DIO to deliver runway
& ground lighting
refurbishment at RAF Valley
A groundbreaking
ceremony has
been held at
RAF Valley on
Anglesey in
Wales to mark the beginning of a major
runway refurbishment project. The
Defence Infrastructure Organisation
(DIO) and Royal Air Force (RAF) broke
ground for the refurbishment of the
Aircraft Operating Surface (AOS) and
Aeronautical Ground Lighting (AGL)
systems.
The RAF Valley AOS & AGL project
forms the second phase of airfield
refurbishment. The project will see the
replacement of all Aeronautical Ground
Lighting with new LED technology,
cutting down on energy consumption
and reducing carbon footprint. The
refurbishment work will also include
the removal of pavement layers and
replacement with a brand new surface.
The refurbishment has been carried out
by DIO's contractor Lagan Aviation and
Infrastructure Ltd. The groundbreaking
ceremony signals the closure of the
01-19 Runway at RAF Valley for full
construction over the next 12 months, with
the reconstructed runway due to become
operational by July 2025.
A substantial part of the work will involve
close communication and cooperation
between all major stakeholders including
the local community.
Peter Shaw, Project Manager, said
the contractor has formed strong
relationships with station stakeholders
and continues to engage with the local
community, ensuring materials and labour
are sourced from the island.

has begun in earnest, with Lagan Aviation

Platinum level WELL
Certification for 80 Fen
Office Space
Royal London has achieved WELL
Certification at the Platinum level for its
colleague workspace at 80 Fenchurch
Street in London – the highest level of
certification under the WELL Building
Standard (WELL v2), as awarded by the
International WELL Building Institute
(IWBI).
The WELL Building Standard focuses
on the belief that workplaces should
be developed with people's health and
wellness at the centre of the design,
and the assessment includes over 100
criteria points. Features supporting the
certification at 80 Fenchurch Street
include the use of natural materials, such
as sustainably sourced timber and cork;
design elements that enhance physical
comfort through temperature initiatives
and lighting that mimics natural qualities;
and ‘biophilic’ features that help create
a connection to nature, considered
beneficial to reducing stress and
improving wellbeing.
There are four levels of WELL
Certification: Bronze, Silver, Gold, and
Platinum. Royal London's workspace at
80 Fenchurch Street is the fifth project
in the UK to be certified Platinum under
WELL v2.

commitment to creating healthy,
inclusive environments that support
physical and mental health, noting that
design, construction, operations, people
policies, and colleague benefits all
contribute.

Fraser, discusses how inhabitant behaviour is
integral to a building's success and performance
People spend 80-90%* of their time indoors so
internal spaces and environments are incredibly
important to quality of life and wellbeing. They
can affect mental health and may trigger allergies;
even the fact of being too hot or too cold can
influence productivity. Frustratingly, understanding
the relationship between buildings and those that
occupy them is not an exact science.
While poor indoor air quality and overheating
are well known problems,
architects, designers and
M&E consultants cannot
necessarily predict patterns of
occupant behaviour. Building
users are fickle and often
override or even tamper with
the devices and components
installed to make systems
work effectively. This can
range from the simple act
of adjusting thermostats
or air condition controls to
disconnecting devices that
they perceive to be noisy or
wasteful of energy, such as
MVHR (Mechanical Ventilation
with Heat Recovery) systems.
Poor performance also results from maintenance
being neglected, for example, ongoing servicing
and filter cleaning.
An over-reliance on technology to solve inherent
building design issues is not the answer when it
comes to creating healthy and energy efficient
buildings. While fabric first principles must always
be at the forefront of building design, they must
also be coupled with the education of building
owners and occupiers, especially when focusing
on reducing energy use.
Paradoxically, the belief that we are being efficient
tends to lead us to consume more energy. The
knowledge that lightbulbs are low energy often
means there is far less incentive to turn them off,
so the overall energy used is little different from
before. This idea that increased energy efficiency
results in increased energy consumption is widely
accepted and is dubbed the Khazzoom-Brookes
postulate. At its extreme, people may put the
money saved on energy in their home towards
overseas holidays involving flying - hardly the most
sustainable option.

have acquired the company from
founder Mark Munns and his wife Diane.
In 2022, they were invited to become
joint Managing Directors as the founder
planned to step back from daily

Fund (ABF) again this autumn with its
fourth annual steel Silhouette Soldiers
Remembrance Day campaign.
The 2024 initiative aims to raise
more funds with a new order system
inviting donations in exchange for a
free steel soldier, created in a brandnew
design honouring ‘The Paras’.
The design was unveiled at an ABF
event in Liverpool; ABF is the national
charity of the British Army, supporting
soldiers, veterans and families.
ACS has created over 630 soldiers
since 2021, distributed across UK
communities. Soldiers are available
in four sizes, with orders closing
Monday 4th November. DX Group is
supporting the campaign again by
delivering soldiers nationwide.

records amid growing
access control training
demand
Abloy UK has achieved record-breaking
attendance at its Academy, with more
professionals than ever attending training
courses to enhance their knowledge
of access control standards and
compliance.
Between January and April 2025, the
Academy welcomed 188 attendees to
its Foundations course—more than the
161 trained during the whole of 2024.
Attendance has more than doubled
compared to the same period last year,
rising from 72 to 188.
In response to demand, Abloy has
added extra course dates. This increase
demonstrates industry awareness of the
importance of access control compliance
and the need for ongoing training to keep
up with developments in standards.
The Academy offers a range of training
options, with the Foundations course
providing insight into legislation and
standards including EN 179, EN 1125,
EN 13637 and BS 7273. Sessions are

support “a big push for skills”
with the launch of the 2025
WorldSkills competition.
Sponsors are being invited to

in February for the world’s largest
skills competition, designed to
celebrate emerging technical
talent.
WorldSkills involves more than
80 countries and is a partnership
between education, businesses, and
governments. Established over 60 years
ago, it helps young people develop
through competition-based training,
assessment, and benchmarking. BESA is
an organising partner of the WorldSkills
UK competition in the refrigeration and
air conditioning (RAC) category, inviting
UK students and apprentices aged 16+ to
compete for a place on the UK team for
the 2028 Skills Olympics in Japan.
WorldSkills aims to boost the prestige of
technical education and drive investment,
jobs, and economic growth. BESA will
deliver tests designed by industry experts
for RAC competitors. Stuart Rattray,
BESA’s head of skills, said the competition
showcases young talent and highlights
the importance of the RAC sector.
The RAC competition is a nine-month
process, including heats, intensive
training, and national finals in Wales.
Entrants will complete tasks inspired by

sharply over long weekends, only to surge
once sites reopen, according to exclusive
figures from Joblogic. Industry-wide
analysis shows job scheduling falls 49%
during Bank Holidays, with completions
down 54%. Once the holiday ends,
demand rebounds with a 58% surge
in jobs, creating significant catch-up
pressure. The data also highlights
contrasts across trades.
Building maintenance
Scheduled jobs fall 10% during Bank
Holidays, while completions rise 155% as
crews use empty sites. After the holiday,
completions drop 61% and scheduling
falls 19%.
Electrical maintenance
Scheduled jobs drop 50% and
completions fall 47%. Attendance is
183% faster than normal. Post-holiday
scheduling rises 46% and completions
increase 16%.
Facilities management
Scheduled jobs decline 50% and

CITB strengthens
commitment to
ensuring that the Levy
system operates fairly
The Construction Industry
Training Board (CITB) has
reinforced its commitment to
ensuring fairness in the Levy
system with new measures to
address the practice of passing
on the Levy to subcontractors.
The move reflects collaboration
between CITB, the Levy Strategy
Committee, three Nation
Councils, and 14 Prescribed
Organisations to protect industry
equity.
CITB has launched an anonymous online
reporting platform for subcontractors
affected by Levy deductions. Reports
are confidential, and CITB can follow
up with contractors to request that
improper deductions cease. This initiative
aims to better understand the scale of
the practice and uphold the integrity of
the Levy system, which funds training
and skills development across the
construction sector.

chain reduces investment in workforce

collaboration between Diez Office, the
American Hardwood Export Council
(AHEC), and urban greening specialists
OMC°C, Vert is an experimental modular
structure addressing both issues.
Unveiled at Chelsea College of Art
during London Design Festival, Vert is a
timber structure that cools the city while
integrating into existing infrastructure.
Tall sails covered in climbing plants fix
CO 2 , provide shade, and create sheltered
spaces. Built from sustainable red oak
glulam, Vert combines aesthetic appeal
with environmental benefits, featuring a
decked floor in thermally modified red
oak.
The triangular design supports
biodegradable nets for climbing
plants, allowing modularity, structural
robustness, and wind resistance. Vert is
projected to cool surrounding air by up
to 8ºC, cast four times more shade than
a 20-year-old tree, and produce as much
biomass as an 80-year-old lime tree.
This collaboration merges AHEC’s
timber expertise, Diez Office’s design,
and OMC°C’s urban-greening
knowledge, offering a multifunctional,
climate-adaptive solution that enriches
