Making downtown Baltimore a
place where families thrive!
Movement to stay
Inaugural Report of the Downtown Baltimore Family Alliance
January 2008–December 2009
Dear DBFA Members and Partners:
Looking back, it is hard to believe that DBFA held its first meeting in January of 2008. Until that time, the
rise of the family population in neighborhoods like Federal Hill and Fell’s Point had largely eluded the
notice of those outside—and many times, even within—these communities. Downtown families had no
central entity to advocate for their interests or to call attention to their role and significance in the city’s
revitalization. Prospective downtown parents, including current residents planning to have children, had
no way of finding out about the options or benefits of raising children amid the vibrancy of downtown.
In just a few short years, through countless hours devoted by volunteers
and generous donations by members and supporters, DBFA has become a
force on the city scene. As a volunteer-run organization, we’ve successfully
advocated for parents’ needs on issues ranging from public school funding
to playground shade. We’ve become a key resource for those raising kids
downtown through the development of our online guide to everything from
preschools to pediatricians to family-friendly neighborhoods. And we’ve
had too many family events to name, from promoting public education
through our School and Children’s Programming Fair, to creating a space of
community for hundreds of residents through our New and Expectant Parent
Socials, to making the season a little brighter for local children in need
through our Holiday Adopt-A-Family Program.
Most recently, we welcomed our first executive director. Under her leadership, we look forward to much
success on initiatives related to improved public schools, enhanced recreational programming, pedestrian
safety, and family-friendly urban development.
To our members, our volunteers, and our supporters: We thank you. You have made our shared vision
a reality. And we hope you feel, as we do, that your willingness to risk your time and money on a new
and untested idea has paid dividends. With your continued support, we are here to make sure that your
investments yield benefits for downtown families and for Baltimore City for years to come.
Sincerely,
Rebecca Gershenson Smith, PhD
Baltimore, MD 21202
Propelled by the belief that thriving, connected families are key to vibrant communities, the Downtown
Baltimore Family Alliance fosters and promotes family life in Baltimore’s city center. As an independent,
nonprofit alliance, we partner with local government, business, and nonprofit organizations to develop familywise
programs and policies, including initiatives for strong public schools and early childhood programs,
enhanced public safety and environmental quality, and expanded recreational and cultural opportunities. We
further endeavor to cultivate community by connecting families with one another and with the resources to
take full advantage of life in downtown Baltimore.
Program
overview
Over the last two
years, the Downtown
Baltimore Family
Alliance has focused its
initiatives and events on
activities that support
and encourage family
retention in the city. Our
work is rooted in our
core values: Connection,
Collaboration, Diversity,
Urban Life, and
Local Economies. In
alignment with these
values, we center our
program efforts on three
fundamental areas in
support of downtown
family life—Advocacy,
Resources, and
Connectedness.
Advocacy
DBFA seeks to promote policies and institutions important
to families and to provide parents a voice in enacting
positive change in their communities. DBFA forges its
advocacy efforts on issues of importance to downtown
families, such as developing and supporting local
educational and recreational opportunities, improving
pedestrian safety, and enhancing neighborhood children’s
programming. Since its inception, DBFA’s membership
has agglomerated downtown families into a powerful
constituency in the city and the region; through our
work with other organizations and institutions, we seek
to enhance our impact further. Here is a sampling of our
accomplishments in advocacy over the past several months:
DBFA board members and volunteers have met and
remain in contact with leaders in the Baltimore City
Council, the Office of the Mayor, the Maryland State
Legislature, and numerous city departments to represent
the voice of downtown families and advance their
interests in issues ranging from the creation of off-leash
dog parks to the safety of public streets.
DBFA joined city partners and local schools to
successfully advocate for full state funding for City
Schools during the 2009 legislative session and became
a founding partner of the Baltimore Education Coalition,
an alliance of schools and nonprofit organizations.
DBFA continues to work with the Department of
Recreation and Parks to provide attractive green spaces
for children’s recreation, including the development
of an Inner Harbor playground in collaboration with
Waterfront Partnership. DBFA also spearheaded the
planting of mature trees to provide shade cover in the
Patterson Park playground and continues to advocate
for shade cover in other public family spaces.
DBFA collaborates with City Schools’ leaders, including
Dr. Andrés Alonso and Michael Sarbanes, in addition
to other education partners in the city, to discuss the
educational needs of downtown families and how we
can best partner together for mutual benefit.
Resources
DBFA strives to ensure that the downtown family population
is a visible entity and that current parents, as well as new
and prospective family
residents, have all of
the information they
need to thrive as they
raise kids downtown.
Parents number
attractive educational,
cultural, commercial,
and recreational
opportunities among
the most important determinants of quality of life. DBFA
has therefore worked purposefully to ensure that parents
have good information about day care centers, preschools,
public schools, children’s art classes, sporting leagues, and
other resources. By publicizing resources for downtown
families and highlighting the family population here, we
provide new and prospective downtown parents a picture
of what family life downtown looks like and thereby invite
them to join us.
In our first two years, DBFA has focused primarily on two
initiatives to provide resources to downtown families:
School and Children’s Programming Fair
For two consecutive years, DBFA has hosted a school fair,
featuring local, walkable early childhood education and
public school options in downtown Baltimore communities.
This event provides a one-stop shop for parents to see
firsthand the high-quality options for education downtown.
In our second year, we received overwhelming community
and business support and added children’s programming
vendors in order to provide parents information on
neighborhood recreational and cultural activities. What is
now the annual School and Children’s Programming Fair
has quickly become one of our most successful and highly
anticipated events.
DBFA website and Family Resource Guide
Thanks to a generous grant from the Baltimore Community
Foundation, DBFA has been working to provide a valuable
electronic source of information to families. The DBFA
website now offers the DBFA Family Resource Guide, a
comprehensive directory of family-centered resources to aid
parents in choosing ideal children’s programs, child care,
schools, health care providers, recreational activities, family
outings, and many other major life resources within the
downtown vicinity and greater Baltimore area. The guide
is organized into 11 major categories that include related
subsections for easy sorting. The nearly 400 entries contain
a wealth of information for families as they navigate life with
their children in downtown Baltimore.
Connectedness
Whether it is the small gathering that introduces
two expectant mothers or the community event that
attracts children and families from various cultural and
socioeconomic backgrounds to hunt for eggs in the park,
DBFA cultivates the relationships that bind parents and kids
to one another and to their communities. Each event helps
us to achieve part of our mission to bring families together.
Our New and Expectant Parent Socials, for example, allow
downtowners just embarking upon family life to meet
others at a similar stage. These meetings often blossom
into playgroups, thus creating connection for a whole new
generation. By providing fun, free events that are open to
all, DBFA seeks to foster a sense of community similar to
what one might find in a small town, while allowing families
to enjoy the ease and vibrancy of city life.
Here are a few of the DBFA events and programs that
connect our families:
 Harbor Harvest
Girls’ Night Out at the Movies
Guys’ Night Out Poker Tournament and Silent Auction
 Egg Hunt in Patterson Park
 Orioles Family Day
DBFA creates opportunities for families to connect with
friends, educators, business owners, nonprofit leaders, and
others in order to learn from each other, enjoy each other,
and fully take advantage of all the wonderful opportunities
our city has to offer.

Goals for 2010
 Maintain the DBFA
website in order to
provide up-to-date and
relevant resources and
information on familyfriendly
programs,
opportunities, and events
in downtown Baltimore
 Continue the successes
of previous programs,
including the Annual
Members’ Pool Party, the
School and Children’s
Programming Fair,
the Holiday Adopt-A-
Family program, and
the quarterly New and
Expectant Parent Socials
 Complete a proposal on
how to make downtown
neighborhoods more
pedestrian-friendly and
work with the Department
of Transportation to
improve local walkability
 Continue to work with
the Baltimore Education
Coalition to advocate for
public school funding
and with City Schools’
leadership on the
enhancement of curricular
programs to engage
students of all ability
levels
 Grow our membership by
20% and retain 70% of our
current members
 Inaugurate new programs
including a Members’ Ice
Skating Social, Baltimore
Green Week event, and
Kindergarten and Tween
Parent Socials
 Sponsor an ongoing new
parent support group
 Grow and diversify our
funding base in order
to support and improve
DBFA programs and
resources
 Continue to be the entrée
point for community
organizations, businesses,
and other entities seeking
to develop family-friendly
policies and activities
