to face second-placed
Sydenham on Saturday.
Heathcote player-coach Tyler
Lortan said it was a case of
“rinse and repeat”, but his team
needed to maintain it for longer
periods.
“Everyone’s in a good space,
we’re playing good cricket,” he
said.
“It’s just a case of being a bit
more ruthless in some crucial
moments and I’m sure the rest
will take care of itself.”
Heathcote currently sits third
on the Metro men’s premiership
ladder.
Lortan has emphasised the
importance of gaining early
outright victories to set up their
season.
He said the St Albans game felt
like one that got away, given their
strong position after day one.
St Albans finished the first
day reeling at 145/7 in response
to Heathcote’s 305/7, which was
built around Philippe Boissevain’s
unbeaten 107 off 64 balls.
Said Lortan: “The job was
pretty straightforward, we just
had to take 13 wickets.”
St Albans’ tail wagged but they
were eventually bowled out for
203, with pace bowler Caleb
Dutch international Philippe Boissevain, pictured batting last season, was a standout for Heathcote, scoring 107 in the first
innings before delivering with the ball in St Albans’ second innings, taking 4-83 from his 22 overs.
Samson starring for Heathcote,
taking 5-42 from 13 overs.
It was not enough to avoid
the follow-on which Heathcote
enforced, sending St Albans back
in to bat.
They again started well with
the ball, removing the top order
cheaply.
St Albans were 58/4 before
a patient 77 off 162 from Connor
Stewart and a brisk 56 off
65 from Alex Brown took an
outright victory out of Heathcote’s
hands, finishing on 234/7.
“We required 10 wickets,
before they had passed our score
to win by an innings. Unfortunately
we weren’t able to do
that,” Lortan said.
It wasn’t through lack of effort,
with Heathcote’s bowlers toiling
on a wicket offering little sideways
movement.
“Pretty happy at the end of the
day with how everyone rallied on
a flat surface and pushed for that
outright victory,” Lortan said.
Leg spinner Boissevain was
the standout with the ball in the
second innings, taking 4-83 from
22 overs.
Lortan will be absent for
the first day of the Sydenham
clash as he is running the
Queenstown Marathon. Fast
bowler Oscar Anderson and
batter Will Hocquard are set to
rejoin the side.
John Bertrand Collectables
Are Buying in Christchurch
and Canterbury Next Week
Once again, the gold and collectables buyers from
Wellington company John Bertrand Collectables are
visiting Christchurch and Canterbury next week. Mr
Tony Grant from the company says, “If you are
downsizing or wanting to dispose of things because
they no longer serve any purpose to you or your family
bring them in”. “Next week will be a great opportunity
to have any items you want to sell assessed by our
buyers” said Mr Grant. Particularly wanted are Gold
and Silver (in any of its forms) and Collectables such as
Coins, Banknotes, War Medals,
Old Wind-up Watches and
other interesting Small
Collectables.
“We are keen buyers,
especially of the items in the
list below” said Mr Grant.
“Nothing is too small for our
consideration. We are just as
happy buying 1 item as we are
buying 1,000 items” he said.
The buyers will be in
Christchurch and Canterbury
next week. (see details below).
As Tony Grant points out “If
you are in doubt about any
items you may wish to sell,
bring them along for an instant
appraisal.”
Mr Anthony (Tony)
W. Grant
Fellow of the Royal Numismatic
Society of New Zealand Incorporated
Director and Buyer
John Bertrand (Collectables) Ltd
Author of the John Bertrand
NZ Coin & Banknote Catalogue
Gold & Silver
At Historically
High Prices
D uring these
uncertain times
we have seen a sharp
increase in the price of
precious metals. The gold price in New
Zealand is at near record levels so gather
up all your unwanted items and take
them along to the buyers. Tony Grant says
“We can buy gold items in all forms,
including Jewellery (Rings, Chains,
Brooches etc), Coins (Sovereigns and the
like), Alluvial (River Gold), virtually
anything, even Gold Teeth! We also need
all Sterling Silver including Cups, Tea
Services, Cutlery and Old Coins” he said.
Some Big Dollars in Early Banknotes
arly New Zealand Banknotes dated
Ebefore 1932 are currently fetching
big money! This is according to Mr Tony
Grant, author of the John Bertrand New
Zealand Coin & Banknote Catalogue.
Mr Grant is in Christchurch and
Canterbury next week on a buying trip
for John Bertrand (Collectables) Ltd and
would be very keen to see any of these
issues. “We will pay at least $300 for any
undamaged Ten Shilling or One Pound
T
Interesting Small
Collectables Wanted
he buyers from John Bertrand
(Collectables) Ltd, visiting Christchurch
and Canterbury next week, are happy to
look at any interesting items, for example
vintage pocket and wristwatches such as
Rolex, Men’s Omega, Breitling and gold
watches etc. Also wanted, pre 1920’s picture
postcards, Maori and Pacific artefacts, old
fountain pens and other small antique or
historical items.
“If you have something unusual which
you would like to sell, please bring it
into one of our venues, we would like the
chance to at least have a look at it” said
Tony Grant, buyer for the Company. “We
will consider anything which may be of
interest to a collector” he said.
banknote from a New Zealand trading
bank dated 1932 or before.
Denominations of five pounds and higher
would be worth from $700. “Any banknote
dated prior to 1900 would be worth at least
$1000” said Mr Grant.
Also purchased are any Reserve Bank
of New Zealand pre-decimal issues,
especially 50 Pound notes. All overseas
banknotes are also wanted, especially
early Pacific Island issues.
Collectors Need War Medals
ADVERTISEMENT
urrently, throughout NZ and the world there is a big
demand by collectors for war medals. These cover all
wars right through from the New Zealand Land Wars and the
Boer War, to the First and Second World Wars and the later
Korea and Vietnam conflicts. New Zealand Servicemen and
Women first served overseas in the Boer War in South Africa
around 1900 and the war medals awarded for this service are
needed by the buyers, as are any other Medals from early New
Zealand and the New Zealand Wars.
General service medals from both the First and Second
World Wars will also be purchased, but as can be imagined
these were awarded in fairly large numbers. “If a group
of medals has any special award for bravery such as the
Military Medal, Military or Flying Cross or other medals for
Distinguished Conduct or Meritorious Service, these can add
great value to a group” stated Mr Tony Grant, buyer for John
Bertrand (Collectables) Ltd. “Many families have old medals,
some dating back to early Imperial days, that they are not sure
what to do with. These are better off in the hands of collectors
who will look after them. We will be happy to look at any war
medals whatsoever, just bring them in to venues” he said.
Old Coins Can Toss Up a Rarity
o you have a bunch of old coins sitting around in your
drawers and cupboards? You just never know what
rarities may be lurking there. The advice from Tony Grant
from John Bertrand (Collectables) Limited is to “bring them
in and let us have a look”. “No need to sort anything out just
bring them in ‘as is’ and please don’t clean them! We can go
through coin accumulations and collections fairly quickly”
he said. The buyers are particularly keen to buy pre 1946
New Zealand Silver Coins and World Silver Coins. “In any
event we will buy All Coins,” said Mr Grant.
Proposed bylaws for Rāpaki and Whakaraupō
Mātaitai Reserves
Pursuant to regulation 25(5) of the Fisheries (South Island Customary Fishing) Regulations 1999, notice is given that Ngāti
Wheke Tāngata Tiaki/Kaitiaki have proposed bylaws that aim to maintain the long-term sustainability of fisheries resources
for ongoing utilisation by the community and future generations within the Rāpaki, Whakaraupō (Lyttelton) and Whakaraupō
Extension Mātaitai reserves. This includes changes to the recreational fishing rules for a number of fish, shellfish, and
seaweed species within these mātaitai reserves.
Proposed bylaws
The proposed bylaws would prohibit the taking of all shellfish, seaweed (except Undaria) and some finfish species in the
Rāpaki Mātaitai Reserve and generally in the Whakaraupō and Whakaraupō Extension Mātaitai Reserves would:
• prohibit the taking or possession of seaweed except wakame (Undaria) taken from within the mātaitai reserves;
• prohibit taking and possession of some shellfish and finfish species taken from within the mātaitai reserves;
• reduce daily limits for some shellfish and finfish species taken from within the mātaitai reserves;
• reduce combined finfish daily bag limits taken from within the mātaitai reserves;
• implement a new minimum length for pāua (130mm), cockles and pipi (40mm), and green lipped mussels (70mm) taken
from within the mātaitai reserve;
• close areas to the taking and possession of pāua taken from these areas within the mātaitai reserves;
• prohibit the taking or possession of shellfish taken from whata kaimoana (non-commercial fish culturing structures) areas
within the mātaitai reserves;
• implement a maximum limit per vessel for pāua in the mātaitai reserves.
Maps of the mātaitai and a full description of the proposed bylaws are available on the Ministry for Primary Industries
website (www.mpi.govt.nz/consultations), or by contacting Fisheries New Zealand at the below address or
A copy of the proposed bylaws may be inspected from 10 November 2025 during normal office hours at:
• the Fisheries New Zealand Office, 14 Sir William Pickering Drive, Christchurch; and
• the Rūnanga Office, 18A Rāpaki Drive, Rāpaki, Lyttelton.
Mātaitai reserves
A mātaitai reserve is an identified traditional fishing ground which tangata whenua have a special relationship with. They are
limited to fisheries waters and do not include any land area. Mātaitai reserves do not change any existing arrangements for
access to private land.
Submissions process
Fisheries New Zealand is now inviting public submissions on the proposed bylaws. Submissions can be made up to 5pm on
Monday 15 December 2025.
You can email your submission to FMSubmissions@mpi.govt.nz.
While we prefer email, you can post your submission to:
Inshore Fisheries South
Ministry for Primary Industries
Private Bag 1926
Dunedin 9054
Submissions are public information
Note that all, part, or a summary of your submission may be published on the MPI website. Most often this happens when we
issue a document that reviews the submissions received.
People can also ask for copies of submissions under the Official Information Act 1982 (OIA). The OIA says we must make the
content of submissions available unless we have good reason for withholding it. Those reasons are detailed in sections 6 and
9 of the OIA.
If you think there are grounds to withhold specific information from publication, make this clear in your submission or contact
us. Reasons may include that it discloses commercially sensitive or personal information. However, any decision MPI makes to
withhold details can be reviewed by the Ombudsman, who may direct us to release it.
