Malaysia’s Global <strong>Trade</strong> In May 2010<br />

In May 2010, Malaysia’s global trade increased<br />

27.2% (y-o-y) to RM96.5 billion. Exports increased<br />

21.9% (y-o-y) to RM52.3 billion, while imports<br />

increased 34.2% (y-o-y) to RM44.2 billion. For the<br />

period January to May 2010, Malaysia’s exports<br />

increased by 28% to reach RM263 billion.<br />

A trade surplus <strong>of</strong> RM8.1 billion was recorded in<br />

May 2010, making it the 151 st consecutive month<br />

<strong>of</strong> surplus since November 1997.<br />

BRANDING ENTREPRENEURS CONFERENCE (BEC 2010)<br />

SME Corporation Malaysia (SME Corp.<br />

Malaysia) <strong>and</strong> the Br<strong>and</strong>ing Association <strong>of</strong><br />

Malaysia (BAM) are collaborating to organise<br />

the Br<strong>and</strong>ing Entrepreneurs Conference<br />

(BEC) 2010 on 15 July 2010 at Palace <strong>of</strong><br />

the Golden Horses, with the theme “Global<br />

Malaysian Br<strong>and</strong>s, Towards the Next<br />

Decade”. The objective <strong>of</strong> the Conference is to<br />

enhance SME awareness on the importance<br />

<strong>of</strong> br<strong>and</strong>ing, as well as to explore new <strong>and</strong><br />

ASEAN Member States (AMS). The ASW<br />

serves as an e-environment where the<br />

operate <strong>and</strong> integrate electronically using a<br />

set <strong>of</strong> st<strong>and</strong>ardised information parameters,<br />

procedures, formalities <strong>and</strong> international best<br />

practices to facilitate trading across border<br />

among AMS. The ASW will also serve to<br />

integrate processing <strong>and</strong> decision-making by<br />

the Customs authorities <strong>and</strong> relevant Ministries<br />

<strong>of</strong> AMS.<br />

The ASW Pilot project to determine the most<br />

appropriate network architecture <strong>and</strong> technical<br />

infrastructure for the electronic exchange <strong>of</strong><br />

information among the AMS will be carried out<br />

in three components:<br />

• Component 1 - Engage contractor/<br />

consultant to conduct study on the most<br />

feasible network architecture <strong>and</strong> approach<br />

for conducting the ASW Pilot Project;<br />

• Component 2 - Engage contractor/<br />

consultant to set up the network<br />

infrastructure including s<strong>of</strong>tware <strong>and</strong><br />

hardware agreed by AMS to implement the<br />

ASW Pilot Project; <strong>and</strong><br />

• Component 3 - Engage contractor/<br />

consultant to conduct the evaluation<br />

<strong>of</strong> outcomes <strong>of</strong> the Pilot Project <strong>and</strong><br />

formulation <strong>of</strong> recommendations for the<br />

eventual ASW.<br />

A Consultant has been engaged by the<br />

ASW Technical Working Group to carry out<br />

Component 1.<br />

Technical Feasibility Initiative for Electronic<br />

Exchange Of CEPT Form D<br />

Malaysia, Indonesia <strong>and</strong> the Philippines have<br />

implemented a Technical Feasibility Initiative<br />

for the electronic exchange <strong>of</strong> the Preferential<br />

Certificate <strong>of</strong> Origin, CEPT Form D. The<br />

objective <strong>of</strong> this initiative is to test technical<br />

feasibility, as well as viability <strong>of</strong> long term<br />

exchange <strong>of</strong> large amount <strong>of</strong> data between<br />

NSW Systems <strong>of</strong> ASEAN Member States.<br />

The scope <strong>of</strong> the initiative:<br />

• CEPT Form D will be electronically<br />

exchanged between the NSWs <strong>of</strong> Malaysia,<br />

Indonesia <strong>and</strong> the Philippines;<br />

• Malaysian exporters will submit the<br />

CEPT Form D application electronically<br />

through Malaysia’s NSW using the e-PCO<br />

application. Upon approval, the CEPT<br />

Form D data will then be transmitted to<br />

Indonesia NSW or the Philippines NSW.<br />

The respective NSWs will then transmit<br />

the data to Indonesian or the Philippines<br />

Customs for validation; <strong>and</strong><br />

• exporters from Indonesia or the Philippines<br />

will submit the CO application electronically<br />

through the Indonesia NSW or the<br />

Philippines NSW, which will then transmit<br />

the data to the Malaysia NSW <strong>and</strong> will<br />

be passed to the Malaysian Customs for<br />

validation.<br />

Malaysia <strong>and</strong> Indonesia began exchange <strong>of</strong><br />

live data on 1 July 2009. The Philippines has<br />

begun exchanging live data with Malaysia <strong>and</strong><br />

Indonesia on 19 October 2009. As at May<br />

2010, Malaysia had successfully transmitted<br />

9,305 CEPT Form D to Indonesia <strong>and</strong> 3,486<br />

CEPT Form D to the Philippines.<br />

The next step will be to invite other AMS such<br />

as Singapore, Brunei Darussalam, Thail<strong>and</strong><br />

<strong>and</strong> Viet Nam to participate in this initiative.<br />

ROADSHOW BY DELEGATES FROM 5 SOUTHERN PROVINCES OF<br />

THAILAND TO 5 NORTHERN STATES IN MALAYSIA<br />

H.E. Alongkorn Ponlaboot, Deputy Commerce<br />

Minister <strong>of</strong> Thail<strong>and</strong>, led a roadshow to five<br />

key Northern States in Peninsular Malaysia,<br />

i.e. Kelantan, Penang, Perak, Kedah <strong>and</strong><br />

Perlis from 10 - 12 June 2010. The roadshow<br />

comprised 34 business delegates from<br />

the five Southern Provinces <strong>of</strong> Thail<strong>and</strong>,<br />

namely Pattani, Yala, Narathiwat, Songkhla<br />

<strong>and</strong> Satun. The delegates focused on five<br />

economic sectors, i.e., trade, logistics,<br />

investment, tourism <strong>and</strong> halal. Objectives <strong>of</strong><br />

the roadshow, include:<br />

• strengthening cooperation between<br />

the business communities from the five<br />

Southern Provinces <strong>of</strong> Thail<strong>and</strong> <strong>and</strong> the<br />

five Northern States in Peninsular Malaysia<br />

in the identified economic sectors;<br />

• enhancing <strong>and</strong> advancing the “Dasar<br />

Lima” initiative (5 – 5 – 5), i.e., cooperation<br />

etween the five Northern States <strong>of</strong><br />

Malaysia with the five Southern Provinces<br />

<strong>of</strong> Thail<strong>and</strong> in five economic sectors;<br />

• obtaining direct feedback from the<br />

respective state governments <strong>and</strong><br />

chambers <strong>of</strong> commerce on their views<br />

<strong>and</strong> support for the establishment <strong>of</strong> this<br />

new economic initiative; <strong>and</strong><br />

• seeking cooperation in facilitating the<br />

organising <strong>of</strong> the first Dasar Lima Summit,<br />

THAILAND SPEEDS UP DEVELOPMENT OF HALAL SECTOR<br />

_________________________________________________________________<br />

The Industrial Estate Authority <strong>of</strong> Thail<strong>and</strong><br />

(IEAT) opened a one-stop service centre at<br />

Pattani’s Halal Food Industrial Estate to attract<br />

private investment to the Southern Provinces<br />

<strong>of</strong> Thail<strong>and</strong>. The US$2.35 million (Bht 82.84<br />

million) centre, which had a s<strong>of</strong>t opening on<br />

January 2010 is now fully operational.<br />

This one-stop service centre will administer<br />

the Halal-GMP/HACCP st<strong>and</strong>ards, promote<br />

businesses <strong>and</strong> provide marketing <strong>and</strong><br />

various other services. This initiative by the<br />

Halal industry development panel, chaired by<br />

Deputy Prime Minister Korbsak Sabhavasu,<br />

had approved strategies to develop the<br />

halal industry last year. The strategies<br />

include meeting world halal st<strong>and</strong>ards <strong>and</strong><br />

conforming to domestic dem<strong>and</strong>, promoting<br />

the competitiveness <strong>of</strong> both entrepreneurs <strong>and</strong><br />

workers in the industry, increasing Thail<strong>and</strong>’s<br />

capability in halal food certification as well as<br />

exp<strong>and</strong>ing markets share <strong>and</strong> upgrading R&D.<br />

The Government <strong>of</strong> Thail<strong>and</strong> has identified<br />

the halal sector as one <strong>of</strong> the growth sectors<br />

‘<strong>StatsAPEC</strong>’ - APEC STATISTICS PORTAL<br />

APEC Secretariat has launched a new statistics<br />

portal, ‘<strong>StatsAPEC</strong>’, which provides the only<br />

consolidated source <strong>of</strong> APEC-specific data <strong>of</strong><br />

21 APEC economies.<br />

‘<strong>StatsAPEC</strong>’ is made up <strong>of</strong> two databases:<br />

• ‘Key Indicators Database’ which includes<br />

more than 120 trade, financial <strong>and</strong><br />

socio-economic indicators, allowing for<br />

which will be held in Songkhla, Thail<strong>and</strong> in<br />

October 2010.<br />

As a way forward, MITI <strong>and</strong> Agencies, together<br />

with the relevant state agencies, Chambers <strong>of</strong><br />

APEC BUSINESS TRAVEL CARD (ABTC): FROM A<br />

BUSINESSMAN’S PERSPECTIVE<br />

The ABTC was established to facilitate <strong>and</strong><br />

make it easier for frequent business travellers<br />

within the Asia-Pacific region. This enables<br />

ABTC business travellers from participating<br />

Asia Pacific Economic Cooperation (APEC)<br />

economies to avail themselves <strong>of</strong> expedited<br />

visa processing <strong>and</strong> access to designated<br />

lanes at airports across the APEC region.<br />

To date, all 21 APEC economies are<br />

participants <strong>of</strong> the ABTC Scheme. The United<br />

States <strong>of</strong> America, Canada <strong>and</strong> Russia are<br />

transitional members. All APEC economies<br />

except the transitional members recognise<br />

the card as a multiple-entry visa valid for<br />

three years <strong>and</strong> <strong>of</strong>fer dedicated lanes for<br />

faster immigration processing at major entry<br />
