12 coastal towns trained on mangrove rehab<br />

THE PROVINCIAL Environment and<br />

Natural Resources Office (PENRO)<br />

conducted a “Trainor’s Training on<br />

Mangrove Rehabilitation” on January<br />

11-12, 2012 at Punta Villa Resort in<br />

Arevalo, Iloilo City.<br />

The activity is in line with the<br />

thrust of the <strong>Defensor</strong> administration<br />

towards massive mangrove<br />

reforestation on all the coastal<br />

municipalities in the province.<br />

Training participants came from<br />

the 12 coastal municipalities in the<br />

province, namely, Leganes, Zarraga,<br />

Dumangas, Barotac Nuevo, Banate,<br />

Anilao, Ajuy, Barotac Viejo,<br />

Concepcion, San Dionisio, Carles and<br />

Estancia.<br />

The first day featured a series of<br />

lectures and sharing of experiences<br />

with regard to the growing,<br />

rehabilitation and conservation of<br />

mangroves.<br />

While on the second day, the<br />

participants were toured to the<br />

practicum sites located in Brgy.<br />

Nabita<strong>sa</strong>n, Leganes and Sitio Lacaran,<br />

To recall, Governor Arthur<br />

<strong>Defensor</strong>, Sr. launched the Artificial<br />

Reefs for Transformation (ART 2) on<br />

October 2, 2011 which aims to<br />

promote massive mangrove<br />

reforestation in all coastal towns.<br />

ART 2 is the second component of<br />

the “from ridge to reef” program of the<br />

<strong>Defensor</strong> administration which<br />

involves massive tree planting<br />

activities and coastal resource<br />

management.<br />

During the launching <strong>Defensor</strong><br />

directed Provincial Agriculturist<br />

Ildefonso Toledo to develop mangrove<br />

nurseries in preparation for the fullblown<br />

implementation of the ART 2<br />

project.<br />

The Bureau of Fisheries and<br />

Aquatic Resources (BFAR) have<br />

committed full support to the massive<br />

mangrove reforestation in the<br />

province of Iloilo.<br />

BFAR regional director Drusila<br />

Bayate earlier <strong>sa</strong>id that their agency<br />

targets to plant around 500,000<br />

mangrove propagules all over Western<br />

Vi<strong>sa</strong>yas and they intend to allocate<br />

300,000 for the province of Iloilo<br />

because of Gov. <strong>Defensor</strong>’s<br />

commitment to the<br />

insurance following the signing of a<br />

Memorandum of Agreement (MOA)<br />

between the provincial government<br />

and PhilHealth March 13, 2012.<br />

The MOA entered into by Gov.<br />

Arthur <strong>Defensor</strong>, Sr. representing the<br />

Iloilo provincial government, and Dr.<br />

Eduardo Banzon, President and Chief<br />

Executive Officer of PhilHealth, secures<br />

PhilHealth coverage for more than<br />

8,000 barangay service volunteers<br />

composed of Barangay Health<br />

Workers, Day Care Workers, Barangay<br />

Service Point Officers and Barangay<br />

Nutrition Scholars and more than<br />

60,000 indigents for two years.<br />

<strong>Defensor</strong> also pushed for the<br />

enrolment of all barangay officials in the<br />

province to PhilHealth.<br />

Additionally, the province expressed<br />

willingness to counterpart with the<br />

municipalities to ensure univer<strong>sa</strong>l<br />

coverage of indigents all over the<br />

province.<br />

The local chief executives of 42<br />

municipalities and one component city<br />

also signed the MOA with PhilHealth for<br />

the coverage of indigents in the<br />

municipal level at the Provincial Capitol<br />

yesterday afternoon.<br />

“This MOA signing signals a serious<br />

and manifest determination of the<br />

provincial government in improving<br />

the delivery of health services to the<br />

people,” <strong>Defensor</strong> <strong>sa</strong>id, adding “we<br />

are prepared to utilize whatever<br />

resources of the provincial<br />

government to ensure the success of<br />

the program.”<br />

<strong>Defensor</strong> <strong>sa</strong>id, the province has<br />

allotted a budget of P24 million in the<br />

2012 budget and an additional P20<br />

million in the Supplemental Budget for<br />

the PhilHealth coverage of indigents<br />

and service volunteers in the province.<br />

As agreed during the dialog with<br />

PhilHealth officials earlier, the province<br />

will pay P600 per beneficiary before the<br />

end of July this year for them to be<br />

covered for a period of two years. The<br />

remaining balance of P1,800 per<br />

beneficiary will be paid by the end of<br />

December 2013.<br />

Banzon thanked Governor<br />

<strong>Defensor</strong> and other provincial<br />

government officials for their<br />

zealousness in ensuring PhilHealth<br />

coverage for the people of Iloilo.<br />

PhiHealth Regional Vice President<br />

for Western Vi<strong>sa</strong>yas Dr. Dennis Mas <strong>sa</strong>id<br />

five provinces in the region, namely,<br />

Negros Occidental, Aklan, Capiz,<br />

Antique, and Iloilo already signed a<br />

MOA with PhilHealth while the signing<br />

for Guimaras province and Iloilo City<br />

SP passes ordinance to regulate catching of blue crabs<br />

ordinance banning the catching of<br />

Gravid (berried) and undersized swimming<br />

blue crab, locally known<br />

THE SANGGUNIANG Panlalawigan of Iloilo<br />

approved on third and final reading on Friday<br />

(Jan. 27) an ordinance enacting the Gender<br />

and Development (GAD) Code of the<br />

Province of Iloilo.<br />

Provincial Ordinance No. 2012-092<br />

sponsored by Board Member Jeneda<br />

Salcedo-Orendain “intends to give due<br />

recognition to the inherent equality between<br />

men and women, that women shall be<br />

recognized as full and equal partners of men<br />

in the development of the nation.”<br />

The GAD Code also mandates that<br />

“women’s empowerment and selfdetermination<br />

shall be pursued and<br />

implemented to protect and promote their<br />

rights.”<br />

“The Province is also committed to<br />

establish sustainable and equitable growth<br />

to facilitate the full development of women’s<br />

potentials toward the improvement of their<br />

as“ka<strong>sa</strong>g” in the entire province.<br />

The ordinance sponsored by Fifth<br />

District Board Member Jett Rojas,<br />

chair of the Committee on Aquatic<br />

Resources, aims to help protect and<br />

conserve the declining stock and<br />

sustain the production level of blue<br />

crabs in the province.<br />

The Committee on Aquatic Resources<br />

conducted two public hearings<br />

last year prior to the pas<strong>sa</strong>ge<br />

of the ordinance.<br />

It was learned that fisher folks<br />

catch volumes of blue crabs, including<br />

gravid and undersized ones, using<br />

very efficient gears resulting to<br />

declining catch and destruction of<br />

the species’ habitat like sea<br />

grasses.<br />

The ordinance, known as Provincial<br />

Ordinance No. 2012-093, prohibits<br />

the catching or gathering of<br />

berried and undersized blue crabs<br />

with a carapace less than 11 centimeters<br />

or 4.6 inches and to use gill<br />

Provincial Administrator Raul Banias<br />

lauded the SP for the pas<strong>sa</strong>ge of the GAD<br />

Code, which he <strong>sa</strong>id, is an important<br />

legislation in support of the Legislative-<br />

Executive agenda of the <strong>Defensor</strong><br />

administration.<br />

Banias noted that the SP, under the<br />

<strong>Defensor</strong> administration, passed recently the<br />

Investment Code of 2011 which is intended<br />

to expedite and facilitate the economic<br />

growth and development of the province.<br />

At present, the SP, through the<br />

Committee on Environment chaired by<br />

Board Member Licurgo Tirador, is<br />

conducting public consultations relative to<br />

the proposed establishment of an<br />

Environment Code for the province.<br />

Banias added that the SP also currently<br />

prepares for the enactment of the proposed<br />

nets below 0.30 mm twine size, 4<br />

knots, with 50 mesh depth and below.<br />

Violation of the ordinance shall<br />

subject the offender to imprisonment<br />

from six months to one year and fine<br />

of P5,000 or both fine and imprisonment<br />

at the discretion of the court.<br />

The ordinance also states that<br />

the provincial government, the municipality,<br />

peoples organizations<br />

and other certified NGOs/FARMCs<br />

shall formulate monitoring and<br />

evaluation guidelines and mechanism<br />

to carry out the provisions of<br />

the ordinance, provided, that these<br />

guidelines and mechanism shall be<br />

subject to review as may be deemed<br />

neces<strong>sa</strong>ry by the Sangguniang<br />

Panlalawigan.<br />

promoted by the Department of Interior and<br />

Local Government (DILG).<br />

Management System (LGPMS) is a selfassessment,<br />

management and development<br />

tool that enables local governments—<br />

provinces, cities and municipalities— to<br />

determine their state of performance and state<br />

of development, using governance and<br />

development indicators.<br />

82.9% of which were<br />

dog bites — with three<br />

– a converted DC-10<br />

for two weeks and then<br />

transfer to Bacolod City on<br />

airs every Saturday starting 10 a.m.<br />

over Aksyon Radyo Iloilo (720 kHz).<br />

more than 65,000.<br />

4Ps is a poverty reduction<br />

strategy that<br />

provides cash grants<br />

to extremely poor<br />

households to allow<br />

members of the families<br />

to meet certain<br />

human development<br />

goals.<br />

Under the program,<br />

a household<br />

could avail of a maximum<br />

of P1,400 each<br />

month if the household<br />

has three school age<br />

children regularly go-<br />

ing to school who will<br />

get P300.00 each for<br />

their educational expenses.<br />

The mother, on<br />

the other hand, gets<br />

P500.00 monthly to<br />

spend for household<br />

and other needs of the<br />

family.<br />
