Piper Ray Harperhas performed at well
over 300 North Canterbury A&P Shows.
His first assignment with the Mclpines
North Canterbury Pipe Band was in 1962
at the Northern A&P Association’s
Rangiora Show.
Awellkept secret, which culminated in
a‘‘totally unexpected’’ surprise for a
‘‘really good bloke’’ saw Ray’s exceptional
service to the band, A&P showsand the
North Canterbury community, honoured
at the Oxford A&P Association’s 121st
Annual Show last Saturday.
The surprise came ‘‘out of the blue’’ for
the longserving member of the band, who
was presented with the RoyalA&P
Association (RAS) Blue Medal of
Excellence by RAS president Ben
Burgess.
One of the show’s roving announcers,
MelissaJebson, said Ray has also piped at
well over 100 Anzac Day parades at many
North Canterbury venues, the Christ
Church Cathedral's Anzac Day service for
many years and also attended at least 100
Christmas parades in Kaiapoi,Rangiora
and Oxford with the band.
‘‘With other parades and contests it is
estimated Ray is approaching 1000
performances, if he has not already
surpassed that figure,’’ she said.
‘‘Behind the scenes Ray has voluntarily
tutored dozens of learner pipers, was
band president for 23 years, and has been
either pipe sergeant or pipe corporal for
47 years. His service to the pipe band and
the community is unmatched amongst
today's other bandmembers.
‘‘However above all else Ray is areally
good bloke,’’ Melissa said. Ray, who lives
in Kaiapoi with his wife Ann,said the first
he knew of the presentation was when
Melissacalled out his name while he was
was lined up with the bandasthey waited
to lead the grand parade around the main
arena.
‘‘It was abit overwhelming,’’ he said.
However,receiving the medal at the
Oxford Show was ‘‘very special’’ because
it was one of his favourites.
National coastal conversations
David HILL,
LOCAL DEMOCRACY REPORTER
The Hurunuidistrict’s coastal
conversationscould soon become a
‘‘national conversation’’.
SpeakinginAmberley on Tuesday,
Prime MinisterChristopher Luxon said
New Zealand needed to continue
buildingnational resilience to major
weather events and sea level rise.
‘‘These are very challenging
conversationsand every country is
wrestling with it,’’ Mr Luxon said.
‘‘The Amberley model is an interesting
one. Iunderstand it’s voluntary and
residents would pay alevy over time.’’
The Hurunui District Council began
having conversations with its six coastal
communities in 2020 to better manage
the risk of coastal hazards.
Last the year the council purchased
land on Ashworths Road, south of
Amberley, to support the possible future
relocation of Amberley Beach residents,
whose properties are under threat from
sea level rise and coastal erosion.
Mr Luxon said there are big questions
around ‘‘who pays’’.
‘‘It can’t just be Government or local
government.
‘‘It needs to include property owners,
banks andinsurers, and it will be across
multiple Governments.
‘‘It’snot something which can get
sorted in amoment in time. It will
happen over 30 or 40 years and it needs
abipartisan approach.’’
There have been more states of
emergency declared across New Zealand
so far this year, compared to last year.
But Mr Luxon said Civil Defence,
councilsthe National Emergency
In the neighbourhood ... Prime Minister
Retirement Village on Tuesday. PHOTO: DAVID HILL
Management Agency and iwi were
getting better at responding to major
events.
ANational FloodPlan is being
developed for the first time, as the
Government looks to be better prepared
for future events with anational
adaptation framework.
It will include anational floodmap,
which will incorporate local, regional
and national flood hazard data, and is set
to be completed next year.
‘‘In the 1950s and ’60s people knew not
to build in certain areas, but we forgot
about that in the 1970s and ’80s,’’ Mr
Luxon said.
‘‘In Christchurch, Marshlands was
called Marshlands for areason.’’
As part of his visit to Canterbury, Mr
Luxon had lunch with residents at the
Amberley Retirement Village.
TheGovernment is planning to
introduce new retirement village
legislation later this year, which aims to
provide better protections for residents
and clarity for operators.
An Aged Care Ministerial Advisory
Group has also been established to look
into the future challenges for the aged
care sector.
‘‘It can be quite profitable running a
retirement village, but it can be alot
more challenging running an aged care
facility,’’ Mr Luxon said.
TheGovernment has also had afocus
on boosting KiwiSaver contributions to
encourage Kiwis to save for their
retirement.
The retirement age is also something
which needs to be considered, Mr Luxon
said. For now the retirement age is 65,
but there have been proposals to raise it
to 67.
‘‘There is no political consensus, but
National will have something more to say
about it soon,’’ Mr Luxon said.
LOCAL DEMOCRACY REPORTER
ANorth Canterburyyouth jobs
programme is experiencing high demand
in achallenging economic environment.
The Waimakariri Mayors’ Taskforce for
Jobs (MTFJ) programme has between 50
and 60 young people ‘‘actively engaged’’ in
theprogramme ‘‘at any one time’’,
facilitator ElizabethTrevathan says.
Since June 30 last year, 29 young people
have been placed in full employment,
towardsatarget of 35 sustainable job
placements.
‘‘Young people are entering avery tight
job market, with high numbers of
applicants for every role,’’ Ms Trevathan
said.
‘‘This places them at adisadvantage
when competing with candidates who
already have work experience.
‘‘The young people we’re seeing are
motivated and wanting to find work
locally.’’
The Waimakariri district has around 420
young people on aJobseekers’ Support,
and thereisanestimated total of 770
young people not in education,
employment or training.
The programme is working with school
leavers looking for theirfirst job,
universitygraduates and young people
withpretrade qualifications seeking
apprenticeships.
The biggest barrier continued to be
gaining adriver’s licence, while the high
cost fuel was aburden for young people
getting to job interviews, work experience,
and part time or short term employment,
Ms Trevathan said.
‘‘Each young person who gains
employment creates apositive ripple
effect through theirwhānau and the wider
community, building pride, confidence,
and astronger pathway into independence
as they begin their working lives.’’
Ms Trevathan said local employers were
supportive and keen to give local youth a
go.
An MTFJ opportunities hub meeting
was held weekly and several local
employers have made the time to come
and speak with young job seekers, and to
offer work experience, mock interviews
and CV checks, she said.
The programme also hosted abreakfast
with economistBrad Olsen last month,
attended by more than 50 local employers.
Mayors’ Taskforce for Jobs is funded by
the Ministry of Social Development (MSD)
and run in partnership with Local
Government New Zealand (LGNZ).
The Waimakariri MTFJ programme
received afunding boost for the 2025/26
financial year. It has allowed it to offer
more training certifications,group
courses,driving licence support, and
practical support such as providing tools.

Thieves target NCRDA’sproperty
By SHELLEY TOPP
Security is being increased at North
Canterbury Riding for the Disabled's
(NCRDA) Rangiora property after another
burglary during Easter weekend.
The theft of an electric fence reel and
alligator clips ‘‘keeping our precious
ponies secure’’ was removed from aback
paddock at the property on Saturday
evening or Sunday morning of the recent
Easter weekend, RDA president Kerry
Debenham said.
It was ‘‘incredibly disappointing’’
someone would steal from asmall charity
‘‘Removing fencing putsour precious
use funds, thatwould be better used to
support its riders and horses, to replace
more stolen equipment.
‘‘Thetheft would have taken some effort
and aknowledgeofhorses,’’ Kerry said.
It is the fourth time the property has
beentargeted by thieves in the last two
years.
Asecurity/sensor light was removed at
the end of last year. Two years ago thieves
cut afence to try and remove amower. Six
months later the battery was stolen from
the mower.
‘‘What gets me is people who do this
kind of petty crimenot thinking about the
consequencesithas for asmall charitable
organisation like us.
‘‘They have so little to gain from these
thefts,’’ she said. ‘‘But to us it is an
irritating inconvenience and an unwanted
drain on much needed funds.’’
Kerry said they were grateful for the
support they have received from ‘‘our
lovely community and followers’’ after the
thefts.
The RDA is asking people who pass by
the centre on the corner of Millton Avenue
and Ashley Street, next to the Rangiora
Showgrounds, to report any suspicious
activity immediately by calling 028 430
The charity is also asking the public to
consider volunteering for it, with fuel costs
cutting into its volunteer resources.
Cheviot’s Community Gymnasium is
up and running again after afiveyear
hiatus.
It has reopened in aside room on
the Knox Hall with fanfare, and a
sausage sizzle.
The gym had run from asite at the
Cheviot Medical Centre, but Covid
forced it to shut down as the premises
were needed by the centre.
Cheviot Community Gymnasium
chair Jane Bowater says the doors
opened this Sunday after several years
of work behindscenes to find a
suitable home for the gym.
‘‘It has been along process, and alot
of work has gone into getting it ready to
open,’’ she says.
Securing funding had helped the
committee to buy new equipment to
replace the ‘‘dinosaur stuff’’ from its
previous home.
Ms Bowater says the gym will be
open from 5am to 9.45pm, seven days a
week, and will operate on a
membership basis with afob system
for access.
People were able to sign up for
membership at the opening, and Ms
Bowater and other committee
members will be on hand to sign
people up over the coming weeks.
While membership fees have been
set at $350 for 12 months, $280 for
65yearolds and over, and $500 for a
Rga residents want
lane safety improved
By DAVID HILL,
LOCAL DEMOCRACY REPORTER
Residents in aquiet Rangioralane are
‘‘fed up’’ with alack of action to address
safety concerns in their street.
Apetition was presented to the
Waimakariri District Council last year
calling for afootpath, street lighting and
improvements to stormwater drainage
in Highfield Lane.
While the council has completed some
work to improve drainage, resident
Sandra Page said residents ‘‘have had
enough’’.
‘‘It’s been going on for nearly 20 years
and they’ve had enough.
‘‘We are forgotten after so many years,
with other streets in Rangiora having
beautiful lights and footpaths.
‘‘We want action now.’’
Residents felt unsafe due to the lack of
afootpath and no street lighting, while
the openingofatherapeutic massage
business in the lane has significantly
increased traffic.
The drains filled up when it rained
during winter, she said.
AWaimakariri District Council
Hosted by the Cheviot Area School, the
three day festival, is aimed at
strengthening links between the schools,
and provide meaningful social
opportunities for students, showcase
quality learning, sporting and cultural
experiences.
Event coordinator Jenny Crump said
while there was plenty of competition
across awide range of sports and cultural
activities, fair play, participation and
positivity sit at the heart of the festival.
‘‘There is no overall winner instead, the
focus is on effort, enjoyment and respect,
withfairness and good sportsmanship
underpinning everything we do.’’
She said students, staff and the winder
make the event asuccess.
It began as aOxford–Cheviot Exchange
and evolved into an annual festival,
bringing together the six Area Schools –
Akaroa Area School, Amuri Area School,
Cheviot Area School, Hurunui College,
Oxford Area School and Rangiora New
Life Schools with hosting rotating each
year.
Ms Crump says the festival reflected
both tradition and local flavour.
‘‘Itwas wonderful to see students fully
involved, supporting one another, trying
new activities and representing their
schools with pride.
She says an event of this scale could not
happen without the support of the many
people who gave up their time preparing
grounds, doing baking, providing
transport, and supervision, helping set up
and pack down or ``simply being there to
help where needed’’.
‘‘A special thank you to Harris Farms
support was very much appreciated.’’ The
Keeping itlocal in
achanging world
It is hard to open the news at the moment
withoutbeing reminded how
interconnected our world has become.
From geopolitical tensions to ongoing
disruptions in global supply chains,
events far from our shores are having a
very real impact on communities like
ours here in Hurunui.
One of the clearest examples is fuel.
Fuel is not just something we put in
the car, in adistrict like ours,it
underpins almost everything we do.
It affects how we get to work, how
goods are transported, how farms
operate, and how essential services
reach our more remote communities.
When fuel prices rise or supply
becomes uncertain, the impactisfelt
quickly and widely.
For our rural sector, higher fuel costs
flow directly into the cost of production.
For local businesses, transport becomes
more expensive and for family’s
everyday travel becomes amore
considered decision. These pressures
can build quietly, but they are
significant.
What global events are reminding us of
is the importance of resilienceand the
value of strong local communities.
We may not be able to influence
international markets or overseas
conflicts, but we can influencehow we
respond.
In Hurunui, that response has always
been grounded in practicality,
We see it in the way local businesses
adapt, in farmers looking forfurther
efficiencies or new approaches and in
communities supporting local services
and supplierswhenever possible.
Keeping things local is not just anice
idea, it is apractical way to strengthen
our resilienceinuncertain times.
Thereisalso an opportunity in this
moment to think carefully about how we
plan.
Energy security,transport options and
local supply chains are all part of the
conversation.
As acouncil we continue to advocate
forour districts need particularly given
the travel distances and the essential
role fuel plays in rural life.
At the same time, we should not
underestimate the strength we already
have.
Our district has weathered challenges
before, fromeconomic shifts to natural
events, and each time it is the strength of
our community that carries us through.
That strength is evident in everyday
actions: supporting local businesses,
volunteering, checking in on neighbours
and staying connected.
In aworld that can feel increasingly
uncertain, there is something reassuring
about focusing on what we can control.
And hereinHurunui that starts with
Council ratifies Youth Council submission on speed limit
The Hurunui Youth Council (HYC)
wants drivers to take their foot off the
gas on State Highway One south of
Amberley.
Asubmission by HYC to the Hurunui
District Council’s strategy and policy
committee on the Canterbury Highway
Speed Management strategy, said rather
than the 60 km/h proposed by the
Hurunui road Safety committee, and
backed by the council, it preferred a
speed of 50 km/h.
It said aslower speed would be more
in keeping with the use of the highway,
and future development in the growing
area.
The Youth Council membersZinnea
Cohen and Lexi ThomsonHall, who are
both ontheir way to earning their full
diverslicences, strongly supported
efforts to improve road safety for
residents,cyclists, pedestrians and local
businesses.
‘‘As young people who live, learn to
drive, travel, attend school and work in
Hurunui, road safety directly affects us,
our families and our wider community,’’
said Lexi.
‘‘The environment surrounding this
stretch ofSH1 is changing and the speed
setting should reflect that change.’’
directly affected by dangerous driving,
Student absences
are ‘preventable’
By DAVID HILL,
LOCAL DEMOCRACY REPORTER
Students are not expected to attend
school when they are sick, but many
absences are ‘‘preventable’’, the
Ministry of Education says.
Responding to comments from
Rangiora High School principal Bruce
Kearney, the Ministry says illness is ‘‘a
legitimate and unavoidable reason for
absence’’.
But the Ministry’s operational
standards and support group general
manager Helen Hurst said attendance
levels needed to improve.
In arecent article, Mr Kearney said
most schools will need to boost
attendance by at least five percent a
year to meet the Government
‘‘aspirational’’ target of80% of students
attending school 90% of the time
(regular attendance) by 2030.
It prompted him to ask: ‘‘Do we want
kids at school if they are unwell?’’
Mr Kearney said the biggest barrier
to attendance was illness and schools
were bracing themselves for the winter
ills in terms two and three.
His concerns were echoed by board
of trustees presiding member Simon
Green, who said while attendance
matters, it is ‘‘only one piece of the
puzzle’’.
The school is recruiting for an
attendance officer to provide support.
Other North Canterbury schools
have been having their challenges with
attendance, with Tuahiwi Education
now contracted to support schools.
Ms Hurst said while attendance took
ahit during winter months due to
speed down.
‘‘My stepfather was hit at an
intersection acouple of years ago while
he was on his motorcycle.
‘‘It was quite ahorrible thing to
experience and really important it
doesn’t happen again to anyone else,’’
said Zinnea.
Consistency was another important
factor in the submission, which said
when drivers move between different
speed zones over ashort distance, it can
create inconsistent driving behaviour.
Some drivers will maintain 50 km/h,
while others may accelerate early to 60
km/h.
This variation in speed increases risk
illness, there were other causes of
student absence.
‘‘While illness contributes to many
absences, national data and Education
Review Office findings show it does not
fully explain current attendance
levels.
‘‘Many absences are preventable.
Improving attendance is asystemwide
effort and progress depends on
collaboration between schools,
whānau, communities, government
agencies and health services.’’
She said attendance targets were
based on ‘‘strong evidence’’ that
regular attendance is critical to
students’ learning, wellbeing and longterm
outcomes.
‘‘The good news is that regular
attendance rates are improving.
‘‘We’ve seen steady increases over
the last few years, when each term is
compared to the same term the
previous year.’’
submission said.
Hurunui Mayor Marie Black, who
initially brought the Speed Management
Consultation to the attention of the
Youth Council, said the HYC was
making apositive contribution to
everything the council did.
Greyhounds need new homes
BySHELLEY TOPP
The Government’s decision to
ban greyhoundracing in New
Zealand from July 31 this year
will leave around 2000
greyhounds in need of anew
home.
Lisa Philp, manager of
Greyhounds As Pets (GAP), a
registered charity rehoming
greyhounds,says they are
preparing alargescale
rehoming effort, in the wake of
the ban.
‘‘The dogs remain at the
centre of everythingwedo.
Dog welfare and appropriate
placement are paramount,’’
she says.
‘‘Greyhounds are
affectionate, gentle and
intelligent, and make great
pets for most households
including those who live in
smaller homes.’’
Swannanoa artist and
greyhound lover Ros Beck
agrees.
Ros and her husband Baz
adopted Zara when she was
8yearsold afterfirst fostering
her.
‘‘I had aplan to get a
greyhound but Baz wasn’t
keen so Ijust fosteredafew to
warm him up to the idea,’’ Ros
says.
Right from day one Zara was
the ‘‘perfect fit’’ for them.
‘‘She just wanted to stay with
us and made it clear that she
was happy to be my shadow
and my muse in the art room,’’
Ros says.
‘‘I must have painted her at
least 50 times.
Canine art ... One of Swannanoa artist Ros Beck’s paintings of her greyhound Zara.
‘‘Louie, our whippet
accepted her into the family
and she was very respectful of
his space and toys."
Zara had asuccessful racing
career as Opawa Zara winning
five races and also having
three litters of pups before
being adopted by Ros and Baz.
‘‘She loved her life then and
Iknow her trainers loved her,’’
Ros says.
Unfortunately Zara died last
year, one month before her
13th birthday.
‘‘I miss her so much and one
day we will have another
greyhound in our lives,’’ she
says.
‘‘Greyhounds are very easygoing
companions to have in
your family.
‘‘They don’t need alot of
exercise and make you laugh
The 24yearold North Cantabrian
Stokes’ success comes more than two
decades after his dad’s Otago Classic Rally
‘‘Elated. Over the moon. It’s just insane,’’
was Stokes’ summation of how it felt to be
standing on the podium’s top step,
alongside his Gore codriver, Hayden
Graves.
Asked what it meant to celebrate with
his familyrun team and parentsBrianand
Anne surrounding him at the ceremonial
finish, Stokes put it simply.
‘‘They are everything.’’
He had been trading top spots with his
elder brother, Robbie, right through until
early in the second day, when asuspension
failure on atouring section required
Robbie to temporarily withdraw.
Hawkeswood and codriver Jason
leading for several of the morning’s stages,
but ‘‘unfortunately copped atwominute
said.
Fighting hard in the day’s final two
Calls for fairer funding
David HILL,
LOCAL DEMOCRACY REPORTER
The SouthIsland is being set up to ‘‘fail’’
with alack of Government investment in
transport infrastructure, Canterbury’s
regional council chairperson says.
Dr Deon Swiggs says the South Island,
and Canterburyregion in particular, is not
getting its fair shareoftransport funding.
‘‘Transport infrastructure isn't just about
roads, it's about economic resilience,
productivity, and regional equity.
‘‘Ifwedon’t invest in resilience we will
fail and we will end up with an even bigger
bill.’’
The Canterburyregion comprises 13
percent of New Zealand’s population,
produces around 12% of Gross Domestic
Product and makes up around 15% of
vehicle kilometres travelled.
But received just 5% of funding from the
National Land TransportFund in the
202427 and 202124 funding periods.
The South Island received 12% in the
202427 funding period, even though it
makes up 24% of the population, produces
22% of GDP and makes up 26% of vehicle
kilometres travelled.
‘‘No matter what way you cut it,
Canterburyand the South Island are in a
transport funding crisis,’’ Dr Swiggs said.
Dr Swiggs also chairs the Canterbury
Regional TransportCommittee, which
comprises the region’s mayorsand Waka
Kotahi NZ TransportAgency
representatives.
He said the lack of equitable funding
meantlocal councils struggled to keep on
top of infrastructure maintenance.
The Hurunui district has 286 bridges,
with around onethird needing to be
replaced over the next 30 years.
Environment Canterburyhad planned to
increase the electric buses in its fleet and
boost public transport services in its last
Long Term Plan, adopted in June 2024.
‘‘We had to reduce our investment on
public transport because the Government
cancelled the funding, and now look at
what’s happening with the fuel crisis,’’ Dr
Swiggs said.
With ageneral election this year, he
encouraged voters to question candidates
on how they plan to addresstransport
funding.
Hurunui District Council chief
executive HamishDobbie said his
ratepayers were contributing significantly
more than the local share on roading
projects to offset some of the funding
shortfall.
‘‘Our roading network would go
backwards and our ratepayers have said
‘we don’t want that to happen’.
‘‘There may be arational explanation for
why the South Island misses out, but
you’ve got to wonder whether it’s
political.’’
Waimakariri District Council chief
executive Jeff Millward said the lack of
funding produced ‘‘a significant backlog
and appears to be an unfair distribution’’.
Kaikōura District Council chief
executive Will Doughty said his council
shared the concerns.
Councils are starting to plan ahead for
next year’s Long Term Plans, where they
will need set abudget with their
communities to spend on roading and
public transport.
But the 202730 National Land Transport
Fund is not expected to be released until
later next year, after Long Term Plans are
adopted on June 30, 2027.
South Island Minister James Meager
said funding decisions were based on
“national priorities,project readinessand
value for money”, and not “a simple
regional split”.
He noted Canterbury received arecord
$1.8 billion in the 202427 funding period.
rsa.org.nz
Every
year Anzac Day is observed on April 25
by communities throughout New Zealand and
Australia to remember those who have served,
and those who lost their lives in war.
The term ANZAC is the acronym for Australian
and New Zealand Army Corps, and was first
used in World War I.
These groups of soldiers were known back than
as ‘the Anzacs’.
Anzac Day was first observed by servicemen in
1915 to mark the anniversary ry of New Zealand
and Australian soldiers landing on the Gallipoli
Peninsula in 1915.
It soon became a day where all New Zealanders
and Australians took time to remember the men
and women who perished in the Great War.
In 1921, Anzac Day became an official holiday,
and by 1922, it was declared a full public holiday
where shops, banks and hotels remained closed
for the day.
Anzac commemorations may consist of one
or more ceremonies — one at dawn (timed to
coincide with the initial landings at Gallipoli by
Australian troops who were the first ashore), and
/ or one later in the morning.
The ceremonies are rich in tradition, and
generally begin with a parade of returned
servicemen and military
personnel followed by
cadets, youth groups and local dignitaries.
War veterans, proudly sporting their medals,
lead the parade to a local cenotaph or memorial
gate where the ceremony includes a service with
hymns, laying of wreaths, dedications, prayers
and the Last Post played on a bugle.
Morning tea follows which allows people to
share memories, and catch up with friends and
neighbours.
Symbol of Remembrance
The red (or Flanders) poppy is a symbol of
remembrance and hope all over the world, and
in some countries is worn on Armistice Day.
However, in New Zealand the red poppy is
commonly worn on Anzac Day.
The first Poppy Day appeal was on April 24,
1922, where funds form the sales of small and
large silk poppies helped relieve suffering in warravaged
northern France.
A paper version of the poppy is now sold by
the Royal New Zealand Returned Services
Association on Poppy Day to raise awareness
of Anzac Day, and provide funds for returned
soldiers and their families and local communities.
‘‘They shall not grow old, as we that are left
grow
old:
Age shall not weary
them, nor the years
condemn.
At the going down of the sun and in the morning,
We will remember them.’’
Fuelprices,availabilityhit forestry hard
The positive news on the forestry front,
expressed in January and February,
has certainly ‘‘turned turkey’’ with fuel
prices and fuel availability front and
centre, says Allan Laurie of Laurie
Forestry Ltd.
Mr Laurie says the log trade is ‘‘highly
volatile’’ and ‘‘unpredictable’’, and
warns many elements of the trade are
could change extremely quicklydue to
unrest in the middle east, the fuel crisis
and shipping problems.
‘‘The Iran conflagration is destined to
have major impacts. Your average
vessel taking logs from aSouth Island
Port to China in February and March
was at ahire rate of US$30 $33 per JAS
cubic metre.
‘‘For those not familiar with the
acronyms aJAS is aJapanese
Agricultural Standard log measure.
This is afall back to the early export
days in NZ (1960’s)when the majority of
log sales weretoJapan and the
measurehas simply stuck.’’
April’s South Island to China voyages
are being quoted at US$42$45 per JAS
with the key driver being quoted as fuel
(bunker) increases.
AUS$12 per m3 increase equates to
about NZ$20.
‘‘Thisvery significant increase could
in part be offset by market price
increases and adrop in the FOREX
rate.
‘‘But the potential gains will be well
off setwith Harvesting and Cartage
companies needing to increase their
rates to pay for ahigher fuel cost.
‘‘Inround numbers the current maths
suggests export log sales netted back to
the forest owner will see adrop of about
NZ$8 15per JAS m3.’’
‘‘The impacts also stretch in to our
domesticsawmill customers who could
run out of logs given reduced harvest
activity.
‘‘The sector wide impacts of the
current prediction are likely the most
significant our industry has experience
since the Global Asian crisis.’’
Mr Lauriesays there has been
increasing sales of logs in to containers
with demand high and prices currently
higher than break bulk equivalent
grades. An initial demand of 40 to 50
containers per month has grown 250+
per month with prices currently
holding at February levels.
‘‘The very significant issue Ihave
with all fuelcompanies is how can they
liftthe price of fuel at the pump when
the fuelinthe tank at the pump was
purchased before the Brent Crude
increase.
‘‘If there is50days supply of fuel in
NZ why then does the fuel cost change
immediately at the pump when for the
next 50 days the fuel cost to suppliers is
at the old price?
‘‘The current practice of lifting prices
well before supply cost increases is
nothing short of gouging by NZ Fuel
companies and that requires aplease
explain,’’ Mr Laurie says.
Sold off shore ... Logs being loaded into ashipshold forexport.
In China, daily consumption across
the China eastern seaboard is akey
market indicator.
Mr Laurie says daily consumption has
been ticking along at 50 –55,000 cubic
metres adecrease of 5,000 m3 per day
on February levels.
In early March the wholesale prices
of lumber in China domestic dropped
about RMB20 per m3. ``But
commentators have suggested the
China market is ticking along at good
levels and all eyes are on NZ to see how
supply will play out in April. If supply
does drop, and at present that would be
worth taking aside bet on, sales prices
in China can be expected to increase
further.
‘‘India is currently in similar shape as
all eyes are what happens in China.
‘‘Demand is strong with modest sales
price increases in the mix. But shipping
is much more difficult, with some
owners refusing charters or playing
hard ball on price. Some are quoting
the Strait of Hormuz being just alittle
too close for comfort but otherwise the
cost of fuel dominates all negotiations.’’
Loburn CollieClub celebrates amilestone
ByJOHN COSGROVE
The Loburn Collie Club started
its centenary celebrations at its
annual combined Farmlands
Canterbury Centre
Championship dog trials
meeting at Macintosh’s farm
over the weekend.
Formed in 1926, the club has
hosted its annual dog trials
championship at the same
venue, ‘‘Whiterock Mains’’, a
total of 98 times. Two years
were disrupted by wars.
Club president Murray
Weaver says it is ‘‘quite an
honour to be here’’, as the
Macintosh family donate their
time and their energies, their
land and their sheep, in helping
make the twoday event a
success each year
Landowners Duncan and
Tina Macintosh say it has
always been part of the farm’s
117year heritage, hosting the
club’s annual competition.
‘‘My father, grandfather and
greatgrandfather have all been
senior members of the club,
holding the president’s position
many times over the years.
``I don’t have dogs, but Ilike
and then sorting the sheep out.
‘‘It’s always been awonderful
day out for the community, and
the club has maintained and
improved the facilities there
over the decades,’’ says
Duncan.
Mr Weaver joined the club in
1994 and became its president
in 1998, arole he still holds
today, 28 years later.
‘‘Every year for most of the
past century, the club has held
its annual meeting here on
Ford's Road, Whiterock, with
sometimes over 120 heading
dogs and 90 huntaways
competing for points. Their
owners come from as far afield
as Nelson and South
Canterbury to earn enough
points to qualify for the
national dog trials meetings.’’
‘‘We are asmall club and
without the kind and much
appreciated help of many from
our sister club Oxford, and the
other Canterbury dogtrials
clubs,wewould struggle now to
run the event.’’
He says over the years he has
been at the helm, the fortunes
of the club have varied, but they
are still here today and judging
by the turnout on Friday, it was
going to be another good
weekend of dog trialling.
‘‘It’s all because the people
living and working in the region
have changed in the past 20 or
soyears.
‘‘The many shepherds we
used to have living here have
gone. Many of the legacy farms
in the district have been cut
down in sizetolifestyleblocks
or converted from primarily
sheep farms to mixed dairy
servicing farms.
“Our membership has
fluctuated over the years, but so
many people here in the
Loburn/Whiterock community
are still very passionate about
their club, and we are still
getting young members joining
to help out, even if they don’t
own dogs,’’he says.
LeroyMax is the club’s
youngest member, and he says
it is agreat way to get out and
meet people in his community.
Mr Weaver, afarmer, sayshe
joined because he loved the
challenge of working with his
dogs,oftraining them up from a
pup to aworking dog.
‘‘When Ishifted hereinthe
early ’90s fromNelson, longtime
club members such as Ray
Jury and Ken Barwell helped
me alot.’’
Right up until late last
century, the Loburn Collie
Club’s annual dog trials day was
ahuge community celebration.
‘‘It was our big day out, like
an A&P show,’’ says club
historian Sally Kelso, who is
now piecing together the club’s
100year historyfor the formal
centenary celebrations, which
will be held later in July.
She says families around the
district cooked fordays leading
up to the twoday event,
supplying the meals,snacks
and nibbles which hundreds of
competitorsand visitors would
then purchasefromthe kitchen
building.
The kitchen was run for
decades by the Loburnand
‘‘There are many wonderful
stories about the club.
‘‘I am hoping people from the
districts will look in their
archives and see if they have
any photos or news cuttings
about the club.’’
She says she will prepare an
historical journal later this
year detailing the history of the
club.
Prepare ground now for spring bounty
It is time to preparevacant ground
for spring by manuring and
trenching now.
At this time of year, fresh manurecan be
applied, as it will be well decomposed
by the end of winter.
Rough digging is best done between
now and the end of May, when there is a
better chance the soil will be drier and
lighter to lift.
Deeplydug ground is processed by
winter frosts and rain.
Agenerous dressing of lime, scattered
over the surface, will help break down
heavy clay soils. Clean up any rubbish
left from harvested crops.
Either dig it under the ground being
turned over now or add it to the compost
heap.
If poultry manure is available, its high
nitrogen content will hasten
decomposition.
Cabbages :Plant now for spring use.
Peas :Sow in welldrained ground.
Maincrop varieties give twice the
weight and are only 10 days later in
maturing than the dwarf strains.
Broadbeans :Sow when plant growth
is almost finished for the season. The
hardier, longpod varieties give heavier
crops in the uncertain conditions of
spring. Broad bean seeds will germinate
in soils almost at freezing point. Work
Autumntask ... Carrots and beetroot can be lifted and stored for winter.
superphosphate and lime (30g each to
the metrerun of drill) into the soil
before sowing. Space seed 10cm to 15cm
apart in double rows, 20cm apart and
4cm to 5cm deep.
Carrots and beetroot :Lift now and
store in drysand or soil through the
winter. Lift the beet carefully so the
outside skin is not damaged, or it will
“bleed” and the keeping qualities will
suffer. Screw stem tops off or cut well
above the crown. Carrots that have split
or been attacked by pests such as
PHOTO: FILE
wireworms or slugs should be taken
inside for immediate use.
Parsnips can be left in the soil for
improved flavour when frosts occur.
Swedes, turnips and artichokes also
keep well in the soil, but must be lifted
as soon as spring growth begins.
Prepare the ground for new rose beds,
fruit trees and flowering shrubs.
Dig about 60cm to 70cm deep, unless
there is only shallow topsoil over a
heavy clay subsoil. Shallower digging
then is preferable.
ForAHealthy&
Colourful Garden
Fork welldecayed animal manure or
garden compost into the subsoiland add
adressing of bone meal (100g per sq m)
to supply phosphates.
Herbaceous perennials:New plants
can be put in now and existing plants
lifted and broken up for replanting. This
work can also be done in early spring.
Sweet peas:Sow in boxes or pots and,
in warmer districts, in the open ground
where they willflower.
Chrysanthemums:Protect, or lift and
take into agreenhouse, if early frosts
are typical in your area.
Gladioli :Once flowering has finished
and leaves start yellowing, lift carefully
with afork. Take the soil from the roots
and tie corms in bundles by the stems
(with name labels attached for serious
growers).
Hang to dry in afrostfree place (such
as ashed or garage) until the foliage has
withered. Cut it off then and place the
corms in shallow boxes.
To increase your supply, remove small
corms from the larger ones and plant
during spring in areserve bed, where
they can grow to full flowering size.
Lily of the valley :Plant crowns 8cm
apart in cool, semishadyplaces. Plants
respond to rich soil with plenty of
humus. Asimple method is to chisel
shallow trenches with aspade, lay the
roots in them, then cover the crowns
with soil and leaf mould.

Council’s Housing Portfolio Holder, CrWendy Doody,
says the development is awin for the community in
all aspects; representing asignificant investment in
supporting the District's ageing population but also
utilising red-zoned land that would otherwise be
uneconomic to remediate.
“We know our community is getting older and that
stable housing options for elderly people on low
incomes are very limited, sothese homes are sorely
needed,” says Cr Doody.
"Council is committed to playing abigger role in helping
to address housing constraints across the District,
including asaprovider of affordable rentals."
“It’s not just about housing though; it’s about creating a
supportive living environment that enables our tenants
to maintain their independence and be part of acloseknit
community.”
Project Manager Kim Booker, says the homes have
been designed to blend harmoniously with surrounding
properties, ensuring the development enhances the
local area.
“This location presented unique challenges as redzoned
land following earthquake damage. However,
we’ve used lightweight construction suited to the land
conditions, making itpossible tobuild these 52sqm
homes,” says Kim.
Each home features alarge deck at the front and rear
to enable good indoor/outdoor flow with accessibility
features including shared ramps to ensure residents
can navigate their homes safely and independently.
Ashared energy system ispart ofthe development
ensuring each block isprovided hot water and heating
to aminimum temperature and is included as part of
the rent.
“The development takes the form ofavillage-style
complex arranged infour blocks,” says Kim. “Our goal
is to provide safe, comfortable and supportive housing
for elderly people, enhancing their quality of life while
respecting the character of the neighbourhood.”
The project has been funded from multiple sources
including Tūāpapa Kura Kāinga –Ministry ofHousing
and Urban Development and Rata Foundation with
additional costs being met from the Council's elderly
housing reserve, generated through the sale of some
community houses and debt serviced by rental income.
Solar on your farm:risk- andinvestment-free!
PX Solar understands the needs and
conditions of New Zealand farming. Our
associate companies currently operate
10 farms in Canterbury and 14 in the
North Island. This deep connection
to the land and rural economy drives
our interest in solutions that enhance
both farm productivity and national
sustainability.
The irrigated farm area in
Canterbury accounts for 60% of
New Zealand’s total, with electricity
being one of the largest and fastestgrowing
operational costs. To address
this, PX Solar has successfully installed
solar systems on two ofour Canterbury
farms, demonstrating clear benefits:
• Savings on power bills will be shared
between the farmers and us.
• We will be responsible for the
maintenance and insurance of the
solar system throughout those
25 years.
• Asthe solar system has anexpected
lifespan ofmore than 30 years,
ownership will be transferred to
the farmer at no cost at the end of
Year 25.
• Any carbon credits generated will be
passed on to the farmer, should they
become available.
Whatthismeans foryou
Wehandle the investment and the risk!
PX Solar will pay for everything up
front and you share the savings from
your lower power bill with us.
Youget immediate savings with no
upfront cost, no maintenance worries,
and avaluable asset at the end.
After 25 years, you own the system
outright –for free. It will keep
generating power for another 5+ years,
meaning all the savings from then on
are 100% yours. Youcan also choose to
buy the system earlier if you wish.
• Cost reduction: Solar-generated
power directly reduces grid
electricity draw during the irrigation
season, lowering farmer expenses.
• Emissions reduction: Each megawatt
of solar capacity reduces CO₂
emissions by approximately
146 metric tons annually.
Local Democracy Reporter
It was hailed as a ‘onestop shop ’ to
make it quicker and easier to build
major projects when it pa sed into law
last December.
But none of the five North Canterbury
projects included in the Government’s
Fasttrack A provals Act have
progre sed beyond being ‘listed ’
projects in the fasttrack proce s.
They were among 149 projects listed
in the legislation.
In astatement released last w ek,
Infrastructure Minister Chris Bishop
and RegionalDevelopment Minister
Shane Jones said around 50 of the 149
projects had lodged substantive
a plications with the Environmental
Protection Authority (EPA), since the
a provals regime was established in
February.
Of those, none have b en a proved so
far, with the first eight expected to be
signed o f by the end of the year.
Proposed housing developments at
Ōhoka, W odend and west Rangiora
were listed in the legislation, along with
the W odend Bypa s and the Amuri
I rigation Company Ltd’s Balmoral
water storage facility and fish scr en.
An EPA spokesperson has confirmed
none of the five North Canterbury
projects have lodged substantivefasttrack
a plications.
Developers of alistedproject can
a ply to the EPA where an ‘expert
panel’ wi l a se s theprojectand
consult with ‘directly a fected groups ’.
Panel convenors determine theextent
of the consultation, meaning the is no
guarant e local communities wi l have a
say.
Thereisnotimeframe for alisted
projec to lodge an a plication, the
spokesperson said.
When the project list wasa nounced
in Octoberlast year, Mr Bishop pointed
the fingeratcouncils for creating the
housing crisis.
‘Speaking in general terms, councils
have contributed to our housing crisis
by being overly pickyabout where
houses can be built, ’ he said a the time.
The W odend and west Rangiora
developments have since b en included
in thenew WaimakaririDistrict Plan
adopted last month, meaningthey may
not n ed to be fasttracked.
Amuri I rigation Company
chairperson DavidCroft said the
company anticipated aresource consent
would be grantedbyEnvironment
Canterbury (ECan) in the next few
months, after it was lodged in 2023.
‘It l oks like the normal consenting
proce swi l be faster. In some waysit
wouldbethe ideal situation because
everybody hashad the chancetohave
their say in asystem they are familiar
with. ’
A$20m loan from the Government’s
Regional Infrastructure Fund was
a nounced earlier this month for the
Balmoral water storageproject.
The proposed Ōhoka development
was rejected from the District Plan,
after aprivate plan change requestwas
rejected by an independent
commi sioner in November 2023.
It is sti l subjec to an Environment
Courta peal.
An Environment Courtspokesperson
said the a pe lant, Carter Group, has
b en directed to advise the court by
August 2 ‘how or whether it intends to
proc ed ’.
Waimakariri District Council
development pla ning manager Ma t
Bacon said underthe new District Plan,
the site of the proposed Ohoka
development is zonedrura lifestyle.
It mean the farmland could be subdivided
into 4ha lots, but not into an
850home development as proposed.
Carter Group was contacted for
comment but areply had not b en
received by the time the North
