Driver does
donuts at
bus interchange
BY GEOFF SLOAN
Pedestrians were stunned when
the driver of this car mounted
the footpath and did donuts
on the forecourt of the busy
central city bus interchange.
The incident has prompted
the city council to explore putting
safety bollards in as part
of a wider review of security at
the interchange on the corner
of Colombo and Lichfield Sts.
The incident happened just
after 6pm on a Friday in September
and was revealed to
city councillors at a briefing on
security at the interchange last
week.
City council head of facilities
and property Bruce Rendall
said it was lucky no one was
injured. People were walking
into the interchange at the time.
Police were called immediately.
A city council
spokesperson said it had not
received anything back from
police since the incident and
was unaware if the driver had
been located. Police also could
not provide any details to The
Star when contacted this week.
The incident has prompted
the city council to look at
installing bollards to keep
pedestrians safe, one of several
initiatives planned for the
facility.
Hornby Ward city councillor
Mark Peters said the donuts
incident came as a “bit of a
surprise”.
“It’s ridiculous to hear about
this stuff. I think police and
other relevant authorities need
to be able to crack down a bit
when needed.”
He supports the introduction
of bollards.
And, in another incident, two
young females rode scooters
through the interchange and
assaulted security. Rendall said
they were arrested.
He said initiatives already
taken by the city council
appear to have improved the
safety environment, although
perceived safety issues remain.
Large housing development planned for Mitre 10 site
Nearly 100 new homes and
a suite of commercial units
are planned for a prominent
Sydenham block, currently
occupied by a former Mitre 10
store and the Sandridge Hotel
and Motel.
The owner of the 0.3ha site
has lodged a resource consent
application with the city
council outlining a large-scale
redevelopment bordered by
Colombo, Huxley and King Sts,
Stuff reported.
While most of the land would
be rebuilt, existing businesses
on the corner of Colombo and
Huxley Sts – including a dairy,
takeaway outlets and residential
units – would remain.
The project would comprise
21 buildings and could be
delivered in multiple stages.
Plans include 52 twobedroom
units and 40
three-bedroom units, each with
a garage or car park, along
with 12 commercial units facing
Colombo and Huxley Sts.
The development has been
designed in four segments
to allow different builders to
undertake construction on
separate lots.
The Mitre 10 property and
adjoining land belong to R &
H Investments, owned by the
Smith family, who operate
Mitre 10 stores across the city.
Their Sydenham branch
closed in April after the family
opened a new Mitre 10 Mega
nearby.
Five houses and five vacant
sections owned by R & H
Investments are also included
in the development area.
The Smith family holds the
Sandridge Hotel site through
Sandridge 2007 Ltd.
The hotel, operated by John
Lindsay and Larry Paul, has
been a fixture on Huxley St
since the mid-1980s, when it
relocated from Colombo St.
It currently includes
a bar, restaurant and
accommodation.
Survival in the extreme
He’s been called the Indiana
Jones of Kiwi microbiology.
Canterbury University Professor
Matthew Stott goes to the
ends of the earth in his quest to
study life in the planet’s most
hostile environments.
“I get to go to amazing places,
places few people have ever
been, and study organisms that
survive where almost nothing
else can,” the environmental
microbiologist
said. “It’s a real
privilege to
see life thriving
under such
extreme
conditions.”
Stott is fascinated
by
extremophiles
Matthew Stott
– microbes
that live at the
extreme ends of survivability.
His latest field site might be
the most extreme yet: On the
slopes of the world’s southernmost
active volcano, Mt Erebus
in Antarctica.
The volcano’s chemistry is
unique. The outside temperatures
are -30 to -40 deg C, and
the soil temperatures are 60 to
70 deg C.
“Frankly, it's quite nuts to
go there with cold weather
gear on trying to sample hot
microorganisms. It doesn't quite
make sense in your brain,” he
told RNZ.
The expedition investigated
microorganisms that flourish in
sub-zero ice and volcanic heat,
offering clues to how life adapts
to extreme changes.
One of the issues
microbiologists face is how
to grow extremophiles in a
lab to study them, Stott said.
To combat this, the team are
creating microbe ‘halfway
houses’ on Mt Erebus before
bringing them back to New
Zealand to study.
Stott leads studies into
geothermal microbes. His
team discovered a new class
of phospholipid, a special
fat molecule that forms the
protective outer layer of every
living cell and is essential for
life. The molecule, found within
a bacterium from a North
Island hot spring, is only the
third of its kind ever identified.
“Phospholipids were first discovered
in the 1880s,” he said.
“To find a new one more
than a century later, and in an
organism from our own geothermal
systems, was incredibly
exciting.”
Stott is currently working
with Rotorua’s Tohara North
Number 2 Trust to develop
a bioreactor that uses native
microorganisms to convert
greenhouse gases from geothermal
power stations into useful
products.
“Our partnership combines
science and mātauranga Māori
to create solutions that benefit
people, the planet, and future
generations,” he said.
Stott was awarded the 2025
research medal, Canterbury
University’s highest academic
honour for research excellence.
Port delays cause
congestion charges
BY DYLAN SMITS
Shipping giant Maersk will
impose a congestion surcharge
on Lyttelton Port due to delays
caused by a controversial job
restructure.
The Star revealed last week
the port is often operating with
only two of its four container
terminal cranes, since nearly a
third of all foremen have left as
part of the restructure.
Maersk will charge $US200
a container entering and
departing the port from
December 1 for most trades,
and from December 15 for
regulated markets.
Congestion surcharges are
typically introduced by shipping
companies to recoup losses
incurred by delays at ports and
to encourage port companies to
improve performance.
A Maersk spokesperson
said “recent developments”
at the port have introduced
operational constraints which
are impacting the flow of
cargo.
“These conditions are
creating pressure on schedules
and capacity, which could
affect planned activities if not
addressed proactively.”
The spokesperson said the
measure is intended to support
Maersk’s ability to serve
customers.
“Current indications suggest
disruptions at Lyttelton terminal
will continue in the short term.”
LPC chief customer and
supply officer Simon Munt
did not directly address the
congestion surcharge when
asked by The Star, but said “our
service levels for customers
recently
have not met
expectations”.
He said it is
a temporary
situation
while the port
transitions to its
new leadership
structure in
the container Simon Munt
terminal.
Munt also said there have
been improvements in labour
supply over the past two weeks,
and the company is working to
boost performance.
Maritime Union of New
Zealand Lyttelton branch
president Gerard Loader
said the union had predicted
delays would occur due to the
restructure.
“The sad
reality is that
Christchurch,
Canterbury and
the greater South
Island citizens
and economy are
going to pay the
price for LPC’s
incompetence
and total
negligence.”
Gerard Loader
‘Exotic’ measures successful
› From Page 1
In terms of safety and
security at the bus interchange,
they have security guards,
CCTV and beat police who visit
several times a day.
Other measures include
working with homeless
outreach services, and a safe
space for youth called the igloo.
Rendall told councillors at the
briefing “exotic” approaches
also seem to be successful.
“We’ve also trialled the use of
classical music in hangout areas
to try and deter hanging out,
which seems to have worked
quite nicely.”
Foot traffic at the interchange
has increased by a thousand
people a day over the past 18
months. That was likely to
increase again after One New
Zealand Stadium opens its
doors, said Rendall.
“While there had been an
increase in the number of people
passing through the interchange,
there had been a decrease in
serious issues,” he said.
Rendall said future key
initiatives being considered
include real-time AI CCTV
monitoring to provide
enhanced surveillance
capabilities.
“Not from a facial recognition
perspective which is often a
concern, but just to help us see
and draw our attention to outof-the-ordinary
events.”
The city council is also
considering help call points
inside the building, a dedicated
security kiosk in the public
area, and a public awareness
Teenager Ruby-Grace Miller campaigned for better security at the interchange.
campaign, ‘See something, Say
something’ to encourage people
to report concerns. Improved
lighting, and working with the
city safety patrols are also being
considered.
Teenager Ruby-Grace Miller,
who campaigned for better
security at the interchange
in June, said the new security
initiatives were a “step in the
right direction”.
The introduction of the Igloo
youth safe space has made a
“phenomenal change”, and has
made her and her friends feel
safer while waiting for their
bus,” the 17-year-old said.
In June she presented a
survey of 235 students in
which 74% reported feeling
unsafe or uncomfortable at the
interchange, with more than
80% saying they had seen at
least one instance of aggressive
behaviour, intoxicated people,
vandalism, property damage,
security officers acting
unprofessionally, or had felt
watched or harassed.
The occupant of this home decided to fight a fire with a pot of water, which a
specialist fire investigator said put her at “significant risk” of being injured.
PHOTOS: GEOFF SLOAN
Stark reminder of what not to do
BY DANIEL ALVEY
A householder made a futile
– and risky – bid to put a fire
in her home out using a pot of
water.
As these photos show, it was
never going to work.
When firefighters arrived, the
house was engulfed in flames.
The homeowner was being
comforted by a neighbour.
But firefighters had one
simple message: “Just get out.”
The blaze at
about 10am
last Thursday
may have been
caused by
crystals hanging
in a window.
Fire and
Emergency NZ Bruce Irvine
senior advisor
risk reduction
and specialist investigator,
Bruce Irvine, said the cause was
still undetermined, but light
reflecting through glass crystals
hanging in the window could
have started the fire.
“People need to understand it
is rare, but it is realistic if you
dangle glass in windows or if
you have mirrors in front of
windows, a lot of people don’t
think of that,” he said.
Irvine said the householder
took “a significant risk” and
was lucky not to get injured
trying to fight the already wellestablished
fire.
She discovered the fire in the
master bedroom of the Waddington
home, near Sheffield,
after hearing glass breaking.
The house did not have smoke
alarms. When she could not put
the fire out, she left.
A neighbour called 111.
Irvine said the “the biggest
issue” was having no smoke
alarms. She was only alerted by
the windows breaking. A smoke
alarm would have warned her
earlier.
Irvine estimated the fire had
been going for about 1-2min
and was hot enough to break
the glass.
Irvine said when evacuating a
house during a fire, closing the
doors can save the home.
“Every closed door will give
us as firefighters 15min before it
breaks through. That is significant
to our response time.”
Fire crews from Sheffield,
Springfield, Darfield, and
Kirwee were called to the blaze.
Care packages bring hope to families spending
Christmas Day was the moment
Stacey Toneycliffe realised she
couldn’t be in two places at
once – with her fragile newborn
twins in the neonatal intensive
care unit (NICU), and at
home with her four-year-old
son Oliver who was missing her
desperately.
This Christmas, many Canterbury
parents will face the same
dilemma.
One Mother to Another has
launched its ‘Give a Little Hope
This Christmas’ campaign, aiming
to raise $20,000 to provide
care packages for families
spending the day at their child’s
hospital bedside.
Toneycliffe hadn’t expected
to become one of them. When
the Kaiapoi mum took a long
weekend trip to Geraldine late
last year, she didn’t imagine she
would return home needing
urgent medical care during her
twin pregnancy.
A type-1 diabetic, she had
already been closely monitored
after doctors noticed her insulin
needs were dropping – a sign
something could be wrong with
the placenta.
She had also spent much of
the pregnancy on bedrest, too
unwell to drive, and often in
hospital with severe morning
sickness.
She and husband Andy drove
to Christchurch Hospital with
Oliver as her blood pressure
soared to dangerous levels.
“I was going from huge
numbers of insulin to almost
nothing. They said it was a
sign things were going wrong,”
After the birth of her twin sons, Stacey Toneycliffe spent three weeks in hospital, while Henry and Theodore had to stay in the
neonatal intensive care unit for five weeks. Care packages from One Mother To Another were a welcome relief for the family.
Toneycliffe said.
“I was admitted, sent home for
two days, then straight back in
again. From that point on, everything
unravelled.”
Over the next three weeks,
Toneycliffe’s condition deteriorated.
Her kidneys worsened,
her blood pressure stayed
dangerously high, and she
was moved into a one-on-one
care room under constant
monitoring.
Steroids were given to prepare
the babies for an early delivery.
At 32 weeks and six days pregnant,
doctors made the call – she
needed an emergency C-section.
Her sons, Henry and Theodore,
were taken straight to
NICU. Toneycliffe, already worn
down, then developed postnatal
pre-eclampsia, a serious and
often frightening complication
that sent her blood pressure
spiking even higher.
“It was worse after I’d given
birth. I ended up spending
another couple of weeks in hospital.
Altogether, I was there
about three weeks. The boys
were there for five.”
At home, her son Oliver struggled
with the separation.
“He didn’t want to come near
me because of all the IV lines.
He was frightened. It broke my
heart. And because of the infection
risk, he couldn’t meet his
brothers for weeks.”
Toneycliffe and Andy had
expected their twins to arrive
around Christmas – but not to
spend all of December in NICU.
“Christmas in NICU is really
hard. You’re torn between your
sick babies in hospital and your
child at home,” she said.
During one of those long
days, a small surprise offered a
moment of relief – a One Mother
to Another care package left at
the foot of the incubator.
“We took it home for Oliver
to open on Christmas Day. He’d
felt so left out having spent more
time with his grandparents during
December
than at home.
“Seeing his
excitement made
us all feel like we
were part of something
again.”
Said One Mother
to Another chief
executive and cofounder
Joy Reid:
“For families like
Joy Reid
Stacey’s, Christmas in NICU can
be one of the hardest days of the
year – torn between home and
hospital, between healthy children
and fragile newborns.”
The charity is now crowdfunding
to raise $20,000 for additional
Christmas care packages, on
top of the 7000 packs it supplies
throughout the year to parents
and whānau in 21 South Island
hospital wards – most of them in
Canterbury.
“No parent expects to spend
Christmas in hospital, let alone
separated from their children.
“In that situation, the smallest act of
kindness can feel like a lifeline.
“Our Christmas care packs are our way
of saying, ‘you’re not alone, and we see
you’,” Reid said.
“They really make a huge difference.”
Toneycliffe received three care packages
during her pregnancy and NICU
stay – one during a hospitalisation for
severe dehydration due to morning sickness,
one after arriving from Geraldine
without essentials, and finally the Christmas
package.
Each one made a profound difference.
“The first note I read nearly made me
cry,” she said.
“I felt like I was the only person going
through this awful time. That little handwritten
message made me feel seen and
gave me hope.”
A gratitude journal included in one
package also became important.
“My husband wrote in it every day
– what the boys were doing, what had
changed, when they moved rooms. It
helped us feel like there was light at the
end of the tunnel.”
Even later, when Andy took one of
the boys back to ED after discharge, he
One Mother To Another
volunteers prepare 7000 care
packages during the year for
parents and whānau in 21 South
Island hospital wards. The
charity is now crowdfunding for
additional Christmas packs.
received a Dad Pack.
“He came home and said, ‘I got one!’,
half joking, half proud. It made him feel
included too.”
Today, Henry and Theodore are thriving
one-year-olds. But the emotional
impact of their early arrival, and Toneycliffe
own medical emergency, has stayed
with her.
“I have a lot of anxiety around health
now. This time of year is quite triggering.
But talking helps. It’s been a journey.”
For families like hers, small gestures
can feel huge.
“It sounds small, but when you’re going
through trauma, the smallest acts of kindness
are massive,” Toneycliffe said.
“It made me feel like someone cared.
Like we weren’t alone.”
• Hundreds of parents will spend Christmas day
in hospital with a sick child or fragile newborn. One
Mother to Another is fundraising to raise $20,000
to provide special Christmas care packages,
alongside their regular support, filled with
essentials, festive treats, and a handwritten note.
Data shows
cost of living
crisis is far
from over
Food prices and power bills are climbing
again after a brief period of stability. Dylan
Smits reports
NEWS The Star, November 27, 2025 | 9
Diana Hobson is
reducing her meat
and vegetable
purchases as food
prices climbed at a
higher annual rate of
4.7% last month.
PHOTO: DYLAN SMITS
Retiree Diana Hobson enjoys doing
her weekly grocery shop at Pak’nSave
on Moorhouse Ave, but it has become
increasingly difficult to fill her trolley
with everything she needs and stay
within her budget.
“You need to pick and choose a bit I
guess, and just be a bit frugal,” she said.
Since she retired about a year ago,
Hobson has been living off her pension
and savings. She now looks at price
tags closely and keeps a sharp eye on
specials.
“I can’t be spending much more than
$120 on my weekly shop and even that
feels like quite a bit when you’ve got so
many other bills.”
She now buys meat and vegetables in
much smaller quantities.
Petrol and housing costs – including
insurance and rates – also take up a
significant share of her budget, making
it hard to save.
Last year’s food price data showed
some promising signs.
Prices decreased 0.3% in the year to
June 2024 – the only monthly drop in the
past five years – hinting that inflation
and the cost-of-living crisis might finally
be easing.
But since then, year-on-year increases
have continued to climb, reaching 5% in
August and 4.7% last month.
Grocery food prices – up 4.9% year-onyear
last month – contributed the most
to the overall increase in food costs.
Meat, poultry, and fish followed, rising
7.6% annually.
The average price for milk was $4.78
for 2 litres, up 13.5% annually. Instant
coffee was $7.88 per 100 grams, up
25.5%. The average price for a 1kg block
of cheese is $12.71, up 30.1%, and a
dozen fresh eggs costs $9.88, up 18.5%.
Power bills have also risen, from 30c
per kilowatt-hour in May 2020 to 35c/
kWh this past May – a 16.7% increase.
The Electricity Authority estimates
the average monthly household power
bill in Central Canterbury (Selwyn and
Christchurch) is now $227.
Much of the recent rise has occurred
over the past 18 months, with prices
jumping from 31.6c/kWh to 35.7c/ kWh in
the year to August.
A significant contributor to the rise in
consumer electricity prices was an April
decision by the Commerce Commission
to raise the maximum revenue lines
companies are allowed to earn to nearly $6
billion.
The revenue decision was made to
allow the lines companies to pay for
much-needed upgrades to transmission
infrastructure and has added an estimated
$10-$25 a month to the average power bill
nationwide.
Renters are also feeling the cost-of-living
pressure.
While rents have fallen in other major
cities, Christchurch continues to see
increases across all urban property types –
up 1% overall and 2% for apartments and
small units.
The median rent in the city is now
about $550, but overall, rent prices in
Christchurch are still cheaper than
Auckland and Wellington.
Nationally, the median rent fell to $610 in
October – a $10 drop from September and a
4% decline compared to October last year.
No jail for
‘lifelong
fraudster’
BY AL WILLIAMS
A woman with dozens of
dishonesty convictions stole
thousands of dollars from a
Pacific healthcare provider.
Nelly Sione was described as
a “lifelong fraudster” when she
appeared in the district court for
sentencing on charges of altering
a document, causing loss by
deception, forging a document
and using a forged document.
The 52-year-old stole $8153
from the Tangata Atumotu Trust
after she was promoted to a team
leader in 2022.
Sione used the trust’s credit
cards and electronically altered
receipts. She also forged an
invoice and billed it to another
employee.
Sione was confronted in
December 2023. She accepted
the allegations and wanted the
opportunity to pay the money
back.
At sentencing, Judge Tony
Couch said Sione had 97 convictions,
including for theft as a
servant and forging documents.
“You are a lifelong fraudster.”
The only mitigating factor was
the fact Sione’s last offence was in
2014, the judge said.
He ordered Sione to pay back
$8153 in misappropriated funds
and added $10,000 in reparation
before sentencing her to 12
months’ home detention “by a
small margin”.
Family terrorised
as gang member
breaks into home
BY AL WILLIAMS
A family of four feared for
their lives when a Black Power
member forced his way into
their home and tried to smash
his way into a bedroom where
they had barricaded themselves.
Fearing for their safety, the
couple hid their daughters, aged
15 and 12, in a small cupboard.
Joshua Strickland then made a
final blow to the bedroom door
with such force that the father,
who was leaning up against it to
try to keep him out, dislocated
his shoulder.
The 34-year-old then sat down
and looked at the terrified family
through the newly formed
hole and threatened to kill
them.
At Strickland’s sentencing in
the district court, Judge Gerard
Lynch said the mother, an early
childhood teacher, described
the ordeal as the most terrifying
experience of her life.
She thought her family were
going to die.
The family didn’t know Strickland
and had recently settled
into the Worcester St home
when he burst in at about 8pm
on March 28 this year.
Judge Lynch said the family
had hoped to make a new beginning
in the home, but now could
not bear to stay there because of
the attack.
The father had spoken of a
level of violence that he would
never forget; he, too, thought his
family were going to die.
It was something that had
stayed with the father every day
since the attack, Judge Lynch
said.
The family had suffered physical
and emotional trauma.
The summary of facts showed
Strickland was banging on the
door and threatening to kill
them before smashing the glass
door with a brick.
He climbed through and made
his way up the stairs to the second
floor and smashed a TV in
the lounge.
The victims heard yelling,
banging and crashing, followed
by thudding sounds of someone
coming up the stairs to the third
level.
Strickland smashed a wooden
door to the bedroom where they
were holed up, as they braced
the door shut by holding it and
leaning into it.
He continued to make threats
as he looked at the family
through the hole in the door.
Strickland was found by
police inside the house a short
time later.
Judge Lynch said police did
A Black Power member forced his way into a family’s central city home, leaving
them fearing for their lives. The family had recently settled into the house but
can no longer bear to stay there.
not know why Strickland had
gone to the property. He didn’t
know the family. Strickland
said he had attended a memorial
service earlier that day
and had “let his guard drop” by
drinking.
He was on a sentence of intensive
supervision at the time.
Just 10 minutes before the
attack, he had been driving in
the central city and crashed into
another vehicle, continuing to
drive through a red light as the
driver of the other vehicle followed
and pulled in behind him
at a food outlet.
Strickland, who wore a Black
Power hoodie, got out of his car
and verbally abused the motorist
several times before getting
back into the car and driving
off.
Strickland had a long criminal
history and remained
entrenched within the gang.
He was sentenced to three
years and six months in jail
on charges of injuring with
reckless disregard, threatening
to kill, burglary, prohibited
display of gang insignia in a
public place and driving in a
dangerous manner. He was also
disqualified from driving for
nine months.
Cyclist back on the road
The 6:30am alarm used to
be Lesley’s favourite sound. It
meant dawn rides through local
parks and that glorious feeling of
freedom only cyclists understand.
But last winter, the 64-year-old
grandmother found herself lying
in bed, listening to that same
alarm with dread.
“I’d swing my legs out of bed
and just pause,” Lesley recalls.
“My knees felt like rusty hinges.
Everything ached before I even
started the day.”
For someone who’d spent four
decades cycling, watching her
world shrink was heartbreaking.
The woman who once led group
rides was now making excuses to
stay home.
“I became an expert at declining
invitations,” she admits. “Coffee
catch-ups after rides became too
hard to explain. I’d rather miss
out than admit I couldn’t keep up
anymore.”
Her bike gathered dust.
Watching the cycling on TV was
as close as she came.
“My husband would find me
cleaning that dusty bike, just
running my hands over it,” Lesley
laughed. “He knew what I was
thinking but didn’t know how to
help.”
Flipping through the local paper
one morning, an article caught her
eye about people her age finding
support with Koru FX, a New
Zealand-made natural cream.
“I almost turned the page,”
Lesley remembers. “But these
were people my age talking about
getting back to activities they
loved. I tore out the coupon.”
She took it to her local
pharmacy, just planning to ask
questions.
“The pharmacist smiled when I
showed her the coupon,” Lesley
recalls. “She said they could
hardly keep it on the shelves.
Customers kept coming back for
multiple bottles. It was a ‘bestseller’
apparently.”
What convinced Lesley was
hearing it contained natural
ingredients like arnica, mānuka,
peppermint and black pepper oils.
That evening, she applied the
cream. It absorbed quickly with a
pleasant cooling sensation.
“Within about 20 minutes, I
noticed something different,”
Lesley says. “I actually walked up
and down the hallway a few times
just to check I wasn’t imagining it.
Not magic, but enough to take the
edge off.”
She established what would
become her routine: twice daily
applications.
After two weeks, Lesley said
she was feeling “more confident in
her movements.”
“I realised I wasn’t thinking
about my knees anymore,” Lesley
explains.
Six weeks later, she stood in her
garage, helmet on, bike ready to
go.
“I just went around the block,”
Lesley recalls happily.
Always read the label and take as directed. If symptoms persist contact your healthcare professional. Koru Nutrition, Christchurch
Advertisement
Now, Lesley’s alarm has
regained its magic. She keeps a
bottle of Koru FX in her cycling
kit for longer rides.
“People ask how I manage,” she
says. “I tell them straight: good
bike maintenance, proper warmups,
and Koru FX twice a day. It
just works.”
The natural cream’s unique
formula combines 16 botanical
oils. Warming compounds help
penetration while cooling oils
like peppermint provide comfort.
Mānuka and calendula offer
lasting support throughout the day.
“Life’s too short to sit out,”
Lesley concludes. “I just needed
the right support.”
LETTERS
Lobby group’s demand for transparency
Readers respond to criticism
over the lack of transparency
around payments made by the
city council to a Ngāi Tahulinked
consultancy firm
Thank you for the update (The
Star November 27) on the city
council's inability to co-operate
with Rhys Hurley's (Taxpayers
Union) request for transparency
of payments from ratepayers
for contracted services to the
city of Christchurch.
As Rhys stated, Mahaanui
Kurataiao can charge what
they like, it is up to the city
council to accept these charges
(or not) and pay for relevant
services including information
regarding the many cultural
issues faced by planners.
As ratepayers we are fully
entitled to see a detailed
breakdown of these types of
monetary interactions.
Mahaanui Kurataiao was paid $1.36m in the past three financial years to give the city council specialist advice, including on
land, water and natural resource use, and environmental planning.
I fully support Rhys and
his endeavour to extract this
information.
All contractors are also
required to provide detailed
quotes prior to any work
commenced.
Has this occurred? I suspect
not. I thought we had moved on
from the large sums of koha to
organisations that effectively
run as trusts and don’t pay tax.
Part or all of the $1.36 million
could probably have been spent
more effectively on the many
pressing issues we currently
have in Canterbury.
- Paul van Kuppevelt
If a consultancy is offering
their services to the city council,
the purpose of the service
should be made available to the
ratepayer as part of obligatory
transparency.
We should be able to
determine how our rates being
used and why, including what
We want to hear your views on the
issues affecting life
in Canterbury
Send emails to:
Letters may be edited or rejected at Allied
number should be provided.
Please use your real name, not a
nickname, alias, pen name or abbreviation.
service is being paid, why it
is being paid, how much is
being paid and whether it is
necessary(or legislated) and
whether the consultancy has the
skill set to provide that service.
To provide less to the
ratepayer is suspicious indeed.
Further, there must be
guidelines and a contract
Concerns over ABs
coaching, selections
Last week we asked for your views on the All Blacks after their big
loss to England, negating a Grand Slam, followed by unconvincing
wins over Ireland and Scotland. The ABs ended their tour on Sunday
with a big win over lowly-rated Wales but still failed to impress
What is wrong with the All
Blacks?
To me Scott Robertson has
been a huge disappointment. He
and his fellow selectors’ record is
average and this comes back to
selections.
The Monday after the Super
Rugby final they named a team
with 14 Chiefs in it. So the squad
was based on the runners up. Not
a good start.
Crusaders like George Bower,
Ethan Blackadder and David
Havili, who were huge parts
of the Crusaders’ success were
ignored. You can throw in names
like Braydon Ennor, Cullen Grace
and Canterbury's magnificent
captain in the NPC, Tom Christie.
Top performers like Sam Darry
and George Bell got ripped out of
the Canterbury team in the week
of the final and in the latter’s
case, did not play at all.
Players like Rieko Ioane,
Beauden Barrett, Samipeni
Finau, Luke Jacobsen, and others
should never be in the ABs again.
Selection is the key in coaching
success. Robertson and co have
been terrible, hence the results.
gains support
for such expenditure and
not why not?
- Karen Harrison
Thanks to Rhys Hurley and the
Taxpayers Union.
I am a ratepayer. All reports
from consultants, including
Mahaanui Kurataiao Ltd should
be on the council website.
We must know what we are
paying for. There is nothing
commercially sensitive here.
- Dr Mark Laslett
The hard pressed ratepayers
of Christchurch have every right
to have a detailed breakdown
of the council’s $1.36 million
payments to Maharani Kurata
Ltd together with the value of
the advice given.
How many of these consultants
are ratepayers paying over
the top for that we are kept in
I am not a dyed-in-the-wool
rugby fan but I do like to watch
the All Blacks play.
After living here for more
than 60 years, I think it is time
to grow up and realise that with
any team, matches are lost or
won.
What is wrong with the All
Blacks? I suspect very little.
Considering our population
size and the number of players
available in Britain and Europe
we do exceptionally well.
the dark about—mushroom
diplomacy springs to mind.
- David Mok
Yes the council should reveal
the general reasons for the
consultancy fees. They don't
need to give specific details of
each project, but they should
front with an overall explanation
or ratepayers are likely to jump
to their own conclusions.
- Peter Crowhen
The city council should be
releasing the information in
regards why and what they
spent more than $1.3M on with
the Ngai Tahu consultancy
company.
Surely, council can simply
redact the name of the company
in any request for information
while still telling the ratepayers
who have actually paid this
money what they received for
the prices they paid.
- Wayne Hawker
In fact, I would say we punch
well above our weight in all
sports. If we think the All Blacks
are superior in some way and
have to win every game, then
we are not very realistic .
The team always plays hard
and fast and they have shown
the way for many years, but
we cannot and must not expect
other teams to stand still.
I am an ex-Pom and England
was better on the day.
Chef keeps job despite
sexually harassing staff
BY MOLLY SWIFT
A judge said the employer of
a chef found guilty of sexually
harassing young female workers
needs a “wake-up call” as
the offender continues to be
employed at the restaurant.
Sumeer Thapa was sentenced
in the district court on Tuesday
to four months’ home detention
after a jury found him guilty
of seven counts of indecently
assaulting four women aged
15-18 between 2021 and 2024.
The women worked as servers
at Lazeez Mediterranean
Grill in Shirley and helped with
food preparation. For many, it
was their first job.
“They would come along to
work excited by this new step in
their lives and happy," Judge Deidre
Orchard said at sentencing.
“Instead, in all instances, they
were left with an impact on their
self-confidence and not enjoy
their work as they hoped to. . .
approaching each workday with
trepidation."
Thapa made flirtatious and
inappropriate comments, calling
the teenagers “hot”, “sexy” and
“baby”.
He told two he wanted to get
drunk with them and would buy
them alcohol, despite them being
underage. He asked one if she
would be his Māori wife, another
to send him “hot pics”, and
Sumeer Thapa was found guilty of seven charges of indecent assault relating to
teenage staff at the restaurant where he works as a chef. PHOTO: PETER MEECHAM/POOL
questioned one about her sexual
relationship with her boyfriend.
The harassment was also
physical, with the women saying
Thapa would touch them on
their backs, thighs and buttocks.
During sentencing, Judge
Orchard said Thapa was not a
good candidate for rehabilitation
because he did not accept he had
done anything wrong.
“He needs to come to terms
with the fact that his behaviour
does amount to sexual harassment
– not just the touching, but
obviously the way he speaks to
young female employees at all is
totally unacceptable.”
She also said Thapa’s employer,
who provided a testimonial
and continued to employ him,
needed a “wake-up call” and
ordered that Thapa’s name and
the restaurant’s name be published
to protect future workers.
The Crown sought a starting
point of 18 months' imprisonment
but Judge Orchard adopted
a starting point of 12 months.
She gave a significant deduction
due to Thapa offering to give
emotional harm payments of
$1000 to each victim.
Judge Orchard settled on four
months of community detention
with a curfew from 10pm to 8am
each day due to his work hours.
“I am hopeful this experience
will have brought home
to you that you need to conduct
yourself appropriately in
the workplace towards young
women,” she said.
Thapa will not be added to the
sex offenders' register.
Sumner’s life-size ark sells
Christchurch’s own version of
Noah’s ark has finally found
new owners, who plan to turn
the distinctive structure into a
home for themselves – and their
animals.
Rod Cross, an agent with
New Zealand Sotheby’s
International Realty, told
OneRoof a Canterbury couple
had purchased the Clifton Ark in
Sumner.
The 860sq m, timber-clad
property – an architecturally
designed replica of the biblical
vessel that carried Noah and his
menagerie to safety – was listed
with a price expectation of $1.5m.
Cross said he could not disclose
the final sale price until settlement
is completed next month.
The couple intend to turn the
top floor – more than 220sq m
and positioned for sweeping
views across Sumner – into their
main residence.
Plans for the two lower levels
are still being refined, but one of
them may become a theatre.
Cross told OneRoof the new
owners will also be bringing
some animals with them.
“I think there are some pets. I
don’t know what species of pet at
this point,” he said.
The ark previously operated
as a wedding venue for a
decade, before closing after
the earthquakes, and has long
captured public curiosity.
“One of the biggest questions
I would get is ‘have you sold the
ark yet?’, so it’s a pleasure to say
yes now,” Cross said.
“We had to cast the net really
wide to find the right buyer for
The Clifton Ark in Sumner will be turned ito a residence by its new owners. Its top deck,
below left, was previously used as a wedding venue while the basement dancefloor is
likely to be partitioned into separate rooms and may become a theatre.
this one. . . it needed to be the
right person with the vision
to transform it into a unique
residence.”
Christian couple Ken and Bev
Loader originally built the ark in
the early 2000s to complement
the well-known Gethsemane
Gardens.
The gardens and venue, then
spread across almost 3ha, were
sold to a developer in 2013
and later turned into the highend
Gethsemane Heights gated
subdivision, now ringed by
luxury homes.
The ark now occupies a more
modest 1201sq m residential
section, and with its zoning
shifted from commercial to
residential, the property’s future
as a home was sealed.
The Hurunui Hotel is under new management and will reopen tomorrow.
Iconic pub to reopen
The owners of the Hurunui Hotel
have taken the property off the
market after failing to find a
buyer, and have instead moved
to their backup plan – leasing the
business for the next three years
to an experienced bar manager.
After moving from Rakaia
earlier this month, Sourav
Sharma has been racing to get
the hotel ready for its grand
reopening tomorrow.
Sharma told OneRoof the
hotel’s long legacy – including
holding the country’s oldest
liquor licence – was a major
drawcard.
“The history of the place had
such a great impact on the area
and the district as well. It just
didn’t feel right this place was
shut.”
United still in fight after late winner
BY KEES CHALMERS
Christchurch United need a
two goal win over Auckland FC
Reserves on Saturday, and other
results to go their way, to stay in
the hunt for a National League
finals spot.
It took a lastminute
winner
to keep their
qualification
hopes alive.
With two
minutes left in
regulation and
the score locked
at 2-2 against Ryan Edwards
Wellington
Olympic on Saturday, United
won possession near halfway.
They broke quickly, releasing
young striker Jackson Cole with
a through ball.
Cole slotted his shot into the
bottom-left corner to give his
side the lead.
Jackson Cole finishes off a counter attack to win the game for Christchurch United.
PHOTO: CM_VISUAL
United then held out the Central
League champions through
five tense minutes of added time
for a 3-2 win.
Left wing Joel Stevens was
the standout for United, his
crucial free-kick goal and matchwinning
assist earning him
National League player-of-theweek
honours.
Said United head coach Ryan
Edwards: “I think it was probably
our favourite game of the season,
it was a proper good feeling.”
The win lifted United to fourth
on the ladder with two rounds
remaining, two points behind
second-placed Western Springs.
The finals equation is still challenging
but Edwards said his
team’s focus was purely on their
North Island rivals.
“The pressure is off us. We just
want to go out and enjoy our
football and get the results in
front of us,” he said.
“We’re in a good place. We’ve
been hit hard by losing a few
players but we still seem to be
putting out good performances,
so we’re just enjoying it.”
He acknowledged Auckland’s
strong defensive setup and
their constant threat on the
counter-attack.
“We just have to be aware of
how well they counter-attack
and stop that. Then we’ll look at
how we break down their super
defensive setup.”
Last-placed Coastal Spirit
also picked up a win, beating
Western Springs 1-0 on Sunday.
Robbie’s ton missed as dad watches Black Cap Zak
BY KEES CHALMERS
“You can’t be everywhere can
you?”
That was the unfortunate
dilemma for Glen Foulkes
on Saturday, as he felt both
the blessing and the curse of
fathering two in-form cricketers.
His youngest, Robbie, 20,
scored a match-winning century
for Darfield against table-toppers
Weedons in the Canterbury
Country men’s premier
competition.
Weedons posted 189/8 from 45
overs, but Darfield chased the
target comfortably, finishing with
eight wickets in hand and 7.3
overs remaining.
So where was
Glen? At home,
watching Robbie’s
older brother
Zak, 23, play for
the Black Caps in
their final oneday
international
against the West
Indies in Hamilton.
“I was gutted
I missed it, but
Glen Foulkes
that’s the way it goes,” Glen said.
Robbie made sure to give his
father a hard time when he got
home later that day.
“Pretty disappointing, isn’t it?
Could’ve got Sky Go out on his
phone at the game, but nah,” he
joked.
Zak, meanwhile, took one
wicket for 13 from his four-over
spell and scored the winning
runs in the Black Caps’ win.
“I don’t blame him at all,”
Robbie said.
Robbie Foulkes scored a match winning century against table-toppers Weedons on
Saturday. At the same time, older brother Zak was playing a one-day international
against the West Indies.
PHOTOS: SHANNON MCALEER/GETTY
“If I was at home I’d be parked
up watching it as well. He’s a big
supporter for all of us.”
Scoring a century for Darfield
had been achieved by both Glen
and Zak, but had eluded Robbie,
until now.
Glen said he often used this as
ammunition when the two rib
each other.
“It’s good banter, I’ve been
saying it to him for a while, but
it was good he’s ticked it off. I
just said, ‘welcome to the club’.”
Glen scored two centuries
for Darfield and six overall
in his career, also playing
for Canterbury Country and
Canterbury A. However, Robbie
jokingly says those scores don’t
count, because they were played
on artificial pitches.
Robbie’s knock on Saturday
was the 10th in his short career
and he ranked it highly due to
the personal links to Darfield.
“I’ve got good family ties to the
club – dad used to play there,
brothers played there as well –
so pretty cool to join that club,”
he said.
He started playing for
Darfield at 13, then attended
Christchurch Boys’ High before
returning to the club after
finishing school.
Robbie is already a regular
for Canterbury Country and
Canterbury A. He also captained
the Canterbury under-19 side
and represented New Zealand at
the 2024 under-19 World Cup.
He opened the batting on
Saturday, knowing that if his
side batted their 45 overs they
would win the game.
After seeing off Weedons’
strike bowler and captain
Jeremy Benton, Robbie attacked
whoever bowled from the other
end.
“It was just about rotating the
strike and then when the bad
ball came, trying to punish that
one,” he said.
He reached the milestone with
two successive boundaries – a
flick over mid-wicket and a cut
through point – off just 95 balls,
hitting 15 fours.
Robbie said he was surprised
when his teammates began
cheering from the sidelines as
he passed triple figures, thinking
he was still in the 80s.
He was eventually bowled by
medium pacer Liam Robinson
for 102, chopping on a delivery
that was too close to cut.
Robbie has been impressive
with both bat and ball this
season, including a standout
performance last month where
he claimed seven wickets for six
runs against Cheviot – the club’s
best-ever figures.
“It’s definitely nice to be able
to contribute and see us near the
top of the table – a lovely start to
the season,” he said.
After seven rounds, Weedons
remain top of the table, while
Darfield sit third.
Meanwhile, Zak has been
included in the Black Caps’
14-man squad to face the West
Indies in the first test at Hagley
Oval, which starts on Tuesday.
Tyro sets sights on world tour
BY KEES CHALMERS
Jack Tyro has been riding a
surfboard longer than he can
remember.
His father Steve first put him
on a longboard when he was
two. He pushed Tyro onto his
first wave; Tyro cried then fell
off and went under.
Now 19 and a three-time
national longboard champion,
surfing did not always come
naturally for Tyro (right).
Steve was a handy surfer,
competing at national championships
and on the former
professional Hyundai Longboard
Tour series.
The sport is a family affair.
Tyro’s mum Jen met Steve at a
surf competition. Tyro’s younger
brother Sam, 16, also surfs.
Tyro was born in Sumner but
moved to Raglan when he was 4.
Steve worked on wind turbines
there and Jen was a teacher.
Steve was told if he wanted
to continue working on the turbines,
he would have to re-locate
to Wellington. The family did
not want to move there, so they
shifted back to Sumner instead
when Tyro was 8.
Tyro would go surfing with
his mates while he lived in Raglan.
The Waikato town is world
famous for its left-hand breaks
at Manu Bay, Whale Bay and
Indicators.
The waves in Sumner are not
as big as Raglan, but the small
swells can give surfers a competitive
edge if the ocean is flat
during competitions, Tyro said.
In Sumner, Tyro started surfing
almost daily.
“I remember having fun, I
remember being scared, being
pushed, finding mates and
experiences.
“There were definitely some
days where I didn’t want to go
out because it was massive, but
I did anyway and I learned from
it.”
Tyro remembers tagging along
with his father to surf competitions,
where he would watch the
talented riders and try to implement
their styles into his own.
He describes his style as traditional
and reminiscent of
surfers from the 1960s and ‘70s.
He takes each wave as it comes
rather than having a calculated
plan.
Tyro does not have any well
known surfing idols, but gets his
inspiration from friends.
“I honestly look up to anyone I
surf with,” he said.
He started entering competitions
when he was 10. Despite
finishing near the bottom a few
times, he enjoyed pushing himself
to his limits.
“I’m almost screaming when
I’m doing turns. I’ve got this
really angry face so I liked the
fact that I could put everything
into something,” he said.
He trained hard and improved
quickly. By 13 he had won the
under-14 National Scholastic
Surfing Championships, his first
New Zealand title.
“I almost thought I was going
end up (like) my dad and come
second all my life,” he said.
“It was definitely a cool feeling,
like, I have a shot.”
He won the open men’s
national title at 15, establishing
himself as one of the country’s
top up and coming surfers. He
has since claimed two more
open men’s titles.
After surfing in Australia
for four months last summer,
Tyro is back home in Sumner.
But he plans to go to Noosa on
Queensland’s Sunshine Coast
in December for two months in
preparation for the Noosa Festival
of Surfing in March.
Last summer, he tied for
ninth at the WSL Bells Beach
Longboard Classic in Victoria,
Australia. He entered as a wildcard
after one of the surfers was
unable to compete and went toe
to toe with current world No 1
Kai Ellice-Flint from Australia.
He narrowly lost to Ellice-Flint
by a score of 12.17 to 12.10. It
was his second time competing
in a World Surf League event.
PHOTO: KEES CHALMERS
Tyro set a goal last year to win
a permanent position on the
world tour. But he finished third
in the Oceania qualifying series
in March, one place away from
claiming a spot.
He said failure comes with the
territory and results are often
dictated by what waves come
your way.
“If it’s meant to be, it’s meant
to be, and the ocean kind of
decides that.”
He puts pressure on himself to
train hard so when he competes
he knows there is nothing else
he could have done, regardless
of the result.
It was his third attempt at
qualifying for the world tour
and he improved on his previous
finishes of 10th and ninth.
His goal for next year is to finish
in the top two at Noosa and
Jack Tyro riding a 2.5m wave at the Bells Beach Longboard Classic in
Victoria, Australia.
tour. He feels better placed to
qualify with the result at Bells
Beach behind him.
He also plans to move to Dunedin
next semester to start a
diploma in construction at Otago
Polytechnic.
He will study part-time to fit in
his surfing adventures.
“I like being where I need to
be for what I want to do,” he
said.
Tyro’s time in Noosa last summer
taught him to use his arms
more to balance on the board.
He has also focussed on working
in the gym to try and put on
weight.
“The boards are kind of massive,
so having a bit of weight to
throw them around is definitely
a big pro.”
He aspires to be a world
champion.
“My intention isn’t to beat the
other person or win the heat, my
intention is to do the best I possibly
can,” he said.
“The best I possibly can in
terms of contest is literally
world champion, so that’s where
I want to take it.”
Tyro competed at the ISA
World Longboard Championship
for the second time in April and
finished 19th.
He has already qualified for
next year’s championship in El
Salvador, which will cost him
$7000. He is waiting for the competition
dates to be announced
to see if they line up with a
break from his studies.
The competition is not a priority,
but would be a step toward
qualifying for the 2032 Olympics
Games in Brisbane if surfing is
included.
The financial pressure of
entering and travelling to competitions
is stressful.
“I’m saving as much as I can,
I’m frugal as,” he said.
In October, Tyro competed
in the fifth edition of an event
he co-founded – The Tuawera
Longboard Classic. He took out
the open men’s title. He started
the classic when he was 14 with
fellow Sumner surfers Will
Jamieson and Charlie Wise.
“We were just surfing with
each other almost every day and
dad was like why don’t you guys
make a surf comp? We were like,
okay, we'll do that,” Tyro said.
It has grown into a significant
event with more than 70
competitors this year.
MOTORING The Star, November 27, 2025 | 23
RAV4 rolls on:
Toyota’s hybrid
hero remains
the benchmark
Motoring with Bob Nettleton
Rating out of 10: Performance 7, Handling 7, Build Quality 8, Refinement 8, Space 7, Styling 6, Fuel Economy; on road
test average consumption 6.4L/100km, Value for money 7, Safety - 5-star ANCAP rating based on 2019 testing criteria
Price: $59,990
Overall points out of 10: 7.5
As in previous versions, the
Limited remains the luxury
standard-bearer in Toyota’s topselling
RAV4 SUV range – the
brand’s most popular passenger
vehicle globally. It’s poised for
another sales surge when the
all-new version arrives next
year.
The current model continues
to sell exceptionally well for a
vehicle that’s been on the urban
SUV scene for six years. Despite
its age, it remains a dominant
force. The switch to a hybridonly
lineup a few years ago has
kept it performing strongly well
into the twilight of its model
cycle.
Toyota’s hybrid systems are
among the best in the business,
thanks to decades of expertise.
For drivers wanting a greener
option, the RAV4 Hybrid offers
carbon emissions roughly 30%
lower than its petrol-powered
equivalent.
The next-generation RAV4
is expected to add a plug-in
hybrid option, already available
in some overseas markets
including the UK.
A well-balanced five-model
range means there’s something
for everyone.
The lineup starts with the
$48,790 GX and climbs to the
$59,990 flagship Limited tested
here – a price shared with the
off-road-focused Adventure
model.
The Adventure brings an
aggressive front end, 19-inch
wheels, and a commanding
stance, adding some X-factor to
the RAV4 stable. However, it’s no
hardcore off-roader and can’t
match the Subaru Forester’s
class-leading 220mm ground
clearance.
Powering the Limited is
Toyota’s acclaimed fourthgeneration
self-charging hybrid
drivetrain, based on a highly
efficient 2.5-litre Atkinson-cycle
four-cylinder petrol engine
paired with a power-dense
electric motor.
Together, they produce a
healthy 163kW of combined
output. The result is lively,
responsive acceleration and
strong mid-range pulling power,
though performance tapers off
at higher revs – a common trait
among hybrids.
Hopefully, the next generation
(due within 9-12 months) will
address this with even more
advanced hybrid tech.
For now, the current model
remains an impressive showcase
of how far Toyota’s hybrid
systems have come in both
refinement and performance.
The well-sorted continuously
variable transmission (CVT)
performs almost flawlessly,
handling everything from
smooth highways to rough
gravel roads with control and
composure.
Throughout the test, it
consistently found the right gear
ratios for the terrain, leaving its
reputation further enhanced.
One reason buyers worldwide
continue to love the RAV4
is its practicality. There’s an
extraordinary amount of
passenger space and a generous
574-litre cargo area, plus plenty
of in-cabin storage.
Soft-touch surfaces add to the
Limited’s premium feel, while
the slim, low-profile dashboard
improves forward visibility.
Night driving is safer and
more relaxing thanks to
projector LED headlights and
fog lights. The front seats feature
10-way power adjustment,
heating, and ventilation – ideal
for both frosty mornings and
long trips.
Toyota’s comprehensive Safety
Sense suite provides strong
peace of mind, with features
including a pre-collision system
(with pedestrian and cyclist
detection), dynamic radar
cruise control, road sign assist,
blind-spot monitoring, rear
cross-traffic alert, reversing
camera, parking sensors, and
seven airbags.
The safety tempo remains
upbeat, with all-speed
dynamic radar cruise control,
a pre-collision system with
autonomous emergency braking
including pedestrian detection
and daylight cyclist detection,
and road sign assist.
“Limited” could also describe
its off-road ability – it’s happiest
tackling ski-field access roads
rather than rugged tracks. Still,
the independent suspension
delivers confident, nimble
handling across a range of New
Zealand road types.
It’s among the best-handling
vehicles in its class, effortlessly
managing both tight corners and
sweeping bends. Even on poorly
cambered or rough roads, the
suspension stays balanced and
composed.
Ride comfort is equally
impressive. The suspension
provides just the right blend of
travel and suppleness, creating
a well-cushioned, quiet ride that
glides over even rough rural
roads.
The test vehicle constantly
reminded me how much
Toyota has improved its chassis
dynamics – transforming the
RAV4 from a capable all-rounder
into a genuine front-runner.
It’s proof of what this
automotive giant can achieve
with its vast resources and
engineering know-how.
RESOURCE MANAGEMENT ACT 1991
CHRISTCHURCH DISTRICT PLAN
PROPOSED PRIVATE PLAN CHANGE 19 MARSHS
ROAD – INDUSTRIAL DEVELOPMENT AT THE
INTERSECTION OF MARSHS ROAD AND MAIN SOUTH
ROAD (SH1)
Private Plan Change 19
Calder Stewart Development Ltd has requested a private plan change to rezone
approximately 23 hectares of Rural Urban Fringe Zone (RuUF) to Industrial Heavy Zone
(IH) at the intersection of Marshs Road and Main South Road (SH1) in Hornby. If the
rezoning is approved the scope of the private plan change includes:
• To rezone the area from Rural Urban Fringe Zone to Industrial Heavy Zone;
• To extend the South West Hornby Industrial Area Outline Development Plan
(Appendix 16.8.8) to include the plan change area;
• To extend the minor arterial road identified in Appendix 16.8.8, connecting the area
to the SH1/Pound Road intersection; and
• Amend provisions in the Christchurch District Plan that are relevant to the site,
including the addition of a rule that would require a 20m building setback of
industrial heavy activities from residential properties to apply until 1 January 2036.
More information
You can view the proposed Private Plan Change and other associated information on
the Council website at https://ccc.govt.nz/pc19, in hard copy at the Civic Offices on
Hereford Street or at any of the Council’s service centres and libraries during normal
opening hours.
Submissions
Any person may make a submission on this proposed Private Plan Change, either in
writing or electronically. Online submissions can be made at http://letstalk.ccc.govt.nz/
PC19, or by emailing PlanChange@ccc.govt.nz. You can also download a form, or collect
a hard copy form from the Civic Offices at 53 Hereford Street, Christchurch or from
Council service centres and libraries. For details of your nearest Service centre or library
please visit ccc.govt.nz/contact-us or phone 03 941 8999. Paper submissions are to be
posted or receieved at the Civic Offices, 53 Hereford Street, Christchurch.
Submissions must be received before 5pm on Friday, 19 December 2025.
Process for public participation
Once all submissions have been received, they will be made publicly available. Further
submissions will then be invited, allowing certain persons and organisations to support
or oppose any of the initial submissions.
If submitters wish to speak to their submission a hearing will then be held to consider
all submissions, and a decision will be made following this hearing. Anyone who has
made a submission has the right to appeal the decision to the Environment Court.
This Private Plan Change will have no legal effect until the Council gives public notice of
its decision on the plan change and matters raised in submissions (under Section 9 and
Clause 10(5) of the First Schedule of the Resource Management Act).
If you’d like more information, please contact Kirk Lightbody, Senior Policy
