Technical Feasibility Initiative for Electronic
Exchange Of CEPT Form D
Malaysia, Indonesia and the Philippines have
implemented a Technical Feasibility Initiative
for the electronic exchange of the Preferential
Certificate of Origin, CEPT Form D. The
objective of this initiative is to test technical
feasibility, as well as viability of long term
exchange of large amount of data between
NSW Systems of ASEAN Member States.
The scope of the initiative:
• CEPT Form D will be electronically
exchanged between the NSWs of Malaysia,
Indonesia and the Philippines;
• Malaysian exporters will submit the
CEPT Form D application electronically
through Malaysia’s NSW using the e-PCO
application. Upon approval, the CEPT
Form D data will then be transmitted to
Indonesia NSW or the Philippines NSW.
The respective NSWs will then transmit
the data to Indonesian or the Philippines
Customs for validation; and
• exporters from Indonesia or the Philippines
will submit the CO application electronically
through the Indonesia NSW or the
Philippines NSW, which will then transmit
the data to the Malaysia NSW and will
be passed to the Malaysian Customs for
validation.
Malaysia and Indonesia began exchange of
live data on 1 July 2009. The Philippines has
begun exchanging live data with Malaysia and
Indonesia on 19 October 2009. As at May
2010, Malaysia had successfully transmitted
9,305 CEPT Form D to Indonesia and 3,486
CEPT Form D to the Philippines.
The next step will be to invite other AMS such
as Singapore, Brunei Darussalam, Thailand
and Viet Nam to participate in this initiative.
THAILAND SPEEDS UP DEVELOPMENT OF HALAL SECTOR
_________________________________________________________________
The Industrial Estate Authority of Thailand
(IEAT) opened a one-stop service centre at
Pattani’s Halal Food Industrial Estate to attract
private investment to the Southern Provinces
of Thailand. The US$2.35 million (Bht 82.84
million) centre, which had a soft opening on
January 2010 is now fully operational.
This one-stop service centre will administer
the Halal-GMP/HACCP standards, promote
businesses and provide marketing and
various other services. This initiative by the
Halal industry development panel, chaired by
Deputy Prime Minister Korbsak Sabhavasu,
had approved strategies to develop the
halal industry last year. The strategies
include meeting world halal standards and
conforming to domestic demand, promoting
the competitiveness of both entrepreneurs and
workers in the industry, increasing Thailand’s
capability in halal food certification as well as
expanding markets share and upgrading R&D.
The Government of Thailand has identified
the halal sector as one of the growth sectors
‘StatsAPEC’ - APEC STATISTICS PORTAL
___________________________________________________________________
APEC Secretariat has launched a new statistics
portal, ‘StatsAPEC’, which provides the only
consolidated source of APEC-specific data of
21 APEC economies.
‘StatsAPEC’ is made up of two databases:
• ‘Key Indicators Database’ which includes
more than 120 trade, financial and
socio-economic indicators, allowing for
which will be held in Songkhla, Thailand in
October 2010.
As a way forward, MITI and Agencies, together
with the relevant state agencies, Chambers of
Commerce, Ministry of Commerce, Thailand
and Department of Export Promotion,
Thailand will establish a Working Group to
facilitate the organising of the first Dasar
Lima Summit.
in the region. It is estimated that the country’s
halal exports supply 1% of the global
halal food market valued at US$1.5 billion
annually. Thailand’s domestic market for halal
products and services is relatively small as
it has only three million Muslims, about 5%
of its population. Most of the Muslims are
concentrated in the southern region.
Malaysian exporters are encouraged to
collaborate with Thai manufacturers to export
halal products to other parts of the world. There
are already Malaysian traders who are working
with Thai exporters of halal products to export
these products under Malaysian brands. The
collaboration is viable as long as value-added
processes are carried out in Malaysia and the
products are exported from Malaysia. The full
implementation of ASEAN Free Trade Area
can further facilitate these types of re-export
activities.
Contact thailand@matrade.gov.my for further
details.
detailed analysis of trends in the APEC
region; and
• ‘Bilateral Linkages Database’ which
facilitates detailed analysis of trade and
investment flows within APEC and between
APEC and the world.
APEC aggregates are a feature unique to
‘StatsAPEC’ and are available for a broad
MITI Weekly Bulletin 08
ange of indicators, making it easy to examine
the region as a whole. The objective of
‘StatsAPEC’ is to provide cost-free access to
an extensive database of APEC statistics for
officials, researchers, businesses, students
and the public at large that will enable them to
learn more about the Asia-Pacific region.
APEC BUSINESS TRAVEL CARD (ABTC): FROM A
BUSINESSMAN’S PERSPECTIVE
______________________________________________________
The ABTC was established to facilitate and
make it easier for frequent business travellers
within the Asia-Pacific region. This enables
ABTC business travellers from participating
Asia Pacific Economic Cooperation (APEC)
economies to avail themselves of expedited
visa processing and access to designated
lanes at airports across the APEC region.
To date, all 21 APEC economies are
participants of the ABTC Scheme. The United
States of America, Canada and Russia are
transitional members. All APEC economies
except the transitional members recognise
the card as a multiple-entry visa valid for
three years and offer dedicated lanes for
faster immigration processing at major entry
points.
a scheme called ABTC. As a Malaysian
passport holder, having the ABTC is a great
value, as there is no need to get visas. I save
from paying the normal visa charges and the
