SpOrT MANiTOBA<br />
On behalf of the Board of Directors and staff of <strong>Sport</strong> <strong>Manitoba</strong>, we are pleased to present our annual report and<br />
audited financial statement for 2010/<strong>2011</strong>.<br />
<strong>Sport</strong> <strong>Manitoba</strong>’s <strong>Annual</strong> Business Plan, the <strong>Manitoba</strong> Action Plan for <strong>Sport</strong> (MAPS) and the Canadian <strong>Sport</strong> Policy<br />
provided the focus to drive our initiatives and achievements this past year.<br />
This was our first full year operating out of the new <strong>Sport</strong> for Life Centre. We were very excited to see the opening of<br />
the <strong>Sport</strong> Resource Centre and the <strong>Sport</strong> Medicine Centre. Our programs and services continue to grow and we are<br />
extremely happy to provide more opportunities to our athletes, coaches, officials, and all those involved in amateur<br />
sport in our province. As our Capital Campaign develops, we are getting closer to completing the second phase of<br />
the Centre and progressing toward building the fieldhouse. We look forward to the future of the Centre and being<br />
able to offer even more to the sport community.<br />
This year also saw four of our Provincial <strong>Sport</strong> Organizations embark on a Long Term Athlete Development<br />
implementation planning process, and we continued to work with our partners to embed the Canadian <strong>Sport</strong> for Life<br />
principles. In our Coaching Unit, 20 Active Start workshops with Early Childhood Educators were facilitated across the<br />
province – helping educators promote physical literacy in young children.<br />
We are very proud of <strong>Manitoba</strong>’s athletes as they continue to shine in provincial, national, and international sport<br />
competitions. Our <strong>2011</strong> Canada Winter Games team ended the year strong, capturing 25 medals in Halifax. Here at<br />
home, it is with excitement that we prepare for the 2012 Power Smart <strong>Manitoba</strong> Summer Games to be held in Swan<br />
Valley.<br />
We appreciate the continued support from the Province of <strong>Manitoba</strong>, the Minister Responsible for <strong>Sport</strong>, Honourable<br />
Eric Robinson and his colleagues in government. Our province’s corporate community also provides invaluable<br />
financial support to both <strong>Sport</strong> <strong>Manitoba</strong> and all of our provincial and community level sport organizations.<br />
Volunteers are the backbone of the amateur sport system and are the driving force behind the accomplishments<br />
of <strong>Manitoba</strong>’s athletes. <strong>Sport</strong> <strong>Manitoba</strong> is extremely thankful for the dedication and enthusiasm that our volunteers<br />
provide to our provincial sport community.<br />
Together, with all of our partners, <strong>Sport</strong> <strong>Manitoba</strong> will continue to build communities through sport and enhance our<br />
provincial delivery systems to provide sport and recreation opportunities to all <strong>Manitoba</strong>ns.<br />

LiFE CENTrE<br />
The 2010/<strong>2011</strong> year has been an amazing time of change,<br />
growth, and development for <strong>Sport</strong> <strong>Manitoba</strong> and our new<br />
home for sport – the <strong>Sport</strong> for Life Centre.<br />
Our new building at 145 Pacific Avenue in Winnipeg has<br />
seen a 100 year-old, under-utilized heritage building<br />
renovated and a neighbourhood revitalized. Walking into<br />
the <strong>Sport</strong> for Life Centre has produced a “wow” effect for<br />
every visitor. The impact of artifacts from the <strong>Manitoba</strong><br />
<strong>Sport</strong>s Hall of Fame & Museum and displays extolling the<br />
exploits of recent Olympic heroes such as Cindy Klassen,<br />
Clara Hughes and Jennifer Botterill capture the eyes and<br />
memories of every guest.<br />
The <strong>Sport</strong> for Life Centre is home to over 70 Provincial<br />
<strong>Sport</strong> Organizations, our new <strong>Sport</strong> Medicine Centre, the<br />
<strong>Manitoba</strong> <strong>Sport</strong>s Hall of Fame & Museum, <strong>Sport</strong> Resource<br />
Centre, a Performance Testing Area, and a Conference<br />
Centre. The Centre saw over 16,000 volunteers using the<br />
new facility in its first year of operation.<br />
With the opening of a new facility, came the development<br />
of a new website. In February <strong>2011</strong>, <strong>Sport</strong> <strong>Manitoba</strong><br />
launched a new site that now includes access to all<br />
associated sites in one easy-to-use online location. The new<br />
website is a current design that is user friendly and will<br />
accommodate changes that take place as the <strong>Sport</strong> for Life<br />
Centre progresses and offers more programs and services.<br />
Although Phase 2 of the Centre is still in development, the<br />
<strong>Sport</strong> for Life Centre is already conducting programming.<br />
In the Performance Centre, a number of provincial team<br />
programs have already started. The Centre also offers<br />
activity classes, such as yoga and boot camp, for downtown<br />
residents and workers.<br />
The new <strong>Sport</strong> Medicine Centre in the <strong>Sport</strong> for Life Centre<br />
has been busy with activity and excitement. The 5,226<br />
square foot space outfitted with state of the art equipment<br />
has been preparing to open its doors to the public. The<br />
<strong>Sport</strong> Medicine Centre will support a wide spectrum of<br />
patients from repetitive strain injuries, to the recreational<br />
participant, to the high performance athlete. A multidisciplinary<br />
approach for the management of any injury<br />
including physical therapy, athletic therapy, massage<br />
therapy, chiropractic care, and physicians will be available<br />
to the community, the general public, and both amateur<br />
and high performance athletes.<br />
Phase 2 of the <strong>Sport</strong> for Life Centre is an $18 million project<br />
which will add a 50,000 square foot field house, 200 metre<br />
indoor track, strength and conditioning areas, and a<br />
multipurpose activity space. When complete the Centre<br />
will provide <strong>Manitoba</strong>ns with an innovative research and<br />
training facility for amateur and elite athletes, coaches,<br />
officials, and community leaders. Additionally, it will be a<br />
catalyst for providing much needed sport, recreation, and<br />
healthy living programs/services to an underserviced inner<br />
city population.<br />
The <strong>Sport</strong> for Life Centre can only be completed through<br />
a successful Capital Campaign and partnerships with<br />
the Provincial and Federal Governments. Our Capital<br />
Campaign Committee has been struck, promotional plans<br />
developed, and private donations and corporate support<br />
are being realized. The Capital Campaign Committee has<br />
strong community and corporate representation and is<br />

With an emphasis on training, mentoring and coaching, the Centre will develop<br />
leaders across the province who will help our next generation succeed - in sport<br />
and in life.<br />
TrAiN AThLETES, COAChES ANd VOLuNTEErS<br />
<strong>Manitoba</strong>’s athletes, coaches and teams - at all levels - will grow and develop<br />
using this top-notch, year-round training facility. It will combine ground-breaking<br />
opportunities in coaching, athletic therapy, fitness testing, nutrition and sports<br />
psychology, which will result in success on provincial, national, and world stages.<br />
Coaching and training resources will also be available online and via webconferencing<br />
so that all <strong>Manitoba</strong>ns can benefit.<br />
hELp KidS jOiN ThE righT TEAM<br />
<strong>Sport</strong> programming and leadership development will be provided for underserved<br />
youth, proving an alternative to gangs.<br />
rEViTALizE dOwNTOwN wiNNipEg<br />
The <strong>Sport</strong> for Life Centre is centrally located and will invigorate Winnipeg’s inner<br />
city by attracting 400,000 people downtown each year.<br />
BriNg SpOrTS hErOES TO LiFE<br />
The new and interactive <strong>Manitoba</strong> <strong>Sport</strong>s Hall of Fame & Museum will serve as a<br />
source for inspiration, as will athletes of all levels training together in the same<br />
facility.<br />
BuiLd hEALThY COMMuNiTiES<br />
The <strong>Sport</strong> for Life Centre will be a one-stop resource that offers healthy alternatives<br />
for all ages. The same skills that aid sport development translate into valuable life<br />
skills and, in turn, a healthier community.
KidSpOrT<br />
Kid<strong>Sport</strong> is a national charity administered by<br />
<strong>Sport</strong> <strong>Manitoba</strong> that provides support to children<br />
by removing financial barriers that prevent them<br />
from participating in organized sport. In 2010/<strong>2011</strong>,<br />
provincial and regional fundraising efforts provided a<br />
total of $290,760 to support 1,627 youth, aged from 6<br />
to 17, with grants of up to $300 to help pay their local<br />
club/team registration fees.<br />
COMMuNiTY SpOrT<br />
ALLiANCES<br />
A Community <strong>Sport</strong> Alliance is a collaborative approach to sport<br />
development. <strong>Sport</strong> <strong>Manitoba</strong> supported six Community <strong>Sport</strong><br />
Alliances in Brandon, Lakeshore, Morden, Swan Valley, Tri S –<br />
Selkirk, and Winnipeg. The focus of these alliances is on community<br />
partnership in sport, recreation, education, and healthy living, working<br />
together to coordinate activities and promote active living for all in<br />
their communities through their development of shared annual plans.<br />
New Alliances are expected to be formed this year in Dauphin, Flin<br />
Flon, The Pas, Thompson, and Portage la Prairie.<br />
In 2010, the Winnipeg Community <strong>Sport</strong> Alliance and its<br />
partners developed the Winnipeg Community <strong>Sport</strong> Policy and a<br />
comprehensive online registration system and database. An inventory<br />
of community sport facilities and programming will be hosted on the<br />
City of Winnipeg website for public access.<br />
CANAdiAN SpOrT<br />
FOr LiFE<br />
<strong>Sport</strong> <strong>Manitoba</strong> continues to work with Provincial <strong>Sport</strong><br />
Organizations and partners to embed the Canadian <strong>Sport</strong> for Life<br />
(CS4L) principles and program development through planning<br />
support, resource guides and presentations. During 2010/<strong>2011</strong>,<br />
four Provincial <strong>Sport</strong> Organizations have embarked on a Long<br />
Term Athlete Development (LTAD) implementation planning<br />
process and several others have expressed interest. Four sports<br />
have been identified to align aspects of their <strong>Manitoba</strong> Games<br />
technical package with their National LTAD Model. Recognition of<br />
the ongoing need for communication and education has resulted<br />
in standardized presentations being developed on “Importance of<br />
Physical Literacy” and “CS4L and the Role of the Coach”.<br />

SpOrT rESOurCE CENTrE<br />
<strong>Sport</strong> <strong>Manitoba</strong>, with the support of the Winnipeg<br />
Foundation, has opened the <strong>Sport</strong> for Life Resource Centre to<br />
offer new education programming to sport and community<br />
leaders, coaches, students, and athletes.<br />
<strong>Sport</strong> Partners continue to provide written and DVD sport<br />
resource material that can be accessed by <strong>Manitoba</strong>’s coaches,<br />
officials, athletes and volunteers. The computer lab is being<br />
well utilized, with sport partners conducting clinics, webinars,<br />
finance planning, referee training, and registration.<br />
In the library, coaches and students have begun to borrow<br />
material. This now allows coaches throughout the province to<br />
have access to more resources online and through the mail.<br />
ACTiVE STArT TrAiNiNg ANd<br />
dVd rESOurCE<br />
<strong>Sport</strong> <strong>Manitoba</strong>’s Coaching Unit has facilitated 20 Active Start<br />
workshops with Early Childhood educators in daycares across<br />
Winnipeg and in Carman. The DVD “Games with a Purpose”<br />
was highlighted for the staff and children in this highly active<br />
session. The clinics have been well received.
COAChiNg ACAdEMiES<br />
<strong>Sport</strong> <strong>Manitoba</strong> is pleased to report that active Coaching Academies now exist in the Westman,<br />
Parkland, and Eastman regions, with Interlake planning to start in the fall of <strong>2011</strong>. The Norman<br />
region is in the process of developing three academies in Flin Flon, The Pas, and Thompson.<br />
With a mix of sport specific courses and generic topics, the Active Coaching Academies have<br />
created opportunities for coaches throughout the province to gain access to tremendous<br />
professional development opportunities.<br />
<strong>Sport</strong> <strong>Manitoba</strong>, in partnership with our Provincial <strong>Sport</strong> Organizations, trained a total of 240<br />
coaches in the Learn to Train workshop that was developed in 2009. This workshop focuses on<br />
providing coaches with the tools to deliver age and skill level appropriate warm ups, speed<br />
and footwork development, core strength, and injury prevention. One hundred of these<br />
coaches were trained through the regional Coaching Academy program.<br />
rESpECT iN SpOrT ANd rEd CrOSS SuppOrT LiNE<br />
<strong>Sport</strong> <strong>Manitoba</strong> believes in being proactive in ensuring sport in our province is safe and<br />
welcoming for all participants. The Respect in <strong>Sport</strong> program helps us promote those values<br />
through a simple and convenient online training course for coaches and sport leaders. It is<br />
designed as a tool to assist coaches in identifying and dealing with abuse, neglect, harassment<br />
and bullying in sport.<br />
<strong>Sport</strong> <strong>Manitoba</strong> continues to work effectively with the Red Cross Support Line. As a coach<br />
or a parent, often you encounter a sport situation that you are uncertain about how to<br />
address. <strong>Manitoba</strong> coaches, parents, athletes, and sport volunteers can contact the Red Cross<br />
Support Line for free consultation, referral, or resources.<br />

SpOrT dEVELOpMENT<br />
prOgrAM<br />
The Inaugural Bilateral Program continues to work with participating<br />
Provincial <strong>Sport</strong> Organizations to fund programs/projects in <strong>Manitoba</strong>’s<br />
remote, isolated, and inner-city urban communities, providing ongoing skill<br />
development and training to over 4,000 youth participants from the ages of 7<br />
to 18.<br />
The Winnipeg Aboriginal <strong>Sport</strong> Achievement Centre (WASAC) is a success<br />
story of this program. In 2010, WASAC’s successes include:<br />
• Summer Kids’ camp targeting Aboriginal youth in over 50 schools across<br />
Winnipeg – 1058 youth (589 girls) ages 7-12 participated<br />
• Partnership with the Centre for Aboriginal Human Resource<br />
Development, in training 27 Aboriginal Leaders (ages 14-28) to lead<br />
their summer camps<br />
• Summer ECO-U camp for 893 youth (7-12 years) and 33 Leaders (14-27<br />
years), which focused on introducing youth to environmental issues in a<br />
fun and dynamic way<br />

Leaders or Leaders-in-Training<br />
With ongoing support from the Bilateral Program, the <strong>Manitoba</strong> Aboriginal<br />
<strong>Sport</strong> and Recreation Council (MASRC) now has five full time staff who are<br />
involved in not only the Aboriginal Bilateral Program , but were also very<br />
involved in running three events throughout the year (hockey in April, golf<br />
and softball in June).<br />
The MASRC initiated plans to hold the <strong>2011</strong> <strong>Manitoba</strong> Invitational Indigenous<br />
Games in July, <strong>2011</strong> in partnership with host committees in both the Peguis<br />
Nation and Opaskwayak Cree Nation. In addition, the Council will manage the<br />
Kidsport warehouse, working with <strong>Sport</strong> <strong>Manitoba</strong> to collect and distribute<br />
sport equipment and clothing throughout the province.

gAMES<br />
<strong>Sport</strong> <strong>Manitoba</strong> recognizes that Multi-<strong>Sport</strong> Games<br />
develop a sense of community and create an<br />
environment in which pride, enthusiasm, spirit, and<br />
fair play flourish. Giving <strong>Manitoba</strong>ns the opportunity<br />
to participate in Games provides an important and<br />
exciting competitive environment that encourages<br />
continued participation in sport and physical activity<br />
pOwEr SMArT MANiTOBA gAMES<br />
Preparations are well underway for the 2012 Power<br />
Smart <strong>Manitoba</strong> Summer Games in Swan Valley. <strong>Sport</strong><br />
<strong>Manitoba</strong> developed the Minimum Hosting Standards<br />
and Strategic Planning Document and hosted a twoday<br />
workshop with the Swan Valley Host Society to<br />
prepare for hosting the Games in July 2012.<br />
With the Games a year away, Provincial <strong>Sport</strong>s<br />
Organizations finalized their sport development<br />
plans and began the process of recruiting coaches to<br />
assist in the identification and selection of regional<br />
teams. Staff from all regions initiated regional sport<br />
development plans, in partnership with Provincial<br />
<strong>Sport</strong>s Organizations, and have begun to select mission<br />
staff.<br />
The <strong>Manitoba</strong> Games Council has begun the selection<br />
process for the host community of the 2014 Power<br />
Smart <strong>Manitoba</strong> Winter Games.<br />
<strong>2011</strong> Western Canada Summer Games<br />

TEAM MANiTOBA –<br />
<strong>2011</strong> CANAdA wiNTEr gAMES<br />
<strong>Manitoba</strong> was represented by a team of 322 athletes,<br />
coaches, managers, national artists, and mission staff<br />
at the <strong>2011</strong> Canada Winter Games, hosted by Halifax,<br />
Nova Scotia from February 11 to 27, <strong>2011</strong>.<br />
Team <strong>Manitoba</strong> participated in all 19 of the Games’<br />
sports. <strong>Manitoba</strong>’s compliment of coaches included<br />
four apprentice coaches – two under the Women in<br />
Coaching initiative and two as part of the Aboriginal<br />
Coaching Program. Team <strong>Manitoba</strong> also filled its quota<br />
of three emerging artists who made a significant<br />
contribution to the cultural component of the Games<br />
as part of the National Artists Program.<br />
In preparation for the Games, Team <strong>Manitoba</strong> once<br />
again utilized the services provided by the <strong>Sport</strong><br />
Medicine and <strong>Sport</strong> Science Council of <strong>Manitoba</strong><br />
through the Performance Enhancement Program.<br />
Services included fitness testing, strength and<br />
conditioning, sport psychology, and nutrition. All<br />
athletes and coaches also participated in a mandatory<br />
drug education session and substance use survey.<br />
Team <strong>Manitoba</strong> was pleased to have Commonwealth<br />
Games medalist and former Canada Games gymnast<br />
Gabrielle May as its Honourary Team Captain and<br />
former Team Canada and NHL coach Andy Murray as its<br />
Honourary Coach.<br />
Team <strong>Manitoba</strong>’s performance at the <strong>2011</strong> Canada<br />
Winter Games resulted in a 5th place finish in Flag<br />
Points and a 5th place finish in medals. Best ever<br />
placements were realized in several sports, including<br />
Wheelchair Basketball, Para Nordic, Male Cross Country<br />
Ski, Target Shooting, Judo and Archery.<br />
<strong>Manitoba</strong>’s medal count of 25 included 5 gold medals,<br />
7 silver and 13 bronze – highlighted by the three gold<br />
medal performances in Para Nordic Ski by Brandon’s<br />
Slade Doyle, who was named Team <strong>Manitoba</strong> Flag<br />
Bearer for the closing ceremonies.<br />
