Inaugural <strong>Report</strong> of the <strong>Downtown</strong> <strong>Baltimore</strong> <strong>Family</strong> <strong>Alliance</strong><br />
January 2008–December 2009<br />
Dear DBFA Members and Partners:<br />
Looking back, it is hard to believe that DBFA held its first meeting in January of 2008. Until that time, the<br />
rise of the family population in neighborhoods like Federal Hill and Fell’s Point had largely eluded the<br />
notice of those outside—and many times, even within—these communities. <strong>Downtown</strong> families had no<br />
central entity to advocate for their interests or to call attention to their role and significance in the city’s<br />
revitalization. Prospective downtown parents, including current residents planning to have children, had<br />
no way of finding out about the options or benefits of raising children amid the vibrancy of downtown.<br />
In just a few short years, through countless hours devoted by volunteers<br />
and generous donations by members and supporters, DBFA has become a<br />
force on the city scene. As a volunteer-run organization, we’ve successfully<br />
advocated for parents’ needs on issues ranging from public school funding<br />
to playground shade. We’ve become a key resource for those raising kids<br />
downtown through the development of our online guide to everything from<br />
preschools to pediatricians to family-friendly neighborhoods. And we’ve<br />
had too many family events to name, from promoting public education<br />
through our School and Children’s Programming Fair, to creating a space of<br />
community for hundreds of residents through our New and Expectant Parent<br />
Socials, to making the season a little brighter for local children in need<br />
through our Holiday Adopt-A-<strong>Family</strong> Program.<br />
Most recently, we welcomed our first executive director. Under her leadership, we look forward to much<br />
success on initiatives related to improved public schools, enhanced recreational programming, pedestrian<br />
safety, and family-friendly urban development.<br />
To our members, our volunteers, and our supporters: We thank you. You have made our shared vision<br />
a reality. And we hope you feel, as we do, that your willingness to risk your time and money on a new<br />
and untested idea has paid dividends. With your continued support, we are here to make sure that your<br />
investments yield benefits for downtown families and for <strong>Baltimore</strong> City for years to come.<br />

Program<br />
overview<br />
Over the last two<br />
years, the <strong>Downtown</strong><br />
<strong>Baltimore</strong> <strong>Family</strong><br />
<strong>Alliance</strong> has focused its<br />
initiatives and events on<br />
activities that support<br />
and encourage family<br />
retention in the city. Our<br />
work is rooted in our<br />
core values: Connection,<br />
Collaboration, Diversity,<br />
Urban Life, and<br />
Local Economies. In<br />
alignment with these<br />
values, we center our<br />
program efforts on three<br />
fundamental areas in<br />
support of downtown<br />
family life—Advocacy,<br />
Resources, and<br />
Connectedness.<br />
Advocacy<br />
DBFA seeks to promote policies and institutions important<br />
to families and to provide parents a voice in enacting<br />
positive change in their communities. DBFA forges its<br />
advocacy efforts on issues of importance to downtown<br />
families, such as developing and supporting local<br />
educational and recreational opportunities, improving<br />
pedestrian safety, and enhancing neighborhood children’s<br />
programming. Since its inception, DBFA’s membership<br />
has agglomerated downtown families into a powerful<br />
constituency in the city and the region; through our<br />
work with other organizations and institutions, we seek<br />
to enhance our impact further. Here is a sampling of our<br />
accomplishments in advocacy over the past several months:<br />
� DBFA board members and volunteers have met and<br />
remain in contact with leaders in the <strong>Baltimore</strong> City<br />
Council, the Office of the Mayor, the Maryland State<br />
Legislature, and numerous city departments to represent<br />
the voice of downtown families and advance their<br />
interests in issues ranging from the creation of off-leash<br />
dog parks to the safety of public streets.<br />
� DBFA joined city partners and local schools to<br />
successfully advocate for full state funding for City<br />
Schools during the 2009 legislative session and became<br />
a founding partner of the <strong>Baltimore</strong> Education Coalition,<br />
an alliance of schools and nonprofit organizations.<br />
� DBFA continues to work with the Department of<br />
Recreation and Parks to provide attractive green spaces<br />
for children’s recreation, including the development<br />
of an Inner Harbor playground in collaboration with<br />
Waterfront Partnership. DBFA also spearheaded the<br />
planting of mature trees to provide shade cover in the<br />
Patterson Park playground and continues to advocate<br />
for shade cover in other public family spaces.<br />
� DBFA collaborates with City Schools’ leaders, including<br />
Dr. Andrés Alonso and Michael Sarbanes, in addition<br />
to other education partners in the city, to discuss the<br />
educational needs of downtown families and how we<br />
can best partner together for mutual benefit.<br />

Resources<br />
DBFA strives to ensure that the downtown family population<br />
is a visible entity and that current parents, as well as new<br />
and prospective family<br />
residents, have all of<br />
the information they<br />
need to thrive as they<br />
raise kids downtown.<br />
Parents number<br />
attractive educational,<br />
cultural, commercial,<br />
and recreational<br />
opportunities among<br />
the most important determinants of quality of life. DBFA<br />
has therefore worked purposefully to ensure that parents<br />
have good information about day care centers, preschools,<br />
public schools, children’s art classes, sporting leagues, and<br />
other resources. By publicizing resources for downtown<br />
families and highlighting the family population here, we<br />
provide new and prospective downtown parents a picture<br />
of what family life downtown looks like and thereby invite<br />
them to join us.<br />
In our first two years, DBFA has focused primarily on two<br />
initiatives to provide resources to downtown families:<br />
School and Children’s Programming Fair<br />
For two consecutive years, DBFA has hosted a school fair,<br />
featuring local, walkable early childhood education and<br />
public school options in downtown <strong>Baltimore</strong> communities.<br />
This event provides a one-stop shop for parents to see<br />
firsthand the high-quality options for education downtown.<br />
In our second year, we received overwhelming community<br />
and business support and added children’s programming<br />
vendors in order to provide parents information on<br />
neighborhood recreational and cultural activities. What is<br />
now the annual School and Children’s Programming Fair<br />
has quickly become one of our most successful and highly<br />
anticipated events.<br />
DBFA website and <strong>Family</strong> Resource Guide<br />
Thanks to a generous grant from the <strong>Baltimore</strong> Community<br />
Foundation, DBFA has been working to provide a valuable<br />
electronic source of information to families. The DBFA<br />
website now offers the DBFA <strong>Family</strong> Resource Guide, a<br />
comprehensive directory of family-centered resources to aid<br />
parents in choosing ideal children’s programs, child care,<br />
schools, health care providers, recreational activities, family<br />
outings, and many other major life resources within the<br />
downtown vicinity and greater <strong>Baltimore</strong> area. The guide<br />
is organized into 11 major categories that include related<br />
subsections for easy sorting. The nearly 400 entries contain<br />
a wealth of information for families as they navigate life with<br />
their children in downtown <strong>Baltimore</strong>.<br />
Connectedness<br />
Whether it is the small gathering that introduces<br />
two expectant mothers or the community event that<br />
attracts children and families from various cultural and<br />
socioeconomic backgrounds to hunt for eggs in the park,<br />
DBFA cultivates the relationships that bind parents and kids<br />
to one another and to their communities. Each event helps<br />
us to achieve part of our mission to bring families together.<br />
Our New and Expectant Parent Socials, for example, allow<br />
downtowners just embarking upon family life to meet<br />
others at a similar stage. These meetings often blossom<br />
into playgroups, thus creating connection for a whole new<br />
generation. By providing fun, free events that are open to<br />
all, DBFA seeks to foster a sense of community similar to<br />
what one might find in a small town, while allowing families<br />
to enjoy the ease and vibrancy of city life.<br />
