Presidents Welcome

On behalf of the Aspley RLFC's committee and staff, I would like to welcome all coaches and

players both existing and new to Aspley, “The home of the Golden Devil”, for the 2012 season. A

lot has been achieved over the last couple of seasons that we can be very proud of, but we

cannot afford to sit back and rest on our laurels.

Good luck to all teams and I hope everyone has an injury free, enjoyable and successful 2012

Sign-on Fees

Fees for 2012 will be $220 for all junior players.

The second child of a family is $200 with the third or more $110 each.

Players who have played more than 200 games for Aspley RLFC will be charged ½ price $110.00

The Sign-on Fee is to be set to cover the cost of, but is not limited to, the following items:

� Playing Jersey.

Club Polo shirt

Club Training shirt

� Cap

� Team photo

� Presentation Day (does not cover entertainment costs)

� Player & Team Registration

� Player & Team Insurance

� Referees Fees

� Ground Maintenance

� Training Venue Maintenance

� Training & Gym Equipment

� On-site Sports Medicine (1st Aid)

A minimum $100 per person deposit is required on Sign-on day before a player can commence

training or receive a Club Polo, Training shirt and Cap.

All fees are to be paid in full by 31 st March, 2011, or arrangements made with Aspley RLFC to make

regular payments. These payments can be made as per following:

1. Cash, Cheque or Eftpos to the Football Office

2. Internet Transfer:

3. Credit Card – Form attached at back or pay by phone with credit card to the office.

First Contact is available to players of Aboriginal or Torres Strait Island descent. A Letter is required

from First Contact to say the application has been approved by 31 st March, 2012.

Failure to pay or abide by the above will result in the player being stood down until the fees are

finalised in full.

ARLFC is prepared to enter into a payment arrangement with a parent/guardian assessed on an

individual hardship related basis. Payments to cover these agreements will be as per of the

aforementioned regular payments.

Any breakdown of the agreed arrangements without advice cancels the arrangement and requires

the outstanding amount to be paid in full or the player/s will be stood down immediately and

account sent to Marshall Freeman Debt Collection Agency.

If a payment agreement in place for a family with more than one player is breached, all players

covered under that agreement will be stood down.

Payment of the full fee entitles the player to retain their Playing Jersey, Club Polo shirt, Club Training

shirt, Cap, receive a Team photo and attend their team’s Presentation Day at season’s end.

Guidelines for Problems with Coaches and Team Volunteers

If any parent has a problem with their child’s coach or other team volunteers they are to follow the

below order of communication:

1. Approach and discuss problem with Team Manager or Coach

2. Approach the C.D.O or F.O.M. at the Football Office.

3. Approach the Club President

Role of Parents

The role of parents at Aspley RLFC is to:

� Support and encourage their child to participate in junior rugby league

� Allow their child to participate only if they are well and healthy.

� Encourage their child to participate for the enjoyment of junior rugby league.

� Support their child to develop social and physical skills through junior rugby league.

� Promote and abide by the Aspley Rugby League Club’s codes of behaviour.

� Be courteous when communicating with coaches, umpires and administrators.

� Be a positive role model.

Code of Behaviour – Parents & Spectators

� Remember, children participate in junior rugby league for their enjoyment not yours.

� Organize to have your child at training/games on time. Contact Coach or Manager if you will

be late or absent.

� Encourage children to participate, do not force them.

� Focus on the child’s efforts and performance, rather than winning or losing.

� Encourage children to always participate according to the rules.

� Never ridicule or yell at a child for making a mistake or losing a game.

� Remember that children learn best by example. Applaud good performance by all

participants.

� Support all efforts to remove verbal and physical abuse from rugby league.

� Help out with routine tasks such as: LeagueSafe, Touch Judge, Duty Official, Canteen etc

� Show appreciation of Volunteer Coaches, Officials and Administrators. Without them your

child could not participate.

� Respect Referee’s’ decisions and teach children to do likewise

� All On Field incidents are to be dealt with by the Referee. Under no circumstances must you

enter the field of play.

� The consumption of alcohol outside of licensed areas and smoking at the schools is

inappropriate at all Aspley junior rugby league games.

Action will be taken by Aspley RLFC Disciplinary Tribunal against anyone who is found to be in breach

of the codes of behaviour. Please note that signing of the QRL Registration form implies

understanding of and agreeance to the QRL and club’s codes of conduct.

Disciplinary action will be administered in a three-phase education process designed to assist

members with defining their role in junior rugby league. The three phases dealing with breaches are

designed to provide ample opportunity for correcting undesirable behaviour in a continual education

process.

Stage 1 – Club to Counsel Offender

Stage 1 applies to the first breach of a code of behaviour or ethics.

Procedure for implementing Stage 1:

� Duty Officials will provide the Aspley RLFC Club with an incident report advising of a breach of

a code.

Aspley RLFC will inform the offender in writing, detailing the breach and the consequences. A

copy will be provided to the Club to inform them that phase one has been initiated.

� Where the offender could not be identified, the Club will assume responsibility to identify

parents and implement phase one.

Club will contact the offender within five days of receiving the breach notice. The aim of the

Club is to educate the offender about the behaviour permitted at Aspley RLFC games and to

revisit the role of members. Offender will be informed of stages 2 and 3.

The parent may proceed to any stage at the discretion of Aspley RLFC if breach of codes deemed to

be a serious nature (For example, obscene language, threatening behaviour, any form of racial

vilification or physical acts, harassment of a Referee).

Stage 2 – Offender suspended from attending games

Stage 2 applies to the second breach of a code of behavior or ethics in a 12-month period or current

Aspley RLFC season.

� Duty Officials will provide the Aspley RLFC with an incident report advising of a second breach

of a code.

Aspley RLFC will inform the offender in writing, detailing the breach and the consequences. A

copy will be provided to the Club to inform them that phase two has been initiated.

Club will contact the offender within five days of receiving the breach notice. The aim of the

Club is to assist offenders define their role in junior rugby league and be better role models.

Offender will be informed of stage 3.

Stage 3 – Membership removed

Stage 3 applies to the third breach of a code of behaviour or ethics in a 12-month period or current

rugby league season.

� Duty Officials will provide the Aspley RLFC with an incident report advising of a third breach

of a code.

Aspley RLFC will inform the offender in writing, detailing the breach and advising that Club

membership has been removed. A copy will be provided to the Club to inform them that

Stage 3 has been initiated.

� Once membership has been removed the offender and the associated member (player) will

not be permitted to participate in any junior rugby league affiliated with Aspley RLFC.

The Offender can apply to Aspley RLFC for membership renewal at the start of the next junior rugby

league season. Renewal will be at the discretion of Aspley Rugby League Football Club

Code of Behavior - Player

� Play by the rules.

� Never argue with an official. If you disagree, have your captain, approach the official during a

break in play.

� Control your temper. Verbal abuse of officials and sledging other participants, deliberately

distracting or provoking an opponent are not acceptable or permitted behaviours in junior

rugby league.

� Work equally hard for yourself and/or your team. Your team’s performance will benefit so

will you.

� Be a good sport. Applaud all good performances whether they are made by your team or the

opposition.

� Treat all participants in junior rugby league as you like to be treated. Do not bully or take

unfair advantage of another competitor.

� Cooperate with your coach, team mates and opponents. Without them there would be no

competition.

� Participate for your own enjoyment and benefit, not just to please parents and coaches.

Respect the rights, dignity and worth of all participants, regardless of their gender, ability, cultural

background or religion.

Playing Equipment

Jersey

Your Sign-on fee includes the cost of a jersey and all players will be supplied with a Club jersey during

the season. The jerseys remain the property of Aspley RLFC until presented to the players on

Presentation Day.

Shorts and Socks

Players are required to wear Club shorts and socks, which can be purchased from the Football Club

office. Shorts cost $30.00 and socks cost $12.00.

Boots

All players are required to wear football boots, which can be purchased from any sports store.

Protective Equipment

Protective equipment is the responsibility of the player. We recommend that players wear

professionally fitted mouth guards. Shoulder pads and headgear are optional.

Tape

Strapping and electrical tape is the player’s responsibility to supply. This can be purchased from the

club canteen.

Water Bottles

The Clubs will supply each team with water bottles for games. It is the player’s responsibility to bring

water bottles to training sessions.

Team Photos

Your Sign-on fee includes the cost of a team photo. In 2012 these photos will be taken between

Monday 18 th June and Friday 22 nd June inclusive.

You will be notified by your team manger of the time and location closer to the date. Players are

required to bring their football boots, shorts and socks. Team officials are required to wear their Club

dress shirts.

Training Courses

The Club is required to have all Coaches, Trainers, First Aid Officers and Touch Judges accredited

through the Junior League and these accreditations must be updated at regular intervals. The Club

therefore is prepared to fully fund these courses for anyone wishing to take on one of these

important roles. Contact the Club office if you wish to undertake any of these courses.

Leagues Club

Memberships

All parents of players must become financial members of the leagues Club. Parents will receive

membership forms when their child signs on.

Leagues Club memberships:

� Associate Membership $5.50

� Full Membership $13.20

� Pensioner Membership $6.60

Membership entitles you to many member discounts and you can expect to recoup your

membership fee after one or two visits.

Membership also includes membership at Bunya Sports and Zillmere & District Community Sports

Club.

Dress Rules

Dress regulations apply for all persons entering the licensed premises which include beer garden and

the dining area.

� Footwear must be worn at all times,

� No hats, caps, singlet’s or football boots are to be worn in the Club at any time.

� From 7:00 pm daily: no dirty work clothes, thongs or as stated on the signage at reception.

Licensing Laws

� Licensing Laws state that all persons entering the Leagues Club should be members.

� If you are not a member you must report to reception and sign in as a temporary member. If

you do not sign in you will be asked to leave the premises.

� Children cannot enter the premises unless accompanied by an adult.

� Children must stay seated with an adult at all times.

� Children cannot enter the TAB or Gaming areas at any time. Signs are displayed.

� Children are not to run inside the Club

� Children cannot go to bars for service.

� Persons under the age of 18 are not allowed to purchase or smoke cigarettes on the Clubs

grounds.

� Children must vacate the premises at the following times: Sun – Thurs 10pm and Fri - Sat

11pm.

� Children in school uniform must vacate the premises at the completion of training or if no

training is on.

� No alcohol to be consumed outside the licensed area.

Aspley RLFC through its affiliation with the Greater Brisbane Junior Rugby League provides basic

insurance cover for registered players. Cover includes:

a. Ambulance coverage from the playing grounds to hospital

b. 80% of Non-Medicare medical treatment to a maximum of $2000. $50 Excess applies. Does

not cover any GAP payment for Private Insurance.

c. For non Medicare treatment you must be referred by a GP and complete an Accident Report

form immediately on receiving an injury of ANY kind, in case follow up treatment is required.

d. An amount for death and part disability cover

Insurance claim procedure

1. Obtain a claim form from Football Operations Manager.

2. Fill out form & take it with you to the Doctor.

3. Obtain a report from doctor and ensure they fill out and sign the form where required

4. Return form to Football Club office.

Coaching and Player Structure

Aspley RLFC have put a coaching structure in place so players from under 11’s to under 18’s will

have, as we feel, coaches best suited to their age and development.

All coaching is to be based on the six major skill areas:

1. Catch and pass 2. Defence 3. Evasion 4. Play the Ball 5. Kicking 6. Scrummaging

Whilst everyone loves to win, the main focus at Aspley RLFC is to have fun whilst becoming better

Rugby League players. The philosophy at Aspley is that winning is a result of following the processes

that create the skills, and we can have fun whilst doing this.

Outlined below are the different stages in the development of a players skills and how Aspley’s

coaching philosophy fits in with the QRL rules

Under 6 Mini League

Rules: Played on a mini field using a mini football. Players play for 3 x 10min periods with 3min

breaks, 8 Players on the field at once. Defending teams are to retire 5m and cannot move until the

first receiver has caught the ball. 1 Pass only required, but encouraged to do more. There is no

kicking in general play.

Aspley Goal: Fun and participation. For every player to have a basic understanding of the rules as

well as having a basic understanding of passing/catching, carrying/playing the ball and tackling

technique.

Under 7 – 8 Mini League

Rules: Played on a mini field using a mini football. Players play for 4 x 10min quarters with a 2min

break at quarter time and a 5 min break at half time, 8 Players on the field at once. Defending teams

are to retire 5m and cannot move until the first receiver has caught the ball. The attacking team

must have 2 passes each play. There is no kicking in general play.

Aspley Goal: For every player to have a basic understanding of the rules as well as having a good

understanding of passing/catching, carrying/playing the ball and tackling technique by the

completion of U8.

Under 9 & 10 Mid League

Rules: Played on a mid-sized field. The game is played over 2 x 20 minute halves with a 5 minute

half time break. U9 plays with a mini ball and U10 with a mod ball. There are now 11 players on the

field. One player is now present at the play the ball. Kicks are now allowed but the kick must travel

further than it goes high. Scrums will only be held if there is an infringement by both teams. Scrums

are to be packed by 5 players.

Aspley Goal: For every player to have a thorough understanding of the mid league rules. Every

player should see a good progression of the basic fundamental skills from mini league.

Under 11 & 12 Mod League

Rules: Played on an international size field. U12 plays for 2 x 25min halves, whilst U11 still play 2 x

20 minute halves. Scrums are now packed with 6 players, all other rules as per mid football.

Aspley Goals: To keep progression of basic skills flowing and to start introducing some more

advanced skills such as draw and pass, to prepare the players for international rules.

Under 13 + International Rules

Rules: The only difference between what the players play and what you see on T.V is the safe play

code.

Aspley goals: To fine tune the basic skills and progress the development of advanced skills, to fully

prepare the player for senior football at the completion of U18’s.

Game Day Information

Game day information will be posted on the Club’s website www.aspleyfootballclub.com.au and on

the Display Board at the front of the Football Office by Tuesday afternoon or as soon as it becomes

available from the GBJRL.

N.B. Changes can occur (weather etc) through the week up until 5.00pm Friday.

Check website for any changes. Team coaches and Managers will be notified if and when any

changes have been made.

Aspley East Primary School and Aspley State High School Procedure

Aspley RLFC has a ten year agreement to use the facilities of both schools and upgrade them for the

benefit of our players.

Both schools are a major asset to the Club and it is very important that all rules are followed when

you and the children are on school land.

� No smoking

� No alcohol

� No animals

� No rubbish, a bin is provided so please use it or take it with you.

The gates to the High School Parking areas will be locked at 5:00pm daily. Parking for training is to be

in the public car park in front of the field only. Please do not block gates by parking in them.

The only access to the school grounds is depicted in the diagrams: Please note the yellow

highlighted path to the gym.

Wet Weather Procedure

The Club will notify all coaches/managers if training or games are cancelled and information to that

effect will be posted on our website www.aspleyfootballclub.com.au

All parents or players are to phone their respective Coaches or Managers in case of bad weather to

ensure training and games are still on.

Newsletter

Aspley RLFC will produce a newsletter on a regular basis, which will be distributed to players the and

also posted on the website. These will give team reports on past games; give parents and players

information on upcoming events, profile players as well as volunteers and sponsors.

Rep Players – Financial Assistance

Only the following types of representative players will be offered financial assistance by the club:

� Australian and Queensland Schoolboy representative

� Queensland Club representative

� GBJRL (Stingers) representative

A maximum of 50% of representative fees will be paid by the club. The final amount of assistance

offered will be determined by the club according to the funds budgeted and the total number of

representatives throughout the season. In the case of schoolboy representation (Qld and Aust) the

fee must be paid by the parent/guardian and a refund cheque will be issued.

In the case of any club representation, HALF OF THE FEE MUST BE PAID BY THE PARENT BEFORE THE

PLAYER MAY TRAVEL WITH THE TEAM.

Working with Children

Any person holding a position with the Club and or a team needs to apply for the Working with

Children Volunteer Check through the Commission for Children and Young People Child Guardian

(CCYPC)

Successful applicants will be issued with a Positive Notice Blue Card

All volunteers involved with working with Children wear their Blue Card when on duty at the Club in

an official capacity.

Information and application forms can be obtained from the Club Office.

Remember our kid’s safety is our number one priority.
