RWQCB Directs Staff to Renegotiate Malibu Wastewater MOU
■ Board Uses Threat of Septic Tank Ban to Prod City into Resolving Pollution Issues
At a Los Angeles Regional
Water Quality Control
Board hearing last week,
members unanimously agreed to
direct staff to renegotiate the
memorandum of understanding
between the City of Malibu and
the state agency that gives the
municipality authority to issue
wastewater discharge permits.
The board could have terminated
the agreement on Thursday,
but didn’t. Instead the panel
agreed to leave the current MOU
in place for one year, while the
two sides renegotiate its terms.
Revisions could include the
state agency taking over all commercial
discharge permits, which
■ Ventura and Los Angeles County Firefighting Personnel Demonstrated Their Readiness
Los Angeles and Ventura
County firefighting resources
were marshaled to the max in
case a small brush fire in the
90265 zip code area of Ventura
County tried to spread east into
western Malibu.
What was tentatively dubbed
the Yellow Fire was reported at
11:43 a.m. Friday in the 12800
block of Yellow Hill Road, according
to the Ventura County
Fire Department incident log.
Despite a relative lack of wind,
by 12:14, the fire was over three
acres in size. It burned about five
acres before being brought under
control by 3 p.m.
Flames took hold near a large
house under construction on
Yellow Hill Road. Initial reports
were that the fire started when
sparks from an electric saw ignited
brush behind the structure.
Helicopters provided air support
for ground crews. An Erickson
Air-Crane was brought in,
but not used. SuperScoopers
were also available, if the fire
the staff has recommended, and
seeking a legally binding commitment
from the city to build a
centralized wastewater treatment
plant for the Civic Center.
Another staff recommendation
adopted by the board is to direct
its staff to study the possibility of
a septic tank ban in the city.
However, executive officer
Tracy Escogue made the staff’s
intentions clear on the purpose of
calling for a prohibition. “The
prohibition is the stick,” she said,
to prod city officials to accept the
terms of the RWQCB staff renegotiating
a new MOU.
A ban would be put into place
so that no new septic systems
Manager Jim Thorsen discuss strategy at Thursday’s Regional
Water Quality Control Board hearing downtown. MSN/Hans Laetz
would be given permits. The city
would have to build a treatment
plant, and a moratorium would
be in place during the interim.
The board questioned the staff
about the boundaries of any sort
of prohibition. The discussion
centered on whether the Civic
Center area would be the focus of
any such action, as opposed to
the entire municipality.
RWQCB officials also talked
about how they took septic prohibition
action in Ventura County.
The board also heard from
RWQCB staffers that the matter
was before the board because of a
dispute with the city over permitting
for the Malibu Lumber Yard
shopping center.
Some board members appeared
displeased the matter had to be
addressed at the board level.
They told staff they wanted elements
inserted into a new memo
of understanding that would
avoid a similar dispute rising to
the level of board resolution.
RWQCB staffers told board
members that the city had decided
to issue the discharge permit
despite calls from RWQCB staff
that such action should be overseen
by the state agency. In the
RWCQB staff report, the state
agency indicated it would consider
the city as an illegal discharger
if it continued to proceed with
issuing a permit for its shopping
center. The city has apparently
relented and the matter has been
City Council Stalls on
Buying West End Land
The Malibu City Council, on a
4-1 vote with Councilmember
Andy Stern dissenting,
didn’t rule out acquiring a 9.8acre
site currently for sale near
the intersection of Pacific Coast
Highway and Heathercliff Road.
but didn’t indicate it wants to take
action on a possible purchase.
A majority of the council
turned down a motion by Mayor
Pamela Conley Ulich’s to move
ahead with purchase of the Point
Dume parcel on the market for
$4.2 million.
Stern said he is adamantly opposed
to studying, or talking about
acquiring the vacant acreage, let
alone considering its purchase. “It
is the wrong place. It is zoned residential.
found last July in Lobo Canyon.
Weston Thomas McCahon, 19,
who was living in South Lake
Oct. 23, pled not guilty to the
murder charge at his Nov. 6
arraignment, according to the Los
office.
McCahon is accused of giving
drugs to Mathews and, when she
overdosed, he allegedly dumped
commit funds for the purchase
don’t want anything built there,”
she said. “I can’t support it in
if we don’t do anything about it.”
The mayor and Councilmember
Jefferson Wagner urged the
majority to think in terms of the
future, with the most important
thing being acquiring the land at a
fair market, affordable price, and
deciding what to do later.
At a previous meeting, the
council created a 12-member blue
ribbon committee, which conducted
public hearings and decided
to issue the council a spreadsheet
listing the potential uses of
■ Letter-Writing Campaign Urges Conviction of Culprits
After exactly one year, the
consequences of the Corral
Fire that destroyed 53
homes and burned 4650 acres of
land are surfacing in a tangible
manner. On Dec. 5, a preliminary
hearing for Brian Anderson and
William Coppock, two of the five
men charged with causing the
tragic fire, is slated to take place
at Van Nuys Superior Court.
Defendant Brian Franks, originally
included in the Anderson-
Coppock action but who is now
assisting the prosecution, will
have a probation and sentencing
hearing on Dec. 11, and defendants
Eric Ullman and Dean Lavorante,
being tried on the same
charges separately, will face arraignment
on that date as well.
In an effort to assure that what
residents who have been active in
“Operation Recovery” are undertaking
a letter-writing campaign
to Judge Leslie Dunn that encourages
that all five men be prosecuted
to the full extent of the law.
“We’re working on a letterwriting
campaign to the judge
and mobilizing people to attend
The initial EIR states that the
impact on archeological resources
and the risk of “directly or indirectly
to be “less than significant with
An historic resources evaluation
report that was prepared in
July of 2008 for the Santa Monica–Malibu
on its association with both the
BENT HOOPS
Editor:
We are having trouble with the rebuilding process in the
aftermath of last year’s fire. We are going down the same
roads traveled 30 years ago with less spunk and less junk.
Although there were many promises by government officials
and agencies to “help” fire victims, not much assistance
has been offered. Instead, the building and planning
department is still demanding that we jump through all the
hoops we have already jumped through before, and many of
these hoops are higher and more expensive. And some are
completely out of reach, and I might add are unnecessary.
The average homebuilder doesn’t have a chance. Are
others experiencing the same miserable “service” as we?
SIGNAL SIGNS
Editor:
While I can appreciate and respect Steve Woods’ opposing
response to my support of the traffic signal being
installed at Corral, I feel compelled to comment that after
reading his arguments against the light, it only justifies
installing the signal even more.
His concern that there will be an increase in noise from
screeching tires, metal crashing and a longer commuter
drive seems to indicate to me that that would be a result of
drivers going over the posted speed limit, thus endangering
others in my neck of the woods, no pun intended.
I have never noticed any of that at the signals of Zumirez,
Heathercliff or Busch. The only exception is at Kanan
where impatient drivers without the benefit of a no-turn-onred-arrow
turn onto PCH from Kanan and cause accidents.
For those who prefer to drive faster than the posted 50
mph without the hinderence of traffic signals, I’d suggest
they take the 101. PCH is a highway, not a freeway.
RECOVERY PROCESS
Editor:
It’s the one year anniversary of the Corral Fire. As we
reflect on this terrible tragedy that affected our community,
may we also reflect on the positives that this experience
has brought to us? Although the year has been tough during
the rebuilding process both of lives and homes, after
one year and many man hours of time, we do see new
growth in the neighborhoods affected by the October/November
2007 firestorms.
We see new houses, new lives, new opportunities, new
tolerances, new knowledge and new relationships, new
expectations and new goals. Many of us have bonded and
become not just neighbors, but friends. We have met people
that we hadn’t known albeit some of those lived right next
door. We have developed new ways of doing things, perhaps,
we have a family plan for handling emergencies, and
some communities have fire safe councils, which are outcomes
of this tragedy.
Many are still dealing with the tragedy and there is still
grief, anger and fear. But, as we connected in the Operation
Recovery 2007 group meetings, those connections and
relationships have strengthened most of us. It’s pretty
amazing what’s happening in the wake of such losses.
Take a moment and look how we have changed from this
tragedy. Some of us have developed better problem-solving
skills, patience has developed, and resiliency is a quality
that will serve all of us over time. But even being resilient
doesn’t make someone immune from the emotional highs
and lows that have accompanied this tragedy. I believe a
spirit has developed in each of us as we are all now survivors
of the 2007 Malibu fires.
How each of us has learned to adapt to tragedy is a
valuable life lesson. During tragic times, we often have
opportunities to discover things about ourselves that our
strengths, abilities that we didn’t know we had within us.
(Letters are continued on page 11)
Why does this rain
seem like the perfect
compliment to the
time when we’re
being thankful?
Publisher’s NOTEBOOK
No one wishes more adversity to those who live in
the recent wildfire areas where denuded hillsides are
vulnerable to further damage by heavy downpours,
but the current rainfall is a cause for holiday thanks.
Although it would take numerous, strong storms in
rapid succession to make a dent in the state’s current
drought conditions and reduce the areawide wildfire
danger, that meteorological scenario might extract too
high a price from areas that burned this year and last.
As we sit down to express Thanksgiving gratitude
with family and friends, the rain is a reminder that,
despite our exponentially expanding technological
capability and our myth of human dominance of the
universe, nature is the arbiter of all life. Members of
our species appear reluctant to accept, despite one unsuccessful
clash with the forces of nature after another,
that they are not the ones who are in charge.
The potential for another year of drought is not just
the concern of the farmer and the rancher. It affects
everyone, as no part of California is immune to wildfire.
Until the fire danger that is now a constant presence
is reduced, thousands of lives will be upended
with a frequency predicated on uncertainty. Humans
have a responsibility to plan and prepare for the whatever
happens, but nature always has the last word.
Yet water is not just a natural phenomenon, it’s also
a political one, as last week’s Regional Water Quality
Control Board demonstrated. It’s a toss-up whether
this approach is Machiavellian or Swiftian, but it is
tempting to ask whether the City of Malibu isn’t making
a major policy blunder by not letting the RWQCB
take over the Civic Center wastewater issue.
The board certainly couldn’t be able to apply a one-
This strategy might temporarily slow some development,
but a state-of-the-art system could support
added density, as well as control its location. This
might result in a superior wastewater solution to anything
a city could afford, or should have to, as the
pollution is a regional problem that calls for a regional
solution. Everyone could then focus on whether
Council Backs Away from
West Malibu Land Purchase
the impacts in regard to the
environment, lights, noise,
septic, traffic and water and
forwarded the spreadsheet
to the council. The committee
insisted the order of
uses on the list did not reflect
a committee recommendation.
Some council members
expressed impatience with
the blue ribbon committee’s
work. “I am
disappointed it did not
come back with information
from the committee.
I talked to committee
members. I am glad
the city manager talked to
committee members,”
added Barovsky. “Six of
the 12 recommended not
buying it. The others
wanted it as open space.”
Sibert had the same criticism
of the committee and
said he thought months ago
he would have been more
amenable, but the current
economic woes have
changed his viewpoint
tremendously. Sibert said
he was interested in going
forward with negotiations,
but not for a purchase.
A heated exchange
erupted between the mayor
and Barovsky when she
insisted a determination of
use was paramount.
The mayor said visitor
serving would be wel-
which Barovsky replied,
“Do you want a hotel
there?”
Conley Ulich shot back,
“For the record, I do not
want a hotel there. Be
cordial.”
The council never addressed
the staff information
about economic
feasibility.
The staff reported about
what seems feasible from a
financial viewpoint, explaining
the municipality
has money saved up for a
city hall, and that forgoing
the lease payments it
currently makes on city
hall offices could be used
to pay off building a new
city hall.
The staff report also
indicated there was additional
funding that could
be used for a library from
money owed to the city
from the county library
system.
The other options, such
as a teen center, emergency
operations center, or a
sheriff’s sub-station are
packaged with no money,
no set-aside funds, or no
form of monthly revenue
stream, making those options
feasible.
DoINGS
Malibu High to Present ‘Metamorphoses’ Youth Poetry and Art Contest Has Marine Theme
ON STAGE—Malibu
High School’s Theatre
Department is presenting
Mary Zimmerman's
Tony Award-winning
play “Metamorphoses”
Thurs., Dec. 4, through
Sat., Dec. 6 at 7 p.m.,
and on Sun., Dec. 7 at 2
p.m. at the school,
30215 Morning View
Drive. “In this powerful
and moving adaptation,
Zimmerman has
reimagined ten of the
familiar myths from Ovid’s first-century epic poem for 21st century audiences,”
stated a press release. “The play gives a contemporary spin to Ovid's tales of
iconic gods and hapless mortals who struggle with a full range of human emotions—lust,
greed, envy, love—with the greatest of these being love.” MHS
director Jodi Plaia has set each one in a different period of human history, to
underscore the timelessness of the ancient tales. “A cast of 15 talented high
school actors playing multiple roles makes the gods and mortals of these wellknown
myths both archetypal and recognizably human,” continued the
release. Due to the mature themes explored in “Metamorphoses,” director
Plaia recommends this production for audiences 13 years of age and older.
Tickets for “Metamorphoses” are $15 for adults and $10 for students/seniors,
and can be purchased online at http://malibuhigh.smmusd.org, or at the door.
Environmental Review of the Project
Notice of Preparation/Initial Study. As required by
law, the District, as the lead agency, is responsible for
the preparation and certification of an EIR for the Project.
The EIR will disclose the District’s analysis of the
potential impacts to the environment as a result of the
Project. The first step in the EIR process was taken by
filing of the Notice of Preparation/Initial Study
(“NOP/IS”) on September 11, 2008 and holding a public
scoping meeting on September 24, 2008. An
extended comment period on the NOP/IS was provided,
which ended on October 27, 2008.
Draft EIR. The next step in the EIR process is the
preparation and release of the Draft EIR for public comment.
Areas studied will include air quality, aesthetics,
biological resources, cultural resources, geology and
soils, hazards, hazardous materials, hydrology, land
use, light and glare, noise, parking, recreation, traffic,
utilities, and water quality. The District is consulting
with public agencies such as the City of Malibu and the
Los Angeles Regional Water Quality Control Board to
ensure a comprehensive impact analysis. Moreover,
the District is meeting with Malibu Middle and High
School parents and other representative community
groups and members. Additional consultation with the
Malibu community, including residents in the vicinity of
the campus, is being planned. Outreach meetings will
be held on specific topics, as well as the overall Project.
The attached list provides the current anticipated
schedule of meeting topics, times, and locations.
The District’s process is intended to provide the community
with opportunities to examine the Project in
depth and to collaborate on mitigating any significant
environmental impacts that might otherwise occur.
Once the District has conducted its consultation with
the public agencies and the community, it will prepare
and release the Draft EIR for additional public comment.
During this comment period, the District will hold
a public hearing to solicit public comment on the Pro-
the California Coastal Zone. Under the requirements of
the California Coastal Act of 1976, the District will need
to obtain a coastal development permit for the Project.
The District is preparing its application for the permit
and is working closely with the City of Malibu’s staff to
ensure that the Project’s EIR conforms to the requirements
of the Local Coastal Plan. The District’s intent is
to integrate the public participation and review of the
EIR and coastal development permit processes as
much as possible.
Anticipated Construction Schedule
The current construction plan is structured in two major
parts:
Installation of temporary classrooms, library, administrative
offices, and on-site parking. If the EIR and coastal
development permit approvals are obtained, construction
is expected to begin in 2009 and last one year.
Replacement of existing library, classrooms, and
administrative offices with new structures, technology,
site improvements and infrastructure. Install the athletic
field improvements and remaining improvements.
Construction is expected to begin in late 2010 and last
up to three years.
on February 12, 2007.
C. On March 6, 2007, the LCPA was submitted to the CCC. On
March 20, 2007, the submittal, identified by the CCC as LCPA 1-07,
property.
H. On October 27, 2008, the City Council held a duly noticed public
hearing.
Section 2. Environmental Review and Mitigated Negative Declaration.
In accordance with the California Environmental Quality Act, Section
21080.9, approval by a local agency as necessary for the preparation
and adoption of a Local Coastal Program is statutorily exempt from the
requirements of the California Environmental Quality Act Nevertheless,
in the interest of fostering the most informed decision-making process
practicable, and without waiving the applicable statutory exemption,
staff prepared a Revised Mitigated Negative Declaration in connection
with the project which includes an analysis of LCPA 05-002. The
Revised Mitigated Negative Declaration was certified by this Council on
January 22, 2007 upon adoption of Resolution No. 07-07. The
Revised Mitigated Negative Declaration satisfies any obligation the City
may have pursuant to CEQA Guideline section 15252.
Section 3. Local Coastal Program Amendment No. 05-002 Findings.
The City of Malibu Local Coastal Program Amendment No. 05-002
involves changes to the Local Implementation Plan (LIP) of the certified
Local Coastal Program. Amendments to the LIP are identified in Section
4 of this ordinance. Pursuant to LIP Section 19.6, the City Council
hereby finds as follows.
A. The proposed amendments to the LIP meet the requirements
of, and are in conformance with the policies and requirements of Chapter
3 of the California Coastal Act. The proposed amendment does not
change any land uses in the residentially zoned area; it primarily
changes the lot width requirement so that the lot sizes are consistent
with similarly zoned parcels.
B. The amendments to the LIP meet the requirements of, and
are in conformance with the goals, objectives and purposes of the LCP.
C. The adoption of the LIP amendments would not impede the
implementation of goals or polices of the City of Malibu’s General Plan
as the amendment conforms the subject parcel to the same standards
to which neighboring parcels are already developed.
Section 4. Local Coastal Program Local Implementation Plan
Amendment No. 05-002.
A. Section 3.3.B(3) (Single Family Zone Lot Development Criteria) of
the LIP is hereby amended to read as follows:
Chumash Honored During American Indian Heritage Month
HERITAGE—The Chumash
honoring American Indian
Heritage Month by
holding nature hikes at
the 420-acre facility at
10 a.m. each Saturday
throughout November.
The museum celebrates
the Chumash people
who populated Malibu
and other areas of
Southern California as
far back as 12,000
years ago until the late
1800s. They established
many villages and seasonal
encampments
because of the abundant
sources of food
and water. Pictured
Gold and other environmentalists
that groundwater mounding
emphasized that the Civic
bathtub that can be “filled
up,” but has a lip and
underground outlet to the
Board member Madelyn
offered extensive comments
on what she thinks should
Glickfeld, a former California
said there is the
potential for almost 150,000
square feet of commercial
development in the Civic
be allowed to hook up to
septic systems. She said
there needs to be a time
schedule for Malibu to work
that out.
Glickfeld also briefly
talked about Legacy Park. “I
am really sad and disappointed
about Legacy Park.
That it has become a detention
basin for stormwater.
I would like to see the
[wastewater] treatment
added.
Talking about the efficacy
of septic systems in Malibu,
Glickfeld noted, “There are
so many commercial properties
that don’t function
properly.”
Privately some municipal
principle of joyous love. And when you add Uranus to the mix,
that joy is expressed without reservation. Saturn trines that
Venus/Jupiter conjunction, stabilizing the “look at me, I’m free”
exuberance just enough to keep most of us from volunteering to
return to the Shire with Sam, Merry, and Pippin.
(Okay…Lothlorien or Rivendell…maybe.) What’s more, Saturn’s
sober presence could prevent a plethora of mashed potato
mountains during dinner. (Devil’s Rock, anyone?) But that’s not
all. A Sun/Mercury/Mars/Moon conjunction in Sagittarius also
turns the entire day (actually the whole week) into a talkfest.
Sagittarians are a loquacious lot who tend to be versed in any
number of arcane subjects. Add Mercury, the symbol for language,
as well as Mars, the principle of energy, and the entire
bundle turns into a non-stop marathon discussion, capable of
moving from discourse to debate to quick repartee in a matter of
moments. Of course, the Moon adds an emotional touch, but no
one is likely to mind, especially because everyone will be talking
11/27/08
at once. Pluto sings a somber solo note, the night before Thanksgiving,
as it moves into Capricorn (where it will stay for the next
15 years) and doesn’t engage directly with any of its planetary
cohorts until the Moon moves into Capricorn on Saturday, a
conjunction some of us may feel more keenly than others. It
probably won’t be easy settling down long enough to say a
prayer of gratitude, but that doesn’t mean it wouldn’t be wise to
make an effort. Thanksgiving is a day set aside for feeling grateful.
It may be hard this year for many of us to find a true place of
thanks—so many lives have been disrupted by storms, physical
and financial, and so much uncertainty about the future permeates
the physical and psychic environment. So be sure to include
those less fortunate in your heart.
If you know your ascendant and/or your moon sign, read that too.
Aries (March 21-April l9): Before you embark on that new venture,
gather appropriate information. Read, research, and examine the
available data, and then, focus on synthesis and integration.
Taurus (April 20-May 20): It’s a question of control, and not just
being in control, but also if control is truly possible. Rather than
insisting on a specific outcome, let go, and allow the situation to
unfold on its own.
Gemini (May 21-June 21): Be open to relationships, but also be
comforted by old friends. A shared sensibility about what matters
most can renew and revitalize the soul.
Cancer (June 22-July 22): Allow uncertainty about the future to
skew your view toward a negative reality, and you’re likely to
experience a peculiar kind of paralysis. Refuse to be indoctrinated
by anxiety, and you’ll stay creative about your options.
Leo (July 23-August 22): Flexibility is the key to your success,
especially if you’re willing to learn from your mistakes. So put
pride aside, acknowledge what you don’t know and keep experimenting
until you find the best solution.
Virgo (August 23-September 22): Rise to the occasion and simply
do the “right” thing even if what you have to do isn’t what you
want to do. Remember, leaders who inspire unswerving loyalty are
those who inspire by example.
Libra (September 23-October 22): You’re on the threshold of a
significant shift, but hesitant to move forward, which is completely
understandable, given how much will change when you do. Take
your time—you can’t hurry growth.
Scorpio (October 23-November 21): You may not be able to handle
all that needs doing, so rather than procrastinate, enlist the help
of friends. Yes, I know you want to present a self-sufficient image,
but reality is more important than the façade.
Sagittarius (November 22-December 21): Try not to let the Trickster
bamboozle you into thinking there’s more money in your
account than the total on your bank statement. Be real about
finances, and your situation will eventually turn around.
Capricorn (December 22-January 19): Expressing yourself will
help you to articulate your internal process. And while not everyone
will agree with your ideas, just sharing your opinion will shift
your awareness.
Aquarius (January 20-February 18): Try not to work too hard to
convince friends and associates to see “it” your way. Instead, figure
out what adjustments you can make that will make the benefits of
your perspective obvious to everyone.
Pisces (February 19-March 20): In order to navigate the situation,
you’ll have to reach deep within and tap your innate reserves of
empathy and compassion. And while you may not want to take this
high road, it is actually the best choice for all.
Actors with Strong Local Ties
Pack Punch in Cast of ‘Milk’
CONNECTIONS—Given that Malibuites voted 2-1 against Prop. 8, the new
Awards Season contender ‘Milk” is expected to resonate with local residents
who oppose efforts to make second-class citizens of any groups in society.
Josh Brolin (left) and Oscar winner Sean Penn, who have strong “real-life” ties
to Malibu, play San Francisco city supervisors Dan White and Harvey Milk in
the Focus Features release. Like President-elect Barack Obama, Milk was a
community organizer and a natural politician who broke down barriers. Milk
was the first openly gay man to be voted into major public office in America and
successfully fought 1978’s discriminatory Prop. 6 “Briggs Initiative.” The film is
now playing at five Southland theaters.
OBITUARY
Mille May
July 10, 1929 - Nov. 18, 2008
Mille May, a longtime Malibu resident, passed away in the early morning hours of Nov. 18,
2008. She is survived by her husband of 58 years, Jim, and her daughters Sherry, Leslie and
Holly.
Mille and Jim built their house in Malibu and moved into it with their young family over
51 years ago and they truly appreciated their home and wonderful view.
Mille was generous, intelligent, warm and gracious. She
always made everyone feel welcome. If you were a plumber and
were working on the sink, you would be sure to be served lunch.
Mille was a spectacular gourmet cook who loved to entertain,
and she was a gifted artist who painted large abstract canvases—several
of which hung in Guido’s Restaurant for many years.
She was the love of our lives and will be missed tremendously
and we feel grateful that her passing was peaceful after a
long and difficult illness.
We are lucky to have known this remarkable woman.
Mille was the daughter of Alfredo and Giovana Melaragno
of Providence, RI.
Frank “Bud” Palmer, longtime resident
of Los Angeles and Malibu, passed away
peacefully in
his sleep on
Friday Nov.
14, 2008 at his
home in Leisure
Village,
Camarillo. He
was 95 years
old.
Frank Palmer
was
born Aug. 23,
1913 in Aberdeen,
South
Dakota. His
parents Arthur
Cornell Palmer and Frances Leffingwell
were from families of early English
colonial settlers in New England from the
1600s. His father worked for the railroad
and as young boy moved with his family to
Tacoma, Washington where Frank attended
Stadium High School and worked for
Gundersen Jewelers where he learned the
art of jewelry manufacturing from master
jewelers.
Frank moved to Los Angeles during the
depression and worked as a diamond setter
and master jeweler creating masterpieces
for many of the finest jewelry
stores in Southern California.
In 1939 Frank married Grace Bishop in
Los Angeles. He served in the U.S. Air
Force during WW II in France. After
returning home he started a family and
Russell Philbrick, after a long battle
with cancer, died peacefully at
his home on Nov. 16, 2008. Natalie
(Tally), his wife of 64 years, was at
his bedside.
Russell was born on Oct. 9, 1922 in
York, Maine. At 18 years of age, he
joined the U.S. Navy “to see the
world,” but as it turned out, due to
World War II, he spent six years in the Pacific area. First
seeing action in the Aleutian Islands in the north, then on
to Hawaii and on to the South Pacific. During that time, he
earned the rating of Chief Electricians Mate.
In the early years in the navy, his best buddy invited him
home with him for the weekend to Whittier, California,
where he was introduced to Tally. Two years later they
were married on his 22nd birthday at his home in Maine.
Just after the war ended, Tally was able to go to Hawaii to
join Russ for his last year at Pearl Harbor Navy Base.
Back in Whittier, Russ went to work at General Telephone,
Co., eventually becoming transferred to Santa Monica.
After 35 years with the company, Russ retired to become
a true “Malibuite.” He was a very enthusiastic member of
the Malibu Optimists Club, a docent at the Adamson House
at Malibu Creek and an Arson Watch member. Also, with
three young sons, he was very involved with the Cub Scouts
and later, Sea Scouts.
Retirement for Russ was filled with activities he loved:
traveling, sailing, bicycle trips, skiing and golf—always with
Tally or one or more of his sons, Bill, Mark or Scott.
Russ also leaves two daughters-in-law, five grandchildren
and four great grandchildren.
He will be forever remembered and missed by all those
who knew and loved him.
In lieu of flowers, donations in Russell’s memory may be
made to: Hospice Partners of Southern California, 1919
