Rats, rubbish and ruin<br />

Derelict house becomes neighbourhood nightmare<br />

Modern and expensive<br />

homes line the streets of the<br />

Brookhaven subdivision in<br />

Woolston, but one sticks out like<br />

a sore thumb.<br />

Neighbours say the empty<br />

Ti Rakau Dr property is an<br />

eyesore with smashed windows,<br />

overgrown trees, dumped<br />

rubbish and a caved-in roof.<br />

The house was badly damaged<br />

in the February 22, 2011,<br />

earthquake. Neighbours say it<br />

is now infested with rats and<br />

constantly visited by looters and<br />

squatters.<br />

One woman, who has lived<br />

next door to the property<br />

for more than a decade with<br />

her husband and two sons,<br />

is concerned about the type<br />

of people it attracts to the<br />

subdivision.<br />

“It’s just attracting a lot of<br />

people into the area. I've noticed<br />

more and more cars coming<br />

along, stopping and going in<br />

there to have a look,” she said.<br />

“It’s quite unsettling when I’m<br />

there home alone with my boys<br />

and my husband’s not home, and<br />

there’s people rustling around in<br />

there. It is just the not knowing of<br />

who's around.”<br />

She said people enter the<br />

property on a weekly basis,<br />

taking window frames and<br />

stripping copper wires and<br />

cables from the doors.<br />

the property owner for comment<br />

but received no response. None<br />

of the neighbours spoken to for<br />

this story wanted to be named.<br />

Some of the neighbours get<br />

together occasionally to take<br />

away any dumped rubbish and<br />

cut back the overgrown grass.<br />

But one said “it shouldn't be<br />

our responsibility”.<br />

They are also concerned the<br />

state of the property could affect<br />

their property values in the<br />

future.<br />

City council acting regulatory<br />

compliance head Eavan<br />

McNamee said the condition of<br />

the property is currently being<br />

investigated as a potential health<br />

nuisance.<br />

Any action that could be taken<br />

at the property<br />

will depend on<br />

the investigation<br />

findings,<br />

McNamee said.<br />

Neighbours clash<br />

over residential<br />

development<br />

A property development<br />

has left Redcliffs residents<br />

frustrated about not being<br />

consulted – while the developer<br />

is annoyed at the delays their<br />

complaints have caused.<br />

a residential property at 1<br />

Mulgans Track, Clifton.<br />

The city council approved<br />

development will include a<br />

garage and storage room at<br />

road level, a lift and stairs up<br />

the cliffs, and two residential<br />

units on site.<br />

Nearby residents have taken<br />

issue with the project’s scale<br />

and potential environmental<br />

impact.<br />

the visual<br />

impact of the<br />

development<br />

She also said the association<br />

is concerned about the lack of<br />

community consultation.<br />

“There has been no<br />

consultation with the wider<br />

community at any stage and<br />

council staff were not in a position<br />

to comment when these<br />

issues were raised by the RRA<br />

in 2023,” she said.<br />

“We have become aware that<br />

consent has been given for a<br />

permanent structure (garage)<br />

to be built on the road reserve<br />

in Moncks <strong>Bay</strong> adjacent to the<br />

property and are concerned<br />

that neither the residents’<br />

association nor the residents<br />

of Moncks <strong>Bay</strong> were informed<br />

of this or consulted before the<br />

license was granted.”<br />

City council acting planning<br />

and consents lead Joeleen<br />

Anderson said all resource<br />

consent applications were processed<br />

on a non-notified basis.<br />

“The council did not undertake<br />

consultation under the<br />

Resource Management Act<br />

with the residents’ association<br />

as they were not identified as<br />

an affected party as part of the<br />

resource consent process,” she<br />

said.<br />

The city council does not have<br />

a discretion to consult if the criteria<br />

for non-notification are met.<br />

Said McIntosh: “We feel that<br />

any such use of road reserve<br />

land is of interest to the community<br />

and should have been<br />

discussed with them.”<br />

said a minority of nearby<br />

residents took issue with the<br />

development, which has caused<br />

delays.<br />

“They have kicked up so<br />

much and thanks to them,<br />

we’ve had to change all our consents,<br />

accommodated them as<br />

much as we could and they're<br />

still a non-notified party even<br />

after it went to a commissioner,”<br />

he said.<br />

Peez was granted an original<br />

resource consent in 2022.<br />

Amendments were made<br />

after nearby residents made a<br />

complaint about being a nonnotified<br />

party.<br />

The project was granted<br />

another resource consent in<br />

2024, and an independent commissioner<br />

held up the decision<br />

not to notify the application.<br />

Peez estimated the project<br />

cost has ballooned by about<br />

site is within<br />

the District<br />

Plan Coastal Environment, as<br />

are many sites in this location,<br />

the cliff area is not listed in the<br />

District Plan as either an outstanding<br />

natural feature or a<br />

significant feature,” she said.<br />

“The cliff is owned by the<br />

applicant, and the site is<br />

zoned for residential purposes.<br />

Said Peez: “You will not get a<br />

better architectural designed<br />

home that is more in keeping<br />

with the landscape than that.”<br />

Cell tower in Redcliffs<br />

2 Degrees plans to build a new<br />

cell tower in Redcliffs. The tower<br />

will replace a smaller one on the<br />

corner of Beachville and Main<br />

Rds. A 2 Degrees spokesperson<br />

said the new tower is needed to<br />

expand mobile network coverage<br />

to meet demand in Redcliffs and,<br />

to a lesser extent, Moncks <strong>Bay</strong>.<br />

commissioner.<br />

New act begins on site of historic former theatre<br />

A new building in the heart of<br />

Lyttelton’s shopping area is set<br />

to be completed by the end of<br />

the month.<br />

The development replaces the<br />

former <strong>Harbour</strong> Light Theatre<br />

at 24 London St, which has<br />

been vacant after the building<br />

suffered extensive damage in<br />

the February 2011 earthquake,<br />

before being demolished in<br />

April that year.<br />

Originally built in 1916 as<br />

a cinema and live theatre,<br />

the venue was being used for<br />

live music and<br />

entertainment at<br />

the time of the<br />

earthquakes.<br />

apartments<br />

on the upper<br />

level, complete<br />

with balconies<br />

for visitor<br />

accommodation, while the<br />

It is only the third commercial<br />

new build on London St since<br />

the 2011 earthquake and the<br />

first since 20<strong>15</strong>.<br />

Concrete is currently being<br />

laid for the outdoor pathway,<br />

and interior fit-out work is<br />

under way in the apartments.<br />

Christchurch-based<br />

property owner Alex Wang<br />

initially planned a four-storey<br />

development, but changing<br />

market conditions forced a<br />

rethink and a smaller design<br />

was ultimately adopted.<br />

Wang moved to Christchurch<br />

from China with his wife, Jordan<br />

Zheng, eight years ago. Keen<br />

to make New Zealand their<br />

permanent home, the couple<br />

began looking for a residential<br />

“Once we came here, we found<br />

the Lyttelton community has a<br />

very special culture and the view<br />

of the harbour really attracted<br />

us,” he said.<br />

Wang purchased the 827sq m<br />

site for $420,000 in December<br />

2020. After scrapping the original<br />

design in 2023 and developing a<br />

new proposal, it took another two<br />

years to gain approval.<br />

Construction finally started in<br />

February last year.<br />

Wang said the total cost of the<br />

project was about $3 million.<br />

each measure 85sq m and<br />

feature 3.8m-high ceilings,<br />

timber cladding and decking,<br />

the city council’s regulatory<br />

compliance unit in December to<br />

request an update on the status<br />

of the investigation.<br />

He said the city council only<br />

looks at whether an unoccupied<br />

building is dangerous to<br />

neighbouring properties, not<br />

at whether it is insanitary. It<br />

interprets the Building Act<br />

to mean that only occupied<br />

buildings need to be sanitary.<br />

Herz Jardine is calling for a<br />

change to this policy.<br />

“I don't think we are<br />

currently doing enough to<br />

ensure abandoned buildings<br />

are even safe for surrounding<br />

buildings.<br />

“The fire hazards of long<br />

grass and squatters, and the<br />

community impact of rat<br />

infestations, need to be taken<br />

more seriously,” he said.<br />

“If, instead of providing a<br />

family home for Christchurch<br />

residents, they are providing a<br />

home for rats, they aren’t meeting<br />

their responsibilities and council<br />

needs to step in.”<br />

Saunders would also like to see<br />

Lyttelton small businesses have<br />

access to the area for office use.<br />

“Lyttelton doesn't need<br />

another restaurant or cafe, we<br />

need more malleable spaces and<br />

this one could potentially be it,”<br />

she said.<br />

Wang said his preference was<br />

for the space to be used by the<br />

community.<br />

Honouring Lyttelton’s history<br />

was integral to the building’s<br />

design.<br />

Two exterior columns pay<br />

homage to the demolished<br />

theatre, while the colour palette<br />

is inspired by volcanic rock,<br />

reflecting the harbour’s origins.<br />

“We love this community,<br />

there’s a lot of nice people and<br />

nice culture,” Wang said.<br />

“This area deserves a nice<br />

building and I just want more<br />

people to visit Lyttelton.”<br />

Food Truck Alley<br />

to go monthly<br />

Diminishing visitor numbers are behind<br />

a weekend food market’s decision to go<br />

monthly.<br />

Food Truck Alley is held at the Mt<br />

Pleasant Community Centre from 4-8pm<br />

on Sundays during daylight savings. It<br />

offers cuisines from around the<br />

world, with live music in a dogfriendly<br />

environment.<br />

The community centre has<br />

hosted the event over the past<br />

four years.<br />

Derek McCullough said its committee<br />

had been deliberating<br />

the change for the past three<br />

months after seeing numbers<br />

start to dwindle this season.<br />

He attributed the decline to the competition<br />

for food trucks and the current<br />

cost of living crisis.<br />

“It has made it less attractive for some<br />

people to want to take the family out,”<br />

he said.<br />

McCullough said the change<br />

is more financially sustainable for<br />

the community centre, as it will avoid<br />

blamed on bottles in toilets<br />

Bottles put in public toilets are being<br />

blamed for a wastewater system<br />

overflow that closed Corsair <strong>Bay</strong> at the<br />

weekend.<br />

A health warning was issued after<br />

raw sewage was detected.<br />

The city council said the leak occurred<br />

after the septic system was blocked by<br />

items, including bottles, being put in the<br />

public toilets at Corsair <strong>Bay</strong>.<br />

“Concurrently there was a malfunction<br />

to the outdoor shower which also<br />

discharged clean water down the pathway,”<br />

a city council spokesperson said.<br />

“The effect of any combined runoff<br />

into the bay on water quality is inconclusive.<br />

However, the Christchurch City<br />

Council contacted Environment Canterbury<br />

so appropriate water quality<br />

testing could occur, closed our facilities<br />

at Corsair <strong>Bay</strong> and are working with<br />

contractors to repair the septic system<br />

and open facilities as soon as possible.”<br />

Al Hardy said there were waste bins at<br />

the beach that people should have been<br />

using.<br />

“The only thing that I can think is<br />

people may think that the council public<br />

facilities are more robust than their<br />

ones at home, but actually that's not the<br />

case – if you clog your toilet at home,<br />

what does it do, it backs up on you, and<br />

the same thing has kind of occurred out<br />

here,” he said.<br />

“The lucky thing is there’s a very<br />

small amount of waste that would've<br />

been overflowing it would’ve just been<br />

paying operational costs every week.<br />

“It’s a better deal when we get big<br />

crowds, more trucks, more people – it’s<br />

just generally better for us financially to<br />

do it once a month,” he said.<br />

McCullough would not provide<br />

attendance numbers. He said the decision<br />

to cut back was formed on a<br />

general feeling rather than specific<br />

figures.<br />

“We just have a feel for how<br />

things are going, and that’s what<br />

we’re basing it on,” he said.<br />

Food Truck Alley will now operate<br />

monthly, coinciding with its<br />

kids day out version.<br />

The event will offer pony rides,<br />

a petting zoo, face painting and<br />

live music.<br />

McCullough said those events<br />

consistently attracted the largest<br />

turnouts.<br />

There will only be three more Food<br />

Truck Alleys this season – this Sunday,<br />

February 22 and March 22.<br />

McCullough said the centre will<br />

decide during the off-season whether<br />

to maintain the monthly schedule next<br />

summer.<br />

“Water quality at the affected site is<br />

not considered suitable for recreational<br />

uses including swimming because of<br />

the risk to health from the bacteria and<br />

other pathogens,” she said.<br />

“Water contaminated by human<br />

matter may contain a range of disease-causing<br />

micro-organisms such as<br />

viruses, bacteria and protozoa.”<br />

Eating fish or shellfish from these<br />

sites should also be avoided, Evans said.<br />

passed the baton to a secondgeneration<br />

model, ready to write<br />

the next chapter in this model’s<br />

The previous version was an<br />

instant hit when it launched<br />

here in 2017, offering a winning<br />

blend of space, pace, style,<br />

and all-wheel drive – an ideal<br />

combination for tackling our<br />

demanding roads and variable<br />

weather conditions.<br />

The Czech manufacturer’s<br />

latest SUV flagship enters<br />

the market confidently, with<br />

increased dimensions and stateof-the-art<br />

infotainment systems,<br />

including a 13-inch screen on<br />

the Selection turbo diesel we<br />

tested. The styling isn’t a radical<br />

departure from the old model,<br />

yet it is distinct enough to feel<br />

entirely new.<br />

The three-model range begins<br />

with a pair of front-wheel-drive<br />

110kW 1.4-litre turbo petrols.<br />

The entry-level model is priced<br />

at $57,500, with a higher-spec<br />

Along with the more expensive<br />

Toyota Land Cruiser Prado it’s<br />

one of the few remaining diesels<br />

fighting the good fights in our<br />

large SUV corner these days.<br />

Throttle response isn’t jawdropping<br />

quick, but has plenty<br />

new control layout elevate<br />

The two cargo compartments<br />

under the boot floor are now<br />

made of aluminium, and the<br />

vehicle features door-edge<br />

protection. There is even a QR<br />

code in the boot linking users<br />

to an instructional video on<br />

making full use of the luggage<br />

and storage compartments – a<br />

clever touch.<br />

The Škoda Smart Dials<br />

introduce three intuitive<br />

multifunction controls below the<br />

infotainment display, each with<br />

a digital color screen.<br />

The center Smart Dial<br />

manages up to four userselected<br />

functions, including<br />

infotainment volume, fan speed,<br />

air direction, climate control,<br />

driving modes, and map zoom.<br />

For the first time in the<br />

Kodiaq, the central infotainment<br />

display is free-standing.<br />

For those who enjoy a touch of<br />

nostalgia, the standard 10-inch<br />

infotainment system retains a<br />

traditional radio.<br />

Four USB-C ports are standard<br />

(two front, two rear), each<br />

providing 45W, enough to charge<br />

laptops, smartphones, or tablets.<br />

A <strong>15</strong>W USB-C port is mounted on<br />

the back of the interior mirror.<br />

The Canton 12-speaker sound<br />

system includes a subwoofer<br />

located in the space-saver spare<br />

wheel. Škoda really has thought<br />

of everything.<br />

Safety tech in the Kodiaq<br />

is extensive, with many new<br />

features such as turn assist,<br />

collision avoidance assist,<br />

crossroad assist, and exit<br />

warning.<br />

Crossroad assist uses radar<br />

sensors and a front camera to<br />

warn of crossing traffic, cyclists,<br />

or pedestrians when pulling<br />

out of a driveway or blind exit,<br />

and can automatically apply the<br />

brakes.<br />

Exit warning alerts the driver<br />

visually in the exterior mirror<br />

when a door is opened while<br />

traffic approaches from behind,<br />

covering a range of 35m.<br />

Škoda has also updated its<br />

attention and drowsiness assist<br />

system to combat driver fatigue,<br />

monitoring behaviour and<br />

triggering visual and acoustic<br />

warnings if needed.<br />

Safety is further enhanced<br />

with nine airbags, including<br />

a central airbag between the<br />

driver and front passenger, and<br />

side airbags for the second row,<br />

all standard on New Zealandbound<br />

models.<br />

From day one, the Kodiaq<br />

has excelled in ride comfort<br />

and road holding, handling our<br />

varied surfaces effortlessly.<br />

While the low-speed ride in<br />

town could be slightly more<br />

compliant, overall it hits the<br />

sweet spot. The spring and<br />

damper rates subdue rough<br />

roads well, as proven during<br />

testing on gnarly rural routes.<br />

Steering is direct and<br />

communicative, representing a<br />

strong step up over the previous<br />

model, matching the overall<br />

improvement in the vehicle.<br />
