Waimakariri economy growing<br />

The Waimakariri economy and<br />

employment is growing, albeit<br />

modestly.<br />

Both are ahead of the national<br />

level for the September quarter,<br />

according to the Waimakariri<br />

District Infometrics quarterly<br />

economic monitorreport.<br />

The quarter saw the<br />

Waimakariri economy bounce<br />

back, with 2.0%pa growth,<br />

according to the provisional<br />

Gross Domestic Product (GDP)<br />

estimates.<br />

On an annual basis,<br />

Waimakariri GDP rose 0.4%.<br />

The largest contributors to the<br />

expansion were professional<br />

services, information media and<br />

telecommunications, and<br />

transport equipment<br />

manufacturingindustries.<br />

Employment of Waimakariri<br />

residents grew1.2%pa over the<br />

year to September<strong>2025</strong>,<br />

compared to ayear earlier.<br />

Growth in employment was<br />

positive given employment fell<br />

sharply at the nationallevel<br />

(­1.4%pa), and narrowly in the<br />

<strong>Canterbury</strong> region (­0.2%pa).<br />

The largest contributors to<br />

jobs growth in Waimakariri were<br />

education and training, food and<br />

beverage manufacturing, and<br />

health care.<br />

Despite employment growth,<br />

Waimakaririresidents appear<br />

cautious with their spending, as<br />

consumer spendingfell 2.6%pa<br />

according to electronic card data<br />

from Marketview.<br />

However, Andrew Blackwell,<br />

director of Blackwell’s<br />

DepartmentStore in Kaiapoi,<br />

says since Septemberthere has<br />

been a‘‘little bit’’ of alift.<br />

‘‘But what is more pleasing it<br />

has been aconsistent pattern.<br />

‘People are getting out and<br />

about and spending abit more,<br />

and with Christmas coming on<br />

we are selling alot of Christmas<br />

gifts,’’ he says.<br />

Mr Blackwell said during the<br />

year up to September, there had<br />

be areally good month, but then<br />

it would go flat, lifting again<br />

before going flat for acouple of<br />

months.<br />

Other industries he had<br />

spoken tohad also experienced<br />

the up and down cycle, he says.<br />

But the September quarter<br />

had been consistent, with asmall<br />

gain on previous years.<br />

‘‘It is promising and<br />

encouraging,’’ he says.<br />

Enterprise <strong>North</strong><br />

<strong>Canterbury</strong>’s Business Support<br />

manager, Miles Dalton, says the<br />

Infometric report looks good,<br />

with signs of recovery being led<br />

by the primary sector but<br />

filtering through to the rest of<br />

the local economy.<br />

‘‘It’s too early to make bold<br />

statements but what we see in<br />

this report is reflective of what<br />

business owners are telling us,<br />

and this could be the first solid<br />

sign of economic recovery in<br />

Waimakariri.<br />

‘‘Has the tide turned? It’s still<br />

too early to say, but fingers<br />

crossed that this report is the<br />

first of many showing improving<br />

underlying numbers.''<br />

He says once again <strong>North</strong><br />

<strong>Canterbury</strong> is moving towards<br />

recovery quicker than other<br />

regions.<br />

‘‘We are seeing definite signs<br />

of improvement in most sectors,<br />

although hospitality continues to<br />

find it tough going due to slower<br />

growth in discretionary<br />

spending.<br />

‘‘This recovery is being led by<br />

the primary sector with the<br />

benefits filtering through to the<br />

rest of the local economy.<br />

‘‘The numbers that are coming<br />

through now are the best news<br />

we have had for quite afew years<br />

and augur well for us,’’<br />

Mr Dalton says it has taken<br />

some time for OCR decreases to<br />

impact fixed mortgages, but<br />

many households are now seeing<br />

the impact of reduced borrowing<br />

costs.<br />

‘‘This is showing in increased<br />

consumer confidence and a<br />

modest increase in consumer<br />

spending which in turn supports<br />

our local businesses.<br />

‘‘The national picture<br />

indicates that we should start<br />

planning for gradual growth, but<br />

it is still early days and we are<br />

hoping for discretionary<br />

spending to increase more<br />

before we can be sure that we<br />

are at the start of areal<br />

improvement for our business<br />

community.’’<br />

The Infometric report says<br />

annual spending is now at its<br />

lowest since the year to<br />

<strong>December</strong> 2023, even before<br />

adjusting for inflation.<br />

But the primary sector led<br />

economic recovery has helped<br />

Waimakariri over the past 12<br />

months.<br />

The <strong>2025</strong>/26 dairy payout is<br />

estimated to be $317m, just $3m<br />

lower than last season assuming<br />

the same production volumes.<br />

Sheep and beef prices<br />

remained high with slaughter<br />

prices for lamb up 31%pa over<br />

the year to September, and beef<br />

up 29%pa.<br />

Although, volumes are down<br />

3.9%pa over the same period last<br />

year, higher prices were<br />

partially being driven by lower<br />

supply levels.<br />

The Waimakariri housing<br />

market is gaining momentum,<br />

with house sales up 17%pa, and<br />

at their highest annual total in<br />

more than 20 years, according to<br />

the report.<br />

The number of new real estate<br />

listings is pulling back from<br />

recent highs, with asharp 17%pa<br />

fall in the September <strong>2025</strong><br />

quarter.<br />

House values have risen 3.4%<br />

from the September 2024<br />

quarter, the fastest growth in<br />

three years.<br />

House values are now 5.6<br />

times the average household<br />

income in Waimakariri,<br />

increasing from 5.5 times in the<br />

previous quarter.<br />

The number of public houses<br />

in Waimakariri increased 18%pa<br />

over the year to September,<br />

adding around 40 public houses<br />

to the district.<br />

Spectacular newmural at RHS<br />

Amural has been created by Rangiora<br />

HighSchool pupils for the school’s<br />

Haoura/Wellbeing Hub.<br />

The hub,which wasestablished to<br />

host equine­assisted therapy<br />

opportunities for the school’spupils<br />

and early childhood ākonga/pupils,<br />

with help from the Sandow Riding<br />

School, is situated in the open fields of<br />

the school’s Greenspace farm.<br />

The mural is installed on the backof<br />

acorrugated­iron shed whichcan be<br />

seen from KippenbergerAvenue.<br />

The school’s art teacher Georgia<br />

Glass saysasmall group of pupils,<br />

aged 13 to18­years­old createdthe<br />

mural.<br />

They were ledbythe school’s arts<br />

captain for <strong>2025</strong>, Addison Spragg, and<br />

Brooklyn Reid.<br />

‘‘Addison did the main planand<br />

initial design, and then Brooklyn<br />

made additions to the design during<br />

the painting process so Iwould say it<br />

was ahappy collaboration,’’ Georgia<br />

says.<br />

Addison, who is 17 and in her last<br />

yearatRangiora High School, leaves<br />

for Europe early next year to promote<br />

her artwork.<br />

She says she has put her heart and<br />

soul into the mural and is thrilled with<br />

how it had turned out.<br />

‘‘It is anicelegacy to leaveatthe<br />

school.Iamvery proud of what we<br />

have achieved.’’<br />

The feedback the group has received<br />

about the mural, which was only<br />

completed last Friday had allbeen<br />

positive,’’ she said.<br />

‘‘It is exactly what the Greenspace<br />

team wanted so Iamglad Iwas ableto<br />

see their vision.’’<br />

The mural is part of the RHS<br />

Greenspace initiative which was set in<br />

motionduring 2023 when the school’s<br />

science leader of learning David<br />

<strong>News</strong>ham­West outlined his visionto<br />

the school board for amultidisciplinary<br />

space with educational<br />

opportunities for the school’s 26<br />

hectare farm.<br />

Ohoka decision dragging on<br />

The fate of aproposed<strong>North</strong><br />

<strong>Canterbury</strong> housing development is<br />

no closer to being known, more than<br />

two years after the Waimakariri<br />

District Council first rejectedit.<br />

Rolleston Industrial<br />

Developments Limited has<br />

withdrawn its Environment Court<br />

appeal against the council’s<br />

November 2023 decision to rejecta<br />

private plan change for the proposed<br />

850 home sub­division.<br />

But the company is proceeding<br />

with an appeal against the<br />

Waimakariri DistrictPlan, which<br />

was adopted in June.<br />

It is one of 21 appeals against the<br />

District Plan.<br />

The proposed Ohoka housing<br />

development was included for<br />

consideration in the Government’s<br />

Fast­trackApprovals Act, along with<br />

proposed sub­divisions in west<br />

Rangiora and Gressons Road,<br />

Woodend.<br />

The other two sub­divisions were<br />

included in the DistrictPlan, but<br />

independent commissioners<br />

recommended the Ohoka<br />

development be declined.<br />

It was the second time<br />

independent commissioners have<br />

rejected the Ohoka development,<br />

following the rejection of the private<br />

plan change in November 2023.<br />

No date has been set for the<br />

Environment Court hearing.<br />

New Zealand’s largest pig farm, Patoa<br />

Farms, near Hawardenin<strong>North</strong><br />

<strong>Canterbury</strong>, is for sale.<br />

The Sterne family, who have owned the<br />

property since 1997, are retiring from the<br />

pig farming industry after nearly three<br />

decades at Patoa.<br />

The family has made ahuge<br />

contribution to the local economy, and the<br />

pig industry nationally, for the past 28<br />

years.<br />

They have won severallocal and<br />

national awards for the farming practices<br />

at Patoa.<br />

The 897.5ha farm, on Medbury Road,<br />

which is valued at $9,480,000 (July 1), is<br />

one of the largest employers in the area.<br />

General manager Tjaart Grové, who<br />

leads the breeding herd and oversees<br />

various aspects of the farm's operations,<br />

says the operation has astaff of 67.<br />

‘‘It is an unusual pig operationinterms<br />

of its size,’’ he says.<br />

‘‘It is amassive operation with feed<br />

trucks coming and going daily, delivering<br />

up to 500 tonnes of foodaweek.<br />

It is being sold as afreehold ‘going<br />

concern’ only, with all stock, plant and<br />

equipment available to approved<br />

purchasers.<br />

The free farmed pig farm, was bought in<br />

1997 and converted to pig farming in 1998.<br />

It was avisionary projectofSteve<br />

Sterne and Jens Ravnwhose families<br />

joined together with aspecific goal to<br />

farm pigs outdoors and as close to their<br />

natural habitat as possible.<br />

After Jens and Anne retired from the<br />

business in 2013, Steve,along with<br />

daughter Holly continued the journey.<br />

Mr Grové says Steve stepped back from<br />

Patoa ... South African­born Tjaart Grove is Patoa Farms’ breedingherd manageratthe<br />

nation’s largest pig farm and is often seen wearing aHawaiian shirt on casual Fridays. Tjaart<br />

will be moving on when Patoaissold.<br />

the business some time ago, but remained<br />

on the board in agovernancerole. Holly<br />

held the reins, but she wasnow also<br />

stepping back and it was decided to put<br />

the farm on the market.<br />

Over time Patoa has evolved to include<br />

5000 breeding sows and finishes 100,000<br />

pigs annually.<br />

The operational model focuses on<br />

ethical practice and environmental<br />

responsibility.<br />

It has modern infrastructure and<br />

farming systems, and areliable irrigation<br />

and stock water supply across the full<br />

farming area.<br />

There is good housing and ahigh<br />

standard of farm infrastructure on all<br />

three blocks.<br />

Patoa Farms has adeadline sale of<br />

January 28. It has acapital value of<br />

$9,480,000 (July 1, <strong>2025</strong>), its land value is<br />

$5,980,000 and improvements $3,500,000.<br />

Subway Rangiora is changing hands.<br />

After 23 years as aSubway Franchisee,<br />

and 19 years owning and operating the<br />

Rangiora business,Gideon Aldridge and<br />

Roslynne Lovell are retiring.<br />

Ammar Vithodawala is taking overthe<br />

restaurant.<br />

The Rangiora store opened in 2006, and<br />

has become part of the local community.<br />

Over nearly two decades,the teamhas<br />

served over 1.8 million customers.<br />

The restaurant has employedand<br />

mentored local staff, and supported<br />

community events and initiatives.<br />

Roslynne says it is time to retire after<br />

‘‘23 wonderful years with Subway’’.<br />

‘‘We are grateful to our loyalcustomers<br />

and our incredible staff who have been<br />

part of this journey with us. Owning this<br />

Subway has been aabsolute privilege,and<br />

we’re proud of the role it has playedinthe<br />

community.’’<br />

Gideon and Roslynne became the first<br />

New Zealanders inducted into the Subway<br />

Hall of Fame earlier thisyear at the<br />

SUBCON25 Convention in Australia.<br />

Theaward celebrates franchisees who<br />

It was presented during the Gala<br />

Christmas light show<br />

The jolly man from up north is on his<br />

way, and he’ll soon arrive in Rangiora<br />

and Kaiapoi over the weekend —much<br />

to the delight of many.<br />

To guide him along, several streets<br />

in the two towns havestrung up<br />

intricate light decorations and<br />

displays in their front yards for the<br />

annual Christmas light show.<br />

This year, the Christmas Lights Map<br />

is sponsored by One Agency Your<br />

Place, and it has introduced aPeople's<br />

Choiceaward for the best display.<br />

People can vote on their favourite<br />

display from <strong>December</strong>1.<br />

‘‘We started it five years ago, and it’s<br />

got bigger and bigger eachyear,’’ says<br />

‘‘The public loves it because we<br />

always havemany different themed<br />

displays going on all through the<br />

displays, whichnow reachfrom the<br />

front of the house to the backyard,’’<br />

she says.<br />

The couple haveover 50 inflatable<br />

Santas and others on show, all doing<br />

different things.<br />

There are surfing santas, climbing<br />

santas, Octopi, gingerbread families,<br />

santas on jet skis, teddy bears,<br />

snowmen, unicorns and kiwis allon<br />

show.<br />

The coupleinvite visitors to walk<br />

around the house, as there is plenty to<br />

see out back, with snow falling as well.<br />

‘‘We change it every year.<br />

‘‘We are already planning to hit the<br />

post­Christmas sales to find the<br />

bargains to show next year,’’ says Bill.<br />

This year, Bill will also crank up the<br />

couple's mobilebarbecue on<br />

<strong>December</strong> 15 when Santa comes a<br />

calling from 6pm.<br />

There willbefree sausages on offer<br />

to visitors —weather dependent, of<br />

course and donations accepted.<br />

Billsays his mother did some<br />

wonderful Christmas decorating in her<br />

home in Redwoodfor many years,<br />

while Margaret’s mum used to put a<br />

pair of Santa legs in the Camilla bush<br />

out front of her Kippenberger Ave<br />

property as ajoke for passersbys.<br />

Margaret says peoplehave been<br />

loving their colourful Christmas<br />

displays each year.<br />

Last year when they didn’t put one<br />

up because they were in Australia,<br />

there were many voicing their sadness<br />

on Facebook.<br />

‘‘So we promised to come back<br />

bigger and better this year —and we<br />

did,’’ she says.<br />

The crowds flocked to the Christmas<br />

Market in the Park held lastFriday<br />

afternoon and evening at Victoria Park<br />

in Rangiora.<br />

plus local vendors, food wagons and<br />

produce tents all with a'Touch of<br />

Christmas' as their theme.<br />

Those enjoying the afternoon fun were<br />

kids inflatable zone, aphoto opportunity<br />

with Mr Santa Claus himself, Christmas<br />

Carols and the array of markets for all<br />

Grandmother’s return to yes<br />

Marion’s knees had started making<br />

decisions for her. And those decisions<br />

seemed to always be a‘no’.<br />

No to coffee with friends. No to the<br />

Saturday market. Notothe walking group<br />

she’dlovedfor years. At 72, thegrandmother<br />

found herselfdecliningmoreinvitations than<br />

sheaccepted.<br />

“It wasn’t dramatic,” Marion explains.<br />

“My knees just wouldn’tcooperate.I’d wake<br />

up stiff asaboard every morning. By the<br />

time Igot going, half the day was gone. By<br />

afternoon, Iwas done.”<br />

The invitations kept coming atfirst. But<br />

when you say noenough times, people stop<br />

asking.<br />

“That’s when I realised my world had<br />

gotten smaller. I wasn’t seeing friends. I<br />

wasn’tgoing places.Iwasslippingout of my<br />

ownlifewithout really noticing.”<br />

Nothing ages you faster than missing out.<br />

Marion could feel it happening, becoming<br />

someone who “used to” dothings. Used to<br />

meet friends for coffee. Used to go into the<br />

mall.Usedtotakethe grandchildrenout.<br />

“The ‘used to’ was the scary part,” she<br />

admits.“Iwas 72, not 92. Butmyknees were<br />

making me live likeIwasmucholder.”<br />

She’dtried variousapproaches butnothing<br />

quite took theedge offwhenshe needed it.<br />

Then afriend mentioned Koru FXover a<br />

Within afew weeks, Marion’s mornings<br />

hadshifted.She wasgettinggoing faster.The<br />

afternoon came and went. Small changes -<br />

but they addeduptosomething bigger.<br />

Herworld startedexpanding again.<br />

First came coffee with afriend she hadn’t<br />

seen in months. Atrip into the mall. Then<br />

rejoiningher walkinggroup forastroll.<br />

“The real change was saying yes again,”<br />

Marion explains. “When someone invited<br />

me somewhere, I stopped automatically<br />

thinkingofreasonsIcouldn’tgo.”<br />

Taking astandcostly<br />

Help will be offered to four <strong>Canterbury</strong><br />

community boards who want to take a<br />

stand against resource consents, but the<br />

new policy may be short­lived.<br />

Waimakariri Mayor Dan Gordon said<br />

community boards play an important role<br />

in advocating for their communities,<br />

despite ‘‘a tsunami of change’’ coming<br />

from central Government.<br />

Apolicy adopted at aWaimakariri<br />

District Council meeting on Tuesday,<br />

<strong>December</strong> 2, provides some clarity<br />

around financial support to allow local<br />

community boards to respond to resource<br />

consent applications within their wards.<br />

The draft policy was presented to all<br />

four community boards for feedback<br />

earlier this year.<br />

The council established afund of<br />

$40,000 in this year’s <strong>2025</strong>/26 annual plan,<br />

which boards can apply to when making<br />

submissions.<br />

It follows the Oxford­Ohoka<br />

Community Board taking astand against<br />

aproposed 850 home sub­division at<br />

Ohoka and aproposed landfill near<br />

Oxford, with both cases being appealed<br />

to the Environment Court.<br />

The Rangiora­Ashley Community<br />

Board has also submitted against a<br />

proposed managed fill landfill at White<br />

Rock.<br />

‘‘Some of these consents are just<br />

inappropriate for our district, such as<br />

landfills,’’ Mr Gordon said.<br />

‘‘And then you get private plan<br />

changes.<br />

‘‘We had to put acap on this because<br />

we were spending hundreds of thousands<br />

of dollars, so we are using planners<br />

rather than lawyers, and we can seek<br />

legal advice when needed.’’<br />

Management Act (RMA) restricts how<br />

councils can respond, as there are<br />

limited reasons when an application can<br />

be declined.<br />

He said he would be open to ‘‘topping<br />

the funding up’’ when needed.<br />

Councillor Tim Fulton questioned<br />

whether the new policy addressed the<br />

risk of council input being ‘‘eroded’’ by<br />

changes in legislation.<br />

TheGovernment’s Fast­track<br />

Approvals Act has already taken away<br />

council decision making on approved<br />

projects, while more legislation to<br />

replace the RMA is due to be released in<br />

the coming weeks.<br />

Council senior policy analyst Dianna<br />

Caird said the policy is based on<br />

supporting community boards through<br />

the consenting process. But said the<br />

policy may need to be reviewed once the<br />

new legislation is known.<br />

Mr Gordon said the draft policy is<br />

based on ‘‘what we know right now’’.<br />

‘‘We will just have to adjust it as we<br />

need to.’’<br />

He noted the previous Labour­led<br />

Government had introduced changes to<br />

theRMA, but these were repealed after it<br />

lost theelection.<br />

‘‘The rates capping proposal, for<br />

example, is proposed from 2029, so it<br />

could change.’’<br />

Under the policy, community boards<br />

can apply for funding to assist in making<br />

asubmission on apublicly notified<br />

consent under the RMA within the<br />

board’s ward.<br />

It also includes Environment<br />

<strong>Canterbury</strong> plan changes and private<br />

plan changes to the Waimakariri District<br />

Plan. Waimakariri has four community<br />

boards ­Oxford­Ohoka, Rangiora­Ashley,<br />

Woodend­Seftonand Kaiapoi­Tuahiwi.<br />

and service to the US government<br />

advising on climate matters.<br />

He offers ascientific view that<br />

counters some of the doom and gloom<br />

notions surrounding climate change.<br />

My interest in listening to Dr Happer<br />

speak is to hear another side to the<br />

climate change story before drawing<br />

my own conclusions —ifthat is even<br />

possible with aconstantly changing<br />

climate!<br />

Tootfor Tucker helps <strong>North</strong> Canty foodbanks<br />

Arecordhaul of food has given <strong>North</strong> <strong>Canterbury</strong>’s<br />

food banks ahuge boost in the lead­up to Christmas.<br />

Toot for Tucker organiser, Bev Wright, said all the<br />

collection areas were successful.<br />

‘‘This year we had anew collection area to add to<br />

our list —Waikuku Beach, where their volunteer<br />

firemen helped collect the food around their<br />

township.’’<br />

There was alarge collection in Rangiora, as well<br />

as in Oxford, Kaiapoi and Hurunui.<br />

Bev says the Toot for Tucker appeal began 15<br />

years ago when she saw the depletion of food banks<br />

after the Christchurch Earthquake.<br />

‘‘We started back then with just two utes and a<br />

couple of cars, and based ourselves at Dudley Park.<br />

‘‘It’s been amazing how it has grown from there,’’<br />

she says.<br />

On Tuesday night in Rangiora, over 60 cars, vans<br />

and utes driven by service groups, businesses,<br />

emergency service personnel and Lions members<br />

went about the streets looking for donations to help<br />

the food banks prepare for the Christmasseason in<br />

the Waimakariri and HurunuiDistricts.<br />

‘‘Everything collected staysinthe areas it was<br />

collected in,’’ says Bev.<br />

‘‘We hand it all over to the Salvation Army,and<br />

they sort it and distribute it to all the charities and<br />

food banks.’’<br />

Bev says the community owns the Toot For Tucker<br />

now, and when they hear the sirens or horns, they<br />

know what to do.<br />

‘‘People are so generous, and we thank them all<br />

for their kind support.’’<br />

reporting unprecedented demand for<br />

assistance with food.<br />

Many families are seeking help for<br />

the first time.<br />

In response, Hurunui Farms has<br />

launched acommunity Give aLittle<br />

campaign to put nourishing meat on<br />

the tables of families doing it tough this<br />

Christmas.<br />

The initiative, titled The Bald<br />

Butcher’s Christmas Charity Boxes,will<br />

see locally sourced Hurunui beef, lamb<br />

and pork turned into family­ready<br />

meat boxes and distributed directly<br />

through trusted charities and food<br />

banks across the Hurunui region and<br />

Hope in Rangiora.<br />

Hurunui Farms Butcher Steve —the<br />

bald butcher— says the decision came<br />

after seeing first­hand how stretched<br />

families and community services have<br />

become.<br />

‘‘We are hearing the same story<br />

everywhere, parents skipping meals so<br />

their kids can eat, older people<br />

choosing between food and power, and<br />

food banks overwhelmed with demand.<br />

‘‘We work with food every day, so we<br />

felt aresponsibility to act in apractical<br />

way.’’<br />

Unlike many fundraising campaigns,<br />

Hurunui Farms is absorbing all<br />

processing, packing and labour costs so<br />

that every dollar donated goes directly<br />

into producing food.<br />

‘‘Every contribution, whether it is<br />

one dollar or one hundred, becomes<br />

food on afamily table, not<br />

administration.’’<br />

The pressure is also on Hurunui<br />

Farms itself, with livestock prices<br />

reaching record highs this year, freight<br />

and energy costs continuing to rise,<br />

and small producers operating on<br />

increasingly fine margins.<br />

But in spite of these challenges,<br />

Hurunui Farms has chosen to<br />

prioritise community support through<br />

Christmas.<br />

‘‘We know how tough it is out there<br />

because we live it too, but Christmas is<br />

the one time of year where no family<br />

should be wondering how they are<br />

going to feed their kids.’’<br />

The campaign has already begun<br />

attracting community support, with<br />

local businesses, suppliers and<br />

individuals stepping in to back the<br />

initiative.<br />

Hurunui Farms is encouraging<br />

Kiwis everywhere to get behind the<br />

drive by donating what they can or<br />

sharing the campaign link across their<br />

social media and community networks.<br />

It was hailed as a ‘one­stop shop ’ to<br />

make it quicker and easier to build<br />

major projects when it pa sed into law<br />

last <strong>December</strong>.<br />

But none of the five <strong>North</strong> <strong>Canterbury</strong><br />

projects included in the Government’s<br />

Fast­track A provals Act have<br />

progre sed beyond being ‘listed ’<br />

projects in the fast­track proce s.<br />

They were among 149projects listed<br />

in the legislation.<br />

In astatementreleased last w ek,<br />

Infrastructure Minister Chris Bishop<br />

and Regional Development Minister<br />

Shane Jones said around 50 of the 149<br />

projects had lodged substantive<br />

a plications with the Environmental<br />

Protection Authority (EPA), since the<br />

a provals regime was established in<br />

February.<br />

Of those, none have b en a proved so<br />

far, with the first eight expected to be<br />

signed o f by the end of the year.<br />

Proposed housing developments at<br />

Ōhoka, W odend and west Rangiora<br />

were listed in the legislation, along with<br />

the W odend Bypa s and the Amuri<br />

I rigation Company Ltd’s Balmoral<br />

water storage facility and fish scr en.<br />

An EPA spokesperson has confirmed<br />

none of the five <strong>North</strong> <strong>Canterbury</strong><br />

projects have lodged substantivefasttrack<br />

a plications.<br />

Developers of alisted projectcan<br />

panel’ wi l a se s the projectand<br />

consult with ‘directly a fected groups ’.<br />

Panel convenors determine theextent<br />

of the consultation, meaning the is no<br />

There is no timeframe for alisted<br />

projec to lodge an a plication, the<br />

spokesperson said.<br />

When the project list was a nounced<br />

in October last year, Mr Bishoppointed<br />

the finger at councils for creating the<br />

housing crisis.<br />

‘Speaking in general terms, councils<br />

have contributed to our housing crisis<br />

by being overly picky aboutwhere<br />

houses can be built, ’ he said a the time.<br />

The W odend and west Rangiora<br />

developmentshave since b en included<br />

in the new WaimakaririDistrictPlan<br />

adopted last month, meaningtheymay<br />

not n ed to be fast­tracked.<br />

was rejected from the District Plan,<br />

rejected by an independent<br />

TheWaipara County Historical Society<br />

book entitled Our Apron Strings.<br />

It was the beginning of aproject that has<br />

spanned nearly 20 yearsand, with<br />

changing committee membership, has<br />

produced seven books totalling more than<br />

2000 pages and containing about 1400<br />

biographies.<br />

The latest, and final volume in this<br />

series book VII –Our PathFinders III, men<br />

born 1941 –60, will be launched at the<br />

Hawarden Hall on <strong>December</strong> 6, at 2pm.<br />

Thecommittee is not aware of any<br />

similarproject, on thisscale, in New<br />

Zealand.<br />

It believesthe biographies will be of<br />

greatinterest, and value to readers and<br />

researchers, 200 or more years from now.<br />

Editor Murray Downes says many<br />

readers have noted the changes that<br />

occurred across the 100­plusyears covered<br />

by the threeApron Strings books.<br />

‘‘Book VII continues that themeof<br />

change and opportunity.<br />

‘‘The biographies tellreaders something<br />

of howwecame to be in Hawarden­<br />

Waikari and what happened to us in later<br />

life.<br />

‘‘We have been very fortunate; having<br />

had many opportunities and fewer<br />

constraints compared to earlier<br />

concerned he might not get enough<br />

biographies to make the book viable.<br />

But this time the responses to Book VII<br />

were fast. It contains 177 biographies and<br />

runs to just under 400 pages.<br />

First solo exhibition<br />

Rangiora multi­disciplinary artist and<br />

designer Mel Eaton laid out an<br />

ambitious set of goals for herselfatthe<br />

start of the year.<br />

She planned to back her artwork by<br />

leaving her full­time job working for a<br />

bathroom design company, establish an<br />

art gallery in Rangiora and have her first<br />

solo art exhibition.<br />

She ticked off the last of those three<br />

goals at last week’s opening night of her<br />

new exhibition Lighten Up at the<br />

Ruataniwha Kaiapoi Civic Centre’s Art<br />

on the Quay Gallery.<br />

However, there have been other<br />

significant achievements during the<br />

year aswell, including hosting apacked<br />

opening night for Grant Davey’s popular<br />

Treasures of the Ashley­Rakahuri River<br />

photographic exhibition, at her new<br />

upstairs Fold Studio and Gallery in<br />

Rangiora.<br />

She also collaborated with<br />

Christchurch artist Margot Korhonen, to<br />

create the Cure Boating Club mural in<br />

Kaiapoi, and completed amural<br />

celebrating the 10­year anniversary of<br />

Rangiora Borough School’s bilingual<br />

unit/ Ngā Rākau eRua.<br />

The Waimakariri Public Arts Trust has<br />

also recently commissioned her to<br />

create four artistic panels to be installed<br />

on the Williams Street Kaiapoi River<br />

bridge in the town’s central business<br />

district with money bequeathed by the<br />

late Harry Harper.<br />

The opportunity for Mel to holdher<br />

first solo exhibition came after an<br />

unexpected gap opened up in the Art on<br />

the Quay Gallery’s exhibition schedule.<br />

When the gallery's manager Jackie<br />

Wason contacted Mel to see if she would<br />

be interested in holding an exhibition<br />

during that time she was excited to take<br />

Young family to take flight after big win<br />

McAlpines Mitre 10 MEGA<br />

Rangiora, in <strong>North</strong> <strong>Canterbury</strong>, is<br />

celebrating its 50th birthday.<br />

To mark its anniversary the<br />

store ran athree week sale with<br />

amajor prize of 25,000<br />

Airpoints Dollars for ashopper<br />

spending $50 or more. It ran<br />

alongside many amazing deals,<br />

and weekly giveaway prizes.<br />

Finn Manhine, of Oxford, was<br />

the lucky Airpoints winner, and<br />

is now looking forward to taking<br />

his wife, Jessica and children,<br />

Elliot, aged 7and Maeve, 5, on<br />

some international travel<br />

adventures.<br />

the oversized points award to the<br />

family late last week.<br />

Mitre 10 Mega, is apopular<br />

retailer and abig supporter of<br />

the community, sponsoring many<br />

causes.<br />

It is also one of <strong>North</strong><br />

<strong>Canterbury</strong>’sbiggest employers<br />

and is steeped in history,<br />

beginninglife as aMitre 10 store<br />

in 1975 —the first Mitre 10<br />

franchise in the South Island.<br />

But its roots date back to 1924<br />

when George McAlpine and his<br />

son George, sawmillers from the<br />

West Coast of the South Island,<br />

came to Rangiora to see if there<br />

was amarket for timber.<br />

On arrival they discovered a<br />

busy rural country town, and on<br />

seeing atimber yard and coal<br />

business, promptly bought it.<br />

The following day they found<br />

the town desertedand,after<br />

making some enquiries, found<br />

the previous day wasmonthly<br />

market day and people from<br />

neighbouring ruralareas had<br />

been to town fortheir monthly<br />

supplies.<br />

This wasn’t adisincentive to<br />

the McAlpines whocarried on<br />

running theirnewly acquired<br />

business which over the years<br />

expanded to include builders’<br />

hardware and wallboards within<br />

astore in Main Street, Rangiora.<br />

Limited by the availability of<br />

land in the main street, more<br />

land was bought two kilometres<br />

from the town centre in<br />

Southbrook, and the company<br />

began processing radiata pine for<br />

sale, sowing the seeds for athe<br />

home improvement, hardware,<br />

and gardencentre store i<br />

During atrip to the United<br />

States by Doug McAlpine in the<br />

mid­60’s, he saw the concept of<br />

one stop DIY and builders supply<br />

stores just outsidetown centres.<br />

Wanting to achieve this back<br />

home in New Zealand,hebought<br />

additional land at Southbrook<br />

and anew hardware and builders<br />

supply store wasbuilt totalling<br />

745 square metres, which<br />

commenced trading in 1975,<br />

signalling theend of the main<br />

streetbusiness.<br />

In 1975 it wasdecided to join<br />

Mitre 10.<br />

This effectivelymeant a<br />

greater range of products at<br />

competitive prices for customers.<br />

The store changed colour, signs<br />

went up and Mitre 10 became a<br />

reality in the district.<br />

An outdoor garden centre was<br />

established in 1988, and adrive<br />

through facility was added in<br />

1993. During 2007­08, the<br />

Southbrook Mitre 10 Mega was<br />

developed to replace the Mitre 10<br />

Home and Trade store (as it was<br />

then known)and the new facility<br />

opened in September 2008.<br />

Itnever ceases to astound me how much<br />

food Ican produce for not alot of effort.<br />

At this time of year, alarge part of my<br />

vegetable patch is full, so my focusison<br />

watering, weeding and looking for small<br />

gaps to fit in afew more saladscrops. If<br />

you do have room though, here’s aguide<br />

to what you can get in the ground now.<br />

Melons and Squash<br />

Melons and squash thrive in the warmer<br />

months of the year.<br />

Eithersow seeds directly in the ground<br />

or in trays to transplant once plants are<br />

being enough. Seedings are also in the<br />

shops now.<br />

Dwarf varieties grow well in tunnel<br />

houses or covered ares.<br />

Consider growing the small varieties<br />

up atrellis or along afence. Large<br />

melons need space and room to move, as<br />

the long stems grow in asimilarway to<br />

pumpkins and scramble alongthe<br />

ground.<br />

Remember that they are heavy feeders<br />

and require good compost­enriched soil<br />

and lots of water.<br />

Tomatillos<br />

For something alittle different, try<br />

growing tomatillos.These funny looking<br />

vegetables sometimes get mistaken for a<br />

tomato when the plants re young, and<br />

they grow in asimilar way to tomatoes.<br />

Tomatillos have an unusual tart<br />

flavourthat is ideally suited to Mexican<br />

cooking.<br />

When raw, they’re quite acidic but take<br />

on amilder flavour once cooked. Harvest<br />

when the fruit is green and fully fills out<br />

the husk.<br />

Yams<br />

Time is running out to plant yams. Plant<br />

them sidewaysinloose soil in awarm<br />

spot in full sun.<br />

If room is limited, they thrive in large<br />

tubs and planter bags.<br />

If you are struggling to find seed yams,<br />

youcan plant yams fromthe<br />

supermarket.<br />

Yams fatten up from autumn, so there<br />

is no rush to harvest them early and<br />

whilethey are still growing Ilike to wait<br />

for the foliage to die off first and leave<br />

them in the ground until after afrost<br />

because they become sweeter.<br />

Kumara<br />

Kumara in <strong>December</strong>, but only grow well<br />

in soil temperatures higher than 18degC.<br />

Kumara take four to six months to<br />

mature. Cuttings can be found in garden<br />

centres and are usually sold in bundles.<br />

In dry areas, keep the soil watered.<br />

Pumpkins<br />

When it comes to bang for you buck,<br />

pumpkinstake abit of beating.<br />

Apart from nuts, what other crop can be<br />

stored for six to 12 months in its own skin.<br />

Pumpkins need plenty of space to<br />

ramble, but there are small­growing<br />

varieties that thrive in smaller areas,<br />

such as Gold Nugget. Ilet my grey eating<br />

pumpkins climb up my apple trees and<br />

along amesh fence.<br />

Idothis for two reasons: firstly, because<br />

it looks awesome; and secondly, to keep<br />

the tendrils off the lawn.<br />

Allow about 1m between plants and<br />

pinch out tendril tips to limit the spread<br />

of plants where required.<br />

Pumpkins require pollination to aid fruit<br />

development. Bees help with this so it is<br />

important to have flowers nearby to<br />

encourage them to your garden.<br />

Bang for your buck ... Pumpkins are a<br />

hearty, versatile vegetable that take abit of<br />

beating. You can train grey pumpkins to<br />

grow up fences or fruit trees to get their<br />

tendrils offthe ground and it looks<br />

awesome.<br />

Golden years can be<br />

Golden years can aprime time to learn<br />

new skills.<br />

In recent times, the term 'Golden<br />

Years' refers to the later part of life,<br />

typically associated with life after<br />

retirement.<br />

It's atime when one can enjoy rest,<br />

leisure, and comfort while pursuing<br />

those things they always said they would<br />

do when retired, such as travellingor<br />

gardening.<br />

Once your career finishes, and you<br />

have time to yourself,you can adapt your<br />

routine towards amore relaxed lifestyle.<br />

However, this raises the question of<br />

what to do that's fulfilling and<br />

meaningful.<br />

Many decide to volunteer with<br />

community service groups, giving their<br />

time while they socialise and make new<br />

friends as they serve their community.<br />

Others turn to hobbies.<br />

Hobbies are agreat way to pass the<br />

time.<br />

They give you the drive to get out of the<br />

house and meet others, to expand your<br />

horizons with activities such as<br />

University of the Third Age –u3a.nz.<br />

You can look back at what interested<br />

you as ateenager or young adult, and<br />

had to give up due to family,time and<br />

money commitments and rediscover<br />

your passion for art, photography,<br />

gardening or travel.<br />

Hobbies do wonders for your mental<br />

and emotional health.<br />

They help lower stress and discourage<br />

depression because you are doing<br />

something that’s causing you to think, to<br />

plan and give you small goals to achieve.<br />

Whether it's plastic modelling,<br />

painting or sculpting,learning to play a<br />

musical instrument, joining achoral<br />

society or choir, or expanding your<br />

gardening skills,all hobbies provide<br />

more than they take.<br />

They task us with problems to solve<br />

and provide us with focus and things to<br />

do.<br />

Experts tellusthat focused activities<br />

requiring dexterity and thought also<br />

provide cognitive and physical benefits.<br />

Working with your hands while<br />

learning new skillshelps stimulate the<br />

brain, improves your memory, and may<br />

even help delay symptoms of cognitive<br />

decline.<br />

Activities that encourage physical<br />

movement—such as dancing,gardening,<br />

working with your hands or playing an<br />

instrument can only be beneficial to our<br />

health and wellbeing.<br />

One of the ‘new’ hobbies is developing<br />

your digital skills through online<br />

learning.<br />

Technology is always changing, and<br />

courtesy of your local library and many<br />

online sites, seniors can access<br />

thousands of tutorials and classes at<br />

their leisure.<br />

Despite it now being over 40 years<br />

since the personal computer first<br />

became affordable, sadly, there are still<br />

many people whodon’t know how to use<br />

computers to their advantage.<br />

Patrolling Rangiora streets by bicycle<br />

CommunityPatrols NZ’sRangiora<br />

branch is taking their patrolling one<br />

step further —infact, they are now<br />

riding on the job.<br />

Last week, two members of the<br />

Rangiora CPNZ team decided to ride<br />

their bikes instead of walking, as they<br />

usually do during daylight hours.<br />

Ken Batchelor and Christine Norton<br />

say the option to cycle on their patrol<br />

aroundRangiora means they can get a<br />

bit fitter and see abit more of their town,<br />

at aslower pace than driving in the<br />

community patrol vehicle.<br />

‘‘Everybody’s stopping us forachat.<br />

It’s been avery positive experience<br />

meeting so many people of all ages as we<br />

cycle around Rangiora, and Ihope to<br />

continue it on for awhile longer,’’<br />

73­year­old Ken says.<br />

He started at CPNZ Rangiorathree<br />

years ago after moving up from Waimate<br />

to settle in Rangiora.<br />

‘‘On my first day here, someone broke<br />

awindow at my house, so Ithought there<br />

must be something Icould do to stopthis<br />

from happening to others. Ihad heard<br />

about the CPNZand decided to join<br />

them as apatroller.’’<br />

He says it's nice and gentle work.<br />

‘‘You get agreat feeling about it as you<br />

are doing something to help othersin<br />

your community. You aren’t thereto<br />

arrest people —that's the job forthe<br />

police. What you are doing is helping<br />

them by keeping an eye on what’s<br />

happening in your own community.<br />

‘‘You do this from the comfort of the<br />

patrol vehicles, you don’t chase down<br />

people, it’s all about watching and<br />

noting what people are doing.’’<br />

He says people of all ages come up and<br />

chat with them, and he is sure his<br />

presence is enough to make others take<br />

asecond thought about what they are<br />

planning ondoing.<br />

‘‘It’s surprising how many young<br />

Darcy new amateur world kickboxing champ<br />

Pegasus Bay School has anew amateur<br />

world kickboxing champion among its<br />

pupils.<br />

Darcy Shearer, aged nine, is the new<br />

K1 under 41kg seven­to­nine­year­old<br />

undisputed amateur world champion<br />

kickboxer.<br />

He won the title at the annual ISKA<br />

(International Sport Karate and<br />

Kickboxing Association) world<br />

championships held in Brisbane last<br />

month.<br />

The event drew 1300 competitors from<br />

15 countries, with 17 entries fromNew<br />

Zealand, including six from Rangiora’s<br />

Dragonz Den Kickboxing Gym where<br />

Darcy and one of his sisters, Ruby, aged<br />

16, train.<br />

Their seven­year­old sister, Indi, has<br />

now also taken up the sport.<br />

The siblings' father David Shearer,<br />

said Darcy’s kickboxing journey began<br />

after he was enrolled in amartial arts<br />

training programme.<br />

‘‘One of the coaches left and opened<br />

up akickboxing gym.<br />

‘‘Darcy went down and tried it. He<br />

really liked it and wanted to start<br />

training to fight,’’ David said.<br />

Now he is really passionate about the<br />

sport, training four times aweek.<br />

His coach Phil Morgan says Darcy has<br />

a‘‘huge future ahead of him’’ in the<br />

sport.<br />

‘‘He is that good we have had to put<br />

him up against the senior, more<br />

experienced kickboxers in training and<br />

he is doing exceptionally well,’’ Phil<br />

said.<br />

‘‘He decked an experiencedadult<br />

fighterwho has six or seven fights under<br />

his belt, with aperfectly timed kick. For<br />

somebody of Darcy’s age and sizetobe<br />

able to do that is quite exceptional.<br />

‘‘He is such anice, humble, wellmannered<br />

young boy too, with that big<br />

smile.’’<br />

Darcywas the youngest of New<br />

Zealand'scompetitors atthe world<br />

championships. His family travelled to<br />

Brisbane with him for the event and a<br />

Brisbane­based uncle and his twin<br />

daughtersalso attended, so Darcy was<br />

‘‘stoked" to win the title in front of them.<br />

Ruby also competed at the event,<br />

finishing second in her grade.<br />

David said kickboxing was ‘‘an<br />

exciting sport for kids to be part of’’<br />

because it provided fitness and fun,<br />

taught them discipline and how to focus,<br />

gave them apositive mindset and<br />

helped their confidence.<br />

Kickboxing also taught children how<br />

to defend themselves without using<br />

their skills to bully or hurt anyone.<br />

However, kickboxing was ``nervewracking<br />

for mum and dad to watch", he<br />

said.<br />

Agroup of Pegasus Bay School pupils<br />

have won the South IslandChampions’<br />

Trophy duringthe Unearthed LEGO<br />

League Challenge.<br />

The challenge is an annual event<br />

where participants work on activities<br />

promoting science, technology,<br />

engineeringand mathematics skills<br />

with teamwork and creativity.<br />

The ultimate goal is to qualify for the<br />

final competition in Leipzig, Germany,<br />

next year.<br />

The trophy was awarded for the<br />

overall best innovative androbotics<br />

projects.<br />

The participating pupils, Robin<br />

Neave (aged 13), Arthur Jarzab (aged<br />

12), Corinne Mitchell (aged 12), Alyssa<br />

Tily (aged 12), Tahlia Bradcock (aged<br />

12), Ben Jackman (aged 13), Leo<br />

archaeological­themed programme<br />

The teacher in charge of the project,<br />

Dan Perriam, said the team were also<br />

given ‘‘spark ideas’’ andchose a<br />

scenario that ‘‘members of an<br />

excavation team wanttoexplore<br />

nearby caves and account for changes<br />

in the landscape that occurred over<br />

time. How can the team use technology<br />

to create amodern­day map of the cave<br />

and full site?’’<br />

To help with their project the pupils<br />

met with aSouth African avocational<br />

paleontologist (fossils) Morne Wium,<br />

who is also asoftware engineer now<br />

living in Pegasus.<br />

Morne formerly owned asmall<br />

museum in Woodend where school<br />

classes would visit to learn about<br />

fossils found in <strong>North</strong> <strong>Canterbury</strong>. He<br />

spends alarge amount of his time<br />

looking for fossils and then donating<br />

the scientifically important ones to<br />

New Zealand museums.<br />

‘‘Science education is apassion of<br />

mine and Imake videos documenting<br />

my fossil hunts and preparations that I<br />

share on YouTube, TikTok, Facebook<br />

and Instagram.’’<br />

The PegasusBay School pupils'<br />

South Island Champions’ Trophy win<br />

gave them an automatic invitation to<br />

take part in the next stage for the<br />

UnearthedLEGO League Challenge,<br />

the regional tournaments last Monday,<br />

November29.<br />

However they were unable to accept<br />

the invitation as costs to attend were<br />

not covered and the turnaround was<br />

too short to raise the money needed to<br />

McMaster takes Southern series victory<br />

Levi McMaster started his Southern<br />

Series of Motocross campaign this year<br />

with one goal in mind —towin —and he<br />

did it.<br />

The 13­year­old Swannanoa School<br />

pupil, who is already aseven­time<br />

national champ, was competing in the<br />

12­16 year 85cc and 125cc classes in the<br />

five­round Southern Series.<br />

He attended race meetings in Gore,<br />

Invercargill, Balclutha,Cromwell and<br />

Outram over the past four months.<br />

His father, Cody McMaster, says it’s<br />

been ahuge undertaking, travelling to<br />

all five rounds.<br />

‘‘But it was worth it as Levi won both<br />

85cc and 125cc classes for the series.<br />

‘‘He scored 14 wins out of the 15 races<br />

in the 85cc class.”<br />

Cody says Levi told him the racing was<br />

“awesome,” but he felt the way he<br />

finished the season, when winning the<br />

125 series, didn’t quite go the way he had<br />

wanted it to go.<br />

‘‘Levi had been battling Jaxon Church<br />

of Christchurch all season, and the pair<br />

went into the final with just three points<br />

separating them.<br />

‘‘Then, in the first race, Jaxon crashed<br />

heavily and broke both his wrists,<br />

ending his challenge. Jaxon's crash<br />

effectively handed the championship to<br />

Levi.’’<br />

Ben Costello won the last three races<br />

with Levi in second place each time, but<br />

he had the points advantage andwas<br />

crowned the championship winner.<br />

Levi's younger brother, Nico,also had<br />

an incredible series racing up aclass in<br />

the 12­16 85cc division, and he finished<br />

the series 5th overall.<br />

‘‘The boys are both having ashortrest<br />

period before they begin training for our<br />

next mission up north early next year,at<br />

the New Zealand MX Grand Prix in<br />

Woodville in late January.<br />

Separating rural and provincial<br />

governance from urban councils is the<br />

simplest andmost effective way to<br />

streamline local government,<br />

Federated Farmers says.<br />

‘‘Top marks to the Government for<br />

kicking off an overdue conversation<br />

about cutting back costs, duplication<br />

and decision­making roadblocks that<br />

plague our current 78 councils,’’ Sandra<br />

Faulkner, Feds local government<br />

spokesperson, says.<br />

With release of plans this week to<br />

abolish regional councils, the<br />

Government wants less bureaucracy<br />

and strengthened accountability.<br />

‘‘So does Federated Farmers,"<br />

Faulkner says, "but we haveadifferent<br />

model that achieves those aims without<br />

the need to totally re­write local<br />

government legislation.<br />

‘‘Spurred by rising rates, and a<br />

diminishingsay by rural communities<br />

in council matters,FederatedFarmers<br />

has given these issues agreat deal of<br />

thought over the last two decades.<br />

‘‘Our model would see adecrease in<br />

the total number of local authorities<br />

from 78 to fewer than half that.’’<br />

local government Ministers Bishop and<br />

Watts are striving for.<br />

‘‘But it doesn’t work optimally when<br />

city areas andrural hinterlands with a<br />

cluster of smaller towns are jammed in<br />

together under one council, Ms<br />

‘‘Greater numbers of people live in<br />

cities. They have different needs,<br />

priorities and ways of interacting with<br />

theircouncil than people and business<br />

in rural areas.<br />

‘‘Cities can end up dominating<br />

unitary councils,and the ambitions of<br />

people in provincial towns and rural<br />

areas are sidelined.’’<br />

Feds is suggesting aunitary structure<br />

that separates provincial and rural<br />

governance (regional government) from<br />

urban governance (municipal councils).<br />

Each council would take on current<br />

regional council responsibilities, and<br />

current regional councils would no<br />

longer exist as separate entities.<br />

Some areas have grasped the<br />

practicalityand advantages of this setup,<br />

and are already well down the track<br />

to taking it up.<br />

In <strong>Canterbury</strong>, eight councils could<br />

become three —aChristchurch City<br />

based municipal council and <strong>North</strong> and<br />

South regional councils, each taking on<br />

the functions currently done by<br />

Environment <strong>Canterbury</strong>.<br />

Federated Farmers agrees with the<br />

Government that decisions on future<br />

council structures should be driven<br />

locally, by elected representatives.<br />

‘‘But we see problems with<br />

completely removing current regional<br />

councillors and leaving it up to<br />

Combined Territories Boards (CTBs) of<br />

mayors to decide the future shape of<br />

councils.<br />

‘‘That’s alot of regional councillor<br />

experience walking out the door on the<br />

eve of the Government introducing its<br />

overhauled resource management<br />

legislation ­crucial to livelihoods and<br />

the environment.<br />

‘‘If voting on the CTBs is based on size<br />

of population represented by each<br />

mayor, it also risks rural and provincial<br />

concerns being sidelined," Faulkner<br />

says.<br />

Federated Farmers says there’s a<br />

lack of detail in the Government<br />

Achieving more with fewer dairy cows<br />

New Zealand dairy farmers are achieving<br />

more with fewer cows, shown through<br />

record milk production per cow and<br />

continuedgenetic progress.<br />

The total milksolids production rose 2.9<br />

per cent in 2024/25 to 1.94 billion<br />

kilograms, despite a0.5 per cent fall in cow<br />

numbers to 4.68 million.<br />

The latest New Zealand Dairy Statistics<br />

2024/25, released by DairyNZ and<br />

Livestock Improvement Corporation (LIC),<br />

show the lift was driven by record­high<br />

productivity per cow, with the average cow<br />

producing 414 kilograms of milksolids,<br />

which is up 14kg from last season.<br />

DairyNZ chief executive Campbell<br />

Parker says the results reflect farmers<br />

strong focus on performance and<br />

adaptability despitearange of challenges<br />

over the past few years.<br />

Farmers continue to focus on doing<br />

things smarter and driving productivity,<br />

including managing their herds more<br />

efficiently, improving feed use, and<br />

leveraging science and technology to lift<br />

production per cow, while also responding<br />

to higher milk prices last season, says<br />

Campbell. The trend toward efficiency<br />

and innovation is keeping NZ dairy<br />

farming at the forefront internationally.<br />

Farmers is suggesting would be a<br />

smoother transition to the streamlined<br />

and efficient sector the Government ­<br />

and New Zealanders ­are looking for.<br />

‘‘Again, congratulations to the<br />

Government for sparking these overdue<br />

conversations.<br />

‘‘Federated Farmers and rural<br />

communities are champing at the bit to<br />

be involved in landing astructure that<br />

preserves strong local democracy and<br />

accountability, is future­fit and less<br />

bracing for ‘‘Crate Day’’ on Saturday.<br />

Crate Day, which is held on the first<br />

Saturday in <strong>December</strong>, sees people in<br />

their four­wheel­drives, spend the day<br />

drinking with friends on local riverbeds<br />

and beaches.<br />

<strong>Canterbury</strong>’s braided rivers are home to<br />

some of the world’s rarest birds and<br />

nesting season is well under way.<br />

Environment <strong>Canterbury</strong> parks team<br />

leader Karen Elliott said nests of species<br />

suchasthe wrybill, black­fronted tern<br />

(tarapiroe) and the black­billed gull<br />

(tarapuka) are camouflaged and almost<br />

invisible to the human eye.<br />

‘‘We want people to enjoy summer and<br />

enjoy their rivers, just pick your spot with<br />

care. These populations of birds are<br />

particularly vulnerablethis season, with<br />

flooding already disturbing and, in some<br />

cases, wiping outnests, along withchicks<br />

and eggs. We need to respect the rivers and<br />

give wildlife the space they need to survive<br />

is reminding residents that wildfire risk is real, and<br />

preparation iskey.<br />

Waimakariri has seen enough wildfires inrecent years to<br />

know that afire can start atany time. The significant fire<br />

in Loburn in January 2024 shows just how quickly things<br />

can get out ofcontrol during ahot and dry summer.<br />

You don’t need to live rurally to be at risk from wildfire.<br />

The fires atPegasus Beach and Pines Beach in recent<br />

years show that ifthere’s vegetation close byand<br />

potential for someone togenerate aspark, then there’s<br />

awildfire risk.<br />

In New Zealand, 97% of wildfires are caused by people,<br />

but you can doyour part tominimise the risk.<br />

Practicalsteps to reduce theriskoffireon<br />

your property<br />

Grass: Keep grass short, watered and green during the<br />

summer months.<br />

Gutters: Keep gutters and areas around decks clear of<br />

dead leaves, debris and pine needles.<br />

Flammable material: Don’t store flammable material<br />

under oragainst your house ordeck (including<br />

flammable doormats).<br />

Plants and vegetation: Remove highly flammable<br />

plants close toyour home and other buildings on your<br />

property. Ifyou have vegetation against your house,<br />

consider removing it or replacing plants with less<br />

It was hailed as a ‘one­stop shop ’ to<br />

make it quicker and easier to build<br />

major projects when it pa sed into law<br />

last <strong>December</strong>.<br />

But none of the five <strong>North</strong> <strong>Canterbury</strong><br />

projects included in the Government’s<br />

Fast­track A provals Act have<br />

progre sed beyond being ‘listed ’<br />

projects in the fast­track proce s.<br />

They were among 149 projects listed<br />

in the legislation.<br />

In astatement released last w ek,<br />

Infrastructure Minister Chris Bishop<br />

and Regional Development Minister<br />

Shane Jones said around 50 of the 149<br />

projects had lodged substantive<br />

a plications with the Environmental<br />

Protection Authority (EPA), since the<br />

a provals regime was established in<br />

February.<br />

Of those, none have b en a proved so<br />

far, with the first eight expected to be<br />

signed o f by the end of the year.<br />

Proposed housing developments at<br />

Ōhoka, W odend and west Rangiora<br />

were listed in the legislation, along with<br />

the W odend Bypa s and the Amuri<br />

I rigation Company Ltd’s Balmoral<br />

water storage facility and fish scr en.<br />

An EPA spokesperson has confirmed<br />

none of the five <strong>North</strong> <strong>Canterbury</strong><br />

projects have lodged substantivefasttrack<br />

a plications.<br />

Developers of alisted projectcan<br />

a ply to the EPA where an ‘expert<br />

panel’ wi l a se s the projectand<br />

consult with ‘directly a fected groups ’.<br />

Panel convenors determine theextent<br />

of the consultation, meaning the is no<br />

guarant e local communities wi l have a<br />

say.<br />

Thereisnotimeframe for alisted<br />

projec to lodge an a plication, the<br />

spokesperson said.<br />

When the project list was a nounced<br />

in October last year, Mr Bishop pointed<br />

the fingeratcouncils for creating the<br />

housing crisis.<br />

‘Speaking in general terms, councils<br />

have contributed to our housing crisis<br />

by being overly picky about where<br />

houses can be built, ’ he said a the time.<br />

adopted last month, meaningtheymay<br />

not n ed to be fast­tracked.<br />

<strong>Canterbury</strong> (ECan) in the next few<br />

months,after it was lodged in2023.<br />

A$20m loan from the Government’s<br />

RegionalInfrastructure Fund was<br />

a nounced earlier thismonth for the<br />

Balmoral water storage project.<br />

The proposed Ōhoka development<br />

was rejected from the District Plan,<br />

after aprivateplan change requestwas<br />

rejected by an independent<br />

commi sioner in November 2023.<br />

It is sti l subjec to an Environment<br />

Court a peal.<br />

An Environment Courtspokesperson<br />

said the a pe lant, CarterGroup, has<br />

b en directed to advise the court by<br />

August 2 ‘how orwhether it intends to<br />

proc ed ’.<br />
