Over 750 marching enthusiasts strutted<br />
their stuff at the 33rd Leisure Marching<br />
Nationals, held over the weekend at the<br />
MainPower Stadium in Rangiora.<br />
Event coordinator Tracey McCullough<br />
says the two days of competitionattracted<br />
atotal of 81 teams from all over the country<br />
to celebrate their passion for leisure<br />
marching.<br />
‘‘Unlike traditional competitive<br />
marching, leisure marching is about<br />
bringing people together through ashared<br />
love of movement, music and connection.<br />
‘‘The event showcased that spirit in full,<br />
with an incredible 81 teams taking part —<br />
including one team from Perth, Western<br />
Australia, returning for their second<br />
Nationals, alongside 80 teams travelling<br />
from Whangārei to Bluff.’’<br />
She says more than 750 marcherstook<br />
part, performing fiveminute routines of<br />
their own choosing, set to music that<br />
reflected each team’s personality and<br />
style.<br />
Team sizes ranged from four to 25<br />
members, underscoring the sport's<br />
inclusiveness and accessibility.<br />
‘‘The age range of participants was<br />
equally inspiring. The youngest marcher<br />
was 14 (excluding the special guest U13<br />
team), while the oldest was an incredible<br />
94 years old.<br />
‘‘The Dunedin 60+ marchers received<br />
special recognition for having the oldest<br />
average team age of 82, aremarkable<br />
achievement that truly embodies the<br />
lifelong benefits of staying active and<br />
connected,’’she says.<br />
This year’s event was acollaboration<br />
between McCullough Guards and the<br />
Pioneers of <strong>Canterbury</strong> Masters Marching<br />
Team.<br />
McCullough Guards, with an averageage<br />
of 70 and three members over 80, joined<br />
forces with the <strong>Canterbury</strong>, South Island<br />
and New Zealand champion team,<br />
Pioneers of <strong>Canterbury</strong>, to share the<br />
workload and bring the event to life. Three<br />
guest performances added extra<br />
excitement to the programme.<br />

Pioneersof<strong>Canterbury</strong>Masters<br />
showcased their championshipwinning<br />
routines, Skellerup U13, the <strong>Canterbury</strong><br />
and South Island champions, impressed ,<br />
and “Dad’s Army,” ateam made up of men<br />
affiliated with Marching <strong>Canterbury</strong>,<br />
delighted the crowd, providing a<br />
memorableand entertaining finale.<br />
Traceysays hosting an event on this<br />
scale in <strong>Canterbury</strong> can be challenging<br />
due to specific venue requirements,<br />
including seating for approximately 1200<br />
people and aperformance area equivalent<br />
to at least two basketball courts.<br />
‘‘MainPower Stadium proved to be an<br />
outstanding venue, with ateam that went<br />
above and beyond, opening early, staying<br />
late, and providing exceptional support<br />
throughout.’’ Local businesses played key<br />
roles, contributing raffle prizes and<br />
vouchers, while Percival Street Bakery<br />
catered for 550 at the evening function.<br />

It was hailed as a ‘onestop shop ’ to<br />
make it quicker and easier to build<br />
major projects when it pa sed into law<br />
last December.<br />
But none of the five <strong>North</strong> <strong>Canterbury</strong><br />
projects included in the Government’s<br />
Fasttrack A provals Act have<br />
progre sed beyond being ‘listed ’<br />
projects in the fasttrack proce s.<br />
They were among 149 projects listed<br />
in the legislation.<br />
In astatement released last w ek,<br />
Infrastructure MinisterChris Bishop<br />
and RegionalDevelopment Minister<br />
Shane Jones said around 50 of the 149<br />
projects had lodged substantive<br />
a plications with the Environmental<br />
Protection Authority (EPA), since the<br />
a provals regime was established in<br />
February.<br />
Of those,none have b en a proved so<br />
far, with the first eight expected to be<br />
signed o f by the end of the year.<br />
Proposed housing developments at<br />
Ōhoka, W odend and west Rangiora<br />
were listed in the legislation, along with<br />
the W odend Bypa s and the Amuri<br />
I rigation Company Ltd’s Balmoral<br />
water storage facility and fish scr en.<br />
An EPA spokesperson has confirmed<br />
none of the five <strong>North</strong> <strong>Canterbury</strong><br />
projects have lodged substantivefasttrack<br />
a plications.<br />
Developers of alistedproject can<br />
a ply to the EPA where an ‘expert<br />
panel’ wi l a se s theprojectand<br />
consult with ‘directly a fected groups ’.<br />
Panel convenors determine the extent<br />
of the consultation, meaning the is no<br />
guarant elocal communities wi l have a<br />
say.<br />

spokesperson said.<br />
When the project list was a nounced<br />
in October last year, Mr Bishop pointed<br />
the finger at councils for creating the<br />
housing crisis.<br />
‘Speaking in general terms, councils<br />
have contributedtoour housing crisis<br />
by being overly picky about where<br />
houses can be built, ’ he said a the time.<br />
The W odend and west Rangiora<br />
developments have since b en included<br />
in thenew WaimakaririDistrict Plan<br />
adopted last month, meaningthey may<br />
not n ed to be fasttracked.<br />
Amuri I rigation Company<br />
chairperson DavidCroft said the<br />
company anticipated aresource consent<br />
would be grantedbyEnvironment<br />
<strong>Canterbury</strong> (ECan) in the next few<br />
months,after it was lodged in 2<strong>02</strong>3.<br />

would be the ideal situation because<br />
everybody hashad the chancetohave<br />
their say in asystem they are familiar<br />
with. ’<br />
A$20m loan from the Government’s<br />
Regional Infrastructure Fund was<br />
a nounced earlier this month for the<br />
Balmoral water storageproject.<br />
The proposed Ōhoka development<br />
was rejected from the District Plan,<br />
after aprivate plan change requestwas<br />
rejected by an independent<br />
commi sioner in November 2<strong>02</strong>3.<br />
It is sti l subjec to an Environment<br />
Courta peal.<br />
An Environment Courtspokesperson<br />
said the a pe lant, Carter Group, has<br />
b en directed to advise the court by<br />
August 2 ‘how or whether it intends to<br />
proc ed ’.<br />
Waimakariri District Council<br />
development pla ning manager Ma t<br />
Bacon said underthe new District Plan,<br />
the site of the proposed Ohoka<br />
development is zoned rura lifestyle.<br />
It mean the farmland could be subdivided<br />
into 4ha lots, but not into an<br />
850home development as proposed.<br />

Estuary viewing platform opens<br />

Aviewingplatform built withabequest to<br />
the AshleyRakahuri Rivercare Group<br />
(ARRG) from the Annie Currie Legacy<br />
Fund has been formally opened to the<br />
public at the AshleyRakahuri River<br />
Estuary.<br />
During the opening at Waikuku Beach,<br />
near Kaiapoi, last Friday ARRG<br />
chairwoman Sue Mardon said Annie, who<br />
died in October 2<strong>02</strong>1, aged 71, had a<br />
passion for preserving and protecting<br />
natural environments and asked the<br />
trustees of her fund to ‘‘make adifference’’<br />
in those areas.<br />
‘‘Annie, wholived in Christchurch, was<br />
unknowntoour organisation, but her<br />
Nelson trustees, said she had adeep love<br />
for the flora and fauna of the South Island<br />
and was very supportive of grassroots,<br />
communitybased conservation projects,<br />
especially those caring for endangered<br />
wildlife,’’ Sue said.<br />
‘‘She saw that projects which were<br />
restoring natural habitatswere very much<br />
needed at this time. We were honoured to<br />
receive part of Annie’s legacy. We<br />
envisage this platform being used by our<br />
birding memberstoshare with the public<br />
their knowledge of birds present,’’ Sue<br />
said.<br />
‘‘The platform is already being used by<br />
local walkers as aplace to sit, rest, reflect,<br />
and talk.’’<br />
Suesaid ARRG memberswere also<br />
grateful forthe support they received from<br />
the WaimakaririDistrict Council, and<br />
senior biodiversityranger, Mike Kwant for<br />
working through the process to obtain the<br />
necessarybuilding and resource consents<br />
for the platform.<br />
‘‘Our thanks also to ARRG member<br />
Robert Clark for his project management<br />
skills and construction expertise to erect<br />
this platform, as well as his helpers<br />
including Luke, Nick, Bob, Jo, and Bruce.<br />

Waimakariri District Council staff are in<br />
the process of producing an interpretation<br />
sign to identify birds that may been seen in<br />
this area. The sign will be outside of, but<br />
readable, from the platform.<br />
One of the trustees of Annie’s fund,<br />
Peter Taylor, said the platform was a<br />
‘‘substantial achievement’’ and will bring<br />
delight to people.<br />
‘‘Annie was abig fan of delight, and<br />
loved bird life so she would be very happy<br />
withyour group’s creation. Many hearty<br />
congratulations to everyone inthe Ashley<br />
Rakahuri Rivercare Group for doing this.’’<br />
AgroupofAnnie’s friends, including<br />
RuthCochrane and Dianne Fenwick<br />
attended the opening and both said she<br />
would be pleased with what her<br />
bequeathment had achieved.<br />
Waimakariri Deputy Mayor Philip<br />
Redmond officially opened the platform,<br />
cutting the red ribbon with Sue.<br />
Annie’s generous bequest has left a<br />
lasting gift to the people of Waimakariri,<br />
he said.<br />
‘‘It is alegacy that will continue to give<br />
back, not just today, but for generations to<br />
come. The platform provides safe and<br />
accessible views over one of the South<br />
Island's mostimportant bird habitats,an<br />
ecological gem right here on our doorstep.<br />
Projects like this remind us what can be<br />
achieved when community spirit,<br />
environmental stewardship and<br />
generosity come together.’’<br />
Bulbsales break downbarriers<br />

are helping break down barriers to<br />
learning for primary school children<br />
in <strong>North</strong> <strong>Canterbury</strong>.<br />
Rangiora Rotary is selling bags of<br />
bulbsoutside the two supermarkets<br />
over the next few weeks to raise<br />
funds for its Ready to Learn<br />
programme aimed at ensuring every<br />
child has an equal opportunity to<br />
learn.<br />
Rotary director Malcolm Garvan<br />
says cost should not be abarrier to a<br />
child having an education, and<br />
everyone deservestostart schoolon<br />
an equal footing, with their peers.<br />
The club works with the <strong>North</strong><br />
<strong>Canterbury</strong> Principals Association<br />
and Loburn Principal Stuart Priddy<br />
says the ‘‘Ready to Learn’’<br />
programme is helping remove<br />
barriers to learning for many pupils,<br />
and helping them learn and grow.<br />
There are 40 primary schools<br />
within the club’s area and funds are<br />
administeredbythe principal of<br />
each school for thebenefit of<br />
childrenwho needahand.<br />
Mr Priddy says the financial<br />
support is helping kids and families<br />
to enjoy school camps and<br />
excursions, and ensure they have the<br />
toolstolearn.<br />
Last year Rotary raised $20,000 for<br />
the programme.<br />

Freesias, Bluebellsand Tulips, at<br />

Decisiontoappeal disappoints<br />

The Government’s decision to appeal a<br />
High Court ruling in favour of the New<br />
Zealand College of Midwives (NZCOM)<br />
is ‘‘deeply disappointing’’Waikuku<br />
midwife Bex Tidball says.<br />
Bex, amother of four children, who<br />
has worked as alead maternity carer<br />
midwife for more than 10 yearsand is<br />
based at the ‘‘fantastic’’ maternity unit<br />
in the Rangiora Health Hub, says the<br />
ruling validates what community<br />
midwives have been saying for years.<br />
‘‘However, it is the Government’s right<br />
to appeal just as it would have been ours<br />
if the ruling had gone against us.<br />
‘‘We have to respect the process and<br />
hope for the best.’’<br />
Justice Cheryl Gwyn’s ruling, which<br />
was released on March 26, found that the<br />
Crown breached its contractual promise<br />
to ensure selfemployed midwives<br />
receive fair and reasonable<br />
remuneration, and also that the Crown's<br />
method for paying midwives unlawfully<br />
discriminated on the basis of sex in<br />
breach of section 19 of the New Zealand<br />
Bill of Rights Act 1990.<br />

says Justice Gwyn’s ruling is a‘‘welcome<br />
confirmation’’ that communitybased<br />
midwives have not been valued and<br />
were discriminated against by<br />
successive governments.<br />
The decision confirms the Crown must<br />
‘‘honour its contractual obligations or<br />
face the consequences, just like any<br />
person who signs acontract", she says.<br />
‘‘We hope the successful class action<br />
decision will enable the more<br />
sustainable future for midwives and<br />
their communities we have been<br />
fighting for.<br />
‘‘This is awin formidwives but<br />
ultimately for the women, babies,<br />
whānau and communities at the heart of<br />
lead maternity carers' work.’’<br />
The class action was funded by global<br />
litigation funder, Omni Bridgeway.<br />
‘‘Midwives play an essential role in<br />
our communities, providing critical care<br />
and support to women and their families<br />
across New Zealand,’’ Omni Bridgeway<br />
Investment Manager in New Zealand,<br />
Jacob Kerkin says.<br />
‘‘Omni Bridgeway is pleased to be able<br />
to support the New Zealand Collegeof<br />
Midwives in pursuing this claim through<br />
the courts to vindicate the rights of its<br />
members.’’<br />
Neck’sBest Thing helping many<br />
When Rangiora motheroffour Aisha<br />
Addison embarked on anew venture to<br />
help others get agood night’s sleep, she<br />
had no idea how popular her chiropractic<br />
pillows would become.<br />
But ayear and ahalf after establishing<br />
her business Neck’s Best Thing, she is still<br />
shipping vast quantities of the pillows, and<br />
now heat packs and knee pads,all over<br />
Aotearoa.<br />
Aisha’s quest began when her oldest son<br />
Lennox, now 11, was diagnosedwith<br />
Klippel Feil syndrome (KFS) whenhewas<br />
little.<br />
KFS is arare congenital condition that<br />
affects the spine and neck —two sets of<br />
vertebrae in his neck are fused —leading<br />
to difficulty getting comfortable when<br />
lying down.<br />
Just one in 42,000 people are born with<br />
the disease. After months of extensive<br />
research into both KFS and cervical spine<br />
health, Neck’s Best Thing was born.<br />
Because of the success of the pillow for<br />
Lennox, and the volume of orders coming<br />
in every day from around the country,<br />
Addison wanted to give back to the<br />
community in ameaningful way.<br />
With the month of March being Rare<br />
Disorders Month, she decided to donate a<br />

Councils can’t solve the issue of<br />
homelessness on their own,<br />
Waimakariri Mayor Dan Gordon says.<br />
Mr Gordon responded to concerns<br />
raised ofsocial media calling on the<br />
council to act on antisocial behaviour in<br />
Waimakariri’s town centres, at acouncil<br />
meeting onTuesday.<br />
‘‘I’m concerned at some of the<br />
messaging online and the suggestion<br />
that somehow it’s council’s<br />
responsibility or problem.<br />
‘‘We just can’t solve every issue. These<br />
are verycomplex issues.’’<br />
The council’s options were limited by<br />
legislation, while finding solutions<br />
needed amultiagency approach, Mr<br />
Gordon said.<br />
Councillorsinstructed staffto<br />
investigate options to address<br />
homelessness,including possible<br />
bylaws and working with local agencies.<br />
Mr Gordon has also been invited to<br />
join adiscussion on the potential of<br />
forming amayoral taskforce.<br />
In February, the Government<br />
announced plans to introduce<br />
legislation giving police powers to issue<br />
moveon orders in abid to address antisocial<br />
behaviour and rough sleeping in<br />
city and town centres across New<br />
Zealand.<br />
Council strategy, engagement and<br />
economic development general<br />
manager Simon Hart said there were<br />
many reasons for homelessness and<br />
different types of homeless people.<br />
‘‘While it’s asmall issue in this district<br />
compared to other areas, Waimakariri is<br />
agrowing community and there are cost<br />
of living issues which could lead to an<br />
increase in cases.’’<br />
While ‘‘begging’’ was the most visible<br />
example of homelessness, there were<br />
those ‘‘in genuine need’’ who received<br />
help from agencies and those who either<br />
did not want or need help, Mr Hart said.<br />
The 2<strong>02</strong>3 Census found around 2.3<br />
percent of the population faced<br />
‘‘housing deprivation’’, but Mr Hart said<br />
it was unclear how many homeless<br />
people there were in the district.<br />
‘‘We do know there are issues with<br />
overcrowding in homes, rental stress<br />
and aneed for more social housing.’’<br />
Mr Hart said abylaw was one of many<br />
tools the council could use, but there<br />
were difficulties with enforcement and<br />
possible ‘‘unintended consequences’’.<br />
Other councils have already<br />
implemented bylaws and found they<br />
could be expensive to enforce.<br />
Bylaws to address ‘‘begging’’ could<br />
also restrict the ability of charities to<br />
collect donations on urban streets.<br />
CouncillorBrent Cairns said there<br />
were 11 cars parked up on his street<br />
most nights.<br />
‘‘I go out and talktothem regularly<br />
and there’s awhole pile of complex<br />
issues, including alack of affordable<br />
housing.’’<br />

Firewood stacks give garden winning edge<br />

Agardenhighlighted with stacks of<br />
firewood, and tended by agardener who<br />
knows little about plants, has won a<br />
supreme garden award.<br />
At the recent Kaiapoi Garden Club’s<br />
annual Garden Competition Awards<br />
Night Paulo and Gail Kündig’s garden<br />
won the Structured LandscapeAward,<br />
the House and Garden Award and the<br />
Supreme Garden Award.<br />
The judges, KaiapoiTuahiwi<br />
Community Board chairwoman Jackie<br />
Watson, former Kaiapoi Florist owner<br />
Joan Whillans, and Kaiapoi Community<br />
Garden foundation member and longtime<br />
supporter Helen Roberts, said<br />
Paulo and Gail's garden had excellent<br />
structure with inspirational touches<br />
using firewood and plants.<br />
The wood stacks are anod to Paulo's<br />
Swiss heritage and in his hands they<br />
have become art forms that add beauty<br />
and structure to his ‘‘little oasis of calm’’<br />
in suburban Kaiapoi.<br />
The garden has also been influenced<br />
by Paulo’s early life living in apartments<br />
in the crowded spaces of Brazil, Hawaii<br />
and Los Angeles, with no room for an<br />
outdoor garden.<br />
When Paulo and Gail bought abare<br />
section in Kaiapoi to build their new<br />
home it was ajoy for him to create a<br />
special outdoor space for them to relax<br />
in.<br />
He wanted the garden to be aprivate,<br />
compartmentalised green space, hidden<br />
from the street, with no fences visible<br />
and he has achieved that.<br />
The 740square metre garden even<br />
includes aminiputting green which is a<br />
playful response to the couple’s close<br />
neighbour, the Kaiapoi GolfClub and<br />
the regular stream of wayward golf balls<br />
that end up in their garden.<br />
‘‘We have been here 15 years and in<br />
that time we have collected two large<br />
buckets of golf balls,’’ Paulo said.<br />
The garden also includes many potted<br />
plants, an outdoorbar area, aquiet<br />
space for sitting and relaxing and<br />
displays of charming handpainted<br />
Brazilian tiles.<br />
It is also ahaven forbirdlife including<br />
aresident pair of fantails called<br />
Hercules and Delilah. Paulo, who is a<br />
retired immigration lawyer and now<br />
works parttime as anotary public, says<br />
the garden is ‘‘very therapeutic and<br />
calming’’ especially at the weekends<br />
when it is apleasure to get out in it and<br />
have atidy up.<br />
He likes anice and tidy garden and<br />
says Firth Concrete's Ezi Wall, ‘‘Lego for<br />
adults’’, which he uses to create planterbox<br />
edging has been agame changer for<br />
him in this regard.<br />
Paulo doesn’t have indepth plant<br />
knowledge, preferring to select plants<br />
he likes the look, shape, scent and<br />
colour of that he believes will sit well in<br />
his garden.<br />
‘‘I basically go into Bunnings (plant<br />
nursery) and if there is something that<br />
looks nice Iwill buy it.’’<br />
This strategy doesn’t alwayswork out<br />
well.<br />
‘‘I have killed off alot of ferns, which<br />
is ashame because Ilove ferns.’’<br />
However, he insists plant knowledge<br />
is not necessary to create agarden. It is<br />
moreabout finding plants you like, and<br />
then selecting aplace in the garden they<br />
can thrive in, he says. While there may<br />
be afew casualties along the way,<br />
creating agarden is definitely worth the<br />
effort, he says.<br />
‘‘The physical demands of gardening<br />
is good exercise. It also relieves stress<br />
and adds value to your property.’’<br />

previous winner of the competition, but<br />
he did not want to enter this year<br />
because he thought it would be lucky to<br />
get an ‘‘honourable mention’’, but Gail<br />
entered for him and on awards night he<br />
was clearly pleased she had.<br />

Janet always dreamed of retiring tothe<br />
Hawke’sBay.<br />
She and her husband had talked about it<br />
for years. The wineries. The orchards. Long<br />
walks through the countryside that people<br />
travelledfromall over theworld to see.<br />
And after raising seven children, surely<br />
she’d earned the right toenjoy what came<br />
after.<br />
“I carriedall sevenofmykidsonthathip,”<br />
she says. “It’s just what you do as amum.<br />
You don’t think about what it might mean<br />
later.”<br />
What it meant later was that her hip<br />
rememberedevery singleone of them.Seven<br />
children, decades of carryingthem, andnow<br />
herbody wasaskingfor somethingback.<br />
Janet found herself counting benches. Not<br />
because she collected them, but because<br />
everywalkstarted with acalculationofhow<br />
far tothe next one, how long before she’d<br />
need to stop, and whether it was worth<br />
startingatall.<br />
Cold mornings were the worst. Her hip<br />
wouldstiffenovernight andtakehalfthe day<br />
toloosen.Bythe time it eased,the motivation<br />
had gone.<br />
“You adjust,” she says. “You tell yourself<br />
this is justhow it is now.”<br />
She’d tried what was available. Creams<br />
that promised so much but nothing quite did<br />
thejob forher.Janet hadmadeher peace with<br />
alifesmallerthanwhatshe had hoped for.<br />
Then hergrandson cametovisit.<br />

The next time her grandson visited, Janet<br />
made sure to tell him. The wineries and<br />
orchards she’d dreamed about were back<br />
within reach.<br />
“He was so chuffed,” she says. “He’d<br />
wanted to help hisnan,and he had.”<br />

about now,” she says. “To walk around the<br />

Price hikes expected<br />

<strong>North</strong> <strong>Canterbury</strong>’s councils are bracing<br />
themselves for more price shocks, as<br />
fuel prices rise.<br />
Ongoing conflict in the Middle East<br />
and the prospect of fuel shortages could<br />
thwart attempts to keep rate rises down<br />
this year or lead to reduced council<br />
services, council leaders say.<br />
Kaikōura District Council chief<br />
executive Will Doughty said his staff<br />
were continuingtowork closely with<br />
other <strong>Canterbury</strong> councils and the<br />
<strong>Canterbury</strong> Civil Defence Emergency<br />
Management Group.<br />
Rising fuel costs would impact on the<br />
cost of asphalt, leading to cost increases<br />
for roading and footpaths.<br />
‘‘It’s too early to say exactly what<br />
impact it will have, but we are already<br />
seeing asharp increase in our tender for<br />
footpath maintenance, so we are having<br />
to revise the scope of the work for this<br />
coming year.<br />
‘‘And to be fair, it’s only going to get<br />
worse.’’<br />
Kaikōura’s relative isolation meant<br />
fuel prices were typically higher<br />
compared to other main centres.<br />
But it was too early to say what impact<br />
it might have on the tourismsector.<br />
The Kaikōura and Hurunuidistrict<br />
councils have yet to adopt theirdraft<br />
annualplans. Mrs Black said rising fuel<br />
costs was aconcern, but it was business<br />
as usual for the council.<br />
‘‘Yes, we are worried aboutthe price<br />
of fuel, but events in the communityare<br />
carrying on. Nobody is winning from<br />
this, so hopefully the conflict will be<br />
resolved soon.’’<br />
Environment <strong>Canterbury</strong> has<br />
proposedanaverage raterise of 2.9% in<br />
its draft annual plan.<br />

the council is monitoring the situation,<br />
but there hasbeen no impact on services<br />

Fuel plan is in place<br />
Over 500,000 views of fuel supplyupdates<br />
on my Facebook page this month tells me<br />
that this is an issue of concern to many<br />
New Zealanders.<br />
My daily newsfeed shows headlines<br />
from around the world of farmers’<br />
machinery sitting idle, four day working<br />
weeks, and working from home strategies<br />
to help counter alack of fuel supply.<br />
Iampleased that our Government’s<br />
updated National Fuel Plan is in place to<br />
cater for every scenario.<br />
The Middle East conflict has resulted<br />
in fuel supply uncertainty and increased<br />
global wholesale prices, impacting<br />
economies around the world.<br />
Ensuring New Zealand has the fuel we<br />
need to protect jobs, livelihoods and the<br />
wider economy is the Government’s first<br />
priority and the public can be assured<br />
that we are planning carefully, acting<br />
early and making sure New Zealand is<br />
well positioned to respond to whatever<br />
the global environment brings.<br />
The National Fuel Plan has been<br />
updated after working closely with<br />
industry and it outlines four phases that<br />
respond proportionatelytothe risks to<br />
New Zealand’s fuel security.<br />
These phases are assessed separately<br />
for petrol, diesel and jet fuel to reflect<br />
their different functions and challenges.<br />
The Fuel Security Ministerial<br />
Oversight Group will be responsible for<br />
deciding whether ashift betweenphases<br />
is needed.<br />
New Zealand is at Phase 1, which<br />
primarily focuses on monitoring global<br />
developments and working with fuel<br />
companies to keep fuel moving<br />
efficiently across the country.<br />
Phase 2would see more active coordination<br />
between government and<br />

From <strong>April</strong> 7, about 143,000 working<br />
families with children will get an extra<br />
$50 aweek through aboost to the inwork<br />
tax credit.<br />
The boost will also expand eligibility to<br />
around 14,000 additional working<br />
families, who will receive the tax credit<br />
at an abated rate.<br />
Providing targeted, temporary support<br />
to low and middle income families is the<br />
right thing to do, and importantly, does<br />
not add to our national debt and increase<br />
inflation.<br />
We are determined not repeat the<br />
Covid fiscal hangover when excessive<br />
government spending more than doubled<br />
debt, sent inflation and mortgage rates<br />
skyrocketing and increased<br />
unemployment –decisions we are still<br />
trying to fix now.<br />
No one expects New Zealand to be able<br />
to control global oil markets or<br />
international conflictsbut we can<br />
manage the economy carefully and<br />
ensure that we have sufficient fuel stock.<br />
I’m pleased to see that all is normal in<br />
that respect at the time of writing.<br />

Hurunuiwriters celebrate special milestone<br />
Cutting open asmall cardboard box on a<br />
trestle table could be compared to the<br />
ceremonial unveiling of afamous<br />
artwork, or marking aspecial milestone.<br />
For Hamish Trolove, convenor of<br />
Hurunui Writers Group, opening that<br />
box recently and lifting out the first copy<br />
of the groups anthology, Plain Speaking,<br />
was amilestone marking morethan two<br />
and ahalf years since he first broached<br />
the subject of starting awriters’ group in<br />
the district.<br />
He’d been akeen member of awriters<br />
group in Upper Hutt before moving to<br />
the Hurunui and had missed that<br />
regular connection and sharing of ideas<br />
and practice with other writers.<br />
Hamish has been the driving force<br />
behind the groups monthly meetings,<br />
and did mostofthe background work,<br />
research, and technical followup, to get<br />
the group’s first publication collated<br />
and published.<br />
The ‘official’ book launch will take<br />
place on Saturday, <strong>April</strong> 11, at the<br />
Hurunui Memorial Library, Amberley,<br />
at 1.30pm. This will be cohosted by the<br />
Friends of Hurunui District Libraries,<br />
who have provided ongoing support to<br />
the group.<br />
The book features collected works of<br />
mostly fictional prose and poetry from<br />
12 group members, plus four guest<br />
authorsfrom Hurunui and Waimakariri<br />
districts:Annabel Wilson, Pat White,<br />
Doc Drumheller and Bernadette Hall.<br />
The launch event will include some<br />
readings by guest authors and group<br />
members.<br />
Hamish, who is relieved the book is<br />
finally in the group’s hands, coedited<br />
the anthology with fellow group<br />
member, Lynn Myers.<br />
‘‘Its been ahuge learning curve for<br />
me,’’ he says of the project that was<br />
driven by enthusiasm and energy.<br />
‘‘I’m proud of what we’ve achieved<br />
and how its such agood snapshot of the<br />
amazing talent weve got within the<br />
group.<br />
‘‘It’s acelebration and showcase of<br />
that talent and variety of genre and<br />
styles that have arisen from various<br />
monthly writing challenges.’’<br />
Another group member, Dave<br />
Sandford, is responsible for the<br />
atmospheric cover image.<br />
Hamish said agrant from Creative<br />
Communities New Zealand enabled<br />
production of aprofessionallooking<br />
book that was printed in New Zealand.<br />
Copies are being distributed to the<br />
Hurunui and Waimakariri district<br />
libraries, as well as other community<br />
spaces around the region.<br />
Hamish says the next volume could be<br />
looked at in acouple of years.<br />
‘‘It takes time for the group to build up<br />
abody of work to draw on, and its an<br />
effort to bring together.’’<br />

Sarah Giles began Paper Jam, a<br />
collage studio in the old Kaiapoi Mill,<br />
for adults no matter their ability, to<br />
introduce then to an art medium<br />
anyone can do.<br />
The result is an exhibition of 46<br />
pieces by 23 local artists at Kaiapoi’s<br />
Art on the Quay.<br />
Artists,many of whom are exhibiting<br />
for the first time, sold their first ever<br />
art piece.<br />
‘‘The joy you see on Tash's face at<br />
selling her piece is exactly what Paper<br />
Jam is all about.<br />
‘‘Exploring with collage making art,<br />
and then to be part of an exhibition in<br />
the gorgeous gallery that is Art on the<br />
Quay, brought joy to so many,’’ says<br />
Sarah.<br />
The exhibition runs until <strong>April</strong> 23,<br />
with artworks still available to buy.<br />
Sarah says the artists worked on<br />
their pieces over many months,while<br />
anumber of people in the community<br />
made magnets that are displayed on<br />
fridges in the gallery<br />
All proceeds from the sale of the<br />
magnets goes to Big Brothers Big<br />

Alittle country hall celebrates its 100th<br />
birthday at Anzac weekend.<br />
The Balcairn Hall, which was saved by a<br />
dedicated committee and locals, who<br />
worked hard over many years to restore it<br />
to its former glory inside and out, coupled<br />
with fundraising efforts, has ensured its<br />
future.<br />
Its long term outlook was thrown into<br />
doubt when users voiced concern over the<br />
poor state of the kitchen and toilets that<br />
need painting, rotting window frames,a<br />
front door than can only be locked and<br />
unlocked from the inside, aworn out<br />
potbelly stove and the roof which needed<br />
more than afew sheetsofiron.<br />
New life was breathed back into the hall<br />
in late 2010 when apublic meeting was<br />
held to shore up its ownership and give the<br />
hall much needed tender loving care.<br />
The hall was built with private funds<br />
from community members and opened<br />
with apublic dance on <strong>April</strong> 16, 1926.<br />
It remained in private ownership,<br />
hampering the ability to raise funds to help<br />
preserve the hall.<br />
However huge support at the 2010 public<br />
meetingsaw it registered as an<br />
incorporated society<br />
The Balcairn Public Hall Society<br />
carefully set about restoring the hall and it<br />
has become avibrant, wellused venue,<br />
hosting concerts, dance classes, indoor<br />
bowls and awide range of community<br />
activities.<br />
Centenary celebrations take place on<br />
<strong>April</strong> 25 and 26 beginning with an Anzac<br />
Service, followed by concerts and<br />
entertainment, activities for all ages, and<br />
culminating with the launch of the<br />
centenary book Balcairn Public Hall: The<br />
First 100 years.<br />

the three year eight students, 12yearolds<br />
Fergus Butters ,Rosie Barton and<br />

‘‘They did us proud, not bad for a<br />
wee schoollike ours. Everyone here is<br />
so proud of what they have achieved.’’<br />
She says the trio didn’t train too<br />
hard for the competition asthey all<br />
come off farms and their parents had<br />
already taught them the basics of farm<br />

The second half was very tight.<br />
Oxford drew level at 17all after being<br />

However, Southern scored two late tries<br />

Darwin, Australia in May, as part of<br />
the New Zealand team,’’ he says<br />
‘‘It means alot to have the<br />
opportunity to represent and test<br />
myself against some of the best in<br />
the region. I’m incredibly grateful<br />

<strong>April</strong> 11, will be the Inaugural Oxford<br />
A&P Show BBQ Competition.<br />
Show president Harry Meijer says he<br />
is looking forward to the barbecue<br />
competition.<br />
‘‘From 10.45am, at one hour intervals,<br />
entrants will be presenting avariety of<br />
meat dishes cooked on abarbecue at our<br />
show.<br />
‘‘Ten teams of four will fight it out to<br />
cook three different types of meat,<br />
ribeye steak, chicken and alamb rump,<br />
which they will present to our panel of<br />
five celebrity judges.<br />
‘‘It will be afirst for us. They are quite<br />
popular overseas, and afew other shows<br />
have them, so we are looking forward to<br />
hosting it, and it should be agreat<br />
attraction for visitors to come along and<br />
see master chefs at work,” he says.<br />
The everpopular terrier race held in<br />
the main ring before the grand parade at<br />
2pm, is always alot of fun to take part in<br />
and watch, says Harry, and for the<br />
children, there is apet dog competition,<br />
amagician and the funky bikes of<br />
Pedalmania.<br />
‘‘They are here every year and are<br />
great fun for everyone.’’<br />
There will be the usual sideshows and<br />
attractions,including the regular Ferris<br />
wheels and roundabouts, lots of trade<br />
exhibits and craft stalls and many other<br />
events to make it agreat day out for town<br />
and countryfolk.<br />
Thelocal dog agility club will be<br />
undertaking apresentation in the main<br />
ring at 1pm.<br />
Harry says due to aclash with the<br />
Loburn Collie Club celebrating its<br />
centenary, there will sadly be no dog<br />
trials this year.<br />

The great spectacle of wood chopping<br />
will also be on display, and it is<br />
alongside the vintage machinery display<br />
on your right as you enter the Oxford<br />
Showgrounds from Bay Road and<br />
Showgate Drive.<br />
“The owners of these fine vintage<br />
tractors, cars and trucks are great to talk<br />
to as they love talking about their<br />
vehicles,” says Harry.<br />
He says it is quite fascinating what<br />
people enter into the arts and crafts,<br />
vegetables and flowers competitions of<br />
the show.<br />
“There’s lots of interesting stuff and<br />
something for everybody to see after the<br />
judging is finished around midday at the<br />
show.”<br />
Harry joined the Oxford A&P<br />
Association about 15 years ago, sharing<br />
acommon interest with others and<br />
helping out in his community.<br />
“I’m not into showing,but I'm arural<br />
type of person, and it’s been agreat<br />
experience as it’s afantastic group of<br />
people to work with.”<br />
“Now, to be head of what is an Oxford<br />
institution, is areal privilege.”<br />
Harry’s says he started out thinking he<br />
was never going to be afarmer, so he<br />
took adifferent path at Lincoln College,<br />
qualified as astatistical analyst and<br />
went to work for the Government at the<br />
former Ministry of Agriculture and<br />
Forestry (now Ministry for Primary<br />
Industries).<br />
However, he says he was given agreat<br />
opportunity by adairy farmer on the<br />
West Coast who took him on, so he’s<br />
been selfemployed as adairy support<br />
farmer for 39 years and ‘‘it’s been<br />
awesome’’.<br />
His show record is small, having only<br />
ever entered the vegetable and winter<br />
crop classes.<br />

For over acentury, the OxfordA&P<br />
Show has been the heart of the<br />
community, aplace where town meets<br />
country, traditions are celebrated, and<br />
local businesses shine.<br />
On Saturday, <strong>April</strong> 11, the 121st<br />
annual show will be held at the Oxford<br />
Showgrounds.<br />
Local farmer Ivan Evans has been a<br />
member of the Oxford A&P Society for<br />
more than 30 years and says he has seen<br />
it go from being areal rural country<br />
show to one now catering for the people<br />
who come out from the nearby towns and<br />
cities in the region.<br />
“These days you have to cater for<br />
everybody, and those coming fromthe<br />
towns and cities keep the show going,<br />
which everyone here appreciates,” he<br />
says.<br />
Remembering back to the 1990s when<br />
he first started attending the Oxford<br />
A&P Show, Ivan says the spirit of the<br />
show is still very much there. What has<br />
evolved is the increase in trade sites and<br />
craft stalls, which cater to awider<br />
variety of people these days.<br />
‘‘In the ’90s, it was mainly an<br />
agricultural and pastoral show, but the<br />
scene has changed that much in the<br />
years since.’’<br />
Mr Evans has been in charge ofthe<br />
sheep section at Oxford A&P show for<br />
over 26 years and has also held the post<br />
of show president.<br />
He's been coming to the Oxfordshow<br />
since 1981, when he first moved to the<br />
Oxford district with his wife and family.<br />
Awellknown identity in the<br />
Perendale sheep breeding circles,Mr<br />
Evans says he loves wool, and that got<br />
him into showing.<br />
In the late 1970s, Ibegan showing at<br />
the Malvern Show, and when we moved<br />
here, Ijust carried it on.<br />
Love ofwool... Ivan Evans, who has been amember of the Oxford A&P Society forover<br />

He says working with the committee<br />
over the yearshas been awonderful<br />
experience, and there are always alot of<br />
people who will put their hands up when<br />

‘‘We are very lucky in this township<br />
that we have got alot of very good<br />
volunteers for organisations like the<br />
show.’’<br />
He says an A&P show is all about<br />
bringing the district together on one day<br />
and is agreat way to catch up with alot<br />
of people you don’t see all that often.<br />
‘‘It’s agood, fun day where everyone<br />
gets together and helps each other out<br />
like we’re one big family.’’<br />

Cooking up afeast at BBQ contest<br />
Taste buds will be salivating, as the<br />
whiff of succulent roast meat wafts in<br />
the air when the inaugural Oxford A&P<br />
Show BBQ Competition begins on<br />
Saturday morning, <strong>April</strong> 11.<br />
Early, at around 7amatthe Oxford<br />
showgrounds, the 10 teams of four taking<br />
part in the BBQ competition will be<br />
handed their meat allocation ofone<br />
whole Chicken, one Lamb Rump and<br />
one Ribeye Steak, courtesy of Oxford<br />
Butchery’sShane Frahm.<br />
Each team must supply their own<br />
barbecueand cooking utensils.<br />
They all then have aset number of<br />
hours to prepare, cook and present their<br />
offerings to the five celebrity judges on<br />
the judging panel throughout the<br />
morning.<br />
At 10.45 am, up first will be the<br />
Chicken dish, which will be handed in to<br />
the judges at the President'sMarquee.<br />
An hour later, at 11.45 am, the second<br />
barbecue entry, the Lamb Rump dish,<br />
will be handed in, and then finally at<br />
12.45 pm, the teams will submit their<br />
third barbecue entry, the Ribeye Steak<br />
dish.<br />
The presentation of the winner’s<br />
awards will be held at 1.45 pm in the<br />

the field of competitive barbecue<br />
cooking, will be looking over their<br />
shoulders and offering advice during<br />

holding demonstrations for the public<br />
throughout the morning.<br />
The rules are simple –everything<br />
presented to the judges must be edible,<br />
the steak must only be cooked with<br />
compound butter, and there are marks<br />
for presentation, looks, how it was<br />
cooked and taste.<br />

The public support for work being done<br />
by the Ashley Gorge Tracks Group<br />
(AGTG) was once again evidentduring<br />
aworking bee to complete finishing<br />
touches to the newSkyline Trail.<br />
Thirty ninevolunteers, including a<br />
group of youngair cadets from No.88<br />
Squadron (Waimakariri District) and<br />
their Squadron Leader Tania<br />
MacKinnon, arrived at the Ashley<br />
Rakahuri Gorge Reserve, near Oxford,<br />
lastSaturday morning to take part in<br />
the workingbee.<br />
They were led by AGTG manager<br />
John Burton who said AGTG's work<br />
began in 2016 with ahuge amount of<br />
volunteer input from the community.<br />
About 15,000 hours so far which has<br />
culminatedinthe establishment of<br />
three popularwalking tracks in the<br />
gorge attracting around 12,000 visitors<br />
annually.<br />
Last Saturday the large groupof<br />
volunteers did the final preparation<br />
necessary for the fourth track, the<br />
Skyline Trail, opened to the public the<br />
next day.<br />
The new track is afourtofivehour<br />
loop tramp, climbing 800 metres and<br />
linking to the gorge’s other three<br />
tracks.<br />
All four tracks are also linked to the<br />
AshleyRakahauri Gorge Reserve,with<br />
all its facilitiesand the Ashley<br />
Rakahuri Gorge Reserve Holiday Park,<br />
which is a‘‘big plus’’, John says.<br />

If you’re after alarge shrub or small tree<br />
to bring in the pollinators (and add<br />
beauty to your garden), then you might<br />
like to consider the evergreen<br />
strawberry tree, with its strong leathery<br />
foliage contrasting with bellshaped<br />
white autumn flowers and attractive<br />
strawberrylike fruit.<br />
As the flowers and fruit often appear<br />
at the same time, this fine specimen can<br />
really pack avisual punch, especially in<br />

Council’s Housing Portfolio Holder, CrWendy Doody,<br />
says the development is awin for the community in<br />
all aspects; representing asignificant investment in<br />
supporting the District's ageing population but also<br />
utilising red-zoned land that would otherwise be<br />
uneconomic to remediate.<br />
“We know our community is getting older and that<br />
stable housing options for elderly people on low<br />
incomes are very limited, sothese homes are sorely<br />
needed,” says Cr Doody.<br />
"Council is committed toplaying abigger role inhelping<br />
to address housing constraints across the District,<br />
including asaprovider of affordable rentals."<br />
“It’s not just about housing though; it’s about creating a<br />
supportive living environment that enables our tenants<br />
to maintain their independence and be part of acloseknit<br />
community.”<br />
Project Manager Kim Booker, says the homes have<br />
been designed to blend harmoniously with surrounding<br />
properties, ensuring the development enhances the<br />
local area.<br />
“This location presented unique challenges as redzoned<br />
land following earthquake damage. However,<br />
we’ve used lightweight construction suited to the land<br />
conditions, making itpossible tobuild these 52sqm<br />
homes,” says Kim.<br />
Each home features alarge deck at the front and rear<br />
to enable good indoor/outdoor flow with accessibility<br />
features including shared ramps to ensure residents can<br />
navigate their homes safely and independently.<br />
Ashared energy system ispart ofthe development<br />
ensuring each block isprovided hot water and heating<br />
to aminimum temperature and is included as part of<br />
the rent.<br />
“The development takes the form ofavillage-style<br />
complex arranged infour blocks,” says Kim. “Our goal<br />
is to provide safe, comfortable and supportive housing<br />
for elderly people, enhancing their quality of life while<br />
respecting the character of the neighbourhood.”<br />
The project has been funded from multiple sources<br />
including Tūāpapa Kura Kāinga –Ministry ofHousing<br />
and Urban Development and Rata Foundation with<br />
additional costs being met from the Council's elderly<br />
housing reserve, generated through the sale of some<br />
community houses and debt serviced byrental income.<br />
Applications are now open to couples who meet the<br />

It was hailed as a ‘onestop shop ’ to<br />
make it quicker and easier to build<br />
major projects when it pa sed into law<br />
last December.<br />
But none of the five <strong>North</strong> <strong>Canterbury</strong><br />
projects included in the Government’s<br />
Fasttrack A provals Act have<br />
progre sed beyond being ‘listed ’<br />
projects in the fasttrack proce s.<br />
They were among 149 projects listed<br />
in the legislation.<br />
In astatement released last w ek,<br />
Infrastructure Minister Chris Bishop<br />
and Regional Development Minister<br />
Shane Jones saidaround 50 of the 149<br />
projects had lodged substantive<br />
a plications with the Environmental<br />
Protection Authority (EPA), since the<br />
a provals regime was established in<br />
February.<br />
Of those, none have b en a proved so<br />
far, with the first eight expected to be<br />
signed o f by the end of the year.<br />

Ōhoka, W odend and west Rangiora<br />
were listed in the legislation, along with<br />
the W odend Bypa s and the Amuri<br />
I rigation Company Ltd’s Balmoral<br />

by being overly picky about where<br />
houses can bebuilt, ’ he said a the time.<br />
The W odend and west Rangiora<br />
developments have since b en included<br />
in the new Waimakariri District Plan<br />
adopted last month, meaningthey may<br />
not n ed to be fasttracked.<br />

company anticipated aresource consent<br />
would be grantedbyEnvironment<br />
<strong>Canterbury</strong> (ECan) inthe next few<br />
months, after it was lodged in 2<strong>02</strong>3.<br />

A$20m loan from the Government’s<br />
Regional Infrastructure Fundwas<br />
a nounced earlier this month for the<br />
Balmoral water storageproject.<br />
The proposed Ōhoka development<br />
was rejected from the District Plan,<br />
after aprivate plan change requestwas<br />
rejected by an independent<br />
commi sioner in November 2<strong>02</strong>3.<br />
It is sti l subjec to an Environment<br />
Court a peal.<br />
An Environment Courtspokesperson<br />
said the a pe lant, Carter Group, has<br />
b en directed to advise the court by<br />
August 2 ‘how or whether it intends to<br />
proc ed ’.<br />
