May start on water storage facility<br />

As plans gear up to turn the first<br />

sod for ahuge water storage<br />

facility at Burnt Hill, near<br />

Oxford, fears remain in the<br />

community about safety.<br />

Construction is planned to<br />

begin in May <strong>2026</strong> to build the 8.2<br />

million cubic metre pond on a<br />

120 hectare property at Wrights<br />

Road.<br />

This follows Waimakariri<br />

IrrigationLimited’s<br />

shareholders purchasing over 90<br />

per cent of the shares offered in<br />

Burnt Hill Storage Limited<br />

(BHSL) when the share offer<br />

closed on December 3.<br />

BHSL will own and operate the<br />

water storage facility, along with<br />

an existing smaller pond, using<br />

Waimakariri Irrigation Limited’s<br />

(WIL’s) water race infrastructure.<br />

The water storage ponds are<br />

expected to be operational for<br />

the 2029/2030 irrigation season.<br />

The ponds will be built in<br />

accordance with the resource<br />

and building consents and<br />

conditions issued by the<br />

Environment Court in 2020 (2020<br />

NZEnvC138).<br />

BHSL will be required to<br />

comply with the NZSOLD 2024<br />

guidelines once the resource<br />

consents are implemented and<br />

the requirements of the Building<br />

(Dam Safety) Regulations (2022).<br />

However, Catherine Ballinger,<br />

chair of the Eyre Community<br />

Environmental Society (ECESS),<br />

alocal residents group, says the<br />

community has been left<br />

‘‘floundering and feeling<br />

vulnerable’’ due to concerns<br />

about how conditions, which<br />

were set out by the Environment<br />

Court following the group’s<br />

appeal to consents for the dam<br />

project, will be enforced.<br />

She says to ensure this will<br />

happen, ECESS will need legal<br />

representation, and funds to<br />

employ alawyer, as requests to<br />

date to both Environment<br />

<strong>Canterbury</strong>and the Waimakariri<br />

District Council for information<br />

have beenmet with silence.<br />

The group is planning a<br />

meeting at the West Eyreton Hall<br />

onMonday, <strong>January</strong> 19, at 7pm to<br />

discuss the wayforward.<br />

in February <strong>2026</strong> for residentsto<br />

storage ponds and aCommunity<br />

Liaison Group (CLG) will be<br />

established in accordance with<br />

the conditions of the resource<br />

consent issued to WIL in August<br />

2020 by the Environment Court.<br />

welcome to reach out with<br />

questions regarding the Wrights<br />

Road Water Storage Ponds.<br />

and transparent in how we<br />

engage and communicate with<br />

WILwas first granted a<br />

building consent in June 2013 for<br />

the 8.2 million cubic metre water<br />

storage facility on its property at<br />

Burnt Hill where asmall storage<br />

pond has already been<br />

established.<br />

The pond will augment<br />

supplies from the irrigation<br />

scheme when run­of­river supply<br />

is limited by high or low flows.<br />

The consent was approved<br />

with 160 submissions being<br />

received, 1<strong>15</strong> of them objecting to<br />

the project.ECESS then<br />

appealed to the Environment<br />

Court.<br />

Mr Walton says the $50 million<br />

construction cost will have a<br />

‘‘positive impact’’ district­wide,<br />

giving asurety of water on farm to<br />

maintain businesses and protect<br />

farmers from the ravages of<br />

drought.<br />

‘‘District wide there will be<br />

huge economic benefits,’’ he says.<br />

Catherine says the group is<br />

proud of what it achieved during<br />

the Environment Court process.<br />

Improvements included<br />

strengthening the wall design<br />

with ahigher­grade lining, and<br />

warning systems have changed.<br />

‘‘Our concern has always been<br />

about public safety.<br />

‘‘We are not opposed to water<br />

storage. But there is just so many<br />

other avenues (for storage) such<br />

as little storage ponds on farms.’’<br />

Complaintupheld by Media<br />

Council against the NC <strong>News</strong><br />

The NewZealand Media Council has<br />

upheld acomplaint against the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> (NCN) for breaching<br />

Principle (1) Accuracy, Fairness and<br />

Balanceinits coverage of adog attack<br />

incident.<br />

The front­page article, published on<br />

October 9, 2025, titled Council reviews<br />

processes after dog attack, described an<br />

incident where adog jumped afence and<br />

attackedanother dog and itsowner. The<br />

story reliedsolely on commentsfrom the<br />

victim of the attack, who criticised<br />

Hurunui District Council’s handling of dog<br />

control issues. The article also noted that<br />

the Council’s Chief Executive would<br />

review processes for managing dangerous<br />

dogs.<br />

Complainant Nicci Heywood, owner of<br />

the dog involved in the attack, argued the<br />

article was inaccurate, misleading, and<br />

unfair.<br />

Despite being referenced multiple<br />

times, she was not contacted for comment<br />

prior to publication.<br />

Ms Heywood said the report<br />

exaggerated the seriousness of the<br />

incident and breached her privacy, as she<br />

was easily identifiable in the small<br />

community even though her name was not<br />

published.<br />

She also claimed the article relied on<br />

unverified assertions from asingle source,<br />

creating adistorted account of events.<br />

<strong>North</strong> <strong>Canterbury</strong><strong>News</strong> editor Robyn<br />

Bristow defended the article, saying it<br />

focused on dog control practices rather<br />

than individuals and noted that Ms<br />

Heywood had complied with animal<br />

control requirements.<br />

After receiving Ms Heywood’s<br />

complaint, NCN published an apology and<br />

her version of events on October 16.<br />

However, this follow­up prompted a<br />

second apology to the victim of the attack<br />

after she disputed aspects of Ms<br />

Heywood’s account.<br />

The MediaCouncil found no breach of<br />

privacy or Principle (4) Comment and<br />

Fact,asthe article was presented as news<br />

rather than opinion.<br />

However, it ruled that <strong>North</strong> <strong>Canterbury</strong><br />

<strong>News</strong> failed to meet its obligations under<br />

Principle (1).<br />

The Council highlighted the risks of<br />

relying on asingle source for astory<br />

involving reputational interests and<br />

stressed the need for reasonable efforts to<br />

obtain comment from all parties before<br />

publication.<br />

It noted that subsequent corrections and<br />

apologies did not fully mitigate the initial<br />

imbalance and inaccuracies.<br />

The Council concluded that the article<br />

was unfair and unbalanced in breach of<br />

Principle (1) of its Principles,and this was<br />

not cured by the later actions by the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong>.<br />

The process surrounding the article was<br />

“unsatisfactory” and that the problems<br />

could have been avoided with aproperly<br />

balanced report from the outset.<br />

The next six months are set to be abusy<br />

time in local government, Hurunui Mayor<br />

Marie Black says.<br />

Councilsare digesting amyriad of<br />

reforms from central Government,<br />

considering annual plans and establishing<br />

new threewaters entities.<br />

In the lead up to Christmas, the<br />

Government announced legislation to<br />

replace the Resource Management Act,<br />

abolish regional councils and introduce<br />

rates capping.<br />

‘‘It would be fair to say the next six<br />

months will be areally busy time for local<br />

government,’’ Mrs Black said.<br />

‘‘Things have changed so fast in the last<br />

12 months and our staff have worked their<br />

butts off. It is amassive workload and it is<br />

really important that we give credit to<br />

them.<br />

‘‘There is arelatively tight timeframe for<br />

submissions, but it’s important for districts<br />

likeHurunui to be influential so our<br />

community comes out in afavourable<br />

position.’’<br />

While there is ageneral election later<br />

this year, Mrs Black said therewill be<br />

change regardless of the make up of the<br />

next Government.<br />

It means <strong>Canterbury</strong>’s councils need to<br />

be pro­active in presenting their own<br />

vision for the future, she said.<br />

Mrs Black is deputy chair of the<br />

<strong>Canterbury</strong>Mayoral Forum, which<br />

represents the region’s mayors.<br />

‘‘If we are brave and if we are bold and<br />

consider what our ratepayers need into<br />

the future ­and not just the next 3­5years,<br />

but20­30 years.<br />

‘‘Rather than fearing change, we can<br />

look at it as amassive opportunity to look<br />

at how we can this as aregion into the<br />

future.’’<br />

She said her council has yet to discuss<br />

the proposals to establish ‘‘a Hurunui<br />

position’’.<br />

KaikouraDistrict Council chief<br />

executive Will Doughty said his small<br />

council team was wading through an<br />

‘‘Advent calendar of reforms’’ with its<br />

<strong>Canterbury</strong>neighbours and preparing<br />

submissions.<br />

‘‘We need to carefully consider how<br />

much time and resource we give to<br />

responding to the legislation, while<br />

working on two annual plans.<br />

‘‘We need to make sure we have avoice<br />

and engage where can and where we feel<br />

strongly.’’<br />

Mr Doughty said this year’s annual plan<br />

is the first one without three waters<br />

included, while staff are also preparing<br />

the financials for the new jointwater<br />

services council controlled organisation<br />

with the Hurunui District Council.<br />

‘‘In future the new water entity will be<br />

doing its own annual plan, but its not<br />

established yet, so it’s abit of adouble<br />

workload.’’<br />

The council marked the completion of<br />

the first building of the Wakatu waterfront<br />

development in December, while housing<br />

developments are under way.<br />

Submissions closed just before<br />

Christmas for the proposed Ocean Ridge<br />

private plan, with around 30 submissions<br />

received. Staff are now preparing a<br />

summary of submissions,before asecond<br />

round of submissions ahead of possible<br />

hearings later this year.<br />

If improved, it would allow the subdivision<br />

to grow from consented 83<br />

sectionstoupto486 sections. Mr Doughty<br />

said the council is also looking forward to<br />

seeing the first houses built in the much<br />

anticipated Vicarage Views sub­division.<br />

‘‘We are excited for the year ahead and<br />

we’ve got alot of stuff happening with<br />

Wakatu Quay, Ocean Ridge and Vicarage<br />

Views.’’<br />

Tamworth ahealing experience<br />

Time at Australia’s highly regarded<br />

Academy of Country Music in Tamworth<br />

is proving to be ahealing experiencefor<br />

Kaiapoi singer/songwriter Josh Keating<br />

after abrutal, unprovokedattack in<br />

Christchurch last year.<br />

Josh, who is 20, is in Tamworth on a<br />

scholarship from Sound NSW,<br />

completing the academy’s 12­day singer/<br />

songwriter/performer senior course<br />

with 29 other young emerging artists<br />

from Australia and New Zealand.<br />

‘‘It has been an absolutely incredible<br />

experience,’’ he says.<br />

‘‘With 12 days from 8:30am to 9pm­plus<br />

daily it is very full on, but so rewarding.<br />

‘‘We learn many aspects of being a<br />

musician, from songwriting to<br />

promotion, performance, as well as<br />

working with some of Australia’s best in<br />

the industry such as Lyn Bowtell, Kasey<br />

Chambers, Jenny Mitchell, and Roger<br />

Corbett (The Bushwackers).<br />

‘‘I was lucky enough to write asong<br />

with Gavin Carfoot who has written with<br />

the likes of Kaylee Bell (Same Songs),<br />

Max Jackson (Little More Country), and<br />

so many more.’’<br />

The Tamworth experience, which<br />

began on <strong>January</strong> 5and ends tomorrow,<br />

<strong>January</strong> 16, is giving Josh awelcome<br />

chance to reset after the life­threatening<br />

attack he suffered on <strong>January</strong> 10 last<br />

year at Micky Finn’s Irish Pub in<br />

Christchurch where he was performing<br />

with his band.<br />

Duringthe attack Josh was punched<br />

and kicked repeatedly beforefalling to<br />

the ground where the blows to his head<br />

continued until abar patron intervened,<br />

putting his own life at risk to stopthe<br />

assault which was filmed by ayoung<br />

male who was with the attacker.<br />

Hospital stafftreating Josh’s injuries<br />

after the attack told him he was lucky to<br />

survive it, and he says he will be<br />

‘‘forever grateful’’ to the person who<br />

helped him for saving his life.<br />

The attack left him doubting whether<br />

he could continue being aperformer,<br />

something he has loved doing for as long<br />

as he can remember.<br />

For many months after the attack he<br />

was unable to drive, be on his own or<br />

work as aperformer.<br />

He wasdiagnosed with concussion<br />

after the attack.<br />

Headaches became part of his<br />

everyday life and he suffered from<br />

anxiety attacks, sleep deprivation, with<br />

nightmares,which impacted his return<br />

to university last year.<br />

‘‘I would give anything to be the<br />

happy, confident, and ambitious person<br />

Iused to be.<br />

‘‘If you asked me before the assault<br />

what my biggest dream was, Iwould tell<br />

you that Iwanted to tour the world as a<br />

performer.<br />

‘‘If you asked me now, Iwould say that<br />

Iwould simply love to feel safe,’’ Josh<br />

says.<br />

However, despite the extreme<br />

difficulties he faced during 2025 Josh<br />

says he is incredibly fortunate to have<br />

the love and support of his close­knit<br />

musical family, including grandmother<br />

SharonRussell, one of New Zealand’s<br />

brightest country and western music<br />

stars, his parents Gina and Shane<br />

Keating and his good friends, to help<br />

him recover.<br />

The supportive Tamworth experience<br />

where he is making new friends, writing<br />

music and learning about the music<br />

industry is also helping to rekindle<br />

Josh’s love of music and performing.<br />

The young high achiever, who plays<br />

music gigs with his band in Christchurch<br />

most weekends, is aNew Zealand<br />

Country Music Entertainer of the Year<br />

winner, aChristmas in the Park artist, a<br />

National Youth Ambassador for the<br />

New Zealand Country Music Association<br />

and is also studying law and commerce<br />

at the University of <strong>Canterbury</strong>, says he<br />

is now ‘‘more driven than ever to making<br />

<strong>2026</strong> my year with some exciting things<br />

coming up including releasing more<br />

music’’.<br />

He hopes the attack will alert other<br />

musicians about the unexpected<br />

dangers they can face when performing<br />

in public and he encourages them to<br />

look out for each other.<br />

Late last year the police charged the<br />

young male who attacked Josh with<br />

‘‘assault with intent to cause injury’’,<br />

and on December 2hewas sentenced to<br />

six months home detention. At this time<br />

we are unable to name that person.<br />

Auction planned toboost Abbeyfield funds<br />

treatmentsand mystery envelopes will<br />

be among the many items to be put up for<br />

auction in the Abbeyfield Auction of<br />

Promises next May.<br />

With $350,000 needing to be raised for<br />

a‘flatting for seniors’ Abbeyfield House<br />

in Rangiora, Abbeyfield Waimakariri<br />

(AWI) chair Valda Reveley says it wanted<br />

to hold an event that was a“little<br />

different from the norm” and the style of<br />

auction ‘‘fits the bill’’.<br />

‘‘We’ve already been donated some<br />

exciting promises for our auction and<br />

we’ll be gathering many more of varying<br />

values, so the event should be attractive<br />

to awide rangeofpeople,’’ she says.<br />

Mrs Reveley saysacall will go out<br />

early next year for volunteers to help<br />

with the logistics of organising and<br />

running the auction.<br />

Funds realised at the auction, which<br />

will be held at the Rangiora RSA on<br />

Saturday,May 16, will be added to the<br />

$102,000 already raised towards<br />

building a14­suite house in Kingsbury<br />

Ave, Rangiora.<br />

The house, for independent single<br />

seniors, will provide both private and<br />

shared spaces with affordable rents<br />

that will include all meals, power and<br />

other overheads.<br />

Decades of service to Waipara<br />

Paul Harris felt humbled<br />

when he opened aletter from<br />

the Department of Internal<br />

Affairs asking him if he would<br />

accept aKing's Service Medal<br />

in the <strong>2026</strong>New Year's<br />

Honours List.<br />

‘‘It was ahuge surprise to<br />

mewhen Iopened the letter in<br />

October,’’ he says.<br />

The achievements of this<br />

Waipara farmer are many, and<br />

they all revolve around his<br />

community in Waipara.<br />

They include being aJustice<br />

of the Peace in the Waipara<br />

communitysince 1998, serving<br />

with the Waipara Volunteer<br />

Fire Brigade since 1975 and<br />

being its Chief Fire Officer<br />

from 1999.<br />

He has been involved in a<br />

wide array of community<br />

groups, including the<br />

Glenmark Reserves<br />

Committee, which he chaired<br />

for <strong>15</strong>years.<br />

He been ajudge for the New<br />

Zealand Shearing Sports<br />

committee since 1995 and a<br />

referee for the World Sheep<br />

Shearing Record Society from<br />

2007 to 2024, judging record<br />

attempts nationally and in the<br />

United Kingdom and<br />

Australia.<br />

Mr Harris was Chief<br />

Referee for the World<br />

Shearing Championships in<br />

Invercargill in 2017, and has<br />

chaired the South Island<br />

Shearing Sports Committee<br />

and the World Sheep Shearing<br />

Record Society since 2021.<br />

He organised one of New<br />

Zealand’s earliest longstanding<br />

Speed Shear<br />

competitions, held annually in<br />

Waipara.<br />

Now semi­retired to asmall<br />

block, Mr Harris is not sitting<br />

still despite arecent hip<br />

operation.<br />

“It’s temporarily slowed me<br />

down, but Istill have things to<br />

do,” he says.<br />

The KSM letter asked him<br />

not to tell anyone until New<br />

Year's Eve, and he says he<br />

managed to hold off until afew<br />

days before Christmas, when<br />

he finally told his wife,<br />

‘‘She knew something was<br />

happening, so Ilet her in on<br />

the secret.<br />

‘‘Then, from 7amonNew<br />

‘‘So many people rang to<br />

congratulate me, Ifelt very<br />

humbled by the whole<br />

experience,’’ he says.<br />

‘‘I love serving my<br />

community, and Ihave<br />

enjoyed every minute of it.”<br />

Mr Harris is now looking<br />

forward to travelling to<br />

Wellington later in the year to<br />

join the six other members<br />

from Fire and Emergency<br />

NewZealand who also<br />

received awards in the New<br />

Year's honours list.<br />

Drive, fly-in event at Oxford<br />

The fifth annual Wheels with Wings,<br />

organised by the Oxford and District Lions<br />

Club and the Oxford Community Trust, has<br />

attracted interest from many keenaviators<br />

and motoring enthusiasts region­wide for<br />

this Sunday’s show in Oxford.<br />

Spokesperson Dave McPherson says<br />

they have already received agood deal of<br />

interest in the family fun, drive and fly­in<br />

event and are hoping the weather cooperates<br />

after last year's rain­affected<br />

show.<br />

‘‘Last year, we had asmaller turnout of<br />

classic and vintage cars, motorbikes and<br />

12 recreational aircraft at the Browns<br />

Road site.<br />

‘‘It was agreat day before the forecasted<br />

rain arrived, dampeningthings. ’’<br />

This year, Dave says they are hoping for<br />

finer weather and abigger turnout.<br />

He says he’s been heartened by the<br />

many varied car clubs and aviation<br />

enthusiasts who have called asking if they<br />

could attend.<br />

Once again, one of the more colourful<br />

groups supporting the Wheels withWings,<br />

willbethe organisersofthe very popular<br />

Oxford Scooter Tour.<br />

‘‘It starts with all the scooters and small<br />

motorcycles assembling at the Rangiora<br />

Racecourse, Lehmans Road, entrance at<br />

10am.<br />

‘‘They then travel via Loburn and the<br />

Ashley Gorge before reassembling at the<br />

Oxford Club from 11am for their mass<br />

arrival at the Wheels with Wings site<br />

between 11.30am and 12noon. They are a<br />

fun part of the day, many bring picnics and<br />

dress up for the ride and the day.<br />

‘‘They are just one of manyfun and<br />

interesting things on display on the day,<br />

and this includes being able to get up close<br />

Her hip had otherplans<br />

Rosemary had plans for her retirement.<br />

Morning walks with friends, afternoons in<br />

the garden, weekends chasing grandchildren<br />

around thepark. Herhip hadother ideas.<br />

“It started gradually,” the 68-year-old<br />

recalls.“FirstI’d feel it afterlong walks. Then<br />

after short ones. Eventually Iwas feeling it<br />

just lying in bed trying toget comfortable at<br />

night.”<br />

Her hips began dictating her days. She’d<br />

decline invitations, knowing she’d pay for<br />

it later. The garden grew untidy. Visits from<br />

grandchildren became something to manage<br />

rather than enjoy.<br />

“My world was shrinking,” she admits. “I<br />

wasbecomingsomeone whosat andwatched<br />

rather than joined in.”<br />

Her daughter had noticed the change and<br />

atmewhilstI’m trying to go to sleep.”<br />

Her husband has noticed the difference.<br />

“He says he’s got his wife back,” Rosemary<br />

shares. “I’m doing things again, making<br />

plans, saying yesinstead of making excuses.”<br />

now – bedroom, kitchen, hallway – and<br />

has introduced it to her mother-in-law and<br />

“It’s not about being twenty again,”<br />

Rosemary reflects. “It’s about your body not<br />

holding you back from the life you want. I<br />

wasted months accepting limitations that<br />

didn’tneed to be permanent.”<br />

FTA an opportunity<br />

Anew year, and anew Free Trade<br />

Agreement (FTA) with India, unlocking<br />

market access to 1.4 billion consumers,<br />

in an economy set to become the world’s<br />

third largest by 2030.<br />

It is an incredible opportunity for our<br />

farmers, growers, manufacturers and<br />

exporters.<br />

By way of example, preferential<br />

access to India’s 700 million middle<br />

class within the next five yearswill<br />

provide alarger market than the entire<br />

population of the European Union orthe<br />

Association of Southeast Asian Nations<br />

(ASEAN).<br />

India is currently our 5th largest<br />

services export market and our 21st<br />

largest goods export market.<br />

In the year ended June 2025, we<br />

exported NZ$1.79 billion of goods and<br />

services to India or around 1.5% of our<br />

total exports.<br />

There is great potential for growth, not<br />

only for our premium food, beverage and<br />

consumer goods exports but also forour<br />

services exporters in the creative<br />

industries, education, tourism and<br />

technology.<br />

Significantly, the high quality NZ —<br />

India FTA Agreement provides some of<br />

the highest levels of access of any Indian<br />

FTA —with tariffs fully eliminated<br />

immediately for sheep meat, wool,coal<br />

and for more than half of our exports,<br />

rising to over 80% of our exports once<br />

the FTA is fully phased in.<br />

Trade is the engine room of our<br />

economy, supporting one in four New<br />

Zealand jobs so the elimination and<br />

reduction in tariffs, streamlined access<br />

at the border and reduced transaction<br />

costs offer significant advantage to our<br />

Importantly, it puts NZ exporters on<br />

an equal or better footing than<br />

competitorsacross arange of sectors.<br />

Our kiwifruit and apple growers will<br />

appreciate quota volumes starting well<br />

above average recent trade, and our<br />

mānuka honey producers and wine<br />

growerswillenjoy significantly lower<br />

tariffs.<br />

The Agreement also provides duty free<br />

access for most seafood exports; most<br />

iron, steel and scrap aluminium; dairy<br />

and other food ingredients forre­export;<br />

bulkinfant formula and other high value<br />

dairy preparations; and cherries,<br />

avocados,persimmons, and blueberries.<br />

There are also tariff reductions of 50%<br />

forhigh value milk albumins within a<br />

NZ­specific quota equal to current<br />

exportvolumes.<br />

To date, nocountry has secured access<br />

to core dairy products in India, however,<br />

we have achieved more for dairy in this<br />

FTA than most other countries.<br />

For example, the Agreement futureproofs<br />

New Zealand’s dairy access by<br />

offering the right to negotiate should<br />

India give better dairy access to other<br />

(comparable) countries —the first time<br />

India has made such acommitment in an<br />

FTA.<br />

Similarly, in services and wine, gains<br />

are futureproofed with acommitment<br />

that any better outcome offered to<br />

India’s FTA partners will be<br />

automatically passed on to us.<br />

These are exciting times and our<br />

Government is committed to enabling<br />

and supporting your success.<br />

Motorists are being advised to be<br />

patient, with roadworksset to<br />

disrupt holiday plans in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Hurunui Mayor Marie Black says<br />

motorists need to be mindful of their<br />

environment, when traveling along a<br />

detour.<br />

WakaKotahi NZ TransportAgency<br />

is carrying out plannedroadworks in<br />

the Hurunui and Kaikōura districts<br />

over the next two months.<br />

Roadworks started this week on<br />

State Highway 1, north of Amberley.<br />

<strong>North</strong>bound traffic is being<br />

diverted through Douglas Road,<br />

Mount Brown Roadand Georges<br />

Road, with the detour expected to<br />

remain in placeuntil <strong>January</strong>30.<br />

The detour route includes gravel<br />

roads, and Mrs Black said motorists<br />

should spare athought for the<br />

residents who liveonthose roads.<br />

‘‘There needs to be some<br />

flexibility, with motorists allowing<br />

plenty of time and they need to be<br />

conscious ofpeople who live on a<br />

road which doesn’t normallyhave<br />

this volume of traffic.’’<br />

The southbound lane is stillbe<br />

operating, with a30kph temporary<br />

speed limit restrictioninplace and<br />

delays of up to <strong>15</strong> minutes.<br />

State Highway 7atIsland Hills,<br />

near Glynn Wye Stationinthe<br />

Hurunui district, will be closed from<br />

9pm on<strong>January</strong> 22 until 5.30am the<br />

next morning for road resealing.<br />

Amidnight opening will allow<br />

traffic through in acontrolled<br />

convoy. The alternative route is via<br />

State Highways 1, 63, 6and 65<br />

through Blenheim, but this will add<br />

more than four hours of travel time,<br />

Hope Community Trust are offering a<br />

way to clear out your yards or<br />

workspaces of all the unused tradie<br />

items, left over bits and bobs or stuffleft<br />

over from old jobs, that are gathering<br />

dust and filling up the yards.<br />

It is hosting aDIY Garage Sale on<br />

Saturday, <strong>January</strong> 31.<br />

of grassroots community support is<br />

working in partnership with Eco<br />

Educatetohost the Tradies DIY Garage<br />

Sale, where all items are sold to benefit<br />

the charity over the course of three<br />

opportunity to clean up work yards, all<br />

‘‘I saw thisidea work very well in the<br />

<strong>North</strong> Island. In one community, the<br />

town’s tradies rallied around and<br />

supported their local charity, shifting<br />

20 tons of unused excess DIY materials<br />

in one morning and raising thousands. I<br />

come from achippie family, and Iknow<br />

what gets put aside and stored just in<br />

‘‘I am sure the format of the DIY<br />

Garage Sale will become very popular<br />

here in Rangiora,’’ Lesley says.<br />

More teachersstaying, pupils notleaving<br />

At least one <strong>North</strong> <strong>Canterbury</strong> school<br />

has no staff vacancies thisyear.<br />

Kaiapoi High School principal Jason<br />

Reid said the school normally recruits<br />

at least five new teachers.<br />

But with the demise of the Kāhui Ako<br />

(communities of learning) and the lack<br />

of movementinto other teaching roles,<br />

means more teachers are staying at the<br />

school.<br />

The school has 74 full­time<br />

equivalent teachers.<br />

Mr Reid said eight teachershad parttime<br />

in­school or across school roles as<br />

part of the Kāhui Ako.<br />

These roles have been absorbed back<br />

into the school, while the lack of first<br />

year teachers being recruited for next<br />

year also impacts on teaching<br />

positions.<br />

‘‘I would have expected some to go<br />

off to be adeputy principalorsimilar<br />

positions elsewhere, but it hasn’t<br />

happened,’’ Mr Reid said.<br />

Firstyear teachers have about 20<br />

percent release time, and second year<br />

teachers have 10%, for professional<br />

development and supervision.<br />

Five new recruits would have<br />

created the equivalent of one full­time<br />

position to cover release time.<br />

It has left the school ‘‘provisionally<br />

overstaffed’’, with the Ministry of<br />

Education projecting aschool roll of<br />

around 1050.<br />

But Mr Reid said he believed the roll<br />

will be closer to 1130, due to the high<br />

level of youth unemployment,with<br />

more students staying at school for<br />

longer.<br />

The boardoftrustees has agreed to<br />

underwrite two teaching positions<br />

from board funds to ensure the school<br />

has the right staffing levels to begin the<br />

year,boardpresiding member Belinda<br />

Smith said.<br />

‘‘We are seeing more students<br />

completing years 12 and 13, which is<br />

fantastic,they all contribute so much to<br />

our kura.<br />

‘‘Ensuring all our students have as<br />

many opportunities as possible to put<br />

more in their kete is vital for success.’’<br />

Rangiora High School has around<br />

120 full­time equivalent teaching staff<br />

and principal Bruce Kearney said he<br />

only had one staffmember leave at the<br />

end of last year.<br />

‘‘That would be the lowest we’ve had<br />

in along time.<br />

‘‘I would suggest there’s not alot of<br />

opportunities across <strong>Canterbury</strong> this<br />

year.<br />

The ending of Ministry of Education<br />

initiatives, such as Kāhui Ako, meant<br />

there were fewer opportunities for<br />

graduates, he said.<br />

Ministry of Education schools policy<br />

general manager Jen Fraser said<br />

provisional staffing and funding<br />

entitlements were set in September<br />

based on expected school rolls.<br />

‘‘This is calculated using the current<br />

and past years roll returns, enrolment<br />

trends, and regional feedback.<br />

‘‘The provisional rollisaguaranteed<br />

minimum to give schools certainty<br />

when planning for the year ahead.’’<br />

School rollswere reviewed at the<br />

end of March and staffing entitlements<br />

recalculated.<br />

‘‘We know some schools expect more<br />

senior students to stay on, and we take<br />

this into account when setting<br />

provisional entitlements by looking at<br />

past trends,’’ Ms Fraser said.<br />

‘‘If rolls are higher than expected,<br />

schools willreceive additional staffing<br />

once the March roll is confirmed.’’<br />

Icecream Charlie in Kaiapoi<br />

Ice Cream Charlie, apopular vanilla ice<br />

business that began trading in<br />

Christchurch in acart in 1903, has opened<br />

ashop in Kaiapoi, the hometown of its new<br />

owners, Gareth and Sarah Eddy.<br />

Initially the business was based in<br />

Cathedral Square, but later moved to<br />

Victoria Square where atrailer is still<br />

based.<br />

Hundreds of Ice Cream Charlie fans<br />

formed long queues outside the new shop,<br />

in Hilton Street, Kaiapoi, to support the<br />

new retailers during their December 21<br />

opening day.<br />

Waimakariri District Mayor Dan Gordon<br />

was aspecial guest during the morning to<br />

formally open the new shop.<br />

Gareth and Sarah, who bought the<br />

business late last year,after it was offered<br />

for sale in June, said they were thrilled<br />

<strong>15</strong> MARCH <strong>2026</strong><br />

with the support they had received since<br />

taking it over, particularly for Kaiapoi’s<br />

opening day.<br />

Both are long­time fans of Ice Cream<br />

Charlie’s ‘‘old fashioned’’ vanilla ices and<br />

were keen to buy the business if they could.<br />

James Cadenhead, an Ice Cream Charlie<br />

fan from Rangiora, said the ice cream treat<br />

was anostalgic product that had stood the<br />

test of time and for him brought back happy<br />

memories of visiting the trailer in<br />

Christchurch for ice cream with his<br />

grandmother.<br />

He said it was also great to be able to<br />

support alocally made product because it<br />

was ‘‘hard to find’’ local products to support<br />

these days.<br />

Under the new ownership, summer<br />

opening hours at the trailer in Victoria<br />

Square and the Kaiapoi shop have been<br />

extended, with both outlets open from 9am<br />

to 9pm until February 28.<br />

Growth leads to Tuahiwikura expansion<br />

Ms Williams, the board of trustees<br />

tumuaki (principal), joined forcesto<br />

celebrate the completion of aMinistry of<br />

Education­led building project.<br />

As well as the new whare, Tūranga<br />

Tuarua, seven new teaching spaces,<br />

refurbishedclassroom and landscaping<br />

has given the school anew look as it<br />

preparestogrow to 250 tamariki.<br />

Ms Singh,who has whakapapa at<br />

Tuahiwi, and Ms Williamsjoined the<br />

teaching staff together at the kura <strong>15</strong> years<br />

ago,before going on to different roles.<br />

‘‘I taught here for 12 years, my three girls<br />

have gone here and now by eldest daughter<br />

is returning next year to begin teacher<br />

training,’’ Ms Williams says.<br />

‘‘It’s partofthat full circle. You come and<br />

work here and then you give back.’’<br />

While Ms Williams was teaching at the<br />

kura, the roll fell to 76, but with therebuild<br />

it now has acapacity for250 tamariki.<br />

The turnaround was thanks to the<br />

perseverance of Ms Singhand previous<br />

tumuaki Sue Ross and Melanie Taite­<br />

Pitama, she says.<br />

‘‘There has been alot of hard work from<br />

Dot and Mel to get here, and Sue before<br />

them.<br />

‘‘There was lots of liaising and promoting<br />

the school and encouraging people to bring<br />

their tamariki here.<br />

‘‘And now alot of whānau are bringing<br />

their tamariki back here.’’<br />

The rebuild was delayed twice and then<br />

got caught up in the Ministry of Education’s<br />

review of 352 school building projects last<br />

year.<br />

The new whare has been named Tūranga<br />

Tuarua by NgāiTūāhuriri upoko (leader)<br />

Te Maire Tau, Ms Singh says.<br />

‘‘Our old hall was named Tūranga and we<br />

wanted to keep the name, so this is the next<br />

generation Tūranga.’’<br />

The whare is designed to hold 250<br />

people, meaning the kura will finally be<br />

able to hold full school assemblies,<br />

prizegivings and indoor sports.<br />

With the project complete, attention<br />

turns to refurbishing the administration<br />

block and building anew staffroom, to<br />

support the growing staff.<br />

‘‘Everyone walks into the staffroom<br />

because they think it’s the office, so this will<br />

mean the staff can have their privacy,’’ Ms<br />

Singh said.<br />

The old hall has been refurbished to offer<br />

aTePuna Reo group (pre­school) for<br />

4­year­olds to help them to prepare for<br />

school.<br />

Ms Williams says it just left agap for high<br />

school aged rangatahi.<br />

Eight students from across the Hurunui<br />

District were recognised at the 2025<br />

Secondary School Achievers Awards.<br />

HurunuiMayor Marie Black says an<br />

She reminded each recipient to<br />

She has an outstanding academic<br />

of her 12 subjects, ‘‘reflecting consistently<br />

exceptional results across multiple<br />

Jason Miles admits he will miss<br />

supporting students at sports,<br />

cultural, arts and music events.<br />

The Kaiapoi <strong>North</strong> School<br />

principal is taking two years leave<br />

as he steps into the role of New<br />

Zealand Principals’ Federation<br />

president.<br />

‘‘It’s abig change. I’ve been the<br />

vice­presidentfor the last four<br />

years.<br />

‘‘I will miss being principal and<br />

alot about the school. I’ve always<br />

kept up the interaction with the<br />

kids through sport and Itake alot<br />

of pride watching our kids on the<br />

stage and in the community.’’<br />

Mr Miles was first elected to the<br />

national executive in 2018.<br />

The vice­president’s role has<br />

been voluntary, which he has had<br />

to juggle while serving as aschool<br />

principal.<br />

His new role is full time, based<br />

in Wellington and advocating for<br />

principals, teachers and children<br />

‘‘for the best education system<br />

that we can have in Aotearoa New<br />

Zealand’’.<br />

Thompson said Mr Miles has been<br />

‘‘instrumental’’ in the success of<br />

the school over the last 17 years.<br />

and what he has done for Kaiapoi<br />

Kaiapoi <strong>North</strong> School has been<br />

aleader in structuredliteracy,<br />

introducingits ownprogramme in<br />

2018.<br />

Mr Miles said he is alsoan<br />

advocate for students having a<br />

range of opportunities, including<br />

the arts, science, music, sports<br />

and culture.<br />

‘‘I am equally passionate that<br />

children should be given<br />

opportunities to try new things<br />

and have an opportunity to shine<br />

in areas they have skills in and a<br />

passionfor.’’<br />

This year, Kaiapoi <strong>North</strong><br />

School was hip hop primary<br />

school national champion, and<br />

won the <strong>Canterbury</strong> jump jam<br />

champs.<br />

The school has also offered a<br />

‘‘three peaks challenge’’, where<br />

students climb three local<br />

mountains, as well as success on<br />

the sports field, and producing<br />

strong Māori and Pasifika<br />

cultural groups.<br />

Aformer pupil of Kaiapoi<br />

<strong>North</strong> School, Mr Miles began his<br />

teaching career in 1993, before<br />

becoming teaching principal at<br />

View Hill School.<br />

After stints as principal at<br />

Tinwald (Ashburton) and<br />

Harewood (Christchurch)<br />

schools, he returned to his old<br />

primary school 17 years ago as<br />

principal.<br />

It has been achallenging time,<br />

navigating earthquakes, a<br />

rebuild, arson, the impact of the<br />

Mosque shootings and Covid.<br />

‘‘There’s been alot to work<br />

through, but there’s been such a<br />

positive and vibrant community,<br />

and an excellent staff.’’<br />

Deputy principal Felicity<br />

Fahey will be stepping up into the<br />

role of acting principal next year,<br />

while assistant principal Phil<br />

Henderson has been appointed<br />

acting deputy principal.<br />

Principal Mike Hart has<br />

accepted asecondment with<br />

the Ministry of Education this<br />

year, withdeputy principal<br />

Lesley Inchstepping up as<br />

acting principal for 12 months.<br />

Another deputy principal,<br />

Sharyn Whitlow, is also moving<br />

on, leading to arefresh in the<br />

school’s senior leadership.<br />

‘‘It is acomplete change of<br />

senior leadership, which is<br />

exciting,’’ Mr Campbell said.<br />

‘‘We are stoked for Mike. It is<br />

agreat opportunity for him and<br />

we are very proud he is the one<br />

who has been chosen.<br />

‘‘It is also agreat opportunity<br />

for Lesley and our two new<br />

deputy principals.’’<br />

Mr Hart will be the Ministry<br />

of Education’s senior<br />

leadership advisor for area<br />

schools (years 1to13), arole<br />

filled by Hurunui College<br />

principal Stephen Beck over<br />

the last two years.<br />

‘‘It is an opportunity to work<br />

witharea schools across the<br />

SouthIsland,’’ Mr Hart said.<br />

‘‘The role involves<br />

supporting schools,being able<br />

to get to the isolated rural<br />

schools in the South Island and<br />

being able to advise and<br />

champion area schools with the<br />

Ministry of Education.’’<br />

He has been at the school for<br />

14 years,including four years<br />

as deputy principal and then 10<br />

years as principal.<br />

He will continue to live in<br />

Oxford with his family.<br />

Mr Hart has been asupporter<br />

of the Oxford Area School<br />

Observatory and the push for<br />

international dark sky status<br />

for the Oxford area.<br />

He said he plans to attend<br />

the observatory’s 20­year<br />

celebrations later this year.<br />

Mrs Inch has been at the<br />

school for <strong>15</strong> years,starting out<br />

as aprimary school teacher<br />

and she has been part of the<br />

leadership team for five years,<br />

with responsibility for the Year<br />

1to6classes.<br />

‘‘It’s an exciting opportunity.<br />

I’m pretty passionate about this<br />

school,’’ Mrs Inch said.<br />

‘‘I live in and have been a<br />

part of this community for a<br />

long time.’’<br />

She said her children<br />

attended the school, her<br />

husband farms in the area and<br />

the family has been active in<br />

the local netball, rugby and<br />

lawn bowls clubs.<br />

Finishing touches are being putonnew<br />

car builds all over the country as car<br />

enthusiasts burn the midnight oil to get<br />

ready for ‘‘Chapter36’’ of the South<br />

Island’s largest and premier hot rod<br />

event —Trillo Metals Muscle Car<br />

Madness.<br />

It will also feature aspecial Ford<br />

display as it celebrates the 90 year<br />

anniversary of the 1935/36 Ford.<br />

The annual event is due to invade<br />

Rangiora on <strong>January</strong> 24 and 25, and<br />

preparations for the influx of cars and<br />

enthusiasts are well under way.<br />

Based at the A&P Showgrounds,<br />

Rangiora's population puts outthe<br />

welcome mat for the many thousands of<br />

enthusiasts that come to their <strong>North</strong><br />

<strong>Canterbury</strong> town from all over New<br />

Zealand.<br />

In addition, there is visitors from<br />

Australia, Hawaii, Californiathe United<br />

States and England.<br />

Organiser Craig Steere says the event<br />

is tremendous for the local community<br />

bringingin‘‘several million dollars’’ to<br />

the area.<br />

He saysover 1200 cars are expected<br />

over the weekend with Saturday by far<br />

the main day.<br />

‘‘This year we don't clash with the Beer<br />

Festival so we can all go to that the<br />

following Saturday.’’<br />

Craig asks drivers to drive safely and<br />

be ever watchful down Lineside Road,<br />

andaround the town where traffic is<br />

heavy.<br />

The show opens at 9am and runs until<br />

4pm each day,with entry $20for adults<br />

and children under 16 free.<br />

‘‘Last year there was major problems<br />

with the Eftpos machine crashing for<br />

over an hour at the main public gate.<br />

‘‘So be mindful and carry an emergency<br />

fund of cash in your wallet.<br />

‘‘If in doubt, walk to the main gate. I<br />

personally think it can be blamed onthe<br />

burnoutcomp being so good everybody<br />

was recording it on their phones causing<br />

overload,’’ says Craig.<br />

burnout competition.<br />

It will start each day around 1.<strong>15</strong>pm.<br />

The finals will be held on Sunday.<br />

including a1971 Chevrolet C10 pickup<br />

built by Kruizin' Kustoms in Palmerston<br />

<strong>North</strong> for Todd and Natasha Collins.<br />

The truck has won many ‘‘best in<br />

Show’’ awards and was shipped to<br />

America and was afinalist for ‘‘Best<br />

Custom Truck in the World’’ .<br />

It is its first appearance in the South<br />

Island.<br />

The other is atribute re­creation of<br />

the most famous hot rod ever created in<br />

New Zealand.<br />

This car is the re­creation of Wild<br />

Honey built in America by ex­patriot<br />

kiwi ‘‘Starry’’ Malcolm, and shipped out<br />

to New Zealand for several events.<br />

Built in the style of the original car, it<br />

was built to be able to be driven without<br />

problems, using updated parts for safety<br />

and reliability.<br />

The original was built by Roger Devlin<br />

from Dunedinin1967 and won hundreds<br />

of trophies throughout the sixties and<br />

seventies.<br />

This show car is being bought down,<br />

especially for the show.<br />

There will be plenty to see and do,<br />

with alarge number of trade displays,<br />

and craft stalls.<br />

The ever popular nostalgic ‘Rockabilly<br />

pageant’ starts at 12 noon in the big shed.<br />

Muscle Car Madness during the annual<br />

Thursday night ‘Real Steel Customs<br />

Twin Towns’ cruise.<br />

It starts off at Rangiora High School<br />

just before 7pm and heads to Kaiapoi,<br />

and then back to Rangiora’s main street<br />

before returning to camp.<br />

Muscle Car Madness will featurelive<br />

bands throughout the weekend.<br />

Farmers taking on the world<br />

Farmers travel to learn –but not<br />

always, says D. RossMacmillan,<br />

<strong>Canterbury</strong>-based farm adviser.<br />

Below he discusses his three<br />

decades of experience travelling<br />

the worldwith mainly New<br />

Zealand farmers.<br />

Do farmers travel to learn? Yes —and no.<br />

Aftermore than three decades travelling<br />

around the world withmainly New<br />

Zealand farmers, I’ve seen some<br />

extraordinaryfarms, technologies and<br />

business models that are completely new<br />

to Kiwi eyes.<br />

Yet when those same farmers return<br />

home, they rarely adopt the specific<br />

techniques they’ve seen overseas.<br />

There are good reasons for that.<br />

Our physical environment is different:<br />

climate, soils, topography.<br />

Our financial environment is different<br />

too: subsidies, market prices, labour<br />

availabilityand other resources.<br />

A‘‘perfect’’ system in Denmark, Canada<br />

or Argentina may simply not stack up<br />

under New Zealand conditions.<br />

You can’t just pick up afarming system<br />

from one country, drop it intoNew<br />

Zealand and expect it to work.<br />

But that doesn’t mean farmers don’t<br />

learn by travelling. Far from it.<br />

How it all started<br />

Farm To Farm Tours, grew directly out of<br />

this idea of travelling to learn.<br />

Thirty­seven years ago, Iwas afarm<br />

adviser in <strong>North</strong><strong>Canterbury</strong>. Iran<br />

discussion groups, and after we had been<br />

around each other’s farmstwo or three<br />

times, many in the group felt it was time to<br />

go wider —tosee how other New<br />

Zealanders farmed in different regions.<br />

So Iorganised tours for <strong>Canterbury</strong><br />

farmers to visit other parts of the country<br />

—Gisborne, Taihape, Southland, Otago,<br />

Nelson and Marlborough.<br />

Those early trips sowed the seeds of a<br />

commercial business.<br />

Farmers were willing to pay for<br />

structured travel that combined good<br />

company, good learning and abit of fun.<br />

Before long, we were heading offshore.<br />

Our first ventures were to Australia —<br />

including World Expo and the World<br />

Sheep and Wool Congress in Tasmania in<br />

the 1990s.<br />

Then outbound tours followed to the<br />

United Kingdom and Ireland, Canada, the<br />

United States, South America and Europe.<br />

As more farmers travelled with us, their<br />

appetite for new destinations grew leading<br />

to tours to China, Scandinavia, Russia,<br />

Turkey, Japan, Vietnam, India and various<br />

countries in Africa, to name afew.<br />

Our tours are never just aboutfarming<br />

—they also take in iconic cities and<br />

famous sightsalong the way.<br />

Just as importantly, they offer rare<br />

chances to get on to farms and into homes<br />

overseas, to sit at the kitchen table and talk<br />

directly with international farming<br />

counterparts.<br />

Learning in subtle ways<br />

If farmers usually can’t transplant<br />

overseas systems directly intoNew<br />

Zealand, what do they gain?<br />

In my experience, they pick up:<br />

Asense of global trends in agriculture;<br />

Insight intomarkets for farm products;<br />

Abroader understanding of how other<br />

farmers think and operate;<br />

Aclearer view of government policy,<br />

trade and politics in other countries.<br />

They also learn what not to do. Seeing<br />

heavily subsidised systems, or operations<br />

that rely on fragile policy settings, can be<br />

apowerful reminder of the strengths and<br />

weaknesses of our own model.<br />

These lessonsdon’t always translate into<br />

an obvious change on farm. More often<br />

they influence farmers’ planning in<br />

quieter ways: how they think about risk,<br />

investment, diversification, marketing and<br />

succession. The benefits accumulate over<br />

time.<br />

And because this is genuine<br />

professional development, aproportion of<br />

afarmer’s tour cost is usually taxdeductible<br />

against farm income —a<br />

practical recognition that this is more than<br />

just aholiday.<br />

New Zealand’s unique advantage<br />

There are not many countries witha<br />

farmingenvironment like New Zealand’s.<br />

Our proximity to the ocean tempers our<br />

climate. By international standards, it is<br />

neither particularly cold in winter nor<br />

particularly hot in summer.<br />

No part of New Zealandismore than<br />

about 100 kilometres from the coast, so the<br />

sea buffers our extremes.<br />

This allows temperate pastures based<br />

on ryegrass and white clover to grow in<br />

abundance.<br />

That, in turn,has led to apasture­based<br />

farming system which is largely unique to<br />

New Zealand —though there are some<br />

similarities in places like Ireland, parts of<br />

Chile and some coastal areas of the United<br />

States. Travelling farmers often come<br />

home with arenewed appreciation of that<br />

advantage.<br />

They see how much of theworld has to<br />

rely on housed systems, conserved feed<br />

and heavy inputs, and they recognise the<br />

value of being able to grow quality pasture<br />

for much of the year.<br />

Vegetables<br />

Brassicas put in the garden<br />

during <strong>January</strong> will need<br />

protection from white butterfly<br />

caterpillars and grey aphids.<br />

Adusting of derris dust once<br />

afortnight or after rain will kill<br />

caterpillars.<br />

An alternative is to make<br />

lightweight frames and cover.<br />

The frames prevent white<br />

butterflies from landing on the<br />

plants and laying their eggs.<br />

Greyaphids are most<br />

effectively controlled by<br />

insecticides or by planting<br />

pyrethrum (Chrysanthemum<br />

cinerarifolium) as close as<br />

possible to brassicas.<br />

Pyrethrums’ insecticidal<br />

properties are in the white,<br />

daisy­like flowers, not the<br />

leaves, so it is important to let<br />

plants flower.<br />

Grape hyacinths ... These succeed almost anywhere and increase rapidly.<br />

In areas where potato blight<br />

is found, spraying crops at<br />

regular intervals may be<br />

necessary.<br />

Onions are ready for<br />

harvesting once the leaves start<br />

turning brown or begin drying<br />

up.<br />

Pull out onions,then place in<br />

adry, airy and sunny place to<br />

dry completely.<br />

Store for useduring winter by<br />

stringing bunches or placing in<br />

Plant freesias, grape hyacinths,<br />

fritillarias and the bulbous<br />

Kaiapoi’sNew Pontoon Readyfor Summer<br />

A long-awaited boost for Kaiapoi’s rowing and water<br />

sports community has been delivered, with the<br />

completion of anew launch facility atMurphy Park.<br />

The new pontoon marks the completion of aproject<br />

years inthe making, achieved through collaboration<br />

between Council, local clubs, and agenerous<br />

community supporter.<br />

The completed pontoon measures approximately<br />

22m by3.3m and includes two aluminium gangways.<br />

last December.<br />

But none of thefive <strong>North</strong> <strong>Canterbury</strong><br />

projects included in the Government’s<br />

Fast­trackA provalsAct have<br />

progre sed beyond being ‘listed ’<br />

projects in thefast­track proce s.<br />

They were among 149 projects listed<br />

in thelegislation.<br />

In astatementreleased last w ek,<br />

Infrastructure Minister ChrisBishop<br />

and Regional Development Minister<br />

Shane Jones said around 50 of the 149<br />

projectshad lodged substantive<br />

a plications with the Environmental<br />

Protection Authority (EPA), since the<br />

a provalsregime was established in<br />

February.<br />

Of those, none have b en a proved so<br />

far, withthefirst eight expected to be<br />

signed o f by the end of the year.<br />

Proposed housing developments at<br />

Ōhoka, W odend and west Rangiora<br />

were listed in the legislation, along with<br />

the W odend Bypa s and the Amuri<br />

I rigation Company Ltd’s Balmoral<br />

water storage facilityand fish scr en.<br />

An EPA spokesperson has confirmed<br />

none of the five <strong>North</strong><strong>Canterbury</strong><br />

projects have lodged substantivefasttrack<br />
