Supporting healthy relationships for youth in Oxford

As local MPand Minister for Mental Health, Iknow how important itistokeep our children safe from

digital harm and promote healthy conversations around relationships. That’s why itwas important for

me to attend the Health Relationships pop-up event atOxford Area School where agroup ofsenior

students encouraged their peers to consider what makes ahealthy oranunhealthy relationship.

The youth voice isparticularly important when itcomes to the subject of healthy relationships, as they

are the ones embarking onrelationships with one another, often for the first time. It was really good

to hear the organisers talk about the pitfalls of navigating relationships nowadays, and tohear ofthe

support they value from their peers when things gowrong.

Celebrating Satisfy Food

Rescue’s new home

Ienjoyed celebrating the opening of Satisfy Food’s new premises in

Southbrook. Supporting them over the years as local MP, Iknow their

growth and success have demonstrated their value toour communities and

I’m excited that they will be able to function even more efficiently in their

new space.

It was great to see somany different community groups join them for

the celebration and agood reminder of how lucky we are tohave such a

dedicated and comprehensive social services inWaimakariri. These groups

all doincredibly valuable work inour community –thank you all.

facility to improve water reliability through the existing Waimakariri Irrigation

Scheme, enabling water to be diverted from the Waimakariri River when it is

Nth Canterbury remembers

Around 380 rare

Canterbury lizards have

found anew home in the

northern Kaiapoi lakes

area.

The Canterbury grass

skinks were forced to give

up their homes to make way

for the Woodend Bypass.

Transport Agency

completed an ecological

survey of the designated

route for the Belfast to

Pegasus Motorway and

Woodend Bypass, before

entering into negotiations

with the Waimakariri

District Council last year.

The agency then engaged

Wildlands Consultants Ltd

to prepare alizard

management plan, which

was required for

Department of

Conservation approval.

The council’s

biodiversity team leader Dr

Bex Dollery said some

enhancement work,

including creating rock

piles and wood piles, has

been carried out to

establish ahabitat for the

lizards.

‘‘Wildlands did asurvey

and found there was a

population of lizards

already living in the

Kaiapoi lakes, but they

found the two populations

could co­exist together,’’ Dr

Dollery said.

Abudget of $207,908 had

been set aside in the

council’s 2025/26 annual

plan for the enhancement

of the Kaiapoi lakes area,

south ofPine Acres, and to

the north of the town.

But with NZTA picking

up ashare ofthe cost, Dr

Dollerysaid therewould be

some savings to the council.

To date the council has

spent around $100,000,

including seats, willow

control, planting and

signage, while NZTA has

spent around $120,000.

The council’s climate

change and sustainability

portfolio holder Cr Niki

Mealings said she was

pleased with the outcome.

‘‘As alifelong lover of

lizards, Ithink this is a

pretty great outcome.

‘‘And the council comes

out better off onthe

balance sheet.’’

Populations ofthe

Canterbury grassskink

have been found on the

north Canterbury coastand

in inland areas.

They grow to 85mm long,

with the tail being equal to

or slightly longer than the

body length.

The species has been

listed as at risk: declining.

Bigturnouts at Anzac services

Huge crowds turned out in towns big and

small to attend North Canterbury Anzac

Day services last week at which the

commontheme was peace.

In Rangiora, it was one of the largest

crowds seen at aservice formany years

­four and fivedeep in places, along High

Street.

The street was closed to traffic, to

enable people to watch the annual

Anzac Day Citizens Parade in which

hundreds of people of all ages marched

to the Cenotaph War Memorial to join

hundreds more waiting there forthe

11.30am memorial service and wreathlaying

ceremony.

Oxford’s service at the Cenotaph and

at Kaiapoi’s Trouselott Park were also

attended by large numbers people.

The Rangiora ceremony was led by

Rangiora Royal New Zealand Returned

and Services Association (RNZRSA)

president Ian Caldwell.

Guest speakers included former

Rangiora RSA president and now

national RSA vice­president Malcolm

Wallace, Rangiora RSA chaplain and

bugler for the service, Bill Peck,

Waimakariri Mayor Dan Gordon and

Rangiora High School head students

Grace Tooley and Aidan Haverkort.

Mr Gordon extended awarm welcome

to ``our veterans, our current service

personnel’’, and to their families and

friends.

‘‘To our RSA's, thank you. Your

dedication to ensuring we come together

to remember is something we are all

deeplygrateful for.

‘‘You do aremarkable job, and each

year it is heartening to see more and

morepeople gathering here in

reflection,’’ he said.

‘‘Today, we stand together with a

senseofsolemnity. As we remember the

sacrificemade by so many from this

district, we are also reminded that

conflict is not confined to the past.

‘‘Around the world, there are ongoing

warsand tensions that bring uncertainty

and consequence far beyond their

borders.’’

Earlier in the morning alarge crowd

alsoattended the annual Anzac Day

Commemoration Service and wreathlaying

ceremony held at Rangiora High

School, whereprincipal Bruce Kearney

and head pupils Grace Tooley and Aidan

Haverkort delivered moving speeches,

and Rangiora RSA president Ian

Caldwell read out the ‘‘Ode of

Remembrance’’ apoem honouring the

men and women who died during World

War Iand subsequent war­time

conflicts.

Mr Kearney said we must learn to live

and love.

‘‘We must embrace the moment even

when the world feelslike it's living on a

knife’s edge.

‘‘We need to treasure our children,

spend time with them and celebrate

them.

‘‘By doing this we ensure the

(wartime) sacrifice wasn't in vain. We

are using the gift of peace to cherish the

very thing that was taken from so many,

our children.’’

MainPower holds line charges

The majority of MainPower’s residential

customers won’t have to dig deeper into

their pockets this year to pay their line

charges,

MainPower Chief ExecutiveSean

Horgan says despite rising costs, the

North Canterbury lines company has

decided to increase the rebate paid to

customers to offset the lines charges, as

the cost of living continues to bite.

“While some residential customers

with above average consumptionmay

experience amodest increase, more

than 80 percent of our customers will

remain as they are, or even benefit from

aslight decrease in lines charges.

“We still need to pass through

Transpower’s increased transmission

charges, but MainPower’s lines charges

won’t be areason for our customers to

pay more for power.”

Transpower’s charges, whichthe lines

company is obliged to pass on through

legislative requirements, will increase

around 18.5% on April 1, so customers

will still see an average increase of

around 4% in their power bill.

the lines charges will remain the same

orinsome cases decrease slightly.

Mr Horgan says being aconsumertrust

owned electricity distribution

business means the company isn’t

driven to pay dividends to shareholders,

ensuring profits go back into the

network or directly to consumers

through rebates and community support

instead.

“It can be difficult for our customers

to see our part of their accounts as not

all retailers list the lines charges

separately on the power bill.

“The annual rebate amount provided

last year was $10 million –this year

we’ve increased that to $14 million to

absorb those rising costs forour

customers.”

Mr Horgan says while most nonresidential

customers won’t see a

change in their charges this year, other

categories may see achange and should

check the lines charges on the

MainPower website to see how they are

affected.

“We appreciate that times are tough at

the moment and we’re pleased we’re

able to ensure at least our part of the

power bill won’t be going up, making life

just alittle bit easier for our residential

customers,” Mr Horgan says.

Inaugural Hybrid Games in Rga

NCSports held its first Hybrid Summit

Games fitness competitionrecently at

Rangiora’s MainPower Stadium.

Eighteen two­person teamsmade up of

participants from severallocal gyms and

fitness centres tookpart in the inaugural

games ­men's, women's and mixed

divisions.

The competitionwas built on the new

Hybrid Fit grouptraining classes –a

fusion of arange of fitness competitions

that are popular around the world –run at

Stadium Fitness Centre in MainPower

Stadium.

The three stages of the competition

challenged their strength, speed,

coordination and endurance, with team

members having to work together to

achieve as many rounds as possible in the

given time.

Exercises included barbel squats and

thrusters, lunges, dumbbell lifts, Farmer's

carry, rowing, ski ergs, and burpees.

Team "Speed &Comfort" from Cave

Fitness in Kaiapoi took out the men's

competition, just one point ahead of team

Lactic Acid Trip from The Yard Gym in

Christchurch.

Serious from AmberleyFitness Centre.

Competitionwas no less fierce in the

women's division with just three points

separatingthe top three teams.

Team Sweat&Sass from F45

Marshlands gym took out first place,

followed by team Hot Mess Express from

Rangiora Fitness Centre, and team Mixed

Bag from Cave Fitness in Kaiapoi.

In the mixed division Team Cave from

Cave Fitness claimed honours ahead of

team TemuTalent from Stadium Fitness

Centre.

Taylor­Roberts developed Hybrid Fit

classes and the Hybrid Summit Games as

anew concept to provide another fitness

class option to those already available

through NC Sports' five local gyms.

It was also to create ateam training

dynamic with acompetition event to boost

motivation and social interaction.

"We have run the very popular Les Mills

and ARMAgroup classes for many years

now, which are some of the best cardio

workouts available, but Hybrid Fit has a

higher focus on strength and teamwork

within agroup environment which

appeals to adifferent segment of our

members,” Jo says.

Hybrid Fit classes are held at Stadium

Fitness Centre (at MainPower Stadium in

Rangiora), as well as Amberley, Kaiapoi

and Oxford Fitness Centres.

While there is an emphasis on strength

training in these classes they are suitable

for any base strength and fitness level as

weights used can be adjusted to suit each

participant.

NC Sports is planning to run another

Hybrid Summit Games event later in the

year.

Along walk for to

remember and heal

Shane Anderson, aformer soldier of the

2nd/1st Battalion, Royal New Zealand

Infantry Regiment, is walking the length

of New Zealand with his canine

companion Missy.

They are doing the 3000 kilometre

walk from Bluff, at the bottom of the

South Island, to Cape Reinga/ Te

Rerenga Wairua at the top of the North

Island, to support New Zealand’s war

veterans and honour the men and

women who have died during overseas

wars serving our country.

‘‘It is ajourney for our returned and

fallen soldiers, for the battles fought

overseas and the battles fought at home,"

he says.

‘‘A Long Walk Home represents the

road many veterans must walk when

they return from service. It is about

breaking silence, building community,

and being avoice for those who feel

unheard.

"We walk for remembrance.Wewalk

for healing. We walk for connection."

Shane says Missy, aStaffordhshire

bull terrier/whippet cross, is the best

companion to have alongside him.

"I can be broken after 47 kilometres,

and she is still chasing rabbits."

The pair began their epic journey in

Bluff on March 1and last weekend

stopped in Rangiora to attend Rangiora

High School's Anzac Day Roll ofHonour

Commemoration Service on Saturday

morning.

He later attended the Rangiora Royal

The Waimakariri ArtsTrust will celebrate

amilestone in July —the Kaiapoi Art

Expo’s 20th anniversary.

The Trust’s expo has supported and

showcased local visual artists from across

the district for two decades and to mark

the anniversary has invited all past

winners of the People’s Choice Award to

exhibit.

But it needs some help. It is seeking

contact information for three past

People’s Choice winners —Tony Paviell

(2006), EmmaJones (2011) and Elaine

Milnes (2020).

The Trust is keen to hear fromanyone

who has any information which will help

locate them.

Registrations from artists wanting to

exhibit in the 2026 Expo must register by

tomorrow, Friday, May 1.

Thank you to everyone whoorganised

this years Anzac Day commemorations

across our district.

As always, it was atime that brought

our communities together in avery

special way.

Ihad the privilege of attending

services in Ohoka and Sefton,

Pegasus, Kaiapoi, The Sterling,

Rangiora, and the Striking ofthe Flag

in Loburn.

Looking back, what stands out most

is the strong sense of community at

each location, and the quiet respect

shown for those who have served.

Iwant to acknowledge our RSAs for

therole they play not just on ANZAC

Day, but right throughout the year.

The support they provide to

veterans and their families,and the

spaces they create for connection and

remembrance, are an important part

of our communities.

In reflecting on the day, onething

that stayed with me was the personal

nature of it all.

For many of us, ANZAC Day is tied

to family stories, to names we

recognise, and to moments of quiet

reflection.

That is what continues to give the

conflict are still very real in todays

world.

Even here at home, we see it in

different ways, including through

pressures on the cost of living.

At the same time, we are fortunate to

live in apart of the world where

conflict is not part of our daily lives

and that perspective matters.

We honour those who served, those

who continue to serve, and the

families who stand alongside them.

On another note, it was great to also

get along to part of the Super Round at

Te Kaha One Stadium NZ.

It was afantastic event and ahuge

boost for Christchurch.

The city has been through alot over

the years, but weekends like that show

just how much energy and vibrancy

thereis, and how far things have come.

Upholding freedom

For me, Anzac Day is atime to recognise

and thank the families, friends and loved

ones of the men and women who so

selflessly put their lives on the line to

uphold our freedom.

It was important for me to attend, lay a

wreath and speak at several services

across the electorate over the weekend,

and it was particularly special to see the

students of Ohoka School attending their

local service last Friday morning.

It is also important to acknowledge

both the physical and mental impacts

from service which are aconstant

reminder and often alife­changing

challenge for our veterans, so it was good

to see so many of you showing your

respects at the many other services

around the Waimakariri this year.

When Iwas approached by Waikuku

resident Joe Kennedy to support his

petition, challenging NZ Post’s proposal

to close the mailboxes at Waikuku Beach

General Store, it was ano­brainer.

Many of Waikuku’sresidents don’t

have the option of having mail delivered

to their residential letterboxes, so I

agreed with Joe that it was unfair to be

told by NZ Post that residents would

need to travel 6km up the road to

Ravenswood to collect their mail.

Itook Joe’s petition to Parliament last

week and handed it over to NZ Post

has been delayed so the community’s

voice can be heard and carefully

The New Zealand–India Free Trade

Agreement is legally complete and

signed, marking aonce­in­a­generation

step forward for New Zealand exporters.

This will deliver significant gains for

exporters, cutting or eliminating tariffs

on 95 per cent of our exports.

From day one, more than half of New

Zealand exports to India will be dutyfree,

rising to 82 per cent when fully

implemented –creating growth and jobs

at home. This once­in­a­generation

agreement gives our exporters

unprecedented access to 1.4 billion

people and an economy set to become

the third largest in the world.

The FTA willmake ahuge positive

impact for local businesses, like Sutton

Tools, who willbeable to significantly

increase capacity, leading to more local

people being employed, which is

obviously fantastic news for

Waimakariri.

Finally, Ispent time in and around

Kaiapoi recently visiting anumber of

businesses and spending time with

NZTA Director of Regional

Relationships James Caygill and

Regional Manager Richard Osborne at

the Pineacres site of early

implementation works for the Woodend

Bypass. It’s great to see physical works

starting to ramp up for this vital piece of

roading infrastructure, and Ilook

forward to seeing more progress over the

coming months.

Hurunuicouncil signals rate rise under 4%

Rising fuel costs are creating some

uncertainty, as the Hurunui District

Council looks to keepits rate rise under

four percent.

Councillors adopted the draft 2026/27

annual plan on Tuesday, April 28,

proposing an average rate rise of 3.97%,

excluding three waters.

But the council’s chief finance officer

Jason Beck said staff were wary of the

impact of rising fuel costs in setting the

budget.

The draft budget has allowed for a15%

increase in the roading budget for

maintenance and renewals due to fuel

costs.

‘‘Wedon’t expect Waka Kotahi (NZ

TransportAgency) to come to the party,

so it will need to come from rates,’’ Mr

Beck said.

‘‘We are fortunate we have areserve of

$1.2m from savings in the Long Term

Plan.’’

The money has notbeen spent as the

council did notreceive the co­funding it

had expected fromNZTAinthe 2024­27

National LandTransport Fund.

An average rate rise of 16.28% had

been signalledinthe Long Term Plan,

which had included three waters and the

council has scaled back its roading

programme.

Economic pressures are expected to

result in areduced income fromthe

council­owned Hanmer Springs Thermal

Pools &Spa.

Mr Beck said the council had changed

its budgeted cash surplus from thepools

for the 2025/26 year to $3.46m down by

more than $200,000.

The cash surplus budget for the next 12

months has been set at asimilar level,

which is $1.1m lower than anticipated in

the Long Term Plan.

Abudget of $1.2m has been set aside

for the Grierson Avenue extension in

Amberley, which aims to secure access to

the Amberley Beach Golf Course, and

will be debt funded.

The council has formed anew joint

water services council controlled

organisation, Kaikōura Hurunui Water

Services Ltd, with the Kaikōura District

Council.

Mr Beck said $224.2m worth of three

waters assets will be transferred to the

new company, along with $78.4m worth of

debt.

Rates will be collected to fund the

three waters services has part of this

year’s rates bill and then handed over to

the new company, he said.

‘‘It means alarge chunk of the budget

is moving to another entity.’’

Council debt will be reduced to $33.5m

or adebt to revenue ratio of 61.89%, down

from 165.28% in the 2025/26 annual plan.

Thecouncil is planning public

engagement on thedraft annual plan

next month, before adopting the final

annual plan on June 30.

What is one of the most recognisablesymbols of

remembranceleadinguptoAnzac Day? It is thered

poppy.Worn each April in New Zealand and Australia,

and at sites around the world commemorating

ANZACDay,ithonoursthe soldiers who served and

those who lost their lives in war.

After the fighting acro s Europe during WWI, bright

redpoppies wereamong the firstflowers to grow in

the mudand soil ofthe ba tlefields. These flowers

became apowerful symbol of remembranceafter

the famous poem by Canadian Lieutenant Colonel

John McCrae, “In Flanders Fields,” which described

poppies growing among the gravesoffa len soldiers.

The red poppy,orFlanders poppy,also came to

represent the sacrifice of soldiers in campaigns such

as the Ga lipoli Campaign. Thered poppy became

asymbol of the bravery and sacrifice of those who

served during the Ga lipoli campaign of1915 and is

central to the ANZACstory.

While the first official Poppy Day in New Zealand was

planned for Armistice Day in 1921, due toadelay in

the shipment ofsilk poppies from France, it was held

on 24 April 1922, the day beforeAnzac Day.

Formany years, redplastic andpaper poppies

weremade in Christchurch by members ofthe

Christchurch Royal New Zealand Returned and

Services’ A sociation (RNZRSA)and wereworn

throughout New Zealand. However,asofthis year,

the RNZRSA wi l se l anewsustainable poppy made

from biodegradable paper,manufactured by the

Royal British Legion in Kent, England, at this year’s

Poppy Day Appeal.

Today,poppies aresold each year in the lead-up

to Anzac Day during the annual Poppy Appeal

organised by the RNZRSA. Volunteers stand in

towns and shopping areas, se ling the sma l red

poppies that people wear as avisible signofrespect.

Themoney raised helps support veterans and their

families, including today’s soldiers, a sisting with

welfare, housing, health services, and community

programmes. In communities acro s the country,

includingthose throughout Selwyn, buying

and wearing apoppy has become asimple but

meaningfulway forpeople toshow their gratitude.

The red poppy is asma l symbol,but it is apowerful

reminder of courage, sacrifice, and remembrance,

and remains part of New Zealand’s history.

Looking out for old biscuit tins

Mick Watt, of Waikuku Beach, is on the

lookout for old biscuit/chocolate tins,

especially the little oval ones.

He creates handmade art pieces with

them,reflecting his passion for sailing

ships and nautical themes.

Mick is aretired seafarer whohas

worked on fishing trawlers and oil rig

tenders all around the world.

He’s apassionate artist whose love of

sailing ships manifests itself through his

art.

‘‘It all started over 35 years ago, and

since then I’ve loved ship paintings, and

now I’ve retired to the beach, Ihave the

time todosomething about it.’’

The intricate rope work and detailed

miniature artworks he produces by hand

allow him to develop his passion for

larger­scale paintings of square­rigged

sailing ships in the manner of the noted

oil paintings by J. M. W. Turner (23 April

1775 –19December 1851), an English

painter renowned for his skill in the

portrayal of light and maritime scenes.

Sea life is afamily passion as Mick’s

youngest daughter is asailing ship

captain who works in Europe on masted

training ships, doing learning­based

sailing adventures similar to those

offered on the Spirit of Adventure. She

also works on Sea Shepherd Conservation

Society vessels.

‘‘As akid, you would always find her

climbing trees, now she climbs masts

around the world,’’ he says.

His sea shanty scenes are made of

recycled oval and circular biscuit and

chocolate tins.

‘‘They are getting harder to find now.

I’m scouring secondhand shops for them.

It’s also getting even harder to find the

rope Iuse to surround them in.’’

Mick says that working with the rope is

one of the most challenging aspects of his

craft.

‘‘I’ve worked with ropes all my life.

Mending nets on fishing boats for years

was one of the nicer quiet times in my life

and Ienjoyed it.

‘‘But now my hands are not what they

used to be and the smaller gauge ropes I

use take abit of work to craft them into

the designs Iamtrying to achieve, but I

work withwhat Ihave.’’

He says he must be calm and collected

when working the rope into the designs.

‘‘You have to get it right the first time.

You get afeeling for it. But often it’s 50/50

as to whether the rope wants towork with

you today or not, as it has amind of its own

and hours of work can be ruined with just

one slip.’’

Mick says each art piece can take up to

six hours to make, once you factor in the

rope work.

He makes them in his garage, where

he’s surrounded by many works in

progress and finished items, which he

takes to the markets he sells at.

‘‘It’s alot of fun and keeps me sharp. I

love creating things with my hands. I’ve

made ships in bottles and lighthouse

models, but the biscuit tin models are my

favourites, and to do more Ineed lots

more tins and frames to workwith.’’

This year’s Anzac Day

weekend was special for the

supporters of Balcairn Public

Hall.

It marked the hall’s

100­year anniversary.

The weekend began on

Anzac Day with the

opportunity to see apictorial

display of the Balcairn Hall

and the surrounding area

from Kowai Archives beforea

civic Anzac Service.

The hall was packed for the

12.30pm service with David

Lowe MC and Hurunui Mayor

Marie Black and Amberley

RSA president Colin Hearn

guest speakers.

followed from 2pm to 4pm

and later that evening

Lyttelton folk singer Adam

McGrath, afavourite with

Balcairn Public Hall

supporters, returned for

another special concert.

Centennial celebrations

continued on Sunday,

beginning at 1.30pm in the

hall with atalk by Professor

Emeritus Jeremy Finn, who,

along with Deb Vink coedited

and compiled

Balcairn Public Hall the

First 100 Years, abook

celebrating the history of the

hall which was launched at

the event.

After Professor Finn’s talk

John Rickerby spoke about

his recollections of the

Balcairn area and the hall.

Mayor Black, who was also

aspecial guestatSunday's

event, said the gathering

honoured acenturyof

stories, service, relationships

and celebrations that have

been shared within these

“four walls’’.

‘‘This hall was born from

determination. With local

fundraising, the people of

this community built the hall

as amemorial to those lost in

the First World War.

‘‘This is atribute to the

determinationand

persistenceofour

forebears,’’ she said.

‘‘Generations have grown

up with this hall as their

community backdrop. It is a

place where friendships

began romances blossomed

and families gathered to

celebrate moments that

matter.’’

Anew public art space has been

established in the Kaiapoi central

businessdistrict.

Kaiapoi Little Gallery is the

brainchildofHeather Hall and she has

been joined in the venture by Marion

Collin.

Both artists live in Kaiapoi.

Earlier this year Heather recognised

the need for apublic space to showcase

the many talented artists in Kaiapoi who

don't have enough artwork for asolo

show in one of Waimakariri's bigger

galleries.

‘‘Thereare so many artists out there

with nowhere to display their work,’’

Heather says.

The gallery, which is upstairs in the

Kaiapoi Arcade, opened in February

this year.Quite afew paintings have

already been sold and there have been

visitorstothe gallery every day since it

opened.

Kaiapoi Little Gallery “provides a

chance forWaimakariri artists to

showcasetheir work and for people to

buy original artwork at affordable

prices," the women say.

Heather is an experienced artist in

several mediums, whose current focus is

on soft pastels. Marion is awater

colouristbut she is currently working on

2D (two dimensional) needle felting in

wool.

‘‘We have both exhibited at the

Kaiapoi ArtExpo andthe Rangiora Art

Society exhibitions,’’ Marion says.

The women are also both holding

workshops at the Kaiapoi Little Gallery

in their respective fields.

They have their own work on display

in the gallery alongside Kaiapoi artist

astalwart of the

Waimakariri Sailing Club

for 30 years.

For 21 years of those

years she has been the club

secretary supporting

several Commodores and

managing the efficient

flow of communication

between committee

members and the wider

club.

Gwenda’s outstanding

contribution to the club

was recognised recently

when she was presented

with aYachting New

Zealand Service Award by

Rear Commodore Sam

Jones, in front of apacked

clubhouse.

NZ Masters Games in

Dunedin

She was awarded aLife

Membership of the

Waimakariri Sailing Club

in 2018 and continues to

contribute as avaluable

member.

The club was founded in

1927, and is preparing for

its centenary in the

2027/2028 season.

It is located at Kairaki

Beach and sails most

weekends at the

Waimakariri River mouth.

It has apopular learn­tosail

programme for people

of all ages who are keen to

learn sailing skills in a

A20­year wait for safe speeds will soon

be over for aKaikōura school.

Te Kura oHāpuku, located onState

Highway 1north of Kaikōura, and

Cheviot Area School are among 16

Canterbury schools set to receive new

variable speed limit signs in the coming

weeks.

Aspokesperson for Hāpuku School

said the school had written multiple

letters to Waka Kotahi NZ Transport

Agency, with the first one dated in 2006.

A60kph variable sign was due to be

installed in late April /early May.

‘‘100kph is too fast when you’ve got

kids,’’ the spokesperson said.

‘‘We are pretty stoked that it is finally

happening.’’

A30kph variable sign will be installed

on Cheviot’s main road, Hall Street, to

improve the safety for children crossing

the road to school.

‘‘Student safety is always our highest

priority, and this change will help create

asafer environment forour tamariki,

whānau and staff during the busiest

times ofthe school day,’’ Cheviot Area

School principal Ginny Neal said.

‘‘Forus, this is about giving families

greater confidence and helping ensure

that everyone arriving at or leaving

school can do so more safely.’’

Honouring those who served in the Hurunui District

Acall to honour those who stood behind

those who served, echoed throughout the

Hurunui District at Anzac Day services.

Mayor Marie Black, at the first Medbury

service held at the new Med Shed, spoke of

the need to remember those who tended to

the sick and injured.

The doctors, the nurses and the families

back home who waited and carried on

keeping their communities strong when

all the young men from districts in North

Canterbury went away to war.

She talked of the mental anguish

experienced not only by soldiers facing

death every day, but also of the nurses and

doctors who cared for those injured.

“They faced the same dangers and

stresses the soldiers did, and carried their

mental scars for the rest of theirlives just

like the soldiers did.”

At the Waikari service, Winton Dalley

spoke of the need to remember the

families of those who served and the

struggles they have all faced in the years

following the conflicts.

He spoke of the impact on the

communities of the country, the economic

costs and the mental health struggles

many families coped with in the following

years.

“War impacts everyone,” Mr Dalley said.

He urged people to acknowledge those

civilians caught up in wars and remember

that war is not only amilitary action.

At Amberley’s Dawn Service, Hurunui

grandfather's actions in the last battle kiwi

soldiers fought 108 years ago in the final

weeks of WW1 at Le Quesnoy.

attack on the fort, surprising the German

soldiers there and capturingthem all with

minimal casualties on both sides.

Solar farm switches on

A‘‘community scale solar farm’’ has

been lit up in North Canterbury.

Auckland­based Lightyears Solar Ltd

commissioned an 8ha solar farm on

Tram Road at Swannanoa, near

Rangiora, earlier this month.

It will produce around 5MW ­enough

to power 1000 homes.

The project was granted aresource

consent by the Waimakariri District

Council last year.

‘‘Our ethos is community scalesolar

farms,’’ Lightyears Solar founder Matt

Shanks said.

‘‘Five to 15 hectares fits in with

existing communities without taking

over the landscape.

‘‘That scale could work well for small

towns all around New Zealand and

support the resilience of local

networks.’’

The power will be fed into the local

MainPower energy network.

Lightyears Solar worked with

MainPower on another solar farm

project, a7.3MW solar farm on a10ha

site on Thongcaster Road at Eyrewell,

near Oxford, last year.

It will produce enough electricity to

power 1250 homes.

Lightyears Solar has worked on

several solar farm projects around the

country.

Work is under way on an 18ha solar

farm at Reefton, while smaller solar

farms are planned near Ashburton.

Two more projects are in the pipeline

in the North Island next year and Mr

Shanks said there could be

opportunities to return to North

Canterbury in the future.

‘‘There willalways be alandowner

who has acouple of paddocks which

aren’t as productive, so they may be

looking for an alternative use.’’

Mr Shanks said solar panels were

compatible with livestock farming and

cropping, with sheep, pigs and calves

often grazing around them.

‘‘It doesn’t work so well with the larger

dairy cows, but the sheep and pigs like

getting the shade under the panels on a

hot day.

‘‘We do get the odd nosy calf which is

curious, but we design the panels for

that.’’

Mr Shanks said the consenting, design

and planning took about 12 to 18 months,

while the build took about six months on

5­15ha solar farms.

Solar energy reduced by about 50

percent on cloudy days, and dropped by

around 40­50% in the winter.

With battery storage, power could be

stored to provide electricity for two to

four hours in the evening.

Other solar farms have been proposed

in North Canterbury at Sefton and

Waipara.

An 80ha solar farm resource consent

application by Energy Bay Ltd on Upper

Sefton Road was notified by the

Waimakariri District Council last year,

with 88 submissions received.

The application has since been placed

on hold at the request of the applicant.

The Hurunui District Council notified

aresource consent application last year

from Far North Solar Farm Ltd to build

a181ha solar farm on Waipara Flat

Road, with 158 submissions received. A

hearing is due to be heldinthe Omihi

Community Hall, beginning on May 12.

Kaiapoi’s winning form continued with

a38­18 six try upheavalofAshley.

‘No surprises’ in freshwater report -ECan

Canterbury’s regional council says

there are ‘‘no surprises’’ in the

Government’s latest freshwaterreport.

Environment Canterbury water and

land science manager Dr Elaine

Moriarty says the report, Our

Freshwater 2026,identifiesthe

challenges facing the region, including

elevated nitrate and E.coli levels.

The Ministry for the Environment

and Stats NZ joined forces to produce

the first national freshwaterreport

since 2023.

The report shows how central

groundwater is to daily life in

supplying drinking water and feeding

the country’s rivers.

It takes into account how land use,

climate change and morefrequent

extreme weather events are putting

pressure on freshwater.

Environment Canterbury declareda

nitrate emergency in Septemberin

response to growing concerns about

nitrate levels in groundwater.

Dr Moriarty said the report

highlights specificimpacts, such as

increased nitrate levels in both

groundwater and surface water, and E.

coli in surface water.

The levels were largely the result of

intensive land­use in the region, which

has increased over the past 20 years.

‘‘We are, we believe, ahead ofthe

game in working with our communities

to address those issues.’’

She said the majority of Canterbury

farms now had farm environment

plans, with most working to achieve

A­grade audits.

‘‘We are taking alead role in

addressing the impacts of nitrates,

working with our communitiesto

ensure drinking water is safe.’’

‘‘Groundwater is the part we don’t

see that links the whole system

together. Many rivers depend on

groundwatertokeep flowing day­today.

‘‘But while it supplies rivers

continuously, groundwater responds

slowly to change.

‘‘It behavesabit like along­term

savings account ­the system holds on to

what goes in.

‘‘Pollution that reaches groundwater

can take years to decades to flush out.

‘‘That’s why early, targeted action

matters.’’

Climate change was placing pressure

on an ‘‘already stressed system,’’ Dr

Collins said.

Intense storms, longer dry spells and

hotter temperatures all impactedon

freshwater.

Nutrient management, fencing

waterways andriparian planting could

reduce the impact, shesaid.

Councils were usingrain gardens,

swales andwetlands to manage

stormwater in urban areas.

‘‘Scaling up what works is how we

protect freshwater, communities and

taonga species,’’ Dr Collins said.

Support for rural families to get students to school welcomed

Rural Women New Zealand

welcomes the Government's

decision to increase the

conveyance allowance by 30 per

cent, acknowledging it as astep

toward supporting rural

families facing rising transport

costs amid New Zealand's fuel

crisis.

The conveyance allowanceis

apayment made to parents and

caregivers to contribute toward

the cost of getting students to

school, or to the nearest school

bus stop.

Forrural families whose

school bus routes were

cancelled before the Ministry of

Education paused further

changes in March, it is often the

onlyfinancial support available

to meet the cost of getting

children to school.

The increase is the first since

1985. It will remain in place for

12 months or until fuel prices

drop below $3 per litre for four

consecutive weeks.

‘‘While the increase is a

welcome step to support rural

families during the fuel crisis,

we are eager to see the policy

review progress so the families

who have lost their routes

before the March pause can

have some certainty about what

comes next,’’ said Frances

Beeston, Education Policy

Action Advisory Group

Convenor, Rural Women New

Zealand.

‘‘The cancellation of rural

school bus routes is death by a

thousand cuts for rural

communities. It is not just about

getting children to school, it is

about the long­term health and

wellbeing of the communities

we live and work in,” she said.

Rural Women New Zealand

has been working closely with

Federated Farmers and the NZ

Rural Schools Leadership

Association calling for areview

of school bus routes and

eligibility criteria.

Creating asense of space in your garden

Creating space in your garden by

allowing perspective to make the

Although the physical boundaries of a

small garden may remain unchanged,

there are plenty of ways growers can

alter and play with the perception of an

outdoor space to make it appear larger.

For example: you can choose plants

with aparticular growth habit, think

about the colour schemes used in

different areas of planting, or play with

optical illusions, such as false

perspective and trompe l’oeill, to

achieve the illusion of extra space.

Choose plants for size

Relative leaf size can play an important

part in people’s perception of scale in

an outdoor area, and is afundamental

tool used by landscape designersto

increase the impression of spaceina

garden.

Plants with larger leaves tend to

appear closer visually while those with

finer foliage seem further away.

Choosing asmall, leafed shrub for

hedging on further out boundaries over

ashrub with alarger leaf, will

immediately make the space seem more

expansive.

Colour matters ... Positioning cooler coloured flowers at the back of aborder, with

warmer coloured flowers in the front, will help to increase the sense of depth in your

garden.

Similarly relative flower sizes can

workinthe same way –adistant

rhododendron with large showy blooms

will appear closer than its neighbouring

ceanothus covered with amass of small

flowers.

Experiment with lightand dark

Another way to play with the perception

of space is by using the contrast of

darker and lighter (or perhaps even

variegated) foliage.

Darker leaves tend to recede in the

field of vision, while one with light or

brightly coloured or even patterned

foliage will advance.

Canterbury PauseinCover

Waimakariri Mayor, Dan Gordon, says advocacy with

AA Insurance has helped deliver reassurance for

Woodend homeowners, with the insurer confirming

it will lift its pause onnew cover.

“When AAtemporarily removed cover in February, this

caused confusion and distress for many residents,”

Mayor Gordon said.

“I quickly sought ameeting with AAtoget clarity, more

information, and formally asked the insurer to review

this decision and come back tous.”

Mayor Gordon brought together Selwyn’s mayor, both

Councils' chief executives, and senior representatives

from AA Insurance topush for clearer communication

and areview of the insurer’s position.

“By convening mayors and insurers, we cut through

confusion, provided clear information and reassurance

to homeowners, and in the longer run have delivered

apractical outcome, with AA Insurance now lifting the

temporary pause on new cover,” he said.

“This isaclear win for locals and restores confidence

and choice.”

AA Insurance has recently confirmed that, following

areview ofits exposure and underwriting capacity, it

will again welcome new home and landlord customers

across Christchurch and the wider Canterbury region,

including areas such as Woodend.

Mayor Gordon said access to insurance was critical for

the wellbeing and confidence ofcommunities.

“Insurance availability underpins people’s ability to

build, buy and invest intheir homes and communities,”

he said.

“My focus has been making sure residents are heard

and that decisions affecting our communities are

properly explained and reviewed.”

Term 1rate (in 2025).

•Under our new maths approach - students

•Stopped wasteful spending, which helped

reduce inflation from 7.3% to 3.1%.

•Asaresult, interest rates have fallen from 5.5%

to 2.25%, lowering mortgage repayments and

•Byraising personal income brackets, the
