RIYADH — The Saudi Ministry of Foreign Affairs WELCOMED THE

ANNOUNCEMENT OF THE START OF THE SECOND PHASE OF THE

COMPREHENSIVE PEACE PLAN AND THE FORMATION OF THE

PALESTINIAN NATIONAL COMMITTEE FOR THE ADMINISTRATION OF

THE GAZA STRIP AS A TEMPORARY TRANSITIONAL BODY, established

pursuant to United Nations Security Council Resolution 2803.

THE MINISTRY ALSO WELCOMED THE ANNOUNCEMENT BY U.S.

PRESIDENT DONALD TRUMP ON THE ESTABLISHMENT OF A PEACE

COUNCIL, expressing appreciation for his leadership and efforts to end

the war in Gaza, his commitment to the withdrawal of the Israeli army,

the prevention of any annexation of parts of the West Bank, and

ADVANCING SUSTAINABLE PEACE IN THE REGION.

The Foreign Ministry stressed the importance of supporting the work of

the temporary Palestinian National Committee in carrying out its

responsibilities in managing the daily affairs of Gaza’s population, while

preserving the institutional and geographic link between the West Bank

and the Gaza Strip, ensuring Gaza’s unity, and rejecting any attempts to

divide it.

DAVOS: Israeli President Isaac Herzog urged the international community

on Thursday to “GIVE THE PEACE PLAN A CHANCE,” saying the emerging

proposal for Gaza could pave the way for STABILITY, RECONSTRUCTION,

AND RENEWED REGIONAL DIPLOMACY.

Speaking at the WORLD ECONOMIC FORUM IN DAVOS, Herzog said THE

PLAN HAD THE POTENTIAL TO DELIVER A HISTORIC “MARSHALL PLAN”-

STYLE REBUILDING EFFORT FOR GAZA. He added that the technocratic

government proposed for the enclave — already accepted by Israel —

would ultimately be judged by its ability to improve daily life for

Palestinians.

The statements are in stark contrast to calls from ministers within the

government requesting a return to total war, annexation and continued

Israeli attacks in Gaza. These attacks have killed 383 people since the

ceasefire came into effect in October, according to the Gaza Health

Ministry.

Herzog, whose presidential position in Israel is non-political and largely

ceremonial, EMPHASIZED THAT THE SUCCESS OF THE PEACE PLAN

WOULD ALSO INFLUENCE BROADER REGIONAL DYNAMICS, INCLUDING

THE PROSPECTS FOR NORMALIZATION WITH SAUDI ARABIA.

HE DESCRIBED THE KINGDOM AS “A VERY IMPORTANT NATION,”

CALLING IT HIS “DREAM” TO EVENTUALLY SEE AN AGREEMENT SIGNED

BETWEEN THE TWO COUNTRIES AS PART OF A WIDER PUSH TO EXPAND

THE ABRAHAM ACCORDS.

SAUDI ARABIA HAS MADE CLEAR THAT ANY NORMALIZATION WOULD

HINGE ON CREDIBLE, IRREVERSIBLE STEPS TOWARD A PALESTINIAN

STATE. Responding to questions from CNN anchor Fareed Zakaria, Herzog

said he believed A POLITICAL HORIZON AND EVENTUAL PALESTINIAN

STATEHOOD WERE POSSIBLE and would likely become a key issue in

Israel’s upcoming election.

The current Israeli government, led by Prime Minister Benjamin

Netanyahu, firmly opposes the establishment of a Palestinian state and

has repeatedly reinforced this position across multiple diplomatic

contexts. It has also sought to expand settlements in the West Bank and

weaken the Palestinian Authority, further undermining the possibility of

A TWO-STATE SOLUTION.

On regional security, Herzog warned that Israel still believed Iran and

Iran-backed Hezbollah were “regrouping and rebuilding.” He argued that

Iran’s long-term future “lies in regime change,” and said Israel continued

to place significant trust in the US regarding security arrangements for

Gaza.

Herzog added that Israel’s ultimate strategic goal was to “live peacefully

DAVOS: Palestinian Prime Minister Mohammed Mustafa told Arab News

that PROGRESS IS UNDERWAY IN GAZA’S RECONSTRUCTION TALKS,

WITH CLEAR DIALOGUE BETWEEN THE PALESTINIAN AUTHORITY, US

PRESIDENT DONALD TRUMP AND SPECIAL ENVOY STEVE WITKOFF.

“I think the Palestinian objective is pretty clear, it has been for a long

time, which is TO ESTABLISH THEIR OWN INDEPENDENT STATE,

(ACHIEVE) INTERNATIONAL RESOLUTION,” Mustafa said, noting that “we

need to get Gaza right first.”

Despite a ceasefire taking hold earlier in 2025, Gaza remains under what

the international community describes as an Israeli-enforced blockade.

Basic supplies such as food and medicine are still subject to Tel Aviv’s

scrutiny, which controls all access in and out of the Strip.

ON SUNDAY, TRUMP ANNOUNCED THAT HIS GAZA PLAN HAD ENTERED

ITS SECOND PHASE, in which Hamas would release all remaining

hostages, Israel would free more Palestinian prisoners and fully withdraw

its forces — a step international actors say should pave the way from

ceasefire to LASTING PEACE.

The formation of a technocratic National Committee for the

Administration of Gaza, or NCAG, composed of Palestinian figures, marks

the first concrete step toward implementing the plan and RESTORING

PALESTINIAN OWNERSHIP OF THE NEXT PHASE.

A precise timeline for reconstruction remains unclear, with analysts

warning that major works hinge on Hamas disarmament — a politically

fraught task assigned to the Gaza Peace Board.

“IT’S GOING TO TAKE MORE THAN ‘TWO YEARS’ TO FIX GAZA, but at

least we want to make sure that things are in the right direction,”

continued Mustafa, adding that the West Bank remains part of the

broader conversation.

He stressed the urgency of reunifying Gaza’s institutions with the West

Bank to achieve the PA’s political goal of independence.

“Our priority is what’s happening to our people in Gaza today. Despite

four months passing (after) the ceasefire, people are still dying. Yes, there

is a ceasefire but it’s not fully observed due to Israeli military actions,” he

said, stressing that “shelter is the biggest challenge” at the moment.

Mustafa revealed he held “very active and useful” talks with US officials

on Tuesday, saying both sides “share the same goals” on the matter.

Later in his panel, Mustafa said a Palestinian reform plan is in the works

with the help of partners including Saudi Arabia.

In a session at the WORLD ECONOMIC FORUM IN DAVOS, Mustafa said

SAUDI ARABIA and other partners such as Egypt and Jordan were not

just contributors but KEY STAKEHOLDERS IN THE PALESTINIAN CAUSE.

“SAUDI ARABIA ALONG WITH FRANCE HAVE BEEN WORKING WITH US

ON THE TWO STATE SOLUTION AND INTEGRATING IT,” he said.

“WE WANT TO WORK WITH THE BOARD OF PEACE TO ENSURE THAT

THEY DO THEIR PART OF THINGS TO PREPARE FOR RECONSTRUCTION

EFFORTS,” he added.

Mustafa said although some view the Oslo treaty as outdated, it still

holds its place as an internationally recognized framework.

“According to the Oslo agreement, Israel should have withdrawn from

most of the West Bank and Gaza. We want to see Israel respecting this

agreement,” he said.

“The Israelis did not respect the economic part of the treaty. We are

praying for a heavy price, not only in Gaza and people being killed every

day. But also actions on the ground in the West Bank. We said clearly, we

want to achieve our goals by peaceful means,” he said.

“Israel today holds $4 billion of our government’s money. They control

the borders and collect the tax fines. For the past four months they have

sent zero dollars. Our ability to govern has been impacted due to this,”

Mustafa said.

In a sideline interview with Arab News, Palestinian Ambassador to

Switzerland Ibrahim Mohammad Khraishi said that he met an Egyptian

minister who expressed hope that the Rafah crossing could soon reopen

on both sides.

“We need the understanding from all,” Khraishi said. “Yes, we have this

administrative committee (as part of THE GAZA PEACE BOARD), but

without the Palestinian Authority, they cannot deliver. Because we have

everything. We have the institutions, we have the government,” Khraisi

said.

Commenting on recent West Bank developments, including Israeli

bulldozers razing the UNRWA compound in OCCUPIED EAST JERUSALEM

on Tuesday, he warned: “This is the scenario for the Israelis. For them,

there is nothing to talk about. It’s total crash and destruction. Now, what

they are doing in West Bank is on the way.”

FIRST CHARTER OF HIS GAZA “BOARD OF PEACE” IN A SIGNING

CEREMONY DURING THE ANNUAL WORLD ECONOMIC FORUM IN

DAVOS, SWITZERLAND, ON THURSDAY.

The body, to be chaired by Trump, is set to oversee the transitional

governance and rebuilding of Gaza as the fragile ceasefire agreement

enters its second phase, though the president said he wants it to address

wider global conflicts.

The ceremony was attended by representatives from 19 countries,

MOSTLY ARAB AND ISLAMIC NATIONS THAT HAVE SIGNED THE

CHARTER, INCLUDING SAUDI ARABIA’S FOREIGN MINISTER PRINCE

FAISAL BIN FARHAN AL-SAUD, Jordan’s Deputy Prime Minister and

Minister of Foreign Affairs and Expatriates Ayman Safadi, and Qatar’s

Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani.

Egypt said President Abdel Fattah El-Sisi had accepted Trump’s invitation

to join but he was not on stage.

Representatives from Morocco, Turkiye and Bahrain were also among the

attendees, as regional founding members voiced support for the Trumpled

peace effort and pledged to back the board’s mission to bring lasting

peace to Gaza after two years of fighting that killed more than 71,000

people and left the enclave in ruins.

After the signing ceremony, Jared Kushner, one of US’ Gaza negotiators

and Trump’s son-in-law, presented what he called A “MASTER PLAN”

FOR GAZA RECONSTRUCTION TO INCLUDE RESIDENTIAL TOWERS, DATA

CENTRES AND SEASIDE RESORTS, A PROJECT THAT COULD START

EMERGING IN THREE YEARS.

However, he added that disarmament of Hamas, one of ⁠the most

intractable unresolved issues, and the funding for reconstruction in the

territory would be essential to advancing to the next phase of the

ceasefire.

“If Hamas doesn’t demilitarize, that would be what holds this plan back,”

Kushner said.

“The next 100 days we’re going to continue to just be heads down and

focused on making sure this is implemented. We continue to be focused

on humanitarian aid, humanitarian shelter, but then creating the

conditions to move forward.”

He displayed slides that included maps of new settlements in the Gaza

Strip and artist renderings of gleaming seafront hotels and apartments

captioned “New Gaza,” adding that the plan includes building 100,000

housing units in Rafah.

The Board of Peace, he said, wants to use “free market principles” to shift

Gaza’s dependence on foreign aid, Kushner said, also showing a map of

the enclave divided into “residential” and “coastal tourism mixed” zones.

During his 20-minute speech, the US president said the board “will be

very successful” in Gaza and is committed to ensuring the enclave is

“demilitarized, properly governed and beautifully rebuilt.”

He threatened Hamas to disarm or it “will be the end of them.”

He added: “If Hamas doesn’t do what they promised they will do … I think

they probably will — but they were born with rifles in their hands.”

DAVOS: A GROUP OF ARAB AND ISLAMIC NATIONS (‘THE MANY’)

announced on Wednesday that THEY WILL JOIN US PRESIDENT DONALD

TRUMP’S NEWLY PROPOSED “BOARD OF PEACE,” an initiative aimed at

stabilizing and rebuilding the Gaza Strip.

In a joint statement, the foreign ministries of SAUDI ARABIA, Turkiye,

Egypt, Jordan, Indonesia, Pakistan, Qatar, and the UAE said they

WELCOMED TRUMP’S INVITATION TO PARTICIPATE IN THE GAZA PEACE

BOARD.

The eight countries CONFIRMED THEIR JOINT STATEMENT, THEIR

SUPPORT FOR TRUMP-LED PEACE EFFORTS AND PLEDGED TO BACK THE

BOARD’S MISSION AS A TRANSITIONAL GOVERNING BODY UNDER A

BROADER PLAN TO END THE GAZA CONFLICT.

The board’s mission aims to “consolidate a permanent ceasefire, support

the reconstruction of Gaza, and ADVANCE A JUST AND LASTING PEACE

BASED ON THE PALESTINIAN PEOPLE’S RIGHT TO SELF-DETERMINATION

AND STATEHOOD IN ACCORDANCE WITH INTERNATIONAL LAW,

THEREBY PAVING THE WAY FOR SECURITY AND STABILITY FOR ALL

COUNTRIES AND PEOPLES OF THE REGION,” the statement said.

Speaking on Wednesday on the sidelines of the WORLD ECONOMIC

FORUM in Davos, US Special Envoy to the Middle East Steve Witkoff said

THE MIDDLE EAST WAS MOVING IN THE RIGHT DIRECTION.

“I think it’s amazing what’s happening,” he told Arab News. “Everybody

is, I think, WORKING TOGETHER TOWARDS PEACE. EVERYONE’S

RIYADH: Amr Moussa, former Arab League secretary-general, has called

SAUDI ARABIA and Egypt, in partnership with Jordan, TO UNIFY

REGIONAL POSITIONS AND NEGOTIATE ON THE PALESTINIAN CAUSE

During a panel discussion at the King Fahd National Library in Riyadh on

Thursday evening, Moussa stressed this was “both vital and achievable”

and emphasized the PRIMARY GOAL SHOULD BE THE ESTABLISHMENT

OF A FULLY SOVEREIGN AND EFFECTIVE PALESTINIAN STATE: “TRUE

PEACE IS ONLY THAT WHICH PROTECTS ALL PARTIES … WE NEED

said.

Such a state must be “RESPONSIBLE FOR SECURITY AND PEACE IN THE

MIDDLE EAST alongside its neighbors,” rather than a fragile entity, he

added.

Moussa underlined that achieving this objective first REQUIRES THE

ARAB WORLD TO DEMONSTRATE THE CAPACITY FOR UNIFIED AND

DECISIVE ACTION. “ARE WE AS ARABS TRULY CAPABLE OF BEING ‘WE,’

OR HAS THAT MOMENT PASSED?” he asked.

He said the FIRM POSITIONS TAKEN BY SAUDI ARABIA IN REJECTING

FORCED DISPLACEMENT AND CALLING FOR AN END TO AGGRESSION

“UNDERSCORE THAT IT IS POSSIBLE TO ASSERT ‘NO’ WHEN THE ARAB

STANCE IS JUSTIFIED.”

Warning of the severe consequences of maintaining the status quo, he

added: “If things continue this way … there will inevitably be something

akin to October 7 again, because injustice breeds resistance.”

He placed full responsibility on Israel, saying it “bears complete

responsibility for the chaos and destruction.”

On a practical mechanism to implement a unified Arab stance, Moussa

PROPOSED THAT SAUDI ARABIA TAKE THE LEAD IN ESTABLISHING A

DIPLOMATIC BASELINE, REPRESENTING THEIR “YESES AND NOES” IN

CONSULTATION WITH OTHER ARAB STATES. This framework, he said,

would counter any attempts to impose unjust solutions under labels such

as the new international “Peace Council,” which might “demand

PALESTINIAN CONCESSIONS ON PALESTINIAN LAND.”

On whether peace was possible with the current Israeli government,

which he described as “not committed to peace,” Moussa said: “There

are other Israelis who speak the language of peace.” He urged efforts to

“identify and support them to create a political alternative within Israel.”

He said the first thing Palestinians should do is hold comprehensive

Palestinian elections as soon as possible, utilizing technology to ensure

all Palestinians took part, INCLUDING THOSE IN JERUSALEM, to select a

new leadership “with strong negotiating legitimacy.”

Moussa also warned that the challenges “are not limited to Palestine,”

saying the Arab world faces interconnected crises in Syria, Yemen, Sudan,

Lebanon and Libya, alongside shifts in the international order and the

race for space. “THE ISSUE OF OUR FUTURE (REQUIRES) REVIVING A

NEW ARAB WORLD,” capable of actively shaping that future rather than

being marginalized, the former secretary-general concluded.

DAVOS, Switzerland—U.S. President Donald Trump on Jan. 22 signed the

Board of Peace charter during his visit to Davos, officially launching a new

international organization aimed at overseeing the peace process

between Israel and the Hamas terrorist group while addressing other

global conflicts.

“THIS BOARD IS THE CHANCE TO BE ONE OF THE MOST CONSEQUENTIAL

BODIES EVER CREATED, and it’s my enormous honor to serve as its

chairman,” Trump said before the signing ceremony of the charter.

He hosted the event with representatives from Bahrain, Morocco,

Armenia, Azerbaijan, Bulgaria, Hungary, Indonesia, Jordan, Kazakhstan,

Kosovo, Pakistan, Paraguay, Qatar, SAUDI ARABIA, Turkey, Uzbekistan,

Mongolia, and the United Arab Emirates. “We are truly honored by your

presence today,” Trump said at the event. “Leaders of countries—in most

cases very popular leaders, some cases not so popular. But that’s the way

it goes in life.”

No representatives from Western Europe attended the signing ceremony.

Several countries, including France, refused to join or declined

invitations, citing concerns that the new organization would be a direct

competitor to the United Nations.

The White House on Jan. 16 named several members of the Trump

administration, as well as INTERNATIONAL LEADERS, TO POSITIONS

WITHIN THE BOARD OF PEACE, WHICH AIMS TO PROVIDE STRATEGIC

INSIGHT, MOBILIZE INTERNATIONAL RESOURCES, AND ENSURE

ACCOUNTABILITY DURING GAZA’S TRANSITION AND

RECONSTRUCTION.

Trump will chair the board, which will be tasked with overseeing the next

phase in Gaza. Dozens of countries have been invited to join.

Members will be tasked with managing the Gaza Strip’s “governance

capacity-building, regional relations, reconstruction, investment

attraction, large-scale funding, and capital mobilization,” according to the

White House. During a Jan. 20 White House news conference, Trump said

the Board of Peace might end up replacing the United Nations.

“I wish the United Nations could do more. I wish we didn’t need a Board

of Peace,” Trump told reporters. “The U.N. just hasn’t been very helpful.

I’m a big fan of the U.N. potential, but it has never lived up to its

potential.” Despite criticizing the United Nations, Trump didn’t call for the

dissolution of the international body.

U.S. Secretary of State Marco Rubio, special presidential envoy Steve

Witkoff, Trump’s son-in-law Jared Kushner, and former British Prime

Minister Tony Blair are among those tapped to serve on an executive

board for the Board of Peace. Others on the executive board are private

equity executive Marc Rowan, World Bank Group President Ajay Banga,

and U.S. deputy national security adviser Robert Gabriel.

The Board of Peace will include a National Committee for the

Administration of Gaza, led by Palestinian Authority official Ali Abdel

Hamid Shaath.

In a video message at the Board of Peace launch ceremony, Shaath

announced that the Rafah border crossing between Egypt and Gaza will

open in both directions next week. Nikolay Mladenov, a Bulgarian

diplomat and former U.N. envoy to the Middle East, has also been named

to serve as the high representative for Gaza. This role entails acting as a

link between the Board of Peace and the National Committee for the

Administration of Gaza.

As part of the peace process, Hamas has agreed to disarm. During his

remarks to the World Economic Forum in Davos on Jan. 21, Trump said

failure to comply would result in severe consequences and that Hamas

would “be blown away.” “WE HAVE 59 COUNTRIES THAT ARE PART OF

THAT WHOLE PEACE DEAL,” Trump said during his speech. “And they

want to come in and take out Hamas. They want to come in. They want

to do whatever they can. There’s a problem with Hezbollah in Lebanon.

And we'll see what happens there.”
