The Seventh International Teletraffic Congress (ITC 7) was held in Stockholm<br />

in June 1973. It was IS years since <strong>the</strong> first <strong>of</strong> <strong>the</strong>se congresses was organized<br />

in Copenhagen. They have now become an established institution within <strong>the</strong><br />

world <strong>of</strong> telephony and arc considered important and <strong>of</strong> significance both for<br />

administrations and industry.<br />

This paper describes <strong>the</strong> origin <strong>of</strong> <strong>the</strong> congresses and <strong>the</strong>ir development<br />

hi<strong>the</strong>rto.<br />

The main aim <strong>of</strong> teletraffic research is to establish rules and methods for <strong>the</strong><br />

dimensioning <strong>of</strong> telecommunication systems. During <strong>the</strong> manual period and <strong>the</strong><br />

first decades <strong>of</strong> <strong>the</strong> automatic era it sufficed to use fairly simple rules <strong>of</strong> thumb.<br />

The nature <strong>of</strong> telephone traffic was <strong>the</strong>n not sufficiently known and in many<br />

cases <strong>the</strong> ma<strong>the</strong>matical tools which were later to prove necessary were also<br />

lacking.<br />

The first two decades <strong>of</strong> <strong>the</strong> century saw <strong>the</strong> birth <strong>of</strong> traffic research as a<br />

science through <strong>the</strong> work <strong>of</strong> <strong>the</strong> Dane A. K. Erlang. He introduced <strong>the</strong> classical<br />

concept <strong>of</strong> statistical equilibrium as a ma<strong>the</strong>matical description <strong>of</strong> telephone<br />

traffic. Erlang's formulae laid <strong>the</strong> foundations for <strong>the</strong> future work within this<br />

science. Traffic research has attracted <strong>the</strong> interest both <strong>of</strong> engineers and ma<strong>the</strong>maticians.<br />

It soon proved also that administrations and industry had a growing<br />

need for and interest in correct dimensioning methods. It was found that large<br />

sums could <strong>of</strong>ten be saved by this means, while at <strong>the</strong> same time a certainty was<br />

achieved that <strong>the</strong> traffic could be handled without troublesome bottlenecks.<br />

The origin <strong>of</strong> <strong>the</strong> teletraffic congresses<br />

In <strong>the</strong> late forties and early fifties it became clear to many <strong>of</strong> those working<br />

on traffic <strong>the</strong>ory questions that closer contact between researchers in <strong>the</strong> field<br />

would be <strong>of</strong> great value. A meeting at which people could present <strong>the</strong>ir work,<br />

where ideas and experience could be exchanged, and, not least, where personal<br />

contacts could be made, was considered to be greatly desirable.<br />

In <strong>the</strong> autumn <strong>of</strong> 1953 an organizational committee was formed consisting <strong>of</strong><br />
