Ten days have passed since departure
Mauritius, and not a great deal has
happened. After an initial set-back we
managed to get underway smoothly,
and within a day we were passing
'Reunion' which was showing us its
majestic 3,000-meter high peaks quite
clearly. During this passage we
observed a completely white bird of
average size with an incredible long
tail, finished off with a bushy tail-end.
Any suggestions of what we saw? On
board we don't have a clue. In the
meantime discussions are raging about
other birds flying around the ship. We did agree on albatrosses, gannets, and flying fish, but on
other flying objects we could not reach agreement so far. It might call for a management meeting!
Except for hundreds of flying fish trying to escape from our path through the waves, we did not see
much sea life. However, a few days ago we were given a 10-minute show by a group of dolphins
with their young. Even after having seen it many times already, I am still amazed by the perfect
synchronization of movement by mother and child. Also the sky is being watched on clear nights,
which has resulted in having observed most of our visible planets, including Mercury!
Unfortunately the Southern Cross does not show very much of itself anymore and also the Scorpion
is following the Sun on its heels. Orion however, although upside down, is still fighting the bull in
all his glory. All possible preparations for our arrival in Cape Town, next week, are being made.
Messages with requisitions for stores, fuel, water, 'work to be carried out', etc., etc., are filling cyber
space between the vessel and our office in Bunschoten, as everything has to be arranged well in
advance. Even now, with less than a week to go to Cape Town, one knot difference in average speed
would bring forward or delay our arrival by one full day! So far our speed has varied between 4 and
9 knots, meaning that our arrival Sunday morning is by no means certain yet. Indeed the Tug &
Barge arrived Sunday 25 th November in the Port of Cape Town under command of Captain Bram

SANMAR LATEST NEWS
Østensjø Rederi, the Norwegian operator, is
renowned for insisting on the highest
standards of fit-out aboard its tugs. It is
discerning enough to only use those tug
builders that it knows can provide the high
quality of finish to which its crews have
become accustomed. Sanmar has recently
completed and launched a second tugboat for
this customer. The sea trials will be in
December and the tug will be named Lomax
with a special handing over ceremony in
January 2013. Lomax is Sanmar’s enhanced
version of Canadian designer Robert Allan Limited’s RAstar 2800 ASD which the builder designates
it’s Terminal Class. It measures 28.00m x 12.60m with an extreme draft of 5.7m and built to ABS
classification with notation that includes A1 Escort Vessel, FiFi 1 and Unrestricted Service. Power is
provided by a pair of Caterpillar 3516Cs, each developing 2,350kW at 1,800rev/min. These turn
Rolls-Royce type US 255 Z-drives with 2,800mm four bladed, variable pitch propellers. Auxiliary
power is supplied by a pair of 245kW MAN D2866 LXE30 generator sets. Although sea trials have
yet to take place, the vessel is expected to achieve a bollard pull in the region of 80 tonnes with a
free running speed of 13 knots. The winches fitted to the vessel are also by Rolls-Royce. The
forward unit is capable of dynamic self-tensioning up to 80 tonnes for escort operations whilst aft is
a single drum towing winch which has a brake load of 170 tonnes. Other deck items include a
Palfinger knuckle boom crane, Triplex towing pins and a stern roller. The vessel has fendering by
Trelleborg and Ermaksan. Lomax has a high standard of fully air-conditioned accommodation for a
total of six persons – two single officer cabins and two twin crew cabins. The sanitary spaces all have
heated floors. The list of navigational equipment in the wheelhouse is particularly comprehensive,
and includes GMDSS A3, Furuno 8900S VHF radios, radars, GPS, chart plotter, DGPS compass,
magnetic compass, autopilot, echosounder, AIS, speed log, bridge watch alarm, and general alarm
system from leading manufacturers such as Furuno, Jotron, Alphatron and Kongsberg. (Source:
SANMAR TERMINAL VIII IS ON THE WAY
The next boat to be launched by Sanmar – its stern can be seen
through the open door of the work shop in the background – is
a similar Terminal Class ASD for export. But this one will be
heading in the opposite direction around the world, for
Pakistan. The eight vessel of Sanmar’s 28.20m x 12.50m
Terminal class ASD tugboats will be joining the fleet of
Pakistan’s number two port, Port Muhammad Bin Qasim,
located 35km east of Karachi. Commonly known as PQA and
named after General Muhammad Bin Qasim, it is the country’s
deepest port and currently caters for more than 40 per cent of
the nation’s seaborne trade requirements. The tug will be
named M.T. Kadiro 2012 (Source: Sanmar)
TUGBOAT DOCKED ON INTRACOASTAL CANAL BURNED FOR 12 HOURS
It took more than 12 hours on Tuesday for members of the U.S. Coast Guard and the Port Arthur
Fire Department to extinguish a blaze aboard a tugboat. The tugboat, which was docked along the
Intracoastal Waterway near the West Port Arthur Bridge, had four crew members onboard when
the fire started in the vessel's engine room, said U.S. Coast Guard Lt. Bryana Nicholas. The crew
members were able to dock the tugboat and get to safety before the fire spread to other parts of the
vessel, Nicholas said. They were taken to a local hospital as a precautionary measure, Nicholas

KIRBY TO ACQUIRE BARGE & TANKSHIP OPERATOR PENN MARITIME
Kirby Corporation (Kirby) has signed an agreement to acquire Penn Maritime Inc. (Penn) and
Maritime Investments LLC. Penn Maritime is an operator of tank barges and tugboats participating
in the coastal transportation of primarily black oil products in the United States. The total value of
the transaction is approximately $295 million (before post-closing adjustments and transaction fees)
and will consist of cash, Kirby common stock and the retirement of Penn's debt. Penn operates a
fleet of 18 heated, double-hulled tank barges, with a capacity of 1.9 million barrels, and 16 tugboats
9/25
13 TH VOLUME, NO. 48 DATED 02 DECEMBER 2012
along the East Coast and Gulf Coast of the United States. Penn's tank barge fleet has an average age
of approximately 13 years with a product mix that consists primarily of refinery feedstocks, asphalt
and crude oil. Penn's customers include major oil companies and refiners, nearly all of whom are
current Kirby customers for inland tank barge services. The transaction will be financed through a
combination of borrowing under Kirby's revolving credit facility, issuance of new unsecured fixed
rate senior notes, and the issuance of Kirby common stock. The closing of the transaction is expected
to occur in mid-to-late December 2012, subject to certain conditions. Joe Pyne, Kirby's Chairman
and Chief Executive Officer, commented, "We are pleased to announce our agreement with Penn
Maritime. Penn is a well-respected U.S. Jones Act coastal tank barge operator with a wellmaintained
fleet, and earns the majority of its revenue from term contracts with blue chip domestic
and international oil and refining customers. Penn's fleet will extend our coastal product
capabilities, particularly transporting asphalt, which we expect to benefit from the need to repair
and upgrade aging highway infrastructure throughout the United States. (Press Release)
NEW OILPAINTING MAILSHIP WILLEM RUYS
This famous passenger ship Willem Ruys was
built in Vlissingen during the WW II years, but
delivered after the war. This was caused by the
workers of the building yard "Royal Company De
Schelde" (yn 214) in Vlissingen, who slowed
down their building activities successfully in
order to keep the ship out of the hands of the
Nazi occupiers. Eventually the ship was
delivered to the "Royal Rotterdam Lloyd" in
1947, to start her sailing from Rotterdam to
Tandjong Priok. She kept her job till 1965 and
was sold to Flotta Lauro having a new name Achille Lauro. The tugs on the painting are the L. Smit
& Co’s Internationale Sleepdienst Maatschappij harbour Red funnel tugs Hector (1927) in front and
Minerva (1929). This two sisters steam tugs were built on the NV Scheepswerf en Machinefabriek
van P.Smit Jr. – Rotterdam under number 416 and 453 respectively. Both tugs were sold in 1958 to
Frassinetti – Genua; Italy. (Painting by Hans Breeman - www.hansbreeman.nl)
ABOUT 13,000 GALLONS OF FUEL REMOVED FROM TUG
10/25
13 TH VOLUME, NO. 48 DATED 02 DECEMBER 2012
About 13,000 gallons of diesel fuel and lube oils have been removed from a tug that ran aground
earlier this month along the Aleutian chain. The state Department of Environmental Conversation
says in a release that the fuel and oil have been removed from the Polar Wind with additional
removal continuing Monday. The Polar Wind went aground Nov. 13 on uninhabited Ukolnoi
Island, about 40 miles from Alaska's Cold Bay. Sorbent boom has been placed around the tug and its
barge. A survey of the barge's hull on Sunday showed significant damage to the bottom and
starboard side. The state says nearly 1.5 million pounds of frozen seafood has been transferred to
another barge. The seafood has been maintained at 15 degrees below zero since the grounding.
SHIP GROUNDED TO KEEP IT FROM SINKING
The "Trans Agila" ran aground in
the Kalmar Sound WSW of the
Krongrund and north of the
Olands Bridge on Nov 29, 2012,
at 3.05 a.m., after having passed
the fairway buoys on the wrong
side. The ship suffered hull
damage and water ingress in the
grounding. It was refloated with
own power and headed in
southern direction from 7:00
a.m. to 8:00 a.m. before being
intentionally grounded one
nautical mile north of Kalmar in
Kalmar to prevent the ship from
sinking. The ship came to rest with a list to starboard and down by the stern on a sandbank. It was
about 1,5 metres below normal, but the ship was relatively stable on the ground. It has a hole in the
engine room which rapidly filled with water. The JRCC sent notified teams in Kalmar and sent
helicopters from Ronneby and Visby. Three crew members, the master, the chief engineer and
another man as well as the pilot remained on board, and six men were evacuated and taken to
Kalmar on board the pilot boat 790 by 5 a.m. The Swedish coastguard sent the "KBV 047" which
reached the site in the morning in order to lighter the heavy fuel oil and boom the casualty off. The
Coast Guard sent two more anti polllution vessels from Visby and Simrishamns which were
expected on scene around lunch time. The "Trans Agila" came from Södertälje and was destined to
Åhus in Skåne. On board were 80 tonnes of heavy fuel and 23 tons of diesel fuel for ship operation.
The ship carried among other goods as aluminium three containers loaded with ammonium nitrate.
The Coast Guard Air Patrol KBV 503 has flown over the ship but its crew did not see any oil in the
water. Now the decisions of inspectors, owners and the insurance are to be taken regarding the
further proceedings. Update: Poor visibility, high waves and strong currents in the area around the
"Trans Agila" hampered the efforts to conduct an inspection of the ship's bottom in the run of Nov
29. Divers have suspended the inspection of the hull due to security reasons as the distance between
sea floor and ship's bottom was too small. The Coastguard discussed the use of a ROV for this
purpose and requested it to be sent to the accident site. Dewatering of the cargo holds was
continued in order to keep the ship stable. At 3 p.m. a coastguard surveillance plane flew over the
area and found no oil. The 7-inch-vent to Access the oil tanks would was under water in one of the
holds. The heavy fuel is in a bottom tank, and there was no electricity on board. In order to pump
11/25
13 TH VOLUME, NO. 48 DATED 02 DECEMBER 2012
up the oil, it would need a temperature of 60 degrees and so it was too cold to be pumped up in the
current situation with the conditions for lightering deteriorating continuously. It was not possible to
determine the risk of an oil spill while the extent of the damage to the hull remained unknown. The
Coast Guard Forces awaited an improvement of the weather and daylight. The "KBV 003" and "KBV
202 - Triton" secured the vessel to minimize the risk that the ship drifted as the anchors were let go.
RESOLVE COMPLETES FEDERALIZED WRECK REMOVAL AT MONA
ISLAND ECOLOGICAL RESERVE
Resolve Salvage & Fire, the salvage, emergency response and wreck removal subsidiary of Resolve
Marine Group, Inc., has completed the removal of the grounded 202-foot freighter Jireh from Mona
Island. Mona Island lies 35 miles off the western coast of Puerto Rico and is a 22- square-mile
ecological reserve managed and protected by Puerto Rico’s Department of Natural and
Environmental Resources (DRNA). RESOLVE worked closely with the Unified Command --
comprising U.S. Coast Guard (USCG), the DRNA, the Puerto Rico Environmental Quality Board and
other federal, state and local response personnel -- to remove the freighter from the island. The
Jireh ran aground on June 21, 2012 with 84 passengers and crew onboard. The cause of the
grounding remains unknown. After attempts to locate the captain and owner failed, the salvage
operation was federalized by the USCG. Resolve, an OPA-90 Salvage & Marine Firefighting resource
provider, was selected by the USCG to contain any possible oil pollution at the grounding
site.Resolve first removed more than 5,000 gallons of oil/water mix and 600 tons of oiled cargo from
the freighter. The Resolve team then began cutting and removing sections of the ship to reduce the
weight in preparation for refloating the 500-ton vessel. However, according to USCG Captain Drew
Pearson, the federal on-scene coordinator for the response, "The deteriorated condition of the ship's
hull did not allow the vessel to be refloated. Operations involved cutting the remaining hull into
sections that were removed and transported to a recycling facility for final disposal." "Response
crews worked diligently, rapidly and safely to complete the removal of this vessel and prevent it
from further impacting the environment. Once the freighter was removed, it was possible for our
Natural Resource Trustees to perform final damage assessments. Now, proper restoration can begin,
ensuring that the environmental damage from this grounding is mitigated," said Capt. Pearson.
NOAA crews are reattaching and transplanting corals that were at risk from the grounding. The
transplanted corals are expected to have a high survival rate. A NOAA-authorized biologist is on site
during all coral relocation operations to ensure proper handling and successful reattachment to the
reef. Depending on conditions at the grounding site, the coral colonies may be returned to their
original locations. The Jireh operation was funded by the Oil Spill Liability Trust Fund (OSLTF),
which receives contributions through a per barrel tax paid by oil companies as well as fines levied
against companies who violate the Oil Pollution Act of 1990 and other related laws. (Source: The
JAYA HOLDINGS DELIVERS ADVANCED AHTS TO ATLANTIC TOWING
Jaya Holdings has delivered the largest
vessel thus far built at its Tuas,
Singapore, shipyard, the 85 m, Wärtsilä
VS4622 design, anchor handling tug
supply vessel Jaya Supreme. The vessel
was handed over to Canadian buyers,
Atlantic Towing Limited, at a delivery
ceremony at the shipyard this morning,
attended by senior executives from Jaya
and Atlantic Towing, their suppliers,
contractors, friends and others. "Jaya Supreme is the largest and most advanced vessel to be built at
our shipyard," said Siew Koon Lim, President – Shipbuilding & Shiprepair at Jaya. "A challenging
task, it is therefore a source of great pride for us to deliver a vessel of such complexity to the precise
requirements of our client." The Jaya Supreme, to be re-named Atlantic Kestrel, is among the most
sophisticated offshore vessels ever built in Singapore. The 85-m vessel, classed by Det Norske Veritas
(DNV), will deliver under the Singapore flag. Seng Fatt Kwan, Senior Vice President – Engineering,
said: "Jaya Supreme was an amazing challenge. The huge amount of automation and the new
notations made this a ground-breaking project for my team. All of us are so proud that Jaya has
delivered a vessel of such sophistication on time, within budget, and exceeding the design
performance parameters." George Horsington, President – Business Development, Jaya Holdings,
said: "Production of oil and gas in shallow waters like the Java Sea has peaked, so the oil majors have
moved into deeper waters. Offshore drilling has taken off in difficult and remote locations like the
North Atlantic, Greenland, the Russian Arctic Sea and the Barents Sea. Exploration in such areas
requires support ships to meet the challenges of harsh environments. The delivery of Jaya Supreme
sends a clear signal we are ready and able to supply the technically advanced vessels needed." Jaya
Supreme's main engines deliver over 16,000 bhp power output with a continuous bollard pull of 211
metric tons. The vessel has been built to Wärtsilä's exacting VS4622 design, with Clean Design
notation from DNV that limits air emissions and sea pollution and a green passport to enhance
future recyclability. For emergency oil spill response purposes, the vessel features oil recovery tanks.
Jaya Supreme is highly maneuverable, its 22-metre beam giving excellent stability even in the rough
seas of the North Atlantic winter. Built with DYNPOS-AUTR Dynamic Positioning (Class 2), the
ship is fitted with two bow thrusters and two in the stern, 19-ton and 13-ton thrust apiece
respectively. The vessel bridge is designed for Naut-OSV(A) notation, significantly enhancing
navigation and communication capabilities. For work in areas close to the Arctic Circle, the vessel
has DNV's Ice-1A class notation, applicable for ships operating in broken channels made by breakers
in first-year ice or in open waters with small floes. Jaya Supreme is built to Comf-V(3) class, which
keeps noise and vibration levels within strict parameters. Comfort Class is typically found on
passenger ships rather than OSVs, demonstrating strong commitment to the welfare of its crew
complement, up to 45. The ship is fitted with a 400 tonne line-pull Brattvaag anchor handling and
towing winch. It has additional spooling capacity for deepwater work, twin sets of shark's jaws,
towing pins, and two remote control travelling cranes. Jaya Supreme's sister ship, the Jaya Sovereign,
will be delivered in November 2013. Marine Log. (Source: Marine Log; Photo: NMJ)
CONVERSION OF DP GEZINA STARTED
In response to the growing European market for wind energy, Chevalier Floatels has initiated the
development of a new design concept for staff accommodation and transport to offshore wind farms
19/25
13 TH VOLUME, NO. 48 DATED 02 DECEMBER 2012
installations. Chevalier Floatels’
ethos is that their vessels are
more than just ‘floating
accommodations’. The
wellbeing and comfort of the
staff on board is paramount.
However, there is also much
focus on reducing operating costs
(including fuel),
environmental/social aspects and
of course reliability. For this
purpose, Chevalier Floatels
recently purchased two ships, which will be converted and upgraded according to this philosophy.
On 31 October 2012 Holland Shipyards was commissioned to undertake the conversion. The first
ship, to be named DP Gezina, will have Lloyd's class approval and will operate as a DP2 Service
Support Vessel. It will also be built according to the SPS Code. To implement this philosophy and its
higher standards successfully into the design and building process, Chevalier Floatels involved super
yacht and interior specialists in the project at an early stage to work side-‐by-‐side with the
offshore experts. Thus providing a guarantee of a high level of reliability, efficiency and comfort.
The hull design, in combination with various techniques on board, provides the vessel with very
pleasant sea keeping characteristics to begin with, thus reducing seasickness to an absolute
minimum. The high quality finish of the cabins and bathrooms almost give people the illusion that
they are on board of a luxury yacht or have checked in an exclusive (land) hotel. TV, internet and
game consoles are in every cabin, just to mention some of the facilities on board. Common
recreational areas, fitness rooms and 24-‐hour service are among the other pleasant standards on
board. The water makers, waste water purification system, (solid) waste management system,
conditioned and separate food storage areas, and capacity of the (fuel) tanks provide 30-‐day
autonomy. DP Gezina offers accommodation to 60 people each in single-‐berth cabins, but with a
few simple adjustments the vessel can optionally facilitate 90 persons (preparations will be made to
enable modification of part of the accommodation to two-‐berth cabins). Top spec navigation and
bridge equipment, with integrated automation and monitoring systems guarantee a safe and reliable
voyage. The extensive propulsion plant, consisting of two 360 ° azimuthing thrusters, a retractable
360° bow thruster and a fixed bow thruster, ensures high manoeuvrability of the ship. The
propulsion plants are powered by a diesel-‐electric system controlled by a power management
system. This assures that the diesel engines always run at an optimal load, thus fuel consumption is
relatively low and the emission of harmful exhaust gases is greatly reduced. A self-‐stabilising
Ampelmann personnel transfer platform, that actively compensates all vessel motions, with a
walkway will be fitted on deck of DP Gezina. As a result of the optimised placement of the
Ampelmann, entrance platforms of windmills (or working decks of a platform) can be accessed
straight from the vessel. The result is no more dangerous transfers close to the water and the
waves are necessary. In combination with a reliable DP2 system and a powerful set of retractable
stabilizers, a safe, easy and fast transfer of the vessel to the windmills can be guaranteed. Even with
wave heights of 3 meters (significant) work can continue, resulting in 85 to 90% efficiency, even
more versatile. It will, for example, include multibeam sonar facilities to perform bottom-‐surveys
and inspections of foundations of offshore structures. Because of the completeness and the multi-
‐purpose character, the vessel has a high efficiency and offers a wide range of employability, with
very little or no down-‐time. Above the focus has been on transporting persons and equipment to
offshore wind farm installations, however this Service Support Vessel has also been developed with
20/25
13 TH VOLUME, NO. 48 DATED 02 DECEMBER 2012
the offshore oil and gas exploration/exploitation in mind. So, of course, the vessel is also prepared for
this market: with a few simple minor adjustments it can also be deployed in this market. At the end
of April 2013 DP Gezina scheduled to be operational for action and available to as staff
accommodation and transport vessel for offshore maintenance and installation projects in the wind,
oil and gas industry. Main Characteristics: Length, oa = 69,40 m; Length, pp = 60,20 m; Breadth, wl
= 11,40 m; Breadth, max = 13,40 m; Draught = 3,10 m; Capacity = 60 to 90 persons. Class Lloyd’s
MARITIME CRAFT SERVICES ORDERS THREE MORE DAMEN TWIN AXE
FAST CREW SUPPLIERS
Maritime Craft Services (Clyde) Ltd has
ordered three more Damen Twin Axe Fast
Crew Suppliers just months after taking
delivery of its first FCS 2610 catamarans.
Based in Largs, Ayrshire (UK), MCS
signed for three Twin Axes in November.
The vessels will be delivered in the first
quarter 2013. With more than 30 years of
experience, the Scottish firm operates a
16-strong fleet of tugs and workboats
internationally and already has several
Damen vessels including Multi Cats,
Shoalbusters and Dredge Helpers. MCS has been active in the offshore wind market for many years
but decided to enter the crew transfer market in 2011. The company’s first Twin Axe FCS 2610,
MCS Sirocco was delivered in April this year and the second, MCS Pampero is awaiting a heavy lift
carrier in Singapore and is due to arrive in Rotterdam before the end of the year. New Twin Axe
standard: Arjen van Elk, Damen Sales Manager North, West & South Europe, says that these latest
two MCS vessels are built according to the new “Damen standard” FCS 2610, which has evolved and
is now outfitted with a larger wheelhouse and superstructure, providing more accommodation space
than the first models. The Twin Axe design is a further development of Damen’s pioneering and
highly successful Sea Axe concept. This unique hull form provides excellent seakeeping behaviour
and means that the vessel can travel at full speed (26 knots), while still providing a safe and
comfortable ride for the crew. The vessel can easily handle 2.5 m significant wave heights, without
losing any performance and extensive tests have proven that the vessel reduces bow slamming
entirely under certain conditions. Offshore Wind standard: Introduced to the market in June 2011,
the Damen Twin Axe Fast Crew Supplier 2610 is already establishing itself as “the industry
standard” in the offshore wind industry when it comes to a number of maintenance tasks. Damen
was delighted when a major wind turbine manufacturer recently put out a tender requiring that
companies deploy Twin Axe vessels when handling its turbines. Damen is the only manufacturer of
this type of catamaran, which was developed in close cooperation with the Delft University of
Technology and other scientific research institutes. Although the vessel has been eagerly adopted by
the offshore wind industry, the vessel is suitable in multiple roles and provides a very stable
platform for diving support for instance. It can easily be converted back into a basic crew supplier
overnight. (Source: Damen)
EDUARDO AUTRAN OUTLINES US$235.5 BILLION PETROBRAS
SPENDING PLANS
Petroleo Brasileiro SA Petrobras has laid out its latest growth projections for oil production, as part
of a five year plan that sees international partners as integral to developing the shipbuilding
expertise required to expand Brazil’s offshore sector. Eduardo Autran, Petrobras Executive Manager
of Supply and Logistics, outlined the company’s development plan at the Royal Institution of Naval
Architect’s annual Presidents Invitation Lecture in London on 21 November. Over 150
representatives of the global maritime industry heard an information-packed lecture in which Mr
Autran revealed spending plans for both upstream and downstream activities from 2012 to 2016,
including a fleet expansion programme that will see the Petrobras fleet grow from 287 ships at the
end of 2010 to 433 ships by 2017. As a result of the major investment programme Mr Autran said
that Petrobras will double its oil production and its crude oil reserves, increase its refining capacity
by 70% and see a 50% increase in its market. He said Petrobras would continue to cultivate local
suppliers as a key source for its vessels and equipment procurement plans. However, he emphasised
that local yards and other offshore industry would also continue to seek expertise from international
partners to ensure that targets are met. There are already 47 yards in operation in Brazil with a
further 11 yards under construction. Some 62,000 workers are directly employed in the industry,
which has an orderbook totalling 6.8m dwt, and orders for 19 offshore oil platforms and a further 21
deepsea rigs. The major challenge is to increase the local content for these orders, Mr Autran said,
