Applicability of the Freight Village
Concept to Urban Areas

Agenda
• Define Freight Village
• Provide Successful Examples
• Identify Considerations for Developed Areas
• Discuss Two Examples from New Jersey

Just What Is A Freight Village / ILC?
A “Freight Village”, also known as an “Integrated
Logistics Center”, is a complex where the following
activities occur:
Modal Shift – goods are moved between two or more forms of
freight transportation
Rail to truck; barge to rail/truck; air and rail/truck
 Economic Activity –
Active distribution centers and industrial activities are
located adjacent to the modal shift facilities within the
village
NO passive activity or container storage
Support Activities – truck stops/rest areas, office space, retail
(restaurants, banking, stores), and hotels may also be part of the
freight village
Unified Management – the village is often under the management
of a single entity

Applying the Concept to Developed Areas
Realize that the sites are probably smaller – perhaps
several hundred acres, rather than thousands of acres
and may be environmentally challenged
Understand the site – what exists on-site and in the
immediate area.
 Be contextual
- What are the surrounding land uses?
- What does the community want?
Consider feasibility from a private sector perspective
- Would someone invest in this project?
Apply “good neighbor” practices and eco-friendly
concepts

Concept
 Apply integrated
freight with good
neighbor practices
 Develop design criteria
that showcase how
open space and
industrial space can
co-exist
 Utilize low impact
design for buildings,
parking and staging
areas
 Utilize context sensitive
lighting to minimize
light spillage onto
adjacent properties
 Evaluate “green building” design
techniques, including solar panels on
existing buildings
