<strong>Liberal</strong> Leader Paul <strong>Martin</strong> won’t lead his<br />
party into another election, he said early<br />
Tuesday morning <strong>as</strong> he conceded that<br />
Stephen Harper’s Conservatives had won<br />
the general election held a day earlier.<br />
“I will always be at the service of the party,”<br />
he added in a speech to his supporters. “The<br />
Canada we want is one very much worth<br />
fighting for.”<br />
He also said he would remain the <strong>Liberal</strong><br />
MP in the Montreal riding of L<strong>as</strong>alle-Emard,<br />
which he h<strong>as</strong> represented for five terms.<br />
“It is a privilege to serve Canada,” <strong>Martin</strong><br />
said.<br />

Service timely and efficient, Urgences Santé argues<br />

An unusual scene greeted skaters at the<br />
Chomedey Arena at around 3:30 p.m. on<br />
January 12: a woman w<strong>as</strong> lying on the ice<br />
in obvious pain, and several people around<br />
her were tending to her. One of the regular<br />
skaters at the scene, Warren Law, quickly<br />
learned that the woman had taken a fall and<br />
had seemingly injured her shoulder. Due to<br />
the woman’s level of pain, the skating rink<br />
monitor estimated that she had dislocated<br />
her shoulder and immediately called 9-1-1.<br />
Despite her painful injury and the fact<br />
that the woman w<strong>as</strong> lying directly on the ice,<br />
Law estimated that it took the ambulance<br />
approximately 35 minutes to arrive. “It gets<br />
quite cold in the arena and she w<strong>as</strong> lying<br />
directly on the ice,” Law explained. “I would<br />
think that ambulances should be aware of<br />
the location of aren<strong>as</strong> and respond in a short<br />
time frame.”<br />
Law and other witnesses believe that<br />
such a situation should not have happened.<br />
However, officials at Urgences Santé disagree<br />
with their version of events.<br />

Champagne says that currently in the<br />
greater Montreal area (including <strong>Laval</strong>),<br />
the average ambulance response time is<br />
nine minutes and 11 seconds for most calls.<br />
Resorting to the computer file of the 9-1-1<br />
call, Champagne said that it took the ambulance<br />
only 14 minutes to reach the arena<br />
from the time 9-1-1 w<strong>as</strong> called. He explained<br />
that the call w<strong>as</strong> placed at 3:37 p.m. and that<br />
the ambulance arrived at 3:51 p.m. Timely<br />
and efficient service, Champagne explains,<br />
in spite of the fact that the injury w<strong>as</strong> not<br />
deemed to be severe or life-threatening.<br />
“This w<strong>as</strong> cl<strong>as</strong>sified <strong>as</strong> a Priority 3 call, which<br />
we need to respond to in less than 20 minutes,”<br />
Champagne said. “<br />
Three calls were made to 9-1-1<br />
The people who were at the Arena on<br />
January 12 are contesting Urgences Santé’s<br />
version of events, and some even claim<br />
that the ambulance got lost on its way to<br />
the arena. The Zamboni driver, Jean-Guy<br />
Bour<strong>as</strong>sa, says the Arena usually calls 9-1-<br />
1 two or three times a month, especially<br />
during hockey se<strong>as</strong>on. In most c<strong>as</strong>es, an<br />
ambulance arrives in less than 15 minutes.<br />
In this specific c<strong>as</strong>e, he says, the delay e<strong>as</strong>ily<br />
exceeded 30 minutes. “I understand that<br />
the injury w<strong>as</strong>n’t an urgent situation, but<br />
the lady had dislocated her shoulder and we<br />
couldn’t move her off the ice,” he said. “She<br />
w<strong>as</strong> very cold…the ambulance should have<br />
come f<strong>as</strong>ter.”<br />
Bour<strong>as</strong>sa, who called Urgences Santé<br />
twice following the original 9-1-1 call, w<strong>as</strong><br />
frustrated about the paramedics’ slow pace.<br />
He even waited outside and flagged down<br />
the ambulance once he saw the vehicle<br />
approaching the arena. Unfortunately, the<br />
ambulance turned at another intersection.<br />
“I called back (9-1-1) to tell them that their<br />
truck had gotten lost, but they <strong>as</strong>sured me<br />
that the ambulance I w<strong>as</strong> talking about<br />
w<strong>as</strong> responding to another call,” Bour<strong>as</strong>sa<br />
explained. “If that w<strong>as</strong> the c<strong>as</strong>e, it must not<br />
have been a very urgent situation…the truck<br />
w<strong>as</strong> going very slowly, <strong>as</strong> if the driver w<strong>as</strong><br />
lost.”<br />

clearly frustrated over the situation and estimated<br />
that it took the ambulance 40 minutes<br />
to arrive at the scene. He explained that<br />
he arrived at the arena a little after 3:30 p.m.,<br />
and when he left at 4:10 p.m. the ambulance<br />
had yet to arrive. “I and a lot of other people<br />
here were getting very angry,” Dagenais said.<br />
“We tried to cover her up with our jackets,<br />
we sympathized with her because it w<strong>as</strong> very<br />
cold…It’s unbelievable that it took so long<br />
for the ambulance to come.”<br />
Distance, weather, traffic<br />
all factors<br />
Champagne defends Urgences Santé’s<br />
response time and adds that although most<br />
calls are answered within the average time<br />
frame, some non-urgent calls may take longer.<br />
He explains that Urgences Santé uses<br />
the Clawson system, which allows for a<br />
rapid triage depending on the information<br />
provided by the caller. “It allows us to gage<br />
the degree of urgency and the need for rapid<br />
action in less than one minute,” Champagne<br />
explains. “Within 50 to 60 seconds, we can<br />
make a decision, decipher the problem, find<br />
the location and gage the urgency.”<br />
Calls are also prioritized. Priority One<br />
calls are answered immediately with<br />
sirens blaring. Priority Two calls must be<br />
answered in less than 10 minutes, and<br />
Priority Three require action in less than<br />
20 minutes. However, the response time<br />
may vary depending on the location, the<br />
weather, the time of the day and the density<br />
of population in a specific area. “We also<br />
resort to dynamic deployment, meaning<br />
an ambulance is always in strategic points<br />
and in movement,” Champagne explained.<br />
“However, these strategic points are more<br />
often than not in are<strong>as</strong> with a higher density<br />
of population.”<br />
Nonetheless, the people who witnessed<br />
the accident on January 12 remain perturbed<br />
over the delay it took for the ambulance<br />
to arrive at the scene. “We all kept<br />
saying ‘what if it had been something more<br />
serious?’” Law wondered. “We pay extra for<br />
the 911 service, if this is the way things work,<br />
what are we paying for?”<br />
Champagne explains that when an emergency<br />
situation occurs, time becomes precious.<br />
He says that Urgences Santé does<br />
whatever it can to answer in a timely manner.<br />
In 2004-2005, Urgences Santé received<br />
195 complaints, and only 16 per cent were<br />
related to the service offered. “That is a<br />
very low number, especially if you consider<br />
that we handle about 1,000 calls a day,”<br />
Champagne said.<br />
“We understand that when people get<br />
hurt, they want to wait <strong>as</strong> little <strong>as</strong> possible,”<br />
Champagne explained. “We understand<br />
what they’re going through, we don’t diminish<br />
their pain or their need, but priority<br />
takes over certain c<strong>as</strong>es, especially in fracture<br />
or non-fatal injuries.”
ElEctions 2006<br />
Folco lone <strong>Liberal</strong> in <strong>Laval</strong><br />
Wins by a solid majority in <strong>Laval</strong>-Les-Iles<br />

Although the <strong>Liberal</strong>s lost a handful of key ridings<br />
in the greater Montreal area on election<br />
night, <strong>Laval</strong> managed to hold on to its only<br />
<strong>Liberal</strong> riding for the fifth consecutive time.<br />
The constituents of the <strong>Liberal</strong> stronghold<br />
<strong>Laval</strong>-Les Iles riding re-elected incumbent<br />
MP Raymonde Folco for a fourth mandate<br />
<strong>as</strong> the Conservative party gained a minority<br />
government.<br />
In her victory speech, she thanked her volunteers<br />
and constituents for believing in her<br />
and promised to continue working for <strong>Laval</strong><br />
in Ottawa. “I’m grateful for the chance to<br />
represent you in Ottawa for a fourth mandate,”<br />
she said. “You understood the real issues<br />
in Canada, Quebec and in <strong>Laval</strong>-Les Iles...<br />
Thanks for your support, the door is always<br />
open.”<br />
Although Folco won by a solid majority of 3212<br />
votes, it is a far cry from the 5,000 vote lead in<br />
2004 and even further away from the roaring<br />
12,000 lead back in 2000. Despite the relatively<br />
low numbers and the scandals that crippled<br />
the <strong>Liberal</strong> party, Folco is grateful that her<br />
constituents continue to offer their support.<br />
“We have a lot of volunteers, it’s wonderful and<br />
there is nothing like it,” Folco said. “I’ve met<br />
thousands of constituents who tell me they<br />
will still vote <strong>Liberal</strong>... It’s great to see that<br />
after eight years, people still believe in you.”<br />
Multicultural team part of Folco’s<br />
‘tightly-knit machine’<br />
Folco’s office on Samson blvd. in Ste-Dorothee<br />
w<strong>as</strong> a flurry of activity on Election Day.<br />
Volunteers were making l<strong>as</strong>t-minute calls to<br />
undecided voters and offering rides to their<br />
local polling stations. Political aide Jonathan<br />
Fontaine estimated that there were nearly<br />
30 volunteers working in the office during<br />
Election Day. Many of the volunteers were<br />
members of the riding’s many ethnic groups.<br />
That fact is not surprising given that immigrants<br />
make up for more than 20 per cent of<br />
<strong>Laval</strong>-Les Iles’ population. “This is proof of<br />
Folco’s strong relations with Quebecers of all<br />
nationalities, including Quebecers de souche,”<br />
Fontaine said, pointing out Folco’s record of<br />
dealing with immigration issues.<br />
Folco credited her tightly-knit machine of<br />
volunteers <strong>as</strong> she calls them for getting out<br />
the vote. She explains how the volunteers handled<br />
their t<strong>as</strong>ks in a professional manner and<br />
devised strategies such <strong>as</strong> convincing people<br />
to vote before going south for the holidays to<br />
get a large number of voters to the polls. She<br />
w<strong>as</strong> particularly proud that of the multi-ethnicity<br />
of her team of volunteers, enumerating<br />
all the languages they speak- Portguese, Greek,<br />
Kurdish, Russian, Swedish, Arabic, Armenian,<br />
and of course English and French. “This w<strong>as</strong> a<br />
great team of volunteers, everybody knew what<br />
they were doing,” Folco said. “These people<br />
wanted to participate in a democratic election;<br />
they are all Quebecers and Canadians with a<br />
sense of belonging.”<br />
Volunteer Claude Bourdon w<strong>as</strong> in charge of<br />
the transportation desk. Bourdon’s fifty-plus<br />
years of experience <strong>as</strong> an election planner and<br />
volunteer paid off handsomely, <strong>as</strong> he believes<br />
his team drove more than 200 constituents to<br />
the polling stations throughout the campaign.<br />
Despite the scandals that crippled the <strong>Liberal</strong>s<br />
throughout the 56-day campaign, Bourdon<br />
noticed that a lot of people volunteered their<br />
time nonetheless. “We transported a lot more<br />
people this year than in the l<strong>as</strong>t election,”<br />
Bourdon said. “I think more people volunteered,<br />
especially drivers, I w<strong>as</strong> surprised.”<br />
Scandals take their toll on<br />
<strong>Liberal</strong>s<br />
The office erupted in cheers <strong>as</strong> Folco’s reelection<br />
w<strong>as</strong> confirmed on the TVA television<br />
network at 10:46 p.m. However, Folco’s<br />
victory w<strong>as</strong> bittersweet <strong>as</strong> it became more<br />
and more obvious that the next government<br />
would be Conservative, putting an end to the<br />
<strong>Liberal</strong>s’ 13 years in power. Folco admits that<br />
the <strong>Liberal</strong>s’ pre-election slump in the polls<br />
had an impact on her campaign. “Whenever<br />
a party slumps in the polls, it affects you and<br />
your volunteers,” Folco explained. “We rallied,<br />
kept steady, and quickly learned that the people<br />
who are <strong>Liberal</strong> will stick by us and by me.”<br />
<strong>Liberal</strong> supporter Ann Clarke said that Folco’s<br />
dedication is what attracted voters. “She’s an<br />
amazing, amazing woman, she’s dedicated and<br />
listens to her constituents,” Clarke said. “She’s<br />
there, she puts her hearts into her work, she<br />
believes in what she does, so I had no concerns<br />
that she would lose.”<br />
Despite her victory, Folco quickly realized that<br />
she will now have to work <strong>as</strong> an opposition<br />
MP. She held some harsh words for the newlyelected<br />
Conservative government, adding that<br />
there is a ‘hell’ of a lot of work ahead now<br />
that the Tories are in power. “Canadians are<br />
not right-wing, they want to keep their social<br />
programs,” Folco exclaimed. “The government<br />
should protect childcare, protect seniors...<br />
Conservatives are on the record of being disinterested.”<br />
Folco added that she wishes to keep working<br />
on two main issues: human resources and<br />
immigrantion. She admitted that although<br />
it may be harder for her to work on issues <strong>as</strong><br />
an opposition MP, Folco said she will keep up<br />

Folco w<strong>as</strong> at le<strong>as</strong>t grateful about one thing<br />
about the newly-elected government: it will<br />
not be a majority government. “A minority<br />
government will give us more power to push<br />
things forward,” she said. “The roles are now<br />
reversed, we are in opposition, we’ll have to<br />

Anatomy of a fi<strong>as</strong>co: Dissecting the <strong>Liberal</strong><br />
record under Paul <strong>Martin</strong><br />
Regardless of the outcome of this week’s federal election,<br />
there can be little doubt that a rift, which h<strong>as</strong> divided<br />
the <strong>Liberal</strong>s since Paul <strong>Martin</strong>’s covert ambition to be<br />
Prime Minister became overt more than five years ago, is<br />
about to widen into open warfare.<br />
As some observers (most notably, loyalists of former Prime<br />
Minister Jean Chrétien) have muttered since the conflict<br />
between <strong>Martin</strong> and Chrétien erupted into full view, the<br />
<strong>Liberal</strong>s’ diminished position might have been avoided if the<br />
sly but politically adept Chrétien had dealt with matters discreetly,<br />
instead of <strong>Martin</strong>, who, for his own purposes, widely<br />
publicized them and permitted the party’s fortunes to spiral<br />
out of control.<br />
It’s no secret that there h<strong>as</strong> been in-fighting within the<br />
<strong>Liberal</strong>s — traditionally seen <strong>as</strong> the most unified of Canada’s<br />
major parties — since <strong>Martin</strong>’s <strong>as</strong>sumption of the <strong>leader</strong>ship<br />
in November 2003. Although the <strong>Liberal</strong>s have seen heated<br />
but quickly forgotten <strong>leader</strong>ship contests which did not<br />
endanger party unity, an exception w<strong>as</strong> the period after John<br />
Turner w<strong>as</strong> elected <strong>leader</strong> in 1984. As it so happens, observers<br />
are now pointing out similarities between that precedent and<br />
the situation the party faces now.<br />
There is no doubt that <strong>Martin</strong> worked hard to be the uncontested<br />
successor of Chrétien, and that he did so by consolidating<br />
power within the <strong>Liberal</strong> Party in conjunction with<br />
his allies. While there were rumours much longer, the rift<br />
between Chrétien and <strong>Martin</strong> w<strong>as</strong> manifesting itself publicly<br />
<strong>as</strong> far back <strong>as</strong> 2002, when Chrétien took action to prevent<br />
<strong>Martin</strong> from campaigning for the party’s <strong>leader</strong>ship openly.<br />
Not long after, <strong>Martin</strong> w<strong>as</strong> either fired or dismissed (no one<br />
is quite certain) <strong>as</strong> finance minister, although his influence<br />
w<strong>as</strong> such that that Chrétien eventually had to concede defeat<br />
and announce his retirement. Animosity between Chrétien<br />
and <strong>Martin</strong> can be traced <strong>as</strong> far back <strong>as</strong> the <strong>Liberal</strong>s’ 1990<br />

<strong>leader</strong>ship convention, when <strong>Martin</strong> challenged Chrétien’s<br />
successful <strong>leader</strong>ship bid. After Chrétien’s third electoral<br />
victory in 2000, speculation became public that <strong>Martin</strong> and<br />
Chrétien were engaged in an incre<strong>as</strong>ingly intense rivalry for<br />
the prime minister’s office.<br />
While the issue of <strong>Martin</strong>’s <strong>leader</strong>ship appeared settled,<br />
maneuvers to maintain order within the party continued.<br />
Most Chrétien loyalists who had been cabinet ministers in<br />
the popular and successful Chrétien government — including<br />
John Manley, Allan Rock, Don Boudria and Sheila Copps<br />

completely.<br />
In addition, there were accusations of tampering with <strong>Liberal</strong><br />
nomination proceedings by <strong>Martin</strong> supporters in local ridings.<br />
Of a dozen such c<strong>as</strong>es across Canada, perhaps the<br />
most notable w<strong>as</strong> in Hamilton, involving Copps. Some party<br />
members believe that longtime <strong>Liberal</strong> strongholds have been<br />
seriously weakened because of disillusioned members leaving<br />
in disgust.<br />
Probably more than any other issue, <strong>Martin</strong>’s handling of the<br />
Sponsorship Scandal h<strong>as</strong> driven a wedge between party factions<br />
once and for all. Those who remain Chrétien supporters<br />
have maintained that <strong>Martin</strong>, while ostensibly using the<br />
scandal to demonstrate a break with the party’s questionable<br />
p<strong>as</strong>t, actually utilized it <strong>as</strong> an excuse to discredit those who<br />
preceded him in the Chrétien camp. In fortifying his personal<br />
position, the prime minister w<strong>as</strong> splitting his party apart.<br />
<strong>Martin</strong>’s style of governance, which might best be described<br />
<strong>as</strong> superficial, w<strong>as</strong> perhaps most on display in the election<br />
that h<strong>as</strong> just ended. From the beginning of his term <strong>as</strong> prime<br />
minister, his overall policy seems to have been that if you<br />
throw enough money at a problem, it simply goes away.<br />
There w<strong>as</strong>n’t a day that p<strong>as</strong>sed during the campaign when<br />
there w<strong>as</strong>n’t yet another multi-billion dollar pledge from Paul<br />

<strong>Martin</strong>’s <strong>Liberal</strong>s, which often w<strong>as</strong> simply upping the ante on<br />
a promise the Conservatives had just made. It’s said that the<br />
<strong>Martin</strong> agenda h<strong>as</strong> never had much to do with fixed policies<br />
or personal convictions, but usually w<strong>as</strong> more the result of<br />
focus groups and commissioned opinion polls.<br />
The deep ch<strong>as</strong>m that now separates the <strong>Liberal</strong>s might be<br />
seen in light of a transition within the party between an old<br />
and new order. The followers of Chrétien are more likely to<br />
be identified with the regime of the late Pierre Elliott Trudeau,<br />
while <strong>Martin</strong>, first elected in 1988, h<strong>as</strong> no link to the Trudeau<br />
era. But in shoring up his own position through supporters<br />
who are like-minded, <strong>Martin</strong> may be permanently distancing<br />
or excluding others representing the party’s more idealistic<br />
traditions and p<strong>as</strong>t.<br />
Thank God it’s Monday (TGIM)<br />
Thank God it’s Monday and that is not because the end<br />
of the long drawn federal election is close at hand. I am<br />
glad because I am back at work where a lunch break<br />
is legislated by law and coffee breaks do not elicit frowns<br />
and dirty looks from confreres and colleagues. It h<strong>as</strong> been<br />
twenty years since I graduated from dental school and I<br />
am left to wonder what ever happened to the dream of the<br />
thirty-hour work week and the three-day weekend <strong>as</strong> the<br />
norm, not a privilege that only visits but a handful of times<br />
in the year.<br />
Twenty-five years ago, Canadians worked forty hours<br />
during the Monday to Friday rush and weekends were for<br />
the most part recreational, leisure and family times. Even<br />
when we were not with family, we relaxed in the company of<br />
friends <strong>as</strong> Sunday w<strong>as</strong> still God’s day and there w<strong>as</strong> little else<br />
to do. Shopping and most commercial stores were closed<br />
and even grocery shopping w<strong>as</strong> prohibited <strong>as</strong> super markets<br />
still respected the Sabbath or Sunday. Emergency food items<br />
like bread, milk, cigarettes and beer could still be bought at<br />
the local corner store but at exorbitant prices.<br />
Our government sold us on the idea that the technological<br />
breakthroughs of the nineties would improve our lot.<br />
Automated systems, robotics, computers and the internet<br />
would spare us from the most menial t<strong>as</strong>ks and we would<br />
b<strong>as</strong>k in the sunshine of more recreational fare and leisure<br />
time. Productivity w<strong>as</strong> the catch phr<strong>as</strong>e and it w<strong>as</strong> to<br />
become the liberator of free time. In fact, a result of the l<strong>as</strong>t<br />
decade’s great economy which w<strong>as</strong> the cornerstone of the<br />
<strong>Liberal</strong> election campaign is that the average Canadian now<br />
works at le<strong>as</strong>t five more hours per week. Many spread their<br />
work hours over a six day work week. Two income house-<br />
holds have become the norm not the exception even among<br />
professionals and over thirty percent of the Canadian work<br />
force does not even take a vacation. Mais non; somewhere<br />
the line must be drawn. Yet despite all these advantages,<br />
technologies and incre<strong>as</strong>ed wages we are left with less<br />
buying power than our parent’s generation. Am I missing<br />
something here?<br />
The truth seems to be that <strong>as</strong> the middle cl<strong>as</strong>s is stifling<br />
under the pressures of incre<strong>as</strong>ing taxes, a failing health<br />
care system and the greater expenses of raising children,<br />
corporate Canada and those whose businesses fly foreign<br />
flags have been the real winners. The old adage proclaimed<br />
that the rich get richer and the rest just get taxed. Well if<br />
it w<strong>as</strong> not already a quotable anecdote it should become<br />
one because our economy is now rooted in consumables<br />
and the only re<strong>as</strong>on there is still an inkling of hope for the<br />
future of the middle cl<strong>as</strong>s is that the great Canadian Shield<br />
is filled with some of the world’s largest reserves of natural<br />
resources.<br />
I work Saturdays and evenings <strong>as</strong> more and more patients<br />
relent from missing work in order to attend to their dental<br />
needs. Saturday afternoon brings the weekend chores which<br />
include driving anyone of the five children to their various<br />
activities and or functions. By the time my wife finishes<br />
laundry and household chores it is already evening and time<br />
to settle down for the night. Sunday w<strong>as</strong> once a day of worship<br />
and family. Now it h<strong>as</strong> become the shopping and banking<br />
day. Once home in the afternoon, after the groceries<br />
are put away there are a few hours available to tackle one<br />
of the growing lists of home and garden repair or maintenance<br />
items. By evening after regrouping the children the<br />

wife settles in on cooking. She h<strong>as</strong> discovered that it is less<br />
stressful to cook three or four meals Sunday night for the<br />
week than to stress over racing home against the rush hour<br />
traffic in time to cook supper. It is hard enough to feed the<br />
children right without having to worry about getting home<br />
in time for supper, let alone in time to prepare it. One h<strong>as</strong><br />
to wonder how much our expanding work week, weekend<br />
errands and chores have contributed to the worrisome<br />
incre<strong>as</strong>e of obesity not only among adults and the aging but<br />
also our children.<br />
That we need to extend what used to be weekly activities<br />
into the weekend is disturbing. Productivity may have<br />
incre<strong>as</strong>ed corporate profits but h<strong>as</strong> done little for the<br />
average Canadian family. When the average Canadian no<br />
longer relaxes on weekends and TGIF is an acronym with<br />
little meaning then there is something very wrong. There<br />
w<strong>as</strong> a time when weekends were a part of a healthy normal<br />
lifestyle. That they are slowly becoming like every other<br />
day of the week is very disconcerting. As family values are<br />
weakened by legislation that promotes individual rights in<br />
Canada one h<strong>as</strong> to wonder if the homogeneity of the weekdays<br />
is not another sign of a disappearing value system that<br />
we have held on to for so long.<br />
Thank God it is Monday and I no longer have time to<br />
think of such things because it would seem that we of the<br />
middle cl<strong>as</strong>s may actually be getting the shortest end of the<br />
Canadian stick after all, a thought that is not too appealing.<br />

As a result, voters have an excellent idea<br />
of where a Harper government would<br />
lead Canada. Significantly, it w<strong>as</strong> after<br />
Harper’s ide<strong>as</strong> were exposed to a national<br />
audience via the debates that Harper<br />
began to develop his current ten-point<br />
lead over <strong>Martin</strong> (37-27) in the national<br />
polls.<br />
And there is the sense among voters,<br />
whether the Libs like it or not, that Stephen<br />
Harper is ready to lead. Through a combi-<br />
nation of his own personal charisma and<br />
his advocacy of a commonsense reform<br />
agenda, Harper now h<strong>as</strong> the appearance of<br />
being a Prime Minister in waiting.<br />
Harper is a favourable contr<strong>as</strong>t to Paul<br />
<strong>Martin</strong>, who h<strong>as</strong> the haunted look of a<br />
third-rate politico desparately clawing on<br />
to power. If nothing else, Harper h<strong>as</strong> successfully<br />
offered up a political agenda of<br />
new ide<strong>as</strong> and, in so doing, h<strong>as</strong> offered<br />
voters an alternative to blind ambition.<br />

Non respect of alternate parking<br />
hindering snow removal efforts<br />
The executive w<strong>as</strong> presented with a petition<br />
signed by a group of snow removal<br />
entrepreneurs soliciting mandates for<br />
snow removal services in <strong>Laval</strong>. The<br />
group, represented by Claude Bisson of<br />
9033-4020 Quebec Inc., complains that<br />
poor enforcement of the alternate parking<br />
regulations h<strong>as</strong> severely hindered their<br />
ability to efficiently remove snow from<br />
the streets during significant snow falls.<br />
They insist that the alternate parking<br />
regulations have to be strictly enforced<br />
if they are to meet the administration’s<br />
strict protocols for snow removal. If the<br />
situation does not improve they will not<br />
be able to guarantee the quality of service<br />
that is demanded of them and the safety<br />
of the public road networks will be compromised.<br />
City compensates victim of sewer<br />
backup<br />
The residence of Yves Tacon of 3033 20th<br />
Street w<strong>as</strong> flooded on the 18 th of October<br />
2005. The incident w<strong>as</strong> investigated by<br />
the City public works department and it<br />
w<strong>as</strong> determined that the sewer backed up<br />
due to an obstruction on the City side of<br />
the water works, resulting in the flooding<br />
of the property. Yves Tacon had paid for<br />
plumbing services <strong>as</strong> well <strong>as</strong> the cleaning<br />
of the property due to water damages.<br />
The total cost sought in compensation is<br />

fleet of cars and trucks. Instead, they<br />
have redrafted a new RFP. 27232 which<br />

they have <strong>as</strong>ked for permission to extend<br />
the existing contract with supplier Les<br />
Huiles Diesel A. Roy Inc. till a new contract<br />
is finally awarded through the bidding<br />
process. The estimated cost for combustible<br />

fleet is approximately $684,000.00. The<br />
revised offer h<strong>as</strong> a reduced remuneration<br />
of $598,500 and will run with option till<br />

Le Mouvement Aquatique de<br />
<strong>Laval</strong> receives additional city<br />
grant<br />
Le Mouvement Aquatique de <strong>Laval</strong> is a<br />
major partner with the Community Life,<br />
Culture and Communications department<br />
of the city often offering expertise in the<br />
management of the city’s outdoor pools<br />
and other swimming activities and programs.<br />
This non-profit corporation h<strong>as</strong><br />
managed the summer programming of<br />
outdoor pools the p<strong>as</strong>t six years <strong>as</strong> well <strong>as</strong><br />
the seven day programming of the indoor<br />
pool at Val-des-Arbres Centre. All monies<br />
collected with the registrations for swimming<br />
programs received by mail by the<br />
City have been turned over in the form of<br />
a grant to this organization to help defray<br />
their operating costs. This year’s registration<br />
for summer water activities h<strong>as</strong> surp<strong>as</strong>sed<br />
l<strong>as</strong>t year totals and an additional<br />
amount of $11,650 h<strong>as</strong> been granted Le<br />
Mouvement Aquatique de <strong>Laval</strong>.<br />
Cultural Exchange Day<br />
A cultural exchange program w<strong>as</strong> recently<br />
held on December 11 th , 2005 at the Jean-<br />
Paul Campeau Community Centre. The<br />
event which w<strong>as</strong> co-sponsored by the<br />
City and the Minister of Immigration and<br />
Cultural Communities w<strong>as</strong> organized by<br />
Enfant D’Abord and the local BML 3. The<br />
objective of the exchange program w<strong>as</strong> to<br />
facilitate the participation of members of<br />
the cultural communities in a local event<br />
and to encourage immigrant citizens to<br />
discover the local recreational resources<br />
open to them. It w<strong>as</strong> also a fact finding<br />
mission for agents of Enfant D’Abord <strong>as</strong><br />
they used this occ<strong>as</strong>ion to discuss ways to<br />
render the local recreational infr<strong>as</strong>tructures<br />
more accessible to newly arrived<br />
residents. The City awarded a grant of<br />
$3650 to Enfants D’Abord for their efforts<br />
in organizing this exchange day.<br />
Zoning change requested for a<br />
public park<br />
The City h<strong>as</strong> authorized a zoning change<br />
for a property situated at the southe<strong>as</strong>t<br />
corner of the intersection of Lévesque<br />
Boulevard west and 69 th Avenue. The<br />
new zoning cl<strong>as</strong>sification of PA-227 only<br />
allows this lot to be used for a park or<br />
other public services.<br />
Notre-Dame fire damaged property<br />
receives a renovation proposal<br />
Vincent Chiara h<strong>as</strong> submitted a project to<br />
the administration to rebuild a property<br />
situated on 4151 Notre Dame. This building<br />
w<strong>as</strong> destroyed by fire several years ago<br />
and many procedures were required to<br />
normalize the situation with respect to<br />
this building.<br />
Chiara h<strong>as</strong> presented a project to rebuild<br />
a 25-unit apartment complex, but this<br />
project now contravenes several existing<br />
by-laws. According to the present City<br />
norms a project this size must be served<br />
by at le<strong>as</strong>t 33 parking spaces, but only<br />
15 are planned. Also, the road entrance<br />
to the back of the property should be 21<br />
feet wide while the plans only allow for<br />
ten feet.<br />
Therefore a zoning change h<strong>as</strong> been<br />
requested by the builders which include<br />
SaVaS FOrTiS<br />
the following elements. The building<br />
exterior can only be finished with<br />
bricks, except for any decorative elements.<br />
Garage doors must be at le<strong>as</strong>t twelve feet<br />
wide. The parking lot ratio is reduced<br />
to 0.6/ housing unit to accommodate<br />
the existing parking space. The minimal<br />
roadways have to be ten feet and several<br />
trees have to be planted <strong>as</strong> per the new<br />
construction by-laws. The boundaries of<br />
the property must be finished with either<br />
zones of gr<strong>as</strong>s or hedges.<br />
This project is open for public consultation<br />
and affected residents can call for a<br />
referendum vote on acceptance of the new<br />
zoning changes.<br />

Chomedey Boulevard to honor a recently<br />
departed <strong>Laval</strong> citizen who h<strong>as</strong> been<br />
awarded both national and international<br />
accolades. The proposed name change is<br />
to honor Anne-Marie Alonzo. Originally<br />
born in Alexandria Egypt the 13 th of<br />
December 1951, she h<strong>as</strong> lived in Quebec<br />
since 1963. An author, poet and editor<br />
she won the Émile-Nelligan prize in 1985<br />
for her work ‘Blues de mine’. In 1986 she<br />
w<strong>as</strong> awarded a doctorate in French studies<br />
from the University of Montreal. She<br />
collaborated on the journals ‘La Nouvelle<br />
Barre du Jour, Possible and Des Femmes<br />
en mouvement and Spirale’. In 1992 she<br />
w<strong>as</strong> awarded <strong>Laval</strong>’s grand prize for artistic<br />
excellence for her novel ‘Galia qu’elle<br />
nommait amour’. In 1996 she became a<br />
member of the Order of Canada and 1997<br />
she received the City of <strong>Laval</strong> Medal and<br />
the Bronze Medal of the Arts-Science-<br />
Letter of Paris in April of that same year.<br />

Zoning change for Notre-Dame<br />
daycare refused<br />
Pota Eliopoulos owner of a duplex situated<br />
at the southwest corner of Calvet<br />
and Notre- Dame had requested a zoning<br />
change for the implantation of a 40-place<br />
day care on the first floor and b<strong>as</strong>ement of<br />
her duplex. The existing residential zoning<br />
would have to be changed to a commercial<br />
one to allow for this proposed use.<br />
The urban department having studied the<br />
request h<strong>as</strong> concluded that the property is<br />
not big enough to plan for the six parking<br />
spaces required by law. Also, the rules for<br />
commercial properties require structures<br />
that have incre<strong>as</strong>ed resistance to fires etc.<br />
which would involve considerable investments<br />
in construction. No plans to determine<br />
the fe<strong>as</strong>ibility of transforming this<br />
residential building for used <strong>as</strong> a daycare<br />
have been furnished by Eliopoulos. Citing<br />
also the residential nature of the neighbouring<br />
structures the urban department<br />
h<strong>as</strong> refused this request.

Promote and sustain different educational<br />
programs and the development<br />
of all students. That is the purpose<br />
of the Sir Wilfrid Laurier Foundation,<br />
which successfully held its first fundraising<br />
event at the Montreal C<strong>as</strong>ino on<br />
January 11.<br />

w<strong>as</strong> able to raise more than $70,000 by<br />
selling out its main fundraising event,<br />
the gala and dinner show featuring the<br />
popular ‘From Rock to Opera II’ dinnershow<br />
at the C<strong>as</strong>ino.<br />
The Sir Wilfrid Laurier Foundation<br />
w<strong>as</strong> created in August 2004 to counter<br />
the budget cuts by the Minister of<br />
Education, Leisure and Sports (MELS).<br />
“The MELS kept cutting our budget, so<br />
we had to do something to compensate<br />
for the losses,” SWL schoolboard council<br />
chairman and foundation ex-officio<br />
Steve Blet<strong>as</strong> said. “The foundation w<strong>as</strong><br />
set up with individuals from the corporate<br />
sector to raise money for the good<br />
of the schools.”<br />
The Foundation’s main project for<br />
2005 w<strong>as</strong> to raise enough money to<br />
purch<strong>as</strong>e multimedia projectors for all<br />
40 schools and institutions within the<br />
SWL school board. The hard work that<br />
went into planning and selling tickets<br />
for the January 11 gala dinner eventu-<br />
ally paid off. “We wanted<br />
to make sure that everything<br />
w<strong>as</strong> right,” Blet<strong>as</strong><br />
said about the gala dinner.<br />
“It w<strong>as</strong> nice to see<br />
that months of hard work<br />
came to fruition <strong>as</strong> we<br />
sold out the tickets for<br />
the dinner show.”<br />
Blet<strong>as</strong> added that the<br />
amount of money raised<br />
is more than enough to<br />
cover the cost for the 2005<br />
project. The chairman<br />
of the board, Francois<br />
Ghali, along with administration<br />
members Line<br />
Desgroseillers and<br />
Maxeen Jolin put in a<br />
lot of time and effort to<br />
accomplish the foundation’s<br />
goal for 2005. “Our<br />
foundation h<strong>as</strong> set the bar<br />
for other school boards,”<br />
Blet<strong>as</strong> added. “We’re quite proud of that fact.”<br />
The Foundation is already in the planning stages<br />
for 2006. Blet<strong>as</strong> explained that the Foundation<br />
wishes to host another annual event in the fall<br />
or the spring to raise more funds for all of the<br />
school board’s schools. “We’ll be talking to the<br />
principals of all our schools and institutions,”<br />
Blet<strong>as</strong> said. “We’ll figure out what is needed in<br />
our schools…we figure it’ll be something else of<br />
a technological nature.”<br />

Third time’s a charm<br />
<strong>Laval</strong>’s Jo<strong>as</strong>h Gesse gets chance to play in NFL Juniors<br />

<strong>Laval</strong>’s Jo<strong>as</strong>h Gesse finally got what he h<strong>as</strong> been striving<br />
for the p<strong>as</strong>t three years: a spot on the national team<br />
that will be competing at the 10 th NFL Global Junior<br />
Championship from January 22 to January 29.<br />
For Gesse, that w<strong>as</strong> no small feat. The 19-year-old<br />
linebacker from Cegep Vieux-Montreal h<strong>as</strong> been trying<br />
for the p<strong>as</strong>t three years to win a spot on Team Canada.<br />
His hard work over the p<strong>as</strong>t year finally paid off <strong>as</strong> he w<strong>as</strong><br />
chosen out of a pool of 1,000 hopefuls.<br />
Gesse realized he had to double his efforts to make it<br />
on the 2006 team <strong>as</strong> it w<strong>as</strong> his l<strong>as</strong>t chance to participate<br />
in the under-20 tournament. “It feels great to finally get a<br />
chance to play on the team,” Gesse said. “This is a once in<br />
a lifetime opportunity for me.”<br />
Gesse admitted that he trained a lot throughout the<br />
regular football se<strong>as</strong>on to be able to stand out during the<br />
national selection camp l<strong>as</strong>t December. “I worked hard<br />
and w<strong>as</strong> even named MVP at Cegep Vieux-Montreal,”<br />
he said. “I deserved this spot and told myself going into<br />
(training) camp that ‘This year, it’s my turn’.”<br />
Team Canada head coach Danny Maciocia w<strong>as</strong><br />
impressed with Gesse’s performance during the selection<br />
camp in <strong>Laval</strong>, during which 120 players turned up for a<br />
chance to play on Team Canada. “He performed well at the<br />
camp in December, he came out and stood out,” Maciocia<br />
explained. “He’s an active player and makes plays…he fits<br />
the bill of what we were looking for in a linebacker.”<br />
Geese believes his athletic ability and enthusi<strong>as</strong>m for<br />
the game will make him a great <strong>as</strong>set throughout the<br />
tournament. He says his speed, strength and versatility<br />
in all three linebacker positions will help Team Canada<br />
defend its 2005 title. “I always give it my all when I play<br />
and can play all three linebacker positions,” Geese said.<br />
“I’m also very vocal on the field; I always encourage my<br />
fellow players.”<br />

At a press conference held at the St-<br />
<strong>Martin</strong> Hotel on January 17, Maciocia<br />
introduced the coaches and roster for<br />
the 2006 edition of Team Canada,<br />
which will play at the global junior<br />
tournament from January 22 to 29 in<br />
Pontiac, Michigan. This year marks<br />
the seventh participation of Team<br />
Canada in this official Super Bowl<br />
event. Super Bowl XL will be played in<br />
Detroit on February 5.<br />
The 2006 edition of Team Canada<br />
features 36 of the top under-20 football<br />
players in Canada, coached by some of<br />
the country’s best CFL and collegiate<br />
coaches in the country. Quebec is<br />
the biggest feeder to the team with<br />
18 players, followed by Ontario’s 16<br />
players and one each from Alberta<br />
and British Columbia. The team will<br />
be playing against team from the U.S.,<br />
Mexico, Germany and Japan during<br />
the week-long tournament.<br />
Maciocia, the head coach of the Grey<br />
Cup champion Edmonton Eskimoes,<br />
is in his third year <strong>as</strong> head coach of<br />
Team Canada. He’s confident that this<br />
year’s team, selected from a pool of<br />
1,000 players nation-wide, will readily<br />
defend the 2005 title. “We’ll go down<br />
(to Michigan) and be prepared to play,<br />

both mentally and physically,” Maciocia said. “We’ll play at the maximum<br />
of our ability and give it all we’ve got.”<br />
Maciocia added that this position allows him to keep in touch with<br />
amateur sports in Canada. “Coaching this team allows me to work with<br />
younger players and train them for the future,” Maciocia said. “It allows<br />
me to give back to amateur football in Canada.”<br />
Team captain Samuel Fournier says he and his teammates are ready and<br />
confident for the championships. As a captain, he explained that it is up<br />
to him to give a good example to the team. “I give 100 per cent on the field<br />
and my goal is to lead us to victory,” Fournier said. Fournier continued by<br />
saying that victory is attainable thanks to the <strong>leader</strong>ship and experience of<br />
the coaching staff. “I think we have the best coaches from the best college<br />
and professional football programs,” he said. “I have what I would say is<br />
the cream of the crop of coaches in the country.”<br />
Preparations for this global tournament have not been e<strong>as</strong>y. At the<br />
tournament, the game will be played according to NCAA rules, many of<br />
which are different from the Canadian game. For example, NCAA rules<br />
calls for 12 players on the field instead of 11, four downs instead of three<br />
and a smaller playing surface.<br />
There are 10 returning players from l<strong>as</strong>t year’s team, which defeated the<br />
U.S. 38-35 in the 2005 championship final game.<br />

The Conservative Party’s sudden surge<br />
in Quebec during pre-election polls came<br />
to fruition on January 23rd <strong>as</strong> 10 Tory<br />
candidates declared victory in La Belle<br />
Province.<br />
The Conservatives won a minority government<br />
on Election Night, winning 124<br />
of the House of Commons’ 308 seats.<br />
This Conservative rebound surprised<br />
many in Quebec. In the 2004 elections,<br />
the Tories failed to win any of the province’s<br />
75 seats. The party h<strong>as</strong> been more<br />
or less shunned by Quebecers for the p<strong>as</strong>t<br />

Dollars dips sharply following<br />
conservative minority<br />
TCN- The Canadian dollar slid sharply on Conseil du patronnat worried<br />
l<strong>as</strong>t Tuesday, just hours after a minority<br />
Conservative government claimed victory<br />
in Monday’s election.<br />
The dollar fell 0.38 cents from Monday’s<br />
close, down to 86.63 cents US. The loonie<br />
closed at its second-highest level in almost<br />
15 years on Monday.<br />
The markets weighed the impact of a<br />
fragile Conservative minority and fell on<br />
Tuesday <strong>as</strong> well. On Monday, the TSX<br />
soared to a record close of 11,733.37 before<br />
losing 14.36 points on Tuesday.<br />

the Bank of Canada’s decision to raise key<br />

The Conseil du patronnat du Quebec<br />
(CPQ) admitted that it w<strong>as</strong> worried about<br />
a second straight minority government in<br />
the House of Commons. The CPQ’s interim<br />
director, Diane Bellemare, urged the<br />
new government to seek ways to attract<br />
new investments to Canada and improve<br />
the country’s prosperity.<br />
The CPQ wishes that the new government<br />
will be prudent with public funds, will<br />
keep a tight le<strong>as</strong>h on spending and will<br />

fiscal imbalance.<br />

The recent wave of Conservative popularity<br />
in Quebec had little or no impact in<br />
<strong>Laval</strong> <strong>as</strong> all three Bloc Quebecois incumbent<br />
MPs held on to their ridings with<br />
solid majorities on election night.<br />
More than 250 Bloc Quebecois militants<br />
were gathered at the <strong>Laval</strong> BQ’s<br />
storefront office on Autoroute 440 to wait<br />
for the results on January 23. <strong>Laval</strong>’s four<br />
candidates hung on until the first candidate,<br />
Marc-Aurele-Fortin’s Serge Menard,<br />
w<strong>as</strong> declared a winner early on. Although<br />
he earned nearly 51 per cent support in his<br />
riding, Menard admits that he lost some<br />
of the popular vote this year due to Tory<br />
support. “The <strong>Liberal</strong>s suffered losses due<br />
to the scandals but Mr. (Stephen) Harper<br />
managed to raise some support in Quebec,<br />
which affected my vote,” Menard said.<br />
“Although I obtained a lower percentage<br />
of support <strong>as</strong> compared to 2004 (59 per<br />
cent), I still believe this w<strong>as</strong> a very impressive<br />
victory.”<br />
<strong>Laval</strong> incumbent Nicole Demers w<strong>as</strong><br />
officially declared a winner at around 11:15<br />
p.m. An ecstatic Demers went around the<br />
room hugging supporters who worked<br />
hard throughout this long campaign to<br />
get the vote out. Although she earned<br />
44 per cent of support in her riding with<br />
22,032 votes, Demers w<strong>as</strong> quick to point<br />
out that this is not the time to rest on her<br />
laurels. “This is not a crushing success but<br />
I am quite satisfied with the results,” she<br />
explained. “Thousands of people gave me<br />
their trust; it is now time for me to give<br />
something back.” Demers added that her<br />
victory w<strong>as</strong> greatly aided by the public<br />
endorsement of the Armenian National<br />
Committee of Canada. “When an ethnic<br />
group offers its support, especially to the<br />
Bloc Quebecois, it makes a world of difference,”<br />
she said.<br />
Alfred-Pellan incumbent Robert<br />
Carrier won with the narrowest majority,<br />
23,193 votes against <strong>Liberal</strong> candidate<br />
Jean-Claude Gobé’s 14,995. <strong>Laval</strong>-Les Iles<br />
candidate Christiane Pichette suffered<br />
the Bloc’s only loss in <strong>Laval</strong>, losing to<br />
<strong>Liberal</strong> incumbent Raymonde Folco by<br />
3,212 votes.<br />
The Conservatives managed to oust the<br />

The Bloc Quebecois hopes that such a<br />
government will give their party enough<br />
leeway to push their agenda. Menard<br />
says that a Conservative government will<br />
not stop the Bloc from doing their work.<br />
“We’ll work the way we always worked:<br />
issue by issue,” Menard added. “If it’s in<br />
the interest of Quebec, we’ll support it; if<br />
not, we’ll fight it.”<br />
Demers said she hopes to continue<br />
working on main issues such <strong>as</strong> seniors’<br />
rights, employment insurance equality<br />
and social housing when the new<br />
government reconvenes in the House<br />
of Commons in the coming weeks. She<br />
explains that many residents of her riding<br />
are affected by those dossiers and<br />
she intends to defend her constituents<br />
in Ottawa. “If the Conservatives actually<br />
give Quebec some consideration, we will<br />

qualify for<br />

(TCN) The <strong>Laval</strong> speed skating club will have the honour<br />
of sending four of its speed skaters to the Canadian and<br />
North-American long-track competitions.<br />
Quebec had to select four skaters from each category<br />
in the juvenile division. Ann-Veronique Michaud and<br />
Mikael Bilodeau were ranked first in the juveniles where<strong>as</strong><br />
Philippe Hardy placed first in the juniors.<br />
Pierre-Alexandre Marquette placed fourth in the juniors.<br />
Salt Lake City will play host to the North American competition<br />
on January 28 and 29. The Canadian competition<br />
will be held two weeks later in Dawson Creek in British<br />

Two students honoured in<br />
toy-making competition<br />

Valérie Lauzon and Valérie Jetté, two 12year-old<br />
Collège Letendre students, earned<br />
a special mention for their ‘Tortue rouliroulante’<br />
toy <strong>as</strong> part of the 14 th edition of the<br />
International toy-making competition made<br />
from w<strong>as</strong>te or recycled materials.<br />
Organized by the Club 2/3, this annual<br />
event honoured 24 youngsters aged six to<br />
19 years old. The purpose of this event is<br />
to expose young people to the importance<br />
of creating a healthier environment across<br />
the world.<br />
The toys from the participating countries,<br />
such <strong>as</strong> Burkina F<strong>as</strong>o, Canada, the Equator,<br />
Haiti, Nepa, Peru and Chad are exposed<br />
in the hall of the Montreal Biodôme until<br />
February 3. This exhibit of nearly 250 toys<br />
truly honours their creators’ ingenuity and<br />
environmental consciousness.<br />
The two <strong>Laval</strong> Secondary One students<br />
built their turtle out of an old hard hat, old<br />
shirts, leaves, shoelaces, old springs and<br />
wheels. Their entry had to conform to five<br />
conditions: the toy h<strong>as</strong> to promote peace<br />
and solidarity between the people; it h<strong>as</strong> to<br />
be built from recycled materials; new materials<br />
and paint cannot be used and it must<br />
be solidly built and solicit group play. The<br />
entry must also not exceed 40cm 3 .<br />
With their entry, Jetté and Lauzon wrote<br />
that they decided to participate in the contest<br />
to prove that toys can be built without<br />
pl<strong>as</strong>tic by using recycled materials. “It also<br />
allows us to use our imagination and creativity,<br />
and this is a world-wide contest<br />
which a lot of people discover,” they wrote.<br />
“It makes us want to recycle more, and it<br />
helps our planet!”<br />

New street signs for <strong>Laval</strong> – nice<br />
improvement<br />
Slowly but surely the old white street signs in<br />
<strong>Laval</strong> are being replaced by eye-catching blue versions.<br />
So far city workers have changed 2,000 out<br />
of the 25,000 signs yet to be changed throughout<br />
the city. Interestingly, some of the replacements<br />
appear to be placed much higher up on poles than<br />
the original signs. A call to <strong>Laval</strong> City Hall to <strong>as</strong>certain<br />
whether in fact this is a reality produced<br />
some statistics in <strong>as</strong> far <strong>as</strong> sign erection norms<br />
are concerned. It appears that street signs cannot<br />
be placed higher than 3.10 metres high and no<br />
lower than 2.2 metres from the ground. Visually,<br />
although no tape me<strong>as</strong>ure w<strong>as</strong> used, it appears<br />
that some signs are placed higher than others.<br />
Some are so elevated on the posts that they will<br />
be hidden by leaves in the summer, defeating<br />
their purpose <strong>as</strong> street indicators.<br />
Speaking of city matters… The subject of snow<br />
clearance w<strong>as</strong> discussed in the l<strong>as</strong>t column and<br />
in particular, the manner in which it w<strong>as</strong> carried<br />
out (in the true sense of the word), with<br />
some residents opting to have their snow trucked<br />
away for an extra fee added on to their tax bills.<br />
It appears that readers must be very happy and<br />
contented with the service they are receiving on<br />
their streets since phone calls or e-mails one way<br />
or the other, were few and far between.<br />

Open House for The Learning Exchange<br />
The Learning Exchange (TLE) is a volunteer<br />
not-for-profit organization dedicated to addressing<br />
the needs of the <strong>Laval</strong> & North Shore<br />
English-speaking community. The organization<br />
serves, recruits, trains and supports members<br />
of the community through reading, writing and<br />
life-skills programs providing free, confidential,<br />
individualized instruction to adults using trained<br />

The Learning Exchange, in partnership with the<br />
Sir Wilfrid Laurier School Board, will be hosting<br />
an Open House for the public on Thursday, January<br />
26 from 1:00 to 4:30 p.m. and from 6:00 to<br />

Winter carnival fun right here in <strong>Laval</strong><br />
The second edition of “Sainte Rose en blanc”,<br />
an opportunity to enjoy some outdoor fun in<br />
our city, is set to go on weekends beginning on<br />

12 in Vieux Saint Rose, with a multitude of<br />
snow-related activities planned for all members<br />

January is Alzheimer Month<br />
The Alzheimer Society of Canada w<strong>as</strong> established<br />
twenty-eight years ago <strong>as</strong> a non-profit organization,<br />
dedicated to <strong>as</strong>sisting people affected<br />
by Alzheimer Dise<strong>as</strong>e. The society provides support<br />
and educational programs for people with<br />
Alzheimer Dise<strong>as</strong>e, their families and caregivers<br />
and promotes public education.<br />
Safely Home – Alzheimer Wandering Registry<br />
is marking its tenth anniversary of <strong>as</strong>sisting<br />
police and caregivers when someone with<br />
the dise<strong>as</strong>e goes missing. There are more than<br />
19,000 Canadians registered in the program.<br />
Launched across Canada in 1995 by the Alzheimer<br />
Society of Canada in collaboration with the<br />
RCMP, Health Canada and the Solicitor General,<br />
a one-time fee of $25 the person’s information<br />
including a personal history, physical characteristics<br />
and places they are likely to visit, is entered<br />
into a confidential datab<strong>as</strong>e that can be<br />
accessed by police throughout North America.<br />
An identification bracelet and wallet cards are<br />
provided to the person with Alzheimer Dise<strong>as</strong>e<br />
along with a Caregiver Handbook for the family.<br />
A registration number and the words, “Memory<br />

For the l<strong>as</strong>t few summers, drivers p<strong>as</strong>sing the<br />
small park on the corners of Notre Dame and<br />
Chomedey Blvd., may have noticed an imposing<br />
statue located in the middle, and wondered about<br />
its origins. The statue called, “Les Visiteurs”<br />
w<strong>as</strong> created by <strong>Laval</strong> sculptor, Gaetan Therrien,<br />
who p<strong>as</strong>sed away l<strong>as</strong>t Spring. The piece<br />
of sculpture composed of copper and granite<br />
is part of an extensive collection of work commissioned<br />
by the City of <strong>Laval</strong>.<br />

6 tablespoons freshly grated Parmesan<br />
Place all ingredients except cheese in a large<br />
saucepan.<br />
Bring the liquid to a simmer over moderate heat<br />
and adjust the heat so that it bubbles gently<br />
Cover the pot and simmer the broth for 30 to 35<br />
minutes, until the vegetables are very tender.<br />
Cool the broth, covered, for 20 minutes.<br />
Puree the broth and the vegetables in batches<br />
in a blender or in a food processor fitted with<br />
the metal chopping blade.<br />
Return the puree to the saucepan, set it over<br />
moderate heat and bring the soup to serving<br />
temperature. Ladle the soup into heated bowls<br />
and top each portion with 1 tablespoon of the<br />
Parmesan cheese.<br />

For Son’s Sake<br />
I have been with my husband 20 years, and he is an alcoholic. His father and brother are<br />
alcoholics <strong>as</strong> well. My husband witnessed violence in his home growing up, and still to this<br />
day it goes on. I recently made him leave my house because he is abusive while drinking<br />
and doesn’t remember it.<br />
This is affecting my 16-year-old son <strong>as</strong> well. He is the sweetest kid, and I know this hurts<br />
him a lot. I do not want to leave my husband because he is the best person when he isn’t<br />
drinking. I want him to get help, but I do not know how to get it. As long <strong>as</strong> his mother is<br />
enabling him, I know he won’t get help.<br />
I want him to get help so we could be a family. My son <strong>as</strong>ked me if we were the only family<br />
going through this. I’ve tried to tell him we aren’t. I know it will be hard on him if his father<br />
leaves because we will also lose a big family.<br />

across the tail of the column and start to follow the stragglers. All the ants then march in a<br />
circle, going nowhere, until they die from exhaustion. That is what living in a multigenerational<br />
alcoholic family is like.<br />
You are concerned for your son, and you should be. Children of alcoholics endure thousands<br />
of days during which they have no control over the turmoil around them. To survive they<br />
bury their feelings. They become people ple<strong>as</strong>ers who cannot trust themselves. Not surprisingly,<br />
they fail to learn workable solutions to problems. How could they? The central problem<br />
of their life is a problem over which they have no control.<br />
The first step in recovery for an alcoholic is to admit the problem. The second step is to admit<br />
they haven’t done the first step. The third step is to actually do something. What is true of<br />
the drunk is true of the enabler of the drunk. If you have been with your husband 20 years,<br />
you are his enabler.<br />
What is an enabler? An enabler is a person who h<strong>as</strong> the power to change a situation but<br />
refuses to do it. When you made your husband leave the house, you took the first step toward<br />
not being his enabler. You cannot control his alcoholism, but you can stop enabling it.<br />
It sounds noble to say you don’t want to lose a big family, but the family you’re talking about<br />
is one where screams and punches and children cowering in closets are commonplace. That<br />
is a pattern which must be broken.<br />
Unlike the army ants, if you break this pattern of circular behavior, the only one who is likely<br />
to follow you is your son. Breaking the pattern will be hard, but it will be the making of you<br />
<strong>as</strong> a person.<br />

Fish need time to recover<br />
Recently, I wrote about a sea change I feel I’ve seen in our understanding of humanity’s<br />
relationship to the environment. I said I thought society might have turned a corner. That<br />
we’re beginning to understand how critical our relationship is to the natural world because<br />
we are a part of that world and very much dependent on its resources.<br />
Perhaps I spoke too soon.<br />
Just before Christm<strong>as</strong>, the European Union Fisheries Council caved in to pressure to<br />
continue to allow a sizeable cod fishery in Europe’s North Atlantic. The fisheries ministers<br />
made their decision in spite of a recommendation from scientists with the International<br />
Council for the Exploration of the Se<strong>as</strong> to ban all cod fishing in the North Sea so stocks can<br />
recover.<br />
Scientists say cod stocks are so low only a complete ban will save them.<br />
Reduced fishing quot<strong>as</strong> have not been effective and fish numbers are at levels less than one<br />
third the size necessary to keep the species healthy and provide a small buffer against others<br />
pressures, such <strong>as</strong> warming ocean waters. It w<strong>as</strong> the fourth year in a row that scientists<br />
had recommended a ban. And the forth year in a row they were ignored.<br />
Commercial fishing is now so efficient that it may only take a few years of exploiting a particular<br />
stock for levels to plummet. According to a new study published in the journal Nature,<br />
for example, five species of deepwater fish found in Canadian waters are now critically<br />
endangered, even though they were not even fished until the late 1970s. In fact, it took only<br />
between five and 15 years for the fish to lose up to 98 per cent of their initial abundance.<br />
The deepwater fish studied, including the roundnose grenadier, the blue hake, the spiny eel<br />
and the spinytail skate are long lived, but slow to reproduce. As a result, they are especially<br />
vulnerable to overfishing.<br />
Some, like the spinytail skate, have never even been targeted by a commercial fishery.<br />
Rather, they were taken <strong>as</strong> bycatch while fishermen sought other species. And yet they were<br />
still decimated.<br />
Clearly there is a tremendous gap between the way scientists say fisheries should be managed<br />
and how fisheries are actually being managed. Yet studies have shown that good<br />
management pays off in the long term. One study, reported l<strong>as</strong>t week in the journal Science,<br />
revealed marine reserves in the Caribbean (are<strong>as</strong> where fishing is prohibited) were actually<br />
more successful than anticipated at allowing ecosystems to recover. Fish stocks can indeed<br />
rebound if poor practices are caught in time and stocks are protected with sound management.<br />
Co<strong>as</strong>tal communities that rely on fishing are understandably concerned about reduced fishing<br />
quot<strong>as</strong> and fishing bans. But if the choice is between a few more years of poor fishing<br />
se<strong>as</strong>ons leading to the total loss of the resource, or a temporary ban that gives stocks time<br />
to recover, the choice should be fairly clear.<br />
Canada made the wrong choice with our cod stocks. Once plentiful, these fish provided<br />
Canadians with a vital source of protein and thousands of jobs. Today stocks are decimated<br />
and show no signs of recovery, in spite of having had a total ban on fishing since 1992.<br />
Canada failed to listen to warnings that the cod were in trouble. Instead, we put on our<br />
blinkers, continued to fish, and hoped for the best. But wishful thinking does not make for<br />
good fisheries management. We must hope our European friends learn that lesson before it<br />
is too late.<br />

Synopsis: A new nanny enters the household of<br />
the recently widowed Mr. Brown and attempts to<br />
tame his seven exceedingly ill-behaved children.<br />
The children, led by the oldest boy Simon, have<br />
managed to drive away 17 previous nannies and<br />
are certain that they will have no trouble with<br />
this one. But <strong>as</strong> Nanny McPhee takes control,<br />
they begin to notice that their vile behavior now<br />
leads swiftly and magically to rather startling<br />
consequences. Her influence also extends to the<br />
family’s deeper problems, including Mr. Brown’s<br />
sudden and seemingly inexplicable attempts to<br />
find a new wife; an announcement by the domineering<br />
Aunt Adelaide that she intends to take<br />
one of the children away; and the sad and secret<br />

Robbery suspect arrested<br />
<strong>Laval</strong> Police arrested a man suspected of<br />
robbery. 18-year-old Jean-Noel Emmanuel<br />
w<strong>as</strong> arrested on January 12 in the parking<br />
lot of 1298 Curé-Labelle in connection<br />
with a December 14 robbery in <strong>Laval</strong>-<br />
Ouest. Given the suspect’s size (he stands<br />
at 6’6” and weighs 230lbs), the SWAT<br />
team w<strong>as</strong> called in <strong>as</strong> backup but the suspect<br />
did not resist arrest. Emmanuel w<strong>as</strong><br />
awaiting sentencing for another robbery.<br />
Child hit by vehicle<br />
An 11-year-old boy suffered a head injury<br />
when he w<strong>as</strong> hit by a car on Le Corbusier.<br />
On January 14 at around 4:45 p.m., the<br />
young boy and four of his friends were<br />
crossing Le Corbusier when he w<strong>as</strong> hit by<br />
an oncoming car. He w<strong>as</strong> transported to<br />
the hospital for treatment of severe head<br />
injuries. He is in stable condition and doctors<br />
do not fear for his life. The driver will<br />
not face charges.<br />
G<strong>as</strong> station thief arrested<br />
A man suspected of 15 g<strong>as</strong> station robberies<br />
w<strong>as</strong> finally apprehended on January 16.<br />
The suspect would use the same modus<br />
operandi: he would enter the g<strong>as</strong> station<br />
and pretend he had a gun hidden in his<br />
jacket. He would threaten the c<strong>as</strong>hier and<br />
make off with lottery tickets, money and<br />
cigarettes. He had a previous criminal<br />
record.<br />
Fire leads to marijuana seizure<br />
On January 18 at 4:30 p.m., firefighters<br />
were called to the scene of an electrical<br />
fire on Pierre-Langlois Street in St-Rose.<br />
Once the fire w<strong>as</strong> under control, firefighters<br />
discovered a hydroponic marijuana<br />
growth operation within the house. Police<br />
seized 450 mature marijuana plants and<br />
650 marijuana cuttings, along with cultivation<br />
equipment and electric paneling.<br />
The equipment seized is valued at<br />
$475,000. A 44-year-old man h<strong>as</strong> been<br />
arrested and will face criminal charges.<br />
Witness leads police to robbers<br />
Four young men wearing ski m<strong>as</strong>ks erupted<br />
inside a Couche-Tard convenience<br />
store located at 804 des Laurentides on<br />
January 20 at around 12:05 a.m. One<br />
robber stayed with the c<strong>as</strong>hier who w<strong>as</strong><br />
closing up the store while the other three<br />
suspects stole cigarettes and lottery tickets.<br />
The 35-year-old female c<strong>as</strong>hier w<strong>as</strong><br />
not injured. Following the grab-and-go<br />
operation which l<strong>as</strong>ted all of three minutes,<br />
the four robbers escaped the scene by<br />
car. A witness to the robbery followed the<br />

getaway car and called 9-1-1 to alert police<br />
officers of the suspects’ location. <strong>Laval</strong><br />
police officers responded to the call and<br />
managed to stop the vehicle at the corner<br />
of Sauriol and Berri in Montreal, where<br />
they proceeded to arrest its front seat<br />
occupants. The two suspects sitting in the<br />
back seat manage to flee on foot. One of<br />
them w<strong>as</strong> soon cornered and arrested by<br />
<strong>Laval</strong> police, while the fourth suspect w<strong>as</strong><br />
arrested by the Montreal police and its<br />
K-9 unit. The entire stolen merchandise<br />
w<strong>as</strong> seized, along with a pellet gun and a<br />
kitchen knife. The suspects are between<br />
the ages of 16 and 20.<br />
G<strong>as</strong> thief wanted<br />
<strong>Laval</strong> Police are <strong>as</strong>king for the population’s<br />
help in tracking down a man suspected of<br />
four g<strong>as</strong> thefts at the Shell station located<br />
at 33 Samson in Ste-Dorothée. The suspect<br />
would drive up to the g<strong>as</strong> station with<br />
a female accomplice in the p<strong>as</strong>senger’s<br />
seat. While his accomplice kept watch, he<br />
would fill up his g<strong>as</strong> tank before driving<br />
away without paying, on Josaphat-Demers<br />
street. A dark, four-door Pontiac Sunfire<br />
and a four-door Buick allure are the two<br />
vehicles related to these thefts.<br />
The suspect is a white male in his early<br />
thirties, standing at 1.72 meters and<br />
weighing 86 kg with short hair and large<br />
black-framed gl<strong>as</strong>ses. His female accomplice<br />
is also in her thirties, standing at<br />
1.67 meters and weighing 65kg, with long<br />
brown hair.<br />

The early morning<br />
hours of January 18<br />
saw two nearly simultaneous<br />
fires erupt in<br />
two St-<strong>Martin</strong> blvd.<br />
restaurants. The first<br />
fire started just before<br />
3 a.m. at Restaurant<br />
L’Ancestral, located at<br />
625 St-<strong>Martin</strong> West.<br />
Police officers who<br />
were patrolling the<br />
area reported smoke<br />
coming out of the<br />
restaurant. It took<br />
firefighters nearly<br />
five hours to control<br />
the blaze. The restaurant<br />
w<strong>as</strong> completely<br />
destroyed by the<br />
flames. The fire w<strong>as</strong><br />
electrical, according<br />

Police looking for teenage runaway<br />
The <strong>Laval</strong> Police Department is <strong>as</strong>king for the population’s help<br />
in locating 16-year-old Jessica Pellemans-Rousseau, who ran<br />
away from home on December 25. On that day, the young girl<br />
<strong>as</strong>ked her aunt to drive her to the Henri-Bour<strong>as</strong>sa metro station.<br />
The young girl w<strong>as</strong> l<strong>as</strong>t seen with her 44-year-old male companion.<br />
She is white, stands at 1,65 m and weighs 59kg. She h<strong>as</strong><br />
blue eyes and brown hair and speaks in French. If you have any<br />

Two blazes in one night<br />
Further out west, a fire erupted at<br />
4:20 a.m. at Restaurant Spaggio’s,<br />
located at 1920 St-<strong>Martin</strong> Ouest.<br />
The restaurant and the small strip<br />
mall surrounding it are complete<br />
losses. A family living on the<br />
second floor w<strong>as</strong> evacuated. The<br />
only injury sustained w<strong>as</strong> when<br />
a firefighter fell off a ladder. The<br />
cause of this fire h<strong>as</strong> yet to be<br />
determined. Firefighters and police<br />
do not believe both fires are<br />
linked.<br />
