Newly-minted officials in CV outline agenda for<br />

first 100 days in office<br />

To be able to start their term of offi ce<br />

on concrete steps, the 48 newly-elected<br />

local offi cials in Central Visayas who are<br />

newcomers in the arena of local governance<br />

craft ed their “First 100 Days Agenda” for<br />

their respecti ve local government units<br />

during the start of the second phase of<br />

the Newly-Elected Offi cials (<strong>NEO</strong>) Program.<br />

These LCEs are composed of 1 Governor, 13<br />

City Mayors and 35 Municipal Mayors.<br />

Said phase of <strong>NEO</strong> serves as orientati on<br />

cum workshop for the newly-minted local<br />

offi cials meant to prepare them as local<br />

managers when they assume offi ce on July<br />

1, 2010.<br />

In the month of June, <strong>NEO</strong> orientati ons<br />

have been conducted simultaneously<br />

nati onwide in fi ve (5) clusters. On June<br />

24-25, the fi rst-ti me municipal mayors<br />

in region7 att ended the comprehensive<br />

training at the Golden Peak Hotel, Cebu City<br />

with 13 from Region 6 and 1 from region<br />

8. v Carcar City Mayor Nicepuro L. Apura<br />

was also in att endance. On same dates,<br />

Governor Edgardo M. Chatt o of Bohol<br />

Province (Former Congressman) joined the<br />

other governors for same orientati on acti vity<br />

at the Hotel Kimberly in Tagaytay City. The<br />

other 12 new mayors from region7 had their<br />

The May 2010 Electi ons ushered in new sets of local offi cials for the term 2010-2013.<br />

separate orientati on on June 17-18 at the<br />

Asian Insti tute of Management, Makati City.<br />

“The program will help the LCEs who<br />

are new to their positi ons understand their<br />

duti es and responsibiliti es bett er for them<br />

to be able to manage the development<br />

directi on of their localiti es,” said DILG7<br />

Regional Director Pedro A. Noval, Jr.<br />

In his speech, he enumerated the<br />

common pitf alls in LGU management, such<br />

as, delegati on of responsibiliti es of the<br />

executi ves, displacement of employees due<br />

to politi cal reasons, failure to submit reports,<br />

outdated comprehensive development<br />

plans, and non-functi oning local special<br />

bodies.<br />

As such, the modules in the training<br />

included Financing LGU Operati ons, which<br />

will enable the parti cipants to understand<br />

the fi nancial conditi ons of their LGUs, learn<br />

the sources of local revenue and alternati ve<br />

external sources, and formulate fi nancial<br />

strategies; Understanding My Environment;<br />

the Local Offi cial as Agent for Development;<br />

Common Pitf alls in LGU Management;<br />

and Jumpstarti ng the First 100 Days<br />

Governance.<br />

What is <strong>NEO</strong> Program?<br />

<strong>NEO</strong> is an orientati on program of the Department of the<br />

Interior and Local Government for the local offi cials, which is being<br />

done following every aft er electi on. The DILG trains the incoming<br />

set of local offi cials with its comprehensive training program aimed<br />

to prepare the newly-elected local offi cials when they<br />

assume their duti es and responsibiliti es as leaders in their<br />

respecti ve communiti es for local development. As such,<br />

newcomers in the arena of local governance shall be able<br />

to manage the development directi on of their localiti es.<br />

The <strong>NEO</strong> program will help local governments come<br />

up with a term-based development road map consistent<br />

with the current development agenda of the nati onal<br />

government.<br />

The program will also serve as a venue for the<br />

newly-elected local offi cials to understand their LGU’s<br />

state of local development through the presentati on of<br />

the State of Local Governance Report (SLGR) under the<br />

program on Local Governance Performance Management<br />

System (LGPMS) of the DILG. As such, they shall be<br />

required to prepare their respecti ve Executi ve-Legislati ve<br />

Agenda (ELA) for development.<br />

What are the components of the <strong>NEO</strong> Program?<br />

Initi ally off ered in 2007, the <strong>NEO</strong> program has four<br />

major components, namely:<br />

Component 1: Ensuring Smooth Transiti on<br />

Component 2: Laying the Foundati on<br />

Track 1 A: My First 100 Days<br />

Track 1 B: Knowing my LGU<br />

Component 2: Alliance Building<br />

Component 2: Sharpening the Saw<br />

Who are involved in the <strong>NEO</strong> program implementati on?<br />

The program is being implemented by the DILG<br />

through its training arm, the Local Government Academy<br />

(LGA), carried out by the DILG bureaus and Regional<br />

Offi ces in partnership with the Philippines Development<br />

Forum (PDF), the Leagues of Local Governments, the Local<br />

Resource Insti tutes and other Stakeholders.<br />

Prior to the May 10 nati onal and local<br />

electi ons, all LGUs in region 7 created<br />

their respecti ve Local Governance<br />

Transiti on Teams in response to the DILG’s<br />

call on all local chief executi ves (LCEs) to<br />

ensure the orderly and smooth turnover to<br />

the incoming local offi cials.<br />

The major task of the Transiti on Team<br />

is to organize a turn-over ceremony to the<br />

incoming set of offi cials. As of June 30,<br />

2010, 60 LGUs whose local offi cials are<br />

newcomers were able to hold turnover<br />

and oathtaking ceremonies. The re-elected<br />

local offi cials of the 76 LGUs also took their<br />

oath of offi ce before June 30.<br />

Pursuant to the DILG Memorandum<br />

Circular, the Transiti on Team is composed<br />

of the LCE, as chair, with all the LGU<br />

Department Heads and representati ves<br />

from DILG, Commission on Audit and a non-<br />

Hon. Mayor Michael L. Rama, Cebu City<br />

government or people’s organizati on, as<br />

members. Through said team, all provincial<br />

governors and city and municipal mayors<br />

should conduct an inventory of all local<br />

government real or immovable properti es<br />

such as land, buildings, infrastructure<br />

faciliti es and improvement and machineries,<br />

as well as movable properti es i.e. vehicles,<br />

offi ce equipment, furniture, fi xtures and<br />

supply stocks.<br />

The team should also gather all<br />

documents or records, i.e. contracts<br />

and loan agreements; outstanding loan<br />

obligati ons and accounts payable; inventory<br />

of personnel by nature of appointment;<br />

organizati onal structure; and Executi ve<br />

Orders.<br />

Also, important reports and documents<br />

to be turned over would include the latest<br />

COA and Financial Performance Reports;<br />

2009 State of Local Governance Performance<br />

and State of Local Development; CY 2010<br />

Annual and Supplemental Budget, and<br />

Annual Investment Plan; Comprehensive<br />

Development Plan; Local Development<br />

Investment Plan; Comprehensive Land Use<br />

or Physical Framework Plan; Capability<br />

Development Agenda; and, Executi ve-<br />

DILG7 drums up 2010 <strong>NEO</strong><br />

Program Implementation<br />

Following the take off of the 2010 Newly-<br />

Elected Offi cials (<strong>NEO</strong>) Program, DILG7<br />

organized the Kapihan sa PIA Forum on<br />

June 16, 2010 at the DILG7 Training Center,<br />

Sudlon, Lahug, Cebu City with guests from<br />

the Regional TACT Teams on <strong>NEO</strong> Program<br />

and DILG7 Public Informati on.<br />

The event was covered by the<br />

representati ves of the TV, print and<br />

broadcast media in Cebu.<br />

last May for the <strong>NEO</strong> coaches<br />

from regions 6, 7 and 8, DILG7<br />

called on its key people from<br />

the sub-regional offi ces for<br />

a workshop to outline the<br />

acti viti es, strategies and<br />

ti melines for the <strong>NEO</strong> program<br />

implementati on in Central<br />

Visayas. The acti vity took place<br />

on May 13, 2010 at the DILG7<br />

Training Center, Sudlon, Lahug,<br />

Cebu City.<br />

The workshop acti vity<br />

the <strong>NEO</strong> Program, its components and<br />

ti melines. She emphasized that the<br />

program started with the organizati on of<br />

the Transiti on Teams in each LGU which<br />

aimed to facilitate smooth transiti on of<br />

powers and authoriti es from the outgoing<br />

to the incoming local offi cials on June 30,<br />

2010.<br />

LGOO V/PO and CDP Coordinator<br />

Kathrina T. Penales, also from said team, said<br />

that the new local offi cials will benefi t from<br />

the DILG’s self-assessment tool, dubbed<br />

brought forth a Regional<br />

<strong>NEO</strong> Implementati on Plan<br />

which served as guide for the<br />

DILG7 sub-regional units in<br />

carrying out the <strong>NEO</strong> program<br />

requirements. The processes<br />

and steps for the conduct of the<br />

Uti lizati on Conference (Before,<br />

During and Aft er) were likewise<br />

identi fi ed with templates.<br />

The parti cipants discussed<br />

and threshed out the issues<br />

and concerns regarding the<br />

<strong>NEO</strong> courses, contents and<br />

tools for the use of the program<br />

implementati on. wjbc<br />

Technical personnel from DILG7 sub-regional units sit down to prepare the template<br />

for the conduct of the Exit Conference (Before, During and Aft er)<br />

First Semester 2010<br />

as the Local Governance Performance<br />

Management System (LGPMS). The<br />

LGPMS, which also has a web database selfassessment<br />

tool, may provide the incoming<br />

set of local offi cials strategic informati on on<br />

the general social and economic conditi ons<br />

of the LGUs, such can serve as basis for<br />

local policy and program development.<br />

Through the LGPMS, the LGU will know<br />

its state of local development and work to<br />

address service delivery and development<br />

gaps. Said tool will help them in craft ing<br />

eff ecti ve policies and developing responsive<br />

programs at the local level.<br />

LGOO V Willie Jean B. Cabanag from the<br />

DILG7 Public Informati on, also a member<br />

of <strong>NEO</strong> Team, described the <strong>NEO</strong> program<br />

as a far-reaching and a groundbreaking<br />

initi ati ve of DILG which hopes to bring about<br />

a cadre of development-oriented local<br />

offi cials who will be able to translate their<br />

local development roadmaps to promote<br />

local economic development in their<br />

communiti es. BO Maphilinda Ll. Herrero,<br />

also from the Public Informati on Team,<br />

emphasized the role of public informati on<br />

in providing avenue for the government to<br />

reach out to the grassroots.<br />

In a separate occasion, LGOO V<br />

Cabanag guested at DYHP radio stati on<br />

to expound the functi ons of DILG as well<br />

as its major programs, including the <strong>NEO</strong>.<br />

She likewise interacted with the listeners<br />

who asked questi ons thru text messages<br />

concerning DILG training programs, LGU<br />

disaster preparedness, and responsibiliti es<br />

RD NOVAL<br />

TAKES OVER<br />

as Mayor of<br />

Compostela,<br />

Cebu<br />

Pursuant to DILG Memorandum dated<br />

July 5, 2010, RD Pedro A. Noval, Jr.<br />

took over the mayoral post of the<br />

Municipality of Compostela following<br />

the suspension by the Commission on<br />

Electi ons (COMELEC) of the eff ect of<br />

the proclamati on of the town’s elected<br />

offi cials. He is now performing a dual<br />

functi on as caretaker mayor and as<br />

regional director of DILG7.<br />

His designati on as such is based<br />

on the concept of residual power of the<br />

President there being no law to respond<br />

to the situati on.<br />

On the same day he received the<br />

Order from the Top Management, RD<br />

Noval immediately took his oath of offi ce<br />

as caretaker mayor of Compostela before<br />

Cebu Governor Gwendolyn Garcia in the<br />

presence of the media. He will sit as<br />

caretaker mayor to manage the aff airs of<br />

the LGU pending the Comelec resoluti on<br />

on the suspension order.<br />

He will not receive salary in the<br />

temporary mayoral post as it is sti ll under<br />

his functi on as regional director of DILG.<br />

He will have executi ve functi ons except<br />

for hiring and fi ring employees.<br />

In a press conference before his<br />

oathtaking, RD Noval said that he will<br />

ensure the conti nuous delivery of basic<br />

services to the consti tuents using the<br />

annual budget passed by the previous<br />

municipal council as it is deemed<br />

operati ve starti ng January this year.<br />

Governor Garcia assured Director<br />

Noval that the Provincial Government of<br />

Cebu is ready to provide him assistance.<br />

Mr. Joel Quiño won in the May polls<br />

but his opponent, outgoing mayor Ritchie<br />

Wagas, fi led an electi on protest citi ng<br />

discrepancy in the electi on returns. He<br />

fi led a moti on for reconsiderati on on the<br />

suspension before the Comelec Second<br />

Division. Comelec set a hearing on July<br />

9 in Manila.<br />

RD Noval met with the department<br />

heads of the municipality and conducted<br />

a briefi ng with the barangay captains.<br />

He had already met Cebu Provincial<br />

Police Offi cer (CPPO) Director Erson Digal<br />

who also assured that the police will be<br />

available at all ti mes to ensure that no<br />

violence will happen and that the Police<br />

Chief of Compostela will take orders<br />

from the Director in his capacity as acti ng<br />

mayor.<br />

RD Noval would order an inventory<br />

of the municipality’s assets and fi nances<br />

and determine what items in the<br />

annual budget can be implemented<br />

immediately.<br />

As to the reported unliquidated<br />

cash advances of the previous municipal<br />

offi cials, RD Noval will coordinate with<br />

the Commission on Audit, Department of<br />

Budget and Management and the DILG<br />

Top Management on these matt ers.<br />

appointed as Offi cer-in-Charge of an<br />

LGU aft er serving as Mayor of Liloan in<br />

1987-1988 aft er the Edsa People Power<br />

Mr. Elias F. Fernandez, Jr. assumed<br />

as DILG7 assistant regional director<br />

on January 8, 2010 by virtue of the<br />

Department Order No. 2010-11 issued by then<br />

Secretary Ronaldo V. Puno on January 6, 2010,<br />

aft er serving as assistant director of the Nati onal<br />

Barangay Operati ons Offi ce (NBOO)-DILG-Central<br />

Offi ce.<br />

Barely a month aft er taking the post,<br />

ARD Fernandez served as keynote speaker<br />

DILG-7 shares innovations with visitors<br />

DILG-7 played host to guests coming<br />

from DILG Regions 1, 9 and 4-A,<br />

respecti vely, who came all the way<br />

for the purpose of seeing for themselves<br />

the progress that DILG-7 has reached in<br />

areas of the innovati ve programs – The<br />

5S, Team Approach on Coordinated Tasks<br />

(TACT) Strategy and Call Center on Local<br />

Governance, the second two being original<br />

programs of DILG7. 5S, on the other hand,<br />

is an adaptati on of the Japanese 5S system,<br />

which stands for seire, seiso, seiton, seiketsu<br />

and shitsuke or sort, set (in place), shine,<br />

standardize and sustain.<br />

A total of 29 LGOOs V from DILG-9<br />

arrived on May 24, while 20 offi cials from<br />

DILG-1 led by RD Manuel B. Biazon followed<br />

on May 25. The group of 17 from DILG-4A,<br />

together with RD Josie Casti lla-Go, visited<br />

on June 17. Delegates from the three DILG<br />

offi ces were treated to an orientati on/<br />

briefi ng on the three programs. An<br />

interacti on also took place with the DILG7<br />

management and program coordinators<br />

as the delegates asked questi ons<br />

pertaining to the conceptualizati on and<br />

insti tuti onalizati on of the programs as well<br />

as the implementati on dynamics including<br />

issues and concerns in the course of carrying<br />

out the programs.<br />

DILG7 RD Pedro A. Noval, Jr. emphasized<br />

the importance of politi cal will in eff ecti vely<br />

implementi ng these programs.<br />

A tour of the regional offi ce showcasing<br />

the projects of DILG-7 in support of the above<br />

programs always followed each orientati on.<br />

Each visit is completed with an exposure<br />

tour of DILG-Bohol province on how the<br />

during the Multi -Sectoral Eco-Solid Waste<br />

Management Summit And Exposure Trip with<br />

NSWMC Commissioners on January 28, 2010 at<br />

Tagbilaran City. The parti cipants of said summit<br />

are the LGUs that are tasked in operati ng and<br />

maintaining the implementati on of the Republic<br />

Act 9003, otherwise known as the Solid Waste<br />

Management Act, and various stakeholders<br />

across all sectors.<br />

In his speech, ARD Fernandez presented the<br />

SWM challenges at hand and potenti al countermeasures<br />

as the law faces criti cisms by several<br />

sectors despite its good intenti ons and the eff orts<br />

in making the law realisti c and implementable<br />

consistent of local conditi ons.<br />

He had att ended several acti viti es, the<br />

major one of which was the Mariti me Security<br />

Forum for the Visayas held at the Marco Polo<br />

Hotel, Cebu City on February 4, where he acti vely<br />

parti cipated.<br />

On May 17, ARD Fernandez likewise graced<br />

the 2-week In-country Training Program for the<br />

Parole and Probati on Offi cers from the Visayas<br />

and Mindanao areas by giving an inspirati onal<br />

message during the opening program at the Cebu<br />

TACT strategy works in the fi eld offi ce.<br />

The TACT Strategy is a clientelecentered<br />

service operati onal strategy<br />

for eff ecti ve and effi cient program<br />

implementati on and staff development.<br />

The Call Center Program is for the<br />

opti mal use of the DILG7’s Local Governance<br />

Resource Center (LGRC-7), for easy access of<br />

informati on by the clientele and an avenue<br />

for informati on-sharing among agencies and<br />

program stakeholders.<br />

Incidentally, it is not only other DILG<br />

regional offi ces which are interested<br />

in replicati ng DILG-7’s programs.<br />

Representati ves from the Department of<br />

Health-7 (DOH7) came to the DILG-7 regional<br />

offi ce on April 23 for an orientati on/briefi ng<br />

on the 5S program. The TACT Team handling<br />

the program was later invited to orient all the<br />

employees at the DOH-7 Regional Offi ce.<br />

DILG7’s innovati on in 5S focuses on<br />

the enhancement of its physical offi ce<br />

setup as a workplace with the aim to be<br />

disti nguished as an offi ce with character and<br />

how should systemati c process of work area<br />

organizati on be maintained with emphasis<br />

on the comparison between the DILG-7<br />

“Then” and the DILG-7 “NOW.”<br />

DILG-7 management considers<br />

program-sharing as an actualizati on of the<br />

GO-FAR (Good Practi ces in Local Governance:<br />

Facility For Replicati on) Program of the<br />

department at the regional level, and as a<br />

contributi on towards the realizati on of the<br />

reinventi on of the bureaucracy to be at par,<br />

if not bett er, than the private sector.<br />

is an Environmental Planner. He is a graduate of<br />

Bachelor of Arts Major in History and Politi cal<br />

Science and a Master in Public Administrati on<br />

(MPA). He had att ended various seminars and<br />

trainings designed for executi ves, such as the<br />

Integrated Gabay Course: Executi ve Leadership<br />

Program of CESB, Seminar-Workshop on Public<br />

Policy for DILG Senior Offi cials conducted by ADB-<br />

DILG, Training of Trainers on Counter-Terrorism<br />

and Crisis Management conducted by PCTC-UK<br />

Embassy, and the Certi fi cate Course on Social<br />

Marketi ng & Community Organizing conducted<br />

by DOE-DAP. He is also clad with career eligibiliti es<br />

as an executi ve.<br />

He had served as Executi ve Assistant and<br />

Project Evaluati on Offi cer at the Metro Manila<br />

Commission (now MMDA). At DILG, he started as<br />

Local Government Operati ons Offi cer II, became<br />

Senior LG Operati ons Offi cer, Supervising LG<br />

Operati ons Offi cer, Assistant Division Chief,<br />

Division Chief, Assistant NBOO Director and now,<br />

the Assistant Regional Director of DILG7 having<br />

outstanding awards<br />

DILG-7 has added another laurel<br />

of honor into its name when its<br />

very own regional director, Dr.<br />

Pedro A. Noval, Jr., was awarded jointly<br />

by the Josenian Engineering Alumni,<br />

Incorporated and the University of<br />

San Jose-Recoletos (USJR) as Most<br />

Outstanding Engineering Alumnus for<br />

CY 2010.<br />

RD Noval was chosen as such in<br />

recogniti on of his professional/career<br />

achievement, service to community,<br />

moral integrity and commitment to<br />

highest professional standards. He<br />

received a Plaque of Recogniti on on<br />

February 28, 2010 during the annual<br />

On May 25, 2010, RD Noval<br />

received another award as one of the<br />

Outstanding Professionals for 2010<br />

by the Government of Liloan, Cebu<br />

being the only “Liloanon” who rose<br />

from the ranks. RD Noval’s sti nt in<br />

the government service started as a<br />

Barangay Development Worker of then<br />

Department of Local Government and<br />

Community Development (DLG-CD),<br />

became an Assistant Provincial Director<br />

(Siquijor Province), Assistant City<br />

Director (Mandaue City), Division Chief,<br />

Assistant Regional Director for 9 years,<br />

and now, Regional Director of DILG7.<br />

He also had served the Municipality of<br />

Liloan, 1987-1988, as acti ng mayor.<br />

By profession, RD Noval is a<br />

licensed Mechanical Engineer and<br />

an Electrical Engineer with a Masters<br />

Degree in Management Engineering<br />

and a Doctorate Degree in Management<br />

major in Human Resource Management<br />

at aforesaid school. He also has<br />

government eligibiliti es, such as, the<br />

Career Service Executi ve (CSE) and the<br />

Career Executi ve Service Offi cer (CESO)<br />

having a rank of CESO III. He is slated for<br />

promoti on in rank from CESO III to CESO<br />

II in view of the endorsement of then<br />

DILG Secretary Ronaldo V. Puno to the<br />

Offi ce of the President thru the Career<br />

Executi ve Service Board (CESB), for his<br />

vast experience in government service<br />

and for having implemented numerous<br />

human resource development<br />

initi ati ves that improved and enhanced<br />

the DILG7 operati ons.<br />

Currently, he is the President of<br />

the Associati on of Regional Executi ves<br />

of Nati onal Agencies (ARENA-7) in<br />

Region 7 and Vice President for the<br />

Visayas of the Nati onal Union of Career<br />

REGION 7 CONVENED<br />

Maiden meeti ng of the Regional Multi -Sector<br />

BPLS Team of Region VII<br />

In order to jumpstart the Nati onwide<br />

Streamlining of Business Permits<br />

and Licensing Systems (BPLS) in the<br />

Philippines, DILG7 convened the members<br />

of the Regional Multi -Sector BPLS Team for<br />

Region 7 following its meeti ng on June 4,<br />

2010, 9:30 am at the DILG7 regional offi ce,<br />

Sudlon, Lahug, Cebu City.<br />

The Team was properly apprised of<br />

its functi ons, the rati onale and focus of<br />

the project as well as the upcoming BPLS<br />

acti viti es. It also reviewed the list of focused<br />

LGUs for the BPLS Reforms in the next 5<br />

years.<br />

The Regional Multi -Sector BPLS<br />

Team of Region VII is composed of the<br />

representati ves from the Government,<br />

Academe and Business Chamber to be coheaded<br />

by DILG7 RD Pedro A. Noval, Jr. and<br />

DTI7 RD Asteria C. Caberte.<br />

The Team also agreed to invite the<br />

President of the Regional Chamber of<br />

Commerce and Industry to be part of the<br />

BPLS Team and proposed that Toledo City and<br />

Municipaliti es of Catmon and Tabogon, all of<br />

Cebu Province, would be included among the<br />

priority LGUs for 2010 as these LGUs have<br />

undergone orientati on seminar conducted<br />

by DILG Central Offi ce last December 2009<br />

and in order to conti nue with the monitoring<br />

of the systems’ development.<br />

eff ecti vely promote BPLS reforms at the local<br />

Province conducted barangay<br />

assembly day in March. Common<br />

acti viti es conducted by the barangays of<br />

the province included the presentati on of<br />

fi nancial and accomplishment reports from<br />

July to December 2009 and presentati on of<br />

programs and acti viti es for January to June<br />

2010.<br />

Nati onal electi ons were also discussed and<br />

the memorandum regarding the observance<br />

of earth day and parti cipati on in Earth<br />

Hour 2010. Problems, issues and concerns<br />

aff ecti ng the barangays parti cularly on<br />

solid waste management and illegal drugs,<br />

poverty, high prices of basic commoditi es,<br />

climate change/weather temperament,<br />

lack of water supply were also tackled<br />

CEBU CITY celebrates 2010 international women’s<br />

day, names outstanding barangays in governance<br />

The Cebu City Government through the<br />

Cebu City Women and Family Aff airs<br />

Commission (CCWFAC) celebrated the<br />

Internati onal Women’s Day 2010 with the<br />

theme “Babae,Tagumpay ka Ng Bayan.”<br />

On March 8, 2010, a formal program<br />

was held at Plaza Sugbo, fronti ng the Cebu<br />

City Hall with former Mayor Tomas R.<br />

Osmeña as guest of honor and speaker. In<br />

his message, Mayor Osmena encouraged<br />

the women of Cebu City to claim space in the<br />

arena of governance by holding government<br />

positi ons.<br />

The Mayor led the unveiling of the<br />

photo exhibit featuring 16 women who have<br />

served the City Council and two incumbent<br />

offi cials. Those who are already in power<br />

as well as those who had served the City as<br />

elected offi cials in the past years were given<br />

appropriate tribute by the City government.<br />

encouraged all the members of the diff erent<br />

women’s groups in Cebu City to take part<br />

namely, Barangay Luz, Cebu City - Grand<br />

Bohol implements<br />

roads management<br />

facility<br />

In order to improve its road services with<br />

reforms in governance, the Province<br />

of Bohol implements Provincial Roads<br />

Management Facility (PRMF) project, an<br />

AusAid-assisted project in coordinati on with<br />

the Department of the Interior and Local<br />

Government.<br />

PRMF in essence is a governance<br />

project with infrastructure development<br />

as an entry point. It seeks to improve road<br />

management and services by delivering<br />

civil works in identi fi ed provincial road<br />

secti ons. But along these infrastructure<br />

developments are the governance reforms<br />

the project intends to insti tute in support<br />

to the road sector. Thus, the project also<br />

aims for capacity development in various<br />

governance areas such revenue generati on,<br />

human resource development, transparency<br />

and accountability in governance processes<br />

such as bidding, procurement and<br />

accounti ng. PRMF boasts of an enti cing<br />

incenti ve package to performing LGUs in the<br />

areas of governance reforms.<br />

A series of acti viti es have been<br />

conducted to set the ground and milestones<br />

for the project which started with the signing<br />

of the Memorandum of Agreement in June<br />

2009 with then Gov. Erico B. Aumentado.<br />

With the new leadership of Gov. Edgar M.<br />

Chatt o, Executi ve Order No. 27, S. 2009<br />

created the Bohol Project Management<br />

Team and likewise consti tuted the Technical<br />

Working Groups for the Provincial Road<br />

Network Development Plan (PRNDP) and<br />

for the Provincial Annual Works Plan and<br />

Reforms Program (PAWRP), and also the<br />

Provincial Monitoring and Evaluati on Team<br />

• A writeshop acti vity that is in line with the MDGF 1919: Enhancing Access to and<br />

Provision of Water Services with acti ve Parti cipati on of the Poor, was conducted on April<br />

14-15, 2010 at the Marco Polo Plaza Hotel, Cebu City.<br />

• DILG and NEDA are co-implementi ng agencies for this Programme.<br />

• The formulati on of a Capacity Development Framework would be the major output to<br />

serve as guide and basis in determining the various capacity needs and gaps of the water<br />

service providers so that appropriate capacity development programs would be designed<br />

and translated into Modules to form part of the DILG WATSAN Tool Box.<br />

• Said framework would be used in the roll-out of the capacity assessments in the 36<br />

In January this year, Bohol embarked<br />

on the fi rst stakeholder consultati on<br />

for the road sector, the Provincial Road<br />

Summit which generated the concerns and<br />

future. It also highlighted the preparati on<br />

and producti on of GIS map of the provincial<br />

road network. Prior to this, a Provincial<br />

Road Sector Planning and Management<br />

Review were conducted in December 2009,<br />

which results provided more insights and<br />

detailed informati on on the status of roads<br />

services and asset management of the<br />

Provincial Government.<br />

With the series of capacity building<br />

interventi ons with stakeholders of the<br />

project, the PRNDP was formulated in<br />

the most consultati ve and parti cipatory<br />

process. The process of road prioriti zati on<br />

as expressed in the plan has led to the most<br />

commitment of the provincial leadership to<br />

create through an SP ordinance on Special<br />

Road Funds that will conti nue and sustain<br />

provincial roads management aft er PRMF.<br />

An annual capacity development plan<br />

and annual physical works plan will be<br />

developed to guide implementati on and<br />

services by Nati onal Government Agencies<br />

SUMMER CLASS <strong>PROGRAM</strong> OF BARANGAY<br />

BANTAYAN DUMAGUETE CITY, NEGROS ORIENTAL<br />

PROJECT DESCRIPTION<br />

In 2004, there were reports that the academic performance of the elementary<br />

school children of Dumaguete has gone low.<br />

In a meeting with then North City Elementary School (NCES) principal, Mrs.<br />

Churchita Villarin, she confirmed to the Bantayan Punong Barangay Albert C. Aquino<br />

that many school children enrolled at NCES are poorly performing and a good number<br />

of these pupils are from Barangay Bantayan. According to Mrs. Villarin, they had tried<br />

to visit and talk to the parents of the concerned pupils so they may be able to assist/<br />

tutor their kids, and to instill discipline to study their lessons while at home. Only few<br />

of these parents, however, responded to their request positively. On hindsight, many<br />

parents cannot effectively assist their children in their lessons and assignment because<br />

either they too have very low educational attainment, or they are too busy making a<br />

living that they do not have time for their kids.<br />

The Bantayan Summer Class Program intends to enhance the academic performance<br />

of the identified poorly-performing public elementary school children of Barangay<br />

Bantayan. It gives special attention to the public elementary pupils who are identified<br />

by their teachers as slow learners. Remedial instruction is focused on English, Math and<br />

Science as these are the most important subjects. It is implemented in partnership with<br />

St. Paul University – Dumaguete. All classes are done every morning from Mondays to<br />

Fridays for a period of one month and a half held inside the SPUD campus where the<br />

University provides the needed classrooms and teachers.<br />

This project that turned to a regular program of Barangay Bantayan is being funded<br />

from the Sangguniang Kabataan (SK) funds. School supplies are being provided to the<br />

pupils. During the course of the program, the pupils are also provided with snacks to<br />

supplement their nutritional condition, and handled by the Barangay Health Volunteer<br />

(BNV).<br />

PROJECT RESULTS<br />

It has been observed that majority of the children enrolled in the Summer Class Program have<br />

enhanced their learning capacity in Math, Science and English. This can be att ributed to the fact that<br />

teachers assigned in the program have specialized on said subjects. With the half day class devoted<br />

to only one to two subjects, pupils are given enough ti me to understand bett er and learn more.<br />

At the end of every Summer Class Program, it is also observed that the children have enhanced<br />

their self confi dence as students. It is a common situati on where slow learners are usually those<br />

children who are less confi dent in their class, those who are aloof, and those who are less interested<br />

in school works and acti viti es. Although there are also those who are observed to be extrovert and<br />

outgoing, yet, have low performance in class.<br />

The program has helped the children att ain self-confi dence through group acti viti es and<br />

dynamics. Because there are a limited number of pupils in every class, each of them is given enough<br />

att enti on by their teacher. An atmosphere of very open interacti on between pupils and teachers has<br />

helped the children to express freely their thoughts and opinions. Each pupil is also given enough<br />

ti me to present her/his answers and soluti ons to questi ons and problems given in quizzes and<br />

exams so they may be able to express themselves freely. It is in this respect that the children gained<br />

confi dence.<br />

This opportunity is rarely enjoyed by the pupils in their public school. As much as their public<br />

school teachers would love to give their pupils enough ti me for coaching, they are constrained by the<br />

fact that they are overwhelmed by the number of pupils they handle in a class. In some instances, a<br />

class is someti mes overcrowded due to the increasing number of pupils in a public school.<br />

It can be surmised that the children enrolled in the program has now a deeper understanding<br />

about the value of educati on. The fact that an overwhelming interest of the children and the<br />

conti nued support of the parents are now prevalent, it is a manifestati on that both the children and<br />

their parents have now bett er or deeper understanding on the value of good educati on.


KEY <strong>IMPLEMENTATION</strong> STEPS<br />

1. Problem Assessment<br />

The conceptualizati on of the program<br />

started with the assessment of the problem.<br />

This step involves a series of consultati ve<br />

meeti ngs with school authoriti es of North<br />

City Elementary School (NCES), the Barangay<br />

Council, Barangay Council for the Protecti on of<br />

Children (BCPC), and selected parents.<br />

The consultati ve meeti ngs were intended<br />

for the Barangay Council and the BCPC to have<br />

a clear understanding on the concern. This<br />

helped the Barangay Council and the BCPC<br />

identi fy the necessary interventi ons and design<br />

the appropriate strategies. Said acti vity also<br />

assessed the extent of the problem as to the<br />

number or percentage of slow learners in every<br />

grade level.<br />

2. Brainstorming Session<br />

Aft er the assessment of the problem, the<br />

Barangay Council, the BCPC members and the<br />

NCES principal Mrs. Churchita Villarin started to<br />

brainstorm on the design of the program.<br />

It is in this step that the council has fi nally<br />

decided to conduct a remedial acti vity for the<br />

identi fi ed slow learners. It was also in this<br />

session that the Council agreed to the proposal<br />

that the remedial instructi ons will focus only on<br />

English, Math, and Science subjects.<br />

The brainstorming session also discussed<br />

how to urge the parents of the target children<br />

to send them to the program, how to manage<br />

the children when they are already inside the<br />

campus, how to source the needed funds, and<br />

how to monitor its eff ects.<br />

The explorati on of the proposed<br />

partnership with St. Paul University –<br />

Dumaguete was also deliberated in this step. A<br />

formal meeti ng with the University President,<br />

Sr. Nilda C. Masirag, SPC was set-up before the<br />

Council proceeded to develop the fi nal design<br />

of the program.<br />

3. Program Planning and Designing and<br />

Programming<br />

It is in this step that all the concerns raised<br />

in the brainstorming session were fi nalized. The<br />

Barangay Council and the BCPC, in a special<br />

meeti ng, has put into writi ng the components<br />

of the program.<br />

Detailed discussion and decisions revolved on<br />

the following concerns:<br />

1. The needed supplies, the instructi onal<br />

materials needed, and how these will be made;<br />

2. What kind of snacks will be<br />

provided to the children and<br />

how these will be prepared;<br />

3. How the concerned parents<br />

of these children will be<br />

informed and urged to support<br />

the program;<br />

4. How the children will be<br />

transported to and from the<br />

University;<br />

5. The manpower needs of the<br />

program and how these will be mobilized;<br />

6. How much is the needed funding of the<br />

program and how this will be sourced out.<br />

4. Program Implementati on<br />

Before the program can be implemented,<br />

it has to be made sure that it is adapted and<br />

endorsed by the Barangay Development<br />

Council (BDC) and the needed funding to run<br />

the program is made available.<br />

In December 2005, the Barangay<br />

Development Council (BDC) favorably endorsed<br />

the Bantayan Remedial Program to be<br />

incorporated in the 2006 Annual Investment<br />

Program (AIP). The Sanguniang Kabataan<br />

(SK) allocated from their 2006 Annual Budget<br />

the amount of Php 50,000.00 for its fi rst year<br />

implementati on.<br />

To start its implementati on, the North City<br />

Elementary School (NCES) administrati on listed<br />

all the identi fi ed slow learners from Grades I<br />

to V who are residents of Barangay Bantayan.<br />

The list was then the basis for the Punong<br />

Barangay to call for a special meeti ng with the<br />

parents of the concerned children to discuss<br />

their children’s academic status and for the<br />

Barangay Council to formally explain to them<br />

the Bantayan Summer Class Program. This was<br />

done in order to generate the parents’ support<br />

and to ensure that the concerned children will<br />

enroll in the program.<br />

The list of slow learners was then<br />

provided to the College of Arts and Educati on<br />

(CAED) of St. Paul University-Dumaguete<br />

for their reference. The CAED is the offi ce<br />

designated by the University President to<br />

supervise the implementati on of the program.<br />

The summer classes start every mid of April of<br />

each year. Children benefi ciaries att end a halfday<br />

orientati on acti vity with the teachers where<br />

they will be oriented about the University, its<br />

faciliti es, and the program that they are about<br />

to undergo. A baseline exam to determine the<br />

level of competence of each pupil is also done<br />

on this day.<br />

Formal class starts on the second day<br />

where they will att end half-day class for each day<br />

from Mondays to Fridays. The remedial classes<br />

do not only review the lessons for each grade<br />

level but give more ti me for coaching of the<br />

children for them to bett er learn their lessons.<br />

This is the most important part of the program<br />

as this is what is lacking in their regular classes<br />

either due to the teacher’s lack of initi ati ve or<br />

due to over-populated class in each grade level;<br />

not to menti on the children’s atti tude towards<br />

their studies.<br />

The school children are also provided<br />

with snacks. Funding for this component is<br />

part of the allocati on from the SK funds. The<br />

First Semester 2010<br />

Barangay Nutriti on Volunteer (BNV) takes the<br />

responsibility in carrying out this component<br />

as the program aims to provide simple but<br />

nutriti ous food to the children. The menu for<br />

the enti re durati on of the program is prepared<br />

before the start of the fi rst day of classes.<br />

A simple closing acti vity is always done<br />

to culminate the program. During this acti vity,<br />

children who have improved their skills are<br />

recognized and/or given simple awards.<br />

5. Regular Assessment and Evaluati on<br />

Evaluati on of the performance of the<br />

children benefi ciaries are carried out by their<br />

regular teachers at North City Elementary<br />

School (NCES). A comparison of their past year’s<br />

performance with that of the current year is<br />

consciously observed by their regular teachers.<br />

At the end of the school year, the NCES<br />

administrati on will again submit the list of<br />

slow learners to the Barangay Council for<br />

considerati on in the current year’s Summer<br />

Class Program.<br />

ANALYSIS/LESSONS LEARNED<br />

The most important thing that sustains<br />

a program is the support of the various<br />

stakeholders. The decisiveness of the Barangay<br />

Council to pursue the program is the foremost<br />

considerati on. Without the Council’s decisive<br />

stance, this kind of program would never have<br />

existed. This is because the program needs<br />

ample amount of resource and a demanding<br />

coordinati on to be eff ecti ve.<br />

Resources means the amount of money<br />

needed and the technical, moral and physical<br />

support necessary to run the program effi ciently.<br />

Coordinati on works here include working with<br />

North City Elementary School Administrati on for<br />

the evaluati on and identi fi cati on of slow learners<br />

from Grades I to V, the setti ng up of nutriti onal<br />

snacks of the children by the Barangay Nutriti on<br />

Volunteer (BNV) and Barangay Health Workers<br />

(BHWs), the preparati on of school faciliti es<br />

by the College of Arts and Educati on (CAED)<br />

Department of St. Paul University-Dumaguete,<br />

and the daily monitoring of the progress of the<br />

program.<br />

The support of the parents of the children<br />

concerned is also a very important factor in<br />

the success of the program. In the fi rst year of<br />

the program, many parents did not allow their<br />

children to enroll because they were asked to<br />

tend to their younger siblings while their parents<br />

were at work. Others also asked their children<br />

to tend to their sari-sari stores while some<br />

parents urged their children to go fi shing with<br />

them for food. There were also some children<br />

who refused to enroll in the program because<br />

they were already bored going to school and<br />

they wanted their summer to be spent playing<br />

around with other kids.<br />

It was only in the second year of the<br />

program that the parents of the children<br />

concerned started to realize the importance<br />

of the program as the Punong Barangay was<br />

persistent in his campaign for its conti nuati on.<br />

He called these parents to meeti ngs and even<br />

visited the stubborn ones in order to correct<br />

their outlook towards the program.<br />

PRIOR AUTHORIZATION ON CONTRACTS<br />

The general rule under Secti on 22(c) of the Local Government Code<br />

of 1991, the local chief executi ve may not enter into contract in<br />

behalf of the local government unit without prior authorizati on by<br />

the sanggunian concerned, unless otherwise provided in the Code. If so<br />

provided in the Code, contracts may be entered into even without prior<br />

authorizati on by the sanggunian. The excepti ons are found in Secti on<br />

455(b)(1)(vi) and Secti on 465(b)(1)(vi) which respecti vely empower the<br />

City Mayor and the Governor to represent their local government units<br />

(the city or the province) in all its business transacti ons and sign in its<br />

behalf all bonds, contracts and such other documents upon authority of<br />

the sanggunian or pursuant to law or ordinance. Hence, the City Mayor<br />

or the Governor may sign, bonds, contracts and such other documents<br />

even without prior authorizati on from the sangguniang panlungsod<br />

or the sangguniang panlalawigan for as long as there is either a law or<br />

ordinance that authorizes him/her to do so. The law or the ordinance<br />

authorizing the aforementi oned local chief executi ves would serve<br />

as the excepti on to the general rule found in Secti on 22 of the Local<br />

Government Code.<br />

With Secti on 455(b)(1)(vi) and Secti on 465(b)(1)(vi) of the Local<br />

Government Code of 1991 in mind, does Republic Act 9184, the<br />

Government Procurement Reform Act, authorize the City Mayor or the<br />

Governor to enter into contract with the winning bidder, doing away<br />

with the prior authorizati on from their respecti ve sanggunian? In the<br />

case of Quisumbing vs Garcia, G.R. No. 175529, December 08, 2008,<br />

the Supreme Court held that “R.A. No. 9184 establishes the law and<br />

procedure for public procurement. Secti on 37 thereof explicitly makes<br />

the approval of the appropriate authority which, in the case of local<br />

government units, is the sanggunian, the point of reference for the noti ce<br />

to proceed to be issued to the winning bidder. This provision, rather<br />

than being in confl ict with or providing an excepti on to Secti on 22(c)<br />

of R.A. 7160, blends seemingly with the latt er and even acknowledges<br />

Also in the same case, the Supreme Court ruled that resort to<br />

appropriati on ordinance in determining whether prior authorizati on<br />

from the sanggunian for the local chief executi ve to enter into contract<br />

is included therein should be resolved depending on the parti cular<br />

circumstances of the case. Should the appropriati on ordinance already<br />

contain in suffi cient detail the project and cost of a capital outlay<br />

such that all the local chief executi ve needs to do aft er undergoing<br />

the requisite public bidding is to execute the contract, no further<br />

authorizati on is required, the appropriati on ordinance already being<br />

suffi cient. On the other hand, should the appropriati on ordinance<br />

describe the projects in generic terms such as “infrastructure projects”,<br />

“inter-municipal waterworks, drainage and sewerage, fl ood control<br />

and irrigati on system projects”, “reclamati on projects” or “roads and<br />

bridges”, there is an obvious need for a covering contract for every<br />

specifi c project that in turn requires approval by the sanggunian.<br />

Specifi c sanggunian approval may also be required for the purchase<br />

of goods and services which are neither specifi ed in the appropriati on<br />

ordinance nor encompassed within the regular personal services and<br />

maintenance operati ng expenses.<br />

where a mock electi on for president using the Precinct Count Opti cal Scan (PCOS)<br />

Heritage Walk<br />

A signifi cant number of regional executi ves from regions 6, 7 and 8 converged<br />

in Cebu City to parti cipate in the Heritage Walk organized by the Career Executi ve<br />

Service Board (CESB) last May. The goal is to off er a seamless and organized<br />

heritage tour to local and foreign tourists. Heritage Walk is a project of Cebu City<br />

Tourism Commission, headed by OIC-Project Director Cinbeth Orellano, designed to<br />

wander through the remaining ruins of the old city now surrounded by the urban<br />

development of Cebu.<br />

It is insti tuti onalized in DILG7 the conduct<br />

of regular convocati on every Monday, an<br />

avenue whereby the employees and the<br />

management interact on matt ers concerning<br />

offi ce operati ons and management. It<br />

provides open communicati on between the<br />

regional management and the employees. It<br />

is an opportunity for RO personnel, technical<br />

and administrati ve, to develop and improve<br />

skills in public speaking.<br />

Part of the Monday acti vity is<br />

informati on sharing in a form of a “talk show”<br />

wherein an employee, assigned in a parti cular<br />

schedule, interviews co-employees as guests<br />

and presents own views on a certain topic i.e.<br />

social, politi cal issues that may interest the<br />

rest of the employees. Also, it is when the RO<br />

employees receive a dose of legal opinions<br />

from the DILG7 Legal Offi cer.<br />

October 11, 2009 which was interrupted<br />

Person for One Cluster, One Vision (OCOV)<br />

Project were sent by the Department to Japan<br />

as scholar on Country-Focused Training Course<br />

“SEMINAR FOR MUNICIPAL MAYORS AND<br />

LOCAL FUNCTIONARIES OF CLUSTERED LGUS:<br />

ONE VILLAGE, ONE PRODUCT MOVEMENT and<br />

ONPAKU Approach”. The seminar was organized<br />

by the Japan Internati onal Cooperati on Agency<br />

(JICA) under the Internati onal Cooperati on<br />

Program of the Government of Japan on January<br />

6-21, 2010 at Oita Prefecture, Japan.<br />

They joined the other 11 parti cipants<br />

composed of LGU Offi cials, functi onaries<br />

and DILG offi cers from across the Philippines<br />

including TSAMP Representati ve Yolicelia C.<br />

Busmeon, MPDC, San Jose, Negros Oriental.<br />

TSAMP, which stands for Tanjay City,<br />

San Jose, Amlan, Mabinay, and Pamplona, is<br />

a cluster in Negros Oriental Province under<br />

the concept of One Cluster One Vision (OCOV)<br />

Project for promoti on of local tourism potenti als<br />

and explorati on of economic development<br />

opportuniti es.<br />

The partnership between DILG-BLGD and<br />

JICA made the country-focused training possible<br />

where the One Village, One Product (OVOP)<br />

of Japan’s Oita Prefecture becomes an avenue<br />

through which the Philippine delegati on can<br />

learn from for the enhancement of the OCOV<br />

implementati on in the country. A combinati on<br />

of lectures at the Asian Pacifi c University and onsite<br />

visitati ons facilitated the study of strategies<br />

on Developing Community Capacity for Rural<br />

for Rural People with focus on the ONPAKU<br />

Approach. ONPAKU is a non-profi t organizati on<br />

(NPO) which initi ated the strategy to promote<br />

local industry and resources through community<br />

capacity development, policy structure and<br />

networking.<br />

The varied signifi cant learning acquired by<br />

the country scholars cannot be gainsaid for the<br />

development of a bett er Philippines through the<br />

development of local capaciti es and resources<br />

anchored under on ONPAKU Approach and<br />

OVOP Approach combined.<br />

As initi al steps, DILG 7 introduced the<br />

ONPAKU approach to the 46th Batch of LGOO<br />

trainees and key personnel of DILG region 7.<br />

Such was also shared for applicati on to related<br />

programs of the department. The local chief<br />

executi ves of the TSAMP cluster shall also be<br />

called for acti on planning aft er the May 2010<br />
