<strong>Canterbury</strong> police have moved<br />

quickly to alleviate fears of staff<br />

reductions by ‘‘stealth’’ in<br />

Amberley.<br />

Hill says there has been no<br />

reduction in police staff in<br />

Amberley, with one position being<br />

filled by asecondment.<br />

He was responding to concerns<br />

raised by Amberley farmer Andy<br />

Mason, who feared frontline police<br />

staff in the community were being<br />

reduced by ‘‘stealth’’.<br />

Mr Mason says he understands<br />

the Amberley police station’s<br />

staffing has been reduced, initially<br />

by filling apermanentrole with a<br />

reliever, ‘‘and then quietly leaving<br />

the position vacant after a<br />

permanent staff member<br />

departed’’.<br />

But Mr Hill says there are still<br />

three positions in Amberley.<br />

‘‘One of those positions is<br />

currently being filled by staff<br />

undertaking periods of<br />

secondment, and will likely be<br />

permanently filled in due course.<br />

‘‘It is very common in police for<br />

staff to act in various roles, eitherto<br />

backfill during arecruitment<br />

process or as adevelopment<br />

opportunity.<br />

‘‘Police remain committed to<br />

maintaining the current staffing<br />

levels in <strong>North</strong> <strong>Canterbury</strong>.’’<br />

Mr Mason’s concerns follow a<br />

review of rural policing in<br />

<strong>Canterbury</strong> last year.<br />

In October, Mr Hill announced<br />

<strong>Canterbury</strong> Police would not<br />

proceed with aproposed district<br />

review after considering staff and<br />

community feedback.<br />

At the time, Mr Hill<br />

acknowledged the depth of feeling.<br />

‘‘Much of the feedback from staff<br />

and the community has been<br />

supportive.<br />

‘‘The reality is that the proposal<br />

was not acceptable to many of the<br />

communities affected, and in my<br />

view their buy­in was acritical<br />

element in the proposal's success.<br />

We could not proceed without that<br />

support,’’ Mr Hill said in October.<br />

‘‘In reaching this decision, I<br />

listened carefully to the concerns<br />

and considered feedback from the<br />

community and other interested<br />

parties, as well as those of police<br />

staff.<br />

‘‘I have discussed this with the<br />

Commissioner of Police, and he has<br />

assured me Ihave his support for<br />

this decision today.’’<br />

Police had proposed to develop a<br />

24­hour, seven day aweek hub at<br />

Rangiora, and change staffing<br />

levels at some rural stations.<br />

But it faced huge community<br />

backlash, and prompted petitions<br />

and public meetings.<br />

More than 1000 written<br />

submissions were lodged during a<br />

public consultation process.<br />

Mr Mason says the message from<br />

the community is clear.<br />

‘‘Rural <strong>North</strong> <strong>Canterbury</strong>would<br />

not accept being stripped of its<br />

local police presence.’’<br />

Mr Mason says the community is<br />

once again being forced to defend<br />

its safety, this time against what he<br />

believes is a‘‘stealth reduction’’ of<br />

police numbers<br />

The change in staffing levels at<br />

Amberley station would amount to<br />

the same thing: ‘‘a one­third<br />

reduction in police presence’’, he<br />

says.<br />

‘‘This is restructuring by stealth.<br />

The community spoke clearly. The<br />

consultation process was respected<br />

—atleast publicly —and now we<br />

are watching the same cutsunfold<br />

in slow motion.’’<br />

Mayor Marie Black is concerned<br />

the issues of police numbersare<br />

again in focus. ‘‘This would not<br />

meet the expectation of our<br />

community but Ifeel somewhat<br />

assuredthat the Superintendent<br />

statespositions will be backfilled to<br />

maintain the current staffing.’’<br />

She will continue to advocatefor<br />

astronger community and is<br />

confident the district will support<br />

the retention of Hurunui police<br />

presence.<br />

Alifetimeofhelping others<br />

John Stopford is not letting age slow him<br />

down.<br />

The Amberley Rest Home resident turns<br />

100 on Saturday, <strong>March</strong> 7.<br />

He still drives, and is still active in<br />

Amberley Lions Club, the Amberley RSA<br />

and AmberleyCommunityCare.<br />

For aman born into aservice­oriented<br />

family, he ranks helping others highly,<br />

amid his many other life achievements.<br />

John wasborn in London in 1926 to<br />

Frederick Victor Stopford (a career Royal<br />

Navy Lieutenant who later became a<br />

Rear­Admiral)and his wife Mary (Molly).<br />

Frederick Stopford’s father was Rear­<br />

AdmiralWalterGeorge Stopford RN, the<br />

fourth sonofJames Thomas Stopford, 4th<br />

Earl ofCourtown.<br />

At just one,John and his mother, Molly,<br />

embarked on aseries of sea voyages on<br />

Banana Boats to travel halfway around the<br />

world to meetupwithhis father, who had<br />

beenappointed to the Royal Navy’s Far<br />

East StationinChina.<br />

In 1933, he embarked on another<br />

adventurewhen his family moved to<br />

Berlin.<br />

His father was an assistant military<br />

attaché at the British Embassy, reporting<br />

on the rise of the Nazi military machine.<br />

‘‘I was only seven then, so all the politics<br />

didn’t mean much to me. Iwas more<br />

interested in visiting Berlin’s Tiergarten<br />

Park and the Zoo, which were fabulous.<br />

‘‘I do recall all the flags and the<br />

pageantryofthe Nazi marches inthe<br />

streets, and my father often mentioning<br />

the rise in militarisation and persecution<br />

of Jews there.Infact,hewas so worried<br />

about our safety, my mum,brothers and I<br />

were sent back to England in 1934.’’<br />

Back in England, the family moved into<br />

Ashe House in Hampshire, where John<br />

occupied the same room that Jane Austin<br />

used as her writing room to pen the classic<br />

novel Pride and Prejudice.<br />

‘‘Fromthere Iwent to boarding school,<br />

which was another great adventure as I<br />

learnt many life skills which Istill use<br />

today.”<br />

He loved to keep fit, born from<br />

gymnastics sessions for the whole school<br />

on the playing fields during summer, and<br />

apassion for football.<br />

As war loomed in 1939, John moved to<br />

the Stowe Public School, where he later<br />

joinedthe Home Guard at age 15.<br />

John wasproud to donauniform and be<br />

like hisfather, grandfather and great<br />

uncle, whohad been aMajor General in<br />

the British Army.<br />

‘‘It’s what our family did –weserve, and<br />

whenIreached 17, Ijoined the Royal<br />

Navy.’’<br />

Initially sent to one of the Butland's<br />

Holiday Campsrequisitioned for the war<br />

as arecruit depot, he went on to train as a<br />

special combined operations boat<br />

commander,until his commissioning<br />

course was cancelled and he was sent back<br />

to recruit school as an ordinary seaman.<br />

Turning 100 ... As aseven­year­old John Stopford,who turns 100 onSaturday, lived in<br />

the same house where Jane Austen wrote Prideand Prejudice.<br />

‘‘The lords in the admiralty did me a<br />

favour. They decreed there were too many<br />

officers, so they sent us all back to rejoin<br />

our recruit course, but later at D­Day,<br />

many of the small combined ops boats<br />

were destroyed and their crews killed, so<br />

Isurvived.”<br />

He says afamily friend helped him<br />

transfer from the Navy to the Army, where<br />

he joined areconnaissance armoured car<br />

unit latein1944.<br />

‘‘I loved the training, and Iwas<br />

commissioned as asecond Lieutenant<br />

withthe 7thRoyal Tank Regiment.’’<br />

In 1946, hisregiment went to Indiato<br />

help in the country’s partition.<br />

‘‘It wasn’t anice time to be there with all<br />

the death and destruction.’’<br />

Back in the United Kingdom in 1947, he<br />

worked on projects which included using<br />

jet take­off assistance packs normally used<br />

by planes in the RAF, to see if they could<br />

get suck tanks out of the mud.<br />

‘‘It was alot of scary fun with everyone<br />

getting very wet and muddy.’’<br />

Because John held aconflict­only<br />

commission, he was demobilised from the<br />

armylater and travelled to Canada to see<br />

his relations on his mother’s side.<br />

‘‘I looked around and did lots of odd jobs<br />

until one day in Vancouver in 1953, Isaw<br />

asign for army recruiting.<br />

‘‘I went in and asked if they would be<br />

interested in me because of my knowledge<br />

of the Centurion Tanks.<br />

‘‘The Canadian Armywas soon to<br />

receive them as its new main battle tank.<br />

‘‘I had worked on them in the British<br />

Army.’’<br />

He quickly found himself recommissioned<br />

and working with an<br />

armoured unit in Calgary.<br />

Ten years later, his unit, the Fort Garry<br />

Horse, was all packed and ready to leave<br />

for their tour of duty with NATO forces in<br />

Germany, when on the eve of their<br />

departure in October 1962, the Cuban<br />

Missile Crisis happened.<br />

‘‘We were all packed up, and families set<br />

to travel when it all kickedoff, so we were<br />

held back for amonth while it played out.<br />

‘‘I loved training in Europe with NATO.<br />

Ihave so many fond memories of training<br />

with all the different armies based there in<br />

Germany.’’<br />

Retiring from the Lord Stratcona’s<br />

Horse, one of the top Canadian Army<br />

Armoured units as acaptain in the early<br />

1970s, John and his late wife Barbara and<br />

their family of three children emigrated to<br />

Amberley in New Zealand.<br />

‘‘We came in 1971 to look around, loved<br />

it and settled near friends in Amberley.’’<br />

John worked initially at acharcoal<br />

businessbefore joining the Hurunui<br />

County Council in 1976.<br />

Ten years later, he and afriend started<br />

Amberley Community Care, driving aged<br />

people to medical appointments in<br />

Christchurch.<br />

He is still involved today.<br />

John is known for his community work<br />

with many organisations and has received<br />

much praise over the years for his work<br />

with Lions and others.<br />

On <strong>March</strong> 9, John and his family will<br />

have asmall private gathering to celebrate<br />

his birthday.<br />

‘‘I was on the phone with my younger<br />

brother in England the other day, and he<br />

wished me well. It’s good to know Istill<br />

have family alive today.’’<br />

Signs ofconsistent improvement<br />

The Waimakariri District is beginningto<br />

see more consistent signs of economic<br />

improvement.<br />

Waimakariri’s latest Infometrics<br />

Quarterly Economic Monitor for the year<br />

ending December2025, indicates while<br />

the recovery is not uniform across all<br />

sectors, several core indicators have<br />

shifted in apositive direction.<br />

This suggests earlier hints of<br />

stabilisation may be turning into slow<br />

and sustained momentum.<br />

GDP in Waimakariri grew by 2.5 per<br />

cent in the Decemberquartercompared<br />

with the same period last year,<br />

contributing to annual growth of 1.3 per<br />

cent, according to the report. This places<br />

the district ahead of the national rate of<br />

0.4 per cent.<br />

Many local businessesreport an<br />

increase in activity, although the pace of<br />

improvementvaries across industries.<br />

Business counts rose 2.7 per cent over<br />

the year andcommercial vehicle<br />

registrationsincreased 10.4 per cent,<br />

both pointingtostrengthening activity,<br />

particularlyinthe primary and<br />

construction sectors. Non­residential<br />

consents were up 10.8 per cent,<br />

indicatingsteady investment confidence.<br />

Not all indicators are moving in the<br />

same direction.<br />

Consumer spending fell 2.1 per cent,<br />

reflecting the ongoing pressure felt by<br />

retailers, and hospitality operators<br />

continuetoreport mixed conditions.<br />

Tourism expenditure increased by 3<br />

per cent, butguest nights declined 8.4<br />

per cent despite the lift in overall visitor<br />

spend.<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong>'s<br />

Business Support Manager, Miles<br />

Dalton, says the latest report provides<br />

encouraging signs but also reinforces the<br />

need for abalanced outlook.<br />

‘‘There is clear evidence ofprogress in<br />

several parts of the economy,<br />

particularly in construction and therural<br />

sector, and many businesses are feeling<br />

more positive.<br />

‘‘At the same time, some sectors are<br />

still dealing with subdued demand.<br />

‘‘Uneven growth is to be expected at<br />

the start of an economic recovery, and<br />

this report provides good indicators that<br />

we are now moving in the right<br />

direction,’’ Mr Dalton says.<br />

Key annual indicators show GDPup1.3<br />

per cent, business counts up 2.7 per cent,<br />

consumer spending down 2.1 per cent,<br />

tourism expenditure up 3per cent, guest<br />

nights down 8.4 per cent, commercial<br />

consents up 10.8 per cent and<br />

commercial vehicle registrations up 10.4<br />

per cent.<br />

Mr Dalton says the results offer a<br />

useful foundation heading into <strong>2026</strong>.<br />

‘‘If these trends continue, the district<br />

will be well positioned to build on and<br />

sustain this momentum.’’<br />

Hot Rods, Grease, outdoors at Fernside<br />

Hot rods, classic cars and everyday<br />

saloons gathered in their hundreds to<br />

watch adrive­in movie and support<br />

Fernside School last Friday evening.<br />

Bathed in moonlight, the car owners and<br />

families gathered under the stars at<br />

Fernside School to watch the classic<br />

family movie ‘Grease” on the big screen.<br />

Organiser Damian Elley says it was<br />

another great community event and<br />

served as a‘‘fantastic boost for our school<br />

funds’’.<br />

‘‘Everyone came together to raise funds<br />

for the school and enjoyed themselves at<br />

the drive­in.’’<br />

He says they had their cars all lined up<br />

watching the movie, with people either<br />

sitting in them or on the back of utes or<br />

coupes.<br />

‘‘Everybody was wrapped up warm, and<br />

there was lots of hot food on hand,plus<br />

popcorn and hot coffee from all the<br />

vendors that supported us.’’<br />

Ash and Maree Jones of Loburn drove<br />

their soft­top 1969 Cadillac Coupe DeVille<br />

to Fernside.<br />

‘‘We actually went to adrive­in movie<br />

theatre in Alabama once whenwewere<br />

driving through the states.Ithad all the<br />

humps and hollows for the cars to sit on so<br />

that you could see the screen, and it was<br />

very different to anything we have here,<br />

including huge boxes of popcorn.<br />

This was afantastic idea, and we were<br />

keen to support it as our kids went here<br />

years ago.’’<br />

Pharmacistshelp ease pressure<br />

Ateam of Rangiora pharmacists is<br />

helping ease some of the pressure on<br />

health providers and people seeking<br />

doctors appointments.<br />

Five pharmacists at UnichemMedical<br />

Corner Pharmacy in Rangiora have<br />

trained to provide treatment andadvice<br />

for along list of conditions on top of the<br />

normal pharmacy client help.<br />

The team works under Standing<br />

Orders and can deal with minor illnesses<br />

from the treatment of acute sinusitis and<br />

shingles, to dispensing anti­biotics for<br />

dental abscesses or treating minor skin<br />

infections, boils and mild cellulitis.<br />

Directors and pharmacists Ajay Patel<br />

and Vibhuti Patel say they have put in the<br />

extra work to provide for an unmet need<br />

in the community.<br />

They can help if aperson is not<br />

registered with alocal Medical Centre,<br />

or someone can not get an appointment<br />

with their doctor, or it is out of hours.<br />

‘‘Our aim is to prevent unnecessary<br />

tripstothe 24­hour surgery, and nip any<br />

serious illness in the bud.<br />

‘‘Weare helping get treatment, rather<br />

than just beingadispensory.’’<br />

They can treat people during<br />

Pharmacy hours until 7pm Monday to<br />

Thursday, 6pm Friday and from 9.30am<br />

to 3pm Saturday and 10am to 1pm<br />

Sunday.<br />

Vibhuti says they help people to get<br />

treatmentinatimely manner, and there<br />

is no waiting like at the 24 hours surgery<br />

in Christchurch.<br />

If they are unable to treat apatient<br />

because of the seriousness of their<br />

aliment, they can refer them to the right<br />

place, or call amedical centre directly to<br />

see if adoctor can see the patient.<br />

‘‘If they can’t, they will have to make<br />

the trip to town,’’ she says. Most times<br />

however, it works quite well and doctors<br />

do accommodate the patient.’’<br />

All advice and treatment is conducted<br />

in aprofessional and confidential<br />

manner, she says.<br />

Vibhuti says the down side of the<br />

service is it does cost.<br />

‘‘But we get absolutely no funding from<br />

Government to fund the consultation<br />

service so it does end up costing asimilar<br />

amount to adoctor, but is less that 24<br />

hours or similar.’’<br />

The same service will soon be<br />

available in Woodend with Unichem<br />

Medical Corner Pharmacy and Medical<br />

Corner Doctors opening ahealth hub in<br />

the town soon.<br />

Paterson, and his wife Lynn, have<br />

generously donated all the proceeds<br />

from their farm clearing sale at Fernside<br />

to the <strong>North</strong> <strong>Canterbury</strong> and<br />

Christchurch Riding for Disabled groups.<br />

The sale was held late February, and<br />

run by Rural Livestock, who donated all<br />

the proceeds to the RDA’s from their<br />

sausage sizzle.<br />

group secretary, for Riding for Disabled<br />

(RDA) says the figure raised at the sale<br />

has not been advised, but it is expected to<br />

be quite significant.<br />

‘We are extremely grateful to the<br />

Patersons. It will go along way in<br />

supporting the RDA’s to operate and<br />

improve our programmes which directly<br />

benefit our riders, and allows us to fulfil<br />

the Vision, which is to reach more riders,<br />

and change more lives. The RDA really<br />

can, and does, change lives,’’ she says.<br />

The RDA, which is run by volunteers,<br />

had information stalls at the sale site.<br />

‘‘We always need and welcome<br />

volunteers to help with various tasks,’’<br />

Kerry says.<br />

Garden Tour helps students trip to Japan<br />

The Oxford Garden Tour has been a‘‘100<br />

per cent’’ successful fundraiser for the<br />

Oxford Area School despite asevere<br />

deterioration in the weather during the<br />

event.<br />

The garden tour featured six stunning<br />

gardens and was held to raise funds for<br />

15 Year 12­13 pupils and two teachers<br />

from the school, deputy principal<br />

Kieran Rae and Charlotte Davis,to<br />

travel to Japan on July 2.<br />

The school trip is part of its<br />

longstanding biennial cultural<br />

exchange programme with Hamasaka<br />

Junior High School and pupils from the<br />

Japanese school will visit OxfordArea<br />

School this August.<br />

One of the organisers of the garden<br />

tour Nicky Stagg, who is ateacher aid at<br />

Oxford Area School, said 180 tickets<br />

were sold for last Sunday’s tour and<br />

garden visitors did not seem to be<br />

deterred by the deterioration in the<br />

weather during the afternoon.<br />

‘‘It was agreat day,’’ Nicky said.<br />

‘‘People love the chance to look behind<br />

the hedges of these beautiful gardens<br />

and meet the owners who created them.<br />

There were four wedding­venue<br />

gardens included in the tour and they<br />

were all very popular.’’<br />

Nicky said they had planned to hold<br />

the tour earlier in the year, during<br />

springtime, but that date had to be<br />

cancelled due to disappointing ticket<br />

sales because of competition from other<br />

events in acrowded calendar.<br />

However the popularity of last<br />

Sunday’s event means that<br />

consideration is now being given<br />

towards making the garden tour a<br />

regular biennial fundraiser for the<br />

school.<br />

Nicky said the highlight of the day for<br />

her was seeing so many people enjoying<br />

themselves.<br />

‘‘The event brought so many people<br />

into the town. Oxford was really<br />

pumping. Two women even travelled<br />

from the West Coast just forthe garden<br />

tour and they really enjoyed it,’’ she<br />

wereOasis Cottage, Joheen Estate,<br />

Coleman'sPlace, Gemma and Luke<br />

Regan’s Garden, Wells Residence<br />

Garden, and Nature’s Haven Garden.<br />

begins again in earnest on Saturday<br />

for Amuri, followed by Cheviot and<br />

Hawarden.<br />

It’s atime when baking comesout of<br />

tins, and communities gather with<br />

pride.<br />

In adistrict like ours A&Pshows<br />

matter.<br />

They connect town and country,they<br />

showcase the very best of our farming<br />

excellence, livestock genetics that<br />

have been refined over the<br />

generations are on show, along with<br />

wool and grain, grown withcare.<br />

This undoubtedly demonstrates<br />

critical, not the why<br />

Environment <strong>Canterbury</strong>’s position is<br />

broadly right: resource management<br />

reform is necessary, and the RMA no<br />

longer matches today’s realities.<br />

Housing pressure,climate risk,<br />

natural hazards, and declining<br />

environmental health all demand a<br />

modern system.<br />

Where this becomes critical is not<br />

the why of reform, but the how.<br />

<strong>Canterbury</strong> has lived the cost of<br />

getting implementation detail wrong.<br />

The Hurunui Waiau Rivers Regional<br />

Plan (2013) is acautionary tale the<br />

country should learn from.<br />

Aseemingly minor drafting device ­<br />

the 10% rule ­produced major<br />

unintendedconsequences.<br />

It shifted the on­farm reality into a<br />

regulatory tripwire.<br />

It created complianceuncertainty,<br />

and drove division across the district:<br />

dryland farmers versus irrigators.<br />

It also costthe Regional Council<br />

money and credibility, when what the<br />

community needed was clarity and<br />

confidence in the system.<br />

Outofthat stress, the community did<br />

what good resourcemanagement<br />

should enable: it worked through the<br />

conflict and developedapractical<br />

solution that restoredtrust and<br />

The outcome was clear and<br />

proportionate ­dryland farming being<br />

confirmed as aPermitted Activity.<br />

That hard­won settlement reflects<br />

both common sense and local<br />

understanding ofrisk and impact.<br />

There is no need to alter that status.<br />

If reforms override or destabilise<br />

proven local solutions like this, we are<br />

not improving the system ­weare recreating<br />

the very dysfunctionreform is<br />

meant to fix.<br />

Done well, the reforms can lift<br />

productivity and environmental<br />

outcomes together: clearer national<br />

direction, stronger accountability,<br />

fewer process traps, and planning that<br />

integrates land use, infrastructure,<br />

hazards, and freshwater.<br />

Done poorly, we risk swapping one<br />

complex system for another<br />

centralised, legally brittle, and<br />

disconnected from place­based<br />

knowledge.<br />

The test is simple: keep the urgency,<br />

but buildthe guardrails ­disciplined<br />

drafting, staged transition, and realworldoperability<br />

checks.<br />

So <strong>Canterbury</strong>’s lessons translate<br />

into better relationships and<br />

outcomes.<br />

Weather events test region’swarning system<br />

Heavy rain and flood events across <strong>North</strong><br />

<strong>Canterbury</strong> have been testing the region’s<br />

flood warning system.<br />

Environment <strong>Canterbury</strong>’s flood<br />

warning system steps in when weather<br />

events strike, helping to save lives, protect<br />

property and limit damage, councillor Ian<br />

Mackenzie said.<br />

ECan staff monitor around 270 rainfall<br />

and river sites across the <strong>Canterbury</strong><br />

region, using satellite, radio and mobile<br />

phone communication to transmit data<br />

from the field so it can be displayed onthe<br />

council website and other platforms.<br />

The information is used to track river<br />

flows and rainfall, analyse trends, and<br />

issue flood warnings or advisoriesto<br />

prepare the community for incoming<br />

weatherevents.<br />

Cr Mackenzie, who is the council’s<br />

community preparedness and response to<br />

hazards core service lead, said recent<br />

weatherevents emphasised the<br />

importanceofcontinuing to strengthen<br />

and monitor flood warning infrastructure.<br />

‘‘Extreme weather is becoming more<br />

frequent for our communities, and events<br />

like the ones experienced recently<br />

reinforce the importance of areliable,<br />

resilient early warning system.<br />

‘‘Our ongoing improvementshelp<br />

ensure we can deliver accurate, timely<br />

information to help communities protect<br />

themselves, their whānau,and their<br />

livelihoods.’’<br />

Flood warnings happened across<br />

different timescales, but the council’s<br />

warning system is designed to operate<br />

before and during aflood.<br />

Before aflood, staff monitor river levels<br />

and rainfall and send out real­time data,<br />

while collaborating with the Metservice<br />

and other agencies.<br />

ECan’s river engineers and scientists<br />

review and analyse the data, so the council<br />

can plan for different flood scenarios,by<br />

modellingwherefloodwater is likely to<br />

flow.<br />

This information informs the design of<br />

flood protection infrastructure, acouncil<br />

spokesperson said.<br />

During aflood event, aspecialist24/7<br />

flood control team is mobilised to monitor<br />

river levels and share warnings and<br />

information.<br />

ECan stepped up its investment of flood<br />

protection as part of the 2024/34 Long<br />

Term Plan, pledging to invest up to $25m a<br />

year over 10 years.<br />

Since then the council has received<br />

Government funding to assist with this<br />

ongoing investment.<br />

In October, the council received $11.4m<br />

funding from the Government towards a<br />

$19m budget, with ECan contributing<br />

$7.6m for projects acrossseven rivers<br />

identified in ECan’s 30­year infrastructure<br />

programme.<br />

It included infrastructure upgrades for<br />

the Ashburton /Hakatere, Ashley /<br />

Rakahuri, Kowhai (Kaikōura), Opihi,<br />

Orari, Pareora and Waimakariri rivers.<br />

This year the council plans to work with<br />

local councils, iwi and central<br />

Government to continue ‘‘building<br />

resilience through new equipment,<br />

clearer processes,better communication<br />

and more robust backend systems’’, the<br />

spokesperson said.<br />

ARangiora retailer says anti­social<br />

behaviour is ‘‘terrifying’’ for staff and<br />

High Street shoppers.<br />

The Government has announced it will<br />

increase powers to police to issue moveon<br />

orders in abid to address anti­social<br />

behaviour and rough sleeping in city and<br />

town centres across New Zealand.<br />

The retailer, who did not want to be<br />

named, told Local DemocracyReporting<br />

aman had been caught on camera<br />

urinating on shop windows and had been<br />

intimidating shoppers and staff.<br />

The incidents had been reported to<br />

police.<br />

‘‘We feel our town Rangiora has been<br />

broughtdown to adifferent level by this<br />

behaviour,’’ the retailer said.<br />

‘‘A lot of people come out from<br />

Christchurch and they love the vibe of<br />

our town centre, so we don’t want to lose<br />

that. It’s terrifying for the elderly and<br />

the young ones who see it and feel they<br />

don’t want to be crossing the street.’’<br />

Waimakariri MP Matt Doocey said he<br />

believed the Government’s<br />

announcement would be welcomed by<br />

Waimakariri residents.<br />

‘‘In Rangiora, afulltime beggar has<br />

spurned all offers of help and has<br />

stubbornly remained on the High Street<br />

due to the support he is getting from<br />

passers­by of drinks, food and money.<br />

‘‘I have heard stories of local business<br />

owners harassed by this person, shop<br />

fronts urinated on and shopperssaying<br />

they are choosing to avoid that part of<br />

the High Street.<br />

‘‘I am meeting with agroup of local<br />

business owners who are<br />

understandably frustrated with the slow<br />

progress in addressing this antisocial<br />

behaviour and intend to raise the<br />

solution of acouncil bylaw for banning<br />

begging in our town centres when Imeet<br />

them next.’’<br />

But the retailer said she had spoken to<br />

Waimakariri Mayor Dan Gordon and had<br />

found the council to be supportive.<br />

Rangiora business owner Karl<br />

Howarth said he had noticed an increase<br />

in homelessness in the town.<br />

‘‘However, we don’t have any specific<br />

issues and the new law looks to be a<br />

literal attempt to shuffle the problem<br />

along and doesn't address the root<br />

causes.’’<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong>, the<br />

economic development arm of the<br />

Waimakariri and Hurunui district<br />

Councils, said it was not aware of any<br />

concerns from local businesses.<br />

The council’s strategy, engagement<br />

and economic development general<br />

manager Simon Hart said the council’s<br />

community team has been working with<br />

Social Services Waimakariri and the<br />

Salvation Army, and is planning aforum<br />

this month with local agencies to better<br />

understand the issue.<br />

Mr Hartsaid police already had<br />

powers to respond where behaviour<br />

becomes aggressive, damaging to<br />

property or amounts to disorder or<br />

public nuisance.<br />

While the legislation may provide<br />

clarity and offer more tools,<br />

enforcement alone did not address the<br />

underlying causes of homelessness, he<br />

said.<br />

‘‘If we are to find sustainable, longterm<br />

solutions that are in the best<br />

interests of both the individuals<br />

involved and the wider community, we<br />

mustfocus on understanding the root<br />

causes and working collaboratively with<br />

our partner agencies to respond with<br />

care, compassion and practical<br />

support.’’<br />

Roading business case<br />

A<strong>North</strong> <strong>Canterbury</strong>council wants to get on<br />

with aroading project to support growth,<br />

despite abudget blowout.<br />

The Waimakariri District Council<br />

unanimously backed abusiness case and<br />

concept plan for the much­discussed<br />

Rangiora easternlink road at ameeting on<br />

Tuesday.<br />

Last month the council announced the<br />

estimated cost of the project had blown out<br />

from $37.9 million to $65.6m.<br />

Ratepayers are expected to fork out $35<br />

ayear per property over a20­year period<br />

orless than 70 cents aweek per property.<br />

The council will seek $26m from Waka<br />

Kotahi NZ TransportAgency, while the<br />

development contribution (fees charged to<br />

developersfor new infrastructure) has<br />

been set at $22.6m.<br />

That leaves the council to contribute<br />

$17m, which would be loan funded.<br />

The new road would ease congestion on<br />

Southbrook Road, which has an estimated<br />

23,000 vehicle movements aday and<br />

growing.<br />

Mayor Dan Gordon said the road was<br />

needed to support growth in the district,<br />

with the population expected to growth<br />

from 74,000 to more than 100,000 within 30<br />

years.<br />

‘‘Ifwedon’t provide this, we will not be<br />

able to support that growth.’’<br />

Should the NZTA not approve the<br />

funding, Mr Gordon said the council will<br />

need to explore other options.<br />

Cr Joan Ward, along time supporter of<br />

the project,had asimple assessment of a<br />

staff report presented to Tuesday’s<br />

meeting.<br />

‘‘Wow! Let’s go!’’<br />

The council’s Rangiora eastern link<br />

programme manager Rob Kerr said the<br />

new road would support the projected<br />

5000 new houses in east Rangiora over the<br />

next 30 years and boost productivity.<br />

‘‘It takes about 7.5 minutes to get through<br />

Rangiora. If we do nothing that travel time<br />

will double.’’<br />

He said the cost blowout was due in part<br />

to the council having abetter<br />

understanding of the geotech and other<br />

work required.<br />

The business case predicts $250m in<br />

benefits, which aligns with the National<br />

Land Transport Programme (NLTP)<br />

outcomes framework, Mr Kerr said.<br />

It was ready to be submitted to NZTA for<br />

consideration in next year’s 2027/30 NLTP,<br />

he added.<br />

In the meantime, the council will seek<br />

feedback as part of the annual plan on<br />

whether residents and ratepayers still<br />

support the project despite the blowout.<br />

Work on the proposed 2.88km road is<br />

expected to begin in the 2027/28 financial<br />

year and is expected to taketwo years,<br />

subject to co­funding, negotiations with<br />

Kiwirail, land acquisition and resource<br />

consents.<br />

The new road would link Southbrook<br />

with the growing Bellgrove sub­division in<br />

east Rangiora, passing through the Spark<br />

family dairy farm.<br />

The Spark family supports the project.<br />

‘‘We see the congestion in Southbrook,<br />

and Rangiora is such agood town and it<br />

has good accesstoChristchurch, so it will<br />

continue to grow,’’ Geoff Spark said last<br />

year.<br />

‘‘This road is anatural progression for<br />

the town.’’<br />

The road would divert traffic at the<br />

‘S­bend’ on Lineside Road and pass to the<br />

west of the council’s waste treatment<br />

ponds, cut through council­owned land<br />

and the Spark farm, before connecting<br />

with Spark Lane. From Spark Lane, it will<br />

continue up McPhail Road and Bellgrove<br />

Boulevard to Coldstream Road.<br />

Restored hearing helps teacher regain voice<br />

When Mark Adams walks into his art<br />

gallery at his West Eyreton property in<br />

<strong>North</strong> <strong>Canterbury</strong>, there’s alight in his<br />

eyes that was missing only months ago.<br />

The 62­year­old artist, teacher and<br />

horticulturist had lost more than his<br />

hearing –he’d lost his ability to sharehis<br />

teaching gifts with others.<br />

‘‘I couldn’t do it anymore,’’ Marksays,<br />

surrounded by vibrant paintings ofNew<br />

Zealand landscapes.<br />

‘‘Teaching art was my mission in life.<br />

My key phrase has always been<br />

‘everyone can draw’, and I’ve proven it<br />

for years.<br />

‘‘But when Icouldn’t hear people, I<br />

couldn’t teach them.’’<br />

He had also worked in horticulturefor<br />

many years and enjoyed sharing his<br />

green­fingered skills.<br />

Mark’s hearing differencebegan in his<br />

50s when industrial deafness fromhis<br />

work in afoundry, as ayounger man,<br />

finally caught up with him.<br />

ACC­provided hearing aids worked<br />

well for years, until his left ear went<br />

completely deaf. He was then provided<br />

with acrossover system.<br />

But by his early 60s, his right ear<br />

began deteriorating too. Lastyear,<br />

everything changed.<br />

‘‘I couldn’t hear people’s voices<br />

anymore; couldn’t distinguishwhat they<br />

were saying,’’ Mark explains.<br />

When his audiologist performed a<br />

speech test, the results were<br />

devastating. He had lost his speech<br />

recognition.<br />

For someone who had shared his<br />

knowledge of horticulture, taught art<br />

classes for decades, sold his work<br />

throughout New Zealand, and even<br />

appeared on atelevision lifestyle<br />

programme demonstrating painting<br />

techniques, the silence was isolating.<br />

Mark withdrew from family gatherings<br />

with his three children and four<br />

grandchildren in despair, unable to feel<br />

he could truly participate.<br />

‘‘The conversations Icould have were<br />

always the same –explaining my<br />

deafness.There was never any deep<br />

conversation.’’<br />

He relied on live transcripts on his<br />

phone, but with lifelong reading<br />

difficulties due to Marfan Syndrome,<br />

keeping up was exhausting.<br />

In 2025 Mark also lost his job and was<br />

warned his vision problems could lead<br />

to blindness. His motivation to create<br />

art vanished, to be replaced with<br />

depression.<br />

Gardening became therapeutic. Mark<br />

and his wife Gayle had moved to their<br />

lifestyle block 30 years ago and<br />

transformed it into aparadise.<br />

He knew from years of teaching that<br />

creativity helps with mental wellbeing,<br />

so he kept drawing out of discipline,<br />

even when the feelings of joy was gone.<br />

Then came hope. The Southern<br />

Cochlear Implant Programme moved<br />

quickly.<br />

Within weeks of his first appointment,<br />

he was offered surgery.<br />

‘‘I was blown away’’ Mark says.<br />

‘‘My wife Gayle said Ilooked different<br />

when we left that meeting –like Icould<br />

see afutureagain. Iwas walking on air.’’<br />

At his cochlear device switch­on,<br />

sounds wererobotic. Car tyres on the<br />

road sounded like running water.<br />

But by the next speech processor<br />

mapping session, his audiologist was<br />

astonished.<br />

‘‘She said what I’d learned normally<br />

takes people 12 months,’’ Mark says.<br />

His secret? Understanding that<br />

rehabilitation is like physiotherapy –<br />

youhave to do the work.<br />

Mark, who has also eventually<br />

regained his vision after losing his eye<br />

lenses to Marfan Syndrome, knows<br />

persistence paysoff.<br />

He researched and committed to the<br />

process.<br />

‘‘I can feel my brain working like a<br />

muscle, thinking and trying to<br />

understand and process what Iam<br />

hearing,’’ he says.<br />

Now, his world has expanded to<br />

include sound.<br />

‘‘My relationship with Gayle is<br />

growing again because we can actually<br />

talk and have conversations,’’ he says.<br />

‘‘The grandkids are getting used to it.<br />

When Ifirst got it, Itold them I’m<br />

bionic.’’<br />

His five­year­old grandson Theo, who<br />

lives next door with Mark’s daughter<br />

Eden, no longer has to shout or repeat<br />

himself.<br />

They draw together, fostering<br />

creativity without boundaries.<br />

Mark’s confidence is returning, and<br />

he’s reorganising his gallery, preparing<br />

to teach again and sell his art.<br />

‘‘I want to contribute to society in the<br />

same way Ihave before, to leave a<br />

legacy, especially with the arts and<br />

creativity,’’ Mark says.<br />

Mark’s optimism is infectious.<br />

His religious faith also underpins his<br />

positivity.<br />

‘‘Now Isee my art, not just as images<br />

on paper or paint on canvas, but as<br />

testimony. It is away to show others<br />

what perseverance, hope and love looks<br />

like.<br />

Implant Programme (SCIP) is funded by<br />

the Government to provide implants for<br />

60 profoundly deaf adults and 23<br />

profoundly deaf children, Chief<br />

Executive Neil Heslop says.<br />

Windfall benefits club<br />

The <strong>North</strong> <strong>Canterbury</strong> Woodcraft Club<br />

has had alucky windfall with adonation<br />

of timber from aFernside couple who<br />

had to have five large trees felled in<br />

their garden.<br />

Club president Howard Pettigrew, of<br />

Rangiora, said the club was ‘‘very<br />

grateful’’ to get the opportunity to collect<br />

the macrocarpa, cedar and wattle timber<br />

which would need asignificant drying<br />

period but would be put to ‘‘verygood<br />

useinthe future’’.<br />

He said the club at <strong>North</strong>brook<br />

Studios in Rangiora was lucky people<br />

were aware it needed suitable wood for<br />

turning.<br />

‘‘We also keep an eye out for when<br />

trees are being felled in the district.’’<br />

However, it was very important if<br />

people are having trees felled and would<br />

like to donate wood, that they make<br />

contact with the club first, as it is<br />

important the wood is cut in aspecific<br />

way be any use to the club.<br />

‘‘If it has already been cut into the<br />

usual firewood ‘rings’ it will crack as it<br />

dries and will usually be no use to us.’’<br />

Howard says wood turning is a<br />

wonderful activity to be involved with, as<br />

it requires developing skills and<br />

abilities as the confidence grows and<br />

thereisalways someone in the club with<br />

more experience than you to offer help<br />

and advice.’’<br />

Most people tend to turn practical<br />

items like bowls, wooden pens,<br />

ornamental items and tool handles,<br />

items that can be used or given as gifts.<br />

The club was established in 1987, and<br />

its membersrange in age from 13­yearolds<br />

throughtooctogenarians, who are<br />

producing high quality items.<br />

AKaiapoi man who has had an<br />

extendedbattle with two bouts of<br />

post­Covid­19 condition, also known<br />

as long­Covid, plans to hold apublic<br />

evening to raise awareness about<br />

the condition.<br />

Sean Regan says his initial bout of<br />

long­Covid lasted for two­and­a­half<br />

years.<br />

However, he eventually<br />

recovered and felt so good that<br />

early last year he booked athreemonth<br />

trip to France,Germany,<br />

England, Ireland and America<br />

visiting friends and relatives.<br />

He returnedhomeafter the trip in<br />

good health, but ‘‘the bug’’ came<br />

back again last November.<br />

‘‘It affected my thighs and calves<br />

and Iamnow walking at the speed<br />

of an active two­year­old,’’ Sean<br />

‘‘Long covid seems to have no<br />

known cure and there is very little<br />

Agood Autumntidy up important in garden<br />

Being diligent about autumn garden<br />

chores will set you up for the seasons<br />

ahead.<br />

As summer draws to an end, some<br />

important jobs need to be done around<br />

the garden in preparation for autumn,<br />

winter, and adash of brilliantcolour in<br />

spring.<br />

Spring bulbs need to be selected and<br />

planted to ensure they produce an<br />

abundanceofcolour in spring.<br />

Other jobs include making astart on<br />

plantingthe vegetablegarden for<br />

harvesting in winter, sowing winter<br />

annual seeds for colour during the<br />

cooler months, and sprucinguppots<br />

and replanting them with new season’s<br />

annuals.<br />

<strong>March</strong> is also the best time for lawn<br />

maintenance and preparing to sow<br />

seed, planting trees and shrubs, and<br />

tidying up and cutting back summerflowering<br />

perennials and shrubs.<br />

It is important to keep on top of<br />

wateringifthe weather is still dry.<br />

Prepare spaces for new crops in the<br />

vegetable garden, adding compost and<br />

sheep pellets.<br />

Blood­and­bone can be worked into<br />

the top layer before planting.<br />

Seeds forcarrots,parsnips,kohlrabi,<br />

radish, leeks, spinach, silverbeet,<br />

beetroot,broccoli, onions, cabbage,<br />

cauliflower and brussels sprouts can be<br />

planted in containers now and<br />

transplanted into the garden when at<br />

least two sets of leaves appear.<br />

Plant peas and snow peas straight<br />

into the ground before autumn sets in.<br />

In cooler regions, broad beans can be<br />

sown straight into the ground. Basil and<br />

coriander should be removed and<br />

composted before the weather cools,<br />

while all potatoes,onions and kumara<br />

should be harvested and stored.<br />

Harvest pumpkins when the vine dies<br />

away andthe stems become shrunken<br />

anddried up. Leave some of the stem on<br />

when you pick them. They are best<br />

stored in adry place. Continue to feed<br />

vegetable crops with ageneral purpose<br />

liquidfertiliser.<br />

Tidy up the strawberry beds, feed<br />

citrus with citrus fertiliser, and spray<br />

with oiland copper oxychloride.<br />

Elsewhere, continue planting bulbs,<br />

daffodils, tulips, ranunculus, anemone,<br />

grape hyacinth, iris, hyacinths,and<br />

freesias. Feed bulbswith bulb food at<br />

the time of planting. Plant sweet peas<br />

now for winter colour. In warmer areas<br />

plant straight in the soil; in cooler<br />

regions start them in pots or trays.<br />

Strawberry beds ... Give beds agood tidy up.<br />

As perennials die away, prune back<br />

old growth. Dividing can be done now.<br />

Once divided, plant them straight away.<br />

Start preparation for re­sowing lawns.<br />

Swannanoa Country Fair continues to grow<br />

Bargain hunters from across the district<br />

visited the Swannanoa CountryFair,at<br />

the Swannanoa Domain, last Sunday, as<br />

the annual fair continues to expand.<br />

Organisers say this year the number of<br />

stalls increased by 20 to 150, and the<br />

Swannanoa School fundraiser attracted<br />

lots of praise from attendeesfor its<br />

organisation and layout.<br />

On offer was the school's huge food<br />

market, cake stall, BBQ, cake and tea,<br />

cold drinks, and their ever­popular<br />

White Elephant, which offered<br />

secondhand clothing, tools, bikes, brica­brac,<br />

books, shoes, golf clubs and<br />

much, much more.<br />

Crowds were waiting from 8.30 am for<br />

the 10 oclock opening of the fair.<br />

The fair started as ahumble boot sale<br />

in 1998 and is entirely run by the school<br />

and its local community.<br />

The fair serves as amajor fundraiser<br />

to help support Te Koromiko<br />

Swannanoa School, with all profits<br />

given back into the school's nominated<br />

projects. Carolyn Myall says she loved<br />

the wide selection on offer at the fair.<br />

‘‘There’s avery eclectic collection of<br />

goods, handicrafts and bric­a­brac on<br />

sale here, and it’s fun just looking<br />

around, we even found aflying pig at the<br />

White Elephant,’’ she says.<br />

Dee Pilcher of Clarksville agreed,<br />

saying ‘‘You can find everything you<br />

need here from new to used stuff.’’<br />

celebrated her 85th birthday with a<br />

shopping day out with her daughters at<br />

the fair, while Kathy Crosswell of<br />

Rangiora said she was impressed with<br />

the variety of goods on sale during her<br />

army of parent volunteers from the<br />

school, and for the third time, Hamish<br />

Almost ... Hunter Ward, aged 11, tries to<br />

reach the prize at the vertical bungee at the<br />

appearance, with bandmember Aaron<br />

Keown saying he loves performing there<br />

as the fair is agreat venue and the<br />

crowds are soinvolved in making it a<br />

Dear Editor,<br />

The horrific dog attack in Bryndwr recently, which left afather and son hospitalised,<br />

isadevastating wake­up call.When aquiet afternoon turns into a‘‘bloodbath’’ we must<br />

move beyond sympathy and demand systemic change.<br />

While this occurred in aChristchurch suburb, the implications for our <strong>North</strong><br />

<strong>Canterbury</strong> townships are clear.<br />

To protect our communities, we must prioritise four pillars:<br />

Zero Tolerance: Public safety must always outweigh the ‘right’ to keep adangerous<br />

animal. Unprovoked aggression cannot be excused or managed away.<br />

Cracking Down on Breeding: We must regulate ‘backyardbreeding’ where<br />

temperament is ignored for profit or aesthetics.<br />

Proactive Control: Authorities need the legislative teeth to intervene in high­risk<br />

situations before blood is spilled.<br />

Owner Responsibility: Owning adog is aprivilege. We need better public education<br />

onbreed suitability and the absoluterequirement of secure containment.<br />

Wecannot accept these tragedies as an inevitablepart of life. It is time for alegislative<br />

shift that prioritises citizens and demandsabsolute accountabilityfrom those at the<br />

other end of the lead.<br />

Calling rail enthusiasts<br />

The Weka Pass Railway Society wants<br />

help to preserve the vintage railway.<br />

Its many historic trains and rolling<br />

stock need constant repair, and so does<br />

the track, so they are looking for<br />

woodworkers, handy persons, painters<br />

to help them out as they workonthe<br />

restoration of their carriages and<br />

wagons.<br />

It also needs people to help out<br />

working in the track gang, replacing<br />

sleepers and keeping their small but<br />

scenic line running.<br />

Society deputy chairman Paul<br />

Markholm says while the work is<br />

physical at times to operate the<br />

machinery, replacing sleepers under the<br />

rails, ‘‘it’s agreat day out in the beautiful<br />

<strong>North</strong> <strong>Canterbury</strong> countryside, working<br />

with afun team and the kettle is always<br />

on the boil in the works carriage’’.<br />

Paul says the society is also seeking<br />

trainee Train Guards.<br />

‘‘Theremust be people out there who<br />

have dreamed of being atrain guard<br />

when they were small, and trains were<br />

more plentiful. Now they have the<br />

opportunity, as we are looking for<br />

trainees to assist the train guards with<br />

their duties.’’<br />

He says these include clicking the<br />

tickets and welcoming passengers,and<br />

giving them abrief talk about the history<br />

of the area and the railway.<br />

Paul says they are also seeking<br />

volunteers to help in their railway store,<br />

selling tickets and souvenirs.<br />

The Weka Pass Railway Society<br />

workshops are based in Waipara, and<br />

members operate speciality train rides<br />

between its two stations, Glenmark, on<br />

Glenmark Drive in Waipara. and<br />

Waikari, on State Highway 7inthe<br />

village of Waikari.<br />

Its route showcases 13 kilometres of<br />

Weka Pass Railway Incorporated was<br />

founded and registered as acharity in<br />

1983 to preserve, operate and maintain<br />

the railway from Waipara to Waikari, for<br />

the enjoyment, education and transport<br />

of membersofthe Society and the<br />

public.<br />

The railway is operated entirely by<br />

volunteers, and Paul says that as<br />

membersage and take aback seat, they<br />

still help out by passing on their skills<br />

and knowledge to the next generation of<br />

volunteers,keeping the heritage railway<br />

alive and running.<br />

MoMacbacks festival<br />

Alocal creative marketing agency has<br />

swung in behind River Festival Kaiapoi.<br />

The festival will be known as the MoMac<br />

River Festival Kaiapoi, as the company<br />

becomes the major naming rights sponsor<br />

for the festival.<br />

Owner Ryan McDonald says the MoMac<br />

team is ‘‘super proud’’ to be associated<br />

with the festival, which is an extension on<br />

how proud it is to be <strong>North</strong> <strong>Canterbury</strong>based.<br />

‘‘We really love <strong>North</strong> <strong>Canterbury</strong> and<br />

half the staff are from <strong>North</strong> <strong>Canterbury</strong>.<br />

‘‘We pay all our Christchurch staff a<br />

travel allowance to travel to come out here<br />

because we love the place so much.’’<br />

Momac began as asmall team in<br />

Rangiora, with big ideas, but today boosts<br />

astaff of 16 and has clients across the<br />

South Island and beyond.<br />

In 2025, MoMac acquired Create Design<br />

Studio, in Rangiora expanding its<br />

expertise. Ryan says the businessnow<br />

operates from two locations and MoMac<br />

has grown its graphic design team into a<br />

‘‘powerhouseofcreativity’’, capable of<br />

handling everything from branding for<br />

startups to nationwide campaigns.<br />

The acquisition also adds printing and<br />

merchandising to its suite of services,<br />

giving clients more ways to bring their<br />

brand to life.<br />

MoMac is astoryteller, believing every<br />

businesshas astory worth telling, and it<br />

delivers this through high­quality video,<br />

photography, digital marketing, websites,<br />

and design.<br />

‘‘Since having kids of my own, and going<br />

along to events, Irealise community events<br />

are valuable,’’ he says.<br />

The Kaiapoi River will take<br />

centre stage on Saturday,<br />

<strong>March</strong> 14.<br />

The MoMac River Festival<br />

Kaiapoi will be swinging in<br />

action offering water displays,<br />

live music, children’s<br />

entertainment andplenty to<br />

tempt the pallet and those<br />

needing some retail therapy.<br />

The community driven event,<br />

led by local organisations and<br />

businesses, returns after an<br />

absence of afew years and will<br />

run from 12 noon to 5pm.<br />

There will be plenty of action<br />

on and off the water, with food<br />

trucks, over 30 market stalls, a<br />

full­on carnival atmosphere,<br />

children’s rides, abouncy<br />

castle and displays including<br />

boats and trucks.<br />

There will be loads of activity<br />

around the Cure Boat Club,<br />

where there will also be astage<br />

for live music and<br />

performances by local singers<br />

and bands.<br />

The City of Christchurch<br />

Highland Pipe Band will also<br />

be performing.<br />

An Organiser Karl Howarth<br />

says there will be non stop<br />

action from noon, with a<br />

Cardboard Regatta promising<br />

to provide plenty of hi­jinks and<br />

laughter, and substantial prize<br />

money.<br />

He says people are invited to<br />

enter the regatta and make<br />

their craft on the day, or prior<br />

to it, and endeavour to<br />

negotiate the breadth of the<br />

Kaiapoi River and back —if<br />

they are still above water —in<br />

an action­packed fun event<br />

which will be full of spills and<br />

Vegetables<br />

Harvest vegetables: Pick, store or<br />

preserve tomatoes, cucumbers,<br />

radishes, carrots, beetroot, eggplants,<br />

capsicum, sweet corn and zucchini.<br />

Keep picking climbing beans to extend<br />

the season. Butter beans and French<br />

beans will keep pushing out flowersand<br />

new crops for another month or two. Dig<br />

mid­season new crops for another<br />

month or two. Dig mid­season potatoes<br />

to store for use later in the year.<br />

Plant winter veges: Get broccoli, bokchoy,<br />

cabbage, silver beet, spinach and<br />

lettuce into the garden. Sow seeds of<br />

carrots, radish, beetroot and spring<br />

onion.<br />

Grow herbs: Go­to autumn herbs to<br />

plant are thyme, coriander, fennel,<br />

parsley, oregano and rosemary.<br />

Fruit<br />

Harvest apples and pears:Beat the<br />

birds to the fruit and harvest these<br />

autumn staples as soon as they are<br />

ready. Leaving masses of ripe fruit on<br />

trees can encourage pests to help<br />

themselves.<br />

Pick grapes and persimmons: Harvest<br />

bunches of ripe grapes. Even semi­ripe<br />

bunches will continue to ripen once<br />

picked. Pick persimmons from the tree<br />

when they reach adeep­orange colour.<br />

Flowers<br />

Sowflower seeds: Sow snapdragons,<br />

wallflowers, polyanthus and primulas.<br />

All these will germinate within three<br />

weeks, and should be ready for planting<br />

out not long after that. Ready­grown<br />

seedlings or potted colour can be<br />

planted nowtoo, if summer flowers have<br />

done their dash and space is available.<br />

Pick dahlias: These brilliant cut<br />

flowerslast for agood week or more in<br />

ause. Picking them also encourages<br />

moreflowers to come through, so<br />

extends the flowering season at the<br />

same time<br />

Plant flowering shrubs and climbers:<br />

Plant hydrangeas and lavender, and<br />

climbers like wisteria, pandorea,<br />

clematis and star jasmine<br />

(Trachelospermum jasminodes). by<br />

allowing new plants to get established<br />

over winter, they can bounce into<br />

growth before the hot summer months<br />

arrive.<br />

Landscaping andmaintenance<br />

Replenish the soil: Add layers of<br />

composttoreplenish the soil. Wellrotted<br />

animal manures also provide a<br />

rich source of nitrogen to the ground,<br />

and worms love it.<br />

Sheep or chicken pellets are an easy<br />

way to add good stuff to the soil without<br />

the challenges of working with damp<br />

animal mulch.<br />

Give your lawn some love: Use alawn<br />

core aerator or afine fork to aerate the<br />

soil to allow oxygen, water and fertiliser<br />

to reach grassroots, promoting athicker<br />

and healthier lawn.<br />

Use those fallen leaves: Add leaves to<br />

your compost foraboost of carbon, or<br />

rake them on to bare patches of garden<br />

to use as amulch.<br />

Alternatively, fill­up bags of leaves,<br />

punch air holes in the sides and allow<br />

them to rot down over winter.<br />

In spring, youwill have anutritious soil<br />

conditioner that is afine enough<br />

material to add to seed­raising mixes.<br />

Child CancerFoundation calls for support<br />

The number of families under<br />

the care of Child Cancer<br />

Foundation Family Support co<br />

ordinators has increased by more<br />

than 20 percent compared to this<br />

time last year as the need for<br />

critical support for children with<br />

cancer and their whānau<br />

continues to grow nationally.<br />

The Foundation is urging<br />

Kiwis to show their support by<br />

donating to this year’s<br />

nationwide Street Appeal on<br />

Friday <strong>March</strong> 13 and Saturday<br />

<strong>March</strong> 14.<br />

says even the smallest donation<br />

can make ameaningful<br />

difference for tamariki with<br />

cancer and their families.<br />

‘‘Every week in Aotearoa, four<br />

families receive the devastating<br />

news that their child has cancer.<br />

‘‘That moment is mentally<br />

overwhelming, and the journey<br />

ahead often involves years of<br />

treatment and alifetime of longterm<br />

effects,’’ says Briggs.<br />

‘‘Even the smallest donation<br />

can have abig impact.<br />

‘‘A donation as small as the<br />

price of acoffee can becomea<br />

coffee in the hand of astressed<br />

parent, handed to them by one of<br />

our Family Support coordinators,<br />

petrol, but emotional support too.<br />

‘‘You really can’t put aprice on<br />

it.’’<br />

Child Cancer Foundation must<br />

raise at least $6.5 million each<br />

year to continue providing vital<br />

emotional, financial and<br />

practical support to families, and<br />

receives no direct government<br />

funding.<br />

and the organising committee<br />

is hoping to make Saturday,<br />

The couple are local sheep<br />

and beef farmers in Cheviot,<br />

have two children and love<br />

being involved in community<br />

events and the many different<br />

sporting clubs in Cheviot.<br />

committee has reintroduced<br />

other equestrian events so that<br />

will be one to watch.<br />

The Shearing shed will be in<br />

action again with local<br />

shearers and wool handlers<br />

competing for the top prizes.<br />

“The showjumping and<br />

shearing are staples of A&P<br />

Shows, and it’s great to have<br />

them here as it is always well<br />

worth watching.”<br />

Keeping with the theme of<br />

the show, “Young and Old,”<br />

there will be acompetition on<br />

the day to find the oldest and<br />

youngest attendees.<br />

‘‘All you need to do is register<br />

your name and Date of Birth at<br />

the secretary’s office before<br />

1pm and the winners will be<br />

announced during the Grand<br />

Parade.<br />

with fancy hairstyles and more<br />

Sturgeons will once again<br />

have the carnival rides and<br />

sideshows, and there will be<br />

plenty of hotdogs and ice<br />

creams on offer.<br />

Gore Bay protection<br />

A<strong>North</strong> <strong>Canterbury</strong> beach community<br />

plans to build arock bag wall to protect it<br />

from the sea.<br />

Gore Bay, near Cheviot, is apopular<br />

coastal holiday spot, but facesthreats from<br />

flooding and sea level rise.<br />

The Cheviot Community Committeehas<br />

approved the construction of a$161,480<br />

rock bag wall on the south side of Buxton<br />

Creek at Gore Bay.<br />

The new wall will replace abund<br />

(embankment) which had provided<br />

protection to Buxton Creek campground<br />

and reserve,but has eroded leading to<br />

flooding during heavy rain events.<br />

The Hurunui District Council has been<br />

working with the local community over the<br />

last few years to address the erosion and<br />

flooding in Buxton Creek and Jed River.<br />

The rock wall structure was designed by<br />

international consultancy firm Jacobs.<br />

It involves installing rock­filled<br />

geotextile bags along Buxton Creek to<br />

protect the campground and surrounding<br />

infrastructure from flooding and erosion.<br />

The council since obtained resource<br />

consents from Environment<strong>Canterbury</strong><br />

(ECan) for the project.<br />

Cheviot­based councillor Vince Daly<br />

said the project has been along time<br />

coming.<br />

‘‘It’s been going on for two to three years,<br />

but now we’ve got the funding, so it just<br />

needs to work.’’<br />

The Cheviot Community Committee has<br />

approved funding of up to $65,000 from the<br />

Port Robinson Reserves AdvisoryGroup’s<br />

campgroundsaccount.<br />

The Gore Bay Foreshore Trust will<br />

contribute $66,000 and ECan $30,000.<br />

Work is expected to begin after in<br />

August.<br />

using the interest from the Gore Bay<br />

Cheviot’s cenotaph is under going a<br />

facelift ahead of Anzac Day.<br />

The Cheviot Menzshed is<br />

collaborating with local contractors to<br />

refurbish the Cheviot Cenotaph, which<br />

commemoratesfallen soldiers from<br />

the districtinthe two world wars.<br />

Hurunui district councillor Vince<br />

Daly said the projecthad the backing<br />

of the council’s Cheviot Community<br />

Committee,which hasapproved a<br />

grant of $7000 from Domett Reserves<br />

Advisory Committeefunds.<br />

Cheviot Menzshedchairperson<br />

Bruce Nicol said the grant will cover<br />

the cost of materials, including two<br />

stainless panels for the namesofthe<br />

fallen soldiers and the painting of two<br />

memorials.<br />

‘‘The weatherhas been eroding the<br />

lettering, but this will future proofit<br />

and allow us to keep honouring those<br />

who never returned home,’’hesaid.<br />

Local painter MikeBoticahas been<br />

assisting with the project, while local<br />

stonemason MickMauger is helping<br />

with the stonework.<br />

Mr Nicol said the menzshed has been<br />

operating for several years and assists<br />

the local Anzac Day committee by<br />

laying out the white crosses and<br />

assisting with traffic control at the<br />

annual Anzac service.<br />

The Cheviot Cenotaph was unveiled<br />

in <strong>March</strong> 1926 originallyasamemorial<br />

to WorldWar 1, with the names of<br />

fallen World War 2soldiers later<br />

added.<br />

Mr Nicol said the menzshed planned<br />

to have the cenotaph ready for Anzac<br />

Day, April 25, when it can celebrate<br />

the memorial’s 100th anniversary with<br />

the community.<br />

The menzshed is also refurbishing<br />

the McKenzie Memorial, which was<br />

erected in 1893 to acknowledge<br />

Minister of Lands Sir John McKenzie,<br />

who was responsible for acquiring the<br />

old Cheviot HillsEstate from the<br />

descendants of William ‘‘Ready<br />

Money’’ Robinsonin1892 and 1893.<br />

The estate was broken up into 54<br />

farms and land was set aside for the<br />

town, which was originallyknown as<br />

McKenzie.<br />

Sunflowers raise over $100,000 for charities<br />

Dairy farmer Kerry McCorrysays she is<br />

still in awe at how asmall three­anda­half­hectare<br />

block on their dairy farm<br />

has somehow managed to raise over<br />

$100,000 in the past four yearstosupport<br />

IamHope and many different Oxford<br />

community projects.<br />

‘‘We started with an idea in 2023 to<br />

dedicate asmall part of the farm to<br />

growingSunflowers in the hope that<br />

people passing by our South Eyre Road<br />

farm would enjoy the flowersand help<br />

us raise some money to help othersin<br />

need in our community.’’<br />

Kerry says it just took off.<br />

‘‘It was massive that atiny partofour<br />

farm could help so many people in our<br />

community.’’<br />

Sadly, though it’s with abit of sadness<br />

that she has to announce this year is the<br />

last South Eyre Sunflowers willhappen.<br />

‘‘The farm’s been sold, and we are<br />

movingnorth. It’s been alot of fun, but<br />

this year was the hardest with the<br />

weather and other problems.<br />

‘‘We have loved the experience and<br />

have many fond memories of the<br />

reactions of people to the large and<br />

beautiful rows of sunflowers we grew<br />

here.’’<br />

The field proved very popular during<br />

the short blooming season for the<br />

sunflowers with photographers, both<br />

professional and amateur, florists and<br />

people who just loved nature.<br />

She says they even discovered another<br />

fundraising line after the sunflowers<br />

had bloomed.<br />

‘‘It came as abit of asurprise, as we<br />

used to just plough the old dead heads<br />

into the ground each year, but last year<br />

we discovered they were worth<br />

something to chicken owners as<br />

nutritious feed for their birds.<br />

‘‘So this weekend, on <strong>March</strong> 8, we will<br />

be having our last ‘‘Chicken Treats’’<br />

wherepeople can come along and<br />

purchasea20kg bag of sunflower heads<br />

to feed their hens from.’’<br />

KiwiSaver changesbig win—Fed Farmers<br />

FederatedFarmers is celebrating a<br />

major win for young farmers, with the<br />

Government finally allowing them to use<br />

their KiwiSaver funds to buy their first<br />

home or farm.<br />

‘‘Young Kiwi farmers have been<br />

incredibly frustrated that they haven’t<br />

been able to access their KiwiSaver to<br />

help get afoot on the property ladder,’’<br />

Federated Farmers dairy chair Karl<br />

Dean says.<br />

Mr Dean says the decision removes<br />

barriers and is ahuge step forwardfor<br />

thenext generation of farmers.<br />

‘‘We’re immensely proud to have led<br />

the charge on this issue, advocating for<br />

achange to the KiwiSaver rules for<br />

three long years.’’<br />

Finance Minister Nicola Willis and<br />

Commerce and Consumer Affairs<br />

Minister Scott Simpson announced they<br />

will be making atechnical change to the<br />

KiwiSaver Act.<br />

It means farm staffinservice<br />

tenancies (living on farm) will soon be<br />

able to useKiwiSaver to purchase a<br />

housewithout immediately moving in.<br />

‘‘Until now, you could only use your<br />

KiwiSavertopurchase ahouse you’ll<br />

live in,’’ Mr Dean says.<br />

‘‘That’s unfair because farm staff,<br />

along with the likes of rural teachers<br />

and rural police, haven’t been able to<br />

get on the property ladder, all because<br />

they live remotely and in employerprovided<br />

accommodation.<br />

‘‘They’ve been denied the same<br />

opportunity as their urban<br />

counterparts.<br />

‘‘This change means young rural<br />

workers can finally access their savings<br />

to secure financial security and begin<br />

building equity, even if they keep living<br />

in accommodation provided by their<br />

employer.<br />

‘‘It’s amassive result and Iknow<br />

there’ll be many young farmers out<br />

there celebrating right now.’’<br />

The Government’s changes will also<br />

allow first­timefarm buyers to use their<br />

KiwiSaver balances when buying<br />

through acommercial entity they<br />

majority own, provided it will be their<br />

principal place of residence.<br />

Mr Dean says the impact of this can’t<br />

be overstated, highlighting the<br />

challenges young farmers face in buying<br />

afarm.<br />

‘‘So many young farmers have worked<br />

hard to save adecent deposit but just<br />

aren’t able to get the bank’s backing to<br />

invest in their first farm.<br />

‘‘Letting those farmers use their<br />

KiwiSaver will be an enormous help in<br />

pulling together alarger deposit. It will<br />

put them in astronger financial position<br />

with their initial equity, but they’ll also<br />

have less debt —which means they’d be<br />

paying less interest too.’’<br />

Legislation giving effect to the<br />

changes willbeintroduced to<br />

Parliament in the middle of the year.<br />

Murals unveiled at Chris Ruth Centre<br />

The unveiling of two large murals at the<br />

Chris Ruth Centre in Kaiapoi last week<br />

achieved two goals at the day placement<br />

facility for people with disabilities.<br />

Centre manager Caroline Spollen<br />

says, firstly, the colourful murals<br />

produced by Mel Eaton replaced an<br />

eyesore, an ugly green storage<br />

container, with asense of place, as they<br />

help create opportunities while<br />

embracing potential at the centre.<br />

She says the murals depict rivers and<br />

mountains, birds and nature, and<br />

welcome everyone to the centre.<br />

For <strong>North</strong> <strong>Canterbury</strong>­based Mural<br />

Artist Mel Eaton, from Off the Wall<br />

Murals, the murals represent the<br />

realisation of along­held wish to<br />

educate the next generation of mural<br />

artists.<br />

‘‘With the help of Creative<br />

Communities funding, we were able to<br />

use this assignment as the start of alongheld<br />

dream of mine to facilitate training<br />

for young people interested in learning<br />

how to become mural artists.<br />

‘‘We assembled ateam of four young<br />

people who joined us for the creation of<br />

these two murals at the centre.<br />

‘‘Over the five days it took to create the<br />

murals, they learned how to design and<br />

scale murals to cover large walls,what<br />

paints to use, how to create asenseof<br />

discoveryintheir artwork, and we also<br />

discussed how to seek funding, to find<br />

inspiration and how to market their<br />

skills.<br />

‘‘We want to help the next generation<br />

of mural artists learn the skillsneeded<br />

to create the masterpieces we now see<br />

adorning walls up and down the<br />

country.’’<br />

Mel says the trainees werevery<br />

enthusiastic about the project and eager<br />

to learn.<br />

Mel says they are now looking at more<br />

opportunities to run this kind of training<br />

again in the future, and also expand the<br />

mentorship of participants.<br />

The Chris Ruth Centre in Kaiapoi is<br />

one of seven in <strong>Canterbury</strong>, and<br />

fundraiser Amy Pawson says they were<br />

very grateful for the assistance provided<br />

by Creative Communities and the<br />

Waimakariri District Council in the<br />

creation of the murals.<br />

Parking and traffic affect all of us, whether we’re<br />

driving towork, walking toschool, cycling tothe shops<br />

or delivering goods for abusiness. That’s why we’re<br />

updating the Parking and Traffic Bylaw, and wewant<br />

your input.<br />

Bylaws are the rules that help keep our District safe,<br />

accessible and fair. Our current Parking Bylaw was<br />

adopted in2019, and while it has served uswell, it no<br />

longer fully addresses the realities ofmodern travel.<br />

Issues like mobility access, overnight parking, heavy<br />

vehicle impacts and evolving transport needs mean it’s<br />

time for arefresh.<br />

The proposed Parking and Traffic Bylaw <strong>2026</strong> aims to<br />

make everyday travel safer and simpler for everyone. It<br />

will clarify parking rules across urban and rural areas,<br />

introduce residents’ parking zones and permit options,<br />

and set aside spaces for EV charging, carpooling, and<br />

mobility access. It also includes new measures for<br />

overnight parking, traffic movement controls, and rules<br />

for mobile trading, while strengthening protections for<br />

public spaces and infrastructure.<br />

We’re making these changes toensure fair access for<br />

residents, businesses, and visitors, support sustainable<br />

transport options and improve amenity inour streets<br />

and neighbourhoods. Importantly, the Bylaw also gives<br />

Council the tools toenforce these rules consistently<br />

and transparently.<br />
