Sunday Funday in Rga
ByJOHN COSGROVE
Over 750 marching enthusiasts strutted
their stuff at the 33rd Leisure Marching
Nationals, held over the weekend at the
MainPower Stadium in Rangiora.
Event coordinator Tracey McCullough
says the two days of competitionattracted
atotal of 81 teams from all over the country
to celebrate their passion for leisure
marching.
‘‘Unlike traditional competitive
marching, leisure marching is about
bringing people together through ashared
love of movement, music and connection.
‘‘The event showcased that spirit in full,
with an incredible 81 teams taking part —
including one team from Perth, Western
Australia, returning for their second
Nationals, alongside 80 teams travelling
from Whangārei to Bluff.’’
She says more than 750 marcherstook
part, performing fiveminute routines of
their own choosing, set to music that
reflected each team’s personality and
style.
Team sizes ranged from four to 25
members, underscoring the sport's
inclusiveness and accessibility.
‘‘The age range of participants was
equally inspiring. The youngest marcher
was 14 (excluding the special guest U13
team), while the oldest was an incredible
94 years old.
‘‘The Dunedin 60+ marchers received
special recognition for having the oldest
average team age of 82, aremarkable
achievement that truly embodies the
lifelong benefits of staying active and
connected,’’she says.
This year’s event was acollaboration
between McCullough Guards and the
Pioneers of Canterbury Masters Marching
Team.
McCullough Guards, with an averageage
of 70 and three members over 80, joined
forces with the Canterbury, South Island
and New Zealand champion team,
Pioneers of Canterbury, to share the
workload and bring the event to life. Three
guest performances added extra
excitement to the programme.
memorableand entertaining finale.
Traceysays hosting an event on this
scale in Canterbury can be challenging
due to specific venue requirements,
including seating for approximately 1200
people and aperformance area equivalent
to at least two basketball courts.
‘‘MainPower Stadium proved to be an
outstanding venue, with ateam that went
above and beyond, opening early, staying
late, and providing exceptional support
throughout.’’ Local businesses played key
roles, contributing raffle prizes and
vouchers, while Percival Street Bakery
catered for 550 at the evening function.
It was hailed as a ‘onestop shop ’ to
make it quicker and easier to build
major projects when it pa sed into law
last December.
But none of the five North Canterbury
projects included in the Government’s
Fasttrack A provals Act have
progre sed beyond being ‘listed ’
projects in the fasttrack proce s.
They were among 149 projects listed
in the legislation.
In astatement released last w ek,
Infrastructure MinisterChris Bishop
and RegionalDevelopment Minister
Shane Jones said around 50 of the 149
projects had lodged substantive
a plications with the Environmental
Protection Authority (EPA), since the
a provals regime was established in
February.
Of those, none have b en a proved so
far, with the first eight expected to be
signed o f by the end of the year.
Proposed housing developments at
Ōhoka, W odend and west Rangiora
were listed in the legislation, along with
the W odend Bypa s and the Amuri
I rigation Company Ltd’s Balmoral
water storage facility and fish scr en.
An EPA spokesperson has confirmed
none of the five North Canterbury
projects have lodged substantivefasttrack
a plications.
Developers of alistedproject can
a ply to the EPA where an ‘expert
panel’ wi l a se s theprojectand
consult with ‘directly a fected groups ’.
Panel convenors determine the extent
of the consultation, meaning the is no
guarant elocal communities wi l have a
say.
Thereisnotimeframe for alisted
projec tolodge ana plication, the
spokesperson said.
When the project list was a nounced
in October last year, Mr Bishop pointed
the finger at councils for creating the
housing crisis.
‘Speaking in general terms, councils
have contributedtoour housing crisis
by being overly picky about where
houses can be built, ’ he said a the time.
The W odend and west Rangiora
developments have since b en included
in thenew WaimakaririDistrict Plan
adopted last month, meaningthey may
not n ed to be fasttracked.
Amuri I rigation Company
chairperson DavidCroft said the
company anticipated aresource consent
would be grantedbyEnvironment
Canterbury (ECan) in the next few
months, after it was lodged in 2023.
‘It l oks like the normalconsenting
proce s wi l be faster. In some waysit
would be the ideal situation because
everybody hashad the chancetohave
their say in asystem they are familiar
with. ’
A$20m loan from the Government’s
Regional Infrastructure Fund was
a nounced earlier this month for the
Balmoral water storageproject.
The proposed Ōhoka development
was rejected from the District Plan,
after aprivate plan change requestwas
rejected by an independent
commi sioner in November 2023.
It is sti l subjec to an Environment
Courta peal.
An Environment Courtspokesperson
said the a pe lant, Carter Group, has
b en directed to advise the court by
August 2 ‘how or whether it intends to
proc ed ’.
Waimakariri District Council
development pla ning manager Ma t
Bacon said underthe new District Plan,
the site of the proposed Ohoka
development is zoned rura lifestyle.
It mean the farmland could be subdivided
into 4ha lots, but not into an
850home development as proposed.
Estuary viewing platform opens
BySHELLEY TOPP
Aviewingplatform built withabequest to
the AshleyRakahuri Rivercare Group
(ARRG) from the Annie Currie Legacy
Fund has been formally opened to the
public at the AshleyRakahuri River
Estuary.
During the opening at Waikuku Beach,
near Kaiapoi, last Friday ARRG
chairwoman Sue Mardon said Annie, who
died in October 2021, aged 71, had a
passion for preserving and protecting
natural environments and asked the
trustees of her fund to ‘‘make adifference’’
in those areas.
‘‘Annie, wholived in Christchurch, was
unknowntoour organisation, but her
Nelson trustees, said she had adeep love
for the flora and fauna of the South Island
and was very supportive of grassroots,
communitybased conservation projects,
especially those caring for endangered
wildlife,’’ Sue said.
‘‘She saw that projects which were
restoring natural habitatswere very much
needed at this time. We were honoured to
receive part of Annie’s legacy. We
envisage this platform being used by our
birding memberstoshare with the public
their knowledge of birds present,’’ Sue
said.
‘‘The platform is already being used by
local walkers as aplace to sit, rest, reflect,
and talk.’’
Suesaid ARRG memberswere also
grateful forthe support they received from
the WaimakaririDistrict Council, and
senior biodiversityranger, Mike Kwant for
working through the process to obtain the
necessarybuilding and resource consents
for the platform.
‘‘Our thanks also to ARRG member
Robert Clark for his project management
skills and construction expertise to erect
this platform, as well as his helpers
including Luke, Nick, Bob, Jo, and Bruce.
Ialso acknowledge the gift of te reo from
Waimakariri District Council staff are in
the process of producing an interpretation
sign to identify birds that may been seen in
this area. The sign will be outside of, but
readable, from the platform.
One of the trustees of Annie’s fund,
Peter Taylor, said the platform was a
‘‘substantial achievement’’ and will bring
delight to people.
‘‘Annie was abig fan of delight, and
loved bird life so she would be very happy
withyour group’s creation. Many hearty
congratulations to everyone inthe Ashley
Rakahuri Rivercare Group for doing this.’’
AgroupofAnnie’s friends, including
RuthCochrane and Dianne Fenwick
attended the opening and both said she
would be pleased with what her
bequeathment had achieved.
Waimakariri Deputy Mayor Philip
Redmond officially opened the platform,
cutting the red ribbon with Sue.
Annie’s generous bequest has left a
lasting gift to the people of Waimakariri,
he said.
‘‘It is alegacy that will continue to give
back, not just today, but for generations to
come. The platform provides safe and
accessible views over one of the South
Island's mostimportant bird habitats,an
ecological gem right here on our doorstep.
Projects like this remind us what can be
achieved when community spirit,
environmental stewardship and
generosity come together.’’
learning for primary school children
in North Canterbury.
Rangiora Rotary is selling bags of
over the next few weeks to raise
funds for its Ready to Learn
programme aimed at ensuring every
child has an equal opportunity to
and helping them learn and grow.
There are 40 primary schools
within the club’s area and funds are
administeredbythe principal of
each school for thebenefit of
support is helping kids and families
to enjoy school camps and
Decisiontoappeal disappoints
By SHELLEYTOPP
The Government’s decision to appeal a
High Court ruling in favour of the New
Zealand College of Midwives (NZCOM)
is ‘‘deeply disappointing’’Waikuku
midwife Bex Tidball says.
Bex, amother of four children, who
has worked as alead maternity carer
midwife for more than 10 yearsand is
based at the ‘‘fantastic’’ maternity unit
in the Rangiora Health Hub, says the
ruling validates what community
midwives have been saying for years.
‘‘However, it is the Government’s right
to appeal just as it would have been ours
if the ruling had gone against us.
‘‘We have to respect the process and
hope for the best.’’
Justice Cheryl Gwyn’s ruling, which
was released on March 26, found that the
Crown breached its contractual promise
to ensure selfemployed midwives
receive fair and reasonable
remuneration, and also that the Crown's
method for paying midwives unlawfully
discriminated on the basis of sex in
breach of section 19 of the New Zealand
Bill of Rights Act 1990.
Quiet space ... Rangiorabased midwife
the Rangiora Health Hub last Friday.
NZCOM chief executive Alison Eddy
says Justice Gwyn’s ruling is a‘‘welcome
confirmation’’ that communitybased
midwives have not been valued and
were discriminated against by
successive governments.
The decision confirms the Crown must
‘‘honour its contractual obligations or
face the consequences, just like any
person who signs acontract", she says.
‘‘We hope the successful class action
decision will enable the more
sustainable future for midwives and
their communities we have been
fighting for.
‘‘This is awin formidwives but
ultimately for the women, babies,
whānau and communities at the heart of
lead maternity carers' work.’’
The class action was funded by global
litigation funder, Omni Bridgeway.
‘‘Midwives play an essential role in
our communities, providing critical care
and support to women and their families
across New Zealand,’’ Omni Bridgeway
Investment Manager in New Zealand,
Jacob Kerkin says.
‘‘Omni Bridgeway is pleased to be able
to support the New Zealand Collegeof
Midwives in pursuing this claim through
the courts to vindicate the rights of its
members.’’
Neck’sBest Thing helping many
When Rangiora motheroffour Aisha
Addison embarked on anew venture to
help others get agood night’s sleep, she
had no idea how popular her chiropractic
pillows would become.
But ayear and ahalf after establishing
her business Neck’s Best Thing, she is still
shipping vast quantities of the pillows, and
now heat packs and knee pads, all over
Aotearoa.
Aisha’s quest began when her oldest son
Lennox, now 11, was diagnosedwith
Klippel Feil syndrome (KFS) whenhewas
little.
KFS is arare congenital condition that
affects the spine and neck —two sets of
vertebrae in his neck are fused —leading
to difficulty getting comfortable when
lying down.
Just one in 42,000 people are born with
the disease. After months of extensive
research into both KFS and cervical spine
health, Neck’s Best Thing was born.
Because of the success of the pillow for
Lennox, and the volume of orders coming
in every day from around the country,
Addison wanted to give back to the
community in ameaningful way.
With the month of March being Rare
Disorders Month, she decided to donate a
portion of Neck’s Best Thing’s takings for
aweek —$5from each sale and 50c for
every new social media follower —raising
$1330. ‘‘We are very grateful and
privileged to be able to do this and it really
means alot to be able to give back,’’
Addison said.
She was visited last week by Rare
Homelessness complex —Mayor
By DAVIDHILL.
Local Democracy Reporter
Councils can’t solve the issue of
homelessness on their own,
Waimakariri Mayor Dan Gordon says.
Mr Gordon responded to concerns
raised ofsocial media calling on the
council to act on antisocial behaviour in
Waimakariri’s town centres, at acouncil
meeting onTuesday.
‘‘I’m concerned at some of the
messaging online and the suggestion
that somehow it’s council’s
responsibility or problem.
‘‘We just can’t solve every issue. These
are verycomplex issues.’’
The council’s options were limited by
legislation, while finding solutions
needed amultiagency approach, Mr
Gordon said.
Councillorsinstructed staffto
investigate options to address
homelessness,including possible
bylaws and working with local agencies.
Mr Gordon has also been invited to
join adiscussion on the potential of
forming amayoral taskforce.
In February, the Government
announced plans to introduce
legislation giving police powers to issue
moveon orders in abid to address antisocial
behaviour and rough sleeping in
city and town centres across New
Zealand.
Council strategy, engagement and
economic development general
manager Simon Hart said there were
many reasons for homelessness and
different types of homeless people.
‘‘While it’s asmall issue in this district
compared to other areas, Waimakariri is
agrowing community and there are cost
of living issues which could lead to an
increase in cases.’’
While ‘‘begging’’ was the most visible
example of homelessness, there were
those ‘‘in genuine need’’ who received
help from agencies and those who either
did not want or need help, Mr Hart said.
The 2023 Census found around 2.3
percent of the population faced
‘‘housing deprivation’’, but Mr Hart said
it was unclear how many homeless
people there were in the district.
‘‘We do know there are issues with
overcrowding in homes, rental stress
and aneed for more social housing.’’
Mr Hart said abylaw was one of many
tools the council could use, but there
were difficulties with enforcement and
possible ‘‘unintended consequences’’.
Other councils have already
implemented bylaws and found they
could be expensive to enforce.
Bylaws to address ‘‘begging’’ could
also restrict the ability of charities to
collect donations on urban streets.
CouncillorBrent Cairns said there
were 11 cars parked up on his street
most nights.
‘‘I go out and talktothem regularly
and there’s awhole pile of complex
issues, including alack of affordable
housing.’’
Firewood stacks give garden winning edge
5
By SHELLEY TOPP
Agardenhighlighted with stacks of
firewood, and tended by agardener who
knows little about plants, has won a
supreme garden award.
At the recent Kaiapoi Garden Club’s
annual Garden Competition Awards
Night Paulo and Gail Kündig’s garden
won the Structured LandscapeAward,
the House and Garden Award and the
Supreme Garden Award.
The judges, KaiapoiTuahiwi
Community Board chairwoman Jackie
Watson, former Kaiapoi Florist owner
Joan Whillans, and Kaiapoi Community
Garden foundation member and longtime
supporter Helen Roberts, said
Paulo and Gail's garden had excellent
structure with inspirational touches
using firewood and plants.
The wood stacks are anod to Paulo's
Swiss heritage and in his hands they
have become art forms that add beauty
and structure to his ‘‘little oasis of calm’’
in suburban Kaiapoi.
The garden has also been influenced
by Paulo’s early life living in apartments
in the crowded spaces of Brazil, Hawaii
and Los Angeles, with no room for an
outdoor garden.
When Paulo and Gail bought abare
section in Kaiapoi to build their new
home it was ajoy for him to create a
special outdoor space for them to relax
in.
He wanted the garden to be aprivate,
compartmentalised green space, hidden
from the street, with no fences visible
and he has achieved that.
The 740square metre garden even
includes aminiputting green which is a
playful response to the couple’s close
neighbour, the Kaiapoi GolfClub and
the regular stream of wayward golf balls
that end up in their garden.
‘‘We have been here 15 years and in
that time we have collected two large
buckets of golf balls,’’ Paulo said.
The garden also includes many potted
plants, an outdoorbar area, aquiet
space for sitting and relaxing and
displays of charming handpainted
Brazilian tiles.
It is also ahaven forbirdlife including
aresident pair of fantails called
Hercules and Delilah. Paulo, who is a
retired immigration lawyer and now
works parttime as anotary public, says
the garden is ‘‘very therapeutic and
calming’’ especially at the weekends
when it is apleasure to get out in it and
have atidy up.
He likes anice and tidy garden and
says Firth Concrete's Ezi Wall, ‘‘Lego for
adults’’, which he uses to create planterbox
edging has been agame changer for
him in this regard.
Paulo doesn’t have indepth plant
knowledge, preferring to select plants
he likes the look, shape, scent and
colour of that he believes will sit well in
his garden.
‘‘I basically go into Bunnings (plant
nursery) and if there is something that
looks nice Iwill buy it.’’
This strategy doesn’t alwayswork out
well.
‘‘I have killed off alot of ferns, which
is ashame because Ilove ferns.’’
However, he insists plant knowledge
is not necessary to create agarden. It is
moreabout finding plants you like, and
then selecting aplace in the garden they
can thrive in, he says. While there may
be afew casualties along the way,
creating agarden is definitely worth the
effort, he says.
‘‘The physical demands of gardening
is good exercise. It also relieves stress
and adds value to your property.’’
Gail and Paulo’s garden has been a
Surprising backdrop ... Neatly stacked firewood provides an eyecatching feature in Paulo
and Gail Kündig’s award winning garden in Kaiapoi.
previous winner of the competition, but
he did not want to enter this year
because he thought it would be lucky to
get an ‘‘honourable mention’’, but Gail
entered for him and on awards night he
was clearly pleased she had.
Sevenchildren, onehip
Janet always dreamed of retiring tothe
Hawke’sBay.
She and her husband had talked about it
for years. The wineries. The orchards. Long
walks through the countryside that people
travelledfromall over theworld to see.
And after raising seven children, surely
she’d earned the right toenjoy what came
after.
“I carriedall sevenofmykidsonthathip,”
she says. “It’s just what you do as amum.
You don’t think about what it might mean
later.”
What it meant later was that her hip
rememberedevery singleone of them.Seven
children, decades of carryingthem, andnow
herbody wasaskingfor somethingback.
Janet found herself counting benches. Not
because she collected them, but because
everywalkstarted with acalculationofhow
far tothe next one, how long before she’d
need to stop, and whether it was worth
startingatall.
Cold mornings were the worst. Her hip
wouldstiffenovernight andtakehalfthe day
toloosen.Bythe time it eased,the motivation
had gone.
“You adjust,” she says. “You tell yourself
this is justhow it is now.”
She’d tried what was available. Creams
that promised so much but nothing quite did
thejob forher.Janet hadmadeher peace with
alifesmallerthanwhatshe had hoped for.
Then hergrandson cametovisit.
He’d heard about Koru FX through his
work. Customers had been talking about
how this natural cream had supported their
joints and muscles. He thought about his
grandmother, about her hip, and about all
thosewalks shecouldn’ttakeanymore.
He brought afew bottles and then went to
seeher.
Janet was willing totry. But she wasn’t
expecting much. “Hope was something I’d
learnedtoration,”she admits.
Morning and night, she rubbed itinto her
hip. It became part ofher routine, sitting
right there on her bedside table next toher
reading glasses.
The first cold morning surprised her.
Janet swung her legs out of bed the way she
always did, bracing forthe familiarstiffness.
Butsomething wasdifferent.
Herhip moved.
Not perfectly, not like she was twenty
again.But it movedwithout theusual fight.
Within weeks, shewas moving differently.
Not having to think somuch. Not planning
every step.
Walkingbecamewalking again.
The next time her grandson visited, Janet
made sure to tell him. The wineries and
orchards she’d dreamed about were back
within reach.
“He was so chuffed,” she says. “He’d
wanted to help hisnan, and he had.”
These days, Janet keeps her Koru FX
close. Morning and night, and more when
theweatherturns.
“I just love being able to get out and
about now,” she says. “To walk around the
wineries without worryingabout how farthe
next seat is.”
Sevenchildren. Decades of carryingthem.
And now, finally, her hip isletting her walk
free.
“My grandson just wanted to help his
nan,” shesays. “And he did.”
escalation, council is already
considering some rules around
essential travel.
Price hikes expected
By DAVID HILL,
LocalDemocracy Reporter
North Canterbury’s councils are bracing
themselves for more price shocks, as
fuel prices rise.
Ongoing conflict in the Middle East
and the prospect of fuel shortages could
thwart attempts to keep rate rises down
this year or lead to reduced council
services, council leaders say.
Kaikōura District Council chief
executive Will Doughty said his staff
were continuingtowork closely with
other Canterbury councils and the
Canterbury Civil Defence Emergency
Management Group.
Rising fuel costs would impact on the
cost of asphalt, leading to cost increases
for roading and footpaths.
‘‘It’s too early to say exactly what
impact it will have, but we are already
seeing asharp increase in our tender for
footpath maintenance, so we are having
to revise the scope of the work for this
coming year.
‘‘And to be fair, it’s only going to get
worse.’’
Kaikōura’s relative isolation meant
fuel prices were typically higher
compared to other main centres.
But it was too early to say what impact
it might have on the tourismsector.
The Kaikōura and Hurunuidistrict
councils have yet to adopt theirdraft
annualplans. Mrs Black said rising fuel
costs was aconcern, but it was business
as usual for the council.
‘‘Yes, we are worried aboutthe price
of fuel, but events in the communityare
carrying on. Nobody is winning from
this, so hopefully the conflict will be
resolved soon.’’
Environment Canterbury has
proposedanaverage raterise of 2.9% in
its draft annual plan.
ECan corporateand public transport
servicesdirector Giles Southwellsaid
the council is monitoring the situation,
but there hasbeen no impact on services
so far.
‘‘Fuelisone of many coststhat vary
overtime and we allow for some
variation in our budgets.’’
Any changestoservices and funding
will be considered by councillors as part
oftheir annualplan deliberations in
May, he said.
Around the electorate with

Fuel plan is in place
Over 500,000 views of fuel supplyupdates
on my Facebook page this month tells me
that this is an issue of concern to many
New Zealanders.
My daily newsfeed shows headlines
from around the world of farmers’
machinery sitting idle, four day working
weeks, and working from home strategies
to help counter alack of fuel supply.
Iampleased that our Government’s
updated National Fuel Plan is in place to
cater for every scenario.
The Middle East conflict has resulted
in fuel supply uncertainty and increased
global wholesale prices, impacting
economies around the world.
Ensuring New Zealand has the fuel we
need to protect jobs, livelihoods and the
wider economy is the Government’s first
priority and the public can be assured
that we are planning carefully, acting
early and making sure New Zealand is
well positioned to respond to whatever
the global environment brings.
The National Fuel Plan has been
updated after working closely with
industry and it outlines four phases that
respond proportionatelytothe risks to
New Zealand’s fuel security.
These phases are assessed separately
for petrol, diesel and jet fuel to reflect
their different functions and challenges.
The Fuel Security Ministerial
Oversight Group will be responsible for
deciding whether ashift betweenphases
is needed.
New Zealand is at Phase 1, which
primarily focuses on monitoring global
developments and working with fuel
companies to keep fuel moving
efficiently across the country.
Phase 2would see more active coordination
between government and
CORRECTION
In the article ‘Saline incursion in the
Kaiapoi River’, on page 17 of the
March 26 edition of North Canterbury
News, it was incorrectly stated 0.1mm
and 0.5mm of sea level rise. The
sentence should have read:
‘‘Earth Sciences New Zealand
hydrodynamics scientist Richard
Measures Measures said even a0.1m
rise in sea level would lead to an
industry to secure fuel supply and
increased efforts to conserve fuel.
Stronger interventions are added in
Phases 3and 4, including prioritising fuel
for emergency services, freight and food
supply chains, and key industries that
underpin New Zealand’s economy.
Importantly, the plan is devised to stay
ahead of risks and manage pressure in
thesystem to keep the economy moving.
This requires cooperation from fuel
companies working constructively with
government.
Rest assured, the Government is taking
fuel security seriously and understands
the pain at the pump.
From April 7, about 143,000 working
families with children will get an extra
$50 aweek through aboost to the inwork
tax credit.
The boost will also expand eligibility to
around 14,000 additional working
families, who will receive the tax credit
at an abated rate.
Providing targeted, temporary support
to low and middle income families is the
right thing to do, and importantly, does
not add to our national debt and increase
inflation.
We are determined not repeat the
Covid fiscal hangover when excessive
government spending more than doubled
debt, sent inflation and mortgage rates
skyrocketing and increased
unemployment –decisions we are still
trying to fix now.
No one expects New Zealand to be able
to control global oil markets or
international conflictsbut we can
manage the economy carefully and
ensure that we have sufficient fuel stock.
I’m pleased to see that all is normal in
that respect at the time of writing.
increase from 45 percent of high tides
causing saltwater incursion to more
than 70%, while a0.5m sea level rise
would be 100%.’’
Hurunuiwriters celebrate special milestone
Cutting open asmall cardboard box on a
trestle table could be compared to the
ceremonial unveiling of afamous
artwork, or marking aspecial milestone.
For Hamish Trolove, convenor of
Hurunui Writers Group, opening that
box recently and lifting out the first copy
of the groups anthology, Plain Speaking,
was amilestone marking morethan two
and ahalf years since he first broached
the subject of starting awriters’ group in
the district.
He’d been akeen member of awriters
group in Upper Hutt before moving to
the Hurunui and had missed that
regular connection and sharing of ideas
and practice with other writers.
Hamish has been the driving force
behind the groups monthly meetings,
and did mostofthe background work,
research, and technical followup, to get
the group’s first publication collated
and published.
The ‘official’ book launch will take
place on Saturday, April 11, at the
Hurunui Memorial Library, Amberley,
at 1.30pm. This will be cohosted by the
Friends of Hurunui District Libraries,
who have provided ongoing support to
the group.
The book features collected works of
mostly fictional prose and poetry from
12 group members, plus four guest
authorsfrom Hurunui and Waimakariri
districts:Annabel Wilson, Pat White,
Doc Drumheller and Bernadette Hall.
The launch event will include some
readings by guest authors and group
members.
Hamish, who is relieved the book is
finally in the group’s hands, coedited
the anthology with fellow group
member, Lynn Myers.
‘‘Its been ahuge learning curve for
me,’’ he says of the project that was
driven by enthusiasm and energy.
‘‘I’m proud of what we’ve achieved
and how its such agood snapshot of the
amazing talent weve got within the
group.
‘‘It’s acelebration and showcase of
that talent and variety of genre and
styles that have arisen from various
monthly writing challenges.’’
Another group member, Dave
Sandford, is responsible for the
atmospheric cover image.
Hamish said agrant from Creative
Communities New Zealand enabled
production of aprofessionallooking
book that was printed in New Zealand.
Copies are being distributed to the
Hurunui and Waimakariri district
libraries, as well as other community
spaces around the region.
Hamish says the next volume could be
looked at in acouple of years.
‘‘It takes time for the group to build up
abody of work to draw on, and its an
effort to bring together.’’
collage studio in the old Kaiapoi Mill,
for adults no matter their ability, to
introduce then to an art medium
anyone can do.
The result is an exhibition of 46
pieces by 23 local artists at Kaiapoi’s
Art on the Quay.
Artists,many of whom are exhibiting
for the first time, sold their first ever
art piece.
‘‘The joy you see on Tash's face at
selling her piece is exactly what Paper
Jam is all about.
‘‘Exploring with collage making art,
and then to be part of an exhibition in
the gorgeous gallery that is Art on the
Quay, brought joy to so many,’’ says
Sarah.
The exhibition runs until April 23,
with artworks still available to buy.
Sarah says the artists worked on
their pieces over many months,while
anumber of people in the community
made magnets that are displayed on
fridges in the gallery
All proceeds from the sale of the
magnets goes to Big Brothers Big
Alittle country hall celebrates its 100th
birthday at Anzac weekend.
The Balcairn Hall, which was saved by a
dedicated committee and locals, who
worked hard over many years to restore it
to its former glory inside and out, coupled
with fundraising efforts, has ensured its
future.
Its long term outlook was thrown into
doubt when users voiced concern over the
poor state of the kitchen and toilets that
need painting, rotting window frames,a
front door than can only be locked and
unlocked from the inside, aworn out
potbelly stove and the roof which needed
more than afew sheetsofiron.
New life was breathed back into the hall
in late 2010 when apublic meeting was
held to shore up its ownership and give the
hall much needed tender loving care.
The hall was built with private funds
from community members and opened
with apublic dance on April 16, 1926.
It remained in private ownership,
hampering the ability to raise funds to help
preserve the hall.
However huge support at the 2010 public
meetingsaw it registered as an
incorporated society
The Balcairn Public Hall Society
carefully set about restoring the hall and it
has become avibrant, wellused venue,
hosting concerts, dance classes, indoor
bowls and awide range of community
activities.
Centenary celebrations take place on
April 25 and 26 beginning with an Anzac
Service, followed by concerts and
entertainment, activities for all ages, and
culminating with the launch of the
centenary book Balcairn Public Hall: The
First 100 years.
WaikariWanderers take the Agri-Kids win
By JOHN COSGROVE
Tiny Waikari School scored big when
three of its students won the Tasman
Regional Final of the AgriKids Young
Farmers Competition at Kirwee late
last month.
Principal Phoebe McIntosh says she
and the whole school are very proud of
the three year eight students, 12yearolds
Fergus Butters ,Rosie Barton and
Max Beach.
‘‘They did us proud, not bad for a
wee schoollike ours. Everyone here is
so proud of what they have achieved.’’
She says the trio didn’t train too
hard for the competition asthey all
come off farms and their parents had
already taught them the basics of farm
life.
‘‘We did however look atrocks and
some other things, and sure enough
rocks came up as one of the challenges
the childrenhad to face.
‘‘They were competing against35
other school teams, so we are proud of
the skills they had which by the end of
the firstround had them near the
front, then their practicalskills —
hanging agate —helped them
advance, and they were one of seven
teams who made it to the final.
‘‘There they scored enough points to
finishsecond in that event but their
combined points meant they won Agri
Kids overall.’’
Now the Waikari Wanderers (Rosie,
Max and Fergus) are hard at work fund
raising to go and compete at the Agri
Kids NZ grandfinal at the FMG Young
Farmer of the Year final whichwill
take place on July 4, in New Plymouth.
‘‘The three have beenselling
sunflowers and raspberriesatthe
Amberley Farmers Market and out
looking for sponsorship,’’ says
Phoebe.
‘‘Ourschoolhas been building a
really strong rural focus over the past
three years,which has gone through
rebranding,new school logo, vision
and values.Wehaveexplored our
school cultural narrative and spent
time hunting for moa bones and
learning about our unique community.
All of this has helped us develop our
rich rural curriculum and extension
projects for year 8s,’’ she says.
Gloomy beginnings forPremierrugbyteams
By ROBYN BRISTOW AND LINDSAY KERR
Itwas agloomy start for all but one of the
North Canterbury rugby teams in the
Luisetti Seeds combined country premier
competition that kicked off last Saturday.
Kaiapoi was the only NorthCanterbury
team to record avictory, against
neighbours Ohoka.
For the rest theycan only look to better
days ahead.
Local champions GlenmarkCheviot
were edged out 2934 by Darfield, finalist
Ashley was beaten 3036 by Rakaia,
Hurunui lost 1443 to Prebbleton, while
Oxford went down to Southern 1727.
Saracens were walloped 2166 at the
hands of Southbridge.
Oxford vSouthern
Oxford was under pressure from the start
at Oxford with Southern scoring 17
unanswered points early on.
There was quite abit of niggle, then
Oxford got acharge down and scored and
converted.
Oxford again got agood forward’s try
which was convertedtotake the half time
score to Oxford 14, Southern 17.
The second half was very tight.
Oxford drew level at 17all after being
awarded apenalty which was converted.
However, Southern scored two late tries
April 11, will be the Inaugural Oxford
A&P Show BBQ Competition.
Show president Harry Meijer says he
is looking forward to the barbecue
competition.
‘‘From 10.45am, at one hour intervals,
entrants will be presenting avariety of
meat dishes cooked on abarbecue at our
show.
‘‘Ten teams of four will fight it out to
cook three different types of meat,
ribeye steak, chicken and alamb rump,
which they will present to our panel of
five celebrity judges.
‘‘It will be afirst for us. They are quite
popular overseas, and afew other shows
have them, so we are looking forward to
hosting it, and it should be agreat
attraction for visitors to come along and
see master chefs at work,” he says.
The everpopular terrier race held in
the main ring before the grand parade at
2pm, is always alot of fun to take part in
and watch, says Harry, and for the
children, there is apet dog competition,
amagician and the funky bikes of
Pedalmania.
‘‘They are here every year and are
great fun for everyone.’’
There will be the usual sideshows and
attractions,including the regular Ferris
wheels and roundabouts, lots of trade
exhibits and craft stalls and many other
events to make it agreat day out for town
and countryfolk.
Thelocal dog agility club will be
undertaking apresentation in the main
ring at 1pm.
Harry says due to aclash with the
Loburn Collie Club celebrating its
centenary, there will sadly be no dog
trials this year.
‘‘Therewillbesheep on display
competing for best in breed and
champion prizes, milking goats, beef
and dairy cattle, and lots of horses in the
Oxford A&P Show president... Harry
rings. It will be great fun.’’
The great spectacle of wood chopping
will also be on display, and it is
alongside the vintage machinery display
on your right as you enter the Oxford
Showgrounds from Bay Road and
Showgate Drive.
“The owners of these fine vintage
tractors, cars and trucks are great to talk
to as they love talking about their
vehicles,” says Harry.
He says it is quite fascinating what
people enter into the arts and crafts,
vegetables and flowers competitions of
the show.
“There’s lots of interesting stuff and
something for everybody to see after the
judging is finished around midday at the
show.”
Harry joined the Oxford A&P
Association about 15 years ago, sharing
acommon interest with others and
helping out in his community.
“I’m not into showing,but I'm arural
type of person, and it’s been agreat
experience as it’s afantastic group of
people to work with.”
“Now, to be head of what is an Oxford
institution, is areal privilege.”
Harry’s says he started out thinking he
was never going to be afarmer, so he
took adifferent path at Lincoln College,
qualified as astatistical analyst and
went to work for the Government at the
former Ministry of Agriculture and
Forestry (now Ministry for Primary
Industries).
However, he says he was given agreat
opportunity by adairy farmer on the
West Coast who took him on, so he’s
been selfemployed as adairy support
farmer for 39 years and ‘‘it’s been
awesome’’.
His show record is small, having only
ever entered the vegetable and winter
crop classes.
ByJOHN COSGROVE
For over acentury, the OxfordA&P
Show has been the heart of the
community, aplace where town meets
country, traditions are celebrated, and
local businesses shine.
On Saturday, April 11, the 121st
annual show will be held at the Oxford
Showgrounds.
Local farmer Ivan Evans has been a
member of the Oxford A&P Society for
more than 30 years and says he has seen
it go from being areal rural country
show to one now catering for the people
who come out from the nearby towns and
cities in the region.
“These days you have to cater for
everybody, and those coming fromthe
towns and cities keep the show going,
which everyone here appreciates,” he
says.
Remembering back to the 1990s when
he first started attending the Oxford
A&P Show, Ivan says the spirit of the
show is still very much there. What has
evolved is the increase in trade sites and
craft stalls, which cater to awider
variety of people these days.
‘‘In the ’90s, it was mainly an
agricultural and pastoral show, but the
scene has changed that much in the
years since.’’
Mr Evans has been in charge ofthe
sheep section at Oxford A&P show for
over 26 years and has also held the post
of show president.
He's been coming to the Oxfordshow
since 1981, when he first moved to the
Oxford district with his wife and family.
Awellknown identity in the
Perendale sheep breeding circles,Mr
Evans says he loves wool, and that got
him into showing.
In the late 1970s, Ibegan showing at
the Malvern Show, and when we moved
here, Ijust carried it on.
Love ofwool... Ivan Evans, who has been amember of the Oxford A&P Society forover
30years, at an earlier Golden Fleece competition. Ivan loves showing wool, with 13 entries
in this year’s show.
PHOTO: FILE
‘‘I love showing wool, Ihave 13 entries
going into this year's Oxford Show. Iwill
also take some to the NZ RAS Golden
Fleece Exhibition and then show more
at the annual Perendale conference in
May.’’
He says working with the committee
over the yearshas been awonderful
experience, and there are always alot of
people who will put their hands up when
needed.
‘‘We are very lucky in this township
that we have got alot of very good
volunteers for organisations like the
show.’’
He says an A&P show is all about
bringing the district together on one day
and is agreat way to catch up with alot
of people you don’t see all that often.
‘‘It’s agood, fun day where everyone
gets together and helps each other out
like we’re one big family.’’
Cooking up afeast at BBQ contest
Taste buds will be salivating, as the
whiff of succulent roast meat wafts in
the air when the inaugural Oxford A&P
Show BBQ Competition begins on
Saturday morning, April 11.
Early, at around 7amatthe Oxford
showgrounds, the 10 teams of four taking
part in the BBQ competition will be
handed their meat allocation ofone
whole Chicken, one Lamb Rump and
one Ribeye Steak, courtesy of Oxford
Butchery’sShane Frahm.
Each team must supply their own
barbecueand cooking utensils.
They all then have aset number of
hours to prepare, cook and present their
offerings to the five celebrity judges on
the judging panel throughout the
morning.
At 10.45 am, up first will be the
Chicken dish, which will be handed in to
the judges at the President'sMarquee.
An hour later, at 11.45 am, the second
barbecue entry, the Lamb Rump dish,
will be handed in, and then finally at
12.45 pm, the teams will submit their
third barbecue entry, the Ribeye Steak
dish.
The presentation of the winner’s
awards will be held at 1.45 pm in the
president's marquee.
To assist all the teams in the
competition, acrew of three
professional barbecue chefs,experts in
the field of competitive barbecue
cooking, will be looking over their
shoulders and offering advice during
the morning.
These talented chefs will also be
holding demonstrations for the public
throughout the morning.
The rules are simple –everything
presented to the judges must be edible,
the steak must only be cooked with
compound butter, and there are marks
for presentation, looks, how it was
cooked and taste.
Sizzling ... Chicken, steak and lamb will be sizzle on barbecues as each of 10 teams
entered in the inaugural Oxford A&P Show BBQ competition look for winning waystocook
Barbecue team competition organiser
Andrew Stokes saysthis is an exciting
addition to the Oxford Shows
entertainment lineup.
‘‘It is all about having abit of fun while
also learning how to barbecue cuts of
meat in new and exciting ways.
‘‘I want to see how it’s done so Ican
later try it for myself.’’
He saysthe fun will be watching how
the 10 teams made up of sportsmen and
women, work colleagues and friends, get
along in the kitchens —how they
organise their cooking schedules and
how they plate up and present their
entries to the judges.
Volunteers help
finish Skyline Trail
By SHELLEY TOPP
The public support for work being done
by the Ashley Gorge Tracks Group
(AGTG) was once again evidentduring
aworking bee to complete finishing
touches to the newSkyline Trail.
Thirty ninevolunteers, including a
group of youngair cadets from No.88
Squadron (Waimakariri District) and
their Squadron Leader Tania
MacKinnon, arrived at the Ashley
Rakahuri Gorge Reserve, near Oxford,
lastSaturday morning to take part in
the workingbee.
They were led by AGTG manager
John Burton who said AGTG's work
began in 2016 with ahuge amount of
volunteer input from the community.
About 15,000 hours so far which has
culminatedinthe establishment of
three popularwalking tracks in the
gorge attracting around 12,000 visitors
annually.
Last Saturday the large groupof
volunteers did the final preparation
necessary for the fourth track, the
Skyline Trail, opened to the public the
next day.
The new track is afourtofivehour
loop tramp, climbing 800 metres and
linking to the gorge’s other three
tracks.
All four tracks are also linked to the
AshleyRakahauri Gorge Reserve,with
all its facilitiesand the Ashley
Rakahuri Gorge Reserve Holiday Park,
which is a‘‘big plus’’, John says.
Provisioningyour insect café in cooler times
Here are some popular plants to
keep the pollinators patronising
you garden as the months cool.
Words: Mark Rayner. Courtesy
kiwigardenermagazine.co.nz.
From midspring through summer,
pollinating insects are often spoilt for
choice, with averitable smorgasbord of
flowering plants to choose from,
however, come autumn and into winter,
and things may look alittle leaner at the
insect café.
Hylotelephium ‘Herbstfreude’
Okay, don’t let the new classification
fool you, the long popular Sedum
‘Autumn Joy’ is an absolute magnet for
bees and butterflies through the autumn
months with its gorgeous pink flowers
gradually turning astunning russet red
as it reaches the end of its growing
season. It’s an easytogrow perennial
beauty that forms adense clump ofwaxy
bluegreen foliage, coming back bigger
and better each year.
As if this wasn’t enough, it’s also
droughttolerant, making it agood
choice for the coastal garden.
Rosemary
Though it may flower throughout the
year, good oldfashioned rosemarycan
really come into its own during the
winter months, providing nectarrich
Winter attraction ... Good oldfashioned rosemary can really come into its own during the
blooms that not only add some muchneeded
colour in the garden but also
attract bees. Rosemary prefers asunny
spot in welldrained soil and can be
grown as an individual specimen,
planted as alow hedge or even grown on
abalcony in apot.
‘Tuscan blue’ is aparticularly popular
cultivar with astrong upright growth
habit.
Hebes
For anative favourite to tempt
pollinators during the cooler months,
look no further than the many autumn
and winter flowering hebes that are
readily available. Coming in arange of
Colourful Garden
colours from white through pink and
dark purple, many of these evergreen
beauties prefer asunny spot in welldrained
soil and are good for coastal
gardens, too.
Japanese Anemones
Just when you think that’s it for your
flowering plants after the general
summer splash, suddenlythe delightful
Japanese anemones come into bud,
signalling anew floral display of
charming pink or white saucerlike
blooms —and with them more lateseason
treats for pollinating insects.
Again, these fabulous perennials will
disappear briefly over winter but more
than makeup for that with their bold
clumping foliage sprouting forth in
spring. They look great when planted in
sun or dappled shade, but keep an eye
on them as they have atendency to take
over.
Arbutus unedo
If you’re after alarge shrub or small tree
to bring in the pollinators (and add
beauty to your garden), then you might
like to consider the evergreen
strawberry tree, with its strong leathery
foliage contrasting with bellshaped
white autumn flowers and attractive
strawberrylike fruit.
As the flowers and fruit often appear
at the same time, this fine specimen can
really pack avisual punch, especially in
asmall garden.

Council’s Housing Portfolio Holder, CrWendy Doody,
says the development is awin for the community in
all aspects; representing asignificant investment in
supporting the District's ageing population but also
utilising red-zoned land that would otherwise be
uneconomic to remediate.
“We know our community is getting older and that
stable housing options for elderly people on low
incomes are very limited, sothese homes are sorely
needed,” says Cr Doody.
"Council is committed toplaying abigger role inhelping
to address housing constraints across the District,
including asaprovider of affordable rentals."
“It’s not just about housing though; it’s about creating a
supportive living environment that enables our tenants
to maintain their independence and be part of acloseknit
community.”
Project Manager Kim Booker, says the homes have
been designed to blend harmoniously with surrounding
properties, ensuring the development enhances the
local area.
“This location presented unique challenges as redzoned
land following earthquake damage. However,
we’ve used lightweight construction suited to the land
conditions, making itpossible tobuild these 52sqm
homes,” says Kim.
Each home features alarge deck at the front and rear
to enable good indoor/outdoor flow with accessibility
features including shared ramps to ensure residents can
navigate their homes safely and independently.
Ashared energy system ispart ofthe development
ensuring each block isprovided hot water and heating
to aminimum temperature and is included as part of
the rent.
“The development takes the form ofavillage-style
complex arranged infour blocks,” says Kim. “Our goal
is to provide safe, comfortable and supportive housing
for elderly people, enhancing their quality of life while
respecting the character of the neighbourhood.”
The project has been funded from multiple sources
including Tūāpapa Kura Kāinga –Ministry ofHousing
and Urban Development and Rata Foundation with
additional costs being met from the Council's elderly
By DAVID HI L,
Local Democracy Reporter
It was hailed as a ‘onestop shop ’ to
make it quicker and easier to build
major projects when it pa sed into law
last December.
But none of the five North Canterbury
projects included in the Government’s
Fasttrack A provals Act have
progre sed beyond being ‘listed ’
projects in the fasttrack proce s.
They were among 149 projects listed
in the legislation.
In astatement released last w ek,
Infrastructure Minister Chris Bishop
and Regional Development Minister
Shane Jones saidaround 50 of the 149
projects had lodged substantive
a plications with the Environmental
Protection Authority (EPA), since the
a provals regime was established in
February.
Of those, none have b en a proved so
far, with the first eight expected to be
signed o f by the end of the year.
Proposed housing developments at
Ōhoka, W odend and west Rangiora
were listed in the legislation, along with
the W odend Bypa s and the Amuri
I rigation Company Ltd’s Balmoral
water storage facility and fish scr en.
An EPA spokespersonhas confirmed
none of the five North Canterbury
projects have lodged substantivefasttrack
a plications.
Developers of alisted projectcan
a ply to the EPA where an ‘expert
panel’ wi l a se s the projectand
consult with ‘directly a fected groups ’.
Panel convenors determine theextent
of the consultation, meaning the is no
guarant e local communities wi l have a
say.
Thereisnotimeframe foralisted
projec to lodge an a plication, the
spokesperson said.
When the project list was a nounced
in October last year, Mr Bishoppointed
the finger at councils forcreating the
housing crisis.
‘Speaking in general terms, councils
have contributed to our housing crisis
by being overly picky about where
houses can bebuilt, ’ he said a the time.
The W odend and west Rangiora
developments have since b en included
in the new Waimakariri District Plan
adopted last month, meaningthey may
not n ed to be fasttracked.
Amuri I rigation Company
chairperson David Croft said the
company anticipated aresource consent
would be grantedbyEnvironment
Canterbury (ECan) inthe next few
months, after it was lodged in 2023.
‘It l oks like the normal consenting
proce s wi l be faster.Insome waysit
wouldbethe ideal situation because
everybodyhas had the chance tohave
their say in asystem they are familiar
with. ’
A$20m loan from the Government’s
Regional Infrastructure Fundwas
a nounced earlier this month for the
Balmoral water storageproject.
The proposed Ōhoka development
was rejected from the District Plan,
after aprivate plan change requestwas
rejected by an independent
commi sioner in November 2023.
It is sti l subjec to an Environment
Court a peal.
An Environment Courtspokesperson
said the a pe lant, Carter Group, has
b en directed to advise the court by
August 2 ‘how or whether it intends to
proc ed ’.
Waimakariri District Council
developmentpla ning manager Ma t
Bacon said under the new District Plan,
the site of the proposed Ohoka
development is zoned rura lifestyle.
It mean the farmland could be subdivided
into 4ha lots, but not into an
850home development as proposed.
Carter Group was contacted for
comment but areply had not b en
received by the time the North
Canterbury News wen to print.
