But the city council is<br />
refusing to answer questions<br />
from <strong>The</strong> <strong>Star</strong> over whether<br />
it is behind the court action<br />
after ongoing complaints about<br />
the state of the property from<br />
neighbours.<br />
<strong>The</strong> <strong>Star</strong> highlighted the<br />
Worcester St property three<br />
weeks ago, which has now<br />
attracted about 50 complaints<br />
about the squatters, rats and<br />
rubbish.<br />
Since the article the<br />
amount of rubbish has grown<br />
substantially.<br />
Three weeks ago city<br />
council head of regulatory<br />
compliance, Tracey Weston,<br />
said the council did not have<br />
the power to move people on<br />
when on private property. It<br />
is believed the owner is based<br />
overseas.<br />

and demolished last year after<br />
a fire in 2024. After the quake<br />
the house became a haven for<br />
squatters. It was demolished<br />
and they began using a shed on<br />

Staged reductions to meet Government rates cap by 2029<br />
A path to meeting the<br />
Government’s proposed 4%<br />
rates increase cap has been laid<br />
out by Mayor Phil Mauger.<br />
<strong>The</strong> city council is in the early<br />
stages of developing its 2027-<br />
2037 Long Term Plan, which<br />
will outline what services and<br />
projects are earmarked for<br />
funding over the next 10 years.<br />
“All our figures are indicative<br />
at this stage, but in principle we<br />
want our rates increases to be<br />
1% less each year,” said Mauger.<br />
<strong>The</strong> goal is for the 2027/28<br />
rates to be no higher than 6%,<br />
then 5% in 2028/29 and 4% in<br />
2029/30.<br />
“If we can achieve this, it’ll<br />
mean we hit the rates cap of<br />
2% to 4% that the Government<br />
wants to bring in from July 1<br />
2029.”<br />
<strong>The</strong> city council is currently<br />
preparing the <strong>2026</strong>/27 Annual<br />
Plan, which is out for public<br />
consultation until <strong>March</strong> 27<br />
with a proposed 7.96% rates<br />
rise.<br />
<strong>The</strong> final Annual Plan will<br />
be adopted in<br />
June.<br />
“In the<br />
meantime, we<br />
will continue<br />
our work with<br />
staff to prepare<br />
the LTP 2027–<br />
2037, making<br />
sure it reflects Phil Mauger<br />
the needs and<br />
priorities of our communities,”<br />
said Mauger.<br />
“With central government<br />
progressing major reforms,<br />
including local government<br />
reform and Resource<br />
Management Act reform, we’re<br />
operating in an environment<br />
that could look quite different<br />
in the coming years.”<br />
Mauger said he wants to<br />
lay the groundwork now,so<br />
the Long Term Plan guides<br />
the city confidently into the<br />
new regulatory and rates<br />
cap environment without<br />
compromising the level of<br />
service the city’s ratepayers<br />
expect.<br />

restoration, but some were<br />
supportive of more funding<br />

Lucky escape for<br />
tractor driver<br />
A tractor driver had a lucky<br />
escape near Akaroa on Sunday<br />
after the vehicle fell on top of<br />
him, trapping him underneath.<br />
<strong>The</strong> Akaroa Volunteer Fire<br />
Brigade was called out about<br />
9.30am to the Onuku Farm<br />
Hostel on Hamiltons Rd. Fire<br />
chief Mark Thomson said the<br />
man was dragging a log with<br />
the tractor, but the log was too<br />
heavy, causing it to flip. People<br />
at the scene used trolley jams<br />
to lift the tractor up and pulled<br />
the man from underneath. <strong>The</strong><br />
Canterbury West Coast Air<br />
Rescue helicopter transported<br />
the man to Christchurch<br />
Hospital with moderate injuries.<br />
Thomson said he was “very,<br />
very, very lucky”. <strong>The</strong> incident<br />

Service to commemorate<br />
<strong>March</strong> 15 attack<br />
An official service to mark the<br />
seventh anniversary of the<br />
2019 mosque attacks will be<br />
held on Sunday. At the request<br />
of the victim families, the city<br />
council will hold a ceremony at<br />
the Peace Bell in the Botanic<br />
Gardens from noon. A moment<br />
of silence will honour the 51<br />
worshippers who were killed<br />
and 89 others who were injured.<br />

the Walk the Talk for Unity<br />
which will start at the Bridge<br />

“It seems to be getting bigger<br />
and bigger, more crap piled on<br />
every day,” he told <strong>The</strong> <strong>Star</strong>.<br />
“It looks like a tip, rubbish<br />
everywhere. But city council<br />
just say they don’t have any<br />
rights to go there without the<br />
owner’s permission.”<br />

for those living on the property,<br />
“because they’re human<br />
beings,” he said.<br />
He has been in the same<br />
situation to the people he helps.<br />
“I’ve seen how society treats<br />
these people. “I’m just showing<br />
them how you should be<br />
treated.”<br />

A bakery which has been<br />
served a $245,000 bill after<br />
a worker lost a finger has a<br />
history of being put on notice<br />
for health and safety concerns.<br />
A worker at the French<br />
Bakery in Hillsborough had<br />
his index finger amputated,<br />
his thumb partially amputated,<br />
and his middle finger<br />
crushed when it was caught in<br />
machinery.<br />
According to a WorkSafe<br />
summary of facts, the man had<br />
been called in to work with<br />
a contractor early on a Saturday<br />
in April 2023 to repair<br />
equipment.<br />
A drive motor assembly on<br />
a bowl-lifting machine had<br />
broken down, and with the<br />
assistance of two others, he<br />
climbed to a platform about<br />
2.75m above the bakery floor.<br />
But he couldn’t reach the<br />
drive motor. He stood on the<br />
edge of a hopper while another<br />
worker gained access using<br />
a ladder propped against the<br />
hopper on the opposite side of<br />
the platform.<br />
After the repair was completed,<br />
they saw that dust and<br />
debris had fallen into the hopper.<br />
As the man’s lower body<br />
lay across the edge of the hopper,<br />
with his legs sticking out<br />
across the platform, he leaned<br />
over and cleaned it.<br />
At the same time, another<br />
<strong>The</strong> French Bakery in Hillsborough has to pay $245,000 after a worker had his<br />
hand crushed in machinery.<br />

One of several people who<br />
witnessed the incident claimed<br />
staff had questioned the man’s<br />
competency with management<br />
before the incident, but nothing<br />
was done.<br />
<strong>The</strong> person, who asked not<br />
to be named, told Open Justice<br />
they had worked alongside the<br />
victim for several months.<br />
<strong>The</strong>y had raised concerns<br />
with bosses in the months leading<br />
up to the incident and said<br />
the commercial bakery, which<br />
employs about 150 people,<br />
needed proper induction and<br />
training for technical staff.<br />
But new employees were<br />
often put straight on the factory<br />
floor with little training,<br />
they said.<br />
WorkSafe recently prosecuted<br />
the company in the<br />
district court for the incident.<br />
It was fined $200,000 and<br />
ordered to pay $45,500 to the<br />
victim, who has permanent<br />
name suppression.<br />
WorkSafe’s summary of facts<br />
showed the bakery had been<br />
issued with multiple improvement<br />
notices before the<br />
incident, three of which related<br />
to inadequately guarded<br />
machinery and two to hazardous<br />
substances.<br />
<strong>The</strong>re had also been seven<br />
notifiable incidents, and the<br />
bakery had received a written<br />
warning for failing to<br />
notify WorkSafe of a workplace<br />
incident, according to the<br />
summary.<br />
Further inquiries into the<br />
bakery’s history showed multiple<br />
incidents in which workers<br />
have been injured, dating back<br />
to <strong>March</strong> 2016 when a person’s<br />
fingers were slightly crushed.<br />
A month later, a worker’s<br />
hand was jammed between<br />
racks.<br />

It is a major project to restore<br />
the museum’s heritage<br />
buildings, demolish unsafe<br />
structures, and construct a<br />
base-isolated, seismically safe<br />
facility.<br />
<strong>The</strong> museum redevelopment<br />
cost was initially $195m when<br />
revealed in 2020, but this rose<br />
sharply to $247m by November<br />
2024 after the construction was<br />
tendered and the scale of the<br />
ground condition issues and<br />
asbestos removal were taken<br />
into account.<br />
Now delays to securing<br />
additional funding from the<br />
city council or Government<br />
pushed the total to $262m two<br />
weeks ago. <strong>The</strong> project’s current<br />
funding shortfall is $92m.<br />
Canterbury councils and<br />
the Government have now<br />
been asked by the museum<br />
for $64m. If that was granted,<br />
the city council’s contribution<br />
would be about $27m, with<br />
about $5m combined from<br />
the Selwyn, Waimakariri and<br />
Hurunui district councils. <strong>The</strong><br />
Government has also been<br />
asked for $32m.<br />
<strong>The</strong> remaining shortfall of<br />
about $28m would be covered<br />
by private donations, grants<br />
Canterbury Museum’s redevelopment was set to cost $195m in 2020, but has now blown out to almost $262m.<br />

<strong>The</strong> museum is also proposing<br />
an entry fee for overseas<br />
visitors which could help pay<br />
for the redevelopment in the<br />

In September 2024,<br />
international visitors started<br />
paying $35 to enter New<br />
Zealand’s national museum, Te<br />
Papa, in Wellington, earning it<br />
about $375,000 a month.<br />
Christ Church Cathedral<br />
Reinstatement<br />
After a lengthy debate over<br />
whether to demolish and<br />
rebuild or restore the cathedral,<br />
the restoration option was<br />
approved in 2017 with a<br />
projected cost of $105m.<br />
<strong>The</strong> first major cost blowout<br />
came in 2020 with $50m added<br />
to the bill, raising the total to<br />
$155m.<br />
Early engineering<br />
assessments had assumed the<br />
existing visitor centre would<br />
remain and did not consider<br />
site constraints and the<br />
demands of a safe sequence of<br />
construction.<br />
<strong>The</strong> project’s prospects<br />
worsened further in April 2024<br />
when the cost skyrocketed to<br />
$248m, leaving a funding gap<br />
of $114m. <strong>The</strong> restoration was<br />
mothballed in August that year<br />
when additional funds were not<br />
secured.<br />
Christchurch Cathedral<br />

Stewart said at the time a<br />
comprehensive review of the<br />
cost and the timeline found<br />
continuing the original project<br />
plan was too expensive and<br />
represented too much risk.<br />
<strong>The</strong> two-stage construction<br />
and reopening plan presented<br />
by CRL in September last year<br />
could reduce the cost to $219m<br />
with the reopening in five<br />
years.<br />
A $95m shortfall would<br />

Couple Tired of Being Tired Together<br />
For 38 years, Alison and her<br />
husband had shared everything.<br />
Morning walks around the<br />
neighbourhood, evening meals at<br />
the kitchen table, and a queen-sized<br />
bed they’d bought when they first<br />
married. But lately, they’d been<br />
sharing something else: sleepless<br />

”I’d lie there, mind racing,<br />
unable to switch off,” Alison<br />
admits. “Every time I moved, I<br />
worried I was disturbing him. <strong>The</strong>n<br />

me, which made me feel worse.<br />
<strong>The</strong> guilt was almost as exhausting<br />
as the sleeplessness.”<br />
<strong>The</strong> couple who once slept<br />
peacefully were now both<br />
exhausted.<br />
“When Alison couldn’t sleep,<br />
neither could I,” her husband<br />
explains. “I’d lie there listening to<br />
her breathing, knowing she was<br />
awake, wanting to help but not<br />
knowing how. Some nights I’d<br />
pretend to be asleep just so she<br />
wouldn’t feel bad.”<br />
Sleep specialists confirm what<br />
this couple discussed with us.<br />
When one partner struggles with<br />
sleep, they will most likely both<br />
end up suffering. <strong>The</strong> sighs, the<br />
restlessness, getting up for water<br />
(in or out), all create a cycle of<br />
disruption that leaves everyone<br />
drained.<br />
“We were both tired all the<br />
time,” Alison recalls. “I couldn’t<br />
keep up when I went to the pool<br />
or if I was on a walk with friends.<br />
He was grumpy. I was snappy. We<br />
just weren’t ourselves anymore.<br />
After 38 years, we were becoming<br />
strangers in our own home.”<br />
Alison’s troubles are quite a<br />
common age-related change.<br />
After 60, our bodies produce less<br />
melatonin and we spend less time<br />
in deep sleep. <strong>The</strong> brain will stay<br />
alert when it should be winding<br />
down. For couples, this creates a<br />
ripple effect that touches every part<br />
of your relationship.<br />
<strong>The</strong> change came when Alison<br />
visited their local pharmacy.<br />
“I was sceptical,” she admits.<br />
“I’d tried things before that<br />
promised the world. But I was<br />
tired of us both being so tired. <strong>The</strong><br />

$220m to build the stadium,<br />
with ratepayers covering the<br />
remaining cost.<br />
Site preparation started in<br />
early 2021, but city councillors<br />
voted to reduce capacity to<br />
25,000 seats in July due to fears<br />
of escalating costs.<br />
<strong>The</strong> decision was reversed<br />
in August 2021 after a public<br />

the city council approved the<br />

Woman who underwent NZ’s<br />
first open heart surgery dies<br />
<strong>The</strong> first person to get open<br />
heart surgery in New Zealand,<br />
Christchurch resident Helen<br />
Harris, has died aged 78.<br />
Helen (nee Arnold) was about<br />
10 or 11 when she underwent<br />
open heart surgery, which was<br />
performed by Sir Brian Barratt-<br />
Boyes at Greenlane Hospital,<br />
Auckland, in September 1958.<br />
Helen died on Saturday,<br />
February 28, surrounded by her<br />
family.<br />
Her death notice said she<br />
was the “beloved wife of Kevin,<br />
loved mother and mother-inlaw<br />
of Craig, and Danielle and<br />
Graham, step-mother of Darrell<br />
and Justine, and Sonya, Nanny of<br />
Julie, Mikayla, and Sarah, Ashlea,<br />
Gemma, and Jessica”.<br />
Helen was born with a large<br />
hole between her right and left<br />
ventricles.<br />
Her surgery in 1958 was a<br />
groundbreaking procedure,<br />
using new surgical techniques<br />

“I was a blue baby,” she told<br />

two years to get the heart-lung<br />
machine up and running – they’d<br />
done 17 sheep before me,” Helen<br />

with some form of heart defect.<br />
Prior to her operation, there was<br />
no effective treatment.<br />
In 2020, RNZ reported Helen<br />
had undergone five procedures,<br />
including four pacemakers, which<br />
helped keep her heart beating.<br />
“<strong>The</strong>y didn’t expect me to live<br />
this long and I could have gone<br />
at any time when I was little<br />
... I thank medical science for<br />
allowing me to live this,” she said.<br />

Who should pay to restore heritage<br />

the Provincial Chambers, the Arts<br />

Not a penny more should be<br />
spent on this ridiculous project.<br />
Religious institutions should not<br />
be funded by the public purse.<br />
<strong>The</strong> cathedral may be heritage,<br />
but it is not architecturally<br />
spectacular.<br />
<strong>The</strong> millions spent is<br />
scandalous when we are still<br />
fighting poverty in this country.<br />
If the congregation feel they<br />
need more money they should<br />
be funding it themselves. A<br />
private citizen who had under<br />
insured would not be getting a<br />
ratepayer handout.<br />
As for the Arts Centre which is<br />
operated by a board of trustees,<br />
they should be generating<br />
income from tenants to fund<br />
renovations. Any earthquake<br />
repairs should be paid by<br />
insurance. Renovation or<br />
modernisation should be funded<br />
by the organisation as part of the<br />
operation of the business.<br />
Museum restorations, if<br />
they are earthquake fixes they<br />
should be funded by insurance.<br />
<strong>The</strong> council-owned Provincial<br />
Chambers have been unused<br />
since the earthquakes. Why are<br />
we still discussing this?<br />
It is unbelievable that 15 years<br />
after the quakes we are still<br />
discussing these things. Ask the<br />

these old buildings are worth<br />

expertise to restore and the<br />

to make a landmark. Let them<br />
run a cake stall like schools and<br />

I would have pulled it down at<br />
the very beginning and perhaps if<br />
they wanted a replacement why<br />
not use the late Sir Miles Warren’s<br />

was the original idea way back<br />
before the stone building was<br />
constructed.<br />
If you travel through the UK<br />
and Ireland you will find in<br />
small cities and other areas stone<br />
cathedrals of far greater beauty<br />
and size. Europe for example is<br />
dominated throughout with magnificent<br />
cathedrals.<br />
<strong>The</strong> Anglican Church has considerable<br />
wealth when you look<br />
at their property portfolios, so<br />
why can’t they fund the shortfall.<br />
In respect of the other three<br />
projects, these buildings fall into<br />
a different ownership model<br />
and are more likely particularly<br />
in the case of the Arts Centre<br />
and museum to generate monies<br />
that could provide a return to<br />
ongoing maintenance and loan<br />
repayments.<br />

Cathedral, this is a matter for<br />
the church alone to sort out. <strong>The</strong><br />

as long as it is the final fixed<br />

we all know it will only get more<br />

who have promised to keep rates<br />
down for some time have given<br />
us the biggest hikes we have ever<br />

cathedral, and no rates for the<br />
works until all infrastructure<br />
in Christchurch is repaired<br />
properly.<br />

Mongols gang members have lost<br />
cash and jewellery after police<br />
seized the items following a<br />
series of drug raids.<br />
A High Court decision has<br />
named South Island Mongols<br />
president Jason Allan Ross,<br />
treasurer Anthony Peter Tucker,<br />
sergeant at arms Brendan Joseph<br />
Gallagher, patched member<br />
John Ranui Peek, and associate<br />
Jacob Anthony Benson-Carr as<br />
respondents in the forfeiture<br />
order.<br />
<strong>The</strong> court has ruled that<br />
$68,288 in cash and jewellery<br />
was tainted and must be<br />
forfeited under the Criminal<br />
Proceeds (Recovery) Act.<br />
Ross, Tucker and Gallagher<br />
lived at the gang’s headquarters<br />
in Burnham, where they dealt<br />
methamphetamine, MDMA and<br />
cocaine.<br />
Police launched an<br />
investigation, named Operation<br />
Silk, and raided the property on<br />
February 27, 2020.<br />
A $16,000 diamond ring, a gold<br />
necklace valued at $8800 and a<br />
$2800 ring were discovered and<br />
believed to belong to Tucker.<br />
Tucker was located in a shed<br />
at the property where $<strong>12</strong>,395<br />
was also found, while $1550 was<br />
discovered in his bedroom and<br />
$820 on him.<br />
Police found a bag belonging to<br />
Peek, which contained $<strong>12</strong>,000,<br />
and $2050 was found on him.<br />
Methamphetamine and<br />
other controlled drugs, drug<br />
paraphernalia, firearms and<br />
ammunition and explosive<br />
devices were also found on the<br />
property.<br />
On April 1, 2020, police raided<br />
a Rolleston house where they<br />
found Ross and Benson-Carr.<br />
<strong>The</strong>y seized $11,820 from the<br />
property.<br />
Operation Silk was terminated<br />
in December 2021, when charges<br />
were laid against various<br />
<strong>The</strong> Mongols gang pad in Burnham<br />
featured a fully stocked bar, pool<br />
tables, stripper poles and burnout pad.<br />

A Sparkle In Her Eye<br />
Zoe Sparkle in for her post operative check up looking suitably regal.<br />
Meet Zoe Sparkle, a beautiful 10 year old domestic<br />
long haired cat with a personality to match her name.<br />
Zoe was referred to our ophthalmology service by<br />
her usual vet to investigate a tricky eye problem that<br />
wasn’t going away. In addition to her eye problem,<br />
Zoe had lost a bit of weight recently, although<br />
her weight was stable now and her vets had done the<br />
necessary tests to show there were no underlying<br />
health concerns.<br />
treatment. <strong>The</strong>re are a few things that cause sequestra<br />
to form, such as viral infections, dry eye, abnormal<br />
conformation in flat faced breeds like Persian cats,<br />
and other types of trauma and chronic irritation. Any<br />
member of the feline family can get corneal sequestra,<br />
even lions and tigers!<br />
Surgery was recommended for Zoe, with the goals of<br />
removing the painful corneal sequestrum, correcting<br />
the uncomfortable lower lid entropion, and preventing<br />
similar issues from occurring in the currently healthy<br />
right eye. This involved blepharoplasty of both lower<br />
lids and a superficial keratectomy to remove the<br />
sequestrum from the cornea. <strong>The</strong> different procedures<br />
were all performed during one general anaesthetic to<br />
get her pain free as soon as possible and to shorten<br />
the recovery period.<br />
Zoe was anaesthetised in our ophthalmology<br />
theatre and prepped for surgery. Using an operating<br />
microscope for magnification, we gently incised<br />
around the corneal sequestrum and peeled it off the<br />
cornea. A cat’s cornea is slightly more than 0.5mm<br />
thick so a steady hand is imperative! <strong>The</strong> left lower<br />
lid was shortened to pull it tight and an ellipse of<br />
skin removed from the eyelid margin to roll it out<br />
just enough to achieve normal function and stop<br />
hairs rubbing on the cornea. <strong>The</strong> right lower lid was<br />
shortened to prevent it from rolling in at a later date.<br />
<strong>The</strong> incisions were closed with very fine dissolving<br />
sutures and Zoe was taken through to recovery.<br />
Zoe Sparkle went home that day with a course of eye<br />
ointment and oral pain relief. She had to stay indoors<br />
for her recovery and was required to wear the dreaded<br />
Elizabethan Cone to prevent her from rubbing at the<br />
stitches. Keeping the cone on was not easy but luckily<br />
her family devised an innovative solution, attaching<br />
the cone to a collar and a cat harness that happened<br />
to be on sale at Briscoes. We saw Zoe 10 days later<br />
and her eyes were looking great! Most of the stitches<br />
had dissolved, she was holding her eyes open, and her<br />
eyelids were in the right position with no hairs rubbing.<br />
Her cornea, where we had removed the sequestrum,<br />
had fully healed with just a little scar tissue remaining<br />
as expected. She was allowed to take her Elizabethan<br />
cone off and resume normal activity - news that<br />
brought a sparkle to her eye! It is a great privilege to<br />
be able to help patients like Zoe Sparkle. We wish her<br />
all the best!<br />

Zoe at her first appointment. <strong>The</strong> lower eyelid of the left eye was<br />
rolling in and hairs were scratching the surface. <strong>The</strong> brown stain<br />
on the surface is the corneal sequestrum, an area of chronic, end<br />
stage, non-healing corneal ulceration.<br />
As soon as Zoe emerged from her carrier, I could<br />
see she was squinting with her left eye and it was<br />
quite weepy. On closer examination, Zoe was found<br />
to have entropion of the left lower eyelid. This is<br />
when the eyelid rolls in and hairs scratch the cornea,<br />
the surface of the eyeball. She also had a corneal<br />
sequestrum of the left eye. This is an odd condition<br />
of the feline family where chronic irritation of the<br />
cornea can cause a strange black<br />

Art world pays tribute<br />
to iconic, eclectic artist<br />

Renowned figurative, expressionist<br />
artist Philip Trusttum has died, aged 85,<br />
with multiple leading galleries paying<br />
tribute online.<br />
Christchurch Art Gallery said<br />
Trusttum’s paintings “embrace life at full<br />
throttle, just as he did”.<br />
“Bursting with colour, movement,<br />
energy and humour, they reflect his<br />
insatiable fascination with the world.<br />
“His art was inspired by his activities<br />
and interests – from gardening, horses<br />
and tennis to the patterns he noticed on<br />
clothes and road signs – often relayed<br />
from unexpected angles and in startling<br />
close-up.<br />
“Everyday subjects – red berries in a<br />
garden, the whirling blades of a mower,<br />
his grandson’s toys – were translated<br />
into his distinctively exuberant semiabstraction,”<br />
the gallery’s post said.<br />
A longtime Governors Bay resident,<br />
he studied at Canterbury University’s<br />
School of Fine Arts, before going on to<br />
exhibit his works in Australia, Europe<br />
and the United States.<br />
He was appointed an Officer of the<br />
New Zealand Order of Merit for services<br />
to art in 2021.<br />
“His acclaimed and prolific practice<br />
was grounded in the daily studio<br />
sessions he remained dedicated to<br />
even in his later years ... his works are<br />
represented in all of the major public,<br />
and many private, collections in this<br />
country,” Christchurch Art Gallery said.<br />

as one of our finest painters, a<br />
passionate supporter of art and artists<br />

At a time when the global economic recovery<br />
remains uneven, protectionist sentiment is<br />
resurfacing and views on China’s economic outlook<br />
remain mixed, the latest trade figures between<br />
New Zealand and China offer a more grounded<br />
perspective. Bilateral trade has reached a record<br />
NZD 40 billion, while strong consumer activity<br />
during the recent Spring Festival has underscored<br />
the resilience of China’s economy and the enduring<br />
strength of the bilateral relationship. Ahead of his<br />
visit to China, German Chancellor Merz cited a<br />
Chinese proverb: “<strong>The</strong> strength of a horse is not<br />
shown by pulling alone, but by drawing together<br />
with other horses.” This saying reflects the<br />
importance of cooperation and collective effort,<br />
resonating with the interdependent nature of global<br />
trade today.<br />
I. China’s Consumption Continues to Recover,<br />
Creating New Opportunities for the World<br />
This year marks the start of China’s 15th Five-Year<br />
Plan. <strong>The</strong> extended nine-day Spring Festival holiday<br />
served as a vivid demonstration of China’s efforts<br />
to stimulate consumption and sustain economic<br />
growth.<br />
According to the latest official data, the consumer<br />
market maintained its upward momentum<br />
throughout the holiday. Average daily sales of key<br />
retail and catering enterprises increased by 5.7%<br />
compared with the previous Spring Festival, with the<br />
growth rate accelerating by 1.6 percentage points.<br />
Foot traffic and revenues at 78 major pedestrian<br />
streets and commercial districts monitored by<br />
the Ministry of Commerce rose by 6.7% and 7.5%<br />
respectively. Notably, sales of smart wearable<br />
devices surged by more than 50%, while green<br />
and digital consumption emerged as new growth<br />
drivers.<br />
<strong>The</strong>se trends highlight China’s transition from an<br />
economy driven primarily by investment and exports<br />
toward one powered increasingly by consumption<br />
and innovation. As the world’s second-largest<br />
consumer market, China’s consumption upgrade not<br />
only strengthens domestic economic momentum<br />
but also creates broad opportunities for businesses<br />
worldwide, including those in New Zealand.<br />
Multinational companies continue to express<br />
confidence in the Chinese market, recognizing its<br />
scale, dynamism and long-term potential.<br />
II. NZ–China Trade Surpasses NZD 40 Billion,<br />
Marking a Historic Milestone in Bilateral<br />
Economic Cooperation<br />
Economic and trade relations between China<br />
and New Zealand have continued to deepen in<br />
recent years. According to New Zealand Trade<br />
and Enterprise, bilateral trade surpassed NZD 40<br />
billion for the first time, reaching a record high in<br />
the year ending June 2025. China has remained<br />
New Zealand’s largest trading partner and export<br />
destination for 13 consecutive years.<br />
New Zealand has consistently maintained a trade<br />
surplus with China. In the first three quarters of<br />
2025, New Zealand’s trade surplus with China<br />
reached USD 1.11 billion, more than doubling yearon-year.<br />
Exports of dairy products rose by 27.6%,<br />
while fruit exports increased by 38.8%. High-quality<br />

consumers benefit from access to high-quality and<br />
competitively priced machinery, electronic products,<br />
and transport equipment from China. <strong>The</strong>se imports<br />
help reduce production costs, enhance efficiency,<br />
and expand consumer choice.<br />
Trade and Investment Minister Todd McClay<br />
has stated that China is an important partner<br />
for New Zealand, and that bilateral cooperation<br />
is built on mutual benefit and trust. <strong>The</strong> NZD<br />
40 billion milestone reflects not only the scale<br />
of bilateral trade, but also the strong economic<br />
complementarity and the tangible outcomes of<br />
sustained cooperation between the two economies.<br />
III. Trade Surplus: A Natural Outcome of Global<br />
Economic Cooperation<br />
In 2025, China’s goods trade surplus reached USD<br />
1.189 trillion, drawing international attention.<br />
Some have simply interpreted this as an<br />
imbalance. However, viewed through the lens of<br />
global economic principles, trade surpluses are a<br />
natural outcome of comparative advantage and<br />
international specialization.<br />
China’s comprehensive industrial system, efficient<br />
infrastructure, and reliable supply chains enable it to<br />
consistently provide high-quality products that meet<br />
global demand. At the same time, China remains<br />
one of the world’s largest importers. In 2025, its<br />
goods imports totaled RMB 18.5 trillion, ranking<br />
second globally for several consecutive years. China<br />
also runs long-standing deficits in services trade<br />
and investment income, reflecting its dual role in the<br />
global economy as both a major producer and an<br />
important source of demand.<br />
Foreign-invested enterprises accounted for more<br />
than one-quarter of China’s exports in 2025,<br />
demonstrating the deep integration of multinational<br />
companies within China’s economy. Approximately<br />
half of China’s exports consist of intermediate<br />
goods, helping support manufacturing and value<br />
creation worldwide.<br />
China also plays a vital role in advancing the global<br />
green transition, supplying more than 80 percent<br />
of the world’s photovoltaic modules and 70% of<br />
wind power equipment. New Zealand’s large-scale<br />
solar project at Christchurch Airport, which utilizes<br />
high-efficiency solar panels manufactured in<br />
China, illustrates how bilateral cooperation not only<br />
promotes trade but also drives green development<br />
and technological innovation.<br />
Trade at this scale reflects interdependence rather<br />
than zero-sum competition. For New Zealand, stable<br />
demand from China has been essential in sustaining<br />
its trade surplus and strengthening economic<br />
resilience.<br />
IV. Openness and Cooperation: A Partnership<br />
with Expanding Opportunity<br />
China continues to further open its economy and<br />
share development opportunities with the world.<br />
<strong>The</strong> China International Import Expo has become<br />
an important gateway for international businesses<br />
seeking access to the Chinese market. Nearly 80<br />
New Zealand companies participated in the 2025<br />
Expo, reporting solid commercial outcomes.<br />
As Chinese consumer demand becomes more<br />
sophisticated and interest in sustainability grows,<br />
New Zealand’s strengths in premium food, health<br />
products and clean technologies are well positioned<br />
to benefit.<br />
Economic ties between China and New Zealand are<br />
also broadening. While agricultural trade remains<br />
central, cooperation is increasingly extending into<br />
green development, innovation and supply chain<br />
integration. Bilateral trade reaching NZD 40 billion is<br />
not only a milestone in scale, but also a reflection of<br />
the depth and maturity of the relationship.<br />
For New Zealand businesses, China is not simply<br />
a production hub; it is one of the world’s most<br />
dynamic consumer markets. Stable demand<br />
from China continues to support growth, jobs and<br />

title hurdle finally<br />
overcome at<br />
championships<br />

Fourteen years ago, Jack Henry<br />
set a new Canterbury under-18<br />
record in the 110m hurdles and<br />
won the under-20 title at the<br />
national championships.<br />
Now 31, Henry has won his<br />
first senior national title in the<br />
same event, on the same track<br />
– Auckland’s Trusts Arena – at<br />
the national track and field<br />
championships on Sunday.<br />
“That’s a special kind of link<br />
back (to) that national junior<br />
title,” he said.<br />
“I can't believe that’s 14-yearsago<br />
now, that’s the only other<br />
national title I’ve had."<br />
He said his first senior<br />
gold medal at a national<br />
championships has been a long<br />
time coming.<br />
“It’s taken several years and<br />
there’s been a lot of adversity,<br />
but it’s great to finally have some<br />
success after all the hard work.”<br />
Since his junior title in 20<strong>12</strong>,<br />
Henry has won six silver<br />
and three bronze medals in<br />
various senior events, including<br />
the hurdles, pole vault and<br />
decathlon.<br />
Four of those silvers came<br />
finishing second in the hurdles<br />
to Auckland’s Josh Hawkins, who<br />
won every national title from<br />
2015-24.<br />

“It’s been a real battle between<br />
myself and Josh Hawkins over<br />

the Canterbury Championships<br />
and International Track Meet at<br />
Ngā Puna Wai in February.<br />
“Coming back from that, to<br />
have the season I’ve had with<br />
minimal build-up in that springsummer<br />
period, it’s been a really<br />
positive outcome. It’s gone really<br />
well.”<br />
While his best event is the<br />
hurdles, Henry is a decathlete –<br />
competing in up to 10 events at<br />
any given meet.<br />
He finished third in the pole<br />
vault at the weekend and was<br />
also seventh in the long jump.<br />
Henry said he was ready for<br />

the decathlon score, that’s the B<br />
standard. We’re going to give it<br />
our best crack.”<br />
Decathletes are assigned a<br />
score for each event depending<br />
on how well they perform, with<br />
the scores added up at the end.<br />
Henry’s personal-best for a<br />
competition is 7047.<br />
He said it would be a long<br />

schools rowing championships,<br />
the Maadi Cup beckons for<br />
Christchurch’s top rowing<br />
schools.<br />
Cashmere High School<br />
cemented their reputation as<br />
a local powerhouse, claiming<br />
a school-record five gold<br />
medals and 10 overall at<br />
the weekend.<br />
Rowing co-ordinator<br />
Adrian Riepen said<br />
the team showed huge<br />
promise ahead of the<br />
national competition.<br />
“We’ve got 48 rowers<br />
in the squad this season,<br />
which is the highest ever,<br />
and I think what’s been<br />
great about it is that we can still<br />
deliver the quality.<br />
“Our girls’ under 18 quad<br />
won for the third year in a row,<br />
that group have made their<br />
way through the programme<br />
and it’s cool to see them have<br />
success at that level, and to do<br />
it three times in a row isn’t easy<br />
because there’s a lot of talent<br />
out there.”<br />

“You’ve got the whole North<br />
Island coming down, they’ll<br />
bring a lot of talent and some<br />
great rowers with them as well.<br />
“At the end of the day, if kids<br />
can line up at the start of their<br />
race, show their skill set and<br />
have fun in their school colours,<br />
I think that's what makes me<br />

the blue-and-white hoops for<br />
the first time in six years at the<br />
club’s 150th jubilee on Easter<br />

Carter, 44, will play alongside<br />
father Neville and uncles<br />
John, David, Dennis and Phil,<br />
plus cousin William – taking<br />
the Carter family’s numbers to<br />
seven for Southbridge’s golden<br />
oldies match on Easter Sunday.<br />
“We’ve got the back line<br />
covered,” Neville joked.<br />
<strong>The</strong> match will feature two<br />
teams of former Southbridge<br />
players, with all seven Carters<br />
lining up on the same side.<br />
Dan Carter last played for<br />
Southbridge in the Coleman<br />
Shield final in 2020, alongside<br />
cousin William, when the side<br />
beat Waihora 40-32.<br />
Neville said he has only ever<br />
played one game with Dan – at<br />

<strong>The</strong> only thing to do now is to freshen up. You do that by getting plenty of sleep and eating healthy foods this<br />
week. Nerves can get in the way of a good taper. So try and “keep the lid on”. Nerves can also interfere with your<br />
eating. This is not the time to put on or lose weight. Keep focused on the plan. You often hear top athletes talking<br />
about sticking to the process. That means they are not thinking of the final result at the finish line but they focus on<br />
their task during the event. This also applies to you. It means that most of the time your thoughts will be with your<br />
rhythm, pace and technique. Your breathing will be a good measure of your pace and if your breathing is more<br />
laboured than during your training sessions you are going too fast. Prepare yourself to run surrounded by a large<br />
group of people. It can be quite unnerving for some people. Above all, run at your own pace from the start. Hold<br />
back a bit when the gun goes off rather than trying to get ahead of the pack. If you start too fast there will be a price<br />
to pay later. If you have someone you can run with who is of a similar level you can keep each other in check.<br />
TIP<br />
<strong>The</strong> main tip is to enjoy yourself.<br />
While you are “sticking to the process” there is no reason<br />
why you can’t take in the occasion at the same time.<br />

SAINT PATRICK is the patron saint of<br />
Ireland and Saint Patrick's Day<br />
commemorates the arrival of Christianity<br />

e saint was born<br />
somewhere on the west<br />
coast of Britain around<br />
386 AD. His birth name<br />
was Maewyn Succat.<br />
When he was 16 he was<br />
captured by raiding Irish<br />
ships and taken to<br />
Ireland to be sold as a<br />
slave. He was bought by<br />
a man called Milchu<br />
who put him to work<br />
shepherding his ock on<br />
a mountain side.<br />
One night Patrick<br />
had a dream in which<br />
he heard a voice telling him to leave the<br />
mountain side and go down to the coast<br />
where he would nd a boat to take him<br />
back home. When he reached the coast he<br />
saw the boat, as the dream had promised,<br />
but unfortunately as he had no money the<br />
boat’s captain refused to take him. e boat<br />
sailed away, but wasn’t long at sea when a<br />
erce storm blew up. e crew fearing<br />
death told the captain that it is vengeance<br />

While trying to explain the Holy Trinity<br />
(Father, Son and Holy Ghost as one) he is<br />
said to have used a shamrock leaf to<br />
demonstrate how there could be three<br />
separate parts to the shamrock but only one<br />
leaf - and so the shamrock symbol of<br />
Ireland was born.<br />
St Patrick’s Day is celebrated on <strong>March</strong><br />
17 as it is believed to be the date St Patrick<br />
