FIELD OF INTEREST FUNDS<br />

Donors can support causes <strong>the</strong>y care about in<br />

perpetuity by establishing field of interest funds. The<br />

<strong>Foundation</strong> identifies grantees that best satisfy <strong>the</strong><br />

donor’s intent<br />

MGC Fund $ 32,468<br />

Benefits programs that address <strong>the</strong> physical,<br />

educational, cultural and/or recreational needs of<br />

pre-teen children<br />

Williams Family Fund $ 37,612<br />

Benefits programs that meet <strong>the</strong> basic needs of<br />

children <strong>to</strong> assist in <strong>the</strong>ir growth and education<br />

caring<br />

FISCAL SPONSORSHIP RELATIONSHIPS<br />

Occasionally, a charitable purpose is undertaken by a<br />

group of individuals who do not qualify <strong>for</strong> tax-exempt<br />

status. If we are satisfied that <strong>the</strong> charitable purpose is<br />

secure and will serve <strong>the</strong> greater good, <strong>the</strong> <strong>Community</strong><br />

<strong>Foundation</strong> may agree <strong>to</strong> accept donations on behalf<br />

of <strong>the</strong> ef<strong>for</strong>t, thus allowing donors <strong>to</strong> benefit from<br />

<strong>the</strong> tax deductible nature of <strong>the</strong> gift. The <strong>Foundation</strong><br />

works in concert with <strong>the</strong> group <strong>to</strong> ensure that funds<br />

are expended <strong>for</strong> <strong>the</strong> stated charitable purpose. This<br />

year, <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> established one such<br />

relationship:<br />

Wheeling Skate Park Fund $ 66,629<br />

The provision of fiscal sponsorship is a <strong>community</strong><br />

service that <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> provides<br />

when it has identified a worthwhile <strong>community</strong> ef<strong>for</strong>t<br />

<strong>to</strong> address a recognized <strong>community</strong> need. The<br />

<strong>Community</strong> <strong>Foundation</strong> is proud <strong>to</strong> be associated with<br />

<strong>the</strong> Wheeling Skate Park project and looks <strong>for</strong>ward <strong>to</strong><br />

its completion.<br />

Nor<strong>the</strong>rn Panhandle Long-Term Flood/Disaster<br />

Recovery Fund $ 91,525<br />

Created <strong>to</strong> handle a tremendous outpouring<br />

of <strong>community</strong> support following <strong>the</strong> devastating floods<br />

of late 2004/early 2005, this fund also accepted<br />

a $200,000 grant from <strong>the</strong> Benedum <strong>Foundation</strong><br />

as well as <strong>the</strong> proceeds raised from <strong>the</strong> Brad Paisley<br />

benefit concert “Mud in <strong>the</strong> <strong>Valley</strong>.”<br />

The West Virginia Independence Hall<br />

<strong>Foundation</strong> received a grant of $5,000<br />

from <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>to</strong> assist in<br />

developing a Civil War Battle Flag Exhibit at<br />

West Virginia Independence Hall in Wheeling.<br />

The project required approximately $500,000<br />

<strong>for</strong> completion. A <strong>to</strong>tal of 13 State of West<br />

Virginia Civil War battle flags will be preserved<br />

and mounted <strong>for</strong> public display. Two galleries<br />

will be designed <strong>to</strong> display <strong>the</strong> flags and<br />

educate visi<strong>to</strong>rs.<br />

The first West Virginia State His<strong>to</strong>rian, Virgil A.<br />

Lewis, said, “The most sacred relics that any<br />

state can possess are its battle flags.”<br />

Said Mrs. Bettie Steele, of <strong>the</strong> Flag Fund<br />

Committee, “The grant from <strong>the</strong> <strong>Community</strong><br />

<strong>Foundation</strong> was <strong>the</strong> first external funding that<br />

we received and, without it, we would never<br />

have been able <strong>to</strong> move <strong>for</strong>ward as quickly<br />

and as successfully as we did in our fundraising<br />

campaign. Thank you, <strong>Community</strong> <strong>Foundation</strong>!”
