over 300 <strong>North</strong> <strong>Canterbury</strong> A&P Shows.<br />

His first assignment with the Mclpines<br />

<strong>North</strong> <strong>Canterbury</strong> Pipe Band was in 1962<br />

at the <strong>North</strong>ern A&P Association’s<br />

Rangiora Show.<br />

Awell­kept secret, which culminated in<br />

a‘‘totally unexpected’’ surprise for a<br />

‘‘really good bloke’’ saw Ray’s exceptional<br />

service to the band, A&P showsand the<br />

<strong>North</strong> <strong>Canterbury</strong> community, honoured<br />

at the Oxford A&P Association’s 121st<br />

Annual Show last Saturday.<br />

The surprise came ‘‘out of the blue’’ for<br />

the long­serving member of the band, who<br />

was presented with the RoyalA&P<br />

Association (RAS) Blue Medal of<br />

Excellence by RAS president Ben<br />

Burgess.<br />

One of the show’s roving announcers,<br />

MelissaJebson,said Ray has also piped at<br />

well over 100 Anzac Day parades at many<br />

<strong>North</strong> <strong>Canterbury</strong> venues, the Christ<br />

Church Cathedral's Anzac Day service for<br />

many years and also attended at least 100<br />

Christmas parades in Kaiapoi,Rangiora<br />

and Oxford with the band.<br />

‘‘With other parades and contests it is<br />

estimated Ray is approaching 1000<br />

performances, if he has not already<br />

surpassed that figure,’’ she said.<br />

‘‘Behind the scenes Ray has voluntarily<br />

tutored dozens of learner pipers, was<br />

band president for 23 years, and has been<br />

either pipe sergeant or pipe corporal for<br />

47 years. His service to the pipe band and<br />

the community is unmatched amongst<br />

today's other bandmembers.<br />

‘‘However above all else Ray is areally<br />

good bloke,’’ Melissa said. Ray, who lives<br />

in Kaiapoi with his wife Ann,said the first<br />

he knew of the presentation was when<br />

Melissacalled out his name while he was<br />

was lined up with the bandasthey waited<br />

to lead the grand parade around the main<br />

arena.<br />

‘‘It was abit overwhelming,’’ he said.<br />

However,receiving the medal at the<br />

Oxford Show was ‘‘very special’’ because<br />

it was one of his favourites.<br />

National coastal conversations<br />

The Hurunuidistrict’s coastal<br />

conversationscould soon become a<br />

‘‘national conversation’’.<br />

SpeakinginAmberley on Tuesday,<br />

Prime MinisterChristopher Luxon said<br />

New Zealand needed to continue<br />

buildingnational resilience to major<br />

weather events and sea level rise.<br />

‘‘These are very challenging<br />

conversationsand every country is<br />

wrestling with it,’’ Mr Luxon said.<br />

‘‘The Amberley model is an interesting<br />

one. Iunderstand it’s voluntary and<br />

residents would pay alevy over time.’’<br />

The Hurunui District Council began<br />

having conversations with its six coastal<br />

communities in 2020 to better manage<br />

the risk of coastal hazards.<br />

Last the year the council purchased<br />

land on Ashworths Road, south of<br />

Amberley, to support the possible future<br />

relocation of Amberley Beach residents,<br />

whose properties are under threat from<br />

sea level rise and coastal erosion.<br />

Mr Luxon said there are big questions<br />

around ‘‘who pays’’.<br />

‘‘It can’t just be Government or local<br />

government.<br />

‘‘It needs to include property owners,<br />

banks andinsurers, and it will be across<br />

multiple Governments.<br />

‘‘It’snot something which can get<br />

sorted in amoment in time. It will<br />

happen over 30 or 40 years and it needs<br />

abipartisan approach.’’<br />

There have been more states of<br />

emergency declared across New Zealand<br />

so far this year, compared to last year.<br />

ANational FloodPlan is being<br />

developed for the first time, as the<br />

Government looks to be better prepared<br />

for future events with anational<br />

adaptation framework.<br />

It will include anational floodmap,<br />

which will incorporate local, regional<br />

and national flood hazard data, and is set<br />

to be completed next year.<br />

‘‘In the 1950s and ’60s people knew not<br />

to build in certain areas, but we forgot<br />

about that in the 1970s and ’80s,’’ Mr<br />

Luxon said.<br />

‘‘In Christchurch, Marshlands was<br />

called Marshlands for areason.’’<br />

As part of his visit to <strong>Canterbury</strong>, Mr<br />

Luxon had lunch with residents at the<br />

Amberley Retirement Village.<br />

TheGovernment is planning to<br />

introduce new retirement village<br />

legislation later this year, which aims to<br />

provide better protections for residents<br />

and clarity for operators.<br />

An Aged Care Ministerial Advisory<br />

Group has also been established to look<br />

into the future challenges for the aged<br />

care sector.<br />

‘‘It can be quite profitable running a<br />

retirement village, but it can be alot<br />

more challenging running an aged care<br />

facility,’’ Mr Luxon said.<br />

TheGovernment has also had afocus<br />

on boosting KiwiSaver contributions to<br />

encourage Kiwis to save for their<br />

retirement.<br />

The retirement age is also something<br />

which needs to be considered, Mr Luxon<br />

said. For now the retirement age is 65,<br />

but there have been proposals to raise it<br />

to 67.<br />

‘‘There is no political consensus, but<br />

National will have something more to say<br />

about it soon,’’ Mr Luxon said.<br />

A<strong>North</strong> <strong>Canterbury</strong>youth jobs<br />

programme is experiencing high demand<br />

in achallenging economic environment.<br />

The Waimakariri Mayors’ Taskforce for<br />

Jobs (MTFJ) programme has between 50<br />

and 60 young people ‘‘actively engaged’’ in<br />

theprogramme ‘‘at any one time’’,<br />

facilitator ElizabethTrevathan says.<br />

Since June 30 last year, 29 young people<br />

have been placed in full employment,<br />

towardsatarget of 35 sustainable job<br />

placements.<br />

‘‘Young people are entering avery tight<br />

job market, with high numbers of<br />

applicants for every role,’’ Ms Trevathan<br />

said.<br />

‘‘This places them at adisadvantage<br />

when competing with candidates who<br />

already have work experience.<br />

‘‘The young people we’re seeing are<br />

motivated and wanting to find work<br />

locally.’’<br />

The Waimakariri district has around 420<br />

young people on aJobseekers’ Support,<br />

and thereisanestimated total of 770<br />

young people not in education,<br />

employment or training.<br />

The programme is working with school<br />

leavers looking for theirfirst job,<br />

universitygraduates and young people<br />

withpre­trade qualifications seeking<br />

apprenticeships.<br />

The biggest barrier continued to be<br />

gaining adriver’s licence, while the high<br />

cost fuel was aburden for young people<br />

getting to job interviews, work experience,<br />

and part time or short term employment,<br />

Ms Trevathan said.<br />

‘‘Each young person who gains<br />

employment creates apositive ripple<br />

effect through theirwhānau and the wider<br />

community, building pride, confidence,<br />

and astronger pathway into independence<br />

as they begin their working lives.’’<br />

Ms Trevathan said local employers were<br />

supportive and keen to give local youth a<br />

go.<br />

An MTFJ opportunities hub meeting<br />

was held weekly and several local<br />

employers have made the time to come<br />

and speak with young job seekers, and to<br />

offer work experience, mock interviews<br />

and CV checks, she said.<br />

The programme also hosted abreakfast<br />

with economistBrad Olsen last month,<br />

attended by more than 50 local employers.<br />

Mayors’ Taskforce for Jobs is funded by<br />

the Ministry of Social Development (MSD)<br />

and run in partnership with Local<br />

Government New Zealand (LGNZ).<br />

The Waimakariri MTFJ programme<br />

received afunding boost for the 2025/26<br />

financial year. It has allowed it to offer<br />

more training certifications,group<br />

courses,driving licence support, and<br />

practical support such as providing tools.

Thieves target NCRDA’sproperty<br />

Security is being increased at <strong>North</strong><br />

<strong>Canterbury</strong> Riding for the Disabled's<br />

(NCRDA) Rangiora property after another<br />

burglary during Easter weekend.<br />

The theft of an electric fence reel and<br />

alligator clips ‘‘keeping our precious<br />

ponies secure’’ was removed from aback<br />

paddock at the property on Saturday<br />

evening or Sunday morning of the recent<br />

Easter weekend, RDA president Kerry<br />

Debenham said.<br />

It was ‘‘incredibly disappointing’’<br />

someone would steal from asmall charity<br />

run by hard­workingvolunteers<br />

supporting disabled people, Kerrysaid.<br />

‘‘Removing fencing putsour precious<br />

use funds, thatwould be better used to<br />

support its riders and horses, to replace<br />

more stolen equipment.<br />

‘‘Thetheft would have taken some effort<br />

and aknowledgeofhorses,’’ Kerry said.<br />

It is the fourth time the property has<br />

beentargeted by thieves in the last two<br />

years.<br />

Asecurity/sensor light was removed at<br />

the end of last year. Two years ago thieves<br />

cut afence to try and remove amower. Six<br />

months later the battery was stolen from<br />

the mower.<br />

‘‘What gets me is people who do this<br />

kind of petty crimenot thinking about the<br />

consequencesithas for asmall charitable<br />

organisation like us.<br />

‘‘They have so little to gain from these<br />

thefts,’’ she said. ‘‘But to us it is an<br />

irritating inconvenience and an unwanted<br />

drain on much needed funds.’’<br />

Kerry said they were grateful for the<br />

support they have received from ‘‘our<br />

lovely community and followers’’ after the<br />

thefts.<br />

The RDA is asking people who pass by<br />

the centre on the corner of Millton Avenue<br />

and Ashley Street, next to the Rangiora<br />

Showgrounds, to report any suspicious<br />

activity immediately by calling 028 430<br />

8924.<br />

The charity is also asking the public to<br />

consider volunteering for it, with fuel costs<br />

cutting into its volunteer resources.<br />

Cheviot’sgym<br />

opens again<br />

Cheviot’s Community Gymnasium is<br />

up and running again after afive­year<br />

hiatus.<br />

It has re­opened in aside room on<br />

the Knox Hall with fanfare, and a<br />

sausage sizzle.<br />

The gym had run from asite at the<br />

Cheviot Medical Centre, but Covid<br />

forced it to shut down as the premises<br />

were needed by the centre.<br />

Cheviot Community Gymnasium<br />

chair Jane Bowater says the doors<br />

opened this Sunday after several years<br />

of work behindscenes to find a<br />

suitable home for the gym.<br />

‘‘It has been along process,and alot<br />

of work has gone into getting it ready to<br />

open,’’ she says.<br />

Securing funding had helped the<br />

committee to buy new equipment to<br />

replace the ‘‘dinosaur stuff’’ from its<br />

previous home.<br />

Ms Bowater says the gym will be<br />

open from 5am to 9.45pm, seven days a<br />

week, and will operate on a<br />

membership basis with afob system<br />

for access.<br />

People were able to sign up for<br />

membership at the opening, and Ms<br />

Bowater and other committee<br />

members will be on hand to sign<br />

people up over the coming weeks.<br />

While membership fees have been<br />

set at $350 for 12 months, $280 for<br />

65­year­olds and over, and $500 for a<br />

couple for 12 months, once the gym has<br />

been up and running for aperiod, the<br />

fees could be reviewed. There are also<br />

six month and three month options.<br />

Residents in aquiet Rangioralane are<br />

‘‘fed up’’ with alack of action to address<br />

safety concerns in their street.<br />

Apetition was presented to the<br />

Waimakariri District Council last year<br />

calling for afootpath, street lighting and<br />

improvements to stormwater drainage<br />

in Highfield Lane.<br />

While the council has completed some<br />

work to improve drainage, resident<br />

Sandra Page said residents ‘‘have had<br />

enough’’.<br />

‘‘It’s been going on for nearly 20 years<br />

and they’ve had enough.<br />

‘‘We are forgotten after so many years,<br />

with other streets in Rangiora having<br />

beautiful lights and footpaths.<br />

‘‘We want action now.’’<br />

Residents felt unsafe due to the lack of<br />

afootpath and no street lighting, while<br />

the openingofatherapeutic massage<br />

business in the lane has significantly<br />

increased traffic.<br />

The drains filled up when it rained<br />

during winter, she said.<br />

AWaimakariri District Council<br />

spokesperson said Highfield Lane is like<br />

other streets constructed in the early<br />

1980s, without akerb and channel or a<br />

footpath.<br />

‘‘This is not unusual for low volume<br />

roads from this era.<br />

‘‘Residents are aware of this when<br />

they move into the area, and this visual<br />

amenity is part of the appeal ofcertain<br />

streets.’’<br />

Council staff met residents last year to<br />

discuss traffic volumes, drainage,<br />

lighting and other concerns.<br />

“Mostpeoplefinish at 5pm andgotobed<br />

at 10pm,” sheexplains.“That’s fivehours<br />

to decompress. Iwas giving myself 15<br />

minutes.”<br />

Themornings were brutal.“I’d rollout of<br />

bed still exhausted. Groping my wayaround<br />

andtryingtowakeup. ExceptIhadn’treally<br />

even been asleep.”<br />

residents would like additional lighting,<br />

which currently have none, and this<br />

street will be considered alongside other<br />

areas,’’ the spokesperson said.<br />

Festival celebration<br />

Six <strong>Canterbury</strong>Area Schools celebrated<br />

sport, culture and connection at CASAfest<br />

<strong>2026</strong>.<br />

Hosted by the Cheviot Area School, the<br />

three day festival, is aimed at<br />

strengthening links between the schools,<br />

and provide meaningful social<br />

opportunities for students, showcase<br />

quality learning, sporting and cultural<br />

experiences.<br />

Event co­ordinator Jenny Crump said<br />

while there was plenty of competition<br />

across awide range of sports and cultural<br />

activities, fair play, participation and<br />

positivity sit at the heart of the festival.<br />

‘‘There is no overall winner instead, the<br />

focus is on effort,enjoyment and respect,<br />

withfairness and good sportsmanship<br />

underpinning everything we do.’’<br />

She said students, staff and the winder<br />

Cheviot communitycametogether to<br />

make the event asuccess.<br />

It began as aOxford–Cheviot Exchange<br />

and evolved into an annual festival,<br />

bringing together the six Area Schools –<br />

Akaroa Area School, Amuri Area School,<br />

Cheviot Area School, Hurunui College,<br />

Oxford Area School and Rangiora New<br />

Life Schools ­with hosting rotating each<br />

year.<br />

Ms Crump says the festival reflected<br />

both tradition and local flavour.<br />

‘‘Itwas wonderful to see students fully<br />

involved, supporting one another, trying<br />

new activities and representing their<br />

schools with pride.<br />

She says an event of this scale could not<br />

happen without the support of the many<br />

people who gave up their time preparing<br />

grounds, doing baking, providing<br />

transport, and supervision, helping set up<br />

and pack down or ``simply being there to<br />

help where needed’’.<br />

‘‘A special thank you to Harris Farms<br />

and Cheviot Supermarket, your generous<br />

support was very much appreciated.’’ The<br />

It is hard to open the news at the moment<br />

interconnected our world has become.<br />

From geopolitical tensions to ongoing<br />

ours here in Hurunui.<br />

One of the clearest examples is fuel.<br />

Fuel is not just something we put in<br />

the car, in adistrict like ours,it<br />

underpins almost everything we do.<br />

It affects how we get to work, how<br />

goods are transported, how farms<br />

operate, and how essential services<br />

reach our more remote communities.<br />

When fuel prices rise or supply<br />

becomes uncertain, the impactisfelt<br />

quickly and widely.<br />

For our rural sector, higher fuel costs<br />

flow directly into the cost of production.<br />

For local businesses, transport becomes<br />

more expensive and for family’s<br />

everyday travel becomes amore<br />

considered decision. These pressures<br />

can build quietly, but they are<br />

significant.<br />

What global events are reminding us of<br />

is the importance of resilienceand the<br />

value of strong local communities.<br />

We may not be able to influence<br />

international markets or overseas<br />

conflicts, but we can influencehow we<br />

respond.<br />

the travel distances and the essential<br />

role fuel plays in rural life.<br />

At the same time, we should not<br />

underestimate the strength we already<br />

have.<br />

Our district has weathered challenges<br />

before, fromeconomic shifts to natural<br />

events,and each time it is the strength of<br />

our community that carries us through.<br />

That strength is evident in everyday<br />

actions: supporting local businesses,<br />

volunteering, checking in on neighbours<br />

and staying connected.<br />

In aworld that can feel increasingly<br />

uncertain, there is something reassuring<br />

about focusing on what we can control.<br />

And hereinHurunui that starts with<br />

community.<br />

Council ratifies Youth Council submission on speed limit<br />

The Hurunui Youth Council (HYC)<br />

wants drivers to take their foot off the<br />

gas on State Highway One south of<br />

Amberley.<br />

Asubmission by HYC to the Hurunui<br />

District Council’s strategy and policy<br />

committee on the <strong>Canterbury</strong> Highway<br />

Speed Management strategy, said rather<br />

than the 60 km/h proposed by the<br />

Hurunui road Safety committee, and<br />

backed by the council, it preferred a<br />

speed of 50 km/h.<br />

It said aslower speed would be more<br />

in keeping with the use of the highway,<br />

and future development in the growing<br />

area.<br />

Cohen and Lexi Thomson­Hall, who are<br />

both ontheir way to earning their full<br />

divers­licences, strongly supported<br />

efforts to improve road safety for<br />

residents,cyclists, pedestrians and local<br />

businesses.<br />

‘‘As young people who live, learn to<br />

drive, travel, attend school and work in<br />

Hurunui, road safety directly affects us,<br />

our families and our wider community,’’<br />

said Lexi.<br />

‘‘The environment surrounding this<br />

stretch ofSH1 is changing and the speed<br />

setting should reflect that change.’’<br />

are ‘preventable’<br />

Students are not expected to attend<br />

school when they are sick, but many<br />

absences are ‘‘preventable’’, the<br />

Ministry of Education says.<br />

Responding to comments from<br />

Rangiora High School principal Bruce<br />

Kearney, the Ministry says illness is ‘‘a<br />

legitimate and unavoidable reason for<br />

absence’’.<br />

But the Ministry’s operational<br />

standards and support group general<br />

manager Helen Hurst said attendance<br />

levels needed to improve.<br />

In arecent article, Mr Kearney said<br />

most schools will need to boost<br />

attendance by at least five percent a<br />

year to meet the Government<br />

‘‘aspirational’’ target of80% of students<br />

attending school 90% of the time<br />

(regular attendance) by 2030.<br />

It prompted him to ask: ‘‘Do we want<br />

kids at school if they are unwell?’’<br />

Mr Kearney said the biggest barrier<br />

to attendance was illness and schools<br />

were bracing themselves for the winter<br />

ills in terms two and three.<br />

His concerns were echoed by board<br />

of trustees presiding member Simon<br />

Green, who said while attendance<br />

matters, it is ‘‘only one piece of the<br />

puzzle’’.<br />

The school is recruiting for an<br />

attendance officer to provide support.<br />

Other <strong>North</strong> <strong>Canterbury</strong> schools<br />

have been having their challenges with<br />

attendance, with Tuahiwi Education<br />

now contracted to support schools.<br />

Ms Hurst said while attendance took<br />

ahit during winter months due to<br />

speed down.<br />

‘‘My stepfather was hit at an<br />

intersection acouple of years ago while<br />

he was on his motorcycle.<br />

‘‘It was quite ahorrible thing to<br />

experience and really important it<br />

doesn’t happen again to anyone else,’’<br />

said Zinnea.<br />

Consistency was another important<br />

factor in the submission, which said<br />

when drivers move between different<br />

speed zones over ashort distance, it can<br />

create inconsistent driving behaviour.<br />

Some drivers will maintain 50 km/h,<br />

while others may accelerate early to 60<br />

km/h.<br />

absences, national data and Education<br />

Review Office findings show it does not<br />

fully explain current attendance<br />

‘‘Many absences are preventable.<br />

Improving attendance is asystem­wide<br />

effort and progress depends on<br />

collaboration between schools,<br />

whānau, communities, government<br />

agencies and health services.’’<br />

She said attendance targets were<br />

based on ‘‘strong evidence’’ that<br />

regular attendance is critical to<br />

students’ learning, wellbeing and longterm<br />

outcomes.<br />

‘‘The good news is that regular<br />

attendance rates are improving.<br />

‘‘We’ve seen steady increases over<br />

the last few years, when each term is<br />

compared to the same term the<br />

previous year.’’<br />

when children should be kept at home<br />

and when medical advice should be<br />

sought.<br />

Greyhounds need new homes<br />

ban greyhoundracing in New<br />

Zealand from July 31 this year<br />

will leave around 2000<br />

greyhounds in need of anew<br />

home.<br />

Lisa Philp, manager of<br />

Greyhounds As Pets (GAP), a<br />

registered charity rehoming<br />

greyhounds,says they are<br />

preparing alarge­scale<br />

rehoming effort, in the wake of<br />

the ban.<br />

‘‘The dogs remain at the<br />

centre of everythingwedo.<br />

Dog welfare and appropriate<br />

placement are paramount,’’<br />

she says.<br />

‘‘Greyhounds are<br />

affectionate, gentle and<br />

intelligent, and make great<br />

pets for most households<br />

including those who live in<br />

smaller homes.’’<br />

Ros and her husband Baz<br />

adopted Zara when she was<br />

Waikuku's Jack Stokes is over the moon<br />

with winning his first Rally title.<br />

In afitting tribute to his ever­supportive<br />

father, Brian, Jack Stokes of Waikuku,<br />

became the first son of an Otago Rally<br />

winner to repeat the feat at the 50th<br />

anniversary event, notching his debut rally<br />

victory in the process.<br />

The 24­year­old <strong>North</strong> Cantabrian<br />

christened his new Skoda Fabia Rally 2<br />

evo in its first New Zealand Rally<br />

Championship (NZRC) hit out in themost<br />

satisfying way possible, with a1min 34sec<br />

victory over Auckland’s JackHawkeswood.<br />

Stokes’ success comes more than two<br />

decades after his dad’s Otago Classic Rally<br />

wins in 2002 and 2003.<br />

‘‘Elated. Over the moon. It’s just insane,’’<br />

was Stokes’ summation of how it felt to be<br />

standing on the podium’s top step,<br />

alongside his Gore co­driver, Hayden<br />

Graves.<br />

Asked what it meant to celebrate with<br />

his family­run team and parentsBrianand<br />

Anne surrounding him at the ceremonial<br />

finish, Stokes put it simply.<br />

‘‘They are everything.’’<br />

He had been trading top spots with his<br />

elder brother, Robbie, right through until<br />

early in the second day, when asuspension<br />

failure on atouring section required<br />

Robbie to temporarily withdraw.<br />

Hawkeswood and co­driver Jason<br />

Farmer had started strongly on Saturday,<br />

leading for several of the morning’s stages,<br />

but ‘‘unfortunately copped atwo­minute<br />

penalty checking out of service early’’, he<br />

stages of eight, they had clawed their way<br />

back to fourth overall and the second<br />

Dunedin’s Emma Gilmour had a<br />

triumphant return to her home event’s<br />

podium, finishing third overall and<br />

winning the Allcomerscategory in her<br />

Citroen C3 Rally 2car, with her Australian<br />

co­driver BenSearcy.<br />

Ari Pettigrew, of Rangiora, drove<br />

impressively to take the sixth spot in a<br />

Porsche 911, the fastest 2WD car. He also<br />

won the NZRC’s Open 2WD class, ahead of<br />

Dunedin couple Tim and Lauren<br />

Mackersy in their Ford Fiesta.<br />

There was afairly high rateofattrition<br />

—56ofthe 147 teams recorded aDNF.<br />

It wasamixedbag of results for <strong>North</strong><br />

<strong>Canterbury</strong>drivers.<br />

Calls for fairer funding<br />

The SouthIsland is being set up to ‘‘fail’’<br />

with alack of Government investment in<br />

transport infrastructure, <strong>Canterbury</strong>’s<br />

regional council chairperson says.<br />

Dr Deon Swiggs says the South Island,<br />

and <strong>Canterbury</strong>region in particular, is not<br />

getting its fair shareoftransport funding.<br />

‘‘Transport infrastructure isn't just about<br />

roads, it's about economic resilience,<br />

productivity, and regional equity.<br />

‘‘Ifwedon’t invest in resilience we will<br />

fail and we will end up with an even bigger<br />

bill.’’<br />

The <strong>Canterbury</strong>region comprises 13<br />

percent of New Zealand’s population,<br />

produces around 12% of Gross Domestic<br />

Product and makes up around 15% of<br />

vehicle kilometres travelled.<br />

But received just 5% of funding from the<br />

National Land TransportFund in the<br />

2024­27 and 2021­24 funding periods.<br />

The South Island received 12% in the<br />

2024­27 funding period, even though it<br />

makes up 24% of the population, produces<br />

22% of GDP and makes up 26% of vehicle<br />

kilometres travelled.<br />

‘‘No matter what way you cut it,<br />

<strong>Canterbury</strong>and the South Island are in a<br />

transport funding crisis,’’ Dr Swiggs said.<br />

Dr Swiggs also chairs the <strong>Canterbury</strong><br />

Regional TransportCommittee, which<br />

comprises the region’s mayorsand Waka<br />

Kotahi NZ TransportAgency<br />

representatives.<br />

He said the lack of equitable funding<br />

meantlocal councils struggled to keep on<br />

top of infrastructure maintenance.<br />

The Hurunui district has 286 bridges,<br />

with around one­third needing to be<br />

replaced over the next 30 years.<br />

Environment <strong>Canterbury</strong>had planned to<br />

increase the electric buses in its fleet and<br />

boost public transport services in its last<br />

Long Term Plan, adopted in June 2024.<br />

‘‘We had to reduce our investment on<br />

public transport because the Government<br />

cancelled the funding, and now look at<br />

what’s happening with the fuel crisis,’’ Dr<br />

Swiggs said.<br />

With ageneral election this year, he<br />

encouraged voters to question candidates<br />

on how they plan to addresstransport<br />

funding.<br />

Waimakariri District Council chief<br />

executive Jeff Millward said the lack of<br />

funding produced ‘‘a significant backlog<br />

and appears to be an unfair distribution’’.<br />

Kaikōura District Council chief<br />

executive Will Doughty said his council<br />

shared the concerns.<br />

Councils are starting to plan ahead for<br />

next year’s Long Term Plans, where they<br />

will need set abudget with their<br />

communities to spend on roading and<br />

public transport.<br />

But the 2027­30 National Land Transport<br />

Fund is not expected to be released until<br />

later next year, after Long Term Plans are<br />

adopted on June 30, 2027.<br />

South Island Minister James Meager<br />

said funding decisions were based on<br />

“national priorities,project readinessand<br />

value for money”, and not “a simple<br />

regional split”.<br />

He noted <strong>Canterbury</strong> received arecord<br />

$1.8 billion in the 2024­27 funding period.<br />

Every<br />

year Anzac Day is observed on <strong>April</strong> 25<br />

by communities throughout New Zealand and<br />

Australia to remember those who have served,<br />

and those who lost their lives in war.<br />

The term ANZAC is the acronym for Australian<br />

and New Zealand Army Corps, and was first<br />

used in World War I.<br />

These groups of soldiers were known back than<br />

as ‘the Anzacs’.<br />

Anzac Day was first observed by servicemen in<br />

1915 to mark the anniversary ry of New Zealand<br />

and Australian soldiers landing on the Gallipoli<br />

Peninsula in 1915.<br />

It soon became a day where all New Zealanders<br />

and Australians took time to remember the men<br />

and women who perished in the Great War.<br />

In 1921, Anzac Day became an official holiday,<br />

and by 1922, it was declared a full public holiday<br />

where shops, banks and hotels remained closed<br />

for the day.<br />

Anzac commemorations may consist of one<br />

or more ceremonies — one at dawn (timed to<br />

coincide with the initial landings at Gallipoli by<br />

Australian troops who were the first ashore), and<br />

/ or one later in the morning.<br />

The ceremonies are rich in tradition, and<br />

generally begin with a parade of returned<br />

servicemen and military<br />

personnel followed by<br />

cadets, youth groups and local dignitaries.<br />

War veterans, proudly sporting their medals,<br />

lead the parade to a local cenotaph or memorial<br />

gate where the ceremony includes a service with<br />

hymns, laying of wreaths, dedications, prayers<br />

and the Last Post played on a bugle.<br />

Morning tea follows which allows people to<br />

share memories, and catch up with friends and<br />

neighbours.<br />

Symbol of Remembrance<br />

The red (or Flanders) poppy is a symbol of<br />

remembrance and hope all over the world, and<br />

in some countries is worn on Armistice Day.<br />

However, in New Zealand the red poppy is<br />

commonly worn on Anzac Day.<br />

The first Poppy Day appeal was on <strong>April</strong> 24,<br />

1922, where funds form the sales of small and<br />

large silk poppies helped relieve suffering in warravaged<br />

northern France.<br />

A paper version of the poppy is now sold by<br />

the Royal New Zealand Returned Services<br />

Association on Poppy Day to raise awareness<br />

of Anzac Day, and provide funds for returned<br />

soldiers and their families and local communities.<br />

The positive news on the forestry front,<br />

expressed in January and February,<br />

has certainly ‘‘turned turkey’’ with fuel<br />

prices and fuel availability front and<br />

centre, says Allan Laurie of Laurie<br />

Forestry Ltd.<br />

Mr Laurie says the log trade is ‘‘highly<br />

volatile’’ and ‘‘unpredictable’’, and<br />

warns many elements of the trade are<br />

could change extremely quicklydue to<br />

unrest in the middle east, the fuel crisis<br />

and shipping problems.<br />

‘‘The Iran conflagration is destined to<br />

have major impacts. Your average<br />

vessel taking logs from aSouth Island<br />

Port to China in February and March<br />

was at ahire rate of US$30 ­$33 per JAS<br />

cubic metre.<br />

‘‘For those not familiar with the<br />

acronyms aJAS is aJapanese<br />

Agricultural Standard log measure.<br />

This is afall back to the early export<br />

days in NZ (1960’s)when the majority of<br />

log sales weretoJapan and the<br />

measurehas simply stuck.’’<br />

<strong>April</strong>’s South Island to China voyages<br />

are being quoted at US$42­$45 per JAS<br />

with the key driver being quoted as fuel<br />

(bunker) increases.<br />

Mr Lauriesays there has been<br />

increasing sales of logs in to containers<br />

with demand high and prices currently<br />

higher than break bulk equivalent<br />

grades. An initial demand of 40 to 50<br />

containers per month has grown 250+<br />

per month with prices currently<br />

holding at February levels.<br />

‘‘The very significant issue Ihave<br />

with all fuelcompanies is how can they<br />

liftthe price of fuel at the pump when<br />

the fuelinthe tank at the pump was<br />

purchased before the Brent Crude<br />

increase.<br />

‘‘If there is50days supply of fuel in<br />

NZ why then does the fuel cost change<br />

immediately at the pump when for the<br />

next 50 days the fuel cost to suppliers is<br />

at the old price?<br />

‘‘The current practice of lifting prices<br />

well before supply cost increases is<br />

nothing short of gouging by NZ Fuel<br />

companies and that requires aplease<br />

explain,’’ Mr Laurie says.<br />

In China, daily consumption across<br />

the China eastern seaboard is akey<br />

market indicator.<br />

Mr Laurie says daily consumption has<br />

been ticking along at 50 –55,000 cubic<br />

metres adecrease of 5,000 m3 per day<br />

on February levels.<br />

In early March the wholesale prices<br />

of lumber in China domestic dropped<br />

about RMB20 per m3. ``But<br />

commentators have suggested the<br />

China market is ticking along at good<br />

levels and all eyes are on NZ to see how<br />

supply will play out in <strong>April</strong>. If supply<br />

does drop, and at present that would be<br />

worth taking aside bet on, sales prices<br />

in China can be expected to increase<br />

further.<br />

The Loburn Collie Club started<br />

its centenary celebrations at its<br />

annual combined Farmlands<br />

<strong>Canterbury</strong> Centre<br />

Championship dog trials<br />

meeting at Macintosh’s farm<br />

over the weekend.<br />

Formed in 1926, the club has<br />

hosted its annual dog trials<br />

championship at the same<br />

venue, ‘‘Whiterock Mains’’, a<br />

total of 98 times. Two years<br />

were disrupted by wars.<br />

Weaver says it is ‘‘quite an<br />

honour to be here’’, as the<br />

Macintosh family donate their<br />

time and their energies, their<br />

land and their sheep, in helping<br />

make the two­day event a<br />

success each year<br />

Landowners Duncan and<br />

Tina Macintosh say it has<br />

always been part of the farm’s<br />

117­year heritage, hosting the<br />

club’s annual competition.<br />

‘‘My father, grandfather and<br />

great­grandfather have all been<br />

senior members of the club,<br />

holding the president’s position<br />

many times over the years.<br />

``I don’t have dogs, but Ilike<br />

helping the club out.<br />

‘‘We all look forward to abusy<br />

couple of weeks each year,<br />

moving stock away from the<br />

150­hectare competition site<br />

and then sorting the sheep out.<br />

‘‘It’s always been awonderful<br />

day out for the community, and<br />

the club has maintained and<br />

improved the facilities there<br />

over the decades,’’ says<br />

Duncan.<br />

Mr Weaver joined the club in<br />

1994 and became its president<br />

in 1998, arole he still holds<br />

today, 28 years later.<br />

‘‘Every year for most of the<br />

past century, the club has held<br />

its annual meeting here on<br />

Ford's Road, Whiterock, with<br />

sometimes over 120 heading<br />

dogs and 90 huntaways<br />

competing for points. Their<br />

owners come from as far afield<br />

as Nelson and South<br />

<strong>Canterbury</strong> to earn enough<br />

points to qualify for the<br />

national dog trials meetings.’’<br />

‘‘We are asmall club and<br />

without the kind and much<br />

appreciated help of many from<br />

our sister club Oxford, and the<br />

other <strong>Canterbury</strong> dogtrials<br />

clubs,wewould struggle now to<br />

run the event.’’<br />

He says over the years he has<br />

been at the helm, the fortunes<br />

of the club have varied, but they<br />

are still here today and judging<br />

by the turnout on Friday, it was<br />

going to be another good<br />

weekend of dog trialling.<br />

‘‘It’s all because the people<br />

living and working in the region<br />

have changed in the past 20 or<br />

soyears.<br />

‘‘The many shepherds we<br />

used to have living here have<br />

gone. Many of the legacy farms<br />

in the district have been cut<br />

down in sizetolifestyleblocks<br />

or converted from primarily<br />

sheep farms to mixed dairy<br />

servicing farms.<br />

“Our membership has<br />

fluctuated over the years, but so<br />

many people here in the<br />

Loburn/Whiterock community<br />

are still very passionate about<br />

their club, and we are still<br />

getting young members joining<br />

to help out, even if they don’t<br />

own dogs,’’he says.<br />

LeroyMax is the club’s<br />

youngest member, and he says<br />

it is agreat way to get out and<br />

meet people in his community.<br />

joined because he loved the<br />

challenge of working with his<br />

dogs,oftraining them up from a<br />

pup to aworking dog.<br />

‘‘When Ishifted hereinthe<br />

early ’90s fromNelson, longtime<br />

club members such as Ray<br />

Jury and Ken Barwell helped<br />

me alot.’’<br />

Right up until late last<br />

century, the Loburn Collie<br />

Club’s annual dog trials day was<br />

ahuge community celebration.<br />

‘‘It was our big day out, like<br />

an A&P show,’’ says club<br />

historian Sally Kelso, who is<br />

now piecing together the club’s<br />

100­year historyfor the formal<br />

centenary celebrations, which<br />

will be held later in July.<br />

She says families around the<br />

district cooked fordays leading<br />

up to the two­day event,<br />

supplying the meals,snacks<br />

and nibbles which hundreds of<br />

competitorsand visitors would<br />

then purchasefromthe kitchen<br />

building.<br />

about the club.’’<br />

She says she will prepare an<br />

historical journal later this<br />

year detailing the history of the<br />

club.<br />

weekend.<br />

The boot of Taine Jacobs­Lawsonwas<br />

the difference between Kaiapoi and<br />

Southbridge in its 34­31 victory.<br />

Both teams scored five tries.<br />

Glenmark­Cheviot took a<br />

comfortable win over Oxford 35­10,<br />

while Ohoka posted an emphatic 35­17<br />

win over Lincoln.<br />

Afeature of Ohoka’s win was the<br />

kicking of Ricky Allin who converted<br />

all of its five tries.<br />

Hurunui went down 22­31 against<br />

Mid <strong>Canterbury</strong>'s Southern and<br />

Saracens lost 19­38 to Rakaia. Ashley<br />

had the bye.<br />

Next weekend all teams will play at<br />

home apart from Ashley who will be<br />

away to Saracens. Hurunui will play<br />

Darfield, Oxford take on Waihora,<br />

Glenmark­Cheviot meets Prebbleton,<br />

Kaiapoi is up against Lincoln and<br />

Ohoka will play West Melton.<br />

Waimak United’s under 11 boys are off to<br />

the <strong>2026</strong> Global games.<br />

They will be playing in the newly<br />

launched Queenstown International<br />

Football Cup which runs from <strong>April</strong> 17 to<br />

19.<br />

The Global games brings Junior sporting<br />

communities together, creating skills,<br />

development, personal growth and<br />

cultural exchange opportunitiesfor<br />

players under 15.<br />

The focus is on family, with large<br />

numbers of supporters and afun festival<br />

atmosphere.<br />

The under 11 Waimak Barbarians, as the<br />

team is known, will face five teams from<br />

around the South Island over the three<br />

days of competition with whom they will<br />

exchange gifts and memorabilia.<br />

Coach Glen Walton says the tournament<br />

will give the boys an opportunity to bond<br />

with each other, and also withplayers from<br />

all over the South Island.<br />

‘‘After an undefeated league season in<br />

2025 the boys have been working hard on<br />

their skills training twice aweek since<br />

January to hopefully make <strong>2026</strong> another<br />

winning year.’’<br />

The team, which is made up with boys<br />

from five different schools in <strong>North</strong><br />

<strong>Canterbury</strong>, have been playing together for<br />

two years.<br />

Prepare ground now for spring bounty<br />

It is time to preparevacant ground<br />

for spring by manuring and<br />

trenching now.<br />

At this time of year, fresh manurecan be<br />

applied, as it will be well decomposed<br />

by the end of winter.<br />

Rough digging is best done between<br />

now and the end of May, when there is a<br />

better chance the soil will be drier and<br />

lighter to lift.<br />

Deeply­dug ground is processed by<br />

winter frosts and rain.<br />

Agenerous dressing of lime, scattered<br />

over the surface, will help break down<br />

heavy clay soils. Clean up any rubbish<br />

left from harvested crops.<br />

Either dig it under the ground being<br />

turned over now or add it to the compost<br />

heap.<br />

If poultry manure is available, its high<br />

nitrogen content will hasten<br />

decomposition.<br />

Cabbages :Plant now for spring use.<br />

Peas :Sow in well­drained ground.<br />

Main­crop varieties give twice the<br />

weight and are only 10 days later in<br />

maturing than the dwarf strains.<br />

Broadbeans :Sow when plant growth<br />

is almost finished for the season. The<br />

hardier, long­pod varieties give heavier<br />

crops in the uncertain conditions of<br />

spring. Broad bean seeds will germinate<br />

in soils almost at freezing point. Work<br />

Autumntask ... Carrots and beetroot can be lifted and stored for winter.<br />

superphosphate and lime (30g each to<br />

the metrerun of drill) into the soil<br />

before sowing. Space seed 10cm to 15cm<br />

apart in double rows, 20cm apart and<br />

4cm to 5cm deep.<br />

Carrots and beetroot :Lift now and<br />

store in drysand or soil through the<br />

Parsnips can be left in the soil for<br />

improved flavour when frosts occur.<br />

Swedes, turnips and artichokes also<br />

keep well in the soil, but must be lifted<br />

Prepare the ground for new rose beds,<br />

fruit trees and flowering shrubs.<br />

Dig about 60cm to 70cm deep, unless<br />

there is only shallow topsoil over a<br />

heavy clay subsoil. Shallower digging<br />

then is preferable.<br />

work can also be done in early spring.<br />

Sweet peas:Sow in boxes or pots and,<br />

in warmer districts, in the open ground<br />

where they willflower.<br />

Chrysanthemums:Protect, or lift and<br />

take into agreenhouse, if early frosts<br />

are typical in your area.<br />

Gladioli :Once flowering has finished<br />

and leaves start yellowing, lift carefully<br />

with afork. Take the soil from the roots<br />

and tie corms in bundles by the stems<br />

(with name labels attached for serious<br />

growers).<br />

Hang to dry in afrost­free place (such<br />

as ashed or garage) until the foliage has<br />

withered. Cut it off then and place the<br />

corms in shallow boxes.<br />

To increase your supply, remove small<br />

corms from the larger ones and plant<br />

during spring in areserve bed, where<br />

they can grow to full flowering size.<br />

Lily of the valley :Plant crowns 8cm<br />

apart in cool, semi­shadyplaces. Plants<br />

respond to rich soil with plenty of<br />

humus. Asimple method is to chisel<br />

shallow trenches with aspade, lay the<br />

roots in them, then cover the crowns<br />

with soil and leaf mould.

“The development takes the form ofavillage-style<br />

complex arranged infour blocks,” says Kim. “Our goal<br />

is to provide safe, comfortable and supportive housing<br />

for elderly people, enhancing their quality of life while<br />

respecting the character of the neighbourhood.”<br />

The project has been funded from multiple sources<br />

including Tūāpapa Kura Kāinga –Ministry ofHousing<br />

and Urban Development and Rata Foundation with<br />

additional costs being met from the Council's elderly<br />

housing reserve, generated through the sale of some<br />

community houses and debt serviced by rental income.<br />

It was hailed as a ‘one­stop shop ’ to<br />

make it quicker and easier to build<br />

major projects when it pa sed into law<br />

last December.<br />

But none of the five <strong>North</strong> <strong>Canterbury</strong><br />

projects included in the Government’s<br />

Fast­track A provals Act have<br />

progre sed beyond being ‘listed ’<br />

projects in the fast­track proce s.<br />

They were among 149 projects listed<br />

in the legislation.<br />

In astatement released last w ek,<br />

Infrastructure Minister Chris Bishop<br />

and RegionalDevelopment Minister<br />

Shane Jones said around 50 of the 149<br />

projects had lodged substantive<br />

a plications with the Environmental<br />

Protection Authority (EPA), since the<br />

a provals regime was established in<br />

February.<br />

Of those,none have b en a proved so<br />

far, with the first eight expected to be<br />

signed o f by the end of the year.<br />

Proposed housing developments at<br />

Ōhoka, W odend and west Rangiora<br />

were listed in the legislation, along with<br />

the W odend Bypa s and the Amuri<br />

I rigation Company Ltd’s Balmoral<br />

water storage facility and fish scr en.<br />

An EPA spokesperson has confirmed<br />

none of the five <strong>North</strong> <strong>Canterbury</strong><br />

projects have lodged substantivefasttrack<br />

‘Speaking in general terms, councils<br />

have contributed to our housing crisis<br />

by being overly pickyabout where<br />

houses can be built, ’ he said a the time.<br />

The W odend and west Rangiora<br />

developments have since b en included<br />

in thenew WaimakaririDistrict Plan<br />

adopted last month, meaningthey may<br />

not n ed to be fast­tracked.<br />

company anticipated aresource consent<br />

would be grantedbyEnvironment<br />

<strong>Canterbury</strong> (ECan) in the next few<br />

months, after it was lodged in 2023.<br />

A$20m loan from the Government’s<br />

Regional Infrastructure Fund was<br />

a nounced earlier this month for the<br />

Balmoral water storageproject.<br />

The proposed Ōhoka development<br />

was rejected from the District Plan,<br />

after aprivate plan change requestwas<br />

rejected by an independent<br />

commi sioner in November 2023.<br />

It is sti l subjec to an Environment<br />

Courta peal.<br />

An Environment Courtspokesperson<br />

said the a pe lant, Carter Group, has<br />

b en directed to advise the court by<br />

August 2 ‘how or whether it intends to<br />

proc ed ’.<br />
