The Lincoln town centre upgrade<br />
may continue over weekends to<br />
help businesses struggling with<br />
the intensive roadworks.<br />
The council is meeting today to<br />
discuss the project and concerns<br />
raised by businesses on Gerald<br />
St, which is largely blocked by<br />
roadworks as part of a $46 million<br />
upgrade to the town centre.<br />
One idea is to continue the<br />
work during weekends to bring<br />
the scheduled finish date for<br />
stage one forward from the end<br />
of July.<br />
<strong>Selwyn</strong> <strong>Times</strong> reported last<br />
week the Lincoln Convenience<br />
Store and Cottage Cafe were<br />
unsure if they would be able to<br />
stay open until July, with both<br />
losing money.<br />

"If it means they have to work<br />
on the weekend I’m okay with<br />
that,” he said.<br />

happening on the main<br />
street of Lincoln where the<br />
roadworks for the new town<br />
centre development are<br />
causing carnage for business<br />
(see page 1)?<br />
They are not expected to<br />
be finished until midway<br />
through this year. Some<br />
businesses may not survive<br />
till then. Some are now<br />
beating the drum for work to<br />
go on over the weekends to<br />
speed things up.<br />
The Monday-Friday<br />
working week is part of<br />
the contract between the<br />
council and Fulton Hogan for<br />
stage one of the town centre<br />
development.<br />
It now appears working<br />
over the weekend will<br />
be discussed at a council<br />
briefing today, which is open<br />
to the public. Let’s hope the<br />
council and Fulton Hogan<br />
can agree to a solution.<br />
On another note, the<br />
council’s parking officer is<br />
someone who was working at<br />
the weekend.<br />
And if my intel is correct,<br />
she was in no frame of<br />
mind to take prisoners on<br />
Saturday. She pinged a longtime<br />
member of the Lincoln<br />
Bowling Club, who had to<br />
park on a yellow line in the<br />
news<br />

Police credit public vigilance<br />
for drop in burglary numbers<br />

Police have thanked the public<br />
for helping drive a reduction in<br />
burglaries across the district.<br />
Figures from the past four<br />
years sgiw the total number of<br />
burglaries has fallen from 493<br />
in 2022 to 409 last year.<br />
When population growth is<br />
taken into account, the reduction<br />
is even more<br />
pronounced. In<br />
2022, there were<br />
about 6.35 burglaries<br />
per 1000<br />
people, compared<br />
with 4.66 burglaries<br />
per 1000<br />
people last year.<br />

Peter Cooper welcomed the<br />
trend but said there was still<br />
room for improvement.<br />

“It’s great to see that the number<br />
of burglaries has reduced<br />
in the last four years, but ideally<br />
that number would be a lot<br />
lower,” Cooper said.<br />
He credited the public for<br />
helping police by staying vigilant<br />
and reporting suspicious<br />
behaviour and other criminal<br />
activity.<br />
“We would like to thank the<br />
public for continuously supporting<br />
the police. It just goes<br />

centres, burglary numbers<br />

period, burglaries in Lincoln<br />
dropped from 57 to 36. Prebbleton<br />
recorded a year-on-year<br />
increase from 13 to 22, but<br />
remains well down from the 52<br />
burglaries recorded four years<br />
ago.<br />
Darfield and Leeston have<br />
largely remained static, with<br />
four and 11 burglaries respectively<br />
last year.<br />
Despite <strong>Selwyn</strong>’s relatively<br />
low crime rate, there have been<br />
calls for increased police numbers<br />
to keep pace with rapid<br />
population growth.<br />
Cooper said police are continually<br />
reviewing resourcing<br />
across the Canterbury region,<br />
but did not say if there were any<br />

specific plans to bolster police<br />
numbers in the district in the<br />
near future.<br />
“We are mindful of the<br />
increasing population in <strong>Selwyn</strong><br />
and what that may mean for our<br />
demand.”<br />
He encouraged people to<br />
remain vigilant.<br />
“Make sure you are locking<br />
your home and closing all<br />
windows and gates when<br />
you are out, and report any<br />
suspicious behaviour, or<br />
burglary offending, with as<br />
much information as possible.”<br />

Bridge to be resealed again<br />
The Waimakariri Gorge Bridge will<br />
need to be closed again to fix the<br />
damage caused by a burnout. The<br />
bridge reopened on January 20<br />
after being resealed. Later that<br />
day a motorist did a burnout on<br />
the bridge. The repairs are yet to<br />
be scheduled, and the final cost<br />
is not known. Council executive<br />
director infrastructure property<br />
Tim Mason said it was extremely<br />
disappointing. "This is not just a<br />
cost to our ratepayers who will<br />
have to carry the cost of fixing the<br />
damaged areas, but also disruption<br />
and frustration for the community<br />
from having to redo this work.”<br />
Beach fire warning<br />
People are being warned to be<br />
careful when starting fires on<br />
the beach after the Southbridge<br />
Volunteer Fire Brigade was called<br />
to a blaze north of the Rakaia Huts<br />
on Saturday night. Fire chief Shane<br />
King said it was quickly put out,<br />
but could have been worse if the<br />
wind increased.<br />
Water company meeting<br />
A public meeting is being held<br />
to discuss <strong>Selwyn</strong> Water Ltd,<br />
the company set up to manage<br />
the district’s drinking water and<br />
wastewater. It will be hosted<br />
by independent <strong>Selwyn</strong> general<br />
election candidate Zoran Rakovic<br />
at 7.30pm on Tuesday in the<br />
Lincoln Event Centre. <strong>Selwyn</strong><br />
Water said it is not planning<br />
to send a representative to the<br />

Operational efficiency is being<br />
targeted over cancelling projects<br />
to keep rates rises to a minimum<br />
as the new council gets closer to<br />
grappling with rates.<br />
A possible rates rise is set to be<br />
made public at a council briefing<br />
next Wednesday.<br />
The Annual Plan, which sets<br />
what the council will spend and<br />
where, is the first opportunity for<br />
the new council to fulfil election<br />
promises of savings.<br />

this year’s budget after using the<br />
Christmas break to consider their<br />
priorities.<br />
New Mayor Lydia Gliddon and<br />
councillors were elected in October<br />
pledging to make savings<br />
following two years of significant<br />
rates increases of 14.9% and<br />
14.2%.<br />
While Gliddon has committed<br />
to keeping the rates rise in single<br />
digits, she said no figure has yet<br />
been confirmed.<br />
“Council’s intent is to bring the<br />
increase into single digits, but we<br />
won’t lock in a figure until councillors<br />
have tested the trade-offs<br />
The first draft figures for this year’s rates increase will be made public next Wednesday.<br />
and agreed on priorities,” Gliddon<br />
said.<br />
She said the figures released<br />
next week could still change<br />
before the plan goes out for public<br />
consultation in mid-March,<br />
which will run for six weeks, an<br />
increase on the traditional four<br />
week consultation.<br />
“Councillors have been<br />
working through a review of<br />
operating costs, testing assumptions,<br />
and service delivery<br />
models. The focus has been on<br />
efficiency, affordability, making<br />
a shift towards ‘back to basics’,<br />
and not reducing core service<br />
levels or deferring essential<br />
maintenance.”<br />
While it was too early to discuss<br />
specifics, Gliddon said the<br />
focus was not on cancelling<br />
projects.<br />
“At this stage, the work has<br />
been about cost control and<br />
reprioritisation, rather than<br />
cancelling projects outright.<br />
“As part of our review, we<br />
are looking at the sequencing<br />
of the capital programme, and<br />
asking, does it all have to be<br />
done now? Where are our priority<br />
projects? Are any of them<br />
‘nice to have’ but a lot of this<br />
will go into the consultation<br />
document.”<br />
Gliddon said the council would<br />
not be able to undertake a major<br />
reset until next year, when it<br />
begins work on the 2027–37 Long<br />
Term Plan.<br />
She said deviating too far<br />
from the 2024–34 Long Term<br />
Plan would trigger a special<br />
consultative procedure, which<br />
would effectively require the<br />
council to redo its long-term plan<br />
a year earlier than scheduled.<br />
“This is very costly and needs<br />
Auditor General sign off. If this<br />
approach were taken, we would<br />
not meet the timeframe to strike<br />
rates,” Gliddon said.<br />
While she did not have a<br />
specific cost, Gliddon said it<br />
would be in the six figures due to<br />
the mandatory audit, technical<br />
work, and the time required.<br />
“The big major reset will<br />
be the long term plan we will<br />
start in July, where we rebuild<br />
budgets and levels of service.”<br />
Councillors spoken to by<br />
<strong>Selwyn</strong> <strong>Times</strong> said they were<br />
positive about the direction and<br />
the work council staff had done<br />
to identify savings, but none<br />
would provide specifics.<br />

‘Real risk’ of service cuts with rates cap<br />

Concerns are growing about<br />
what cuts the council could<br />
be forced to make under a<br />
proposed Government rates cap.<br />
Estimates show the council<br />
would lose about $100 million<br />
in revenue if a 4% rates cap<br />
were imposed by the Government.<br />
The estimate is based on<br />
the 2024–34 Long Term Plan<br />
and uses projected spending<br />
from the 2027–34 financial<br />
years.<br />
While the cap is not expected<br />
to be enforced until 2029, the<br />
Government is expecting councils<br />
to bring rates increases<br />
into line with the cap over the<br />
coming years.<br />
Mayor Lydia Gliddon said<br />
that without changes to how<br />
councils are allowed to raise<br />
revenue, it would not be possible<br />
to find savings of that scale<br />
without affecting services.<br />
“Without additional funding<br />
or a change in settings, a hard<br />
rates cap doesn’t remove costs,<br />
it forces them to surface elsewhere,<br />
either through reduced<br />
services, deferred investment,<br />
or higher user charges.<br />
“That’s not sustainable,<br />
and risks undermining the<br />
very outcomes communities<br />
expect.”<br />
There have been calls for the Government to use an infrastructure price index which more accurately shows inflation for councils.<br />

facilities, such as<br />
swimming pools,<br />
could increase.<br />

At a briefing on the reforms<br />
last week, Gliddon said the<br />
Government needed to partner<br />
with councils on measures<br />
such as returning GST on rates.<br />
However, Department of<br />
Internal Affairs partnership<br />
director Paul Barker told councillors<br />
at the briefing he was<br />
not hearing any appetite from<br />
the Government for providing<br />
additional revenue streams for<br />
councils.<br />
Gliddon was also critical of<br />
the lack of Government support<br />
for councils responding to<br />
the wider reform programme,<br />
which includes replacing the<br />
Resource Management Act and<br />
reforming regional councils.<br />
“Councils don’t oppose<br />
reform, but they can’t continue<br />
to absorb costs that are outside<br />
their control without consequences<br />
for ratepayers,” she<br />
told <strong>Selwyn</strong> <strong>Times</strong>.<br />
“The solution is honest partnership,<br />
clearer role definition<br />
and proper funding for new<br />
obligations. If that doesn’t<br />
happen, the consequence is<br />
increasing pressure on rates<br />
and services, and reduced local<br />
flexibility.”<br />
The Government has proposed<br />
using the consumer<br />
price index, which measures<br />
changes in the cost of everyday<br />
household items such as<br />
groceries.<br />
However, councillor Tracey<br />
Macleod said an infrastructure<br />
index would be more appropriate,<br />
as it better reflects the<br />
costs councils face when building<br />
and maintaining assets<br />
such as roads and pipes.<br />
“I think (an infrastructure<br />
index) aligns better with the<br />

she said.<br />
Macleod said she would also<br />
like to see the infrastructure<br />
index adjusted regionally to<br />
account for the extra cost of<br />
things like shipping.<br />
Still going strong at 64<br />
At 64, Gerry has no plans to slow<br />
down. As a warehouse manager, his<br />
days involve constant movement –<br />
walking kilometres across concrete<br />
floors, checking stock, directing his<br />
team, solving problems on his feet.<br />
“I’ve been doing this work for<br />
decades,” Gerry says. “Standing<br />
still isn’t part of the job description.”<br />
But lately, his shoulder had<br />
been making itself known. A<br />
persistent, dull ache that followed<br />
him through his shifts and home<br />
again. His knees, too, had started<br />
grumbling after long days in heavy<br />
work boots.<br />
“You notice it more as you get<br />
older,” he admits. “That end-ofday<br />
feeling where everything’s had<br />
enough.”<br />

Gerry tried various approaches.<br />
Some helped briefly. Others he<br />
wasn’t keen on long-term. Nothing<br />
quite gave him what he was looking<br />
for – something that could keep up<br />
with his demanding days.<br />
Then one morning, flicking<br />
through the local paper over<br />
breakfast, an article caught his<br />

of Gerry’s routine. Mornings before<br />
work, he applies it to his shoulder.<br />
After particularly long shifts, his<br />
knees get attention too.<br />
“It’s the consistency that<br />
impresses me,” he explains. “Day<br />
after day, it keeps doing its job so I<br />
can keep doing mine.”<br />

still come to me when there’s a<br />
problem to solve.”<br />

was installed at the request of<br />
businesses from the car park<br />
between Lyttelton and William<br />
Sts to the Gerald St shops via a<br />
driveway past Lincoln Family<br />
Barber.<br />
As part of the footbridge trial,<br />
a person has been collecting<br />
data, including the number of<br />
people using the footbridge, for<br />
the council. The person is also<br />
required to help people cross<br />
the bridge if needed, which<br />
councillor Denise Carrick has<br />
described as “madness”.<br />
She said if it was up to her,<br />
she would not have someone<br />
placed there.<br />
"That must be the safest part<br />
of Lincoln’s town centre at the<br />
moment . . . so it is health and<br />
safety gone nuts.”<br />

minute and a half,” he said.<br />
Bryant said it is not the best<br />
when it is raining or at night.<br />
"You arrive at the station, and<br />
your heart's pumping and the<br />
legs are burning already.”<br />
Lincoln deputy fire chief Tim<br />
Quinlivan said the brigade is<br />
still using Gerald St to get to<br />
calls. He said during the day,<br />
their response can be delayed a<br />
few minutes if they get stuck at<br />
the traffic lights, but generally<br />
they are let through quickly.<br />

New school aims to bring community together<br />

For the past year, Jo Grant has<br />
been the principal of a school<br />
with no pupils.<br />
On Monday, that changed<br />
when the gates opened to<br />
welcome the first pupils at the<br />
brand-new Te Rau Horopito<br />
School in Rolleston.<br />
“I started this role a year ago,<br />
so it feels like it has been a long<br />
time, but also a short time,” she<br />
said.<br />
“We have been working from<br />
a house, so it has all become<br />
real,” Grant said.<br />
While the school is starting<br />
small, with about 50 pupils<br />
across years 1-8, it is expected<br />
to grow sixfold within two<br />
years to about 300 pupils and<br />
has a long-term staging plan for<br />
a roll of up to 1000 pupils.<br />
Grant said Te Rau Horopito<br />
has 18 teachers, so while the<br />
roll grows, classes will initially<br />
have about 10-15 pupils, with<br />
two teachers a class.<br />
The school is based in the<br />
rapidly developing Arbor Green<br />
subdivision and Grant said part<br />
of the school’s goal is to bring<br />
together the new residents.<br />
“A school can be the real<br />
heart of the community. One of<br />
our key goals in our strategic<br />
plan is to develop a community<br />
of belonging.<br />
“What I’ve found in Rolleston<br />
because a lot of people are<br />
moving in, people are friendly<br />
and keen to meet people, so<br />
there is this wonderful vibe.”<br />

Grant said Upper Hutt School<br />
was 140 years old, so starting<br />
a school from scratch has been<br />
very different.<br />
“Possibly one of the greatest<br />
privileges I’ve had in terms of<br />
influencing the shape, vision<br />
and focus.<br />
“I thought I’d learnt a lot<br />
in the first nine years, but I<br />
have learnt so much more<br />
about creating cultures, teams,<br />
and how to engage with the<br />
community.”<br />

Senior campus opens<br />
Monday was also the first<br />
day for about 720 year 12 and<br />
13 pupils at Rolleston College’s<br />
senior campus, but to get there, it<br />
has been anything but smooth.<br />
Stage one of the campus was<br />
originally set to welcome its first<br />
students a year ago, but was<br />
delayed after the Government<br />
paused the project in March 2024<br />
while reviewing school builds<br />
nationwide.<br />
After several months of<br />
negotiation with the Ministry<br />
of Education, principal Rachel<br />
Skelton told <strong>Selwyn</strong> <strong>Times</strong> in 2024<br />
she was “happy enough” with<br />
stage one – a position she still<br />
holds today.<br />
“I’ll be happy enough until<br />
all stages are done then I’ll be<br />
delighted,” she said.<br />
“Yes, it has been a long journey,<br />
but we are here.”<br />
Stage two will deliver the front<br />
office, arts and English block,<br />
theatre, and whare. Stage three<br />
will provide the maths and social<br />
science block, library, canteen,<br />
and learning support areas.<br />
There is no specific timeline for<br />
stage two, but Skelton hoped to<br />
see it finished by early 2027.<br />
She said for the most part,<br />
students will not need to move<br />
between the two campuses,<br />
which are 2.5km apart. Vans will<br />
run between them when required<br />
for extracurricular activities.<br />

Father has ‘mixed emotions’ about<br />
coroner’s report into his son’s death<br />

A long-awaited coroner’s report<br />
into the death of Geoff Booth’s<br />
son has found nothing could<br />
have been done to prevent the<br />
21-year-old’s suicide.<br />
Liam Booth was sent home<br />
from Christchurch Hospital in<br />
a taxi after threatening to take<br />
his own life.<br />
Liam was found dead less<br />
than three weeks later in<br />
Beckenham Park, about 100m<br />
from his flat, in October 2017.<br />
Booth, who lives in Greendale,<br />
spoke to <strong>Selwyn</strong> <strong>Times</strong> about<br />
the coroner’s report, which was<br />
released on Monday.<br />
“I feel mixed emotions. He<br />
was in their care, so there<br />
was a duty of care that they<br />
should have applied I think.<br />
Wraparound services or<br />
support. But looking at it after<br />
the fact, it’s too late. My son is<br />
not coming back.”<br />
Booth spent years seeking<br />
answers from health<br />
authorities, and spoke out in<br />
the media about his son's death.<br />
“Liam would have been dead<br />
nine years this year and the<br />
findings have only come out<br />
now. So it's a long time waiting<br />
for an outcome. Now Liam<br />
becomes an official statistic for<br />
death by suicide,” he said.<br />
In his findings, Coroner Bruce<br />
Hesketh said he was satisfied,<br />
Geoff Booth at the<br />
coroner’s inquest after<br />
his son Liam committed<br />
suicide in 2017. The<br />
coroner’s report was<br />
released on Monday.<br />
even if a comprehensive system<br />
was available, it would not<br />
have made any difference to the<br />
decision to discharge Liam. On<br />
whether the death could have<br />
been prevented, the coroner<br />
said in his report the answer<br />
was “no”.<br />
Hesketh also rejected several<br />
of Booth's concerns about the<br />
care his son received.<br />
Booth believes Liam should<br />
have been compulsorily<br />
admitted to hospital.<br />
Liam’s threats of self<br />
harm escalated during 2017,<br />
culminating in police bringing<br />
him to the hospital’s emergency<br />
department in mid-September<br />
after he told his father he<br />
planned to end his life.<br />
On-call psychiatrist<br />
Dr Michael Clarke decided<br />
Liam did not meet the criteria<br />
to be held under the Mental<br />
Health Act.<br />
Liam did not want to be<br />
admitted as a voluntary patient<br />
and refused crisis respite, such<br />
as a short-term stay.<br />
He was discharged and given<br />
a taxi chit to get back to his flat.<br />
Liam had a difficult time<br />
managing his behaviour from<br />
a young age, suffering from<br />
low mood, a diagnosis of<br />
oppositional defiance disorder,<br />
acts of aggression and threats of<br />
self harm.<br />
Booth felt the hospital should<br />
have allowed him to be present<br />
at his son's assessment, and<br />
did not believe the hour or so<br />
Clarke spent with Liam was<br />
enough to assess him on their<br />
first meeting.<br />
When Clarke phoned Booth<br />
after his son's assessment, he<br />
warned the doctor his son was<br />
lying when he said he did not<br />
have suicidal intentions, and<br />
urged him to admit him against<br />
his wishes.<br />
By the time Clarke phoned<br />
Booth back later that night,<br />
Liam had already been<br />
discharged.<br />
Court-appointed expert<br />
witness, psychiatrist Dr Barry<br />
Walsh, found the quality of care<br />
Liam received was adequate.<br />
He told the coroner<br />
compulsory treatment was a<br />
serious step.<br />
"With suicidal crises,<br />
admissions can cause a<br />
deterioration rather than an<br />
improvement," Walsh said.<br />
Hesketh found the decision<br />
not to admit Liam under the<br />
Mental Health Act was the right<br />
one.<br />
Hesketh said more should<br />
have been done to share<br />
information and include<br />
Liam's family in the discharge<br />
planning.<br />
Looking forward, Booth said<br />
it is good to have the report’s<br />
findings out in the open.<br />
“With it out in the public,<br />
it can raise awareness that<br />
parents need to be more aware<br />
of what's going on with their<br />
kids.<br />
“You know, like Liam should<br />
have been 30 last week.”<br />

Billboard proposal<br />
‘so out of place’<br />
My husband and I are an elderly couple<br />
living in Prebbleton. We frequently use<br />
the pedestrian crossing on Springs Rd<br />
close to where the proposed billboard<br />
would be erected.<br />
I have had some near misses on<br />
that crossing due to distracted or<br />
inconsiderate drivers. Many children use<br />
it to cross to school, and for some time,<br />
residents have been requesting lights be<br />
installed. We have had no luck with that<br />
to date.<br />
The last thing we want is yet another<br />
distraction in the form of a billboard.<br />
Apart from all that, a large “in your face”<br />
commercial sign is so out of place in our<br />
country village.<br />

From Team NZ trailblazer to protein pioneer<br />
Proud to be Me is a series focusing on people in <strong>Selwyn</strong>. This<br />
week Coen Lammers talks to Maury Leyland who moved Tai Tapu<br />
from Auckland and developed the protein business Leaft with<br />
husband John Penno<br />
Maury Leyland arrived in<br />
<strong>Selwyn</strong> from Auckland about<br />
a decade ago and is now fully<br />
immersed in farming life, and<br />
in growing a rapidly expanding<br />
protein business, Leaft.<br />
“I had always lived in a<br />
bushy part of Auckland, and<br />
was heavily involved in sailing,<br />
so I found the barrenness of<br />
Canterbury pretty hard work<br />
to start with,” said the former<br />
marine engineer.<br />
“I’m a very settled mainlander<br />
now in Tai Tapu. It’s so beautiful<br />
here and I’ve really taken to the<br />
farming life, living in the Port<br />
Hills.”<br />
Tai Tapu is a long way from<br />
the Hauraki Gulf – and from the<br />
waters off San Diego – where, 30<br />
years ago, Leyland made sailing<br />
history.<br />
At 24, she became the first<br />
woman, and still the only<br />
woman, to race on a Team New<br />
Zealand boat in the quest for the<br />
world’s oldest sporting trophy,<br />
the America’s Cup.<br />
A self-described “Jill of all<br />
trades”, Leyland raced aboard<br />
Black Magic yacht in one race<br />
of the 1995 Louis Vuitton Cup<br />
challenger series. Her roles<br />
spanned boat designer, back-up<br />
navigator, performance analyst<br />
and travel lift driver.<br />
She even filled in as tactician<br />
against the Spanish Challenge<br />
in patchy conditions – a race the<br />
Kiwi crew won by 20 minutes<br />
on their way to claiming New<br />
Zealand’s first America’s Cup.<br />
When she arrived in San<br />
Diego, there were only three<br />
other women working in Team<br />
New Zealand – a sailmaker, a<br />
“ We are still young, and<br />
have a long way to go, but<br />
we’ve come a very long<br />
way since we came up<br />
with this crazy concept. ”<br />

marketer and a receptionist.<br />
“I was out on the boat every<br />
single day – grinding and sailing<br />
for eight or nine hours, six days<br />
a week,” she said.<br />
“My official role was in the<br />
design team, but I was also<br />
sailing as a navigator and doing<br />
performance analysis.”<br />
After her time in elite sailing,<br />
Leyland spent a decade with<br />
strategy firm Boston Consulting<br />
Group before moving into the<br />
dairy sector. She later joined<br />
Fonterra, where she became part<br />
of the executive management<br />
team.<br />
During her time in the dairy<br />
industry, she became interested<br />
in how New Zealand could<br />
produce more high-value<br />
exports, reduce its reliance<br />
on bulk dairy production<br />
and improve environmental<br />
outcomes for the land.<br />
In 2015, Leyland met Synlait<br />
founder John Penno at an<br />
executive training workshop at<br />
Stanford University. The pair<br />
quickly found common ground<br />
and began developing the idea of<br />
extracting Rubisco protein from<br />
lucerne leaves.<br />
They married two years later<br />

“John finished as Synlait CEO<br />
to work on the new concept<br />
and I was busy doing research<br />
and kitchen experiments to<br />
figure out if this could be a real<br />
opportunity,” Leyland said.<br />
The business formally took<br />
shape in 2019 when food<br />
engineer Ross Milne joined as<br />
chief executive to lead the foodprocessing<br />
side of the operation.<br />
“We are still young, and have a<br />
long way to go, but we’ve come a<br />
very long way since we came up<br />
with this crazy concept.”<br />
<strong>Selwyn</strong> proved to be an<br />
ideal location to develop and<br />
manufacture that concept,<br />
Leyland said.<br />
“We extract the Rubisco<br />
protein from lucerne (called<br />
alfalfa in the rest of the world),<br />
which is a leafy forage crop that<br />
grows really well here in <strong>Selwyn</strong>.<br />
“We are working with arable<br />
farmers in Southbridge, who<br />
are brilliant at growing things<br />
and were keen to look for new<br />
options because the arable<br />
industry has been doing it so<br />
tough.”<br />
She adds that having two<br />
universities nearby, combined<br />
with an active outdoor<br />
community looking for new<br />
products, created a fertile<br />
environment for innovation.<br />
“When we started this, we<br />
probably didn't realise just quite<br />
how amazing this protein would<br />
be and how it makes people<br />
feel and makes them perform,”<br />
Leyland said.<br />
She explains the high-quality,<br />
concentrated liquid protein<br />
differs from other plant proteins<br />
because it is extracted from<br />
leaves rather than seeds.<br />
“So it has a better amino acid<br />
profile than whey or meat. And<br />
because we only process it very<br />
lightly, you get all sorts of other<br />
nutrients come through from the<br />
leaves as well. This means it has<br />
an incredible amount of nutrient<br />
density,” Leyland said.<br />
Because the liquid is easily<br />
digestible, it offers athletes a<br />
substantial protein boost without<br />
needing to consume large<br />
amounts of food.<br />
“So it works really well<br />
alongside normal meals, giving<br />
an extra protein lift at the<br />
moment that your body can<br />
make the most of it. We find<br />
that it fits perfectly for people<br />
who are serious about their<br />
nutrition.”<br />
Alongside supplying the protein<br />
liquid to athletes in the United<br />
States and Australasia, Leaft<br />
is also developing ingredient<br />
products after discovering the<br />
protein’s effectiveness as an egg<br />
alternative.<br />
“We have been working with<br />
Foodstuffs South Island for their<br />
in-house baking with our Rubisco<br />
protein isolate product which is<br />
white and creamy,” Leyland said.<br />
“It emulsifies and creates<br />
foam – all the things you want<br />
when you are baking. It really<br />
enhances the food and has been<br />
the most recent part of our<br />
journey.”<br />
In between creating a more<br />
environmentally-friendly market<br />
for local farmers, Leyland and<br />
Penno have also been working<br />
hard to regenerate their own<br />
slice of <strong>Selwyn</strong>.<br />
“We found lots of ways to<br />
contribute by bringing back<br />
more diversity through a<br />
combination of planting, fencing<br />
areas off from stock and trapping<br />
to allow natural regeneration.”<br />
Leyland said a century ago,<br />
only 1% of the native forest still<br />
remained on Banks Peninsula,<br />
which has only recovered to<br />
about 10% today.<br />
“I was shocked to hear that, so<br />
I feel we need to lean into that<br />
one.”<br />
Now firmly settled in <strong>Selwyn</strong>,<br />
Leyland has no regrets about the<br />
move south.<br />
“I like the weather, the access<br />
to the mountains, being so close<br />
to a coastline and the connection<br />
to nature and the land around<br />
here. I’m absolutely loving it.”<br />

An experiment in dimming streetlights<br />
could help turn <strong>Selwyn</strong>’s high country into<br />
a new drawcard for stargazers.<br />
The council is installing a new lighting<br />
control system in Castle Hill Village as<br />
part of a push towards earning dark sky<br />
accreditation.<br />
The technology, expected to be in place<br />
by the end of May, will allow streetlights<br />

“This is a huge opportunity to make the<br />
most of our stunning high-country landscape<br />
and its amazing view of the stars,”<br />
she said.<br />
“Dark skies are a growing attraction –<br />
we’ve seen through Tourism New Zealand<br />
that 70% of people visiting New Zealand<br />
are interested in star gazing experiences.<br />
This innovative technology is a key step to<br />
start making the most of that.”<br />
The move follows support<br />
from Arthur’s Pass and<br />
Castle Hill Village residents<br />
and businesses during consultation<br />
on the council’s<br />
Long-Term Plan 2024–34. It<br />
also aligns with the council’s<br />
Kai Aku Rika Economic<br />
Development Strategy,<br />
adopted last year, which<br />
identified dark sky tourism Denise Kidd<br />
as a potential growth area.<br />
Technology company Felicity Smart<br />
Infrastructure NZ is supplying the wireless<br />
control system, while the council is<br />
funding the $50,000 upgrade of existing<br />
streetlights in Castle Hill Village, as agreed<br />
through the long-term plan process.<br />
The system will give the council greater<br />
control over light levels and operating<br />
times, and includes AI technology that<br />
can respond to traffic volumes, allowing<br />
lights to dim when roads are quieter while<br />
maintaining safety.<br />
The council will work with residents<br />
over coming months to decide how the<br />
system should operate in practice.<br />
“It’s exciting to see how the trial goes,<br />
with the potential for this technology<br />
to help with dark sky accreditation and<br />
energy savings to further reduce costs in<br />
other parts of the district,” Kidd said.<br />

spectators to keep it cute on the<br />
sidelines.<br />
Hamish Kerr, who won gold in<br />
the men’s high jump at the 2024<br />
Paris Olympics, is backing Sport<br />
Canterbury’s Keep It Positive<br />
campaign.<br />
It promotes safe and<br />
supportive sideline behaviour<br />
across a wide range of sports.<br />
The campaign is coming to<br />
<strong>Selwyn</strong> and Christchurch after<br />
the initiative was launched in<br />
South and Mid Canterbury last<br />
year.<br />
Poor sideline behaviour in the<br />
city has been under the spotlight<br />
before.<br />
Mother Alicia Shaw called<br />
out fellow parents for mocking<br />
comments and laughing at<br />
primary school pupils at her<br />
son’s cross-country race in May<br />
2024.<br />
The organisations currently<br />
involved in the campaign are<br />
Badminton Canterbury, Athletics<br />
Canterbury, Canterbury Cricket,<br />
Mainland Netball, Canterbury<br />
Softball, Tennis Canterbury,<br />
Mainland Football, Canterbury<br />
Volleyball, Canterbury Hockey,<br />
Canterbury Rugby League,<br />
Canterbury Basketball and<br />

enough job as it is, and so<br />
to have the support of people<br />
on the sideline, and making<br />
sure that feels encouraging and<br />
enjoyable, is the most important<br />
thing,” he said.<br />
“Unfortunately, there will<br />
always be one team winning and<br />
one team losing. But, at the end of<br />
the day, so long as the kids are getting<br />
out there and just having fun,<br />
that’s the most important thing.”<br />
The Keep It Positive campaign<br />
will be promoted through signs<br />
displayed at sports events participating<br />
in the initiative.<br />
A large online presence will<br />
also help reinforce the campaign<br />
message. It will help<br />
sports organisations create<br />
policies and guidelines, which<br />
protect young people while<br />
fostering a positive sporting<br />
culture.<br />
Mainland Football chief<br />
executive Martin Field-Dodgson<br />
supports the campaign. He<br />
said serious instances of poor<br />
behaviour from spectators are<br />
not frequent but do occur.<br />
“There’s more than 90%<br />
of people who are doing the<br />
right thing every week but<br />
there’s always instances of<br />
unacceptable behaviour. I<br />
probably get a couple serious<br />
complaints or discipline needed<br />
for sideline behaviour every<br />
year but that’s only what gets<br />
officially reported.”<br />

or incident locally that has led<br />
to us launching the initiative,<br />
we are just pro-actively putting<br />

Pip Deans has a long golfing<br />
history in <strong>Selwyn</strong> and is<br />
now helping shape future<br />
sportspeople at Darfield High<br />
School. Sam Coughlan caught<br />
up with her<br />
How long have you been at Darfield<br />
High for now?<br />
“Five-and-a-half year. When I<br />
came in it was a blank canvas –<br />
they had always had a teacher<br />
who was doing (organising<br />
sports) as an add-on, and<br />
they decided they wanted a<br />
standalone sports co-ordinator.<br />
“I was employed initially<br />
part-time, but then went on to<br />
be basically full-time for sports<br />
co-ordinating.<br />
“My role changed a little bit<br />
about two years ago, so I'm<br />
now development manager of<br />
Darfield High, but I oversee<br />
the sport and I have two other<br />
part-time staff in the sports<br />
department below me.”<br />
<br />
How many sports does the school<br />
offer?<br />
“We’re up to over 30 sports<br />
a year that we offer, it’s very<br />
varied. Rowing is new, we do<br />
dragon boating, there’s a lot<br />
of other ones that have been<br />
left off and then come back<br />
again, so it fluctuates from<br />

“Basketball is one of our<br />
biggest ones over the winter<br />
months, and volleyball is also<br />
another big one, especially in<br />
the summertime.”<br />
Tell me about rowing – <strong>Selwyn</strong> Rowing<br />
(of Darfield High, Ellesmere College,<br />
Rolleston College and Lincoln High) is<br />
in its second year competing now?<br />
“Our aim this year is to get<br />
some rowers into the Maadi Cup,<br />
because with <strong>Selwyn</strong> Rowing, we<br />
Deans has overseen the growth of<br />
schools rowing in <strong>Selwyn</strong>, with the<br />
district’s four high schools combining<br />
for the last two seasons.<br />
have teams from all the schools<br />
competing in regional events, but<br />
as soon as we get to the school<br />
events like the South Island<br />
secondary schools and Maadi<br />
Cup, then we have to split up.”<br />
<br />
How have the kids found it so far?<br />
“The kids love it, and there's a<br />
new lot that have come through,<br />
and they’re competing well. They<br />
got into a couple of A finals at the<br />
(Canterbury champs) and quite<br />
a few B finals. Some of them are<br />
only in year 10 so they have got a<br />
couple of years left to go, which is<br />
awesome.”<br />
<br />
Outside of work, are you a very sporty<br />
person?<br />
“Yes I am, I used to play a lot of<br />
golf, but I've had knee problems<br />
so I’m more of a support person.<br />
“My parents were involved<br />
with the Hororata Golf Club<br />
and I was awarded a life<br />
membership last year. I was<br />
on the executive committee at<br />
Canterbury Golf for eight years<br />
and was one of the people who<br />
initiated the <strong>Selwyn</strong> Futures<br />
Hub, and coached regularly for<br />
that.”<br />
<br />
Tell me a bit about the <strong>Selwyn</strong> Futures<br />
Hub, what is that all about?<br />
“It’s a group of seven clubs,<br />
designed for under 18s who<br />
wanted to play golf, because we<br />
need the next generation coming<br />
through to play.<br />
“We did a membership so<br />
these kids could go and play on<br />
courses (in <strong>Selwyn</strong>) for around<br />
$130 (now $150) a year, and<br />
then Kevin Hughes, who’s a<br />
professional, and I, would go<br />
around and do coaching every<br />
weekend at these courses.”<br />
<br />
How is it going now?<br />
“It’s just taken off. There’s a<br />
North Canterbury Hub as well,<br />
and when I left (in 2021), there<br />
was probably 130 members, and<br />
now I think there’s two or three<br />
hundred.”<br />
<br />
Were you a player yourself?<br />
“Yes, I won the senior women’s<br />
championships (at Hororata) a<br />
few times (her best handicap<br />
was 5.5), represented the club<br />

“I haven’t played a lot of<br />
competition golf in the past<br />
five to 10 years and left the<br />
Canterbury Golf committee in<br />
2021 due to work commitments<br />
and injury.”<br />

What is special to you about working<br />
at Darfield High?<br />
“Just working with the<br />
kids and seeing them enjoy<br />
themselves.<br />
“They’re very enthusiastic<br />
and they love their sport, some<br />
students only come to school for<br />
sport, so we have an amazing<br />
relationship with them because<br />
we’re not teachers, we’re seen as<br />
quite different.<br />
“In the Koru Games last year,<br />
we had 270 kids, nearly all of<br />
our year 7 and 8s, and some<br />
of them aren’t sporty but they<br />
just enjoy getting out there and<br />
making new friends.”<br />
<br />
You mentioned rowing as one of the<br />
big new sports, how much has that<br />
grown?<br />
“We’ve got around 25 rowers,<br />
which is a good number for us,<br />
obviously trying to all come<br />
together and do it after school.<br />
“We hope to increase it now<br />
that we’ve got more boats,<br />
because our issue was we did’'t<br />

have the boats to put the kids in.<br />
“Now we’ve increased our<br />
assets, which is awesome, and<br />
has also allowed us now to do<br />
adult rowing at night time, just<br />
have-a-go sessions, and next<br />
year we will be increasing our<br />
numbers.”<br />

How much can it continue to grow?<br />
“I think it has the potential to<br />
at least get another 50% next<br />
year and then just keep building<br />
on, as the results come through.<br />
“If we start getting some wins,<br />
people will get enthusiastic and<br />
that will encourage them to<br />
want to be part of it too.”<br />
What other sports have grown in<br />
popularity at the school?<br />
“We’ve got about 80 kids<br />
consistently doing adventure<br />
racing. We do the big Kaikoura<br />
adventure race they do up there,<br />
and we had 60 last year to do<br />
that.<br />
“It’s really great, the students<br />
just really enjoy it, and we live<br />
in a perfect spot to do all of that,<br />
and we have very good parental<br />
support as well.”<br />

The Giving<br />
Garden Festival<br />
<strong>Selwyn</strong> Central Community Care is a local<br />
volunteer organisation that serves the local<br />
Rolleston, Weedons, Burnham and West<br />
Melton communities by providing transport<br />
to medical appointments. We have been<br />
operating since the 1990’s so not new kids<br />
on the block.<br />
All our volunteers are police vetted. We<br />
travel to Christchurch and Burwood Hospitals<br />
and anywhere that is needed as appointments<br />
are wide and varied these days. Many of<br />
our clients are on a pension and are unable<br />
to drive anymore. Our volunteer drivers<br />
pick clients up from their homes and on<br />
the way home we can stop at the pharmacy<br />
if required.<br />
can assist people to stay in their own homes<br />
as long as possible it is good for all. We also<br />
have a community van that takes people for<br />
social outings, morning tea, lunch and day<br />
adventures. Social isolation is a real thing and<br />
this is a great way to connect with others in<br />
the local community.<br />
We operate on a donation basis as our<br />
drivers are volunteers and use their own<br />
vehicles, we do re-imburse them for their<br />
fuel costs. Last year our volunteers clocked<br />
up over 41,000km and served the community<br />
at least 2,412 hours. There is a massive<br />
demand on the public health system so if we<br />

to keep the wheels turning, hence the reason<br />
for the Giving Garden Festival, this will be<br />
our first major fundraiser at the prestigious<br />
Broadfield Garden so generously offered by<br />
the creator of the gardens, who will also be<br />
offering personalised garden tours.<br />
Over 60 market stalls will be on site.<br />
This is an event to be enjoyed by the whole<br />
family, there will be other local<br />
community organisations represented,<br />
Rolleston Brass Band will be putting on a<br />
show, and a fantastic classic car display.<br />

National Lamb Day: Raise a chop!<br />

National Lamb Day is back, with<br />
events centred in the week leading up to<br />
Sunday 15 <strong>February</strong>. If you’re anywhere<br />
near a radio, restaurant or social media,<br />
you’ll probably already know – this day<br />
just gets bigger and bigger each year.<br />
Official events include big celebrations<br />
at Southern Fieldays, and the lamb BBQ<br />
at Parliament hosted by Minister of<br />
Agriculture Todd McClay, where Prime<br />
Minister Luxon famously wore the<br />
official tshirt over his suit last year, to<br />
international mockery.<br />
But it’s the nationwide grassroots<br />
activity that brings this day alive.<br />
Last year, 1145 people held Lamb Day<br />
barbecues, registered them on the<br />
website, and posted pix with the hashtag<br />
#nationallambday. Do that this year and<br />
you’ll be in the draw to win one of five<br />
$200 meat pack gift cards.<br />

cutlets at the beach with her younger<br />
self, and a light-hearted blend of<br />
National Lamb Day with Valentine’s Day.<br />
Restaurants and chefs – send in a<br />
photo and description of the chefcreated,<br />
grass-fed lamb dish you will be<br />
serving in <strong>February</strong>, to feature on the<br />
website’s Dining Guide.<br />
This is the third year now for this<br />
event to be held on 15 <strong>February</strong>, which is<br />
the date in 1882 when the first<br />
shipment of our frozen lamb<br />
set off for the UK, on the SS<br />
Dunedin. Its journey proved<br />
that refrigerated meat could<br />
be safely exported over such<br />
a long distance and marked<br />
our debut onto the world<br />
stage of international trade.<br />
New Zealand had previously<br />
observed a National Lamb<br />
Day but not many kiwis<br />
knew about it, largely because it was on<br />
May 24, the date when that shipment<br />
arrived… but, a far less BBQ-friendly<br />
date. Ag Proud led the re-launch,<br />
a farmer-led group that proudly<br />
celebrates all the great achievements of<br />
New Zealand’s agricultural sector.<br />

Line dancing: from rural US to modern NZ<br />

Where it all began<br />
The words “line dancing” might<br />
conjure images of the Wild West, but<br />
its origins and current expressions are<br />
further flung.<br />
Line dancing developed in rural<br />
America from the intermingling of<br />
European immigrant dance traditions. In<br />
the Midwest, Bohemian settlers brought<br />
polka-style steps. In rural Appalachia,<br />
English, Irish and Scottish step dancing<br />
and jigs blended into what became<br />
known as clogging. In New England, the<br />
English and French traditions of contra<br />
dancing introduced long lines of couples.<br />
Square dancing established the “caller”<br />
– the person who calls out the moves<br />
during the song.<br />
Rural communities enjoyed their local<br />
versions of line dancing: it was inclusive<br />
of all ages, simple to pick up and do,<br />
and could be done almost anywhere,<br />
from barns and community halls to<br />
open fields. It wasn’t until the mass<br />
entertainment age that line dancing<br />
spread beyond its rural roots to become<br />
the phenomenon we know today.<br />
Timeline to mainstream<br />
The “Madison”, from 1957 rural Ohio,<br />
is credited as the first true line dance.<br />
Wildly popular for years, it went on<br />
to feature in the movie and musical<br />
Hairspray. Disco culture created the<br />
hedonistic “L.A. Hustle” in 1975. In 1980,<br />
John Travolta sizzled his way through<br />
the Urban Cowboy film, kicking off a<br />
massive line-dancing boom in bars<br />
and clubs, and firmly tying the style<br />
to country & western music. Then<br />
Billy Ray Cyrus’s “Achy Breaky Heart”<br />
sealed the deal in 1992, as a rare, global<br />
crossover between country and pop<br />
charts. The video featured line dancers<br />
with glamorous 90s hairstyles and shiny<br />
buckled cowboy boots, and the world<br />
swooned...<br />
Kiwi-style<br />
Kiwis initially imitated the American<br />
style, but since the 2000s we’ve made<br />
the movement our own and it’s popular<br />
across the country. All forms of music are<br />
used, and clothing is often more casual<br />
and comfortable. What hasn’t changed<br />
is the vibe: it’s social and welcoming,<br />
you don’t need a partner, and people of<br />
all ages, backgrounds and abilities can<br />
quickly feel that they belong.<br />

Getting ready for<br />
seasonal change<br />
Expert advice on what to do for your garden this week<br />
VEGETABLES<br />
Onion seed sown this month<br />
will withstand the winter<br />
months, then mature into goodsized<br />
bulbs for harvesting next<br />
summer. Prepare soil with<br />
potash, lime and some garden<br />
compost, or a general garden<br />
fertiliser. Space cleared of early<br />
potatoes or peas is ideal for<br />
growing onions.<br />
Seed of cabbage (Earliball,<br />
Green Acre or mini-variety<br />
Space Saver), silverbeet and<br />
spinach (Winter Queen, Santana)<br />
can be sown for use in<br />
early winter through to spring.<br />
Late summer and early<br />
autumn sowing is important, as<br />
they will grow rapidly in good<br />
soil before the first frosts. Sowing<br />
after a show of rain is ideal.<br />
Make sure beds do not dry out.<br />
Second-crop potatoes, such as<br />
Maris Anchor, may be lifted now<br />
and a green manure crop sown.<br />
Green manuring involves growing<br />
suitable plants for about six<br />
months and then digging them<br />
in before they flower. Where<br />
a faster turnover is needed,<br />
mustard can be sown, as it will<br />
mature in three months.<br />
FLOWERS<br />
Delphiniums, Oriental poppies,<br />
Aubrieta, shasta daisies,<br />
lupins, pyrethrums, leopard’s<br />
bane (Doronicum) and other<br />
early-flowering herbaceous<br />
plants should be trimmed now.<br />
Doing it immediately after<br />
flowering will encourage some<br />
plants, particularly delphiniums,<br />
to flower again in a few<br />
weeks.<br />
Roses, dahlias and sweet<br />
peas can also be encouraged<br />
to flower longer by removing<br />
faded blooms.<br />
Dahlias benefit from liquid<br />
manure as well as conventional<br />
watering. This was once made<br />
with human urine, the contents<br />
of the chamber pot diluted and<br />
tipped on to the garden.<br />
This product was considered<br />
particularly beneficial<br />

of a 10-litre bucket of manure<br />
topped up with water is fermented<br />
for two or three weeks,<br />

Green material can also be<br />
used. Comfrey makes the best<br />
green mix, as it is high in nitrogen<br />
and potash, but any green<br />
weeds and lawn clippings can<br />
be used. This is also a good way<br />
to destroy convolvulus, docks,<br />
dandelions and other perennial<br />
weeds that do not rot readily in<br />
the compost bin.<br />
FRUIT<br />
Strawberries may still be<br />
layered, choosing the first new<br />
plant on each runner and cutting<br />
off the rest.<br />
Placing compost around the<br />
runners will help roots develop.<br />
Transfer the new plants to their<br />
permanent places in about<br />
three weeks.<br />
Dig out and dispose of all<br />
strawberry plants that have<br />
borne fruit for two or more<br />
years. Because they can carry<br />
disease, do not put strawberry<br />
plants in the compost bin.<br />
For younger strawberry<br />
plants, trim off old leaves, clear<br />
away any weeds and give them<br />
a mulch of garden compost<br />
mixed with blood and bone and<br />
superphosphate. That prepares<br />
them for autumn growth.<br />
Cut out old raspberry stems<br />
(canes) that have fruited. Stake<br />
or wire young canes, removing<br />
any weak, spindly or misshapen<br />
ones. Six to nine canes a plant is<br />
reasonable to supply next summer’s<br />
crop.<br />
A mulch of straw, grass clippings<br />
or compost at this time<br />
helps retain soil moisture and<br />
provides humus. Apply on<br />
ground already well saturated.<br />
Because they fruit next year<br />
on growth made this season,<br />
blackcurrants can have all old<br />
wood removed once fruiting has<br />
finished. Prunings can be used<br />
to propagate new plants. As an<br />
alternative to growing in garden<br />
beds, currants (black, red and<br />
white) can be grown on a fence<br />
or trellis.<br />
Tomatoes grown in a glasshouse<br />
or tunnel house should<br />
have any yellow or dead leaves<br />
removed.<br />
Pinch out laterals (young<br />
shoots at leaf joints) of bush<br />
(determinate) types, ensure all<br />
tomato plants have plenty of<br />
ventilation and reduce watering<br />
when fruits stop swelling and<br />
begin to ripen.<br />

The general public is to be advised that<br />
a New Zealand Army Exercise will be<br />
conducted at the West Melton Rifle Range<br />
over the period above.<br />
The exercise will involve up to 100<br />
personnel of 2/1 RNZIR, Depot Company<br />
from Burnham Military Camp.<br />
Training will involve soldiers conducting low<br />
light and night firing from 9-18 <strong>February</strong>.<br />
All activities will be conducted at West Melton<br />
Rifle Range. The exercise will also involve<br />
the movement of troops and vehicles by day<br />
and night.<br />
