12 coastal towns trained on mangrove rehab
THE PROVINCIAL Environment and
Natural Resources Office (PENRO)
conducted a “Trainor’s Training on
Mangrove Rehabilitation” on January
11-12, 2012 at Punta Villa Resort in
Arevalo, Iloilo City.
The activity is in line with the
thrust of the Defensor administration
towards massive mangrove
reforestation on all the coastal
municipalities in the province.
Training participants came from
the 12 coastal municipalities in the
province, namely, Leganes, Zarraga,
Dumangas, Barotac Nuevo, Banate,
Anilao, Ajuy, Barotac Viejo,
Concepcion, San Dionisio, Carles and
Estancia.
The first day featured a series of
lectures and sharing of experiences
with regard to the growing,
rehabilitation and conservation of
mangroves.
While on the second day, the
participants were toured to the
practicum sites located in Brgy.
Nabitasan, Leganes and Sitio Lacaran,

To recall, Governor Arthur
Defensor, Sr. launched the Artificial
Reefs for Transformation (ART 2) on
October 2, 2011 which aims to
promote massive mangrove
reforestation in all coastal towns.
ART 2 is the second component of
the “from ridge to reef” program of the
Defensor administration which
involves massive tree planting
activities and coastal resource
management.
During the launching Defensor
directed Provincial Agriculturist
Ildefonso Toledo to develop mangrove
nurseries in preparation for the fullblown
implementation of the ART 2
project.
The Bureau of Fisheries and
Aquatic Resources (BFAR) have
committed full support to the massive
mangrove reforestation in the
province of Iloilo.
BFAR regional director Drusila
Bayate earlier said that their agency
targets to plant around 500,000
mangrove propagules all over Western
Visayas and they intend to allocate
300,000 for the province of Iloilo
because of Gov. Defensor’s
commitment to the

INDIGENTS and service volunteers in the
Province of Iloilo can be assured of
continued membership in PhilHealth
insurance following the signing of a
Memorandum of Agreement (MOA)
between the provincial government
and PhilHealth March 13, 2012.
The MOA entered into by Gov.
Arthur Defensor, Sr. representing the
Iloilo provincial government, and Dr.
Eduardo Banzon, President and Chief
Executive Officer of PhilHealth, secures
PhilHealth coverage for more than
8,000 barangay service volunteers
composed of Barangay Health
Workers, Day Care Workers, Barangay
Service Point Officers and Barangay
Nutrition Scholars and more than
60,000 indigents for two years.
Defensor also pushed for the
enrolment of all barangay officials in the
province to PhilHealth.
Additionally, the province expressed

willingness to counterpart with the
municipalities to ensure universal
coverage of indigents all over the
province.
The local chief executives of 42
municipalities and one component city
also signed the MOA with PhilHealth for
the coverage of indigents in the
municipal level at the Provincial Capitol
yesterday afternoon.
“This MOA signing signals a serious
and manifest determination of the
provincial government in improving
the delivery of health services to the
people,” Defensor said, adding “we
are prepared to utilize whatever
resources of the provincial
government to ensure the success of
the program.”
Defensor said, the province has
allotted a budget of P24 million in the
2012 budget and an additional P20
million in the Supplemental Budget for

the PhilHealth coverage of indigents
and service volunteers in the province.
As agreed during the dialog with
PhilHealth officials earlier, the province
will pay P600 per beneficiary before the
end of July this year for them to be
covered for a period of two years. The
remaining balance of P1,800 per
beneficiary will be paid by the end of
December 2013.
Banzon thanked Governor
Defensor and other provincial
government officials for their
zealousness in ensuring PhilHealth
coverage for the people of Iloilo.
PhiHealth Regional Vice President
for Western Visayas Dr. Dennis Mas said
five provinces in the region, namely,
Negros Occidental, Aklan, Capiz,
Antique, and Iloilo already signed a
MOA with PhilHealth while the signing
for Guimaras province and Iloilo City

SP passes ordinance to regulate catching of blue crabs

(Jan. 27) an ordinance enacting the Gender
and Development (GAD) Code of the
Province of Iloilo.
Provincial Ordinance No. 2012-092
sponsored by Board Member Jeneda
Salcedo-Orendain “intends to give due
recognition to the inherent equality between
men and women, that women shall be
recognized as full and equal partners of men
in the development of the nation.”
The GAD Code also mandates that
“women’s empowerment and selfdetermination
shall be pursued and
implemented to protect and promote their
rights.”
“The Province is also committed to
establish sustainable and equitable growth
to facilitate the full development of women’s
potentials toward the improvement of their
as“kasag” in the entire province.
The ordinance sponsored by Fifth
District Board Member Jett Rojas,
chair of the Committee on Aquatic
Resources, aims to help protect and
conserve the declining stock and
sustain the production level of blue
crabs in the province.
The Committee on Aquatic Resources
conducted two public hearings
last year prior to the passage
of the ordinance.
It was learned that fisher folks
catch volumes of blue crabs, including
gravid and undersized ones, using
very efficient gears resulting to
declining catch and destruction of
the species’ habitat like sea
grasses.
The ordinance, known as Provincial
Ordinance No. 2012-093, prohibits
the catching or gathering of
berried and undersized blue crabs
with a carapace less than 11 centimeters
or 4.6 inches and to use gill

Code, which he said, is an important
legislation in support of the Legislative-

Investment Code of 2011 which is intended
to expedite and facilitate the economic
growth and development of the province.
At present, the SP, through the
Committee on Environment chaired by
Board Member Licurgo Tirador, is
conducting public consultations relative to
the proposed establishment of an
Environment Code for the province.
Banias added that the SP also currently
prepares for the enactment of the proposed

Violation of the ordinance shall

It was learned that
the province of Iloilo is
one of the provinces in
the country having the
most number of dog
bites and human rabies
cases for the past
six years.
For the year 2011,
the province recorded
a total of 11,529 animal
bite cases —
82.9% of which were
dog bites — with three
deaths.
Teodosio said that
human rabies cases
do not only endanger
people’s lives but also
causes financial drain
on the part of the government
considering
the high cost of antirabies
vaccines.
“We are lucky that
we are being supported
by the Bill & Melinda
Gates Foundation
which donated around
P3.6 million for the procurement
of anti-rabies
vaccines,” Teodosio

the Flying Eye
Hospital of Orbis International
which landed at the
Iloilo Airport in Cabatuan,
Iloilo on Feb. 21, 2012.
Orbis conducted a
three-week medical program
to increase the clinical
and surgical abilities
of local eye care in the
Western Visayas Region.
The Flying Eye Hospital
– a converted DC-10
aircraft and the world’s
only ophthalmic surgical
and training hospital with
wings – will stay in Iloilo
for two weeks and then
transfer to Bacolod City on
the third week.
The Orbis medical
team will conduct an intensive
skills exchange
program for eye care
professionals and deliver
sight-saving surgeries to
pre-screened patients
suffering from visual im-
pairment in partnership
with the Western Visayas
Medical Center.
Governor Defensor
lauded the men and
women behind Orbis International
and FedEx
Corp. for bringing the
Flying Eye Hospital program
to Iloilo which is expected
to benefit many
Ilonggos with eye problems
especially the poor.

Smart Communications
Inc. yesterday (Jan.
9) turned over additional
computers for the five
district hospitals to be
used for the project
bringing to 12 the total
number of hospitals that
are recipients of the computers.

The SHINE system enables
public and private
health care providers and
facilities to efficiently operate
and communicate
individual or aggregated
referral and case
records to the right
people in a timely, accurate
and interactive manner.
SHINE also enable inter-facility
health e-referrals.
SHINE is developed
by Smart Communications,
Inc. (Smart) in consultation
with the Department
of Health (DOH)
and various healthcare
providers.

The platform accommodates
the electronic
registration of patients,
recording of consultations,
filling up and sending
of referral,
acknowledgement and
feedback forms, search
for a healthcare specialist
or facility, setting of
appointments as well as
the sending of SMS notifications
and reminders
to the patient.
Local government
units are expected to
benefit mainly through
more accurate and faster
reports. SHINE allows the
generation of various reports
aligned with the
DOH data dictionary
and aligned with key
DOH reporting systems
such as the Field Health
Service Information System
(FHSIS) and Philippine
Integrated Disease
Surveillance and Res

Capitol
launches radio
program
THE ILOILO Provincial Government
now has a radio program where it
could bring to public attention its
programs and projects.
The 45-minute radio program
entitled “Balita Halin sa Kapitolyo”
airs every Saturday starting 10 a.m.
over Aksyon Radyo Iloilo (720 kHz).
It is hosted by Nereo Lujan and
Erly Garcia of the provincial
government’s Public Information
and Community Affairs Office.
Lujan said “Balita Halin sa
Kapitolyo” is designed to bring the
provincial government closer to the
people through the broadcast media.
It features the various activities
and programs of the Iloilo Provincial
Government under the leadership of
Governor Arthur Defensor, Sr.
The program also features live
interviews of department heads and
other provincial officials where they
could discuss programs and projects
for the benefit of the people.
Moreover, the program will
also be used to disseminate news
and information relative to the
developments in the province

The counterpart funds
amounting P50,000 each were
intended for: Brgy. Poblacion
– Construction of Day Care
Center; Brgy. Tapacon –
Construction of Health
Station; Brgy. Inamyungan –
Construction of one-unit, twoclassroom
school building;
Brgy. Alabidhan –
Construction of one unit, twoclassroom
building; Brgy.
Guinhulacan – Road
concreting of 0.2 km with
grouted riprap side ditches
farm to market road; Brgy.
Cairohan – Road concreting
of 0.12 km farm to market
road; Brgy. Malitbog Ilawod
– Road construction of 1.26
km farm to market road;
Brgy. Agbao – Road
improvement of 0.543 km farm
to market road; and Brgy.

Department of Social
Welfare and Development
(DSWD) VI regional
director Minda Brigoli said
excluding the provincial
government counterpart, the
nine projects have a total cost
of P8,545,205 composed of P7
million grant from the
national government and
P1,545,205 from the municipal
government of Bingawan.
Brigoli said the nine
projects are expected to be
finished by June 30 this year.
Defensor, on the other
hand, reiterated his full
support to the Kalahi CIDSS
Makamasang Tugon
Program.
He said the program is
a big help in uplifting the
lives of people in the
barangays especially in the
far-flung areas.
The provincial
counterpart funds were
received by the barangay
captains themselves in the
presence of Brigoli,
Provincial Social Welfare
and Development Office
(PSWDO) chief Dr. Neneth
Pador and Bingawan Mayor
Matt Palabrica.

awarded as the Most
Outstanding Provincial
Treasury Office in Western
Visayas for the year 2010 by
the Regional Association of
Treasurers and Assessors in
Region VI, (REGATA VI) Inc.
REGATA VI President
Rudante Gupeteo, in a
communication letter to
Governor Arthur Defensor, Sr.,
said the Iloilo PTO headed by
Provincial Treasurer Melba
Sullivan obtained the highest
performance evaluation rating
of 95.86% among the provincial
treasury offices in the region.
Gupeteo added, Sullivan
was also recipient of the
following prestigious awards:
1) Implemented one of
the Best Practices in the region
entitled – “RES (Receipts and
Expenditures System);
2) Best 5S implementor
among the provincial treasury
offices in the region; and
3) Most efficient worker
in the region in the submission
of the e-SRE and Quarterly
Report on Real Property Tax
Collections and other required
reports.

Twelve more local
government units
(LGUs) in the province

Pilipino Program
(4Ps) of the national
government.

conditional cash
transfer (CCT) to
poor families has reduced
poverty incidence
in the country
to 29% compared to
some 50% in 2010.
She said the 4Ps
program addresses
the basic unit of the
society, which is the
family, by focusing on
education and
health.
With the addition
of 12 more LGUs this
year, the total 4Ps recipients
in Iloilo province
now reach to
more than 65,000.
4Ps is a poverty reduction
strategy that
provides cash grants
to extremely poor
households to allow
members of the families
to meet certain
human development
goals.
Under the program,
a household
could avail of a maximum
of P1,400 each
month if the household
has three school age
children regularly go-
ing to school who will
get P300.00 each for
their educational expenses.
The mother, on
the other hand, gets
P500.00 monthly to
spend for household
and other needs of the
family.
Twenty other LGUs
from other parts of
Western Visayas also
signed the MOA with
DSWD for the 4Ps program.
Also, during the
event the Municipality
of Ajuy was awarded
as Model LGU in Harmonizing
PTA in the
LGU System for the
Makamasang Tugon
