Derelict house becomes neighbourhood nightmare

Modern and expensive
homes line the streets of the
Brookhaven subdivision in
Woolston, but one sticks out like
a sore thumb.
Neighbours say the empty
Ti Rakau Dr property is an
eyesore with smashed windows,
overgrown trees, dumped
rubbish and a caved-in roof.
The house was badly damaged
in the February 22, 2011,
earthquake. Neighbours say it
is now infested with rats and
constantly visited by looters and
squatters.
One woman, who has lived
next door to the property
for more than a decade with
her husband and two sons,
is concerned about the type
of people it attracts to the
subdivision.
“It’s just attracting a lot of
people into the area. I've noticed
more and more cars coming
along, stopping and going in
there to have a look,” she said.
“It’s quite unsettling when I’m
there home alone with my boys
and my husband’s not home, and
there’s people rustling around in
there. It is just the not knowing of
who's around.”
She said people enter the
property on a weekly basis,
taking window frames and
stripping copper wires and
cables from the doors.

A fire at the house in 2020 was
investigated by police but no one
was charged.
Bay Harbour News contacted
the property owner for comment
but received no response. None
of the neighbours spoken to for
this story wanted to be named.
Some of the neighbours get
together occasionally to take
away any dumped rubbish and
cut back the overgrown grass.
But one said “it shouldn't be
our responsibility”.
They are also concerned the
state of the property could affect
their property values in the
future.
City council acting regulatory
compliance head Eavan
McNamee said the condition of
the property is currently being
investigated as a potential health
nuisance.
Any action that could be taken
at the property
will depend on
the investigation
findings,
McNamee said.
“Council officers
have remained
in regular
communication
with a
complainant
and have made
ongoing attempts
to engage with the property
owner to resolve the matter.”

Neighbours clash
over residential
development

A property development
has left Redcliffs residents
frustrated about not being
consulted – while the developer
is annoyed at the delays their
complaints have caused.
Brinkman Peez is constructing
a residential property at 1
Mulgans Track, Clifton.
The city council approved
development will include a
garage and storage room at
road level, a lift and stairs up
the cliffs, and two residential
units on site.
Nearby residents have taken
issue with the project’s scale
and potential environmental
impact.

Residents’
Association
secretary Pat
McIntosh said
it has received
several complaints
about
the visual
impact of the
development

and its potential damage to the
cliffs.
She also said the association
is concerned about the lack of
community consultation.
“There has been no
consultation with the wider
community at any stage and
council staff were not in a position
to comment when these
issues were raised by the RRA
in 2023,” she said.
“We have become aware that
consent has been given for a
permanent structure (garage)
to be built on the road reserve
in Moncks Bay adjacent to the
property and are concerned
that neither the residents’
association nor the residents
of Moncks Bay were informed
of this or consulted before the
license was granted.”
City council acting planning
and consents lead Joeleen
Anderson said all resource
consent applications were processed
on a non-notified basis.
“The council did not undertake
consultation under the
Resource Management Act
with the residents’ association
as they were not identified as
an affected party as part of the
resource consent process,” she
said.
The city council does not have
a discretion to consult if the criteria
for non-notification are met.
Said McIntosh: “We feel that
any such use of road reserve
land is of interest to the community
and should have been
discussed with them.”

said a minority of nearby
residents took issue with the
development, which has caused
delays.
“They have kicked up so
much and thanks to them,
we’ve had to change all our consents,
accommodated them as
much as we could and they're
still a non-notified party even
after it went to a commissioner,”
he said.
Peez was granted an original
resource consent in 2022.
Amendments were made
after nearby residents made a
complaint about being a nonnotified
party.
The project was granted
another resource consent in
2024, and an independent commissioner
held up the decision
not to notify the application.
Peez estimated the project
cost has ballooned by about

there will be a
change to the
cliff face.
“Although the John Peez
site is within
the District
Plan Coastal Environment, as
are many sites in this location,
the cliff area is not listed in the
District Plan as either an outstanding
natural feature or a
significant feature,” she said.
“The cliff is owned by the
applicant, and the site is
zoned for residential purposes.
Some scaling of the cliff
face was required to enable to
development.”
Said Peez: “You will not get a
better architectural designed
home that is more in keeping
with the landscape than that.”
Cell tower in Redcliffs
2 Degrees plans to build a new
cell tower in Redcliffs. The tower
will replace a smaller one on the
corner of Beachville and Main
Rds. A 2 Degrees spokesperson
said the new tower is needed to
expand mobile network coverage
to meet demand in Redcliffs and,
to a lesser extent, Moncks Bay.
Its resource consent application
was approved by an independent
commissioner.

took two months to build.

New act begins on site of historic former theatre

A new building in the heart of
Lyttelton’s shopping area is set
to be completed by the end of
the month.
The development replaces the
former Harbour Light Theatre
at 24 London St, which has
been vacant after the building
suffered extensive damage in
the February 2011 earthquake,
before being demolished in
April that year.
Originally built in 1916 as
a cinema and live theatre,
the venue was being used for
live music and
entertainment at
the time of the
earthquakes.
The new twostorey
building
will feature
two luxury
apartments
on the upper
level, complete
with balconies
for visitor
accommodation, while the

ground floor will be designated
for either community or
commercial use.
It is only the third commercial
new build on London St since
the 2011 earthquake and the
first since 2015.
Concrete is currently being
laid for the outdoor pathway,
and interior fit-out work is
under way in the apartments.
Christchurch-based
property owner Alex Wang
initially planned a four-storey
development, but changing
market conditions forced a
rethink and a smaller design
was ultimately adopted.
Wang moved to Christchurch
from China with his wife, Jordan
Zheng, eight years ago. Keen
to make New Zealand their
permanent home, the couple

“Once we came here, we found
the Lyttelton community has a
very special culture and the view
of the harbour really attracted
us,” he said.
Wang purchased the 827sq m
site for $420,000 in December
2020. After scrapping the original
design in 2023 and developing a
new proposal, it took another two
years to gain approval.
Construction finally started in
February last year.
Wang said the total cost of the
project was about $3 million.

compliance unit in December to
request an update on the status
of the investigation.
He said the city council only
looks at whether an unoccupied
building is dangerous to
neighbouring properties, not
at whether it is insanitary. It
interprets the Building Act
to mean that only occupied
buildings need to be sanitary.
Herz Jardine is calling for a
change to this policy.
“I don't think we are
currently doing enough to
ensure abandoned buildings
are even safe for surrounding
buildings.
“The fire hazards of long
grass and squatters, and the
community impact of rat
infestations, need to be taken
more seriously,” he said.
“If, instead of providing a
family home for Christchurch
residents, they are providing a
home for rats, they aren’t meeting
their responsibilities and council
needs to step in.”

Wang has yet to confirm plans
for the ground floor, but he has
been in discussions with Te
Puna Auaha Makerspace and
Tool Library about providing
space for Lyttelton artists.

the derelict former Lyttelton
Borough Council Stables into
a creative hub for artists,
musicians, designers and
community groups.
However, with that project still
several years away, he is seeking
a shorter-term solution.
The ground floor could also be
used by Lyttel Creators Space,
a youth initiative organised
by Dietsche and Lyttelton
Harbour Business
Association chair
Sabrina Saunders.
The programme
aims to support
young people
aged 15–25 who
are not pursuing
tertiary education,
by providing life
skills, mentorship
and clear career
pathways.
Saunders would also like to see
Lyttelton small businesses have
access to the area for office use.
“Lyttelton doesn't need
another restaurant or cafe, we
need more malleable spaces and
this one could potentially be it,”
she said.
Wang said his preference was
for the space to be used by the
community.
Honouring Lyttelton’s history
was integral to the building’s
design.
Two exterior columns pay
homage to the demolished
theatre, while the colour palette
is inspired by volcanic rock,
reflecting the harbour’s origins.
“We love this community,
there’s a lot of nice people and
nice culture,” Wang said.
“This area deserves a nice
building and I just want more
people to visit Lyttelton.”

Diminishing visitor numbers are behind
a weekend food market’s decision to go
monthly.
Food Truck Alley is held at the Mt
Pleasant Community Centre from 4-8pm
on Sundays during daylight savings. It
offers cuisines from around the
world, with live music in a dogfriendly
environment.
The community centre has
hosted the event over the past
four years.
Community centre chair
Derek McCullough said its committee
had been deliberating
the change for the past three
months after seeing numbers
start to dwindle this season.
He attributed the decline to the competition
for food trucks and the current
cost of living crisis.
“It has made it less attractive for some
people to want to take the family out,”
he said.

is more financially sustainable for
the community centre, as it will avoid

Bottles put in public toilets are being
blamed for a wastewater system
overflow that closed Corsair Bay at the
weekend.
A health warning was issued after
raw sewage was detected.
The city council said the leak occurred
after the septic system was blocked by
items, including bottles, being put in the
public toilets at Corsair Bay.
“Concurrently there was a malfunction
to the outdoor shower which also
discharged clean water down the pathway,”
a city council spokesperson said.
“The effect of any combined runoff
into the bay on water quality is inconclusive.
However, the Christchurch City
Council contacted Environment Canterbury
so appropriate water quality
testing could occur, closed our facilities
at Corsair Bay and are working with
contractors to repair the septic system
and open facilities as soon as possible.”
Council community parks manager
Al Hardy said there were waste bins at
the beach that people should have been
using.
“The only thing that I can think is
people may think that the council public
facilities are more robust than their
ones at home, but actually that's not the
case – if you clog your toilet at home,
what does it do, it backs up on you, and
the same thing has kind of occurred out
here,” he said.
“The lucky thing is there’s a very
small amount of waste that would've
been overflowing it would’ve just been

paying operational costs every week.
“It’s a better deal when we get big
crowds, more trucks, more people – it’s
just generally better for us financially to
do it once a month,” he said.
McCullough would not provide
attendance numbers. He said the decision
to cut back was formed on a
general feeling rather than specific
figures.
“We just have a feel for how
things are going, and that’s what
we’re basing it on,” he said.
Food Truck Alley will now operate
monthly, coinciding with its
kids day out version.
The event will offer pony rides,
a petting zoo, face painting and
live music.
McCullough said those events
consistently attracted the largest
turnouts.
There will only be three more Food
Truck Alleys this season – this Sunday,
February 22 and March 22.
McCullough said the centre will
decide during the off-season whether
to maintain the monthly schedule next
summer.
The health warning covered Corsair Bay, the
jetty and beach at Cass Bay, and the beach at
Rāpaki Bay.

“Water quality at the affected site is
not considered suitable for recreational
uses including swimming because of
the risk to health from the bacteria and
other pathogens,” she said.
“Water contaminated by human
matter may contain a range of disease-causing
micro-organisms such as
viruses, bacteria and protozoa.”
Eating fish or shellfish from these
sites should also be avoided, Evans said.

Škoda’s largest SUV, the sevenseat
Kodiaq, is also one of its
biggest sellers and has now
passed the baton to a secondgeneration
model, ready to write
the next chapter in this model’s
success story.
The previous version was an
instant hit when it launched
here in 2017, offering a winning
blend of space, pace, style,
and all-wheel drive – an ideal
combination for tackling our
demanding roads and variable
weather conditions.
The Czech manufacturer’s
latest SUV flagship enters
the market confidently, with
increased dimensions and stateof-the-art
infotainment systems,
including a 13-inch screen on
the Selection turbo diesel we
tested. The styling isn’t a radical
departure from the old model,
yet it is distinct enough to feel
entirely new.
The three-model range begins

features is its spacious cabin,

The revamped interior and
new control layout elevate

The two cargo compartments
under the boot floor are now

vehicle features door-edge
protection. There is even a QR
code in the boot linking users
to an instructional video on
making full use of the luggage
and storage compartments – a

The Škoda Smart Dials
introduce three intuitive
multifunction controls below the
infotainment display, each with
a digital color screen.
The center Smart Dial
manages up to four userselected
functions, including
infotainment volume, fan speed,
air direction, climate control,
driving modes, and map zoom.
For the first time in the
Kodiaq, the central infotainment
display is free-standing.
For those who enjoy a touch of
nostalgia, the standard 10-inch
infotainment system retains a
traditional radio.
Four USB-C ports are standard
(two front, two rear), each
providing 45W, enough to charge
laptops, smartphones, or tablets.
A 15W USB-C port is mounted on
the back of the interior mirror.
The Canton 12-speaker sound
system includes a subwoofer
located in the space-saver spare
wheel. Škoda really has thought
of everything.
Safety tech in the Kodiaq
is extensive, with many new
features such as turn assist,
collision avoidance assist,
crossroad assist, and exit
warning.
Crossroad assist uses radar
sensors and a front camera to
warn of crossing traffic, cyclists,
or pedestrians when pulling
out of a driveway or blind exit,
and can automatically apply the
brakes.
Exit warning alerts the driver
visually in the exterior mirror
when a door is opened while
traffic approaches from behind,
covering a range of 35m.
Škoda has also updated its
attention and drowsiness assist
system to combat driver fatigue,
monitoring behaviour and
triggering visual and acoustic
warnings if needed.
Safety is further enhanced
with nine airbags, including
a central airbag between the
driver and front passenger, and
side airbags for the second row,
all standard on New Zealandbound
models.
From day one, the Kodiaq
has excelled in ride comfort
and road holding, handling our
varied surfaces effortlessly.
While the low-speed ride in
town could be slightly more
compliant, overall it hits the
sweet spot. The spring and
damper rates subdue rough
roads well, as proven during
testing on gnarly rural routes.
Steering is direct and
communicative, representing a
strong step up over the previous
model, matching the overall
improvement in the vehicle.

Puawai award recipients recognised
With the new school year fast
approaching, the year 8 students
from last year and their parents
are starting to prepare for the
transition from primary school
to high school.
While students may be feeling
excited – or a little apprehensive
– parents are often focused on
the costs that come with starting
high school, including new
uniforms, computers, stationery
and other essentials.
To assist with these costs, the
Sumner Ferrymead Foundation
introduced the Puawai Award
in 2020. The award recognises
students who have flourished in
their final year of primary school.
Each school in the Sumner
Ferrymead Foundation’s
catchment area – from Taylors
Mistake through to Heathcote
and around to Brookhaven -
determines their own criteria
for the award, and the number
of recipients they wish to
recognise.
Redcliffs Primary School
teacher Monique Stevenson
said the support was especially
welcome at a time of increased
costs.
“It’s an expensive time for the
parents of our year 8 students;
we so appreciate the generosity
of the Sumner Ferrymead Foundation
as the kids start on a new
adventure.”
That appreciation was quickly
echoed by families. Within days
of the awards being presented,
foundation treasurer Max
Mathias was receiving messages
from parents expressing

the Puawai Award, forming
a diverse group heading
to secondary schools across
the region – from Rolleston to
Burnside, Cashmere to Avonside
Girls’ and Shirley Boys’, as
well as Christchurch Boys’ High,
Christchurch Girls’ High, Hagley

Sumner Ferrymead Foundation.
In February applications will
open for the 2026 Community
Grants programme for groups,
clubs, and organisations in the
foundation’s catchment area.
There are grants for sport, arts
& culture, the environment, and
education.
