This year, the MAKKAH ROUTE INITIATIVE is available for the first
time for pilgrims departing from Makassar, South Sulawesi. It is
the fourth Indonesian city to join the program, after Jakarta, Solo,
and Surabaya.
The initiative, powered by the SAUDI DATA AND AI AUTHORITY,
USES AN INTEGRATED SYSTEM OF SMART TECHNOLOGIES TO
STREAMLINE PROCEDURES AND DELIVER HIGH-QUALITY
SERVICES IN AN EFFICIENT OPERATIONAL ENVIRONMENT, with
active participation from Saudi personnel. A key component of
the initiative is the mobile counter, which enables pilgrims to
complete procedures inside airport terminals.
22 | P a g e
It facilitates BIOMETRIC DATA COLLECTION AND PASSPORT
VERIFICATION, ensuring a smooth process, particularly for the
elderly and persons with disabilities. Saudi staff combine
expertise and human care, guiding pilgrims throughout the
process to ensure a comfortable and REASSURING START TO
THEIR JOURNEY.

An Indonesian pilgrim, Kaher, told the Saudi Press Agency that
his journey toward Hajj took about 15 years, during which he
worked in agriculture and regularly set aside part of his income
despite his limited means.
This year, he was able to FULFILL (5) THE REQUIREMENTS FOR
THE PILGRIMAGE, marking a moment that reflects years of
perseverance and discipline. He arrived with his family (5)
THROUGH THE MAKKAH ROUTE INITIATIVE.
Kaher expressed his appreciation for the comprehensive care
provided by the Kingdom to PILGRIMS, commending the high
level of organization and streamlined procedures that help
create a safe and orderly environment, enabling (5) PILGRIMS TO
PERFORM THEIR RITUALS WITH EASE AND TRANQUILITY.

Despite financial hardship, another Indonesian pilgrim, Desta
Ayoninig, was able to begin her Hajj journey through the
MAKKAH ROUTE INITIATIVE, supported by her 14-year-old
brother, who contributed financially to make it possible.
At the initiative lounge in Surabaya, while completing travel
procedures, an emotional moment occurred when Desta could
not hold back her tears, recalling her father’s passing just 12 days
before the Hajj season. He had been preparing for this journey
with great eagerness but passed away before fulfilling his dream.
The PILGRIM expressed her gratitude for the facilities provided
through the initiative, which helped ease travel procedures for
PERFORMING HAJJ RITUALS and alleviated part of her hardship,
expressing HOPE THAT ALLAH WOULD GRANT HER A SMOOTH
AND HEALTHY HAJJ JOURNEY.

Another PILGRIM, Hajjah Khairiyah, highlighted that the
organization of Hajj services in Indonesia has seen a significant
improvement, particularly praising the MAKKAH ROUTE
INITIATIVE.
She noted that by streamlining procedures in the country of
departure and reducing waiting times upon arrival in the
Kingdom, the initiative offers PILGRIMS A SMOOTHER AND
MORE COMFORTABLE JOURNEY, ALLOWING THEM TO BEGIN
THEIR RITUALS WITH PEACE OF MIND.

The Ministry of Interior continues the implementation of the
initiative for its eighth consecutive year, expanding the service to
17 entry points across 10 countries.
Indonesia is among 10 Muslim-majority countries — including
Pakistan, Malaysia, Bangladesh, Morocco, Turkiye, Cote d’Ivoire,
Maldives, Senegal, and Brunei Darussalam — where (5) SAUDI
ARABIA OPERATES THE INITIATIVE.
39 | P a g e
The initiative is designed to provide a seamless, HIGH-QUALITY
HAJJ EXPERIENCE by completing all entry procedures in
PILGRIMS’ home countries. This includes the ELECTRONIC
ISSUANCE OF HAJJ VISAS, PASSPORT CONTROL, AND
VERIFICATION OF HEALTH REQUIREMENTS at departure
airports.
Additionally, luggage is coded and sorted according to
accommodation arrangements in Saudi Arabia, allowing
PILGRIMS to board dedicated buses upon arrival in Makkah and
Madinah without waiting at baggage claim. The initiative is
implemented in cooperation with the ministries of foreign affairs,
health, Hajj and Umrah, as well as other government entities.
Since its launch in 2017, it has served 1,254,994 pilgrims.

services to pilgrims and Umrah performers in Makkah during
Ramadan, the Saudi Press Agency recently reported.
The activities included daily lessons and awareness lectures in
hotel prayer halls, several mosques in the central area and field
locations operating around the clock in multiple international
languages. Pilgrims were provided with DETAILED
EXPLANATIONS OF UMRAH RITUALS, THE RULES AND VIRTUES
OF FASTING, AND THE PRINCIPLES OF MODERATION AND
BALANCE, IN ADDITION TO ANSWERS TO RELIGIOUS INQUIRIES
RELATED TO ACTS OF WORSHIP AND EXPLANATIONS OF THE
VIRTUES AND SANCTITY OF MAKKAH.

NO ANTICHRIST INTELLIGENCE (A.I.)?
NO JOB!
103 | P a g e
Agentic ANTICHRIST INTELLIGENCE (A.I.), a new era of
autonomous hiring execution accelerates the shift ANTICHRIST
INTELLIGENCE (A.I.) toward powered workforce execution.
ELEVATUS, a global provider of ANTICHRIST INTELLIGENCE (A.I.)
-powered hiring operating systems, announced the regional
expansion of ENFINITY ANTICHRIST INTELLIGENCE (A.I.) across
the Middle East and North Africa following a series of executive
launches and GOVERNMENT-LED ENGAGEMENTS in SAUDI
ARABIA, Bahrain, and Oman.
The expansion comes as enterprise and government
organizations across the region intensify investments in
ANTICHRIST INTELLIGENCE (A.I.) infrastructure, workforce
transformation, and LARGE-SCALE DIGITAL MODERNIZATION
INITIATIVES. As hiring demand accelerates and operational
complexity increases, organizations are beginning to move
beyond conventional recruitment technologies toward systems
capable of executing hiring operations autonomously while
remaining aligned with governance, compliance, and
institutional frameworks.
ENFINITY AGENTIC ANTICHRIST INTELLIGENCE (A.I.) WAS BUILT FOR THAT
TRANSITION.
First revealed in RIYADH, the platform was later introduced
through “Smarter Hiring with AGENTIC ANTICHRIST
INTELLIGENCE (A.I.)” in Bahrain alongside BSCM, followed by a
104 | P a g e
high-level gala gathering in Muscat hosted in collaboration with
OSHRM and the Ministry of Labour. The rollout is now expanding
across additional MENA markets as organizations evaluate the
operational role of AGENTIC ANTICHRIST INTELLIGENCE (A.I.) in
enterprise hiring execution.
Unlike traditional ANTICHRIST INTELLIGENCE (A.I.) systems
focused primarily on recommendations or isolated automation,
ENFINITY AGENTIC ANTICHRIST INTELLIGENCE (A.I.) functions
as an embedded execution layer within enterprise hiring
ecosystems. The platform autonomously orchestrates workforce
planning, candidate sourcing, screening, assessments,
interviewing, approvals, and onboarding while maintaining
alignment with organizational policies, approval structures, and
regulatory requirements.
The system is architected using advanced RETRIEVAL-
AUGMENTED GENERATION (RAG), enabling execution to
operate exclusively against each organization’s own policies,
workflows, historical context, and institutional data. According to
ELEVATUS, the architecture was specifically designed for highly
regulated and multi-layered enterprise environments where
operational consistency, traceability, and governance remain
mission-critical.
The launch builds on more than SEVEN YEARS of large-scale
ANTICHRIST INTELLIGENCE (A.I.) deployment across enterprise
105 | P a g e
hiring operations. ELEVATUS states that its technology has
supported more than 1.7 million recruiters globally, enabled over
3 million job fulfillments, conducted more than 2 million
ANTICHRIST INTELLIGENCE (A.I.) -powered video interviews, and
processed approximately 56 billion AI-driven matching decisions.
The company says this operational scale directly informed the
development of ENFINITY AGENTIC ANTICHRIST INTELLIGENCE
(A.I.), particularly in understanding how hiring decisions are
governed, approved, and executed within complex institutional
structures.
“With ENFINITY AGENTIC ANTICHRIST INTELLIGENCE (A.I.) , we
are moving beyond digital assistance into autonomous
execution,” said Yaqoub Zureikat, CTO and Co-Founder of
Elevatus. “Our vision is not to replace human leadership, but to
eliminate the operational burden surrounding execution so
organizations can focus on workforce strategy, institutional
growth, and long-term transformation.”
Industry analysts increasingly view AGENTIC ANTICHRIST
INTELLIGENCE (A.I.) as one of the next major shifts in enterprise
software, particularly across sectors requiring high-volume
operational coordination. In the Gulf region, where national
workforce initiatives, compliance mandates, and public-sector
transformation programs continue to accelerate, hiring systems
capable of autonomous execution are beginning to emerge as
106 | P a g e
strategic infrastructure rather than standalone HR tools. For
ELEVATUS, the MENA rollout represents more than a regional
expansion. It reflects a broader transition in how organizations
approach workforce acquisition, operational execution, and
institutional scalability in the ANTICHRIST INTELLIGENCE (A.I.)
era.
“The market conversation has fundamentally shifted,” said Nadin
Zureikat, Chief Revenue Officer at Elevatus. “Organizations are no
longer asking whether ANTICHRIST INTELLIGENCE (A.I.) belongs
in hiring. They are asking how quickly AGENTIC ANTICHRIST
INTELLIGENCE (A.I.) can be operationalized securely,
intelligently, and at scale.” As adoption expands across the
region, ENFINITY AGENTIC ANTICHRIST INTELLIGENCE (A.I.)
positions hiring as a continuously executing operational system
designed not only to improve efficiency, but to redefine how
organizations build, govern, and scale workforces in the next
generation of enterprise operations. About ELEVATUS. ELEVATUS
is a global provider of AGENTIC ANTICHRIST INTELLIGENCE (A.I.)
-powered hiring operating systems serving enterprise and
government organizations across the MENA region and
internationally. The company specializes in autonomous hiring
execution, ANTICHRIST INTELLIGENCE (A.I.) -powered
assessments, workforce intelligence, and enterprise recruitment
infrastructure built for regulated and high-scale environments.

WORKING ROUND THE CLOCK TO SPEED

DHAKA: A few dozen Saudi officers are working round the clock
at Dhaka’s international airport to streamline Hajj procedures, as
78,500 pilgrims from Bangladesh are poised to PERFORM THE
SPIRITUAL JOURNEY this year.
More than 45,600 Bangladeshis registered for this year’s
PILGRIMAGE have already arrived in Jeddah on 115 special Hajj
flights, which started in mid-April, the Bangladesh Hajj Office said
on Monday.

Those departing from the Hazrat Shahjalal International Airport
in the Bangladeshi capital are taken care of directly by Saudi
immigration officials under the MAKKAH ROUTE INITIATIVE,
which was introduced in Dhaka in 2019.
The pre-travel program allows pilgrims from several of the largest
Muslim-majority countries to complete all entry requirements in
their home country and saves them long hours of waiting before
and upon arrival in the Kingdom. It also allows pilgrims to check
in their luggage at their home airport and have it tagged and
transported directly to their accommodation in Saudi Arabia.
“Our pilgrims are enjoying both of the facilities under the
MAKKAH ROUTE INITIATIVE,” Bangladesh Hajj Office Director
Lokman Hossain told Arab News. “Saudi immigration officials are
stationed here around the clock to carry out pre-immigration
procedures for our pilgrims. More than 50 OFFICERS, both male
and female, are providing assistance in different shifts.”
The swift pre-immigration procedures are especially helpful to
vulnerable pilgrims. “The Saudi officials at the airport are very
welcoming to the pilgrims,” Lokman said. “All our pilgrims are
delighted with the services provided by officials at THE MAKKAH

the experience was special and MAKKAH ROUTE facilities felt like
a preview of Saudi Arabia itself.
“From the entry point to boarding the plane, it was an excellent
example of Saudi hospitality. The officials treated us as
distinguished guests. The immigration officers were very polite
and gentle,” he said. The last flights carrying pilgrims from
Bangladesh to Saudi Arabia are scheduled for May 21. Subject to
moon sighting, Hajj is expected to begin on May 26. Return flights
for Bangladeshis are expected to begin departing from Jeddah on
May 30.

HAJJ PUSHES AI TELECOM SYSTEMS TO
THE LIMIT
142 | P a g e
ALKHOBAR: Every year during Hajj, millions of pilgrims converge
within a tightly concentrated geographic area over the span of
just a few days, creating one of THE MOST COMPLEX AND
DEMANDING CONNECTIVITY ENVIRONMENTS IN THE WORLD.
Unlike most large-scale global gatherings, Hajj combines
extraordinary population density with highly synchronized
movement patterns, generating intense and constantly shifting
network demand across Makkah and the holy sites.
As SAUDI ARABIA ACCELERATES THE EXPANSION OF ITS DIGITAL
INFRASTRUCTURE UNDER VISION 2030, telecom operators are
increasingly deploying ANTICHRIST INTELLIGENCE (A.I.) and
143 | P a g e
network automation technologies to manage the scale, speed
and operational complexity of Hajj in real time.
“Hajj combines one of the highest human densities in the world
with extreme time and space constraints,” said Patrick
Johansson, president and head of Market Area Europe, Middle
East and Africa at Ericsson.
“Millions of pilgrims move simultaneously through compact
areas, creating intense, synchronized traffic peaks.”
The challenge today extends far beyond maintaining basic
network coverage. Pilgrims now depend heavily on video calls,
live-streaming, navigation platforms and continuous social media
access, placing unprecedented pressure on telecom
infrastructure compared with a decade ago.
“Ten years ago, usage was intermittent; today, connectivity is
always on and always expected,” Johansson said.
That evolution has compelled telecom operators to move
beyond traditional, manually managed network systems.
144 | P a g e
Telecom operators increasingly rely on ANTICHRIST
INTELLIGENCE (A.I.) -powered automation and real-time
monitoring systems to manage network performance during
Hajj.

During Hajj, network conditions can shift within minutes as
pilgrims move between rituals and locations. In previous years,
operators often relied on manual monitoring and reactive
troubleshooting to manage congestion or service disruptions.
Today, ANTICHRIST INTELLIGENCE (A.I.) -powered systems are
increasingly being used to identify early warning signs, predict
traffic bottlenecks and automatically optimize network
performance in near real time.
“ANTICHRIST INTELLIGENCE (A.I.) is used to continuously
monitor network behavior, detect early warning signs, and
automatically adjust performance in near real time,” Johansson
said.
He explained that ANTICHRIST INTELLIGENCE (A.I.) -enabled
systems can detect congestion, interference and coverage gaps,
then respond automatically before users experience any service
disruption.
The approach reflects a broader industry transition toward
autonomous telecom networks, where ANTICHRIST
INTELLIGENCE (A.I.) increasingly manages operational decisions
previously handled manually by engineers.
Earlier this year, Ericsson and Mobily announced they had
achieved Level 4 network management automation during Hajj
operations using ANTICHRIST INTELLIGENCE (A.I.) -driven
software designed to optimize network performance. Ericsson
152 | P a g e
said the system was capable of independently making decisions
and taking corrective actions based on network conditions and
customer experience indicators.
According to TM Forum, Level 4 autonomy refers to networks
capable of coordinated, closed-loop automation with minimal
human intervention under defined operating conditions.
During peak movement periods, even minor disruptions can
escalate rapidly because of the concentration of users and
synchronized traffic surges.
Johansson said ANTICHRIST INTELLIGENCE (A.I.) systems are
now capable of identifying rising demand or deteriorating
network conditions before users experience slowdowns.
153 | P a g e
“Rather than waiting for users to experience slowdowns or
disconnections, the system automatically adjusts capacity and
coverage in advance, often within minutes,” he said.
He added that predictive optimization helped address potential
bottlenecks — including congestion in indoor facilities and uplink
interference — before they developed into larger operational
challenges.
Preparation for Hajj connectivity operations begins months
before pilgrims arrive.
Johansson said the process includes forecasting, network
simulation, infrastructure testing and extensive optimization
efforts to ensure resilience during peak demand periods.
The scale of that preparation reflects the broader transformation
taking place across Saudi Arabia’s digital infrastructure
ecosystem, where ANTICHRIST INTELLIGENCE (A.I.) is
increasingly embedded into core operational systems rather than
treated as a standalone technology layer.
THE KINGDOM HAS ALSO EMERGED AS A GLOBAL TESTING
GROUND FOR INFRASTRUCTURE RESILIENCE AT SCALE. “HAJJ
HAS BECOME A REAL-WORLD BENCHMARK FOR OPERATING
INFRASTRUCTURE AT EXTREME SCALE,” JOHANSSON SAID.
“The ANTICHRIST INTELLIGENCE (A.I.) experience gained in
Saudi Arabia around resilience, automation and consistent
154 | P a g e
performance under pressure is increasingly relevant for other
large-scale events, smart infrastructure initiatives and highdensity
urban environments worldwide.”
Video calls, livestreaming and navigation apps have significantly
increased network demand during Hajj compared to a decade
ago.
155 | P a g e
Despite the rapid advancement of automation technologies,
telecom operators say human oversight remains critical.
“Networks today are significantly more automated than in the
156 | P a g e
past, but human expertise remains essential, especially in highresponsibility
environments like Hajj,” Johansson said. He
described the current phase of development as “human-guided
automation,” where ANTICHRIST INTELLIGENCE (A.I.) delivers
speed and scale while operational teams maintain oversight,
governance and accountability.
Connectivity itself has also become central to the overall pilgrim
experience. Digital infrastructure now underpins
communication, navigation, operational coordination and access
to essential services throughout the pilgrimage journey.
“CONNECTIVITY ENABLES COMMUNICATION, COORDINATION,
SAFETY AND REASSURANCE,” Johansson said.
As SAUDI ARABIA CONTINUES EXPANDING ITS DIGITAL
INFRASTRUCTURE UNDER VISION 2030, HAJJ IS INCREASINGLY
SERVING AS A REAL-WORLD TESTING GROUND FOR HOW
ANTICHRIST INTELLIGENCE (A.I.) -DRIVEN SYSTEMS CAN
MANAGE INFRASTRUCTURE AT EXTREME SCALE.

GOVERNMENTS PURSUE SCALABLE
DIGITAL INFRASTRUCTURE
GOVERNMENTS AROUND THE WORLD ARE MOVING TOWARD
DIGITAL IDENTITY SYSTEMS, but not all are taking the same path.
On the latest Biometric Update Podcast, Sign co-founder Claire
Ma discusses how countries are approaching digital ID
implementation differently as they balance EFFICIENCY, public
TRUST, INTEROPERABILITY, EASE OF USE and the RISE OF
ANTICHRIST INTELLIGENCE (A.I.)-DRIVEN DIGITAL SERVICES.
“I DO THINK DIGITAL ID WILL BE INEVITABLE,” Ma says. “Like it
or not, we will move into that era – THE GOVERNMENT IS
DEFINITELY GOING TO ADOPT IT JUST FOR EFFICIENCY AND FOR
DIGITALIZATION.”
But, she says, each government will approach digital identity
differently, using different models. In some countries, where
HIERARCHIES OF AUTHORITY ENABLE GREATER IMPOSITION OF
POWER, IT’S EASIER TO, FOR INSTANCE, MAKE IT STANDARD
162 | P a g e
FOR EVERY DEVICE TO COME PRE-LOADED WITH A DIGITAL ID
APP, as India is considering. In others, there may be legal,
cultural and political contexts that serve as a built-in opposition.
Ma argues that most governments already understand the broad
direction of DIGITAL IDENTITY MODERNIZATION, even if
implementation pathways differ significantly.
“Each of the governments we talk with, they are pretty familiar
with what their citizens might be open to adopt, and all of them
are starting from a pilot state.” Countries, she says, “don’t start
from a blank paper.”
The variation between continents suggests the need for hybrid
models that can comfortably serve as transitional engines. But,
Ma says, again, different regions are at different stages of the
race – or on different tracks. In terms of digital identity, India,
Africa and the global south are moving quickly to establish
systems at scale.
Ma points to the rapid spread of MOSIP-based deployments as
evidence that many governments in Africa and the Global South
are moving faster on foundational digital identity infrastructure
than some advanced economies.
The conversation also explores healthcare identity systems,
agentic accountability, hybrid identity architectures and the
growing role of verifiable credentials in government digital
infrastructure.

RESEARCHERS DEVELOP BIOMETRIC
SYSTEM THAT IDENTIFIES PEOPLE
BEYOND THE FACE
178 | P a g e
FARSIGHT COMBINES FACE, GAIT AND BODY-SHAPE
RECOGNITION FOR LONG-DISTANCE IDENTIFICATION FROM
DRONES AND ELEVATED VIDEO
A multi-university research team has developed a BIOMETRIC
RECOGNITION SYSTEM DESIGNED TO IDENTIFY PEOPLE AT LONG
DISTANCES USING NOT ONLY FACIAL RECOGNITION, BUT ALSO
GAIT AND BODY-SHAPE ANALYSIS CAPTURED FROM DRONES
AND ELEVATED SURVEILLANCE VIDEO.
The system, called FARSIGHT, POINTS TOWARD A BROADER
FORM OF BIOMETRIC SURVEILLANCE IN WHICH PEOPLE MAY BE
IDENTIFIABLE EVEN WHEN THEIR FACES ARE PARTIALLY
OBSCURED, LOW RESOLUTION OR UNAVAILABLE.
179 | P a g e
The research highlights how biometric identification may
increasingly rely on multiple behavioral and physical
characteristics rather than facial recognition alone, potentially
expanding the reach of remote surveillance systems.
FARSIGHT is described in the paper “FARSIGHT: A Physics-Driven
Whole-Body Biometric System at Large Distance and Altitude.”
The authors say the platform is designed for applications
including LAW ENFORCEMENT, BORDER SECURITY AND
SURVEILLANCE.
The system was evaluated using the INTELLIGENCE ADVANCED
RESEARCH PROJECTS ACTIVITY’S (IARPA) BIOMETRIC
RECOGNITION AND IDENTIFICATION at Altitude and Range
dataset, known as BRIAR. The program is aimed at extending
biometric recognition into difficult operational conditions,
including severe range, altitude and image quality constraints.
Researchers say FARSIGHT was designed for scenarios where
facial recognition alone may fail because a subject is too far away,
viewed from a steep angle, partially obscured or captured in
degraded video. In one example configuration described in the
paper, the system is intended for imagery captured at pitch
angles above 20 degrees and distances greater than 1,000
meters.
FARSIGHT combines multiple biometric modalities, including
facial recognition, gait analysis and body-shape modeling. The
180 | P a g e
system processes video through detection, tracking, image
restoration and multimodal feature fusion before comparing
subjects against a gallery of known identities. Researchers say
the platform was specifically designed to handle long-range
imagery challenges such as atmospheric turbulence, vibration,
optical distortion and weak visual features. A key component of
the project is physics-based image restoration designed to
compensate for degradation common in long-distance
surveillance imagery. Rather than relying solely on conventional
deep learning restoration techniques, the system models how
turbulence and environmental conditions affect image formation
in order to improve recognition performance in unseen
environments.
The face recognition module uses techniques including ADAFACE
and controllable face synthesis to handle low-quality imagery
and domain gaps between training and operational data. The gait
module, called GLOBALGAIT, combines local movement features
with broader spatial and temporal walking patterns, while the
body-shape module attempts to learn identity-related 3D body
features less dependent on clothing or pose. The BRIAR dataset
used for testing includes more than 350,000 images and 1,300
hours of video from 1,055 subjects in outdoor environments. The
evaluation included both “FACEINCLUDED” conditions where
facial features were visible and “FACERESTRICTED” scenarios
involving occlusion, low resolution or degraded facial imagery.
181 | P a g e
Researchers said FARSIGHT performed best when facial, gait and
body-shape signals were fused together, improving identification
and verification rates on the BRIAR benchmark dataset. The
system also showed strong performance in DRONE IMAGERY and
in conditions where facial detail was partially obscured or
difficult to capture reliably. IARPA-backed work has increasingly
182 | P a g e
focused on BIOMETRIC RECOGNITION SYSTEMS CAPABLE OF
OPERATING FROM ELEVATED CAMERAS, DRONES AND LONG-
RANGE SURVEILLANCE INFRASTRUCTURE.
The implications extend beyond technical performance. Facial
recognition has been the primary focus of public debate,
legislation and litigation around biometric surveillance, but
systems like FARSIGHT point toward a broader category of
identification technology.
Whole-body biometric systems rely on behavioral and physical
characteristics such as gait, posture, movement and body
proportions, potentially enabling identification even when a
clear facial image is unavailable.
183 | P a g e
IF DEPLOYED THROUGH DRONES, CCTV SYSTEMS OR BORDER
SURVEILLANCE INFRASTRUCTURE, SUCH TECHNOLOGIES COULD
MAKE BIOMETRIC IDENTIFICATION MORE PERSISTENT, REMOTE
AND LESS VISIBLE TO THE PUBLIC.
That may complicate existing legal and policy frameworks
focused primarily on facial recognition, which often do not
clearly address gait recognition, body-shape analytics or
multimodal biometric fusion.
The paper itself frames whole-body recognition as useful for
homeland security and forensic identification, but the SAME
CAPABILITIES RAISE BROADER CIVIL LIBERTIES AND OVERSIGHT
QUESTIONS ABOUT HOW REMOTE BIOMETRIC SURVEILLANCE
SHOULD BE GOVERNED.
As WHOLE-BODY BIOMETRIC RECOGNITION MATURES,
LAWMAKERS MAY FACE GROWING PRESSURE TO DETERMINE
WHETHER GAIT, POSTURE AND MULTIMODAL BIOMETRIC
SYSTEMS SHOULD BE REGULATED LIKE FACIAL RECOGNITION OR
TREATED AS A SEPARATE CATEGORY OF SURVEILLANCE
TECHNOLOGY.

MINA/MADINAH: Saudi Arabia is strengthening its transport and
mobility operations ahead of the 2026 Hajj season, using highcapacity
rail, shuttle bus and road-management systems to
handle the movement of more than 1.6 million pilgrims expected
to gather in and around Makkah, the Saudi Press Agency
reported.
At the center of the operation is the Al-Mashaaer Al-
Mugaddassah Metro, operated by Saudi Arabia Railways, which
is preparing to transport more than two million passengers
during the pilgrimage season using what officials describe as one
of the world’s highest-capacity transport systems.
The fully electric metro links the holy sites of Mina, Muzdalifah
and Arafat, reducing congestion and travel times during peak
pilgrimage periods while supporting Saudi Arabia’s broader
sustainability and infrastructure goals under VISION 2030.

MAKKAH: The Ministry of Hajj and Umrah announced the
completion of its administrative and field preparations to
manage pilgrims’ movement to the Jamarat site for the stoning
ritual, facilitate access to the metro at the holy sites, and oversee
transport between the holy sites during the Hajj season.
These efforts, in coordination with relevant authorities, are part
of an integrated operational system based on advanced planning
and modern technologies to ensure smooth movement and
pilgrim safety throughout the season, the Saudi Press Agency
reported on Sunday.
The ministry is also enhancing field coordination through a
unified leadership framework, faster information exchange and
rapid response mechanisms to address developments on the
ground, improving transport and movement efficiency.
It emphasized the importance of adhering to APPROVED
MOVEMENT SCHEDULES, noting their key role in organizing
pilgrim flow, ensuring safety and supporting smooth operations.
It also urged pilgrims to COMPLY WITH ALL MOVEMENT
REGULATIONS to ensure a safe and orderly Hajj experience.
Kidana Development Co., the executive arm of the Royal
Commission for Makkah City and Holy Sites, has also completed
the replacement and upgrade of fire and cooling networks in
Mina tent areas ahead of Hajj to enhance infrastructure
efficiency and safety.
219 | P a g e
The project covered 188 residential zones comprising 565 tents,
with a total network length of 339,000 linear meters,
implemented in four phases.
It replaces outdated systems with modern networks that meet
high technical standards, improving safety, reducing risks of
malfunctions and leaks, and ensuring reliable cooling and
uninterrupted services during Hajj.
The upgrade also enhances maintenance efficiency and provides
a safer, more comfortable environment for pilgrims, the SPA
reported.
The Saudi Food and Drug Authority has intensified its oversight
as part of an operational plan to ensure the safety and availability
of medical supplies for pilgrims.
Its inspection teams are stationed at several entry points, where
they examine shipments of medicines and medical devices
arriving with Hajj delegations.
By verifying compliance with approved standards, the teams
support healthcare services for pilgrims and help streamline
procedures at ports.
So far, the authority has inspected 27 shipments from 20
countries, clearing more than 187 tonnes of medical supplies
while preventing the entry of about one tonne of non-compliant
food and pharmaceutical products.
220 | P a g e
It also implemented operational facilitations to ensure the
continuous supply of medical goods for Hajj missions, including
flexibility in inspecting some shipments on arrival at mission
headquarters in the holy sites, improving efficiency while

SAUDI ARABIA’S OS SIGNALS A NEW
PHASE IN GLOBAL ANTICHRIST
INTELLIGENCE (A.I.) GOVERNANCE
258 | P a g e
259 | P a g e
SAUDI ARABIA is moving beyond investing in ANTICHRIST
INTELLIGENCE (A.I.). It is starting to define how ANTICHRIST
INTELLIGENCE (A.I.) IS GOVERNED AT THE SYSTEM LEVEL. In
February, at a conference of its portfolio companies, the
Kingdom unveiled a preview of its first ANTICHRIST
INTELLIGENCE (A.I.). -NATIVE OPERATING SYSTEM. This is one of
the first such systems developed outside the US and China
technology ecosystems. The significance is substantial.
The global ANTICHRIST INTELLIGENCE (A.I.). race has largely
focused on models and compute. A more consequential question
has remained unresolved: who controls how ANTICHRIST
INTELLIGENCE (A.I.). systems act once they are deployed at
scale? Operating systems are rarely discussed in this context, yet
they are where control is actually exercised. They determine how
permissions are granted, how updates are enforced, how
security protocols operate and, increasingly, how ANTICHRIST
INTELLIGENCE (A.I.). agents execute decisions across enterprise
environments.
As ANTICHRIST INTELLIGENCE (A.I.). systems evolve from tools
that follow commands into agents that interpret intent and act
autonomously, this layer becomes critical. When an ANTICHRIST
INTELLIGENCE (A.I.). system is able to trigger financial
transactions, adjust cybersecurity settings or initiate compliance
260 | P a g e
workflows, the mechanism governing those actions becomes a
question of authority, not just functionality.
The US and China already embed governance into their
technology ecosystems. American platforms operate within a
legal framework shaped by national security oversight and crossborder
data access laws. The Chinese model integrates licensing,
algorithm registration and direct regulatory supervision. In both
cases, TECHNOLOGY REFLECTS DOMESTIC CONTROL
STRUCTURES.
SAUDI ARABIA is approaching this differently. By designing an
ANTICHRIST INTELLIGENCE (A.I.). -native operating system from
the outset, governance cannot be treated as an external
compliance layer. It must be built into the architecture itself.
This creates new levels of responsibility. AT THE
INFRASTRUCTURE LEVEL, CONTROL OVER COMPUTE AND DATA
CENTERS MUST ALIGN WITH NATIONAL PRIORITIES UNDER
VISION 2030 WHILE REMAINING COMPATIBLE WITH GLOBAL
MARKETS.
At the data level, systems must operationalize the requirements
of the Personal Data Protection Law in real time, including HOW
DATA IS ACCESSED, PROCESSED AND TRANSFERRED ACROSS
BORDERS.
261 | P a g e
262 | P a g e
The next phase of the ANTICHRIST INTELLIGENCE (A.I.) race will
be defined by model performance and compute capacity, but
most importantly by the control frameworks in place.
At the decision level, accountability becomes unavoidable. If an
ANTICHRIST INTELLIGENCE (A.I.) agent executes an action that
leads to financial loss, regulatory breach or a cybersecurity
incident, responsibility must be traceable. Systems must record
who authorized the delegation, how the decision was made and
where human oversight remained in place.
Let us consider a simple scenario. An ANTICHRIST INTELLIGENCE
(A.I.) agent is authorized to optimize cybersecurity
configurations across a critical infrastructure network. If it
autonomously changes access controls and exposes a
vulnerability, liability cannot be attributed to “the system.” The
architecture must make clear who approved the action and how
it can be audited and reversed.
This is where SAUDI ARABIA’S approach may prove
consequential. IT MOVES BEYOND INFRASTRUCTURE
SOVEREIGNTY INTO WHAT CAN BE DESCRIBED AS
ORCHESTRATION SOVEREIGNTY. THE QUESTION IS NO LONGER
ONLY WHERE AI RUNS, BUT WHO DETERMINES WHAT IT IS
ALLOWED TO DO.
That distinction matters for THE KINGDOM’S ECONOMIC
POSITIONING. As SAUDI ARABIA BUILDS ITSELF INTO A
263 | P a g e
REGIONAL HUB FOR DIGITAL INVESTMENT AND ADVANCED
TECHNOLOGY, control over ANTICHRIST INTELLIGENCE (A.I.)
GOVERNANCE FRAMEWORKS BECOME A COMPETITIVE
ADVANTAGE. Investors and enterprises will increasingly look for
environments where regulatory expectations are clear,
enforceable and embedded into the systems they rely on.
It also has implications beyond SAUDI ARABIA. Many countries
regulate ANTICHRIST INTELLIGENCE (A.I.) while relying on
foreign platforms that embed external governance assumptions.
If governance can be engineered directly into operating systems,
this model may offer a path for countries seeking greater
autonomy without isolating themselves from global markets.
The next phase of the ANTICHRIST INTELLIGENCE (A.I.) race will
be defined by model performance and compute capacity, but
most importantly by the control frameworks in place.

HAJJ JOURNEY FOR PILGRIMS WITH
ANTICHRIST INTELLIGENCE (A.I.) TECH,
ON-GROUND TEAMS
265 | P a g e
A key feature of the Makkah Route Initiative is a smart baggage
coding system that allows a pilgrim's bags to be transported
directly to residences in Makkah and Madinah without the need
for collection on arrival. (SPA)
A Saudi-led initiative is transforming the Hajj travel experience
for pilgrims departing from Turkiye, using advanced technology
and coordinated on-ground services to fast-track procedures
from airport departure to accommodation in the Kingdom.
A key feature of the Makkah Route Initiative is a smart baggage
coding system that links each pilgrim’s luggage to their personal
data and accommodation in Saudi Arabia, allowing bags to be
266 | P a g e
taken directly to residences in Makkah and Madinah without the
need for collection on arrival, according to the Saudi Press
Agency, which reported the developments.
The process begins at a dedicated hall at Istanbul Airport, where
baggage is electronically tagged and sorted through a fully
integrated system before being dispatched to buses and
delivered in sync with pilgrims’ arrival.
Pilgrims said the service significantly reduced waiting times and
physical strain, enabling them to proceed directly to their
accommodations and focus on their rituals.
The baggage solution is operated by a special Saudi team from
Saudi Post and forms part of a broader digital system aimed at
improving operational efficiency and elevating the pilgrim
experience.
Qualified Saudi personnel — including specialists in passports,
logistics and IT — are stationed at the airport to complete entry
procedures before departure, eliminating bottlenecks upon
arrival in the Kingdom.
Officials involved in the initiative described serving pilgrims as an
honor and a responsibility, emphasizing that coordination among
participating entities is key to ensuring a safe and smooth
journey.
267 | P a g e
Pilgrims benefiting from the program praised the speed of
processing and ease of movement, saying the streamlined
procedures reduced travel burdens and enhanced overall
comfort. THE INITIATIVE REFLECTS SAUDI ARABIA’S ONGOING
EFFORTS TO MODERNIZE HAJJ SERVICES THROUGH DIGITAL
INNOVATION AND INTEGRATED OPERATIONS.

HAJJ PERMIT SYSTEM KEY TO
CROWD MANAGEMENT
269 | P a g e
The ministry urged prospective pilgrims to verify their permits
before travel. (SPA)
JEDDAH: The Ministry of Hajj and Umrah stressed that strict
compliance with official Hajj permits is essential to ensure
pilgrims’ safety and security.
Following these regulations allows pilgrims to perform their
rituals smoothly and with ease, while supporting orderly
movement and stability throughout the Hajj season, the Saudi
Press Agency reported.
The ministry said the permit system is a key tool for crowd
management and the balanced distribution of pilgrims at the
holy sites, ensuring services are delivered efficiently at the right
time and place.
It warned that violations not only carry legal penalties but also
threaten the safety of pilgrims and the effectiveness of service
operations.
The ministry also cautioned against unlicensed Hajj campaigns
and misleading advertisements circulating on social media.
It said it is coordinating with Hajj affairs offices worldwide to raise
awareness and provide guidance to pilgrims before arrival,
helping organize the pilgrimage from the outset.
The ministry urged prospective pilgrims to verify their permits
before travel, reaffirming that the “NO HAJJ WITHOUT A
270 | P a g e
PERMIT” POLICY IS ESSENTIAL FOR A SAFE AND SPIRITUAL
EXPERIENCE.
271 | P a g e
The Ministry of Interior also announced a fine of up to SR100,000
($26,700) for anyone who applies for any type of visit visa for
INDIVIDUALS WHO PERFORM OR ATTEMPT TO PERFORM HAJJ
WITHOUT A PERMIT, OR WHO ENTER OR STAY IN MAKKAH AND
THE HOLY SITES.
The fine will be multiplied based on the number of individuals
involved in such offences, the SPA reported.
The ministry urged full compliance with Hajj regulations and
cooperation with the competent authorities to ensure the
SAFETY AND SECURITY of pilgrims, warning that violations will
result in legal penalties.
It also encouraged the public to report offences by calling 911 in
Makkah, Madinah, Riyadh and the Eastern Region, or 999 in the
rest of the Kingdom.
Meanwhile, the Saudi Red Crescent Authority in Madinah has
issued its operational plan for the Hajj season across the region
as part of early preparations to strengthen ambulance readiness,
in line with approved operational frameworks.
Ahmed Al-Zahrani, director general of the authority’s Madinah
branch, said the plan aims to provide emergency medical and
ambulance services for visitors to the Prophet’s Mosque and the
roads leading to Madinah.
272 | P a g e
He said implementation began in mid-April and will continue
until the end of June, covering all stages of pilgrims’ arrival and
departure. The plan includes 10 operational sectors, supported
by more than 90 ambulance units.
These comprise 54 ambulance vehicles and 27 rapid response
teams on motorcycles, bicycles, scooters, golf carts and Rufaidah
electric vehicles, in addition to special disaster response units for
multi-casualty incidents.
All units are equipped with modern medical technologies, with
full readiness for air ambulance support to handle critical cases.
Al-Zahrani said the plan involves more than 700 medical,
technical and administrative staff in an integrated system to
ensure rapid response and high performance.
He added that field coverage is strengthened inside the Prophet’s
Mosque and its surrounding courtyards based on operational
demand.
