Gaffney said that proposed new school aid formula is the Dukakis Ad- ministration's declaration ot economic war against suburban taxpayers. Among tha towns which would be hardest hit-by the formula change are TeWksbury. Blllerica. Chelmsford and Wilmington. Applying the new formula to .last year's funding levels. Tewksbury'i aid would plummet from $2,972,147.00 to 91I.27S.00, Blllerica drops trem t4.Ma.424 00 to 2.241.- i 270.00, Chelmsford is slashed from 23,755,1S9.00 to 1,402.- 521.00. Wilmington receives . the cruellest treatment of all, being entitled to no funds un- der the new formula. This pattern is repeated among suburban communities across the state. In fact, 270 of the state's 351 municipalities are losers un- der the new formula. Toe' losers category, Ironically Includes all those towns with large school pop- ulations and expenses.
