Confidence wanes

Confidence among local businesses

has fallen sharply in the Waimakariri

District as global uncertaintyand

rising fuel concernsbegin to take hold.

The latest Infometrics Quarterly

Economic Monitor, covering the year

to March2026, shows the district was

performing well up to the endof

March.

However, it largely predates the full

impact of global tensions and rising

fuel costs.

It had been outperformingmuch of

the country on key measures due to the

diversity of industries.

Gross Domestic Product (GDP)grew

1.3 percent, well ahead of the national

rate, while business numbers,

employment and tourism expenditure

all increased.

Unemployment remained low at

3.5%.

There were some weaker signals

beneath the increase in GDP however,

according to the survey.

Consumer spending dipped slightly,

guest nights were down, and nonresidential

building consents fell

significantly, pointing to softer

investment activity heading into 2026.

The shift is reflected in the North

Canterbury Business Opinion Survey,

carried out in April by Enterprise

North Canterbury.

Unlike Infometrics, which measures

actual activity, the survey captures

business sentiment, and itsuggests

conditions changed quickly.

Confidence in the wider New

Zealand business environmentfor

North Canterbury businesses dropped

from anet +47% ayear ago to net 17%

this April.

This is amuch larger decrease

compared to the confidence of

businesses across New Zealand where

confidence dropped from net +23% to

net +1% over the same period,

according to the New Zealand

Institute of Economic Research

(NZIER) quarterly report.

Dalton says businesses remain

cautiously positive about their own

outlook at +16%, but this is well

down on ayear ago and points to a

clear loss of momentum.

At the same time, the survey

indicates that costs are rising,

profitability is under pressure, and

investmentintentions have pulled

back, particularly for buildings.

He says the contrast between the

two reports is telling.

“What the Infometrics data shows

is that up to the end of March,

Waimakariri was performing well.

“What the ENC local April survey

indicates is that the fuel situation

andglobal uncertainty have changed

the environment very quickly for

North Canterbury.”

The survey highlights agrowing

concern about fuel, with businesses

heavily exposed to both price

increases and supply risk.

On average, fuel accounts for a

significant portion of operating

costs, andthe majority of businesses

say it is at least “somewhat critical”

to theiroperations.

Mr Dalton says that exposure helps

explainwhy confidence has dropped

more sharply locally than nationally.

“We’re aregion that relies on

industries like agriculture,

construction and manufacturing.

"Those sectors depend on fuel to

operate daytoday, so any

uncertainty around supply or price

has an immediate impact.

"You can’t bring in the crops via

videoconference”.

The contrast between strong

underlying data, and weakening

sentiment, shows how quickly

conditionsare shifting.

“While the local economy remains

fundamentally sound, the next

Infometrics report will be critical in

showing whether these concerns

translateintoabroader slowdown,”

he says.

ANorth Canterburymayor is thrilled

funding has been secured for another year

to support vulnerable families.

Hurunui Mayor Marie Black says Satisfy

Food Rescue will benefit from ashare of

the funding of the $8 million included in

the Budget for food security.

The funding was announced in the

Budget last month to support

organisations, such as North Canterbury’s

Satisfy Food Rescue, to redistribute food

to those in need.

It follows acall from North Canterbury’s

three mayors earlier this year for funding

for the Food Secure Communities

programme to be extended beyond June

30.

Satisfy Food Rescue has received

funding from the programme for the last

five years.

Mrs Black says Satisfy Food Rescue

supportsNorth Canterbury’s food banks,

which are under pressure as families face

rising fuel prices and cost of living

pressures.

‘‘In the face of ongoing challenges for

our communities,wewelcome recent

funding announcements that enable

impactful initiatives to continue their vital

work.

‘‘It will help to ease operational

pressures and strengthen sustainability so

they can continue providing essential

support to those in need.’’

The Ministry of Social Development

(MSD) has also confirmed funding for the

Mayors’ Taskforce for Jobs, ayouth

employment programme, for another year.

Mrs Black said the council has also

received funding from North Canterbury’s

electricity network, MainPower, for

Together Hurunui’s food in schools and

MainPower Pantry initiatives.

The Food Secure Communities

programme was established in 2020 during

COVID19restrictions.

The ‘eyes and ears’ of Police

Kaiapoi and Rangiora Community

Patrols have been the extra eyes and

ears for the Police in the Waimakariri

District for over 30 years.

Manned by volunteers the patrols

are an important link in helping keep

communities safe.

The volunteers man community

patrol cars and work with the Police,

helping reduce criminal activity in the

area.

Volunteers remain in their cars,

observing and monitoring incidents,

taking notes and feeding back to

police.

Owen Cassidy,Kaiapoi coordinator

saysmen and women give their time

freely to the patrols and it doesn’t

require an onerous amount of time to

lend ahand on patrol to help keep

their communities safe.

He is critical of “keyboard warriors’’

who criticise the amount of criminal

activity in the district, and the

‘perceived notion’ community patrols

are not doing their job when something

happens in their street or area.

"The more bums on seats means

more patrols, both day and night,’’ he

says.

leader, saysthey are alwayslooking for

volunteers to help out keeping an eye

on what is going on around the byways

and towns.

The two community patrols between

them cover Kaiapoi, Rangiora, up to

Cust, Oxford, Amberley, and Sefton

and everywhere in between.

As well as working alongside the

police, carrying out any tasks they are

given, the patrols also work with the

council, businesses and different

community organisations.

Allmembers are vetted by the Police,

have athree month probationary

period and receive ongoing training.

ours, securing sustainable funding is an

ongoing challenge in ahighly

competitive environment, making this

commitment agenuinely welcomed

‘‘It recognises the vital role food

rescue plays in supporting whānau

across our region in times of need.’’

Satisfywas established in 2015 and

collects food from supermarkets,

businesses and gardens across the

region.

The food is redistributed to nearly 60

community partners in Christchurch

and the Waimakariri, Hurunui and

Kaikōura districts.

To meet the growing demand, Satisfy

moved to alarger site in Rangiora in

December.

Food Secure North Canterbury,

which is acollaboration of Satisfy and

the region’s food banks, has called on

the Waimakariri and Hurunui councils

to develop afood security strategy.

Call for primary sector focus

Canterbury’s primary sector needs to be

afocus in any new local government

structure, says Hurunui Mayor Marie

Black.

But she does not want to see rural and

urban communities divided as North

Canterbury's three councils seek

community feedback on options for local

government reform in the region.

‘‘Every economist talks about the

powerhouse of Canterbury and that is

built around our primary sector,and

that shouldn’t be overlooked in any

reform,’’ Mrs Black said.

‘‘Rural and urban it’s the hand in the

glove. I’m not into having division. We

have to appreciate each other to get the

best outcome.’’

The Government recently announced

the Head Start programme, where

councils were given three months to

present proposals to reorganise local

government in the region.

The new arrangements would take

effect from the 2028 local government

elections with unitary councils,

combining regional and local functions,

the Government's preferred option.

Mrs Black said Hurunui District

Council was talking to councils across

the Canterbury region about several

options.

Hurunui enjoys aclose relationship

with the Kaikōura District Council, with

the two councils sharing IT staff, using

the same IT system and recently forming

Kaikōura Hurunui Water Services Ltd

to manage water services infrastructure.

But with acombined 12,000

ratepayers, it is unlikely the two

councils would have the scale to form a

unitary council.

Waimakariri Mayor Dan Gordon said

he was keen to hear from local

residents.

‘‘This isn’t something that we have

chosen, but it is something we have to

work through and the best way to do that

is to be open and transparent in our

thinking and make sure we ask what our

residents think as well.’’

Waimakariri Deputy Mayor Philip

Redmond said the council remained

focused on ensuring Waimakariri had a

strong voice in any future arrangements.

‘‘As aCouncil our focus is making sure

the unique identity,services and needs

of Waimakariri communities are

protected, while ensuring our district

has astrong voice in whatever the future

may look like.’’

The Waimakariri council has

presented three options for its

engagement, including forming a

Waimakariri unitary council, aNorth

Canterbury council or aGreater

Christchurch (Christchurch, Selwyn and

Waimakariri) council.

Various scenarios have been

suggested for carving up the Canterbury

region, including south, mid /central

and north Canterbury unitary councils

and aChristchurch unitary council.

Around 82 percent of the region's

population lives in Greater

Christchurch, while there are major

braided river systems and large,

sparsely populated districts like

Hurunui and Mackenzie.

Feedback closes on June 21 for the

Hurunui and Kaikōura councils, and on

July 5for the Waimakariri council.

Young film makers competition

Acompetition being organised for

Waimakariri’s young environmental film

makers will provide an opportunity for

finalists to have their films shownin

public on the big screen at Rangiora Town

Hall Cinemas.

The Waimakariri Young Environmental

Film Makers (WYEFM) competition is a

communityled initiative being organised

by asmall group of Waimakariri women

with support from Rangiora Town Hall

Cinemas, Waimakariri District Council’s

Greenspace team, the Waimakariri

Biodiversity Trust, Eco Educate and

Enviroschools.

The competition is open to Waimakariri

primary school pupils, or homeschooled

pupils, aged 10 13years.

It was inspired by two short

environmental films, Plastic StrawFree

Rangiora,made in 2018 by North Loburn

School pupils, and Vote the Wrybill for Bird

Of The Year,made last year by Pegasus Bay

School pupils.

The topic chosen for the WYEFM

competition is: “What is one thing anyone

can do to help the environment in

Waimakariri?”

Although it is awide brief, for the

competition the organisers are hoping the

young film makers will consider taking the

opportunity to highlight the importance of

individualactions, such as planting trees,

looking afterwetlands and reducing

plastic use, to protect the planet.

“We want to see filmsthat have the

potential to achieve positive change for

the environment and we are really looking

forward to seeing what Waimakariri’s

young film makers can deliver for us in

this regard," Judith Hughey, the

competition spokeswoman, says.

Finalists will be chosen by apanel of

four judges. The winner will be

announced at an awards night to be held at

the Rangiora Town Hall Cinemas on

September 18, where all of the finalists'

films will be screened.

All finalist films will also be entered in

the Chicagobased, 2027 One Earth Young

Film Makers Contest, which will give them

ahighly regarded international viewing

platform and the opportunitytowin a

competition that attracts young film

makersfrom all around the world.

The winner of WYEFM will also receive

acash prize plus environmentallythemed

books and complimentarytickets to the

Waimakariri Environmental Film Festival

(WEFF) at the RangioraTown Hall

Cinemas later this year.

Therewill also be prizes for the second,

and thirdplaced film makers and the

other finalists. All other film makers who

enter the competition will go in the draw

to win two complimentary tickets to

WEFF.

Entries open on June 20 and closes on

September 1. Entry details will be

announced next week.

Mr Blake moved into anew

54 square metre unit on

former red zoned land last

month.

It is one of 20 new units

aimed at providing warm and

affordable homes for older

residents.

‘‘It’s fantastic. They are

very nice and roomy, warm

and comfortable and they

catch the sun.’’

The unit has alarge double

bedroom, aspacious living

room and kitchen, and a

modern bathroom.

‘‘It’s very nice,’’ he said.

‘‘We are here to open anew

community of warm, safe and

affordable homes for some of

our older residents,’’ Mr

Gordon said.

‘‘These are people who

have contributed in so many

ways to Waimakariri over

their lifetimes and who

deserve dignity, security and

stability in their later years.’’

The $6m older persons’

housingdevelopment was

jointly funded by the Rātā

Foundation, the Ministry of

Mr Doocey said it showed

what could be achieved when

the Government partnered

with the community.

‘‘Everyone who has been

partofthe design and

building, you can feel very

proud.

‘‘It’s about valuing the

elderly and giving them a

place to live.’’

Council community and

recreation general manager

Chris Brown said the cost to

build the 20 onebedroom

units worked out at just

under $250,000 each.

The land was red zoned

following the 2010 and 2011

earthquakes, with the

Government offering to

buyout residents so they

could move on.

‘‘People used to live here

and we wanted to respect

that, so we got general

support from the residents in

the streets around here,’’ Mr

Brown said.

Mr Gordon said new life

was emerging in the former

red zoned land, with the

Kaiapoi Croquet Club and

Kaiapoi Menz Shed moving to

asite nearby and other

developments.

The new units have solar

panels installed to reduce the

cost of hot water and heating

the units.

External heat pumps have

been installed to each block

of five units to provide a

constant temperature of 1819

degrees, Mr Brown said.

Residents can raise the

temperature in their units at

their own expense.

The new 20 new units add

to the council’s existing 112

older persons’ units, with

another six planned in

Rangiora.

Mr Brown said there was

strict criteria to ensure the

most vulnerable were able to

receive support.

Housing affordability is an

issue in North Canterbury, as

the region faces agrowing

and ageing population.

Waimakariri District

are inviting the community to a

planting day at the reserve in

Clarkville on Sunday, on June 14.

Hundreds of native trees and

shrubs, supplied throughthe Trees

That Count programme and grown

by Waimakariri nurseries, will be

planted during the day.

The event, which is being

organised by the volunteers in

partnership with the Waimakariri

District Council’s green space team,

will start at 10 am.

Members of the public keen to

help can meet at the reserve at 161

South Eyre Road. Parking is

available.

Helpers of all ages and abilities

are welcome and are asked to bring

gloves, sturdy footwear, and awater

bottle. Planting equipment will be

provided at the reserve.

The planting day will be

Planning for the Scargill Horticultural &

Home Industries Society spring

celebration has begun.

Tipapa Estate, an hour north of

Christchurch, will host the 115thannual

spring show in its historic woolshed on

Saturday, September 19.

This year’s theme is Seeds of Well Being,

focusing on mental health with various

exhibits and stalls relating to this alongside

the usual floral, cooking, children’s work,

arts and crafts exhibits.

The schedule has been overhauled to

reflect the changing times, whatinterests’

locals, and to rejuvenate this popular

event.

Anew large cupped pink daffodil class

has been introduced into the Daffodils

section.

This section will also trial anew labelling

system.

Decorative has concentratedonfewer

floral classes, and the introducedaclass for

secondary school students.

New look forAmberley’sglassrecycling

Glass recycling from the front gate will

be an option for Amberley residents from

July 7.

Glass bottles and jars will be pickedup

weekly as part of the Hurunui District

Council’s kerbside collection service.

The rollout of the service has been

funded by agrant received from the

Ministry for the Environment.

Aglass collection box will be supplied

for each house within the township.

Box collection vouchers are being sent

out this weektohomeowners and boxes

canbepickedupfrom the council in

Carters Road, or the HurunuiLibrary in

Amberley.

Renters are encouraged to contact their

landlord to gettheir voucher.

Council’s Compliance and Waste

Manager,Andrew Brown said the service

reflects the growth of the town. He says it

is astraightforward process, as long as

simple guidelines are followed.

Glass collection will be the sameday

and time as the council rubbish and

recycling collection.

All collected glass will be back loaded to

Christchurch, with glass put in empty

trucks returning from Kate Valley landfill.

It will then be recycled into new glass

materials or used in roading, throughout

Canterbury.

Residents are asked to remember to use

the official glass recycling box, not overfill

it, and remove caps and lids from jars and

bottles.

Focus on

Waimakariri

with Mayor Dan Gordon

Proud moment for

Waimakariri district

Last week Ihad the pleasure of

officially openingthe Courtenay Drive

housing development in Kaiapoi

alongside Waimakariri MP Matt Doocey

and Kaiapoi–Tuahiwi Community

Board Chair Jackie Watson.

It was aproud moment for our

district, marking the completionof20

new homes for older residents.

These new tenants have contributed

so much to Waimakariri over many

years and deserve safe,warm and

affordable housingintheirlater years.

The development represents astrong

partnership between Council, central

government and awide range of

delivery partners including Abbeyfield,

Kāinga Ora, Construction Consortium

Ltd, the Ministry of Housing and Urban

Development, and the Rātā

Foundation.

Courtenay Drive is agood example of

what can be achieved through good

planning, careful delivery,and strong

collaboration betweenpartners.

Importantly, it also highlights the

growing need in our community. Asour

district grows and our populationages,

demand for suitable housing continues

to increase. While this development is

an important step forward,there is still

more to do.

Planning is already underway for a

further six onebedroomunits in

Rangiora, continuing the same

partnership approach that has worked

well for CourtenayDrive.

Ialso want to acknowledge and

congratulate the local recipients

recognised in this year’s King’s

Birthday Honours.

Norrish, for services to education,

Jenny Hughey for her leadership and

work alongside Council as Chair of

Environment Canterbury and my good

friend and former deputy mayor

Neville Atkinson.

These honours are afitting

recognition of years of dedication to

their communities and to causes that

have helped make our district and

wider region stronger.

Ihave had the privilege of seeing the

commitment and passion of these

individuals over many years, and I

know many people across Waimakariri

will share asense of pride in seeing

them recognised at anational level.

To celebrate this achievement, I,

along with my council colleagues will

be hosting an afternoon tea later this

month for the recipients, together with

their families and close friends.

It will be an opportunity to thank

them for their service and acknowledge

the positive impact they have made on

our communities.

Iknow many people have been talking

about the future of the Pegasus Golf

Course following the news that it has been

sold to property developers Wolfbrook.

Ihave been inundated with emails

about the situation and wasimpressed

with the strong community turnout to the

recent public meeting at the Pegasus

School hall.

Ihave made the decision to oppose the

Wolfbrook development in Pegasus on

three principled points.

The first is that Ibelieve with the right

investment the golf course has economic

significance to not only Pegasus but the

wider Waimakariri district, with real

potential to bring revenue and jobs into

the district.

The golf course should be invested in to

be adestination for both domestic and

international golfing tourism.

Secondly, there is no shortage of

competing land to open up for housing in

Waimakariri.

Most people I’ve spoken to accept that

housing affordability is an issue so we do

need to open up land, but we have astrong

developer community who work

constructively withcouncil to build in the

right places.

course will significantly impact Pegasus

town and is counter to the intent of

development in the district that builds on

Waimakariri’s strengths.

The Pegasus golf course is unique to the

character of the town, and many residents

bought in the town for this very reason.

In Wellington amajor focus has been

Budget 2026, which has some real

positives across arange of areas,

including the Government’s strong

economic management, meaning growth

is forecast to continue, with 220,000 more

jobs on the way and wages rising faster

than inflation.

Through more disciplined spending

and afocus on frontline services, the

Government is also backing Police,

Corrections and the justice system to keep

communities safe the Budget delivers

more frontline support for Police, and

enables increased prison capacity with

710 more Corrections staff.

We know this approach is already

delivering locally, with ram raids having

been eradicated in Waimakariri, and far

fewer victims of violent crime.

Lastly, it was areal privilege as local

MP to be part of the official opening of

Courtenay Drive, Kaiapoi’s newest

housing for the elderly development, with

Mayor Dan Gordon and Community Board

Chair Jackie Watson.

Apartnership between Government

and the Waimakariri District Council, the

complex will deliver more muchneeded

housing for the elderly in Kaiapoi.

The onebedroom units will become

home to some of our vulnerable older

residents in Waimakariri who would

otherwise struggle to find safe, secure

housing –agreat collaborative effort all

round.

Iwent to the Rugby Club Rooms official

handover and opening recently.

The space is awesome. Quite astunning

build actually. It will be well used and

appreciated.

We looked over the Draft Annual Plan at

the last council meeting.

Rates are looking in line with what was

projected through the LTP both with or

without Water services. So that’s agood

thing.

The recentlyannounced local

government reforms are acurrent hot

topic.

We are still trying to get details from the

government and are meanwhile actively

talking with councils either side of us.

The recent Mayoral Forum saw us all

trying to get ahead of the game with

minimal information. We areupdating our

community as we go on this one and

sharing what we know as we learn it. What

Ican say with certainty is that we will work

hard to maintain and protect our

community’s voice, identity, and direction..

I’m looking forward to spending time

with people at the upcoming community

dropinsessions. We arekeen to discuss

the potential options for amalgamation and

to bounce thoughts around pros &cons. We

need our communities voice, thoughts,

feedback and ideas. The community dropin

sessions arebeing held at the: ˘Memorial

Hall Wednesday, June 17, and Kekerengu

Community Hall Thursday ,June 18. I

encourage anyone interested and invested

to join us for discussions.

Alegendary cheese roll maker has stepped

up to help the Waimak United Football

Club’s Under 15 Academy team fundraise

for aplaying trip to Australia this

September.

Soccer mum Nicky Kelso, whose son

Riley is amember of the team, has made

thousands of cheese rolls for sports fundraisers

over the years, and is once again

flat out keeping up with orders for her

popular cheesy snack.

Fundraising is going well, with everyone

connected to the team “muckingin" by

doing what they can to contribute, Nicky

says. There has also been great support

from the community for the project.

The team needs to raise $40,000 to get 18

players, two coaches and two parents,

including the team manager, Louise

McKinlay, to the Premier Invitational

Football Tournament on the Gold Coast.

“It is alot to raise but such amassive

opportunity for the boys who have all been

working hard to achieve their goal," Nicky

says.

‘‘We want to prove we can do it, to show

the boys that with hard work they can

achieve theirgoals and hopefully pave the

way for other teams to do the same."

Two artists, Victoria Dowall from

Kaiapoi and Marc McKinlay from

Christchurch have also joined the

fundraising effort by donating artwork to

be auctioned.

Louise says Nicky’s cheese rolls are

“delicious, cheesy and made with love’’.

‘‘If you have had them before, you know.

If you haven’t, you are in for atreat.”

They are packs of 12, for $15, and packs

of 36 for $40.

‘‘They are perfect for lunchboxes, snacks

or freezing for later,” she says. We are

aiming for each player to sell 12 dozen.

With 17 players that equates to almost 2500

cheese rolls in three short weeks.”

Lifecare resident Jan Marshall watched

aTVnews story about Dame Valerie

Adams rallying her Jammie Army, earlier

this year.

The Jammie Army’s goal was to make

sure every child who came through the

doors of Kidz First Children's Hospital in

Auckland went home in awarm pair of

pyjamas.

Dame Valerie was seeking help to get

25,000 pairs for 25,000 kids.

Moved by it, Jan thought that if they

could do that there, then what about

doing the same thing right here in

Rangiora?

The retired schoolteacher quickly

formulated aplan and approached her

church for help.

“I set up the “June Jammies” as afun

but communitybased idea to get maybe

50 sets of pyjamas for children in need

here.

“I planned to give them to the Hope

Community Trust to distribute at the end

of May.”

She started her appeal at the beginning

of May,standing up at her St John's

Anglican Church, talking about‘June

Jammies’ and inviting people to donate

pyjamas for children.

Gail Kerse, manager of the Rangiora

Lifecare facility, got right behind Jan and

contacted other facilities in the Rangiora

area.

“Word spread quickly, and despite Jan

only thinking she might get between 30

and 50 sets, she has received more than

90 sets to date, and they are still coming

in.

"We all watched in amazement one day

when Jan came back from church with

lap because the bins were loaded up with

pyjamas.”

Jan says she has been very pleased

with the response and looks forward to

handing over the donated pyjamas to the

Hope Community Trust later this month,

which also includes several onsies,

dressing gowns and bed socks.

Saturday’s exercise was based on a

major earthquake on the Alpine Fault

line.

While Red Cross volunteers were out

and about in the communities, sharing

practical emergency preparedness

information and talking to community

members about simple ways households

can be better prepared for emergencies,

other disaster victim volunteers were

testing the training of the Red Cross staff

handling operations at acommand centre

set up in the Riverside Church in Kaiapoi.

This was all done while exercise

controllers interrupted proceedings with

disaster scenarios, which included

aftershocks and failingcommunications

equipment.

“The weekendwas agood chance for the

public to see how we run disaster control

centres and supply aid in emergencies,”

said Astin.

“It was also good for our volunteers to

see the bigger picture and look at how

their part of the DWST operation works.”

Omihi Stream focus

Concern from farmers about the quality

of the Omihi Stream has prompted a

group to be set up to improve the water

way.

The Omihi Catchment Group (TBC), is

holding its first public meeting on

Wednesday, July 15, at the Greystone

Cellar Door where it is planned to set the

group’s goals and objectives.

These may include field trips,

information about planting times and

species, stream bank erosion, fencing

options or data for environmental

certifications.

Many in the group remember an

abundance of tūna (eels) and tadpoles in

the stream from their childhood, and

swimming in it on warm days.

They no longer see this, and want to

coordinate with other farmers and

landowners in the area to work towards

amore functional waterway.

The group is independent of local and

regional councils, but may collaborate

with them on fieldtrips for topics such

as willow control and pest management.

Property owners bordering the Omihi

Stream or Limestone Creek, who are

interested in meeting other landowners

in the area, and contributing to the

catchment, are invited to the meeting.

All types of landowners are welcome.

Thelatestsmall businessnumbersshould setoffalarm bells in

Wellington.Acrossthe Asia-Pacific,around62percent of small

businessesreportedgrowthlastyear. In NewZealand, that

figurewas just38percent.

That gapmatters. NotbecauseNew Zealanders have forgotten

how to runbusinesses, butbecause it tells us something

fundamentalabout the environment small businessownersare

operatingin, andwhatwecan do to changeit.

In my conversations with small businessowners, Iheara

familiar line: theGovernmentisn’t goingtofixthis foryou.Some

successfulownerssay theansweristolookinward, work harder

andthink differently.

Inmyview, that lets thesystemoffthe hook.

Governmentplays an important role in shapingthe

environmentbusinessesoperate in:access to capital,

compliance obligations,paymentrules, council processesand

public infrastructure. When thesesettings areright,businesses

have room to grow;whenthey’re not, even capable owners can

struggle.

That’s particularly true forsole traders andsmall firms. Small

businessesare ahuge part of oureconomy, yetthey’re often

expected to meet thesamerequirementsaslargercompanies.

Timespent navigatingforms,thresholdsand approvals is time

not spentwinningwork,trainingstafforinvestingfor growth.

It’s notjust“startups” that feel this squeeze. Small retail, trade

andhospitalitybusinesseskeepmain streetsaliveand employ

locals,but toooften they’renot on theGovernment’sradar until

they startdisappearing.

Formanyowners, thechallengeisn’t onebad season.It’syears

oftough trading, with repeated shocks layered on topofeach

other. There’sonly so longyou can tighten your belt,upgrade

systems andrethink your offer before closingbecomes theonly

option.InCanterbury, many firmswerestill recoveringfromthe

earthquakes when thewidereconomy slowedagain.

On topofthe weak economy, owners pointtopractical barriers

that keep stackingup:

Agrowinglistofcompliance requirements,with little

recognition of thetime andcostburdenonsmall operators.

Alack of clarityfromlocal andcentral government: making

changes canbecostly andtime-consuming, with no clear

pathwayand toolittle room forcommon sense.

Chronic under-resourcinginkey governmentdepartments

and councils,which lengthenswaittimesand creates

inconsistency.

Ongoingstaffingpressures.

Morelarge businessesbeing ownedbyinterests outsidetheir

communities,soprofitsflow away rather than beingrecycled

locally.

It’s no surprisesomeownersask:why do this at all? Whytake

therisk andcarrythe stress when thepayoff feelssouncertain?

That question should worryusmorethanany dipinconfidence.

It’s asignentrepreneurship isn’t beingrewarded as it should be.

Some of it is confidence, butmuch is practical:can youget

finance on fair terms, invest in newkit or staff,and grow without

havingtosellup? That’s thegap Labour’s NewZealand Future

Fund is designedtohelpclose by growingthe pool of long-term,

home-grown capital.

In simple terms, theFutureFundwould be aNew Zealand

investment fund,managedindependently alongside,but

separate from,the NZ SuperFund, focused on investing in Kiwi

businessesand infrastructure.

This isn’t abouthandoutsorGovernmentmicromanagement.

Small businessownersdon’t want to be rescued. They justwant

afair go.

TheFutureFundwill back innovative Kiwi businesses, create

good, secure jobsand givepeopleareasontostayand build

theirfuturehere.

Othercountriesare getting betteroutcomesfor small

businesses. We don’t need to copy them wholesale, butwedo

need to ask what they’redoingdifferently,and why.

If we want astrongereconomy,weneedmorepeople willingto

startand grow businesses. That means fixing settingsthatslow

people down andmakingiteasierfor hard work to turn into

progress.

Blaming“mindset”might be comforting forMinisters,but it

won’tshiftthe growth numbers. Policy will.

Growth windfall for North Canterbury

ANorth Canterbury council could

receive awindfall of nearly $2 million to

support growth.

Waimakariri District Council

planning, regulation and environment

general manager Kelly LaValley said

the council could receive around $1.9m

from the Government’s ‘‘Incentives for

Growth Fund’’, based on consenting

numbers.

More modest contributions arealso

expected for Hurunui and Kaikōura

councils, based on their lower

consenting numbers.

The Government’s May 28 Budget

allocated up to $400mover four yearsto

offer incentives for councils to enable

housinggrowth and more consistencyin

planning information and systems.

The funding will pay for roads,

services and local infrastructure to

supportgrowing communities.

‘‘Waimakariri understands that

growth is agood thing for our district

and has been proactive in planning for

growth,’’ Ms LaValley said.

The council’s partially operative

District Plan opened up land for up to

17,000 new houses over the next 30

years.

Ms LaValley said the council was

already looking for efficiencies,

including working with the

Christchurchand Selwyn councils on

consents.

‘‘We are continuously looking at ways

to make things easier for our customers.

‘‘One example is partnering with our

neighbouring councils on building

consents. This includes ensuring we use

consistent consent forms and processes

and making the best use of available

resources.’’

Ms LaValley said the council would

like to see extra support for flood hazard

modelling.

Hurunui District Council chief

executive Hamish Dobbie said the

district was likely to receive between

$250,000 and $350,000 ayear, based on

consent volumes.

‘‘The funding forthe planning system

appears to be focused on digitalisation

of the new planning rules nationally.’’

Mr Dobbie said this would benefit

Hurunui, which has funded its own

geospatial digital plans and was likely to

benefit consent applicants, with just one

system to interface with nationally.

But it would come at acost to councils

and ratepayers.

‘‘This announcement does not address

the unfunded mandate councils face in

the transition,’’ he said.

Local Government New Zealand

(LGNZ) said it was agood start, but the

Government needed to build on this

support as communities faced ongoing

infrastructure and growth challenges.

LGNZ president Rehette Stoltz said

the Budget "acknowledges the difficult

situation facing councilsthat want to

enable growth in their regions".

‘‘It’s encouraging to see some

consideration has been given to funding

the infrastructure needed for growth.’’

But the extra funding fell short of the

50 percent GST sharing on consents for

new builds promised in the 2023 general

election, she said.

LGNZ has long advocated for more

funding and financing tools for councils.

For now most councils are limited to

rates and debt funding to pay for new

infrastructure.



Kaikōura community backs Whale Trail going off-road

Community backing has allowed the

Kaikōura section of the Whale Trail to

go offroad.

The Kaikōura Community Op Shop,

Encounter Foundation and Fissenden

Bros Contractors have stepped up with

fundingfor three cycle /foot bridges on

a2km stretch between Harnett’s Creek

and Middle Creek, north of Kaikōura.

Local businesses have also been

contracted, while additional labour has

been donated by Kaikōura Cycle Club

and the trail’s design manager Hamish

Seaton.

The 13km Kaikōura to Hāpuku section

is part of the 200km cycle /walkway

being constructed from Picton to

Kaikōura.

The Whale Trail project manager

Nigel Muir said the bridges will allow

the section to be completely offroad, as

the bridges were previously not

included in the project’s funding.

‘‘We are incredible grateful for these

generous donations.

‘‘This means we can create another

magical stretch of trail close to

Kaikōura.

‘‘I’m excited about the positive impact

this community legacy project will have

for local people and businesses.’’

Earlier this year,MrMuir said around

115km of the 200km trail had been

completed with 90km already open to

the public.

Another 5060km was due to be

constructed this year.

Kaikōura Community Op Shop

chairperson Lisa Bond said the op

shop’s volunteers were pleased to

contribute to aproject with community

benefits.

‘‘The project strengthens community

wellbeing and social connection and

enables people of all ages and abilities

to use the trail for recreation.

‘‘We’re also proud to support this

project which delivers clear local

benefit and showcases Kaikōura’s

unique coastal environment.’’

The Whale Trail is one of the last

projects supported by the Encounter

Foundation, which has been wound up

since Encounter Kaikōura was soldlast

year, trustee Lynette Buurman said.

‘‘This donation helps turn planning into

action.‘‘

Swimming for Coastguard

week for amonth is hard work.

For Philippa Morphet and

Vicki Blake, swimming such a

long distance is all about

supporting agood cause.

The pair from Rangiora are

just two of hundreds of

swimmers up and down the

country taking part in The Big

Swim anationwide challenge

raising vital funds for the

thousands of volunteers who

help the Coastguard Tautiaki

Moana keep people safe on the

water.

The Big Swim is back for its

third year, and water lovers of

all ages and abilities set

personal swimming goals for a

month, whether that’s afew laps

at the local pool or amore

ambitious distance in open

water.

Philippa and Vicki are each

aiming to swim more than 20

kms in June.

Both say it’s agood cause to

support.

“I saw it advertised online and

thought this would be something

good to support,” Philippa says.

Vicki, acheckout supervisor at

Pak’n Save Rangiora, says it was

agood opportunity to get back

into the pool.

“I love swimming, and I’m

used to doing big laps every time

I’m in the pool after work each

week.

“My work colleagues and

managers are all behind me

TautiakiMoana,New Zealand’s

primary marine search and

rescue organisation, and will be

usedtosupport the 2,000

volunteerswho respond to

urgent and nonurgent calls for

help across the country’s oceans,

lakes, and rivers.

This year’s Big Swim initiative

comes off the back of arecordbreaking

2025 campaign, which

saw 2,581 swimmerscollectively

cover29,511km, the equivalent

of swimming the lengthof

Aotearoa’s coastline twice,

raising $644,360 for Coastguard,

nearly doubling the funds raised

at the inaugural event in 2024.

The Big Swim works with

participantschoosing how far

they want to swim,whether it’s a

few pool lengths, abigger

distance or an open water

challenge. They fundraise by

inviting friends, family, and

colleagues to donate and along

the way, they unlock rewards as

they hit fundraising targets,

turning their swim into afun

challenge with extra motivation.

Qualification changes

raise workload concerns

Changes to school qualifications is

‘‘like going back to the 1980s’’, a

North Canterbury school principal

says.

Rangiora High School principal

Bruce Kearney says promoting the

trades is agood move, but he is

concernedabout the workload on

teachers as they implement the new

qualifications.

This year’s Year 9students are

expectedtobethe first to enter the

new twoyear qualification

framework, which will be

implementedin2029 for Year 12 and

13 students.

‘‘The details areonly just starting

to come out and it’snot far away,’’ Mr

Kearney said.

‘‘We haven’t gone through atime

when both the curriculumand

assessment have been changed at

the same time.

‘‘When are teachers supposed to

do their normal job? Because we are

supposedtostill be teaching NCEA.

It’slike doubling someone’s

workload without increasing their

hours.’’

While there is alack of detail, Mr

Kearney said the new assessment

appeared to moresubject and exam

based, comparedtothe NCEA credit

system.

‘‘It’slike going back to the 1980s,

but without the Ghostbusters.’’

Amuri Area School principal Matt

Barlow said he shared Mr Kearney’s

concerns about staff workload.

Area schools often had mixed

Year 12/13 classes to manage asmall

number of students, but Mr Barlow

said the new curriculummay not

offer the same flexibility.

Rangiora High School board of

trustees presiding member Simon

Green said he was encouraged by the

focus on trades and vocational

pathways.

‘‘These pathways need to be

valued, not treated as asecondbest

option.

‘‘For many students, practical,

industryconnected learning can be

the thing that really switches them

on to school and gives them aclear

sense of direction.

‘‘The challenge will be making

sure these pathways are properly

resourced, high quality, and still

keep doors open for students.’’

As alarge school with around 1700

students, Rangiora High School

offered arange of trades courses

including building, mechanical

engineering, soft materials and the

school farm.

In 2024, the board of trustees

invested $200,000 in apurposebuilt

classroom for its Year 11/12 building

class.

The Government has invested

$69m to double the number of places

in trades academies to 20,000

secondary school students.

Mr Kearney said the boost will

benefit schools which lacked the

numbers to offer arange of trades

classes. But it posed achallenge for

school timetables, with students

being away from school for up to two

days aweek to attend the academies,

meaning they miss other subjects.

The Government has invested $20

million to support teachers to

implement the new secondary school

curriculumand qualifications.

The Child Cancer Foundation is urging

theGovernment to reconsider its

$100,000 cap on donation tax credits,

warning the changes could reduce

charitable giving and impact support

available to families facing childhood

cancer.

Chief Executive Monica Briggs says

New Zealand's charities rely heavily on

community generosity, and any policy

that discouragesgiving couldhave

unintended consequences.

"While the cap may not affect many

everyday donors directly, we're

concerned it could have abroader

impact on charitable giving. The

$100,000 limit is cumulative acrossall

donations, meaning people who support

multiple charities could reach that

threshold more quickly. Any change that

discourages generosity risks reducing

funding for the vital services charities

provide to New Zealanders.

"Charities exist because communities

step up to help people facing some of

life's biggest challenges. For the families

we support, charitable funding provides

practical and emotional assistance at a

time when they need it most."

According to the Foundation,

charitable giving in New Zealand

remains strong because it is built on

trust, generosity and ashared

commitment to helping others.

"The strength of New Zealand's

charitable sector lies in its people. We

know donorsgive for many reasons, but

tax settings can influence how, when

and howmuch people choose to

contribute."

With the legislation now awaiting

Royal Assent, the Foundation is calling

on the Government to amend the law and

removethe donation tax credit cap,

warning it risks discouraging charitable

giving at atime when demand for

community support services continues

to grow.

"We want to ensure any reforms

supportathriving charitable sector that

can continue delivering vital services

forNew Zealanders."

Beware of scammers

Inland Revenue (IR) has begun sending

out tax assessments to salary and wage

earners in New Zealand.

And while people are looking out for

them, they also need to watch out for

scammers trying to rip them off.

Tax assessments

Individual Income Tax Assessments are

going out in several large batches, until the

end of July.

In 2025, 3.63 million taxpayers received

their end of year tax assessments

automatically, with the bulk of

assessments –2.1 million –released over

just two weekends.

2.37 million customers received refunds

and 337,000 had tax bills to pay. Last year

more than amillion refunds were under

$20.

IR expects to send around the same

number out this year.

If someone has paid too much tax they

have arefund, and IR will automatically

pay it in to their bank account atthe same

time.

These are automatic assessments only

and don't include taxpayers who have to

file IR3 returns separately.

Scammers

Scammers know when IR sendsout these

assessments and each year theyincrease

their attempts to rip off Kiwis. So, ID is

warning taxpayers to be extra vigilant and

watch out for scammers.Scammers want

to trick people into giving out personal

information, like credit card details.

Some helpful tips

Inland Revenue will only pay refunds

directly into the bank account on record

and will only ask people to log in to their

myIR account by going directly to www.ird.

govt.nz without using alink. It’salways

safer to type in the addressdirectly to your

webbrowser and navigate from there.

Inland Revenue will ask for bank account

details ifthey don’t have them,but

importantly, will always ask people to

providethese in asecure way –using their

myIR account or through the call centre

(0800 257 777).

Scammersoften trytocreate asense of

urgency and claim the bill has to be paid

immediatelybut the reality is that

taxpayers haveuntil February next year to

pay anincome tax bill. InlandRevenue

will never put the dollar amount of a

refund in an email or textmessage and will

not ask foryour credit or debit card details

in ordertopay arefund. IR never ask you

to reply to an email or textmessage to

provideyour bank account details.

customersthreateningly.

the Te Ao Mārama Whare at Rangiora

High School were winners at the 2026

Canterbury Regional Architecture

Awards held last week.

Loburn Pavilions by Three Sixty

Architecture is ahome set withinthe

open landscape of North Canterbury.

Judges of the Housing category said

Three Sixty Architecture had created

amodern rural home that feels

connected to its setting while

remaining clearly contemporary.

The house plan is divided into

separate zones, offering aclear and

practical layout that supports

comfortable everyday living.

Materials are carefully chosen for

quality and durability, sitting

naturally within the rural

environment.

The scale and proportions felt calm

and well balanced throughout.

The views of the mountains and

surrounding landscape are carefully

framed and brought into the home,

creating astrong connection to place

and adding aquiet sense of generosity

to the design.

The Te Ao Mārama Whare by

Stufkens +Chambers Architects at

Rangiora High School, caught the

judge's eye in the Educationcategory.

The judges said Te Ao Mārama has a

strong architectural presence that

gives the school an immediate and

confident identity.

The Māori narrative—the world of

light and understanding—is woven

into the building’s form, orientation,

and detailing rather than added as

decoration, giving the project genuine

cultural depth and connection.

Inside, the learning spaces are

open, calm, and well proportioned,

creatinganenvironment that feels

welcoming rather than institutional.

Timber finishes and carefully

controlled natural light bring warmth

throughout the building and help lift

the everyday experience of learning

for students and staff alike.

Director Markus Stufkens said it

was apleasure working with Rangiora

High School on the Te Ao Mārama

Whare project and it was equally

rewarding to receive the NZIA

Canterbury Education Award.

The Regional ArchitectureAwards

are apeerreviewed programme run

by Te Kāhui Whaihanga New Zealand

InstituteofArchitects in association

with Resene and APL Window

Solutions.

There were eleven categories

architects could enter the competition

in.

Atotal of 28 architectural projects

across Canterbury were deemed the

very best regional awards this year by

the judging panel.

chapel, and stretching from Timaru to

Rangiora, the winners in this year’s

awards represent awide variety of

projects and spaces that demonstrate

A symbol of remembrance

and sacrifice

Whatisone of the most recognisablesymbols of

remembrance leading uptoAnzac Day?Itis the red

poppy. Worn each April in New Zealand and Australia,

and at sites around the world commemorating

ANZACDay,ithonours thesoldiers whoservedand

those wholost their lives inwar.

After the fighting acro s Europe during WWI,bright

redpoppieswereamong the firstflowers to grow in

the mud and soiloftheba tlefields. Theseflowers

became a powerful symbol of remembrance after

thefamouspoembyCanadian Lieutenant Colonel

JohnMcCrae, “In Flanders Fields,” which described

poppies growingamong the graves offa len soldiers.

The red poppy,orFlanders poppy,alsocameto

represent thesacrifice ofsoldiers in campaigns such

as theGa lipoli Campaign.Theredpoppy became

asymbol of the bravery andsacrifice of those who

served during theGa lipoli campaignof1915 and is

central to theANZACstory.

Whilethe first official Poppy Day in New Zealand was

plannedfor ArmisticeDay in 1921, duetoadelay in

the shipment of silk poppiesfrom France, itwas held

on 24 April 1922,theday beforeAnzac Day.

For many years, redplasticand paper poppies

weremadeinChristchurch by members ofthe

ChristchurchRoyal New ZealandReturned and

Services’ A sociation (RNZRSA) andwereworn

throughout New Zealand. However, as of this year,

the RNZRSA wi l se lanew sustainablepoppy made

from biodegradable paper,manufactured by the

Royal BritishLegioninKent, England, at this year’s

Poppy Day Appeal.

Today,poppies aresold each year in the lead-up

to Anzac Day during theannual Poppy Appeal

organised by the RNZRSA. Volunteers standin

townsand shopping areas, se lingthe sma lred

poppies that people wear as avisible signofrespect.

Themoney raised helps supportveteransand their

families, including today’s soldiers, a sisting with

welfare, housing, health services, and community

programmes. In communitiesacro s thecountry,

including those throughout Selwyn, buying

and wearingapoppy has become asimplebut

meaningfulway for peopletoshow their gratitude.

Theredpoppy is asma lsymbol, butitis a powerful

reminder of courage, sacrifice,and remembrance,

Two NCteams take semi finals berths

Leading North Canterbury rugby sides

Kaiapoi and GlenmarkCheviot have

played their way into the combined

country competition semi finals after

quarter final wins.

Both sides played away and lead

throughoutintheir respective

fixtures.

Kaiapoi beat Methven 2815, and

Glenmark Cheviot looked to be

running away in its encounteragainst

Rakaia before its scoring dried up,

Rakaia came to within threepoints,

losing to GlenmarkCheviot 1720.

Kaiapoi will play at home against

Darfield in one of the semi finals, and

GlenmarkCheviot face the daunting

task of playing the other semi away

against Waihora in Tai Tapu

In other quarter finals, Ashley was

close to upsetting number one

qualifier Waihora. Trailing early,

Ashley fought backscoring four tries

but came up short and losing 1821.

Ohoka fought to the end against

Darfield before losing 2635.

In the plate section Oxford

comfortably accounted for Saracens

winning 5512 scoring nine tries in the

process and Hurunui went down 2231

to Lincoln.

In the 10 team North Canterbury

division two competition, Kaikoura

maintained asix point lead at the top

of the tableafter edging out seventh

placed Hurunui 2824.

The Northern Bulldogs Rugby League

Division One team, competing in the

Canterbury Rugby League Premier

Reserves Division One Conference,

continues to enjoy asuccessfulseason

despitelosing their first game over the

weekend.

Six wins from seven games make it

the team to watch as it heads into the

second half of their season.

Cameron Godfrey, the captain of the

Northern Bulldogs Rugby League

Division 1team, says the side won the

Division 1title in 2024.

Several senior team members then

went off to play toplevel premiergrade

rugby league for other teams in

2025.

However, this year, many have

returned for the 2026 season under

new coach Jed Lawrie, aformer

Hornby Panthers and Canterbury

representative team coach.

Cameron says it’s been avery

positive change to have Jed on board

this year.

“With his high level of rep coaching

experience, he’s taken us to ahigher

level that’s already returning

dividends this year.

“Also, of note this year is the fact

that we have had several senior

players come across from rugby to join

us.”

He says Tom Stopforth from

Woodend Rugby, plus Jayden Carson

and James Stevenson, have all joined

the club from rugby teams.

“We've got afew rugby converts this

year, who havecome to giveleague a

go, and their skills havebolstered the

team. They are going greatguns and

have lifted their skills levels pretty

well.”

The club has agood, solid base of 35

registered senior players this year.

“Sadly, we’vebeen riddled with

injuriessofar this season, but having

the depth in the team and alarge pool

of good players to choose from, has

meant it’s been been bloody good this

year.”

This year, the team has six wins and

one lossinCanterbury Rugby League

Premier ReservesDivision One

Conference.

The Northern Bulldogs’only loss of

the season came atlastweekend’s

game againstShirleyHawks with a

4612 result.

Cameron says the club’s youth team

is on hold this year, but the President's

grade team is back up and running this

year after abrief hiatus.

The club has 10 junior teams plus a

Northern Bulldogs/ Shirley/Woolston

combined girls under13 youth team.

This weekend, June 13, the Northern

Bulldogs club will be hosting its

annual club day with all grades on

show at their Kaiapoi grounds at

Murphy Park, Raven Quay, Kaiapoi.

It was hailed as a ‘onestop shop ’ to

make it quicker and easier to build

major projects when it pa sed into law

last December.

But none of the five North Canterbury

projects included in the Government’s

Fasttrack A provals Act have

progre sed beyond being ‘listed ’

projects in the fasttrack proce s.

They were among 149projects listed

in the legislation.

In astatement released last w ek,

Infrastructure Minister Chris Bishop

and Regional Development Minister

Shane Jones said around 50 of the 149

projects had lodged substantive

a plications with the Environmental

Protection Authority (EPA), since the

a provals regime was established in

February.

Of those, none have b en a proved so

far, with the first eight expected to be

signed o f by the end of the year.

Proposed housing developments at

Ōhoka, W odend and west Rangiora

were listed in the legislation, along with

the W odend Bypa s and the Amuri

I rigation Company Ltd’s Balmoral

water storage facility and fish scr en.

An EPA spokespersonhas confirmed

none of the five North Canterbury

projects have lodged substantivefasttrack

a plications.

Developersofalisted project can

a ply to the EPA where an ‘expert

panel’ wi l a se s theproject and

consult with ‘directly a fected groups ’.

Panel convenorsdetermine the extent

of the consultation, meaning the is no

guarant e local communitieswi l have a

say.

spokesperson said.

When the project list was a nounced

in October last year, Mr Bishoppointed

the finger at councils for creating the

housing crisis.

‘Speaking in general terms, councils

have contributed to our housing crisis

by being overly picky aboutwhere

houses can be built, ’ he said a the time.

The W odendand west Rangiora

developments have since b en included

in the newWaimakaririDistrictPlan

adopted last month, meaning they may

not n ed to be fasttracked.

Demolition beginsatLuisetti site

Demolition of buildings on the

Luisetti site in Rangiora has started.

More than 30 large and small seed

silos, which have stood for years

between Edward and Blackett Streets

in Rangiora, have already been

removedaspart of the company’s

plannedmove of their seed cleaning

and manufacturing operations to

Ashburton.

Now one building in the middle of

the warehouseshas been demolished,

and the roof of another multistoried

warehouse blockhas been removed in

preparation of its demolition.

Managing Director Edward Luisetti

said it is an exciting time, and they

have been working closely with the

Waimakariri District Council about

the future of the land surrounding

their headquarters at 20 Ashley Street,

as they want to create something

special for the town.

Luisetti is afamily owned and

operatedcompany located in

Rangiora and Ashburton, and have

been on the Rangiora site for over 90

years.

The fourth annual North Canterbury

Kids Hunt fundraiser at North Loburn

School attracted atotal of 258 entries

from young hunters over the weekend.

Sunday’s weighin held at the Loburn

Domain was afamily affair as mums and

dads helped their children to show off

their hauls of deer, feral pigs, rabbits,

possums, game birds and rodents from a

weekend of hunting in the district.

The competition was open to under16s

and attracted entries from across the

region.

Brody Blackler (10) has competed in

three hunts and was happy to show off

the large spiker shot in the Mount

Hunting success... Braxton Simpson (8) and Hunter Conrad–Crowe (9) look over some

of the 106 hares and 34 rabbits entered at the weighin at the fourth annual North

CanterburyKids Hunt fundraiser.

Organiser Brooke Simpson,

chairperson of the North Loburn Home

and School Committee, says it was

interesting how many of the numbers

entering this year came from outside the

area.

“This year, from the 258 entrants we

recorded 33 red deer, 11 fallow deer, 61

pigs,125 possums, 106 hares, 34 rabbits,

10 rats, 26 mice and 41 ducks. Anumber

of the deer were later donated to the

Hunters for Hope project to be passed on

to community food agencies.

“It’s the school’s biggest fundraiser,

and every year it goes from strength to

strength as it becomes more well known.”

She says the idea for akids’ hunting

competition came from parents who

wanted to help fund the school’s outdoor

education programmes.

“The North Canterbury Kids Hunt

Fundraiser for North Loburn School was

created to bring local families and the

wider community together while helping

teach the next generation about the

importance of responsible pest control in

protecting our farmlands, native wildlife,

and natural environment.

“The event provides an opportunity for

young people to learn where their food

comes from and to gain an understanding

of the role that pest management plays in

supporting sustainable farming and

conservation efforts.”

Brooke says astrong emphasis is

placed on carrying out these activities in

arespectful, safe, and humane manner,

while fostering aconnection to the land

and the values that underpin rural

communities.

Principal Kate Hassall says the annual

kids hunt helps support the school’s

Garden to Table and Paddock to Plate

programmes, which teach children about

sustainability.

‘‘It’s good for them to learn where their

food comes from and how to care for the

land.

‘‘At school, the children learn how to

grow the food and then when it’s ready,

they learn how to prepare it for eating.

It’s avery popular session, and everyone

takes part.”

Feedback is wanted on whether

Kaikōura should look to the north or

south, as it considers its political future.

The Kaikōura District Council is

engaging with the community on

whether the council should merge with

the Marlborough District Council or its

North Canterbury neighbours.

Council corporate services senior

manager Peter Kearney said the council

was keen to hear from the community.

‘‘Wehave had some good feedback

from the online survey.

‘‘The key thing people are

fundamentally wanting to know is, will

there be some level of local voice and

representation.

‘‘That’s really critical.’’

The Government recently announced

the Heat Start programme, with councils

given three months to present proposals

to reorganise local government in the

region.

Aunitary council, which combines

regional and local council functions, is

the Government’s preferred option.

The new arrangements would take

effect from the 2028 local government

elections.

There are several options, but with

just 3000 ratepayers it is unlikely

Kaikōura could survive alone as a

unitary council.

Kaikōura enjoys aclose relationship

with the Hurunui District Council,with

the two councils sharing IT staff, using

the same IT system and recently forming

Kaikōura Hurunui Water Services Ltd to

manage water services infrastructure.

But with acombined 12,000

ratepayers, it is unlikely the two

councils would have the scale to form a

unitary council.

Mr Kearney said the council was also

talking with the Marlborough and

Waimakariri district councils.

Acombined Marlborough /Kaikōura

council would have more than 30,000

ratepayers, while aKaikōura /Hurunui /

Waimakariri council would bring

together 42,000 ratepayers.

Many Kaikōura residents felt a

stronger connection to Marlborough

than North Canterbury and there were

also strong ties through tourism, Mr

Kearney said.

Other options included joining awider

rural Canterbury council or aGreater

Christchurch /North Canterbury

council.

It was unclear what would happen to

Kaikōura Hurunui Water Services Ltd

under anew arrangement, but Mr

Kearney was optimistic it would survive.

‘‘It was always set up to be bigger

because it doesn’t really have the scale,

so Iwould imagine water services will

still be managed by the entity.

‘‘It could become alarger entity or

have ashared service arrangement.’’

While no details have been discussed,

Mr Kearney said establishing a

Kaikōura ward or community board

would ensure the local voice was not lost

in anew arrangement.

Community meetingsare planned in

the Kaikōura Memorial Hall from

5.30pm on Tuesday, June 16, and at the

Kekerengu Memorial Hall on Thursday,

June 18 (details to be confirmed).

Remember they take up alot of space

There are always alot of largeleaves

and stems that take up afair amount of

space when you grow cauliflower,

cabbage, broccoli and Brussels spouts.

The leaves and stems are often all you

will see until little florets or sprouts

begin to develop.

Consider seedlings over seeds

You can still propagate seeds in a

glasshouse environment this month,

but it often easier to buy readytoplant

seedlings, especially if it’s the

first time you have grown brassicas.

Know how much organic matter to

give them

They love animal manure like sheep

pellets, compost, cow and matured

chicken poo, natural blood and bone,

and fish and seaweed products.

Amix of one or two of these manures

needs to be applied at around quarter

acup per seedling, aweek or two

before you plant your brassica.

Do not overmanure after planting

because you may find it will cause

plants to have lots of foliage and no

vegetable centre.

Beprepared for white butterflies

As the weather begins to warm up and

your brassica start forming, create a

fine net cover overyour brassicabed

to keep the white butterfliesfrom

landing on your plants —where they

may lay eggs that will product hungry,

munching caterpillars.

Make sure the netissecured well

againstthe wind and the bed is still

accessible for weeding, feeding and

picking.

Providegood drainage

If you have lots of clay in your garden,

it is unlikely your brassica willdowell

as your soil will not drain well.

You need good drainage to get good

produce.Create adeep raised garden

with alayer of small rocks and shingle

for drainage, and thentop that with at

least half ametre of compost and

growing media, deep enough for the

seedlingsand plants to mature and

thrive in.

Feedback Sought on Government'sProposed

Council Amalgamation

Council isasking residents to share their views on

possible local government amalgamation as part of the

Government’s proposed ‘Head Start Pathway’.

The Government has made it clear that legislation will be

passed soregional councils won’t exist after 2028, and

it also wants toreduce the number of city and district

councils nationwide.

In Mayitannouncedanew‘Head StartPathway’aspartof

SimplifyingLocal Government reforms, giving councils the

option of puttingforward proposals forreorganisation, or

risk having structuredecisions made forthem.

The framework strongly encourages councils to consider

merging—and has astated preference for multi-council

unitary authorities (a combination ofregional and city/

district functions).

MayorDan Gordon said it wasimportant thecommunity is

involved in theconversation, givenchanges couldaffect

howlocal services aredelivered, howdecisions aremade,

andhow residentsare represented in thefuture.

“This isn’t something that wehave chosen, but itis

something wehave towork through and the best way to

do that is to be open and transparent in our thinking and

make sure we ask what our residents think as well.

“Aswesee it there are three possible options available

to us, and we want to seek community input before we

make our submission.”

As part of the consultation process, Council will be

asking ratepayers which option they believe would best

support Waimakariri’s future.

Deputy Mayor Philip Redmond said Council’s focus

remained on ensuring Waimakariri had astrong voice in

any future arrangements.

“AsaCouncil our focus ismaking sure the unique

identity, services and needs ofWaimakariri communities

are protected, while ensuring our district has astrong

voice inwhatever the future may look like.”

Council isseeking feedback on three possible options

before finalising asubmission:

Option A: WaimakaririasaUnitaryCouncil

Under this option, Waimakariri would become a

standalone unitary council, taking on both district and

regional council responsibilities without merging with

neighbouring districts.

This is not currently anoption under the proposed

framework. Support for this option could leave the

district subject toafuture backstop process where

structural changes are imposed without local input.

Option B: ANorth Canterbury UnitaryCouncil

Waimakariri would join with either or both Hurunui and

Kaikōura districts toform asingle North Canterbury

councilresponsible forbothdistrictand regional functions.

Option C: AGreater Christchurch UnitaryCouncil

Waimakariri would join with Christchurch and Selwyn as

part of alarger metropolitan council structure.
