Better ambulance response
time needed?
Service timely and efficient, Urgences Santé argues
NaNcy GirGiS
An unusual scene greeted skaters at the
Chomedey Arena at around 3:30 p.m. on
January 12: a woman was lying on the ice
in obvious pain, and several people around
her were tending to her. One of the regular
skaters at the scene, Warren Law, quickly
learned that the woman had taken a fall and
had seemingly injured her shoulder. Due to
the woman’s level of pain, the skating rink
monitor estimated that she had dislocated
her shoulder and immediately called 9-1-1.
Despite her painful injury and the fact
that the woman was lying directly on the ice,
Law estimated that it took the ambulance
approximately 35 minutes to arrive. “It gets
quite cold in the arena and she was lying
directly on the ice,” Law explained. “I would
think that ambulances should be aware of
the location of arenas and respond in a short
time frame.”
Law and other witnesses believe that
such a situation should not have happened.
However, officials at Urgences Santé disagree
with their version of events.
Urgences Santé spokesperson André
Champagne says that currently in the
greater Montreal area (including Laval),
the average ambulance response time is
nine minutes and 11 seconds for most calls.
Resorting to the computer file of the 9-1-1
call, Champagne said that it took the ambulance
only 14 minutes to reach the arena
from the time 9-1-1 was called. He explained
that the call was placed at 3:37 p.m. and that
the ambulance arrived at 3:51 p.m. Timely
and efficient service, Champagne explains,
in spite of the fact that the injury was not
deemed to be severe or life-threatening.
“This was classified as a Priority 3 call, which
we need to respond to in less than 20 minutes,”
Champagne said. “
Three calls were made to 9-1-1
The people who were at the Arena on
January 12 are contesting Urgences Santé’s
version of events, and some even claim
that the ambulance got lost on its way to
the arena. The Zamboni driver, Jean-Guy
Bourassa, says the Arena usually calls 9-1-
1 two or three times a month, especially
during hockey season. In most cases, an
ambulance arrives in less than 15 minutes.
In this specific case, he says, the delay easily
exceeded 30 minutes. “I understand that
the injury wasn’t an urgent situation, but
the lady had dislocated her shoulder and we
couldn’t move her off the ice,” he said. “She
was very cold…the ambulance should have
come faster.”
Bourassa, who called Urgences Santé
twice following the original 9-1-1 call, was
frustrated about the paramedics’ slow pace.
He even waited outside and flagged down
the ambulance once he saw the vehicle
approaching the arena. Unfortunately, the
ambulance turned at another intersection.
“I called back (9-1-1) to tell them that their
truck had gotten lost, but they assured me
that the ambulance I was talking about
was responding to another call,” Bourassa
explained. “If that was the case, it must not
have been a very urgent situation…the truck
was going very slowly, as if the driver was
lost.”
Regular skater Raymond Dagenais was
clearly frustrated over the situation and estimated
that it took the ambulance 40 minutes
to arrive at the scene. He explained that
he arrived at the arena a little after 3:30 p.m.,
and when he left at 4:10 p.m. the ambulance
had yet to arrive. “I and a lot of other people
here were getting very angry,” Dagenais said.
“We tried to cover her up with our jackets,
we sympathized with her because it was very
cold…It’s unbelievable that it took so long
for the ambulance to come.”
Distance, weather, traffic
all factors
Champagne defends Urgences Santé’s
response time and adds that although most
calls are answered within the average time
frame, some non-urgent calls may take longer.
He explains that Urgences Santé uses
the Clawson system, which allows for a
rapid triage depending on the information
provided by the caller. “It allows us to gage
the degree of urgency and the need for rapid
action in less than one minute,” Champagne
explains. “Within 50 to 60 seconds, we can
make a decision, decipher the problem, find
the location and gage the urgency.”
Calls are also prioritized. Priority One
calls are answered immediately with
sirens blaring. Priority Two calls must be
answered in less than 10 minutes, and
Priority Three require action in less than
20 minutes. However, the response time
may vary depending on the location, the
weather, the time of the day and the density
of population in a specific area. “We also
resort to dynamic deployment, meaning
an ambulance is always in strategic points
and in movement,” Champagne explained.
“However, these strategic points are more
often than not in areas with a higher density
of population.”
Nonetheless, the people who witnessed
the accident on January 12 remain perturbed
over the delay it took for the ambulance
to arrive at the scene. “We all kept
saying ‘what if it had been something more
serious?’” Law wondered. “We pay extra for
the 911 service, if this is the way things work,
what are we paying for?”
Champagne explains that when an emergency
situation occurs, time becomes precious.
He says that Urgences Santé does
whatever it can to answer in a timely manner.
In 2004-2005, Urgences Santé received
195 complaints, and only 16 per cent were
related to the service offered. “That is a
very low number, especially if you consider
that we handle about 1,000 calls a day,”
Champagne said.
“We understand that when people get
hurt, they want to wait as little as possible,”
Champagne explained. “We understand
what they’re going through, we don’t diminish
their pain or their need, but priority
takes over certain cases, especially in fracture
or non-fatal injuries.”

Folco lone Liberal in Laval
Wins by a solid majority in Laval-Les-Iles
NaNcy GirGiS
Although the Liberals lost a handful of key ridings
in the greater Montreal area on election
night, Laval managed to hold on to its only
Liberal riding for the fifth consecutive time.
The constituents of the Liberal stronghold
Laval-Les Iles riding re-elected incumbent
MP Raymonde Folco for a fourth mandate
as the Conservative party gained a minority
government.
In her victory speech, she thanked her volunteers
and constituents for believing in her
and promised to continue working for Laval
in Ottawa. “I’m grateful for the chance to
represent you in Ottawa for a fourth mandate,”
she said. “You understood the real issues
in Canada, Quebec and in Laval-Les Iles...
Thanks for your support, the door is always
open.”
Although Folco won by a solid majority of 3212
votes, it is a far cry from the 5,000 vote lead in
2004 and even further away from the roaring
12,000 lead back in 2000. Despite the relatively
low numbers and the scandals that crippled
the Liberal party, Folco is grateful that her
constituents continue to offer their support.
“We have a lot of volunteers, it’s wonderful and
there is nothing like it,” Folco said. “I’ve met
thousands of constituents who tell me they
will still vote Liberal... It’s great to see that
after eight years, people still believe in you.”
Multicultural team part of Folco’s
‘tightly-knit machine’
Folco’s office on Samson blvd. in Ste-Dorothee
was a flurry of activity on Election Day.
Volunteers were making last-minute calls to
undecided voters and offering rides to their
local polling stations. Political aide Jonathan
Fontaine estimated that there were nearly
30 volunteers working in the office during
Election Day. Many of the volunteers were
members of the riding’s many ethnic groups.
That fact is not surprising given that immigrants
make up for more than 20 per cent of
Laval-Les Iles’ population. “This is proof of
Folco’s strong relations with Quebecers of all
nationalities, including Quebecers de souche,”
Fontaine said, pointing out Folco’s record of
dealing with immigration issues.
Folco credited her tightly-knit machine of
volunteers as she calls them for getting out
the vote. She explains how the volunteers handled
their tasks in a professional manner and
devised strategies such as convincing people
to vote before going south for the holidays to
get a large number of voters to the polls. She
was particularly proud that of the multi-ethnicity
of her team of volunteers, enumerating
all the languages they speak- Portguese, Greek,
Kurdish, Russian, Swedish, Arabic, Armenian,
and of course English and French. “This was a
great team of volunteers, everybody knew what
they were doing,” Folco said. “These people
wanted to participate in a democratic election;
they are all Quebecers and Canadians with a
sense of belonging.”
Volunteer Claude Bourdon was in charge of
the transportation desk. Bourdon’s fifty-plus
years of experience as an election planner and
volunteer paid off handsomely, as he believes
his team drove more than 200 constituents to
the polling stations throughout the campaign.
Despite the scandals that crippled the Liberals
throughout the 56-day campaign, Bourdon
noticed that a lot of people volunteered their
time nonetheless. “We transported a lot more
people this year than in the last election,”
Bourdon said. “I think more people volunteered,
especially drivers, I was surprised.”
Scandals take their toll on
Liberals
The office erupted in cheers as Folco’s reelection
was confirmed on the TVA television
network at 10:46 p.m. However, Folco’s
victory was bittersweet as it became more
and more obvious that the next government
would be Conservative, putting an end to the
Liberals’ 13 years in power. Folco admits that
the Liberals’ pre-election slump in the polls
had an impact on her campaign. “Whenever
a party slumps in the polls, it affects you and
your volunteers,” Folco explained. “We rallied,
kept steady, and quickly learned that the people
who are Liberal will stick by us and by me.”
Liberal supporter Ann Clarke said that Folco’s
dedication is what attracted voters. “She’s an
amazing, amazing woman, she’s dedicated and
listens to her constituents,” Clarke said. “She’s
there, she puts her hearts into her work, she
believes in what she does, so I had no concerns
that she would lose.”
Despite her victory, Folco quickly realized that
she will now have to work as an opposition
MP. She held some harsh words for the newlyelected
Conservative government, adding that
there is a ‘hell’ of a lot of work ahead now
that the Tories are in power. “Canadians are
not right-wing, they want to keep their social
programs,” Folco exclaimed. “The government
should protect childcare, protect seniors...
Conservatives are on the record of being disinterested.”
Folco added that she wishes to keep working
on two main issues: human resources and
immigrantion. She admitted that although
it may be harder for her to work on issues as
an opposition MP, Folco said she will keep up
THANK YOU AGAIN!
Dear voters of Laval-Les Îles, I thank you
for supporting me and the Liberal Party of
Canada, because you clearly understood
the true issues of this electoral campaign.
I am grateful that you have handed me
your trust for a 4th mandate, to represent
you in Ottawa and stand up for your values
Anatomy of a fiasco: Dissecting the Liberal
record under Paul Martin
Regardless of the outcome of this week’s federal election,
there can be little doubt that a rift, which has divided
the Liberals since Paul Martin’s covert ambition to be
Prime Minister became overt more than five years ago, is
about to widen into open warfare.
As some observers (most notably, loyalists of former Prime
Minister Jean Chrétien) have muttered since the conflict
between Martin and Chrétien erupted into full view, the
Liberals’ diminished position might have been avoided if the
sly but politically adept Chrétien had dealt with matters discreetly,
instead of Martin, who, for his own purposes, widely
publicized them and permitted the party’s fortunes to spiral
out of control.
It’s no secret that there has been in-fighting within the
Liberals — traditionally seen as the most unified of Canada’s
major parties — since Martin’s assumption of the leadership
in November 2003. Although the Liberals have seen heated
but quickly forgotten leadership contests which did not
endanger party unity, an exception was the period after John
Turner was elected leader in 1984. As it so happens, observers
are now pointing out similarities between that precedent and
the situation the party faces now.
There is no doubt that Martin worked hard to be the uncontested
successor of Chrétien, and that he did so by consolidating
power within the Liberal Party in conjunction with
his allies. While there were rumours much longer, the rift
between Chrétien and Martin was manifesting itself publicly
as far back as 2002, when Chrétien took action to prevent
Martin from campaigning for the party’s leadership openly.
Not long after, Martin was either fired or dismissed (no one
is quite certain) as finance minister, although his influence
was such that that Chrétien eventually had to concede defeat
and announce his retirement. Animosity between Chrétien
and Martin can be traced as far back as the Liberals’ 1990
leadership convention, when Martin challenged Chrétien’s
successful leadership bid. After Chrétien’s third electoral
victory in 2000, speculation became public that Martin and
Chrétien were engaged in an increasingly intense rivalry for
the prime minister’s office.
While the issue of Martin’s leadership appeared settled,
maneuvers to maintain order within the party continued.
Most Chrétien loyalists who had been cabinet ministers in
the popular and successful Chrétien government — including
John Manley, Allan Rock, Don Boudria and Sheila Copps
— were demoted to the backbenches or left federal politics
completely.
In addition, there were accusations of tampering with Liberal
nomination proceedings by Martin supporters in local ridings.
Of a dozen such cases across Canada, perhaps the
most notable was in Hamilton, involving Copps. Some party
members believe that longtime Liberal strongholds have been
seriously weakened because of disillusioned members leaving
in disgust.
Probably more than any other issue, Martin’s handling of the
Sponsorship Scandal has driven a wedge between party factions
once and for all. Those who remain Chrétien supporters
have maintained that Martin, while ostensibly using the
scandal to demonstrate a break with the party’s questionable
past, actually utilized it as an excuse to discredit those who
preceded him in the Chrétien camp. In fortifying his personal
position, the prime minister was splitting his party apart.
Martin’s style of governance, which might best be described
as superficial, was perhaps most on display in the election
that has just ended. From the beginning of his term as prime
minister, his overall policy seems to have been that if you
throw enough money at a problem, it simply goes away.
There wasn’t a day that passed during the campaign when
there wasn’t yet another multi-billion dollar pledge from Paul
Martin’s Liberals, which often was simply upping the ante on
a promise the Conservatives had just made. It’s said that the
Martin agenda has never had much to do with fixed policies
or personal convictions, but usually was more the result of
focus groups and commissioned opinion polls.
The deep chasm that now separates the Liberals might be
seen in light of a transition within the party between an old
and new order. The followers of Chrétien are more likely to
be identified with the regime of the late Pierre Elliott Trudeau,
while Martin, first elected in 1988, has no link to the Trudeau
era. But in shoring up his own position through supporters
who are like-minded, Martin may be permanently distancing
or excluding others representing the party’s more idealistic
traditions and past.
Thank God it’s Monday (TGIM)
Thank God it’s Monday and that is not because the end
of the long drawn federal election is close at hand. I am
glad because I am back at work where a lunch break
is legislated by law and coffee breaks do not elicit frowns
and dirty looks from confreres and colleagues. It has been
twenty years since I graduated from dental school and I
am left to wonder what ever happened to the dream of the
thirty-hour work week and the three-day weekend as the
norm, not a privilege that only visits but a handful of times
in the year.
Twenty-five years ago, Canadians worked forty hours
during the Monday to Friday rush and weekends were for
the most part recreational, leisure and family times. Even
when we were not with family, we relaxed in the company of
friends as Sunday was still God’s day and there was little else
to do. Shopping and most commercial stores were closed
and even grocery shopping was prohibited as super markets
still respected the Sabbath or Sunday. Emergency food items
like bread, milk, cigarettes and beer could still be bought at
the local corner store but at exorbitant prices.
Our government sold us on the idea that the technological
breakthroughs of the nineties would improve our lot.
Automated systems, robotics, computers and the internet
would spare us from the most menial tasks and we would
bask in the sunshine of more recreational fare and leisure
time. Productivity was the catch phrase and it was to
become the liberator of free time. In fact, a result of the last
decade’s great economy which was the cornerstone of the
Liberal election campaign is that the average Canadian now
works at least five more hours per week. Many spread their
work hours over a six day work week. Two income house-
holds have become the norm not the exception even among
professionals and over thirty percent of the Canadian work
force does not even take a vacation. Mais non; somewhere
the line must be drawn. Yet despite all these advantages,
technologies and increased wages we are left with less
buying power than our parent’s generation. Am I missing
something here?
The truth seems to be that as the middle class is stifling
under the pressures of increasing taxes, a failing health
care system and the greater expenses of raising children,
corporate Canada and those whose businesses fly foreign
flags have been the real winners. The old adage proclaimed
that the rich get richer and the rest just get taxed. Well if
it was not already a quotable anecdote it should become
one because our economy is now rooted in consumables
and the only reason there is still an inkling of hope for the
future of the middle class is that the great Canadian Shield
is filled with some of the world’s largest reserves of natural
resources.
I work Saturdays and evenings as more and more patients
relent from missing work in order to attend to their dental
needs. Saturday afternoon brings the weekend chores which
include driving anyone of the five children to their various
activities and or functions. By the time my wife finishes
laundry and household chores it is already evening and time
to settle down for the night. Sunday was once a day of worship
and family. Now it has become the shopping and banking
day. Once home in the afternoon, after the groceries
are put away there are a few hours available to tackle one
of the growing lists of home and garden repair or maintenance
items. By evening after regrouping the children the
wife settles in on cooking. She has discovered that it is less
stressful to cook three or four meals Sunday night for the
week than to stress over racing home against the rush hour
traffic in time to cook supper. It is hard enough to feed the
children right without having to worry about getting home
in time for supper, let alone in time to prepare it. One has
to wonder how much our expanding work week, weekend
errands and chores have contributed to the worrisome
increase of obesity not only among adults and the aging but
also our children.
That we need to extend what used to be weekly activities
into the weekend is disturbing. Productivity may have
increased corporate profits but has done little for the
average Canadian family. When the average Canadian no
longer relaxes on weekends and TGIF is an acronym with
little meaning then there is something very wrong. There
was a time when weekends were a part of a healthy normal
lifestyle. That they are slowly becoming like every other
day of the week is very disconcerting. As family values are
weakened by legislation that promotes individual rights in
Canada one has to wonder if the homogeneity of the weekdays
is not another sign of a disappearing value system that
we have held on to for so long.
Thank God it is Monday and I no longer have time to
think of such things because it would seem that we of the
middle class may actually be getting the shortest end of the
Canadian stick after all, a thought that is not too appealing.
Pass the salt please!
As a taxpayer in Chomedey, for the past 15
years, I find it incredible that the city does
not salt the sidestreets, they only “salt the
intersections”.
I called the city this morning after slipping
and sliding my way to the nearest
they only “salt the intersections”. With
the amount of money we pay in taxes, you
very recently to discuss policy, Harper’s
campaign from day one has been focused
on almost nothing but.
As a result, voters have an excellent idea
of where a Harper government would
lead Canada. Significantly, it was after
Harper’s ideas were exposed to a national
audience via the debates that Harper
began to develop his current ten-point
lead over Martin (37-27) in the national
polls.
And there is the sense among voters,
whether the Libs like it or not, that Stephen
Harper is ready to lead. Through a combi-
his advocacy of a commonsense reform
being a Prime Minister in waiting.
Harper is a favourable contrast to Paul
voters an alternative to blind ambition.
Non respect of alternate parking
hindering snow removal efforts
The executive was presented with a petition
signed by a group of snow removal
entrepreneurs soliciting mandates for
snow removal services in Laval. The
group, represented by Claude Bisson of
9033-4020 Quebec Inc., complains that
poor enforcement of the alternate parking
regulations has severely hindered their
ability to efficiently remove snow from
the streets during significant snow falls.
They insist that the alternate parking
regulations have to be strictly enforced
if they are to meet the administration’s
strict protocols for snow removal. If the
situation does not improve they will not
be able to guarantee the quality of service
that is demanded of them and the safety
of the public road networks will be compromised.
the City public works department and it
was determined that the sewer backed up
due to an obstruction on the City side of
of the property. Yves Tacon had paid for
A cultural exchange program was recently
held on December 11 th , 2005 at the Jean-
Paul Campeau Community Centre. The
event which was co-sponsored by the
City and the Minister of Immigration and
Cultural Communities was organized by
Enfant D’Abord and the local BML 3. The
objective of the exchange program was to
facilitate the participation of members of
the cultural communities in a local event
and to encourage immigrant citizens to
discover the local recreational resources
open to them. It was also a fact finding
they used this occasion to discuss ways to
Zoning change requested for a
public park
The City has authorized a zoning change
for a property situated at the southeast
corner of the intersection of Lévesque
Boulevard west and 69 th Avenue. The
new zoning classification of PA-227 only
allows this lot to be used for a park or
other public services.
Notre-Dame fire damaged property
receives a renovation proposal
Vincent Chiara has submitted a project to
the administration to rebuild a property
situated on 4151 Notre Dame. This building
was destroyed by fire several years ago
and many procedures were required to
normalize the situation with respect to
this building.
Chiara has presented a project to rebuild
a 25-unit apartment complex, but this
project now contravenes several existing
by-laws. According to the present City
norms a project this size must be served
by at least 33 parking spaces, but only
15 are planned. Also, the road entrance
to the back of the property should be 21
feet wide while the plans only allow for
ten feet.
Therefore a zoning change has been
requested by the builders which include
SaVaS FOrTiS
the following elements. The building
exterior can only be finished with
bricks, except for any decorative elements.
Garage doors must be at least twelve feet
wide. The parking lot ratio is reduced
to 0.6/ housing unit to accommodate
the existing parking space. The minimal
roadways have to be ten feet and several
trees have to be planted as per the new
construction by-laws. The boundaries of
the property must be finished with either
zones of grass or hedges.
This project is open for public consultation
and affected residents can call for a
referendum vote on acceptance of the new
zoning changes.
Multicultural Library to be
renamed in honor of Anne-Marie
Alonzo
The executive has received a formal
request to change the name of the
Multicultural Library situated on1535
Chomedey Boulevard to honor a recently
departed Laval citizen who has been
awarded both national and international
accolades. The proposed name change is
to honor Anne-Marie Alonzo. Originally
born in Alexandria Egypt the 13 th of
December 1951, she has lived in Quebec
since 1963. An author, poet and editor
she won the Émile-Nelligan prize in 1985
for her work ‘Blues de mine’. In 1986 she
was awarded a doctorate in French studies
from the University of Montreal. She
collaborated on the journals ‘La Nouvelle
Barre du Jour, Possible and Des Femmes
en mouvement and Spirale’. In 1992 she
was awarded Laval’s grand prize for artistic
excellence for her novel ‘Galia qu’elle
nommait amour’. In 1996 she became a
member of the Order of Canada and 1997
she received the City of Laval Medal and
the Bronze Medal of the Arts-Science-
Letter of Paris in April of that same year.
Anne-Marie Alonzo passed away the 11 th
Zoning change for Notre-Dame
daycare refused
Pota Eliopoulos owner of a duplex situated
at the southwest corner of Calvet
and Notre- Dame had requested a zoning
change for the implantation of a 40-place
day care on the first floor and basement of
her duplex. The existing residential zoning
would have to be changed to a commercial
one to allow for this proposed use.
The urban department having studied the
request has concluded that the property is
not big enough to plan for the six parking
spaces required by law. Also, the rules for
commercial properties require structures
that have increased resistance to fires etc.
which would involve considerable investments
in construction. No plans to determine
the feasibility of transforming this
residential building for used as a daycare
have been furnished by Eliopoulos. Citing
also the residential nature of the neighbouring
structures the urban department
has refused this request.

Promote and sustain different educational
of the Sir Wilfrid Laurier Foundation,
which successfully held its first fundraising
event at the Montreal Casino on
January 11.
The Sir Wilfrid Laurier Foundation
was able to raise more than $70,000 by
selling out its main fundraising event,
the gala and dinner show featuring the
popular ‘From Rock to Opera II’ dinnershow
at the Casino.
The Sir Wilfrid Laurier Foundation
was created in August 2004 to counter
the budget cuts by the Minister of
Education, Leisure and Sports (MELS).
“The MELS kept cutting our budget, so
we had to do something to compensate
for the losses,” SWL schoolboard council
chairman and foundation ex-officio
Steve Bletas said. “The foundation was
set up with individuals from the corporate
sector to raise money for the good
of the schools.”
The Foundation’s main project for
2005 was to raise enough money to
purchase multimedia projectors for all
40 schools and institutions within the
SWL school board. The hard work that
went into planning and selling tickets
for the January 11 gala dinner eventu-
to make sure that everything
was right,” Bletas
said about the gala dinner.
“It was nice to see
that months of hard work
came to fruition as we
sold out the tickets for
the dinner show.”
Bletas added that the
amount of money raised
is more than enough to
cover the cost for the 2005
project. The chairman
of the board, Francois
Ghali, along with administration
members Line
Desgroseillers and
Maxeen Jolin put in a
lot of time and effort to
Laval’s Joash Gesse gets chance to play in NFL Juniors
NaNcy GirGiS
Laval’s Joash Gesse finally got what he has been striving
for the past three years: a spot on the national team
that will be competing at the 10 th NFL Global Junior
Championship from January 22 to January 29.
For Gesse, that was no small feat. The 19-year-old
linebacker from Cegep Vieux-Montreal has been trying
for the past three years to win a spot on Team Canada.
His hard work over the past year finally paid off as he was
chosen out of a pool of 1,000 hopefuls.
Gesse realized he had to double his efforts to make it
on the 2006 team as it was his last chance to participate
in the under-20 tournament. “It feels great to finally get a
chance to play on the team,” Gesse said. “This is a once in
a lifetime opportunity for me.”
Gesse admitted that he trained a lot throughout the
regular football season to be able to stand out during the
national selection camp last December. “I worked hard
and was even named MVP at Cegep Vieux-Montreal,”
he said. “I deserved this spot and told myself going into
(training) camp that ‘This year, it’s my turn’.”
Team Canada head coach Danny Maciocia was
impressed with Gesse’s performance during the selection
camp in Laval, during which 120 players turned up for a
chance to play on Team Canada. “He performed well at the
camp in December, he came out and stood out,” Maciocia
explained. “He’s an active player and makes plays…he fits
the bill of what we were looking for in a linebacker.”
Geese believes his athletic ability and enthusiasm for
the game will make him a great asset throughout the
tournament. He says his speed, strength and versatility
in all three linebacker positions will help Team Canada
defend its 2005 title. “I always give it my all when I play
and can play all three linebacker positions,” Geese said.
“I’m also very vocal on the field; I always encourage my
fellow players.”
At a press conference held at the St-
Martin Hotel on January 17, Maciocia
introduced the coaches and roster for
the 2006 edition of Team Canada,
which will play at the global junior
tournament from January 22 to 29 in
Pontiac, Michigan. This year marks
the seventh participation of Team
Canada in this official Super Bowl
event. Super Bowl XL will be played in
Detroit on February 5.
The 2006 edition of Team Canada
features 36 of the top under-20 football
players in Canada, coached by some of
the country’s best CFL and collegiate
coaches in the country. Quebec is
the biggest feeder to the team with
18 players, followed by Ontario’s 16
players and one each from Alberta
and British Columbia. The team will
be playing against team from the U.S.,
Mexico, Germany and Japan during
the week-long tournament.
Maciocia, the head coach of the Grey
Cup champion Edmonton Eskimoes,
is in his third year as head coach of
Team Canada. He’s confident that this
year’s team, selected from a pool of
1,000 players nation-wide, will readily
defend the 2005 title. “We’ll go down
(to Michigan) and be prepared to play,
both mentally and physically,” Maciocia said. “We’ll play at the maximum
of our ability and give it all we’ve got.”
Maciocia added that this position allows him to keep in touch with
amateur sports in Canada. “Coaching this team allows me to work with
younger players and train them for the future,” Maciocia said. “It allows
me to give back to amateur football in Canada.”
Team captain Samuel Fournier says he and his teammates are ready and
confident for the championships. As a captain, he explained that it is up
to him to give a good example to the team. “I give 100 per cent on the field
and my goal is to lead us to victory,” Fournier said. Fournier continued by
saying that victory is attainable thanks to the leadership and experience of
the coaching staff. “I think we have the best coaches from the best college
and professional football programs,” he said. “I have what I would say is
the cream of the crop of coaches in the country.”
Preparations for this global tournament have not been easy. At the
tournament, the game will be played according to NCAA rules, many of
which are different from the Canadian game. For example, NCAA rules
calls for 12 players on the field instead of 11, four downs instead of three
and a smaller playing surface.
There are 10 returning players from last year’s team, which defeated the
U.S. 38-35 in the 2005 championship final game.
The Conservative Party’s sudden surge
in Quebec during pre-election polls came
to fruition on January 23rd as 10 Tory
candidates declared victory in La Belle
Province.
The Conservatives won a minority government
on Election Night, winning 124
of the House of Commons’ 308 seats.
This Conservative rebound surprised
many in Quebec. In the 2004 elections,
the Tories failed to win any of the province’s
75 seats. The party has been more
or less shunned by Quebecers for the past
10 years.
Although the Conservatives scored big
in regional Quebec, they failed to win any
ridings in the greater Montreal area.
This Conservative surge had an impact
on the Bloc Quebecois. Of the 10 new
Tories resurface in Quebec
NaNcy GirGiS
Dollars dips sharply following
conservative minority
TCN- The Canadian dollar slid sharply on Conseil du patronnat worried
last Tuesday, just hours after a minority
Conservative government claimed victory
in Monday’s election.
The dollar fell 0.38 cents from Monday’s
close, down to 86.63 cents US. The loonie
closed at its second-highest level in almost
15 years on Monday.
The markets weighed the impact of a
fragile Conservative minority and fell on
Tuesday as well. On Monday, the TSX
soared to a record close of 11,733.37 before
losing 14.36 points on Tuesday.
The loonie’s slump may also be a result of
the Bank of Canada’s decision to raise key
interest rates by a quarter of a percentage
point to 3.5 percent before the markets
opened on Tuesday.
about government stability
The Conseil du patronnat du Quebec
(CPQ) admitted that it was worried about
a second straight minority government in
the House of Commons. The CPQ’s interim
director, Diane Bellemare, urged the
new government to seek ways to attract
new investments to Canada and improve
the country’s prosperity.
The CPQ wishes that the new government
will be prudent with public funds, will
keep a tight leash on spending and will
also keep its electoral promise to handle
fiscal imbalance.
Tory ridings, eight belonged to the BQ and
two to the Liberals in 2004.
This Tory penetration will allow Stephen
Harper to have Québec representation in
his cabinet.
Among the province’s 10 Conservative
MPs, possible cabinet candidates include:
Lawrence Cannon, elected in the riding
of Pontiac;
Josée Verner, Harper’s Quebec lieutenant
and elected in the Quebec City riding
Bloc holds on to
Laval majority
Accompagnied by his wife Christine Truesdell, re-elected Marc-Aurèle Fortin Bloc MP
Serge Menard is happy with the results that he and his re-elected colleague Laval MP
Nicole Demers (right) achieved.
NaNcy GirGiS
The recent wave of Conservative popularity
in Quebec had little or no impact in
Laval as all three Bloc Quebecois incumbent
MPs held on to their ridings with
solid majorities on election night.
More than 250 Bloc Quebecois militants
were gathered at the Laval BQ’s
storefront office on Autoroute 440 to wait
for the results on January 23. Laval’s four
candidates hung on until the first candidate,
Marc-Aurele-Fortin’s Serge Menard,
was declared a winner early on. Although
he earned nearly 51 per cent support in his
riding, Menard admits that he lost some
of the popular vote this year due to Tory
support. “The Liberals suffered losses due
to the scandals but Mr. (Stephen) Harper
managed to raise some support in Quebec,
which affected my vote,” Menard said.
“Although I obtained a lower percentage
of support as compared to 2004 (59 per
cent), I still believe this was a very impressive
victory.”
Laval incumbent Nicole Demers was
officially declared a winner at around 11:15
p.m. An ecstatic Demers went around the
room hugging supporters who worked
hard throughout this long campaign to
get the vote out. Although she earned
44 per cent of support in her riding with
22,032 votes, Demers was quick to point
out that this is not the time to rest on her
laurels. “This is not a crushing success but
I am quite satisfied with the results,” she
explained. “Thousands of people gave me
their trust; it is now time for me to give
something back.” Demers added that her
victory was greatly aided by the public
endorsement of the Armenian National
Committee of Canada. “When an ethnic
group offers its support, especially to the
Bloc Quebecois, it makes a world of difference,”
she said.
Alfred-Pellan incumbent Robert
Carrier won with the narrowest majority,
23,193 votes against Liberal candidate
Jean-Claude Gobé’s 14,995. Laval-Les Iles
candidate Christiane Pichette suffered
the Bloc’s only loss in Laval, losing to
Liberal incumbent Raymonde Folco by
3,212 votes.
The Conservatives managed to oust the
Liberals out of their 12-year government
stronghold by forming a minority.
The Bloc Quebecois hopes that such a
government will give their party enough
leeway to push their agenda. Menard
says that a Conservative government will
not stop the Bloc from doing their work.
“We’ll work the way we always worked:
issue by issue,” Menard added. “If it’s in
the interest of Quebec, we’ll support it; if
not, we’ll fight it.”
Demers said she hopes to continue
working on main issues such as seniors’
rights, employment insurance equality
and social housing when the new
government reconvenes in the House
of Commons in the coming weeks. She
explains that many residents of her riding
are affected by those dossiers and
she intends to defend her constituents
in Ottawa. “If the Conservatives actually
give Quebec some consideration, we will
ally ourselves with them,” she explained.
“We won’t vote against what may be good
for Quebec.”

Well known producer Pierre
Demers hugs his sister Laval
MP Nicole Demers wishing her
good luck for her second mandate.
Two students honoured in
toy-making competition
NaNcy GirGiS
Valérie Lauzon and Valérie Jetté, two 12year-old
Collège Letendre students, earned
a special mention for their ‘Tortue rouliroulante’
toy as part of the 14 th edition of the
International toy-making competition made
from waste or recycled materials.
Organized by the Club 2/3, this annual
event honoured 24 youngsters aged six to
19 years old. The purpose of this event is
to expose young people to the importance
of creating a healthier environment across
the world.
The toys from the participating countries,
such as Burkina Faso, Canada, the Equator,
Haiti, Nepa, Peru and Chad are exposed
in the hall of the Montreal Biodôme until
February 3. This exhibit of nearly 250 toys
truly honours their creators’ ingenuity and
environmental consciousness.
The two Laval Secondary One students
built their turtle out of an old hard hat, old
shirts, leaves, shoelaces, old springs and
wheels. Their entry had to conform to five
conditions: the toy has to promote peace
and solidarity between the people; it has to
be built from recycled materials; new materials
and paint cannot be used and it must
be solidly built and solicit group play. The
entry must also not exceed 40cm 3 .
With their entry, Jetté and Lauzon wrote
that they decided to participate in the contest
to prove that toys can be built without
plastic by using recycled materials. “It also
allows us to use our imagination and creativity,
and this is a world-wide contest
which a lot of people discover,” they wrote.
“It makes us want to recycle more, and it
helps our planet!”
New street signs for Laval – nice
improvement
Slowly but surely the old white street signs in
Laval are being replaced by eye-catching blue versions.
So far city workers have changed 2,000 out
of the 25,000 signs yet to be changed throughout
the city. Interestingly, some of the replacements
appear to be placed much higher up on poles than
the original signs. A call to Laval City Hall to ascertain
whether in fact this is a reality produced
some statistics in as far as sign erection norms
are concerned. It appears that street signs cannot
be placed higher than 3.10 metres high and no
lower than 2.2 metres from the ground. Visually,
although no tape measure was used, it appears
that some signs are placed higher than others.
Some are so elevated on the posts that they will
be hidden by leaves in the summer, defeating
their purpose as street indicators.
Speaking of city matters… The subject of snow
clearance was discussed in the last column and
in particular, the manner in which it was carried
out (in the true sense of the word), with
some residents opting to have their snow trucked
away for an extra fee added on to their tax bills.
It appears that readers must be very happy and
contented with the service they are receiving on
their streets since phone calls or e-mails one way
or the other, were few and far between.
Direct Answers
from Wayne and Tamara
For Son’s Sake
I have been with my husband 20 years, and he is an alcoholic. His father and brother are
alcoholics as well. My husband witnessed violence in his home growing up, and still to this
day it goes on. I recently made him leave my house because he is abusive while drinking
and doesn’t remember it.
This is affecting my 16-year-old son as well. He is the sweetest kid, and I know this hurts
him a lot. I do not want to leave my husband because he is the best person when he isn’t
drinking. I want him to get help, but I do not know how to get it. As long as his mother is
enabling him, I know he won’t get help.
I want him to get help so we could be a family. My son asked me if we were the only family
going through this. I’ve tried to tell him we aren’t. I know it will be hard on him if his father
leaves because we will also lose a big family.
Elsa
Elsa, army ants marching in a column sometimes become confused. The lead ants stumble
across the tail of the column and start to follow the stragglers. All the ants then march in a
circle, going nowhere, until they die from exhaustion. That is what living in a multigenerational
alcoholic family is like.
You are concerned for your son, and you should be. Children of alcoholics endure thousands
of days during which they have no control over the turmoil around them. To survive they
bury their feelings. They become people pleasers who cannot trust themselves. Not surprisingly,
they fail to learn workable solutions to problems. How could they? The central problem
of their life is a problem over which they have no control.
The first step in recovery for an alcoholic is to admit the problem. The second step is to admit
they haven’t done the first step. The third step is to actually do something. What is true of
the drunk is true of the enabler of the drunk. If you have been with your husband 20 years,
you are his enabler.
What is an enabler? An enabler is a person who has the power to change a situation but
refuses to do it. When you made your husband leave the house, you took the first step toward
not being his enabler. You cannot control his alcoholism, but you can stop enabling it.
It sounds noble to say you don’t want to lose a big family, but the family you’re talking about
is one where screams and punches and children cowering in closets are commonplace. That
is a pattern which must be broken.
Unlike the army ants, if you break this pattern of circular behavior, the only one who is likely
to follow you is your son. Breaking the pattern will be hard, but it will be the making of you
as a person.
Wayne & Tamara
Art Of Living
I’ve been reading your column for two years and ordered your book after my marriage went
belly up. Just as I resolved I could live my life without a man, I met someone in one of the
most unlikely places, a chat room. We really hit it off even though we couldn’t be more different,
yet all of our differences seem not to matter.
It happens to be my 38th birthday today, and I can’t tell you how wonderful it is to be at peace
with my life. I don’t know how my story will end, but I know I will be all right no matter what,
career, reputation, power relations (pecking Columbia order) community
might have run into a climax in January, 21 With but they’ll 43 Down, “settle down” Nova in February,
Gemini May 21-June 20
A sweet, mellow mood should be stealing over you for several weeks
to come. The “worst struggles” are over in a background, communications,
career or work situation. Your financial situation remains buoyant.
Love could steal over you – so could lust. Distinguish the two, they represent
two very different paths, and futures. Happiness and gratification are separate,
too. Tackle career matters Monday eve and Tuesday – major lucky break possible!
But back away Wednesday; be flexible. Friends, social joys, perhaps that
light, sweet person enter Thursday/Friday. Retreat, rest Saturday.
Cancer June 21-July 22
Recently, many crises happened around you, but not to you.
Keep your diplomatic mien, it’s an armor stronger than steel.
You’re deeply attracted to a person or real estate opportunity who/that has
“appeared” since last October. In February, the real action might begin in
this affair. Be honest, ethical, especially if you’re married. In business, realty
opportunities, ethics and caution are needed also! A mellow, understanding
mood steals over you Monday eve to Wednesday. Tuesday triggers luck in
love, law, travel and learning. Be ambitious Thursday eve, Friday morning.
Leo July 23-Aug. 22
Opportunities and challenges, exciting and frustrating members of
the opposite sex, love and war – these continue to swirl around
you. Continue trying to keep your temper, remain diplomatic to higher-ups,
and protect your reputation. Work provides a haven of calm, even affection
– bury yourself in chores if you need a rest! You’re still favored (through June)
if you’re in a lawsuit. Contemplate living in a foreign country, establishing a
communications/publishing center or schooling to improve your marketability.
Act on these (or similar opportunities) Tuesday – change your life!
Harper shrugs and replies, “Well, I could throw ten $100 bills out
Science Matters
by David Suzuki
Fish need time to recover
Recently, I wrote about a sea change I feel I’ve seen in our understanding of humanity’s
relationship to the environment. I said I thought society might have turned a corner. That
we’re beginning to understand how critical our relationship is to the natural world because
we are a part of that world and very much dependent on its resources.
Perhaps I spoke too soon.
Just before Christmas, the European Union Fisheries Council caved in to pressure to
continue to allow a sizeable cod fishery in Europe’s North Atlantic. The fisheries ministers
made their decision in spite of a recommendation from scientists with the International
Council for the Exploration of the Seas to ban all cod fishing in the North Sea so stocks can
recover.
Scientists say cod stocks are so low only a complete ban will save them.
Reduced fishing quotas have not been effective and fish numbers are at levels less than one
third the size necessary to keep the species healthy and provide a small buffer against others
pressures, such as warming ocean waters. It was the fourth year in a row that scientists
had recommended a ban. And the forth year in a row they were ignored.
Commercial fishing is now so efficient that it may only take a few years of exploiting a particular
stock for levels to plummet. According to a new study published in the journal Nature,
for example, five species of deepwater fish found in Canadian waters are now critically
endangered, even though they were not even fished until the late 1970s. In fact, it took only
between five and 15 years for the fish to lose up to 98 per cent of their initial abundance.
The deepwater fish studied, including the roundnose grenadier, the blue hake, the spiny eel
and the spinytail skate are long lived, but slow to reproduce. As a result, they are especially
vulnerable to overfishing.
Some, like the spinytail skate, have never even been targeted by a commercial fishery.
Rather, they were taken as bycatch while fishermen sought other species. And yet they were
still decimated.
Clearly there is a tremendous gap between the way scientists say fisheries should be managed
and how fisheries are actually being managed. Yet studies have shown that good
management pays off in the long term. One study, reported last week in the journal Science,
revealed marine reserves in the Caribbean (areas where fishing is prohibited) were actually
more successful than anticipated at allowing ecosystems to recover. Fish stocks can indeed
rebound if poor practices are caught in time and stocks are protected with sound management.
Coastal communities that rely on fishing are understandably concerned about reduced fishing
quotas and fishing bans. But if the choice is between a few more years of poor fishing
seasons leading to the total loss of the resource, or a temporary ban that gives stocks time
to recover, the choice should be fairly clear.
Canada made the wrong choice with our cod stocks. Once plentiful, these fish provided
Canadians with a vital source of protein and thousands of jobs. Today stocks are decimated
and show no signs of recovery, in spite of having had a total ban on fishing since 1992.
Canada failed to listen to warnings that the cod were in trouble. Instead, we put on our
blinkers, continued to fish, and hoped for the best. But wishful thinking does not make for
good fisheries management. We must hope our European friends learn that lesson before it
is too late.
NANNY MCPhEE
Synopsis: A new nanny enters the household of
the recently widowed Mr. Brown and attempts to
tame his seven exceedingly ill-behaved children.
The children, led by the oldest boy Simon, have
managed to drive away 17 previous nannies and
are certain that they will have no trouble with
this one. But as Nanny McPhee takes control,
they begin to notice that their vile behavior now
leads swiftly and magically to rather startling
consequences. Her influence also extends to the
family’s deeper problems, including Mr. Brown’s
sudden and seemingly inexplicable attempts to
find a new wife; an announcement by the domineering
Aunt Adelaide that she intends to take
one of the children away; and the sad and secret
longings of their scullery maid, Evangeline. As
the children’s behavior begins to change, Nanny
McPhee’s arresting face and frame appear to
change as well, creating even more questions
about this mysterious stranger whom the children
and their father have come to love. Genre:
