Water charges uncertainty<br />

clouds rates consultation<br />

Councillors are frustrated they<br />

are still in the dark over how<br />

much people will be paying for<br />

their water.<br />

The council is expected to<br />

sign off today on a preferred<br />

average rates increase of 5.4%<br />

to go out for public feedback<br />

as part of the draft<br />

Annual Plan. Consultation<br />

is expected to start on<br />

Monday and run for six<br />

weeks.<br />

But how much people<br />

will pay for water and<br />

sewage connections, and<br />

water usage – now under<br />

the control of councilowned<br />

<strong>Selwyn</strong> Water<br />

Ltd – will not be known<br />

until as late as May, when the<br />

company carries out its own<br />

public consultation.<br />

That means when people give<br />

feedback to the council on the<br />

rates rise, they will not know<br />

how much they will be paying<br />

for water and sewage.<br />

around the overall impact on<br />

<strong>Selwyn</strong> Water was<br />

the first in the country<br />

to receive Government<br />

approval under the new<br />

legislation in July.<br />

The company received<br />

all council water<br />

and sewage assets<br />

in December. Since<br />

then, it has found several<br />

discrepancies, including water<br />

meter and trade waste charges<br />

not being consistently recorded<br />

across council systems, and the<br />

need to update its capital works<br />

programme to keep up with<br />

growth.<br />

Mayor Lydia Gliddon said<br />

the charges would be known<br />

before May but was unable to<br />

say when.<br />

“ASAP is the mandate,” she<br />

said.<br />

Don’t get too excited about<br />

the likelihood of a 5.4% or<br />

4.9% rates increase, not that<br />

any increase (unless it is<br />

your pay) is something to get<br />

excited about.<br />

It is better than what we<br />

long-suffering ratepayers<br />

have had to put up with in<br />

recent years under previous<br />

councils.<br />

But the 5.4 or 4.9% increase<br />

is a bit of a Claytons thing;<br />

those who were around a few<br />

decades ago will remember<br />

the Jack Thompson TV ad.<br />

It is a Claytons increase<br />

because water usage and<br />

connection charges are now<br />

the domain of council-owned<br />

company <strong>Selwyn</strong> Water Ltd<br />

(see page 1). <strong>Selwyn</strong> Water<br />

will do the billing and those<br />

envelopes will land in your<br />

letterbox or inbox more frequently<br />

than before.<br />

Those charges need to<br />

cover <strong>Selwyn</strong> Water’s overheads,<br />

including staff, and its<br />

top brass.<br />

So whilst the rates increase<br />

will be of some relief, the<br />

water charges which councillors<br />

and Mayor Lydia<br />

Gliddon don’t yet know (see<br />

page 1) will sting ratepayers<br />

in another way.<br />

for Southbridge celebrations<br />

Carter will lace up the boots in<br />

the blue-and-white hoops for<br />

the first time in six years at the<br />

club’s 150th jubilee on Easter<br />

weekend.<br />

Carter, 44, will play alongside<br />

father Neville and uncles<br />

John, David, Dennis and Phil,<br />

plus cousin William – taking<br />

the Carter family’s numbers to<br />

seven for Southbridge’s golden<br />

oldies match on Easter Sunday.<br />

“We’ve got the back line covered,”<br />

Neville joked.<br />

The match will feature two<br />

teams of former Southbridge<br />

players, with all seven Carters<br />

lining up on the same side.<br />

Dan Carter last played for<br />

Southbridge in the Coleman<br />

Shield final in 2020, alongside<br />

cousin William, as the side beat<br />

Rates reduction not enough to<br />

ease businesses’ roadworks pain<br />

Businesses fighting to survive<br />

during the intensive roadworks<br />

in Lincoln are sceptical a<br />

planned rates reduction will<br />

have any impact.<br />

The council is set to vote<br />

today on whether it will give<br />

landlords of the businesses<br />

affected by the Gerald St<br />

roadworks a rates remission<br />

from when construction started<br />

late last year until the end of<br />

September.<br />

Councillors will have four<br />

options to choose from: A 10%<br />

reduction, 20% reduction, a<br />

reduction of<br />

the councillors<br />

choice, or no<br />

reduction at all.<br />

At the same<br />

time, the affected<br />

businesses are<br />

also coming to<br />

grips with the<br />

roadworks being<br />

delayed by two Manny Singh<br />

months. They<br />

are now set to be finished by<br />

the end of September due to<br />

bad weather over summer,<br />

anticipated weather delays<br />

during winter, and extra<br />

stormwater work.<br />

Fulton Hogan, which is<br />

the contractor for stage one<br />

of the $46 million project, has<br />

so far lost <strong>11</strong> working days due<br />

“speechless” when council staff<br />

visited his store last week to<br />

break the news about the delay<br />

but it did not surprise him.<br />

"I just shook my shoulders,<br />

and my head, and that was<br />

about it.”<br />

Over the last month, Singh<br />

has lost 37.7% of his business<br />

revenue. "I’m hoping now,<br />

fingers crossed, they get it done<br />

in September, but who knows.”<br />

To keep the project on track<br />

for its new finish date, work<br />

is expected to continue every<br />

Saturday.<br />

Singh said a 10% or 20% rates<br />

reduction would have almost<br />

no effect on his falling revenue.<br />

“It would have to be 100% to<br />

make a difference,” he said.<br />

by Cottage Cafe owner Surekha<br />

Pudi and Lincoln Convenience<br />

Store owner Rick Sun.<br />

Said Sun: "I’m sceptical a<br />

rates reduction would help a lot<br />

for me.”<br />

The staff report to councillors<br />

today states the rates take<br />

from the affected businesses<br />

is about $200,000 and any<br />

remission will come out of the<br />

council’s operating surplus. It<br />

says landlords must pass the<br />

reduction onto the businesses.<br />

The council could not say how<br />

many businesses would receive<br />

a reduction.<br />

Shaun Pont, who owns the<br />

block of shops that includes<br />

Hammer Hardware and Lincoln<br />

Convenience Store, said if<br />

the rates relief arrives it will<br />

be passed directly onto the<br />

businesses.<br />

Despite the delays to the<br />

roadworks, Pont said he is still<br />

due to start work on stage one<br />

of his major hospitality and<br />

retail precinct in June. It will<br />

replace the existing shops over<br />

the next few years.<br />

He said stage one will be<br />

built on the former Black Door<br />

Bar and Eatery site on Robert<br />

St which is unaffected by the<br />

roadworks.<br />

Alongside the proposed<br />

rates reduction and Saturday<br />

work, the council is also<br />

reviewing all its signage to see<br />

if changes need to be made<br />

to make things like off-street<br />

carparks behind the shops on<br />

both sides of Gerald St easier to<br />

find.<br />

data from the transfer, and<br />

it is more complex than we<br />

thought.”<br />

Gliddon said the council could<br />

not hold up its Annual Plan to<br />

wait for <strong>Selwyn</strong> Water because<br />

it was already facing tight timeframes<br />

to strike rates by July 1.<br />

If rates are not struck by<br />

then, the 13.2% increase from<br />

the 2024-34 Long<br />

Term Plan applies<br />

automatically.<br />

until it had completed the<br />

required validation.<br />

The only costings available<br />

come from the council’s<br />

water services delivery plan<br />

(WSDP), signed off in July last<br />

year, which estimated an urban<br />

household would pay $1924 a<br />

year for water and sewage. This<br />

is separate to the council’s rates<br />

bill.<br />

Gliddon said those figures<br />

were now three years old, having<br />

been based on the LTP.<br />

“I know that’s where people<br />

will be looking, but we know<br />

that data isn’t right – it is over<br />

three years old,” she said.<br />

“We are really aware this is<br />

important for our community<br />

to understand, and we know it’s<br />

still a household impact, and<br />

<strong>Selwyn</strong> Water are aware of this<br />

as well.<br />

“They are working hard to<br />

quantify that data; this data<br />

leads to the numbers. I would<br />

rather the numbers are right<br />

and slightly delayed than go<br />

from the LTP/WSDP as they are<br />

not correct.”<br />

Gliddon voted against establishing<br />

<strong>Selwyn</strong> Water in April<br />

last year due to a lack of information<br />

at the time, but now<br />

says, having seen how the company<br />

operates, she supports its<br />

establishment.<br />

Deputy mayor Brendan Shefford<br />

said while it was “not<br />

ideal” the charges were not<br />

yet available, he would rather<br />

wait for the correct figures than<br />

release inaccurate ones.<br />

Shefford’s view was shared<br />

by councillors Samuel Wilshire<br />

and Sarah Barnsley.<br />

While the council is the sole<br />

shareholder of <strong>Selwyn</strong> Water, it<br />

can only advise the company on<br />

what to do through statements<br />

of intent and expectation.<br />

The current statements,<br />

signed off by the previous council,<br />

do not direct when charges<br />

rates rise?<br />

​More savings have been found<br />

to get the proposed rates rise<br />

down to an average increase of<br />

5.4%.<br />

Councillors asked staff to<br />

look at where money can be<br />

saved when the first draft<br />

increase of 6-7% was<br />

revealed last month.<br />

The council will seek<br />

public feedback on the<br />

proposed savings it<br />

would take to get a rates<br />

increase of 5.4%, as well<br />

as for a rates rise of 4.9%<br />

or 6.5%. The consultation<br />

is expected to start on<br />

Monday.<br />

To get a 5.4% and 4.9% rise,<br />

the council will need to reduce<br />

staff recruitment and possibly<br />

disestablish some roles within<br />

the council, which Mayor Lydia<br />

Gliddon hinted at in <strong>Selwyn</strong><br />

<strong>Times</strong> last month.<br />

have is a hiring freeze, and<br />

there will also be a reduction in<br />

consultancy spend as well.”<br />

The council has found $10.1m<br />

in savings by delaying some<br />

projects, shifting to a more<br />

user pays model, and reducing<br />

grants and events<br />

funding.<br />

Staff costs amounted to<br />

$47.3m last financial year,<br />

compared to $32.7m in<br />

the 2022/23 financial year.<br />

In that time, the<br />

council increased staff<br />

numbers from 586 to 665,<br />

and the number of fulltime<br />

employees from 309<br />

to 379.<br />

Gliddon could not say how<br />

many staff would be affected, as<br />

it would depend on the outcome<br />

of public consultation.<br />

"The consultation, hearings<br />

and deliberations are crucial to<br />

informing what we do next.”<br />

executive Steve Gibling said<br />

any staffing changes will be<br />

implemented after the Annual<br />

Plan is signed off in June.<br />

"If there is a service or a thing<br />

that we do that is decided to be<br />

slowed down or stopped, then<br />

we’ll start talking with those<br />

affected staff members, and we<br />

run through the normal process<br />

of changing the way we deliver<br />

our services to the community,”<br />

he said.<br />

"It’s a difficult conversation,<br />

but it is one we have to be<br />

prepared for. A lot of other<br />

organisations around the<br />

country have been doing the<br />

very same thing."<br />

Despite the reductions, there<br />

would be no changes to the<br />

level of service ratepayers<br />

receive if there was a 6.5% or<br />

5.4% rates increase.<br />

To reach a 4.9% increase,<br />

cuts would need to find $10.5<br />

million in savings. But the draft<br />

consultation document said this<br />

may impact the council’s ability<br />

to meet its legal obligations and<br />

deliver services for everything<br />

from capital projects to library<br />

services and rubbish collection.<br />

A 4.9% increase has yet to be<br />

fully modelled by the council<br />

due to a lack of time, but Gliddon<br />

is confident the council<br />

can deliver it if the community<br />

wants it.<br />

“It is possible, because we<br />

wouldn’t have put it in there<br />

if it wasn’t possible without<br />

breaking what we legally have<br />

to deliver,” she said.<br />

One of the key deferrals is<br />

a proposal to delay Leeston’s<br />

new library and community<br />

centre, Whata Rau, by about a<br />

year while the council reviews<br />

the project and a possible third<br />

redesign. The council is also<br />

looking at reducing its economic<br />

development strategy<br />

by 75%, a potential saving of<br />

$650,000.<br />

The council is predicting<br />

$263.5m in revenue over<br />

the next financial year from<br />

rates, fees and charges, and is<br />

expecting to spend $196.5m on<br />

operating expenses and $86m<br />

on capital infrastructure.<br />

Couple Tired of Being Tired Together<br />

For 38 years, Alison and her<br />

husband had shared everything.<br />

Morning walks around the<br />

neighbourhood, evening meals at<br />

the kitchen table, and a queen-sized<br />

bed they’d bought when they first<br />

married. But lately, they’d been<br />

sharing something else: sleepless<br />

nights.<br />

”I’d lie there, mind racing,<br />

unable to switch off,” Alison<br />

admits. “Every time I moved, I<br />

worried I was disturbing him. Then<br />

he’d pat my shoulder to comfort<br />

me, which made me feel worse.<br />

The guilt was almost as exhausting<br />

as the sleeplessness.”<br />

The couple who once slept<br />

peacefully were now both<br />

exhausted.<br />

“When Alison couldn’t sleep,<br />

neither could I,” her husband<br />

explains. “I’d lie there listening to<br />

her breathing, knowing she was<br />

awake, wanting to help but not<br />

knowing how. Some nights I’d<br />

pretend to be asleep just so she<br />

wouldn’t feel bad.”<br />

Sleep specialists confirm what<br />

this couple discussed with us.<br />

When one partner struggles with<br />

sleep, they will most likely both<br />

end up suffering. The sighs, the<br />

restlessness, getting up for water<br />

(in or out), all create a cycle of<br />

disruption that leaves everyone<br />

drained.<br />

“We were both tired all the<br />

time,” Alison recalls. “I couldn’t<br />

keep up when I went to the pool<br />

or if I was on a walk with friends.<br />

He was grumpy. I was snappy. We<br />

just weren’t ourselves anymore.<br />

After 38 years, we were becoming<br />

strangers in our own home.”<br />

Alison’s troubles are quite a<br />

common age-related change.<br />

After 60, our bodies produce less<br />

melatonin and we spend less time<br />

in deep sleep. The brain will stay<br />

alert when it should be winding<br />

down. For couples, this creates a<br />

ripple effect that touches every part<br />

of your relationship.<br />

The change came when Alison<br />

visited their local pharmacy.<br />

“I was sceptical,” she admits.<br />

“I’d tried things before that<br />

promised the world. But I was<br />

tired of us both being so tired. The<br />

Upcoming <strong>Selwyn</strong> Aquatic Centre closure<br />

<strong>Selwyn</strong> Aquatic Centre will be closed for maintenance<br />

from 4 to 19 April, throughout the school holiday period.<br />

This will be a full facility closure, as contractors will be<br />

working across the site to complete a wide range of<br />

renewals and repairs.<br />

Closing the entire centre is necessary to keep everyone<br />

safe while work is underway and the maintenance<br />

programme is an important investment in the future<br />

of the facility. These works are designed to keep the<br />

building fit, healthy, and able to operate for longer,<br />

ensuring a safe and enjoyable experience for all users.<br />

“We’re really happy to host over 500,000 visits from<br />

the community each year but this does mean we<br />

occasionally need to pause to complete essential work,”<br />

Head of Sport and Recreation, James Richmond says.<br />

Maintenance will take place throughout the facility,<br />

including pool infrastructure repairs, mechanical and<br />

plant system servicing, specialist pool maintenance, and<br />

maintenance on building amenities such as changing<br />

rooms, seating, lockers, and drinking fountains. Additional<br />

work will also address ventilation systems, high-level<br />

cleaning, and the removal of outdated equipment.<br />

The decision to close during the school holidays was<br />

made with careful consideration.<br />

“We are fully booked during term times delivering<br />

swimming lessons and water safety programmes, to<br />

all areas of the community, including child/parent,<br />

preschool, after school, and school sessions. The holiday<br />

period in April is a more convenient time to close the<br />

facility.”<br />

There are still plenty of ways to stay active. The <strong>Selwyn</strong><br />

Sports Centre will remain available with fitness classes<br />

and recreation activities for all ages, and residents are<br />

encouraged to explore the What’s On Autumn guide for<br />

events and activities happening across the district.<br />

All memberships will be placed on hold during the<br />

closure period.<br />

Mongols gang members have lost<br />

cash and jewellery after police<br />

seized the items following a<br />

series of drug raids.<br />

A High Court decision has<br />

named South Island Mongols<br />

president Jason Allan Ross,<br />

treasurer Anthony Peter Tucker,<br />

sergeant at arms Brendan Joseph<br />

Gallagher, patched member<br />

John Ranui Peek, and associate<br />

Jacob Anthony Benson-Carr as<br />

respondents in the forfeiture<br />

order.<br />

The court has ruled that<br />

$68,288 in cash and jewellery<br />

was tainted and must be<br />

forfeited under the Criminal<br />

Proceeds (Recovery) Act.<br />

​Ross, Tucker and Gallagher<br />

lived at the gang’s headquarters<br />

in Burnham, where they dealt<br />

methamphetamine, MDMA and<br />

cocaine.<br />

Police launched an investigation,<br />

named Operation Silk, and<br />

raided the property on February<br />

27, 2020.<br />

A $16,000 diamond ring, a gold<br />

necklace valued at $8800 and a<br />

$2800 ring were discovered and<br />

believed to belong to Tucker.<br />

Tucker was located in a shed<br />

at the property where $12,395<br />

was also found, while $1550 was<br />

discovered in his bedroom and<br />

$820 on him.<br />

Police found a bag belonging<br />

to Peek which contained $12,000,<br />

and $2050 was found on him.<br />

Methamphetamine and<br />

other controlled drugs, drug<br />

paraphernalia, firearms and<br />

ammunition and explosive<br />

devices were also found on the<br />

property.<br />

On April 1, 2020, police raided<br />

a Rolleston house where they<br />

found Ross and Benson-Carr.<br />

They seized $<strong>11</strong>,820 from the<br />

property.<br />

Operation Silk was terminated<br />

in December 2021, when charges<br />

were laid against various<br />

Mana whenua representative plan questioned<br />

​Regarding the article in the<br />

<strong>Selwyn</strong> <strong>Times</strong> (<strong>March</strong> 4) about<br />

the possible appointment of Ngāi<br />

Tahu members to council,<br />

I note they would have speaking<br />

rights but not voting rights.<br />

This is partly true but they<br />

would have voting rights on<br />

committees, as did Ms (Megan)<br />

McKay.<br />

As with many <strong>Selwyn</strong> residents,<br />

Māori representation<br />

should be welcomed as should<br />

any ethnic group who are ratepayers<br />

and are eligible to vote.<br />

How about we do what is normal<br />

at local body elections and<br />

vote for whoever is standing that<br />

we consider to be the best.<br />

The continuing efforts to force<br />

co-governance onto ratepayers is<br />

wearing a bit thin.<br />

Every person who is eligible<br />

can stand for council. It is an<br />

insult to our Māori constituents<br />

that they have to be appointed,<br />

not elected on merit.<br />

Any changes to council elections<br />

should be by referendum.<br />

In 2025 I ran as ACT candidate<br />

for the Rolleston Ward.<br />

I campaigned hard, paid substantial<br />

expenses and did weeks<br />

of leaflet drops personally to<br />

3000 properties.<br />

It is now proposed that someone,<br />

based purely on race/<br />

ancestry interests, sits at the very<br />

table that others need to be democratically<br />

elected to sit at.<br />

I find the idea of such a representative<br />

on council to be racist,<br />

anti-democratic and a woke<br />

anachronism.<br />

A total of 18.8% of our population<br />

in Rolleston identifies as<br />

Asian, as compared to 9.4% identifying<br />

as Māori (2023 Census).<br />

If we are to depart from fundamental<br />

democratic principles,<br />

why do we not have a no vote<br />

Asian representative at the table?<br />

I actually voted for Samuel<br />

Wilshire so I’m disappointed he<br />

would compromise the democracy<br />

that elected him to have<br />

cheaper (unsubstantiated)<br />

consultation.<br />

Here is a substantiated way to<br />

save money: Cut this role. You<br />

not only anti-democratic action<br />

but also save at least $56,468.<br />

The Local Government<br />

Act 2002 already sets out the<br />

principle here. Section 81<br />

requires councils to establish<br />

and maintain processes that<br />

provide opportunities for<br />

making.<br />

Section 4 also requires councils<br />

to recognise and respect the<br />

Crown’s responsibilities under<br />

the Treaty by maintaining and<br />

improving those opportunities.<br />

So the key question in the<br />

<strong>Selwyn</strong> debate is practical<br />

rather than ideological. How<br />

does the council meet that obligation<br />

in a clear and workable<br />

way?<br />

If the purpose of a mana<br />

whenua representative is to<br />

ensure Māori have a structured<br />

and effective pathway to<br />

participate in council decision<br />

making, then the role is legitimate.<br />

Councils must have some<br />

mechanism to meet their statutory<br />

duties.<br />

However, transparency<br />

matters. If this role is the mechanism<br />

used to fulfil the council’s<br />

obligations under the Local<br />

Government Act, that should be<br />

clearly stated. Mana whenua<br />

representatives and the council<br />

should be explicit that the<br />

position exists to discharge<br />

those statutory participation<br />

requirements.<br />

Clarity helps everyone. Residents<br />

understand the legal<br />

basis. Māori know the pathway<br />

through which their<br />

voice is heard. And council<br />

demonstrates that it is meeting<br />

its obligations under the law<br />

rather than creating parallel<br />

structures without explanation.<br />

Good governance is not<br />

about symbolism. It is about<br />

clearly defined roles that fulfil<br />

the law and serve the whole<br />

community.<br />

council positions based on<br />

ancestry. In a democratic<br />

society, political authority<br />

should come from voters and<br />

be open to every citizen on the<br />

same basis.<br />

New Zealand already demonstrates<br />

that people of Māori<br />

ancestry can and do succeed in<br />

politics through the same democratic<br />

process as everyone else.<br />

Introducing race-based roles<br />

risks shifting our political<br />

system away from equal citizenship<br />

and toward governance<br />

based on ethnic identity.<br />

Once political power is formally<br />

allocated according to<br />

ancestry, it can encourage<br />

division and undermine the<br />

principle that public representatives<br />

serve the entire<br />

community.<br />

International human rights<br />

principles emphasise equality<br />

before the law and equal access<br />

to political participation. These<br />

principles exist to prevent societies<br />

from fragmenting into<br />

separate political categories.<br />

Councils should continue<br />

to engage constructively with<br />

mana whenua and iwi on<br />

matters affecting them, but<br />

decision-making authority<br />

should remain grounded in the<br />

same democratic process that<br />

applies to every citizen.<br />

The spirit of the Treaty of<br />

Waitangi affirms equal rights<br />

for all citizens, which is best<br />

reflected in a shared democratic<br />

process.<br />

Is it because Te Taumutu<br />

Rūnanga is more special than<br />

the citizens of <strong>Selwyn</strong>?<br />

Democracy is weakened<br />

in local government when<br />

appointments are made by local<br />

iwi.<br />

Why you ask? Because local<br />

government is accountable<br />

to the citizens that voted for<br />

them, while appointees are not<br />

accountable to the citizens, but<br />

to the iwi that appointed them<br />

to council.<br />

Who made iwi special that<br />

they appoint and not vote<br />

like the citizens of <strong>Selwyn</strong> for<br />

councillors.<br />

Who are the rūnanga that we<br />

must consult with them? Oh,<br />

local iwi. That says it all.<br />

with new seal has a pothole in it<br />

use of money and manpower to<br />

do the job to a higher standard<br />

with a much lower fail rate.<br />

As a road user it is frustrating<br />

to see the constant patching of<br />

patches that have been patched.<br />

I must stress it’s not the poor<br />

guys doing the job but rather<br />

the poor not-fit-for-purpose<br />

standard that the money<br />

people/design people have them<br />

work to.<br />

It will be a day of line dancing<br />

and cowboy boots at the<br />

Country in the Country music<br />

festival on Saturday.<br />

The event will be held for the<br />

second time at the Ellesmere<br />

Showgrounds in Leeston, with<br />

Waimate singer-songwriter<br />

Kaylee Bell headlining.<br />

Bell first gained international<br />

attention in 2019 with her<br />

viral hit Keith – a tribute to<br />

Australian country music<br />

legend Keith Urban. She<br />

has since opened for global<br />

superstars such as Ed Sheeran,<br />

Brad Paisley and The Chicks,<br />

and most recently released her<br />

fourth studio album, Cowboy<br />

Up, late last year.<br />

Zayde Blair, Steffany Beck,<br />

Adam McGrath and The<br />

Eastern, and Sisterhood will<br />

also perform.<br />

Co-promotor Craig Bradford<br />

is expecting a crowd of about<br />

2000, and said it will be a fun<br />

day for the whole family.<br />

comes to an end<br />

Olive Webb has been with the<br />

Hororātā Community Trust<br />

since it was founded. But she<br />

has decided it is time to step<br />

down after 15 years of service.<br />

Webb was the trust’s first<br />

chair for about two years and<br />

has remained a trustee since.<br />

She has played a major role in<br />

shaping the trust’s direction<br />

and its values since 20<strong>11</strong>.<br />

“It has been a privilege to<br />

be part of the trust from the<br />

beginning,” Webb said.<br />

“I am incredibly proud of<br />

what has been achieved and<br />

the role the trust now plays in<br />

supporting our community.<br />

“I leave in good heart,<br />

knowing the trust is in a strong<br />

position and will continue to<br />

grow and succeed.”<br />

Webb said she will remain<br />

an active member of Clan<br />

Hororātā, the volunteer group<br />

which supports the trust at its<br />

events. She still plays the organ<br />

and piano at St John’s Hororātā<br />

Church.<br />

A clinical psychologist,<br />

Webb has a long history of<br />

involvement in social and<br />

community well-being.<br />

club’s 40th anniversary<br />

A range of plants, photos and<br />

baking were on show at the<br />

West Melton Garden Club's first<br />

flower show.<br />

The show celebrated the<br />

club’s 40th anniversary.<br />

Said president Joanne Ryder:<br />

“It was a colourful collection<br />

in all classes of flowers<br />

and vegetables, even with<br />

the uncertainty of weather<br />

conditions, and was well<br />

attended. A great occasion for<br />

families and to catch up with<br />

friends and the community.”<br />

The premier award, chosen<br />

from all the flower class<br />

winners, went to the pale<br />

pink hydrangea from Reuben<br />

Ellison’s Bryndwr garden.<br />

The people's choice interclub<br />

award was won by West Melton<br />

club, while Southbridge was<br />

runner up and Darfield was<br />

third. The award for the most<br />

World-leading jump to national gold​<br />

Two weeks ago, Christian<br />

Cooper set a world-leading<br />

1.95m in the high jump for his<br />

age group. Now the 15-year-old<br />

is a three-time national champion<br />

after a weekend of success.<br />

Cooper, a year <strong>11</strong> student at<br />

Lincoln High, won the under<br />

16 high jump, discus, and long<br />

jump at the national track and<br />

field championships in Auckland,<br />

and finished second in the<br />

100m hurdles.<br />

He said being able to call himself<br />

a national champion was a<br />

“cool achievement,” but despite<br />

setting personal bests in the discus<br />

and long jump, he saw room<br />

for improvement.<br />

“I’m kind of just focusing on<br />

the next thing. I’m very happy<br />

that I’ve done how well I did, but<br />

I can always improve,” he said.<br />

“I reckon I could have jumped<br />

a bit further in the long jump,<br />

I probably could have gone a<br />

little bit higher, but I'm still<br />

really happy about it.”<br />

Cooper is currently the best<br />

high-jumper in the world for<br />

his age. No other 15-year-old<br />

this year has cleared higher<br />

than the 1.95m he surpassed at<br />

an interclub competition two<br />

weeks ago – also the highest<br />

jump this season by a Kiwi<br />

under 18.<br />

“I knew it was (a record)<br />

before I did it,” he said.<br />

“I was tied for second (in the<br />

world) before it, I knew if I do<br />

this, then it would be (a record).<br />

But I didn’t think about it when<br />

I was jumping, I put it together<br />

after I’d already finished<br />

everything.”<br />

up now. He’s put hours and<br />

Cooper does not let success<br />

get to his head. He has already<br />

set new goals beyond his worldleading<br />

jump.<br />

“After I did 1.95, I was like,<br />

next lets go 1.98. Then there’s<br />

an end of year goal, which is<br />

2.02, which I’ll try get before<br />

December, at least.”<br />

Cooper will compete in<br />

the Canterbury Children’s<br />

Championships at Ngā Puna<br />

Wai this weekend, before<br />

finishing his season with the<br />

South Island secondary school<br />

championships at the end of<br />

<strong>March</strong>.<br />

He said his goal for the winter<br />

is to focus on training and gym<br />

sessions, aiming for up to four<br />

times a week.<br />

Player shortage<br />

forces Springston<br />

out of top grade<br />

Springston is lamenting a lack<br />

of player numbers that has<br />

forced its division 1 team to<br />

withdraw from the Coleman<br />

Shield and combined country<br />

competitions.<br />

In a Facebook<br />

post on Friday, the<br />

club announced the<br />

withdrawal. It will<br />

instead field teams in<br />

division 2 and division<br />

3, alongside its women’s<br />

and colts sides.<br />

Springston players who<br />

still want to play division<br />

1 have joined Lincoln.<br />

The division 2 side will be<br />

coached by Craig Chalmers.<br />

President Courtney Whitmore<br />

said the club was not the only<br />

one struggling to field a team.<br />

“It’s a bigger issue than just<br />

Springston,” she said.<br />

North Canterbury’s Woodend<br />

also withdrew from division 1<br />

last week, while Ellesmere clubs<br />

Hornby and Rolleston have<br />

pulled out in recent seasons.<br />

at our strategic plan and<br />

“It’s definitely not a<br />

short-term fix. The board<br />

will come up with some<br />

options and then we’ll be<br />

sending it out to clubs for<br />

their input. It will have to<br />

be a collaborative approach.”<br />

Greenslade said there were<br />

several reasons for the decline<br />

in senior player numbers.<br />

“There are changing<br />

priorities, with different<br />

availability.<br />

“Sometimes it’s cyclical as<br />

well – if there’s a bit of a lull in<br />

players five or six years ago,<br />

that rolls through.<br />

“Sometimes it’s financial<br />

pressure. Springston had quite<br />

a lot of tradesmen, and they just<br />

can’t afford to be injured and<br />

not work, so financial and family<br />

circumstances are definitely a big<br />

part of it,” she said.<br />

A new draw for the combined<br />

competition was published<br />

on Friday. Pool A, including<br />

Prebbleton, Darfield and<br />

Waihora, has eight teams, while<br />

Pool B, including Southbridge,<br />

West Melton and Lincoln, has<br />

nine.<br />

In Pool A, Prebbleton,<br />

Darfield and Waihora play<br />

their first matches at home in<br />

two weeks, against Hurunui,<br />

Glenmark-Cheviot and Methven<br />

respectively.<br />

In Pool B, West Melton host<br />

Lincoln, while Southbridge<br />

travel to Saracens.<br />

The Coleman Shield will<br />

feature only six teams this<br />

season – a significant drop from<br />

eight teams just two seasons<br />

ago, and 10 competing as<br />

recently as 2019.<br />

Greenslade said Ellesmere<br />

would like to have more teams<br />

in the Coleman Shield.<br />

“It’s definitely something we’ll<br />

be working on.<br />

“But you need it to be attractive<br />

to people wanting to play<br />

as well, so I don’t know how far<br />

you’d go with potentially dropping<br />

the standard to get the<br />

numbers up, because that might<br />

create other issues.<br />

“We’ll be discussing it for<br />

quite a long time, I imagine,”<br />

she said.<br />

school’s first-ever Maadi Cup<br />

earned selection by making the A<br />

final in the under 18 race at the<br />

South Island secondary schools<br />

championships over the weekend<br />

– Darfield’s first A final at<br />

the South Island championships.<br />

Lindores finished seventh in the<br />

race.<br />

He will be joined at Maadi by<br />

novice double scullers Mason<br />

Jessop and Joe Crequer, who competed<br />

in the under 18 category<br />

despite being only in year 10.<br />

The pair missed the A final but<br />

won the B final.<br />

a club started by Darfield High<br />

<strong>Selwyn</strong> rowers at the regatta.<br />

who reached the single sculls<br />

finals in the under 16 and under<br />

17 age brackets, will be her<br />

school’s first Maadi Cup rower<br />

since 2010. She finished fifth in<br />

the under 16 race and fourth in<br />

the under 17 race, just <strong>11</strong> seconds<br />

from a podium finish.<br />

The national regatta begins on<br />

warm, sheltered place.<br />

Onions need to be lifted soon.<br />

If the foliage is still growing,<br />

bend over the tops to hasten<br />

bulb maturity. If onions are<br />

already being used, dig those<br />

with thick, soft stems first, as<br />

they will not keep well.<br />

Cabbage, cauliflower and leek<br />

crops need to be kept cultivated<br />

and weed-free. Control moth<br />

and caterpillar attacks with<br />

derris dust. A pesticide spray<br />

may be needed to combat grey<br />

aphid infestations.<br />

Silverbeet grows well in<br />

cool conditions and in most<br />

areas a mid-<strong>March</strong> sowing still<br />

gives enough time for plants<br />

to become established before<br />

cold weather stops growth.<br />

Sow silverbeet seed 1cm deep<br />

in rows 50cm apart. Water the<br />

ground well if conditions are<br />

Being coastal in origin,<br />

silverbeet also responds to<br />

some salt in the soil. Place some<br />

seaweed 30cm below where the<br />

seeds are to be sown, cover with<br />

soil, then put in the seeds. This<br />

leafy vegetable also responds<br />

to a plentiful supply of organic<br />

material.<br />

FLOWERS<br />

Lilies can be planted in rich,<br />

well-drained, lime-free soil, giving<br />

the bulbs a chance to settle down<br />

before winter. Lilium regale is<br />

planted 8cm-10cm deep, basalrooting<br />

15cm or more deep.<br />

Summer is over, but pool maintenance is<br />

an ongoing responsibility. One of the most<br />

vital aspects of pool care is conducting<br />

regular water tests. This testing is crucial<br />

water for swimmers and for protecting<br />

and prolonging the life of your pool<br />

equipment.<br />

Why do water testing? It’s about<br />

ensuring the correct chemical balance.<br />

Bring in a pool water sample to Swimart,<br />

where in-store computerised water<br />

testing takes only 5 minutes to provide<br />

a comprehensive, accurate analysis. The<br />

analysis will determine a range of critical<br />

pool water chemical elements, including<br />

Chlorine, pH levels, Calcium hardness and<br />

Leeston Fete – A big day out for the whole family<br />

The Leeston Fete is back, and it’s<br />

shaping up to be one of the biggest<br />

and best family days on the Ellesmere<br />

calendar. Proudly run by the Ellesmere<br />

Promotions Trust (EPT), the Fete is<br />

all about creating a fun, welcoming<br />

day where the whole community can<br />

come together – and best of all, the<br />

children’s activities are completely<br />

free.<br />

Families can look forward to an<br />

incredible lineup of kids entertainment,<br />

including bouncy castles, the everpopular<br />

T-Rex Double Drop, archery,<br />

tea cups ride, mini golf, facepainting,<br />

pony rides, and a petting zoo. These<br />

activities are a huge drawcard for the<br />

event and ensure children of all ages<br />

can enjoy a full day of fun without<br />

parents having to reach into their<br />

pockets.<br />

Alongside the children’s zone, the<br />

Fete will feature a fantastic mix of<br />

stalls, entertainment, food vendors,<br />

and activities for all ages. Whether<br />

you’re coming to browse, eat, relax, or<br />

PROPOSAL TO REVOKE RESERVATION ON<br />

RESERVE 1513 CREYKE ROAD, DARFIELD<br />

Pursuant to section 24(2)(b) of the Reserves Act 1977, the <strong>Selwyn</strong> District<br />

Council gives notice that it proposes to have the reservation revoked on<br />

Gravel Reserve 1513 Creyke Road, Darfield and identified as being surplus<br />

to its requirements. It has an area of 2.0234 Ha.<br />

An audit of this reserve has been carried out to identify that it is surplus<br />

to requirements because it is no longer required for that purpose and has<br />

no future use or benefit to the Council. Once revocation has been approved,<br />

it is intended that this reserve will be handed back to the Department of<br />

Conservation for revocation and disposal procedures.<br />

Storage requirements for any home are dependent on the number<br />

of people living there, their lifestyles and individual personalities.<br />

While some prefer a minimalistic<br />

environment, others may be collectors with<br />

interests and recreational pursuits presenting<br />

the need for space for bikes, fishing gear, wet<br />

suits, surfboards and more.<br />

Outdoors, a boat, caravan or motorhome<br />

may need to be housed. Some sub-divisions<br />

have covenants relating to where these may<br />

be parked so check this out before selecting<br />

a house design for a new build and choosing<br />

how to site the house on your section, to<br />

ensure these can be parked up in a compliant<br />

manner.<br />

Indoors, a home is tidier if possessions can<br />

be stored effectively. Organising the garage<br />

with cupboards and places for bikes, kayaks<br />

and the like, by perhaps hanging them on<br />

a wall or from the ceiling, will allow more<br />

space, as will locating the lawnmower and<br />

gardening tools in an outdoor shed.<br />

Attic trusses are another economic way<br />

to gain more space in a home. Usually sited<br />

in the roof of the garage, they offer a place<br />

where less used items can be tucked away.<br />

Install an attic ladder and you have a place<br />

for possessions that might be needed more<br />

regularly. The roof shape and pitch will<br />

influence whether trusses can be fitted; attic<br />

trusses may not be possible with a low pitched<br />

place for linen, blankets, the vacuum cleaner<br />

In the kitchen, pantries are now desirable<br />

features. Have a mix of cabinetry with<br />

shelves, drawers and cupboards for storing<br />

breakables or items you do not want on view.<br />

Plenty of bench space will allow regularly<br />

used kitchen appliances like the toaster,<br />

electric jug, cake mixer or food processor to<br />

be left by a power point for quick and easy<br />

use. Consider too, an appliance cupboard,<br />

which can assist fast preparation especially<br />

with the first meal of the day. Where there<br />

are corner cupboards, a Lazy Susan might be<br />

fitted for better access to items stored within.<br />

Economics may determine whether you<br />

have a separate laundry or site this in the<br />

garage. In either case, if space allows, include<br />

a bin for dirty laundry and cupboards for<br />

storing soap powder, cleaning products,<br />

brooms and mops.<br />
